NE can become a major economic hub: Zeliang

Correspondent

KOHIMA, SEP 22 (NPN): Nagaland chief minister, T.R. Zeliang asserted that the North Eastern region, with its geographical advantage, could become a major trading and economic hub, connecting South East Asia and the ASEAN countries. Addressing the ‘4th Connect North-East Summit’ under the theme “Act East through Nagaland” at the NBCC Convention Centre Friday, Zeliang underscored the need for improved connectivity in the North-East region for further growth in the mostly landlocked area and better people-to-people connect. “North-East region is landlocked, except Assam, therefore air and road connectivity become the feasible options, and people have been using roads mostly because of the poor air connectivity,” he said. Informing a host of high profile dignitaries and investors present at the summit, Zeliang said Nagaland shared 215 km of international border and the eight states of the North-East shared over 5,300 km of border with five countries. Expedite tender process for SARDP project: NCSU DIMAPUR, SEP 22 (NPN): Nagaland Contractors’ & Suppliers’ Union (NCSU) has urged the state government and central ministry of transport and highway to expedite the process of inviting tender of SARDP Phase-I Project and ensure that local contractors were eligible to get the contract works under the programme. In a press release, NCSU president, Pele Khezhie, and general secretary, John Kath, expressed “serious concern” over the failure of the state government to implement the order ministry of transport & highway, cancelling the work order in respect of Maytas- Gayatri, a Hyderabad based Joint Venture (JV) for construction of various roads under SARDP-I in Nagaland, which was allotted to the company on February 4, 2011. NCSU stated that Maytas-Gayatri (JV), instead of completing the said project, had abruptly abandoned the construction work since 2014 causing untold hardship to general public. The union also pointed out that it had on several occasions submitted representations urging the ministry

this regard, he said it was imperative for the region to be developed in order to be the nerve centre for economic activity. “We can access the markets of South East Asian countries through Myanmar and therefore we need people-to-people contact with Myanmar,” he said. Apart from trade Zeliang exuded confidence that some mega projects, such as the trans-Eurasian Highway and the Trans Asian Railway, which will pass through North Eastern region, would not only connect the people, but the region to the world. He went on to stress on the need to enhance road and rail connectivity, between India and South East Asian countries, stating that it would be most practical if

it (road and rail connectivity) runs through Nagaland to Moreh border via Imphal, the route for which the battle of Kohima was fought during World War II. He reminded that the decisive and historic Battle of Kohima, fought during the 2nd WW, was for the control of the strategic Moreh-ImphalKohima-Dimapur route-the most vital route for the Japanese forces to enter the plains of India. Zeliang said in order to achieve these, the role of multilateral agencies was important and in this, extended invitation to Japan and Russia, whose delegates were attending the summit, to support the initiatives for better connectivity and economic resurgence. Zeliang also acknowl-

Fin deptt trying to confuse public: NPRAAF DIMAPUR, SEP 22 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAFF) has accused the Finance department (FD) of “trying to confuse the public by beating around the bush” with its hollowed clarifications, rather than responding to the points raised by it. I n a p r e s s n o t e, NPRAFF pointed out that it had raised issues on double drawals, CM Corpus Fund and Article 275 (1). However, NPRAFF said FD chose to ignore all other issues and concentrated only on double drawals, that too without disclosing the GoI sanction number. NPRAFF asked FD that if the double Drawal Authority (DA) was issued as per funds received from GoI under Article 275 (1), then why was the department not being able to disclose the GoI sanction number? Since the govern-

ment was answerable to the public, represented by various organizations/associations etc, it is the duty of the government to clearly clarify any doubts raised by the public through various NGOs, it said. Fur ther, NPRAFF brought out another issue wherein FD had released another Rs 12. 63 crore in 10 drawal authorities during 2016-17 dated December 9, 2016; February 23, 2017; March 6, 2017; March 17, 2017; four different DAs on March 18, 2017; March 20, 2017 and March 30, 2017. All these DAs relate to repair/renovations, retaining walls, boundary walls etc. out of which more than 90% of the DAs were spent for Planning Colony, Kohima, NPRAFF said. With of basic developmental needs yet to reach every nook and corner of the state, NPRAFF questioned the government whether it

was justifiable to spend such huge amount for a single colony by a single department? And whether all the expenditures was need-based? NPRAFF however expressed doubts that if the same trend had been followed for past years, the amount released for repair/ renovations etc. could have cross several hundreds of crores of rupees. The forum maintained that equitable development should reach the public irrespective of their geographical locations. With regard to the clarification that the process of issue of DAs was for the sole purpose of placing the funds at the disposal of the concerned department for implementation of the programme, NPRAFF said if this was the case, then the FD was acting more like a Post Office receiving and releasing parcels (funds). Assault on Naga family condemned

DIMAPUR, SEP 22 (NPN): Coming out strongly against the attack on a Naga family by a group of around five to six nonNaga youth on the night of September 21 at Chumukedima, several organisations have expressed serious concern on the safety of local populace and asked the state govern(Cont’d on p-2) ment to take necessary measures. CNTC: Central Nagaland Tribes Council (CNTC) has vehemently condemned the attack and demanded that a proper befitting action be taken by the authorities against those perpetrators. CNTC stated that the assault on the family by “these immigrants raises a very serious concern on the safety of our people in our own land.” Questioning the state government onwhat steps it had taken till date on the issue of illegal immigrants even after so many crimes were committed by them, CNTC cautioned that in the event the things go out of hand, the state government would be held accountable. Describing illegal immigrant issue as “greatest danger awaiting the Nagas and our coming generations”, the “ T h e e c o n o m y h a s CNTC alleged that the state government, slowed down. edged the proposals of FICCI, who had been advocating for having the “North East ring Road”. He was of the view that such proposal should become a reality so that the road would run parallel to the international borders for about 4000 kms and connect the North Eastern States. On Japanese International Cooperation Agency funded (JICA) project, Zeliang said the project was implemented through department of Forest Environment and Climate Change, which he said, was one of the largest foreign funded projects in the state. The chief minister also welcomed other corporate houses to explore the potential of the region, particularly Nagaland, for investment.

