Pakistan’s Ambassador to the UN, Maleeha Lodhi seen holding out the picture at the UNGA.
UNITED NATIONS, SEP 24 (AGENCIES): In a big embarrassment for Pakistan, its envoy to the United Nations, Maleeha Lodhi passed off a 2014 Gaza war victim’s photograph as an image of Indian atrocities at the UN General Assembly (UNGA). EPO to impose indefinite bandh from Sept 26 DIMAPUR, SEP 24 (NPN): Emlo-To Public Organization (EPO) has called for indefinite bandh on vehicular movement from Pukhobokita to Kithsakita (Coco-Doyang road) from September 26 onward. Administration, police para military and medical emergencies have been exempted from the purview of the bandh. In a statement, EPO chairman Abeto Shohe and general secretary Vikato I Chishi said that despite the expiry of the 15-day deadline on September 15, the organization in good faith kept its deadline in abeyance and waited for the government to respond. However, there was no positive response from the government, which compelled the organization to call the bandh. The demand of EmloTo Public Organization was that state government should take up immediate maintenance of CoCoDoyang road. In view of the above, Emlo-To Public Organization has appealed to the public to extend cooperation and bear with the inconveniences.

tion to India while alleging she was a victim of pellet guns in Kashmir. Exercising her right to reply hours after External Affairs Minister Sushma Swaraj blasted Pakistan for its support to terrorism, Lodhi, on the floor of the UN General Assembly, held up a photograph of a woman whose face was peppered with alleged pellet gun wounds. “This is the face of Indian democracy,” Lodhi claimed. The woman in the photo is Rawya abu Jom’a, who was injured in an Israeli airstrike in Gaza
City in 2014. The criticallyacclaimed photo of a then 17-year-old Rawya was taken on July 22, 2014 by award-winning photojournalist Heidi Levine, who is based in Jerusalem. The picture is available on multiple news websites. “Rawya abu Joma’a, 17, at the Shifa hospital in Gaza City. Rawya was wounded when two Israeli air strikes hit her family’s apartment. Three of her cousins and her sister were killed in the strike,” says the caption of the photo on the website of the UK’s Guardian newspaper. Quite evidently, the picture has no connection with Kashmir. Lodhi, who is quite active on social media, including on Twitter, was silent after it emerged that she posed a fake picture during her right of reply at the UN General Assembly. The Permanent Mission of Pakistan to the UN also did not immediately respond to a PTI query on Lodhi’s apparent use of such a picture.

DIMAPUR, SEP 24 (NPN): Forum for Naga Reconciliation on Sunday issued a public statement to renew their determination, commitment and call for reconciliation. T h e 3 0 0 0 - wo r d e d statement signed by FNR convenor, Dr. Wati Aier and 33 other members highlighted its ‘journey of common hope’ towards Naga reconciliation. overall fragmenting status. The fluidity and uncertainty of the present situation and the manner in which they are being expressed raises serious worry, particularly for the common man and woman,” the FNR stated. As Naga people were anxious of this degenerating context, FNR cautioned that if the present situation was allowed to prevail, it would only jeopardize the shared Naga future. The for um said it would not give in to the principalities of division, distrust, suspicion and fear which were paralyzing Naga people in all walks of their lives. NEW DELHI, SEP 24 (IANS): Prime Minister Narendra Modi on Sunday asked people to promote tourism spots in their states and also to visit the numerous tourist sites within the country instead of getting attracted by “superficial glitter” abroad. “It is a matter of concern when we do not see our own country, we do not know about its diversities nor do we understand them. Impressed by mere superficial glitter, we have started enjoying touring foreign countries,” Modi said in his Mann Ki Baat radio programme. “I have no issues if you travel around the world but have a look at your own country too,” the Prime Minister added. Modi urged people to visit the seven best tourist destinations in their state and promote them by posting pictures from there on

social networking sites with hashtag ‘Incredible India’. Urging people to travel like a student and observer, Modi said he had visited more than 500 districts in the country. This had helped him to understand things better.“In order to promote tourism, every Indian must know about the best tourist destinations in your state,” Modi said. Lakhs of photographs received from every corner of India will actually become a treasure for the tourism sector, he said. He asked people to
write good travelogues and post information about architecture, natural beauty and daily life of various places. Based on the inputs, the government would prepare publicity material, Modi said. Observing that October to March was a suitable time for tourism, he asked people to travel to different parts of the country as it was full of “myriad diversities” instead of visiting foreign countries. He said Mahatma Gandhi, Lokmanya Tilak and Swami Vivekananda travelled widely in India. This developed their understanding of the country. “Can we make an effort as a student to learn, understand and try to live as per the traditions, culture, attire, eating habits and beliefs of different states, different societies, different groups of our country?” Modi asked.
DIMAPUR, SEP 24 (NPN): Nagaland Tribes Council (NTC) has lauded the positive move of Government of India (GoI) for extending the formal invitation to the Working Committee (six NNPGs) for political negotiation. Stating this in a press note, NTC media cell said that the council was “ever grateful to God Jehovah, the God of Nagas, who prepared the mind of GoI to invite the Working Committee representing 6 NNPGs to political negotiation on equal footing. The invitation has come at the right time.” NTC expressed gratitude to Prime Minister, Narendra Modi for acknowledging the indispensability of the rest of NNPGs outside the ongoing dialogue, saying it has become pivotal in giving rational treatment to
every stake-holder. NTC also appreciated the Interlocutor, R.N. Ravi for tirelessly and determinedly working to bring everybody to the path of peace. “We find that the Interlocutor is dependable as he remains firm and true to what he talks,” it said. The council also thanked all those who have been praying incessantly and sincerely worked for the desired process. In this regard, NTC has appealed to all concern to take up the matter with all seriousness and be a part of the process for an honourable solution. “We hope and pray that the new approach will reward both the negotiating parties to a win-win situation that will harvest an inclusive and lasting solution,” it said.
Rapid spread of ‘super malaria’ global threat: Scientists HOB opposes laying of foundation LONDON, SEP 24 (PTI): The rapid spread of “super malaria” in the South East Asia is an alarming global threat and there is an urgent need to eliminate it before the drug-resistant strain of malaria becomes untreatable again, scientists have warned. The dangerous form of the malaria parasite which cannot be killed with the main anti-malaria drugs emerged in Cambodia but has since spread through parts of Thailand, Laos and has arrived in southern Vietnam. Researchers at Oxford Tropical Medicine Research Unit in Bangkok in a letter, published in The Lancet Infectious Diseases, detail the “recent sinister development” that has seen resistance to the drug artemisinin emerge. “We think it is a serious threat. It is alarming that this strain is spreading so quickly through the whole region and we fear it can spread further
and eventually jump to Africa,” Arjen Dondorp, professor at Oxford Tropical Medicine Research Unit was quoted as saying by the BBC. The first choice treatment for malaria is artemisinin in combination with piperaquine. But as artemisinin has become less effective, the parasite has now evolved to resist piperaquine too, researchers said. There have now been alarming rates of failure. The treatment was failing around a third of the time in Vietnam while in some regions of Cambodia the failure rate was closer
to 60 per cent, Dondorp said. Resistance to the drugs would be catastrophic in Africa, where 92 per cent of all malaria cases happen, researchers warn. About 212 million people are infected with malaria each year. It is caused by a parasite that is spread by blood- sucking mosquitoes and is a major killer of children. In countries like Africa, South and Central America and Southern Asia, it is important to take extra care to avoid mosquitoes, or take antimalarial medication to prevent infection. Malaria is treated
with drugs known as anti-malarials and vary depending on the type and severity of the disease. If quickly diagnosed and properly treated people with malaria can usually expect to make a full recovery. But the severe form of the disease can progress at a terrifying speed and can kill a person within hours or days. Though if they can overcome the disease, most people beat it for good, but some can experience reoccurring symptoms through their life. It may also be noted that the Nagaland Health and Family Welfare department had also issued a notification to healthcare providers, NGOs, civil society partners and other stakeholders to inform every malaria case to the chief medical officer, district vector borne disease officer and state programme officer to enable epidemiomogical assessment and institution of preventive measures as required.

Immunisation rates are rising in the villages, but there is still some resistance, said community worker Mofiddul Islam. Besides the stigma, there is also the belief that one vaccine does not make a difference. The life of the child is left to fate in many cases. The boat clinics - a unique initiative in public private partnership mode by the Assam government to reach those living in the remote islands the 13 districts of the state function - even during the annual floods. Overcoming parental resistance is not the only hurdle. Duora said fewer children turn up for immunisation during floods. Fo r a c o u p l e o f months in a year, medical teams have to make do without doctors, as doctors deployed for compulsory rural training resign to appear for their masters. According to National Family Health Survey 4, 2015-16, full immunisation coverage is at 47 per cent in the state. In Sonitpur, it is even lower with health workers estimating that immunisation covers only 20-30 per cent of the people.

