Meanwhile, Governor informed that during his visit to a medical college in Mangalore, Manipal University,

Alva educational complex, Mangalore University and JNU Delhi, the universities expressed desire to setup their branch in Nagaland. To this, Acharya suggested that the state government could sign Memorandum of Understanding (MoUs) under PPP mode with the universities to empower the health and education system in the state. Acharya maintained that the role of Universities should not only be limited to educational knowledge, but focussed on entrepreneurship and skill education. He therefore urged the government to initiate changes so that institutions could focus on skilling the youth, while also informing that the Centre has earmarked Rs. 2000 crores for skill education. He also expressed regret that in most hospitals, the utilities of the doctors were not impressive, machineries left unused and that there was no accountability for anything. This has to be changed, he added. Acharya said he had visited various hospitals, government schools, jails and orphanage homes across the state. However, he lamented that these institutions were not given due importance.

Therefore, EPO said it has on September 17, 2017 meeting resolved to impose restriction on vehicular movements.

DIMAPUR, SEP 18 (NPN): Reacting to the Nagaland Public Rights Awareness and Action For um (NPRAAF) allegation of “double drawals” published in local dailies, the Finance department has issued a clarification on the matter. In a press note, Finance department said that as per their records, an amount of Rs. 1002.50 lakh was received from Government of India during March. Based on the proposal received in Finance department, the amount was released during July 2016. A similar amount was received in March 2017 as second instalment for the same works, and the same was released to the department during May 2017, it said. Therefore, the department clarified that there was “no such double drawal as alleged”. The amounts released were based on actual receipts from the Government of India. The amount released, were made under the Centrally Sponsored Scheme - “Grants under Proviso to Article 275(1)” under the Ministry of Tribal Affairs, Government of India.

He was of the opinion that well established organizations in Nagaland could usher in change in the society by ensuring that schemes for the poor were implemented judiciously. Acharya also suggested that university students could be made nodal agents in order ensure that all Centrally Sponsored Schemes were implemented successfully. On indigenous games, Acharya expressed regret that Nagas, despite having numerous indigenous games, were gradually losing them. For this, Acharya said he would be initiating district and state level indigenous games competition in order to preserve and promote them. Further, Acharya felt the need to have a befitting memorial for Netaji Subhas Chandra Bose and INA in Kohima in honour of their sacrifices. “I had written to the state government on this. But I do not know what is happening with the government,” he said. Acharya said he had also written to the Centre on the same issue, to declare Ruzazho village (where Bose had visited) as National heritage village.

Governor backs SC order on Parl. Secys, Advisors Correspondent

KOHIMA, SEP 18 (NPN): Nagaland Governor, P.B. Acharya on Monday broke his silence over the appointment of parliamentary secretaries and advisors, saying “it was high time for the state government to abide by the rules and orders of the Supreme Court.” Responding to questions put up by media persons, Acharya said he had consulted the Advocate General on the issue. Since the government had appointed them (parliamentary secretaries and advisors) and the matter was placed before the Gauhati High Court, Acharya said the court would decide on the matter. The gover nor also clarified that he was not the authority to act on the matter. Meanwhile, a senior advocate informed this Correspondent that the GHC, Kohima bench had referred the matter to the chief justice of the Gauhati High Court to be taken up by a constitutional bench.

DIMAPUR, SEP 18 (NPN): Nagaland chief minister, T.R. Zeliang stressed on the need to lay more emphasis on bamboo development in the state. Addressing the ‘World Bamboo Day’ celebration, jointly organized by Nagaland Bamboo Development Agency (NBDA) and ministry of DoNER here at Bamboo resource centre as chief guest, Zeliang said Nagaland was the first in India to adopt bamboo policy in 2004 and had the privilege to host the first ‘World Bamboo Day’ in 2010 at Kisama, with participants from India and abroad. He said that though Nagaland had made laudable strides in development of bamboo as a resource over the years, there was much more needed to be done. Zeliang highlighted major areas of concern which needed to be urgently addressed if bamboo was to fulfill its true potential of being an effective vehicle for bringing sustainable development to the region. The need for studying species of bamboo and identifying

its appropriate uses, rationalisation of the huge existing technological gaps and adaption of markets and providing proper linkages, insuring steady and reliable supply or raw materials, skill up-gradation of workers, including participation by foreign, Indian and other institutional donors, etc were some of the major concerns. Zeliang remarked that bamboo and its uses remain largely traditional, localised and unorganised. He opined that Government of India through the ministry of Agriculture, Forest and Tribal Affairs, and by involving other in-

ternational agencies, could play a key role as part of programme convergence. Adoption of the concept of cluster formation at the village level with fiscal support by way of providing financial incentives or supplying improved machineries could be done, he said. Zeliang also called upon the gathering to reorient their approach especially in the light of the fact that the region was home to almost 60% of the country’s bamboo reserves with boundless availability of raw material by our backyard, if scientifically exploited with required backup support.

He even showed them a fake voter ID card issued from Kishanganj in Bihar but subsequently, he was identified as Samiun Rahman alias Raju Bhai, they said. Delhi Polices Special Cell had been working to gain information about Rahman since July. The sleuths had learnt that a

man named Raju Bhai of the al-Qaeda terror group is trying to set up base in Delhi to carry out terrorist activities here. Special Cell team deployed sources in the NCR and other states to get information on him. It was further learnt that Raju Bhai is in Delhi and is attempting to recruit people for the purpose of jihad, said Pramod Singh Kushwah, the DCP (Special Cell). Yesterday, the police learnt that Raju Bhai would come to Vikas Marg, Shakarpur near ITO, to meet one of the probable jihadist recruits, he said. DIMAPUR, SEP 18 (NPN): Naga Students’ Federation (NSF) on Monday served a ten-day ultimatum on the state chief minister demanding that the cabinet nullify the office memorandum for approval of the cabinet meeting Agenda No. 9. In the ultimatum to the chief minister, NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, stated that despite NSF’s repeated appeals through the office of the chief secretary, the cabinet meeting held on September 11, 2017 had “illicitly” approved absorption of one post of assistant director to women resource development department from Nagaland Board of School Education (NBSE), who was serving as assistant academic officer. Naga Students’ Federation stated that cabinet meeting approval “evidently” violated the state government notification dated May 6, 2015 order, which clearly states that “the appointment of the officer as assistant director to women resource development department is purely on deputation basis and shall be reverted back to his parent department on expiry of two years term period without any notice and that, the Officer shall have no right to claim seniority nor absorption.” In the light of the above and in order to prevent such illegal precedent in future, the NSF has demanded that the cabinet nullify the office memorandum for approval of the cabinet meeting Agenda No. 9 within 10 days failing which the federation would resort to its own course of actions.

MTGBU appeals for more time on aadhaar card

DIMAPUR: The Medziphema Town GB Union (MTGBU) has appealed Nagaland government to do away with the requirement of aadhar card for the time being and that more time should be granted for it to be implemented and not as notified by September 20, 2017. A press note by MTGBU secretary, Rokovitso Kuotsu stated that the union held a deliberation on the requirement of aadhaar card for availing PHH/ AAY ration card. While appreciating the government for implementing welfare schemes for the poor and needy, the GBs have also urged the concerned authorities to consider the practical difficulties faced by the beneficiaries in producing an aadhaar card.

MTGBU stated that aadhaar card was not instantly obtainable and to produce the required documents such as PRC/ST/ indigenous certificates, the applicant has to go back to his/her hometown/native village which was time consuming. MTGBU also pointed out that even after completing all formalities, an applicant had to wait for some days or even months for the aadhaar card to be generated. MTGBU was also of the opinion that if Nagaland government could withhold/ postpone the municipal elections on the ground that it violated Article 371 (A) of the Indian constitution, it should also do away with the requirement of aadhaar for the same reasons.

