DIMAPUR, SEP 28 (NPN): Khango Konyak-led NSCN (K) has asserted that it was “seriously considering” the Naga people’s genuine appeal for peace and political dialogue with government of India.

NSCN (K) through its MIP kilonser “Col.” Isak Sumi appealed to the Naga people to extend cooperation and prayers so that “our struggle will be fruitful and in reciprocity to the desires and aspirations of the Naga people.”

DIMAPUR, SEP 28 (NPN): Of the 11 districts in Nagaland, Dimapur, Tuensang and Kohima have the highest HIV prevalence with 5.15%, 2.56% and 2.52% respectively, as per the latest data available from April 2006 to July 2018. This was stated by Legislators’ Forum on AIDS (LFA) State consultant Dr Vinito L Chishi while speaking on the overall scenario of HIV/AIDS in Nagaland at an advocacy programme held at Eastern Bible College

(EBC), Bank Colony here on Friday.

In a power point presentation, he said out of 1,91,653 people screened for HIV in Dimapur between April 2006 and July 2018, 9,904 tested positive. And out of the 10,61,927 blood samples tested in Nagaland till July this year, 23,870 tested positive for HIV. Stating that the disease hit people in their prime, Dr. Chishi said 73% of those infected with HIV in Nagaland were between 25 to 49 years. The highest mode of transmission in Na-

galand was through sexual intercourse (90%), followed by mother to child transmission (6%), he added.

The latest statistics also showed that though 17,161 HIV patients had registered for Antiretroviral Therapy (ART) since 2004, only 12,042 had started the therapy. Also, altogether 1,583 individuals had died till date while on ART treatment and that 7,646 (including children) were alive and currently on ART provided by the government.

DIMAPUR, SEP 28 (NPN): Accusing Nagaland Public Works Department (NPWD) of not following the State government policy of reserving 25% jobs for backward tribes of Eastern Nagaland in the department while make appointments, Eastern Naga Students’ Federation (ENSF) has given the department one month to rectify the anomaly.

In a representation to NPWD by its president Sepili L Sangtam and general secretary Imtichoba Chang, ENSF also warned of initiating its own course of action, if the department failed to adopt necessary measures in this regard within the given time-frame.

It demanded that the department should compensate all those denied posts from the total appointments made from September 4, 2015 till date. ENSF recalled that the governor of Nagaland, in exercise of the power conferred

Culture of intolerance ruling the country: Luizinho Faleiro

KOHIMA, SEP 28 (NPN): General Secretary AICC, in-charge of NE (excluding Assam) Luizinho Faleiro said culture of intolerance, hatred, vendetta and vengeance were ruling the country and people had lost all hope under the BJP government.

Speaking at a press conference at Congress Bhavan, on Friday in Kohima, Faleiro said with all the issues that were confronting the state and country Congress party came to Nagaland to strengthen the party and go forward to meet various challenges.

Faleiro questioned the crores of money spent on Nagaland for development as there was no visible development and said Nagaland was going backward making the people feel that Nagaland was left out since there was absolutely no development.

Many central leader, including the MoRTH minister and Prime Minister, had announced crores of rupees for road construction but in reality, he said, the

journey between Dimapur and Kohima was a “bone cracking experience.”

He asserted that Nagaland had nothing -- no road, no employment opportunity, no industrial growth and farmers were left high and dry.

According to Faleiro, Modi had withdrawn all the scheme policies and subsidies granted during the UPA regime like the package of incentives, transportation subsidy, special category status, and after the closure of the planning commission, whatever small states were receiving was also withdrawn.

Further Faleiro said the promises of Achi Din, return of Black money was never seen in reality and instead, crores of rupees are going out of the country, cost of living has been made so high that it is impossible for a common-man to live a decent life.

Being from a NE state, Bordoloi said it hurt him as Modi granted relief to other states but not to Nagaland.

On the poor performance of the Congress party during the last assembly, Faleiro said that was past history and the party looks to a bright future.

the party that has no manifesto and said Nagas had given a blank cheque to the party that has no commitment for the people.

On the induction of former governor Dr. S. C Jamir into the Political Affairs Committee (PAC), NPCC president K. Therie said since he had not resigned from Congress and since two PAC members from Mokokchung were suspended, he consulted DCC Mokokchung and accordingly Jamir’s name was recommended. He said as a senior man, Dr. S.C Jamir was an asset to the state and his position was also relevant to the present situation considering the history of his contribution to the state, thereby he was appointed to the PAC.

RSZ cries foul over stoppage of road widening TDAPC on Tuensang road conditions Seminar on women social etiquette held DIMAPUR: Rengma Sela Zi (RSZ) in a statement issued by its president Kenneth Kath and general secretary Sokenye Kent alleged that after complete neglect of Rengma community by the state government, the long awaited widening of NH2 (formerly NH 61 between 40 Km to 72 Km) between Tseminyu and Wokha, had begun but suddenly stopped. The stoppage was causing immense hardship to commuters said RSZ. In this regard, RSZ has warned individuals and agencies against trying to make a profit out of the situation in Tseminyu sub division over the present widening of NH-2 between Tseminyu to Wokha.

RSZ recalled that the widening project was first sanctioned in 2010 and re-sanctioned in 2013 but owing to alleged “selfish motives of some individuals and insincerity of the department” the project failed to take off till the case reached the Supreme Court. The project was then finally approved and sanctioned in 2016 after a series of agitations and confrontation with different agencies, RSZ said, adding that it was also irked to observe the “in-

sincerity of implementing agencies”.

RSZ said the work for earth cutting had stopped for almost two weeks due to non-availability of dumping sites. RSZ held officials of the department responsible for allegedly not doing their job well before the project when a Detailed Project Report (DPR) was submitted to the Union Ministry of Road Transport & Highways (MoRTH) some years back.

RSZ further accused the department of failing to submit a proposal to MoRTH which caused delay in sanctioning of compensation to affected land owners. RSZ said this should have been done before earth cutting began.

by M/s TK Engineering Consortium, an Arunachal Pradesh-based construction company.

RSZ said it was extending all help for speedy execution of the project in collaboration with other Rengma bodies since the beginning.

RSZ had also served ultimatums on the Power and PHE departments to shift electric poles and water supply pipes which

were not done despite 50% of the sanctioned amount having been transferred to the departments concerned since April 2018, it stated.

Accusing PWD (national highways) of adopting delaying tactics and shifting blame for anything wrongfully executed, RSZ said that work had now come to a complete standstill as landowners were not willing to allow loose soil to be dumped on their plots unless payments were released for constructing of proper protection walls.

RSZ said several landowners and farmers were also protesting over the compensation and random dumping of loose soil that had affected a vast portion of their cultivable lands along NH-2.

RSZ expressed disgust over the indifference of the department concerned and warned that it would not hesitate to take action against any individual or agency if the current crisis persisted.

Further, RSZ said since it has lost faith and confidence in the department, a team from RSZ will proceed to MoRTH offices both in New Delhi and Guwahati next week to brief the ministry about the state of affairs.

DIMAPUR: The Tuensang District Action Plan Committee (TDAPC) has appealed to the National Highways department for immediate intervention into the situation with the badly damaged National Highway 202/155.

TDAPC president, Kaimang and general secretary, Singkhum Thonger, in a appeal letter sought to draw the attention of the authorities to several previous appeals, despite which the road has still been left abandoned by the department. Likening to road to “river/drainage”, TDAPC said that the road was not in a position to have vehicles

ply on it. The committee also questioned why Tuensang district, being the oldest district, was being overlooked and ignored in every aspect of development in caparison to other districts.

It sought the immediate intervention of the authorities to fill up the pot-holes within two weeks, and take up construction of a two lane road within three months time. “Failing to comply with the appeal the committee may not hesitate to take its own course of action which may be a havoc for governance and public in general” the letter warned.

Correspondent M O N / L on g l e n g, SEP 28 (NPN): Lao-ong Mo, the Konyak post harvest festival, was celebrated on September 28 at Local Ground, Mon Town and also in Longleng at the residence of S. Yangba Konyak, Superintendent of Police Longleng.

Mon: The festival was celebrated in Mon Town with T. Kekongchim Yimchungru, president, ENPO as chief guest and P. Chingan Phom, president, PPC as guest of Honour.

Addressing the people gathered for the celebrations, T. Kekongchim asked “What is the real motive behind celebrating

Lao-ong Mo?” According to him, since time immemorial their forefathers had been giving thanks to god for bountiful harvest, since they were farmers and pagan believers. Now that they no more cultivate seriously for their survival, he asked “Are we really giving thanks to our God like our forefathers did?”

Stating that education was more relevant for today’s generation, he urged the people to excel in education, since it will help them survive, like farming helped their forefathers survive.

He also said that whatever festival it may be, they must celebrate it knowing its real meaning, to preserve their culture

48-hr strike in Manipur enters day two

IMPHAL, Sep 28: The 48-hour state wide general strike called by the six student organisations in Manipur entered its second day on Friday.

