Resignation of 4 Manipur NPF MLAs accepted Correspondent

IMPHAL, SEP 15: Manipur Assembly Speaker, Th. Lokeshwor has accepted the resignations of five MLAs including four Naga People’s Front (NPF) MLAs with effect from Wednesday. The four NPF MLAs whose resignations were accepted includes-- L Dikho of 48-Mao A/c, Samuel Rison of 44-Ukhrul A/c, Victor Nunghlung of 41-Chandel A/c and Dr V. Alexander Pao of 47-Karong A/c while the fifth person was Congress MLA, Yumkham Erabot who recently quit the party to join the BJP. In this regard, the Manipur Assembly secretary, K. Meghachandra on Thursday in a notification stated that following the resignations of the MLAs, the five seats remain vacant. The resignations of the four NPF MLAs were accepted only after a year. The NPF MLAs had while submitting their resignation to the Speaker on September 4, 2015 stated that they decided to quit in protest against the “consistent, cruel, crude and unpardonable anti-tribal and anti-Naga attitude, approach and actions of the Ibobi Singh government. However, there was unlikelihood of conducting the bye-elections to fill up the vacant seats in view of the forthcoming generation elections slated to be held in the month of March or April, 2017.

Amit Shah commits to Manipur’s territory

Correspondent/Agencies

Imphal, Sep 15: With assembly elections in Manipur due early next year, political parties have re-started the most emotive issue of ‘protection of Manipur’s territorial integrity’ which was given a push when BJP national president Amit Shah made it unequivocally clear, that the party will not compromise with Manipur’s territorial integrity. In his public address yesterday in Imphal, Shah had assured that Manipur’s territorial integrity will not be compromised at any cost, without naming the framework agreement between the NSCN (IM) and Centre signed in 2015. The apprehension is widespread among the other communities in Manipur that the Centre might give in to the NSCN (I-M) demand of integration of Naga-inhabited areas in the Northeast into ‘Greater Nagalim’. Shah was accompanied by BJP national general secretary Ram Madhav, HRD Minister Prakash Javadekar, who is also in charge of Manipur and Assam Finance Minister and former Congress minister Himanta Biswa Sarma. Sarma is also the convenor of the Northeast Democratic Alliance, the BJP-led anti-Congress platform of regional parties in the

region. With every politician in Manipur wanting to be seen as being pro-integrity, BJP again fired another salvo Thursday when BJP leader O.Joy Singh accused Congress of having given approval for ‘Naga integration’ long time back. O.Joy who was speaking to media alleged the Manipur deputy chief minister Gaikhangam had appended his signature to Naga integration. He made the charge while reacting to Gaikhangam, who had claimed yesterday, that there was a “time bomb” set somewhere inside the ‘framework agreement’ signed between New Delhi and the NSCN (I-M). O. Joy went hammer and tongs at Gaikhangam for alleging that the Modi government was not willing to disclose details of the framework agreement and also expressed doubts that the government at

the Centre was willing to end the Naga problem. Returning the compliment, O.Joy claimed that the framework agreement was not a time bomb but a mechanism to detect the bomb. Further, former state BJP president Th. Chaoba reaffirmed that the BJP’s commitment towards protecting Manipur’s territorial integrity was unquestionable as also reflected in the party’s election manifesto. Shah, who arrived in the poll-bound State on Wednesday also drew a parallel between former Assam chief minister Tarun Gogoi and the present Manipur CM, O. Ibobi Singh and said that the latter has also failed to utilise the Central funds meant for development of the State. Shah said that Manipur election will repeat what happened in Assam and said that the saffron party will oust the Congress from power in Manipur in neat year’s polls. The Manipur Assembly elections slated for early next year is a priority for the saffron party. The dissidence in ruling Congress, particularly against the Chief Minister might prove an advantage for the BJP in the forthcoming polls. In a recent development, senior Congress leader and former Minister Y Irabot Singh had already joined the BJP with all his supporters.