Old Batuli (Assam), Sep 24 (PTI): No motorable roads, no electricity and two hours away by boat... But health workers say these are not the most difficult challenges they face while carrying out the immunisation drive in Old Batuli, surrounded by the swirling waters of the Brahmaputra. The more arduous task is battling illiteracy, the stigma surrounding vaccination and the apathy of villagers. A dedicated team of health workers toils tirelessly to make 100 per cent immunisation on the riverine islands, known as
saporis or chars locally, a reality. For Rijumani Deka, for instance, an auxilliary nurse and midwife, the day begins at dawn in Sonitpur district’s Tezpur town. She collects two cold boxes containing vaccinations for 14 diseases such as diptheria, tuberculosis, tetanus and, hepatitis B from the primary health centre and reaches Jahazpur Ghat. At 9 am sharp, the team leaves for one of the 28 islands in the district in a boat, dubbed the boat clinic. Two hours later, they move to a smaller boat when they reach the shal-

Meghalaya gets back 10 medical seats Imphal city to come alive with ‘Night Plaza’ from Oct 2
Tura, Sep 24 (Agencies): Two very close aides of GNLA chief, Sohan D Shira, surrendered to East Garo Hills acting Superintendent of Police, Ringrang TG Momin on Sunday. The duo from the 6th batch of the outfit have been identified as Chanchan G Momin and Challang C Marak. Challang had been amongst the security agents of Sohan and was part of the inner circle. “They stated that it was getting very difficult in the jungle to survive due to continued operations due to which they laid down arms. Further they did not have any money. They also said that none of the cadres of the outfit wanted to remain with him anymore and were only looking for an opportunity to flee from the outfit,” said Ringrang. The duo surrendered with a pistol and a revolver.
S H I L LO N G, S ep 2 4 (Agencies): Meghalaya got back ten medical seats earlier denied by Assam, thanks to the intervention of the Supreme Court. Ending the stalemate over the allotment of medical seats, the Court in an interim order on Friday said that keeping in view the interest of Meghalaya, ten seats out of twenty-seven seats should be allocated to it. According to the order, after hearing both the parties, while Meghalaya was allotted ten seats, Assam was allocated seventeen seats out of twenty-seven seats. Following the order, Health Minister Roshan Warjri met the students and their parents on Saturday. “We are glad that the order is favourable to us”, she said. Earlier, the Court said that in the course of hearing, it was apprised that

A gaggle of excited children surrounds them, but mothers, some with babies in their laps, shy away. “People are still a little resistant to immunisation. The mothers, due to unfamiliarity with injections, feel their child is in a lot of pain from the vaccine. The bleeding afterwards also scares them,” said Deka. They vaccinate over 200 children every month
in the district but the drive comes with its own set of challenges, she said. “We try to ease their fears but there is a shortage of time so the best we can do is tell them about the vaccine being administered, the disease it is being given for and how it protects their children from diseases,” she added. According to Mousumi Duora, Sonitpur District Programme Officer, Boat Clinic, the biggest obstacle the medical teams face is the high number of child births at home. “About 75-80 per cent of children are born at home as the mothers are unable to reach hospitals on time. Thus, vaccines like oral polio vaccine and BCG (for tuberculosis) which need to be administered within half an hour of birth cannot be provided,” she said. The migratory nature of the population on the saporis, where about 15,000 people live, is another challenge. The villagers, mostly Muslims, who are dependent on agriculture and fishing, leave the island and shift to either the mainland or to another island every year. The health team maintains a record of each child; if they are found on another island, their address is updated. The records inform them about the vac-

Meghalaya had been allocated ten seats since 1976 and the same was being done in pursuance of the agreement between the two States and it was in vogue till last year. The Court said that the states of Assam and Meghalaya will conduct counseling in an objective and appropriate manner so that the merit should be the exclusive criterion from among the NEET qualified candidates. According to the Court, any candidate who is not qualified in NEET, will not be entitled for consideration. The Court added that if the students qualify in accordance with the merit list drawn up by the competent authority, they should be called for counseling and seats should be accordingly filled up. “Barring twenty-seven seats, no counseling shall take place in respect of any other seats and the counsel-
ing should be completed within ten days”, the order said. The Court also made it clear that this is purely an interim arrangement and the controversy that has been raised in the special leave petition and the original suit will be decided on their own merits and the matter will now come up for hearing in the second week of January next. The case was filed by Meghalaya against Assam for denying seats based on the communication by the Director, Medical Education, Assam instructing the Principals of Guwahati Medical College, Assam Medical College, Dibrugarh, and Medical College Silchar, not to admit any students under central pool. The intervention of the Court was sought for restraining Assam from abolishing ten seats earmarked for nominated candidates of Meghalaya.

Triple Talaq Mascot in UDP will win largest number of seats in polls, says Roy Assam cries discrimination
GUWAHATI, Sep 24 (Agencies): A triple talaq victim in Assam, expelled from the BJP recently, has accused Prime Minister Narendra Modi of harping on the ‘Beti Bachao, Beti Padhao’ scheme, but allegedly not doing much to protect the interests of women in his own party. Benazir Arfan, who was the BJP’s Mazdoor Morcha chief executive member and its triple talaq mascot in Assam, was evicted from the party after she reportedly mobilised public support on Facebook for a demonstration in Guwahati for the Rohingyas of Myanmar, without discussing with the party. Arfan, who joined Bharatiya Janata Party (BJP) in 2012 and had unsuccessfully contested last year’s Assam elections from Jania, however, alleged that women in the party were being discriminated against. “Prime Minister Narendra Modi had launched the ‘Beti Bachao, Beti Padhao’ programme for the benefit of women. But women in his own party are being ignored and dis-
criminated against. Who will give justice to them? I want to know if Modi will take action against wrongdoers in the Assam BJP and how he is going to protect the interests of women in the party,” she said. Arfan was served a suspension-cum-showcause notice on September 14 for lending support for the event, which was held on September 16. She did not attend the demonstration. However, as Arfan went vitriolic against the state leadership, particularly against state president Ranjit Das whom she accused of corruption, she was expelled from the party. Arfan claimed that the demonstration was in fact a “prayer meeting” for the Rohingyas, which an NGO named United Minority People’s Forum had organised, and that she had inadvertently written it as a ‘demonstration’ on Facebook. “I had apologised for the mistake in my reply to the showcause notice, yet I was expelled. But no action was taken against the event’s main organiser
Roshanara Begum, who is the vice president of BJP’s Guwahati District Committee Minority Morcha,” she said. Arfan alleged that the state BJP leadership had been vindictive towards her for questioning nepotism in the party. “There is a woman who studied only till Class X; despite that, she is delegated various responsibilities by the state leadership, ignoring several other deserving women. I had questioned this injustice and in order to choke my voice, the president expelled me over such trifles,” Benazir Arfan alleged. “I was served the suspension-cum-showcause notice and the expulsion letter on WhatsApp. A decision on my expulsion was taken at a disciplinary committee meeting of the party. However, I was not called to attend it. This is how the BJP treats its women,” said Arfan. She categorically said that she will not go back to the BJP even if the expulsion is revoked. She said she would soon join another party, but refrained from naming it.
S H I L LO N G, S ep 2 4 (Agencies): Buoyed by the top Congress leaders from Ri Bhoi shifting their allegiance to United Democratic Party (UDP), the party chief and Leader of Opposition, Dr Donkupar Roy has expressed confidence that the regional party will win more seats than any other party in the upcoming 2018 Assembly elections. “We are 100 percent sure that UDP will win the election and we will get the most number of seats,” Roy told reporters after several leaders from Congress as well as other NGOs in Ri Bhoi district joined the party. On being asked about discontent in few seats where the alliance between UDP and HSPSDP are yet to reach any consensus, Roy said that they were working out the issue even as he added that the alliance also had few open seats which would help the candidates. The party chief also said that they welcomed anyone who intended to join the regional party. On the other hand, UDP MDC from Umsning, Donkupar Sumer was over the moon as top leaders from Congress have now shifted their allegiance to
UDP. “It is a positive sign and we are moving in the right direction,” he told reporters. When asked about his rival candidate from Congress who would take on him during elections, Sumer said that the Opposition candidate was a strong contender earlier but in recent past, Congress party had lost the elections everywhere in the country and the same would happen here in Meghalaya. “People are fed up with the style and functioning of the State Government and they have faith in regional parties,” he said. According to Sumer, Congress leaders joining UDP will really demoralise the Congress in the constituency. He also said that the party would focus on providing quality education besides providing jobs to the youths of the state with transparency. He also r uled out any disunity in the party following the alliance with HSPDP saying there are bound to be some differences when efforts were on to unite the party. “These are small issues at the local level and it will be sorted out without having any adverse effect,” he said.
He hoped that the opening of plaza will encourage the extension of business hours in the city’s core area, thereby improving overall economy of the state. He further said the stalls of plaza will be opened strictly following the guidelines set by the department. While asking every sections of the society to experience the ‘night plaza’ with their families, he also appealed the people to co-operate for successful venture of the project. Talking about the modality of the stalls, additional chief secretary (MAHUD) Dr J Suresh Babu said the stalls would be classified into two categories – sale & entertainment and food. He said the temporary/portable stall operators will be responsible for installing their own stalls

Incessant rain hits Puja preparations in Tripura AGARTALA, Sep 24 (Agencies): Incessant rain for the past three weeks resulting in flash floods in the state has left idol-makers worried about meeting deadlines for the supply of idols for Durga Puja. The Met department has predicted more rain in the coming days but the festive days are expected to be dry. Weathermen said there was more than normal rain in Tripura this year. The intensity of the rain and the accompanying flash floods and water-logging not only hit normal life but also made a huge dent in pre-Puja business. “At least on seven occasions this year, Agartala
experienced flooding which took a toll on business. Retail stock of clothes, cosmetics, shoes and toys have been affected,” said Harekrishna Banik, a member of a retail traders’ association. Railway service was hit last month and air freight was limited to bringing in goods from other states. Special Puja collections did not reach Agartala this season and whatever could be brought in were damaged in the flood waters. Sellers rued that now there is very little time to bring in fresh stocks. Display of goods was hampered because of the rain. “Most state government employees
have not been given salary and arrears till date. We cannot display Puja special items and have suffered huge losses,” said Bibhas Saha, a cloth merchant. “The consistent drizzle has marred shopping,” said another cloth merchant. Idol-makers are worst-hit having to dry the images with electric and kerosene blowers. The sun has been playing hide and seek for the last many days and in the absence of a strong sun, the idols cannot dry. There’s no respite for Puja organisers either who have hired decorators to do the interiors and exteriors of pandals.

