DIMAPUR, SEP 20 (NPN): Leaving no stone unturned to ensure massive attendance at what was billed as the ‘General Convention’ at the DDSC stadium here convened by the NPF led by Neiphiu Rio, the entire council of ministers (barring BJP) such as-- ministers and parliamentary secretaries (including Independents) led by the state chief minister T.R. Zeliang held sway before the jammed packed stadium which also included a large number from the non-Naga community in Dimapur and people from nearby villages. In their respective

speeches chief minister T.R. Zeliang and NPF president Neiphiu Rio clearly indicated that the objective of the ‘general convention’ was to ensure that the minutes and resolutions will be submitted to the Election Commission of India (ECI) to pave way for legitimising their claim for the NPF cock symbol, flag, motto and letter head etc. Nagaland chief minister T.R. Zeliang claimed that their NPF (led by Rio) has absolute majority support of MLAs, Central Executive Council (CEC) and divisions. To prove his point, Zeliang (who has support of 36 party MLAs excluding the Speaker) claimed that the NPF under Rio has 103 out

of 163. CEC members since nine out of the total of 172 do not have voting rights. Further, he also claimed that they have majority support with 13 Divisions in their favour out of 20 (six Divisions in Manipur and one Division in Arunachal Pradesh), while seven divisions are with Dr. Shürhozelie. Zeliang exuded confidence that from all these angles they would eventually win the Cock symbol. Hitting out at the NPF Central under Dr. Shürhozelie, for changing party constitution at their whims and fancies, Zeliang said this would not help them since majority prevails in a democracy. Dr. Shürho threatens to expose rival members Paid crowd at DDSC

KOHIMA, SEP 20 (NPN): Naga People’s Front (NPF) president, Dr. Shürhozelie Liezietsu, on Wednesday threatened to open corruption files of the members of rival faction if they provoked the party too much. Addressing the consultative meeting at the NPF central office here, Dr. Shürhozelie said: “If they provoke us too far, we may be compelled to open the files openly”. Accusing Neiphiu Rio and TR Zeliang, he claimed that during their reign as chief ministers liabilities worth thousands of crores of rupees were created through enhancement of contract works by 10-15 times than the actual rate. D r. S h ü r h o z e l i e claimed that as per his information, Rio created liabilities of Rs. 1500 crore and another Rs.500 crore by TR Zeliang totalling Rs.2000 crore. He said Nagas were suffering today and because of them. Stating that the current (Cont’d on p-7) situation was a creation of a

their attempts failed, they were doing everything to destroy the party. Lauding the attendees of consultative meeting, Dr. Liezietsu described them as “most genuine and committed party workers”. He also expressed optimism that good sense would prevail amongst the dissident members and would return to the party fold. With regard to the court hearing on whip scheduled on September 21, NPF president expressed apprehension that there were possibilities to delay the case. He, however, said that once the whip issue was taken up, the government would end there. Dr. Liezietsu also urged the gathering to be more committed on party’s visions and take responsibility at their own level to strengthen the party so no one would dare to do wrong to the party and the people. He further asked the party workers to explain the issue in detail to the grassroots level.

few “insatiable people”, Dr. Shürhozelie said MP (Lok Sabha) Neiphiu Rio and chief minister, TR Zeliang, were “money giants”, adding that whoever followed them followed for money. Dr. Liezietsu described as “shameful” that Rio and Zeliang had to involve in court fight over educational qualification and said that when they cannot tell the truth about their educational qualification they cannot be truthful to people. NPF president also reiterated his claim that a secret agreement was entered between Rio, Zeliang, governor PB Acharya and BJP leaders from outside the state to dislodge his government and said after all (Cont’d & resolutions on p-7)

KOHIMA, SEP 20 (NPN): Now, the issue of who would take the NPF party and the leadership now lies on the numbers game, not of the MLAs but the Central Executive Council. NPF central official said out of 152 NPF CEC members, 112 of them had signed and declared in affidavit, supporting the leadership of NPF president, Dr. Shürhozelie Liezietsu during the NPF General Convention in 2015. This was done during the August 25 CEC meeting at its central office. The party reminded that the CEC members were appointed during the 2015 GC as per the NPF constitution and the names along with photographs were submitted to the ECI and the NPF central. Reacting to the Neiphiu Rio’s group, claiming that they had the majority of CEC members, NPF central said: “Be it Dr. Shürhozelie, Neiphiu Rio or T.R. Zeliang or anybody can appoint as many members as possible but it makes no sense since the official list of the names were lying with ECI and that’s what matters the most.”

legislature party leader Kuzholuzo (Azo) Neinu, who had said that all 36 MLAs with T.R. Zeliang would be disqualified and that the government would fall by October, the chief minister instead reminded Azo of their group of 11 MLAs who face disqualification for not attending the vote of confidence. According to Zeliang, after issuing the whip and then not attending the assembly session invited disqualification. He asked people not to be confused with this issue. Zeliang also strongly defended the tie up with BJP by saying that the DAN coalition with the BJP at the Centre was meaningful and would continue. He also dismissed speculations that NPF legislators under him would join BJP. Instead, Zeliang said they would continue NPF so as to protect Cock symbol adding “we will continue with the alliance but will not join BJP”. He accused NPF Central under Dr. Shürhozelie of severing ties with BJP without consulting NPF Manipur (where the party is partner in the BJP-led government).

Neiphiu Rio (NP) Staff Reporter

DIMAPUR, SEP 20 (NPN): NPF president and MP Lok Sabha Neiphiu Rio in his presidential address at the ‘NPF General Convention’ assured that the ongoing tussle between the two NPF factions over the ownership of the party will be cleared once the necessary formalities were completed after the convention at DDSC stadium. Rio said the party was already in the process of making amendments in its constitution to impeach any president of the party, since in a democratic set-

up there was a dire need for such a provision. He said the absence of such a provision would only provide any incumbent with absolute powers which could be abused and exploited to reduce the party as a private property. Rio said Dr Shürhozelie was inducted as the party president with 10,000 people in attendance during a general convention but at DDSC stadium the approval for his impeachment was mandated by more than 40,000 people. He also had a statesman like word for the ruling coalition when he reminded the party government that “whoever is in power and is running the government should work for the welfare of the people and also according to the commitments given in their manifesto.” Rio advised the party men to govern the people mindfully, deliver justice and take the people’s problem as priority and also run a transparent and corruption-free government so that the targeted people would

get the actual benefit. He said every government would face criticisms and reminded that those in power should run the government in the proper way since they have to go back to the people to get their mandate after every five years. On that note he advised the legislators led by the chief minister, ministers, parliamentary secretaries and advisors to thoroughly look into the welfare of the public which in turn would garner the support of the public. Rio said even if the state was faced by a political issue, that should not hamper the developmental activities and the two has to go side by side. Recalling the law and order situation faced by the state during the implementation of the women reservation and the ULB elections, Rio said, as a government it was necessary for those in power to listen to the voice of the people and not confront them.

DIMAPUR, SEP 20 (NPN): ACAUT has termed the objection raised by Nagaland State VDB Association (NSVDBA) to the state government’s plan to implement Direct Benefit Transfer (DBT) under MGNREGA as “most insidious reaction.” In a press note, ACAUT said the association’s claim that by suddenly implementing DBT, the very purpose of the noble programme (MGNREGA) would be defeated, was utter nonsense. It said that the people of Nagaland were all too familiar with the nefarious intention of the association in objecting to the DBT. ACAUT laughed off at arguments put by NSVDBA that the present system of implementing MNREGA programme by state VDBs were much better than many other states. “It is true in the sense that the system works much better for the corrupt Rural Development department and the VDBs since there’s much to loot under the present system of unaccountability,” ACUAT alleged. On the claim that by introducing DBT, the poor rural job holders would be victimized, ACAUT rather pointed out that the only victims of DBT would (Cont’d & resolutions on p-7) be the RD officials and VDBs. “The lav-

Powerful 7.1M quake in Mexico kills 225 MEXICO CITY, SEP 20 (AGENCIES): Police, firefighters and ordinary Mexicans dug frantically through the rubble of collapsed schools, homes and apartment buildings today, looking for survivors of Mexico’s deadliest earthquake in decades as the number of confirmed fatalities stood at 225. Adding poignancy and a touch of the surreal, yesterday’s magnitude-7.1 quake struck on the 32nd anniversary of the 1985 earthquake that killed thousands. Just hours earlier, people around Mexico had held earthquake drills to mark the date. One of the most desperate rescue efforts was at a primary and secondary school in southern Mexico City, where a wing of the three-story building collapsed into a massive pancake of concrete slabs. Journalists saw rescuers pull at least two small bodies

from the rubble, covered in sheets. Vo l u n t e e r r e s c u e worker Dr. Pedro Serrano managed to crawl into the crevices of the tottering pile of rubble that had been Escuela Enrique Rebsamen. He made it into a classroom, but found all of its occupants dead. “We saw some chairs and wooden tables. The next thing we saw was a leg,

and then we started to move rubble and we found a girl and two adults -- a woman and a man,” he said. “We can hear small noises, but we don’t know if they’re coming from above or below, from the walls above (crumbling), or someone below calling for help.” A mix of neighborhood volunteers, police and firefighters used trained

dogs and their bare hands to search through the school’s ruins. The crowd of anxious parents outside the gates shared reports that two families had received WhatsApp messages from girls trapped inside, but that could not be confirmed. Rescuers brought in wooden beams to shore up the fallen concrete slabs so they wouldn’t collapse further and crush whatever airspaces remained. Federal education department reported late Tuesday that 25 bodies had been recovered from the school’s wreckage, all but four of them children. It was not clear whether those deaths were included in the overall death toll of 225 reported by the federal civil defense agency. President of Mexico, Pena Nieto, had earlier reported 22 bodies found and said 30 children and eight adults were reported missing.

ish life styles of BDOs and VDB secretaries are testament for all Nagas to see,” it added. ACAUT said that the reaction of NSVDBA was most shameful and had only exposed their sinister design. “NSVDBA asking other NGOs and organizations not to meddle in the affairs of the VDBs has only unmasked their garb of pretending to be working for the welfare of the people,” ACUAT said. Therefore, ACAUT has requested the state government not to fall for such insidious ploy but to do the right thing for the poor and helpless rural people, by facilitating job card holders to easily open their bank accounts linked with aadhaar. ACAUT said people would wait and watch whether the state government would sway to the whims and fancies of a few vested individuals working under the garb of association or work in favour of the people. It would also be a test for the T.R. Zeliang government’s rhetoric of working for the good of the people, ACAUT added. Meanwhile, ACAUT has asked the NSVDBA to explain how the amount of Rs. 1500 crore plus released for MNREGA 2016-17 was utilized since the Finance department was unable to explain the suspected double withdrawals.

The six federating units affirmed that they would stand with the federation till justice was delivered. They also urged the state government to immediately address the matter in the interest of the six backward tribes of eastern Nagaland as per the government notification. “Since the demand of the federation is not beyond the notification, we felt that it is an obligation that the government should uphold the notification,” the units stated. DIMAPUR, SEP 20 (NPN): DAN chairman and NPF legislature party leader, Kuzholuzo (Azo) Nienü, MLA took a dig at the rival NPF group’s General Convention held at DDSC stadium Dimapur on Wednesday, saying the crowd constituted mostly of non-Nagas, who were paid to attend the convention. Speaking at the NPF Dimapur division consultative meeting here at NPF Dimapur division office, Landmark colony, Azo went on to hit out at the rival group by accusing them of being “a pack of wolves in sheep clothing”. Azo also alleged that some non-NPF legislators had also accompanied T.R. Zeliang and Neiphiu Rio to the convention. Despite all odds, Azo said he was impressed by the huge turnout of genuine party workers and called upon the gathering not to envy the rival group but to remain steadfast and lead (Cont’d on p-7)

12 out of 15 Meghalaya Govt PSUs incur nearly Rs 400 cr loss S hillo n g, S e p 2 0 (PTI): Twelve of the 15 Public Sector Undertakings (PSUs) in Meghalaya have incurred revenue loss of nearly Rs 400 crore, officials said Tuesday. The revelations were made today during the presentation made by the heads of these PSUs to the Assembly Committee on Public Sector Undertakings headed by former chief minister S C Marak. “Taking cognizance of the report of the Comptroller and Auditor General (CAG), we found that the state government has incurred a revenue loss of Rs 389.50 crore till 2016,” committee member and Opposition United Democratic Party legislator Titos Chyne told reporters. He said the committee was surprise that there is nothing worth praising on the performances of these PSUs. Although there were 17 PSUs in the state, two were closed down by the government. Except for three units – the Meghalaya Transport

where a cache of arms and ammunition and explosives were hidden. Stating the joint operation team searched the jungle last morning and busted the hideout deep inside, the release said the cache of arms comprised two G3 rifles, one 303 Rifle, one 7.62 mm pistol, one single barrel gun (all factory made), 10 kg explosives, 40 detonators and other warlike stores were recovered. Two days back Army troops from the same formation had conducted a s i m i l a r ly s u c c e s s f u l operation in the East Karbi Anglong district where another terrorist hideout of Kuki Liberation Front had been busted and a senior functionary of the group was apprehended with arms and ammunition.

timeline to direct the defaulting PSUs to clear the arrears and finalise their accounts at the earliest. It has also observed that the defaulting PSUs are detrimental to the financial interest of the government even as it also endorsed a recommendation made by the CAG wherein fresh grants should be made only when accounts are finalized. He said that they had also suggested the administrative departments to take the responsibility to oversee the activities of these entities and to ensure that the accounts are finalized and adopted by these PSUs within stipulated period. The Assembly Committee also informed that one of the main problems faced by the PSUs was due to over staff.

domain 34% of people think that the government’s performance has been poor. Among the 13 categories of performance on which p e o p l e we r e a s k e d t o vote, the government has scored the maximum in ‘tackling corruption’, with 33% ticking the ‘excellent’ box. Six per cent think that there is more for the government to do to check corruption and have rated the government as poor, reports TNN. For ‘power sector augmentation’ too, 67% of the people have rated the government’s performance as either average or poor.

