Anybody caught in this cannot escape. I have no relatives,” Modi said.

45 Hindu villagers killed by insurgents: Myanmar officials YA N G O N, S E P 2 5 (AGENCIES): Myanmar officials said on Monday that they have discovered at least 45 slain Hindus in three mass graves in the Southeast Asian country’s conflict-torn northern Rakhine state, The Associated Press report stated. The government blames Muslim insurgents for the killings. Two of the graves were found on Monday and contained the bodies of 20 females and eight males, Border Guard Police Major Zayar Nyein said. The government’s Information Committee said on its Facebook page that all eight males were boys, including six who were under 10 years old. It said another mass grave was discovered 200 meters away that contained the bodies of 17 more Hindu villagers. Police blame the Arakan Rohingya Salvation Ar my insurgent g roup (ARSA). Security forces say the bodies are among about 100 Hindus missing since ARSA attacked at least 30 police outposts August 25. There was no immediate way to independently verify the government’s assertions, the AP report said.

Political flux adds uncertainty in Nagaland Staff Reporter

DIMAPUR, SEP 25 (NPN): With the term of the present 12th Nagaland Legislative Assembly going to end by February/March 2018 and before which election to the 60–member house has to be held in accordance with the constitution of India; yet uncertainty looms large over the horizon of state politics. The present 12th NLA is besot with a series of litigations within the divided NPF legislature and party organisation. The current house is also awaiting court ruling on which of the two chief whips of NPF has locus standi and which would also influence disqualification cases pending in the court. Two parallel NPF parties-one headed by Dr. Shürhozelie Liezietsü and the other by Neiphiu Rioare also vying to be the genuine party before the Election Commission of India. The present 12th NLA also has the unique feature of having two leaders of NPF legislature party and two rival chief whips. The political stalemate has also largely contributed to the inhibition among present MLAs going ahead in launching their initial re-election campaigns since

no one can be sure about the outcome of the legal battle between rival factions of NPF. Despite the battering and bruising going on within NPF, the BJP itself is also not free from factionalism that had recently come out in the open over the issue of party president. Several party leaders were suspended from the party for rebelling against the president. If the political flux in the state has send confusing signals, the other issue that has been at the top of the political agenda- ‘Naga Solution’- is also showing little signs of nearing the final stage. The issue of ‘solution’ to the protracted Naga political issue has been oft repeated even during the UPA regime. The 11th and 12th House of NLA had fully backed the resolution for urging upon the government of India to bring about early solution that is acceptable and honourable to all sections of Naga society. The elected members have also assured that they would resign en masse if solution was inked between the government of India and NSCN (I-M) in order to pave way for “an alternative

arrangement.” That has also brought up formation of an “interim/provisional government” comprised of representatives of the Naga group and leaders of civil society groups etc, though this aspect has yet to be explicitly mentioned. It may also be recalled that this issue “interim government” had also been raised during the UPA-II. However, then Home minister Sushil Kumar Shinde told news persons that as per the constitution, there would be no such ‘Interim Government’ as in the case with Nagaland. Shinde’s statement came close on the heels of the trip to Delhi in 2013 by a 60-member legislators from Nagaland before the March 2013 assembly election, who had gone to impress upon the Centre for an early solution and informing about their willingness to step down. What is more significant is that after the BJP under Narendra Modi came to power in 2014 it had given the final touch to over 70 negotiations between the NSCN (I-M) and the Government of India’s Interlocutors to Naga Peace Talks. DIMAPUR, SEP 25 (NPN): The Planning & Co-ordination (P&C) department has issued clarification in response to the statement of Nagaland Public Rights Awareness and Action Forum (NPRAAF) with regard to “double drawals” published in the local dailies on September 18, 2017. On the allegation that amount of Rs. 1002.50 lakh was drawn twice by the Planning department for construction of 17 hostels on different occasions and under different Drawal Authority (DA) letter and that the total amount for the project doubled to Rs. 2005.00 lakh, commissioner & secretary (Planning), M. Patton clarified that the construction of 17 hostels was funded under the Ministry of Tribal Affairs in the year 2015-16 with an estimated cost of Rs. 2005.00 lakh and during 2015-16

the Ministry had released Rs. 1002.50 lakh as 1st instalment and released another Rs. 1002.50 lakh as 2nd and final instalment during 2016-17 and as such this cannot be taken as double drawal. For the hostel at Arabil, Patton said it was a clerical error and should be read as Eralibill. However, he said that the location of the hostel was shifted to Longritong Colony, Dimapur. This was done since there were more educational institutions within the vicinity and to serve the interest of the students in a better way, the official stated. With regard to the ST girls hostel at Longsa, Patton said that the hostel was located at Longsa village under Mokokchung district and that the hostel was already completed. As asked, the department has given out the

details/names of contractor/firms, expected date of completion of the projects. (See table on p-7) On whether Planning department was qualified to take up construction works such as hostels, the official clarified that the hostels were funded by the Ministry of Tribal Affairs and that the Planning & Co-ordination, being the Nodal department for dealing with matters pertaining to the Ministry, the works were taken up under the supervision of the Engineering wing of the Department.

Clarification on CMCF

The department has issued another clarification with regard to the allegation of drawal of funds without list of beneficiaries under Chief Minister’s Corpus Fund (CMCF), published in the local dailies on September 18.