The strike which commenced on Wednesday midnight was called jointly

by All Manipur Students’ Union (AMSU), Manipur Students’ Federation (MSF), Kangleipak Students’ Association (KSA), Students’ Union of Kangleipak (SUK), Democratic Students’ Alliance of Manipur (DESAM) and Apunba Ireipakki Maheiroi Sinpanglup (AIMS) in protest against alleged “militarization” of Manipur University campus and demanding unconditional and immediate release of students and teachers of the varsity.

During the strike, a driver of an auto-rickshaw and a woman passenger sustained injuries after the auto-rickshaw they were travelling was stopped and set ablaze by suspected bandh supporters in Imphal. Except the torching of an auto-rickshaw, no other violent incident was reported. The driver, Th Brojen (41) and Kh Thoibi Devi (45) sustained burnt injuries were admitted to RIMS hospital, Imphal.

Tripura to raise two more IR Battalions Agartala, Sep 28 (PTI): The Tripura government has decided to raise two more Indian Reserve Battalions (IRB) in the state to generate employment, where 10 per cent of the posts would be reserved for women, a minister said Friday.

We have created 2,056 new posts, who would be absorbed in the two new IRBs. Ten per cent of the posts would remain reserved for women, State Education Minister Ratan lal Nath told reporters. He said the decision was made in the council of ministers’ meeting held on Thursday.

Tripura has 12 battalions of Tripura State Rifles (TSR), of which 7 are IRBs. With the raising of two more battalions, the total number of IRBs would rise to 9. The Ministry of Home Affairs (MHA) bears the expenses of the IRBs. Over 10,000 candidates who recently qualified for Selection Test for Graduate Teachers (STGT) and Selection Test for Post Graduate Teacher (STPGT) would get postings before Durga Puja next month, Nath said adding offer letters have already been sent to the candidates.

Nath said the education department received complaints from some quarters regarding submission of fake certificates by the candidates for the posts of teachers.

Development work in Assam has come to standstill: Cong Guwahati, Sept 28 (PTI): Hitting out at the BJP-led government in Assam, Leader of Opposition in the Assembly Debabrata Saikia claimed Friday that the saffron party has not been able to live up to its promise of bringing about a ‘poriborton’ (change) in the state.

Development activities have come to a “virtual standstill” in Assam, a release issued by the Congress leader said here.

“Public Health Engineering Minister Rihon Daimar y admitted in the Assembly yesterday (Thursday) that no new piped water supply scheme has been sanctioned in the current fiscal. He also clarified that funds have not been sanctioned for maintenance of the functional water schemes,” Saikia said.

The people of Assam had not expected a ‘poriborton’ which would make “potable water scarce” in the state, the leader of opposition in the Assembly quipped.

“The reason cited for non-initiation of new schemes was the need to complete the existing ones.

Numerous schemes still remain far from complete in the state,” the release quoted the Congress leader as saying.

Saikia also claimed that the PHE Minister had assured him in the House in February last year that department officials would be expediting work for Namdangiya and Gelakey Moran water supply schemes in Nazira Assembly constituency.

The projects, however, have remained incomplete even after 1.5 years, he observed.

“Certain other performance indicators of the department have also emerged from questions posed by other members in the House. It was noted that not a single Individual Household Latrine (IHHL) unit has been sanctioned in the current financial year,” the Congress leader said.

This apart, Saikia stated, only 5,834 of 9,420 piped water supply schemes are operational in Assam.

“A t o t a l o f 2 2 8 8 schemes have been lying defunct and 1298 others still at the construction stage. In Doom Dooma Assembly constituency, for instance, just 10 of 31 water schemes are currently operational,” he said.

Although necessary sanctions for revival of the non-functional schemes were accorded in financial year 2017-18, nothing has been done on the ground, he added.

Shillong, Sep 29: A lower court in Meghalaya on Friday deferred its judgment on former Bangladesh minister Salahuddin Ahmed, who was arrested three years ago for trespassing into India.

This is the second time that Court of Judicial magistrate (first class) deferred its judgment on Friday when the Court had earlier fixed August 13 to deliver its final verdict of the case.

“The hearing on the matter (verdict on Ahmed’s case) has been deferred as the judge and the public prosecutor were on leave,” a court official said on condition of anonymity.

They said the matter will be listed on October 15.

Ahmed, the communications minister during the government of BNP leader Khaleda Zia from 2001-06, was arrested on May 1, 2015 from Golflink area here in Meghalaya after people alerted authorities about his movement in the area.

Police have registered a case against him under the Foreigners Act on charges of illegally entering India after he failed to produce his travel documents.

He also did not have any papers to prove his identity and citizenship.

The Court had granted him bail on June 5, 2015 with with three conditions that he should not leave jurisdiction of the court (the state capital of Meghalaya) besides he should report himself before the

office of superintendent of police East Khasi Hills district and appear before the court However, appearance of Ahmed, who went missing from Bangladesh since March 10 this year, in Shillong still remains a mystery as police or central intelligence agencies are yet to crack out as to how he landed in Shillong.

Guwahati, Sep 28 (IANS): The Assam Petrochemicals Limited (APL) will start a pilot project on October 5 on the use of methanol as an alternative to cooking gas.

APL chairman Jagadish Bhuyan told the media here on Friday that the use of methanol or methyl alcohol as an alternative to liquified petroleum gas (LPG) will help reduce cost of cooking.

“We will launch the pilot project at our APL township on October 5.

If it is a success, we will launch it commercially,” said Bhuyan.

“Methanol is a green and clean fuel that is safer as well as cheaper by 30 per cent compared with LPG,” he said.

APL is one of the few profit-making public sector

undertakings of the Assam government. APL was established in Namrup in 1971 with a production capacity of 21 tonnes of methanol per day. The company could so far increase its production capacity to 100 tonnes of methanol per day.

Bhuyan said that NITI Aayog has been urging all states to promote methanol economy.

“If we launch it commercially, we will use a technology imported from Sweden for distribution,” he said.

APL Managing Director Ratul Mahanta said that countries like China, Iran and others have been using methanol to run buses and trains for a long time.

He said that the APL is likely to produce 600 tonnes of methanol daily by September next year.

The third highest number of 26 cases in 2017-18 was registered in Baksa district.

There were 11 cases in the district in 2016-17. Baksa had registered one case of child marriage in 2015-16.

Darrang district registered second highest number of 14 child marriage cases in 2016-17.

Probe on into ‘ghost children’ scam: The investigation into enrollment of alleged 14 lakh beneficiary ‘ghost children’ in Social Welfare department of Assam is still going on, Social Welfare Minister Pramila Rani Brahma informed.

“The Vigilance and Anti-Corruption bureau is investigating the case of ghost children. Action will be taken based on the investigation report,” Brahma said, responding to a starred question by AGP legislator Ramendra Narayan Kalita.

She added that the state government had informed the Union Women and Child Welfare ministry regarding the alleged scam.

` 1,900 cr revival package for paper mills in Assam

GUWAHATI, SEP 28 (AGENCIES): Centre has prepared a Rs 1,900 crore revival package for the Nagaon Paper Mill and the Cachar Paper Mill but a pending litigation in the National Company Law Tribunal (NCLT) has put the process on hold.

This was stated by Minister for Commerce and Industry Chandra Mohan Patowary during the Zero Hour in the Assam Legislative Assembly Thursday.

He said the revival package has been prepared by the Union Ministry for Heavy Industries. However, a case filed by a Assambased contractor with the NCLT regarding pending dues has put the process for disbursal of funds on hold.

According to The Assam Tribune report, Patowary said the Hindustan Paper Cor poration Ltd (HPCL) has filed a counter case with NCLT in this regard.

He said the Assam government is against closure or disinvestment of the mills, as has happened in case with another HPCL mill in Kerala.

Patowary said the two mills located in Assam used to be in robust health once but mismanagement as well as issues related to supply of raw materials turned them sick.

“We are now in consultation with the Centre for reviving the mills. The Chief Minister has spoken twice with the Prime Minister in this regard. Just day before yesterday, I received a letter from the Union Heavy Industries ministry regarding the revival package,” he said.

The Minister added that the State government has asked the Centre to release the outstanding liabilities and, if necessary, to hand over the mills to third party management for their revival. “However, whether

it is third party management model or the PPP model, the main issue is to revive the mills,” Patowary said.

He said the State government also wants a highlevel enquiry into the entire issue of the once profit-making mills going sick. Earlier, raising the issue, Congress legislator Kamalakhya Dey Purkayastha said that thousands have been left destitute after the two paper mills stopped working and called upon the government to take steps to revive them.

“What is the use of spending crores of rupees for organizing the Advantage Assam summit if the existing industries are getting closed? Youths of Assam are forced to migrate to other states in search of employment opportunities,” he said.

