However, the counsel for the petitioner submitted that he was not pressing on the prayer C and D of the writ petition but his challenge in the petition was confined to the “constitutionality of the decision of the Speaker in accepting or recognizing the whip of respondent no. 2” The single bench judge, justice S. Serto after hearing the counsel of the respondent, granted three weeks time to file the affidavit-inopposition of the respondents. In this regard, the court has asked for the matter to be listed on October 12, 2017. Convention Centre, Kohima. During the summit, Sone said he would be able to lay down the blue print as to how his country was looking forward to develop and invest in the region. The minister said his visit was also a follow up of the IndiaJapan Act East Forum agreement and to have intensive discussion with stakeholders in the region. This way, Japan would be able hone this process to be more effective and efficient going forward, he said. Sone said among others, road development would be one of the key areas to enhance connectivity to Nagaland and Manipur. structure development, people to people exchange programmes, tourism cooperation etc. were discussed at length. With his visit, Sone was optimistic that the forum would be able speed up the process, keeping in mind the PM Narendra Modi’s ‘Act East Policy’ and Japan PM, Shinzo Abe’s strategy for a “free and open” Asia-Pacific region, which connects parts of Eastern Africa, South Asia and Southeast Asia with the western Pacific Ocean region and Japan. For this, he said North East India region would act like nerve centre. Meanwhile, the minister also informed that Japanese government would invite 25 students from Manipur and Nagaland to Japan in the month of October. This would be a small initiative of ‘people to people contact, he added. On a lighter note, when asked about the road condition of the state-- Sone, who had travelled by road from Dimapur to Kohima, laughed at it and said “it still needs lot of development”. Naga family attacked LMO dismayed by NPSC viva-voce process Fin deptt. clarifies on drawal issue by miscreants at Chumu Staff Reporter

DIMAPUR, SEP 21 (NPN): Situation remained tense in Chumukedima area after a group of around five to six non-Naga youth attacked a Naga family Thursday evening. According to PRO Dimapur police, the father and the minor son (4-5 years) were attacked with wooden planks. Both the father son duo was beaten black and blue, and the minor boy was left with a torn lip. The mother and the infant escaped unhurt. Police said that the incident took place when the father, on seeing the non-Naga youth allegedly smoking weed (ganja) openly, reprimanded them not to smoke-up. Soon after the victim with his family were about to depart from the place in an autorickshaw, the non-Naga youth followed them started to attack. Though some of the attackers managed to escape from the scene, one of them was apprehended by Chumukedima youth. Upon interrogation, the person in custody of the youth, disclosed the identities of the other culprits. In this regard, hundreds of residents of Chumukedima along with the youth organization have launched a massive manhunt to nab the other culprits. No further details could be ascertained till the time of filing this report.

DIMAPUR, SEP 21 (NPN): Expressing concern over the process the NPSC conducts vivavoce, the Lotha Mhonka Okho (LMO) stated that “it is unjust to murder someone’s dream at the time of interview.” In a press release, LMO president, Nzan Lotha, and general secretar y Myingthunglo Kikon, stated that the recent NCS, NPS& allied services examination 2015 marks (mains and interview) “revealed some interesting facts.” It said that out of the six candidates, who scored 400 marks and above in mains examination, there was one Lotha candidate. Interestingly, LMO said everyone secured class-1 position (all EAC) after the interview, except the Lotha candidate. Further, LMO said

that out of the nine candidates, who scored between 390-399 marks in mains examination, there were three Lotha candidates, adding that everyone secured class-1 position ( two EAC and four DSP) after the interview, except three Lotha candidates. Elaborating further, LMO said out of 15 candidates, who scored 390 marks and above in the mains, four were Lothas. It stated every candidate managed to secure class-1 post after the interview except four Lothas (class-3 post). It pointed out that out of four Lotha candidates, who scored above 390 marks and above in the 2015 mains examination, three Lotha candidates bearing Roll No. 15541, 15247, 15367 were already in class-3 service.

Candidate bearing Roll No. 15247 secured the post of economic investigator (Class-3) in 2012 NPSC Examination. Candidate bearing Roll No. 15367 and 15541 secured the post of secretariat assistant (Class-3) in 2014 NPSC examination, Lotha Mhonka Okho said. It expressed surprise as how the three Lotha candidates, despite having experience, managed to score very low marks in the interview. While acknowledging commission’s power, LMO reminded NPSC not to misuse their power. “It is strange that ‘only the Lotha candidates’ fared very badly in the interview that they managed to score very less marks which qualified them for class-3 post only,” LMO said.

DIMAPUR, SEP 21 (NPN): Reacting to the charges made by the Nagaland Public Rights Awareness and Action Forum, the state finance department on Thursday sought to make clarifications “to put the matter into the correct perspective.” In a press note, the department maintained that it was not deemed necessary for the department to “capture all details of the schemes in the drawal authorities” as long as it was understood from which source the fund was coming and for what purpose it was being released. All such information, the department said were contained in the files of the departments, which were returned to them after issue of drawal authorities. The process of issue of drawal authorities, it said was for the sole purpose of placing the funds at the disposal of the concerned department for implementation of the programme. In case of any doubt, the finance department said the details should be ascertained from the responsible department that maintained all records. Requisite (Cont’d on p-7) details of the works, the department

said were always furnished by the department at the time of submitting bills to the treasuries/AG’s office for actual payments. Further, asserting that it stood by its earlier clarification, the department stated that releases of funds were based on sanctions from the concerned ministry. It said that those copies were available in the department and interested parties could obtain the same, if so required, through laid down procedures of the government. Finance department also maintained that it cannot be held at fault for not providing non-existent facts “for the satisfaction of those who have misconceptions,” nor revise or customize established procedures for the satisfaction of NGOs. Meanwhile, the department stated that the clarifications were being made again so as to dispel all doubts to the extent possible and in deference to the concerns raised. With this, the department expressed hope that the issue of double drawal would be put to rest. The finance department stated that it would not be issuing further clarifications in this matter in the public domain.