Sinha informed that the Election Commission of India (ECI) has decided to use voter verifiable paper audit trail (VVPAT) in all the future elections, adding that no relaxation/deviation would be allowed in the upper limit of 1200 and 1400 electors in both rural and urban polling station respectively. DIMAPUR, SEP 25 (NPN): Expressing serious concern over the delay in distribution of free textbooks and school uniforms, the Naga Students’ Federation (NSF) has cautioned the department of school education that failure to redress the issue would compel the federation to resort to its own course of action. In a representation addressed to the minister school education, the NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, pointed out that NSF along with all its federating units undertook several rounds of physical verification to various government schools. It was found that in the past few years and for the current academic session, there had been serious delay in distribution of textbooks, NSF stated. NSF said it was found

out that several schools had faced problems due to shortage of supply of study materials to the students. In addition, NSF said the uniforms were distributed in the middle of the academic session in almost all the schools. On verification, NSF said it was discovered that the students were not distributed with proper readymade uniforms but just cloth materials. In this regard, NSF has urged the minister to make necessary arrangements on distribution of study materials and readymade school uniforms/materials with stitching cost so the students would be able to avail the facilities on time before academic session started. Further, NSF urged the department to take cognizance of the issue and initiate measures in the larger interest of the student community.

Aizawl, Sep 25 (PTI): Mizoram Home Minister R Lalzirliana Monday said the first round of official level talks between the Mizoram government and the Manipur-based Hmar People’s Convention (Democrats) is likely to be held before Christmas. The two sides have been working on the modalities for signing a peace accord as also the powers, functions and autonomy of the proposed Sinlung Hill Council. Expressing optimism on the outcome of the talks, Lalzirliana said that both the sides are sincere about finding a permanent solution to the Hmar political crisis. The official level talks between the state govern-

ment and the HPC (D) in Aizawl concluded on Friday last on an optimistic note, according to leaders of delegations of both sides. Spurious liquor claims 5 lives in Assam

Manipuri youth missing in New Delhi

Tinsukia, Sept 25 (PTI): Five persons died and six others were taken ill after consuming spurious liquor in the district over the weekend, an excise department official said Monday. A magisterial inquiry has been ordered into the incident, Tinsukia Deputy Commissioner Oinam Saran Kumar Singh said. The Tinsukia excise department had sealed the premises of an illicit liquor vendor on September 19, Excise Superintendent Hemen Jyoti Baruah told PTI today. However, the vendor continued selling spurious liquor and after consuming it on September 23, he along with ten others fell ill. The affected people were admitted to Tinsukia civil hospital where five people died, including the vendor over the weekend, the official said. The others were discharged today, Baruah said. The excise superintendent said, “There is a possibility that the liquor became unfit for consumption since it was stored in a pesticide drum, procured from a nearby tea garden. May be the drum was not washed properly before storing the liquor, he said. The dead include the vendor Biswajit Teli alias Gaja Teli, Pappu Thakur, Ajit Tanti, Devojit Kasav and Santosh Karmakar.

Council and the powers, functions and autonomy of the council including election to the members were discussed on detail, Lalbiakzama said. “The peace talk was held under conducive atmosphere and mutual trust, and we hope that the talks would be resumed at the political level during the next round as almost all the modalities have been finalised,” he said. He added that details about the rehabilitation package, surrender of around 60 militants belonging to the HPC (D) insurgent group as also the resettlement plan had been discussed during the course of the talks that commenced from August 10 last year.

IMPHAL, Sep 25: A youth from Manipur has been reported missing from Vasant Kunj area in New Delhi since September 13. The whereabouts of Taorem Bittoo Singh, who went out for an evening walk at around 4.45 pm at Kishan Ghar, Vasant Kunj, New Delhi on September 13, is still unknown, said reports. He was in Delhi for medical treatment of ailing mother. A missing report has been filed at Vasant Kunj North police station, New Delhi however, there is still no news about the missing person, family members said. Meanwhile, locals of Thangmeiband area Monday staged a sit-in-protest after submitting a memorandum to the state chief minister N Biren Singh. In the memorandum, the residents of Thangmeiband have requested the chief minister to look into the matter immediately and ask the concern authority to speed up investigation

to trace the missing youth. Taking part in the protest, local MLA of Thangmeiband constituency Kh Joykisan lambasted the BJP at the Centre and Delhi government for their indifference towards people from the Northeast states. While maintaining that Delhi government inability to trace the whereabouts of Taorem Bittoo is another instant of indifferent attitude shown towards the people from the region, he said that BJP-led NDA government at Centre value a cow more than people from Manipur and other north eastern states. He further asserted that if the government at the Centre was serious about the safety of people from Northeast region, cases of mysterious dead of Pravish Chanam and missing of Taorem Bittoo Singh should not be taken lightly. So many people from the Northeast region have fallen into the jaw of death and the whereabouts of many of them still remained unknown, he added.

IMPHAL, Sep 25: People’s Liberation Army (PLA), the armed wing of the Revolutionary Peoples’ Front (RPF) Monday celebrated its 39th raising day. A statement of the rebel group said that the raising day was celebrated at the PLA headquarters, tactical command, strategic command, 252 mobile battalion and other units, departments and stations by hoisting the party flag and paying tribute to the slain PLA cadres who had sacrifices for the cause of the freedom struggle. In the statement, the outfit appealed the people of the region to discuss the message of the president of the rebel group made avail-

able to them through media houses on the eve of the raising day. The message of the president was also read out while celebrating at the raising day. In his message, RPF president Irengbam Chaoren observed that the longing for a better tomorrow of Manipur is closely intertwined with the question of liberation struggle. “It is a great task before all of us that all the countrymen realize the needful question of liberation and join hands together in the similar direction of independence,” he stated. Only a mass movement can ultimately ensure the restoration of Manipur’s lost independence, it added. Till date only a hand-

ful armed revolutionary soldiers have taken the responsibility and treaded on the path liberating Manipur with an ambition to place itself in the galaxy of prosperous sovereign independent nation-states, he had stated.