18 rebel AIADMK MLAs disqualified

Chennai, Sep 18 (IANS): Eighteen AIADMK MLAs owing allegiance to rebel leader T.T.V. Dinakaran were on Monday disqualified by Tamil Nadu Assembly Speaker P. Dhanapal, giving the ruling side an edge in a show of strength which now seems imminent. Governor C. Vidyasagar Rao, who met President Ram Nath Kovind and Finance Minister Arun Jaitley in the national capital, is reaching Chennai on Tuesday morning and may issue orders summoning a special session of the Assembly for the Chief Minister to prove his majority. Assembly Secretary K. Boopathy said that after the disqualification under the Tamil Nadu Legislative Assembly (Disqualification on Ground of Defection) Rules 1986, the 18 MLAs have lost their membership of the House. He also wrote to the Election Commission notifying the vacancies in the House after the disqualification. With this, the effective strength of the 234-member House (where late Chief Minister J. Jayalalithaa’s seat remains vacant) has come down to 215. And against a half-way mark of 109, Chief Minister E. Palaniswami claims to enjoy the support of 114 MLAs.

Tamil Nadu Assembly Speaker P Dhanapal on Monday disqualified 18 AIADMK MLAs who are supporting TTV Dhinakaran. The DMK and its allies have 98 members. The disqualified MLAs are: Thanga Tamilselvan, R. Murugan, Cho. Mariappan Kennedy, K. Kathikamu, C. Jayanthi Padmanabhan, P. Palaniappan, V. Senthil Balaji, S. Muthiah, P. Vetrivel, N.G. Parthiban, M. Kothandapani, T.A. Elumalai, M. Rengasamy, R. Thangadurai, R. Balasubramani, ‘Ethirkottai’ S.G. Subramanian, R. Sundararaj and K. Uma Maheshwari. Though notices were issued by the Speaker initially to 19 AIADMK MLAs who took sides with Dinakaran, one of them, S.T.K. Jakkaiyan, shifted his loyalty to the

He was also confident that it would provide lucrative employment to many but also go a long way in giving the much needed boost to the economy of the region. He further added that Nagaland would have to continue to look forward to DoNER ministry and NEC for providing the required technical, financial and proactive (interventional) support. Zeliang expressed gratitude to DoNER ministry for recognising the activities and supporting the NBDA and also for their decision to notify the up-gradation of NBDA to Regional Bamboo Research Centre (RBRC) and charting out the road map for formation of the North East Bamboo Development Council (NEBDC). He also informed that NBDA was affiliated with handicrafts and carpets skill sector council and agriculture skill council of India and would be carrying out skill development trainings under national skill development council and ministry of Skill Development and Entrepreneurship. Zeliang appealed all stakeholders to come forward and contribute in harnessing the true worth of the “green gold which abounds in our region and be proud player in joining the onward march of our nation towards actuating the “make in India and “skilling India clarion call of the prime minister. During a speech and declaration of NEBDC, the guest of honour, DoNER secretary, Naveen Verma stressed that there was still a lot that had to be done for Northeast and that it was in a general meeting where they decided to form the NEBDC. Notwithstanding the structures they may have at the national level, Verma said they still managed and decided for NE to have an institution with all the eight states combined. Citing the issue of bamboo plantation that came about during a meeting in Delhi, Naveen brought about the national agro policy mission under which states could get money for plantation of various species including bamboo. He said that the policy contains no restriction on transit which

was flagged to all governors and chief ministers and that he looked forward to a discussion on it as well. Further, he said that they were not able to mainstream bamboo. In order for it to go mainstream, he requested the state government’s intervention which was, to frame a schedule of rates for bamboo buildings both for urban and rural areas. He was happy to learn that Nagaland fields about 9.8 lacs of bamboo, which meant that there was supply and that the only problem was to convert it into wealth. “If we look at the entire value chain, one of the takeaways from this conference is to come up with a scheme. Why not come up with a mission value chain for bamboo products for NE? he asserted. While delivering welcome address, NBDA advisor, Naiba Konyak highlighted the immediate targets of NBDA to achieve 60,000 hectares of bamboo plantation by 2030 in the state. He said this could be achieved more effectively by setting up a high capacity ‘plant tissue culture laboratory and nursery’ within NBRC at Dimapur. Earlier, the celebration was hosted by Dr Tolto Metha and Amongla C, while Mountain music academy presented echoes of the North-East. The chief guest also hoisted the World Bamboo Day flag followed by bamboo anthem by Margaret Shishak school of music, Patkai Christian college and vote of thanks proposed by APC & mission director NBDA, T. Imkonglemba Ao IAS. The chief minister also presented awards to best VBDC 2017 to Ghotovi village VBDC, Dimapur and Totok Chingha of Mon district, promising entrepreneur 2017 to Menuolhoulie Kire and promising artisans 2017 to Ruovilhoukho Chuzho. The celebration was attended by chief secretary, Pankaj Kumar, ministers and parliamentary secretaries, officials from DoNER ministry and NEC and others. The inaugural session was followed by technical session on the topic “road map for North East Bamboo Development Council (NEBDC) and “bamboo value chain development in NER.

Chief Minister. The 18 MLAs have neither quit their party membership nor joined another political party, grounds on which an MLA can be disqualified. A furious Dinakaran told repor ters that the Speaker’s decision was a “short cut to gaining majority but said the matter will be taken to the Madras High Court on Tuesday. “We are sure we will get a stay. Justice will triumph. Patience will win. Betrayal will never win, he said. He said the fact that the government did not have majority was well known from last month and blamed

the Governor for the current unpleasant situation. “After unseating the government, we will get a majority in the elections, Dinakaran said. He claimed he had the open support of 21 MLAs and 10 to 12 MLAs were “silently with them. H i s l oya l i s t M L A Thanga Tamilselvan said in Kodagu in Karnataka, where the MLAs are staying in a resort, that they were 100 per cent confident that they would get justice in court. They would not rest till the Chief Minister was removed, he said. Chief Minister Palaniswamy said in Salem that nobody can succeed in toppling his government or

splitting the AIADMK. His faction would restore the frozen election symbol of “Two Leaves for itself, he said. Last week, senior lawyer Kapil Sibal, who appeared for the DMK on a petition seeking an immediate floor test in the Assembly, told the Madras High Court that he feared the Speaker could disqualify these MLAs and conduct a floor test to facilitate Palaniswami to prove his legislative majority. The opposition parties have been demanding that the government should prove its majority on the floor of the House after 19 legislators asked the Governor to initiate the process to install a new Chief Minister. DMK leader M.K. Stalin said on Monday that the Speaker’s action amounted to “cruel murder of democracy and was an attempt by the Chief Minister to take a short cut to prove his majority in the Assembly. The Madras High Court had ordered that a floor test should not be held till September 20. Stalin had claimed earlier that the Palaniswami government has lost majority support after the legislators belonging to Dinakaran group withdrew their support to Palaniswami. On Monday, Stalin asked both the Speaker and the Chief Minister to resign.

All decisions by Nitish invalid: Sharad New Delhi, Sep 18 (IANS): The Janata DalUnited faction led by veteran leader Sharad Yadav has declared invalid all decisions taken by Nitish Kumar as JD-U president, terming his election to the post as technically invalid. The faction also elected Gujarat legislator Chhotubhai Vasava as JD-U Acting President, senior JD-U leader Arun Kumar Srivastava told reporters here on Monday. “Whatever decisions Nitish Kumar has taken after being elected party President are invalid, because Nitish Kumar’s election itself is not valid, he told IANS about the decisions taken at the National Executive meet on Sunday. “It is so because the Electoral Officer of JD-U, Anil Hegde, was appointed in an Office Bearers meeting, though in fact only the National Executive can appoint Electoral Officer. So all the elections presided by Hegde are invalid, he explained. Asked why they were raising the issue after Nitish Kumar decided to align with the NDA, and had not done it earlier, Srivastava said a large section of JD-U members had protested and petitioned the Election Commission against Nitish Kumar’s election last year, but he and a few others did not raise the issue publicly despite their reservations.