Bullet trains to help in regenerating economy NEW DELHI, SEP 24 (AGENCIES): Union Finance Minister Arun Jaitley on Sunday highlighted the potential of bullet trains in regenerating the economy, but cautioned that unless real implementation takes place, nobody would have any idea about these benefits. Addressing a national seminar on Integral Humanism-Indian Way of Attaining Sustainable Development, Jaitley, while referring to ‘ill-informed debates’ in the recent past on the benefits of bullet trains, stated that a common misconception has to be cleared that improving connectivity will only empower the rich and not the common man. Further, he reprimanded a heckler who interrupted him while speaking on the subject. The heckler sought a Hindi translation of the words bullet train and was curtly told to be serious and avoid frivolity. “I have visited Japan thrice in the last fifteen months. When I had to travel for an event from Tokyo to Yokohama, I was skeptical about the food there. A friend of mine who lives in another city was able to bring refreshments in just 17 minutes, inspite of being in another city. Such is the
Arun Jaitley power of bullet trains,” he said. “Bullet trains can help in regenerating the economy and building new townships and smart cities. An individual travelling 100 km from Mumbai to Ahmedabad or vice-versa on work can commute in just about 30 minutes. There is need for more integrations and development, undoubtedly. However, the real idea of this can be understood only once implemented,” added Jaitley. Earlier in the month, Prime Minister Narendra Modi while laying the foundation stone for India’s first high-speed rail project along with Japanese Prime Minister Shinzo Abe said it will provide ‘Suvidha’ (facility), ‘Suraksha’, (Security) and will brings ‘Rozgar’ (Employment) and ‘Raftar’ (Speed). He had also stated that a new economic system
Kerala love jihad: Women’s panel to move Supreme Court
Hadiya, the Hindu woman who married a Muslim youth Shefin Jehan. New Delhi, SEP 24 (AGENCIES): The Kerala Women’s Commission said on Sunday it would seek the Supreme Court’s nod to file a fact-finding report on allegations of rights violations by the parents of a Hindu woman in Kochi who married a Muslim man after converting to Islam. The decision to move the apex court was taken in view of complaints from various quarters that the rights of the 24- year-old woman were allegedly being violated, commission chairperson MC Josephine told reporters in Kochi. The woman was sent back to her parents’ house after the Kerala High Court recently annulled her marriage with the Muslim man, terming it as an in-
stance of “love jihad”. The Supreme Court on August 16 ordered the National Investigation Agency (NIA) to look into the conversion and marriage of the woman as the agency claimed it was not an isolated case but there was a “pattern” emerging behind these incidents in Kerala. Josephine said the commission had received representations from various organisations, seeking its intervention following allegations of violation of the woman’s rights. Since the matter was under the Supreme Court’s consideration, the commission required its permission to meet the woman and her parents and file a fact-finding report before it, she added.
was being developed along the Mumbai-Ahmedabad corridor, and the entire area would become a single economic zone. With regards to empowerment of the common man, Jaitley stated that an economic model chosen must ensure direct benefit transfer is instated, which can be achieved through the financial inclusion drive that is in place to ensure that every Indian household is integrated into the country’s banking system. “Various economic models have been spoken about. However, the need of the hour is to empower common man and small enterprises, which requires a number of benefits to be taken in different sectors, such as health, sanitation, education, availability of electricity for all and so on,” he said. Further, Jaitley stressed on the improvement of infrastructural facilities such as building better roads, highways, a modern railway system and so on, as they do play a key role in empowering the rural sector and eradication of inequalities. He also emphasized on the importance of improving connectivity in the rural segment, adding that all villages and towns should be connected by proper roads.

At 12.09 p.m., her parents got her online birth certificate and the Aadhaar number from the Unique Identification Authority of India (UIDAI), district collector Radhakrushna Game said. “It’s a proud moment for Osmanabad. We will soon register all children for Aadhaar and link them with their parents’ Aadhaar cards,” he said. Newborn dies in Delhi hospital; CM orders action plan New Delhi, Sep 24 (IANS): In wake of the death of a newborn refused admission into four government hospitals, Delhi Chief Minister Arvind Kejriwal on Sunday ordered Health Minister Satyendar Jain to submit an action plan by month-end to ensure that family of patients in critical condition do not have to run around for life support. The order comes following the death of a newborn after the four government hospitals refused to admit the baby, citing lack of critical-care beds with ventilator facilities, an official statement said. “The primary objective of this action plan will be to ensure that live data of functional critical care facilities in all Delhi government hospitals are readily and easily available,” it said. Kejriwal said that if a hospital can’t admit a person due to lack of life-saving facilities or due to non-availability of beds, then it will be mandatory for it to find out a hospital in which such facility is available, and ensuring shifting of the patient there, the statement said. These points should also be included in a Standard Operating Procedure (SOP), he added. “It is an unacceptable scenario since helpless family members keep running from pillar to post and critical time, in which the life of a serious patient could have been saved, is often lost,” he said.

I can get you a son if you promise to sleep with me when you get married before consummating your wedding,” the FIR reads. The woman said he advised her to stay away from boys because young girls are easily misled. During the assault, the woman wrote in the FIR, there was a knock on the door. “He hastily arranged his robes and threatened me with dire consequences if I disclosed anything to anyone. I went to another room and cried the whole night,” she said in her complaint. Next morning his disciples dropped her at the railway station. After keeping quiet for weeks, the woman told the ordeal to her parents and they filed an FIR. Fresh violence rocked West Bengal’s Darjeeling hills on Sunday as a vehicle on way to Lebong area in the district was set ablaze allegedly by GJM activists, police said. Darjeeling, Sep 24 (IANS): Incidents of fresh violence rocked West Bengal’s Darjeeling hills on Sunday as a vehicle on way to Lebong area in the district was set ablaze allegedly by Gorkha Janmukti Morcha (GJM) activists, police said. “A vehicle moving from Darjeeling to Lebong was vandalised and torched by pro-shutdown GJM activists on Sunday morning. One person was injured,” Darjeeling Superintendent of Police Akhilesh Kumar
Chaturvedi told IANS. He said no one was so far detained in the case. A number of shops and other business establishments opened in Darjeeling on Sunday after remaining shut for 101 days over the demand for separate Gorkhaland. Though the GJMsponsored indefinite shutdown has not been lifted from the area, pockets of Darjeeling hills were limping back to life as schools, colleges and government offices have started to
function since the last one week. The state government has appealed to the local populace to lift the shutdown and assured necessary security to those willing to open their shops or resume business activities. A section of hill parties spearheading the agitation, including the GJM, remain defiant over the withdrawal demand till tripartite talks between the central and state governments and other stakeholders are organised.