An official source associated with the polling said, “A report on the poll results has been submitted to chief minister Sarbananda Sonowal and based on the findings he has chalked out strategies and policies to bridge the gaps. We hope to better the results when we carry out a similar poll at the end of the second year of the government in June next year.” “The government has received the poorest rating in roads and communications and the CM has taken up this issue as a high priority. The floods have also damaged lot of roads and bridges.

Journalist killed while covering protest in Tripura

Guwahati, Sep 20 (Agencies): Veteran Congress leader and former Chief Minister of Assam Tarun Gogoi has hit out against the Centre on the Rohingya Muslims issue, calling its stand incompassionate. Accusing the Centre of discriminating between refugees on the basis of religion, Gogoi said, “We are a land of Mahatma Gandhi and Ashoka, must show compassion and tolerance. Should reach out to the refugees who have been turned away from their country,” reports Nelive. “Even Vivekananda said that we must provide shelter to all those who have been prosecuted,” he further added. Exposing how the Government of India is polarising the society unabashedly on the lines of religion, Gogoi said that security threat, if any from Rohingyas should be probed and proved.

Note ban, GST will work in Education system must favour of government, feels BJP be ‘future proof’: President NEW DELHI, Sep 20 (AGENCIES): Commending the role played by the Christian community, especially missionary institutions, in the sector of education, President Ram Nath Kovind on Wednesday said that educational infrastructure, curricula and modes of teaching have to become compatible with the 21st century. Extolling the need to “constantly embrace change”, the president said that India needed to make its educational system “future proof ”. Addressing an event on the Golden Jubilee celebrations of the Jesus & Mary college in Delhi University, Kovind said, “I must note that the Christian community - whose history in India goes back 2,000 years and which has contributed so much to our shared culture has carved a special role for itself in education. Missionary institutions such as this

Ram Nath Kovind one have become symbols of scholarship, dedicated teaching and academic excellence.” Kovind added that this was in fact, “appropriate” as “all religions in their essence urge us to constantly learn and evolve and grow, to acquire knowledge and gain wisdom. And so become better human beings.” The president also called on the educated to work for the welfare of the less-privileged and become nation builders. “The goal

of education is not just to acquire knowledge. The truly educated are not those who collect degrees, but those who use those degrees and the underlying scholarship to become nation-builders in our society,” Kovind said. Pitching for education of girls, he said, “An educated girl contributes to the economy and at work. In this way, the larger social impact of girls’ education is significant.” He also talked about the “dramatic changes” caused by ‘the fourth industrial revolution’ and advances in digitisation and robotics. “We need to upgrade our higher educational system and, to the extent possible, make it future proof,” said Kovind, adding, “Our education infrastructure, curricula and modes of teaching have to become 21st century compatible and be nimble and dynamic enough to constantly embrace change.

NEW DELHI, Sep 20 (AGENCIES): The Narendra Modi government’s decision to go for demonetisation last year and implement GST (Goods and Services Tax) this year, may have brought in some “immediate pains” to people, but the ruling BJP is hopeful that both the policies will eventually help create a robust economic system in the country, the signs for which will start showing in the “long run, that is by 2019.” according to party sources. The party believes both the policy decisions will eventually help in cleaning up the system and create a “stronger foundation for the economy, usher in greater transparency and reduce corruption in the system,” by 2019 and hence that is going to be the party line to be drawn up at the one-day BJP national executive coming up on September 25. That the “immediate pains” indicated by the present dip in the growth rate is hurting the government

as it readies for a spate of assembly polls, leading up to the 2019 Lok Sabha elections, is clear from the fact that one of the key focus areas of the only resolution to be drawn up at the oneday executive meeting here on Monday, will be the state of the economy. “Demonetisation was a systemic change in the direct tax regime and GST in the indirect tax system. We were expecting some pain because it is natural when there is a shift. But we are long term players... we have to take the country forward and Prime Minister Modi has set the basics right,” BJP general secretary Ram Madhav said on Wednesday, when asked about the dip in the growth rate. The ruling party is hoping that the signs of the economy picking up will be clear by 2019, when Modi goes for re-election and people would be able to feel the impact of a healthier, transparent system, which is surely a long-term benefit for the country.

Not in a hurry to take decision on GM mustard, says Vardhan NEW DELHI, Sep 20 (AGENCIES): The government on Wednesday said that it was not in a hurry to take a call on commercial release of transgenic oilseeds as the concerns expressed by both the anti and pro GM groups were “equally strong” and therefore it needed to be examined thoroughly before arriving at any decision. “We are not in a hurry to take decision on GM mustard”, said the Union environment minister Harsh Vardhan, emphasising that the government has to look at it in larger interest of the people. Noting that the concerns expressed against release of GM mustard or in favour of it are equally strong, he said, “All the issues are being critically examined. The day we are convinced about it without any confusion, we will take the decision either this way or that way”. His remarks comes days after the government

Harsh Vardhan told the Supreme Court that it was examining all reports by experts including the one submitted by a parliamentary committee and the nodal regulator for GM crops in India - Genetic Engineering Appraisal Committee (GEAC) - before a final decision would be taken. The parliamentar y standing committee on science & technology and environment & forests had last month submitted its report, flagging several loopholes in existing methods of field trials of transgenic crops. It had also asked environ-

HC slams WB govt’s curb on Durga idol immersion No floor test in TN till further orders: HC

KO L K ATA , S e p 2 0 (AGENCIES): Questioning the West Bengal government’s curbs on Durga idol immersion, the Calcutta High Court on Wednesday said the State cannot hinder a citizen’s right to practise religion on the basis of a mere assumption of law and order disruption and must provide sound reasons for doing so. “Let them (Hindus and Muslims) live in harmony, do not create a line between them,” acting Chief Justice Rakesh Tiwary said, asking the government to provide a “concrete ground” for its decision to stop the immersion of Durga idols after 10pm on September 30 (Vijaya Dashami day) and on October 1 on account of Muharram. Hearing three PILs challenging the restrictions on immersion of idols at the end of the fiveday Durga Puja festival, a bench, also comprising Justice Harish Tandon, said a mere assumption that a law-and-order situation might arise, owing to Vijaya Dashami and

Mamata Banerjee Muharram falling one after the other, could not be the basis of imposing curbs on immersion timings. Observing that Chief Minister Mamata Banerjee had herself told a public meeting that Hindus and Muslims lived together in harmony in the state, the bench said, “Listen to what the head of the state says and not a police officer.” “People have the right to practise their religious activities, whichever community they may be of, and the State cannot put restrictions, unless it has a concrete ground to believe that two communities cannot live together,” the acting chief justice said.

“You must clarify why are you apprehending a lawand-order situation,” the bench told state Advocate General (AG) Kishore Dutta, who claimed that it was the administration’s prerogative to decide on steps to prevent any untoward situation. “Public order and lawand-order are administrative issues,” Dutta submitted, while claiming that the court’s interference in it would amount to trudging into the administration’s domain. T h e We s t B e n g a l government has imposed restrictions on Durga idol immersions on September 30, the Vijaya Dashami day, after 10pm and no immersion would be allowed on October 1, the day Muharram is scheduled to be observed. The bench said the administration could regulate the routes for the immersion processions to follow and those through which the ‘Tajia’ processions of Muharram would pass. “In the interest of maintaining law-and-order and in order to prevent an

untoward incident, the administration can regulate a religious congregation or procession,” the AG submitted before the court. “It is a preventive action to rule out any possibility of a law and order situation,” he said. The court observed that it was not disputing the state’s right to regulate, but the administration could not restrict the observance of one’s religious rights. “We are asking you to eliminate the element of arbitrariness and provide a concrete ground for your action,” the bench said. “If you say there is complete harmony, are you (the state administration) not creating a line of division between the two communities by your action?” asked Justice Tandon. When the AG reiterated that the state had taken the decision to prevent any untoward incident, the acting chief justice observed, “Let them live in harmony, do not create a line between them.” The court further said it was advocating peace, harmony and living together.

CHENNAI, SEP 20 (Agencies): Tamil Nadu Chief Minister E Palaniswami cannot seek a trust vote in the assembly before the court decides on the status of 18 rebel AIADMK lawmakers disqualified by Assembly Speaker this week, the Madras High Court ordered on Wednesday. The directive has come as a relief for the rebel lawmakers and the opposition that had accused the ruling AIADMK of manufacturing majority by disqualifying dissenting MLAs, reports NDTV. The high court said it would decide on a batch of petitions filed against Speaker P Dhanapal’s order disqualifying 18 lawmakers on October 4 and directed against starting the process to fill seats that have fallen vacant due to the disqualification. “It’s a victory for democracy. It has defeated the EPS government’s plan to disqualify them (rebel MLAs) and call for a floor test to make a backdoor entry to govern the state,” said A Saravanan, spokesperson of the opposition DMK which has been try-

ing to milk the AIADMK’s internal crisis. The latest crisis within the party has its origin in the merger of factions led by Chief Minister Palaniswami and O Panneerselvam, who later became Deputy Chief Minister. One of the conditions for the merger deal was that the party should throw out its general secretary Sasikala and her deputy TTV Dhinakaran. Once the AIADMK leaders made this change, the 18 lawmakers quickly withdrew support to the Chief Minister and demanded that Mr Palaniswami be replaced. The disqualification order had insured the EPS government against any embarrassment if the ruling AIADMK government had to prove its majority in a floor test, as demanded by the main opposition party DMK last month. But the AIADMK government would be in a real danger if the high court were to find that the disqualification order was flawed, or illegal as the rebel lawmakers insisted in court on Wednesday. Unless, the rival factions of

the AIADMK are able to find some common ground to work together within the next fortnight. Chief Minister Palaniswami has the support of 113 lawmakers and would have flunked the trust vote if the rebels, loyal to VK Sasikala and her nephew TTV Dhinakaran, had been allowed to vote. The Speaker’s disqualification order had brought down the strength of the assembly to 214. The government’s 113 MLAs would have been well above the 107 half-way mark at 107. Dushyant Dave, the counsel for the rebel lawmakers, argued that the disqualification is illegal. Though the lawmakers had withdrawn support to Chief Minister Palaniswami and sought his replacement, they clarified in the letter to the Governor that they remained in the party and are not withdrawing support to the government. The rebel lawmakers also cited a similar case in the neighbouring Karnataka where the court had ultimately quashed the disqualification of MLAs by the Karnataka Speaker.

ment ministry to examine the impact of such crops “thoroughly” before taking its final call. The panel, having representatives from all major political parties including the ruling BJP and the opposition Congress, had also expressed its concerns as to how the regulators were predominantly relying on data made available by the applicant of GM crops. The environment minister on Wednesday also referred to concerns expressed by the parliamentary committee while articulating his point in response to a question in a press conference. He even mentioned that the committee had expressed its objections through consensus - an indication that the government does not want to rush through the the “sensitive issue” at a juncture when RSS-linked groups like Swadeshi Jagran Manch (SJM) have joined hands with activists and civil society groups against GM mustard.