Sahrad Yadav and Nitish Kumar “We did not fully condone his elevation, but did not raise the issue publicly. I raised it internally in the meetings...See, parties are not formed overnight, a lot of toil goes into it. And it is not a child’s play to break a party. But there is a limit to everything, he said. Srivastava said the party’s National Council, which is the “supreme decision making body, is going to meet on October 8 and will make it clear which is the real JD-U. To a query on all the Bihar JD-U MLAs and a majority of party MPs siding with Nitish Kumar, Srivastava said: “The MLAs and MPs do not form the party organisation. They are just the crop of the party. “In the organisation, we are strong. A majority of state unit presidents, the National Executive and the National Council members are with us, he added. These are the same National Executive and

National Council that were formed when Sharad Yadav was President, because Nitish Kumar did not form any party body, he said. He alleged that the five state committees of which the Nitish Kumar faction is claiming support -- Bihar, Jharkhnad, Kerala, Jammu and Kashmir and Dadra Nagar Haveli - have not been formed through fair elections but “by cheating. A day after Nitish Kumar formally took over as JD-U President on October 16 last year, a number of party leaders staged a protest in New Delhi, demanding that the Election Commission declare the organisational election of the party as “null and void. Hundreds of party workers had marched from Jantar Mantar to the EC office and submitted a memorandum alleging that party constitution was not followed in the organisational elections.

Dimapur police issues advisory Ryan School case to continue in Gurugram court

DIMAPUR, SEP 18 (NPN): In view of the rise in number of vehicles theft and crime in Dimapur, commissioner of police has issued an advisory to all dealers on sale and purchase of second hand vehicles including two wheelers. In a notification, commissioner has directed all second hand vehicle dealers under Dimapur district to maintain a register of sellers and purchasers of all the transaction of second hand vehicles and also to affix photographs of the seller and purchaser. It has also asked the dealers to ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction besides keeping copies of identification documents like election card, ration card, PAN

Card, driving license etc for access by the police as and when required. It asked the dealers/ agents to inform the nearby police station if the seller or buyer was found suspicious. Dimapur police has also warned that any dealer or agent who contravenes with the order shall be liable to be punished in accordance with the provision of section 188 of the IPC and other relevant/appropriate section of law. According to commissioner, most of the second hand vehicles are sold without filling all the columns especially date of transaction form No. 29 and Form No. 30 (Part-I & II) thereby resulting in transfer of vehicles to purchaser before the actual; transfer of the vehicle in the records of transport authority. Commissioner also

said that stolen vehicles involved in crimes were sold to purchasers through dealers/agents and such vehicles were likely to be used for commission of various types of crimes and even used in “terrorist activity. It pointed out that nonmaintenance of record of the seller and purchaser by the second hand vehicle dealers have made it difficult for the investigation agencies to identify the criminals involved in such crimes. In view of the above reasons, commissioner of police said that it has become important to put regulatory check on second hand vehicle dealers. Further, the advisory has been made available by affixing copies on the notice boards of the offices of all DCPs, Addl. DCPs, Addl. DCPs, ACPs and all Police Stations.

New Delhi, Sep 18 (IANS): The Supreme Court on Monday was told that Gurugram Bar Association has withdrawn its resolution asking its members not to represent accused officials of Ryan Public School in the case of the death of Class 2 student Pradhyuman Thakur after the top court described the resolution as “erroneous in law. Asking the Special judge of Gurugram to deal with the matter, the bench of Chief Justice Dipak Misra, Justice A.M.Khanwilkar and Justice D.Y.Chandrachud said that “tradition does not authorise any bar association to pass such a resolution. “The tradition of the Bar and the fundamental conception pertaining to access to justice does not permit any Bar Association to pass a resolution of the nature that had been done. However, the solace is that after realising the fault, the Bar Association has withdrawn the resolution. It is a redeeming act, the bench said in its order. Referring to the assurance of the

opinion/EDITORIAL

Nagaland Post Vol. XXVII NO. 285 Dimapur, Tuesday, September 19, 2017

I

Double whammy

t has been some months during which various organisations have brought out startling revelations in the media about alleged irregularities/scams in the issuance of Drawal Authority (DA) from the finance department to various departments. It may be recalled that the organisations such as –ACAUT Nagaland, NPRAAF and NTC– have exposed how funds to various government departments have been allotted twice for the same project, amount and place. If the finance department had done it once then it could be taken as a serious error. However when this new phenomenon called ‘double drawal authority’ (DDA) is being issued to various government departments, then it definitely surpasses merely being a serious error into a financial conspiracy that is meant to defraud the government. This new phenomenon “double drawal authority”, in practise results in doubling the expenditure of a project. If this is true, it will mean that some of the projects would be doomed do death in the event the allotted budget is siphoned off and finished while making initial payments. Several government departments have been named in the revelations made by the above named organisations. There have been only two clarifications to the allegations but that too, not as convincing. Departments may give many reasons or even rebuttals but the matter can only be put at rest through an impartial inquiry headed by the chief secretary and also to include those who have made serious allegations. Nagaland is still grappling with paucity of funds (or as our politicians would like us to believe) and if despite the problem, if funds allotted are diverted or siphoned off, then how can the state develop? Other north eastern states are also not receiving as much funds, barring perhaps those states run by the same party as that ruling at the centre; but there have been some measure of responsibility in handling of funds. The financial crisis of the state where it is still saddled with around Rs.1400 crore deficit is a worrisome fact. This has been the story since the past five years and a time might come when this could rise higher. The albatross of deficit around the neck of the state government is a negative achievement and would severely restrict furthering the growth in the absence of lack of adequate and needed infrastructures, which have almost collapsed. There has to be a serious review or inquiry done over the issue of financial transactions since DDA appears to have become the new phenomenon. It may also be well to keep in mind that such practices, if found to be true, should be dealt with in a serious manner. If the practice as alleged by the various organisations is true, then it also raises very disturbing questions about the involvement of responsible people in the highest echelons of the government hierarchy. The state has also an Act that is supposed to be a deterrent and a guide called - The Nagaland Fiscal Responsibility and Budget Management Act, 2005 Act 7 of 2005. How long can flouting of rules and mismanagement or outright financial offence can be tolerated or taken lightly when the state is in dire straits?

DailyDevotion His Temptation and Ours

We do not have a High Priest who cannot sympathize with our weaknesses, but was in all points tempted as we are, yet without sin. —Hebrews 4:15 Until we are born again, the only kind of temptation we understand is the kind mentioned in James 1:14, “Each one is tempted when he is drawn away by his own desires and enticed.” But through regeneration we are lifted into another realm where there are other temptations to face, namely, the kind of temptations our Lord faced. The temptations of Jesus had no appeal to us as unbelievers because they were not at home in our human nature. Our Lord’s temptations and ours are in different realms until we are born again and become His brothers. The temptations of Jesus are not those of a mere man, but the temptations of God as Man. Through regeneration, the Son of God is formed in us (see Galatians 4:19), and in our physical life He has the same setting that He had on earth. Satan does not tempt us just to make us do wrong things— he tempts us to make us lose what God has put into us through regeneration, namely, the possibility of being of value to God. He does not come to us on the premise of tempting us to sin, but on the premise of shifting our point of view, and only the Spirit of God can detect this as a temptation of the devil. Temptation means a test of the possessions held within the inner, spiritual part of our being by a power outside us and foreign to us. This makes the temptation of our Lord explainable. After Jesus’ baptism, having accepted His mission of being the One “who takes away the sin of the world” (John 1:29) He “was led up by the Spirit into the wilderness” (Matthew 4:1) and into the testing devices of the devil. Yet He did not become weary or exhausted. He went through the temptation “without sin,” and He retained all the possessions of His spiritual nature completely intact.

