NTC reveals more on HC bldg issue

DIMAPUR, SEP 16 (NPN): Reacting to the clarification made by the department of Law & Justice which dismissed the contention of financial irregularities in the construction of the High Court complex at Meriema, Nagaland Tribes Council (NTC) has responded by bringing out facts and figures it claimed, were obtained from the RTI response filed by - ST Yapang and Odi Jamir and which was made available to NTC. NTC through its media cell, while appreciating the prompt clarification by the Law & Justice department on the matter (construction project of high court building), maintained that its objective was only to highlight the issue in the media so as to evoke response from the authorities involved. NTC informed that as per the response of the Public Information Officer (PIO) Law & Justice department on June 21, 2017 the latter had mentioned that the estimated cost of the project for construction of new High Court complex was Rs 43.75 crores. NTC said it was shocked to note that the

GoM admits to glitches in network delaying GST filings BENGALURU, SEP 16 (IANS): Technical glitches and procedural problems galore on the GST Network have delayed payments and filing of returns under the new Goods and Services Tax (GST) regime, a Group of Ministers (GoM) admitted on Saturday. “Technical glitches, procedural problems and absence of some forms on the network portal are causing delays in making payments and filing of returns under the new GST regime,” Bihar deputy CM Sushil Kumar Modi, who is the GoM’s convener, told reporters here. The 5-member GoM, which held its first meeting here, was set up on September 12 to look into the technical issues faced by the GST Network. The decision to form the GoM was taken at the last meeting of the GST Council in Hyderabad on September 9 after several member states complained to Union Finance Minister Arun Jaitley, who heads the Council, that the glitches were causing problems for taxpayers in filing returns and making payments. clarification issued by the secretary Law & Justice revealed that the total estimated cost of the project was a whopping Rs.161.10 crores as per NPWD SoR, 2010 and that the department had received Rs 57.61 crores and not as claimed by the NTC. NTC therefore asked the department to clarify to the public on the inconsistencies in the estimated cost of the project. It reiterated that its major concern was the delay in completion of the High Court complex. Further NTC said even after the foundation stone was laid in 2007 along with other north eastern states, those states have already completed their construction projects and installed the separate High Courts since 2013. NTC wondered why Nagaland was still struggling for the past 10 years with only 35% work being completed on the ground? In this regard, NTC said it wished to put in place certain facts and circumstances under which its earlier statement was made for public consumption. NTC asked the law and justice department to prove

the contentions wrong and come clean on the matter. NTC pointed out that as peer RTI response dated June 6,2017 the PIO Law & Justice department had stated that “35% of the works for construction of new High Court was completed.” It also informed that (as per the Annexure) the total estimated cost of the project was Rs 43.75 crores (Rs 4375.47 lakhs). Further, in another RTI response by the PIO Finance department dated June 14,2017 NTC disclosed that the PIO furnished copies of 18 Drawal Authority(s) issued under Demand No. 04- Justice & Law for construction of new High Court complex and building at Meriema, Kohima from 2007-08 till August, 2017. NTC revealed that the following were the details of Drawal Authority: 1. On 30.03.2009 a Drawal Authority (DA) of Rs 5 crores was issued for construction of new High Court building (State Plan). 2. On 28.03.2010 a DA of Rs. 1 crore was issued for construction of new High Court building (State Plan). 3. On 29.03.2010 a DA

of Rs. 7 crores was issued for infrastructure development of new High Court building (State Plan). 4. DIMAPUR, SEP 16 (NPN): Nagaland chief minister, T.R. Zeliang on Saturday assured that the construction of bridges over Chathe river and Dhansiri river at Nagarjan (Kuda) would commence within a week’s time. The chief minister, accompanied by minster of Road & Bridges Dr. Neikiesalie (Nicky) Kire, Power minister, Kipili Sangtam and parliamentary secretary Art & Culture, Eshak Konyak visited the two sites on Saturday along with host of officials. Briefing the media persons here at his private residence, Zeliang pointed out

that since the work orders and funds for construction of the two bridges were already allotted and sanctioned, there was no reason why works should not start at the earliest. Zeliang has therefore asked the contractor to start the work immediately without delay. During inspection of the newly built bamboo bridge over Chathe river near at Eralibill connecting Niuland and Kuhuboto subdivision, the chief minister suggested widening of both the entry points for convenience of light vehicles to ply over the bridge. Zeliang also remarked that the bamboo bridge over Chathe River was tempo-

rarily serving the purpose for the public, particularly school going children. It may be mentioned that both the bridges were constructed with fund provided by the National Disaster Response Fund. With regard to the bridge at Nagarjan (Kuda), Zeliang informed that the decades old dilapidated bridge needed to be dismantled first in order to construct a new one. He however lamented that even though the government had planned to preserve the 90-year old bridge built by the British as heritage, there was no alternative to build a new bridge in the area due to paucity of funds to purchase land.

know that Naga struggle was not a secessionist movement. He said Nagas are not seditionists or anti-India but that Nagas are India’s “little neighbour” who does not intend to harm India. Though Naga political movement began with good intention, Niketu lamented that the movement now was “damaged”. He said all Nagas have contributed in damaging the Naga process and called upon all to initiate to heal the process. He said each Naga tribe must admit their mistakes and decide to heal the process otherwise Nagas would find themselves hating one another.

Referring to the theme “Nagas on the move”, Niketu said the powerful happenings in Dimapur gives a sense that Nagas are on the move. He however cautioned that the Nagas need to understand the phenomenon of great power of Dimapur and make it their strength and not weakness. Speaking on the religion and religious perspective of Naga society, Rev. Dr. Wati Aier said the practise of Church in Naga society was subjective without concentration on the outside world. He pointed out that the majority of Naga society was of the opinion that

church should concentrate only in its affairs and not in the secular world especially politics. Rev. Wati however said that Christianity must transform people and society at large and added that Church should not shy away from transforming the society. Terming “Nagas on the move” as revolutionary, he said it was relevant to the present situation and encouraged young Nagas to initiate to govern the society. Enlightening the students on historical aspects of the Nagas, Dr. Visier Sanyü likened Naga nation, Naga nationalism and

Naga identity to a catch22 situation. He queried whether Naga nationalism has created Naga’s identity or Naga’s identity has created Naga nationalism? He said to preserve their identity Nagas started Naga national movement (Naga nationalism) however in return the movement gave identity to the Nagas as people across the world identified Nagas through their national movement. Speaking on the social and cultural perspective of “Nagas on the move”, Professor Xavier P Mao termed “Nagas on the move” as a significant change. He however expressed concern over the negative social and cultural practices in Naga society adding that it should be slowly done away with. Earlier, in his speech, the DC said over the years, Naga society has seen a lot of changes taking place. He however lamented that despite the society growing in numbers, the developmental growth was on the decline. the concept of inclusive governance in order to ensure that resources of the state was shared equally among all section of the society. Citing the 6th economic survey report of Nagaland, he informed the gathering that the gross domestic product as compared to 2011-12, 2015-16 saw a gradual rise. As far as literacy was concerned, Yhome said the state’s literacy rate had gone up to 79.55 percent in 2011, making it one of the best performing states. The DC said that balanced share of state sources between all sections of the society was one of the major challenges faced by the state and called upon all to bring about positive changes in Nagaland In his introductory note, moderator Dr. Akum says the symposium on “Nagas on the move” was a good opportunity for the younger and older generation for an inter-generational discourse. Itanagar, Sep 16 (PTI): The Pema Khandu government in Arunachal Pradesh Saturday rejected C o n g r e s s c h a r ge s o f embezzlement of Rs 10000 crore against it and said if the party cannot substantiate the figure the government might file a defamation case against the PCC president. “It is beyond comprehension from where the absurd figure has been conjured. It clearly shows that the opposition is oblivious of the scale of finances available in the state,” government spokesman Passang Dorjee Sona told a press conference here. “Congress is running o u t o f i s su e s a n d so they are trying to make issues out of no issues. If it cannot substantiate the figure, the government might go for filing defamation case against the APCC president,” he said. “The Cong ress is suffering from selective amnesia and need introspection on the days of utter mismanagement of financial resources when they were at the

AR apprehend 2 NSCN (K) cadres D imap u r , S e p 1 6 (NPN): The Changlang Battalion of Assam Rifles apprehended two NSCN (K) cadres from Malugaon, Tinsukia district, Assam. On Se ptember 15 evening, the Assam Rifles apprehended one Kngmu Hakhun alias Ramesh Kakhun with a pistol, ammunition and a radio set. On spot interrogation, he revealed his allegiance to NSCN (K), said PRO (Defence) in a press release. The arrested person joined the banned outfit in 2015 and was working as a Ranapio and OGW in Ledo belt by providing logistic help and carrying out extortion on behalf of NSCN (K). On September 16, the security forces apprehended another hardcore NSCN (K) cadre identified as styled private Singmai Hacheng. The individual admitted his allegiance to the banned organisation, the PRO (Defence) release stated. Hacheng was initially recruited in NSCN (R) in June 2015 but later defected to NSCN (K) in March 2016 and has been involved with the banned outfit since them, the release added.