KOHIMA, SEP 21 (NPN): Reacting to Lok Sabha MP, Neiphiu Rio’s statement that NPF was already “in the process of making amendments in its constitution to impeach any president...,” Rajya Sabha MP, KG Kenye reminded Rio that the amendment was already made on July 13, 2005 after which the CEC endorsed the powers of the party president. Addressing media persons here at the party’s central office, Kenye said Rio’s remark that the “absence of such a provision would only provide any incumbent with absolute powers which could be abused and exploited to reduce the party as a private property”, was baseless. He said that the NPF president, Dr. Shürhozelie never bypassed the CEC to exercise extra constitutional powers or exploited or abused the

party as a private property. Further, Kenye said even though the rival group may be plotting to freeze the ‘cock’ symbol by asking ECI to accept the crisis as a “dispute”, they would fail as the ECI was well aware of the situation. He therefore asked party workers not to panic. With regard to the ultimatum served on NPF president to step down, Kenye said there was no such provision in the party’s constitution to impeach the president, neither there was any law that empowers the legislators to impeach the party president. He said since the NPF legislators do not even have the power to elect party functionaries, even at the village level, the question of impeaching the president or asking him to step down does not arise. K.G, Kenye said “if NPF party which has been maintained for more than

half a century gets dismantled, it will be a colossal loss to the people of the state and that no will be able to build the damaged bridge under any circumstances.” On Naga issue, he said NPF was true to its regional stand that even during 1998 general election, the party had refrained from contesting the polls by heeding the call of Naga Hoho who desired for peace first and not election. He also said that the NPF central had passed several resolutions seeking for an honourable and acceptable Naga solution, saying the party would stand firm till it was achieved. In his brief address, NPF working president Huskha Yepthomi said “even if the Naga political solution comes to an end and Naga underground groups gets dissolved, NPF will remain upholding Naga rights.” K Y M C

DIMAPUR: East Dimapur Sumi Students’ Union (EDSU) has reiterated its demand for construction of suspension/temporary bridge on the location of Old Dhansiri Bridge before the commencement of final examination of students. In a press note EDSSU president, Kanato S. Awomi and general secretary, Ato Achumi, pointed out that a suspension bridge at 4th mile could be constructed within two months after the collapse of the old bridge whereas, the ongoing construction of bridge at Old Dhansiri River for last 8-9 months have even failed to erect suspension bridge. It warned that the responsible department and contractor would be held responsible for any accident. In this regard, EDSSU has asked the responsible department and contractor to construct the suspension bridge immediately for the safety of the students and public.

KLF clarifies

Dimapur, Sep 21 (NPN): Kuki Liberation Front (KLF) has Thursday clarified that Lummilal Bey, who was arrested by combined forces of Assam Rifles and Assam Police on September 18, was not a member of the outfit. The news item published in various newspapers was fabricated and an attempt to defame the image of the KLF, said Robert Kuki, publicity secretary, Kuki Liberation Front (Assam) in a statement. While clarifying that there is no such member/ name in the KLF cadres, the outfit termed the malicious news as ‘blatherskite.’ The KLA was formed in 2008 at Karbi Anglong, Assam inorder to protect the Kuki people from any kind of external aggression, it stated it the statement. Heroin seized; three arrested in Mizoram Aizawl, Sep 21 (PTI): Mizoram Excise and Narcotics department’s Anti Narcotic squad seized 82 gm of heroin, worth around Rs 3 lakh and arrested three persons here, a department spokesman said Thursday. The contraband was reportedly smuggled from Myanmar via border district of Champhai, the spokesman said. Three persons were a r rested under relevant sections of the Narcotic Drugs and Psychotropic Substances Act, the spokesman added.

No untoward incident was reported from any part of the state during the strike which would end at midnight. On this day in 1949, the then Manipur King Bodhchandra was forced to signed the agreement for merger of Manipur into Indian Union. Before this Manipur was once an independent Kingdom, which was taken over by the British in 1891 and freed in 1947. It is alleged that leaders of Indian Union forced the then King Maharaj Bodh-Chandra to sign the agreement by keeping him under house arrest at Shillong. The merger agreement came to effect from October 18 of the

same year. The day was also observed as “National Repentance Day” by the Coalition for Indigenes, Rights Campaign Manipur (CIRCA), a civil society organization campaigning for restoration of premerger political status of Manipur. Addressing the occasion, CIRCA convener Somendro Thokchom alleged that since the merger to Indian Union, innumerable problems surfaced in the state and Indian leaders failed to resolve any of the issues till date. Restoration of premerger status to Manipur will be the only way to resolve the issues and crisis plaguing the state, he added.

This proposal is initiated by the concerned person of the villagers and in the interest for the benefit of both the villages. This is the oldest traditional road and the only connectivity between the two villages. Moreover this road is economically very important for both the villages, but to our utter surprise Shri O.Imtikumzuk Longkumer who is our elected representative diverted the work from Kubza to Sabangya on what intention is best known only to him, as such Ungma Imlang Council members discussed with him over phone to reconsider his decision but got no favourable answer. IMPHAL, Sep 21: A 24hour shutdown call given by underground organization, National Revolutionary Front Manipur (NRFM) hit normal life in Manipur, particularly in Imphal on Thursday. N R F M g ave t h e state-wide shutdown call in protest against the alleged ‘forceful’ merger of Manipur with the Indian Union on September 21, 1949. Owing to the shutdown call, business establishments in important market places in Imphal city and its outskirt remained closed for the day. A sharp reduction in the traffic volume was witnessed on

the streets in Imphal. Similar situation was reported from other valley districts of the state even though there was not much impact in the hill districts. Inter-state passenger buses and goods trucks were also off the roads. The shutdown, however, did not affect regular flights. W h i l e g iv i n g t h e shutdown call, the NRFM alleged that Delhi has r uined the indigenous people’s identity during its nearly seven decades of oppressive rule. NRFM further alleged that the armed conflict between Manipur and India was also the by-product of the ‘forceful’ merger of Manipur with the Union of India.

