NPRAAF pulls up govt over double drawals DIMAPUR, SEP 17 (NPN): Landing another blow on the government over the controversies surrounding issuance of double Drawal Authorities (DAs) by the Finance department to various departments for the same project, having the same amount and at the same place, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) has come out with another startling revelation alleging that the Finance department had issued double DAs for construction of 17 Boys/Girls hostel for Scheduled Tribe at various locations across the state, thereby doubling the expenditure from Rs. 10.03 to Rs. 20.5 crore It may be recalled that ACAUT and other NGOs had also made similar allegations, backed with data in recent months. NPRAAF information & publicity cell revealed that on July 11, 2016, through Drawal Authority (DA) No 10 of 2016-17 under demand No 27– Planning Machinery, the state Finance department (Budget & Monitoring Cell) had released Rs 10.03 crore
No ACCIF office at Padumpukhuri: PVC DIMAPUR, SEP 17 (NPN): Rejecting AntiCorruption & Crime Investigation Front (ACCIF) state unit’s claim that its office was located at Padumpukhuri, H/no.14, the Padumpukhuri Village Council (PVC) on Sunday clarified that there was no such office under its jurisdiction. In a statement, PVC chairman Vitoka Katty and secretary Sanjay Mech said that the council conducted a thorough verification but found that there was no such office functioning at the mentioned address. In this regard, PVC warned of stern action against anyone found trying to mislead or bring bad name to the village. On Saturday, ACCIF state unit president, Akhei Achumi had welcomed anyone to visit its office (H/no. 14, Padumpukhuri) to know more about its activities.

for construction of the 17 hostels. However, NPRAAF expressed surprise that the Finance department on May 29, 2017 through DA No. 5 of 2017-18 under demand no. 27– Planning Machinery, had again released similar amount of Rs 10.03 crore for construction of the same hostels and at the same locations. (See table) NPRAAF pointed out that since the same amount were drawn twice for the same 17 hostels (with the same break-up) on different occasions and under differ-
ent DAs and numbers, the total amount for the project doubled to Rs 20.5 crore. Fur ther, NPRAAF pointed out that nothing was mentioned in the DA as under which scheme/programme the Government of India had sanctioned the amount. The state government merely mentioned that “the expenditure is to be classified under CSS against the sanctioned budget of the current financial year,” it said. NPRAAF said these were amply clear that such double drawals were abso-
Railways reduces sleeping time in train by an hour NEW DELHI, SEP 17 (IANS): Arguments between passengers allotted the lower and middle berths in reserved train coaches are common and in a bid to end this issue, the Railways has decided to reduce the official sleeping hours in its trains by an hour. According to a circular issued by Railway Board on August 31, passengers allotted to the lower berths in the reserved coaches can only sleep between 10 p.m. and 6 a.m. and must allow those allotted middle or upper berths to sit there for the rest of the time. Earlier, the existing permissible time for sleeping in reserved coaches was between 9 p.m. and 6 a.m. “Sleeping accommodation between 2200 hours and 0600 hours and sitting accommodation for the rest of the period is provided for the passengers in the reserved coaches having
sleeping accommodation,” the circular said. “On the lower berths on which passengers have been booked under Reservation Against Cancellation (RAC), during the day time, sitting accommodation is also provided for those booked on the upper berth,” the circular said. The circular also clarified that a person booked on side upper berth will not have any claim of seat on the lower berth between 10 p.m. hours and 6 a.m. “Passengers are, however, requested to cooperate with the sick, persons with disability, and pregnant ladies in case they want to sleep beyond permissible limits,” it said. Railways spokesperson Anil Saxena told IANS that the decision was taken in view of the feedback received from the officials over sleeping arrangement in the trains.
lutely doubtful and again confirmed the non-transparent functioning of the government. NPRAAF went on to say that its doubt was further attested due to non-existence of many hostels indicated in the details of hostels and break up of funds. It pointed out that one such case was the hostel at “Arabil, Dimapur”, a place which was never heard of though places such as Erali-
bill, Khushiabill etc. exist in Dimapur. “Such concocted nomenclatures only give rise to strong suspicion about corrupt activities in the state government,” NPRAAF stated. The forum said it was aware of the Finance department’s clarification to ACAUT regarding double drawals for construction of a bridge over River Tizit on Mon-Tizit road-- that the drawal authority was issued
for second time since the amount was not drawn for the first drawal authority. However, NPRAAF said that if similar clarification was to be issued by the Finance department on this matter, then it would leave ample room for public to conclude that there could be many more double drawals for various projects, which simply cannot be blindly believed. (Cont’d on p-5)
Questions allocation of CM Corpus Fund NPRAAF has also questioned the manner in which the Chief Minister’s Corpus Fund (CMCF) was released without bringing out the list of beneficiaries. NPRAAF said that a total of Rs. 2.46 crore (Rs. 2.40 crore on March 14, 2017 and Rs. 5.98 lakh on March 18, 2017) was released for payment of financial assistance to various individuals/entrepreneurs under CMCF. State funeral for Marshal Arjan Singh today NEW DELHI, SEP 17 (AGENCIES): A state funeral will be accorded to Marshal of the Indian Air Force Arjan Singh and the national flag will fly at half mast in all government buildings here on Monday in his honour, Ministry of Home Affairs said on Sunday. The last rites of Singh, who passed away at the Army’s Research and Referral Hospital on Saturday, would be performed at Brar Square here at 10 a.m. on Monday. “As a mark of respect to the departed dignitary, a state funeral will be accorded and national flag will fly half-mast on the day of the funeral (September 18) in Delhi on all buildings where it is flown regularly,” a Home ministry spokesperson said.
no. 27 – Planning Machinery and vide NO.BUD/8-27 /2016-17/QC/311 through DA No 72 of 2016-17 under demand No. 27 – Planning Machinery. As per norms, the forum said that the Finance department was required to give out the list of beneficiaries while issuing such DAs. Since no such lists were shown in the two DAs, NPRAAF opined that it was “a strong enough reason to describe it as dubious releases only to be embezzled among few people unless the department comes out with crystal clear and unblemished proof and evidence.”
As thousands of Naga entrepreneurs were struggling for self-employment, owing to lack of resources, the forum maintained that the state government was expected to deliver goods to the public and those in need of government assistance in a transparent manner. Therefore, NPRAAF has asked the concerned department to disclose the list of all beneficiaries with complete details in public domain within a reasonable time-frame, failing which the forum said it would approach appropriate authorities in the larger interest of public.
PM Narendra Modi calls for ‘Sweet Revolution’ in India AMRELI, SEP 17 (AGENCIES): Prime Minister Narendra Modi on Sunday called upon the dairy industry to take up honey farming for bringing sweet revolution in the country on the lines of white revolution and green revolution. The prime minister listed various initiatives which the farmers can take up to increase their income. “After green and white revolution, now it is time for ‘blue revolution’ and ‘sweet revolution’,” Modi said. “These two revolutions have the potential to transform the lives of people of Saurashtra,” he told the conference after inaugurating the new Amreli Agriculture Produce Market Committee (APMC) building. He further said that “the e-NAM Yojana is helping farmers and giving them access to better markets. The government of India wishes to see sweet revolution, just like green revolution and blue revolution happened in India. The Blue Revolution and Sweet Revolution have the potential to transform lives of people in Saurashtra.” “In any other part of
the country, when you go you will be welcomed by sweets. It is only in Gujarat that you are welcomed by ice-creams”, he added. “Gujarat has taken a lead in Blue revolution by introducing Gogo ferry service and even for developing the ports which has enabled the local traders and industry to transport their final product,” he said. “I will call upon the farmers to have 50 bee hive in their fields for honey production and this would give them an additional income of Rs two lakh per annum,” Modi said while boosting Gujarat’s success in production of honey. The Prime Minister also announced that the Central government was planning to bring a law where “farmers wouldn’t require the permission of the forest department for cutting and selling timber.” Once the law is passed, the farmers will be able grow timber along their field for additional income, he said, adding that the project of tree farming was successfully implemented in Anand when he was Gujarat CM.

