DIMAPUR, SEP 18 (NPN): Amidst speculations that the Centre and Naga Political Groups were likely to ink the final agreement to decades old Naga political issue anytime soon, the focus has now shifted towards the national capital, Delhi. Government of India’s Representative and Interlocutor for Naga Peace Talks, R.N. Ravi is scheduled to leave for Delhi by next week. Sources informed that a delegation of the Working Committee (WC) of the NNPGs was likely to leave for Delhi soon to meet the Central leaders. Currently, NSCN (I-M) members led by its chairman, Q. NSCN/GPRN (K) army authorities back Isak Sumi DIMAPUR, SEP 18 (NPN): NSCN/GPRN-K military authorities-- Naga Army commander-in-chief ‘lt. gen.’ Moba Konyak, deputy chief ‘’lt. gen.’ Pangging Konyak, GSO-1 ‘col.’ Chingkim and GSO-2 ‘lt col.’ Bangkhao Konyak, in a statement, condemned the “unceremonious and discriminative” expulsion of general secretary Isak Sumi by president Khango Konyak, allegedly conspiring “with less than half a dozen saboteurs, mostly defectors,” without following established constitutional procedures. Hence, the members declared that it stood in solidarity with Isak Sumi. They explained that as per Art. 29 of the constitution, the general secretary should be removed through impeachment for violation of the line of NSCN and yehzabo and after being convicted for treason, sedition, bribery or high crimes and misdemeanour or violation of the council’s discipline by National Socialist Council or through the people’s council by a 2/3rd majority votes. Therefore, they urged to Khango to revoke the expulsion order in the interest of the party and the government, besides keeping in mind the interest of the Nagas above all.

talks are going on to resolve contentious issues like the NSCN (I-M)’s demand for a separate flag and a separate constitution, but no decision has been taken so far, an official told the PTI. Meanwhile, a 7-member delegation led by the Naga Mothers’ Association left for Delhi on Friday. As per reports, the delegation which also includes representatives from the Naga Women’s Union Manipur, Naga women representatives from Assam and Arunachal Pradesh and also women members of the NPMHR was likely to call on the Prime Minister. It was also learnt that the newly formed Political Affairs Mission (PAM) of the NPF may head to Delhi to meet Central leaders and others. PAM members had also sought an appointment to meet Ravi ahead of their visit to Delhi. NSCN (I-M) affirms on flag, constitution: A joint council meeting of NSCN (I-M) held at Council Headquarters (CHQ) Hebron on September 18, 2020 unanimously adopted the resolution to reiterate its stand that “the Naga national flag and Yehzabo (constitution) must form a part of the Indo-Naga political solution in order to qualify the Naga deal as honourable and acceptable.” NSCN (I-M) through its MIP said the joint council meeting deliberated on the historical and political rights of the Naga people and “how the Indo-Naga political talks has reached this far.” Further, the house also resolved that the Government of India and NSCN must seek a final agreement based on the “historic Framework Agreement” of the August 3, 2015.

Student bodies demand rollback of COVID cess on petroleum products CNSA sets 7-day deadline to revoke decision DIMAPUR, SEP 18 (NPN): Central Nagaland Students’ Association (CNSA) has served an ultimatum on the state government rollback cess on petroleum products on petroleum specifically petrol and high speed diesel within seven days. In an ultimatum addressed to the state chief minister through the deputy commissioner (DC) Dimapur, the CNSA president Himato Yeptho, vice president Akummeren Longchar and general secretary Lipemo M Tsopoe cautioned that in the event the government ignored the voice of the people, the association would be “compelled to take our own

course of action.” CNSA stated that it had submitted representation to chief minister on May 5, 2020 requesting the state government to rollback cess on petroleum products as the additional taxes have burdened the common people during this pandemic. CNSA, however, expressed regret that the state government did not respond to its plea. Therefore, CNSA said that its consultative meeting decided to serve ultimatum on the government. The association has appealed to all the general public to extend support and cooperation. LSU backs CNSA: Lotha Students’ Union (LSU) has extended support to CNSA ultimatum served on the state government to immediately revoke Covid-19 cess on petrol and diesel. In a press release, LSU president Ashanthung