helm of affairs. “We will not allow the state to sink into the same state of mismanagement ... Congress, both at the state and the Centre are living in denial,” he added. Presenting a broad figure of revised estimates of 2016-17, Sona informed that during the year the state received an amount of Rs 8388.30 crore under the 14th Finance Commission along with Rs 200 crore against centrally sponsored schemes ,besides Rs 1157 crore against state’s own resources and Rs 713.91 from borrowings. “Out of the total receipt, an amount of Rs 4453.91 crore was spent on salaries, wages and pension, while Rs 391.14 crore was spent on repayment of debts, Rs 2026.67 crore spent against central schemes including state share, Rs 2117.40 c r o r e a g a inst no r m a l departmental activities and Rs 716.92 against Special Infrastr ucture Development Fund ( S I D F ) ,” S o n a , w h o wa s a c c o m p a n i e d b y finance commissioner Ashis Kundra said. On the letter of the chief

secretary Shakuntala Doley Gamlin to the finance commissioner, the spokesman said that an explanation has been sought from her to substantiate the basis of unfounded issues raised in her note. “Being the chief advisor to the government, the chief secretary has never mentioned any such apprehensions to the chief minister, the finance minister or the council of ministers on any occasion even after lapse of several months of implementation of the rationalized system,” he wondered. On another allegation made by the Congress that most of the fund under SIDF was spent in Tawang and Namsai districts represented by Chief Minister Pema Khandu and Deputy Chief Minister Chowna Mein, Sona disclosed that out of the total 716.92 crore SIDF amount, Rs 35.35 crore and Rs 36.15 crore were allocated to Tawang and Namsai which is barely five per cent each of the total allocation. The spokesman informed that with the objective to streamline

and rationalize the concurrence mechanism, composite sanction of schemes under the same object head was adopted by the finance department for speedy concurrence, timely implementation of schemes and to root out corruption which arises out of protracted repetitive procedures. “The present government is known for unprecedented reforms at all levels of administration to bring about a transparent, accountable and corruption free governance, which no government has done in the past,” he said. Sona said, the government believes in proactive disclosure and therefore the accounts till the last penny of the state exchequer are on social media platform and website. “This government has nothing to hide. In fact we have put out all the schemes under implementation for public scrutiny precisely because we want a social audit and people of the area should tell us if there are complaints of corruption or poor quality,” he added.

ment to file an FIR against Kavlekar in connection with the case of disproportionate assets,” Superintendent of Police (ACB), Bosco George told PTI today. The FIR was lodged under the Prevention of Corruption Act yesterday, he said, adding that the assets are worth Rs 4 crore, which are more than his known source of income. “We are conducting further inquiry into the matter,” he said. George said chief secretary Dharmendra Sharma on Friday had cleared the file on registering an FIR against Kavlekar, who is also the leader of opposition in the Goa assembly. Sources in the ACB on the condition of anonymity said that ACB sleuths would be raiding Kavlekar’s house at Betul,

Quepem later today. “He has been questioned in the past. We might call him for interrogation again,” a senior ACB official said. When contacted, Kavlekar said that he is ready for an inquiry by the ACB or any other agency. “I am not on the wrong side. I am ready for the inquiry,” he said, adding that the government was trying its best to demoralise the opposition through such tactics. Kavlekar is a threetime MLA and was the chairman of state-run Goa Industrial Development Corporation in Congress’s Digambar Kamat government during 2007-12 period. The initial investigations in 2012 revealed that Kavlekar owned a plantation worth Rs 32.5 crore in Kerala.

New Delhi, Sep 16 (PTI): The National Commission for Women has written to the Punjab government and summoned a senior police officer in a 23year-old case of abduction and molestation of a French tourist, allegedly involving the grandson of former chief minister Beant Singh. Katia Darnand, a Fr e n c h n a t i o n a l , h a d accused Gurkirat Singh Kotli, grandson of then chief minister Beant Singh, and others of abducting and molesting her in 1994. But all the accused were acquitted on April 10, 1999 as Darnand did not return to testify against the accused. “ We h av e i s s u e d a notice to the Punjab gover nment as well as summoned the DCP to give us an explanation. This is in response to a petition asking us to reopen the case because it was very shoddily conducted,” said

NCW chairperson Lalitha Kumaramangalam. The petition was submitted by Delhi BJP councillor Gurjeet Kaur and Shiromani Akali Dal (SAD) leaders Manjinder Singh Sirsa and Parminder Singh Brar. “The complainant, Gurjeet Kaur, appealed to the Commission to reopen the case and order a fresh trial saying appropriate sections of IPC were not included in the case against former CM Beant Singh’s grandson Gurkirat Kotli who attacked, kidnapped, molested and probably raped Katia Darnand on the fateful day of August 31, 1994,” according to a press statement from the SAD. In an open letter in a national daily last month, Darnand recounted the horror and wrote that she still felt the injustice that allowed the accused to be acquitted even though she had identified them all.

Ranchi, Sep 16 (PTI): BJP President Amit Shah today targeted Congress vice-president Rahul Gandhi over the rule of the Nehru-Gandhi political family, asking him to give the hisab (account) of performance of four generations of his family. Addressing a Garib Kalayan Mela here, Shah said, “Rahul baba speaks a lot in America. But first of all Rahul baba should give hisab (accounts) of his four generations which had ruled the country for 50 years”. Stating that the BJP has launched several development programmes in the three years, he said that Prime Minister Narendra Modi is standing like a rock with Jharkhand for its development. Shah praised Chief Minister Raghubar Das and his team for taking the state on the path of development and giving a corruption-free

Amit Shah

rule in the state. All round development has taken place in Jharkhand, he said. He also praised the Raghubar Das government for bringing Jharkhand to the second position after Gujarat with a growth rate of 8.6 per cent. Shah said that former Prime Minister A B Vajpayee had created Jharkhand and the present central government headed by Narendra Modi is developing it. The BJP president said that in 2014 Modi during his

Lok Sabha election campaign used to say that if the party came to power the eastern part of the country would be developed, which did not happen under to previous governments. As many as 46,325 beneficiaries got benefits worth a total Rs 340 crore under various schemes at the Garib Kalyan Mela. Pradhan Mantri Ujjwala Yojana, Mudra Health Card, Fasal Bima Yojana and Grameen Bus Seva were some of the schemes.

Congress panel begins Kashmir visit Missing diamonds of Temple recovered S r i nag a r , S e p 1 6 (PTI): A Congress panel headed by former prime minister Manmohan Singh today asked the centre and Jammu and Kashmir government to keep the dialogue route with separatists open. The party delegation is on a two-day visit to Kashmir to attend a series of meetings on the current situation in the valley. The AICC’s ‘Policy and Planning’ group was formed in April in the wake of widespread violence in the state during the Srinagar Lok Sabha bypolls. The other members of the group include Leader of Opposition in Rajya Sabha, Ghulam Nabi Azad, former Union home minister P Chidambaram and party general secretary Ambika Soni. Immediately after their arrival, the group held an executive committee meeting of Jammu and Kashmir Pradesh Congress Committee at Hari Niwas here, a party spokesman said. He said the group was scheduled to meet various delegations from Kashmir, including opposition parties. Apart from the political parties, the group will interact with several other delegations like civil society

Manmohan Singh

organisations, Shia associations, delegation of 2014 flood victims, saffron growers, house boat associations, trade and tourism delegations as well as a delegation of journalists, the spokesman said. However, meeting separatist leaders is not part of the group’s agenda, he said. Speaking to reporters on sidelines of the meeting, Azad said the central as well as the state government should keep the dialogue route with separatists open. “The central as well as the state government have to decide which stakeholders to talk to. Everyone knows who the stakeholders are, but they are afraid to take the names. And when they are afraid to even identify them as stake-

holders, how will there be a resolution? “They (central and state governments) should talk to them (separatists) and try to resolve the issue,” the Leader of Opposition in Rajya Sabha said. He said Prime Minister Narendra Modi won the 2014 Lok Sabha elections by raising the emotions of people but has remained silent since taking over the reins of the country. “Modi’s election win was 90 per cent because of Kashmir. In our rule, one soldier was beheaded by Pakistani troops (along the Line of Control), but such instances have happened a number of times now in their (BJP) rule, and still the prime minister is silent,” he said. The former chief minister of Jammu and Kashmir said the Congress government had made south Kashmir militancy-free, but the region had been on boil since the PDP-BJP coalition came to power in the state. “We had made south Kashmir militancy-free during my tenure (as chief minister) in 2007. But, where is south Kashmir today? It is boiling. No one is coming to Kashmir, no tourist. The number of ceasefire violations in these

three years is more than the total in 10 years of UPA,” he claimed. “So many soldiers have been killed, common people injured ...and the way small kids including girls have lost their eyes, it did not happen during our time, he said in an apparent reference to a series of stone pelting incidents in the valley. Asked about the party s stand on Article 35A of the constitution, the senior Congress leader said the party knew its stand, but the group was here to listen to people. Article 35A renders special status to the northern state. “Firstly, we have come to listen to all. So, we have not come here only for 35-A. This committee was formed much before the issue of 35-A erupted. The panel was formed keeping in view the overall situation of Jammu and Kashmir which has deteriorated under the BJP rule,” he said. The Congress will hold a meeting with MLAs and MLCs, besides interacting with a delegation of minority community and fruit growers, tomorrow. The party had completed the first leg of its tour in Jammu on September 10 and 11.