P

Pak unmasked

akistan’s days of running with the hare and hunting with the hounds is over as its closest military ally, the USA has issued a strong warning that it will denounce Pakistan as a sponsor of terror. The USA has had enough of terrorist attacks against US personnel in Afghanistan by those trained and sponsored by Pakistan. For decades, Pakistan had successfully fooled the Americans about being a victim of terrorism. The murderous attack on 26/11 in Mumbai had provided enough evidence of Pakistan as a sponsor of terror. Laskar-e-Taiba a terrorist outfit in Pakistan had sent ten members of Lashkar-e-Taiba to kill as many innocent people and destroy as much and which they did during the three-day murder and mayhem. There were several American citizens including Israelis who were killed in cold blood by the terrorist-Jehadist outfit. Despite a whale of evidence including the specific and undeniable confessions by the surviving gunman-Ajmal Qasab (who was later hanged) ; Pakistan continued to deny any links in the bloody attacks. India has been asking the world to look at Pakistan as a sponsor of terror but the big nations we not too keen as they thought it had to do with animosity between India and Pakistan. For decades Pakistan has been successfully meandering through the complex web of economic and military alliances with the big two – US and China. America needs Pakistan as an ally against the very terror outfit-Taliban- it helped create against the erstwhile USSR besides needing to pass convoys through Pakistan to move relief and military supplies to Afghanistan. However, with Donald Trump in the White House, the USA has made it clear, that it will not have anything to do with countries that sponsor terror. The Trump administration had gone as far as to warn Pakistan that it could lose its status as a privileged nonNATO military ally, if it continues giving safe haven to Afghan terrorist groups. Trump had warned that Pakistan’s support for the Afghanistan Taliban and the Haqqani extremist network would have consequences which were repeated by US Secretary of State Rex Tillerson. As one of 16 “Non-NATO Major Allies,” Pakistan benefits from billions of dollars in aid and has access to some advanced US military technology banned from other countries. The US has taken a step more when it withheld $350 million in military funding over concerns Pakistan is not doing enough to fight terror, but the alliance itself was not in question. India has made big dents on Pakistan’s image by successfully having resolutions passed against its neighbour as a sponsor, exporter and patron of terrorism. In addition, ties between India and the USA has become closer than ever with US agreeing to supply advanced military hardware that are prohibited under US law outside of NATO allies. Prime Minister Narendra Modi has also taken a bold step towards formalising a very close tie with Israel, a country that had always supported India against Pakistan but never reciprocated by previous regimes out of fear that this would anger Muslim countries. Today Israel will supply much needed surveillance and other sophisticated aerial combat machines etc. These developments spell a marked and welcome deviation from the past policies of trying to be neutral but which never paid dividends. With the USA fully with India, even China will also think twice about any misadventure.

DailyDevotion The “Go” of Relationship Whoever compels you to go one mile, go with him two. —Matthew 5:41 Our Lord’s teaching can be summed up in this: the relationship that He demands for us is an impossible one unless He has done a supernatural work in us. Jesus Christ demands that His disciple does not allow even the slightest trace of resentment in his heart when faced with tyranny and injustice. No amount of enthusiasm will ever stand up to the strain that Jesus Christ will put upon His servant. Only one thing will bear the strain, and that is a personal relationship with Jesus Christ Himself— a relationship that has been examined, purified, and tested until only one purpose remains and I can truly say, “I am here for God to send me where He will.” Everything else may become blurred, but this relationship with Jesus Christ must never be. The Sermon on the Mount is not some unattainable goal; it is a statement of what will happen in me when Jesus Christ has changed my nature by putting His own nature in me. Jesus Christ is the only One who can fulfill the Sermon on the Mount. If we are to be disciples of Jesus, we must be made disciples supernaturally. And as long as we consciously maintain the determined purpose to be His disciples, we can be sure that we are not disciples. Jesus says, “You did not choose Me, but I chose you…” (John 15:16). That is the way the grace of God begins. It is a constraint we can never escape; we can disobey it, but we can never start it or produce it ourselves. We are drawn to God by a work of His supernatural grace, and we can never trace back to find where the work began. Our Lord’s making of a disciple is supernatural. He does not build on any natural capacity of ours at all. God does not ask us to do the things that are naturally easy for us— He only asks us to do the things that we are perfectly fit to do through His grace, and that is where the cross we must bear will always come.

Sharing responsibilities together

alanced human resources and sustainable green economic state drives civilization forward. Maintaining the mechanism up-to-date is vital for Government to run smoothly and effectively. Problems are sometimes often accumulated due to improper handling of plan and policies. Either clean up or upgrade for new installation is the order of modern world. Reorganizing and transforming strategies, enables future reservations for people and land. True, everything in this world is interconnected, interdependent and interrelated as far as nature is concern yet it functions and acts differently according to its role assigned. But anything that possesses a threat to sovereignty and integrity of people and land needs to be seriously examined and urgently corrected. Presently, the Naga social geo economic fabric is in critical care unit (C.C.U) requiring urgent treatment. The complications have inflicted deep wounds on the

