NEW DELHI, SEP 26 (AGENCIES): India and the US on Tuesday reaffirmed their commitment to combat the global scourge of terrorism when visiting US Defense Secretary James Mattis called on Prime Minister Narendra Modi here. Mattis also held talks with Indian leaders on Tuesday, vowing to jointly stamp out militant sanctuaries and seeking India’s greater involvement in helping to stabilise Afghanistan. The comments come as President Donald Trump’s administration has stepped up pressure on Pakistan for more action against militant groups operating from its soil that are blamed for attacks in India and neighbouring Afghanistan. Islamabad denies giving material support to the militants and instead accuses its arch-rival of trying to use Afghanistan as a base for anti-Pakistan activities. But Mattis, the Trump administration’s first cabinet official to visit India, said the two countries would work together to fight terrorism. “There can be no tolerance of terrorist safe havens,” he said in a state-

ment. “As global leaders, India and the United States resolve to work together to eradicate this scourge.” Stating that Modi recalled his “wide-ranging, candid, and fruitful discussions” with President Donald Trump in June this year, the Prime Minister’s Office (PMO) said in a statement: “They also discussed enhanced cooperation, regionally and globally, in pursuing shared priorities for peace, stability and combating terrorism.” “Both sides had reaffirmed their resolve to further develop their strong strategic partnership,” the PMO statement said. Defence ties between India and the United States have expanded rapidly, with New Delhi buying U.S.

weapons worth $15 billion over the last decade, moving away from traditional supplier Russia. Military experts say U.S. weapons transfers aim at bolstering Indian capabilities to develop a counterweight against China’s growing assertiveness in recent years. Indian and US negotiators are now trying to move forward with a deal to supply the Indian navy with 22 Sea Guardian drone aircraft, whose June approval by the US government was the first such clearance to a non-NATO ally. India wants the unarmed drones to help its navy lengthen the duration of its surveillance in the Indian Ocean, where Chinese naval ships and submarines make regular forays.

A Pakistani intelligence officer has accused his own spy agency of “protecting” terrorists and filed a petition in a court here requesting for a thorough probe in the matter, a media report said on Tuesday. Malik Mukhtar Ahmed Shahzad, a serving assistant sub- inspector of Intelligence Bureau (IB), has accused his senior officers of not taking action against terrorism suspects. In a petition filed in the Islamabad High Court (IHC), he requested the court to refer the matter to the Inter Services Intelligence (ISI) for a thorough probe, Dawn reported. The IHC Registrar’s Office fixed the petition before Justice Aamer Farooq who referred the case yesterday to Chief Justice Mohammad Anwar Khan Kasi, with a note that the matter may be transferred to Justice Shaukat Aziz Siddiqui since an identical matter is pending in his court, the paper quoted a court official as saying. Need for comprehensive plan KVYO backs ACAUT’s to tackle illegal immigrants public rally resolution DIMAPUR, SEP 26 (NPN): Nagaland Tribes Council (NTC), while condemning the recent daring assault on a Naga family by illegal immigrants in Chumukedima, urged upon the state government to come out with a comprehensive and strategic plan to resolve the issue before it becomes “too overwhelming to handle”. NTC said booking the culprits alone would not settle the issue on the huge presence of illegal and foreign nationals in the state. NTC pointed out that the recent attack may be just a “stray incident”, however, spoke volumes of what was going to happen to the sons of the soil anytime in Nagaland. “The fragility of the local Nagas, the mercantile attitude of the concerned authorities on ground and the lack of political will of people in authority contribute to namesake governance”, NTC said. Therefore, NTC reminded the government that unless proper

mechanism was put in place, the intruders will take advantage of the vulnerable citizens and “lackadaisical and inefficient government” and continue to indulge in nefarious activities at their whims. Nagaland Tribes Council has also expressed dismay that the assailants of L. Doulo, a Naga prominent entrepreneur in Dimapur, were reportedly allowed to be at large without single of them being booked. “The lethargy of the district administration and police gives the impression that the state Govt. is abetting much crime in Nagaland”, NTC said. It therefore, appealed to the state government not to spare such crime mongers. Pointing out that delay in booking the culprits will encourage anti-people elements to take undue advantage of the gullible citizens, NTC has appealed to the responsible authority to arrest those criminals without further delay.

DIMAPUR, SEP 26 (NPN): Kohima Village Youth Organisation (KVYO) and ACAUT on Tuesday held a joint meeting, wherein both the organizations dwelt at length on the public resolutions adopted on August 25 during ACAUT’s mass public rally at Dimapur. KVYO extended its support to the demands put forth to the state government through the public rally. However, KVYO was of the opinion that considering the increasing case of corruption without any check and balance in the functioning of the government, the pressing need of the hour was to set up the Lokayukta. Supporting the public rally resolution, demanding passage of Lokayukta Bill in the state assembly by September 2017, KVYO impressed upon the state government to fulfil the voice of the public. Further, KVYO also urged upon the state government to immediately fulfil the public demand for termination of all backdoor appointments made after June 6, 2016. It also asked the government to uphold the PR&AR Order and requisition all such vacant post to the NPSC for competitive examinations.