T h i ru va na n thapuram, Sep 16 (PTI): As many as 12 diamonds, worth crores of rupees, which went missing from the famed Sree Padmanabha Swamy Temple in Thiruvananthapuram, have been recovered from the shrine premises itself by a special investigation team. The precious stones form part of the ornaments adorning the idol of Lord Sree Padmanabha, the principal deity who is in a reclining position at the centuries-old temple. As per the primary assessment, it was not a case of theft and also assumed that the stones had accidentally fallen off from the ornaments while dealing with, the investigator added. According to a senior Crime Branch officer, the recovered gems were part of 26 diamonds, reported missing from the temple years ago. “Besides these diamonds, the investigation team stumbled upon some other valuables also during the inspection as part of the probe,” the officer told PTI. The recovered diamonds are worth crores of rupees but their exact value was yet to be calculated, the officer said, adding probe was on and the rest of the

BJP does not interfere in ‘Narmada Dam closed only to please PM’ affairs of any state: Prasad Chennai, Sep 16 (PTI): The Centre does not interfere in the affairs of any state, Union Minister Ravi Shankar Prasad said on Saturday“. After paying homage at the memorial of former Chief Minister J Jayalalithaa he said, “The Central government does not at all interfere in any state. I hope you need to understand that BJP is already ruling in over 70 % of India.” The Union Law Minister said, “We (the BJP) got 13 chief ministers, four deputy chief ministers, and everywhere we have won, we have the support and the blessings of the people of that state.” “Prime Minister Narendra Modiji is taking India forward. He wants and I too want Tamil Nadu to rise and progress,” Prasad said. On paying homage at the memorial, he said, “It was a great personal satisfaction for me.” “The only thing I would like to observe is that Tamil Nadu must prosper. It must continue to develop. That will be the most important condolence and in a way justification for her (Jayalalithaa) and for the work she has done for a great state,” the Union minister said. Earlier, participating in a function, Prasad recalled

an interaction with Jayalalithaa and said how she had regretted on not being a lawyer. “I had the privilege to work with her (Jayalalithaa) very closely, politically and also had the privilege to appear for her legally,” he said. Recalling a conversation with Jayalalithaa, Prasad said, she was explaining the nuances of her case very well. “I said, Madam you have perfect legal mind. Her response was, Mr Prasad, I regret on not being a lawyer,” he said.To a query about a commission set up by the state government to probe Jayalalithaa’s death, Prasad said it was an AIADMK party matter. To another query about appointment of a permanent Governor for the State, the Union Minister said, “I think Mr Vidyasagar Rao is doing his job well.”

Bhopal, Sep 16 (PTI): CPM leader Subhashini Ali today alleged that gates of the Sardar Sarovar Dam on the Narmada in Gujarat were closed only to please Prime Minister Narendra Modi who is going to dedicate the dam to the nation tomorrow, even as rehabilitation of affected people is not complete. Opposing the closure of gates and demanding proper rehabilitation, Narmada Bachao Andolan leader Medha Patkar and project-affected people continued their protest at Chota Barda in Barwani district of Madhya Pradesh today, said Ali, speaking to reporters here. “To win Assembly elections in one state (Gujarat), the people of another state (Madhya Pradesh) are being drowned in a shameful manner,” Ali said. “It is being done by

Subhashini Ali

overlooking the justified protest of affected persons, only to please prime minister Narendra Modi on his birthday tomorrow, as a gift, so that it (completion of dam) can be cashed in during the Assembly elections,” she alleged. The filling of reservoir with water should be stopped immediately and the dam’s gates should remain open so as to reduce the water level, she demanded.

“All 40,000 families in Madhya Pradesh which are affected by the filling up of the reservoir should be rehabilitated on priority, a probe committee headed by a high court judge should be constituted to investigate the scam in the rehabilitation, and tomorrow’s programme of prime minister at the Sardar Sarovar Project site should be cancelled,” the senior CPM leader demanded. The water level in the submergence area of the dam in Barwani and Dhar districts of Madhya Pradesh is rising steadily since closure of the dam’s gates began in July. The NBA claims that 40,000 families in 192 villages in Madhya Pradesh would be displaced when the reservoir is filled to its optimum capacity. As per the government, 18,386 families would be affected in the state.

missing gems could also be recovered soon. The sprawling temple, dedicated to Lord Padmanabha, has hogged media attention after its four underground cellars revealed gold ornaments, vessels, jewels and precious stones worth hundreds of

crore rupees during an inspection. An architectural splendour in granite, the temple was rebuilt in its present form in the 18th century by the Travancore Royal House which had ruled southern Kerala and some adjoining parts of Tamil Nadu before

integration of the princely state of the Indian Union in 1947. Even after Independence, the temple continued to be governed by a trust controlled by the erstwhile royal family for whom Lord Padmanabha (Vishnu) is their family deity.

A

Prioritising needs

fter the foundation stone for India’s first bullet train was laid at Sabarmati, Gujarat by Japanese Prime Minister Shinzo Abe and Indian Prime Minister Narendra Modi on September 14, 2017 a lot has been said following the event that was highlighted through a mega event. The project brings a new level of cooperation between the two countries who share a common concern-China. The big-ticket Rs.1.1 lakh crore project funded by Japan is expected to be showcased by the BJP during campaigning for the upcoming Gujarat election and the 2019 Lok Sabha poll. Modi announced that India’ first bullet train would be launched in 2022, advanced from 2023 as earlier scheduled so as to coincide with 75 years of independence. Modi has all the reason to be elated over the project as it has given him an opportunity to dub it as a definite step towards ‘New India’. According to information available, of the 508-km route the train will cover, 92% of the stretch will be elevated, 6% through a tunnel and the rest on the ground. The high-speed train will also pass through the country’s longest tunnel at 21 kms, of which seven kms will be under the sea near Thane in Maharashtra. It must however be pointed out that the bullet train concept did not begin and end with Modi. In 2009 then union railway minister Lalu Prasad Yadav had proposed to introduce the bullet train on several key routes such as: Mumbai-Chennai, Delhi-Chennai, DelhiHowrah, Chennai-Howrah along with MumbaiAhmedabad, Delhi-Chandigarh and Delhi-Patna. Modi’s bullet train dream has taken a giant step with Japan as the financer and co-builder to run between Ahmedabad and Mumbai. There will be debates on whether India really needs or is ready for the bullet train and whether the AhmedabadMumbai route was more important than linking the national capital with other leading metro cities. However, the top priority that Modi has accorded to his pet project has also invited flak from a wide spectrum as it was seen to meet the elitist fancies of a privileged section at tax payer’s money. They argue that India needs safer, more efficient and better train services to serve the needs of the country’s over 800 crore travelling passengers annually. They also argue that Japan has mastered bullet train technology and has to sell it to India for commercial venture. It was ironic that Suresh Prabhu resigned as railway minister after a spate of train accidents and that on the day Piyush Goyal took over as new railway minister, another train accident occurred. Incidentally Piyush Goyal was at hand to be at Sabarmati when the foundation stone for the bullet project was laid. The need for safe travel and also security of the travellers is a crying need. The poorly manned crossings, outdated system and corruption has been responsible for train tragedies but there has been very little improvement despite the promises made by each new railway minister. Metro cities are being overwhelmed by traffic snarls every hour and there is greater need for mass transportation system such as metro trains. There are stations like Dimapur, having huge volume of passenger traffic and badly in need of having long distance trains and modern facilities. Stating all these do not mean that India should not have the ultra modern bullet train but that there has to be logic and rationality with prioritising the needs and then the wants.

DailyDevotion Praying to God in Secret When you pray, go into your room, and when you have shut your door, pray to your Father who is in the secret place… —Matthew 6:6 The primary thought in the area of religion is— keep your eyes on God, not on people. Your motivation should not be the desire to be known as a praying person. Find an inner room in which to pray where no one even knows you are praying, shut the door, and talk to God in secret. Have no motivation other than to know your Father in heaven. It is impossible to carry on your life as a disciple without definite times of secret prayer. “When you pray, do not use vain repetitions…” (Matthew 6:7). God does not hear us because we pray earnestly— He hears us solely on the basis of redemption. God is never impressed by our earnestness. Prayer is not simply getting things from God— that is only the most elementary kind of prayer. Prayer is coming into perfect fellowship and oneness with God. If the Son of God has been formed in us through regeneration (see Galatians 4:19), then He will continue to press on beyond our common sense and will change our attitude about the things for which we pray. “Everyone who asks receives…” (Matthew 7:8). We pray religious nonsense without even involving our will, and then we say that God did not answer— but in reality we have neverasked for anything. Jesus said, “…you will ask what you desire…” (John 15:7). Asking means that our will must be involved. Whenever Jesus talked about prayer, He spoke with wonderful childlike simplicity. Then we respond with our critical attitude, saying, “Yes, but even Jesus said that we must ask.” But remember that we have to ask things of God that are in keeping with the God whom Jesus Christ revealed.

