AICC clueless on Arunachal coup
NEW DELHI, SEP 17 (AGENCIES): The Congress central leadership was comically caught clueless about the brewing trouble within its Aruanchal Pradesh government and was stunned by the infamous ‘Aaya Ram Gaya Ram-brand’ whole-scale defection of its MLAs and the entire cabinet led by chief Minister Pema Khandu himself within two months after the party won a hard-fought legal victory from Supreme Court against Modi government’s dismal of its regime. Worse, the Congress leadership this time, given the clinical execution of the ‘coup’ by its rivals exposing no rough edges, also finds itself with no credible options, including no solid ground to pose a legal challenge, to fight back. Even as the AICC leaders, including CP Joshi, the general secretary-in-charge of state, asserted their MLAs before this round of defection had neither sought any meetings or raised any internal issues of differences with the high command, questions are being asked in Congress leadership how the AICC managers for the state could be so clueless about the party. “Given the messy experience we all had in Aruanchal Pradesh a few months ago which also revealed the inten-
tions of the BJP and Modi government, why did the high command fail to be on extra vigilant to avert a repeat show of the toppling act?,” asked a senior Congress leader, who didn’t want to be identified. The Congress high command has only itself to blame since neither its general secretary in-charge C.P. Joshi nor the secretary Jaykumar are ever present in the state except after a crisis develops. The fact that the only remaining Congress MLA is the same Nabam Tuki, whom the high command just two months ago coolly removed as CM to placate the ‘BJP mixedup Congress rebels’ and foist Khandu as the new CM also exposed the leadership’s total misjudgement of character and loyalty. On September 16, Congress suffered a major blow after it lost the Arunachal Pradesh government for the second time, when chief minister Pema Khandu and all its MLAs but one defected to the Peoples’ Party of Arunachal (PPA), a BJP ally. Two independents, supporting the Khandu government, also joined the PPA-- a member of the BJP-led antiCongress grouping of North East Democratic Alliance (NEDA). The Congress had 44

legislators in the house of 60. Forty-three have defected and the only MLA to remain is former chief minister, Nabam Tuki. Khandu told reporters that he had informed Speaker Wangki Lowang that “we are merging the Congress with the PPA”. The merger was decided at a Congress Legislature Party (CLP) meeting held on Friday morning. PPA chairperson Kameng Ringu said the Congress MLAs joining his party was something waiting to happen. “It is a homecoming after a temporary exile,” Ringu told IANS. After the mass exodus of Congress MLAs, the PPA now has a strength of 45 legislators. Besides, there are 11 BJP MLAs. Arunachal Pradesh chief minister Pema Khandu today said that the decision of 43 Congress MLAs to join Peoples’ Party of Arunachal, the lone regional party of the state, was in the interest of the state and the people. “It is an undeniable fact that for a resource-stressed state like Arunachal it has to depend on the Centre for all its needs. It is difficult to make things done at the Centre with political difference,” he told reporters during a press conference.

‘Exclusive Club’ of VVIPs decide state awards
ACAUT claims nearly 4 lakh bogus voters in Nagaland
Mormugao, India’s second indigenous warship launched
Staff Reporter
Lauds Diezephe village, Langpangkong Range
The village chairman, Vesato Chuzho, while interacting with ACAUT members, said that the village council decided to take this momentous step as per the Clean Electoral Campaign of the State Election Commission and the Clean Election movement started by the NBCC. On the other hand, ACAUT said that the village council was now apprehensive that if all the 398 genuine voters end up casting their votes resulting in 100% polling, the ECI would consider such as null and void. It however lauded the bold move, saying such action was the first if its kind in Nagaland that a village council voluntarily decided to clean up its own e-roll. Despite the very fact that every single village in Nagaland was competing against their immediate neighbouring village by illegally enhancing their respective e-roll population, ACAUT said what Diezephe village had done was transformational and counter to the prevalent culture of the day. In this regard, ACAUT has appealed to all the village councils in Nagaland to follow the example of Diezephe village and Langpangkong Range, which it said was the only way the people can fight wide spread corruption at the grass root level.
MUMBAI, SEP 17 (AGENCIES): The second indigenous warship of the Visakhapatnam-class stealth guidedmissile destroyers— Mormugao — of the Indian Navy was launched at the Mazagon Dock Ship Builders Limited (MDL) on Saturday. The Indigenous Warship design and construction programme of India was achieved with the launch of the second ship of Project 15B. The warship, Mormugao, will be the fifth frontline warship, including the indigenous aircraft carrier, being launched in last six years, in addition to the delivery of three frigates, three destroyers and two corvettes during the same period. With a launch weight of 2844 tonnes, the vessel made its first contact with water at 11.58 a.m. on September 17 with full fanfare during the ceremony graced by Chief of the Naval Staff, Admiral Sunil Lanba as the Chief Guest. A d m i r a l ’s w i f e Re ena Lanba, President, Navy Wives Welfare Association (NWWA), launched the ship. Admiral Lanba said that “this event is India’s quest for selfreliance and indigenisation. The Indian Navy stands fully committed to the call of ‘Make in India’ and we are extremely proud of the fact that all of our warships and submarines on order today are being constructed within the country.”
Dimapur, Sep 17 (NPN): Many people across the state ranging from government employees/officers to entrepreneurs etc have raised questions over the non-transparent manner in which state awardees are chosen for Republic day or Independence day functions. Recently some teachers questioned how Independence Day awardees were chosen/ selected. Some government officers have expressed surprise as to how the criteria were met especially when performance of some of the awardees was dubious. Some officers work in critical fields even without holidays but are never considered for awards. Observers said this was because such employees did not have powerful lobbies to push through their names. With regard to arts, literature or music, the awardees are evaluated by a committee of experts in the field. Even formation of such committees should be made public for the sake of transparency, stated some entrepreneurs. Unless there is greater transparency and fairness in the entire process, the public will continue to feel that everything in the state is being done by an “exclusive club” of VVIPs in Kohima (at the corridors of power) who call the shots and ensure that the symbiotic relationship among them is perpetrated.
DIMAPUR, SEP 17 (NPN): ACAUT Nagaland has expressed serious concern over what it claimed that “Nagaland still has approximately 4,00,000 bogus and multiple names to be deleted from the electoral roll.” ACAUT media cell in a press note stated that unless the electoral roll is cleaned up or deletion exercise is taken up on voluntary basis by all the 2500 odd villages, both the Clean Electoral Campaign of the State Election Commission and the Clean Election movement started by the NBCC would be a futile exercise. ACAUT has lauded the extraordinary initiative taken up by the Langpangkong Range, Mokokchung district and Diezephe village, under Dimapur district to clean up the electoral roll under their respective jurisdiction. According to ACAUT, Diezephe village has claimed to have “cleaned up its electorate by deleting all the bogus and proxy names in the village e-roll”. The village council deleted 274 bogus entries out of the total 672 names in the e-roll leaving behind only 398 names of genuine voters, ACAUT said.
ANSTA unit asks DoSE, AYO’s environmental awareness Landslide: Road blockade SCERT to review OM campaign in Kohima on October 5 along NH-2 continues
DIMAPUR, SEP 17 (NPN): All Nagaland Teachers’ Association (ANSTA) Tuensang unit has expressed apprehension towards the office memorandum (OM) for training of the untrained teachers and appealed to the state government to review the OM. In a press release, ANSTA Tuensang unit president, M. Nungsang Chang, general secretary, Imlikaba Sangtam, joint secretary Thongmong, finance secretary Jungshi Sangtam and executive members, C. Yenten Chang and W. Kangba Yimchunger, said that as per the OM the total number of existing untrained teachers, who needed to be trained, was about 11987. ANSTA unit also stated that criteria set to pursue B.Ed and PSTE DIET was 45% in any institution, whereas many in-service teachers possessed “below the bench mark for the course.” Since those teachers were appointed to their posts without referring to marks they
obtained at B.A and 10+2, it said the department needed to ponder over the matter before the course of action against the untrained teacher was executed. It added that implementing the policy without proper analysis would be nothing less than discriminating teachers. Further, the unit stated that for full time B.Ed/PSTE/ DIET/D.EL.ED course, substitute teacher would be arranged and the salary was to be borne by the concerned teachers. “That is something like arranging a proxy teacher, which is being discouraged by all NGOs and the department itself,” it said. In the light of above, the unit requested the department to consider “some cut off year” for undergoing a mass training for untrained teachers since RTE Act came into effect from 2009. Meanwhile, the unit also urged the ANSTA central to take up the matter with the department for the review of the department’s OM.
DIMAPUR, SEP 17 (NPN): Angami Youth Organisation (AYO) has called for “a moment of solidarity to enable our environment” in Kohima on October 5, 2106, beginning from 6 a.m. to 6 p.m. A joint statement issued by Angami Youth Organisation president Medo Yhokha and vice president Kekhrievolie Keyho said the call was “in the conviction of our duty of solidarity for humanity, for the coming generations, and to campaign for an environment that will enhance and be suitable to sustain and support lives”. In view of this exercise, AYO has decided to impose the following regulations on October 5. (See Table) AYO said the scheduled date was not a bandh and therefore no restriction on human movement and activities would be imposed under any manner. The organisation pointed out that environmental/