MH370 investigators examine the Pemba Island debris in this handout image from the ATSB. (ATSB/EPA)

KUALA LUMPUR, SEP 15 (AGENCIES): A piece of aircraft wreckage found in June off Tanzania has been confirmed as coming from the doomed airliner MH370, Malaysia said on Thursday. The debris, found on Pemba Island off the Tanzanian coast, is the latest piece of wreckage to be linked to the Malaysia Airlines jet, whose disappearance remains

a mystery. Malaysia’s transport ministry said the piece of debris, which had been taken to Australia for expert analysis, was found to have part numbers, date stamps and other identifiers confirming it came from the Malaysia Airlines jet. “As such, the experts have concluded that the debris, an outboard flap, originated

from the aircraft 9M-MRO, also known as MH370,” a ministry statement said. “Further examination of the debris will continue in hopes that evidence may be uncovered which may provide new insight into the circumstances surrounding flight MH370.” Authorities had earlier said the piece of debris was “highly likely” to have come from MH370. However, the confirmation appears to have so far shed no fresh light on the plane’s fate. The Malaysia Airlines jet was carrying 239 passengers and crew when it disappeared en route from Kuala Lumpur to Beijing on March 8, 2014. It is believed to have crashed into the Indian Ocean, but an extensive deepsea hunt off Australia’s west coast is drawing to a close with nothing found yet. However, several pieces of debris that apparently drifted thousands of kilometres toward the African coast have been identified as definitely

NEW DELHI, SEP 15 (PTI): Rural roads are lifeline for the villages and the states should frame policy for maintenance of such routes constructed under the flagship programme PMGSY, Union Rural Development minister Narendra Singh Tomar Thursday said. As many as 14 states have framed policies for maintenance of rural roads, while the remaining ones have yet to frame such policy. “...we all know what is the importance of rural roads in villages, it is a sought of lifeline for villagers staying there. In last two years we have been constructing the roads at very fast pace. Now the states should frame policies to maintain them. It is very essential the roads remain traffic worthy throughout the year,” Tomar said while speaking at a workshop on rural road maintenance policy. Speaking at the same event, Rural Development Secretary Amarjeet Sinha said the pace of construction of rural roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY) has increased to 139 km per day from 70-75 kilometre per day from 2011 to 2014. Rural roads is a state subject and Pradhan Mantri Gram Sadak Yojana (PMGSY) is a onetime special intervention of the government to provide rural connectivity, by way of single allweather road to the eligible unconnected habitations in the core network. More than 4.81 lakh km of roads connecting 1.192 lakh habitations across the country were constructed under the PMGSY till June 30. PMGSY envisages connecting all eligible unconnected habitations with a population of 500 persons and above as per 2001 census in plain areas and 250 persons and above as per 2001 census in special category states Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Jammu and Kashmir and Uttarakhand. Besides this, the habitations having population of 100 and above, identified by Home Ministry as crucial are also covered under this scheme. The government has also launched the second phase of PMGSY-II which envisages consolidation of the existing rural road network to improve its overall efficiency.

or probably from the Boeing 777. Those finds have confirmed the plane went down but have so far shed no light on why and have fuelled questions over whether the official search is focused in the right area. The Australian-led operation is scouring the seafloor within a remote 120,000square-kilometre belt of the Indian Ocean where authorities believe the passenger jet went down. The search is nearly finished, however, and families are bracing for it to be called off. An American amateur investigator, Blaine Gibson, handed other possible MH370 debris to Australian officials on Monday, saying several pieces were blackened by flames, raising the prospect of a flash fire onboard. Gibson, a lawyer, who has travelled the world trying to solve the MH370 mystery, told Australian reporters the debris had washed up in Madagascar.

Frame modality to tackle influx of illegal immigrants: NSF DIMAPUR, SEP 15 (NPN): Naga Students’ Federation (NSF) has urged the state government to immediately frame a strong modality that could tackle the influx of illegal immigrants. In a representation addressed to the chief secretary, the NSF president Subenthung Kithan and NLR commission chairman Kezhazer Angami expressed concern over the influx of non-locals and illegal immigrants into Nagaland and lax implementation of Bengal Eastern Frontier Regulation (BEFR) Act of 1873. Pointing out that the BEFR Act 1873 was enacted to protect the indigenous inhabitants of Nagaland, the land and its resources from exploitation by outsiders, the NSF, however, said that the ILP system in Nagaland was not enforced in letter and spirit in line with the BEFR Act 1873. According to the federation, the present ILP system in Nagaland, which lacked stringent terms for application, issuing of ILP and penalization of ILP defaulters, had made it liberal, porous and ineffective, thus negating the very purpose