NPRAAF lauds P&C deptt DIMAPUR, SEP 26 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has lauded the Planning & Co-ordination (P&C) department for bringing out the details 17 hostel projects funded by the Ministry of Tribal Affairs, and the list of beneficiaries of CM Corpus Fund 2016-17. NPRAAF stated that while the Finance department was beating around the bush only with the issue of double drawal, the P&C department came out with details though the GoI sanction order/letter number was not revealed by neither regarding the construction of 17 hostels under Article 275 (1). With the hope that other departments would also take a cue from the Planning department, NPRAAF said it would be looking into irregularities into various departments from time to time. Reminding the P&C department about the release of Rs 31.90 crore (March 31, 2017) and Rs 19.89 crore (June 29, 2017) which also came under Article 275 (1), NPRAAF said there was no break-up details as for what kind of “activities” the amounts were released. NPRAAF in this regard urged the Planning department to come out with all details as in the case of 17 hostels and CMCF so as to allay any public opinion about misappropriation/ fake/doubtful “activities.” Such information to public regarding funds received under Article 275 (1) would enhance the public image of the department, it added. Dispute over royalty: G&M deptt. reacts to EF&CC deptt CNTC weclomes Centre’s DIMAPUR, SEP 26 (NPN): Drawing attention to the Office Memorandum (OM) issued by the principal secretary, department of environment, forest & climate change (EF&CC) concerning Nagaland Minor Mineral Concession Rules (NMMCR), the department of Geology and Mining (G&M) has stated that the question of confusion between the two departments jurisdictions and maintaining status quo at the direction of the principal secretary appeared to be “irrational.” In a press release, G&M director, Wanthang Rengma, pointed out that the Nagaland Minor Mineral Concession Rules, 2004 (NMMCR 2004) was framed under section 17 of the Nagaland (Ownership and Transfer of Land and its Resources) Act, 1990 (Act 1 of 1993) in line with the special provision of Article 371A of the Indian Constitution.

G&M director said the same was also laid in the Nagaland Legislative Assembly and notified in the Nagaland Gazette Extraordinary No. 52 dated March 1, 2005 and the authorised nodal department to enforce the aforesaid rule in the G&M department. The director stated that the aforesaid rule came into force from the date of its publication in the Nagaland Gazette Extraordinary March 1, 2005. However, G&M director said the department could not operationalise the aforesaid rules as forest department continued to collect royalty on sand and gravels, boulders etc till date. In the meantime, the director said that as per rules of executive business, the G&M department was made responsible to answer all legal and illegal issues pertaining to extraction of minor, major minerals including old involving both within and

outside the state. The director stated that the department has to attend various court cases, important court verdicts, file affidavits and regularly submit data/information on various minerals sought by the parliament/central government. However, in absence of legal framework, the G&M director said the normal functioning of the department was adversely affected. Further, drawing attention to the forest department’s claim that rock, sand, minerals, stones, boulders, limestone, laterite, mineral oils and all minerals produce from mines and quarries as forest produce stating that it was listed in the Nagaland Forest Act, 1968 and the Nagaland Jhumland Act, 1970, the G&M director pointed out that when the Nagaland Coal Policy and Rules, 2006 came into force, the said issue was deliberated at high-

est level on October 11, 2011 in the conference hall of the chief secretary, Nagaland. At the meeting, the G&M director said that the forest department was directed to take steps to amend the Nagaland Forest Act, 1968 as coal was listed as mining produce in the Nagaland (Ownership and Transfer of Land and its Resources) Act, 1990. Therefore, the G&M director said that the minerals including coal and mineral oil fall within the jurisdiction of G&M department even as per Rules of Executive Business of the government. Also, the director said that with the coming into force of the NMMCR, 2004, under rule 2, any rules pertaining to quarrying or collection of royalty on minor minerals within the state of Nagaland from forest or non-forest areas contained in any rules of Nagaland immediately before the com-

mencement of these rules were repealed from the date of its notification. G&M director also reminded that the review committee constituted under the chairmanship of the additional chief secretary & development commissioner has already issued recommendation dated November 30, 2016 to operationalise the NMMCR, 2004 immediately, pending finalisation of the amendment part, which was under consideration of the government/committee. Stating that the forest department was represented in the said meeting at the rank of CCF and joint secretary, the director said the state government based on that had notified for operationalisation of NMMCR, 2004 signed by the chief secretary Nagaland, adding that under the strength of the said notification, the department of G&M was now implementing the aforesaid rules.

Imphal/New Delhi Sep 26 (IANS): Manipur Chief Minister N. Biren Singh on Tuesday said his Uttar Pradesh counterpart Yogi Adityanath has assured him of speedy justice in the “mysterious death” of a Manipuri youth earlier this month in Noida. The Chief Ministers met in Uttar Pradesh Bhavan in Delhi shortly after the Bharatiya Janata Party’s National Executive on Monday night. Biren Singh told IANS that the meeting was cordial and Adityanath gave a patient hearing to his concerns. “Mr Yogi suggested to hand over the case to an independent body, if need be. However, he pointed out that it would not be necessary since considerable progress has been made,” Biren Singh told IANS. Adityanath informed him that three policemen had been suspended for failing to report the incident to the police control room. Four others may soon be booked in connection with Parvish Chanam’s death. Chanam from Manipur had been studying in Uttar Pradesh. On the night of September 8, he along with some friends went to a music concert. His brother claims

Yogi Adityanath that Chanam had been missing since the concert and lodged a missing person’s report with a local police station. Chanam was found in Dr Bhim Rao Ambedkar Hospital with serious head injuries and died soon after. Despite the police complaint, the body was cremated on September 10 as “unclaimed”. There is also a discrepancy regarding the date of his death. Hospital records say that he died on September 9 whereas the crematorium records put his date of death as September 10. Both Biren Singh and Adityanath examined the interim report of Pramod Asthana, Additional Director General of Police, Manipur, who is camping in Uttar Pradesh to make inquiries into the death.

VA R A NA S I , S E P 2 6 (AGENCIES): Pressure mounted on Banaras Hindu University’s vice chancellor GC Tripathi on Tuesday after the Varanasi commissioner blamed the varsity administration and the National Human Rights Commission asked for an explanation over last weekend’s violence on campus. Students, mostly women, were cane-charged shortly after Saturday midnight when they were protesting the university’s alleged inaction over a reported molestation in campus on Thursday. The crackdown left several students wounded and clashes that followed injured a number of policemen. The decision was also announced on Monday by the university. The human rights pan-

Sent to chief secretary Rajiv Kumar, the report said BHU did not deal with the victim’s complaint in a sensitive manner and did not handle the situation on time, said a senior administrative official. Tripathi late on Monday denied that women students were hit during the crackdown. “There was no baton-charge on any girl on the varsity premises during the intervening night of September 23 and 24. Action has been taken against criminal and anti-social elements who (vandalised) varsity property,” a press statement issued late on Monday by Tripathi said. The vice chancellor also dubbed the alleged sexual harassment as part of a larger conspiracy to instigate women students against him. “We have asked the administration for initiating a dialogue with the students through the vice-chancellor and a decision to set up close circuit TV cameras there had been taken,” said Sharma.