age and the threat of human existence have become too eminent if “we don’t react prudently now -- accept our responsibility in the current situation, act to repair what can be repaired, and conserve what can be conserved to prepare a future for ourselves and for posterity.” Towards this end, the youth organization said the initiative has been called to impress upon the present generation “for an attitudinal and behavioural change towards our nature and environment for a world that enable decent and convenient living.” Further, it said that the initiative was a call to all to take a walk to work, work with human driven energy, feel a day with nature- a day without dependence on fossil fuel energy related to life, to take a walk for healthy and better life, a day to enable “our environment to recoup its vitality for human sustenance.”
Work in progress at the landslide area on Saturday.
DIMAPUR, SEP 17 (NPN): The debris of the landslide at 185.6 km on NH-2 near Unger village under Mokokchung district continues to block the road affecting movement of all vehicles. The landside that occurred on Friday afternoon at around 2:55 p.m. completely blocked the road leaving many vehicles stranded. A similar landslide occurred at the same location earlier this month. Even as the NH Mokokc-
hung division has been working to clear the debris, it was reported that till September 18, movement of vehicles would not be possible. Earlier, NH Mokokchung Division executive engineer Er. Chubatoshi, told Nagaland Post that machineries were put to service for clearing the landslide. Emergency travellers have been requested take the road via Kelingmen and Asangma villages.
Prostate cancer rising by 2.5% a year in India Expired medicine: Settling case MUMBAI, SEP 17 (IANS): Prostate cancer (PCa) is the second most common cause of cancer and the sixth leading cause of cancer death among men worldwide. Prostate cancer among the residents of Delhi, Thiruvananthapuram, Kolkata and Pune is increasing at the rate of 2.5 per cent per year, health experts said on Saturday. The cancer projection data shows that the number of cases will become double by 2020. In India, it is the second most common cancer in Indian males as per the Indian Council of Medical Research (ICMR) and various state cancer registries. The incidence rate in India is 9-10/100000 population which is higher than other parts of Asia and Africa but lower than USA and Europe. According to the doctors, late detection and unawareness of the disease is the sole reason that prostate cancer has affected a total of 1.7 million people around the globe, with 2,88,000 cases in India alone. Also, citing the rise of benign prostatic hyperplasia (BPH), another serious prostrate problem, the doctors have urged persons above 40 to undergo monthly checkups. “In Mumbai the incidence of prostate cancer is rising as seen in last three decades with the result that it
has become one of the most common cause of cancer deaths in males. Every year around 300 new cases of prostate cancer are reported and of them 25-30 per cent cases belong to early stage,” Jagdeesh N. Kulkarni, Professor of Uro-Oncology at the Asian Cancer Institute, told IANS. Emphasising the fact that the early stage of prostate cancer has high potential for cure either by radical prostatectomy or non-surgical treatment like radiation therapy, Kulkarni said: “Robot-assisted laparoscopic prostatectomy (RALP) is the latest advancement to remove cancerous prostate in the field of urology and it brings several advantages as compared to the traditional open surgery.” “Moreover, minimally invasive technique is less traumatic and enhances outcomes and patient recovery. Importantly, minimal invasive technique helps patients with early post-operative recovery and early resumption of duties,” said Kulkarni. The prostate is a small but an important gland (organ) in the male reproductive system. It surrounds the urethra, the tube that carries urine from the bladder to the outside. As the prostate gland enlarges it tightens around the urethra, almost squeezing it like pinching a straw. This in turn may cause urinary symptoms.
This condition is known as benign prostatic hyperplasia or BPH. Health experts have also emphasised on the rising cases of BPH and said that while prostrate cancer can be treated with surgery and radiation therapy, depending on the stage of the disease, BPH can be treated with medicines. However, in case of complications surgery may be needed. V.Srinivas, a city based expert on prostate cancer, said men above the age of 50 should be encouraged and counselled to undergo digital rectal examination (DRE) and prostate specific antigen study (PSA) to detect prostate cancer in its early stage. “It is also very important for the patient to develop an extensive communication with the doctors and the patient’s PSA screening,” said Ramesh Mahajan, Consultant Urologist at Fortis Hospital. “The incidence of BPH rises with aging. By 60 years of age, more than 50% of men develop BPH and by age of 85 years, nearly 90% of men will have BPH,” said Mahajan. According to Mahajan, a simple blood test and medical check up will diagnose benign prostatic hyperplasia and to detect PSA (Prostate Specific Antigen) level, which is an enzyme secreted by the prostate, may help to distinguish between BPH and prostate cancer.
Distt adm, DMC appeal outside court ‘shocks’ NVCO for proper sanitation
DIMAPUR, SEP 17 (NPN): A day after the case pertaining to selling of expire medicine at a pharmacy within Naga Hospital Authority Kohima (NHAK) was settled in the presence of district administration, hospital authority and Angami Youth organization, the Nagaland Voluntary Consumers’ Organisation (NVCO) on Saturday said it was “shocked” over the settlement of case outside the court. In a statement, press and media cell, NVCO, said it could not understand as to how the expired medicine case already registered in a criminal court could be settled in the presence of district administration, hospital authority and Angami Youth Organisation, which is totally outside the court. NVCO questioned whether it was a case to be settled by the district administration or the court? The organisation stated that following the report of the incident in the local media it had extended support and ap-
preciation to the victim family for boldly initiating a criminal case by filing an FIR upon realizing that the medicine was expired. The organisation however expressed its displeasure over NHAK remark, while tendering apology to the victim family and the public, that the commission of the wrong act was unintentional. It questioned what would be the situation of other pharmacies when a pharmacy situated inside the hospital building and run by the NHAK “became insecure to the consumer patient”. Further, NVCO said that district administration instead of checking pharmacies within its jurisdiction had gone ahead in settling the issue, which was already admitted and proved to be wrong. NVCO stated that selling expiry goods was a serious violation of consumer rights under the Consumer Protection Act 1986 and selling expired medicine was more serious.

Narayanasamy blames BJP for Stop efforts to disintegrate Mnp: UCM defection of MLAs in Arunachal
IMPHAL, Sep 17: “External stakeholders” must stop inciting activities which hurts the integrity of Manipur, United Committee Manipur (UCM) Saturday cautioned while pressing the Centre (India government) to disclose details of the frame work agreement signed with the NSCN(IM). The apex body also urged internal stakeholders to stop rising demands against the interest of the territorial integrity of the state and strive jointly for the protection of the integrity of Manipur. The UCM led a host of civil society organisations of the state to offer tribute to the
martyrs of the infamous Great June Uprising in Imphal’s Kekrupat Memorial Complex on the occasion of Langban Heitha Leithaba (tarpon). Manipuris use to offer to tarpon (offering of fresh flowers and fruits) to the water as mark of paying tribute to their ancestors in the month of langbal (the 6th month of Manipuri calendar) believing that they descend to their homes on the night of the full moon of Langbal month (usually falls in September or October) and return to their dwellings on the day of the new moon. Indigenous Language to be promoted at par with Hindi: Rijiju
Guwahati, Sep 17 (PTI): Assam Chief Minister Sarbananda Sonowal today urged Union Petroleum Minister Dharmendra Pradhan for uninterrupted gas supply to small tea growers. Sonowal, in a telephonic discussion with the Union Minister, sought to ensure uninterrupted gas supply to tea gardens and soon start the construction work of a super speciality hospital in Sivasagar, proposed by the ONGC. Pradhan assured all cooperation in supplying gas to small tea growers and assured that construction work of the hospital in Sivasagar would soon be started, said Sonowal. “People of Assam have posed their faith on the present government in the state and it is the duty of the government to listen to their grievances and take remedies,” he said. Moreover, to understand the feelings of the people, the government was engaged in interactive programmes with the people, he said. People should maintain a strict vigil on the activities of the government which “is vital for good governance.” Assam can become one of the front running states in the country if there was synergy between the government, public representatives and the people, and all have to work with utmost diligence and sincerity, Sonowal added.

Puducherry, Sep 17 (PTI): Puducherry Chief Minister V Narayanasamy today alleged that the BJP was behind the “wholesale defection” of 43 MLAs in Arunachal Pradesh, resulting in Congress losing its government in that state. “The BJP had caused such crisis earlier in Arunachal Pradesh and has now fomented the turbulence again in the state. This is the BJP’s usual functioning to cause disturbances for Congress-headed governments in states,” he told reporters here. Congress had yesterday lost its government in Arunachal Pradesh to a BJP-led front when 43 of its MLAs led by Chief Minister Pema Khandu defected and merged with People’s Party of Arunachal, just two months after regaining power.