BJP MLA Mihir Kanti Shome accused the previous Congress regime of being responsible for closure of the mills.

Tripura exports broomsticks worth USD 6,000 to B’desh Agartala, Sep 28 (PTI): Tripura has exported its first consignment of locally made brooms to Bangladesh through Agartala-Akhaura International Check Post (ICP), near here, an official said Friday.

The neighbouring country recently relaxed port restrictions on the import of nine new items from Tripura, including processed broom sticks made of Arjun flowers (Thysanolaena maxima).

“The first consignment of broomsticks, weighing 13.5 MT, was exported to Bangladesh on Thursday. It was shipped from Pabiacherra in North Tripura district to Chittagong Trade Link, a Bangladeshbased trading concern,” Land Port Authority of India (LPAI) officer and Agartala-Akhaura ICP manager Debashish Nandi told PTI. The shipment, worth USD 6,000, was flagged off by Assistant High Commissioner of Bangladesh Md. Shakhawat Hussain and Tripura Chamber of Commerce (TCCI) president ML Debnath, the ICP manager said. Earlier this week, Director of Industries and Commerce Sandeep Rathore issued a statement to notify the introduction of nine new items to the list of exports to Bangladesh.

The new commodities include rubber latex, bamboo-based products,

broomstick flowers, soyabean seeds, spare parts of CNG-run vehicles, dry fish and maize among other items.

The state had been exporting 21 commodities to the neighbouring country before restrictions were lifted on these nine new items.

Welcoming the Bangladesh government’s decision, Deputy Director of Industries and Commerce Swapan Mitra, who is also in charge of the foreign trade division, said the move would boost the economy of the state.

Debnath, on the other hand, expressed concern over the high customs duty imposed on the commodities.

“We are happy that new items are being dispatched to Bangladesh, but the high rate of customs duty imposed on the goods remains a matter of concern,” the TCCI president said.

The levy will automatically increase product prices in the market, thus reducing their demand among people, he said.

“No customs duty is levied on products imported from Bangladesh, but for commodities exported to the neighbouring country, Tripura will have to bear 35-45 per cent customs duty. Trade balance needs to be established along the Tripura-Bangladesh border,” he added.

Drugs worth Rs 17 crore Sikkim bags top honour at Tourism Awards seized in Mizoram Aizawl, Sep 28 (Agencies): Two Myanmarese nationals have been arrested after more than eight lakh crystal methamphetamine tablets were seized during a joint drug operation by Mizoram Police and Assam Rifles on Thursday, Northeast Now reported.

The haul, estimated to have been worth Rs 17 crores were seized from these Myanmarese nationals along with two vehicles.

Police sources said that the apprehended were taken into police custody for interrogation.

The drugs, also known

as ‘party drug’ or ‘crystal meth’ is worth around Rs 184.50 lakh in the local market.

Sources said the drugs were smuggled from Myanmar.

Authorities said that the latest crystal methamphetamine seizure is the largest haul of its type in Mizoram.

On April 6 last, Mizoram Police had seized 73,800 tablets of methamphetamine near the Mizoram-Assam border and arrested three persons, all of them from neighbouring Manipur.

GUWAHATI, Sep 28 (Agencies): During the past one year, 22 earthquakes of various magnitudes occurred in the North Eastern region and its neighbours Bhutan, Bangladesh and Myanmar, Assam Tribune reported. During the past one month, two earthquakes rocked the region and during the past one week, there occurred one earthquake in this region, according to the website Earthquake Track that has quoted the United States Geological Survey seismic data.

This week, a 4.3 magnitude earthquake with its epicentre in Barpeta district rocked the region and its neighbours. During the current month, another earthquake of 5.3 magnitude with its epicentre at Sapatgram in Kokrajhar district rocked the region and its neighbours.

The Barpeta district earthquake had the depth of its focus as 10 km below the earth’s surface. The Sapatgram earthquake also had the same depth, while the Wangjing, Manipur earthquake of 4.5 magnitude that occurred about a month back had the depth of 85 km, the 3.9 magnitude Nongstoin, Meghalaya earthquake, also occurring about a month back, had the depth of 10 km.

The 3.8 magnitude earthquake at Panbang, Shemgang, Bhutan, which occurred about two months back, had the depth of 10 km, the 4.4 magnitude earth-

Foundation stone for Itanagar airport to be laid by December Itanagar, Sep 28 (Agencies): Union DoNER Minister Dr Jitendra Singh on Friday announced that the foundation stone for the Greenfield airport in Itanagar would be laid by December this year, Northeast Now reported.

Minister Singh, who was here to inaugurate the 3-day ATAL (Arunachal Transformation & Aspirational Leadership) Conclave, appreciated Chief Minister Pema Khandu for taking decisive action over preference of land regarding the proposed Greenfield airport at the state’s capital.

Having resolved the issue of land, there should be no looking back and the foundation stone for the airport will be laid by December, the minister said.

The Greenfield airport project had earlier ran into rough weather due to controversies over the site selection.

Initially, the site was selected as Karsingsa and then Home Minister Shivraj Patil had also laid the foundation stone on February 20, 2007 for the project.

However, owing to technicalities, the Director General of Civil Aviation (DGCA) and the Airports Authority of India (AAI) had asked the state government to find some other suitable site for the airport.

Accordingly on the request of the State government, a Central Joint Inspection Committee visited Itanagar last year to study the feasibility of the site and recommended Hollongi, which is around 25 kms from here.

The state cabinet, in its meeting on July last year had approved the central technical committee’s recommendation for Hollongi as the feasible site for the airport.

Later, the state government constituted a committee under the chairmanship of State’s Urban Development Minister Nabam Rebia to study the feasibility of the site.

As a follow up to the review meeting held by Union Minister of State for Communications (Independent) Manoj Sinha on April 26, the state cabinet also approved a policy for granting the Right of Way (RoW) for telecom infrastructure in the state.

The airport which would be built by the Airports Authority of India (AAI) over an area of 320 hectares, when completed, will be able to accommodate narrow-body jets like the Airbus A321 in the first phase.

SC’s remark has ‘shaken’ morale of armed forces, cops: Centre to SC New Delhi, Sep 28 (PTI): The Centre Friday questioned the Supreme Court for its reported remark terming as “murderers” some Manipur Police personnel, chargesheeted in alleged fake encounter cases, saying it has “completely shaken” the morale of armed forces and securitymen operating in insurgency-hit areas.

The government told a bench of Justices Madan B Lokur and Deepak Gupta that they supported the applications filed by some Manipur Police personnel seeking recusal of the bench from hearing the Manipur fake encounters cases in which the CBI’s special investigation team (SIT) is carrying out a probe.

The petitioners, however, challenged the government’s contention, saying this was an attempt to “overawe” the court, which should not recuse from hearing the matter.

The court, which is hearing a PIL seeking a probe into as many as 1,528 cases of alleged extra-judicial killings in Manipur, had on July 14 last year constituted an SIT of the CBI and ordered lodging of FIRs and investigating them.

Besides the policemen, over 300 army personnel have also approached the top court challenging registration of FIRs against them for operations in Manipur and Jammu and Kashmir where the Armed Forces (Special Powers) Act (AFSPA) is in force.

“I have instructions from the Union of India that we are supporting these petitions (seeking recusal of bench). So far as armed forces in Manipur are con-

cerned, they are having difficult time fighting insurgency,” Attorney General (AG) K K Venugopal told the bench.

The AG also questioned the prosecution of personnel from the armed forces and the police for conducting operations in the areas where the Armed Forces (Special Powers) Act is in force, saying “they cannot understand why they are asked to face the prosecution”.

He said the reported remarks by the bench that “murderers” were walking freely has “shaken” the morale of armed forces and police personnel as they were sacrificing their lives but facing the prospect of being awarded death penalty for the alleged offence of murder. The bench, however, said the oral remarks by the bench during the hearing on July 30 was not “designed or directed” against any individual as it happened during the discussion in the court with the CBI Director.

Justice Lalit said that on July 30, they were asking the CBI Director, who was then present in the court, about the status of the case.

The court was informed that till then, 14 persons were chargesheeted for the alleged offences of murder, criminal conspiracy and destruction of evidence by the SIT. “We will make it clear and we will pass an order today that whatever had happened was in the course of discussion (with the CBI Director). It was not intended against any individual,” the bench said.

Senior lawyer Mukul Rohatgi, appearing for petitioners, told the court

that persons who were chargesheeted had a “genuine apprehension” that they would not get a fair trial and impartial justice due to the remarks by the bench.

“This affects morale of Army and police personnel,” he said, adding “this is our submission that this bench should not hear this case”.

Rohatgi, while making it clear that nobody was saying that court was “biased”, said these persons, having been chargesheeted for the offence of murder, were facing the charge of life or death.

The bench after hearing the submissions reserved its order on the application seeking its recusal from hearing the matter.