After baggage tags, CISF wants to do away with boarding pass AR, police bust extortion racket NEW DELHI, SEP 17 (PTI): After doing away with hand baggage tags at over a dozen airports, aviation security agencies are now planning to dump the boarding pass collection system and begin a regime of ‘express check-in’ aided by biometrics for smooth air travel. The chief of the country’s airport security force – the CISF – told PTI in an interview that they have begun “exploring” the technology that is required to usher in the boarding card-less system of air travel at the 59 airports that it guards at present and at the rest of such civil facilities that are going to come under its umbrella as part of a “unified command” in the future. “We are working on two projects. The first is how to introduce integrated security solutions at airports. You need to connect all dots that exist within the security establishment. You have so many strategies to do it...You have the biometrics, video analytics and a very robust access control system. “We will try to interconnect
all these things in a very integrated fashion,” CISF Director General O P Singh said. DG, an IPS officer of 1983 batch, said doing away with the boarding card system is part of this process and project, a recent initiative launched at the Hyderabad airport for ‘express check-in’ of passengers is an example in that direction. “We may do away with boarding cards too. But, that depends on how strong I become (with regard to technology- based security systems). The Hyderabad airport is the only airport in the country that is totally biometric. We are trying to explore this system for all airports,” he said. DG said the launch of the new system at the Hyderabad airport is for “every” stakeholder in the airport security to see and that it was a “shining example” when it comes to bringing in smart systems and take new steps to ensure smooth and hassle-free movement of passengers at airports. As part of the system unveiled at the Hyderabad airport
recently, domestic passengers after printing a boarding pass from ‘self-service kiosks’ at departures forecourt area outside the terminal building, can straight head to express security check lane without getting into the check-in area and then go towards the boarding area. CISF’s plans come at a time when there have been talks of using identities like Aadhaar and others for starting biometric entry system of passengers at airports. It plans to not only introduce a system like the Hyderabad airport but also work towards doing away with the boarding pass with the help of biometrics. CISF, along with other agencies like the BCAS and Ministry of Civil Aviation, has recently started a passenger-friendly system of doing away with tagging and stamping of hand baggage tags for both domestic and international air travellers at 17 airports in the country and expected to be launched at ten more airports by the end of this month. CISF boss said his second project is to “rationalise” man-
power by bringing in more smart technology not only for airports security but for similar tasks when it comes to guarding vital assets of the country like aerospace stations and nuclear power plants among others. Singh said, “in due course”, CISF will take over the security duties of all the 98 civil airports in the country as part of a “unified command” for civil aviation and airports security. “This is a concept given by the government that all airports should be taken over by the CISF. But, of course it was decided that they should be given to the CISF in a phased manner. So, right now we are having cover for 59 airports. In due course we will take over some more and then further go ahead. Singh said about 20,000 fresh personnel are currently under training in the force and out of these 2,000 will immediately be deployed to fill existing vacancies in the manpower at airports under CISF cover. Over 27,000 CISF personnel guard 59 civil airports at present.

This round of parleys was delayed due to the government’s proposal to hold talks with the HPC (D) faction led by Lalhmingthanga Sanate during the last part of August. The proposed talks with the Sanate faction fizzled out after the state government rejected the conditions set by the outfit creation of separate autonomous district council for the Hmars and inclusion of a senior official from the Centre in the talks. The HPC (D) was formed by Sanate immediately after the erstwhile underground HPC cadres surrendered arms following the agreement signed with the state government in 1994.

On his 67th birthday, Modi dedicates Sardar Sarovar dam to the nation
Kevadia (Gujarat), Sep 17 (PTI): Prime Minister Narendra Modi dedicated to the nation the Sardar Sarovar Dam, almost 56 years after its foundation stone was laid. Modi, who turned 67 on Sunday unveiled the plaque dedicating the dam to the nation, after performing a puja at the site here in the Narmada district. Union minister Nitin Gadkari, Gujarat Chief Minister Vijay Rupani were among the dignitaries present on the occasion. The dam on the river Narmada has been described as ‘Gujarat’s lifeline’ by the BJP leaders. The foundation stone of the dam was laid on April 5, 1961 by the country’s first prime minister, Jawaharlal Nehru. However, it took 56 years to finally complete its construction due to court cases and protests by the affected villagers. Earlier, the Prime Minister had stressed that the project will start a new chapter of prosperity for Gujarat. Chief Minister Vijay Rupani had called the project as “Gujarat’s lifeline”, noting that the agricultural income and production by farmers in the state had more than doubled because of it. The delay in the completion of the dam was due to numerous reasons. Medha Patkarled Narmada Bachao Andolan took the government to the Supreme Court over
environmental and rehabilitation issues, and obtained a stay in 1996. The court allowed resumption of work in October 2000. The height of the dam was recently raised to 138.68 metres, which will allow maximum ‘usable storage’ of 4.73 million acre feet of water.

CPI(M) Rajya Sabha MP Ritabrata Banerjee New Delhi, Sep 17 (PTI): The CPI(M) today justified the expulsion of its leader and Rajya Sabha MP Ritabrata Bandopadhyay, saying instead of complying with the party discipline, he had resorted to publicly malign it. In a statement issued today, CPI(M) politburo member and West Bengal state secretary Surya Kant

of the party had decided to expel him from the party’s primary membership on September 13 and the decision was approved by the politburo two days later. The statement said the West Bengal State Committee had earlier set up a 3-member enquiry commission to investigate the “serious allegations” against him, following which he was suspended from the primary membership of the Party for 3 months pending the enquiry. After being chargesheeted on the basis of findings of the enquiry commission, the state committee found his reply to it to be “totally unfounded” and it was decided to take penal measures against him, it said, adding that the state committee also informed the Central Committee about the matter.

Addressing a gathering at the Satkar Samellan organised here, PM Modi talked more about farmers and the coastal areas. “Gujarat has taken a lead in Blue revolution by introducing Gogo ferry service and even for developing the ports which has enabled the local traders and industry to transport their final product,” he said. Modi also attacked Congress for not giving a national highway and a broad gauge connectivity to Amreli. “It was only possible after I took over,” the PM said. “I will call upon the farmers to have 50 bee hive in their fields for honey production and this would give them an additional income of Rs two lakh per annum,” Modi said while boosting Gujarat’s success in production of honey. The Prime Minister also announced that the central government is planning to bring a law where “farmers wouldn’t require the permission of the forest department for cutting and selling timber.”