Jealousy is the tribute mediocrity pays to genius. ~ Fulton J. Sheen

I

feel so sorry for the magnificent animal that is the bull. I was at a banking mela organised by the local administration in Alwar. A bull wandered in and walked about harmlessly. Almost every stall keeper – selling/ displaying nothing but banking information - hit him. Passers-by hit him. Security guards hit him. His only reaction was to try and dodge the slap or lathi which, given its size, was impossible. Finally, he left, bruised and sore. Bulls go to sabzi mandis to eat the thrown away vegetables/leaves and fruit. So many are attacked with acid that it is difficult to find a bull that doesn’t have acid burns. In Gorakhpur, the city named after Gau Raksha, the municipal administration catches them regularly, puts them into pounds and refuses to feed them. They die within the week, spending most of it lying down as they have no energy left. No gaushalas take bulls, so they roam the streets and are beaten every day. Many are rounded up at night and sold to illegal butchers. Some are taken by fake mendicants, branded with trishul images, painted and paraded for alms. Some are grown for fighting, as in Jallikattu, where they are starved and blinded, made mad with alcohol and then let loose to be jumped on and their horns torn off. Ancient Tamilians considered the bull a sign of masculinity and valour, so naturally the human has to be bigger and stronger. Those that live are shipped to Kerala the next

day to be killed. The word Nandi means joyous. In real life the bull leads a life as a victim of beating, torture, starvation and early death. Our great passion for Nandi the bull, exists – as it does for Hanuman and for Ganesha – in temples only. In fact, the three animals – the rhesus monkey, the elephant and the bull - are extremely violently treated. No one feeds them as they would cows. No one wants them. And now, as they grow rarer, your children will never see them in all their glory and might. Nandi is the Mount and gatekeeper of Shiva and Parvati. He is the Chief Guru of 18 spiritual masters, including Patanjali and Thirumular. He is the controller of 18 siddhis or spiritual attainments. Not only is he the being that meets you first in a Shiva temple, there are many temples devoted to Nandi alone. In Sanskrit the name of the bull is Vrishabha, which means righteousness or Dharma . He is the protector of Dharma and the chief of the team of Ganas, or attendants of Shiva. It is important to seek the blessings of Nandi before proceeding to worship Lord Shiva. He symbolizes purity as well as justice, faith, wisdom, virility, and honour. He provides the music to which Lord Shiva performs the Tandava or the cosmic dance. In the Brahaddharma Purana, Nandi is the commander of Lord Shiva’s army. Spiritually, Nandi represents the individual soul focused on the Atman.

Stop them from being killed In the Saura Purana, Nandi the bull is described in all his splendour, with ornaments that glow with the fire of thousand suns, three eyes, and a trident held in his hand. The most common depiction of Nandi is a sitting bull with folded limbs. He is either black or white and wears a necklace with a bell. Other depictions of Nandi show him as half human, and half bull. His body resembles that of Shiva in proportion and aspect, although with four hands — two hands holding the Parasu (the axe) and Mruga (the antelope) and the other two hands joined together in the Anjali (obeisance). Brahma Vaivarta Purana says Krishna himself took the form of a bull as no one else in the Universe can bear Shiva. According to the Vayu Purana, Nandi was the son of Kashyapa and Surabhi. Some Vedic texts give the story of Nandi as follows: The great sage, Shilada performed penances and prayed for an immortal child. The child that emerged from the fire of the yagna was named Nandi by Shilada and, by the age of seven, was well versed in all the sacred scriptures.

But Shilada was told the child would die in a year. Griefstricken, he shared this with Nandi who prayed to Lord Shiva. The god responded by giving him a necklace with the bell, transforming him into half man, half bull and gifting him immortality while making him head of the Ganas and his own Vahana. Shilada and Nandi went to Lord Shiva’s abode, Mount Kailash, and dwell there for all eternity. Another story speaks of how during Sagar Manthan, or the churning of the ocean, the snake king Vasuki was used as a rope. The churning brought out such deadly poison that none of the devas or asuras wanted to go near it. Lord Shiva drank the poison. Some of it spilled out. To save his master and all life, Nandi drank the spilled venom. Lord Siva calmed their fears saying, “Nandi has surrendered into me so completely that he has all my powers and my protection”. Nandi survived the poison and even the Devas - the gods - and Asuras - the demons were struck with awe at his massive power. He is said to have taught Kartik, the son of Shiva and

a great warrior, the art of warfare. Many people whisper their prayers into the ears of the Nandi bull. This comes from another story. Shiva decided to meditate and, ofcourse, Nandi decided to do so as well and sat in front of his lord. During this meditation, the asura Jalandhara abducted Goddess Parvati. The gods asked Lord Ganesha to inform Shiva, but he could not bring his father out of his meditation. Then Ganesha whispered the details into the ears of Nandi the bull and Shiva heard and awakened. From there comes the belief that anything told to Nandi reaches Shiva. Once Ravana mocked Nandi. Nandi retaliated with a curse that Ravana’s kingdom would be burnt by a monkey. This came true when Hanuman went in search of Sita. The largest Nandi in India is in Aimury in Kerala. The largest number of bulls are killed in Kerala. Andhra Pradesh, Karnataka and Tamil Nadu has large Nandi temples. See if you can find any bulls either on the road or in Gaushalas. All over India, the little male calves are killed even before they can mature into bulls. Those that are fortunate enough to reach adulthood, rarely make it past 4 years of torture. In the new temples devoted to Shiva, the scrotum of Nandi is not sculpted any more in case it embarrasses the same women who come to worship Nandi and ask for fertility. And truly, no one

wants the uncastrated bull any more. Either he should be a bullock, with his testicles crushed to a pulp with stones and then made to work. Or he should be a cow – milked and then eaten. But a wild natural creature that roams free and defies use – why not just keep beating and starving him till he dies or better still, catch him at night as he poses a danger to humans, break his limbs so that he doesn’t be a nuisance on the truck and sell him to the butchers. Instead of using his virility to impregnate cows, we can do it with semen collected from bound creatures who deliver semen artificially which is induced into the cow by vets. Shiva is Nandi. He refuses to be domesticated. He refuses to behave as society wants him to. He is sometimes the progenitor of his Goddess’ children but never their father. He will not be fettered. And just as we are scared of the goddesses who will not be married and depict them as ugly, wild and drinking blood – as against the tamed, beautiful consorts, Shiva is shown as wild and angry. This, unfortunately, is our opinion of the bull – a dangerous, wild creature, who should be eliminated. Feed the bulls in your area. Stop them from being killed. They represent a part of you which is dying. You cannot be a Shiva bhakt and allow the bulls to die. To join the animal welfare movement contact gandhim@nic.in, www.peopleforanimalsindia. org

Political tsunami

atural calamities like earthquake, wildfire, massive mudslides, tornadoes, hurricanes of various kinds, tsunami had hit millions of our fellow citizens of the world. Many have lost their everything including their precious lives. Millions have been rendered homeless. In every such catastrophic event the world citizen have shown and extended their solidarity with the less fortunate victims. The respective concerned government, NGO’s and even some kind hearted individuals have rendered their help to the victims to the humanly possible extend proving that the world citizens are one. Great! Back home, let us think how kind and protecting our God is! In the known history of the Nagas and even in the olden times there has not been any catastrophic natural calamity that had hit the Nagas. During primitive and pre-independence times there were no security of life because of head-hunting culture among the Nagas which were our own creation. However, with the advent of Christianity in the land, head hunting culture gradually came to an end. Today head-hunting in Nagaland has become a history. Nagas of today will never go back to the old culture. Nagas of today take every other Naga irrespective of tribe as blood-brothers and sisters. Unsure and Bad Times Nagas of the present generation born after 1960’s would not know the insecure and bad times the Nagas, many of whom are no more with us today, had gone through. The hottest army operation spanned from 19551965 carried out by the Indian army very mercilessly all over the state in the name of counterinsurgency operation. Briefly:- 1. All over Nagaland, then NHTA ( Naga Hills Tuesang Area), 4-5 neighbouring villages were grouped at certain convenient places for the army to check the activity of the freedom fighters at the untold sufferings and inconveniences of the innocent poor villagers. 2. Dwelling houses, most of which were of thatched roofs and split bamboo walls were burned down with all household properties, utensils, farmers tools and implements and clothes etc. 3. Granaries stored with paddy grains, maize, oilseeds for the year were burned down. 4. Women, young and old were sexually assaulted. In one village some women were forcibly raped inside a church building defiling the sanctity of the temple of God. 5. All educational institutions were closed down. 6. In the grouping centres there were no church buildings for which normal worship ser-