O

Post-mortem It’s worth praying all the more

ur honorable Ato Kilonser, Th. Muivah used to say very frequently, “We are not a lost people. We have our history. In time past, when challenge came, our leaders took their ground and took the right decision for the people in the right time.” Since then, Nagas have been fighting tooth and nail for their right. Many brave sons and daughters have made their supreme sacrifices for the dear cause of the people. Patriots took up arms and have defended their dear motherland and have proved that they will not give up their right in any circumstance. They are determined to fight till the last living soul. After fighting for so many years, India admitted the futility of an attempt to solve the Naga Issue by sheer use of force. It was political, not a military issue. Therefore, they pave way for political dialogue. The Talk began under this modality: a. Talk without any condition, b. Talk at the highest level, that is in the Prime Ministerial Level and c. Talk in a third country that is, outside India. Thus, by the grace of God, the finest opportunity for solution came for the Nagas. The invitation of India for political dialogue was acceptable to all the Naga People. No doubt about it. Therefore, a big turning point for change came and now we are very close to Final Solution. This long waited solution is going to affect all the Naga people, even to the extent of the generations that would follow. Now the question is: What kind of a solution is expected out of the present dialogue? If the outcome of

I

Nagaland Post, Dimapur

Sunday, September 17, 2017

the talk is a capitulation, then it is not a solution at all. It is a disaster. If the outcome of the talk is a recognition of the right of the people, it is indeed a solution which is honorable and acceptable. We have talked much about the FRAMEWORK AGREEMENT. In fact, the expected solution will be the product of the Framework Agreement. Our Chief Negotiator had repeatedly explained it in meetings for several times that the FA was based on the Unique History and the Situation of the Nagas. He mentioned of the recognition of the Sovereignty of the Nagas in line of the universally accepted principle that sovereignty lies with the people. He also mentioned about a shared sovereignty of the two equal sovereign powers in certain competencies and of co-existence between the two entities, meaning to say, a type of new relationship of the two sovereign nations. Categorically, I understood the Framework Agreement in this way: a. The Unique History and Situation of the Nagas which was recognized by India was the basis of the Framework Agreement. b. Naga Sovereignty or Naga Identity is properly treated or addressed in the Framework Agreement. c. Relationship for Co-existence as two entities, (meaning to say two equal nations) is clearly mentioned in the Framework Agreement. Now, the question is: are our leaders lacked political wisdom and will to negotiate? Is Naga Sovereignty issue demeaned or over sighted in the negotiation? No, not at all. We have to appreciate the Naga Leaders for such a

big political achievement. We have to appreciate the Indian leaders for understanding and recognizing the Nagas, their issue and status. Well done! But sadly, what has delayed our solution? Is harvest time not yet come? Is it because we haven’t done so much? Look! We have trodden a very long and arduous political journey. Our people have braved all odds and have contributed their best. The tax payers paid their due. The people have democratically rallied en-mass and participated in this movement in various forms. The students and the younger generation have taken this issue to the open squares and streets in the form of processions, rallies with placards etc. demanding for an early solution. The Civil Societies have conducted meetings and submitted several memorandums to the Government of India. The former Prime Ministers of India have written letters in support of a just solution. World bodies, even US congressmen and former US President, Jimmy Carter, have written letters to India. All the Naga Legislators and MPs, irrespective of their political affiliations, have rallied and resolved in support of a rightful solution to the prolonged Indo-Naga Political Issue. Every abled and sensible people have shown their solidarity for our rightful place in the world as a nation. Churches and praying people have been praying relentlessly, hoping that the solution will arrive sooner than later. All these efforts and sacrifices for this priceless and noble cause of the people are innumerable. Yet, we haven’t done it. What is the lacking? Our land is God’s; NAGALIM FOR CHRIST. He is

the master. He is the finisher. He will finish the battle. He must finish this task. Credit owes to Him. Therefore, one thing we lack is the final touch of the divine, the touch of the Lord God Almighty. Let us give God the chance to touch and complete this task. Let us trust in God, also in Christ. He is our Commander in Chief. He has been leading us all these years. He is still leading us and we are on the right direction. No matter, come what may, let us follow Him. Let us take our ground. Let us not be discouraged. Having said it, let us PRAY ever deeper than before. In due time He will answer our prayers. He will not fail for He never fails. Come forward as volunteers in our Chains of Prayer. Nothing is more desirable and nobler than volunteering for the great cause of the people. Prayer time is scheduled at 11 am to 12 noon every day. The main prayer focus are: Pray to God for 1. The forgiveness of our personal and National/ People’s sins. 2. His intervention in the Indo-Naga Political Dialogue for an early solution. 3. His blessing on the Naga Chief Negotiator Th. Muivah and the Indian Interlocutor, R. N. Ravi. 4. His blessing on the Indian Prime Minister and his Cabinet Ministers. 5. His blessing on the Collective Leadership and Home Authorities of NSCN. 6. The wellbeing of the people of India and Nagalim. 7. The suffering Christians and peace in our World. God bless you. Rev. CGBU suggests for limiting issue of auto license

T

he Chakhroma G.Bs’ Union (CGBU) expresses our deep appreciation to the Deputy Commissioner, Dimapur for his unwavering commitment to the public welfare as shown during the recent auto bandh called by the Dimapur district Autorickshaw Drivers Union (DDADU). The stand taken by the District Administration against the unreasonable demands of the DDADU and not relenting to the pressure tactic adopted by the Union is highly commendable. It is no secret that the Auto drivers charge exorbitant fares from the poor public and the move taken by the District Administration in revising the auto fares, keeping the public welfare in mind, was a much welcome step. However it was very unfortunate and unwarranted that the Auto Drivers under the banner of DDADU, had tried to have their selfish ways by using pressure upon the administration, totally jeopardizing the public convenience. But the wise decision taken by the administration not to yield to such pressure tactics adopted by the Union has strengthened the public faith on the authorities. There is no doubt that Autorickshaw is a poor man’s ideal means of conveyance. But instead of serving the public, the auto drivers take advantage of the helplessness of general public and try to exploit the poor people’s pocket. And the recent agitation by the DDADU against the revised fare only goes to confirm that the Union has no feelings for public welfare but are only interested in enhancing their selfish gains. The DDADU should remember that when a union is formed it is not only for the interest of its members but also to see that the members perform their duty to the society satisfactorily. If not the union is only fit to be blacklisted and the registration cancelled. The CGBU also wish to bring to the notice of the District Administration that the number of autos in Dimapur has grown so much, that it has become a major source of traffic hazard in and around Dimapur town. Not only the autos plying in town areas, but also the autos especially plying on National Highway between Dimapur town to Chumukedima with drivers not following any traffic regulations and without any proper signal system has become a major contributing factors of mishaps on the highway. Therefore it is a humble suggestion to the authorities that issuing of license of autos be limited and proper routine and strict adherence to routes be implemented and also to conduct trainings to educate the drivers on basic traffic regulation and ethics from time to time. Naga indigenous: Minority-in-waiting generation

was delighted to read the news report, captioned ‘Centre has directed states to deport illegal immigrants’ published by local dailies on August 13, 2017. It’s more than a month now and I believe our Government is already in receipt of this letter as it was reported in the media that “Ministry of Home Affairs has written to all states to identify illegal immigrants and deport them”. Nagaland belongs to us because we are indigenous by birth. The question is, “Are we still safe in our own land like our forefathers’ generation?” Sadly, there is a serious threat to traditional land owners in their own land and I call it Minority-in-waiting Generation. Vasco da Gama, a Portuguese explorer was the first European who came to India in search of trade prospect in 1498. Through this the Europeans discovered the sea route to India. Many French and Dutch started entering India for trade and the British was the last to arrive. Initially the British were engaged in cotton, silk, indigo dye, salt, tea and opium trades. But as their business flourished, they became reluctant to leave India. Later, they built an empire in India (for more trade and tax, which they sent to England making it the most powerful kingdom). They came in 1600 as a trading company and monopolized the whole market of India. After the Indian Revolt of 1857, the British finally brought India directly under the Crown from 1858 till 1947. Remember they first came as mere traders. Can we zoom into our present situation for a closer view here? We already have lakhs of unexpected population. I had an opportunity to sit with different non-Naga communities in Dimapur. They said many veteran businessmen have left Na-

galand due to multiple reasons. Sadly, those who left were genuine Indians. If so, which community has taken control over trade and commerce in Nagaland? We have thousands of shops which have increased throughout the state but the sad reality is it is not because the Nagas started actively taking up entrepreneurship. Then where is the money flowing to? It is never circulated amongst the Nagas. Now that their businesses have prospered in manifold, do we think they will ever leave Nagaland? To those who have certain misconceptions about Survival Nagaland (SN) movement, please be clear on this. The term ‘illegal immigrant’ is self explanatory. Illegal means illegal. SN is not against any religion, community, nationality, caste or breed. Any genuine Indian citizen can run businesses in Nagaland or in any part of the country. Who doesn’t need cheap labour? We definitely need both skilled and unskilled labour for the progress of the state. But the bottom-line is, stay in Nagaland with valid documents. If documents are procured, cross checking by the authorities should be mandatory to rule out any form of forgery. The Assam Government stated last year that when documents for NRC application were scrutinized, they detected an unspecified number of Birth Certificates with Nagaland origin. The Birth Certificates issued by Nagaland state machinery raised eyebrows when it was submitted to the Assam Government by the residents of lower Assam districts like Karimganj, Barpeta, Moriagaon, and Nagaon in order to procure NRC. Therefore, the documents were recommended to be sent to Nagaland for authentication. Illegal immigrant simply means a foreigner residing in another country

without having any valid documents. Muslims have the pathetic habit of mixing every issue with religion. They always talk about brotherhood and whatever hood whenever there is a talk of deportation. Look at Malaysia, the country wouldn’t carry out the flush out mission against illegal immigrants if the subject had religious concern because most of the immigrants are from the Southern Philippines, Myanmar, Indonesia and Bangladesh. Malaysia started the crackdown on illegal immigrants in 2014 but none of the Islamic terror groups threatened the Malaysian Government, Malaysia being a Muslim country. But a series of serious fundamentalist’s threat started the moment Assam geared up with the same road map, the prime reason said to be ‘brotherhood’. How on earth could people connect brotherhood and illegal immigrants when they are totally two different subjects? To mention few instances, illegal immigration in Europe is on a sharp rise as reported by The Guardian. Illegal immigrants in UK soared to lakhs as reported by The Wall Street Journal. Illegal immigrants outnumbered unemployed Americans as reported by The Washington Free Beacon. But they have strategized different steps apart from the legislated laws and are not dead to this issue as we are. At the moment, Myanmar is burning with Rohingya issue generally referred to as “Bengalis or illegal immigrants from Bangladesh”. As per media reports, the Burmese had earlier accepted them and granted citizenship to thousands of them but now the Government is reported to have declared that they cannot accommodate anymore migrants. Interestingly, Rohingyas have outnumbered