Three trains on same track come close to collision K anp u r , S E P 2 6 (AGENCIES): Three trains came dangerously close to collision near Allahabad on Tuesday after one of them had to stop suddenly near a Railway crossing, causing the two that were following on the same line to apply brakes. Passengers in one of the trains said luggage from upper berths were thrown off due to the sudden braking, which caused panicked passengers to get down. The incident took place near the crossing at the Cantonment, which is not far from the station. D u r a n t o E x p r e s s, which arrived at the Allahabad crossing at about 10am, had to be stopped when it hit a rickshaw crossing the track despite barriers being down. The rickshaw puller escaped unhurt and fled. The Hatia Anand Vihar Express and the Mahabodhi Express were following the Duronto and their alert drives applied the emergency brakes after spotting the stationary train. Railway authorities at the Central railway station said it was not unusual for trains to be put on the same track in times of need. They later said adequate safety was ensured and no violation took place as the trains stopped in the automatic signal section that turned ‘red’. They said the rickshaw had been seized and a case registered by the GRP. Manglu Ram, who was on the Mahabodhi Express, said the braking jolt threw off luggage from the upper berths but no one was injured. “ I jumped out of the train as I thought something serious has happened,” he said.

Bombay High Court refuses to stay framing of charges against Tejpal

PANAJI, SEP 26 (AGENCIES): The Bombay High Court in Goa on Tuesday refused to stay the process of framing of charges against former Tehelka editor-inchief Tarun Tejpal at a lower court in Mapusa in north Goa. The court also directed that the trial could begin only after its consent. The court direction followed the hearing of a petition submitted by Mr. Tejpal, challenging the framing of charges by the additional North Goa District and Sessions court against him. Tejpal has been accused of raping a former female junior colleague during a Tehelka fest in Goa in November, 2013. Tejpal’s counsel Aman Lekhi, while challenging

the September 7 framing of charges process, said the accusation of rape was false and the prosecution had delayed handing over the evidence to him by three years. The prosecution lawyer, Saresh Lotlikar, in response, argued that only a proper trial could establish the veracity of the charges levelled against the accused. Justice Prithviraj Chavan directed that examination of witnesses at the lower court could only begin after it’s consent. Tejpal faces charges under Sections 341 (wrongful restraint), 342 (wrongful confinement), and 376 (rape) of the Indian Penal Code, which were endorsed by the court. Section 354 (b) (criminal assault with intent

Tehelka Tarun to disrobe) was added later. He has been accused of sexually assaulting a junior female colleague in an elevator of a five star hotel in north Goa for two consecutive days during a festival event in November 2013.

GJM calls off strike after HM orders meet S i l ig u ri , S E P 2 6 (AGENCIES): The Gorkha Janmukti Morcha (GJM) late Tuesday evening announced it was calling off the indefinite strike in the Darjeeling hills to push for a separate Gorkhaland state after an appeal by Union home minister Rajnath Singh in New Delhi. Singh had issued a statement earlier in the evening asking the Union home secretary to convene an official level meeting to discuss all related issues for a separate Gorkhaland state while appealing to the GJM withdraw the indefinite strike in Darjeeling hills. “The home minister had said a meeting would be held within a fortnight so we are calling off the bandh from 6 am tomorrow. Normal life will return to Darjeeling from 6 am on Wednesday,” GJM chief Bimal Gurung who is on the run, told HT from an undisclosed location. The hills of north Bengal have remained crippled under the indefinite bandh that started on June 15 after police raided an office of the GJM and Gurung’s residence. “I have asked the home secretary to convene an official level meeting in the home ministry within a fortnight to discuss all related issues. I also appeal to the GJM and its leader Bimal Gurung to withdraw the ongoing bandh and to help create a conducive atmosphere for allowing normalcy to return to the area, particularly in view of the festive season,” said Singh in a statement Tuesday evening.

Myopic visions

hat the recent ‘4th North East Connect Summit’ has provided, is an opportunity for the government of Nagaland to do some very serious introspection about its inability to harness potentials and woo outside investors in line with its idealistic vision(s). The nexus of politicians and bureaucrats and other “non-state actors” who have joined hands to develop Nagaland, have interpreted the word to mean that development is for them and their supporters, followers etc. As commented earlier in this column, no amount of thinking, even the ‘out of the box’ types can set the state back on the rails of development. It has been over a decade after all the high sounding and impressive declarations but till today, outsider investors are too wary to come to Nagaland. The reasons are well known to all and remedial action is overdue from the government. It would be necessary to understand that critical assessment of socio-economic environment in the state forms an important ingredient for development of the state which actually suffers from a massive development deficit. Aside from the perennial problems, economists have also suggested in the not so distant past, during visits to Nagaland, that there was need to bridge the development deficit evident in almost all parts of Nagaland. Unfortunately, politics has too much of rhetoric and too little economic. The demarcation of planning is desired. Economics relates to the principles of interaction and resource allocation, whereas politics is about the social arrangements necessary for human beings to live in a civilised society. The level-headed concepts, do in a clear way, indicate that prioritising of various plans and projects were necessary to bridge the development deficit. Another important point stressed was on inclusive growth, meaning, undertaking projects that would impact and involve the larger segment of the population and not limited within a privileged minority. There is still an imperative need to involve public-private-partnership in development aspects particularly in the north eastern region. It may also suggest a need to analyse concepts that would lead to evolution of socio-economic planning. With the onus being on partnerships either domestic or foreign, the state cannot expect any special treatment. When potential investors from outside are not keen to do business in the state, it is a big setback and which needs to be addressed in order to reassure investors. No one would like to invest in an environment that does not guarantee free and fair trade and commerce or when life can also be on the line. Among the pressing problems of a small state which boasts of a high literacy ratio and rapid “growth in education” is the too many restive and unemployable youth and dwindling opportunities in all spheres. Nagaland, being one of the north eastern states has failed to accrue any benefit out of India’s drive towards liberalization and a practical solution has to be found to that meaningful progress can be achieved. The thrust areas for the region are Power, Petroleum & Natural Gas, Non-Conventional Energy, Information Technology, Telecommunications. The north east region is economically backward in spite of being rich in natural resources. Unfortunately, deplorable roads, prolonged power cuts and monumental corruption bear testimony to the state of affairs and for which people need to look and demand answers.