for which the Act was enacted. NSF said the present ground reality was such that there was an impending threat of the Naga indigenous inhabitants being out-numbered by the illegal immigrant populace. The federation has, therefore, maintained that the government of Nagaland should immediately frame a strong modality, which can tackle the present challenges of incessant influx of non-locals and illegal immigrants. In this regard, the NSF has demanded that the following terms and conditions to be incorporated in the new modality for implementation of BEFR Act of 1873. 1. Territorial coverage: Dimapur District should come under the purview of Inner Line Permit Regulation. 2. Documents to be produced while applying ILP: (a). Applicants (Main Land Indians): Voter’s ID Card, Permanent Residential Certificate. (b). Applicants (Assam): Voter’s ID Card, Permanent Residential Certificate, Land Patta, Electoral Roll enrollment duly

signed by the District Magistrate and Election Officer, National Citizen Register (NCR) (issued before 1963). (c). Local Guarantor: I. Indigenous certificate, residential and identity proof certificate, II. A joint photograph with his/her ward should be produced. 3. Undertaking: ILP applicants should produce two local guarantors (Employer and House Owner). Both the guarantors should sign an undertaking; I. Local guarantors and the applicant should be physically present while applying for ILP II. That He/she should deport his/her ward on the expiry of ILP and report to the ILP Monitoring Cell. III. That He/she should be held responsible if legal cases against his/her ward arise. 4. Validity of ILP: A maximum of 15 days should be granted. 5. Administrative Mechanism: I. Set up separate ILP Monitoring Cell in each district headed by Additional Deputy Commissioner. II. Main Entry

SHILLONG, SEP 15: The Mukul Sangma-led Congress government on Thursday survived the no-confidence motion after the opposition parties withdrew it without the motion being put into vote, thus creating a history in the state. Never before in the history of the Meghalaya Assembly, that a no-confidence motion has been withdrawn by the opposition benches. It has always been put to vote but Thursday’s no confidence motion was an exception as legislators from the opposition benches withdrew after listening to the Chief Minister’s reply. Interestingly, Independent legislators Rophul Marak and North East Democratic Socialist Party Lamboklang Mylliem from the treasury bench and two opposition independent legislators Saleng Sangma and John Leslee K. Sangma were conspicuous by their absence. Assembly Speaker Abu Taher Mondal said that the “no-confidence motion is withdrawn” with the leave of the House after Hill State People’s Democratic Party legislator Ardent Miller Basaiawmoit, who moved the motion, withdrew it. “It is the first time that a no-confidence motion was withdrawn without being put into vote,” Mondal told the members of the House.

Government of Nagaland should initiate sensitization programmes with the Village Councils, Town/ Colony/Ward leaders and apex tribal bodies in all the districts. Moreover, the government should empower the above local bodies for the successful implementation of the ILP system in Nagaland.

PWD (NH) minister clarifies on ‘rumours’ over SARDP-NE work DIMAPUR, SEP 15 (NPN): Nagaland minister of PWD (National Highways), Nuklutoshi, has sought to set the records straight regarding “some rumours” about the issue of NH-29, Kohima-Dimapur, under SARDP-NE Phase A (4 lane). In a press release, the minister said that the work was allotted to ECI Engineering & Construction Co. Ltd and Gayatri Company under the supervision of National Highway & Infrastructure Development Corporation Limited (NHIDCL). However, he claimed there was a “rumour” that the ECI Engineering & Construction Company Ltd. had sublet a portion of the work to some local Naga contractors under a MoU, which was initiated by the NHIDCL and some individuals. The minister said it was learnt that some misunderstanding occurred between them leading to the cancellation of the MoU. “All these developments have occurred without the knowledge of the concerned department and hence if any consequences arise, it will be solely the responsibility of the NHIDCL and the mentioned company,” Nuklutoshi said. The minister directed that, hereafter, if any portion of works allotted were sublet to anyone else, it must be done after informing the Nagaland PWD (NH) and including the department as a witness in the MoU. Moreover, the minister said there was another declaration of new national highways by NHIDCL connecting Ramani Ali in Simalguri upto Bihupar in the State of Assam going upto Mon in the State of Nagaland. He said this was also done without the

Expired drugs: Distt admn pulls up NHAK DIMAPUR, SEP 15 (NPN): Against the backdrop of reported arrest of a salesman of a government registered pharmacy located at the Naga Hospital Authority Kohima (NHAK) for allegedly selling expired medicine to a patient, a joint meeting between the Kohima district administration, NHAK officials and Angami Youth Organisation was held at the office chamber of ADC Kohima on September 15, 2016. According to a DIPR report, the district administration, based on the incident reported and deliberation, has directed the NHAK to detail and assign a qualified staff to check and segregate the expired medicine. The administration also informed the NHAK that it was mandatory to mention the batch number and expiry date of the medicine in the receipt memo while handing over the items to the buyers. The district administration also appreciated the concern shown by the AYO towards the welfare of the public, it stated.