Humtsoe and general secretary Pithungo Shitio said that despite being severely affected by COVID-19 the citizens has been fighting the pandemic. Besides increase in price of commodities in the market, LSU said the cess on petroleum products was now crippling the economy. The union has, therefore, urged the state government to understand the ramifications incurred to the livelihood of citizens by the pandemic and lift the cess. DENSU: Dimapur Eastern Nagaland Students’ Union (DENSU) has also appealed to the state government to withdraw the cess on petrol and diesel. Parl okays bill to cut salaries of MPs by 30%

WSH justifies need for setting up of a medical college in Dimapur

NEW DELHI, SEP 18 (PTI): Parliament on Friday passed a bill to reduce salaries of MPs by 30% per cent for one year to augment financial resources required to fight the COVID-19 pandemic, with members supporting the move but demanding restoration of the Members of Parliament Local Area Development Scheme (MPLADS). Rajya Sabha passed the bill on Friday, while Lok Sabha had cleared it on Tuesday. Opposition members in both the House supported the move, but pressed for restoration of MPLADS fund, which has been suspended for two years. They also said public money should not be spent under such circumstances on projects, including a new Parliament building and bullet train. A member of Parliament draws a salary of Rs 1 lakh per month and a constituency allowance of Rs 70,000 per month, besides other allowances. The Salary, Allowances and Pension of Members of Parliament (Amendment) Bill, 2020 will replace a similar ordinance issued in April this year.

Stating this in a release through its media cell, WSH pointed out that the state government has obtained approval setting up of two medical colleges – in Kohima (upgradation and conversion of NHAK to 200bedded); and the second in Mon (upgradation and conversion of Mon district hospital to 200-bedded). WSH said the conversion of district hospitals in Kohima and Mon to medical colleges was as per the Centre’s scheme (conversion of 200-bedded district hospitals to medical colleges) was laudable. WSH in particular, lauded the “Eastern Nagaland brothers” for getting a medical college. DIMAPUR, SEP 18 (NPN): The State government has decided to allow partial reopening of schools for students of Class 9 to 12 from September 21, on a “voluntary basis”, to seek academic guidance. In an order issued by chief secretary Temjen Toy, schools, colleges and other educational institutions, including coaching and training institutions/centres will be allowed to reopen subject to strict adherence to Standard Operating Procedure (SOP) issued by the government in this regard. The order stated that up to 50% of teaching and non-teaching staff residing outside the containment zones may be permitted in the schools at a time for online teaching/tele-counselling and related work, subject to strict adherence to the SOP. DIMAPUR, SEP 18 (NPN): Health minister S Pangnyu Phom Friday announced that the state government on September 15, 2020 had signed the Memorandum of Understanding (MoU) with the Ministry of Health and Family Welfare (MoHFW) for establishment of a new medical college in Mon. Announcing this on twitter, Phom expressed gratitude to the Union Health Minister Dr. Harsh Vardhan for his approval and sanctioning of the Institute to cater to the needs of remote and underserved areas and to promote access to quality healthcare. “We anticipate & call upon our people to extend fullest cooperation from all ends to make this project a dream come true for our own progress & benefit,” Phom said. Pangnyu had earlier informed that the estimated cost of the medical college was pegged at Rs 323 crore.

WSH also reiterated that its genuine concern for Dimapur has made it raise the demand for a medical college and not to misunderstand it as tribalism but in the fact that Dimapur is

Renewing its stand, WSH regretted that public were questioning why some leaders were biased against Dimapur and have been depriving it of its potential by promoting all-round development that would greatly benefit the entire state. WSH also expressed dismay that the state was splurging crores of rupees in promoting the entertainment industry while the economy was crumbling. Instead, WSH said the state government should focus more on economic development than entertainment by providing good roads, efficient power supply and water for all. To illustrate the point, WSH said several thousand Naga youths who were compelled to look for jobs outside, have returned due to the pandemic and have no means of livelihood. WSH said the government should emulate other states where thousands of returnees who were a liability have become assets after being provided with opportunities.