vices could not be held. 7. No power and water supply. Due to extreme water scarcity during dry seasons, maintenance of hygiene was poor which led to out-break of diseases. 8. Medical facility was completely nil. 9. Many villagers, young and old men died at the grouping centre. I remember both my grandfather and grandmother died at the grouping centre after brief illness for want of timely and proper treatment. There were problem for even taking their last remains to the village on head-load for the last rites. 10. Villagers were paraded daily to check if there were extra men/women. If any extra men/ women were found or missing, villagers were made to be answerable and punished. 11. There were no markets to get daily provisions. The grouping of villages shattered the rural self-sufficient economy completely. Life at the grouping centres can only be recalled as hell! It will be good for the Nagas of the present generation to know how their parent and grandparents had gone through all those difficult times and brought them to the present Nagaland. To be aware of: Thus far, God has been too kind enough to shield us from devastative natural calamities as have been listed in the first paragraph. What is apprehensive is that Nagas are being over flooded by political tsunami the impact of which will be much more serious and dangerous than the devastation from natural calamity. Natural calamity victims have chances of recovering in due course of time except for those who had lost their lives. But political tsunami for sure will have deeper and longer lasting effects from where it will be different if not impossible to get detangled. As of now we are under the constitution of India and its election laws and rules. So, when any National Political Party within legal provision comes and convince us with their party ideology and manifestos with assurance of every description of progress and welfare programmes in the state, there are chances of we Nagas blindly yielding to the political pressure which had not been experienced before. The national party workers have studied us for far too long and know all our strong and weak points. For sure our inconsistent political ideology without any principle has become the stepping stone for the invading political tsunami. As many of us have lost our Christian values and do not care for our souls having forgotten what the scripture teaches us, “For what shall it profit a man if he

gain the whole world and lose his own soul and what shall he give in exchange for his soul ?” Mark 8: 36-37. We have become a very easy prey. As the wave of political tsunami have entered our kitchen and has started taking every available opportunity, which in near future will make us pay very dearly, all leaders in political field should be cautious enough in taking political decision. What you decide today should not be a life time burden for your children. Good to remember what is written in the World War-II memory in Kohima War Cemetery- “When you go home tell them of us and say for your tomorrow we gave our today”. Even if painful, responsible leaders are to resolve to give your today for the coming generation. Ideal political party Nagas Political IdeologyEver since Nagaland statehood came into being NNO (Naga National Organisation) as regional party for some years, UDF ( United Democratic Front) alternately had been running the state government maintaining issue-based alliance with the National Political Party which ever had been ruling the government. But the first great mistake was committed in 1975 when the NNO merged with the congress which according to their political wisdom was best to be in the national mainstream. It was a small step but ‘Himalayan blunder’ in the context of Naga politics. It buried all our ‘Regional Pride and Identity’. We have proved ourselves wrong and not capable to run our State Government by ourselves. By now we should be able to assert ourselves that we are fully matured and experienced to run the affairs of our own tiny state which is 53 years old. As a senior citizen, many a times, I used to wonder how and why there are still some veteran and prominent leaders who are more inclined to look to Delhi for managing the affairs of our tiny State. For we Nagas the most ideal political Party should be Regional Party whichever way it may be nomenclatured. We are small people and so we better remain regional maintaining our regional identity. Even as regional, any National Party that comes to power and rules we should affiliate with that party on issue based alliance. We should maintain national in spirit and regional in character and be able to run our own state affairs without any problem. We should remain as one of the secular and federating units of the quasi-federal India till we achieve higher political status. R. Ezong, Senior Citizen, Mt. View Colony, Purana Bazar, Dimapur

The Naga Council Dimapur’s assets (whom does it belongs to anyway?)

(From previous issue) Reaching out to the masses and bringing solutions to the ever emerging concerns around us and confronting our everyday life should be our priority as leaders. If not, our motive as leaders is questionable and people have every right to cast their doubts the reason why we are sitting on the chairs and enjoying the privileges. The NCD if it wants to win back the hearts of the young Nagas, they should do some soul-searching .It is not only the district administration and the police who should do the round the clock vigil, but the NCD should question its own conscience why things like fuel adulteration, rice scam were taking place under their very nose when it could have acted like a Watchdog and could have prevented to atleast some extent in Dimapur. Maybe the scant regard of its existence didn’t bother the anti-socials but made some ‘famous’ citizens of Dimapur to carry out those broad daylight robberies for so long. Had the NCD acted in all its fatherly figure, acted as a guardian of the town, maybe such scheming and underhand dealings in this town could have been controlled atleast to some extend even if not all. But when we want to bask in the sun and enjoy only the fruits on our trees outside, things inside our homes start getting chaotic, disordered and rotten. With so many assets and ample revenue in its hand it is not too late for the NCD to bring some positivity for the denizens. The NCD has filled up the only two water bodies in the hearts of the Dimapur town like the pond near the East Police Station, adjacent to the Zeme Baptist Church and the Hazi Park Pond for more construction purposes. Infact the NCD should have developed these water bodies to beautify the town as well as create atleast as a sort of a recreational parks for

the denizens of Dimapur since it doesn’t have any sort of such facilities except for the two little film halls and the famous Mela Bazaars where ear-piercing blaring loudspeakers that comes along with it. NCD should focus more on welfare duties for the Dimapurians rather than becoming more like a construction firm or real estate agents which is more interested in building shopping complexes to mint more money and garner more revenues for itself. Dimapur with such narrow congested roads, they should have atleast build a parking lot for the shoppers and motorists. Everywhere around Dimapur, one of the most common thing we see is the sign of ‘No Parking’ or ‘Parking Only for Customers’ on every side of the road. In the ever busy traffic-jam area like that of the Nyamo Lotha Road, the NCD should have better build a Parking Lot in the ground floor so as to relieve the public by easing the congestion and at the same time earn revenue from the parking tax. Or doesn’t the NCD, comprising of seasoned and elderly leaders, sees this town in dire need or drastic requirement of a parking lot by any means? Many would like to see them more welfare oriented, future oriented and community friendly rather than money oriented. The writer does not have any personal grudge against the NCD but as a concerned citizen is voicing out as one of many voices of our young Nagas and wishes the NCD make good start again and start acting like the dutiful father and a faithful guardian of Dimapur. Otherwise it will be like one of the many redundant, obsolete and the irrelevant organisations which have filled Nagaland and that people have scant regard of their existence no matter how much they try to prove themselves to be worthy. Some Rohingyas are linked to ISI, Pakistani terrorists. Centre tells SC.

New Delhi, Sep 18 (IANS): The Centre on Monday told the Supreme Court not to interfere in the Rohingya issue as the move to deport them was a policy decision in the country’s larger interests and that some of them were linked to Pakistani spy agency ISI and terrorist groups. The Centre told the top court that the Rohingya matter was not justifiable and when there existed a fair procedure prescribed by law for deportation; it should be left to “the Central government to exercise its essential executive function by way of a policy decision in the larger interest of the country”.

The Centre told the bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud that many Rohingyas “figure in the suspected sinister designs of ISI/ISIS and other extremist groups who want to achieve their ulterior motives in India including that of flaring up communal and sectarian violence in sensitive areas of the country”. Referring to the “illegal and anti-national activities” of some Rohingyas, the Centre in its affidavit alleged that they were engaged in mobilizing funds through hawala channels and human trafficking.

“The continued stay of Rohingyas in India apart from being absolutely illegal is found to be having national security ramification and has serious security threats,” the Centre said. Thousands of Rohingyas have poured into Bangladesh -- and some into India -- after fleeing a military offensive in Myanmar’s Rakhine state. The Centre filed the affidavit in response to a petition by Mohammad Salimullah and another Rohingya refugee challenging the move to deport them back to Myanmar, where they claim they will face certain death or torture. Pointing that the influx of Rohingya refugees from Myanmar started in 201213, the Centre said there was an organised “influx of illegal immigrants from Myanmar through agents and touts” facilitating their entry into India through West Bengal, Tripura and Assam. Adjourning the hearing, the court asked the petitioner and others to file their rejoinder to the Centre’s stand before the next date of hearing.

having escaped assessment,” said Mitil Chokshi, senior partner at Chokshi & Chokshi LLP. The liquidator of a company going for ‘voluntary liquidation’ can approach the tax office to ascertain the outstanding tax liability, and set aside the amount before distributing the proceeds from asset sale to creditors and shareholders. But even in such cases the department can (though rarely done) reopen old assessments if it later suspects fraud or fund diversion. The no-objection certificate, according to a senior tax official, is simply based on the outstanding tax claim on that date. According to him, if the department has to look into serious irregularities, then no NoC can be issued. “The provisions do provide powers to assessing officers to re-open and issue such notices,” said Chokshi.