younger generation’s future. The problem now ranges from peace and unity, reconciliation, taxation, corruption, unemployment……. etc and much more, but one of the serious issues of all is perhaps the overlooked matter in unabated influx of illegal Bangladeshi immigrants in Nagaland. In the past, whenever issue crops up the concern are shared but it ultimately dies slowly unaddressed, but now it has to stop from here. Unlike other Non-Nagas who have high respects and esteem for Naga culture and customary laws, the IBs have sick blood commercialized with camouflaged Bengali dialect affinity saying KETA KHOBOR, PHALO ASE NE, and they are here for permanent settlement, mind you all they are with serious business and intentions. Their control over our human resources and economy is clearly visible. TUMI KI MANU ASAY!....... MOI MUSLIM ASAY… they speak with a typical trait i.e., innocent sweet words soaked with pride and arrogant

attitude without mentioning their identity, the illegal influx journey started from Bangladesh through karimgang- Silchar route, Dhubri- Marigaon route to lumding, Tezpur to Nagoan route all landing to Dimapur, Merapani… etc finally. As far as the Indian Defense Analysis studies on internal security is concern, nearly 10-20 million illegal Bangladesh have infiltrated (2010 report) and about 3 million have urbanized in and around the borders of Nagaland, which in actual picture will be more than that. The impact is alarming and time factor is a concern, as Naga people are trying to overcome the indifference and challenges every day, the greatest threat possessed by increasing illegal Bangladesh population is a real nightmare Time bomb. The third-fourth generation families’ have now migrated and colonized Dimapur foothills from Nuiland area to Doyapur area, Chumukedima to medziphima area, Wokha town through Merapani intersec-

tion is now rising at alarming rate. Other district especially Mokokchung is well contained and controlling the IBs, in fact it should be an eye-opener to these affected area people. Perhaps the law and order enforcement agencies are either sleeping or minting money through it. Many have said on illegal Bangladesh influx impact, yet unless we correct it with all the stakeholders in sharing Responsibilities together, we are going to be annihilated soon. These IBs now runs and owns almost every establishment; from the footpath sellers to vehicle owners, from drivers to tax collectors, from housemaid to paddy field workers, from carpenters to real estate builders, from vegetables vendors to our meat butchers, the list is going on stronger and in their advantages. They occupy most of our business houses and buildings complexes and almost every road and lane is covered by them. Their sons and daughters have gone beyond the school cor-

ridor ending marriage with some of our locals. They control our human resources, economy and slowly our social way of lives. Nagas are unique and so is the history and culture, Article 371A gives special status to Nagaland. The government of India has officially recognized the Naga history and uniqueness in 2002. We are proud of who we are and what we are yet if we don’t open our eyes soon this recognition might be short lived. Even if Naga political settlement comes nothing is going to change unless we start managing ourselves by sharing responsibilities together, this highly pathogenic IBs would someday overtake to become MEYALAND OR MEYALIM. Fundamentalist state like ISIS is in the making, it is a matter of time only. Let us also learn from the example of what Tripura state is today. (To be concluded) Dr. Anthony Yanthan, Sovima village Dimapur

Naga reconciliation – a public statement (From previous issue) It was only after FNR held a series of meetings with the Naga National Groups that confidence building measures could be taken to address “interfactional” violence. This eventually resulted in drastically reducing the levels of violence and killing and this spirit of goodwill continues to prevail even now. This has greatly enhanced economic activities in Nagaland and also broadened the space for various social movements to grow. The Journey of Common Hope revealed the human side of the Naga National Groups and offered an opportunity to forgive each other and to experience civil and family life. Simultaneously intimidation decreased and the fear and suspicion among people reduced. This enhanced the freedom of movement and the freedom of speech and expression and contributed towards improving relationships between the Naga National Groups and the public. Overall, the Naga Reconciliation process created a healthy environment. However, during this period of goodwill, it also enabled various stakeholders to take advantage of the situation. They have exploited the “vacuum” that was created when “interfactional” violence declined. Reconciliation Agreements between Naga National Groups Between 2008 and 2014 a number of agreements were signed between the Naga National Groups. While most agreements were related to improving ground situations, fostering conducive atmosphere and confidence building measures, there were some with political and historical implications. Here is the highlight of the significant agreements: • Covenant of Reconciliation: Signed on June 13, 2009 by Isak Chishi Swu, SS Khaplang and Brig (Retd) S Singnya. The signatories committed before God to offer themselves to Naga Reconciliation and Forgiveness based on the Historical and Political Rights of the Nagas. They resolved to work together in the spirit of love, nonviolence, peace and respect to resolve outstanding issues among themselves. The Covenant of Reconciliation was instrumental in the cessation of armed confrontation and bloodshed among the Naga Political Groups. • A Public Affirmation: Signed on December 8, 2009 by Vikiye Awomi, Zhopra Vero and C Singson. The Affirmation was made to honor “A Joint Declaration” signed on September 28, 2009 to “jointly reject any form of conditional package offered to the Nagas by the Government of