the population of Rakhine natives in the Rakhine state of Burma. They have forgotten the Burmese’s generosity and hospitality and now they want to kick out the Rakhine locals from the Rakhine state. Sources said Rohingyas want to make Rakhine state as their homeland, claiming that they are the native people. They have taken up arms for this fight and have been trained by some terrorist outfits (brotherhood). We have seen what the UN or the Human Rights Group had to grumble about Aung San Suu Kyi on Rohingya refugee crisis. But people should be practical, she is a true daughter of the soil hence, would go any extent to save the land and the people. Burma as a nation should survive rather than to become extinct. Today’s world is fighting the battle of illegal immigrants next to the war on terrorism. Nagaland is no exception. You ask any Bangla speaking businessman in Dimapur, “apuni ki manu ase?” And the reply you would get is, “moi Muslim ase?” Come on, just say your community or nationality. Nobody asked you about your religion. But do we Nagas ever read in between the lines? Don’t you think the same brotherhood talk would re-surface in Nagaland as and when we prepare to deport them? Do we believe they will be grateful for our generosity and hospitality? Hey wait! Temporary resident is miles apart from Permanent Resident Certificate (PRC) if you have one. President Donald Trump has rightly said “immigration is a privilege, not a right”. Height of pathetic scenario is when we witness the Nagas’ addiction of Miya BACHA adoption finally revealing itself when they end up committing heinous crimes as they grow up. The media publishes the

name you gave, your name as a criminal’s father, your family name and the village. Do you even feel ashamed of getting this free criminal celebrity status? How about some NPG faction enrolling suspected illegal immigrants? Why do you recruit them in national service? What share do they have in the fight for the Naga Sovereignty? What a patriotic and visionary exhibit! This is nothing but a national shame. Look at how our neighboring Assam is doing the best she could to prevent from becoming another Tripura. They have chosen NRC to identify illegal immigrants. National Register of Citizens (NRC) is a list of Indian citizens documented across the country in 1951 but it was said to be based on the census of that year only and no revision done thereafter. Assam is the first state in India to update NRC due to growing concerns of illegal immigrants mostly from Bangladesh. For inclusion in NRC, Assam Government stated that those whose names were in the 1951 NRC or in any

of the electoral rolls up to the midnight of March 24, 1971 and their descendants. If the individual’s name is not on any of these lists, a person can produce any of the documents dated up to March 24, 1971 such as land records, citizenship certificate, refugee registration certificate, birth certificate and educational certificate (March 25, 1971 was when Bangladesh Liberation War started). Census India 2011 data revealed an increase of 24% Muslim population in the country. One of the suspected reasons of the abnormal growth rate of 24% could be due to continuous inflow of illegal immigrants. Particularly in Assam state, about 10 to 12 districts have been covered by Bangla speaking people. Census 2011 reported that out of 27 districts, 8 of these districts registered a rise in the decadal population growth rate ranging from 20% to 24%. The population growth of 24% is much higher than the national average of 18%. (To be concluded) Vikali Shikhu, Unity Village, Dimapur

It’s not the weather, it’s the government

The roads in near Hill View Colony and various colonies are topped and constructed, but what about other colonies in Dimapur that need a lot of touch-ups? Also, we are never sure of when these newly constructed roads would chip off and create potholes. Does the government ever feel a slight of embarrassment when they see the road repairing done by organisations and concerned individuals? I suppose not. In fact, they would be happy to see that someone else has shouldered their responsibility. We are not driving on roads where we encounter the same few annoying bumps and potholes every day, in need of repair, but in fact, we are driving on roads that have completely failed. He also said that Omars rule had witnessed revival of the cross-border firing along the Line of Control and International border in 2010 after remaining peaceful for eight years, following ceasefire agreement during former Prime Minister A B Vajpayee-led NDA government at the Centre. “During the period, when the NC was in power in the state from 1996 to 2002 and 2008 to 2014, it failed to get revoked Armed Forces Special Powers Act (AFSPA), in spite of having

ing the Congress rule. “Full loan wavier for farmers, eradication of drug problem within a month, job for a member in each household, Rs 2,500 unemployment allowance and smartphones for the youth, Rs 1,500 pension for the elderly - the Congress made all sorts of promises in the run up to the Assembly polls to come to power,” it said.

One temple, two houses and three cowsheds were damaged in the Pakistani firing in Sai, Treva and Jabowl villages. Three livestock were killed in the overnight shelling, the officer added. support of the then Union Home Minister P Chidambaram,” Gupta said. “No talks with separatists and with Pakistan could be held and power projects could not be brought to the state, during the period when Omar was the Chief Minister and Congress was ruling at the Centre,” he said, describing Omars statement an attempt to “blow his trumpet”. Gupta said the borders, which remained peaceful for about eight years after the BJP government-led by Vajpayee, got disturbed and cross border firing started, particularly after 2010. He also said that during Omars tenure as Minister of State in the Vajpayees government and the time when his father Farooq Abdullah was heading the government, the Autonomy resolution passed by the state Legislature was put into the dustbin and no cognisance of the resolution was taken by the Government of India. “Then Omar continued to remain in the government at the Centre without any protest because of the lust for power,” he alleged.

Jammu, Sep 16 (PTI): The Jammu and Kashmir BJP today slammed the states former Chief Minister Omar Abdullah for attacking the party, saying his “boasting” of Article 35A of the Constitution did not match his party’s position on various issues, including AFSPA and greater autonomy, when in power. BJP State Spokesperson Virender Gupta’s remarks came in response to Omars statement that National Conference wont have allowed any attack on Article 35A and the BJPled government would not have dared to talk about this provision or the Article 370 had his party been in power in the state. “We, at the first instance, want to say that it is not the BJP or government at the Centre that has filed writ petition in the Supreme Court,” Gupta said here, adding that it was in response to Omars “boasting” of Article 35A. He said the concerned people who are being discriminated and whose fundamental rights are being snatched because of the un-constitutional provision of Article 35A had gone to

debt at end-March 2017. “Short-term external debt increased by 5.5 percent to USD 88 billion at end-March 2017. This is mainly due to the increase in trade related credits, a major component of shortterm debt with a share of 98.3 percent,” the report said. A cross country comparison based on ‘International Debt Statistics 2017’ of the World Bank, which presents the debt data for 2015, shows that India continues to be among the less vulnerable countries with its external debt indicators comparing well with other indebted developing countries. The ratio of India’s external debt stock to gross national income (GNI) was the fifth lowest and in terms of the cover provided by foreign exchange reserves to external debt, the position was sixth highest in 2015.

preparedness in terms of upgrading their system in line with GST, as well as destocking which is a natural fallout of the exercise, could be attributed to the sluggishness in sales. The situation continued well over the following weeks, with many stockists in a wait-and-watch mode. With the 2.4% growth rate, pharma sales hit Rs 10,317 crore in August, with Zydus Cadila posting the highest growth rate at 15.7 %, followed by Mankind at 11.1% and Lupin at 8.9 %, according to pharma research firm AIOCD. The market was pulled down by anti-infectives (-8%), while dermatology medicines posted a double-digit growth rate of 12.7%. Gastro-intestinal drugs grew by 2.4%, while chronic therapies like anti-diabetic registered a double-digit growth rate (10.6%), though lower than July. The cardio segment posted a single-digit growth rate for the month (8.1%),

New Delhi, Sep 16 (PTI): India’s external debt came down by USD 13.1 billion or 2.7 percent to USD 471.9 billion at the end of March this year on annual basis mainly due to decrease in NRI deposits and commercial borrowings. The debt has remained within manageable limits and the situation has improved in 2016-17 over 2015-16, said ‘India’s External Debt: A Status Report 2016-17’ by the Department of Economic Affairs. The external debtGDP ratio fell to 20.2 percent at the end of March 2017 from 23.5 percent at March 2016. Though sales in August showed a slight recovery over the previous month, which was in negative territory at -2.4%, analysts say the slump may well continue over the next couple of months. A survey conducted in August by IT-enabled healthcare service provider QuintilesIMS says, according to chemists and stockists, the supply chain has not seen any improvement after GST. Also, their business was impacted due to GST rollout, with teething problems expected to be sorted out over the next two months. A majority of distributors and stockists have upgraded their software, while for chemists it’s still work in progress. The poor

New Delhi, Sep 16 (PTI): India’s exports recorded a double digit growth of 10.29 per cent after a gap of three months to USD 23.81 billion in August, mainly on account of rise in shipments of chemicals, petroleum and engineering products, government data showed Friday. Imports too rose by 21.02 per cent to USD 35.46 billion in August from USD 29.3 billion in the year-ago month, according to the data released by the commerce ministry. Trade deficit widened to USD 11.64 billion in the month under review from USD 7.7 billion in August 2016, due to increase in gold imports that rose by about 69 per cent to USD 1.88 billion last month. New Delhi, Sep 16 (PTI): Gold fell by Rs 50 to Rs 30,850 per 10 gram at the bullion market today on weak cues from overseas markets and fall in demand from local jewellers at domestic spot market. Silver followed suit and eased by Rs 200 to Rs 41,400 per kg due to reduced offtake by industrial units and coin makers. Traders said a weak trend overseas, shrugging off North Korea’s latest missile launch over Japan with strong US inflation data raising hopes of another interest rate hike, mainly kept gold prices lower. Besides, fading demand from local jewellers and retailers at domestic spot markets due to ongoing inauspicious fortnight of “Sharadh”, too weighed on the prices, they added. Globally, gold fell 0.74 per cent to USD 1,319.20 an ounce and silver by 1.27 per cent to USD 17.54 an ounce in New York in yesterday’s trade.