Modi celebrates B’day with tribals
LIMKHEDA (GUJ), SEP 17 (PTI): Prime Minister Narendra Modi celebrated his 66th birthday amidst tribals here today, stating that his government was committed to empower the “last man in the queue”, besides inaugurating drinking water and irrigation projects in the parched region of his poll-bound home state of Gujarat. On his third visit within two months to Gujarat, where Assembly polls are due next year, Modi recalled the contribution of tribals in the country’s freedom struggle, and promised them adequate water for drinking and irrigation. Modi inaugurated Rs 4,817 crore worth of irrigation and drinking water projects of the Gujarat government, seeking to cater to this parched region of Dahod district. “Due to scarcity of water, my tribal brothers had to migrate and toil hard as construction labourers in extreme heat in the past. At that time, the Gujarat government (under his leadership before 2014), gave priority to water and allocated highest budget for water related projects,” the Prime Minister said. Before becoming the PM in 2014, Modi had served as the Gujarat Chief Minister for 13 years. “Today, we are inaugurating several projects for providing drinking and irrigation

We took up this task of empowering the last man on the line, so that he can also uplift the lives of others,” Modi said. He thanked the tribals for “raising” him and promised to do everything possible to uplift their lives through various schemes. “MPs of NDA selected a person, who is the son of this soil (Gujarat), as the Prime Minister. It was you who raised me. My government is committed to the welfare of the downtrodden citizens,”

Modi said. The PM also recalled his earlier days when he used to roam in this district on his scooter. The BJP leader also slammed past governments at the Centre on the issue of development “At that time, there was nothing here. In the past, schemes used to remain on paper only, as nothing happened on ground. That is why my government took up the task of setting up a railway yard at Dahod. I firmly believe that it will bring lots of employment opportunities here and give a
boost to the local economy,” said Modi. He also praised farmers of the district for showing “progressive” mindset. “Farmers of Dahod have turned to flower cultivation. They are adopting innovative techniques. Farmers having just one of two ‘bigha’ land are also keen to learn new things by visiting other places. My government is also working to double the income of all the farmers by 2022,” said Modi, who later left for Navsari to address another rally.
Ink thrown at Nadda in Bhopal’s AIIMS BHOPAL, SEP 17 (PTI): An unidentified person threw ink at Union Health Minister J P Nadda at All India Institute of Medical Sciences (AIIMS), Bhopal, amid protest by students over “poor facilities” at the institute. Ink was thrown at the Minister at the entrance of the AIIMS when he was in his car leaving the institute, surrounded by protesting students amid and rains and chaos. Few drops of ink fell on the Minister’s kurta. An official of AIIMS Bhopal, on the condition of anonymity, said it is so far not known who threw the ink. He said the police have started investigating the matter. Students had gathered to lodge protest over “poor facilities” at AIIMS when Nadda was at the premier medical college to dedicate a number of facilities. A third year MBBS student Rishi Prem claimed two of the protesting students, Ijya Pandey and Anjali Krishna, sustained injuries as the Minister’s vehicle made a forced exit. “No student of AIIMS college threw ink at Nadda. We protested silently against lack of infrastructure at AIIMS where no surgery has taken place yet,” Prem, a student who hails from Kerala, claimed.
Schools asked to make Divyang- Chikungunya toll Addressing chronic cases friendly facilities: Javadekar rises to 15 in Delhi is the real challenge: CJI
MUMBAI, SEP 17 (PTI): The Centre will make a slew of provisions for Divyang students in the upcoming education policy and has already asked schools to provide adequate facilities to them, HRD Minister Prakash Javadekar said today. “We will make a lot of provisions for Divyang students across the country in our upcoming new education policy. We have asked the management of schools to provide ramps in buildings, make available separate toilets for them or modify/ upgrade the existing toilets and facilitate their easy movement on the premises,” he said. Javadekar was talking to reporters on the sidelines of an event where he met and interacted with over 100 visually impaired girls at a city school. He said interaction with Divyang students was part of BJP’s decision to celebrate September 17, the birthday of Prime Minister Narendra Modi, as Sewa Diwas. “Our MPs, MLAs and other leaders decided to celebrate our Prime Minister’s birthday as Sewa Diwas. Therefore, we decided to reach out to Dalits and those oppressed
Prakash Javadekar and underprivileged,” he said. Javadekar was impressed with the training facilities available for students at the 116-yearold Kamla Mehta School for the Blind in Dadar. Lauding the efforts and aspirations of the girls and their teachers, the minister said, “What we all need is just commitment and zeal to move ahead in our life. These girls are a source of energy and inspiration.” Maharashtra Minister for Social Justice Rajkumar Badole, BJP MP from Beed Preetam Munde and officers from the office of Chief Commissioner for Persons with Disabilities were present on the occasion.
Embraer deal: CBI registers preliminary enquiry NEW DELHI, SEP 17 (IANS): The CBI on Saturday registered a preliminary enquiry (PE) against unidentified Defence Ministry officials and others to probe allegations of kickbacks in the purchase of three Embraer aircraft in a $208 million deal inked during the UPA rule in 2008, an official said. Sources in the Central Bureau of Investigation (CBI) said the PE was registered on a reference from the Defence Ministry on allegations related to Embraer employing an agent to facilitate various contracts. The CBI took the step after its two-day thorough examination of the Defence Ministry request made on Wednesday through a letter regarding alleged corruption in the multi-million-dollar deal with the Brazilian aircraft manufacturer, following reports
of investigations in Brazil and the US. PE is the initial step taken by the CBI to examine any case before lodging a First Information Report (FIR) against suspected persons. During a PE, the agency cannot record statements or carry out searches. In 2008, the Defence Research and Development Organisation (DRDO) signed a $208 million deal with Embraer for three ERJ-145 aircraft to build indigenous Airborne Early Warning and Control Systems for the Indian Air Force. The DRDO has already sought an explanation within 15 days from Embraer on the issue. Apart from the CBI probe, the Defence Ministry will also seek information through diplomatic channels from Brazil and the US.

NEW DELHI, SEP 17 (PTI): The number of fatalities due to chikungunya complications has risen to 15 in the national capital as two more deaths were reported today from a hospital in the city which is battling the outbreak of the vectorborne disease. “Two elderly persons, both aged above 70 and belonging to Delhi, died on September 15 of chikungunya complications at Sir Ganga Ram Hospital (SGRH). One of them suffered from hypertension while the other had kidney problems,” a hospital source said. The number of deaths from chikungunya complications at SGRH has climbed to seven, the highest at any hospital in the city. Out of the 15 deaths, Apollo Hospital has reported five, while AIIMS, Hindu Rao Hospital and PSRI recorded one death each. Gulab Chand Gupta (70) from Lajpat Nagar in south Delhi, died on September 12, a family member yesterday said. “He was admitted at Pushpawati Singhania Research Institute (PSRI) in south Delhi on September 7 and succumbed to chikungunya complications on September 12.
AHMEDABAD, SEP 17 (PTI): The real challenge before the judiciary is to address chronic cases which remain festering in courts, Chief Justice of India T S Thakur said today even as he stressed that disposing of smaller cases was like cleaning the house of the garbage littered around. Addressing a gathering after inaugurating the Gujarat State Judicial Academy, Justice Thakur recalled that when he was the Chief Justice of Punjab and Haryana, he held Lok Adalats throughout the two states and disposed of 14 lakh cases. “But then we thought that disposing of smaller cases is like holding a broom and cleaning the house of garbage lying around. The real challenge lies in addressing chronic cases which remain festering in the courts,” he said. The CJI said, in order to address the issue, he then asked judges in the two states to provide particulars of 200 oldest civil and criminal cases. “Once the details came
in, we told them...the target now is to dispose of these oldest of cases, because to dispose ordinary, inconsequential cases is not enough. We should dispose old, chronic cases,” he said, adding that to dispose them, judges were given additional weightage, by bringing them under the unit system. “The result was that within a period of six months or so, by the time I left for Supreme Court, judicial officers had disposed of 5,500 of the oldest civil and criminal cases,” he said. During his speech, Justice Thakur expressed optimism that with the judicial fraternity being conscious of the “ever-increasing number of cases,” the challenges will be overcome. “There is an ever-increasing number of cases in the courts. But then the fact that you are conscious of it, and you are sensitive to it, and you are gearing for it, is what is encouraging. So we will overcome all the challenges and difficulties that may otherwise exist,” he said.

Kartikeya told reporters. As per the information available so far, Praveen belongs to a backward caste, the DCP said. Praveen’s roommate, M Raj, who is also his classmate, returned from his painting studio and found the room latched from inside. When Praveen did not open the door despite several knocks, his roommate alerted other students in the hostel. They managed to push the door open and found him (Praveen) hanging from the ceiling, he said. “Praveen was immediately shifted to the University Health Centre. After prelimi-
nary examination by the medical officer, he was rushed to a private hospital. After examining him, doctors declared him dead,” the senior police officer said. On receiving information, police reached the hospital and one team went to the hostel room and recovered a laptop, a tablet, two cell phones and two notebooks after a search. “In one of the notebooks, a note has been found, which is believed to have been written by the deceased, but the handwriting has to be compared for which it will be sent to forensic science laboratory,” the DCP said.

rectly went to the auditorium where the supporters of his son Akhilesh were shouting slogans, demanding that he be reinstated as the party’s state unit president. Mulayam defended his decision of replacing Akhilesh with Shivpal as the Uttar Pradesh SP chief, saying the latter worked “shoulder-toshoulder” with him to bring the party to its current position. The SP supremo also lashed out at the chiefs of the party’s front organisations --Lohia Vahani, Mulayam Singh Yadav Youth Brigade, Chhatra Sabha and Yuvjan Sabha – and asked them not
to indulge in such protests and instead, work “on the ground” to strengthen the party. “We have been asked to work at the booth-level to strengthen the party. Netaji (Mulayam) told us that while the BJP was actively working in the state, we were involved in staging protests and asked us to shun such activities,” a youth leader told PTI. Earlier, before meeting the SP chief, Mulayam Singh Yadav Youth Brigade president Mohd Aibad said, “We have conveyed our feelings to Netaji that we (all the youth front organisations) will not be able to work with anyone except Akhilesh. We want him back as the party’s state president. The youth is feeling dejected after his removal. They are depressed and even ready to immolate themselves for him (Akhilesh).” MLCs Rajpal Kashyap, Anand Bhadauria and Sunil Singh Sajan, all of whom had, in the past, held posts in the SP’s front organisations, were also seen raising slogans in Akhilesh’s favour. “Netaji, on many occasions, has said that the youth should lead. We want him to bring back Akhileshji, who is the undisputed leader of the youth and the poor and who has done a lot for the development of the state,” Kashyap said.