Nagaland Post Vol. XXVII NO. 291 Dimapur, monday, September 25, 2017
Profoundly perplexing
A
s per election schedule, Nagaland is to go to the polls by March 2017 to constitute the new house as per constitutional requirement. The present political situation in Nagaland is in a flux, a condition that has not been experienced before after the tenth schedule became a law to discourage aya rams and gaya rams and ensure political stability. The present 12th Nagaland Legislative Assembly (NLA) has been hit by four instances of dissidence within the NPF which had created the worst political spectacles. The first dissidence took place during May over who was to succeed outgoing chief minister Neiphiu Rio after he was elected to the Lok Sabha. This started the rot which was to haunt the 12th NLA. Barely eight months later in January 2015, dissidents who went against T.R. Zeliang’s leadership, saw their ranks swelling to 23 as the rebels sought to chief minister T.R. Zeliang whose support within NPF was reduced to minority with only 17 MLAs. The minority NPF government survived the vote of confidence after eight Congress MLAs swung the balance in Zeliang’s favour. By November 2015 the eight Congress MLAs merged with NPF after having joined the DAN government and making the 12th NLA an opposition-less house and the DAN become an all-party government. However the instability virus returned in 2016 after mass public agitation against chief minister T.R. Zeliang over the handling of the civic polls, when he was eventually forced to step down. However the transition, as per the compromise deal in Delhi, to Neiphiu Rio was torpedoed when Zeliang instead handed over the reins to party president Dr. Shürhozelie Liezietsü in February 2017. That did not end dissidence when Zeliang, who had been the victim of three attempts, himself rebelled against Dr. Shürhozelie and joined hands with one-time foe-turned-ally Neiphiu Rio. All the dissidence and betrayals within NPF has culminated in present abnormal situation where the legislature has split and led by two legislature party leaders with two chief whips, one of them being the leader of the house. The party has also seen two parallel party organisations headed by two presidents; one interim president (now full-fledged president) who was elected by the legislature and their claims with the Election Commission of India. The political conundrum in Nagaland is accentuated by the fact that the legitimacy of the respective chief whips is being challenged in the court. Also the NPF under Dr. Shürhozelie has either expelled or suspended a total of 31 out of 36 ruling NPF legislators in the government. The NPF legislators have also countered by seeking the disqualification of the 11 NPF legislators. This seemingly never ending game continues even as assembly election is just round the corner and profound uncertainty as which will be recognised as the true NPF. Outside of the fight between the two NPF factions, the issue of Supreme Court ruling against the posts of advisors and parliamentary secretaries has also only made the picture more confusing. The Nagaland Tribes Council (NTC) has filed a PIL in the high court, which was then transferred to the principal bench Gauhati for dismissal of advisors and parliamentary secretaries on the strength of the Supreme Court ruling, that states have no power to enact laws for creation of constitutional posts. Another issue raised often, has re-emerged- the proposal for ‘interim government’ after solution arrives before election. All these paint a very abnormal and confusing picture of the Nagaland political landscape.
DailyDevotion The “Go” of Preparation If you bring your gift to the altar, and there remember that your brother has something against you, leave your gift there before the altar, and go your way. First be reconciled to your brother, and then come and offer your gift. —Matthew 5:23-24 It is easy for us to imagine that we will suddenly come to a point in our lives where we are fully prepared, but preparation is not suddenly accomplished. In fact, it is a process that must be steadily maintained. It is dangerous to become settled and complacent in our present level of experience. The Christian life requires preparation and more preparation. The sense of sacrifice in the Christian life is readily appealing to a new Christian. From a human standpoint, the one thing that attracts us to Jesus Christ is our sense of the heroic, and a close examination of us by our Lord’s words suddenly puts this tide of enthusiasm to the test. “…go your way. First be reconciled to your brother….” The “go” of preparation is to allow the Word of God to examine you closely. Your sense of heroic sacrifice is not good enough. The thing the Holy Spirit will detect in you is your nature that can never work in His service. And no one but God can detect that nature in you. Do you have anything to hide from God? If you do, then let God search you with His light. If there is sin in your life, don’t just admit it— confess it. Are you willing to obey your Lord and Master, whatever the humiliation to your right to yourself may be? Never disregard a conviction that the Holy Spirit brings to you. If it is important enough for the Spirit of God to bring it to your mind, it is the very thing He is detecting in you. You were looking for some big thing to give up, while God is telling you of some tiny thing that must go. But behind that tiny thing lies the stronghold of obstinacy, and you say, “I will not give up my right to myself”— the very thing that God intends you to give up if you are to be a disciple of Jesus Christ.

Bullet takes India to an era of careful balancing I ndia launches the fastest train project – the high speed bullet – with Japanese aid and collaboration at Ahmedabad. It is a dream fulfillment for Prime Minister Narendra Modi and the beginning of the rejuvenation of many companies like BHEL and a wider cooperation with Japan and African countries. It is combination of India’s Act East with Japan’s Open Pacific initiatives to fashion an AsiaAfrica growth corridor. It tries to replace China –OBOR – one belt one road but at a far less investment and creating a wider Pacific-Asia-Africa growth area. It will be an unhindered commerce from Indian Ocean, beginning on African shores to Pacific Ocean countries. It engulfs Australia, New Zealand, Southeast Asia and even touches the western costs of Latin America. It may gradually shift the politico-economic focus from the West. The investment is massive Rs 1.1 lakh crore (trillion) and much of it is coming from Japan as prime minister Shinzo Abe assured. It is repayable in 50 years at a low interest
rate of 0.1 percent interest rate. The 15 agreements that both prime ministers signed open up collaboration for security, economy and try to set the global political agenda. It nudges China but does not try to ruffle its feather. Indian and Japan drop references to South China Sea, an area too touchy for China. It brings Delhi and Tokyo closer on issues of terror, corners Pakistan and North Korea that threatened to sink the four islands of Japan archipelago. It is a wider security pact. It will boost Japanese arms and other factory production and India gains as Japan invests beyond the bullet train. Japan spends Yen 100 bn ($19bn) for the Ahmedabad-Mumbai 508 km route. It invests much more for North-East road connectivity (Meghalaya and Mizoram) – Yen 38.666 bn ultimately to connect to the Asia highway to Bangkok; Yen 25.903 bn for Kolkata metro third phase; Yen 16. 825 bn in Gujarat investment promotion programme; Yen 8.5 bn for upgrading environment in Alang and Sosiya ship recycling project and Yen 2.2 bn in Varanasi for