ASU, LSU, AKM keep ultimatum in abeyance DIMAPUR, SEP 15 (NPN): Angami Students’ Union (ASU), Lotha Students Union (LSU) and Ao Students’ Conference (AKM), which had on September 8 last jointly served a five-day ultimatum on chief minister to address their demand concerning NSEE-II, said on Thursday that they have decided to keep their ultimatum in abeyance. In a joint statement, ASU president Dieve Yano, LSU president Amos Odyuo and AKM president Jemti Longchar said the three student bodies held a meeting with the department of technical education on September 13, 2016, at secretary chamber in Kohima. The signatories said that as requested by responsible department to wait till September 19, 2016, of the cabinet meeting, the three apex student bodies would keep ultimatum in abeyance. They, however, warned that failure to deliver justice, the three student bodies would take own course of action.

concern or knowledge of the PWD (NH) Government of Nagaland. Further, the minister clarified that there was an existing newly declared NH between the two states via Changtongya-Longleng-AboiMon in Nagaland upto Namtola in Assam. “Therefore, the said declaration of new national highways by the NHIDCL is not in concurrence with the present existing one,” said minister PWD (NH). Nuklutoshi said that, henceforth, according to protocol, any declaration of new highways or handing over of responsibility from PWD (NH) to NHIDCL or BRO and any kind of correspondence with the concerned department in Delhi must be done only through PWD (NH) and the minister concerned. Because, he said the technicality and knowhow of making new roads and maintaining the existing ones were solely the concerns of PWD (NH) and not any other individuals, or parties. In the event of anyone going ahead with the same practices as mentioned earlier without acknowledging the facts given and creating misunderstandings or problems in the execution of works in national highways, the minister cautioned that all the consequences will be borne by them. NHIDCL, established in July 2014, is a fully owned company of the Ministry of Road Transport & Highways which aims to promote, survey, establish, design, build, operate, maintain and upgrade National Highways and Strategic Roads including interconnecting roads in parts of the country which share international boundaries with neighboring countries.

SC raps TN, Karnataka over Cauvery violence

RAF personnel deployed at City Railway Station following pro-Kannada activists’ rail roko call in protest over Cauvery water issue in Bengaluru on Thursday. (PTI) New Delhi, Sep 15 (IANS): The Supreme Court on Thursday rapped the Tamil Nadu and Karnataka governments for their failure to stop the largescale violence that erupted after its order on sharing of Cauvery river waters. On being told that there was bandh and Rail Roko in Karnataka on Thursday and there would be a bandh on Friday in Tamil Nadu, the bench of Justice Dipak Misra and Justice Uday Umesh Lalit said, “People can’t be a law to themselves. It is obligatory on the part of the State of Karnataka and Tamil Nadu to prevent such actions. “We are compelled and constrained to say it is the duty of the State that no such agita-

tion, damages and destruction to public and private property takes place, the bench said in its order. The bench also said that bandhs and agitations could not be allowed in pursuant to the orders of the court. “We sincerely hope that wisdom will prevail over the competent authority of the State to maintain peace, said the bench. The court said this in the course of the hearing of a PIL by a social activist hailing from Kanyakumari seeking directions to both Karnataka and Tamil Nadu governments to take preventive steps to curb violence and agitations, assess the damage to public and private property and make those responsible to account for it.

The court issued notice to both the states and directed its hearing on September 20, when it would take up the main matter. Having made its displeasure known, Justice Misra said, “We hope and trust that wisdom would prevail on both the States to maintain peace, harmony, order and calm and above all dignity and respect for law. The top court by its September 12 order had asked Karnataka government to release 12,000 cusecs of Cauvery river water to Tamil Nadu every day till September 20, after modifying its earlier order of September 5 directing the release of 15,000 cusecs every day for next 10 days.