Manish Bhandari was arrested from Deoria. (Source: Twitter/ANI) Gorakhpur (UP), Sep 17 (PTI): The proprietor of Pushpa Sales, which supplied oxygen to the state-run Baba Raghav Das Medical College where dozens of children died last month, was today arrested in connection with the case. More than 60 children, mostly infants, had died at the hospital within a week last month. There were allegations that the deaths occurred due to a disruption in oxygen supply over unpaid bills to the vendor. The state government had vehemently denied that shortage of oxygen led to the deaths. With the fresh arrest,
all the nine persons named in the FIR have been sent to custody. “Manish Bhandari, the proprietor of Pushpa Sales was arrested by the Gorakhpur Police at around 8.00 am from Deoria bypass road,” Senior Superintendent of police Gorakhpur, Anirudh Sidhartha Pankaj told PTI. The SSP said Bhandari’s medical examination is being conducted and subsequently, he will be interrogated. “Later he will be produced in a local court,” he said. According to police sources, Bhandari was absconding for a long time.
On September 15, the anti-corruption court had declared Bhandari an absconder, and issued orders to attach his properties. Pushpa Sales was the former oxygen supplier to the medical college. In its report submitted on August 23, the committee under UP Chief Secretary Rajive Kumar probing the hospital tragedy had recommended initiating criminal action against then principal of the BRD Medical College Dr Rajiv Mishra, HoD Anaesthesia Paediatric department Dr Satish, in-charge of 100-bed AES ward Dr Kafeel Khan and Pushpa Sales.
NPRAAF pulls up govt over double drawals (From p-1) Further, the forum pointed out that the government had released another amount of Rs 7.19 crore on June 16, 2016 through DA No. 06 of 2016-17 under demand No. 27 – Planning Machinery for construction of four new hostels for 400 ST girls-- Botsa (Rs. 170.17 lakh), Chumukedima (Rs. 142.41 lakh), Longsa (Rs. 172.79 lakh) and Noksen (Rs 233.21 lakh). It said that the DA was issued in favour of Kohima (N) Treasury. NPRAAF questioned the department for failing to specify as to which district Longsa fell under, since there were two villages in Nagaland with the same n a m e - i n Wo k h a a n d Mokokchung district. I n t h i s c a s e t o o,
NPRAAF said nothing was indicated in the DA as under which scheme/programme the Government of India sanctioned the amount, except merely mentioning that “the expenditure is to be classified under CSS against the sanctioned budget of the cur rent financial year.” Since Rs 27.25 crore (Rs 20.05 crore + Rs 7.19 crore) was released for construction of hostels in Nagaland during 2016-17 and 2017-18, NPRAAF demanded clarification from the concerned departments along with complete details including names of contractors/firms, time taken for completion of hostels and whether any additional fund was released etc. It also asked the concerned department to furnish copies of the Gover nment of India
sanction for construction of the hostels. Meanwhile, NPRAAF has questioned whether the Planning department was qualified to take up construction works such as hostels. “Is construction the Planning department’s subject matter beyond choking out Plans for the State? Is there no implementing department for such works/projects?”
NPRAAF asked. Alleging that the g o ve r n m e n t h a s h a d questionable history of issuing double drawals and drawals against nonexistent projects, the forum called upon all concerned students’ unions, NGOs and citizens to verify the physical existence of the mentioned hostels in their respective jurisdiction and fight for their rights.
No talks until Pakistan ends ‘export’ of terrorism to India: Rajnath to further weaken India, he said. “India aims to maintain friendly relations with all countries, and the same goes for Pakistan. When Prime Minister Narendra Modi called for a meeting with their leaders, it was to build a better relation. But they do not seem to understand the point. Unless cross-border terrorism ends, there will be no point in holding talks,” he said. “When firing began from Pakistan side during the ceasefire violation, I was informed by the Director General of the Border
AAP to field Major General (Retd) Suresh Khajuria in Gurdaspur bypoll Chandigarh, Sep 17 (PTI); Aam Aadmi Party (AAP) has decided to field Major General Retd. Suresh Khajuria as its candidate from the Gurdaspur Lok Sabha seat which is due for polling on October 11. The decision has been taken after due diligence with the Gurdaspur unit of the party and the Majha region leaders and volunteers. Major General Suresh Khajuria (64) is an old party volunteer and is a local resident of Pathankot falling within the Gurdaspur Lok Sabha constituency. AAP said that its candidate has a distinguished career in the armed forces by ser ving the countr y. Incidentally, candidates of both the traditional parties BJP and the Congress are
Suresh Khajuria likely to be outsiders. The party appealed the electorate of Gurdaspur to support AAP candidate in the ensuing election and particularly appeal to the ex-servicemen of the region to support him as neither the Congress nor the BJP has fulfilled the long pending demand of ‘One Rank-One Pension’ of the ex-servicemen community. Date of nomination will be announced shortly.
Security Force ( BSF) that India had waved a white flag as a gesture of wanting to resolve the matter by holding talks. However, since no response was given, I ordered them that India will not begin any gun battle; but in retaliation, if firing is required then India will no longer hold back,” he added. Re-iterating Modi’s vision of creating a ‘New India’ by 2022, Rajnath stated that India is no longer weak, and is emerging as a superpower that ‘nobody would dare to challenge’. He also opined
that if India can move from being colonized to gaining Independence in five years, even the mission of New India can be fulfilled. With regards to the action taken against black money, benami property and shell companies, Rajnath stated that although waging a war against corruption was not easy, all necessary measures were taken to end the menace in the society, following which over two lakh shell companies and Rs 800 crore worth of benami property has been seized so far. “During the previous
government, corruption charges always existed. Many of them have even gone to jail. The Supreme Court demanded that an SIT be constituted, but this was not done. Under Prime Minister Modi, we made it to end corruption in the society. We have seized benami property worth Rs. 800 Crore along with a crackdown on nearly 2 lakh shell companies. We will continue to wage our war against corruption, and bring out a New India with no poverty, homelessness, terrorism or naxalism,” assured Rajnath.
Congress candidate in MCD poll discharged of casteist slur charge New Delhi, Sep 17 (PTI): A woman candidate of the Congress party, accused of allegedly hurling casteist slur at a voter and threatening him during MCD elections in 2012, has been discharged by a court here. Her comment “neechi jaati wala” did not specifically denote scheduled caste or scheduled tribe, but could be any lower caste, the court said, adding that the allegation of giving out a threat was also missing from the complainant’s statement. According to the FIR, complainant Jogender was walking back after casting his vote when the woman, who was contesting the municipal body election
from Shahpur Jat ward here, allegedly shouted at him from her car. The court, however, said it cannot be unambiguously inferred that the woman knew the caste of the complainant. “The allegation is that the accused addressed the complainant as ‘Neechi Jaati Wala’. From this allegation, it cannot be unambiguously inferred that the accused knew the caste of the complainant. “The phrase could denote any lower caste, not necessarily the SC/ST caste. Criminal statutes require strict interpretation, therefore, clear allegations regarding the caste of the
complainant should have surfaced during investigation which are conspicuously absent in the present case,” Additional Sessions Judge A.K Jain said. The court also noted that the allegation of threat was missing from the statement of the complainant. The police had lodged an FIR on the complaint of Jogender for the alleged offence under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act. Denying the allegations, the counsel for the accused woman had claimed that ‘Neech Jaat’ does not mean the caste of the complainant as scheduled caste.

NIZAMABAD, SEP 17 (PTI): Home Minister Rajnath Singh on Sunday categorically stated that unless Pakistan puts an end to the ‘export’ of terrorism to India, there will be no point in holding diplomatic talks between the two nations. Addressing a Bharatiya Janata Party (BJP) rally in Nizamabad, Rajnath claimed that India has always extended its cooperation to Pakistan in maintaining friendly relations with its neighbour, but no substantial response has been given. Rather, attempts have been made

Not a good start
erhaps when Rahul Gandhi admitted that the Congress became arrogant in 2012 after winning two consecutive elections, it also rings a similar bell after the BJP came to power following a massive defeat it handed on the Congress in 2014. The BJP is also showing signs of arrogance through the statements of its ministers and party MPs. Many ministers have been making comments off the cuff. They include just not minister of state for tourism KJ Alphons, a former bureaucrat; but also UP health minister Siddharth Nath Singh and a MP Sakshi Maharaj. Singh had been insensitive enough to trivialize deaths of children in Gorakhpur saying it was normal at this time of the year. Maharaj had gone overboard to defend the rape convict Baba Ram Rahim and the violence following his arrest. After being made tourism minister, Alphons advised foreign tourists to eat beef in their countries and then visit India. His statement virtually de-branded India from an attractive tourism destination to a country where those involved in cow vigilantism and even lynchings for eating beef have not been punished. Whatever Narendra Modi is trying to project the country to the outside world, these actions are negating them. Alphons may be trying to reiterate his role as an apologist of the government but it does no credit to one who is supposed to be the ambassador of tourism. Not to leave any doubt, Alphons then took on another issue that is way outside the domain of his responsibility when he defended the hike in fuel prices despite international crude having come down drastically. India is among the country with highest tax on fuel like Bangladesh. He justified high taxes on petrol and diesel stating that the money is used for the downtrodden and the poor. By increasing diesel price the poor are directly affected. During UPA rule crude was $110 and petrol price was Rs.71 per litre. Today crude price is $54 and petrol price is Rs.71 per litre. Alphons need to be reminded that the poor vendor rides a bike or a dilapidated second hand car to sell his wares. But people with mindset of Alphons cannot be expected to understand the problems of the lower class who have to suffer due to the extortionist mindset of those who possibly for the last 20 years, never had to pay for petrol as they were given free official vehicle. Former MP and Editor Pritish Nandy has rightly said that by his logic any act of robbery can be justified. The common man knows how much he is bled every day by paying the world’s highest income tax, road tax, toll and plethora of indirect taxes now called GST. A raw papad does not have a tax but if it is fried and sold it invites 5 to 28 percent GST. These moves have added to the survival cost of the poor. Metro in Delhi from June raised fares by whopping 67 percent. Next month Delhi Metro witnessed fall of one lakh commuters. Yes, Delhi’s slum dwellers cannot afford high metro fares. They spend hours to travel by a dilapidated DTC bus. Merely being in the ministry as a representative of a religious minority isn’t enough. One must be balanced and understand the concerns of the larger section of society.
DailyDevotion Is There Good in Temptation?
No temptation has overtaken you except such as is common to man… —1 Corinthians 10:13 The word temptation has come to mean something bad to us today, but we tend to use the word in the wrong way. Temptation itself is not sin; it is something we are bound to face simply by virtue of being human. Not to be tempted would mean that we were already so shameful that we would be beneath contempt. Yet many of us suffer from temptations we should never have to suffer, simply because we have refused to allow God to lift us to a higher level where we would face temptations of another kind. A person’s inner nature, what he possesses in the inner, spiritual part of his being, determines what he is tempted by on the outside. The temptation fits the true nature of the person being tempted and reveals the possibilities of his nature. Every person actually determines or sets the level of his own temptation, because temptation will come to him in accordance with the level of his controlling, inner nature. Temptation comes to me, suggesting a possible shortcut to the realization of my highest goal— it does not direct me toward what I understand to be evil, but toward what I understand to be good. Temptation is something that confuses me for a while, and I don’t know whether something is right or wrong. When I yield to it, I have made lust a god, and the temptation itself becomes the proof that it was only my own fear that prevented me from falling into the sin earlier. Temptation is not something we can escape; in fact, it is essential to the well-rounded life of a person. Beware of thinking that you are tempted as no one else— what you go through is the common inheritance of the human race, not something that no one has ever before endured. God does not save us from temptations— He sustains us in the midst of them (see Hebrews 2:18 and Hebrews 4:15-16).