The builders of the from Japan as part of a project have to take the
cue. The bullet train that would accommodate 750 to 1200 on a ride should not be seen as a luxury for the super rich. It also calls for massive investment in the railways for track renewal and other safety measures. The 65,000 km India Railway requires immediately over Rs 1 lakh crore annually for the next five years to turn into a safe operational system. Another aspect that has hit the railways is trains skip smaller stations. It adds to the cost of the travel for the poor. India has to have more trains to connect such non-descript places for an inclusive growth. Another aspect that needs to be taken care of is that Indian Railways subisidises passenger travel partially through freight operations. The bullet train would need a new financial model. Japan has it. Japan has smaller super-crowded trains for people who cannot afford the high costs. It has become a socially debatable issue there. Japan is a small country. India is diverse, vast and socially sensitive. The government has to take care of these aspects. For the next many decades, India will have a
sizeable number of absolute poor and they must feel that they are part of the progress. But is the bullet a “chunavi train”, as the opposition is clamouring. No. Or may be yes. The UPA’s 2009 railway budget presented by the then rail minister Lalu Prasad Yadav mentioned about it just weeks before the 2009 elections. It was then also criticised as poll gimmick. It featured almost in every budget after that. The 2009 budget paved the way for the feasibility study of the bullet train. Prior to the 2014 general election the Congress and BJP pledged to introduce high-speed rail. This is a dream of an Indian and parties cash on it. There are problems as the latest UN report on India’s growth indicates. The project is massive and engulfs decades of dreams. It will need careful balancing of resources and political management to take India to a new higher level where it would have growth, happiness and also would be able to lead the world. In short, it is a new beginning for a churning in the socio-economy of the country.
Post-mortem
Naga reconciliation – a public statement ‘Clean election’ or ‘no election’?
F
ormation of FNR
The Forum for Naga Reconciliation (FNR) was formed in principle on February 24, 2008 as one of the outcomes of the Naga Peace Convention organized by the Naga Shisha Hoho in Dimapur. It was christened on March 25, 2008 at Kohima with the support of 39 Naga frontal organizations, the Nagaland Baptist Church Council (NBCC), and the Council of Naga Baptist Churches (CNBC). In 2008, the forum comprised of 14 members. In 2017 it has expanded to 34 members. FNR was formed at a time when Naga society was torn apart with intense “interfactional” violence, suspicion, distrust and divisive political rhetoric. After a painstaking and difficult process the FNR’s Journey of Common Hope with the support and goodwill of the people made decisive and incisive strides towards Naga Reconciliation. Eventually, the “interfactional” violence decreased, and some form of relative peace established. Due gratitude goes the Naga National Groups for upholding their commitment to refrain from all forms of violence against each other. However, outstanding political differences remain to be resolved. Hence, despite the positive path to end blood-shed, the Nagas are still confronted with a polarizing situation of power politics, self-preservation and exclusiveness. These threaten to demoralize the Naga spirit and obstruct Naga reconciliation. The Naga people are once again vulnerable to further division and separation and are deeply overwhelmed by the overall fragmenting status. The fluidity and uncertainty of the present situation and the manner in which they are being expressed raises serious worry, particularly for the common man and woman. The Naga people are therefore anxious of this degenerating context. If the present situation is allowed to prevail, it will only jeopardize the shared Naga future. The FNR refuses to give in to the principalities of division, distrust, suspicion and fear which are paralysing Naga people in all walks of their lives. FNR believes that with people’s active support and prudent intervention this spiralling situation can be arrested and reversed. With this in mind the Forum for Naga Reconciliation makes this Public Statement. Through this Public Statement, FNR briefly outlines its formation, principles, activities and calls for the renewing of our determination, our commitment and our call for reconciliation
The Position of FNR 1. FNR puts on public record that it does not belong to any Naga National Group. It is not affiliated with nor does it represent or support any one particular group. 2. FNR pursues Naga reconciliation on the basis of the historical and political rights of the Naga people. 3. FNR pledges to work for reconciliation of all in the spirit of forgiveness, openness and mutual acceptance of one another through acknowledgement of wrongs done by all of us. This will contribute towards an inclusive and shared Naga future. 4. FNR works irrespective of geographical demarcations in an impartial and fair manner – without taking sides and without discrimination of any Naga National group – keeping in mind the people’s common interests and aspirations at the center of its activities. 5. FNR asserts the necessity of reconciliation of the Naga National Groups as well as civil society organizations and the public as an essential ingredient for healing and restoring people’s dignity towards a holistic Naga destiny. FNR’s activities from 2008 to 2014 Due to the contextual situation in which FNR was formed, its initial work was concentrated on the Naga National Groups. FNR’s primary objective in the first phase was to end the “interfactional” violence and to enable the groups to reconcile on the basis of the historical and political rights of the Nagas through the spirit of genuine forgiveness. Here is a list of FNR meetings and some Reconciliation activities from 2008-2014: • FNR held an overall total of 267 meetings with the Naga National Groups. • FNR visited GPRN/NSCN Designated Camp 59 times. • FNR visited NSCN (IM) Designated Camp 57 times. • FNR met with NNC/FGN 37 times. • FNR visited Eastern Nagaland (Burma) 7 times. • FNR met 21 times outside the country. • FNR had 12 meetings with Naga tribe organizations. • FNR had 36 meetings with the Joint Working Group (JWG) of the Naga National Groups both within Nagaland and outside. • FNR had 16 meetings with Naga individuals – educators, social workers, writers, activists, lawyers. • FNR and the JWG undertook 7 tours to different parts of Naga-Land. • FNR with JWG and a choir formed by soldiers from
different Groups visited churches in Dimapur, painted the Flyover Bridge and the Clock-Tower in Dimapur. • FNR, JWG, civil society organizations and the churches played “Reconciliation Football” in Kohima and Dimapur. • On May 11, 2010, food and essentials was distributed by the JWG to the displaced Naga villagers at Kisama. • The Forum for Naga Reconciliation met on September 25, 2008 at the Sumi Baptist Church Dimapur and with the support of 47 Naga organizations and the NBCC pushed the Naga Reconciliation: A Journey of Common Hope forward. • This was followed up with a Public Meeting on February 21-22, 2009 at Kohima in which 45 Naga organizations and the Church extended their support to FNR. • Soon after FNR met on August 26, 2009 at Hotel Saramati, Dimapur with 46 Naga organizations and the Church and called for the immediate meeting of top leaders of the Naga political groups to meet for reconciliation on the basis of the historical and political rights of the Nagas at the earliest. • As a result, The Historic Highest Level Meeting took place on September 18, 2010, Dimapur attended by Th. Muivah, Kitovi Zhimomi, Brig (Retired) S. Singnya and Zhopra Vero, followed by 11 other meetings. • FNR met with 40 Naga organizations and the Church on November 18, 2010 and called for the Highest Level Meeting “within a stipulated period of 45 days.” • On February 29, 2012 the Naga Reconciliation Meeting was held at the Agri-Expo, Dimapur. It was a public meeting where Nagas from all Naga-Land attended, and for the first time top leaders from the Naga National Groups spoke to the Naga public from one common platform. (From previous issue) In 1998, the Naga Hoho and NSCN (IM) called for “No election without solution”. All other political parties responded to the call. Indian National Congress and independent candidates defied the call and filed nominations. INC won in 53 A/Cs and independents in 07 A/Cs. Those who boycotted the election accused INC and independents of betrayal. As pay back, the Naga nationalists, especially the NSCN (IM) plunged into election in 2003 and brought down the powerful Congress government. Political solution and election 2018 are in another rat race. Re-enacting the episode of 1998 election boycott is not rule out. On September 15, 2017, the Nagaland-based print media report, quoting one former officer of Election Commission of India (ECI), indicated that ECI can postpone assembly polls only if a special request is made by the Centre and the State citing the Framework agreement. Assembly polls are just five months away. Only time will tell what happens next. In the last two-three decades, elections in Nagaland have become monstrously corrupt. Corrupt elections have bred corrupt governments. In fact, corrupt elections have become the root cause of most problems in Nagaland. It alarmed the church. The church called for clean election in 2013 State General election. The church leaders said it was not a failure but called it “some success”. Buoyed by that success story, the Nagaland Baptist Church Council (NBCC) had kick-started another Clean Election Campaign (CEC) for election 2018. The church is optimistic that success rate will rise with every election. However, nobody will dare predict how many elections it will take for total success. In 65 years since 1952, Nagas have so quickly evolved from “No election” (a rejection of Indian constitution) to “Clean election” (acceptance and assimilation into Indian election system). Ironic indeed! Nagas know very well how dirty, elections have become in Nagaland. Clean election has
become something unthinkable by most Nagas. In such situation, the campaign for clean election is already proving to be an uphill task. The challenge may be tempting. Many may say it is worth taking the challenge. Sad part is that, we are yet to catch the monster by its horns but attacking it from the rear only. Logically speaking, mono task action like voter education, as strongly advocated by NBCC’s CEC should not be difficult to work in a State with literacy rate of 79.55%. The task should be even easier in a State where Christians make up 90% of the total population. Regrettably, these are not the case. The problem of corrupt election in Nagaland is very complex. This is a clear pointer that it demands multi task action plans. Elections are corrupting our people politically, socially, economically and spiritually. The system has gone rotten beyond retrieve. With such magnitude of destruction, the question is, “Do Nagas even need election”? Before statehood, Nagas never practiced election. There was no election system. It was not our political culture. Traditionally, Nagas elected leaders on the merits of the ‘would be’ leaders. Modern system of elections came with statehood. It is an alien system imposed on Nagas. The cancer of corruption has eaten into Naga bones. Corrupt election is the main cause of this deadly disease. It has become resistant and its spread has gone out of control. Our attempt should have been to prevent the evil thing coming to us again. Regrettably, Nagas love Indian elections. The church decided to play its role and launched clean election campaign. The Indian government must be happy that the church, instead of keeping away from the unclean, has stepped in to help cleanse the corrupt system. Nagas should revisit what happened in 1952. That historic political step taken by Nagas plainly speaks that the right thing to do should have been; “no election campaign” and not “clean election campaign”. God save Nagaland! (Concluded) Dr. K. Hoshi, Bible Hill Colony, Phek town

(PTI): Government has been under pressure to support the economy but any change in the fiscal consolidation roadmap can hurt global investor sentiment, says a UBS report. According to the global financial services major, global investors view India favourably not just for its growth outlook, but also because of its robust/stable macro story reflected in falling inflation and stable currency. “A 0.2 percent GDP boost is not that material for growth per se. A change in the fiscal consolidation roadmap has potential to hurt sentiment among global investors,” it said. While the government can use the fiscal push to revive growth, the quality of government spending (investment vs consumption) matters more, UBS said. Sebi had conducted an examination into dealings in KFCL shares during the period from January to December 2014 after a huge rise in share price was noticed. The regulator primafacie had found that KFCL and persons in charge of its affairs created preferential allotment of shares as a mode to provide fictitious LTCG to its preferential allottees so as to convert their unaccounted income into accounted money. In the process, the Kamalakshi Group and certain suspected entities artificially increased the price of the scrip and devised a scheme to misuse securities market system for making illegal gains and convert ill-gotten gains into genuine one to avail LTCG benefit, according to Sebi’s prima- facie findings. “... New Delhi, Sep 24 (PTI): Regulator Sebi has lifted trading ban on 14 entities which were alleged to have misused the stock market platform for money laundering and tax evasion as it did not find any “adverse evidence” against them. The regulator’s order came in the case related to Kamalakshi Finance Corporation Ltd (KFCL) wherein various entities were prima-facie found to have artificially inflated the company’s share prices to make illegal gains. So far this month, the watchdog has revoked trading restrictions imposed on more than 750 entities in different cases to related to making fictitious long term capital gains (LTCG). The industry body also suggested there should be no penal action by the authorities in the initial six months of the GST launch. CII also pointed to an anomaly in the Tran1 form that is filed for July, the month GST was launched, to carry forward the closing balance of credits of June 2017, Accordingly, Tran1 calculates the liability of pending forms -- “however, in many cases, the carry forwarded amount has been calculated in negative figure”, the statement said. “CII suggests that the system response should be enhanced to allow download, preview details, and take prints for reconciliation before submission,” it added.

Hangar is a space within the airport complex where maintenance work of aircraft is carried out. The national carrier has around ten hangars in different airports across the country. Air India group operates to 42 international destinations and over 70 domestic stations. It has an operating fleet of 142 aircraft. “My priorities are OTP and customer experience. These are the two things from the passenger side and on the internal side we should make enough money. So must make money and spend less,” Bansal said. Among other cost saving initiatives, the airline is looking to rationalise some routes operated by the airline and its subsidiaries, including in the Gulf region.