Centre to announce next set of smart cities New Delhi, Sep 15 (PTI): The Centre will announce the next set of 27 cities for financing under the Modigovernment flagship Smart City Mission next week, Union Urban Development Minister M Venkaiah Naidu said today. “I am happy to tell you that 20 cities were announced in the first and another 13 in the supplementary round. Now, I am going to announce another 27 cities in the next week, Naidu said while addressing the 12th Indo-US Economic Summit here. So far, the government has announced 33 cities that will be developed as ‘smart cities’ which would have facilities such as assured water and power supply, sanitation and solid waste management systems, efficient urban mobility and public transportation, IT connectivity and e-governance, among others. The Modi-government aims to transform about 100 cities by 2019-20, with the Union government providing financial support of Rs 48,000 crore over five years. Meanwhile, Naidu said the challenges before the government is to overcome the “deficits that it has “inherited from the UPA dispensation in “quickest possible time. “Every government inherits certain legacy from the previous one. What we have inherited was a bag load of deficits -fiscal, revenue, trade, current account and governance deficits and above all, trust deficit. “The challenge before our governments is to overcome in the quickest possible time, these deficits, he said, adding that the government has taken up “this serious challenge in right earnest.

Journalists should not eulogise terrorists: Naidu New Delhi, Sep 15 (PTI): Journalists should stick to the truth, discourage those who seek to arouse emotions on caste, regional or communal lines, and not “eulogise terrorists, Information and Broadcasting Minister M Venkaiah Naidu said Thursday. Addressing the 49th Convocation of the Indian Institute of Mass Communication (IIMC), he said nowadays there are attempts to eulogise those accused of terror activities. “We have seen in recent days what is happening to terrorists, their sympathisers... dacoits. Some people are trying to eulogise Afzal Guru, Yakub Memon, Maqbool Bhat or Burhan Wani, Naidu said. “It may be music to the ears of our neighbour who is trying to aid, abet, fund and train terrorism. Pakistan is aiding, abetting, funding training terrorism... You are a journalist but you are a citizen of India and you have a duty towards the country, he said. Naidu told the students graduating from the premier media school that news and views should not be mixed and journalists should stick to the truth. “My advise to the media is -- be near to the truth and keep away from sensation. But unfortunately, sensation has become the order of the day. They want some headlines, he said. “Caste has no relevance to the society. But unfortunately people are using emotions... caste emotions, regional emotions, language emotions, communal emotions, he said. Naidu advised the students that “journalism should be a mission and not for commission and said that unfortu-

Venkaiah Naidu presenting degree to a student at the 49th convocation ceremony of the Indian Institute of Mass Communication (IIMC), in New Delhi on Thursday. (PTI) nately in present times we hear about evils like paid news or sponsored news. He also referred to the recent violence over the Cauvery water sharing dispute between Tamil Nadu and Karnataka and asked why should buses be burnt over the issue? Journalists should not fall in the trap of such tendencies, Naidu said, adding that all should feel proud of the country’s culture and traditions. On the coverage of proceedings of Parliament and state Assemblies, Naidu said that often the media focusses a lot on those who are obstructing the proceedings. “In Parliament or Assembly, they always report about somebody going to the Well of the House or somebody unfold-

ing his shirt and saying - come out. We are showing it as a heroic act. We should condemn that fellow and say that he has not spoken decently, the minister said. In an apparent dig at political opponents, Naidu said that “in a democracy, dynasty is nasty but is tasty to some people. “If someone is a grandson, what is grand about it? he asked. Naidu said that a common person like him had risen by sticking to one party but many don’t exhibit such commitment. The I&B Minister also emphasised the importance of mother tongue and said the regional media was doing exceptionally well in both print and electronic segments. “Information with confirmation is a great ammunition in the war against

social maladies like poverty, inequality, untouchability and even terrorism, Naidu said. He said Prime Minister Narendra Modi is one of the greatest communicator in India’s recent political history. N a id u s a id t ha t t he younger generation in India is not satisfied by speeches alone and wants quick solutions. He also said that IIMC should start journalism courses in all Indian languages at the earliest and there should be more centres of the institute in all states. He said the Centre is considering granting University status to IIMC. Earlier, IIMC DG K G Suresh said that the institute has started new departments -- one of Short Term and Special courses and New Media and IT.