will be wiped out completely by these immigrants.” Further, CNTC asserted that the crimes committed by “these people are danger signs and things to come in the coming days.” CNTC also demanded that Inner Line Permit (ILP) be properly implemented in all the districts and proper mechanism be installed to monitor it, adding that Nagas cannot afford to remain passive over this issue any longer. It also appealed to every tribal hoho to come together on the issue “for the sake of our coming generations or we will have to bear their curse forever.” Asserting that the patience of the people seemed to be running out, CNTC warned that if the government failed to address this issue at the earliest they would have to bear the responsibility of any eventuality. Further, CNTC expressed concern over the random issue of driving licenses, trade licenses, Aadhaar cards, vehicle permits and residential certificates by respective bodies to the outsiders without any thought of future consequences. It also termed as “very questionable and highly condemnable” the purported recruitment of “these immigrants” by some NPGs into their fold, saying it has defiled the very essence and the spirit of the Naga movement. (Cont’d on p-2)

On the occasion, Zeliang released the ‘knowledge paper’ and passed the baton to Arunachal Pradesh, where the next “5th NE Connect Summit” would be held in 2018. Taking note of the natural calamities in the region, Economic Minister, Embassy of Japan, Kenko Sone said Japan was ready to share its knowledge and expertise in disaster management. In his special address to the delegates, Sone informed the gathering that Japan had been offering extensive cooperation in the North-East region, ranging from road network connectivity, energy, water supply and sewage, forest resource management, biodiversity, people-to-people exchange, Japanese language education and post-war reconciliation, he said. Sone said NE region was located at a strategically and economically important juncture between India and South-East Asia as well as within BIMSTEC countries and therefore Japan placed particular importance on cooperation with the NorthEast region. He also said that the Japanese government, with a view to encouraging cultural cooperation with

Assault on Naga family condemned (Fromp-1) CNTC further lamented that despite Centre’s directive to all states to deport illegal immigrants from their respective states and a red alert sounded over the Rohingya immigrants in the country, the state government was yet to take any preventive measures on its part to spread awareness. CNTC said it showed the “ineptness, lackadaisical attitude and carelessness of our elected representatives.” AYO: Angami Youth Organization (AYO) said that the “despicable act perpetrated” by illegal immigrants was a wake call to the Nagas. In a condemnation note, AYO press secretary Zakie Khate wished speedy recovery to the victimized family at the “hands of these unspeakably abhorring aliens”. It also called upon all to initiate steps so that the issue was rightfully addressed and prayed for speedy recovery of the injured. C Y O : C h a k h r o m a Yo u t h Organization (CYO) has vehemently condemned the “barbaric act” and expressed resentment on the anti-social activity taking place in the society. CYO president Neizelie Keditsu in a statement, warned that there was no room for such goons in the society, and that it would fight tooth and nail to uproot evil and anti-social elements. CYO also prayed for the speedy recovery of the unfortunate victim family. It further urged the law enforcing agencies to book the culprit at the earliest and punished them according to the law of the land. TYOD: Tenyimi Youth Organization Dimapur (TYOD) in a condemnation note said that the attacked on a father and son by non-Nagas was a direct challenge to suppress the indigenous Nagas. In this regard, TYOD president, Thejangulie Angami and general secretary, Khrozote Kapfo reminded the “illegal Bangladeshi immigrants” not to take advantage on the silent, soft spoken and the rich culture of Nagas hospitality as its weakness but acknowledged the generosity in accommodating them for peaceful co-existence. They claimed that illegal migration into Nagaland from neigbouring state has posed serious security threat to the identity of Naga people. Te n y i m i Yo u t h O r g a n i z a t i o n Dimapur also said that deportation of illegal migrants have become difficult due to the lack of strong law and political will, as illegal migrants were employed as a vote bank by different political parties by indirectly selling own identity.

Therefore, TYOD called upon the Nagas to take stringent measures against illegal migrants, who have become a real threat to the security of the state. Further, TYOD strongly warned that it will not remained a silent spectator and called upon all right thinking citizens to come forward and join hands in defending the rights of the Nagas. TYOD also appealed to the landlords, the politicians, the government, leaders at grassroot level and all the Naga Political groups irrespective of factions to initiate necessary steps in unison. WSH: Western Sumi Hoho (WSH) has also condemned the incident where some non-Nagas “auto drivers of unknown origins” physically assaulted a father and son including his wife. In this regard, WSH general secretary Vikato K. Achumi in a press statement demanded immediate arrest of those perpetrators and award maximum punishment as permissible by law. WSH also decided to extend full support on any action taken by Chumukedima Youth Organisation (CYO) and the law enforcing agencies on the issue. It also reminded the government and Naga public that the incident was just one of many where in the past precious lives have been taken by “non-Nagas of unknown origin”. Asser ting that non-Nagas of “unknown origins” were involved in majority of criminal activities in Dimapur as per police records, the WSH urged individual and NGOs to stand up on this issue. WSH also questioned state government’s silence, when the whole world, India and Myanmar are burning with the issue of Rohingyas. Despite of this, WSH said state government has not implemented policy or direction by ignoring the fact that Nagaland is also under direct threat of a possible overwhelming influx of Rohingyas. In this regard, WSH has served an ultimatum to the state government to bring down Inner Line Permit (ILP) check gate from Chumukedima to New Field and Dillai check gate within one month. Failure of the state government would be taken as approved by the government empowering NGOs and public to take appropriate step and for which WSH said it will direct Western Sumi Youth Front (WSYF) to enforce ILP within its jurisdiction. In the event of any unwarranted situation arises during implementation, WSH said that the government will be held solely responsible. K

Savitri Thakur addresses BJP party workers on Friday.

Staff Reporter DIMAPUR, SEP 22 (NPN): Bhartiya Janata Party (BJP) Kisan Morcha, national vice president and MP (Lok Sabha), Savitri Thakur, has called upon the people of Nagaland to join hands with BJP to bring in development. Speaking at the 101st birth centenary celebration of Pandit Deendayal Upadhyay organized by Nagaland BJP Kisan Morcha on Friday at Dimapur Town Hall as chief guest, Savitri said BJP would be reaching out to people at the grass-root level so as to bring development in alignment with the rest of the nation. She said Prime Minister, Narendra Modi was committed to development

which was the dream of Pt. Deendayal. Highlighting various schemes that have been brought by BJP-led NDA government, Savitri said Narendra Modi has come out with various schemes for both youths and farmers. The MP also stated that “Mission 2022 for farmers”, which aims to double income of farmers by 2022, could only be made possible if people work together towards it. BJP national kisan morcha, Dr. Shambhu Kumar, also highlighted the various schemes that the central government has adopted specially for the farmers. Kumar suggested the need of reaching out to everyone and establishing a strong structure through

which the farmers could be benefitted. In his speech, Nagaland state BJP, vice president, K James Vizo, said Pt. Deendayal wanted clean and noncorrupt governance towards which Modi government has been striving for. He said BJP high founding philosophy of integral humanism proposed by Pt. Deendayal and that tagging the party as antiChristian and anti-minority was not justified. Blaming Congress for introducing corruption in Nagaland, he said that the idea of corruption was alien to Nagas prior to Congress government. He pointed out that since statehood Nagaland has seen government run by different parties and that still there was no development in the state. He, therefore, called upon the people to give BJP a chance to form the government. Vizo also asserted linking of aadhaar to different schemes as an attempt to streamline development activities in the line of “Sabka Saath, Sabka vikas”. Earlier, delivering the welcome address, Nagaland state BJP president, Visasolie Lhongu gave a brief summary on the life of Pandit Deendayal Upadhyay.