India.” • Joint Appeal: Signed on March 10, 2010 by C Singson, Zhopra Vero, Q Tuccu and witnessed by Rev. Dr. Wati Aier. Among others, the Appeal reaffirmed “to cease all offensive activities in toto; and all Naga army commanders in the Naga areas are hereby requested to uphold and abide by this principle.” • Statement: Signed on August 22, 2011 by Isak Swu, Th Muivah, Gen (Retd) Kholi Konyak, Kitovi Zhimomi, Brig (Retd) S Singnya and Zhopra Vero. The signatories stated, “… In the spirit of love, respect and understanding, have agreed to strengthen and broaden the peace process based on the “Uniqueness of Naga History.” • August 24 and 25, 2011 Meetings of Naga Leaders: Signed by Isak Swu, Th Muivah, Gen (Retd) Kholi Konyak, Kitovi Zhimomi, Brig (Retd) S Singnya and Zhopra Vero. The signatories stated that they have arrived “to work towards a shared Naga future on the foundation of our Historical and Political rights.” In this statement they accorded on the following six points, which reads as: “RECONCILED on the basis of the historical and political rights of the Nagas; ACKNOWLEDGED that we have hurt one another and that in the spirit of love we have forgiven each other, and are prepared to understand each other towards a shared future; REAFFIRM the resolve not to harbor any non-Naga organizations adverse to the Naga political cause …. Furthermore, serious note is taken on the harboring of non-Naga organizations opposed to the Naga political cause and hence, strongly denounce such acts; DISENGAGE in and from all forms of actions and associations detrimental to the Historical and Political cause of the Nagas; AFFIRM to work for the territorial integrity of all Nagas; and ANY INTERIM arrangement of the political rights of the Nagas shall be outside the purview of the Indian Constitution per se.” • Naga Concordant: Signed on August 26, 2011 by Isak Swu, Th Muivah, Gen (Retd) Kholi Konyak, Kitovi Zhimomi, Brig (Retd) S Singnya and Zhopra Vero. The signatories stated: “Having Reconciled on the basis of the Historical and Political Rights, the top Naga leaders have agreed that Nagas are ONE. Therefore, in pursuance of this agreement, the following signatories have resolved in principle to work towards the formation of one Naga National Government. To expedite this process of eventually forming the Naga National Government, a High Level Commission was formed with the Forum

for Naga Reconciliation as facilitators.” • Lenten Agreement: Signed on March 28, 2014, by Isak Swu, Th Muivah, Gen (Retd) Kholi Konyak, Kitovi Zhimomi, Brig (Retd) S Singnya and Zhopra Vero. In the Agreement, the signatories stated: “We request the FNR to work out the modalities to expedite the process. While this task is being carried out, we call for the maintenance of status quo, by vigilantly refraining from any unwarranted activities by the Nagas. Furthermore, in the spirit of Naga unity, through reconciliation and peace, we remain open to other Naga groups who are committed to Naga reconciliation and agree, to abide and uphold its aim and purposes.” Limitations of the FNR Process While the Agreements relating to “ceasing all offensive activities in toto” continue to be implemented in spirit, the agreements relating to political matters such as the “Naga Concordant” and the “Lenten Agreement” have not been implemented. The inability to uphold and implement these two significant agreements which were crucial to the realization of Naga Reconciliation brought the Reconciliation Journey of Common Hope to a sudden and premature halt. By large the present crisis is a result of the non-implementation of the “Naga Concordant” and the “Lenten Agreement.” Since 2014 the lull in the process has created further division in Naga society. The degree of trust and accountability which was cultivated during the Reconciliation process broke down. This led to trust deficit and the different Naga National Groups continued to pursue their own political agenda. Since then, the Naga national movement seems to be spiralling downwards and has become damaging to Naga society. Currently Naga institutions are collapsing even as more fragmentations are occurring and there is a growing economic inequality even as the common person is burdened by taxation. Furthermore, there is alarming increase of social ills and the nexus between Naga National Groups and vested individuals and parties are strengthening the culture of impunity. All these have added to a situation of confusion and anxiety among the Naga public, as well as the Naga National Groups. There is now a lack of clarity and purpose on the direction Nagas are heading towards. The loss of accountability, transparency, trust and respect for each other has made the process murky. Nagas can no longer weaken each other by blaming and demonizing one

another for this situation. Nagas need to turn these weaknesses into common strength by learning from our own mistakes. Almighty God alone can grant us this miracle of grace. If we will only inspire each other by our openness and truthfulness, God will do His part without fail. Public Apolog y of FNR Since 2008 FNR has given its very best to achieve the objective of Naga Reconciliation. However, even with the best of our intentions, we were unable to clearly respond when the process faced new challenges along with our inability to keep the public in confidence about this fragile situation. While still hoping for the Naga National Groups to respond and implement the agreements they entered into, our silence has been misunderstood. FNR acknowledges that in the course of the process we were unable to communicate, engage and keep the public informed in a consistent, transparent and accountable manner. Furthermore, we recognize our failure to insist upon the Naga National Groups to sincerely implement the “Naga Concordant” and “Lenten Agreement.” In due course FNR was caught up in a complex situation as its role became less compelling and unclear in the midst of groups engaged in power politics. FNR takes this opportunity to publicly apologize and say Sorry to the Naga people and in particular to the Naga National Groups for all these failures and short comings. The Way Forward Recognizing and acknowledging its contributions and weaknesses, FNR has undergone an intensive process of constructive criticism and evaluation in 2017. FNR remains committed to the stand that only an inclusive and united approach can lead the Nagas to a direction of shared belongingness and Nagahood. Looking at the present situation, the FNR is of the view that Reconciliation is fundamental at this juncture. The Naga Reconciliation should not be confined to the Naga National Groups, it needs to be broadened. FNR believes that Naga Reconciliation: A Journey of Common Hope can be given a new lease of life when the Naga Churches, Tribes, civil society organizations and the public recognize the necessity for reconciliation among themselves. The healing, forgiveness and reconciliation within Naga civil society is equally important. In fact, reconciliation of the Naga people has become essential for bringing unity among the Naga National Groups. Only when Nagas reconcile