DailyDevotion The “Go” of Reconciliation If you…remember that your brother has something against you… —Matthew 5:23 This verse says, “If you bring your gift to the altar, and there remember that your brother has something against you….” It is not saying, “If you search and find something because of your unbalanced sensitivity,” but, “If you…remember….” In other words, if something is brought to your conscious mind by the Spirit of God— “First be reconciled to your brother, and then come and offer your gift” (Matthew 5:24). Never object to the intense sensitivity of the Spirit of God in you when He is instructing you down to the smallest detail. “First be reconciled to your brother….” Our Lord’s directive is simple— “First be reconciled….” He says, in effect, “Go back the way you came— the way indicated to you by the conviction given to you at the altar; have an attitude in your mind and soul toward the person who has something against you that makes reconciliation as natural as breathing.” Jesus does not mention the other person— He says for you to go. It is not a matter of your rights. The true mark of the saint is that he can waive his own rights and obey the Lord Jesus. “…and then come and offer your gift.” The process of reconciliation is clearly marked. First we have the heroic spirit of self-sacrifice, then the sudden restraint by the sensitivity of the Holy Spirit, and then we are stopped at the point of our conviction. This is followed by obedience to the Word of God, which builds an attitude or state of mind that places no blame on the one with whom you have been in the wrong. And finally there is the glad, simple, unhindered offering of your gift to God.

ongress Vice President Rahul Gandhi is wrong when he says that all of India runs on dynasties. Ruling means wielding power at the centre. Only Jawaharlal Nehru’s family has had the opportunity to do so. Nehru ruled for 17 years, his daughter Indira Gandhi for 18 years and Rajiv Gandhi, son of Indira Gandhi for 5 years. Thus, the dynasty has been in power at the centre for 40 years, more than half of the period since independence in August 1947. Nehru saw to it that his daughter would rule, if not soon after his rule but in due course. When I was working as Information Officer to Lal Bahadur Shastri then the Home Minister, I would to tell him to get ready, particularly, when Nehru had a stroke. Shastri told me that unke man me to unki saputri he (His daughter in his mind), adding that it would not be easy. He would not challenge Pandit Ji and go back to Allahabad. But Morarji Desai would not

accept Indira Gandhi. This happened when Nehru died. K.Kamraj, the then Congress President, was a staunch follower of Nehru. He wanted, who he had discovered, was one key that opened many locks. Sanjiva Reddy from the South, Atulya Ghosh from Calcutta and S.K.Patil from Bombay were stalwarts in their own right but were willing to accept Shastri because he did not push himself to give them the feeling as if they were not equal. I was working as Political Correspondence of Indian Express. I wrote at that time that: “In the hush of a summer night in 1963, five men groped their way to a sequestered bungalow overlooking an expansive valley in the temple town of Tirupati down South. One was ungainly and heavy, another portly, the third brisk and breezy, the fourth, slight in stature, and the fifth looked like a muscular wrestler. Quaid-e-Azam Mohammad Ali Jinnah, f o u n d e r o f Pa k i s t a n , envisaged that the both countries, one with Hindu majority and the other with Muslim majority would conduct affairs in such a way that religion does not come in the way of state affairs. It is a pity that the Cong ress has become irrelevant. Otherwise, it could have provided secular platform to the country. Rahul Gandhi would increasingly realize that his party would have to work at the grassroots once again and try to change the temperament of the people. India fought for a democratic and secular country both Mahatama Gandhi and Jawaharlal Nehru reminded the people of their heritage which had both Hindus and Muslims as it’s inherent. In fact, it is surprising that Nehru’s name is sought to be effaced. Liberal BJP leader, Atal Behari Vajpayee was an ardent follower of Nehru.

Once when Vajpayee was Prime Minister, I, then Member of Parliament met him in his room, he very proudly told me that he occupied the same chair which once Nehru did. But today the BJP is even trying to change the name of Nehru from the Nehru Memorial Centre. Some scholars are trying to stop the effort but the matter has been left to the prime minister office (PMO). They should remember that Nehru was one of the stalwarts who sacrificed everything to oust the British. He went to jail many a time but this did not in any way lessen his determination for the country’s independence. Rahul Gandhi, his great grandson, should tear a leaf from his book and put up the fight, not for the perpetuation of the dynasty but for the protection of country’s ethos: democracy and secularism. People of India would again make Congress relevant. The important thing is the heritage: United, Secular and Democratic.

Post-mortem

Nagaland – Which direction?