Chikungunya, dengue toll in Delhi climb to 30 GST rollout must be ready before Apr 1: PM

N EW D ELHI , S e p 1 5 (Agencies): Chikungunya and dengue continued to wreak havoc in Delhi with the death toll from the two vector-borne diseases climbing to 30 on Thursday even as the number of affected people crossed 2,800. A 75-year-old man from south Delhi succumbed to chikungunya complications at a city hospital on Thursday, taking to 12 the number of fatalities due to the disease. The death toll due to dengue rose to 18 with half of the fatalities reported from AIIMS even as the number of cases of this vector-borne disease crossed 1,100. JD Madan died this morning at the Sir Ganga Ram Hospital (SGRH), the fifth person to have lost life to complications triggered by chikungunya, at the hospital in last four days. “He had acute febrile illness and was tested positive for chikungunya by rapid PCR test, and died at 6:45 am of chikungunya sepsis with septic shock

and cardio-pulmonary arrest, hospital authorities said. Five deaths from chikungunya complications were reported till yesterday at Apollo Hospital here, and most of the victims were aged 80 or above. AIIMS had confirmed one suspected case yesterday. The victim, an old man from Muzaffarnagar, had died earlier this month of multi-organ failure triggered by chikungunya. According to the National Vector Borne Disease Control Programme (NVBDCP), the number of chikungunya cases in Delhi has spiked to 1,724 till September 11 as fever clinics in the city continue to be swamped with patients. Delhi Health Minister Satyendar Jain, meanwhile, said unlike dengue, chikungunya in itself cannot cause death. “Nadda ji(Union Health Minister J P Nadda) told me no one died of chikungunya in the entire country. People die directly of dengue. But medical literature says normally people do not die of chikungunya, he

said. The AAP government also requested the Centre to convene a meeting of the health ministers of neighbouring states to prepare a strategy to deal with dengue and chikungunya “outbreak as many of the patients are coming to Delhi due to “lack of proper healthcare facilities there. In a report released today on vector-borne disease cases at AIIMS, the premier institute said, “Nine dengue patients have died from September 1 till date. At least 1,158 cases of dengue have been reported in the national capital with nearly 390 of them being recorded in the first 10 days of September, the month in which the vectorborne disease begins to peak. Delhi is showing the spurt in chikungunya after nearly 10 years and health experts are conjecturing that this “upsurge could be due to “evolution in the chikungunya viral strain. Dengue and chikungunya both are caused by the same aedes mosquito but dengue can be contracted through four viral

strains while chikungunya is caused only by one strain. Doctors say that chikungunya is not a life-threatening disease in general, but in rare cases leads to complications that prove fatal, especially in children and old persons. Seven of the 12 chikungunya victims belonged to Uttar Pradesh, including two from Ghaziabad, and five from Delhi. Meanwhile, AIIMS laboratories have tested 1,443 chikungunya blood test samples positive till September 13.

of cases of dengue and chikungunya, which have claimed over 80 lives and affected more than 50,000 people across the country. Terming engagement with private healthcare sector as “critical, WHO said that even probable dengue cases during outbreaks need to be reported to get more effective estimates while noting that strong surveillance, vector control, early diagnosis and case management and public awareness are key to control these vector-borne diseases. The World Health Organisation said that in recent years, globalisation of travel and trade, unplanned urbanisation and environmental challenges including climate change has had a “significant impact on transmission of vector-borne diseases.

Minister’s office as well as top officials from the Finance Ministry. At the meeting, Modi reviewed the preparation of the model GST laws and rules that need to be framed, checked on the progress of the establishment of technological infrastructure for both the Centre and States, and asked about how Central and State officers are being trained to provide awareness about GST to industry. The Prime Minister also observed that the GST Council would need to have intensive meetings to be able to make timely recommendations relating to its mandate provided

in Article 279A. The council is the one that will decide on the tax rate, recommend which taxes are to be subsumed or exempted from the GST, fix the rates of taxation and finalise the model Central, State and Integrated GST laws. Earlier this month, revenue secretary Hasmukh Adhia said that the government is ahead of schedule for implementation of GST. The states and the Centre are working overtime and talking to stakeholders to draft the Central GST, State GST and Integrated GST laws, which are to be passed in the Winter Session of Parliament in November.