project was for transparent governance throughout the nation. For better understating of empowering panchayati

Protect land from illegal migrants: Brahma Brahma had alleged that illegal migrants managed to grab Government and other land in active support of political leaders and fundamentalist forces. The report also said that a section of political leaders and corrupt bureaucrats were involved in transfer of land to outsiders. When asked to comment on the issue, Brahma expressed the view that it would not have been possible for the illegal migrants to enter India and stay here without connivance of some Indians. “Over the years, the illegal migrants have encroached upon forest land and other Government land. Even tribal belts were occupied. It could not have been possible without active support of political leaders and some officials. Can I go to Bangladesh or Pakistan illegally and stay there without receiving any active support from anyone in those countries,” he added. Brahma said that members of the Committee visited different parts of the State and spoke at length to cross sections of indigenous

people before submitting its interim report. He admitted that the situation is bad in a number of districts. Even in the Bodoland Territorial Autonomous Council area, the situation is bad because of illegal occupation of Government land by outsiders. The situation is also very bad in some other districts including Barpeta, Nagaon, Morigaon etc and the Government must take immediate steps in this regard, he said. At the same time, Brahma alleged that some political leaders were trying to “twist” the facts given in the report. “I have heard some political leaders saying that in the interim report, the Committee had reported that illegal Muslim migrants had become majority in 15 districts of the State. We never mentioned such matter in the report and only expressed concern over the fact that illegal migration is posing a threat to the identity of the indigenous people. There was no mention in the report about the number of districts. One should read the report properly before

making any comment on it,” he said. He also expressed his displeasure at a statement by former Chief Minister Tarun Gogoi, who questioned what Brahma did as the CEC to detect foreigners. Brahma said that it is not the responsibility of the Election Commission to detect and deport foreigners. As a former Chief Minister, Gogoi should know the responsibilities and limitations of the Commission. Brahma admitted that though the laws of the land clearly define that only Indian citizens above the age of 18 years can cast votes, it is possible for the foreigners to get their names included in the electoral rolls in collusion at the lower level and it is difficult for the Election Commission to ensure that such irregularities do not take place at the ground level. He said that when he was the CEC, there were around three lakh doubtful voters in the electoral rolls of the State and “I have come to know that the number of D voters is still over one lakh.”

32 nations lack policies for families with children: UNICEF

New Delhi, Sep 22 (IANS): Thirty-two countries, having the world’s 85 million children under the age of five, do not have any essential policy that supports families with young children, a UNICEF report said. According to the global body, 40 per cent of the 85 million children live in just two countries - Bangladesh and the US. The report said that data from various countries including India was missing. The report says that only 15 countries, including Cuba, France, Portugal, Russia and Sweden, have all the three essential national policies that support families with young children. “We need to do more to give parents and care givers of young children the support they need during this most critical period of brain development,” said UNICEF Executive Director Anthony Lake, adding that if nations don’t invest

Anthony Lake now in the most vulnerable children and families, they will continue to perpetuate intergenerational cycles of disadvantage and inequality. “Life by life, missed opportunity by missed opportunity, we are increasing the gap between the haves and the have-nots and undermining our long-term strength and stability,” said Lake. According to the report, Early Moments Matter for Every Child, two years of free pre-primary education, paid breastfeeding breaks during

LG stalls Delhi government’s students loan scheme New Delhi, Sep 22 (IANS): Lieutenant Governor Anil Baijal has blocked the Delhi government’s students loan scheme and asked that opinion of the central government be taken on the issue, Deputy Chief Minister Manish Sisodia said here on Friday, adding that it would delay disbursal of the loans by two to four years. “There is political enmity with us, but what’s the enmity with Delhi’s children?” Sisodia asked, while addressing media on

Friday evening. The Deputy Chief Minister said that Baijal has asked them to take the opinion of the Union Ministry of Home Affairs and the concerned central ministry. Two years back, the AAP-led Delhi government had started a scheme to provide loans to students for higher education, even if they didn’t have any property or land as security. Sisodia said that though the then Lieutenant Governor had raised some issues, scores of students benefited from the scheme.

the first six months of a child’s life followed by six months of paid maternity leave as well as four weeks of paid paternity leave help lay a critical foundation for optimal early childhood development. “These policies help parents better protect their children and provide them with better nutrition, play and early learning experiences in the crucial first years of life when the brain grows at a rate never to be repeated,” said the report. Among the countries, which do not have any of the child or parent related policies are Algeria, Barbados, Bhutan, Brunei, Gambia and Kenya. The report also highlights that millions of children under five years are spending their formative years in unsafe, unstimulating environments. “Around 75 million children under-five live in areas affected by conflict, increasing their risk of toxic

stress, which can inhibit brain cell connections in early childhood,” the report said. “Globally, poor nutrition, unhealthy environments and disease have left 155 million children under five stunted, which robs their bodies and brains from developing to their full potential.” It also mentioned that a quarter of all children between the ages of two and four years in 64 countries do not take part in activities essential for brain development such as playing, reading and singing. “Around 300 million children globally live in areas where the air is toxic, which emerging research shows can damage children’s developing brains,” it said and added that the failure to protect and provide the most disadvantaged children with early development opportunities undermines potential growth of whole societies and economies.

Kumar was optimistic that socio-economic development and improvement of connectivity would usher in a more positive and peaceful environment. North Eastern Council secretary, Ram Muivah, in his address said the next revolution in India would be infrastructure revolution, for which the North Eastern Region should not miss the opportunity just as NE missed green revolution and IT revolution. He said only three out of the eight capitals in the North-East states-- Agartala, Guwahati and Itanagar -- were connected by broad gauge rail link. He voiced the hope that Imphal would also be connected by 2018 and Aizawl and Kohima by 2019. Muivah expressed

happiness to see the ongoing four-lane project between Kohima and Dimapur, saying this would transform Kohima and Dimapur. He also stressed that Avangkhu and Longwa road must be declared as National Highway. Muivah said the proposed Greenfield Airports at Razhaphema and Itanagar needed to be taken up expeditiously while completion of the Pakyong Airport should be expedited. In his concluding remarks, chairman FICCINEAC, Ranjit Barthakur said he was looking forward to have recommendations on various policies as “Nagaland Declaration” and also opined to have “North East Implementation Centre” to monitor certain activities of NE states. The programme was chaired by deputy secretary general FICCI, Arun Chawla.