Vistas row: SC give orders to Unitech New Delhi, Sep 20 (AGENCIES): In an unprecedented order, the Supreme Court on Wednesday ordered Unitech to pay Rs 80,000 to each of the 39 homebuyers who booked flats at the real estate giant’s Vistas project in Gurugram as compensation and litigation charges. Though the project was supposed to be handed over to these homebuyers in 2012, it still remains under construction. A bench headed by Chief Justice Dipak Misra issued the direction while disposing of Unitech’s appeal against a National Consumer Disputes Redressal Commission order, which imposed penalties on the company for delaying the delivery of flats, in 2015. The first-of-its-kind order is likely to add to Unitech’s woes. Company promoter Sanjay Chandra and his brother, Ajay Chandra, are already in jail in connection with a cheating case pertaining to another project.

River Brahmaputra to have India’s first floating lab on boat NEW DELHI, SEP 20 (AGENCIES): The Brahmaputra river in the northeast will have India’s first floating ‘laboratory on boat’ for scientific research by this year end. The well-equipped boat laboratory will be used for analysis and research on all components of the entire ecosystem of the river and its surroundings. The lab will have the capability to study climate change and analyse soil, water, environment, plant and animal life, human health, agriculture and river system. This will be done with in-boat instrumentation,

linked to local institutions and national laboratories across the country through ‘cloud’. Taking inspiration from a similar lab on boat in the river Amazon in South America, the science and technology ministry will set it up as part of its three biotechnology missions in the north-east. The other two missions include Phyto-Pharma Plants Mission and Frugal Microscopy Mission. The Phyto-Pharma Mission will promote cultivation and conservation of endangered medicinal plants in the north-eastern states

while Frugal Microscope Mission will provide foldscope (world’s cheapest microscope costing less than Rs 70) to schools, colleges and scientists for education and research. “The department of biotechnology (DBT) has committed to dedicate at least 10% of our budget every year for the north-east. This year, we aim to spend at least Rs 200 crores for our north-east programmes”, said science and technology minister Harsh Vardhan while announcing the three new central initiatives for the north-eastern states on Wednesday.

of Amritsar at Shahpur. The BSF troops shot them dead when they crossed over to the Indian side of the border and refused to surrender. “The infiltrators opened fire on the ambush line with automatic weapons, upon which the troops retaliated,” the spokesperson said. An AK-47 assault rifle, a pistol and over two dozen bullet rounds, a Pakistani SIM card, four kilos of heroin and Pakistani currency worth Rs. 20,000 were recovered from the dead bodies, the official said.

f the principle of justice is to be applied, anyone having links with any accused person that had contributed to some gain should also be seen as connivance and the law should be free to take its own course. The aberration of justice can be seen in charge sheet or conviction of several politicians or VIPs allegedly involved or linked with the multi crore Saradha scam whose figures run into a colossal Rs.30,000 crore or more. The Saradha ponzi scam went bust after crores of depositors were duped and probe led to many VVIPs who were beneficiaries of the ‘investment loan’ given by the disgraced company. Those who ‘turned over’ were not brought to book by the enforcement directorate of CBI and those who did not have been harassed and hounded with some already in jail. Earlier the Supreme Court had been severe in describing the CBI a ‘caged parrot’ of the UPA. Today the caged parrot appears to have become a hound dog of the NDA. Either way, the CBI will always do what the master wants; so there is no principle involved. In the same way, the Manohar Lal Khattar government in Haryana has much to explain about its open links and symbiotic relationship with rapist-godman Ram Rahim. The Khattar government allowed Ram Rahim’s mobs ran amuck for days after he was convicted of rapes. The BJP MP Sakshi Maharaj defended the godman when he asked: “one person alleging sexual exploitation but crores stand with him today, why those crores of ppl are not being heard?.” It may be recalled that Ram Rahim who heads the Dera Sacha Sauda has been playing vote bank politics and in return received favours from those party governments. Even the Congress before the BJP had also enjoyed the benefits of having Ram Rahim swing his vote bank in its favour. The BJP was grateful and lavished patronage on Gurmeet Singh and the Dera when he swung the votes which was well reciprocated when 19 of the 47 BJP MLAs called on him to convey their gratitude for his support. Two ministers in the Khattar government provided money from their discretionary funds for the Dera’s activities. The Congress too had a cosy relationship with Ram Rahim and sought votes and favours. However the link with the gurus and babas with political parties is something that needs to be analysed since some of them have been made MPs and some even occupying office. One notorious godman-Asaram Bapu- is also charged with rape and allegations of various other crimes. Asaram flourished with support in Gujarat where he first set up his ashram and then spread his network across the country. He was jailed in 2013 along with his son. There are many other babas and gurus whose fortunes have seen an upswing since 2014 .One of the most successful guru is Baba Ramdev the yoga billionaire. Ramdev amassed thousands of acres of lands under both the BJP and Congress governments. He has built his ashrams, yoga institutes and Patanjali products in Uttarakhand, Uttar Pradesh, Madhya Pradesh, Jharkhand, Rajasthan and Assam. His Patanjali enterprises producing cosmetics and other goods had a turnover of Rs 10,561 crore in 2016-17. Time to restrict godmen in this abodes and leave religion out of politics.

DailyDevotion The Divine Commandment of Life …be perfect, just as your Father in heaven is perfect. —Matthew 5:48 Our Lord’s exhortation to us in Matthew 5:38-48 is to be generous in our behavior toward everyone. Beware of living according to your natural affections in your spiritual life. Everyone has natural affections— some people we like and others we don’t like. Yet we must never let those likes and dislikes rule our Christian life. “If we walk in the light as He is in the light, we have fellowship with one another” (1 John 1:7), even those toward whom we have no affection. The example our Lord gave us here is not that of a good person, or even of a good Christian, but of God Himself. “… be perfect, just as your Father in heaven is perfect.” In other words, simply show to the other person what God has shown to you. And God will give you plenty of real life opportunities to prove whether or not you are “perfect, just as your Father in heaven is perfect.” Being a disciple means deliberately identifying yourself with God’s interests in other people. Jesus says, “A new commandment I give to you, that you love one another; as I have loved you, that you also love one another. By this all will know that you are My disciples, if you have love for one another” (John 13:34-35). The true expression of Christian character is not in gooddoing, but in God-likeness. If the Spirit of God has transformed you within, you will exhibit divine characteristics in your life, not just good human characteristics. God’s life in us expresses itself as God’s life, not as human life trying to be godly. The secret of a Christian’s life is that the supernatural becomes natural in him as a result of the grace of God, and the experience of this becomes evident in the practical, everyday details of life, not in times of intimate fellowship with God. And when we come in contact with things that create confusion and a flurry of activity, we find to our own amazement that we have the power to stay wonderfully poised even in the center of it all.

Post-mortem

The Greatest Danger Nagaland Faces My views on Framework Agreement

I

have been waiting for some sort of reply/rejoinder from the N.S.C.N (I-M) to Mr. K. K. Sema’s article, “PanNaga Hoho under Framework Agreement” (EM/Mex/NP:16-9-17) in the vain hope that it may be untrue; but the deafening silence on the part of the I-M speaks volumes about the veracity of article. Over the course of the years, I have noticed that our underground “governments”, through their various “ministries of information and publicity” issue outrageous, scathing and vituperic outbursts in our local dailies against any and all who they see as an obstacle in their path towards domination of Nagaland; (for make no mistake that for all their talk of “All Nagas Everywhere”, “Greater Nagaland” and “Nagalim” it is the State of Nagaland, the goose that lays the golden eggs, that they have their eyes on). They either attack the writers of the articles instead of the article itself, in the fond hope of diverting the attention of the public away from the message, or they ignore the article completely in the mistaken belief that if they ignore it or refuse to see it, others will not notice it too, (rather like a man defecating in public with his eyes closed in the belief that if he does not see others, others will not see him too). I cannot say to what extent the people of Nagaland are aware of the perils posed by this “Pan-Naga Hoho”, but the lack of any constructive comments when I posted an extract of the article on Facebook leads me to believe that we are blissfully unaware of the full implications of this proposal. It is for every person in Nagaland to decide for himself as to the interpretation and implications of the said Hoho, but these are the conclusions

I have drawn from it:1. “The Pan-Naga Hoho is a statutory body with Executive authority, Budgetary and Negotiating powers.” This means that the Hoho is a Legal (Statutory) body, though who has legalised them is open to question; it will perform all functions of government (Executive authority); it will control all finances (budget) and it will make all decisions on behalf of all Nagas (Negotiatory power). 2. “The Pan-Naga Hoho shall be a “Selective House or body” with equal representatives from every Naga tribes (sic) irrespective of territorial boundaries.” The operative word here is “Selective”; it means that the Naga tribes will no longer be free to elect our Tribal Representatives; rather the I-M will select who they want from our tribes, from amongst the members of the I-M. The rest of the paragraph about members of the legislative assemblies of Nagaland, Manipur, Assam and Arunachal Pradesh and also Civil Servants of Nagaland and Manipur (no Arunachal and Assam here) being part of the Hoho is purely eyewash, for all powers will remain in the hands of the Chairman/ Yaruiwo. 3. “The land of Nagas and resources above and below the ground shall be entirely belongs (sic) to the Naga and would be fall (sic) within the purview of the Pan-Naga Hoho.” Which means that all resources, everything, will be controlled by the Hoho. 4. “During the interim period, the existing practises of the collective leadership system headed by Yaruiwo/ Chairman of the NSCN/ GPRN in governance structure shall be continued.” This does not answer two vital questions: - (a) How long will

this interim period last? A year or two, a decade or two, a century or two? Millennia or two? (b) Who is the Yaruiwo/ Chairman of the NSCN/ GPRN? It has been more than a year since the passing of Isak Chishi Swu, why cannot the I-M name a successor to him, a successor who is going to hold all power over all Nagas in India. If Muivah wants the seat for himself, who’s stopping him? Or is the I-M fearful of the fact that their “collective leadership” has no person who is acceptable to the Nagas? Every concept of this so-called Pan-Naga Hoho is questionable. It reeks of a single person’s megalomanic desire to hold dictatorial sway over all Nagas in India. Is India desirous of creating a mini-North Korea within its boundaries? The Nagas in Manipur, Arunachal Pradesh and Assam will not be much affected because they will have their respective State Governments and State Police Forces to protect them. But woe to Nagaland! For our Government will be, “Of the I-M, by the I-M and for the I-M”. Our bungling experiment with democracy will be over; a new era of “One Party Rule” will begin. Our lands, resources and traditions will be at the mercy of an amorphous and anonymous entity known as, “The Collective Leadership”. We will clap, smile and laugh only at its bidding; so all hail the coming Emperor of Nagaland, His Most Exalted Highness, “Kim Jong Collective Leadership”. I pray that the curse of God falls on all those who seek to enslave the Nagas. Kahuto Chishi Sumi Akukau, Hevishe Village, Khaghaboto Range, Dimapur, (kahuto107@ gmail.com)