as a people can we become a moral and political force that will restore health and authority of the Naga National Groups to evolve together and take the Nagas forward. The FNR is aware that the Naga public are tired and weary of division, suspicion and violence taking place within the Naga national movement. They feel this division has given undue advantages to those who continue to suppress the Naga historical and political rights. This has only prolonged the suffering of the people. The divisions have only polarized and weakened the Naga movement which are preventing the Nagas from taking forward looking steps. The Naga public demands that the Naga National Groups rise above ‘factional politics’ and work honestly and sincerely for the common good in the spirit of broader participation and needing the best of one another because the stakes are so high. The FNR asserts that no group’s interest or personal interest should be over and above the common interest and shared destiny of the Nagas. The FNR therefore appeals to the leaders of the Naga National Groups to demonstrate political wisdom and statesmanship by turning to the path of Naga Reconciliation in order to safeguard the Naga historical and political rights. Let us take courage to admit our own mistakes which will make us all greater, not lesser, human beings. Let us heed to the call for a lasting end to divisive politics, violence and to be free of fear, intimidation and hate. Let us strengthen our commitment to reconciliation, nonviolence and the peaceful resolution of disputes. This is the only way for the Nagas to heal the past and to build a common Naga future founded upon principles of justice, mutual respect, acceptance, equality and nonviolence. Transcending the given impasse will require collective wisdom, realism and humility to match the demands of the contemporary world and a gracious heart that

welcomes one another. Let us not breed seeds of division and suspicion that demonizes the other. We must not forget that the boat the Nagas are travelling on is fragile and the sea is perilously stormy. If the boat sinks all of us will lose equally. For once let all Nagas give “togetherness” a chance. It is in our “togetherness” that Nagas can prevail. In the Naga journey towards reconciliation, many are exhausted and weary. Despite their best intentions some are misunderstood by their own country fellows. Other voices are unheard. While others are still too afraid to speak. And then there are many who have lost all hope and are therefore cynical. Yet this Journey of Common Hope demands that we must bear each other’s burden. In conclusion, we take this opportunity to reach out to all Nagas – young and old, men and women, rich and poor to give Naga Reconciliation one decisive push no matter how tedious and exhausting the process may seem to be. The time has come for Nagas of all ages and gender to take the responsibility of working for a peaceful and a just Naga society. For this, it is imperative that we courageously strengthen the path for Naga reconciliation. Our future needs it! (Concluded) Rev. Under Modi, the Government of India through its Interlocutor R.N. Ravi signed the Framework Agreement on August 3, 2015 to set the road map towards final solution. This has hastened the process for solution which is being expected soon. This expectation has also led to speculations about the formation of an interim government after solution is arrived at. Solution may not be too long in waiting but before that the Interlocutor had made it clear that there will be only one solution and involving all sections of Naga society. The willingness of other Naga groups to be part of the solution also assumes significance though it is not known if any fresh proposal(s) would be put forward or even entertained. The political headwinds towards an early solution could only be visible if the other groups are made part of the process. In an interview by Nagaland Post, Interlocutor RN Ravi had Lozi Hyundai Kohima launched The Next Gen Verna 5th generation in the presence said the constitutional obligations of N.N Singha Kohima branch manager UBI and Swapan Kumar Mandal (AGM) SBI are separate from the ongoing main branch Kohima on September 25. negotiations.

It may be mentioned that all the forms received during Special Drive 2017 would be disposed of and the registered death cases would be removed from the roll after following due procedure. The supplements would be prepared well before the draft publication of electoral rolls, 2018 so the outcome of disposal is reflected in integrated draft electoral roll at the time of its publication. Preparation of elector photo identity card (EPIC) for the first-time young electors could be done latest by January 20 2018 and handed over to BLO/ ERO/DEO etc. by January 22, 2018 for ceremonial distribution on January 25, 2018, on the National Voters’ Day. The meeting was attended by representatives of various political parties including RJD, BJP, NCP and both factions of NPF.

Merkel faces tricky task to form govt

Berlin, Sep 25 (Agencies): German Chancellor Angela Merkel was embarking Monday on a complicated quest to form a new government for Europe’s biggest economy and find answers to the rise of a nationalist, anti-migrant party. Sunday’s election left Merkel’s conser vative Union bloc weakened after a campaign that focused squarely on Germany’s leader of the past 12 years. However, the result leaves no other party able to lead a new gover nment, and Merkel herself lacks any obvious internal challenger. The center-left Social Democrats — Merkel’s partners since 2013 in a “grand coalition” of Germany’s two traditionally dominant parties — vowed to go into opposition after a heavy defeat. Caucus leader Thomas Oppermann doubled down

on that pledge Monday, saying that “we will not conduct coalition talks, because voters have decided that the Social Democrats’ place is in opposition.” “All of us, all the parties have the responsibility of giving this country a stable government,” Peter Tauber, the general secretary of Merkel’s Christian Democratic Union, told ZDF television. “And a co-

alition can only be successful if it is able to make compromises.” Germany has no tradition of minority governments, and Merkel has already made clear she doesn’t want to try that option — which would in any case be a tall order, as her bloc has only 246 of the new parliament’s 709 seats. That means the only politically plausible option

is a three-way coalition with the pro-business Free Democrats and the traditionally left-leaning Greens. The combination, called a “Jamaica” coalition because the parties’ colors match those of the Caribbean nation’s flag, hasn’t been tried in a national government. Merkel faces lengthy talks to secure an alliance with parties that have a tradition of mutual suspicion as well as differences on issues including migration, European financial policy and the auto industry’s future. At the same time, she faces pressure from conservative allies for an effective response to the third-place finish of the nationalist Alternative for Germany, or AfD, which entered parliament for the first time after a campaign that centered on harsh criticism of Merkel and her 2015 decision to allow in large numbers of migrants.