He said sanction was expected by November, after which the foundation stone would be laid in December and construction would begin immediately thereafter. DIMAPUR, SEP 18 (NPN): Nagaland on Friday registered 51 fresh COVID19 positive cases-- 23 in Kohima, 20 in Dimapur, 4 in Mokokchung, 2 in Mon and 1 each in Peren and Tuensang, taking the state’s tally to 5357 cases. Till September 18, there

were 1213 active cases, 4108 recovered, 15 deaths* and 21 migrated. Further, out of the 5,357 positive cases, the distribution across various categories of people include 2501 cases from the armed forces/police, 1430 returnees, 323 frontline workers and 1103 traced contacts.

PTI: India’s COVID19 tally raced past 52 lakh with 96,424 people testing positive in a day, while the number of people who have recuperated from the disease rose to 41,12,551 on Friday, according to the Union Health Ministry data. The country’s recovery rate stands at 78.86 per cent. The total coronavirus cases mounted to 52,14,677, while the death toll climbed to 84,372 with the virus claiming 1,174 lives in a span of 24 hours, the data updated at 8 am showed. The COVID-19 case fatality rate due to the coronavirus infection has further dropped to 1.62 per cent. There are 10,17,754 active cases of COVID19 in the country which comprises 19.52 per cent of

the total caseload, the data stated. India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and it went past 50 lakh on September 16. According to the ICMR, a cumulative total of 6,15,72,343 samples have been tested up to September 17 with 10,06,615 samples being tested on Thursday. The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities. “Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said on its website, adding that statewise distribution of figures is subject to further verification and reconciliation.

(NPN): State-run oil marketing companies (OMCs) reduced the prices of petrol and diesel by 27-39 paise across the metros for the second consecutive day on Friday. According to IOCL website, the price of petrol in the national capital Delhi was revised to Rs.81.14 per litre from Rs.81.40 per litre whereas that of diesel was brought down by 35 paise to Rs.72.02 per litre After Friday’s rate revision, petrol price in Dimapur was cut to Rs.86.46 from Rs.86.72 per litre and diesel price was lowered to Rs.77.90 from Rs.78.25 per litre. In Kohima, price of petrol was brought down to Rs.87.36 from Rs.87.61 per litre while diesel price was decreased to Rs. 78.62 from Rs. 78.96 per litre.

DIMAPUR, SEP 18 (NPN): NSCN (I-M) has termed as “absolutely baseless” the recent allegation by the Zeliangrong Baudi (Nagaland) that group’s chairman Q. Tuccu claimed Intangki Wildlife Sanctuary as “No man’s Land”. According to MIP, NSCN chairman during his consultative meeting with the tribal hohos in Dimapur had at no point in time stated that Intangki Wildlife Sanctuary is “No man’s land”. MIP said that “such allegation is misleading, unfounded and far from ground reality.” MIP pointed out that during the Gilgal Camp (National Hoho) held from March 27 to April 2, 1996, one of the resolutions adopted was to protect all reserve forests in Naga areas and preserve from human

exploitation and encroachment. MIP said that prominently Intangki Wildlife Sanctuary was one such that attracted NSCN’s attention for the preservation of wild life. Since then, MIP said NSCN had stood by that resolution and “protected the Sanctuary from illegal encroachment in the face of many attempts made by people with vested interests.”

DIMAPUR: The newly constructed office building of the SDO (E) Akuluto was formally inaugurated by Er. Shiludi Longkumer, Zunheboto at Akuluto town on September 18. The office has been functioning on a private rented house since its inception in 1986 and a new office was inaugurated after 35 years. Addressing the formal gathering, Longkumer thanked the department head office, engineer-inchief and chief engineer (D&R) for steps taken while procuring a house for smooth functioning of the department. He also stressed on stable supply of power in the area and to improve