During the arguments, Venugopal said personnel from armed forces and police were “sacrificing their lives” in the insurgency hit areas and after the reported remarks by the bench, “they do not know what will happen to them”.

He said after this remark by the highest court of the land, it would be very difficult for the trial judge to go against the observations of the apex court.

“Even if you clarify this, will they ever be able to get rid of this thought from their mind. They are not saying that this matter should not be heard. But some other bench should hear this,” Venugopal said.

To this, the bench observed, “The CBI is investigating. No court is going to interfere with the investigation. We are just monitoring it. Is it your submission that some other bench should monitor the investigation?”

ll said and done, annual reports of the Comptroller and Auditor General of India for the period ending March 31,2017 has raised the issue of Utilisation Certificate(UC) for various projects in Nagaland totalling an amount of Rs.909.61 crore.

The CAG report that was tabled in the assembly for the said period revealed that 286 UCs involving an aggregate amount of Rs. 909.61 crore was pending for submission even after a lapse of one to six years from various departments. The CAG report also revealed 25 cases of misappropriation, loss etc. involving government money amounting to Rs. 230.3 crore up to March 31, 2017 and on which final action was pending. The CAG also detected various anomalies in government departments such as lack of transparency in awarding works, inadmissible payment, infructuous expenditure, evasion of tax, avoidable expenditure. These reports/observations/detections are expected to spur action on the part of the state government. In practise, the house committee tasked with the responsibility of seeking information from the departments, is also empowered to order appropriate action or remedy. The CAG is an essential ingredient of governance as it acts as a watchdog over the finance and expenditures of the government and to detect any irregularities or abuse. The important point to note is that irregularities have to be taken serious note of and that the state government has to ensure there is accountability within its system. It will be in the greater interest of the system and the governed, if consequent actions taken over the reports of CAG are tabled in the house. Again if the house committee finds some reports of the CAG inconsistent with facts, then even those have to be tabled. This is the light of facts which show that CAG has also not been able to detect or report on some cases of alleged irregularities or lapses in some government departments. Be that as it may, even the CAG has to do some self inspection rather than introspection on this matter. This is not to paint the CAG as inefficient, unfair or incompetent but to be reminded that the important audit institution may sometimes err. This is more than highlighted in the functioning of the CAG of India under Vinod Rai who had waged a one-man war against the UPA government during his tenure. Rai became the CAG and vice versa. He was hailed as a crusader against corruption and his notional calculations on the alleged 2G scam dubbed as the fingerprints of the loot of the century. He also questioned the policy decisions of the then government. The (mis)calculations of the notional loss by CAG under Rai was like a battering ram used by the then opposition BJP and India Against Corruption now known as Aam Admi Party, particularly its chief Arvind Kejriwal. After causing the biggest political damage on the UPA by his notional calculations, Rai’s report indicting several then ministers and government functionaries has not been able to stand legal scrutiny even under a hostile anti-Congress/UPA environment. None of the accused are in jail but let off when the charges were dismissed by the court. But the damage has been done. Thus, the audit undertaken by the CAG needs to be vetted by actual facts and not notional presumptions of wrongdoing. This is one reason why there is some who take CAG Reports with a pinch of salt.

If you are hard and vindictive, insistent on having your own way, and always certain that the other person is more likely to be in the wrong than you are, then there are whole areas of your nature that have never been transformed by His gaze.

Khango legitimate chairman Are our biomedical and president: NSCN (K) scientists getting their due? R

O

n the neglect of India’s biomedical scientists in healthcare, medical education & Research , denial of opportunities in the area of education Several findings and reports, including those of the parliament’s standing committee and NITI Aayog, have consistently found fault with the way Medical Council of India handled medical education in India. MCI was tasked with “maintenance of uniform standards of medical education”, in which it had failed miserably. Barring few exceptions, the current standards of medical education are abysmal. No wonder despite having 460 medical colleges, not one features in the global top 100 ranking. With the possible replacement of MCI with the National Medical Commission (NMC) is set to change the way India conducts its medical education.

Healthcare is not only about medical education or the creation of doctors; there are other components to it, which also needs the government’s attention and focus. Like the council for medical education, there are separate councils for dentistry, nursing, pharmacy and traditional Indian medicines. There are several other branches associated with the healthcare, whose professionals include physiotherapists, optometrists, laboratory technicians, imaging technologists etc, who have no such councils.

Some states have their own councils but the center hasn’t framed one yet. The bill “Allied and Healthcare Professional’s Central Council” drafted in 2015 is in the cold storage.

Health is a state subject, it is the responsibility of the government to ensure high standards and good quality in all

aspects of the healthcare. The central government has passed the Clinical Establishments Act (CEA) to regulate all institutions that offer healthcare; however, it is subjected to the adoption by the states.

Lost in the conundrum and din of medical education and the clinical establishments, a vital component of healthcare- the biomedical scientists have been largely ignored. Not much is known about them or there are misconceptions floating around. These are the persons with Medical Master of Science (M.Sc) degree obtained in the medical colleges and awarded by the health universities under the faculty of medicine. Along with all the medical courses, Medical M.Sc courses also feature in the first schedule of the Indian Medical Council Act, 1956. Many of these biomedical scientists hold Ph.D as well.

Owing to the critical shortage of teachers in the non-clinical subjects of the MBBS course, medical M.Sc postgraduate courses were thrown open to the non-doctors. Graduates with B.Sc in any branch of life sciences could enroll in these threeyear courses. At some point in time, more than 90 medical colleges in India conducted these courses, many of which have stopped now. The MCI, which used to sanction permission to run these courses in the medical colleges, stopped this practice. The process of enrolling persons with these degrees in the medical council’s register too stopped. Essentially, MCI washed its hands off completely from this course. With none to regulate them, the onus was on the respective universities, which resulted in variations in the conduct of these courses.

However, in principle, the cur-

riculum and syllabus of the Medical M.Sc course in the pre-clinical subjects (Anatomy, Biochemistry & Physiology) and para-clinical subjects (Pharmacology & Microbiology) are mostly similar to those of M.D degree in these specialties.

The two courses often run parallel to each other in the same department using the same set of teachers, laboratories, and resources. Like their counterparts pursuing MD courses, students of the medical M.Sc courses too undertake seminars, journal presentations, dissertations, case discussions, etc during their training period. The first year of these courses is similar to the syllabus of the first year MBBS, so that people from non-medical background understand the basic structure and functioning of the human body. Depending on the policies of the individual institution, they are also exposed to the central diagnostic laboratory, hospitals, and the teaching modalities. In the diagnostic specialties of Biochemistry and Microbiology, the principles of diseases processes, methods of diagnosing them with laboratory tests, principles and procedures, quality control and interpretation of laboratory reports are an integral part of the syllabus. Students of these courses undergo an examination pattern similar to that of MD courses and are examined

by Professors of the medical colleges. Persons with medical M.Sc degree are deemed qualified to undertake the roles of teachers in non-clinical subjects, consultants in diagnostic laboratories and scientists in research institutions.

Not a single NSCN leaders from India occupied Nagaland were consulted or involved in this illegal process.

The Pangmi renegades in order to enter into Nationwide Ceasefire Agreement (NCA) and become a full fledged Myanmar citizen forcefully attempted to usurp the power, these flock of conspirators went to Nyapidaw, met the Junta leaders and plotted together to oust Khango Konyak who has always been a staunch opponent of NCA and Panglong Conference so that they could conveniently enter into NCA and reap all the dispensations from Myanmar government.

The ringleaders of the splinter Pangmi sect will be endowed with huge monetary bonus and other lucrative offers in the form of Gold and Jade mining licenses and permanent citizenship privileges anywhere in Myanmar. They will also be entitled to contest in Myanmar Union election by renouncing the Nagas historical sovereign rights.

Meanwhile, the Meitei propaganda machinery in their haste exaggerated the profile of the usurper Yonghong who is a non-Christian and a devout Hindu and Buddhist at the same time as a graduate and a martial art expert, where as the fact

is that Yonghong is an under-metric nurtured and brought up by Meiteis from class 1-IX at Imphal and fully indoctrinated by Meitei ideologies and is thus always opposed to Naga integration and peace efforts with India. A Meitei by culture and mindset, Yonghong is just a mere puppet of Meiteis and can never represent the Naga interest in any platform.

The Pangmi sect connived with the Myanmar Army and mounted full scale military operation to assassinate His Excellency Khango Konyak.

The offensive is still continuing to hunt down NSCN/GPRN workers guided by the Pangmi renegades, however in order to avoid bloodshed the NSCN Naga Army is exercising utmost restraint despite extreme provocations.

Almost all the high ranking officers and hundreds of Naga Army cadres from the GHQ, various brigades and battalions have reaffirmed their loyalty on Khango’s leadership including. Kilonsers and top civil workers especially from the west Nagaland have also pledged their support on Khango’s leadership.