Former ‘world’s heaviest woman’ dies in Abu Dhabi Abu Dhabi, Sep 25 (IANS): Once dubbed the world’s heaviest woman, Egyptian national Eman Ahmed Abd-El Aty passed away at a hospital here on Monday just weeks after celebrating her 37th birthday. According to medical experts at Burjeel Hospital in Abu Dhabi, Eman died at 4.35 a.m. due to “complications from the underlying comorbid conditions, including heart disease and kidney dysfunction”, the Khaleej Times reported. Eman was admitted to the Abu Dhabi hospital in May and was under the supervision of over 20 doctors from different specialties, who were managing her medical condition from the time she arrived in the United Arab Emirates. “Our prayers and heartfelt condolences go out to her family,” said the hospital in a statement. The woman, who

initially weighed 500 kg, had undergone a drastic weight reduction surgery in Mumbai in March. Eman had shed at least 300 kg since undergoing several medical procedures, according to reports. She was brought to Mumbai from Alexandria, Egypt, on February 11 on board an Egypt Air fullyequipped cargo flight. Eman

underwent the weight reduction surgery on March 7 at the city’s Saifee Hospital and was put on oral fluids. However, later Eman’s sister Shaaima Selim alleged on social media that the patient was not treated for weight loss properly and her health had deteriorated at the privately-owned hospital in Mumbai.

Japanese PM calls for snap election Myanmar looks for more Hindu corpses as mass grave unearthed

Tokyo, Sep 25 (IANS): Japanese Prime Minister Shinzo Abe on Monday called an early election as he seeks to secure a stronger mandate to overcome “a national crisis” amid rising threats from North Korea. Abe’s decision comes amid rebounding approval ratings after a record low over the summer and with the opposition largely in disarray. In a national address, the leader said he would also dissolve Parliament’s Lower House on Thursday, the Japanese media reported. “Elections are the basis of democracy, and they should not be affected by threats from North Korea. Rather, I think this is an appropriate time to hold an election and seek the mandate of the people for how I

Shinzo Abe

am dealing with North Korea,” Abe was quoted as saying by Japan Broadcasting Corporation NHK. Abe did not set a date for the vote but Japanese media suggest it will be on October 22. The move comes one year before scheduled elections and amid a stronger showing in opinion polls for Abe who has seen gains for his re-

sponse so far to North Korea. Pyongyang has fired two ballistic missiles over northern Japan in recent weeks, as it steps up missile tests amid a deepening regional crisis. “We must not give in to the threat of North Korea. I hope to gain the confidence of the people in the upcoming election and push forward strong diplomacy,” he said. The country’s 48th General Election comes after a shaky time for Abe and his government, which was wracked by two corruption scandals linked to the Prime Minister and his wife, and the resignation of Defence Minister Tomomi Inada over an alleged cover-up. Abe, who has held power for five years, has seen his popularity fall significantly in the wake of the scandals.

Hindu villagers from the area told AFP last week Rohingya militants stormed into their communities on August 25, killing many and taking others into the forest. “The security troops continue searching for remaining Hindu people around the places of the pits,” said a statement post-

But there is little sympathy for the Muslim minority inside Myanmar, where many in the Buddhist majority loathe the group and insist they are foreign invaders. The Rohingya has faced decades of persecution from a Buddhist nationalist army and discrimination under laws that stripped them of citizenship and restrict their movements. Analysts say that matrix of repression helped give rise to the the Arakan Rohingya Salvation Army (ARSA), the rag-tag group who plunged the region into crisis with its August 25 attacks.

Grohl all praises for Timberlake on his guest appearance

F

oo Fighters frontman Dave Grohl spoke to UK’s Absolute Radio about Justin Timberlake’s guest appearance on the band’s new album, “Concrete And Gold”. “He’s the greatest,” Dave said. “He’s fun, he’s smart, he’s funny, obviously he’s really talented. He’s fun to hang out with. I mean, his career has taken him to quite a ride — going from the band that he was in when he was young and then going solo and then all the acting and stuff. He’s really legitimized himself as an artist and a songwriter. And

when he came in to sing on this song with us, he was such a pro, man — it was just like that [snaps fingers]; his pitch, his singing, everything was perfect. And then he gets behind the desk and he says, ‘Okay, you might wanna roll off a little 2K on the high-frequency thing with the three-part harmony, favor this line over the others because that’s the root note. He seemed like a producer, you know.” Prior to announcing Timberlake as the mystery guest on “Concrete And Gold”, Grohl previously described the singer and some-

nfernal Affairs”, a 2002 cult movie from Hong Kong which inspired Martin Scorcese’s “The Departed”, is set to be remade in India, courtesy a collaboration between AZURE Entertainment and Warner Bros. Mumbai-based AZURE Entertainment Pvt Ltd and Warner Bros India on Monday announced a strategic collaboration to jointly invest in and produce the Indian remake of “Infernal Affairs”. The companies are at an advanced stage of formalizing the director for the proposed Hindi remake of “Infernal Affairs”, which is in the crime thriller genre. This project is the first of a two-picture deal between the two companies to jointly develop, produce and distribute key titles from the Warner Bros library for the Indian local film market. “It is a matter of pride for a young company like ours to collaborate with Warner Bros to jointly develop and produce the local language adaptation of this amazing movie. Grohl explained, “We’d drink whiskey in the parking lot. He was really, really cool. Then the night before his last day, he says, ‘Can I sing on your record? I don’t want to push it, but — I just want to be able to tell my friends.’” Timberlake ended up doing background “la la la” vocals on the song “Make It Right”. Grohl first teased fans about the collaboration in June, telling fans, “I’d never spent time with this person, and we had a blast together.” Other cameos on “Concrete And Gold” include Paul McCartney, The Bird And The Bee’s Inara George, The Kills’ Alison Mosshart and Boyz II Men singer Shawn Stockman.