Handling immigrant issue

I

t is time that the issue of illegal immigrants suspected to be of Bangladeshi origin, be taken up in a serious manner by the state government of Nagaland, in consultation with various public organisation in each district so that a proper mechanism could be set up to monitor their presence. The incident on September 21 in Chumukedima has further highlighted the potential danger of criminals among those hosted, housed, employed, unchecked, unlisted and unverified numbers of suspected illegal immigrants within the state. It is also to be noted that the unchecked movement of illegal immigrants is also rampant in Assam, Manipur and Arunachal Pradesh etc. The Tripura tragedy continues to serve as a classic example of how Hindu immigrants from Bangladesh (erstwhile East Pakistan) have completely overwhelmed the local Twipuris from being a dominant majority of 80% now reduced to 25% of the population and pushed to the edge as aliens in their own homeland. The reason why illegal Hindu immigrants have outnumbered Twipuri locals through a systematic and organised rehabilitation is due to tacit support from the state. Moreover, since majority rules in democracy, these immigrants, who obtained certification, have taken the political power from the locals completely and enlarged the cycle of connivance and facilitation. The mindset of these illegal immigrants-turned- domiciled citizens have shown no respect for the indigenous tribals and this is the reason why there is no limit to atrocities, crime and exploitation in the north-eastern states as these immigrants continue to create havoc in Tripura. This is not to condemn all immigrants as criminals etc but the facts point to a very discomforting picture, that there are criminals under dons who control such criminal gangs. Indigenous people of Tripura have been suffering and have also been deprived of their constitutional rights. According to media reports, it is suspected that more than 65,000 Bangladeshis entered Agartala, in the past three- 2014, 2015 and 2016- with tacit help from the government. All of them got Indian citizenship kit which has PRTC certificate, Ration Card and Voter ID card for just Rs. 35,000. A report in a portal shows how the illegal migrants were issued the certificates within one day of arrival at Sardar SDM Office. In some special cases, the Government also provided illegal migrants with government jobs and other facilities in exchange to loyalty and votes to CPI (M) during elections. The Bangladeshis are buying land and getting admissions into Indian Institutes with these legal documents provided by the government. This is not an isolated case as this system can be found to exist in other states. In 1990, Nagaland Post exposed a nexus between some district staff with fraudsters in selling domicile certificates and ILP to suspected illegal Bangladeshi Immigrants. Everybody is crying hoarse against these illegal Bangladeshi immigrants or IBIs but due to lack of a uniform and implementable policy these fears reverberate as echoes in the distant hills. Immigrants are a reality and so there has to be a clear policy on how to deal with the issue. The fears should not be fuelled by unfounded grounds that only create xenophobia. This issue has to be handled wisely lest unwanted situations overwhelm the state and lead to unwanted incidents such as the lynching in Dimapur.

DailyDevotion The Missionary’s Master and Teacher You call Me Teacher and Lord, and you say well, for so I am ….I say to you, a servant is not greater than his master… —John 13:13, 16 To have a master and teacher is not the same thing as being mastered and taught. Having a master and teacher means that there is someone who knows me better than I know myself, who is closer than a friend, and who understands the remotest depths of my heart and is able to satisfy them fully. It means having someone who has made me secure in the knowledge that he has met and solved all the doubts, uncertainties, and problems in my mind. To have a master and teacher is this and nothing less— “…for One is your Teacher, the Christ…” (Matthew 23:8). Our Lord never takes measures to make me do what He wants. Sometimes I wish God would master and control me to make me do what He wants, but He will not. And at other times I wish He would leave me alone, and He does not. “You call Me Teacher and Lord…”— but is He? Teacher, Master, and Lord have little place in our vocabulary. We prefer the words Savior, Sanctifier, andHealer. The only word that truly describes the experience of being mastered is love, and we know little about love as God reveals it in His Word. The way we use the word obeyis proof of this. In the Bible, obedience is based on a relationship between equals; for example, that of a son with his father. Our Lord was not simply God’s servant— He was His Son. “…though He was a Son, yet He learned obedience…” (Hebrews 5:8). If we are consciously aware that we are being mastered, that idea itself is proof that we have no master. If that is our attitude toward Jesus, we are far away from having the relationship He wants with us. He wants us in a relationship where He is so easily our Master and Teacher that we have no conscious awareness of it— a relationship where all we know is that we are His to obey.

Post-mortem Ramifications of the enforcement of Lament for a Tree – Chalie Kevichusa 91st Amendment of Indian Constitution D (May 31, 1978, Ura Mail)

T

he 91st Amendment of the Constitution of India was a landmark decision in the Parliamentary history of India. The amendment was a major austerity measure intended to minimize the expenditure on offices of profit manned specifically by elected representatives of people. By this Amendment of the Constitution, the limitless induction of elected representatives into office of profit was restricted to 15% of the total number of a House. Against the existing total 60 seats, 15% was worked out to be permissible 12 Cabinet posts only in Nagaland which came into effect in the 10th House of Nagaland Legislative Assembly (NLA) in 2003. Nevertheless, for the sake of survival, the former Chief Minister N. Rio, present MP was perhaps compelled to resort to induction of his colleagues as Parliamentary Secretaries with portfolios in the rank of Minister of State. Except the change of nomenclature, the perks and the paraphernalia earlier enjoyed by the erstwhile Minister of State are fully enjoyable by Parliamentary Secretaries. The former CM also introduced the appointment of Adviser to Chief Minister with Cabinet rank and began with a single Adviser at the beginning. Taking advantage of the precedence, presently, the CM TR Zeliang has appointed 9 advisers holding portfolios with Cabinet rank and 26 Parliamentary Secretaries in the rank of Minister of State. The grand total of the present elected representatives holding office of profit in Nagaland stands at 26+9+12= 47 out of 60 MLAs. By the law of the country, 48 MLAs out of 60 have to remain as MLAs only and just 12 MLAs are allowed to hold office of profit. The existing arrangement of allowing 35 MLAs to hold office of profit is in excess of the permissible limit of 12 Cabinet Ministers which is a complete reverse and is therefore detrimental to 91st Amendment. Thus, we have excess cooks and though they are supposed to prepare food for the people of Nagaland, the cooks used to hog every preparation themselves leaving nothing for others to enjoy. We have therefore to reduce the size of cooks as per law in the interest of the common man. Look at how much devel-