New Delhi, Sep 28 (PTI): In a landmark verdict, the Supreme Court Friday lifted a ban that prevented women and girls between the age of 10 and 50 from entering the famous Sabarimala temple in Kerala, holding this centuries-old Hindu religious practice is illegal and unconstitutional.

Women activists hailed the judgement that paved the way for entry of female devotees of all ages as a victory for gender equality while Union Women and Child Development Minister Maneka Gandhi said it would make Hinduism even more inclusive. The temple barred women of a “menstruating age”-- defined as between the ages of 10 and 50--from entering.

The Chief Justice Dipak Misra-headed Constitution bench in a 4-1 verdict held that the existing ban is gender discrimination and the practice violates rights of Hindu women.

“Restrictions put by Sabarimala temple can’t be held as essential religious practice,” said Justice Misra, adding religion is a way of life basically to link life with divinity.

While Justices R F Nariman and D Y Chandrachud concurred with the CJI and Justice A M Khanwilkar, Justice Indu Malhotra gave a dissenting verdict.

Justice Malhotra was of the view that it is not for courts to determine which religious practices are to be struck down except in issues of social evil like ‘Sati’.

Describing the verdict as “unfortunate”, Rahul Easwar, the president of the Ayyappa Dharma Sena, said the organisation would file a review petition against the judgement.

Easwar, grandson of a former Sabarimala priest the late Kandararu Maheswararu, said, “We will defintely go ahead with the fight.

Justice Nariman said the Sabarimala temple custom barring women of 10-50 age is not backed by Article 25 and 26 of the Constitution. He said the custom of barring women is violative

of Article 25 (Clause 1) and Rule 3(b) of Kerala Hindu Places of Public Worship (authorisation of entry) Rules, 1965 is liable to be struck down.

Justice Chandrachud said religion cannot be used as cover to deny rights of worship to women and it is also against human dignity.

He said prohibition on women is due to non-religious reasons and it is a grim shadow of discrimination going on for centuries.

Devotees of Lord Ayyappa do not form separate religious denominations, Justice Chandrachud said and added that any custom or religious practice if violates dignity of women by denying them entry due to her physiology is unconstitutional.

He said the popular notion about morality can be offensive to dignity of others and exclusion of women because she menstruates is utterly unconstitutional.

Justice Chandrachud held that exclusion of women is violative of right to liberty, dignity and equality and said banning women of a particular age group is not essential practice of religion.

In her dissenting verdict, Justice Malhotra said issues which have deep religious connotation should not be tinkered with to maintain secular atmosphere in the country.

She said right to equality conflicts with right to worship of devotees of Lord Ayyappa.

She said the issue in this case not limited to Sabarimala only. It will have far reaching implications for other places of worships.

Sule says Pawar has been misunderstood on Rafale

NEW DELHI, SEP 28 (IANS): With a senior leader quitting the party, NCP leader Supriya Sule on Friday said party chief Sharad Pawar’s comment on the Prime Minister and the Rafale deal have been misunderstood as he has actually demanded a Joint Parliamentary Committee (JPC) probe into it.

In a series of tweets, she said it was “disappointing” that the issues raised

by Pawar in an interview to a Marathi channel regarding the Rafale fighter jet

deal were ignored. Sule’s comments came soon after party General Secretary Tariq Anwar quit the party and the Lok Sabha expressing his disagreement with Pawar who gave a clean chit to Prime Minister Narendra Modi in the Rafale deal.

“It’s disappointing that people have not heard Pawar ... where he has clearly raised three questions: 1) what is the justification for a 300 percent price increase from Rs 526 crore to Rs 1,670 crore which potentially could be a significant

loss to the exchequer?,” said Sule, a Lok Sabha member and a daughter of Pawar.

“2) If such doubts have been raised and the government is so confident, then why are they shying from setting up a JPC? 3) When the BJP raised both price and specification issues during the Bofors allegations, then why are they hiding behind artificial justification of secrecy of agreements vis-avis both commercial price and offset agreements.”

Reacting to Pawar’s interview in which he had

said he did not think people doubt Modi’s intentions on a personal level, Anwar told media: “The Prime Minister is fully involved in the Rafale deal. “I have resigned from the NCP as well as the membership of Lok Sabha because I totally disagree with Sharad Pawar’s statement in support of Modi on Rafale deal,” said the 67year-old who was expelled from the Congress in 1999 along with Pawar and P.A. Sangma after they questioned the foreign origins of Sonia Gandhi.

In his address, National Council of Science Museums director S Chaudhuri said the Innovation Hub and Space Education Centre came into being after four years of hard work. He expressed confidence that the facility would help students

nurture new ideas and imbibe inquisitive outlook. He hoped the facility would also act as a springboard to propel the students to face challenges and address them.

The inaugural programme began with formal cutting of a ribbon by the chief minister, who then took a tour of the facility with a host of other dignitaries, including environment, forest & climate change and parliamentary affairs minister CM Chang, power department adviser Tovihoto Ayemi and Dimapur deputy commissioner Sushil Kumar Patel, among others.

Mumbai, Sep 28 (PTI): The country’s foreign exchange reserves increased

by USD 1.3 billion to USD 401.790 billion in the week to September 21, helped by a rise in foreign currency assets, according to RBI data.

In the previous week, forex reserves had risen by USD 1.207 billion to USD 400.489 billion.

In the reporting week, foreign currency assets, a major component of the overall reserves, increased

by USD 1.257 billion to USD 377.412 billion, as per RBI data.

Forex reser ves had touched a record high of USD 426.028 billion in the week to April 13, 2018, but have been declining since then.

The dip in reserves is on account of RBI’s intervention in the foreign exchange market to stem the rupee’s fall, according to forex analysts.

Gold reserves rose by USD 35.9 million to USD 20.414 billion in the reporting week.

New Delhi, Sep 28 (PTI): Finance Minister Arun Jaitley Friday said the ongoing global trade war may have created “initial instability”, but will gradually open up opportunities for India as a bigger trading and manufacturing base.

Calling on businesses to adopt ethical practices, Jaitley said that entities should pay their due share of taxes as the Insolvency and Bankruptcy Code (IBC) will shut doors on ‘fly-bynight’ operators.

Speaking at the annual session of PHD Chamber of Commerce, Jaitley said some global trends do “adversely affect” India, but going ahead they will open up avenues for the country to grow faster.

“The trade war initially created instability, but eventually may open up greater markets. They will open up India as a bigger trading and manufacturing base and, therefore, we must closely watch the situation as to when the challenge turns into an opportunity,” Jaitley said in his video conference address.

New Delhi, Sep 28 (PTI): Economic Affairs Secretary S C Garg Friday announced reduction in gross borrowing estimate for the current fiscal by Rs 70,000 crore and maintained that the government will contain fiscal deficit target at 3.3 per cent.

Giving details about the borrowing programmes for the second half of the fiscal, he said the government would be borrowing Rs 2.47 lakh crore as compared to Rs 2.88 lakh crore during April-September of 201819. The Centre will also be launching inflation-indexed bonds, the secretary said, adding one or two bond issues will come in the current fiscal.

Mumbai, Sep 28 (PTI): The Reserve Bank has restrained Bandhan Bank from opening new branches and also ordered freezing of remuneration of its CEO Chandra Shekhar Ghosh for not meeting the licensing conditions, the newlylaunched bank said Friday.

Kolkata, Sep 28 (PTI): State Bank of India (SBI), the country’s largest lender, has set up an intermediary review mechanism to review the sectors where it would go for exposure in view of the mounting bad loans plaguing the banking system, a top official said Friday.

SBI Managing director Dinesh Khara said that the review mechanism, which started functioning two months ago, would calculate the probability of default of an exposure and thereafter decide if it would be prudent to go ahead or not.

The 10 states which are facing maximum revenue shortfall during AprilAugust are Puducherry (42 per cent), Punjab and Himachal Pradesh (36 per cent each), Uttarakhand (35 per cent), Jammu & Kashmir (28 per cent), Chattisgarh (26 per cent), Goa (25 per cent), Odisha (24 per cent), Karnataka and BIhar (20 per cent each).

The state deficit has to be neutralised within five years of launch of the GST. In 2017-18, the Centre had released Rs 41,147 crore to the states as GST

While Jaitley said the GST law states that a special rate of tax can be imposed after permission of GST Council, Kerala Finance Minister Thomas Isaac said the law provides that the Council can impose a tax for a temporary period in the GST framework to help states in terms of exigencies.

The panel, headed by Union Finance Minister Arun Jaitley and comprising of representatives of all states and UT, also took stock of the shortfall in tax mop up by majority of the states under the new indirect tax regime.

Briefing reporters after the 30th GST Council meeting, Jaitley said the demand of Kerala to allow imposition of higher taxes on goods and services within the state to help tide over the losses suffered due to flood was considered by the Council and it was decided that the matter should be referred to a seven-member Group of Ministers (GoM), which would include representatives from North-eastern, hilly and coastal states.