the collection in revenue matters. Additional deputy commissioner (ADC), Akuluto, Imsenperong Wati who attended the inaugural programme appreciated the department on various activities and urged them to work for the people and for improvement of societies in general. Agartala/Aizawl/ Guwahati, Sep 18 (IANS): Tripura figures in the bottom of Covid19 death rate, while six of the eight northeastern states’ recovery rates are less than the national average of 78.86 per cent, Union Health ministry data revealed on Friday. According to the data released by the Union Ministry of Health and Family Welfare (MoHFW), Tripura topped the death ratio among the eight northeastern states in terms of Covid19 cases with 1.09 per cent, followed by Sikkim (0.97 per cent), Meghalaya (0.71), Manipur (0.60), Assam (0.35), Nagaland (0.28) and Arunachal Pradesh (0.19 per cent). Mizoram is the only state where no people have died so far due to novel coronavirus. According to the health officials in Aizawl, Mizoram so far reported 1,534 positive cases, including 274 women, while 949 patients have recovered from Covid-19. Responding to Tripura government’s requests, the Home Ministry has sent a three-member Central team headed by National Centre for Disease Control (NCDC) consultant epidemiologist Daisy Panna to study the rising Covid-19 cases in Tripura, where till Thursday night 20,700 people had tested positive while 228 people had succumbed to the infectious disease. IMPHAL, Sep 18: Manipur chief minister N Biren Singh on Friday inaugurated five different projects apart from laying foundation stones for as many as 46 others of a total estimated cost of Rs 180 crore, at a function at chief minister’s secretariat complex Imphal. Addressing the occasion, Singh said that the BJP-led coalition government was prioritized development of hill areas of the state while acknowledging that hill districts were less developed as compared with valley districts. Claiming that various developmental projects were being taken up in different parts of hill districts, the chief minister hoped that people would be able to see a landscape change in hill districts once these projects are completed. Singh informed that transit accommodations for doctors, nurses and teachers were being constructed at 19 different places in hill districts and Jiribam district. Of these, he said, accommodations at Churachandpur, Singhat and Borobekara have been inaugurated today while works in remaining places would be completed by December this year.

The projects, which were inaugurated by the chief minister were: transit accommodation for doctors and teachers at Singhat, Churachandpur headquarters and Borobekra (Jiribam), 100 SM two-storeyed barrack with toilet facility at Manipur Police Training College, Pangei and model police station at Porompat in Imphal East district. The projects, for which foundation stones were laid, included among others construction of heliports at Jiribam, Tamenglong, Moreh, Thanlon and Parbung to be implemented by the state transport department.

Fresh tension after Myanmar nationals construct shed near border the international border at Kwatha Khunou sector in Manipur was yet to be settled. The construction has however been halted following intervention by Indian authorities in Tengnoupal district. The Manipur government has also notified the Union ministry of external affairs and requested it to take up the matter with the Myanmar government at the diplomatic level and take up necessary action as

Noticing the construction, the chief of Helenphai village of Manipur near the international border reported the matter on August 18 last. Subsequently, officials of Tengnoupal ADC along with additional SP of the district visited the site, an

official source said. SP of Tamu district of Myanmar with other police officials of the country also reached the spot and the construction was jointly verified by 43 Assam Rifles and SP Tamu on the same day, it added. After the spot verification, SP Tamu passed instructions to halt further construction till such time an official decision is received on the issue. He requested that a case be taken up by civil administration

of both the countries, the source said. Later, adjutant for commandant of 43 Assam Rifles wrote an official letter to the DC Tamu district asking the Myanmar authority to prevent construction activity in the non-demarcated area near border pillar 76 near the Indo-Myanmar border on August 27 last. Based on the letter from the Assam Rifles authority, Tengnoupal DC, Mayanglambam Rajkumari, on August 29, brought up the

matter in a written letter to the state home department through the deputy secretary. The DC also provided details of the site where the Myanmar nationals constructed the shed. Based on the report submitted by the Tengnoupal DC, special secretary (home) of the Manipur government H Gyan Prakash notified the Union external affairs ministry. The letter drew the attention of the concerned authority to take up the matter with the government of Myanmar at the diplomatic level and take necessary action as deemed appropriate. The un-demarcated areas along the Manipur sector of Indo-Myanmar border, par ticularly in Moreh sub-sector of Tengnoupal district has long been a bone of contention between the people of the two countries.