T

his document represents the heart and soul of general public in general and Christians in particular as a land of Christian faith. Serving this paper of conviction, we appeal to all electorates of Nagaland and the elected legislators in particular to refrain from seductive political paint of religious fanatical doctrine wearing a secularized skin of hidden agenda. India is a nation of religious and social diversity which national fathers recognized and upheld in the constitution. Any political party ruling the country is expected to honor, uphold and promote the principle of secularism enshrined by the nation. Public must condemn any political party that insists a marriage of political policy with ulterior fanaticism at the expense of nation’s cause if the special provision of Article 371:A should continue to protect and preserve Nagaland. The Nagas The Nagas are not Indians by our history, culture and religion. Following the British departure and through struggle for political right alongside peace negotiation, a provisional arrangement as Nagaland as a state was made. Talks are in process towards a destiny. The Nagas must be aware that our given right, human originality and socio-cultural integrity be preserved against a bribery by a fundamental intention to gain a political platform. Is it true that “Nagas cannot resist Money and Money can buy them?” As Christians, the Nagas have the best human value when we established our faith on biblical foundation which nothing can shake. This quality must not be shattered by easy indulgence of money in relation to a political bait towards an irreparable direction. The Nagas must be wise enough not to be hypnotized by a supra-imposition of political temptation. Mistake should be avoided in process of our journey. From Darkness to Light The Nagas at our own volition and choice accepted the Bible as the Word of God. Accepting Jesus Christ, the Nagas gave up headhunting and detrimental practices of old culture incompatible to the gospel value. The British saw and appreciated it. The world saw and became our friends. India saw us as a land of difference. Christian faith turned off our hostility towards our

neighbors. Founding our faith on biblical foundation, God brings His manifold blessing to the Nagas. No one can deny this fact. Our biblical foundation is like a primary root that supplies mineral to the trunk. And nothing should uproot this foundation, be money, politics, or secularized icon and camouflage of political wave. Every Naga, young and old will agree that Christian faith is the power and source of the transformation of the Nagas. Nagas have every right to defend and promote our faith in Christ. The Christian faith of the Nagas cannot be idolized by any subversion of hidden political ideology. Naga Christians must be sober enough not to be swept away by any easy influence. Looming Dark Cloud Over Our Horizon The Nagas are standing on a decisive ground. It is a crucial time for the Nagas to make relevant decision as we are hit by current of political waves in the form of election. 1. Leadership Crisis Our leaders are elected by much prayers of churches while they made many big promises like roads and bridges, school education, hospital and power supply. But once they are facilitated with power, their promises and humility are inundated and sidelined. They were preoccupied with position and privileges; flocking together in hunt for power while the public conditions were in deplorable, decelerating and deteriorating conditions. Their promises remain alive in the hearts and conscience of their constituencies. (To be concluded) Signatories: Rev. J. Thungjamo Lotha (secretary Nagaland Concerned Christian Voice), Rev. Dr. P. Sharing responsibilities together

(From previous issue) The consequence is severe, it is a direct threat not only to our social fabrics but our economy, our culture, our history, our identity, and religion is at high stakes. The banner ‘Nagaland for Christ’ might soon be replaced in their interest. The geo political environment is soon going to be affected badly. Our ways of lives and future generation is in danger. The British respected the Naga rights and culture; this is the reason why the Inner Line Permit (ILP), under Bengal eastern frontier regulation, 1873 was installed. It is not because of protecting the Crown’s interest but it is an instrument of safeguarding the Naga’s Ethnic identity. Yes, like it or not it’s the “ILP and the Landlord” which are the two main factor that serves a gateway for all these problems. The landlord plays an important role while encaging with illegal Bangladesh and default ILP, thus he should take care with utmost precaution and responsibilities not to shelter or support these people. The Inner line permit needs to be upgraded, strongly and strictly implemented through mass stakeholder’s participation. The rules of engagement should be shared with equal concern and responsibilities amongst all the stakeholders. Thus with certain plans and policies empowered upon ILP, it would positively be effective in controlling these menace of unabated influx of illegal Bangladeshi and others with criminal intention, meanwhile giving space and rights reserved to genuine Indians and other nationals. One should not misinterpret between illegal and legal. Some of the suggestions are:(Administration role) - Separate department should be introduced to look after directly without political interference while civil societies and student bodies should act as a vigilante in the ILP department. - ILP area should cover the whole Nagaland including Dimapur - Separate ILP check gate should be set up in all border areas like new field check gate, Delai gate, merapani…etc. - No entry zone should be strictly implemented in certain areas of the colony and town (Restricted Areas). - Limited inter-state cross border movement should be done by manning adequate security. - Regular checking of ILP in colonies and town. - 24x7 Security flying squad should be there to monitor. - Strong communication, coordination and cooperation amongst the government bodies

and stake holders should be there on priority. - CCtv camera monitor sensitive areas in borders. - Landlord and house owners giving tenant to IBs should be heavily fined. - Public transport area like Railway station, airport and bus stand should be strictly monitored. - Immediate Deportation of illegal Bangladesh should be done without any compunction. - Certificate like PRC and ST/Indigenous, Birth certificate, temporary Residential certificate….etc should be conferred to Indigenous Nagaland origin only. - Care should be taken to see that the Genuine Indian and other nationality are protected and rights reserved. - Housing complex, cemetery, Prayer house for genuine Indians and other nationality need to be constructed with strict compliance. - The Municipal council should take up serious plans and policies to expedite in controlling market giving advantages to unemployed educated youth. - The Issues of random License like motor vehicle, Driving, Drugs, Guns….should be thoroughly screened and re-checked in the interest of Naga future and any license belonging to IBs should be cancelled and scrapped. (Naga Stakeholder Role) - The Landlord serves and plays an important role in controlling IBs a well as ILP. Thus utmost care should be taken while giving out rental or leasing. Landlord should give tenant, space and opportunity to Naga people in the very first place. Commercial space and sites should be reserved for educated unemployed Naga youths or entrepreneur. - Customary rule books need to incorporated with new laws disallowing marriage with Illegal Bangladesh, Heavy finned with those having affairs with IBs, and any person Aiding, sheltering and supporting to these IBs should be fined and tagged as Anti-Naga………etc - GBs, Dobashi, VDBs, and