Newborn contracts HIV infection from father: Study LONDON, Sep 28 (PTI): In a rare case, researchers have found that a newborn baby contracted human immunodeficiency virus (HIV) from his father after coming into contact with the fluid leaking from a lesion on his skin.

Diagnosis of HIV-1 infection in the four-year old child of an HIV-negative mother led to a forensic analysis to determine the source of the infection and try to date the transmission of the virus.

Based on comparative analysis of genetic, phylogenetic, and serologic data from the father and the son, the researchers from the University of Lisbon in Portugal and colleagues concluded that the virus was accidentally transmitted to the son during the first days of the child’s life.

Phylogenetics is the study of evolutionary relationships, while serology is the study or diagnostic examination of blood serum.

During this time, the father was being treated for infection with varicellazooster virus (chicken pox) and syphilis when he developed large vesicles all over his body that profusely leaked fluids, researchers said.

The high virus production early in HIV infection would have made the fluids leaking from the father’s skin blisters highly infec-

tious, they said.

These infectious fluids could have come in contact with the newborn child causing this atypical HIV transmission event, according to the study published in the journal AIDS Research and Human Retroviruses.

“Although this type of father-to-son HIV transmission event is rare, it is important that the general public realize that HIV is present in most bodily fluids and can be transmitted in atypical and unexpected ways,” said Thomas Hope, a professor at the Northwestern University in the US. “In this case, the circumstances of fluids leaking from skin blisters with the high amount of HIV present in the first months of HIV infection led to the unfortunate infection of a newborn child,” said Hope, who was not involved in the study.

The child was born in 2009 to an HIV negative mother and was diagnosed with HIV-1 infection when he was four years old, in January 2013.

Samples were collected from the father and child at two time points about four years after the child’s birth.

While mother-to-child (MTC) HIV transmission still occurs in many parts of the world and has been investigated many times, few father-to-child transmissions have been reported, researchers said.

London, Sep 28 (Agencies): Canadian MPs have voted unanimously to revoke the honorary citizenship of Myanmar’s leader, Aung San Suu Kyi. Passing the motion was a response to her failure to stop the persecution of the Rohingya minority in her country.

Ms Suu Kyi won the Nobel Peace Prize in 1991 for her efforts to bring democracy to Myanmar - also known as Burma - which was then under military rule.

A UN report last month said Myanmar military leaders must be investigated for genocide against the Rohingyas.

Makassar (Indonesia), Sep 28 (Agencies): A powerful earthquake hit central Indonesia on Friday, causing a tsunami that slammed into a city on Sulawesi island with officials saying the tremor had levelled “many” buildings, AFP reported.

The shallow 7.5 magnitude quake sparked terror among locals who fled into the streets and raced to higher ground fearing tsunami waves.

The disaster agency briefly issued a tsunami warning before lifting it.

But dramatic video footage filmed from the top floor of a parking ramp spiral in Palu, a city of 350,000 nearly 80 kilometres from the quake’s epicentre, showed a churning wall of white water mow down several buildings and inundate a large mosque.

Rahmat Triyono, head of the agency’s earthquake and tsunami division, later confirmed the city was struck by a freak wave.

People living hundreds of kilometres from the epicentre reported feeling the massive shake, hours after a smaller jolt killed at least one person in the same part of the Southeast Asian archipelago.

Principal City law college Dimapur P. Leonard Aier spoke on “A critical analysis of the implementation of inner line regulation in Nagaland.” He said the ILP implementation in Nagaland was not effective and casual. Failure by successive governments and the people to enforce the ILP could lead to destruction of Naga society in future, he said.

Professor Jumyir Basar from Arunachal Institute of Tribal Studies, Rajiv Gandhi University, also spoke at the program on the topic “A critical analysis on the implementation

of inner line regulation in Arunachal Pradesh”.

After the first session, there were panel discussions held, divided into four groups on the ILP subject.

The summative conclusions of the panel discussion suggested, among other things, setting up a separate cell for ILP, proper maintenance of ILP data, periodical ECI review of E-roll, immediate and comprehensive ILP regulations for Nagaland, create awareness and sensitize administration/local/non local citizens and educate all stakeholders, immediately review all PRC issued to non–locals, extension of inner line zone covering the entire state including Dimapur, locals should immediately stop patronage of non-locals, and initiate NRC in Nagaland.

The program was attended by former leaders of NSF, student leaders of various tribes, intellectuals, scholars, well wishers and others.

KOHIMA, SEP 28 (NPN): A regional level Seminar&-Workshop on the Bengal Eastern Frontier Regulation (BEFR) 1873, organized by the Naga Students’ Federation (NSF), was held at Ura Hotel Kohima with scholars from Arunachal Pradesh, Mizoram and Nagaland on Friday.

Convener HPC NSF and research scholar Nagaland University, Sechumo Lotha (NSN), in his address on the origin and scope of BEFR 1873 said the history of colonization of the Naga Hills by the British was initially intended to safeguard British interest in their administered areas in Assam. He added that due to this reason, the British administration did not interfere in the internal affairs of the Nagas and followed a policy of nonintervention.

According to Lotha, the intention of the British colonial government in

implementing an inner line regulation in the erstwhile Naga Hills was still an unexplored subject that needs further investigation.

Assistant professor, department of political science, Government Hrangbana College Aizawl, Mizoram, R. Lalrinkima in his address on “Critical analysis of the implementation of inner line regulation in Mizoram” said some regarded it as an outdated concept as they saw it as a mechanism of colonial rule to escalate division among the tribal people and a hindrance to integration. On the other hand, he opined, some saw it as a device of protection for the rights of minorities.

DIMAPUR: Nagaland State Legal Services Authority and District Legal Service Authority organized a Mini Legal Service Camp on September 27 at KTC Hall, Noklak in collaboration and coordination with the Labor department. DIPR reports that the government of Nagaland has constituted the Nagaland Building and other Construction Workers Welfare Board to provide social security to this section of workers by implementing different welfare schemes specially designed for the purpose. Around 150 construction workers attended the program and were issued Identity Cards. The resource persons were A. Vitso, Seyievio Neihu, Imtiluin, M. Hachan, Rolongse and S.Niulu. According to the report, building and other construction workers are one of the most vulnerable segments of the unorganized labor sectors in India. Their work is of a temporary nature, the relationship between employer and employee is temporary, working hours are uncertain.

Basic amenities and welfare facilities are nonexistent or inadequate where provided.

The critic, judges and participants of the debate on the topic ‘Smartphones are making us smarter’ conducted on September 21.

DIMAPUR: Sazolie College, Jotsoma, organised its 13th Intercollegiate Debate Competition on September 21, on the topic, “Smartphones are making us smarter”. A press release from the Intercollegiate Debate Committee convenor, Toshinaro Imchen stated that the critic for the event was Likok Sangtam, documentary film maker and host of the popular talk show called, “The LK Show.”

Those speaking for the motion brought up how

smartphones had made bill payments, shopping, accessing health advice etc. extremely easy. With all this instant information, people do not even need formal training to develop skills, they said. Also smartphones have brought people from different cultures together and “life is in our pocket” they asserted.

The opposition came back with the argument about how excessive smartphone use had created health hazards like insomnia, hal-

lucinations, abnormal obsessions and bizarre behaviour.

They also opined that it had reduced creativity and IQ, and their excessive use may even foster anti-social behaviour. While they are connecting people, many had lost their ability to connect personally in the real world, they said.

After the debate, the critic and the judges gave feedback and tips to the students and also interjected their opinions on the topic.

Human trafficking and HIV workshop culminates

DIMAPUR, SEP 28 (NPN): Nagaland Development Outreach (NDO) jointly organized a twoday workshop on anti-human trafficking and HIV& AIDS with CBNEI and LFA respectively at DAN, 4th mile Dimapur which culminated on Friday.

At the culmination program, DABA counsellor Dr. Moa Imsong said that the Church’s mission was not only to evangelize, preach and teach alone -- it is also to bring holistic healing to the community – which, he said, was the main calling of the church.

“The Church is God’s kingdom on earth” All human beings are His children because they are created in His own im-

age. Therefore, all human beings (infected or uninfected people) belong to God and He lives in their hearts,” he said.

Imsong also highlighted the purpose and responsibilities of the church and its leaders towards People Living with HIV and AIDS (PLHA).

He said that the goals of the Church in the healing ministry should focus on helping them to heal from emotional wounds, to break the barriers of the past, understand the value of their life, lead them into self realization, live abundant lives, give hope to the hopeless, help gain social acceptance and help them find eternal life.

Imsong also cited lessons from the Bible and said that the Church should be the model in

personal life and ministry to the needy, so that it would be a healer for the wounded and fractured.