AP’s aya rams and gaya rams
W
hatever has been happening in Arunachal Pradesh during the past few months since April 2015 to September 16,2016 is certainly the worst example of rank opportunism that has made Arunachal Pradesh infamous for. The ‘aya rams and gaya rams’ of Arunachal Pradesh have ensured that the state remains subjected to the habitual defections of its legislators who change sides at even the least of opportunities especially if it leads to alignment with the political composition of the part in power at the Centre. In the 2014 assembly polls, the Congress won 42 seats, BJP 11, People’s Party of Arunachal 5 and independents 2. With merger of four PPA legislators the tally of the Congress rose to 47. In the present house of 60, the Congress had 44 MLAs with one seat falling vacant after former Chief Minister Kalikho Pul committed suicide on August 9, while the BJP has 11 members including two Independents. The status of two Congress MLAs is yet to be decided. After the 2014 assembly elections, Nabam Tuki became the chief minister after the Congress swept the polls winning 42 seats. The changed political scenario at the Centre had surely not been ignored by the Arunachal Pradesh legislators and true to form, dissidence within the Congress began when its finance minister Kalikho Pul demanded leadership change. The blatantly undemocratic manner in which the Governor installed the rebel Congress members was shocking. Pul was sworn in as chief minister of the PPA in alliance with the BJP on February 25,2016 and gradually managed to buy support of more Congress MLAs. The Supreme Court however unseated Pul and also passed strictures against the Governor for his controversial decision to prepone the assembly session and then install a rebel government through backdoor. Pul had the support of 27 out of 44 Congress legislators and legislators, 11 from BJP and two from the independents. The Supreme Court restored the Congress government with Nabam Tukie a chief minister as it existed in April 2015. The floor test was not needed when Nabam Tuki stepped down and Pema Khandu, one of the rebel ministers, was unanimously elected as the CLP leader and subsequently the chief minister of an all-Congress party government with 44 members. Pul was later found hanging inside the official residence of the chief minister. The suicide of the unassuming Pul was another sordid incident in the political charade that Arunachal Pradesh was gripped with. The defections of chief ministers with their entire government is not a new phenomenon in Arunachal Pradesh. It happened with the Gegong Apang government in 1999 which was overthrown by Mukut Mithi. For the Congress, the political developments should serve as an eye opener about the quality of its organisational leadership. The Congress lost power in February 2016 to a rebel group in league with BJP but the party regained power after rebels returned and Pema Khandu formed the government in July 2016. There were enough indications in Itanagar, that the Congress government under Khandu wasn’t going smoothly but the AICC high command dismissed it mainly since it was clueless about what was happening. On September 16, Khandu and 43 Congress MLAs except Nabam Tuki, defected back to the PPA. There is no doubt that the BJP played a big role. The problem lies with the Congress, at the state and high command level, where none was able to realise that still waters run deep.
DailyDevotion Is There Good in Temptation?
No temptation has overtaken you except such as is common to man… —1 Corinthians 10:13 The word temptation has come to mean something bad to us today, but we tend to use the word in the wrong way. Temptation itself is not sin; it is something we are bound to face simply by virtue of being human. Not to be tempted would mean that we were already so shameful that we would be beneath contempt. Yet many of us suffer from temptations we should never have to suffer, simply because we have refused to allow God to lift us to a higher level where we would face temptations of another kind. A person’s inner nature, what he possesses in the inner, spiritual part of his being, determines what he is tempted by on the outside. The temptation fits the true nature of the person being tempted and reveals the possibilities of his nature. Every person actually determines or sets the level of his own temptation, because temptation will come to him in accordance with the level of his controlling, inner nature. Temptation comes to me, suggesting a possible shortcut to the realization of my highest goal— it does not direct me toward what I understand to be evil, but toward what I understand to be good. Temptation is something that confuses me for a while, and I don’t know whether something is right or wrong. When I yield to it, I have made lust a god, and the temptation itself becomes the proof that it was only my own fear that prevented me from falling into the sin earlier. Temptation is not something we can escape; in fact, it is essential to the well-rounded life of a person. Beware of thinking that you are tempted as no one else— what you go through is the common inheritance of the human race, not something that no one has ever before endured. God does not save us from temptations— He sustains us in the midst of them (see Hebrews 2:18 and Hebrews 4:15-16).