Village chairman as well authorities should check IBs and ILP holders from time to time within their village jurisdictions. - Student bodies should initiate anti Illegal Bangladesh campaign, workshop and movement throughout Nagaland. - In Rural areas the village authorities, women and student plays an important role thus infrastructure like IBs Mosque, IBs cemetery sites, haphazard IBs market…etc of these existing IBs should be demolished at the earliest. - Those employing IBs in the paddy field, business establishment, house maid….. Etc should be driven out and give space to poor Naga families. - Employing and recruiting IBs by national workers should completely stop and discouraged it. - The Naga general public should take first priority in buying and selling with our Naga communities only (Non-cooperation movement). - The Naga general public should employ unemployed Naga youths as far as possible in over all sectors (contol human work force). - The church should step up vigil and activities in preserving our Nagas identity, culture and history dimensions. (Culture values with Christian principles) - The village Authority should make stern laws not to shelter any Refugee of Bangladesh origin or any IBs in its jurisdiction in future. (Non-Naga Stake holders’ role) - The concern genuine Indian and other nationality should promote peace, tranquility and harmony in the Naga society - The concern genuine Indians esp. Muslims fraternity should cooperate, communicate and coordinate in an effort to curb this unabated illegal Bangladeshi origins as well as default ILP, if they really want to maintain their genuine and rights respected. M umbai , S ep 2 6 (IANS): Reliance Group Chairman Anil Ambani on Tuesday said the telecom sector is under stress and banks are not extending any credit. “The Reserve Bank of India in April asked all banks to be cautious on telecom. Banks are now not extending any credit,” Ambani told the Reliance Communications (RCOM) annual general meeting here. “The sector has transformed India as per late Dhirubhai Ambani’s vision... The sector has brought mobility to a billion people, with only one winner - the customer,” he added. He, however, said there was a sharp erosion in the competitive landscape now and that some overseas operators have left the country.

ments are limited so that the number of pending cases comes down. In fact, the large number of adjournments — against the ideal situation of three — is being cited as a major problem area, something that the judiciary has to tackle, sources said. What is held up due by the law department are amendments to the Commercial Courts Act to explicitly provide for setting up of courts at the district level, which will deal with cases up to Rs 1 crore. The government plans to designate five district and city civil courts in Delhi and Mumbai as “commercial courts” to tackle the problem of cases getting clogged in high courts. In addition, the government is contemplating either enacting a new law or amending the Arbitration and Conciliation (Amendment) Act, 2015 to provide legal backing to pre-litigation mediation and reduce the number of cases coming to the courts.

In this regard, the MTLT and AKM have urged the state government to seriously look into the matter at the earliest. Roads at Mokokchung town: The MTLT and AKM said they were aware that the ‘improvement’ of circular roads at Mokokchung town was handed over to the Urban Development Department by the PWD (R&B) in the year 2014. However, they said the road condition at Mokokchung town was in a pathetic condition. Stating that a letter has been submitted to the district urban development

The absence of progress on this front is seen to be detrimental not just to the EoDB rankings, due to be released next month, but more importantly to the investment climate as foreign investors often shy away from India, citing the weak legal framework on the issue. After all, to get a verdict of a Rs 3-lakh contractual dispute can take almost four years in a civil court in Mumbai. And, if the case goes to higher courts, the wait can be a few years more and by then the cost can be more than the amount involved. It’s been months since the task force finalised the report which, among a host of issues, made a case for e-filing and e-summons in district courts and ensuring that the number of adjourn-

They said that MTLT and AKM had met with responsible officials and shared concern and ideas with the head of departments and submitted joint letters for the authority to take immediate actions.

NEW DELHI, SEP 26 (Agencies): The poor track record on enforcement of contracts haunts businesses, with India faring poorly. But the law department is seen to be moving slowly to fix the problem that spans from an agreement to bundle a mobile handset with a tariff plan to contracts between a multinational and a domestic company. On the World Bank’s Ease of Doing Business (EoDB) rankings, where India was ranked a low 130th among 190 countries, it was ranked 170th when it came to enforcing contracts, raising demands for the government to quickly address the concern, reports TNN. While the plan has been thrashed out, it emerges that a proposal made from one wing of the law and justice ministry is not being acted upon by another wing. A task force headed by justice secretary Snehlata Srivastava has already prepared the blueprint with a few amendments proposed

Lava tubes on Moon, Mars can serve as habitats LONDON, Sep 26 (PTI): Lava tubes - underground caves created by volcanic activity - could provide protected habitats large enough to house streets or even towns on the Moon and Mars, scientists say. Lava tubes are found in many volcanic areas on Earth, including Hawaii, Iceland, North Queensland in Australia, Sicily and the Galapagos islands. Underground networks of tubes can reach up to 65 kilometres. Space missions have also observed chains of collapsed pits and ‘skylights’ on the Moon and Mars that have been interpreted as evidence of lava tubes. Researchers from the University of Padova and the University of Bologna in Italy have carried out the first systematic comparison of lava tube candidates on the Earth, Moon and Mars, based on high-resolution Digital Terrain Models (DTM) created using data from spacecraft instrumentation. “The comparison of terrestrial, lunar and martian examples shows that, as you might expect, gravity has a big effect on the size of lava tubes,” said Riccardo Pozzobon, of the University of Padova.