DIMAPUR: KBBB Youth Students’ Ministry, Konyak Baptist Church Mon (KBCM) youth department in collaboration with Mon Area Program, World Vision India (WVI) organised a district level one-day seminar on Child Rights and POCSO Act for students of Mon town on September 22, at council hall, Mon town.

A press release from coordinator Development Facilitation, WVI, Temjen Sangtam stated that special guest Tuishimla, chairperson of Child Welfare Committee Mon urged the participants to be agents of child rights. She further urged the teachers to instil dignity, confidence and selfesteem in the children and to be careful not to abuse them.

Anwar quits NCP over Pawar’s ‘clean chit’ to PM

K at i h a r / Pat na / New Delhi/MUMBAI, Sep 28 (PTI): Nationalist Congress Party’s founding member Tariq Anwar Friday quit the party and announced he is giving up his Lok Sabha membership, saying he left aggrieved by the party’s national president Sharad Pawar’s “clean chit” to Prime Minister Narendra Modi in the Rafale deal.

A m id spe c ul a tio n about the veteran Bihar leader’s next move ahead of the 2019 Lok Sabha elections, Congress said Anwar was “welcome” to return to the party from where he started his political career.

Anwar was the Bihar Congress president in the 1980s and had represented his current parliamentary constituency Katihar as a Congress MP for times, before he joined hands with Pawar and deceased Meghalaya leader P A Sangma to form the Nationalist Congress Party in 1999.

The Mahagathbandhan camp leaders lauded Anwar’s decision, with Rashtriya Janata Dal (RJD) urging Pawar to review his stand on the issue.

The JD(U), headed by Bihar Chief Minister Nitish Kumar and an ally of the BJP, termed Anwar’s move opportunistic and aimed at “greener pas-

tures”.

Anwar’s Katihar constituency has a large number of Muslim voters and any indication towards his party or party leaders being sympathetic towards the BJP or Modi government could be politically incorrect, party leaders said.

Notwithdtanding the Modi wave, Anwar had managed to win 2014 Parliamentary poll from Katihar as the NCP had fought at that time in alliance with the RJD and the Congress.

In a statement after making the announcement before journalists in Katihar, 67-year-old Anwar said he was resigning from the posts of the NCP’s national general secretary and as its leader in the Lok Sabha, besides giving up the party’s primary membership and vacating his parliamentary seat.

Anwar’s move came a day after media reports quoted Pawar having told a Marathi news channel that he did not think people had doubts over the prime minister’s intentions in the Rafale fighter plane deal.

81 airlifted from Himachal; over 1,000 persons rescued

SHIMLA, SEP 28 (IANS): The Indian Air Force (IAF) on Friday resumed its rescue operation on the fourth day and airlifted 81 people, including six foreigners, from Himachal Pradesh’s snow-marooned Lahaul Valley.

The rescue operation was hampered in the afternoon owing to the onset of snowfall in the high hills.

Over 1,000 persons, including 30 foreigners, have been rescued since September 24. Out of these, 211 were airlifted and the remaining evacuated by road via under-constructed Rohtang tunnel, an official statement said.

Most of them were stranded at various locations in the Himalayas for the past six days with heavy snowfall in the region triggering massive landslides

that snapped road links in the Lahaul-Spiti district.

Snow clearing operation by the Border Roads Organisation (BRO) to restore the road link between the Baralacha Pass and district headquarters Keylong is in full swing.

It was estimated that nearly 500 tourists and truckers were still stranded near the Baralacha Pass.

Another large group was reported to be stuck in Suraj Tal Lake and Zingzing Bar areas along the Keylong-Leh road.

Chief Minister Jai Ram Thakur held a meeting here to review the ongoing rescue operation by the district administration, the IAF and the BRO. An official statement quoting the Chief Minister said the road up to Baralacha Pass would be cleared

by Friday evening.

He said all rescued people are being taken for medical examination.

Efforts are being made to restore the communication network in the Lahaul valley.

Thakur said during the monsoon the state suffered a loss of about Rs 1,479 crore and in the last four days the state suffered Rs 220.29 crore loss.

The Central government has released Rs 122 crore as the first instalment for undertaking immediate rehabilitation measures, he said.

It (resignation) is an irresponsible step, but it doesn’t mean NCP is finished.

“He should have first called up Pawar and clarified his views. Merely levelling allegations is not proper. He has taken the step without consulting any leader or the party,” Patel said.

However, he said the party would try to speak with Anwar but the resignation from the Lok Sabha was a different issue. “We are surprised but sad at the same time. We want to clarify that Anwar who was with the party since its birth and was a founder... you have left suddenly and in this fashion without any discussion with the leadership. It is not correct,” Patel said.

Without naming Anwar, NCP MP Supriya Sule termed it as “disappointing” that people had not heard what her father Pawar spoke in the interview to a Marathi TV news channel News18-Lokmat, aired on September 26.

“Pawar raised three questions: 1. What is the justification for a 300 percent price increase from Rs 526 crore to Rs 1,670 crore which potentially could be a significant loss to the exchequer, 2. if such doubts have been raised and the government is so confident, then why are they shying from setting up a JPC, and 3. when the BJP raised both price and specification issues during Bofors allegations, then whey are they hiding behind artificial justification of secrecy of agreements vis-a-vis both commercial price and offset agreements,” said Sule.

Cong stands exposed for politicising national security: Shah NEW DELHI, SEP 28 (IANS): After the Supreme Court on Friday refused to interfere in the arrest of five activists in the Bhima Koregaon case in Maharashtra, BJP President Amit Shah attacked the Congress saying the order "exposed" those politicising an issue of national security and demanded an apology.

"Those who stooped down to the level of politicising an issue of national security have been exposed by the Supreme Court's decision today. It is high time that the Congress now clears its stand on this critical issue of Urban Naxalism," Shah said in a series of tweets.

Putin to visit India next month for bilateral summit NEW DELHI, SEP 28 (IANS): Russian President Vladimir Putin will visit India from October 4-5 during the course of which he will hold an annual bilateral summit with Prime Minister Narendra Modi, it was announced on Friday.

“Russian President Vladimir Putin will pay an official visit to New Delhi on October 4-5 for the 19th India-Russia Annual Bilateral Summit,” the External Affairs Ministry said in a statement.

“During the visit, President Putin will hold official talks with the Prime Minister Modi... He will also have a meeting with the President (Ram Nath Kovind), as well as other official engagements,” it stated.

Russia is one of only two countries with which India holds annual bilateral summits, the other being Japan.

The India-Russia bilateral relationship was elevated to Special and Privileged Strategic Partnership in 2010.

Iran dismisses Israel PM’s atomic claims

Lo n d o n, S e p 2 8 (Agencies): Iran has ridiculed claims by Israeli Prime Minister Benjamin Netanyahu that it is hiding a warehouse used to store prohibited nuclear technology.

Mr Netanyahu made what he called the revelation at the UN, producing a picture of the alleged secret site.

However, Iran’s foreign minister dismissed the claim as an “arts and craft show” designed to conceal Israel’s own nuclear programme.

Israel says Iran is seeking atomic weapons, a charge Iran denies.

The prime minister made Iran’s nuclear activities the cornerstone of his speech at the annual UN General Assembly debate.

He criticised the global nuclear watchdog, the International Atomic Energy Agency (IAEA), for failing to question Iran about tons of material Israel secretly obtained earlier this year from a warehouse in Tehran. Israel it said proved Iran was lying about its nuclear intentions.

Netanyahu told Iran, Israel was watching its every move.

Mr Netanyahu said the IAEA’s inactivity compelled him to publicly reveal the existence of another secret warehouse in Tehran, also used, he said, to store “massive amounts of equipment and material” related to nuclear weapons technology.

Iran has consistently denied pursuing nuclear weapons and as a signatory of the 1970 Nuclear non-Proliferation Treaty (NPT) agreed not to seek to develop or acquire such technology.

EU announces humanitarian package for Myanmar minorities

Naypyidaw, Sep 28 (IANS): The European Union (EU) on Friday announced a $5.82 million humanitarian aid package for the Rohingya and other ethnic minority communities in Myanmar.

“The EU is committed to helping vulnerable communities living across Myanmar, who have suffered due to the long-running conflicts in the country,” Christos Stylianides, Commissioner for Humanitarian Aid and Crisis Management, said.

“Our new assistance will reach the most vulnerable, who have been displaced by violence and those who cannot return to their homes and grant unrestricted humanitarian access to all parts of the country,” he added.

In May, the EU announced $46.5 million in humanitarian aid to provide relief in Myanmar and neighbouring Bangladesh after the Rohingya crisis, reports Efe news.

The fresh aid is aimed at providing emergency shelter along with food, water and sanitation facilities to Rohingyas in Rakhine state and other minorities

in Kachin and Shan as they could be affected by the torrential rain during the monsoon season.

More than 100,000 people in Kachin and Shan states have been forcibly displaced since the 2011 conflict between the government and armed rebels.