33% Women Reservation
agaland state cabinet decision to hold elections for urban local bodies by implementing 33% women reservation has reignite the issue and once again people are raising their voice for and against it. The protagonists celebrate the decision of the cabinet to hold election in the municipal councils and lauded the government of the day. For them, the 33% women reservation must be implemented at the earliest to empower women in the urban local bodies. From their perspective, in the past women were not allowed to take part in decision making bodies in our society like most patriarchal societies around the world. Women’s roles and rights were defined and confined to a second citizen status. They argue that these are historical facts that even the stanch opponents cannot wish it away. Given the historical injustice meted out to them, some considerations or reservations must be granted for women to bring justice to them. From this standpoint, 33% women reservation in the urban local bodies is quite justifiable and must be welcome by one and all. There is another view that asserts that since the transition from a traditional patriarchal society to a modern Christian society there had been enormous social change in our society and as a result, today women have excelled better than men in many fields. Hence, this school of thought questions the move for reservation on the ground that today there is gender equality in our society. They asked, why women reservation when both genders have equal rights and opportunities? For them giving 33% reservation to women seems injustice and discrimination to the other sex. The counter argument to this perspective is as follows: yes, today women are doing better than men in many fields, but, what about politics? Who is doing better in field? This set of group
argues that here the question of comparison does not even arise. You cannot even compare because there is hardly any woman in this field. Politics is still the private property of men. According to this view, women have been kept out to partake in politics because men want to keep women out of the decision making bodies. To substantiate their argument they simple give the present Nagaland Legislative Assembly where there is not even one women MLA as an example. So the point is that in spite of the social changes there is still the need to empower women in the public decision making bodies to talk of gender equality in our society. Again, there is also another point of view that instead of reservation for women, a better way is to nominate women in the town/ municipal councils. This idea of nomination and not reservation for women in the local urban bodies was aired by the chief minister earlier. So why did the chief minister and his cabinet changed their stand and go for 33%women reservation, now? For the protagonists, this is a subtle way of suppressing women in politics. They argue that nomination and not reservation means hand-picking women candidates by men and keeping them as decoration piece in the municipal and town councils. In this write up, I am less concern with the arguments of the protagonists versus the antagonists or the feminist versus the misogynist. What I am interested is the way in which the 33% women reservation was approved by the state cabinet. It is rather surprising that an issue that was kept in the cold storage because of stiff opposition from a section of people some years back, suddenly got the cabinet’s nod: without discussion in the Legislative Assembly, without deliberation with the stakeholders or without any court directive. Somewhat mysteriously the cabinet quietly
decided to hold elections in the municipals and town councils as early as possible, probably this year. Was it a strategically planned move to avoid public reaction that might stall it again? Why the state cabinet thought that it is the right time to hold elections in the municipals and town councils? Was it for the cause of women or was it done silently and hurriedly to get a deal done? The cabinet decision to implement the 33% women reservation in the municipal councils and to conduct the election this year, I would say, was strategically a smart move. Politically speaking, by approving the33% women reservation the present regime had won the hearts of the hardcore feminists and the NMA leaders who were not pleased with the earlier regime on this issue. The present regime also badly need the very vocal and sometime aggressive women leaders to stand by them and not opposes them on crucial issues. Electorally speaking, no political party or leader can afford to disappoint an electorate that constitutes almost 50% of the vote bank. Moreover small but influential section of population viz., the educated urban women, who support the cause, can influence voters during elections. Strategically the powerful women organizations are always a political force to reckon with for any political party and to have them on your side is always invaluable. Financially, the state government is undergoing tough times. It has almost paralyzed the state government. Our state financial condition is like a monkey carrying loads twice its weight. Our government hardly manages to pay for the salaries of the overloaded government employees and all developmental activities in our state have come to a grinding halt. So it’s not surprising for the state cabinet to look for more funds from centre to salvage the situation. Here, it appears that the 33% women reservation became handy for the
A concern on the proposed NH-29 four lane road construction
I
am neither an environmentalist nor the land owner or seen the DPR of the proposed NH-29 four lane construction between Dimapur and Kohima; but as a concern citizen of the state, I want to share few of my personal views regarding the road constructions in Nagaland which are affecting the rivers, which God has created to add beauty to the nature. The construction of two lanes road from Mokokchung to Longleng had destroyed the beauty of the river Dikhu where tones of construction debris were dumped into it, which had affected the physical river bed and the aquatic life of the river. In the proposed four lane road construction between Dimapur and Kohima, my apprehension is that the same damage could be done on the Chathe river, etc. For the authorities just issue such Clearance/NOC for the sake of collecting fees and charges by just sitting inside their offices whether road construction, building construction, drainage construction, foot path construction;
or for that matter any other developmental activities without assessing the actual damage to be created on the ground. And in this project too, tones of construction debris are likely to be dumped in to the river Chathe, which presently is adding to the nature’s beauty to the travelers and tourists. If this aspect is not look into now, the same damage would be done on the Chathe River too; as had been done to the river Dikhu. Therefore, the concern department/agency shall be highly appreciated, if the beautiful Chathe River along the NH-29, be protected and preserved to add beauty for the travelers, which act as a welcome gate to the hill state of Nagaland especially to the tourists. This can be effectively done by depositing the soil and debris to some other sites without dumping it into the Chathe River. Yes, to gain something, we have to sacrifice something; but there is always ways and means to minimize the sacrifices. K.A.Jacob, Nagabazar, Kohima
government. The chief minister and the parliamentary secretary of Municipal Affairs statements published in the local newspapers confirmed our argument. Both of them said that due to the nonimplementation of 33% women reservation in our state many central funds are withheld and that the state cabinet had decided to implement the reservation to get more funds from the centre. Thus it was a deal that gave the present regime both votes and money. A deal that is nothing to lose and everything to gain. It was a witty move by the present regime. Lastly, the state cabinet has cleverly made a deal in its favour, but is it in our (people) favour? This is the crux of the matter. The government of the day must assure the people that there will be no adverse effect to the rural and urban people of Nagaland by adopting and implementing the 33% women reservation bill. The government must protect the rights and privileges of its citizen enshrined in Article371 A of the constitution of India. The government must carefully going to the details of the bill so that nothing contradict or impede the rights and privileges of the people of Nagaland. If the provisions in Article 371 A are compromised and our rights and privileges forfeited, the NPF under the leadership of T. R. Zeliang will solely be responsible and history will not forgive the doer. These are genuine concerns raise, not only by me, but by many people I have discussed with. What I have realized was that men folks are not against women empowerment or for that matter the 33% women reservation, rather they are apprehensive of the provisions in the bill and are cautious not to blindly condone something because they fear that we (both men and women) might fall prey of it tomorrow. isclosure of HIV status among family members remains one of the major hindrances in the fight against the spread of HIV. Disclosing HIV status to one’s family members/partners allows the partner to preventive behaviors, and the one who discloses can then better access the necessary support for coping with their HIV status and illness. A disclosure motivates partners to seek testing or reduce risk behavior and ultimately decrease the transmission of HIV to children and loved ones. HIV disclosure has many benefits for parents and children, such as stress relief, improved psychological health, trust, family bonding, HIV diagnosis and linkage to care, promotes HIV testing, diagnosis, and disclosure of other family members’ HIV statuses. Mrs. A (Name changed) says when I knew that I have been tested HIV-positive way back in 2004, I felt like my heart was beating, beating very fast because I thought that I was going to die. …. I just felt sad, angry, confused, and hopeless. And yes; I was not courageous enough to tell my husband before our marriage. But I thought he was the best person because I am close to him. I thought it was good for him to know about my HIV status before our marriage and as hoped; I was relieved to have told him and now I get lots of support, inspiration and encouragement from him. Having disclosed her status to her husband and shared each other about life and the challenges ahead, she got married in 2006 and has now two kids. Even after 10 years of married life, they are still a discordant couple and are proud parents of two kids (both kids have also been tested negative). A proud mother of two seems to be overjoyed and comfortable today after being found herself that there is a life beyond and started to learn how to live with the support of her husband and family since the marriage. Feeling so blessed and grateful to be healthy and supportive from family and dear ones, today she encourages and challenges everyone living with HIV that there is life beyond as she continues to be a role model with reinforcing messages on positive living & positive prevention and disclosures. She and her family feels so encouraged by the CSC staffs, KNP+ members and proud to be associated with the Network for Kohima District People Living with HIV/AIDS (KNP+), a District Level Network that currently runs Care and Support Centre (Vihaan Programme) supported by a grant from the GFATM and is implemented by Alliance India and Network of Naga people Living with HIV/AIDS (NNP+) as principle recipient and Sub recipient respectively. NPSC: How fair, efficient & transparent is my exam?
F
ortunately for NPSC aspirants, NPSC CSE 2015 went without any controversy. While NPSC should be lauded for ushering in stability and transparency in the examination process to a great extent, there is no denying that a lot still needs to be done. For instance, the quality of questions asked in the examination is still comparatively poor. NPSC still rely too much on factual questions. At this level, NPSC should be testing a candidate’s analytical and decision making ability, and not their ability to learn by rote and reproduce answers in the exam .This is not without saying that few interesting positive changes were observed in the 2015 exam, taking many aspirants by surprise. NPSC needs to continue this element of surprise. However the level of secrecy still maintained by the commission in disclosing the marks, especially of the successful candidates, is still a big grey area thus providing an aura of doubt in the minds of many as-
pirants. No doubt, individual marks are disclosed on request, but NPSC should adopt a system where, in line with UPSC CSE, an aspirant can automatically assess their Main and interview marks online after the declaration of the final result. Going beyond this, UPSC discloses all the marks of successful candidatesMain Exam and personality test (interview) marks separately. This is necessary to usher in complete transparency in the Exam. Another matter of concern is that of conducting personality test (interview). It has come to light that some candidates are scoring as much as 74 out of 75 in the personality test. This is a huge surprise and another grey area that needs the consideration of NPSC. Interview test cannot be conducted like it is done with assessing subjects like mathematics or science. Everything about it is subjective and at the discretion of the Commission members, therefore an element of doubt is created in the minds of the aspirants. NPSC needs
GDRN/NNC (Non- CHA-KHE-SANG: A unique Naga tribe ormerly known as the eastern Liyai, Katafiimai, Laii), Tangkhul (JesAccord) clarification Angami, the present Chakhesang sami area), Sumi (Satakha-Poghoboto
he GDRN/NNC(Non-Accord) would like make this statement clear before the Nagas. leader like so called speaker, national tatar hoho Mr.Inkongsuwa are in the habit of creating unwanted situation without knowing head and tail. If he claimed himself as speaker, he could prevent the present situation by holding national tatar hoho, but it was a big shame on him when he does not know how a speaker of tatar hoho must be. But claiming only things has changed. Infact, at no point of time was appointed as speaker tatar hoho and the GDRN does not have the record as speaker. Therefore, Inkongsuwa can be clearly seen as ‘Self style and opportunist’ GDRN is a democratic govt, therefore, for your information it’s a peoples govt, where there exist limitation of periods and tenureship to hold any portfolios. Otherwise GDRN doesn’t belongs to Kiumukam and what is the use of putting statue in a chair, when he does not have any political scope and vision to lead the government. Therefore, person like Inkongsuwa made Kiumukam to secure 100% in impeachment subject. Regarding his statements in last para, when you treat Kiumukam as your leader in your statement, it clearly reflects his weakness. If he claimed himself as leader why do he need outside support? Therefore, GDRN would like to appeal to all Naga political groups not to interfere in this issue because it is internal issue and this issue shall not have any effects on NNPGs after all GDRN is not a new faction. The GDRN is witnessing many threat/threatened in recent past from some National leader such as ‘total wipe out from Dimapur’ if does not accept Kiumukam as President, We request them to stop such threat rather they should encouraged morally right person to led the Nagas. Regarding MoU of 2011, it was not only signed by Kiumukam but we have Hon’ble Ato kilonser and senior advisor (present president) who represent the GDRN/NNC(Non-Accord) and signed MoU between different government. Therefore, impeached president must stay away from this affair and rather lead public life. Lastly, The GDRN shall stand firm in its commitment under the leadership of Mr.Kumcho Chilimong and Mr.Hangping Zeliang. MIP GDRN/NNC (Non-Accord)