NEW DELHI, Sep 24 (PTI): Air India plans to vacate unused hangar space at some airports and sell the scrap lying there to cut costs, CMD Rajiv Bansal has said. After taking over the reins of the disinvestmentbound airline last month, Bansal has been working on ways to improve On Time Performance (OTP) of the flights, customer service and reduce costs on various fronts. Bansal said he is planning to vacate any extra space at airports that the airline might be holding up due to scrap. “I am finding that there is a lot of unused material lying in hangars and unnecessarily we are holding on. So we can get some money by selling the scrap and also save rentals by leaving the space,” Bansal told PTI in an interview. He noted that there is more such space occupied by the airline at Delhi and Mumbai airports. “I noticed that in Delhi itself one aircraft which

The chief economic adviser also said the economy was facing multiple challenges, including the impact of demonetisation and GST, as well as an appreciation of the Indian rupee. Subramanian added that the RBI was intervening heavily and that the recent appreciation of the Chinese yuan against the US dollar had helped the rupee a little but it was not sufficient to cover the loss over the last six to nine months. With global trade on the the recovery path, the government’s chief economist suggested Indian manufacturing would benefit.
New Delhi, Sep 24 (IANS): Industry chamber CII on Sunday said that in view of certain pending issues, the deadline for filing Goods and Services Tax (GST) returns should be further extended by up to a couple of months. “In view of the difficulties of online filing, CII suggested that the due dates for filing GSTR-1, GSTR-2 and GSTR-3 should be deferred for another month or two. visibility and state financing. Alarmed by the prospect of what Foreign Minister Sigmar Gabriel branded “real Nazis” entering the Bundestag for the first time since World War II, the candidates had used their final days of campaigning to implore voters to reject the populists. “This Alternative for Germany is no alternative. They are a shame for our nation,” former European Parliament chief Schulz told a rally in Berlin on Friday. Germans elected a highly splintered parliament
reflecting an electorate torn between a high degree of satisfaction with Merkel and a desire for change after more than a decade of her leadership. Another three parties cleared the five-percent hurdle to representations: the liberal Free Democrats (around 10 percent), anticapitalist Left and ecologist Greens (both at about nine percent). As Merkel failed to secure a ruling majority on her own, the process of coalition building was shaping up to be a thorny, potentially months-long process. Merkel, 63, whose
larly disrupted by jeering AfD supporters, said in her final stump speech in the southern city of Munich that “the future of Germany will definitely not be built with whistles and hollers”. Merkel, often called the most powerful woman on the global stage, ran on her record as a steady pair of hands in a turbulent world, warning voters not to indulge in “experiments”. Pundits said Merkel’s reassuring message of stability and prosperity resonated in greying Germany, where more than half of the 61 million voters are aged 52 or older. Her popularity had largely recovered from the influx since 2015 of more than one million mostly Muslim migrants and refugees, half of them from war-torn Syria, Iraq and Afghanistan. But the AfD was able to capitalise on a wellspring of anger over the asylum issue during what was criticised as a largely lacklustre campaign bereft of real clashes among the main contenders.

Israel slams Iran missile test as ‘provocation’
UN report was cited by Efe news agency. On Thursday, the UN put the number of refugees at around 429,000. The report also said that only small groups of refugees have been seen arriving in Cox’s Bazar, the southeastern district of Bangladesh to which most of the Rohingyas have fled. According to the document, the refugees living in makeshift settlements number around 200,000, while around 148,000 have taken shelter in pre-existing refugee camps and 88,000 are living with host communities. The UN said that the
Jerusalem, Sep 24 (IANS): Israel denounced Iran’s testing of a mediumrange missile as a “provocation” to the US and its allies, Israeli Army Radio reported on Sunday. In defiance of US warnings, Iran on Saturday tested a missile with a range of 2,000 km and that can carry multiple warheads. “The ballistic missile which Iran fired is a provocation of the United States and its allies, including Israel,” Defence Minister Avigdor Lieberman said in a statement, adding it was proof of Tehran’s ambition to become a world power, Xinhua reported.
settlements have been stretched to the limit by the massive number of refugees who have arrived in less than a month and the refugees are living in extremely difficult conditions, in addition to carrying severe trauma after escaping the violence in Myanmar. “In some of the sites that have spontaneously emerged, there is no access to water and sanitation facilities, raising the risks of an outbreak of disease,” the UN said in the report. Bangladesh’s government has deployed the army to distribute aid in the camps and build roads to the settlements.
Theresa May’s top ministers plotted to oust her: Book
London, SEP 24 (PTI): British Prime Minister Theresa May faced a plot from her senior cabinet ministers to oust her in the immediate aftermath of the June general election that saw the Conservative party lose its overall majority in Parliament, a new book has claimed. The four most senior figures in her Cabinet — Chancellor Philip Hammond, Foreign Secretary Boris Johnson, Brexit secretary David Davis and Home Secretary Amber Rudd — plotted to remove her following an election seen as a failed gamble by the British prime minister, according to ‘Fall Out, A Year Of Political Mayhem’. Written by ‘The Sunday Times’ political editor Tim Shipman, with extracts published in the newspaper today, the book claims that Hammond texted Johnson in the early hours of the morning following the election on June 8 to say he would support him as the next leader. It claims that a “triumvirate” plan was hatched under which Johnson would lead the UK as the new Prime Minister, Brexit
month. Some 30,000 Hindus and Buddhists based in the area have also been displaced, with some saying were terrorised by Rohingya militants. The army said that security officers found 20 dead women and eight men in the graves, including six boys under the age of ten. Myanmar gover nment spokesman Zaw Htay confirmed the discovery of the 28 bodies on Sunday. A senior police officer in northern Rakhine told AFP they had been “buried with 10-15 bodies in each hole.” The village where the army chief said the bodies were found, Ye Baw Kya, is near a cluster of Hindu and Muslim communities in northern Rakhine called Kha Maung Seik. Hindus from the area have told AFP that militants swept into their villages on August 25, attacking people who stood in their way, killing many and taking others away into the forest.
New York, Sep 24 (PTI): US President Donald Trump has warned North Korea, saying if the country’s foreign minister was echoing thoughts of his supreme leader Kim Jong-Un in his threatening speech at the UN, “they won’t be around much longer.” North Korea’s Foreign Minister Ri Yong Ho yesterday attacked Trump at the UN General Assembly, deriding him as a “mentally deranged” leader whose threats had increased the chances of military confrontation. “Just heard Foreign Minister of North Korea speak at UN. If he echoes thoughts of Little Rocket Man, they won’t be around much longer!” Tr ump tweeted last night. In his speech, Ri had said that the US and its allies should “think twice” before threatening his country. He said that by repeatedly calling Kim “Rocket Man,” Trump is making “our rocket’s visit to the entire US mainland inevitable all the more.”
US bombers stage NorthKorea show of force Washington, Sep 24 (IANS): The US military, in a show of force, flew bombers in international airspace over waters east of North Korea, the Pentagon announced. The Pentagon said Saturday that B-1B Lancer bombers from Guam and F-15C Eagle fighter escorts from Okinawa, Japan, flew in international airspace over waters east of North Korea, reports CNN. It was the farthest north of the Demilitarised Zone (DMZ) that US fighters or bomber aircraft have ever flown this century. The flight underscored “the seriousness with which we take North Korea’s reckless behaviour,” the Pentagon said. “This mission is a dem-

region and the entire international community. We are prepared to use the full range of military capabilities to defend the US homeland and our allies,” Pentagon spokeswoman Dana White said in a statement.
There has been namecalling and heightened tensions between Washington and Pyongyang this week as the UN met in New York, CNN reported. At the UN, North Korea’s Foreign Minister Ri Yong-ho said US President Donald Trump was on a “suicide mission”. Ri’s comments to the General Assembly mimicked Trump’s remarks at the UN on Tuesday, when he called North Korean leader Kim Jong-un a “rocket man on a suicide mission”. Earlier this week, Ri had also said that his country could test a powerful nuclear weapon over the Pacific Ocean in response to Trump’s threats of military action.