T

he Framework Agreement between the Government of India and the NSCM (IM) that was signed on the 3rd of August 2015, was kept in total secrecy and never made it known to the public at large, though a number of NGO’s even including the State Government, for whichever reasons, have already supported this agreement. It was only on the 16th of September 2017, after a lapse of two long years of suspense, the hush hush secret documents of this Framework Agreement that exposes the provisions for a Pan-Naga-Hoho was disclosed to the public through the initiative of an individual. Since the said document is not officially disclosed, there may be possibilities that some rectifications may be made before it is finally and officially released for the public consumption if at all it is released. My observation therefore will be confined inclusively to the original contexts as printed in the local dailies on the 16th of this month. The said documents have raised more Questions than Answers. In the first instance, Whereas the said documents relates directly to the very well being of its Citizens specially to the State of Nagaland, Why on earth the document is kept a guarded secret for so long? The contents of such documents should have been made known to all its stakeholders to enable them to examine the issues before it is finalized. It is indeed outrageous that such Agreement that will have far reaching Consequences involving, not only the interest on the State of Nagaland but few of its neighboring States, are decided in total secrecy between the Government of India and the NSCM (IM), leaving all other stake holders in total darkness. One wonders how such documents that contain elements of improprieties could be signed with the full knowledge of none other than the Prime Minister of India himself. Does the document speak about some hidden agendas? What about the involvement of the elected Sixty Nagaland Legislative Members that are duly elected by the people to protect and preserve the constitution that also includes the Special Provision for the State of Nagaland under Article 371 (A) of the Constitution of India? In the present Agreement

where they have not participated, the honorable MLA’s of Nagaland are to be accommodated as representatives from the State of Nagaland under the Pan-Naga-Hoho where their status will be at bar with the elected members of the Nagas from other States. Will our honorable MLA’s be satisfied with such arrangements for the sake of fraternal conglomeration? Will they lump the idea that their fate and their future are decided elsewhere without their participation? These are million dollar Questions that need to be explained. The agreement appears more like a rehabilitation baggage and an act of appeasement for a particular group but much less an agreement between the Government of India and the Nagas as a whole. The proposal on Pan Naga Hoho appears idealistic but will not be workable. It appears that it was specifically designed to fit in those that need them. Pan Naga Hoho is an attempt in calling for Nationalism and a clarion call for the Nagas to unite and there is nothing wrong with that but the proposal lacks practical application. Should the Pan be confined to the dreams of building up a unified platform for social, cultural, ethnic and emotional issues of all the Nagas under one umbrella, it may perhaps be workable but when the Pan is assuming Executive and Financial powers beyond its social concern by stretching its arms into its neighboring States, there will be problems. Let us be aware of this fact that in a Federal form of Government as we have in India, every States as far as its local issues are concerned, are independent of each other and I do not think none of the States will ever tolerate to simply remain a mute spectator in watching some other agencies from outside the States, fiddling in the internal affairs of their States. Such ideas will create more problems than solutions. Nagas cannot tolerate any forms of imposition. It is our inborn nature. Should there be any kind of Agreements, the same should be mutually accepted by the people of Nagaland as a whole, instead of imposing upon them. This is a reality that should be heard loud and clear by New Delhi. Tali Longkumer, IAS (Retd), Agri Forest Kohima

Green Pughoboto (From previous issue) The other primary aim of GREEN PUGHOBOTO is to make Pughoboto a hub for commercial supply of timber. The traditional subsistence agriculture can be revolutionised with agroforestry projects, which combines aspects of forestry and farming to create plantations which can meet the commercial timber needs of local as well as international markets. Every village is envisioned to host a timber park, with that Vision, commercial plant nurseries have been set up at many designated places, such like Pughoboto, Lazami, Ghathashi, Asukiqa and KT (KhuchoTsuyi). Backed by subsidies and other incentives, the farmers have been the main stay and the younger generation also has been joining hands. Pughoboto a landlocked region has been endowed with

J

very rich vegetation and even the topography and climatic condition supports variety of vegetation. Plants which are not indigenous to the region have adapted well and have been yielding rich harvest. The viability of the region to go for intensive commercial plantation has been quite encouraging. With that potentiality, Vikheho has been emphasising that “a hilly terrain such as ours, besides jhum cultivation has lesser scope for other economic prospects and therefore should focus on tree plantation which is a sure prospective return”.These projects have a significant positive impact on the environment, along with sustainable profits. The plantation projects operate against a background of accelerating urbanization, which is increasing the need for wood and putting pressure on existing forests.

Plantation has always been more than twin kill with one bullet. The ability to combine profitability and development, it Increases positive climatic change with both the flora and fauna flourishing, also enabling the ability to earn huge income through commercial timber, herbal products also has been on higher demand with subsequent technological improvement in the field of herbal sciences, the aesthetic value it holds also promotes tourism. Undeniably, there are numerous obstacles, starting from the nature itself which often decides the progress of the plants themselves, but more severe is the attitude of our humans who fail to knowingly address the need of our ecological environment. The need for holistic environmental conservation needs to come over the politics, ism or any social issues as it for

everyone that breathes. Pamela and her husband efforts in Karnataka, Jadav Payeng from Assam conversion of 550 hectares over 30 years into a natural habitat are just some examples of how human efforts has the power to change the very course of nature for our welfare. Nagaland has still the ability to convert the much needed environment conservation and afforestation within lesser time duration or lesser effort given the vegetation and the climatic condition with which we are blessed, only our mindset should change and our thoughts be put into action. GREEN PUGHOBOTO is not only an effort to promote the area but for the whole of Nagaland who are yet to promote environment conservation. For it should not end in plantation programme alone, but with consistent nurturing

till we see the fruits of our efforts. The inconsistent weather pattern, the climatic change, loss of biodiversity, degradation of ground water level in Nagaland could get even worse. A comparative analysis of the Forest Survey of India (FSI) Report indicates that Nagaland has lost 352 sq.km in forest cover since 2011. As per data compiled by the FSI in 2013, the state recorded a decrease of 274 sq.km in forest cover – the highest among Indian states at the time – during the period following the compilation of the 2011 report. The 2015 report indicated a considerable decline in forest cover lost at 78 sq.km as compared to 2013. A positive 2017 report is still daunting. The National statisticsaccounts the maximum loss registered in the state Nagaland. The deforestation and pollution are our responsibility and

Good roads attract more tourists

ohn F. Kennedy once said, ‘American roads are not good because America is rich, but America is rich because American roads are good’. Since 1st December 1963, Nagaland got its fullfledged statehood to the union of India with special status found in the article 371 A of the Indian constitution in which it stated that all the resources within the state is safeguarded from the intervention of the union government and all the policies implemented by the centre cannot implement in Nagaland unless the state assembly so decides by resolution, however with all this special provision given to the state by the centre yet our roads here are turning from bad to worse as years passed by. Living here in Dimapur, the only commercial town in Nagaland with special connectivity such as airport and railway, but it is so sad to see that our roads are not improv-

ing in these past few years. If roads are not improving in a town like Dimapur, what about the road condition of other districts with no speciality as in Dimapur town? Staying in Bosco B.Ed College I empathize the students coming from different villages of Dimapur struggling to reach the college on time, due to bad road and more than that because of the broken bridges which are not repaired till date. Imagine of the school children, how they will reach their schools on time if road and broken bridges are not repaired. “Sometimes it takes more than two hours to reach Kuda village from fourth mile” said one of the B.Ed students. Let us not forget that Nagaland is a land of festivals blessed with many tribes, communities and cultures. This is one of the major resources that Nagaland attracts many tourists and this is clearly seen during the Hornbill festival on

the first week of December. The Tourism department can earn a lot if roads are good and many other developments can take place such as reducing unemployment to the unemployed youth. Flocking of tourists to the state not only help the tourism department but it also bring lots of benefit to the local people who are running their small businesses especially those who are selling things on the road sides, added to that youth who are unemployed can be employed by guiding the tourist to different tourist spots of the state. Therefore, I humbly beg the state government to take this issue seriously on improving the road condition and to faster the construction of the broken bridges in order to reduce the problem of people who are suffering right now. Even though the election and the hornbill festival are approaching let us not wait to start repairing the road

and bridges just because of election and hornbill festival but let us understand the sufferings of our own people who daily travelling in these kind of roads. By saying this I did not mean that hornbill festival is not important but more than that road is also equally important for the development in the state. Practically every day there is a hue and cry from the students in these past days and months because of reaching late to the colleges and schools due to traffic jam and broken bridges. Hence, to attract more tourists and to help the students to reach their schools and colleges on time, roads are important to improve at present. On the other side, let us not waste our resources of having many tourist spots with no tourists coming to visit our tourist centres just because our roads here are bad. Aiborlang Nongsiej, Bosco B.Ed College, Dimapur

God gave us plants and animals to live on it and by it. The abrupt climatic change that has been witnessed in the recent years has been that of a deteriorating one and unless a pragmatic effort is taken up, the pace of climatic chaos would worsen. In conclusion, if you haven’t thought much about plantation. A man from Pughoboto who had planted commercial timber in somewhere in the year 1997-98 on a barren jhum cultivated field is now harvesting his timber and his profit is somewhere from Rs.30 to 35 crores. Contributing to afforestation as well as his personal revenue. Tree plantation the best life insurance and the best Banking Account, THINK! (Concluded) Kiviboto Sheqi, Pughoboto Town

Stigmatisation of depression and anxiety

Sir,

I often wonder if Nagas will live to see the day when we can actually talk about issues like depression, anxiety disorders with concerned neighbours without speaking in hushed tones, as if we have something to be ashamed about. In Nagaland especially, many people I know that have depression and other issues related to the well being of mind feel that there is no need for parents or relatives to know about what he/ she is going through, as they fear people would stigmatise and look at them as outcasts. Today, we have supported treatments in the form of medication, psychotherapy and lifestyle behavioural programmes that have demonstrated efficacy and cost effectiveness in treating mental illness. The stigma of mental illness is perhaps the greatest barrier to care. It is preventable, and doing so would radically reduce suffering, disability and global economic burden. Asen Pongener

(From p-1) Reacting to the clarification sought by the NNGPs with regard to his view for an interim government that may come into place which was carried by some media, Rio cited that during 1960 when the 16 point agreement was signed and 1963 when Nagaland was given a statehood, there was an interim government set up to arrange the system and make basic and necessary preparation for the government to function properly. Rio said in the event of a settlement today there would be an interim government which would help in facilitating various programmes, economic packages, rehabilitation. Thereafter the state will have to go for election as no interim government can run for a long period in a democratic set-up and people should not be confused with such procedures. Rio further instructed the party men and women to be prepared to face elections since there would always be political parties. 5-point resolution adopted at the GC A five point-resolution was unanimously adopted during the

The GC approved the motion of both the legislative party and the organizational bodies of the party for removal of Dr. Shurhozelie Liezietsu from the office of the party with effect from August 13, 2017 “for his autocratic, dictatorial, undemocratic and unconstitutional functioning of the party.” GC endorsed and adopted the unanimous decision of the August 22, 2017 CEC meeting and appointing Neiphiu Rio, former CM and Lok Sabha MP as the NPF president with effect from August 13, 2017. The meeting called upon the Election Commission of India to recognise the established majority of the both the legislative party and the organizational structure of the party and deliver justice at the earliest to the NPF led by president, Neiphiu Rio. The GC also reiterated its election manifesto of committing itself as the facilitator in the peace process and adopted the policy of equicloseness. While acknowledging and appreciating the ongoing progress on the Indo-Naga peace process, the GC urged upon the negotiating

parties to expedite the talks to bring about an inclusive and early settlement, honourable and acceptable to the Naga people. Lastly, the GC renewed the commitment for the uplift of the rural populace and to work for the elevation of the socio-economic condition of the people. The leaders resolved to re-dedicate themselves to create better future for the women and youths, and make their aspiration into a reality. The party also assured to provide better infrastructure and connectivity enabling improved services in all spheres, fight against corruption and work together with the views of the masses. “We stand together as on for the perseverance and promotion of our party’s ideology and philosophy enabling our party to scale greater heights for improved governance, coupled with transparency and accountability,’ the resolution stated. The resolution was drafted and signed by convenor, Imkong L. Imchen and members-- Y. Patton, Kipili Sangtam, Neiba Kronu, Pukhayi, BS Nganlang, Chito Nyusou and Shilumar.