Second important test is as a consequence of this how much we are able to expand the number of assessees and the tax base, both direct and indirect,” he said. According to the RBI, there were as many 588.2 crore of Rs 500 notes, both old and new in circulation, as of March 31, 2017. As of March 31, 2016, there were 1,570.7 crore Rs 500 notes in circulation. As many as 328.5 crore pieces of new Rs 2,000 notes were in circulation as on March 31, 2017, the RBI annual report said.

which it had issued nonobjection certificate prior to the winding process. But, it’s well within the law and powers of the tax office to review an old tax assessment if there is suspicion of tax fraud. “In case of private limited companies, the liability of directors continues even after liquidation. Here, these ex directors have to prove that any non-recovery of tax is not due to any gross neglect, malfeasance, or breach of duty on their part in relation to the affairs of the company,” said senior chartered accountant Dilip Lakhani. “But such reopening in case of companies which have been liquidated or struck off from the RoC (Registrar of Companies) records should be done very selectively — may be only in situations of tax fraud and not situations of plain vanilla income

New Delhi, SEP 18 (PTI): Finance Minister Arun Jaitley on Monday said compulsion of going digital post note ban has become a habit and epayments will gather pace on account of government initiatives and technology advancement. He further said high denomination currency circulation has come down in terms of volume after demonetisation of Rs 500 and Rs 1,000 notes that came into effect from November 9 last year. “Obviously in the month of November, December and January, a lot of people went in for digitisation in terms of mode of payment more out of compulsion rather than finding it a more convenient method to transact, but that compulsion created a habit for many,” he noted. “We reached a peak figure (after the demonetisation), then it marginally slipped and is now

MUMBAI, SEP 18 (AGENCIES): The tax office is reopening old records of many companies that have wound up and no longer exist in the books of the government — something the revenue department has rarely done in the past. Former directors of such closely-held private companies, which have received tax notices along with the official liquidators, fear they could be suddenly saddled with unforeseen liabilities. While opening new private companies and shutting down old ones have often been a ploy to move unaccounted money, some of the companies set up to carry out bona fide businesses which subsequently failed have also come under the glare of the income tax department. Till now, the department has typically stayed away from companies to

Goods and Services Tax (GST) from July 1 as the primary reason for the fall in the GDP growth rate. GST unified more than a dozen central and state levies like excise duty, service tax and VAT, but its implementation has seen technical glitches with the registration and tax filing portal, forcing the government to postpone return deadlines. In April, when the supporting GST bill was passed in Parliament, the former prime minister had hailed it as a “game-changer” while cautioning against the difficulties in its implementation. On August 30, the Reserve Bank of India said nearly 99 per cent of the Rs 15.44 lakh crore junked currency had returned to the banking system, raising questions on the efficacy of the government’s note ban decision that was aimed at curbing corruption and black money.

electronic items, it will also be offering freebies on best-selling DSLR cameras, exchange offers on printers and no cost EMIs on Apple iPads. Flipkart’s four-day festive sale will begin on September 20 as it prepares to engage in an online dual with its closest rival Amazon India, which is hosting its sale event from September 21. As is customary for its offers, the sale will start early for Amazon’s Prime members, who will get a 12hour window before the rest of the world gets access to its festive season buys. Promising 40,000 deals across four days, Amazon will be offering up to 70% off on home and kitchen items as well as on fashion products, which has mostly been Flipkart’s mainstay up until now. Other offers in the offing include up to 40% and 60% off on mobile phones and electronic appliances, respectively. In addition to exclusive app-only deals, customers using Amazon Pay will also get 10% cashback up to Rs 500.

“And the withdrawal of 86 per cent of currency plus also GST, because it has been put on practice in haste, there are lots of glitches which are now coming out. These are bound to affect the GDP growth adversely,” he remarked. On November 25 last year, some two weeks after old 500 and 1,000 rupee notes were junked, Singh had in his Parliament speech termed demonetisation a “monumental mismanagement”, “organised loot” and “legalised plunder” which would cause GDP growth to fall by 2 per cent. GDP growth in the first quarter of current fiscal slumped to a three-year low of 5.7 per cent, down from 7.9 per cent in April-June quarter of 2016. In JanuaryMarch quarter, the growth declined to 6.1 per cent from 8 per cent in the year- ago quarter. The government had blamed de-stocking ahead of the rollout of the

New Delhi, Sep 18 (Agencies): The festive season has begun early for e-commerce firms this year as they kick off their sales blitz starting this week. If Flipkart’s Big Billion Day sale preview is anything to go by, deep discounts and exclusive deals on gadgets and large appliances are expected to be a big draw this year as well. The e-commerce major is promising a good bargain on Asus, Motorola and HTC budget smartphones as well as a massive discount and deal on Samsung Galaxy S7 and Redmi 4A. Additionally, it will be offering a launchpad for Lenovo K8 Plus and Panasonic Eluga Ray 700, among others. Calling it a ”big loot”, Flipkart will be putting up television, refrigerators, split ACs and washing machines for a grand sale at up to 70% off. This will include hard-to-miss offers on 32-inch TVs, as well as Smart TVs and upto 40% off on Ultra HD 4K TVs. But, perhaps the biggest pull in this category will be up to Rs 70,000 off on big screen TVs. NEW DELHI, SEP 18 (PTI): Former prime minister Manmohan Singh Monday again warned of demonetisation and “hasty” implementation of GST adversely impacting GDP growth. Singh, who had previously cautioned against note ban shaving off 2 per cent of GDP, said demonetisation of 86 per cent of the currency in circulation and the hasty implementation of the Goods and Services Tax (GST) have impacted informal and small scale sectors, which account of about 40 per cent of the USD 2.5trillion economy. “Both demonetisation and the GST have had some impact (on GDP growth),” he said. “Both would affect the informal sector, the small scale sector... the sectors today are responsible for 40 per cent of GDP.” Ninety per cent of India’s employment is in the informal sector, he told CNBC-TV 18.

SEOUL, SEP 18 (Agencies): The U.S. military flew advanced bombers and stealth jets over the Korean Peninsula and near Japan in drills with South Korean and Japanese warplanes on Monday, three days after North Korea fired a missile over Japan. The United States often sends powerful military aircraft in a show of force in times of heightened animosities with North Korea. The North launched its latest missile as it protested against tough new U.N. sanctions over its sixth nuclear test on Sept. 3. Monday’s flyovers over the Korean Peninsula involved two B-1Bs and four F-35Bs from the U.S. military and four F-15K fighter jets from South Korea, according to the South Korean and U.S. militaries. The U.S. and South Korean planes practiced attacks by releasing live weapons at a firing range in South Korea, the U.S. Pacific Command said in a statement. The U.S. warplanes also conducted formation training with Japanese fighter jets over waters near the southern island of Kyushu, according to the Pacific Command. Since Kim Jong Un took power in North Korea

in late 2011, his nation has tested weapons at a torrid pace. The country flighttested two intercontinental ballistic missiles in July. Its nuclear test in September was its most powerful to date. Many experts say it’s only a matter of time until Kim achieves his stated objective of possessing reliable nuclear-tipped missiles capable of striking any where in the mainland U.S. State media on Saturday quoted Kim as saying that North Korea’s final goal ``is to establish the equilibrium of real force with the U.S. and make the U.S. rulers dare not talk about military option’’ for the North. Alarmed by North Korea’s advancing weapons programs, many con-

servatives in South Korea have called for the reintroduction of U.S. tactical nuclear weapons in the South. But the liberal-leaning government of President Moon Jae-in said it has no intention of requesting that the U.S. bring back such weapons. South Korean Defense Minister Song Young-moo told lawmakers on Monday that it is ``not proper’’ to reintroduce U.S. nuclear weapons. He previously said the idea should be ``deeply considered’’ by the allies, inflaming alreadyheated debate on the issue. Meanwhile, China’s Communist Party newspaper on Monday criticized the United States for demanding that Beijing put more pressure on North Korea to rein in its weapons programs.