Secretary Davis would handle EU withdrawal and Hammond would run the country’s finances. According to the latest political book, the plan failed once it became clear that May had no plans to step down and Davis indicated he could not work under Johnson. Meanwhile, moderates with the Tory party, including former prime ministers David Cameron and John Major, and leading figures like George Osborne and Ruth Davidson are said to have gathered behind Rudd, with the home secretary reported to have said she was keen to run. The revelations of the book came as the divisions within the top tier of the government are at their most pronounced. Pro-Brexit Johnson has reportedly demanded a series of assurances over May’s recently proposed two-year transition period after Britain leaves the European Union (EU). The foreign minister wants Britain not to adopt any new EU rules and regulations after it formally leaves in March 2019, according to ‘The Sunday Telegraph’. The stance puts him on a collision course with the UK Treasury department headed by Hammond, who wants a “status quo” transition. The announcement could not be independently verified in an region that has been seized by communal violence since Rohingya militant raids on August 25 triggered a sweeping security crackdown. “Security members found and dug up 28 dead bodies of Hindus who were cruelly violently and killed by ARSA extremist Bengali terrorists in Rakhine State,” a statement posted on the army chief ’s website said. BERLIN, SEP 24 (Agencies): Chancellor Angela Merkel clinched a fourth term in Germany’s general election on Sunday, but her victory was clouded by the hard-right AfD party winning its first seats in parliament. Merkel, who after 12 years in power held a double-digit lead for most of the campaign, scored around 33 percent of the vote with her conservative Christian Union (CDU/CSU) bloc, according to exit polls. Its nearest rivals, the Social Democrats and their candidate Martin Schulz, came in a distant second, with about 20-21 percent. But in a bombshell for the German establishment, the anti-Islam, anti-immigration Alternative for Germany (AfD) captured around 13 percent, making it the country’s third biggest political force. The four-year-old party with links to the far-right French National Front and Britain’s UKIP has been shunned by Germany’s mainstream. It is now headed for the opposition benches of the Bundestag lower house, dramatically boosting its

L’Oreal heiress & world’s richest woman, dies
Notorious criminal Charles Bronson wants Tom Hardy to father his child

he world’s richest woman and heiress to the L’Oreal cosmetics fortune, has died at the age of 94. Liliane Bettencourt passed away in the early hours of Thursday at her home in Paris, her daughter Françoise BettencourtMeyers said in a statement. “ S h e wo u l d h ave been 95 on 21 October,” she added. “My mother left peacefully.” Last year Ms Bettencourt was ranked the richest woman in the world with a fortune of $39.5bn (£29bn), by Forbes magazine. It made her the world’s 14th richest person. In a statement, L’Oréal chairman and CEO Jean-Paul Agon expressed his condolences to the family and said: “We all had a deep admiration for Liliane Bettencourt who has always watched over L’Oréal, the company and its employees, and who was very attached to its success and development. She was rarely seen in public since she left the board of the French company in 2012, but continued to make headlines after members of her team were charged with exploiting her as her mental health deteriorated. A French celebrity photographer was sentenced to two and a half years after Ms Battencourt showered him with gifts including Picasso paintings, life insurance funds and millions of euros in cash. Born in Paris, she was the only child of Louise Madelaine Berthe and Eugene Schueller, who founded L’Oreal. Her mother died when she was just five years old, leaving her to form a close bond with her father. She joined the family business when she was just 15, before inheriting the empire when her father died in 1957. (INDEPENDENT) K

risoner Charles Bronson has revealed he wants Tom Hardy to father his child – but will settle for Danny Dyer. The 64-year-old violent criminal – who was been behind bars for 43 years – is engaged to 37-year-old soap actress, Paula Williamson, who began exchanging letters with him in 2013. He proposed over the phone earlier this year, and hopes they can have a child together – with Tom Hardy as the father. Hardy played the criminal in 2008 fictionalised crime biopic, ‘Bronson’ and Bronson has revealed via a letter to a friend that he wants Hardy to be the “surrogate daddy”. According to the Mirror, Bronson wrote: “The powers that be seem to
think I can’t have a baby with my Paula. But you know… I always come up with something special. Maybe a surrogate daddy. If Tom says yes, I think it’s got to be him. “Get a meet with Tom. See what he thinks. I think Paula would go with that choice. I’ll be discussing it with my Paula. It will be nice for her to have a baby to keep her happy while she awaits my freedom.” However, Bronson remains realistic and is aware there’s a chance Hardy will reject the offer, so has lined up an alternative – Danny Dyer. “I know Danny Dyer would be up for it,” he writes in the letter, and goes on to say he’d be happy for the child to have Dyer’s “jetblack hair”. chool of Music and Art, Purana Bazaar, Dimapur organized a concert under the theme ‘Autumn Show’ at the school’s premises on Sunday. Students of different grades from the school under various disciplines performed during the concert. During short sharing,
entrepreneur Among Imchen said children should devote more time learning music. She said at a time when technology has invaded every sphere of our lives, it would be more beneficial for kids to be engaged in acquiring knowledge in music than playing online games which is harmful for the kids.
Another speaker, Hutoi Yepthomi, Public Prosecutor Dimapur, while sharing his experiences as a lover of music said children these days were very fortunate since there were lots of music schools through which they could learn music. He said in the past t h e r e we r e n o mu s i c schools even if there were
a lot of people wanting to learn music. He urged the students to give their time and try to expose themselves and also the parents to invest their time, energy and resources for the future of their children. Speaking as a guest, Pheto Music Association MD, Kashito Kiba guided the students to streamline their talents and interests
and work of it. He also guided the music students to be joyful, humble and approachable. Earlier welcome address was delivered by School of Music and Arts MD, Mhonyamo Kikon. Abemo Humtsoe did the benediction while Chichamo Humtsoe led the event. (Staff Reporter)
Matthias Jabs says Scorpions ‘deserve a spot’ in RRHF
S
corpions guitarist Matt h i a s Ja b s says that his band “deserves a spot” in the Rock And Roll Hall Of Fame (RRHF). The German hard rockers, who been eligible for the honor since 1997, had been the decadelong international long shot when their 1982 album, “Blackout”,
blew up Top 10 in the U.S., powered by the No. 1 rock radio track “No One Like You”. The band’s follow-up LP, “Love At First Sting”, two years later soared to No. 6 on the Billboard album chart with triple-platinum sales while delivering a blitzkrieg of rock anthems, including “Rock You Like A Hurricane”, “Big City Nights” and the signature power ballad “Still Loving You”. Asked for his thoughts on the Rock And Roll Hall Of Fame and whether he thinks SCORPIONS should finally get the nod, Jabs told Tigman of the Q103 radio station in Albany, New York (hear audio below): “I’ve been, I think, at least to the Rock And Roll Hall Of Fame in Cleveland. I’ve heard many times, ‘The Scorpions should be in there.’ Especially if you see who else is in there, we would fit right in. And I think we’ve done enough over the last fifty years
to deserve a spot. And it’s not the time yet, but maybe one day. And, yeah, I wouldn’t mind.” There haven’t been that many metal or hard rock acts inducted into the Rock Hall: Black Sabbath, Mettalica, AC/DC, Deep Purple, Guns N’ Roses, Van Halen and Led Zeppelin, to name a few. Rock Hall rules state that artists become eligible twenty-five years after their first records were released, but the Hall also claims that other “criteria include the influence and significance of the artists’ contributions to the development and perpetuation of rock ‘n’ roll,” which is, of course, open to interpretation. Despite being eligible for induction since 1999 — twenty-five years after the release of its first disc — Kiss didn’t get its first nomination until 2009, and was finally inducted in 2014. Deep Purple was eligible for the Rock Hall since 1993 but didn’t get inducted until last year. (NME)

Reds edge Leicester in five-goal thriller
Liverpool players celebrate after scoring against Leicester City at the King Power Stadium on Saturday.
Lo n d o n, S e p 2 4 (Agencies): Philippe Coutinho scored and had an assist as Liverpool beat Leicester 3-2 at the King Power Stadium. The Brazilian was back to his best as the Reds gained revenge for their Carabao Cup defeat at the same venue on Wednesday. Coutinho, who was the subject of several bids
from Barcelona during the summer transfer window, proved the difference between the sides on his first league start of the season. The 25-year-old provided Liverpool’s opener when his floated a backpost cross that was headed home by Mohamad Salah between the near the post and keeper Kasper Schmeichel. It was a relief for the

Egyptian who had earlier missed a simple chance after being the first to react to a Emre Can effort that cannoned off the post. Liver pool were in complete control at this point and it was no surprise when Coutinho doubled their lead with an inchperfect free kick that sailed into the corner from 25 yards. The visitors showed
their long-standing defence frailties as the first half wore on and allowed the 2015-16 champions back in the match. Shinji Okazaki gave them hope just before the break when he poked home from close range after Reds keeper Simon Mignolet failed to punch to safety. Liverpool appeared to put the game safe when Jordan Henderson re-established their two goal lead firing home at the end of a sweeping move after Jamie Vardy had a shot blocked at the other end. Vardy did get on the score-sheet shortly later when another Mignolet mistake allowed him to head home from close range. The England striker then had the chance to claim a point for the Foxes after Mignolet brought him down in the box. The Belgian goalkee per made amends when he stood firm to block the striker’s powerful spot kick.
Man Utd seek CCTV over Lukaku chants
Olympic champion lifter Moradi breaks 18-yr-old world record
Lo n d o n, S e p 2 4 ( Ag e n c i es ) : M a n chester United have asked for CCTV footage in order to identify fans chanting a controversial song about Romelu Lukaku. United last week said they were seeking advice on the Lukaku chant after it was described as “racist” by anti-discrimination body, Kick It Out. Lukaku insisted United fans “meant well with their songs” but urged supporters to move on from the chant ahead of the game against Southampton on Saturday, where the song was again heard from sections of the United support, before reports of a second chant of “we’re Manchester United, we’ll sing what we want”. United have now released a statement in which they have insisted they will seek out supporters who “disrespected” Lukaku’s request to not sing the controversial chant about him.
A S H G A BAT, S e p 2 4 (Agencies): Iranian Olympic champion weightlifter Sohrab Moradi broke the longest standing world record in the sport to win gold at the Asian Indoor and Martial Arts Games on Saturday. Moradi, who returned from a two-year doping ban to win gold in the 94 kilogram division at last year’s Rio Olympics, set a new world record of 413 kilograms for the combined total. “I have worked very hard and devoted my life to weightlifting, training non-stop three times a day. I allocate my time only to weightlifting, nothing else. This is the secret of my success,” he told reporters. “The world record is the result of these efforts. One of my goals in life was to win Olympic gold because this is very important for every athlete. Another goal was to break the world record and I have done that... it was one of my wishes this