The latest controversy was the alleged shifting of the border pillar no. 81 towards the Indian in the middle of 2018. Amid hue and cry from sections of society in Manipur to protect state land at the international order, the Centre said there was no border dispute between India and Myanmar and the demarcation of nine pillars was being worked out in a complete understanding with the neighbouring country.

Various programmes held under Poshan Maah

DIMAPUR: Various departments and agencies have been conducting programmes under Poshan Maah to improve nutrition of children, pregnant and lactating mothers at different towns. Kohima: Various actives have been planned and undertaken involving line departments with a view to generate mass awareness on the importance of good nutrition for health living especially during the time of the present pandemic. A press release from child development project officer (T) Kohima, James Ezung stated that during the month special focus was made to identify and also generate awareness about severe acute malnutrition (SAM) and moderately acute malnutrition (MAM) children which has given limited priority and acknowledgement and was to be treated as “everyday problem and not just a result of emergencies”. Posters pasting and pamphlets distribution campaigns were also being undertaken on different health issues such as causes and prevention of anaemia among adolescent girls and women, identification and proper care of SAM and MAM children, accelerating health through proper nutrition during COVID-19, removal of stigma associated with COVID-19, Breast feeding during Covid-19, etc. Various community level programmes such as VHSND, mothers meeting, home visits by AWWs and ASHAS, demo of hand washing in AWCs, youth and local leaders meeting, PMMVY scheme are also being organised to generate awareness and mobilize K Y M C

According to a press release, CDPO Dimapur (rural), Bonathung Ngullie chaired the programme and delivered a presentation on guidelines to set up nutrition gardens at village and anganwadi level and asked stakeholders to promote kitchen gardens to avail its benefits and cooperate with social welfare and support anganwadi services. Wokha: Under the initiative of ICAR-KVK and Indian farmers’ fertilizer cooperative limited, a programme on Poshan Abhiyaan and Kisan Gosthi was held at VDB hall, Wokha on September 17. It was organized by Krishi Vigyan Kendra, Wokha on the theme “balance diet, healthy life”. According to DIPR report, medical officer (Ayush) Dr. Zechano Ezong stated that good nutrition was one of the key components to a healthy life and emphasised on intake of daily calories that contain vitamins and minerals. District project assistant, Poshan Abhiyaan, Wokha, Annie Lotha while highlighting on Poshan Abhiyaan, said that it was a national nutrition mission to eradicate malnutrition, stunted growth, low birth rate and anaemia by 2022, targeting the age group of 0-6 years, adolescent girls, pregnant women and lactating mothers. She informed that so far under Poshan Maah 2020, Wokha district reached 170 activities under five block levels and participants had crossed the mark of 7k and ranked above average among the other districts of Nagaland. orcible collection or imposing multiple taxes or going by an unsavoury term “extortion” is a syndrome that unfortunately, has blemished the people and their society. So much has been written on this problem which has grown by humungous proportion during the decades since the late 80s. There is a clear distinction between contribution and taxation as much as there is vast difference between taxation and extortion. The difference reflect on how the word ‘contribution’ has undergone drastic evolutionary transformation. The corrupt and unethical practice of milking the helpless and unorganised public is like the dreaded Wuhan virus. Those who cannot withstand the demands are doomed to their fate. The people of the state continue to suffer in reality because they live in fantasy. No development or progress can be achieved in any meaningful manner, if parasitical elements continue to feed on the toil and sweat of those making honest living and who should have been lauded and rewarded instead of being harassed and hounded. The cries of the victims are no longer reflected in the media today because of fear of reprisals. The irony is that while the state continues to raise armed battalions, ranger-commandos, special task forces or QRT etc or whatever names, these have little or no bearing on the ordinary public who realise that they will have to face the problem for a long time, like coronavirus. Unfortunately, there are no SOPs against this type virus. And like Hydra, stopping one will lead to two or more springing up. The only SOP that many have adhered to is to migrate and transfer the bulk of their business outside the state. If this reverse migration of business has set the trend since the early 90s, then what value is there about wooing or inviting investors from outside? In the same vein, much is being expected and dreamt , about eventual peace in the state. Most would tend to believe in the dream that with peace there will be gigantic progress and all-round prosperity. The problem is that when every edifice of progress and development, from the so-called system of governance to economic infrastructure to public trust has been systematically degraded or rendered infructuous, then where can that dream be built unless it is in the air or in the moon?. Extortion has become “the other livelihood” and one among the factors is want of easy money or lack of opportunities for livelihood or denial of such due to corruption, nepotism and favouritism etc. Despite all the massive outcry, taxation or extortion is too widespread and those involved have devised ingenuous ways to sustain it. Like the reports in the media, regarding one branch- transportation charges- where those involved have either taken over or infiltrated unions to hike up charges. This is also like the syndication of the entire market where only those who pay to the ‘syndicate bosses’ are allowed to sell in the market. The poor continue to groan while those supposed to break the yoke are too busy with building their own kingdoms but still selling dreams to people to built castles in the air.