Trump’s militaristic Afghanistan policy ‘a folly’, says Pakistan Islamabad, Sep 18 (IANS): The Pakistan Foreign Minister will upbraid the US for its new Afghanistan policy at the UN General Assembly next week, saying the Trump administration is following a militaristic approach that has already failed. Foreign Minister Khawaja Muhammad Asif told the Wall Street Journal that he could not understand how the American military could succeed now in Afghanistan when it had not during the “surge” under the Barack Obama administration with a force eight times as large as the one now planned. He instead called for peace talks with the Taliban, which could be arranged if Washington worked with countries in the region that have influence over the group. “They are pursuing a folly, a strategy that has already failed,” Asif told the American paper. “Force will not solve any problem, it has not solved problems in the past,” Asif said. Pakistan’s cooperation is vital to the effort to stabilise neighbouring Afghanistan and extricating America from its longest war. The US and Pakistan are ostensible allies, but have long suffered strained ties.

Relations turned more confrontational after President Donald Trump accused Pakistan in August of providing a haven for terrorists and then threatening to withhold aid if there was not better cooperation. Trump had said that a political settlement with elements of the Taliban is “perhaps” possible, but only after an effective US military campaign. Asif subsequently cancelled a trip to the US for talks with Secretary of State Rex Tillerson and Islamabad also rejected a planned visit to Pakistan by the senior US official for the Pakistan-Afghanistan region, Alice Wells. Asif toured the region, visiting US adversaries in China, Iran and Turkey, saying afterward that they agreed that a political solution was needed. Asif said he would meet at the UN his Russian counterpart to get Moscow on board with this plan. “I think Americans should be more realistic and more pragmatic about their approach in Afghanistan,” said Asif. “They have already lost more than 40 per cent of territory to the Taliban. How do you keep on fighting with them?”

T.R/Neiphiu Rio's group have been claiming majority with 37 NPF Legislators on their side. We have been keeping silent but now it is found necessary to clarify the position to the public. 1. Out of 37 Legislators in their camp, 22 of them had already been expelled from NPF. When one is expelled, his name is struck off from the party register. Take for example, if a member from a Church is expelled for his wrong doing, his name is struck off from the church register and he is no more a member of the church. He cannot do anything in the name of his former church. So also the expelled members from NPF have no right to call themselves as NPF because their names are no more in the NPF register. The present Chief Minister is an expelled member who is heading a party-less Government. It is, therefore, illegal to call the present Government in Nagaland as NPF Government. All these expelled legislators returned on NPF ticket in the last election, and, therefore, they cannot go anywhere till the end of the present tenure of the House as per the provision of the 10th Schedule of the Constitution of India. Only when the present House is dissolved, they can chose to seek ticket from any other political party if at all they want to contest again. We are silent thinking that some of them would realize the ground reality of the situation and seek chance to come back. But they are going further and further and so we are compelled to clarify the position that they are no more NPF and they cannot do anything with NPF name. 2. Out of 37 Legislators in their camp 22 were expelled and another 10 have been placed under suspension. During the suspension time, one cannot participate in any party activity, he cannot even attend party meetings. Their future is same with those expelled members, if they do not realize the ground reality in time. Money worshippers sometime forget what lay ahead of them. 3. The next step is now they are trying to own the NPF party without basis and to snatch away the party by force and with their ill-gotten money. If they really love this party, common sense will tell us that they would not go the way they are going now. Therefore, there only intention is to destroy this party so that they can smoothly switch over to another political party as per their earlier secret agreement entered into. Therefore, NPF members should not attend the proposed illegal meeting at Dimapur on 20th September, 2017. Any one attending that meeting will be doing so at his own risk. Franklin Pierce Adams says, "The trouble with this country (with Nagaland) is that there are too many politicians who believe, with a conviction based on experience, that you can fool all the people all the time." Let us be more careful if you really love your people. 18th September, 2017 DC-2173

killing Rohingya.” The march, organized by the hard-line Islamist group Hefazat-e-Islam, began at Bangladesh’s main mosque but was stopped by police well before the protesters reached the embassy. The marchers were most vocal in chanting slogans against Myanmar leader Aung San Suu Kyi, calling her a “terrorist” and blaming her for not stopping the military-led attacks on the Rohingya Muslims. The U.N. Security Council and many countries have condemned the violence.

Shailene Woodley and Zoe Kravitz also appeared in the mini-series, which ran on Sky Atlantic in the UK. Accepting the best limited series award, Witherspoon called on TV executives to “bring women to the front of their own stories and make them the hero of their own stories”. She added: “Thank you for that opportunity and for audiences to wrap their arms around us.” Kidman referred to her friendship with Witherspoon, telling the audience: “This is a friendship that then created opportunities. It created opportunities out of our frustration because we weren’t getting offered great roles.” Like Big Little Lies, The Handmaid’s Tale won five awards in total. meetings you walk into and you wonder if they say ‘no’ because it’s a show or film led by a woman.”

inger Lorde felt pressured to take on “everybody’s voice” with her debut album “Pure Heroine” because she was credited as being the “teenaged perspective”. The 20-year-old singer, whose full name is Ella Marija Lani YelichO’Connor, has said that when she released her first LP at the age of 16, she felt overwhelmed because she was hailed as the “teenaged perspective”, a title she felt she was too young to be associated with, reports femalefirst.co.uk. Speaking to Vogue Australia for its October issue, she said: “People decided I was the teenaged perspective, and I was like: ‘Ah, I’m just one kid! I can’t be everybody’s voice, you know?’ “The hard thing was when people would ask me: ‘Do you feel 16?’ and I’m like: ‘I don’t know, I’ve never been 40’. It was really confusing.”

Kerber ousts Osaka at Pan-Pacific Open

Angelique Kerber celebrates after beating Naomi Osaka in Tokyo on Monday.

TOKYO, Sep 18 (Agencies): Former world number one Angelique Kerber thrashed Japan’s Naomi Osaka 6-3, 6-4 at the Pan Pacific Open women’s tennis tournament on Monday to avenge a humiliating loss at the US Open. Frenchwoman Kristina Mladenovic suffered an epic Tokyo meltdown,

meanwhile, as she was pulverised by China’s Wang Qiang, who inflicted the dreaded “double bagel” on the eighth seed to win 6-0, 6-0 and reach the second round. Kerber, seeded seventh, crashed to a shock 6-3, 6-1 first-round defeat by Osaka in New York last month as defending champion but a repeat never

looked like happening as the German quickly took control. Ke r b e r, w h o h a s slipped back to 14th in the world since winning last year’s Australian and US Open titles, ripped forehands past her teenage opponent seemingly at will in the first set. Osaka’s game unravelled completely in the second, allowing Kerber a welcome opportunity to work her way back to form after a poor run of results and seal victory in an hour and 23 minutes. The 19-year-old Osaka, born of a Haitian father and a Japanese mother, went on to reach the third round of the US Open after stunning Kerber. But the world number 44 almost appeared to be tanking at times at the venue for the 2020 Tokyo

Olympics, such was her lack of gusto, and committed 38 unforced errors in a performance she will want to forget in a hurry. Elsewhere, Japanese wildcard Kurumi Nara beat Kazakhstan’s Yulia Putintseva 2-6, 6-4, 6-2. “It gives me confidence that I was able to turn it around,” said Nara. “Hopefully I can take that spirit into the next match.” M e a n w h i l e, t wo time champion Agnieszka Radwanska, seeded sixth, pulled out of the tournament with a virus, according to organisers. Wimbledon champion and new women’s world number one Garbine Mugur uza heads a strong field in Tokyo featuring several top 10 players including Karolina Pliskova, Caroline Wozniacki and Johanna Konta.