Kumar said the lender took a host of measures apart from the National Company Law Tribunal process to address the problem of NPAs. “The provision coverage ratio is over 60 per cent and going forward, it may be required to increase by 600-700 basis points (6-7 per cent),” he added. The bank’s provision coverage ratio, which is measured by the amont of funds set aside by the lenders to cover bad loans, was higher at 60.79 per cent as on June 30, 2017, as compared with 59.91 per cent same period last year.

Bihar Deputy Chief Minister and BJP leader Sushil Kumar Modi, who heads the GoM, said that it would be only by October 30 that the government would be able to iron out 70-80 per cent of the technical issues being faced in return filing. “Taxpayers should not wait for the last day. The general tendency is that people wait for the last day resulting in heavy rush.

Ko l k at a , S e p 1 6 (IANS): India’s largest lender, the State Bank of India (SBI) is expecting that slippages will be “under control” in the coming quarters, an official said here on Saturday. “The fresh slippages have started tapering off and going forward the slippages would be under control,” SBI Managing Director (National Banking Group) Rajnish Kumar said on the sidelines of “Banking Colloquium” organised by the Confederation of Indian Industry (CII). He noted that the cost of credit in large- and midcorporate segments was high as compared to credit cost in the retail portfolio. “In the retail portfolio, the credit cost is not high but in corporate and mid-corporate segments, the same is high as the level of nonperforming assets (NPAs) is high (in the segment) and the bank has to make provisions for stressed assets,” he added. “In the last 3-4 days before the deadline there is heavy rush to file returns. I appeal to all the taxpayers that they should not wait for last day. By October 30, 70-80 per cent of problems we will be able to solve,” Modi said. IT services firm Infosys is taking care of the IT infrastructure for GSTN. GOM was formed at the last meeting of GST Council in Hyderabad after lot of I-T issues concering returns filing were raised by the states. Modi said that on Friday, a full day meeting of tax officers of state governments was held with the GST Network (GSTN), stakeholders, bankers, tax experts, big corporates and Infosys regarding the glitches faced in filing returns. The GOM meeting will be held every 15 days, mostly in Bengaluru, with the next meeting scheduled in the first week of October.

Bengaluru, Sep 16 (IANS): Government on Saturday ruled out any further extension in filing of returns under GST after December and advised the taxpayers to file them in advance and not wait for the last day. “We have kept long deadlines for GST filing. For at least six months the taxpayers have to file their own assessment. There will be no extension later,” Revenue Secretary Hasmukh Adhia told reporters here after the first meeting of the Group of Ministers (GOM) that was formed to tackle the IT-related glitches. The GST Council has allowed businesses to file GSTR-3B, which is a selfassesment of their sale and purchases, till December. “Initial hiccups are there but no mass scale failure. London Tube blast: Teen arrested, terror threat raised to ‘critical’

BUKAVU (DR CONGO), SEP 16 (AFP): Troops shot dead 34 Burundian refugees in clashes in Kamanyola in eastern Democratic Republic of Congo, local officials in the eastern province of South Kivu said today. A Burundian refugee said that more than 30 had been killed and at least 100 wounded in the violence yesterday. Interior ministry official Josue Boji said troops had tried to disperse the refugees by “firing in the air but were overwhelmed” when the group responded by throwing stones. Boji said the clashes began after a group of refugees overran a jail run by the country’s domestic intelligence agency to demand the release of four Burundians who had been arrested for expulsion on Wednesday night. “There are 34 dead and 124 wounded among the Burundian refugees,” he said, revising upwards an earlier toll of 18 dead plus one DR Congo soldier. Boji had warned earlier that the toll could rise further, as the refugees took the bodies of other victims to the Pakistani-run UN camp at Kamanyola. A spokeswoman for MONUSCO, the UN’s peacekeeping mission in the country, gave a toll, which was also provisional, of 18 dead and 50 injured.

through a homemade explosive artefact, inside a white bucket, which failed to fully detonate. Less than 24 hours later, the suburban Tube station was back in use by travellers. Hundreds of police officers were scouring CCTV footage, questioning dozens of witnesses and studying the remnants of the device in search of clues to the identity of those responsible. Prime Minister Theresa May, raising the terror status to its highest level, which means another attack is considered imminent, said late on Friday that military personnel would replace armed police “on guard duties at certain protected sites which are not accessible to the public”. Metropolitan Police’s Assistant Commissioner Mark Rowley asked the public to remain “vigilant”, but said people should “not be alarmed”. When asked about possible IS involvement, Rowley told reporters that it is “routine” for the extremist group to take responsibility for attacks in “these sorts of circumstances,” regardless of its actual involvement. US Secretary of Defence James Mattis spoke over phone with his Japanese counterpart Itsunori Onodera following the latest N o r t h Ko r e a n m i s s i l e launch, the Pentagon said. “The secretary reassured his Japanese counterpart of America’s unwavering commitment to the defence of Japan and the broader security of the region,” Director of Defence Press Operations Colonel Rob Manning said. “Mattis and Onodera agreed that the North Kore-

Mattis told reporters on his way to Mexico that as a result of the North Korean missile test, tens of millions of Japanese people were seen going into duck and cover, which was the second time that they’ve had to do that since World War II. “I believe it will further North Korea’s isolation -diplomatic and economic isolation -- because more and more nations are realising there’s simply no collaboration with the international community. Egypt court sentences Mursi to 25 years

FILE -- In this June 21, 2015 image, former Egyptian President Mohamed Mursi appears in court on the outskirts of Cairo, Egypt.

CAIRO, SEP 16 (PTI): An Egyptian court today upheld the life sentence against ousted Islamist president Mohamed Morsi in what is known as the Qatar espionage case. The Court of Cassation, Egypt’s highest appeal court, rejected the former president’s appeal and said the ruling is “final and unappealable,” state-r un MENA news agency reported.

The court also confirmed death sentences of three prominent members of the Muslim Brotherhood in the same case. Life sentence in Egypt is 25 years in prison. Morsi received the original sentence in June 2016 after being found guilty of using his post to leak classified documents to Qatar and selling them to al-Jazeera channel. The documents alleg-

Catalan mayors back holding independence vote BARCELONA (Spain) SEP 16 (agencies): More than 700 mayors from Catalonia met Saturday in Barcelona in a show of strength amid pressure from Spain’s central government not to hold an independence referendum for the northeastern region, reports AP. Political tensions in Spain are increasing as the proposed voting date of Oct. 1 nears. The Catalan gover nment has been scrambling to push forward the vote, despite the central government’s warnings that local municipalities are not allowed to use public buildings for it and mayors can be legally prosecuted for it. Hundreds of mayors stood Saturday next to regional President Carles Puigdemont and Barcelona Mayor Ada Colau in Barcelona, the capital and main city in the region.

DHAKA, SEP 16 (IANS): The Bangladesh government on Saturday announced plans to build shelters for up to 400,000 Rohingya Muslims fleeing persecution in Myanmar as it began a vaccination campaign for 1.5 lakh refugee children facing challenges of food, nutrition, shelter, water and sanitation. The Army and aid agencies will build 14,000 shelters, each housing six families, near the city of Cox’s Bazar, the Daily Star newspaper reported. Since late August over 400,000 Rohingyas have fled to Bangladesh from Myanmar to escape a government offensive, according to UN estimates. UN human rights chief Zeid Raad Al Hussein called the security operation targeting Rohingya Muslims in Myanmar “a textbook example of ethnic cleansing”. Rights groups accused the Myanmar military of burning Rohingya villages. But the Army said it was responding to attacks by militants and denied targeting civilians. The new shelters for Rohingyas will be on a site covering about 8 sq km of

In October last year, the same court had confirmed a 20-year prison sentence against Morsi for taking part inciting violence near Ittihadeya presidential palace in 2012. In November, the court had quashed one of the two life sentences handed down to Morsi and ordered a retrial in connection with the Qatar espionage case. Morsi, who became Egypt’s president in June 2012 after the first democratic elections in the country, was ousted in a military coup after a year in power following mass protests against his rule. He came to power after Egypt’s long-time president Hosni Mubarak was toppled in an uprising in 2011.

The Security Council’s reaction came a day after North Korea fired an intermediate-range missile from Pyongyang over northern Japan yesterday. In a statement, the Security Council said the launch was carried out just three weeks after a first missile overflew Japan and less than two weeks after Pyongyang’s sixth and biggest nuclear test. “The members of the Security Council strongly condemned these launches, condemned further North Korea for its outrageous actions, and demanded that North Korea immediately cease all such actions,” the Security Council said in a statement after an emergency meeting.