Dear Editor, I am compelled to write to you so that my concerns and inputs can reach a wider audience for deliberation and discussion. Though it has been a sensitive subject for so long and we hoped that there is a mechanism in place to check and take care of this issue. Sadly we have now come to realise that it is not so. In my recent tour of Nagaland, I have come to realise the urgency to raise this issue and urge the governmnet to take necessary action to curb the menace of IBIs. This issue also needs a cautious approach so as to be able to differentiate between an illegal immigrant and a valid Indian resident. However as the provision in Article 371(A) allows us, we have ILP as a tool at our disposal for the moment. The immediate concern is unregulated influx of Illegal immigrants and for this I propose to both the administration and the various organisations to take up this matter seriously. This is a strategy which I think will be practical if government is willing. The immediate process of reissuing “fresh ILP” has to start. For this, First district administration in Dimapur (or any district authorised to issue

opment funds for Nagaland are consumed for maintenance of 35 additional MLAs holding office of profit. The 9 Advisers to CM are with Cabinet rank and they do enjoy as much facilities a regular Cabinet Minister enjoys. The rest 26 Parliamentary Secretaries are entitled to enjoy the perks and the paraphernalia the erstwhile Minister of State used to enjoy. Not to speak of the funds placed at the disposal of these big shots, even providing Police security to them alone has immense financial burden on State’s exchequer. In view of abusing the 91st Amendment by setting aside the austerity measure, some of the advance States started filing PIL in courts challenging the appointment of Parliamentary Secretaries. The petitioner against the former Parliamentary Secretaries in AAP ministry in Delhi even sought for disqualification of those who held office of profit in violation of the Constitutional provision and the case is pending in the court. The Parliamentary Secretaries under BJP ministry in Assam had to demit their offices of profit by the latest ruling of Supreme Court of India. The former 9 Parliamentary Secretaries in Mizoram faced similar challenge from the public and without contest they all gracefully resigned. A senior Naga citizen who is also a law graduate commented on the erratic application of the Supreme Court’s judgement on the issue saying that India has a very bad system. I tend to agree with this old man because of the fact that 91st Amendment is for every State and Union Territory under the Union of India. Accordingly, when a judgement on the necessary enforcement of that provision in question was given by the apex court, the application should have become uniform and not on the condition of the individual State invoking the judgement only at State level initiatives. The lethargy of Indian law is knowing that the Constitution was violated, the defaulting States were allowed to do so, till someone takes the trouble to wake up the court to intervene. In the best interest of Nagaland, the NTC has filed PIL in the High Court Kohima Bench which is now transferred to principal court at Guwahati by Justice S. Serto. In the event of

ILP) should establish ILP cell with an official phone number and ILP Facebook page. 1. Administration should Issue a Code to all the Districts, Towns, Villages and wards in this sequence: 01 Kohima 02 Mokokchung etc (Similar to Vehicle Numbering) 2. Towns and Villages should be labelled 001Kohima Town, 002 Kohima Village 003 Viswema etc 3. Colony or Khels should be labeled A-Midland B-Chandmari etc 4. The Codes will read as for e.g. Kohima town Midland 01/001/A where 01=District, 001-Town A=Colony 5. Each Colony/ Panchayat should appoint an ILP in-charge for verification of Address and register a Valid Phone Number. 6. People seeking ILP will be categorised in the following manner: i) Tourist ii) Daily Wage Worker - Permit from Municipal or Labour Dept iii) Skilled Workers Certificate from Labour or Employment/ITI iv) Business - Certificate from Municipal or Chamber of Commerce along with House Owner Undertaking v) Employed Staffs -

the Honourable Court passing judgement on the PIL upholding the ruling of the Supreme Court for enforcement of the 91st Amendment Act in the State of Nagaland at par with the rest, we can expect some positive ramifications. a) The immense headache of any Chief Minister in choosing his team and portfolio allocation is mitigated henceforth. b) Those who are in the Cabinet will be forced to become more accountable to 48 MLAs in particular and to the State in general. The days of a minister will be counted as the 48 MLAs may not spare an arrogant, selfish, high profile and non-performing minister. Keeping the authority on tender hook for the sake of common man is the essence of democracy. c) The democratic voice of the MLAs which has been curbed for more than a decade will be revived both inside and outside of the House. Consequently, semblance of parliamentary democracy will return. d) Any MLA will become a political non-plus lest he asserts both inside and outside of the House. The MLAs are threatened not to put up Starred or Un-Starred questions by rogue ministers or Parliamentary Secretaries or MLAs are purchased once they submit any question as of today. Yet, when the law is enforced, unless an MLA works harder for his Constituency, one can be left behind. e) In the present context, since every MLA holds a department, none dares to raise any question on the performance of other fearing for boomerang. Silence is the safest strategy of the elected representatives in contemporary politics and that is how the Assembly sitting takes just 15 minutes for the Speaker, NLA to adjourn the house. Thus democracy has failed to work in Nagaland. f) This exercise will close a major bottom hole of the financial bucket and it will give dividend to State in the long run. This is part of the reformation process. Without prejudice or ulterior motive or subjectivity but with sense of altruism and in the greater interest of the State of Nagaland, the NTC has filed PIL. o you ever feel at times that something is not quite as it has been or should be, yet unable to put your finger on what it is that is wrong? Such feelings can be exasperating, and more so when your mind is not occupied with thoughts, ideas or problems of immediacy. Driving along NH 39 between Kohima and Dimapur, I have often felt this feeling of unease - of irritation - whenever I reached the Dzüza river. Every time this feeling came upon me, I used to look around and try to identify what it is that is not what had been. I would look at the new Government buildings which have come up on some terraced rice fields since construction on the Dzüza Hyde Project started; but no, it was not that. I thought perhaps my sub-consciousness might have missed the old bridge which has been dismantled following the damage caused on it by the Naga Army, but I would recollect that I began having this feeling much later than that. I would look at the retaining walls which the BRTF have been putting up and would run approving eyes on them. Yet my sub-consciousness continued to nag me whenever I reached that area. This state of uneasiness persisted for several months until the other day when I was returning to Dimapur from Kohima in the company of Manik Bhattacharjee when suddenly it dawned upon me that a Tree was missing. Manik had been talking a mile a minute on how little of Nagaland he has seen even though he has spent the better part of his life here, but I was paying him only half a mind, the other half being occupied with my driving while I kept on interjecting his verbal marathon with appropriate grunts and monosyllables. I do not even remember what remark it was that Manik made to make me realise that a Tree that used to stand just in the edge of the river was no longer there. If you were to ask me what kind of a tree it was that has been cut down, I am sure that I will not be able to tell you. For all I know, it was just an ordinary tree, about a dozen metres high. It used to stand on the eastern side of the river well within the banks of the Dzüza and visible to the