We do not have a High Priest who cannot sympathize with our weaknesses, but was in all points tempted as we are, yet without sin. —Hebrews 4:15 Until we are born again, the only kind of temptation we understand is the kind mentioned in James 1:14, “Each one is tempted when he is drawn away by his own desires and enticed.” But through regeneration we are lifted into another realm where there are other temptations to face, namely, the kind of temptations our Lord faced. The temptations of Jesus had no appeal to us as unbelievers because they were not at home in our human nature. Our Lord’s temptations and ours are in different realms until we are born again and become His brothers. The temptations of Jesus are not those of a mere man, but the temptations of God as Man. Through regeneration, the Son of God is formed in us (see Galatians 4:19), and in our physical life He has the same setting that He had on earth. Satan does not tempt us just to make us do wrong things— he tempts us to make us lose what God has put into us through regeneration, namely, the possibility of being of value to God. He does not come to us on the premise of tempting us to sin, but on the premise of shifting our point of view, and only the Spirit of God can detect this as a temptation of the devil. Temptation means a test of the possessions held within the inner, spiritual part of our being by a power outside us and foreign to us. This makes the temptation of our Lord explainable. After Jesus’ baptism, having accepted His mission of being the One “who takes away the sin of the world” (John 1:29) He “was led up by the Spirit into the wilderness” (Matthew 4:1) and into the testing devices of the devil. It has reached out to successive leaders in the GoI to bring a resolution on the Naga peace process and supported all peace initiatives

he Naga people as a whole have now reached a stage of anxiety, apprehension as well as hope for a lasting and respectable solution to the decades-old Indo-Naga issue thus paving the way for enduring peace and development. Whatever views may have been regarding it as a law and order problem, insurgency, secession, even threat to overall Indian national integration and the like, even the Government of India (GoI) has officially accepted this as a political issue between two entities based on the unique Naga Rights and therefore, History. To cut to the chase, negotiations with Naga Political Groups were set in motion in 1997 with the signing of the Cease-Fire Agreement between GoI and NSCN in Bangkok in 1997. This was followed by meetings, negotiations and eventually a Framework Agreement. Since then, a new generation of Nagas has been born and a good number have even graduated but so far what is their future? CEASEFIRE AGREEMENT Ceasefire Agreement of 1997 was the basis of the talks and it summarily rules out “integration of Naga-inhabited areas and the demand for sovereignty and flag” as the talks were within the framework of the Constitution of India. The NSCN (I-M) had more or less accepted the Constitution of India and the political position of the North-Eastern States. The Framework Agreement between GoI and the National Socialist Council of Nagaland (NSCN) was signed on 3rd August, 2015 by R.N. Ravi as Representative of GoI and Isak Chishi Swu as Chairman of NSCN and Th. Muivah as General Secretary, NSCN. It is to be here noted that this NSCN led by Isak and Muivah was later designated as NSCN (I-M) when S.S. Khaplang broke away to form the NSCN (K). GOI WIDENS SCOPE Meanwhile, on invitation of GoI the Naga National Political Groups (NNPGs) responded and the ground was laid to have a holistic approach to resolve the Indo-Naga Political Conflict through an inclusive dialogue and negotiations. When GoI had entered into dialogue with the NSCN (I-M), leaders both within NSCN (I-M) and NSCN (K) realized that matters were not being taken up in the right direction. This lead to the formation of other NSCN groups and now there are six known groups of NSCN with suffixes to distinguish them and three Naga National Council groups. These constitute the Naga National Political Groups (NNPGs). Shopian encounter: ‘prima facie’ evidence against troops S r i nag a r , S e p 1 8 (PTI): The Army has found “prima facie” evidence its troops “exceeded” powers under the Armed Forces Special Powers Act during an encounter in Kashmir’s Shopian district in which three men were killed in July this year and has initiated disciplinary proceedings, officials said on Friday. On July 18, the Army claimed three militants were killed in Amshipura village in the higher reaches of south Kashmir’s Shopian district. Committed to ethical conduct during anti-militancy operations, the Army initiated an inquiry after social media reports indicated the three men were from Rajouri district in Jammu and had gone missing at Amshipura, said Col Rajesh Kalia, the defence spokesperson in Srinagar. The probe was completed in a record four weeks. The families of the three men from Rajouri who worked as labourers in Shopian had also filed a police complaint. In a brief statement, the Army said the Shopian operation contravened the dos and don’ts of the Chief of Army Staff approved by the Supreme Court. “The inquiry has brought out certain prima facie evidence indicating that during the operation, powers vested under the AFSPA