Nagaland Post, Dimapur friday, September 22, 2017

Cooperatives should explore new areas to double farm income: PM New Delhi, Sep 21 (PTI): Prime Minister Narendra Modi on Thursday asked cooperatives to venture into new business areas like beekeeping and seaweed farming to help farmers double their income by 2022 and boost the rural economy. Modi also emphasised

K

Y M C

that the ‘cooperative spirit’ should be kept alive and strengthened. Addressing the birth centenary of Maharashtrabased cooperative leader Laxman Madhav Rao Inamdar, the Prime Minister said: “It is natural for the cooperative sector to grow and shine in India. There

are several sectors where the cooperative sector can help make a positive difference.” He asked cooperatives to assess how farmers’ income can be doubled by 2022 through their movement. “See what best practices to adopt and give up the

old ones and move ahead,” he said, while asserting that rural India should not be left behind in the growth path. Stating that farmers are facing many problems, Modi said there is a need to establish a system to ensure farmers buy and sell at wholesale rates. “Today, farmers buy

at retail rate and sell (their produce) at wholesale rates. Can it be reversed?. If they buy (inputs) at wholesale rates and sell at retail price, then nobody can loot them, not even middlemen,” he said. Farmers associated with dairy cooperatives have grown as they buy and

sell milk at wholesale rates, Modi said adding that farmers would not have earned more had they sold their produce to private firms. There is a need to build such cooperatives to ensure better income to farmers, he added. Observing that cooperatives are mainly present

in sugar and dairy sectors, the Prime Minister said the cooperative system suit to India and there is a need to foray into new areas. He also gave examples of sectors in which cooperatives can help farmers in raising additional income. For instance, he said, there is demand for neem oil

for coating of urea fertiliser and woman farmers can collect the key basic ingredient required to make the oil. Another area is beekeeping, where farmers can bring ‘Sweet Revolution’ through cooperative movement. It is not only honey but there is a big market for beewax worldover, he said.

Nagaland Post Vol. XXVII NO. 288 Dimapur, Friday, September 22, 2017

Fighter cocks

fter the September 20,2017 Dimapur ‘general convention’ of the NPF under its president Neiphiu Rio, where the chief minister T.R. Zeliang along with his ministerial colleagues and parliamentary secretaries that included 36 NPF and seven independent MLAs (excluding four BJP, 11, one Independent MLA and the 11 NPF owing allegiance to NPF president Dr. Shürhozelie Liezietsü) organised a huge rally; the fight for the party symbol, flag and letterhead etc indicates that both are geared up for the fight to the finish. The term ‘fight to the finish’ is ironic since the NPF party will be the biggest loser in the end. The NPF legislature led by chief minister T.R. Zeliang continues to claim they are the legitimate party on the basis of having 36 MLAs (excluding the Speaker). The legislators then elected Neiphiu Rio as the interim president of the NPF and the fight for ownership of the party has then since June 2017 begun with the case being closely monitored by the Election Commission of India. The NPF Central under Dr. Shürhozelie may have validity since it had faced a similar situation during the 2015 rebellion by majority of NPF MLAs but overcame the challenge from the rebels mainly as it had the constitution and the overwhelming number of party functionaries. However in the present instance the NPF party under Dr. Shürhozelie does not have a government while the NPF government led by T.R. Zeliang does not have an organisation. The history of NPF since 2003 is replete with internal dissidence-2006, 2014, 2015 and 2016-17. In 2006, Dr. Shürhozelie backed Neiphiu, in 2014 and 2015 he backed T.R. Zeliang. In 2017 the split between Dr. Shürhozelie and T.R. Zeliang came about after the former ‘reluctantly’ agreed to become CM to deny Rio. Today the two foes-T.R. and N.R.- have joined hands and the rest is history. After having ruled the state since 2003 when, despite the Congress having won more seats (21) the Naga People’s Front(NPF) which won 19 seats managed to cobble a broad coalition with four political parties: BJP-7, JDU-3,Samata Party-1,Nationalist Democratic Movement(NDM)-5 and Independents-4. Formation of NPF was spearheaded by rebel Congress ministers in 2002 who went against their chief minister over the issue of ‘Bedrock of Naga Society’. In 2008 the NPF still could not win the election despite being the incumbent when it could win 26 seats as against 23 of the Congress. Again with BJP (2), NCP (2) and independents (7), the NPF was able to override the Congress to form the government. The party won its own majority in 2013 by getting 38 seats. As part of the understanding with BJP, NPF formed the third DAN coalition with BJP (1), independents (8), NCP (4) and JDU (1). All through its tenure, the NPF had been engineering defections through the route of split and merger from other parties even from its national alliance partner the BJP. Those who have been supporting or voting for NPF can only but watch in disappointment at the manner in which the party’s top three leaders have been virtually fighting their personal battles since the party came to power. The balance of power in the legislature has shifted NPF presently led by former Congressmen while the regionalists under Dr. Shürhozelie are being eclipsed. If legislators splitting and merging with another party or taking over the party becomes a convention, then the principles of party ideologies will lose meaning.