eyes for long minutes as one approaches the bridge from either side. As I recall, it was not an extraordinarily beautiful tree. It was just an ordinary tree. But … How vividly I can recall to mind the extraordinarily beautiful blue vanda orchids which used to adorn the sparsely foliaged branches of the tree. There were about half a dozen of them - those aerial fairies. Every November, they were a delight to tired eyes sore from the winter chill. And the tree on which they grew was positioned in such a way that the beautiful vandas were visible hundreds of paces before one comes upon the bridge and they would remain in sight long after one has crossed the river. As it occurred to me that the tree with the half a dozen or so vandas no longer stood there, a spurt of anger surged through me. What vile hands had brought down the tree! What cruel currents of the river must have despised those enchanting vandas which had enthralled thousands of eyes over the decades! Then it came to me that the tree had to make room for the retaining wall. It was a price, a small price, that we had to pay for development. Hundreds of trees with thousands of even the rarest orchids cannot stand in the way of development. Yet a feeling of numbness persists in me and things will never again be the same whenever I cross the Dzüza bridge. Perhaps. His life was cruelly ended by assassins’ bullets on September 23rd, 1992 in Fellowship Colony Dimapur. Almost four decades (1978) since this Editorial was published the conf lict between ‘development’ and ‘destruction’ has only grown more ‘vile’. With these inputs, I hope there will be more discussions and deliberations and before it is too late, I hope we have mechanism in place to check this menace of Illegal immigrant issue and protect this land for our children. Thanking you, Richard Belho

Reader’s Post

Importance of public safety Sir, These days we have been seeing and reading a lot of assassination attempts and fierce threatening to individuals and this might happen to any of us at any moment in the days ahead. It is serious safety issue for people in Nagaland if just about anyone from any background can barge in and then threaten or fire at you. Nagaland cannot become another America where anybody can shoot anytime anywhere. There should be strict gun laws, CCTV cameras should be installed and every citizen in Nagaland should stay alert in case you and I are next in line. The government should by all means intervene and ensure the safety of its people. Calling the police is not a realistic solution at times like these because a criminal who is 3 seconds away can’t be stopped by the police even if they are just 30 seconds away. In such a situation, self-defense is usually the only viable option. I respect our police and acknowledge the difficult job they have to do, but it is evident from recent incidents - that we have no real protection against shootings or a sudden, violent attack while honest citizens go unarmed. (From p-1) point in the state, the federation appealed to the minister for selection of indigenous inhabitants applicants of the state on priority. It urged to consider other applicants should any vacancy arose after accommodating the Indigenous inhabitants. NSF also pointed out that the number of graduates (bachelor degree) from 2015, 2016 & 2017 was 3098, 3657 and 3837 respectively, but the intake capacity of students for B.Ed per academic year was approximately 900. Out of the total number of B. Ed seats, NSF said that almost 60% was taken by in-service teachers. Therefore, the federation has suggested that the criteria for having B.Ed qualification in the forth-coming departmental examination should not be made mandatory. NSF on MBBS seat NSF has appealed to the state government to take up the issue of a Naga girl, who was denied admission to Guwahati Medical College. In an appeal to principal secretary, health & family welfare (H&FW), the NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, pointed out that the girl was pursuing her MBBS study as a private sponsored candidate at Lucknow. However, NSF said she was selected by the state government through NEET 2017 to undergo MBBS course at Guwhati Medical Collage, Assam under NEC quota. As she was selected, NSF said the girl left her previous college to avail the government allotted seat at Guwahati Medical College. However, on arrival at the institute, NSF she was denied admission to the said institution “for the reasons best known” to the governments of Assam and Nagaland. The federation, therefore, has urged the responsible authority to take up the matter immediately or arrange for an alternate institute. NSF stated that the student had every right to claim her seat as she cleared NEET, 2017 on merit basis.

Somasundaram PR, Managing Director-India, WGC said: “We have been importing 900 tonnes of gold a year. India has stock of 24,000 tonnes of gold valued at $1 trillion. If we include gold available with banks, value goes up to $1trillion. Industry has gone through fast-paced changes and we cannot set the clock bank. We have to sit with the government to see what gold can do for India.” Former Reserve Bank of India Gover nor C. Rangarajan said despite various gold schemes introduced by the government, people still remain attracted towards the yellow metal. “People often buy gold to hide unaccounted money. Gold transactions have to become transparent.” Welcoming government’s decision to furnish PAN card for high value gold purchase, Rangarajan asserted that Goods and Services Tax of 3 per cent on gold is low and should not be objected.

New Delhi, Sep 22 (PTI): Punjab National Bank on Friday said it plans to raise up to Rs 5,000 crore equity capital from the markets to fund growth. The public sector bank however did not give any indication as to whether it would be raised by diluting government equity or issuing Additional Tier-1 (AT1) bonds. The decision in this regard would be taken in the board meeting on September 27, PNB said in a filing to the stock exchanges.

New Delhi, Sep 22 (IANS): The government is keen to make the gold market transactions more transparent, Manoj Kumar Dwivedi, joint secretary, Ministry of Commerce and Industry said here on Friday. “The government’s objective is to make the gold industry transparent throughout the value chain. We still need to do a lot to reach that benchmark of transparency,” Dwivedi said while addressing at the 10th International Gold Summit by Assocham. He said the government is looking at how to provide easy availability of gold to the industry stakeholders, facilitate ease of doing business and give financial support. Similarly, on the consumer front, it is looking at how to ensure quality and standard gold and fair, transparent price. Despite various effort of the government to diversify Indians’ interest from gold into other financial products, people still heavily invest in gold.

India’s ability to face challenges in economy is much better, higher than what it traditionally has been,” he said. New Delhi, Sep 22 (PTI): Lending rate cuts are the only viable way to economic recovery as they would perk up demand and push investments, a report has said. The report said that structural reforms take long time of 5-10 years to reflect in growth rate or reviving the stranded projects. In a research note, BofAML said, “Lending rate cuts hold the key to recovery. They would push up demand, put idle factories to work, and spark off investment when capacity is exhausted, in our view.” The report further said that with 2017-18 likely to see sufficient USD 35 billion of reserve money, lending rates should come off 25 bps (0.25 percentage point) before the OctoberMarch busy season sets in (and 50 bps by September 2018). Lending rate cuts are the only viable route to recovery rather than structural reforms which can take a long time of around 5-10 years to reflect in growth numbers, it adds.