1990 were exceeded and the Do’s and Don’ts of Chief of Army Staff as approved by the Supreme Court have been contravened. “Consequently, the competent disciplinary authority has directed to initiate disciplinary proceedings under the Army Act against those found prima-facie answerable,” the statement said. It is not immediately clear how many Army men are being proceeded against. The evidence collected indicates the three “unidentified terrorists” killed in Amshipura were Imtiyaz Ahmed, Abrar Ahmed and Mohammed Ibrar who hailed from Rajouri. Their DNA report is awaited. “Their involvement with terrorism or related activities is under investigation by the police,” the statement said. General Officer Commanding Lt Gen B S Raju had taken note of social media reports and initiated a probe into the incident. A general advertisement was published in local newspapers, asking people with any “credible information” about the case to step forward and share it with the court of inquiry instituted by the Army. New Delhi, Sep 18 (IANS): Air India Express operations to Dubai will be restored from September 19, the airline said late on Friday. “All Air India Express flights from or to Dubai will operate as per original schedule w.e.f tomorrow, September 19, 2020,” the airline said. Earlier in the day, the airline said that its operations to Dubai have been temporarily suspended for 15 days starting Friday as it had received a “Notice of Suspension” from the Dubai Civil Aviation Authority on Thursday. “The notice has been issued on account of erroneous acceptance of one Covid positive passenger each by the airline’s ground handling agents at Delhi and Jaipur on Air India Express flights to Dubai on August 28 and September 4, respectively,” the statement made earlier in the day said. “As per information gathered, passengers who were seated in close proximity to the Covid positive passenger on each flight had undergone Covid test

At around 4.30 p.m. Pakistan initiated unprovoked ceasefire violation by firing with small arms and intense shelling with mortars along the Balakote sector, Colonel Devender Anand said. This was barely four hours after they resorted to similar ceasefire violation in Gurez sector of the Valley creating panic among villagers living close to the LoC in Kanzalwan village. “Indian army retaliates befittingly,” the defence spokesman said. Adityanath govt mulls ordinance against ‘love jihad’ LUCKNOW, SEP 18 (PTI): Uttar Pradesh Chief Minister Yogi Adityanath has asked officials to formulate a strategy and bring an ordinance if required to prevent religious conversions in the name of love, an official said on Friday. “It has been seen in the recent past that women have been made to convert in the name of love and marriage and later subjected to cruelty and even murder,” the official who did not wished to be named said. “Taking a serious note of such incidents, the CM has directed that a concrete strategy be made to control such incidents,” he added. “It has often been seen that this is being done in an organised manner,” he claimed. “If required, an ordinance can be brought for it,” he added. The aim is to ensure that such crimes are checked and effective action is taken against the culprits. All this is being taken into consideration, he added. In Kanpur, the police had recently set up a Special Investigation Team to look into reports of “love jihad”.