year.” The 29-year-old successfully lifted 185kg in the snatch then summoned up all his remaining strength to hoist 228kg in the clean and jerk after failing with his first attempt at 220kg. His combined lift broke the previous record of 412kg, set by Akakios Kakiasvilis of Greece at the 1999 world championships, held in Athens. It was the longest surviving world record in the sport after the International Weightlifting Federation
twice reset its weight classes in the 1990s in an effort to wipe the slate clean after a spate of positive drug tests in the sport. Moradi himself served a two-year suspension after testing positive for the painkiller methadone in 2003, but has always maintained his innocence. The Rio Olympic event he won was heavily overshadowed by a doping scandal after Polish brothers Adrian and Tomasz Zielinski were both withdrawn for failing drugs tests.
Neymar-less PSG held 0-0 by Montpellier Axelsen, Marin claim singles titles at Japan Open
Paris Saint-Germain’s Kylian Mbappe goes down from a challenge by Montpellier’s Ellyes Skhiri.
Paris, Sep 24 (IANS): Leaders Paris Saint-Germain saw their advantage cut to one point after recording a goalless draw at Montpellier without injured star Neymar while Lyon and Dijon combined for six goals to take one point apiece in Ligue 1 football tournament. Neymar missed PSG’s trip due to his minor foot injury on Saturday, but the
world’s most expensive player was expected to feature in next Wednesday’s UEFA Champions League group match against Bayern Munich. PSG felt a huge impact from Neymar’s absence as they could not create scoring chances against Montpellier’s successful defensive tactics. The 18-year-old newcomer Kylian Mbappe forced goalkeeper Benjamin
Lecomte into a brilliant save in the 47th minute, PSG’s first shot on target. It was the first time that PSG have dropped points this season following six victories in a row. Their margin over defending champions Monaco was cut to one point. Monaco crushed Lille 4-0 on Friday. Lyon broke the deadlock on 20th minute thanks to Nabil Fekir’s fifth goal of the campaign, but the lead only lasted four minutes as Naim Sliti successfully converted the spot kick. The two sides combined for four goals in a 15minute span in the second half, commenced by Dijon midfielder Xeka in the 52nd minute. Houssem Aouar coolly slotted home from Kenny Tete’s cross from the right wing and helped Lyon tie the match at 2-2. Forward Mariano Diaz put Lyon ahead with his fifth league goal fron the 12-yard spot in the 63rd minute, but that was erased by Cedric Yambere’s header in a free kick two minutes later.

India beat Aus to clinch ODI series
Indian cricketers celebrating the wicket of Australian cricketer Glenn Maxwell during the 3rd ODI cricket match at Holkar Stadium in Indore on Sunday. (PTI)
Indore, Sep 24 (Agencies): Aaron Finch’s comeback century proved in vain as India beat Australia by five wickets in the third ODI to seal a series victory with two games to spare. Finch (124 off 125) cracked five sixes and 12 fours on his return from a calf injury, completing his eighth ODI ton during a century stand with Steve Smith (63) as Australia posted 293-6 in Indore.
However, Hardik Pandya (78), Rohit Sharma (71) and Ajinkya Rahane (70) passed fifty - Rohit and Rahane putting on 139 for the opening wicket - as India took an unassailable 3-0 lead following victories in Chennai and Kolkata. Australia, who will now aim for consolation wins in Bangalore on Thursday and Nagpur next Sunday, looked a far more potent outfit with Finch at
the top of the order, the 30-year-old coming in for Hilton Cartwright. Finch put on 70 with David Warner (42) before the latter was bowled by a Pandya off-cutter and then 154 with Smith - the pair’s third successive hundred stand for the second wicket. Kuldeep Yadav, who bagged a hat-trick in India’s 50-run win in Kolkata on Thursday, had Finch caught
at deep midwicket in the 38th over and then Smith pouched at long-off in the 42nd. Smith was followed by Glenn Maxwell (5) a ball later - MS Dhoni completing his 100th ODI stumping - amid Australia losing 5-51 and adding just 59 runs from the final 10 overs. Jasprit Bumrah dismissed Travis Head (4) and Peter Handscomb (3) - Handscomb caught by Manish Pandey at long-off when the fielder pouched the ball, threw it back into play, and grabbed it again after skipping outside the boundary rope. Pandey (36no) then ushered India to their target in the 48th over, putting on 78 runs for the fifth wicket with Pandya, who had added 56 with skipper Virat Kohli (28) for the third. Kedhar Jadav (2) was the only dismissed batsman not to make double figures as Australia’s winless run in ODIs away from home stretched to 14 matches. Brief scores: India 294 for 5 (Pandya 78, Rohit 71, Rahane 70, Cummins 2-54) beat Australia 293 for 6 (Finch 124, Smith 63, Bumrah 2-52, Kuldeep 2-75) by five wickets
ICC launches investigation into Sri Lankan cricket
Dubai, Sep 24 (Agencies): ICC has launched a probe into corruption in Sri Lanka a day after the country’s top players urged an investigation into former player and selector Pramodya Wickramasinghe’s claims of foul play. Wickramasinghe questioned the reasoning behind some of the decisions made during a ODI defeat to Zimbabwe earlier this year. Forty contracted players - including Test captain Dinesh Chandimal and limited-overs skipper Upul Tharanga - petitioned Sri Lanka Cricket to launch an inquiry into the “shockingly disparaging and hurtful” allegations but the ICC has now stepped in. Alex Marshall, the general manager of the ICC anti-corruption unit, said: “The ICC Anti-Corruption Unit works to uphold integrity in cricket and this includes conducting investigations where there are reasonable grounds to do so. There is currently an ICC investigation under way in Sri Lanka. Naturally, as part of this we are talking to a number of people. We will not comment any further on an ongoing investigation.”

Wozniacki retains Pan Pacific Open title TOKYO, Sep 24 (Agencies): Caroline Wozniacki ended her string of final failures by beating Russia’s Anastasia Pavlyuchenkova 6-0, 7-5 in Tokyo on Sunday to win her second straight Pan Pacific Open title. The for mer world number one, who has now won the event three times, was contesting her seventh final of the season after losing the previous six. The 27-year-old Dane, seeded third, burst out of the gate behind a strong service game with two aces in a 21-minute first-set rout, looking fresh after her straight-sets triumph over world number one Garbine Muguruza the previous day. By contrast, Pavlyuchenkova’s g r uelling three-set semi-final win over Angelique Kerber appeared to have taken its toll and she struggled with accuracy, registering three double faults in the set. After being swe pt aside in the opener, Pavlyuchenkova was far more competitive in the second and held her serve throughout until Wozniacki converted her third match point to break once more and seal victory in the 12th game of the set.

“It was my seventh final of the year and obviously after a while it gets harder and harder to get that last one,” Wozniacki said in a courtside interview at the Ariake Coliseum, which will host the tennis events at the 2020 Olympics. “But I went out there and I just stayed focused and stayed aggressive, especially in the beginning and then it was going my way,” added Wozniacki, now ranked sixth in the world. Overall, Wozniacki sent down six aces and failed to register a double
fault or offer up a single break point, while her unseeded opponent coughed up five double faults without managing an ace. Wozniacki’s 26th career title also ensured that the Dane maintained her streak of winning at least one WTA tournament every year since 2008 as she became the fourth player to have captured the Pan Pacific Open title three or more times. The 26-year-old Pavlyuchenkova had been seeking her third title of the year and the 11th of her career.

MADRID, Sep 24 (Agencies): Barcelona maintained their perfect start to La Liga with a sixth straight win as Luis Suarez and two own goals secured a 3-0 win at Girona in a match laced with political tension on Saturday. Real Madrid remain seven points behind Barca thanks to Dani Ceballos’s double on his full debut to bounce back from a shock midweek defeat by Real Betis with a 2-1 win at Alaves on Saturday to move up to fourth. Girona were hosting Barca in a Catalan derby for the first time in the top flight, but a one-sided game on the field was marked by persistent chants in favour of independence for Catalonia. Catalonia’s pro-sepa-
ratist president Carles Puigdemont was in attendance, whilst the pro-independence Estelada flag was waved by sections of both supports. On the field there was much less controversy as Barca were rarely troubled after Aday Benitez turned Jordi Alba’s wayward shot into his own net after just 17 minutes. Another own goal extended their advantage three minutes after half-time when goalkeeper Gorka Iraizoz was fooled by Suarez’s dummy from Aleix Vidal’s cross. And Suarez rounded off the scoring himself with just his second goal of the season by whipping the ball into Iraizoz’s near post from Sergi Roberto’s pass over the top.