“IBC is now in full swing now. Speed is of essence. Resolution is to be made in good faith. Certain trust in the decision making of these institutions is essential. If we work on these principles, we should be able to accept some early harvest,” he said. Pledging support to the revival of the banking system, Jaitley said that all government efforts were directed to make banks stronger in terms of resources. “In this challenge, the government stands one with the banking system. Whatever steps are required to be taken, we will expeditiously work with banking system to strengthen it.” “All government efforts, whether be it toward erosion of black money, Goods and Services Tax (GST), other reforms, have been to make sure that the ability of the state is strengthened in terms of resources... to find resources for the banking system,” Jaitley said.

We have done adequate analysis as to the cause of these challenges,” he said addressing the 70th annual general meeting of Indian Banks’ Association (IBA) here. “Now as a dynamic society we have to look for best solutions and ensure resolution of these issues faster.” Jaitley said that there was also a major challenge with regard to increase in stressed assets. “I think this is the core area of concern to-

“These super-engineered antibodies seem to go beyond the natural and could have more applications than we have imagined to date. “It’s early days yet, and as a scientist I look forward to seeing the first trials get off the ground in 2018. “As a doctor in Africa, I feel the urgency to confirm these findings in humans as soon as possible.” Dr Anthony Fauci, the director of the US National Institute of Allergy and Infectious Diseases, said it was an intriguing approach. Trump insulted me and my country in front of the eyes of the world and made the most ferocious declaration of a war in history,” Kim said. “I will make the man holding the prerogative of the supreme command in the US pay dearly for his speech,” which he called “unprecedented rude nonsense”. “Action is the best option in treating the dotard who, hard of hearing, is uttering only what he wants to say,” Kim added. “I will surely and definitely tame the mentally deranged US

number of strains of HIV. But after years of infection, a small number of patients develop powerful weapons called “broadly neutralising antibodies” that attack something fundamental to HIV and can kill large swathes of HIV strains. Researchers have been trying to use broadly neutralising antibodies as a way to treat HIV, or prevent infection in the first place. The study, published in the journal Science, combines three such antibodies into an even more powerful “tri-specific antibody”. Dr Gary Nabel, the chief scientific officer at Sanofi and one of the report authors, told the BBC News website: “They are more potent and have greater breadth than any single naturally occurring

Regarding which measures to take, I don’t really know since it is what Kim Jong Un does,” said Ri. In response, Trump said on Twitter: “Kim Jong Un of North Korea, who is obviously a madman who doesn’t mind killing or starving his people, will be tested like never before!” Kim’s use of the term “dotard”, had set the internet alight. While not widely used today, the insult is centuries old, appearing in medieval literature from the ninth century. Searches for the term spiked in the wake of Kim’s address, according to dictionary Merriam-Webster, which defines the term as referring to “a state or period of senile decay marked by decline of mental poise”.

body that attacks 99% of HIV strains and can prevent infection in primates. According to BBC news, it is built to attack three critical parts of the virus - making it harder for HIV to resist its effects. The work is a collaboration between the US National Institutes of Health and the pharmaceutical company Sanofi. The Inter national Aids Society said it was an “exciting breakthrough”. Human trials will start in 2018 to see if it can prevent or treat infection. Our bodies struggle to fight HIV because of the virus’ incredible ability to mutate and change its appearance. These varieties of HIV - or strains - in a single patient are comparable to those of influenza during a worldwide flu season.

Pyongyang/Washington, Sep 22 (IANS): Responding directly for the first time to US President Donald Trumps threat at the UN to destroy nucleararmed North Korea, its leader Kim Jong-un called Trump a “mentally deranged US dotard” while the latter responded by terming the regime leader a “madman” who would be “tested like never before”. The war of words between Kim and Trump escalated on Friday as the regime’s Foreign Minister Ri Yong-ho hinted that North Korea may explode a hydrogen bomb over the Pacific Ocean in response to the US President’s threat. In a rare statement, Kim said that Tr ump would “pay dearly” for his threat, a state media report said. The leader said he “will consider with seriousness exercising of a corresponding, highest level of hard-line countermeasure in history”, the Korean Central News Agency (KCNA) reported. “I am now thinking hard

Islamabad, Sep 22 (PTI): Slain Pakistan prime minister Benazir Bhutto’s daughters Friday hit out at Pervez Musharraf for accusing their father Asif Ali Zardari of being responsible for her assassination, calling the former dictator a “murderer” and “coward”. Yesterday, Musharraf claimed that Zardari was responsible for the killing of his wife Benazir and said the former president gained the most from the assassination of the country’s first woman prime minister. Benazir’s younger daughter Aseefa Bhutto Zardari said in a Tweet that she was “disgusted and appalled by media houses that are giving attention to this murderer, who ran away”. “Blaming the victim. #ShameOnMusharraf,” she said in another tweet. Benazir’s elder daughter Bakhtawar slammed Musharraf in a series of tweets. “Musharraf should quit talk shows and come talk in the courts of Pakistan. Coward. #ArrestMush #BlamingTheVictim,” she said in a tweet.

Levante maintain La Liga winning run

Levante players celebrate after scoring a goal during their La Liga match against Real Sociedad.

Valen c ia , S e p 2 2 (IANS): Spanish football club Levante topped visiting Real Sociedad 3-0 here to remain unbeaten after five matches since return-

ing to La Liga. The hosts, who spent the 2016-2017 season in the second division, have posted two wins and three draws for 9 points, an iden-

tical record to neighbors Valencia on Thursday, reports Efe news agency. Levante started strong before gradually yielding possession to Sociedad while remaining alert for openings on the counter. Just as the squads looked set to end the first half scoreless, Levante’s Chema connected with a cross from Jose Luis Morales to put the home side ahead 1-0. Juanmi had an opportunity to equalize for Sociedad in the opening minutes of the second half, but his shot sailed over the crossbar. Sociedad kept Levante pinned in their own end, yet their dominance did not translate into goals and the passing of the minutes

led the visitors to take more chances, which in turn made them more vulnerable to counterattack. With 15 minutes left in regulation, the referee awarded Levante a penalty after Alvaro Odriozola was brought down in the area and Morales converted from the spot to make it 2-0. The final goal came in the 88th minute, when Enis Bardhi connected on a direct free kick after Sociedad’s Diego Llorente was sent off for a second yellow card. Sociedad, with three wins and two defeats, have 9 points, but trail fourthplace Valencia and fifthplace Levante on goal difference.