We are feeling very blessed that we are starting this journey along with the heroes of 1983. We are thankful to all the players for taking out time from their schedules and joining us for this event,” Madhu Mantena, co-founder of Phantom Films, said in a statement. BBC One drama starring Benedict Cumberbatch as a man whose daughter goes missing has had a mixed reception - with one viewer calling it the “worst episode of Sherlock ever”. The Guardian described The Child in Time as “a deeply affecting portrait of loss”, while the Telegraph applauded “a rewarding story of private pain”. But viewers were less impressed by the adaptation of Ian McEwan’s 1987 novel. Some said the nonlinear narrative was just too confusing. “Did anyone else get lost in the supermarket with Kate or was it just me?” one viewer, Laura, asked on Twitter. Daniel Joseph decided it was “utter garbage”, with William Stafford tweeting that it was the “worst episode of Sherlock ever”. Broadcast on Sunday night, The Child in Time saw Cumberbatch play a children’s author who loses his four-year-old while on a shopping trip. The narrative jumped between flashbacks to this

Hemed strike helps Brighton edge Newcastle

Brighton’s Tomer Hemed celebrates with team-mates after scoring a goal.

Indeed, the win sees Brighton to 13th in the Premier League, level on points with Arsenal and Everton. Despite their first loss in three games and missing out on the chance to climb to fourth, Newcastle remain in the top-half in ninth. It was the visitors who almost made the perfect start two minutes in when Mikel Merino’s volleyed effort from outside the box was impressively dealt with by Mat Ryan who did well to see the shot through a number of players. Brighton responded well and could have opened the scoring after Anthony

Knockaert played the ball wide to Solly March whose cross towards the back-post found Pascal Gross in space, but the midfielder’s shot unluckily deflected off Knockaert and out for a goal-kick. After soaking up pressure from the Seagulls, Newcastle came close to finding the net when Lewis Dunk’s questionable clearance fell to Joselu, but the 27-year-old failed to hit the target on the half-turn, instead firing just wide of Ryan’s far-post. The Magpies started to up gears approaching the break and penetrated a hesitant Brighton backline after the ball was played in from

“We’d like to see Neil develop his game further to show he has the skills to bat at five,” he said. Neesham has scored only one half century in 11 one-day internationals this year and his 10 ODI outings with the ball over the same period yielded only four wickets. “Jimmy needs go back and really dominate domestic cricket with both bat and ball,” Hesson said. “We know Jimmy is a talented player, but we’ve spoken with him around improving the consistency in all areas of his game.” New Zealand play the first of three one-dayers against India in Mumbai on October 22.

Chris Hughton’s men started the second-half on the front-foot and they managed to take the lead five minutes into the restart when Hemed hooked his effort past Rob Elliot following Dale Stephens’ knock-on from a Gross free-kick. And Brighton were denied a second two minutes later when March met Bruno’s cross at the backpost but somehow saw his close-range strike kept out by the outstretched rightfoot of Elliot. Jonjo Shelvey was introduced from the bench in the 69th minute and the former Liverpool midfielder hit the post after his corner from the left nearly caught out Ryan at his near-post, a lucky escape for Brighton. Despite Newcastle bringing on Dwight Gayle, they failed to turn pressure into clear-cut chances and will look to bounce back when they host Benitez’s former team Liverpool on October 1. While Brighton will look to build on their second Premier League win of the season when they travel to Arsenal on the same date.

Federer leads Europe to Laver Cup title

Team Europe together with tennis legend Australian Rod Laver hold a trophy after defeating team World in the Laver Cup tennis tournament in Prague. (AP/PTI)

Prague, Sep 25 (IANS): Swiss tennis g reat Roger Federer, ranked No. 2 in the world, defeated Australia’s Nick Kyrgios 4-6, 7-6(6) and “match tie-break” (11-9) to take home the firstever Laver Cup, named in honour of the legendary

Rod Laver. Federer and Kyrgios played to a “heart-attack finish” in the O2 Arena before 17,000 fans on Sunday, reports Efe news agency. Kyrgios was very focused during the match and managed to break

Federer’s service in the fifth game, which he effusively celebrated, almost as much as if he had won the set. The 22-year-old Canberra native, who is in his fifth season as a pro but whose career has been marked by assorted inju-

ries, put everything he had into the match-up against his Swiss rival. The eighth game of the set taken by the Australian was the one that sparked the most emotion among the crowd with long and precise volleys and alternating sudden attacks and great defensive shots. Kyrgios put his broad repertoire of shots on display, including acrobatic blasts and two-handed return shows, while Federer tried to execute his game with Swiss precision deep on his side of the court. Finally, Federer was able to break Kyrgios’ service, in the fourth game of the second set, but the Australian recovered soon thereafter. Kyrgios asked to be attended to by a physical therapist after managing to even the set 3-3. The tie was maintained through the second set until the final game was decided in an adjusted tie-break in favour of Federer.

That forced the sixth “match tie-break” of the tournament, and it went Federer’s way. The first-ever Laver Cup tourney featured a six-man team of the best European players going up against the top six from the rest of the world. Along with Federer, Rafael Nadal, Alexander Zverev, Marin Cilic, Dominic Thiem and Tomas Berdych made up the European team while Kyrgios, Sam Querrey, John Isner, Jack Sock, Denis Shapovalov and Frances Tiafoe played for the world. T h e L ave r C u p, named after the Australian tennis icon and to be hosted by Chicago in 2018, features a unique format in which three singles and one doubles match are played on each of the tourney’s three days and the points received per match victory increase every day. The first team to reach 13 points won the inaugural Laver Cup.