Create integral economy; Focus India’s largest private sector
I
ndia needs some quick solutions. It needs more jobs, a free and low-cost banking, a growing industry and a thriving farm sector. It is not right to say that India cannot do it. This is the world’s highest growing economy, even if we take the slide to 5.7 percent growth. It hides, however, some of the disturbing trends. Many are now blaming demonetization for the slowdown. But we find that the pace had slowed down over the years or at best it had been lopsided. Since 1970s GDP has been growing exponentially but so has been the distress – fewer jobs and increasing rural displacement. It can be attributed to decelerating agricultural growth since 1980s. The policy makers in their enthusiasm to entice people away from agriculture started laying less attention to the sector, if not ignore. While the rest of the economy was growing, agriculture was winding down with the green revolution losing the push it required. The then planning commission and high-ups in the government had viewed that investment in the farm sector was a waste as in their
opinion people needed to be weaned away from it and jobs in industry and other sectors had to be created. The policy increased penury in the farm sector. Farmers themselves were reduced to marginal labourers and productivity started falling. The annual rate of farm growth at constant prices in the 1980s was 4.24 percent. It reduced to 3.17 percent in the 1990s and to 2.37 percent in the first decade of 21st century. The Economic Survey 2016-17 volume 2 states that agriculture is characterised by instability on incomes owing to various types of risks related to production, markets and prices. It says growth rates of agriculture have been fluctuating at 1.5 percent in 201213, 5.6 percent in 2013-14, (-) 0.2 percent in 2014-15, 0.7 percent in 2015-16 and 4.9 percent in 2016-17. The major fact stated is the dependence on rainfall and the survey attributes this for fall in 2014 to 2016. This speaks volumes. The occasional growth is due to the efforts of the farmers, when they can. The society had done little to add to it. This becomes more
pronounced if we look at the 54 percent GDP growth between 2005 and 2012. The period created only 3 percent – or net 1.5 crore jobs while every year over one crore jobseekers were added to the list. The maximum distress was in the rural and farm sectors, with severe under-employment, the survey notes. The country will add over 8 crore net new job Shivaji seekers by 2025. Even if the growth increases to 7 to 8 percent not more than 3 crore jobs would be created. Mere growth does not create jobs. It requires investment and capacity to pay by the industry or the manufacturers, where most jobs are to be created. This lopsided stress again leaves the largest private sector, agriculture, into a perennial situation of neglect. Agriculture, official data say, employs 54 percent of the population, or approximately 70 crore people at 14 percent contribution to GDP. It means the largest number of people subsist on the minimum GDP. It has to change in an area when we rightly or wrongly are in
a spree to promote private investment. Let the nation accept that agriculture will remain the largest employer and reorient the policies. It raises brouhaha over approximately Rs 75,000 crore farm loan waivers in UP, Maharashtra and Punjab though does not mind about almost Rs 12 lakh crore bank NPAs to about less than 100 large corpoSarkar rate. Loan waiver is bad economy but the banks do not lose, it is paid by the government. The NPA is simple loot of the money put in by poor depositors. Both stress the economy and add to banking and administrative costs. This exactly happened post demonetization. The banks have excess liquidity of Rs 2500 billion (Rs 2.5 lakh crore) as on June 2017, according to the Survey 2. Other estimates put it at Rs 4 to 5 lakh crore. Managing and paying interest on it is draining the banks. It is said to cost the banking system and RBI about Rs 16,000 to Rs 24,000 crore a year. It does not estimate that a large part in the farm sector, kept in households or
small businesses that transacted in cash, that was away from the banks but legally transacted is stressing the formal banking. It also affected farm and rural and informal sector. Lack of cash has hit its operations. So if the people associated with farming and informal sector do not thrive, the hope that the rest of the economy would boom is wild expectation. With almost 70 crore people having sub-standard living, the nation cannot expect to achieve the proverbial moksha. The nation has to plan for adding 8 crore jobs by 2025. No investment in any formal, government, large corporate projects can create that many jobs. The stress of the government is fine through a number of schemes from start up to make in India, but it has to include the farm, informal and the large small sector. The government has to give up the idea that it could manage everything everywhere. It has to be the facilitator for an economy that would be different from what the world pursues. The IMF-World Bank model would not do it nor a modi-
fied version of the Mamohanomics. India needs an out of the box model. It has to reverse the economic process. Instead of revolving around large industries, large projects, highways, fast trains, fast cars, it has to make a fresh start with the village of Mahatma Gandhi and Deen Dayal Upadhyaya to the fore. So far the planning has been urban centric and it has neither helped the cities nor the villages nor the industry. The Survey 2 says NITI Ayog has set up a task force to address deficiencies in the existing data on unemployment and create a road map. It is a good admission. The solution has to be different and the Ayog must change the tack. In this 70th year of Independence, the nation has to look for a new economic paradigm. It has to begin from the informal sector, farms and the villages. The focus on shifting villagers must change. The nation through an intense discussion must create an integral economy that would be a precursor to integral humanism and all-round job growth.
Post-mortem
Naga indigenous: The Naga Council Dimapur’s assets (whom does it belongs to anyway?) Minority-in-waiting generation
I
t may sound like a dark sarcasm but it’s the truth. The only place the Naga Council Dimapur (NCD) has a place for the Nagas is after their death and that place is the Old Naga Cemetery. This line of dark joke goes along with one of the many comments by one angry youth over the growing resentment and bitterness gathering in momentum on this organisation. Scores of countless outbursts have been thrown out by the younger lot all over the social media during the last few days on the NCD’s room allocation of their new building at the Nyamo Lotha Road Dimapur. Flooded with questions like, “Is the NCD truly for the Nagas? What work has it done for the young Nagas so far? Are they to serve or just to make some money at the cost of the Nagas? Do the members of the NCD have any fore-thoughts or after-thoughts about our young Nagas and their plight? Does the NCD know why extortions and anti-social acts among the huge unemployed Naga youths are on the rise? Does the NCD know or care atleast even a bit about the growing rate of unemployment among the Nagas and is any step taken by them as a remedial measures being a mass based organisation?” etc. etc. seems to be floating all around in the minds and mouths of many young Nagas. The NCD must realize that the young Nagas are no longer naïve, dumb, blind to all the going-ons in their land as in the past. What our elders and leaders do from behind, they want it to be laid on the table and serve it hot and fresh. Things are altogether different these days. The NCD, as a mass-based organization, was held in high esteem and was a respected one until recently. The aura it once held has dimmed recently by its boycott call on the ACAUT Rally. As if the dent on its image was not enough, the latest allotment of all its new building rooms to non – Nagas, a plethora of negative vibes and much ire has been spilled over the NCD by hundreds of Naga youngsters. They could have atleast done a 50-50 share of allotment for Nagas and non- Nagas. In this way everybody could have been well satisfied. The allotment of all the rooms to non- Nagas has been taken by a lot of young Nagas that NCD is the chief propagator and patroniser of the outsiders and doesn’t give a hoot for the indigenous Naga youths. The two actions of the NCD have made every Nagas started questioning on its image