A group of UN experts in a report said that there is evidence of intentional genocide against the Rohingya by the Myanmar military.

At least 10,000 people were killed and around 725,000 sought refuge in Bangladesh due to military operations in Rakhine, which began on August 25, 2017 in response to insurgent attacks on government security posts, according to a UN report.

According to the EU, around 600,000 Rohingya live in Rakhine and are “confined in their villages, or internally displaced in camps”, with limited access to food, sanitation, education and other services.

Myanmar authorities do not recognize the Rohingya as citizens and consider them to be Bangladeshi immigrants, denying them basic rights.

Palikir (Micronesia), Sep 28 (IANS): Dozens of passengers were forced to swim for their lives on Friday after their plane missed a runway and landed in a sea lagoon on a remote island in the middle of the Pacific Ocean.

The Air Niugini Boeing 737-800 aircraft carrying 47 people -- 35 passengers and 12 crew members -- plunged into the water after it “landed short of the runway” at the international airport on Weno, the main island of Chuuk state in Micronesia on Friday, according to a

statement by Air Niugini, the national carrier of Papua New Guinea.

Emergency teams and fishing boats in the area rushed to rescue people aboard the partially submerged airplane, according to a video that has gone viral. No casualties were reported, CNN reported.

The aircraft was flying from the island of Pohnpei in Micronesia to Port Moresby, the capital of Papua New Guinea, stopping at Micronesia’s Weno island on the way. The atoll nation of Micronesia, with 600 is-

lands, is home to 1.5 lakh.

The plane proceeded normally until final approach when the weather conditions suddenly deteriorated and it began raining hard, reports said. An investigation was launched into the incident.

Passenger Bill Jaynes told reporters that the incident had been “surreal”.

“I thought we landed hard until I looked over and saw a hole in the side of the plane and water was coming in. I thought, well, this is not like the way it’s supposed to happen.”

According to prosecutors, the suspects allegedly believe the once-outlawed Oromo Liberation Front (OLF) should have been allowed to assume leadership of the country. Under the prime

minister’s reforms the OLF was one of the groups recently removed from the country’s list of terrorist organisations.

The group’s exiled leaders returned to the country on 15 September. Since taking power in April, Mr Abiy has proven to be a politically astute politician, who has loosened the state’s hold on some economic sectors and pushed Ethiopia’s rapprochement with with neighbouring country Eritrea.

Islamabad, Sep 28 (IANS): Pakistani Prime Minister Imran Khan will visit China in October, the media reported on Friday.

It will be Khan’s first visit to China after assuming the office.

The dates of his visit and meeting schedule with Chinese officials is being finalised, the News International reported. It said that Khan will be accompanied by a high-level delegation and will be discussing the China Pakistan Economic Corridor project with the Chinese leadership besides exchanging views on

economic cooperation.

The Pakistani delegation will also participate in a conference in China, the report said.

Khan in his post-election address on July 25 had vowed to strengthen and improve Pakistan’s relationship with neighbouring countries, including China.

“We will strengthen and improve our relations with China. We want to work towards success of the CPEC. We also want to send teams to learn poverty alleviation from China,” he had said.

– Seysei Onstage she goes by her middle name, Seysei, an homage to her ancestry, which is filled with symbolic acts of rebellion.

“My dad was always really out of the box,” she says. “As he grew up and matured, he had the Naga warrior mind-set.

He wanted to create a new identity through revolution; he decided to do that by marrying an Indian woman.”

Her father became a Christian preacher, even returning home to run for public office in Nagaland.

His revolutionary views drew ire in his home state, a place Seysei says is rife with corruption and chaos.

“My dad is a visionary and I carry a lot of that in me as well,” Seysei says.

“I wanna be rebellious and stand for truth. There’s so much change that needs to take place in my home state. He’s a pastor, but now he’s a social activist.

When he chose to run, he wanted to run a clean race. People broke into his

house and threatened him to step down. Calling the cops here and calling the cops there is not the same thing.”

Seysei says her parents have been supportive and aren’t the typical Indian parents. Even though she says there’s always the underlying need to have a stable job in India.

“It’s about keeping the family name intact,” she says.

Nevertheless, Seysei holds fast to her conservative, Christian background, which could easily be seen as a handicap in an industry that lives by its own secular code.

“My father’s struggle can’t be a coincidence,” Seysei says. “Because I have a platform and have a gift, I can use it to one day speak up about certain issues. We have been hearing recently of many overdoses and suicides in the industry. Those things can happen when people don’t have a real sense of self and identity. They get lost in the cyclone that is the pop music industry. It’s a monster. Having convictions and aligning myself with what I wanna do as a mental practice is im-

“The natural strategy for me is to plant my feet in Southeast Asia,” she says. “Get that fan base and then bridge it back to the U.S. The great thing about India is if you get your show together, people will come. That mile marker I had in my younger days made me realize I’m capable of anything. That propelled my drive. It’s different there. People don’t have a 30-second attention span. They appreciate entertainment to get away from what they’re dealing with.”

Kolkata, Sep 28 (PTI): Former champions ATK and two-time runners-up Kerala Blasters FC will look to renew their rivalry when they face-off in the opening match of the Indian Super League (ISL) football tournament here on Saturday.

The fifth season of ISL will witness high-octane action as 10 elite teams compete for the coveted title.

The ISL-5 is expected to be the longest, spanning over six months with three breaks, two FIFA windows (in October and November) and one for India’s preparatory camp for the 2019 AFC Asian Cup. Both ATK and Kerala struggled to hit the ground running last season, with ATK faring worse than the two, finishing a nightmarish nine out of 10 teams and saw three coaches at the helm.

The Kochi-based side also endured a poor start last season that saw the removal of coach Rene Muelensteen and former England goalkeeper David James being handed the baton.

There were some glimpses of resurgence under their former marquee player but it was a little too

late to make the playoffs, as they ended up at sixth.

Former Kerala Blasters FC coach Steve Coppell, who has a consistent track record in the ISL, will now sit in the hot seat of ATK. ATK have made their intentions clear by roping in several big names, both Indian and overseas, to bolster their squad.

Six of their seven foreign players have prior experience of playing in the ISL including former Bengaluru FC defender John Johnson.

Captain Manuel Lanzarote was one of the best playmakers in the league last season for FC Goa clocking well over 1500 minutes with 13 goals and six assists.

The attacking lineup will have Nigerian Kalu Uche, who was the third highest goal scorer in ISL last year and Brazilian Everton Santos.

ATK have retained 30year-old English centre back John Johnson, who has a good understanding of Indian conditions having spent five seasons at Bengaluru FC before switching to ATK in 2017.

Of the 19 Indians in the squad, ATK have retained

six from the fourth season -- Debjit Majumdar, Prabir Das, Eugenson Lyngdoh, Jayesh Rane, Komal Thatal and Hitesh Sharma.

Among the Indians, all eyes will be on Indian star midfielder Eugeneson Lyngdoh who will be returning to action after his knee injury in December last year.

For the yellow brigade from Kerala, this will be the first season for the team without their star owner Sachin Tendulkar.

Kerala boast of a strong defence with foreigner duo of Cyril Kali and Nemanja Lakic-Pesic along with national team’s Sandesh Jhingan and Anas Edathodika in the team and it will be an interesting battle with ATK’s star attacking line-up.

K e r a l a h av e a l s o signed the likes of Zakeer Mundampara, Halicharan Narzary and Seiminlen Doungel who will provide width and pace to the team while going forward this season.

The central midfield position, on the other hand, may be a cause of concern for James as they do not have an Indian name of repute in that crucial area.

B e i j in g , S e p 2 8 (Agencies): American great Serena Williams was left out of the China Open tennis draw on Friday as reports said she’s called time on her season following her meltdown at the US Open.

Williams’ name, along with that of her sister Venus, did not appear on a list of 64 players ahead of the tournament’s start on Saturday in Beijing.

It comes less than three weeks after the tempestuous US Open final, where Williams accused the umpire of sexism in an angry rant during her 6-2, 6-4 defeat to Japan’s Naomi Osaka.

DFL: Dorian’s Society beat Titan FC 3-0 Dimapur, Sep 28 (NPN): Dorian’s Society registered an easy 3-0 victory over Titan FC in a Dimapur Football League (DFL) match at DDSC Stadium, Dimapur on Friday.

Amon opened the scoring for Dorian’s in the 13 minutes while Kevezo doubled the score in the 17th minute.

After the breather, Kevezo scored again in the 69th minute to take the score to 3-0 for Dorian’s Society. Titan FC boys were unable to find the net till the final whistle.

Venuzo, Visedelhuo are indigenous wrestling champs Dimapur, Sep 28 (NPN): Venuzo Dawhuo was Friday crowned as the heavy weight (65kg above) champion of the State Level Indigenous Open Wrestling Competition held at mini stadium, Senapati, Manipur.