M o s c o w, S e p 1 8 (Agencies): The nerve agent allegedly used to poison Russian opposition leader Alexei Navalny was detected on an empty water bottle from his hotel room in the Siberian city of Tomsk, suggesting that he was poisoned there and not at the airport as first thought, his team said on Thursday. Navalny fell ill on a flight in Russia last month and was airlifted to Berlin for treatment. Laboratories in Germany, France and Sweden have said he was poisoned by Novichok nerve agent, a poison developed by the Soviet military. Russia denies this and says it has seen no such evidence. A video posted on Navalny’s Instagram account showed members of his team searching the room he

had just left in the Xander Hotel in Tomsk on August 20, an hour after they learned he had fallen sick in suspicious circumstances. “It was decided to gather up everything that could even hypothetically be useful and hand it to the doctors in Germany,” the post said. Islamabad, Sep 18 (PTI): The Pakistan government has sent arrest warrants through its mission in London for deposed prime minister Nawaz Sharif who has been living in the UK for medical treatment, a media report said on Friday. Sharif, 70, has been in London since November last year after the Lahore High Court granted him permission to go abroad for four weeks for treatment. The three-time premier, his daughter Maryam and son-in-law Muhammad Safdar were convicted in the Avenfield properties case on July 6, 2018. Sharif was also sentenced to seven years in the Al-Azizia Steel Mills case in December 2018. But, he was bailed out in both cases and also allowed to go to London for medical treatment. Washington, Sep 18 (AP): The US will ban the use of WeChat Sunday to “safeguard the national security of the United States.” The Chinese app TikTok will also be banned by Nov. 12, but Commerce Secretary Wilbur Ross said early Friday on CNBC that access to that app may be possible if certain safeguards are in place. “At the President’s direction, we have taken significant action to combat China’s malicious collection of American citizens’ personal data, while promoting our national values, democratic rules-based norms, and aggressive enforcement of U.S. laws and regulations,” said Ross. The government said its order, previously announced by Trump in August, will “combat China’s malicious collection of American citizens’ personal data.” The government previously said that using and downloading the app to communicate won’t be a banned transaction, although messaging on the app “could be directly or indirectly impaired” by the ban, and people who use it for messaging won’t be subject to penalties.

ATP, WTA cancel Kremlin Cup in Moscow M o s c o w, S e p 1 8 (Agencies): The men’s ATP Tour and women’s WTA Tour on Thursday announced the cancellation of this year’s Kremlin Cup in Moscow due to the rising COVID-19 infection rate in the Russian capital. The ATP 250 tournament was scheduled to run from Oct. 19-25, while the WTA Premier event was due to be held from October 26-November 1. Russia has recorded over 1 million confirmed COVID-19 cases and more than 19,000 deaths. “As mandated by the Moscow City Administration, the event will no longer be permitted to go ahead in 2020,” the tours said in a joint statement. Ex-Barca coach Setien suing club over contract

BARCELONA, Sep 18 (Agencies): Former Barcelona coach Quique Setien and three of his assistants announced they are suing the club for failing to fulfil the terms of their contracts after being sacked last month. In a joint statement with assistants Eder Sarabia, Jon Pascua and Fran Soto released on his official Twitter account, Setien said he had only received written notice of the termination of his contract on September 16, having been sacked on August 17. He said he had not received any compensation from the club a month after being sacked. The statement added that Setien’s three assistants had not received any compensation either but had instead been offered a “future relocation” inside the club. Setien’s complaint piled yet more pressure on president Josep Maria Bartomeu less than an hour after a group seeking his removal announced they had gathered enough signatures to force a vote of no-confidence against him. dismissed but he was sacked in August. “After a month of absolute silence from Barcelona’s board of directors, and after diverse demands on our behalf, we did not receive any communication from the club until receiving a letter yesterday via burofax,” said the statement. “Said letter revealed the clear intention from the club to not comply with contracts we signed on January 14, 2020.” The statement added, “Given everything expressed above, we have felt the need for our lawyers to find a solution to this conflict and take the corresponding legal action, in order to preserve our rights and everything we had previously agreed with Barcelona.”