Majority CEC members with us, says TR Zeliang (From p-1) Reacting to earlier press statement from NPF Central describing him as “Heraka boy”, T.R. Zeliang agreed he was a Heraka when he was four years old but after his parents became Christians he no longer practised Heraka. He added “Today T.R. Zeliang is no longer a boy but a man of 65 years.” Later, the five-point resolution read out by minister of health and family welfare, Imkong L. Imchen was approved by the members by raising hands. Minister of

Environment, Forests and Climate Change, Neiba Kronu read out the names of the newly elected CEC members, divisions including Manipur and Arunachal Pradesh, youth and women wing. Minister of National Highways and Political Affairs, G. Kaito Aye administered oath to the newly elected members. Before the programme started, the newly elected NPF president, Neiphiu Rio unfurled the party flag. The welcome address was delivered by School Education and Parlia-

mentary Affairs minister, Tokheho Yepthomi. In his address, Tokheho briefed the gathering about the genesis of the issue and how the rival group chose to suspend/ expel its legislators to the extent of disqualifying them. Short speeches were also delivered by DAN chairman and advisor, Noke Wangnao, representatives of Manipur State Unit and Arunachal Pradesh State unit. The programme was chaired by NPF working president, A. Nyamnyie Konyak and the invocation

pronounced by WSBAk executive secretary, Rev. Dr. Hevukhu Achumi. The vote of thanks was proposed by S.I. Jamir Advisor, Urban Development Department. Other highlights include presentation by central women wing and others.

with the party, saying that by the month of October something will emerge. Longon, MLA, appealed to party workers to remain united and to trust one another to achieve the aspiration of the people and the party. Longon said he agreed with a message viral going on social media that “Rio and Zeliang game was like a Blue Whale game” where the end game will be suicide. He suggested having prayer chain in all the states where NPF exists, saying party needs God’s protection and guidance to lead the people. NPF working president, Huskha Yepthomi; ex-MLA from Manipur, Samuel; newly elected NPF Manipur unit president, W Morung Makunga; vice president, Yangerlemba, Mokokchung in charge, and vice president Tsumongo Lotha, Wokha in charge, also spoke at the meeting. At the meeting, NPF president, Dr. Shürhozelie also administered oath of office to the nine newly elected office bearers. The house also observed a minute silent prayer in honour of late Zaku Tsükru, vice president NPF. T h e m e e t i n g wa s chaired by MP (Rajya Sabha), KG Kenye. Central office bearers, central executive council members, central frontals and office bearers of cells, divisional

president and office bearers attended the meeting. Resolutions: NPF Central during its consultative meeting also adopted several resolutions, drafted by the resolution committee convenor, Apong Pongener and member secretary, Sebastian Zumvu: The party reposed unflinching support to the leadership of NPF president, Dr. Shürhozelie Liezietsu and his team of office bearers, and at the same time, placed on record their dismay at sheer and blatant disloyalty shown by a few party functionaries. NPF said it rightly condemned the “unconstitutional, illegal and unauthorized so-called General Convention” held at Dimapur by expelled/ suspended MLAs and MP, whose sole intention was to destroy the NPF so that they could switch over to some other political parties in the months to come. The party also urged upon the Election Commission of India not to take cognizance of the so-called General Convention, held without the sanction of Central office and to treat it as an exercise by some frustrated former party functionaries to boost the sagging morale of their followers. The resolution ridiculed Governor, PB Acharya for talking about corruption in the government,

“when he himself was one of the architects who toppled the Dr. Shürhozelieled government which was determined to curb corruption such as back-door appointments, deduction of developmental funds, handing over the infamous MKR Pillai case to the CBI etc.” The party reminded NLA Speaker that though “he had molested the Constitution of India by way of giving precedence to the Whip of his brother-in-law TR Zeliang on July 21, 2017, he should not murder Democracy and circumvent the Tenth Schedule of the Constitution of India [Para 2 (1) (b)] but give a time-bound ruling as specified by the Nagaland Legislative Assembly (Disqualification on the Ground of Defection) Rules, 2003, wherein he is required to pass an order within 7 days of receipt of the reply from the respondents.” Meanwhile, the house expressed full confidence on the judiciary to deliver justice at the earliest in the matters filed before it and appealed to the rank and file of the party to be patient and await the outcome of the Court verdicts. The house also condoled the demise of two veteran party leaders-Zaku Tsukru (September 17, 2017) and Viyekha Apon, ex-MLA (September 18, 2017).

(From p-1) the people on the right track under the legitimate NPF president, Dr. Shürhozelie Liezietsu. Terming the recent political development within the NPF party as blessing in disguise, Azo said it was a God given opportunity to the party before the general election. This way, he said the party was now in a position to allocate party tickets to the best and winnable candidates for the forth coming election particularly the youth and womenfolk. He said the recent political development has rather freed the party from facing the antiincumbency factors. Pointing out that the “unconstitutional ministry” of T.R. Zeliang would not be able to go beyond October, citing various cases like the disqualification issue, office of profit, CBI enquiry on Pillai scam, fuel adulteration and PDS scams. On Naga solution, he said NPF was always for an inclusive settlement to the vexed Naga issue,

acceptable to all. Until the time the final solution is arrived at before the 2018 election, he said the party would be ready to face the polls. Also addressing the party workers, Tohanba, MLA said described those present at the meeting as torch bearers of the party. Explaining the reason why they were with Dr. Shürhozelie, Tohanba said it was not because of anything but the trust and confidence in his leadership, being the original regional party representative of the “cock symbol”. He further said that the reason behind having two different groups was because of the outsiders, who were trying to hijack the party. Tohanba further alleged that the intention of T.R. Zeliang, Neiphiu Rio with the influence of Governor, P.B. Acharya was to merge with the BJP. He said it was an irony that the Governor, who has been vocal against corruption, had illegally installed a corrupt government. “God knows who will be the

true leader for our people and so, let the Election Commission of India and the Court come out with the verdict,” he added. Short speeches were also delivered by NPF central vice president, Pusazo Luruo, associate press secretary NPF central, Phushika Aomi; CEC Ghaspani-I, Kakheho Chishi and president NPF women wing Dimapur division, Vepra Nyekha. Earlier, the meeting was chaired by NPF central secretary and assistant in-charge Dimapur division, Hotoshe Sumi, while invocation was pronounced by associate pastor DABA, Imnatoshi Longkumer. Welcome address was delivered by NPF Dimapur division vice president, Aonumkum and vote of thanks by NPF Dimapur division youth wing general secretary (adm), Temsuyanger Jamir. The meeting was attended by NPF members of five assembly constituencies, minority wing, farmer’s wing, youth wing and women wing under Dimapur division.

After Delhi and Gujarat, Uttar Pradesh would become the third state where bootleggers could be sent to the gallows if consumption of spurious liquor leads to loss of life or permanent disability. “Since the state legislature is not in session, an ordinance will be brought and when the House meets, a bill can be passed,” Singh

bailable, the release said. The new section seeks to provide that those convicted may be punished with life imprisonment, or Rs 10 lakh penalty, or both, or death penalty, in case of death or permanent disability caused to a person or persons due to consumption of illicit liquor. The other sections to be amended seek to enhance financial penalties in other illicit liquor related offences. The UP government seems to have taken a cue from Gujarat where in 2011, the then chief minister Narendra Modi had brought in the provision for capital punishment in such offences. Hooch tragedies take a heavy toll every year in Uttar Pradesh.

(From p-1) Dr. Shürhozelie added the workers were to be blamed that if people did not understand the issue. Further, he urged them to lead the people, saying all members were equally important for the party. NPF president told the party workers to take the crisis as an opportunity and see how best they could perform in 2018 assembly election and deliver goods to the people. NPF spokesperson, Yitachu, MLA, in his brief address, said that after all the attempts of the dissidents failed, they now claim that “solution will come and election will be postponed”. He said if that was true, then they should come out openly and appeal to join hands. However, Yitachu said the claim that solution would be achieved in “one/two months” may never come and under no circumstances they can take over the party. Thongwang, MLA, said that no one can take away the party so easily. He said that real NPF party workers would not go begging at the village level asking to join the party like the dissidents were doing. He urged the members to make people know the truth that dissident members were just “guests” trying to take away the party. He appealed to the party workers to remain steadfast

The death penalty provision will be applied depending upon the intensity of the case, he said. The minister also said a new state excise policy was on the drawing board and would be ready in the next six months. According to the proposal mooted by the Cabinet last night, the government will amend various sections of the UP Excise Act, 2010 and add a new section 60(A) for the purpose. LU C K N OW, S e p 2 0 (AGENCIES): In a bid to clampdown on the state’s illicit liquor mafia, the Uttar Pradesh gover nment has decided to add a section in the Excise Act providing for death penalty or life imprisonment to those responsible for hooch deaths. The state government will issue an ordinance in this regard soon, a senior minister said. The decision to add the death penalty provision was taken at a meeting of the state cabinet chaired by Chief Minister Yogi Adityanath last night, an official release said here today. The central probe agency said it has issued a provisional attachment order against two flats and a house in Muzzafarpur in the state along with some bank deposits, under the provisions of the Prevention of Money Laundering Act (PMLA). munications welcomed the telecom regulator’s decision to slash interconnection usage charges (IUC) to 6 paise. “We welcome the reduction in IUC to 6 paise by TRAI. We also welcome the Bill & Keep model, to be effective from January 2020. The IUC cut has already been delayed by three years. With voice calling becoming free, TRAI’s move will provide a level playing field,” Reliance Communications had said in a statement. The Telecom Regulatory Authority of India (TRAI) on Tuesday came out with a regulation cutting call termination charges from mobile to mobile by over half to 6 paise per minute effective from October 1. The measure drew stiff opposition from a majority of telecom operators who plan to seek legal redressal. The sector regulator also plans to phase out IUC by January 1, 2020. “For mobile to mobile, termination charge has been reduced from 14 paise per minute to 6 paise per minute with effect from October 1, 2017,” the TRAI said in a statement.

New Delhi, Sep 20 (IANS): The Union Cabinet on Wednesday approved 78 days’ productivity-linked bonus (PLB) for about 12.30 lakh nongazetted railway employees, Finance Minister Arun Jaitley said. The decision was taken at a Cabinet meeting chaired by Prime Minister Narendra Modi. Addressing a press conference later, Jaitley said: “The Cabinet has approved 78 days’ productivity-linked bonus for nongazetted rail employees for 2016-17.” He said that according to the existing formula, the PLB was for 72 days. “Six years ago there was a tradition of giving 78-day bonus. So, the Cabinet has approved the 78-day PLB,” the Finance Minister added.

Jio offers free voice services to all its customers backed by a superior technology and has helped make India the world’s largest mobile data consuming country within one year of commencement of services,” the company said in a statement. It further said that the implementation of “Bill and Keep regime” will help in making services more affordable for Indian customers. “It (bill and keep regime) should have been implemented in 2014 as envisaged in the 2011 Report submitted by TRAI to the Hon’ble Supreme Court and will be six years too late,” the company said. New Delhi, Sep 20 (PTI): State-owned construction firm NBCC will launch about 1,000 flats for sale in this festival season and is in discussion with the government to develop affordable housing projects on surplus land with PSUs. The company is also in talks with the government for developing islands in Andaman and Nicobar and Lakshadweep, its Chairman and Managing Director Anoop Kumar Mittal said. “We have been appointed as land management agency for the surplus land with sick PSUs. We are in close discussion with the government to develop affordable housing projects on some of the land parcels,” he told reporters. On developing island, Mittal said the company has experience in developing islands in Maldives and expects to bag similar projects in India. “We will be launching 1,000 flats as well as commercial area across the country including DelhiNCR in this festival. The flats will be in the price range of Rs 15 lakh to Rs 1 crore,” he said. The meeting was attended by, among others, Railway Minister Piyush Goyal, Commerce Minister Suresh Prabhu, Chief Economic Advisor Arvind Subramanian and Secretaries in the Finance Ministry -- Ashok Lavasa, Subhash Chandra Garg, Hasmukh Adhia, Rajiv Kumar and Neeraj Kumar Gupta. Originally, the review was to take place with Prime Minister Narendra Modi`s participation. On the current high transport fuel prices, Jaitley said it was a temporary spike in global prices caused

rectly proportional to the appeal of safe haven assets. Simply put, the higher the turmoil, the greater the risk aversion, which pushes investors more towards safe asset classes, including gold. Bullion traders said robust demand from local jewellers as well as retailers too fed the rally in gold prices. Globally, gold rose by 0.08 per cent to USD 1,323.60 an ounce after hitting a two-week low of USD 1,318.96. Silver too edged up 0.03 per cent to USD 17.75 an ounce in Singapore.

by the supply-demand mismatch due to hurricanes that hit the US coast. Asked about the possibility of a cut in excise duties on petroleum products, he said government needed money for public spending to push growth and for social sector schemes. “States are taking so much tax... earlier under the fortnightly pricing regime, when two years back we lowered fuel prices, states like Delhi, Haryana would immediately raise VAT to earn more money. States under the Left and Congress should take steps to lower cesses,” he said. Referring to opposition about price-rise, Jaitley said the parties which kept quiet when inflation was in double-digits, were now crying when it is at 3.3 percent, which is within the RBI mandate of keeping inflation under 4 per cent. “During monsoon, there is normally a spike in vegetable prices and inflation is still at 3.36 percent,” he added.

ed in the face of growing threats, in particular the grave threat posed by North Korea’s nuclear program, the treaty fails to take into account these urgent security challenges,” the 29-nation Western alliance said. It added: “Seeking to b a n nu c l e a r we a p o n s through a treaty that will not engage any state actually possessing nuclear weapons will not be effective, will not reduce nuclear arsenals, and will neither enhance any country’s security, nor international peace and stability. Foreign Minister Sebastian Kurz of Austria, one of the few Western European nations that is not in NATO, rejected the idea that nuclear weapons were indispensable for security. “If you look at the world’s current challenges, this narrative is not only false, it is dangerous,” he told AFP. “The new treaty on the prohibition on nuclear weapons provides a real alternative for security: a world without any nuclear weapons, where everyone is safer, where no one needs to possess these weapons,” he said. Brazilian President Michel Temer was the first to sign the treaty. Others included South African President Jacob Zuma and repre-

sentatives from Indonesia, Ireland and Malaysia as well as the Palestinian Authority and the Vatican. But even Japan, the only nation to have suffered atomic attack and a longstanding advocate of abolishing nuclear weapons, boycotted the treaty negotiations. Japan is a top target of North Korea, which has triggered global alarm over its rapidly progressing drive to develop nuclear weapons, following its sixth and most powerful nuclear test and the firing of two intercontinental ballistic missiles. The signing ceremony came a day after President Donald Trump threatened to “totally destroy North Korea” if the United States is forced to defend itself or its allies Japan and South Korea. Nuclear powers argue their arsenals serve as a deterrent against a nuclear attack and say they remain committed to the nuclear Non-Proliferation Treaty. That decades-old treaty seeks to prevent the spread of nuclear weapons. It recognizes the right of five nations -- Britain, China, France, Russia and the United States -- to maintain them, while encouraging them to reduce their stockpiles.