DailyDevotion The Missionary’s Predestined Purpose Now the Lord says, who formed Me from the womb to be His Servant… —Isaiah 49:5 The first thing that happens after we recognize our election by God in Christ Jesus is the destruction of our preconceived ideas, our narrow-minded thinking, and all of our other allegiances— we are turned solely into servants of God’s own purpose. The entire human race was created to glorify God and to enjoy Him forever. Sin has diverted the human race onto another course, but it has not altered God’s purpose to the slightest degree. And when we are born again we are brought into the realization of God’s great purpose for the human race, namely, that He created us for Himself. This realization of our election by God is the most joyful on earth, and we must learn to rely on this tremendous creative purpose of God. The first thing God will do is force the interests of the whole world through the channel of our hearts. The love of God, and even His very nature, is introduced into us. And we see the nature of Almighty God purely focused in John 3:16— “For God so loved the world….” We must continually keep our soul open to the fact of God’s creative purpose, and never confuse or cloud it with our own intentions. If we do, God will have to force our intentions aside no matter how much it may hurt. A missionary is created for the purpose of being God’s servant, one in whom God is glorified. Once we realize that it is through the salvation of Jesus Christ that we are made perfectly fit for the purpose of God, we will understand why Jesus Christ is so strict and relentless in His demands. He demands absolute righteousness from His servants, because He has put into them the very nature of God. Beware lest you forget God’s purpose for your life.

Post-mortem To the Governor of Nagaland Who will resign for the cause?

Most excellent Governor, I read your interaction with the Media Persons at Raj Bhavan Kohima on 19 September 2017 on Development of Education, Cleanliness, Indigenous Sports and “need to have a befitting memorial for Netaji Subhas Chandra Bose and INA in Kohima in honor of their sacrifices”. Your novel Idea for development of “Indigenous games” in Nagaland is very good. However; your “felt the need to have a befitting memorial for Netaji Subhas Chandra Bose and INA in Kohima in honor of their sacrifices” and “to declare a Village as National heritage Village” in his name is a little misplaced. It perturbs the feelings of the indigenous of Nagaland. You must have been unaware of the sentiment of the Naga of Nagaland against having statues, memorials and figures of persons not connected with Naga history in public places for reverence. You may not have known Naga Culture has Kenyü (taboo) for worship of Humans (Themie Rüsuorüshu Kenyü). People of mainland India know the great sacrifices leaders like Gandhi, Nehru, Subhas Chandra Bose and Jinah etc made for the freedom of the sub-continent of India and it is understandable they like to preserve their memory in honor. The Naga however, did not know Subhas Chandra Bose, except during 1944 war some INA came with the Japanese Soldiers to mostly Angami-Chakhesang area and behaved less honorably. The Nagas did not make any of Indian National struggles. None of the elderly leaders of Yarba-Chazouba-Cheswezou-Rüzazo Area, before and during WWII, -Rev Sülehu, Vesalhü, Kevese, Veinei, Zadei, Pulemo, Havildar Dutsonyü of Indian Army, General Dusoi of Naga Army and Pudenyü Minister Nagaland, -all gone that side of the River now; ever said anything of Bose camping in the area during the war. Subhas Bose story of camping in Cheswezou is very recent. My father accompanied the secret Chendit column 76 of the allied forces behind the Japanese line fighting at Kohima. At Cheswezu the column shot 6

unsuspecting Japanese in Dak Bangalow there, on secret information gathered from the villagers and passed on to the Column. He was awarded MBE for his Services to the allied afford by the Queen of England. Throughout their long march of many days from Themokedi to CiechaDzümetou-Cheswezou-Thenyizou-Pfütsero-Phekrokedze-Kanjang-Jesami-Ukhrul, no Villagers narrated of any one Subhas Chandra Bose. It was nice of Lt old Puracho of Thenyizu recently (I had long hours of discussion with him on the issue) produced the story of the Subhas Chandra Bose camping in Cheswezuma during the War. He was very happy at the visit of a Bengali governor to his house. Some enthusiastic overdosed nice Bengali admirers of Bose still today adamantly believe the great Son of Bengol is still alive in incognito! There is a signed and dated letter in beautiful female Handwriting, from Subhas Chandra Bose written when he was somewhere in the South East during the dying days of the war to his Soldiers in the Burma Theatre encouraging them to fight on to sure Victory but saying that he is sorry he could not come to them. This must have been after a secret German Submarine surfaced near the Coast of Madagascar and a Japanese submarine took him in and dived under the Water during the World War II. The writer in his small personal search, found no concrete clue except hearsay of Subhas Chandra Bose ever come to Nagaland. The Naga is not foolish for nothing, any hefty project in their reach is great attraction, and particularly by their Governor, is irresistible! The overwhelming sentiment of the indigenous people of Nagaland is against statues, memorials in public display of persons not connected to their History. We would request you please to respect our sentiment we respect yours. Thank you. Yours sincerely, Thepfulhouvi Solo, IFS Retd (RR-68), (angami_t@yahoo.co.in)

his week, on the 18th September, Viyekha Rengma, member of the first Nagaland Legislative Assembly (NLA ), 1964, and also the first Rengma MLA, passed away. At his funeral, the constant eulogy was how the leader sacrificed his position for the Naga Cause when he along with other 11Democratic Party (DP) members resigned from the NLA to facilitate the Naga peace process- the 1964 ceasefire between India and Nagas, and the ensuing peace-talks. The rest of the 34 ruling NNO (Nagaland Nationalist Organisation) members did not follow suit. While the circumstances were different then for me to critique their case, I’m inclined to believe that for him and the DP MLAs, helping to settle the Naga issue was paramount than the position they held. Thus, the events of 1964 and today present a very similar picture. 2018 general election is around the corner and once again talk of an imminent settlement is doing the rounds. Around this time in 2012, it was the same situation with Naga settlement promised very soon. MLAs started posturing, declaring that the NLA will be vacated to pave way for an Interim Government. Nothing happened… except that both the National workers and the new government started another round of equi-closeness. Today, it’s déjà vu all over again. According to grapevine, some politicians have already started lobbying for the post of Ato Kilonser in the Interim Government. For some, it looks like they want