and credibility. The NCD, as an organization, was looked upon by every Nagas and other non- Naga organizations too alike as one apex umbrella organization in the cosmopolitan town of Dimapur. It was one few remaining respected apex body consisting of Nagas from every bloc, union or federation. Until recently it publicly came out with its decision to boycott the ACAUT Rally on the 25th August at the Supermarket – Market Dimapur. That was when the tinder box was scratched. Declaring their unwillingness to join the movement against corruption in the public domain set the windmill of queries churning which snowballed into a myriad of analysis which left many scrutinizing into their motive of the boycott call, especially by thousands of the young Nagas. What matter of internal discord or personal dispute might have prevailed amongst the NCD or ACAUT members, why go public in boycotting the rally? That seems to be the question of the moment. An avalanche of questions came rolling down in the likes of “Was it to demoralize, discourage and dishearten the ACAUT? Or just to dampen the people’s desire for a change? Can the NCD call a rally where they can match the number that attended the rally? Forget about half, even a quarter of the number?” Their boycott call and making it public about it sure didn’t go well with the Naga populace, both young and old alike. They should have rather maintained their dignified silence. Even the boycott of the ACAUT rally too seems to have not been received well by some units as they were not taken in confidence about its decision according to some reliable sources. Many have started casting doubts upon the credibility and integrity of the NCD after this incident. Nagas no matter from what background or profession one maybe ,are ready to support a good cause today as many young Nagas have started feeling that the present mess they are in is not of their creation but has been created by the leaders and elders. Most young Nagas feel betrayed and consider themselves a generation wronged; and waiting for a change, which seems to be so elusive still at present. On the allotment of all the rooms to non- Nagas, the NCD may have its own reason for doing so but it has sent a very wrong message to many unemployed youths and young Naga entrepreneurs who find no accommodation here in
our own land that we call our own. From some unconfirmed sources, it was said the NCD took an advance amount for the construction of the building so it had no choice but to allot the rooms to them. But then again questions are being asked like whether the money paid by we Nagas are different from other’s money? There are many national and commercial banks also that are ready to dole out any amount to an organization like the NCD for construction purposes in a prime location like the present one. Nagas at the same time must also introspect why all commercial spaces and business complexes are preferred to be given to non- Nagas by owners or organisations. Maybe it is our attitude and the style of dealing with others that make others not wanting to let out their premises. Most common ones are the non-payment of rents in time, khushi-khushistyle, delay in clearing dues, start acting like the malik after being given the space etc. The reasons are aplenty which are obvious to all of us. Even if it is given to us, we sublet it to others and to earn some extra money. The best examples are the DMC Millennium Building and the Naga Shopping Arcade more popularly known as the Super- Market. So at the same time, it will be wise to look at the both sides of the coin. NCD can do a lot better than what they are doing at present. Many would like to see the NCD doing some humanitarian works besides the others social works they undertake around the cosmopolitan town of ours like repairing of potholes, standing up against unabated extortion, organizing workshops on right livelihood earning or opening employment avenues at local level, opening up skill development centers for young school and college drops outs and yes, giving out its premises to our young Nagas who are our own children. Aren’t you their parents? Isn’t it your bounden duty to look after the plight of our own children when they are in distress? Or should we look the other way when a hefty amount of money comes our way? Isn’t it the bounden duty of any dutiful parent to uplift and uphold our own children’s welfare rather than strangers’ well-being just to earn some more cash? As leaders, we need to walk the extra mile and go any distance where the government cannot reach out. (To be concluded) Jonah Achumi
(From previous issue) When we compare the length and breadth of Assam state with that of Nagaland, a tiny state like ours would be swallowed in no time. Manipur and Meghalaya wish to come on the same scale but they are not as fortunate as Nagaland, Mizoram and Arunachal Pradesh. We are protected by Law, the BEFR Act 1783 and so the RAP & ILP applies. Inspite of being equipped with tools such as these, it is so sad that Nagaland Government cannot even protect the land and its people. We talk about the electoral roll of first Nagaland assembly election prepared in 1963 as a base where the descendants of those enrolled are considered legal citizens. We never know how many manipulated descendants have increased by now through affidavit papers; remember illegal people are wiser than we are. I mean the level of preparedness. To rent out space and buildings, landlords prefer Miyas over Nagas. I understand our people’s shortcomings (Naga tenants) but still blood is thicker than water. Buildings mostly belong to politicians, officers, contractors, public leaders, Municipal & Town Councils, church and community buildings. I should say the key is in your hands. If you foresee the dangerous minorityin-waiting generation, kindly insist on the must-have documents. Many forgery cases have been detected in the past, therefore, please take trouble to cross-check with the issuing authority for authentication. A responsible house owner wouldn’t shelter unlawful non-Naga tenants. You could be the best player once the residential and commercial buildings are withdrawn from illegal immigrants. Can our Government suggest the building owners on what documents to insist? It is time for Nagaland to swallow the truth no matter how sweet or bitter the pill is. Government’s tortoise act on illegal immigrants issue shows how ignorant and irresponsible the ruling government could be. How many times should the NSF & CNTC appeal to your ministry? How many times do the pressure groups like Survival Nagaland submit representation and meet Government functionaries especially in the last few years? Have you even given a thought on SN’s appeal to bring
in Dimapur district under ILP? Now that India considers Rohingya crisis as a threat to national security, what will happen to ‘No ILP Zone Dimapur’? Is it really necessary to spoon feed our Government and beg for intervention on alarming issue plaguing the state? Can we at least follow Ministry of Home Affairs’ August 13, 2017 directive “to set up a task force at district level to identify and deport illegallystaying foreign nationals”? I personally believe triumph over Flush Out Mission would be a reality only if the Government starts immediate intervention, if we stop adopting Miya children, if we stop recruiting Miya adults in national service, if we stop Miya Dada Act, if we stop employing them and most importantly if we stop sheltering them. The US, UK and European Governments had announced years back that the landlords as well as employers of illegal immigrants will be equally booked for violation of Law. Present day Nagaland Government is confined to political fight. They concentrate only on party affairs, money and power. Nagaland is sold at few hundred bucks by police personnel manning check gates. Many officers heading department considers tribal line more important than future Naga interests. HOHOs are not playing their expected roles. Tribal fights are no less with public leaders and NGOs. The last time we saw in the media about the illegal immigrants issue was when only the NSF & NTC raised concerns but no follow-up was noticed thereafter. We really need Naga unity rather than tribal card to fight this battle. History revealed that Indian rulers were not united during the 18th century. This was one of the factors responsible for showing a bad signal to the world that our country was weak and the foreign traders eventually took over India. At this pace, doomsday is eminent and the Indigenous Nagas are the Minority-in-waiting. A land fertile for the illegal immigrants to set up base and annihilate the indigenous population who will finally end up a minority in their own land. Is this the future we want to leave behind for posterity? (Concluded) Vikali Shikhu, Unity Village, Dimapur
Reader’s Post
Sir,
Appeal to minister & director School Education
Concerning the different figures of teachers under attachment that the department have come out, I feel that only 43 number of teachers attached under VVIP that you’ve mentioned is a total lie. Attachment under VVIP and drawing salary without performing duty is one of the evil practice that the teachers and concern constituency MLA in power practices all over Nagaland and I feel, that 43 figure is not even the VVIP attached teachers of one particular district. Therefore kindly revisit that figure, there must be double, triple, quadruple than that. N. J Chemdok