In a tweet after their meeting Pence said, “Met w/ Pakistani PM Abbasi at @UN. Reiterated @POTUS’ belief that ‘Pakistan has much to gain from partnering with our effort” in the region.’” (POTUS is the US government acronym for President of the United States.) In last month’s Afghanistan speech, Trump had asked India “to help us more with Afghanistan” and said a “critical part of the South Asia strategy for America is to further develop its strategic partnership with India -- the world’s largest democracy and a key security and economic partner of the US”. He also had said bluntly, “We can no longer be silent about Pakistan’s safe havens for terrorist organisations, the Taliban, and other groups that pose a threat to the region and beyond.” Islamabad had “much to lose” by harbouring terrorists, he warned. APP quoted Pence as telling Abbassi, “We look forward to exploring ways so that we can work even more closely with Pakistan and with your government to advance security throughout the region.”

C o l o m b o, S e p 2 0 (IANS): Sri Lanka will reform regulations to attract more investment to tackle growing debt and target economic growth, Prime Minister Ranil Wickremesinghe said on Wednesday. Both 2018 and 2019 would be crucial years for Sri Lanka because of high debt repayments, Xinhua news agency quoted Wickremesinghe as saying here. “We are on the right track. We have strengthened the external situation of our country to better face global market vulnerability. We are creating a series of measures to attract non-debt creating inflows, particularly for exports and Foreign Direct Investment,” he told a capital market forum. The gover nment is planning to introduce new regulations to improve macroeconomic management, deal with debt and reduce red tape for improved foreign investment. One key foreign exchange inflow would be the $1.1 billion received from a joint venture with a Chinese company for a port in the southern part of Sri Lanka. An additional $600 million would be invested by China Merchant Holdings to further develop the port.

strong action against countries that support or finance organisations like the Taliban, but did not name Pakistan as he had in his speech last month on Afghanistan. Significantly, Trump did not meet Abbassi, as he had some other prime ministers like Israel’s Benjamin Netanyahu, and had delegated it to his Vice President. The Pence meeting was the first high-level direct contact between the US and Pakistan since Trump’s ground-breaking address to the nation on his Afghan policy on August 21 which was met with strong criticism in Islamabad. Abbasi’s office statement said the discussions with Pence on the sidelines of the General Assembly meeting took place in a “cordial atmosphere”.

Two more arrests over London Underground bombing tion in west London was claimed by the Islamic State group. A bomb hidden in a large white bucket apparently failed to detonate fully when it went off during morning rush hour but instead released what witnesses described as a “fireball” into the air. Some commuters suffered burns, while others were injured in the stampede to the exit that ensued. The man ar rested Tuesday was described by locals as “a nice guy, very softly spoken” who worked as a painter and decorator. “He did some painting on our house about two years ago,” said a neighbour. “He used to condemn terrorism in front of my husband, my husband would condemn terrorism and he would agree with him.” Sully Ali, a witness to the arrest, told the domes-

The House of Representatives has already passed NDAA 2018. Given the differences between the two bills, NDAA-2018 would now be considered by a joint House and Senate Committee to make it identical one, which needs to be passed by the two chambers of the US Congress before it can be sent to US President Donald

Trump for it to sign into law. Passed nearly a month after President Donald Trump unveiled his Afghanistan and South Asia Policy, the bill adopts a tougher approach against Pakistan, when it comes to the fight against terrorism. The NDAA approves $700 million in coalition support fund to Pakistan as a reimbursement to the services rendered by Islamabad towards America’s fight against terrorism. However, $350 million of this amount cannot be released unless the Defense Secretary certifies to the Congress that Pakistan has taken satisfactory steps against terrorist organisations like the Haqqani network and the Lashkar-e-Taiba (LeT).

surge would raise water levels by up to 4.6 metres above normal tide levels in the hurricane warning area near and to the north of the center of Maria for both the southeastern Bahamas and the Turks and Caicos Islands. On Tuesday, the hurricane ploughed through St. Croix in the US Virgin Islands, home to around 55,000 people. On the island of Dominica, which was badly hit on Monday, seven people were reported to have been killed. The first aerial footage of the Dominica island showed “significant dam-

age”, said Ronald Jackson of the Caribbean Disaster Emergency Management Agency. Dominica had been virtually cut off with telecommunications severed. Local radio operators said more than 90 per cent of properties had been damaged. The former British colony, which has a population of 72,000 and is less than 50 km long and 25 km wide, escaped the worst of Hurricane Irma two weeks ago. The storm was also blamed for at least one death on the French island of Guadeloupe.

Washington, Sep 20 (IANS): Hurricane Maria made landfall on Wednesday in southeast Puerto Rico, ripping trees out of the ground and lashing twothirds of the island with maximum sustained winds of 250 kmph, the US National Hurricane Center said. The hurricane made landfall near the city of Yabucoa in the east of the US territory. The storm was so fierce that it broke two National Weather Service radars on the island. It became the first hurricane of Category 4 strength or higher in nearly 80 years to hit the US territory, home to 3.3 million people, CNN reported. In a telephone interview with the “Today Show” after Maria made landfall, Puerto Rico Governor Ricardo Rosello said the hurricane would have a devastating impact on the Caribbean island. “Conditions have deteriorated rapidly. We have severe and extreme winds and a lot of rain,” Rosello said. Hurricane Maria was expected to cause widespread power outages across Puerto Rico. United Nations, Sep 20 (IANS): Pakistan Prime Minister Shahid Khaqan Abbasi has complained to the United States about the greater role President Donald Trump wants for India in Afghanistan, according to media reports. Pakistan Foreign Secretary Tehmina Janjua said that in a meeting here on Tuesday with Vice President Mike Pence, Abbassi expressed concern over the greater role that Trump advocated for India in his new Afghan policy, according to the Associated Press of Pakistan (APP). She also also said that Abbasi told him that Pakistan categorically rejected allegations against Islamabad in Trump’s Afghan policy speech last month adding that “scapegoating Pakistan will not help bring stability to Afghanistan,” the news agency reported. A statement from Abbasi’s office only said that the “Prime Minister shared Pakistan’s concerns and views with regard to the US strategy for South Asia” and Januja’s remarks expanded on that. In his address to the UN General Assembly on Tuesday Trump had again reiterated his warning of

Rohingya crisis: Suu Kyi speech criticised by global leaders

Naypyidaw, Sep 20 (AGENCIES): Myanmar’s Aung San Suu Kyi is facing mounting international pressure for her handling of violence in Rakhine state and the Rohingya refugee crisis. In a speech on Tuesday, Myanmar’s de facto leader condemned rights abuses but did not blame the army or address allegations of ethnic cleansing. Leaders and diplomats from several countries have since expressed strong disappointment with her stance. More than 400,000 Rohingya have fled to Bangladesh since late August. The latest unrest in troubled Rakhine was sparked by deadly attacks on police stations across the state last month, blamed on a newly emerged militant group, the Arakan Rohingya Salvation Army (Arsa). Scores of people were killed in an ensuing military crackdown and there are widespread allegations of villages being burned and Rohingya being driven out. The Rohingya, a mostly Muslim minority, are denied citizenship by the Myanmar government, which says they are illegal immigrants from Bangladesh. It refers to them as Bengali Muslims. In her first national

address on the recent crisis, Ms Suu Kyi said, there had been no clashes or clearance operations in the northern state since 5 September. Most Muslims had decided to stay and that this indicated the situation was not so severe. The government had made efforts in recent years to improve living conditions for all people in Rakhine including Muslims and that all refugees would be allowed to return after a verification process. The Burmese military says its operations in Rakhine are aimed at rooting out militants, and has repeatedly denied targeting civilians. Witnesses, refugees and journalists have contested this.

Late on Tuesday, Bangladeshi Prime Minister Sheikh Hasina renewed her call for Myanmar to take back the hundreds of thousands of Rohingya who have fled to her country. “We have told Myanmar, they are your citizens, you must take them back, keep them safe, give them shelter,” she told the United Nations General Assembly in New York. She said the Rohingya were facing an “unbearable human catastrophe”. Bangladesh also denies Rohingya have any right to settle on its soil - and has been criticised for not doing more to help in the crisis. In a phone call, US

Saudi Arabia to lift ban on internet calls

The Saudi authorities said they had blocked VoIP apps in 2013 in order to ‘protect society’.

R i ya d h , S e p 2 0 (AGENCIES): Saudi Arabia is lifting a ban on voice and video calling apps such as WhatsApp and Skype, in a move aimed at boosting productivity and economic growth. The ministry of communications said access to Voice over Internet Protocol (VoIP) would be “widely available to users” from Wednesday. I t h a d p r ev i o u s ly blocked VoIP apps for failing to comply with “regulations”. The announcement comes only days after Snapchat blocked Al Jazeera from its app in the conservative Gulf kingdom. Saudi officials accused the Qatar-based network of being a “harmful, propa-

ganda-pushing channel that supports extremism”. Al Jazeera, which denies the charge, said Snapchat’s actions were a “clear attack on the rights of journalists and media professionals to report and cover stories freely from around the world”. Saudi Arabia blocked access to Al Jazeera’s website at the end of May, shortly before the country severed all links with Qatar over the emirate’s alleged support for terrorism and ties with Iran. More than 20 prominent religious figures, writers, journalists, academics and activists were also reportedly detained earlier this month in a crackdown on dissent linked to the diplomatic dispute.

Surveillance and censorship of the internet in Saudi Arabia intensified after the so-called Arab Spring uprisings in 2011, and the authorities have previously claimed to be using IP address-blocking to prevent citizens accessing 400,000 websites. Telecoms companies were informed by the Saudi Communications and Information Technology Commission (CITC) in 2013 that they needed to comply with regulations over VoIP. The commission did not say what was being flouted, but stressed it was acting to “protect society from any negative aspects that could harm the public interest”. The ministry of communications said the decision to now give Saudis access to VoIP was “an important step in the kingdom’s internet regulation” that would “reduce operational costs and spur digital entrepreneurship”. “Digital transformation is one of the key kickstarters for the Saudi economy, as it will incentivize the growth of internet-based businesses, especially in the media and entertainment industries,” it added.

Secretary of State Rex Tillerson told Suu Kyi that he welcomed her statement that refugees would be able to return once verified. But he urged her to facilitate humanitarian aid and “address deeply troubling allegations of human rights abuses and violations”, the state department said. Also speaking to the UN Assembly, French President Emmanuel Macron said “the military operation must stop, humanitarian access must be guaranteed and the rule of law restored in the face of what we know is ethnic cleansing”. He also said he would start a Security Council initiative to ensure humanitarian access and an end to the violence. UN Secretary General Antonio Guterres also urged Myanmar to “end the military operations” and “address the grievances of the Rohingyas, whose status has been left unresolved for far too long”. Turkish President Recep Tayyip Erdogan called on the international community to act on the crisis warning that “unless the tragedy taking place in Myanmar is brought to a halt, humanity will have to live with the shame of another dark stain in its history”.