to finish the exchequer before the Interim takes over. The first prize for the most over worked department of 2017 goes to the State Finance Department. Again, some are desperately lobbying for seats in the interim. Overall, it’s win-win situation for the MLAs. While on one hand they lobby for Interim positions, their other hand is busy with election preparation, ready to swim to either direction as per the situation. So far, none of the MLAs is contemplating doing THAT thing which is perhaps the most right-resignation from the Nagaland Legislative Assembly… and pressurize the GoI for a final Naga Settlement which is inclusive and democratic. This is the right time for the NLA to give leadership to Nagas. Shouting from the roof-top that one’s MLA seat will be given up to pave way for an Interim Government after its announcement is not a sacrifice. It fools no one. Many writers have voiced their opinion about the contents of the Framework Agreement published on the 16th September by Khekiye K. Sema, IAS (retd). Some have expressed fear. Some said it’s not workable. Some have said the FA is nothing but one-man rule. The Hon’ble MLAs should consider the following: • Despite talks or rumours of an imminent Settlement, it may not happen in the next 20 years and thus no Interim Government to warrant resignations. • The challenge is to resign en-masse at this juncture. This itself is the message that the topmost priority of the GoI should

be settlement, not the 2018 nagaland elections. nagas in general desire solution before elections and therefore, the most appropriate or symbolic gesture of this desire is for all the Hon’ble MLAs to resign now. This push has been sorely missing from the Naga political narrative which only the MLAs can provide. • For many, the NLA symbolises the divide and rule policy of India. The hour of redemption and glory is near but only if the MLAs are prepared to sacrifice for the greater cause. The MLAs as representatives of the people and their aspirations should aggressively shoulder the responsibility of bringing about a Naga settlement which is inclusive and democratic. This desire can be best expressed when the August House resigns en-masse and gain the necessary moral voice. The ruling NPF at present is the precursor of the DP of 1964. The NPF MLAs (and all the other MLAs) are in pole position to vindicate themselves by taking the most important decision which their 12 seniors first took in 1964. So will they take the cue and resign as done before? No action can be stronger and no sacrifice greater than this gesture to back the claim that Nagas desire inclusive and democratic settlement above everything else. Or should that sacrifice be left to the 12 NPF MLAs led by Dr. Shurhozelie? Perhaps, the number 12 has significance…. Histor y beckons us again. Talk about coincidence. Joel Naga

Rohingyas are illegal immigrants: Rajnath

New Delhi, Sep 21 (Agencies): New Delhi: Home Minister Rajnath Singh on Thursday said Rohingyas are illegal immigrants and not refugees. He argued that since Rohingyas in India have not sought asylum following the due process, they can’t be called refugees. “Some immigrants have come illegally. We have filed an affidavit in Supreme Court about them. Do not make a mistake of calling them (Rohingyas) refugees. They are illegal immigrants,” Rajnath said. The Home Minister argued that since India is not a signatory to the 1951 UN Convention on Refugees, it cannot be acccused of violating international laws. Rajnath also asked why some people were objecting to the deportation of Rohingyas when Myanmar was ready to accept them. On Monday, Myanmarese leader Aung Sang Su Ki said that after verification Rohingyas can be allowed back in Myanmar. “Those who have been verified as refugees will be accepted

without any problems and with full assurance of security and access to humanitarian aid,” she said. Interestingly Rajnath Singh’s attack on human rights law came while he was inaugrating a two-day National Seminar on Good G ove r n a n c e, D eve l o p ment and Human Rights, organised by the National Human Rights Commission. With NHRC chairman D L Dattu on the dias, Rajnath Singh chided the human rights community for criticising India’s stance on Rohingyas. “Western human rights have been through struggle but in India it always existed. Our country has taken oral universal declaration (for

human rights). Today if you have done navratra puja, the pandit would have chanted the shanti shloka. It shows our commitment,” he said after reciting the Sanskrit shloka. NHRC chief D L Dattu however maintained that NHRC will speak in favour of Rohingyas irrespective of the government’s stand. “We will plead the case of 40,000 Rohingyas on humanitarian ground. Cannot comment on government policy but we are helping them because they are being persecuted in Myanmar,” Dattu said. AIMIM’s Asaduddin Owaisi criticised Rajnath’s statement calling it disingenuous. “Whole world knows Rohingyas are stateless. Myanmar does not accept them as citizens. The Narendra Modi government amended citizenship act saying Hindus, Christians, Parsis etc coming from Afghanistan, Bangladesh, Pakistan without documents will be accepted. Why is the Rohingya issue being looked through prism of religion?” he said

National/state LMO dismayed by NPSC... (From p-1) LMO said that the NPSC instead of giving irrelevant justifications must accept that there was favouritism and biasness in the interview process. It also asked NPSC to mend their conduct instead of stooping so low and exposing their weakness. Reminding that it was not easy for someone to get through NPSC prelims and mains examination, LMO said a candidate has to sacrifice many years and resources to prepare for the examination. Further, LMO said it would be keeping a tab on the performance of the candidates in the future by filing RTI and all the means available and actions if necessary. In this regard, it has asked the commission “to mend their conduct so that they remain safe from unnecessary embarrassment like the present one.” Meanwhile, LMO has extended support to the demands and suggestions made by PSAN to the NPSC and government, which was published in local dailies on September 9, 2017.