MANGALURU, Sep 17 (Agencies): Consumer is getting restive about a three year high in the petrol and diesel prices because he/she feels the concept of marketdetermined rates was tampered with by frequent tax hikes when crude oil prices fell steeply and are ruling at exactly half the level of $107 per barrel in May, 2014 even after rising in the last three months. “It is true that the crude oil has shot up by about 18% from $45.60 per barrel, taking the pump prices of petrol in Delhi (for instance) to Rs 70.39 per litre from Rs 65.40 three months ago. The increase in the retail prices is far less than hike in crude oil, but then the consumer is not willing to compare the crude prices of $45.60 in June versus $54 per barrel today.

New Delhi, Sep 17 (PTI): Deposits of scrapped currency notes made by central government employees post demonetisation will be probed by anti-corruption watchdog Central Vigilance Commission (CVC), its chief K V Chowdary said on Sunday. He said the commission has sought relevant data from income tax authorities in this regard. Prime Minister Narendra Modi had on November 8 last year announced the scrapping of old Rs 500 and Rs 1,000 notes. Citizens were provided a limited time window to deposit such notes in their bank accounts. “We have already sought data (from the CBDT). We will get more refined data on which we will certainly proceed,” Chowdary told PTI in an interview.

The CBDT or Central Board of Direct Taxes is the apex policy-making body for the I-T department. Chowdar y said he had had discussions with tax authorities on how to conduct the exercise as the number of transactions involving cash deposits for the country as a whole is very huge. “So how do we see that whether the amount deposited by them (the employees) commensurates with their income or not. Because the CBDT is already doing this exercise for everybody, irrespective of (whether) somebody is an employee or non- employee. We have taken the help of the CBDT. We are yet to get (data),” he said. The CVC expects the CBDT to provide more specific data on the deposits. “We had a series of discussions with them as to what kind of analysis we would like them (to do). They are cooperating with us. In fact, they have given us a lot of ideas,” Chowdary said. He said the tax authorities suggested that the CVC take data in the actionable form. Chowdary said the exercise being carried out by the CBDT requires writing of programmes, validating them and then generating right outcomes. He said the CVC will look into the cases of central government employees and the staff of central pub-

lic sector undertakings who are within the jurisdiction of the commission. The anti-corruption watchdog has select categories of employees, usually Group A and B officers, under its jurisdiction. “In respect of people who are not within the jurisdiction of commission, if the amount involved is beyond a threshold, we will send it to our Chief Vigilance Officers (who act as distant arm of the CVC) to take necessary action,” Chowdary said. Asked about the reasons behind the proposal to scrutinise the bank accounts of employees, he said there could have been some wrong deposits, but specific individuals and details of organisations they are working in may not be known now. The CBDT is looking into certain suspected deposits made by various individuals, especially during the demonetisation period, Chowdary said. Asked whether it would not be duplication of work, he said relevant data
would be provided by the CBDT for the purpose. “We are not duplicating. That is why we are getting refined data from the CBDT. That’s why we said that you are anyway working on it ... That is why you share data of these (employees) people with us,” Chowdary said. In respect of individuals under its jurisdiction, the CVC also gets Suspected Transaction Reports (STRs) from the Financial Intelligence Unit (FIU). The FIU is tasked with collecting, analysing and disseminating information related to financial transactions suspected to be involving black money or proceeds of crime. An STR is a transaction of Rs 10 lakh and above believed to be involving proceeds of crime and black money. In its report for 201617 released on August 30, the Reserve Bank of India (RBI) had said Rs 15.28 lakh crore or 99 per cent of the demonetised notes, had returned to the banking system.

Say, we allow them to have video conferencing, then we will have to set up the facility in tax offices. These are issues we need to address,” he explained. Among draft recommendations of a technical committee submitted to the CBDT, the apex policymaking body on income tax matters, the tax department wants to move to the jurisdiction-free I-T assessment where the taxpayer will not have to meet his assessing officer face to face. The official also said the proposals were broadly reflected in the Prime Minister’s speech in Rajaswa Gyan Sangam earlier this month when he had said the relation between the tax department and an assessee should be that of an examiner and an examinee where either party does not know each other.

The identities of the taxpayer and his assessing officer will be hidden in a bid to check corruption and harassment assessees face at the hands of over-zealous officers. The tax department is working on a major reform initiative to make compliance taxpayer friendly and a 13- member committee of tax officers has been formed to look into implementation issues, the official said. But before the countrywide launch, the pilot is being run to spot implementation issues. “After you initiate jurisdiction-free assessment, a taxpayer might say he wants to meet the tax officer face to face and explain his case. What do we do in that case? Can we deny the taxpayer an option to meet his assessment officer (AO)?
central tax is coming to states. And states have their own tax mechanism. So a substantial portion of tax collection is utilised and coming to the states.” He said the Centre needs funds for implementing various development and welfare projects in the country. “Don’t you think we should build good roads. Don’t you think we should give clean drinking water to citizens. See the spending of the Government of India. Previously, for the housing scheme (for the poor), the government was spending Rs 70,000 per unit. Now we are spending Rs 1.5 lakh. “Where do you get the money from? Do you think (we) have kept the money in the treasury. We are passing the money for the greater recycling of the economy through infrastructure projects,” he explained. According to an RTI query, SBI realised Rs 235.06 crore as penalty till June-end from more than 60 million savings bank accounts. “Out of 27 crore (270 million) savings bank accounts which are required to comply with the minimum balance requirement, there may be about 20 per cent accounts that have not maintained the balance. We have given them enough time and notice. These charges were applicable from April 1. Those who couldn’t comply, we recovered penalty in June,” he said. Kumar said that the bank is, however, thinking of exempting senior citizens’ and students’ accounts from such penalty. “There is some feedback from senior citizens and students but by and large customers have accepted this. Whether we do make exemption relating to income group, or senior citizens or students, is under deliberation. We are now doing some analysis and we will take a call,” he said.
New Delhi, Sep 17 (PTI): To check corruption and harassment, the tax department will soon launch a pilot of “jurisdiction-free assessment” where a tax officer will not get to know identity of the assessee as allotment of cases will be done randomly by computers rather than on the basis of area. The success of the pilot, to be first carried out in New Delhi and Mumbai, will determine if the plan has to be expanded all over the country, a senior revenue department official said. The country is divided into 18 tax zones. Taxpayers are assessed by the officers of the region they are based in. Under the new system, the assessment zones will be demolished and a special computer software will allocate a taxpayer to

So I have to look at (SBI’s) 40 crore (savings bank) accounts and it is a very costly affair,” he told IANS. According to the government’s mandate, all existing bank account holders will have to submit Aadhaar card numbers to banks by December 31 this year, failing which the accounts will become invalid. Kumar said that the process would add to the costs of banks as it involves a process and making changes in the IT-backend as well. “It (Aadhaar linking) is a costly affair because you have to contact the customer, you have to do the process, you have to make changes in IT. There are costs associated with savings bank accounts,” he said. The largest public lender said it also invests heavily in technology requirement to take care of the transactions made in the savings
Hyderabad, Sep 17 (PTI): Oil Minister Dharmendra Pradhan said he has requested the Ministry of Finance to bring petroleum products under the ambit of Goods and Services Tax (GST) in the interest of consumers. Justifying the move, he said there has to be a “uniform tax mechanism” all over the country. “This is the proposal of the Ministry of Petroleum. We have appealed to all the states and finance ministry (to bring petroleum items under GST). Looking into the consumer interest, there must be tax rationalisation. GST is a well thought mechanism by the Government of India and the states, they developed the GST Council... “There are two kinds of taxes (on petroleum products). One is the central excise and the other one is state VAT. That is the reason we are expecting uniform tax mechanism from the industry point of view,” Pradhan told PTI. Our cost on technology every year is very high and that is more to take care of the transactions in (savings) accounts,” he said. “The penalty realised, we will use it to recover our outgo on ATMs. On business correspondents (BCs) channel, SBI incurs a loss of more than Rs 400 crore. We are incurring a cost of almost Rs 2,000 crore on business correspondents channel and ATMs per year. At least we should be able to recover that (from the penalty),” he said. From April 1, SBI made it mandatory for savings bank accounts in metropolitan cities to maintain Rs 5,000 as minimum balance, Rs 3,000 in urban areas, Rs 2,000 in semi-urban areas and Rs 1,000 in rural areas, failing which a penalty is levied. He said that the rest of the penalty realised would go to recover the bank’s other costs, including
New Delhi, Sep 17 (IANS): State Bank of India (SBI) expects to collect Rs 2,000 crore as penalty on savings bank accounts which have failed to maintain a minimum balance, a sum which may be used to partly cover the costs incurred on the linking of accounts with Aadhaar. The recent directive of the government to link all savings bank accounts with Aadhaar by December 31 was a “very costly affair” as lenders were already facing high costs in maintaining such accounts and complying with the KYC (know your customer) requirement, says SBI Managing Director Rajnish Kumar. To recover such costs, including the lender’s costs on ATMs and business correspondents, the bank expects to realise over Rs 2,000 crore in the current fiscal from account holders as penalty for failing to maintain minimum balance in their savings accounts, he said. “Maintaining savings bank accounts and comply-
Mumbai, Sep 17 (PTI): India is likely to overtake Japan and Germany to become the third largest economy in the next 10 years but needs to be consistent in reforms and focus more on the social sector, British brokerage HSBC has said. Social capital is “insufficient” in the country and spending on aspects like health and education “is not just desirable for its (India’s) own sake, but is also central to economic growth and political stability”, it said. India also needs a lot of focus on ease of doing business and related aspects like contract enforcements. “In over the next ten years, India will likely surpass Germany and Japan to become the world’s third largest economy in nominal USD and the transition will happen even more quickly on a PPP (purchasing power parity) basis,” its economists said in a note. Demographics and macro stability were pointed out as key strengths for the country by the brokerage.