Islamabad, Sep 26 (PTI): Pakistan’s ousted premier Nawaz Sharif Tuesday for the first time appeared before an accountability court here to face the corruption charges filed against him by the National Accountability Bureau in the Panama Papers scandal. Sharif, who returned to Pakistan yesterday, reached the court located in the judicial complex this morning. During the brief hearing, 67-year-old Sharif informed Judge Muhammad Bashir that his wife was unwell and he needed to attend her, following which he was allowed to leave. The appearance was just a formality to ensure that the accused was ready to face the trial. Sharif stayed at the court for about 10 minutes. He was accompanied by his lawyer Khawaja Harris who would represent him as a counsel in the corruption cases. The next hearing has not been set as yet. SAN FRANCISCO/BEIJING, SEP 26 (IANS): After blocking videos, voice chats and images on WhatsApp, China has now blocked texting on Facebook-owned popular mobile messaging service -sending out a stern message to CEO Mark Zuckerberg who has been trying his best to re-enter the country. According to a CNN report late on Monday, the Open Observatory of Network Interference (OONI), a global observation network for detecting censorship, surveillance and traffic manipulation, suggested that Chinese internet service providers star ted blocking access to WhatsApp. Public reports on Twitter indicated that WhatsApp became inaccessible for some people on September 19. Over the last few months, there were a number of WhatsApp disruptions in China. “The blocking of WhatsApp text messages suggests that China’s censors may have developed specialised software to interfere with such messages, which rely on an encryp-

tion technology that is used by few services other than WhatsApp,” The New York Times reported. The move came ahead of a key Communist Party Congress on October 18 at which President Xi Jinping will begin his second fiveyear term as head of the ruling party. However, WhatsApp was yet to make an official announcement on the development. China has already blocked access to a number of internet companies, including Facebook (since 2009), Instagram, Twitter and Google. Some people still access these services through virtual private networks (VPN), or with tools that disguise internet traffic to circumvent censorship. But the Chinese government has launched a crackdown on VPNs this year. According to Timothy Heath, senior international defence research analyst at the RAND Corporation, the Chinese government does not like that WhatsApp uses strong encryption.

“ T h e g ove r n m e n t wants to monitor internet communications, and therefore it’s trying to steer its people to use technology that can be accessed and monitored by the government,” Heath told CNN. Facebook was banned in China in 2009, followed by its photo-sharing app Instagram in 2014. Facebook’s founder Mark Zuckerberg has made a big point of meeting with Chinese politicians, studying Communist Party propaganda, Mandarin and even speaking it in public. In a bid to explore the high-potential Chinese online market, Facebook recently authorised the release of a new app here that does not carry its name. China’s internet censorship has left big players like Facebook, Apple and Google out of the huge Chinese market with an audience of more than 700 million internet users. Last month, in a crackdown on internet services by the government, Apple had removed all major VPN apps from the App Store in China.

COX’S BAZAR, BANG L A D E S H , S EP 2 6 (Agencies): With no money even to bury his eight-year-old daughter, Ali Hossain broke down as he recounted her final moments, the latest Rohingya refugee to die in Bangladesh as fears mount over outbreaks of disease. The little girl was among some 436,000 Rohingya Muslims who fled a brutal military crackdown in Myanmar’s Rakhine, making the dangerous journey across the border to neighbouring Bangladesh. But her bid for safety ended when she fell victim to an intestinal infection, likely triggered by poor sanitation as well as food and water shortages in the overcrowded makeshift camps that are home to the Rohingya. She died on Monday, hours after she was admitted to a state-run hospital in the border town of Cox’s Bazar. More than 200 Rohingya are being treated in Sadar Hospital, which has been inundated with patients, with a shortage of beds forcing doctors to house the sick on sheets

Islamabad, Sep 26 (PTI): A Pakistani intelligence officer has accused his own spy agency of “protecting” terrorists and filed a petition in a court here requesting for a thorough probe in the matter, a media report said on Tuesday. The IHC Registrar’s Office fixed the petition before Justice Aamer Farooq who referred the case yesterday to Chief Justice Mohammad Anwar Khan Kasi, with a note that the matter may be transferred to Justice Shaukat Aziz

Siddiqui since an identical matter is pending in his court, the paper quoted a court official as saying. In the petition filed through his counsel Masroor Shah, Shahzad claims that he reported against terrorist groups from various countries but no action was taken. “However, to the petitioner?s utter dismay, no action was ever been taken by IB in this respect despite concrete evidence provided to it in the form of the intelligence reports,” the petition says. “Upon thorough intelligence gathering process, it transpired that certain high officials of the IB themselves are directly involved with the terrorist organisations having linkages with hostile enemy intelligence agencies,” it reads. It goes on to say that the matter was even reported to the IB director general, who also did not take any steps.

The Kuki Union Chumukedima unit strongly condemns the attack on a Naga family by a group of non-Naga youths of the night on September 21 at Chumukedima, where a father and son were brutally beaten up. This attack is yet another example of derogatory and insolent outlook of the illegal immigrants in the state. It urges the law enforcing authority to take the case seriously and to give stern punishment as per the law and bring justice to the victims and the family without any delay. The Kuki Union Chumukedima also prays for the speedy recovery of the injured and has resolved to extend full support and cooperation on any action taken to restore peace and security in the state.

It claims some IB officials travelled to Israel and had direct links with Afghan intelligence which, it was found later, had links with another terrorist group from Kazakhstan. “These terrorists used to disguise themselves as citrus dealers in Kot-Momin and Bhalwal, Sargodha. The business was a mere camouflage,” the petition says. The petition claims that the son of joint director IB (Punjab) was dealing with the said terrorist groups. It also names certain IB officials who are allegedly on the payroll of foreign intelligence agencies which include a joint director general, directors and deputy directors. Shahzad said he “has been running from pillar to post including approaching the prime minister of Pakistan to raise this issue of national security.”

these cases to our best level,” Sadar Hospital spokesman Abdur Rahman told AFP. “We have limited resources, limited medicine, limited manpower, limited food,” he said. “If we cannot control these (cases), there will be a high chance of epidemics of diarrhoea, cholera, dysentery.” Before the latest influx, the camps around Cox’s Bazar were already packed with 300,000 Rohingya who had fled earlier violence in Rakhine. Conditions have only worsened since then. The Rohingya are facing dire shortages of food and medicine in what has quickly become one of the world’s largest refugee settlements. Meanwhile the absence of safe drinking water and hygiene facilities has heightened the risk of water-borne diseases, with the World Health Organisation warning Monday of a growing cholera threat. The risks are all too real for Hossain, whose octogenarian mother is being treated in the same hospital where his daughter died.