New PPP policy to promote private investments in affordable housing Spl. Correspondent

NEW DELHI, SEP 21 (NPN): Centre on Thursday announced a new PublicPrivate Partnership (PPP) policy for ‘affordable housing’ that allows extending central assistance of up to Rs.2.50 lakh per each house to be built by private builders even on private lands. Announcing this, Minister of Housing & Urban Affairs, Hardeep Singh Puri said that the policy gives eight PPP (Public Private Partnership) options for private sector to invest in affordable housing segment. Puri explained that the policy seeks to assign risks among the government, developers and financial institutions, to those who can manage them the best besides leveraging underutilized and un-utilized private and public lands towards meeting the Housing for All target by 2022. The two PPP models for private investments in affordable housing on private lands include extending central assistance of about Rs.2.50 lakh per each house as interest subsidy on bank loans as upfront

payment under the Credit Linked Subsidy Component (CLSS) component of Pradhan Mantri Awas yojana (Urban). Under the second option, central assistance of Rs.1.50 lakh per each house to be built on private lands would be provided, in case the beneficiaries do not intend to take bank loans. Puri stated that eight PPP options, including six for promoting affordable housing with private investments using government lands have been evolved after extensive consultations with States, promoter bodies and other stakeholders. The six models using government lands are: 1. DBT Model: Under this option, private builders can design, build and transfer houses built on government lands to public authorities. Government land is to be allocated based on the least cost of construction. Payments to builders will be made by the public authority based on progress of project as per agreed upon milestones and buyers will pay to the Government. 2. Mixed Development Cross–subsidized Housing : Government land to be al-

lotted based on number of affordable houses to be built on the plot offered to private builders, cross subsidizing this segment from revenues from high end house building or commercial development. 3. Annuity Based Subsidized Housing: Builders will invest against deferred annuity payments by the Government. Land allocation to builders is based on unit cost of construction. 4. Annuity-cum-Capital Grant Based Affordable Housing: Besides annuity payments, builders could be paid a share of project cost as upfront payment. 5. Direct Relationship Ownership Housing: As against government mediated payments to builders and transfer of houses to beneficiaries in the above four models, under this option, promoters will directly deal with buyers and recover costs. Allocation of public land is based on unit cost of construction. 6. Direct Relationship Rental Housing: Recovery of the costs by builders is through rental incomes from the houses built on government lands.

Militants attack cavalcade of Kashmir minister, 3 killed

Sindhudurg (Maharashtra), Sep 21 (IANS): The Maharashtra Congress received a strong jolt when senior leader and former Chief Minister Narayan T. Rane and his son Nilesh, an ex-MP, quit the party here on Thursday. “I have sent my resignation letter to Congress President Sonia Gandhi. I was promised the post of CM four times, but it was not honoured by the party,” Rane told a jampacked media conference here in the afternoon. He also quit as Member of Legislative Council. He claimed he was “used and exploited” by the Congress for 12 years since he joined in July 2005, to secure the support of his loyalist legislators and party activists and his political experience. Amid speculation that he is likely to join the Bharatiya Janata Party, Rane said he would embark on a tour of Maharashtra from tomorrow (Friday) before announcing the next course of action by Dussehra. He also launched a scathing attack on state Congress President Ashok Chavan whom he has always accused of “destroying the party” in Maharashtra. “I shall prove my strength to Ashok Chavan. I will show him whether the people are with him or with me... Many more Congress leaders shall follow suit. My son Nilesh and I have now become ‘Congress-mukt’ and have nothing to do with the party,” declared Rane. He warned that the state Congress and Shiv Sena will soon become “vacant” as many leaders, including 27 Shiv Sena legislators, are “in touch” with him, and are ready to quit their respective parties.

Akhtar told reporters that he would never be able to avoid the pain with which he will have to live because innocent people were killed in the attack.

Mumbai, Sep 21 (PTI): Marking its weakest level in over two-and-a-half months, the rupee Thursday plummeted by a whopping 54 paise to end at 64.81 a dollar after the Federal Reserve left the door open for a rate hike in December. This was the lowest level the domestic currency had seen since since July 3 this year, when it had closed at 64.88 against the US dollar. The US Federal Reserve’s historic overnight decision rattled overall forex market sentiment, triggering panic dollar buying from corporates and importers. The Fed turned more hawkish than expected and made formal announcement on Wednesday after its two-day meeting that it would begin normalising its crisis-era stimulus programme into reverse from next month and stick with plans for further rate rises.

enforcing agencies to ensure that the culprits are arrested so that the citizens feel safe under their watch. ACAUT: ACAUT Nagaland has expressed shock at the life attempt reportedly by NSCN (K) and has vehemently condemned such act of terror on law abiding and respectable citizens. ACAUT Nagaland media cell has demanded that NSCN-K clarify its position to the people of Nagaland and stated that it was extremely unfortunate that so far, the NSCN (K) leadership has not condemned the attempt to murder nor have they condemned any of the bombings or throwing of grenades in and around Dimapur in the last four years. ACAUT said NSCN (K)’s silence could be seen as condoning such actions of terror on innocent civilians especially given the sensitive and volatile atmosphere prevailing in Nagaland. Further, ACAUT Nagaland has urged the police to leave no stone in the investigation of the case and swiftly bring the culprits to book.

New Delhi, Sep 21 (PTI): Gold lost its edge Thursday by tumbling Rs 250 to Rs 30,500 per 10 grams because of a rising dollar on stronger probability of a rate hike by the US Federal Reserve this year. Silver also dropped Rs 600 to Rs 40,300 per kg, taking a hit from reduced offtake by industrial units and coin makers. A weak global trend prevailed where gold fell to its lowest level in over three weeks. The dollar grew in clout as chances of an increase in interest rate in the

As a result, Bhattacharya said, “If this really had to have traction and be successful in any country, there has to be collaboration.” “Collaboration amongst the government, the banking system and the technology providers,” she said. “It becomes extremely difficult if the banking system is privately owned, because privately owned banks, even though they may feel that this is the right way to go, they don’t have the ability to do so, because quarter and quarter they have to report results,” Bhattacharya said.