Khost, Sep 17 (Agencies): Four people were killed and 14 others wounded in an explosion at a mobile phone market in southeastern Afghanistan Sunday, officials said, in the latest attack to hit the war-weary country. Tehran, Sep 17 (IANS): Iran’s Supreme Leader Ayatollah Ali Khamenei on Sunday warned against any “wrong” move by the US which aims at breaching Iran’s 2015 nuclear deal. “They (US administration) have shown wickedness and malicious behaviour with regard to the JCPOA (nuclear deal) and the US regime is truly a vicious devil,” Khamenei said, referring to the chain of sanctions by the Donald Tr ump administration against Iran, Xinhua news agency reported. During the negotiations with the world powers in 2013-15, “the country’s officials reached the conclusion that they should negotiate and ignore some of their rights so that sanctions would be removed”, he said.
Washington, Sep 17 (PTI): The White House Sunday insisted that the US will withdraw from the Paris climate accord unless it can re-enter on more favourable terms, denying reports that Washington was softening its stance on the landmark agreement. The statement by the White House comes amid reports that that the Trump administration would announce at the Montreal talks that it wouldn’t pull out of the Paris accord and was offering to re-engage with the deal. “There has been no change in the United States’ position on the Paris agreement,” White House spokesperson Lindsay Walters said. “As the President has made abundantly clear, the United States is withdrawing unless we can re-enter on

reiterated that the Rohingya should be allowed to return home. He also said it was clear that Myanmar’s military “still have the upper hand” in the country, putting pressure “to do what is being done on the ground” in Rakhine state where the crisis broke out on August 25 when Rohingya rebels attacked police checkposts and killed 12 security personnel. Suu Kyi, a Nobel Peace Prize laureate, is facing growing criticism over the Rohingya issue. She will not be attending the UN General Assembly in New York which will begin from Monday and has claimed that the crisis was being distorted by a “huge iceberg of misinformation”. She said tensions were being fanned by fake news promoting the interests of terrorists. Guterres’ war ning comes after Bangladesh said it was now limiting the movement of more than 400,000 Rohingya who have fled from Myanmar.
recent months. As Ramadan began on May 27, a Taliban car bomber targeted a CIA-funded Afghan militia group, leaving 13 people dead and six injured in Khost. It was the deadliest Ramadan since the US-led invasion in 2001 with over 200 killed and hundreds wounded, according to an AFP count based on official figures, underscoring the deteriorating security situation. Afghan security forces have been struggling to beat back a resurgent Taliban, which last month vowed to make Afghanistan a “graveyard” for foreign forces after US President Donald Trump made an open-ended commitment to keep American boots on the ground. As it searches for a security quick fix, the Afghan government is considering a proposal to train and arm civilians to defend territories where Islamic militants have been driven out. The plan has sparked concern the local forces could become another thuggish militia and end up terrorising and abusing the people they are supposed to defend.

Thirty people are known to have been injured during the attack in which an improvised explosive device was detonated on a Tube train at Parsons Green underground station at around 08:20hrs local time on Friday. Following the first arrest yesterday, Met Police counter-terrorism specialist firearms officers had evacuated buildings as they began searches at a residential address in Sunbury, Surrey, south-east England. Antoine Griezmann saves Atletico Madrid blushes
Antoine Griezmann celebrates after scoring a goal against Malaga on Saturday night.
MADRID, Sep 17 (Agencies): Antoine Griezmann ensured Malaga didn’t spoil Atletico Madrid’s moving in party at their new 68,000 Wanda Metropolitano stadium with the only goal in a 1-0 win on Saturday. The French international, restored to the side after a two-game La Liga ban, swept home Angel Correa’s cross on the hour mark to move Atletico up to third in the table. Atletico remain four points adrift of Barcelona,
though, as Paulinho scored his first Barca goal six minutes from time to continue their 100 percent record in a 2-1 win at Getafe. “I’m delighted to score the first goal in this magnificent stadium and hopefully it is the first of many,” Griezmann told Bein Sports Spain. “For me it is the best stadium I have played in, and I don’t just say that because it is my club.” Atletico boss Diego Simeone had called on fans to recreate the intimidating
atmosphere of the Vicente Calderon by turning their new home into a “pressure cooker.” The noise matched the pre-match pomp as Spain’s royal air force took part in a flyover, whilst the match ball was delivered by paragliders. Spanish king Felipe VI, an Atletico fan, was also in attendance, but after all the pre-match fanfare, there wasn’t much for the crowd to get enthused about in the opening 45 minutes. Correa had Atletico’s only two clear chances of the half as he blazed over and straight at Roberto Jimenez. At the other end Jan Oblak was forced into a fine save from ex-Atletico striker Borja Baston as Malaga broke dangerously. Atletico started the second period brighter as Roberto denied Koke and Saul Niguez before the deadlock was broken on the hour mark. Correa burst clear down the right and his low cross was expertly guided inside the near post by Griezmann on his weaker right foot. Malaga had one late chance to rain on Atletico’s parade two minutes from time, but Oblak was again up to the task to turn Diego Rolan’s fierce effort over the bar.

Davis Cup: Canada WI beat Eng in one-off T20 by 21 runs take 2-1 lead over India
EDMONTON, Sep 17 (Agencies): India’s World Group hopes suffered a setback as Rohan Bopanna and Purav Raja lost in the doubles to hand Canada a 2-1 lead in the Davis Cup Play-off tie in Edmonton. Bopanna and Raja lost 5-7, 5-7, 7-5, 3-6 to Daniel Nestor and Vasek Pospisil in two hours and 52 minutes. India will now have to win both the reverse singles to qualify for the 16nation World Group. Pospisil, who plays singles as well on the ATP Tour, made a huge difference to the outcome with his returns from near the baseline and perfect placements at the net. He
troubled both the Indians consistently and carried the home team on his shoulders as the 45-year-old Nestor came under pressure several times. Raja was good at the net with his deft volley winners but limitations with his serve and baseline strokes hurt India. He dropped his serve five times -- twice while serving under pressure at 5-6 in the first two sets. Bopanna’s big-serving game was also missing as he served five double faults in the team’s total of 12. He, however, managed to hold serve under pressure, even when faced with a match point in the 10th game of the third set.
Duminy retires from Test cricket
Johannesburg, Sep 17 (Agencies): South Africa batsman JP Duminy has announced his retirement from Test and first-class cricket with immediate effect. Duminy, who hit six hundreds and eight fifties in 46 Tests, was dropped by the Proteas after their defeat to England in the first Test at Lord’s in July. The 33-year-old will continue to play limited-overs cricket for South Africa, having figured in 177 ODIs and 71 T20Is to date. “After long and careful deliberation, I have decided to retire from first-class and Test match cricket with immediate effect,” Duminy said in a statement. “It is an experience that cannot be replaced and one I will always cherish. Test cricket has always been the pinnacle and I’ve been fortunate enough to experience some memorable highlights with the Proteas and also in firstclass matches with the WSB Cape Cobras.” “In the years ahead, my focus will be placed on attaining limited-overs cricket success for South Africa and the WSB Cape Cobras.”