LONDON, SEP 16 (IANS): An 18-year-old youth was arrested on Saturday in connection with the terror attack on a London Tube train a day earlier, that left 29 people injured and resulted in an increase in the country’s terror threat level from “severe” to “critical”. The youth was detained in the port area of Dover by Kent Police over the Friday morning rush hour attack at the Parsons Green station in southwest London, BBC reported. The man, whose identity and nationality have not been disclosed, was charged under section 41 of the Terrorism Act, with an act of terror, officials said. Metropolitan Police Deputy Assistant Commissioner Neil Basu said the

arrest was “significant”, but the terror threat level remains at “critical” and the investigation continues. “This arrest will lead to more activity from our officers. For strong investigative reasons we will not give any more details on the man we arrested at this stage,” he said. Home Secretary Amber Rudd will be chairing a meeting of the government’s Cobra emergency committee later. The Islamic State group on its Amaq news agency claimed it was behind the explosion, which took place at 8.20 a.m. on Friday and sent a ball of fire along a carriage of the eastbound District Line train from Wimbledon at the Parsons Green station, southwest London. UNSC reform a priority for Trump admin: Haley WASHINGTON, SEP 16 (PTI): US Ambassador to the UN Nikki Haley has said that the reform of the UN Security Council is one of the top priorities of the Trump administration as several countries, including India have been demanding it. Haley’s remarks came as US President Donald Trump was set to deliver his first speech to the United Nations General Assembly next week. She said that the Security Council reform was still being talked about. “I know that it’s something that India wants,” Haley told reporters at a

White House news conference ahead of the annual General Assembly session from September 19-25. “Many other countries want it as well. So we’ll have to wait and see,” IndianAmerican Haley said as she along with National Security Advisor Lt Gen H R McMaster briefed reporters on America’s priorities at the United Nations next week. “On Monday, the president will join senior UN leadership and the leaders of more than 120 other nations to discuss reforming the institution. The president will express support for Secre-

tary General (Antonio) Guterres’ reform efforts. The United Nations of course, holds tremendous potential to realise its founding ideals, but only if it’s run more efficiently and effectively,” McMaster said. Haley, who has received accolades for her diplomatic skills since joining the administration in January, said the president will highlight the UN reform. “It is very, very important. We’ve got a massive reform package being led by the Secretary General that

really streamlines not just the processes, but also that budget as it goes forward, and makes the UN much more effective,” she said. “We basically have the president headlining a UN reform effort, which would really support the Secretary General. But the impressive part is we asked other countries to sign on to their support of reform and 120 countries have signed on, and will be in attendance. That’s a miraculous number,” she said.

WASHINGTON/UNITED NATIONS, SEP 16 (PTI): President Donald Trump has said America and its allies will never be intimidated and insisted that the US’ options for addressing the threat posed by North Korea are both “effective and overwhelming”. The remarks also came after H R McMaster, the US’ National Security Adviser, reaffirmed that the Trump administration has military options in place for dealing with North Korea. “After seeing your capabilities and commitment here today, I am more confident than ever that our options in addressing this threat are both effective and overwhelming,” Trump said in his address to air force personnel and families on the 70th anniversary of the US Air Force. Aguero fires Man City to top of table

Manchester City’s Sergio Aguero fights for the ball during their EPL match against Watford on Saturday.

London, Sep 16 (Agencies): Manchester City stormed to the top of the Premier League as Sergio Aguero’s hat-trick inspired a 6-0 demolition of Watford, while Philippe Coutinho’s return couldn’t lift Liverpool in a 1-1 draw against Burnley on Saturday. With previous leaders Manchester United not in action until Sunday’s clash with Everton, City had a chance to move three points clear of their title rivals. Aguero ensured they

did just that as the Argentine forward maintained his mastery of Watford at Vicarage Road. Pep Guardiola’s side took the lead in the 27th minute when Aguero headed in from Kevin de Bruyne’s free-kick for his seventh goal in five games against the Hornets. Aguero wasn’t finished inflicting pain on Marco Silva’s men and he struck again four minutes later, tapping in after Watford goalkeeper Heurelho Gomes

couldn’t hold David Silva’s cross-shot. Having notched his fifth goal of the season, Aguero turned provider in the 38th minute, slipping in Gabriel Jesus for a nonchalant finish. It was City’s 12th goal of a memorable week that also included a 5-0 thrashing of Liverpool and a 4-0 win at Feyenoord. Nic ola s Ota m endi added to that tally when he headed in the fourth from Silva’s cross in the 63rd

minute before Aguero completed his 10th City treble with nine minutes left. There was still time for Raheem Sterling to win and convert an 89th-minute penalty to cap City’s swaggering display. At Anfield, with Sadio Mane suspended, Coutinho made his first Liverpool start since his failed attempt to force a move to Barcelona. Brazil forward Coutinho missed the first five games of the season with a back injury before coming on in Wednesday’s 2-2 Champions League draw against Sevilla. But despite his return, Jurgen Klopp’s team were rocked when Scott Arfield put Burnley in front in the 27th minute. Liverpool drew level three minutes later through Mohamed Salah’s cool finish from Emre Can’s pass, but the Reds couldn’t find a winner with Coutinho substituted in the closing stages. London, Sep 16 (IANS): English football champions Chelsea’s latest signing, midfielder Danny Drinkwater is to be sidelined for a month due to a calf injury, coach Antonio Conte said. The 27-year-old Drinkwater joined the London giants from Leicester City on the last day of the summer transfer window and has yet to make his debut with his new club, reports Efe. “He has a muscular problem in his calf. I think it’s very difficult to see him before the international break (early in October),” Conte on Friday told a press conference ahead of Sunday’s English Premier League (EPL) match against Arsenal. “He needs time to recover. It’s a pity because he was starting to work and to improve his physical conditions. Now we have to move all these situations,” the manager added. “And in two, three weeks, four weeks, I don’t know,” Conte said. Is t a n b u l , S e p 1 6 (IANS): India’s good run in the Ahmet Comert International Boxing Championship continued as five women pugilists, Niharika Gonella, Sashi Chopra, Ankushita Boro, Parveen and Soniya made the finals here. In the 75 kg weight category, Niharika beat Selma Karakoyun 3:2 to set up a summit clash against Shamonova Anastasiia of Kazakhstan, while Shashi Chopra punched her way into the finals by registering a 4:1 victory over Sandugash Abilkhan of Kazakhstan in the 57 kg weight classification, here late on Friday. Shashi will now be up against Vladislava Kukhta of Kazakhstan. Ankushita got the better of Aleyna Turk of Turkey and will now face Turkish pugilist Cagla Aluc in the summit clash of the 60 kg competition. In the 48 kg competition, Soniya beat Olga Shalimova and will now take on Zahazira Urakabeva of Kazakhstan, while Parveen beat Ayten Cumentor of Turkey.

all the three Test matches, five ODIs and one T20 international to return unblemished. But in Australia, the hosts will face stiffer competition simply because of the quality of players the visitors posses. Even without their pace spearheads Mitchell Starc and Josh Hazlewood, ruled out due to injuries, the Steve Smith-led side has the likes of Nathan Coulter-Nile, Pat Cummins, Adam Zampa and Ashton Agar to trouble the Indian batsmen.

It won’t be smooth sailing for the visitors, though, by any stretch of imagination. At home, India have been rampant over the last year of so winning against New Zealand and England 3-2 and 2-1 respectively in the 50-over format. Indian batters are been in good form with veteran Mahendra Singh Dhoni also finding himself among runs in Sri Lanka. Not having Shikhar Dhawan for the three ODIs is a blow as the southpaw has been among runs in all formats lately.

would vie for spots in the team. Kuldeep and Chahal have done pretty well in the limited chances that they have got since then and even though there’s a perception that wrist-spinners can go for runs, the leggie has an economy rate of 4.14 and the chinaman 3.97 in ODIs. “I look at them as mystery spinners. You never know what’s coming out of their hand. The captain is comfortable to get them into the fray as they can get crucial breakthroughs we look forward to in the middle part of the game,” vice-captain Rohit said on Friday. The Aussies too will rely heavily on their tweakers to get them the wickets. While skipper Steve Smith has made it amply clear that Zampa is a certainty in the playing XI, Agar is also tipped to play a part.

Ajinkya Rahane is expected to take his place at the top of the order alongwith opener Rohit Sharma. KL Rahul is also an option. For the Aussies, not having Aaron Finch opening the batting with David Warner is not a perfect arrangement with the dashing right-hander nursing a calf problem. Peter Handscomb has been called on to replace him but Travis Head looks to be the likely partner of Warner. Ahead of the 2019 World Cup in England, India chief coach Ravi Shastri will get to look at his back-up spin options in this series with Ravichandran Ashwin and Ravindra Jadeja rested. Master Mark Born : 18 February 2002 – Expired : 17 September 2012

Dear Markbo, We just can’t believe how time flies so fast. You seem to have left us hardly a week or a month ago, but can you believe it? Today is the fifth year that you left us to be with the Almighty. How are you doing up there? Are you behaving well? We know your mischievous ways but when you are with Jesus you will have to behave, because God loves children who obey him. Asu is very very sick and is in the ICU for the past two months please tell Jesus to heal him. Kanishbo does not listen to your mom these days; do pray for him to be obedient and sincere in his studies. Your deputy in the colony, Master Habu has grown tall and has replaced you as the captain of the mischievous locality team, but everybody says that you were the best captain ever. They still call you captain Markbo and today all of them will be gathering along with your brother to have dinner and to recollect the incident of the last match in 2012, where your team played with a rival team and inspite of you being clean bowled you refused to quit. Your rival team members still say that cheating was at its peak during your captaincy. Your Markbo’s ambulance is still doing a good job by ferrying the sick and the death free of cost but our dream project of a charitable hospital is yet to be realised, please pray that it becomes a reality sooner than later. Everyone at home is fine, just that we miss you every single moment, especially your mom who cries all the time whenever she sees your friends playing cricket. We want you to be good all the time!!! Take good care of yourself. DP-9817

You loving mom, dad & Kanishbo.