Duel in Delhi

hat was meant to be a fit case for airing serious concern about Chikungunya outbreak in Delhi instead turned into a political parody of sorts when both the AAP and the BJP went all out to discredit each other when the situation called for serious review of the factors that had led the disease to claim nearly a dozen lives in the capital. The BJP utilised the opportunity to tighten its propaganda screws on the AAP and blamed the crisis on mishandling. The BJP slammed the AAP Delhi chief minister Arvind Kejriwal, health minister Satyendra Kumar Jain and other ministers for not attending to the crisis and instead choosing to be away. The viral disease is usually non-fatal but hospitals say they are getting many patients with severe manifestation of the illness, including brain infections The AAP government has been at the loggerheads with the Centre and BJP-run civic bodies in Delhi over various problems. An all-out verbal war had broken out between the BJP and AAP leaders over the spread of dengue and chikungunya. While the BJP accused the Delhi government of sheer negligence, the Arvind Kejriwal-led party slammed the Centre for becoming an impediment. The AAP has been having a running feud with LG Najeeb Jung over various issues such as appointments, posting and transfers. True there might be unwanted and undue interference from the BJP-run central government over the affairs of Delhi, there is also no doubt that the AAP cannot absolved itself from some of the mess. The AAP is still yet to get down to the serious task of governance. Instead, it’s busy with raising hackles over corruption and trying to project itself as a victim of the machinations of the BJP through Najeeb Jung. Not to let go of an opportunity to hit at Jung, as much as the BJP does against it, the AAP accused the LG of hatching a ‘criminal conspiracy’ against the residents of Delhi. AAP water minister Kapil Mishra said Jung had “deliberately sent” Delhi health secretary on a 15-day leave while he(Jung) himself also left on a personal trip abroad. Not willing to allow the AAP have the last word, the BJP spokesperson Nalin Kohli hit out at Kejriwal for being in Bengaluru for a throat surgery. He said Delhi health minister Satyendar Jain was also in Goa for party work but returned a few says later. The health scenario in Delhi which is currently under the grip of dengue and chikungunya is indeed serious. The severity is not about the fatalities but about the entire health system being overstretched. Thousands of patients with dengue and scores with chikungunya have been admitted to hospitals. This is the crisis and the focus ought to have been on how to tackle the problem. The health crisis would have been reduced had there been effective sanitation drive during March-April followed by spraying or fogging with anti-mosquito chemicals. The civic body in Delhi is controlled by the BJP and there had been another friction between the party with the AAP government. For the sake of the citizens of Delhi, the AAP government would be doing a great service if it gets to serious work instead of charging at the windmills. The central government run by the BJP would be doing itself a great favour if it lends a helping hand in the interest of the public.

DailyDevotion What To Renounce We have renounced the hidden things of shame… —2 Corinthians 4:2 Have you “renounced the hidden things of shame” in your life— the things that your sense of honor or pride will not allow to come into the light? You can easily hide them. Is there a thought in your heart about anyone that you would not like to be brought into the light? Then renounce it as soon as it comes to mind— renounce everything in its entirety until there is no hidden dishonesty or craftiness about you at all. Envy, jealousy, and strife don’t necessarily arise from your old nature of sin, but from the flesh which was used for these kinds of things in the past (see Romans 6:19 and 1 Peter 4:1-3). You must maintain continual watchfulness so that nothing arises in your life that would cause you shame. “…not walking in craftiness…” (2 Corinthians 4:2). This means not resorting to something simply to make your own point. This is a terrible trap. You know that God will allow you to work in only one way— the way of truth. Then be careful never to catch people through the other way— the way of deceit. If you act deceitfully, God’s blight and ruin will be upon you. What may be craftiness for you, may not be for others— God has called you to a higher standard. Never dull your sense of being your utmost for His highest— your best for His glory. For you, doing certain things would mean craftiness coming into your life for a purpose other than what is the highest and best, and it would dull the motivation that God has given you. Many people have turned back because they are afraid to look at things from God’s perspective. The greatest spiritual crisis comes when a person has to move a little farther on in his faith than the beliefs he has already accepted.