New Delhi, Sep 21 (IANS): While the overall emerging market economies (EMEs) are on an upward trend, India has not managed to be a part of the emerging market growth, said Chief Emerging Markets Economist at JP Morgan Jahangir Aziz. “If you look at emerging market economies overall, since around 2013-14 they had been on a downward trend across the world and then from around the first quarter of 2016 almost all EMEs have been moving up,” Aziz told BTVi in an interview. “The disturbing part is that India is now slowing when the rest of the emerging market world is picking up, which means that the drivers of emerging market growth, which is a pick-up in global trade, India is not a part of this pick-up,” said Aziz.

For current fiscal, the government has budgeted to raise Rs 72,500 crore through stake sale in PSUs. This compared to over Rs 46,000 crore raised in last fiscal. Jaitley said in the last few years India’s confidence as a nation has increased tremendously and the present government has taken quick decisions whether it is implementing GST or targeting of subsidies. Indirect tax reform Goods and Services Tax (GST) was implemented from July 1. It has subsumed over a dozen taxes and transformed India into a single market with uniform tax rates. New Delhi, Sep 21 (PTI): India’s foodgrain production may decline by 3.5 million tonnes to around 135 MT in the current kharif season due to floods and dry spell in some parts of the country, official sources said. The country had produced a record 138.52 MT in the kharif season of 201617 crop year (July-June) on good monsoon rains. According to the sources, the overall production of Kharif foodgrains (comprising rice, pulses and coarse cereals) is likely to be around 135 MT in the current season. Sowing for Kharif crops begins around July and harvesting takes place from October. The fall is mainly due to less acreage under paddy and pulses in the wake of poor rains and depressed prices of lentils, they added. Rice output is estimated to drop to around 95 MT from 96.39 MT in last kharif season, sources said, adding that marginal fall is also expected in pulses.

Rescuers had been hauling chunks of lumber and concrete from the debris as others tried to shore up parts of the collapsed structure with beams. Workers were close to pinpointing the girl’s location on Thursday morning, Mexican Navy Adm. SEOUL, Sep 21 (Agencies): North Korea’s foreign minister has brushed aside US President Donald Trump’s fiery threat to destroy his nation, comparing it to a “dog’s bark” and suggesting Pyongyang would not be deterred by the rhetoric. Trump used his stormy maiden address at the United Nations General Assembly Tuesday to warn the North that Washington would “totally destroy” it if the US or its allies was attacked. The bellicose speech came after months of escalating tensions over advances in the rogue weapons programme operated by Pyongyang, which has defied tough sanctions to launch its sixth and largest nuclear test and to fire a series of missiles over Japan. Arriving in New York for the UN meetings, North Korean foreign minister Ri Yong-ho was mobbed with questions from reporters about the Trump speech and replied with a proverb. “There is a saying that marching goes on even when dogs bark,” he said as he entered his hotel on Wednesday. “If they are trying to shock us with the sound of a dog’s bark they are clearly having a dog dream.” Isolated and impoverished, the North says it needs a sturdy nuclear deterrence to protect it from an aggressive US and the autocratic regime has made militarism a central part of its national ideology.

Dhaka, Sep 21 (PTI): Bangladesh will launch a birth control campaign among the Rohingya Muslims amid fears that the refugee population could rise sharply with the influx of the ethnic minority Myanmar nationals, a minister said today. Plans are being chalked up to motivate the Rohingyas to keep their family size small alongside providing them with kits containing birth control pills and other contraceptives also to prevent outbreak of sexually transmitted diseases (STD), officials said. “We have so far mobilised six medical teams to create awareness among Rohingyas about sexually transmitted diseases and birth control methods,” Bangladesh’s Health and Family Welfare Minister Mohammed Nasim told PTI. Officials and experts said the initiative is crucial as the reproduction rate among the backward Rohingyas is high while they lacked ideas of birth control systems. Their comments came as United Nations Population Fund (UNFPA) said midwives they deployed at makeshift Rohingya camps in southeastern Bangladesh’s Cox’s Bazar delivered at least 200 babies since the recent influx of refugees began on August 25. The UN agency said it trained 35 midwives to work in crisis situations while they were attending to women and girls in the two govern-

of collapsed buildings. A total of 115 were killed in Mexico City, Mancera confirmed. The President ordered the evacuation of patients from damaged hospitals amid widespread power cuts and fears of more buildings collapsing from aftershocks. It was the second major earthquake to hit Mexico in two weeks and came on the anniversary of the 1985 quake that devastated Mexico City, killing thousands. Just hours before the latest quake, many people took part in drills and commemorative events. Many residents spent a second night in parks and plazas, in tents or makeshift shelters, unable or unwilling to return to their homes as authorities inspected some 600 buildings whose walls swayed and cracked when the quake struck. US President Donald Trump called President Peña Nieto to offer condolences, and the White House said it was offering search-and-rescue assistance.

Islamabad, Sep 21 (IANS): Former Pakistan President Pervez Musharraf on Thursday accused Peoples Party of Pakistan leader Asif Ali Zardari of “having the most to gain from Benazir Bhutto’s murder,” in a video posted on his official Facebook page. The video came days after he was accused of being involved in the murder. “Asif Ali Zardari is responsible for the Bhutto family’s demise and is involved in the deaths of Benazir and Murtaza Bhutto,” he said in a startling address directed at the three Bhutto-Zardari children, the Bhutto family and the people of Sindh. “Every time there is a murder, the first thing that needs to be seen is who has the most to gain from the death. In this case, I had everything to lose as I was in power and the murder put my government in a difficult situation,” the former military chief said. “There was just one person that had everything to gain from Benazir’s assassination and that was Asif Ali Zardari,” he added, proceeding into what he termed as his analysis of the case. He added: “Zardari was in power for five years, why did he not look into the case, why was the investigation not active - because he was involved in Benazir’s murder.” Going further into his analysis Musharraf said: “The evidence is clear that Baitullah Mehsud and his people were involved in the murder, but who had asked them to target Benazir Bhutto - it could not have been me, the group hated me and the feeling was mutual.”