Pakistan, US vow to remain engaged New York, Sep 20 (IANS): Pakistan and the United States have agreed to stay engaged with a constructive approach to achieve shared objectives of peace, stability and economic prosperity in the region. The consensus was reached during a meeting on Tuesday between Prime Minister Shahid Khaqan Abbasi and US Vice President Mike Pence on the sidelines of the UN General Assembly session in New York. Both sides discussed issues relating to bilateral relations as well as peace and stability in Afghanistan and the entire region. PM Abbasi shared Pakistan’s concerns and views with regard to the US strategy for South Asia. “It was a good meeting,” Foreign Secretary Tehmina Janjua told reporters after the 45-minute meeting between PM Abbasi and Pence that United States had requested, the Associated Press of Pakistan reported. Responding to questions, she termed the progress made at the meeting as an “ice-breaker”. She said it was agreed that the US would send a delegation to Pakistan in October to continue the talks.

Iran’s leader Rouhani slams Trump in UN speech

Hassan Rouhani

T e h r a n, S e p 2 0 (AGENCIES): President Hassan Rouhani of Iran has used a speech to the UN General Assembly to hit back at Donald Trump over the US president’s criticisms of his country and its 2015 nuclear deal. In his debut speech to the UN on Tuesday, President Trump included Iran among a “small group of rogue regimes”. He described the nuclear deal as an “embarrassment” to the United States. Rouhani responded by describingTrump as a “rogue newcomer to international politics”. He denied his country would be the first to violate the agreement but said Iran would “respond decisively and resolutely to its violation by any party.” It would be a “great pity”, he added, if the agreement were to be destroyed by Trump.

from the centres in the coming weeks, and that others would learn of their fate in coming days. A refugee advocacy group told the BBC that a small number of people had received letters from US authorities on Tuesday. Three Sudanese refugees were among those accepted, the Refugee Action Coalition said. They will leave the detention centre this weekend and fly to the US next week.

“The small amount of people who’ve gotten answers, they’re quite happy because they’re disgusted with Australia and eager to get to the US and somewhere they think is safe after four years of being illegally held,” Ian Rintoul from the group told the BBC. “However, it’s bittersweet. The large majority of people at the centres are still waiting to hear and are worried about their futures.” He said up to a third

of applicants were still waiting to be interviewed and vetted by US authorities, and that many were likely to miss out under the deal’s limits. The agreement, which is being administered under the United Nations refugee agency UNHCR, is prioritising women, children and families and other refugees found to be the most vulnerable. The US end of the bargain is still not completely known, with parts of the deal still classified. However Reuters reported in July that Australia had accepted a small number of Central American refugees. US President Donald Trump had criticised the deal earlier this year in a fiery phone call with Australian prime minister Malcolm Turnbull, which came off the back of his administration’s announcement of a travel ban involving seven predominantly

Catalonia referendum: Spain steps up raids to halt vote Barcelona, Sep 20 (AGENCIES): Spain’s Guardia Civil police have detained 14 Catalan officials and raided regional gover nment ministries involved in organising a banned independence vote. Tensions were already high before Josep Maria Jové, number two in the Catalan vice-presidency, and others were held. Thousands of Catalans took to the streets in protest and the regional leader complained of a power grab. Spanish Prime Minister Mariano Rajoy said the state had been forced to act. Catalonia’s separatist government is defying a Constitutional Court order to halt the planned 1 October vote, which has been condemned by the Madrid government as illegal. Wednesday’s operation targeting over 20 ministries and institutions was a dramatic intensification of Spain’s attempt to stop the vote taking place. At least six million ballot papers were found in a warehouse outside Barcelona, reports said. And in a separate move Spain’s finance minister, Cristóbal Montoro, said the national government was now set to take

control of a large part of Catalonia’s public finances. After an emergency cabinet meeting Catalan President Carles Puigdemont accused the Madrid government of “de facto” suspending the region’s autonomy and imposing a state of emergency. Why is Spain cracking down? Eleven days ahead of the planned vote on 1 October, the national government has made its biggest move yet to stop it happening. Spain did not stop an earlier vote taking place in November 2014, but this time the Catalan leadership plans a declaration of independence within 48 hours of a Yes vote. Spain’s government has been backed by the Constitutional Court, which has

suspended the referendum law passed by the Catalan parliament. Rajoy said the regional government had been warned that they were destroying Spain’s national sovereignty, “There’s no democratic state in the world that would accept what these people are planning,” he said. He urged the Catalan president to comply with the law and put his secessionist challenge into “reverse gear”. Several ministries in Barcelona were raided on Wednesday, including the economy, foreign affairs, telecoms, social affairs and presidency buildings. Among those detained were officials from the economy ministry, run by Catalan Vice-President Oriol Junqueras, as well as figures from other departments.

Kenya’s SC criticises IEBC electoral commission Nairobi, Sep 20 (AGENCIES): Kenya’s Supreme Court has blamed the country’s electoral commission (IEBC) for its decision to annul the re-election of President Uhuru Kenyatta. The judges said the 8 August poll was “neither transparent or verifiable”. Deputy Chief Justice Philomena Mwilu said the IEBC did not verify the presidential results before they were announced. Kenyatta got 54% of the vote against opposition leader Raila Odinga’s 44%, according to the IEBC’s results. Odinga went to court alleging that he had been cheated of victory and that the IEBC had not followed the law in the conduct of the election. The Supreme Court took the unprecedented step of annulling the election on 1 September but it has only now explained why it took that decision. It was the first time in Africa that a court had agreed with an opposition demand to cancel a presidential election over rigging allegations. While the judgement was being read out, police fired tear gas outside the Supreme Court to disperse

First Australia refugees approved for US resettlement S y d n e y, S e p 2 1 (AGENCIES): A group of refugees from Australia’s offshore detention centres have become the first to be accepted by the US under a resettlement deal. About 50 people from the Papua New Guinea and Nauru centres will be taken to the US, the Australian government confirmed on Tuesday. Under a resettlement deal struck with the Obama administration in 2016, the US agreed to take up to 1,250 refugees. President Donald Tr ump called the deal “dumb” but said he would honour it. Under a controversial policy, Australia refuses to take in anyone trying to reach its territories unofficially by boat. They are intercepted and detained in the Nauru and Manus Island detention centres. Immigration Minister Peter Dutton confirmed the first group would depart

Muslim countries. He reportedly berated Turnbull over the deal before calling it “dumb” on Twitter. A leaked transcript of their phone call also showed Trump raging at the “ridiculous” and “rotten” agreement. However, his government has upheld the agreement which involves US authorities thoroughly vetting and choosing at their discretion the refugees they will take. Turnbull stressed his appreciation for Trump honouring the agreement on Wednesday. “President Trump has some reservations about it to say the least, but nonetheless, he is honouring that commitment made by his predecessor and I want to thank (him) for doing so,” he said. The government says there are 1,162 asylum seekers who arrived by boat living in the two detention centres.

Opposition supporters allege that the IEBC tampered with its server to fix Mr Kenyatta’s win.

opposition supporters who had gathered to support Odinga. At one point a swarm of bees attacked some of them. Mwilu said that the commission had not complied with a court order to allow its electronic voting system to be scrutinised. She said that the IEBC’s refusal to comply with the order to grant access to its electronic voting system led the court to “accept claims by the opposition that the computer system had been infiltrated and compromised and the data interfered with, or that the IEBC officials interfered with the system themselves”. The electoral commission has disputed that its system was

tampered with. Opposition coalition Nasa has been pushing for the sacking of IEBC officials whom it blames for bungling the polls, saying that a new team should be in charge of the re-run scheduled for 17 October. Doubts have however been cast on this date because OT-Morpho, the French company that provided the voting kits, has said that it needs to reconfigure the more than 40,000 kits and that the process would not be complete until at least the end of October. The judges had ordered the re-run to be held in 60 days. Four judges voted to annul the election while two dissented. Another

judge was taken ill during the hearing of the petition and did not take part in the case. When making the earth-shaking judgment annulling the presidential election, Chief Justice David Maraga had said that the judges had found “irregularities and illegalities” in the conduct of the election. This detailed and much awaited ruling was about giving meat to these weighty allegations, and he along with his colleagues, did just that. They accused the IEBC of failing to follow the law and being duplicitous in its conduct, an indictment to an institution that is suffering from a crisis of confidence. The court has essentially given the opposition lots of extra ammunition for its push to get IEBC officials sacked and push for changes in the voting systems ahead of the re-run. The judges have also effectively called out the company that printed the ballot papers, by agreeing with the opposition that some did not have the required security features. Nasa wants the IEBC to find another firm to print the ballot papers for the re-run.

India has to compete with China, not doing that well: Rahul Princeton, Sep 20 (IANS): India has to basically compete with China and it is not doing as well, Congress Vice President Rahul Gandhi said and noted that the performance of the two large and populous Asian countries will fundamentally reshape the world. Interacting with students at Princeton University, Gandhi said there were two large migrations taking place -- “one is completely free and the other is centrally organised.” “The systems respond differently. They (India and China) are two huge countries that are transforming from agricultural countries to urban modern countries. And that’s a huge chunk of the world population,” Gandhi said. “And how these two countries do is going to fundamentally reshape the

world. It’s not my place to sit here and say that China should be democratic or not. They have chosen their path and we have chosen our path,” he added. Gandhi said there was cooperation as well as competition between India and China. “We have to basically compete with them,” he said, adding “frankly we are not doing that well”. Referring to the One Belt, One Road (OBOR) initiative, he said China was entering spaces with a particular vision of the world. “It’s very clear. And from their perspective it’s a powerful vision,” Gandhi said. “Does India have a similar vision? What does that vision look like? How much cooperation is going to be between us and them? These are basically the fundamental questions going forward. “But the thing to realise is that China is mov-

ing with tremendous power and we have to work with that,” he said. Gandhi said the strategic relationship with the United States is important but balance is also important in terms of all other countries. Answering a query, he said centralisation of the political system is one of the biggest problems in India and “laws in the country are made by bureaucrats and ministers”. “We sit in Parliament, we have conversations. We don’t make laws in Parliament. Laws are made by bureaucrats and ministers. After that you say debate is of poor quality, of course it’s poor quality.” He said that India’s strength has always and historically been the ability to embrace people and allow them to flourish inside our system.

New Delhi, Sep 20 (IANS): The Union Cabinet was on Wednesday apprised of the progress made in the country’s health sector, including the decline of Malaria Annual Parasite Incidence from 1.10 in 2011 to 0.84 in 2016. “The 12th Plan target in respect of Malaria has been achieved and the API has been kept below 1 case per 1,000 population,” said Union Health Minister J.P. Nadda, adding that the Tuberculosis incidence population has reduced from 289/lakh in 2000 to 247/lakh in 2015. He said that mortality reduced from 56/lakh in 2000 to 36/lakh in 2015. Nadda told the Cabinet that Rs 113 crore has been spent in 2016-17 on maintenance of 4,560 medical devices which were not functional in various public hospitals. According to Nadda, there were a total of 7,56,000 equipment in 29,115 government medical institutions in India. However, 4,560 medical devices are not working. “The maintenance was not being done for many medical equipment. We had started an initia-

J.P. Nadda tive under which Rs 113 crore has been spent and all non-functional medical devices in the country’s government hospitals have become functional,” Nadda told media persons here. To bring down out-ofpocket expenditure, states were provided support for free drugs and setting up of drug procurement, quality assurance and IT-based supply chain management, among others. “Drugs procurement, quality system and distribution streamlined through IT-based Drug Distribution Management Systems in 23 states. All states and UTs have notified policy to provide essential drugs free in public health facilities,” said Nadda. The Cabinet was informed about the introduc-

tion of Rubella vaccine in the Universal Immunisation Programme as Measles-Rubella combination vaccine to provide protection against congenital birth defects caused by the infection. The vaccine was introduced on February 5, 2017, initially in five states namely Tamil Nadu, Karnataka, Goa, Puducherry and Lakshadweep through MR vaccination campaign for children aged between nine months and 15 years. Till March 31 2017, a total of 3.32 crore children had been vaccinated in these states. Nadda said that more than 2.6 crore adults in 21 districts of Assam, Uttar Pradesh and West Bengal were provided Japanese Adult Encephalitis vaccine. “To prevent morbidity and mortality in children due to rotavirus, a vaccine was introduced in Universal Immunization Programme,” said Nadda, adding that free diagnostics services were also initiated. Government schemes should reach every section, says Naidu New Delhi, Sep 20 (IANS): Stressing that the country will develop only with the uplift of the most downtrodden sections, Vice President Venkaiah Naidu here on Wednesday said government schemes like Make in India, Skill India, Digital India and Clean India should reach everyone. “When the most downtrodden and most undernourished sections of the society are uplifted, only then will the dreams of Mahatma Gandhi, Baba Saheb Ambedkar, Pandit Deen Dayal Upadhyay and government’s ambition of ‘Sabka Saath, Sabka Vikas’ will be fulfilled,” he said at the National SC/ST Hub Confluence. “Unless all the sections of the society are developed, we cannot shape a developed country,” he said. He emphasised that with the aim to encourage them and provide technical knowledge and market to sell the finished products, the government had come up with the SC/ST Hub. “ G ove r n m e n t h a s made a policy that whatever items they purchase, they should be at least 4 per cent from SC/ST units.