Messi, Ronaldo, Neymar final nominees for FIFA best player

Lionel Messi

Cristiano Ronaldo

Neymar

LO N D O N, S e p 2 2 (Agencies): Neymar was named alongside Cristiano Ronaldo and Lionel Messi on the three-man shortlist for the Best FIFA Men’s Player Award, which was announced in London on Friday. Brazil superstar Neymar, 25, won the Copa del Rey with Barcelona last season before joining Paris Saint-Germain in a blockbuster 222 million euros ($266 million) move that smashed the world transfer record. Ronaldo, 32, is the overwhelming favourite to win the award, having led Real Madrid to the La Liga title and a third Champions League success in four years last season. He won last year’s award after winning the

Champions League with Madrid and the European Championship with Portugal. Ronaldo previously won the FIFA World Player of the Year award in 2008 and is a four-time winner of the Ballon d’Or. Messi, 30, scored 54 goals last season as Barcelona won the Copa del Rey and Spanish Super Cup. The Argentina great, a record five-time winner of the Ballon d’Or, has made a superb start to the current campaign, scoring 12 goals in his first eight appearances in all competitions. Ronaldo won the inaugural Best FIFA Men’s Player Award last year after a six-year merger between the FIFA honour and the Ballon d’Or. The shortlist for the Best FIFA Women’s Player award comprises Venezeu-

la’s Deyna Castellanos, Carli Lloyd of the United States and Dutch player Lieke Martens. Real Madrid’s Zinedine Zidane goes head to head with Chelsea’s Antonio Conte and Juventus boss Massimiliano Allegri for the top coach award. Veteran Italian goalkeeper Gianluigi Buffon is shortlisted for the Best FIFA Goalkeeper prize alongside Keylor Navas of Real Madrid and Bayern Munich’s Manuel Neuer. The winner of the 2017 awards will be announced during a ceremony at the London Palladium on October 23. The voting for the award, equally weighted between national team captains, national team coaches, media and fans, closed earlier this month.

BCCI amends schedule to add NE teams in tourneys

Kolkat a , S e p 2 2 (IANS): The Board of Control for Cricket in India (BCCI) on Friday wrote letters to all state associations saying that the domestic schedule for junior and women’s cricket matches has to be changed in order to accommodate teams from the North East states and Bihar for the upcoming season. “There is a change in the schedule, arising out of the inclusion of teams from NE States and Bihar,” BCCI general manager Ratnakar Shetty wrote in a letter to all state associations. Six nor th easter n states of Meghalaya, Manipur, Mizoram, Arunachal Pradesh, Nagaland and Sikkim had met COA on September 8 appealing for allowing them to field a combined team in this year’s Ranji Trophy. While there was no mention of that, dedicated tournaments like a Under19 Women’s League, U-23 men’s one day tournament and the Vijay Merchant Trophy (U-16) for the North East states and Bihar were mentioned in ‘additions’. The U-19 Women’s League will be held from November 1 in Dhanbad while Ranchi will host the U-23 men’s one day tournament from January 21. The U-16 Vijay Merchant Trophy will be held in Shillong in December.

Muguruza sails into Pan Pacific Open semis

Garbine Muguruza returns a shot to Caroline Garcia during a Pan Pacific Open quarterfinals match in Tokyo on Friday.

Tokyo, Sep 22 (Agencies): Garbine Muguruza put on a clinical display to power past Caroline Garcia 6-2 6-4 in the Pan Pacific Open quarter-finals in Tokyo on Friday. The 23-yearold Wimbledon champion, who climbed to the top of the WTA rankings on Monday, hardly broke sweat against the Frenchwoman, ranked 20th in the world, on her way to victory in an hour and 20 minutes. Muguruza took a 2-1 lead in the first set after an early break and continued to dominate until midway through the second, nullifying Garcia’s serve twice more as she looked to close out the contest quickly. Garcia, however, staged a mini-revival when she converted her only breakpoint opportunity in the sixth game of the second

but the Spaniard regained control of the contest with another break in the very next game. The 2016 French Open winner will face either defending champion Caroline Wozniacki of Denmark or Slovakia’s Dominika Cibulkova in the last four. Earlier, Germany’s Angelique Kerber won a battle of former world number ones against Karolina Pliskova 7-6(5) 7-5 to set up a semi-final clash against Anastasia Pavlyuchenkova. The two-time grand slam champion, who defeated her Czech opponent in their last meeting at the 2016 U.S. Open final, converted her fifth match point to register a first win over a top-20 player this season. “Being back in the semis here in Tokyo is a great feeling,” said Kerber,

who last reached the semifinals at the event in 2014, in a courtside interview. “It’s always tough to play against (Pliskova), so I was trying to focus on my game. I think I played a good match today.” Nimble on her feet, Kerber, who has dropped to world number 14 since storming to the Australian and U.S. Open titles last year, put immense pressure on Pliskova’s serve but failed to convert 12 of her 13 break-point opportunities. She did, however, hold her nerve during the first set tie-break to edge ahead and then finally broke in the 12th game of the second set to seal a spot in the last four. Russian Pavlyuchenkova defeated another Czech player, Barbora Strycova, 5-7 6-3 6-1 to advance to the semi-finals.

Pranaav-Sikki reach Japan Open semi-finals Tokyo, Sep 22 (IANS): India’s mixed doubles pair of Pranaav Jerry Chopra and N. Sikki Reddy reached the semi-finals, while the men’s singles shuttlers Kidambi Srikanth and H.S. Prannoy fell in the quarterfinals of the $325,000 Japan Open Superseries here on Friday. Pranaav-Sikki got the better of South Koreans Seung Jae Seo and Kim Ha Na 21-18, 9-21, 21-19 in 58 minutes. The Indian pair will have a good chance to advance to the final as they will meet Japanese qualifiers Takuro Hoki and Sayaka Hirota on Saturday. The performance of Pranaav and Sikki was the only positive for India on a day which saw Prannoy and Srikanth lose. Olympic silver medallists P.V. Sindhu and Saina Nehwal lost on Thursday in the quarter-finals. Srikanth lost to recently crowned world champion Viktor Axelsen of Denmark 17-21, 17-21 in 40 minutes. Prannoy lost to Chinese second seed Shi Yuqi 15-21, 14-21 in 45 minutes.