Cameron made the announcement at a private event celebrating the storied franchise, saying, “As meaningful as she was to gender and action stars everywhere back then, it’s going to make a huge statement to have that seasoned warrior that she’s become return.” With Hamilton’s return, Cameron hopes to once again make a statement on gender roles in action movies. “There are 50-year-old, 60-year-old guys out there killing bad guys,” he said, referring to aging male actors still anchoring movies, “but there isn’t an example of that for women.” Tim Miller, the filmmaker who made his breakout feature debut with Deadpool, is directing the sequel, which is returning to its roots by having the involvement of Cameron for the first time since 1991’s Terminator 2: Judgment Day. Cameron is producing along with Skydance. And the new film, which will be distributed by Paramount with Fox handling it internationally, is based on a story crafted by Cameron. Cr uise and Liman aren’t named as defendants in the suit, but the plaintiffs claim that the two were “negligent” in expecting increasingly risky aerial stunts. In an email to an executive producer a few weeks before the crash, Purwin said, “You have no idea the exposure TC (Tom Cruise) and the entire Aerial Team is realizing every time we get in the air. There’s a very ‘thin line’ between keeping all aerial activities safe and having an accident. Trust me on this!”

A lot of my friends died, including an uncle that was very, very close to

me,” the 51-year-old actress recalls in a video on her Instagram. “I have lived through the aftermath of a disaster of this magnitude, and it’s horrific.” Hayek donated $100K to UNICEF, which as the star explains, has teams on the ground responding at the sites. “I implore to your hearts, to the goodness of your hearts and your compassion to help with anything that you can give,” she says. “Please join me and contribute what you can and thank you. Chris Hillman Recalls Working With Tom Petty: ‘He Put His Heart and Soul Into It’

M

ore than a half century after he made his first record as a member of the Byrds, singer-songwriter Chris Hillman figured that he might be done adding chapters to his impressive discography of work. But Tom Petty had other ideas and reached out to Hillman, offering to produce a new album. The project began to take shape when Hillman’s longtime associate Herb Pedersen, who served as executive producer on the album, was out on tour with Petty and Mudcrutch in 2016. The pair began to toss around the idea of doing a record with Hillman, and, after the road dates wrapped up, Pedersen returned home and helped to negotiate a deal with Rounder Records. Something that had seemed hypothetical at best suddenly became a reality for Hillman, who recalls thinking, “Okay, now what are we going to do?” “Tom was on board and I really had to get it together,” he tells Ultimate Classic Rock. “I just wasn’t thinking that way. But maybe that was a good thing, just approaching it without pressure. I don’t know where that pressure would come from at my age after all of these years. I figured if Tom wasn’t hearing it or it wasn’t what he thought it would be, he probably would have gotten out of it ever so graciously. He would have said, ‘You know, I can’t finish the project, Herb’s going to take over. I’ve got to do this thing.’ He would have come up with some idea. But he was there every day on time. He was on time more than we were and put his heart and soul into it.” Bidin’ My Time, the album that emerged from the sessions, will be released on Sept. 22. It’s a K

wonderfully cohesive mix of material from Hillman’s storied past, a stack of new songs and some choice picks representing treasured influences. Pedersen, Petty and members of the Heartbreakers helped to flesh out the recordings, which were brought to life at Petty’s stu-

dio, the Clubhouse, with his recording engineer Ryan Ulyate behind the boards. Longtime Byrds associates David Crosby and Roger McGuinn are among the guests who stopped by and appear on the album. “Here She Comes Again,” a McGuinn/Hillman composition, even makes its recorded debut after being performed live by the former bandmates in the late ‘70s. “Roger and I wrote that in 1979,” Hillman recalls. “I don’t know why we didn’t touch that thing. It’s very early Byrds, early Beatles, sort of ‘65 English-American rock. The

melody is a good catchy melody. But all I’d ever had was a live show that was taped off of a soundboard in 1979. That’s all I had — a very rough recording of it. I had the opportunity to cut it and I felt that the lyric wasn’t too dated. So I just said, ‘Well, I’m going to play bass on this,” because I played bass originally, when we did it once or twice onstage.” It was the first time in nearly 30 years Hillman had played bass. He says that working with the Heartbreakers, made it easy to tackle the challenge. “Steve [Ferrone] is such a good drummer,” he says.

Britain, led by captain Leon Smith, will be on the hunt for an 11th title following their famous triumph in the 2015 final over hosts Belgium. They can also boast world No 1 Rafael Nadal in their ranks as well as current top-20 players Pablo Carreno Busta and Roberto Bautista-Agut. Sindhu, Saina Nehwal crash out of Japan Open

Tokyo, Sep 21 (IANS): India’s campaign in the women’s singles category of the $325,000 Japan Open Superseries ended after P.V. Sindhu and Saina Nehwal lost in straight games to local favourite Nozomi Okuhara and Spain’s Carolina Marin, in their respective matches here on Thursday. However, there was good news from the men’s singles with Kidambi Srikanth and H.S. Prannoy advancing to the quarterfinals here. Playing local favourite Okuhara for the third consecutive time in as many tournaments, Sindhu failed to repeat her Korea Open form and committed

too many errors to go down 18-21 8-21 in a lop-sided 47minute contest. Sindhu squandered a lead of 11-9 and 18-16 in the opening game and looked completely out of sorts in the second game to bow out early. On the other hand, playing her first tournament after the bronze medal feat at the World Championships, Saina failed to put up a fight and meekly went down 16-21 13-21 to the reigning Olympic champion. Saina too squandered a bright start, with a slender 11-9 lead in the first game before trailing 10-17 in the second and eventually bowing out meekly.