Monk-led mob attacks Rohingya refugees in Sri Lanka C olo m bo, S e p 2 6 (AFP): Radical Buddhist monks stormed a United Nations safe house for Rohingya refugees near Sri Lanka’s capital today and forced authorities to relocate the group, officials said. Iraqi Prime Minister Haider al-Abadi ruled out any such talks. “We are not ready to discuss or have a dialogue about the results of the referendum because it is unconstitutional,” he said in a speech on Monday night. The US State Department said it was “deeply disappointed” that the vote went ahead. “We believe this step will increase instability and hardships for the Kurdistan region and its people,” spokeswoman Heather Nauert said.

Ankara, Sep 26 (IANS): Turkish President Recep Tayyip Erdogan on Tuesday said Iraqi Kurds could go hungry as a result of the punitive measures it is considering after a referendum on independence for Iraq’s Kurdistan region. Erdogan accused the head of the Kurdistan Regional Government (KRG) of “treachery” for pressing ahead with the vote despite international opposition. “All military and economic options are now on the table,” the Turkish President was quoted as saying by Hurriyet Daily News. you may not be totally Kohima District Level Kala Shania Twain: Back While familiar with her name yet Utsav Competition 2017 with a new album

A

fter years out of the limelight, Shania Twain is back with her fifth studio album. We caught up with the 52-yearold country star during a hectic week of promo. Back in July 2003, she performed in London’s Hyde Park. I know because I was there, reporting on the gig for this very website. If you’d have told either of us then it would take 14 years for her to sing there again, I doubt we would’ve believed you. Back then Shania - no surname required - was

riding the crest of a wave. She’d had hit after hit, recorded the best-selling country album of all time (1997’s Come On Over) and been the half-time act at the Super Bowl. Not long afterwards, though, it began to go wrong. Her marriage to producer Robert “Mutt” Lange collapsed, and she developed debilitating vocal problems that forced her to temporarily give up recording and performing. The comeback trail began in Las Vegas with a two-year residency at Caesars Palace that paved the way for a “final” tour in 2015. Now, 20 years on from Come On Over, Shania is back - with a new husband, a new album (called Now) and a new voice. “It is different,” she says of the celebrated purry twang that brought us tracks like You’re Still The One, That Don’t Impress Me Much and Man! I Feel

Like A Woman. “I’ve got smokier sounds I never had before, and I’ve got a lower register than I used to have before.” The singer blames Lyme disease for her dysphonia, an ailment that causes the vocal cords to seize up when speaking or singing. “It’ll never be solved,” she tells the BBC. “It’s a permanent problem. “But with a lot of physical and vocal therapy, I’ve got better at understanding my voice and better at managing it.” Our interview takes place towards the end of a hectic week that also includes appearances on The One Show, Strictly Come Dancing and Radio 2 Live in Hyde Park. If Shania is feeling the strain, though, it’s not showing on a face once adjudged to have a perfect set of geometric measurements. (BBC)

Noel on the difference between modern bands and bands in the ’90s

N

oel Gallagher has said that life and music was much ‘freer’ in the ’90s – and that today’s bands need to be a lot more ‘businessminded’. Yesterday saw Gallagher announce his return with his upcoming new High Flying Birds Album ‘Who Built The Moon?’, along with details of a huge UK and Ireland arena tour. During an interview with Christian O’Connell on the Absolute Radio Breakfast Show, he discussed how the music industry and the general climate for bands has changed since the Britpop heyday when Oasis were at their peak.

“If you’re 20, and you’re entering the music business now, you won’t know what’s gone before,” said Gallagher. “So for a 20 year old you won’t realise, but the ‘90’s, it’s only now people are starting to realise what a fantastic decade that was, for all sorts of things, for politics, fashion, music, sport. “There’s lots of stuff that’s stood the test of time, Trainspotting as you mentioned for one, and all those great bands, Oasis, Verve, Pulp, all that mob. It was a lot freer then for sure. When I meet younger bands they

seem to have more of a career head on. Whereas back in the ‘90’s it was just you were kind of winging it and having a laugh.” He added: “I think, but that comes from the people who run the music business I think. The success, and how many hits you’ve got on YouTube and this that and the other, and it’s a different game, it’s a different game for sure.” In the same interview, Noel Gallagher discussed another big night he had out with Morrissey – who described as a ‘dude’ who took a shine to his wife. Misgovernance in NSFs won’t be tolerated: Rathore

Rajyavardhan Singh Rathore

NEW DELHI, Sep 26 (PTI): Sports Minister Rajyavardhan Singh Rathore issued a stern warning to National Sports Federations (NSFs), saying there would be zero tolerance for misgovernance. Rathore said there cannot be any alternative to the core principles of governance in sports. “65 per cent of India’s population is below 35. It is our Prime Minister’s vision to promote sporting culture in the country. So there would be zero tolerance in terms of misgovernance in sports,” Rathore said while inaugurating the ‘National Workshop on Sports for All’ on Tuesday. “The federations will

have to think beyond their turfs. There would be massive amount of transparency in terms of team selection, results. Everything has to be open and sharing,” he added. Rathore, who won a silver medal in the 2004 Athens Olympics, said from now on the ministry will only take policy decisions on sports, the execution of which will be left to professionals. “Ministry will make policies and the operational responsibility will lie with professionals,” he said. Rathore, who is the first athlete to become the Sports Minister, further said the entire sporting system of the country needs a complete overhaul. “We need to change our thought process. We need to build more playing arenas at low cost. In India when someone decides to build any stadium he thinks of an Olympic like stadium,” he said. “The ministry is working on a coaching programme. Our coaches need to upgrade their knowledge from time to time. From now on, we will be assessing the coaches every year.”