is one of the most progressive and remarkable tribes of the Naga families. The three syllables: Cha-Khe-Sang represents Chokri, Kheza and Sangtam people respectively. The recognition of Sangtam as a separate tribe did not disturb the original word – Chakhesangtill today. It is obvious that the pioneers of the formation of Chakhesang tribe had in mind the existence of diverse sub-tribes (communities) within it. No other Naga tribe matches Chakhesang tribe in its composition interweaved with many communities. It is not just Kheza and Chokri people who are Chakhesangs. Along with them are the smaller communities like Poumai (Sapuh) predominantly settling in four villages under Razeba Range and in Pfutsero town. There are some Sumi (Sema) villages which fall under Chakhesang tribe. In some Chakhesang villages, one also will find Rengmas and pochuris. Therefore, Chakhesang is a conglomeration of Kheza, Chokri, Poumai, Sumi, Pochuri and Rengma. One can also trace the origin of few Tangkhul families as in Jessami. This made Chakhesang a unique tribe among the Naga family. With diversity in its social composition, there are different dialects spoken among the Chakhesang people. Apart from English and Nagamese, naturally Chakhesang people could easily converse in other tribes’ dialects/languages. They use Angami’s Tenyidie Bible and Tenyidie Hymn Book as official language in the Church. It provides them easy means of communication with the Angamis. Many Chakhesangs are conversant with Poumai and Mao dialect too. Others are equally comfortable with the dialect of Sumis, Rengmas and Tangkhuls. With all these advantages, it is not a surprise that this tribe has rich traditional folklores, songs and other traditional practices. The other uniqueness of this tribe is its geographical location. It has its border with the land of Mao (Tobufii, Shajouba, Chowainu), Poumai (Tunggam, Tungjoy,
Area), Angami (Kedima-Chakabama area) and Pochury. Hence, it has easy access to many neighbouring tribes both in Manipur and Nagaland. With all of the above privileges, Chakhesang people are progressing in all spheres of life: social, political and religious life. Being neighbours to many tribes and diverse in its social composition, and conversant in many dialects, they are readily accepted by others. This, apart from hard labour, is the reason why we find many Chakhesang leaders in the churches and in civil society. They are also contributing many good leaders to the state politics. They are simple yet possess great sense of humour and love cracking jokes. Majority of Chakhesang people are hard working and economically self reliant. Chakhesang tribe might at the top when it comes to mixed marriages with other tribes. One can look to this tribe as the future model of Naga society. The tapestry of various social groups into a single tribe demands from Chakhesang leaders to be broad-minded, sensitive and accommodating for all the constituent communities (both in the Church and society). A leader with a narrow-mind and self-interest can easily create division and bring disunity within the tribe. A dynamic and thoughtful leader of Chakhesang will also become a good leader in greater Naga society. For the other Naga tribes, we need to learn from Chakhesang people to live together in unity in the midst of many differences. Chakhesang people on the other hand must work hard for harmony and unity of all Naga families. If it can bring unity with all its neighbouring tribes, i.e., Poumai, Mao, Angami, Sumi, Rengma, and Tangkhul, then it will be easy for the whole Naga families to come together and live in unity. It is our fervent hope that this blessed tribe will strive for the betterment of not only of its tribe but also for the whole Naga society. Z. K. Pahrü Pou, BTC, Pfutsero
to clarify its interview policies for the benefits of the aspirants. Disclosing the marks of all the successful candidates, publicly, will be one way of going about it. Not unlike public perception on the various government departments, unfortunately the public still holds a lot of skepticism towards NPSC. Transparency in all its dealings needs to be the watch word. Nagaland is still very much a welfare state depending upon it’s bureaucracy to run almost all its affairs, especially in the socio-economic sphere. We need hardworking, honest and deserving officials in the bureaucracy. The level of corruption in our state also reflects poorly on the selection mechanisms that have been in place so far. It is not asking much if the public needs to be assured that, people getting selected through NPSC are the right candidates and that the process is fair and without any element of doubt. Dilemma of stunted Nurses
Sir,
I as a public take a serious note of the severe shortfall of staff nurses as per staffing pattern in District Hospitals, PHC3 and CHC3 which appeared in the local dailies recently. With the subsequent up-gradation of these health centres, the staffing pattern strangely stunted for reasons unknown and it should serve as an eye opener for all Nagas specially the rural population. The wealthy and the well to do Nagas barring a few are least bothered as private clinics/hospitals where facilities and therapies are better and up to date comparatively can serve their purpose. But what about your lowly brethren who opt for governmental clinics/ hospitals where not even one (except one or two) is in conformity with modern technology and staffing pattern as should be. The authorities should realise that treatment for a commoner in private hospitals even for a few weeks could eke out their entire life savings. The health care department should be impartial and good health care system should not be confined only to Kohima or Dimapur alone but formulate a comprehensive program to facilitate other rural areas with requisite number of staff nurses and doctors apart from infrastructures and modern amenities. The authorities should not side step the lapses in the system and remain complacent. In conducive tones I as a public appeal to health authorities for augmentation of staffing pattern in conformity with the upgraded hospitals and other health centres and deliver justice to the rural people of Nagaland. The dilemma/grievances of the Unemployed Trained Nurses Association (UTNA) is genuine and the atrocity perpetuated to their careers is very unfortunate. The training sponsored by the government is job oriented and mentioned by well qualified tutors. These nurse cadets passed out with flying colours only to be denied jobs or wait in line for nearly two decades, some of who are sole bread earners in the family. This is clear indication of our right injustice and nothing less of an execution under the firing squad. Surprisingly only 17 post of staff nurses have been created since 1989 up to date. Now it is up to the health authorities to zip or unzip the woes of the nurses as well as the rural public and the public look forward towards a better health care system throughout Nagaland. Rozo C. Scorpene row won’t affect work with foreign support: Navy chief Mumbai, Sep 17 (PTI): The Scorpene data leak controversy won’t affect the ambitious project of building submarines in the Indian dockyards with the help of foreign shipyards, Navy chief Admiral Sunil Lanba said here today. He was speaking to reporters after the launch of new warship Mormugao from Mumbai-based Mazagaon Dock Shipbuilders Ltd. Under Project 75 I, Indian and foreign shipyards are supposed to construct subma-
rines in Indian dockyards. The project for building six submarines is estimated to be worth USD 6 billion. “Defence ministry has decided that it (Project 75 I) is to be part of a strategic partnership, where you have an overseas technology partner. A committee formed last year has identified which Indian shipyards can participate in the building and once the ministry decides on the state partnership model, project 75 I model would move forward,” he said.

Earlier, Bharti said the decision to form the committee was taken “amicably”. “A committee will be formed under officer on special duty to examine all the projects of Chhattisagarh and Odisha which are eligible to be first studied by technical advisory committee (TAC), but are being built without TAC’s go ahead “The committee under OSD will study data from the two states within a week to see if rules were flouted while constructing the projects,” Bharti told reporters. The committee, which will also have officials from the two states as their members, will study the projects within a week. Two teams will be sent to the two states to gather data. The Union Minister said another committee will
be formed, as proposed by Odisha government, to study situation in Mahanadi basin/catchment area during monsoon and non-monsoon period. “If the committee says, a board will be set up to settle disputes. The committee will be headed by Water Resources Ministry official and will have officials from both states, Water Resources Ministry officials and environmentalists as its members,” she added. Patnaik claimed that the barrages being constructed by Chhattisgarh government on Mahanadi will affect drinking water and irrigation facilities in Odisha, a concern which was downplayed by Singh. Among other things, Bharti said Chhattisgarh proposed setting up of a gauge station by Central Water Commission at a point where Mahanadi enters Odisha to know amount of water flows to latter. “Odisha has backed the proposal,” she added.

NEW DELHI, SEP 17 (PTI): The Centre today attempted to resolve Mahanadi river water dispute between Odisha and Chhattisgarh at a trilateral meeting here but Odisha Chief Minister Naveen Patnaik was not happy and said his government will decide tomorrow on steps to safeguard the state’s interests. Patnaik said he wanted Chhattisgarh to immediately stop work on its barrages but his demand was not accepted at the meeting which was also attended by his counterpart Raman Singh. “I have called a meeting of the Cabinet in Bhu-

If a Muslim is not ready to admit it, then he may be a patriot, but he will be an anti-national… Owaisi is rashtra-birodhi (anti-national),” Swamy said. Owaisi, who had courted controversy by refusing to say ‘Bharat Mata ki Jai’, said the Indian Constitution imposes no such obligation on a citizen. “There is an attempt to impose Hindu nationalism in India instead of Indian nationalism, which is more inclusive. One should not be forced to chant a particular slogan,” Owaisi said. Swamy’s remarks on why “they” were not ready to shift Babri Masjid, was also cheered by the crowd. During the sparring, Owaisi also attacked Prime Minister Narendra Modi and questioned the lack of “continuity” in the Centre’s policy towards Kashmir and Pakistan. “Force cannot solve the Kashmir dispute. We need to adopt a consistent policy. Harping on Balochistan won’t help. We have no geographical continuity with Balochistan,” Owaisi said.

But many people, including I, believe that the experiment has failed… (The Mehbooba Mufti govenment should) not just resign, this government should be dismissed,” Swamy said. He was speaking at the India Today Mind Rocks Summit here during the session ‘The Patriot Act’. AIMIM leader Asaduddin Owaisi was the other panelist. During the noisy debate, Swamy branded Owaisi an “anti-national”, triggering loud cheers from the crowd, overwhelmingly consisting of youth waving mini tricolours. PUNE, Sep 17 (Agencies): The city’s metro rail project received the much needed boost with the World Bank and the Asian Infrastructure Investment Bank recently approving a loan of Rs 6,325 crore for the project. “The loan has been approved and the Union government has issued a letter in this regard,” a statement released on Wednesday by district guardian minister Girish Bapat said. “A meeting has been fixed with the two banks to discuss the feasibility and other factors of the project. A loan agreement will be signed in three months’ time,” said Pune
municipal commissioner Kunal Kumar while speaking to reporters on Friday. Earlier in August, the Pune Municipal Corporation had obtained a clearance from the railways for the project. The revised estimate announced by the Delhi Metro Rail Corporation in June 2015, is pegged at Rs 11,522 crore, a hike of Rs 653 crore from the 2014 estimate. The project is now awaiting a final go-ahead from the Union government. The government will give the green signal after receiving a clearance from the Public Finance Board.