Venkaiah Naidu But today, we have less than half per cent being procured from SC/ST units,” he said. Setting up of industries was important for the development of our country, he said. “This will solve the unemployment problem and increase the income. Industry and agriculture are the two eyes of the people. Both of them are important for the overall development of the country.” “We talk of Stand-up, Start-up, Incubation and Innovation. This focus on skills, entrepreneurial development should get further momentum. Make in India, Skill India, Digital India and Clean India -- all these programmes should reach every section of our society

and everybody must get their due,” said Naidu. “Only then will the development will be meaningful.” “If you do not reach certain sections of the people, then the development is incomplete. Capacity building is important, credit availability is important, technology up-gradation is also important,” he explained. He stressed that with Make in India envisaging to push contribution of the manufacturing sector to 25 per cent of the GDP by 2022, the MSME (Ministry of Micro, Small and Medium Enterprises ) sector would be required to play a critical role in achieving the goal.

(MCTS) across all the states and union territories was started to facilitate timely delivery of the entire complement of quality Mother Child Health services. A total of 1.68 crore pregnant women and 1.31 crore children were registered in MCTS or Reproductive and Child Health portal as on March 31, 2017, said Nadda. To boost the Na tional Family Planning Programme three new methods have been introduced, including Injectable Contraceptive DMPA (Antara)3-monthly injection. “The other two are Centchroman pill (Chhaya) - non hormonal once a week pill and Progesteroneonly pills (POP) for lactating mothers,” he said. A new family planning media campaign has been started and a 360 degree holistic family planning campaign with a new logo launched. “New anti-TB drug Bedaquiline was introduced under Conditional Access Programme (CAP) to improve outcomes of drug resistant TB treatment,” said Nadda.

No fresh infiltration of Rohingyas into India, says BSF Ko l kat a , S e p 2 0 (IANS): Asserting that there were no specific instructions from the central government on the Rohingya refugees, the BSF on Wednesday said there were no new cases of their infiltration into India this year. “We have alerted our troops and mobilised resources on the entire 4,096km India-Bangladesh border. We have faced no infiltration problem so far this year,” BSF Additional Director General (Eastern Command) R.P. Singh said on the sidelines of an event here. The officer said the Centre had not given any specific instructions vis-a-vis the Rohingyas. “Being a border guarding force, it is our duty to prevent infiltration. There has been no specific instructions from the Centre about the Rohingyas,” Singh said. “For us, infiltrators are just infiltrators. So, whether they are Rohingyas or Bangladeshis, if they do not have a valid passport, it does not make any difference,” he added. The BSF officer said there were no fresh arrests of illegal migrants after the Rohingya influx into Bangladesh. The United Nations last week said that over 4 lakh Rohingyas had fled to Bangladesh from Myanmar since August 25.

Rs 389-crore Bihar irrigation canal collapses hours before inauguration Bhagalpur, Sep 20 (AGENCIES): A portion of an 11km irrigation canal caved in during trials on Tuesday in Bihar’s Bhagalpur district and gushing water inundated parts a nearby township, a day before the project’s inauguration by chief minister Nitish Kumar. The wall breach in the Rs 389.31-crore lift irrigation project is a major embarrassment for the government as it took around 40 years to build. Water from the Ganga is to be lifted through pumps and released into the canal to irrigate 22,658 hectares of farms in Bhagalpur and adjoining Godda district of Jharkhand. Officials said water breached nearly 20 feet of the canal wall and flooded several areas of Kahalgaon, a town known for the National Thermal Power Corporation (NTPC) unit. The floodwater receded from most areas on Wednesday morning, but the inauguration of the Bateswar Ganga Pump Nahar Yojana (BGPNY) project had to be cancelled. About half-a-km stretch of the road between Satkar Chowk and Murkatia Chowk was still submerged. “The breach had been

plugged and work is in progress to strengthen the wall,” said Arun Kumar, the chief civil engineer in the water resources department. Water resources principal secretary Arun Kumar Singh blamed faulty construction of an underpass beneath the canal for the breach. The underpass was constructed by the NTPC. He also held his department responsible, saying officials should have spotted the fault and fixed it before the trials being run for the past month. The trials were carried out with low discharge of water in the canal, but it was turned to full capacity on Tuesday, he said. Singh told reporters that all technical flaws would be removed in two months. “Soon we will announce another date for

inauguration,” he said. Group general manager of NTPC’s Kahalgaon unit, Rakesh Samuel, dismissed allegations of the underpass weakening the embankment. “We are looking into the papers and design of the underpass. At present, I cannot speak more,” he said. The Kahalgaon Congress legislator, Sadanand Singh, who was invited to share the stage with chief minister Kumar at the inaugural function, described the breach as “gross negligence” by officials. He said a trial run with full discharge should have been carried out before to figure out problems. The project was ready for inauguration this May but the event had to be cancelled because of technical difficulties, according to sources.

Minister unveils mobile app for pensioners New Delhi, Sep 20 (IANS): The number of retired persons is increasing in the country and we should try and use their energies in a positive manner, said Union Minister Jitendra Singh on Wednesday as he inaugurated the first Pension Adalat and unveiled a mobile app for pensioners here. “There should be a smooth transition from their active life to retired life. The pensioners should re-orient themselves to the new beginning,” said the Minister of State for Personnel, Public Grievances and Pensions . He added that the government has started a number of reforms to facilitate the pensioners. A mechanism has been put in place where a pensioner will get Pension Payment Order (PPO) on the day of his retirement, he said. The Minister also presented the ‘Anubhav

assia co-owners Kim Luu-Ng and chef Bryant Ng host the second LA Chefs for Human Rights (LACHR) fundraising dinner, benefitting Program for Torture Victims (PTV), at their acclaimed Southeast Asian brasserie in Santa Monica on September 25. The exclusive event honors Chris Cornell, posthumously, for his original song “The Promise”, recorded for the film of the same name about the Armenian Genocide, and for his philanthropic and humanitarian efforts on behalf of vulnerable children around the world. Vicky Cornell is accepting the award on behalf of her late husband, who was a Grammy award-

winning and Golden Globenominated singer, songwriter, guitarist, and composer. Founded by Kim LuuNg and chef Bryant Ng, LACHR is a human rights fundraising campaign to support PTV, which is the first rehabilitation program in the United States dedicated to treating torture survivors. The event unites the city’s most celebrated chefs and bakers to cook an incredible multi-course dinner, with 100% of the proceeds benefitting PTV, which heals and rebuilds the lives of torture survivors from over seventy countries. Led by Cassia chef Bryant Ng, this year’s lineup includes Rustic Canyon’s Jeremy Fox, Sqirl’s Jessica Koslow, Repub-

lique’s Walter and Margarita Manzke, and Rustic Canyon Family of Restaurants coowner and head baker Zoe Nathan. “Last fall, LA Chefs for Human Rights raised $105,000 for our programs, helping our clients with psychological counseling, outpatient health care, legal support, advocacy, and so much more,” says Trip Oldfield, Program for Torture Victims’ executive director. “There are roughly 1.3 million torture survivors living in the United States, and this issue is closer to home than many of us think, with around 44% of refugees in the Los Angeles region having suffered from human rights abuses.”

Rathore announces revamped sports prog

Rajyavardhan Singh Rathore

New Delhi, Sep 20 (IANS): Sports Minister Rajyavardhan Singh Rathore on Wednesday announced a revamped ‘Khelo India’ programme in an effort to improve the overall standard of sports in the country. The revamped programme was approved by the Union Cabinet chaired by Prime Minister Narendra Modi. The revamped programme is estimated to cost Rs.1,756 crore for the period 2017-18 to 2019-20. “This marks a watershed moment in the history of Indian sports, as the programme aims at mainstreaming sport as a tool for individual development, community development, economic development and national development,” the ministry said in a statement. “The revamped Khelo India Programme would impact the entire sports ecosystem, including infrastructure, community sports, talent identification, coaching for excellence, competition structure and sports economy,” it added. The programme, a pan India sports scholarship scheme, intends to cover 1,000 talented young athletes each year across select sports disciplines.

Each athlete selected under the scheme will receive an annual scholarship of Rs.5 lakh for eight consecutive years. “We will include 1,000 more young athletes every year to this scheme. We intend to provide these youngsters the best possible in terms of training and facilities,” Rathore told the media. “This is the first time ever that a long-term athlete development pathway would be made available to gifted and talented youngsters to excel in competitive sports and will create a pool of highly competitive athletes who can compete to win at the world stage,” he added. The programme also aims to promote 20 universities across the country as hubs of sporting excellence, which is intended to enable talented athletes to pursue competitive sports without compromising on their education. “Well it’s all step by step and right now the step we are taking, we are going to focus on that and that is two broad verticles. One is broad basing of sports and the second is providing the best facilities to top sportsmen of the country. The rest we can follow,” Rathore said. The programme will also cover about 200 million children in the age group of 10-18 under a massive national physical fitness drive. According to the ministry, this will not only measure the physical fitness of all children in the concerned age group, but also support their fitness related activities.

Khanna added. The BCCI has not sent any other nominations for the Padma awards this year. The 36-year-old has scored 9737 runs in 302 ODIs besides 4876 runs in 90 Test matches. He has also played 78 T20 Internationals, notching up 1212 runs. He has 16 international hundreds (6 in Tests and 10 in ODIs) along with 100 international halfcenturies. India blank Palestine in AFC U-16 qualifier

NEW DELHI, Sep 20 (PTI): India rode on a stirring second half show to blank Palestine 3-0 in the AFC U-16 Championship 2018 Qualifiers at the Halchowk Stadium in Kathmandu on Wednesday. Givson opened the scoreline from an impeccable free-kick in the 51st minute. It was followed by a strike from Bekey in the 72nd minute. The last nail in the coffin was put by skipper Vikram in the 79th minute. India came very close to draw the first blood in the 8th minute but Bekey’s shot whizzed past the crossbar. In the 25th minute, Givson, who was operating as a free- player at the middle, cut into from the middle but his cutting-edge could have been dealt better by Ricky.

OBITUARY

Perhaps the biggest moment of the first-half for India came in the 28th minute when Harpreet’s volley ricocheted off the crossbar to leave the India dugout aghast. Gurkirat also tried his luck from 30yards out but the Palestine goalkeeper collected it without any trouble. Changing over, Givson stunned the Palestine goalkeeper in the 51st minute when his right-footed free-kick found the target leaving him stranded at the other end. Bekey converted the meticulous cross from Ricky to double the lead in the 72nd minute. India took the match by the scruff of the neck in the 79th minute when skipper Vikram blasted the net to make it 3- 0.

and the most appropriate choice of the Indian cricket board,” BCCI acting president CK Khanna told PTI on Wednesday. Dhoni’s credentials are impeccable and as the only Indian captain with two World titles (2011 50-over World Cup and 2007 World T20), the BCCI did not have to ponder over likely names. “He is one of our greatest ODI cricketer with nearly 10,000 runs in ODIs. Not many players have played 90 Test matches. There is no one better than him, who could have been nominated,”

Barcelona, Sep 20 (IANS): Lionel Messi’s four goals led FC Barcelona to a 6-1 victory here over Eibar to leave the Catalan club in sole possession of first place in La Liga, with 15 points from five matches. Barca, with plenty of substitutes in the line-up, were not quite themselves in the opening minutes during the match on Tuesday and they owed their first goal to a poorly executed tackle in the area by Eibar’s Alex Galvez, Efe news reported. The referee awarded the penalty and Messi converted from the spot to make it 1-0. The Argentine striker forced a pair of good stops from Eibar goalkeeper Marko Dmitrovic in the 26th and 37th minutes before Paulinho got the second goal for the hosts in the 38th, connecting