D u r h am , S e p 1 7 (Agencies): West Indies laid down a significant marker ahead of the ODI series as they comfortably beat England by 21 runs in their sole Twenty20 fixture at Chester-le-Street on Saturday. Led by openers Chris Gayle (40) and Evin Lewis (51), West Indies got off to
a ferocious start with the destructive Gayle bludgeoning four sixes before he was run out. Lewis made an impressive 28-ball fifty but his dismissal signalled the start of a collapse with Plunkett also accounting for Marlon Samuels (10), and Kieron Pollard (six) in a quick three-wicket burst. Rashid claimed the wickets of Chadwick Walton (13), Carlos Brathwaite and Sunil Narine — both for two. It will be tough to beat England in England but if we take the longer route [to get to the World Cup] so be it,” said Chris Gayle.

L o n do n , S e p 1 7 (Agencies): Chris Gayle has hinted that he could return to Test cricket, over three years since his last appearance for Windies in the five-day format. Gayle, 37, played the last of his 103 Tests against Zimbabwe in 2014 but remains a key player for Windies in T20 cricket, helping them win the World T20 in India in 2016. The Jamaican will also return to the Windies’ 50over side for the first time in over two years in the five-match series against England, starting at Old Trafford on Tuesday, and
to win. England’s response got off to the worst possible start with Jason Roy caught for a first-ball duck, and Hales was dropped on zero before he was eventually bowled by Brathwaite having smashed eight fours and one six. Joe Root (17) and captain Eoin Morgan (two) went in quick succession as England faltered. Jos Buttler (30) looked to get England back on track but he fell to Kesrick Williams, who added a second with the scalp of Rashid (1). David Willey (1), Jonny Bairstow (27), Jordan (6) and Plunkett (18) offered little resistance as Williams finished with 3-35.

Chennai, Sep 17 (IANS): India rode on Hardik Pandya’s all-round brilliance to beat Australia by 26 runs by Duckworth-Lewis method in a rain-truncated opener of the five-match ODI series in Chennai on Sunday. After guiding India to safety with a career-best 83 off 66 balls, the 23-year-old Pandya starred with the ball, picking the key wickets of Australia skipper Steve Smith (1) and Travis Head (5) to enable the hosts go 1-0 up in the series.
Chasing a revised target of 164 from 21 overs after a spell of heavy showers truncated play, Australia were reduced to 29/3 with debutant opener Hilton Cartwright (1), Smith and Head back in the pavilion. Such was India’s domination in the second innings of the match that only three of the visiting batsmen could manage to reach doublefigures and Australia were restricted to 137/9. Pacer Jasprit Bumrah drew first blood by cleaning
up Cartwright’s off-stump before Pandya joined the party. After surviving a leg before scare, Smith mistimed the next delivery and ended up top-edging it high in the air which Bumrah brilliantly pouched at short fine. In no time, Head, too, was back after feathering a nick to stumper Mahendra Singh Dhoni. Seasoned opener David Warner (25) offered some resistance but the introduction of chinaman Kuldeep

Yadav brought his downfall, comfortably caught behind by Dhoni. Tottering at 76/6, allrounder James Faulkner (32) played a lone hand but kept losing his partners as stumper Matthew Wade (9), Pat Cummins (9) and Nathan Coulter-Nile (2) failed to rise to the occasion. Earlier, Pandya (83) and Dhoni (79) forged an 118-run sixth wicket stand to help India recover from a precarious 87/5 to post a healthy 281/7. India, too, were off to a forgettable start with three of the top four batsmen back in the hut with only 11 runs on the board. India opener Rohit Sharma (28) and Kedar Jadhav (40) brought some solidity with a 53-run fourth wicket stand before the last recognised batting duo of Dhoni and Pandya got their act together to deliver the needed stability. Brief scores: India 281/7 (Hardik Pandya 83, MS Dhoni 79; Nathan Coulter-Nile 3/44, Marcus Stoinis 2/54) beat Australia 137/9 (Glenn Maxwell 82, David Warner 51*; Yuzvendra Chahal 3/30) by 26 runs (DLS).

Sindhu wins Korea Open title Seoul, Sep 17 (IANS): Indian star shuttler P.V. Sindhu overcame reigning world champion Nozomi Okuhara of Japan 22-20, 11-21, 21-18 in the women’s singles final of the Korea Open Superseries here on Sunday. Sindhu won in an hour and 24 minutes at the SK Handball Stadium. It was the 22-year-old’s third Superseries title of her career. Sindhu started the game brightly, holding a 5-2 lead early in the first game. Okuhara fought back and equalized at the seven-point mark, firing some delectable drop shots. Sindhu, however, held a two-point lead at the mid-game break. L a t e r, O k u h a r a grabbed four consecutive points to take a 13-12 lead. But Sindhu ended the momentum with a crisp winner. She then matched Okuhara shots for shots and didn’t allow the Japanese to dictate the pace of the game. Even though Okuhara tried to play long rallies, Sindhu was smart enough to not give her much space to go for aggressive strokes. Sindhu held a 19-17 lead and it became 20-18. equalized 20-all. Sindhu then stamped her authority with two shots which Okuhara failed to defend as the Indian clinched the first game 22-20. In the second game, Okuhara stepped up her game and went for the attack straightaway. She opened up an 11-6 handsome lead. Okuhara likes to move the shuttle quicker than Sindhu and the Japanese’s sharp game forced the Indian on the backfoot. Okuhara won the second game in a flash, with a scoreline of 21-11. In the decider, Sindhu started on a strong note, holding an 8-4 lead early. She mixed aggressive smashes with cunning netgame which rattled the Japanese, who was forced to
trail throughout the match. A six-point advantage for Sindhu at the mid-game break meant Okuhara was left with a mountain to climb. Okuhara tried her best but Sindhu continued to pick points to keep the Japanse at bay. An 18-14 lead seemed to be healthy for Sindhu but a feisty Okuhara didn’t allow the Indian to roll to the title. Okuhara then managed to save two match points. But eventually Sindhu remained calm and composed to seal a 21-18 win to bag the title. Meanwhile, unseeded Indonesian Anthony Sinisuka Ginting defeated compatriot Jonatan Christie 21-13, 19-21, 22-20 in an hour and eight minutes to clinch the men’s title.
Man United beat Everton 4-0; Gunners hold Chelsea L o nd o n , S e p 1 7 (Agencies): Romelu Lukaku was on target as Manchester United secured a 4-0 win over Everton that sent them joint top of the table. United took the lead when Antonio Valencia produced a superb strike from the edge of the area on four minutes, connecting with Nemanja Matic's pass on the bounce to power the ball past Jordan Pickford. They should have doubled their lead on 26 minutes, but Lukaku somehow missed the target from close range. Wayne Rooney, returning to Old Trafford, threatened an equaliser in the first half when he dragged a shot wide, and he forced David De Gea into a save soon after the break. They went close again just after the hour mark when Gylfi Sigurdsson got an effort away from close range, but De Gea was again equal to it. Juan Mata then won a free kick on the edge of the area and stepped up to rattle the post. United eventually in-

creased their tally in the 83rd minute, shortly after Rooney had been substituted, as Lukaku set up Henrikh Mkhitaryan to slot home. Substitute Anthony Martial then added a
fourth from the penalty spot after Morgan Schneiderlin's handball to give United an equal record to league leaders Manchester City. Earlier, Arsenal produced a vastly-improved away performance to have the better of a 0-0 draw with Chelsea at Stamford Bridge on Sunday. After defeat at Stoke City and a thrashing at Liverpool, Arsene Wenger’s
side showed far more steel and hit the post through Aaron Ramsey as well as having Shkodran Mustafi’s headed goal disallowed as they had the better of the chances. Arsenal’s draw snapped a five-match losing streak away to Chelsea in the league and left them in 12th place with seven points. Chelsea are third with 10 points.