The actual ground work is expected to begin after the Centre’s nod. However, an approval from the Public Investment Board is awaited. The plan was sent to the board in 2014. It had raised certain queries in the detailed project report and suggested changes. The civic body and the state government have made the changes and sent it to the Union government. The government had in June 2015 given the green signal to the changes in the metro route. The alignment of the route was shifted from JM Road to alongside Mutha river.

India’s oil imports from Iran are set to surge to a sevenyear high in the year that began April 1, with the nation’s stateowned and private refiners together buying at least 400,000 bpd on average. In the first eight months of 2016, India’s oil imports from Tehran rose 84 percent to about 395,000 bpd, the data showed, in comparison with 214,000 bpd a year ago. Private refiner, Essar Oil ESRO.CL, was the top Indian client of Iran in August, followed by Indian Oil Corp (IOC.NS) and Mangalore Refinery and Petrochemicals Ltd (MRPL.NS).
MUMBAI, Sep 17 (PTI): Despite a tail-end recovery, markets snapped their twoweek winning spree as the S&P BSE Sensex dropped by 198 points to 28,599.03 and the NSE Nifty slipped by 87 points to 8,779.85 due to selling pressure from operators in view of a rise in inflation and lower industrial output in July coupled with fresh foreign capital outflows. Wholesale inflation soared to a two-year high of 3.74 per cent in August. However, the consumer inflation eased to a five-month low of 5.05 per cent in August, mainly because of a slower rate of price increase in vegetables as well as food and beverages. Industrial output contracted by 2.4 per cent in July, reflecting the worst performance in 8 months, mainly due to decline in output in manufacturing and capital goods sectors.

UN set to host over 190 heads of state, ministers
United Nations, Sep 17 (PTI): Leaders from 195 nations will gather here next week for the UN General Assembly session with the issues of the war in Syria, climate change, terrorism, refugee crises, tensions in Korean peninsula expected to take centre stage at the high-level meetings. The 71st session beginning on September 19 and running through September 26 will be the last for UN Secretary-General Ban Kimoon as well as US President Barack Obama. External Affairs Minister Sushma Swaraj will address the General Debate on September 26 while Pakistan’s Prime Minister will address on September 21. “This year’s high-level week at the United Nations comes at a critical time. We will seek progress in resolving protracted conflicts and rising tensions in Africa, Asia, Europe and the Middle East,” Ban had told reporters this week. His spokesperson Stephane Dujarric told re-
porters yesterday that a total of 195 leaders including 86 Heads of State, a Crown Prince, five Vice Presidents and 51 Ministers will address the General Debate. About 1,100 requests for bilaterals have been put through, apart from the ones with the Secretary-General and 545 meetings have been requested, which include special side events and regularly scheduled meetings. The Secretary-General will have 124 bilaterals and he will participate in 62 events. Diplomatic sources here said Minister of State for External Affairs M J Akbar will arrive on September 19 to participate in various high-level sessions. Dujarric had said that the UN General Assembly session is the “World Cup of diplomacy. It’s the Oscars of diplomacy. It’s also an interesting fashion week.” The week will kick off with a summit on September 19 to address large movements of refugees and mi-
grants. This is the first time the General Assembly has called for a summit at the Heads of State and Government level on this topic to come up with a blueprint for a better international response. World leaders are expected to adopt a political declaration as an outcome document at the summit, during which the UN will see a new addition to its family – a dedicated migration agency. Leaders of the UN and the International Organization for Migration (IOM) will sign an agreement to officially make IOM a related agency of the UN system. IOM assisted an estimated 20 million migrants in 2015. Leaders will address pressing global and national concerns during the General Debate from September 20 to September 26. This year’s theme for the debate is ‘Sustainable Development Goals: a universal push to transform our world.’

Pakistan hits back at India’s human rights record Geneva, Sep 17 (PTI): Pakistan today criticised India over alleged human rights violation in Kashmir and threatened to expose the country in the world over the “abysmal rights situation” in other parts if it continued to talk about Balochistan. Pakistan said the sudden Indian focus on Balochistan was consistent with their “playbook of seeking to distract attention from the repression unleashed in Kashmir”. Pakistan’s delegation to the UN Human Rights Council strongly rebutted India’s “untenable stance” on Jammu and Kashmir and slammed its “persistent interference” in Balochistan. “In strongly-worded right of replies, the Pakistan delegate termed India’s attempts to deny its illegal occupation of Jammu and Kashmir a ‘travesty of history’,” Pakistan Foreign Office (FO) said. The delegate said Pakistan was not surprised by the “intemperate” remarks of the Indian leadership and the Indian delegation, which constitute “open interference in Pakistan’s internal affairs, especially in Balochistan”. “The increasing international attention being given to the plight of the Kashmiri people is being desperately countered by New Delhi by attempting to shift attention elsewhere,” it said.
Given the “persistent, irresponsible flouting of international norms governing inter-state behaviour by India, we are constrained to point out the abysmal human rights record of the Indian government”, FO said. The delegate referred to a bill in Indian parliament seeking to penalise those who depict Jammu and Kashmir as disputed territory and said “this was yet another pathetic effort to alter facts to conform to their own deluded sense of reality”. The delegate drew the attention of the Council to the recent statement by a PDP MP, who has described the current Indian repression as “worse than the Nazi forces”. Stepping up its offensive against Pakistan on the Balochistan issue at the UN Human Rights Council, India yesterday said Pakistan is a nation that practices terrorism on its own people and the sufferings of the people of Balochistan are a telling testimony in this regard. Exercising its right of reply and raising the Balochistan issue second time in three days at the UNHRC, India said the irony of a nation that has established a well-earned reputation of being the global epicentre of terrorism holding forth on human rights.
Bangabandhu’s killer could be extradited
Dhaka, Sep 17 (PTI): After years of failed negotiations, Bangladesh and Canada have finally agreed to hold talks to find a way to the thorny issue of extraditing fugitive Noor Chowdhury - the self-confessed killer of the country’s founder Sheikh Mujibur Rahman - who has been hiding in Canada. The two countries reached a consensus during a meeting between Bangladeshi Prime Minister Sheikh Hasina and her Canadian counterpart Justin Trudeau in Montreal yesterday, the national news agency Bangladesh Sangbad Sangstha reported. After the talks, Foreign Secretary Md Shahidul Huq told reporters that the officials of two countries would find out a way for extradition of Chowdhury from Canada. “The aim of the discussion would be to bring Noor Chowdhury to justice and execute the verdict of the Bangabandhu murder case,” he said. Huq said the government has been trying to extradite Chowdhury, who is in his 70s, from Canada and this decision will open a new window to bring him to Bangladesh. Chowdhury is a former Bangladeshi military officer who was convicted in absentia in the August 1975 for the assassination of Sheikh Mujib. He is leading a fugitive’s life in Canada.
Putin says Syria rebels using truce to regroup
Vladimir Putin Moscow, Sep 17 (AFP): Russian President Vladimir Putin accused Syrian rebels today of using a fragile ceasefire to regroup, as diplomatic tensions between Moscow and Washington simmered over a lack of humanitarian aid access. Fresh shelling and clashes were reported overnight in some areas of the war-torn country, but the US-Russia brokered truce which took effect on Monday appeared to be largely holding. In New York, the UN Security Council cancelled an urgent meeting that had been called to discuss whether to endorse the ceasefire, billed as the “last chance” to end the fiveyear war that has killed 300,000 people. The closed-door consultations were scrapped after Moscow and Washington failed
to agree over disclosing details of the ceasefire to the council. Putin, a key ally of Syrian President Bashar al-Assad, said he remained “positive” about the truce but lashed out at rebels. “We see attempts to regroup among these terrorists, to switch one label for another, one name for another and keep their military capacity,” he said in televised remarks while on a trip to Kyrgyzstan. Putin said Washington apparently “has the desire to keep the capabilities to fight the lawful government of President Assad,” calling it a “very dangerous path.” A challenge for Washington is to persuade opposition groups it backs to separate themselves from the former Al-Qaeda affiliate Fateh al-Sham Front, previously called Al-Nusra Front. US Secretary of State John Kerry meanwhile called his Russian counterpart Sergei Lavrov and condemned “repeated and unacceptable delays of humanitarian aid,” spokesman John Kirby said. Kerry told Lavrov that Washington “expects Russia to use its influence on the Assad regime to allow UN humanitarian convoys to reach the battleground northern city of Aleppo and other areas in need,” Kirby said.