Sindhu, who had dropped the second game before defeating Minatsu Mitani last week in the Korea Open, will once again take on the Japanese in the opening round this week. The 22-year-old Hyderabadi on Sunday avenged her World Championship heart-break by beating Nozomi Okuhara of Japan in a pulsating summit clash of Korea Open to claim her second super series title of the season. Srikanth, who had also reached the final at Singapore Open, has lost six times to Houwei in their seven meetings and five of those matches have gone into the decider. Glasgow World Championship bronze medallist Saina, who had a slight thigh strain, will return to action with a clash with Thailand’s Pornpawee Chochuwong, an opponent she had defeated in the finals en route the Malaysia Masters title early this year. Unseeded Saina might clash with two-time former world champion and reigning Olympic champion Carolina Marin in the second round if the Spaniard can get across China’s Chen Xiaoxin. Commonwealth Games champion Parupalli Kashyap will look to continue his battle to get back to the top when he plays the qualifiers against Denmark’s Emil Holst. In the main draw of men’s singles, H S Prannoy, B Sai Praneeth and Verma brothers - Sameer and Sourabh - will also look to put their best foot forward. Davis Cup: India lose 2-3 to Canada Edmonton, Sep 18 (IANS): Yuki Bhambri and Ramkumar Ramanathan registered contrasting results in their reverse singles matches as India lost 2-3 to Canada in the Davis Cup World Group play-offs at the Northlands Coliseum here. The visitors were trailing 1-2 going into the final round of matches on Sunday evening and needed to win both the reverse singles in order to win the tie. However, their hopes were dashed when Ramanathan lost in straight sets to 18-year-old sensation Denis Shapovalov, which handed the Canadians an unassailable 3-1 lead. Ramanathan did try his best and gave his World No 51 opponent a tough time in the second set before eventually going down 3-6, 6-7, 3-6. Bhambri then defeated Brayden Schnur in the inconsequential fifth and final match to grab a consolation victory for the Indians. The 157 ranked Indian defeated the Canadian, ranked at 202, 6-4, 4-6, 6-4 in an hour and 44 minutes. India have now failed to cross the play-offs hurdle for the fourth year in row. They lost to Serbia, Czech Republic and Spain in their previous three attempts.

Two own-goals give Paris St Germain victory against Lyon PARIS, Sep 18 (Agencies): Paris St Germain needed two own goals by Marcelo and Jeremy Morel to beat Olympique Lyonnais 2-0 at home and stretch their Ligue 1 lead to three points on Sunday. Defenders Marcelo and Morel turned strikes by Edinson Cavani and Kylian Mbappe into their own net in the 75th and 86th minutes respectively, as PSG maintained their perfect record after six league games. PSG lead champions Monaco, who beat Strasbourg 3-0 on Saturday, by three points. Lyon slipped down to fifth on 11 points. “It was a complicated game against a good team but we showed we could do great things together,” said Mbappe, who joined from Monaco this season. “I enjoy it a lot here, I learn a lot, I still have to improve.” The game marked the first time that none of the members of the ‘MNC’ (Mbappe, Neymar, Cavani) found the back of the net as Lyon proved a tough nut to crack. Real ease past Sociedad France, Belgium to vie for Davis Cup title to overcome league blip

MADRID, Sep 18 (Agencies): Real Madrid put their title defence back on track with a comfortable 3-1 win over Real Sociedad at Anoeta on Sunday, despite missing several key players. Sociedad defender Kevin Rodrigues scored at both ends and Borja Mayoral and Gareth Bale netted Madrid’s other goals to help them equal the consecutive scoring record of 73 games set by Pele’s Santos between 1961 and 1963. Madrid faced a tricky clash against an in-form side with Cristiano Ronaldo

and Marcelo suspended and Karim Benzema and Toni Kroos injured but after disappointing consecutive league draws they made light work of Eusebio Sacristan’s men. The champions ended Sociedad’s unbeaten start to the season and moved up to fourth place, cutting tabletopping Barcelona’s lead on them to four points. Real Sociedad are third, on nine points, one ahead of Madrid and one behind Sevilla, who beat Girona 1-0 away to move second.

With Madrid weakened, the 20-year-old Mayoral rewarded Zinedine Zidane’s faith in him by breaking the deadlock in the 19th minute. The striker netted his first goal for the club with a poacher’s finish after Sergio Ramos tried and failed to tee himself up for an overhead kick, having scored a similar goal against Apoel Nicosia on Wednesday. Mayoral’s strike extended Madrid’s scoring streak, which began in April 2016 at Anoeta with a 1-0 win over Sociedad.

three years after falling to Switzerland in the semifinals in Lille’s Pierre Maouroy stadium, reports Efe. France are looking to notch its 10th win in this year’s Davis Cup competition thanks to Jo-Wilfried Tsonga’s victory over Dusan Lajovic. After an evenhanded first day of play at Lille, France managed to win the

doubles elimination round, with Nicolas Mahut and Pierre-Hughes Herbert the victors, raising the country’s point total to 2-1 and earning a finals berth. France will serve as the “home” team against Belgium, who on Saturday won their doubles match and then added to that triumph by downing Australia

on Sunday at Brussels. David Goffin and Steve Darcis won the semifinals doubles round, sealing Belgium’s return to a Davis Cup final. Goffin’s play was decisive, beating Kyrgios 6-7(4), 6-4, 6-4 and 6-4, and after that 77th-ranked Darcis downed Jordan Thompson 6-4, 7-5 and 6-2.

Gareth Bale (C) celebrates his team’s third goal with Casemiro (R) and Borja Mayoral.

However their joy was short-lived as 10 minutes later Sociedad levelled when Alvaro Odriozola crossed for Rodrigues, whose shot squirmed past Keylor Navas, who should have kept it out. Navas was not the only one to suffer, with a cameraman behind the goal being injured during fans’ celebrations in a makeshift stand placed behind the goal, while Anoeta undergoes renovations. He was removed on a stretcher but still able to offer a thumbs up to the fans. Seven minutes later Rodrigues scored again, this time putting the ball into his own net after a lightning break from the visitors. The French left-back was in the thick of the action, coming close to beating Navas with a strike against the crossbar, before charging back moments later to cut out Mayoral’s cross, only to divert it past Geronimo Rulli. Zidane asked for more from Bale ahead of the game after fans criticised his form and the Welshman delivered in the 61st minute, breaking through on to Isco’s pass and crisply dinking the ball over the onrushing Rulli.

India, Australia cricket teams arrive in Kolkata Ko l kata , S e p 1 8 (IANS/PTI): The Indian and Australian cricket teams arrived in the city amidst high security on Monday for their second One-day Inter national (ODI) to be played at the Eden Gardens on Thursday. After registering a 26run victory via the Duckworth-Lewis method over Australia in the opener, Virat Kohli and Co looked confident as around 500 supporters cheered the men in blue as they came out of the Netaji Subhas Chandra Bose International Airport and entered the team bus in the afternoon followed by the Australian players. “Around 17,000 tickets are still to be sold. There are still more than three days to go and we expect around 12,000 to 17,000 tickets to be sold if the weather holds on,” a Cricket Association of Bengal (CAB) official said about ticket sales.

London, Sep 18 (Agencies): Jose Mourinho has suggested Everton should be targeting a top-four finish after spending 145 million pounds in the summer but the Merseyside club’s manager, Ronald Koeman, says his Manchester United counterpart’s claims are unrealistic. Mourinho’s comments came in his programme notes ahead of United’s 4-0 thumping of Everton in the Premier League on Sunday. Koeman, however, said his targets were unchanged from his debut season at the club when Everton finished seventh and that he needed more time before they could push for a top-four place. “Is there anybody who sees this as realistic for Everton? Please, come on. Fans, press - we need time,” said Koeman. Everton are in the bottom three after losing three Premier League games in a row. Everton’s next game is at home to Bournemouth, one spot below them in 19th, on Saturday.