DIMAPUR, SEP 16 (NPN): The second edition of Case Premier League, a non-professional football league, kicked off at DGP ground, Chumukedima on Saturday, after it was declared open by parliamentary secretary, flood and irrigation, Tovihoto Ayemi. With the motto, “beyond thirty, beyond fitness, beyond football”, six teamsCase FC, Trinity Sporting, G-Sporting club, STAFAC United Patkai, Nizams FC and A1 Powerplay are taking part in the league which will continue till November. However, the match will be played only on Saturdays and on national holi-

days, as most of the players are employees (both government and private). The main objective of the league is to promote friendship, healthy life and promote football. In his inaugural speech, Tovihoto said that the league was unique as it has something to do with the non-professionals. Pointing out that 60 to 70 percent of the population in the state were mostly youths, he urged them to come out of the comfort zone and take part in physical activities. “Today most of the youngsters were engrossed in driving and in playing video games, and due to lack of fitness many health ailments were on the rise”, he said.

In this regard, he urged the youngsters to be health conscious and engage in physical activities to remain fit and healthy. He also lauded the organizing committee of the league from various fields coming together and organizing the league, and said that the league has created a good platform to bring unity among the people. Tovihoto pointed out that Naga youths are talented and did not take much time to learn and could easily adapt to any game. However, he said that the youths needed encouragement and facilities. Further, he urged the organizer to let this event be continuous so unity and relationship could be built.

15-yr-old Bhardawaj qualifies for WC Finals

Shapath Bhardawaj

NEW DELHI, Sep 16 (PTI): Indian teenager Shapath Bhardawaj has now qualified for the prestigious ISSF World Cup Finals for shooting. Having become the country’s youngest athlete to figure in the government’s

Target Olympic Podium (TOP) scheme, the 15- yearold, who clinched an individual bronze medal in the Junior World Cup in Italy last month, will compete in men’s double trap alongside Ankur Mittal and Sangram Dahiya.

Maradona’s ‘Match for Unity’ postponed to October 5

The World Cup finals, the most prestigious annual tournament of the International Shooting Sport Federation, will be held at the Dr Karni Singh Shooting Range next month. Champion pistol shooter Jitu Rai, Ravi Kumar (10m air rifle), Pooja Ghatkar (10m air rifle), Amanpreet Singh ((50m pistol), Meghana Sajjanar and Deepak Kumar (10m mixed air rifle), Rai and Heena Sidhu (10m air pistol mixed) will be seen in action. Rai will be competing in three events - 10m air pistol and 50m pistol - besides mixed team. The players qualified for the tournament based on their performances in a series of three World Cups held in India, Mexico and Cyprus respectively.

In the first match, defending champions Trinity Sporting were held to a goalless draw by Case FC. It was misfortune for Case FC as the highest scorer from last edition, Dr. Lipok suffered a fracture on the sheen after colliding with the goalkeeper of Trinity FC early on in the game. The match was largely pedestrian with the hot afternoon sun sapping the energy of most of the players and both teams were content to play out a drab draw. The second match was an exciting affair as A1 Powerplay and STAFAC United Patkai played out a 3-3 draw. Powerplay took the lead in the 5th minute after Akika cut in from the left and found Nito around the 6 yard box who eased the ball past the STAFAC goalkeeper. Minutes later, Akika could have doubled the lead after he was put clean through. However, his effort on goal was denied by the woodwork. Akika was instrumental for Powerplay as he used his pace and guile to trouble the STAFAC defence. In the second half, he cut in from out wide, but this time from the right, and found Yannath for a simple tap in. Powerplay looked comfortable after going 2-0 up but STAFAC pulled one back with Keneivikho Khro heading in from a corner. Minutes later STAFAC pulled even with Chui beating the offside trap and shooting from outside the 18-yard box – the goalkeeper was unmoved as the ball zoomed into the back of the net. STAFAC then took the lead after the Powerplay custodian made a clearance which left him out of position and unfortunately, found Chui who looped it past the keeper and into the net from distance. However, Powerplay continued to press and their persistence paid off in the dying minutes when Bokito made a run from deep and found Temsu with a defence splitting pass – the latter slotting the ball calmly past the goalkeeper as the match ended 3-3. Nizams FC Dimapur were the only team to register a win on the day as they beat G. Sporting Club in a feisty third match. G. Sporting Club largely controlled the match in the first half but some resolute defending from Nizams saw all threats being neutralized. Towards the end of the half, Bito made it 1-0 for Nizams – a touch fortunate as his shot went in through the goalkeeper’s legs. Substitute Sopei then made it 2-0 in the second half as the Nizams started to assert more control on the game. The match saw some feisty tackles late in the match as players from both teams clashed and engaged in heated arguments but Nizams held on for three points.

Sindhu seals final spot at Korea Open Seoul, Sep 16 (PTI): Olympic silver-medallist P V Sindhu defeated China’s He Bingjiao in the semifinals to set up a mouth-watering summit clash with world champion Nozomi Okuhara of Japan at the Korea Open Super Series, here Saturday. The 22-year-old Indian had come into the match with a 3-5 head-tohead record, having lost to the Chinese at the Asia Badminton Championship this year. But that didn’t matter as Sindhu saw off the World No.7 21-10 17-21 21-16 in a match that lasted an hour and six minutes here. The World No.4 Indian, who had won the China Super Series Premier last year and clinched the India Super Series and Syed Modi Grand Prix Gold this season, now stands just one win away from another title. However, it will once again be her World Championship final nemesis and eighth seed Okuhara, who will stand in the way when they clash in the final tomorrow. The Olympic bronzemedallist Japanese entered the final with a 21-17 21-18 win over World No.2 compatriot Akane Yamaguchi, seeded second. Sindhu made a rampaging start to the opening game as she rushed to a 9-1 advantage before moving into the break at 11-4 when the left-handed Chinese hit out.

P V Sindhu

Sindhu made a few unforced errors but she didn’t let it derail her game as she moved to a 10-point advantage and sealed it when Bingjiao once again hit out. In the second game, Sindhu and Bingjiao were tied 4-4 initially but the Indian once again clinched a five-point advantage at the break when she unleashed a body smash and then Bingjiao hit out again. But unforced errors by Sindhu and Bingjiao’s resilience helped the Chinese slowly erase the deficit and make it 10-13. Sindhu tried to engage her opponent in fast rallies but Bingjiao managed to claw back at 15-15 with a precise straight down-theline smash. Sindhu suddenly hit a bad patch as two wide shots and one of her returns were buried in the net, giving the Chinese a 20-16 advantage. A deceiving return on Bingjiao’s serve saw Sindhu save a game point but the Chi-

nese sealed it next when the Indian found the net again. The decider saw the longest and quickest rallies as both the shutters looked to outwit each other. Sindhu managed to lead 7-4 and 9-6 before Bingjiao clawed back with three straight points. However, two wide shots once again spoilt Bingjiao’s run as Sindhu held the advantage for the third time at the interval. T h e s c r i p t d i d n’t change much after the break as Sindhu continued to lead even as Bingjiao struggled with her length and ended up sending the shuttle wide and long. Sindhu moved to a 19-15 lead before Bingjiao produced a powerful smash to gather a point but the Indian was in no mood to stretch it any further as she moved to the match point when Bingjiao hit wide again. The Indian then sealed the issue with a lucky net chord.

Davis Cup: India, Canada tied 1-1 after Day 1 E D M O N T O N , S ep 16 (Agencies): Yuki Bhambri’s strong comeback fell just short as India and Canada ended day one of their Davis Cup World Group Play-off tie at 1-1 after Ramkumar Ramanathan had won the first singles for the visitors in Edmonton. Ramanathan battled past Brayden Schnur in a marathon four-setter to give India a 1-0 lead over Canada on day one of the Davis Cup World Group Play-off tie, here on Friday. The 22-year-old Ramkumar, ranked world No. 154, outlasted the debutant 5-7, 7-6(4), 7-5, 7-5 in the first singles, which lasted

three hours and 16 minutes. He thus remains unbeaten in the Davis Cup in 2017 season, having won all five matches he has played. Ramkumar’s powerful serve was his most potent weapon but the lack of pace in his strokes often made him vulnerable. He, however, wriggled out of crunch situations with his gritty serving and saved 15 of the 18 breakpoints. The Indian mostly served wide and deep to the left of the Schnur, making the returns difficult, which helped him open the court for easy winners. World No. 202 Schnur packed a lot of power in his groundstrokes but looked down and out when trail-

ing by two sets to one, and down by a break in the fourth set. But he found the energy to fight when Ramkumar dropped serve immediately.

The fourth set was littered with breaks but eventually Ramkumar sealed the match with a backhand winner, again well set up with a quality serve.

In the second singles, Bhambri lost 6-7, 4-6, 7-6, 6-4, 1-6 to world No. 51 Denis Shapovalov - but not before he turned the match on its head after being down by two sets and a match point in the third set. Shapovalov unleashed his power-packed game from the beginning and Yuki was mostly left to defend but after taking the third set it was the Indian who dictated the terms. An early break in the fifth set again shifted the momentum in Shapovalov’s favour. The Canadian broke Yuki in the third and sixth games to take a 5-1 cushion and clinched the issue with a forehand winner.