On August 30, 2015, Powell wrote to Ken Duberstein, President Ronald Reagan’s former chief of staff, who suggested that Powell might refrain from endorsing the deal in a television interview where he would face questions about Hillary Clinton’s emails. acting in aid of civilian administration during Lal Masjid operation, hence, no criminal case could be filed against any official of the armed forces. Musharraf, who has been living in Dubai since March, has not appeared even a single time in the court despite warnings. The former military ruler flew to Dubai for purported medical treatment after the Supreme Court lifted the ban on his foreign trips and it is believed that he may never return to face a slew of several high-profile cases against him. The court declared him a proclaimed offender and confiscated surety bonds of Rs 200,000 this year.

But even Duberstein, who had urged Powell to avoid a high-profile endorsement of the deal and hasn’t publicly spoken about the deal, couldn’t resist sharing with Powell his assessment of former George W. We’ll blow up the only thing they care about— regime survival. Where, how would they even test one? Israel, which isn’t a signatory to the Nuclear NonProliferation Treaty, has long maintained ambiguity about the size, and even the existence, of its nuclear weapons program. Later in the email chain, Powell acknowledged Iran’s right to enrich uranium for nuclear power, said that sanctions alone wouldn’t be enough to “break” Iran, and pointed out that the assessment that Iran could make a dash for the bomb and construct a nuclear weapon within a year was exaggerated. They say, correctly, that they have every right to enrich for energy. Russians helped build a power reactor at Busher. Can’t

Colin Powell Washington, Sep 17 (Agencies): According to hacked emails reviewed by LobeLog, Former Secretary of State Colin Powell acknowledged Israel’s nuclear arsenal, an open secret that U.S. and Israeli politicians typically refuse to acknowledge as part of Israel’s strategy of “nuclear ambiguity.” Powell also rejected assessments that Iran, at the time, was “a year away”
from a nuclear weapon. The emails, released by the hacking group DCLeaks, show Powell discussing Israeli Prime Minister Benjamin Netanyahu’s controversial speech before a joint meeting of Congress with his business partner, Jeffrey Leeds. Leeds summarizes Netanyahu as having “said all the right things about the president and all the things he has done to help Israel. But basically [he] said this deal sucks, and the implication is that you have to be an idiot not to see it.” Powell responded that U.S. negotiators can’t get everything they want from a deal. But echoing a point that many Iran hawks have questioned, Powell said that Israel’s nuclear arsenal and rational self-interest make the construction and testing of an Iranian nuclear weapon a highly unlikely policy choice for Iran’s leaders. Negotiators can’t get what he wants. Anyway, Iranians can’t use one if they finally make one. The boys in Tehran

imon Cowell has spoken about his relationship with the various members of One Direction, saying he is “not bitter - much” that they are now working on projects without him. After he and Nicole Scherzinger formed the boyband on The X Factor in 2010, Cowell signed the five-piece to his label Syco and oversaw their careers as they became global chart-toppers. However, the group - reduced to a four-piece since Zayn Malik left in March 2015 - is now “on hiatus” and Cowell does not seem to be helping to launch
any of their solo careers. It has recently been reported that band member Niall Horan “snubbed” Cowell to sign a deal with rival label Universal. During a press call for the final of America’s Got Talent in the US, the entertainment mogul is quoted by The Sun as saying: “I hear so many things now, which they’re doing, which I’m not involved with. It’s a bit like I’m getting the hint you don’t want me to come to the party. Sorry for making you famous…” Cowell continued:
“Look, I’m not going to lie when I hear they’re doing something, and they haven’t approached me. You think, ‘Well I would have liked you to,’ but it’s their choice. I’m not bitter - much.”

Deeply passionate about music at a very young age, Zuchobeni learnt that she could use music to cast beautiful magical spells around her and help people heal their wounded hearts and turn frowns into smileys. She would often watch people perform on stage, then later go back home and re-enact the scene by holding on to a torchlight like it were a microphone and sing her heart out. These fun times with her imaginative role play and pop star fancies soon turned out to be her stepping stone to help her discover her talent in music. When Zuchobeni was just a 6 year old girl, she stood up on stage to sing in front of hundreds of people. That was the day when she vividly remembers people queuing up to encourage her to continue singing and ever since, she hasn’t stopped mesmerizing

Spain beat India in doubles
New Dehi, Sep 17 (Agencies): India’s doubles pair of Leander Paes and Saketh Myneni lost to Spain’s Rafael Nadal and Marc Lopez 4-6, 7-6(2), 6-4, 6-4 in their Davis Cup World Group Playoff match in Delhi on Saturday. Spain took an early 3-1 lead in the first set after Paes’s serve was broken in the fourth game. However, India broke back to trail Spain 3-4 on serve. Paes served out the next game 4-4 to tie the first set. However, the Indian duo then broke Nadal’s serve to take a 5-4 lead. Myneni served out the first set to take it 6-4. In second set India took an early lead after they broke Lopez’s serve in the second game. India looked set to bag the second set, but were broken when Myneni was looking to make it 6-4. Spain fought back to take it to a tiebreaker and won the second set 7-6(2), and it was game on. The third set began with the Spaniards breaking Paes’s serve to take a 3-1 lead. The Indians tried their best to break back but were unable to do so, eventually losing the third set with Nadal serving it out to take it 6-4. However, Nadal’s serve was broken immediately in the fourth set to give the Indians a 2-0 lead. Myneni held his serve to make it 3-0, but the Spaniards fought their way back, breaking Myneni in his next service game to make it 4-4. Sensing victory, the Spanish pair broke Paes’s serve to make it 5-4. In came Nadal to serve for the match and he didn’t disappoint. Madrid, Sep 17 (Agencies): Real Madrid will be without both Cristiano Ronaldo and Gareth Bale for their game against Espanyol on Sunday, Zinedine Zidane has confirmed. Ronaldo has only just returned to action following a knee injury picked up in the final of Euro 2016 but has been sidelined through illness, while Bale has a knock. Both players are, however, expected to be fit for Wednesday with Villarreal the visitors to the Bernabeu. “Cristiano will not travel with us, he has a sore throat, and he will stay at home. He is not ready [for Espanyol tomorrow],” he told reporters. “Bale had a strong knock on his hip and we will not take any chances. We have important players who can replace the ones injured. I want to have Gareth at 100% for very difficult game on Wednesday [against Villarreal]. Tomorrow he might get a bang in the same spot & be out for 10 days, or more.” One man who could profit from the duo’s absence is James Rodriguez who set up Alvaro Morata’s last-gasp winner against Sporting in midweek.
May his soul rest in peace.

Suarez doubled the lead. Neymar put the result beyond question right before the break, but that did not stop Messi netting his second via a penalty in the second half. Rafinha rounded off the scoring right after the hour mark, rendering Gab riel Appelt’s consolation for Leganes inconsequential. Leganes’ ambition early on taking the game to their illustrious opponents left their high defensive line exposed and, after Messi had a shot blocked by Diego Rico, he was on hand to slot home when
find a response, scooting round Javier Mascherano and drawing a sharp stop from Marc-Andre ter Stegen before Samuel Umtiti blocked his follow-up on the line. But, to continue a theme a minute before the break, Leganes’ porous backline was ruthlessly unpicked once more and, following great work from Messi on halfway, Suarez decided it was Neymar’s turn to enjoy a tap-in. There was little the home defence could do to counter a sumptuous pass from Suarez, arrowed through with the outside of his right boot, to put Neymar through on goal in the 54th minute. The hapless Bustinza hauled the Brazil star to ground and Messi whipped the spotkick high into the right corner. The final Barcelona goal came from a more unfamiliar source and in glorious fashion as Rafinha strode forward, ushering Messi out of his path, before cutting inside to pick out the top corner left-footed from 20 yards. There was a similarly brilliant consolation finish from Gabriel’s 80th-minute free-kick but the headlines belonged to MSN. After the Celtic match, Neymar said they wished to better a dizzying collective tally of 131 goals from last season. They are on to 17 already, following 10 in a prolific week.

Inter-school football tourney culminates
Liverpool beat Chelsea
An energized Liverpool defeated Chelsea 2-1 at Stamford Bridge, a home loss that exposed some weaknesses in the London side. The Blues, who had to come from behind last weekend to secure a 2-2 draw with Swansea, seemed at least a step slow against the visitors throughout the first half on Friday, reports Efe. Liverpool took a 1-0 lead in the 18th minute, when defender Dejan Lovren posted his first-ever Premier League goal with the Reds, redirecting Philippe Coutinho’s cross. The hosts failed to react and the outlook grew darker for them with Liverpool captain Jordan Henderson’s magnificent goal in the 36th minute. Chelsea was markedly better after the half-time break and the improvement paid off at the hour mark, as Diego Costa scored his fifth goal in five matches with an assist from Nemanja Matic. He also had a chance to equalize minutes later, but he fired the ball straight at goalkeeper Simon Mignolet. The outcome leaves both Chelsea and Liverpool with 10 points each, but the Blues are ahead of the Reds in the Premier League table by virtue of goal difference. Match results Hull City 1 – 4 Arsenal Man City 4 – 0 Bournemouth West Brom 4 – 2 West Ham Leicester City 3 – 0 Burnley