UrraUvie: The Great British Betrayal of the Nagas’ Total Trust O

International Day for the Preservation of the Ozone layer

W

hen the British intruded into the Naga homeland in 1832, the Nagas suspected them of having an expansionist intent. Naturally, therefore, the Nagas responded with resistance. Among the Naga tribes, the Angami people were the first to do so---that is, we stood against their forced entry and bravely fought against their troops, which resulted in a lot of casualties on both sides. Because of this warlike situation at the time, the British were not able to set up even a single outpost in the heart of the Angami country from 1832 to 1879 (Sir Robert Reid). However, the British were still determined to use Naga-land as a passageway between Manipur and Assam for the purposes of communication, trade, and defense. It was only in 1880 that the British finally relented from aggression and agreed to meet for a peaceful settlement. The Naga party was led by PelhuDolie, a legendary warrior-statesman from Khonoma, who directed over 200 warriors and made his hideout in the Kenoma area. Since the British representatives refused to enter into any agreement without him being present, he finally obliged and came to Mezoma with two fellow warriors, who were adorned in Naga traditional gears and armed with spears and shields, escorting him. On meeting him, the leader of the British representatives appeared somewhat awed. So, as a gesture of deference, he offered his chair for Pelhu to sit. Then, the British party proposed for Pelhu’s consent to a written agreement. But the latter responded that if the British were in quest of peace, his word would be enough…so be it. Thus, a formal peace agreement was arrived at between the two peoples at Mezoma on March 27, 1880, in accordance with a Naga customary practice: uttering “our word as our bond” in the presence of many witnesses. As a symbol of sealing this peace agreement, the Nagas presented a native live bird, tragopan, to the British who in turn gave them a gun (cf. seized from SetuoDolie by the Indian Army in the late 1950s). And together, they took a photograph as well (cf. lost while in possession of Lhulienyü of Kewhima village). As a result, the Nagas formally ended their battle with the British, accepted them as our “avowed friends” (“Uso-ukhriethomia” in Angami), and allowed them to freely use our Naga-land as a passageway between Assam and Manipur. Sadly, even after 1880, the British still conducted their expeditions both in Ao and Sumi areas. Their stated intention, of course, was to stop raids and

crimes of violence along the borders of the Naga Hills and Sibsagar districts under a policy called “The Political Control Area.” Now, why did some Nagas come to pay a house-tax to the British people? From 1888 onward, the Colonial Power started asking for a nominal tax from the Nagas. In certain villages, for example, each household had to pay Rs.3 per year, or in some cases just Rs.1, which the British claimed was a token-charge for providing protection to our people, although they could have been using that as a pretext for some other ulterior goal. Of course, some of our people stopped further payment as soon as the troops withdrew from their villages. But the majority of the Nagas then chose to pay as long as they could. Possibly, they thought that it was the reasonable thing to do: pay the British people for their services. After all, they were helping our Nagas by stopping our inter-village warfare, especially the practice of head-hunting. Furthermore, they were bringing some sense of order and law amongst the Nagas. Their officers, both armed and civil, were generally nice and friendly to our people. Not even a single soldier of theirs was known to have taken advantage of our women. Also, we had come to accept them as our avowed friends and welcomed them as from an ally nation. Since this was how the Nagas had come to view them, it could mean that they were simply paying the house-tax out of gratitude for the services of the British people. In other words, the Nagas were not paying taxes as British subjects. And undoubtedly, this house-tax was not a land-tax either, because the land-ownership had always been with our Nagas. As mentioned earlier, it seems obvious that the Colonial Power had a deceptive intent—to ultimately claim the Naga country as part of the British territory. But being very trusting by nature, our Nagas then failed to recognize this. They possibly viewed the presence of the British amongst them exactly the same way as we view the Indian occupational force in our homeland today: they could set up outposts, live amongst us, and move about freely, without assuming ownership of our land. At least, that was what they would have certainly believed. Not knowing that the British would one day betray our trust, the Nagas of that generation still willingly extended every possible help to the British during the World War II. Approximately 600 Nagas fought as part of the Allied Forces. Other Nagas

guided their troops, collected intelligence information, ambushed enemy patrols, carried supplies, and brought in their wounded under heaviest of fire…often refusing any payment (Sir William Smith), thereby contributing to the British victory over the Japanese Forces, who were ethnically much closer to them. All these acts speak loudly of our culture of expressing our loyalty to those we regarded as avowed friends. The existence of Kohima War Cemetery and the Bye-Pass Road (also called Victory Road) are also visible reminders of our people’s hospitality to these people who needed our help. As a proud warrior race, this was how our Nagas of that time had undoubtedly acted all along in accordance with their customary law of honor in treating their friends. As such, the Nagas then could never have known that their trust would be betrayed. Otherwise, had they known at the time that the British were taking them as their “conquered subjects” or that these foreigners would one day claim our land as part of their “British territory” in the sense of transferred land-ownership, they would have never gladly sacrificed so much for the latter. In short, the Nagas of the past generation welcomed these foreigners who showed up in our homeland uninvited. They treated them as their avowed friends and ally nation. They gladly extended their hospitality and shared their space. They bravely fought their war to secure their victory. In return, what did these former friends do for our people? They only betrayed us as a people. On their way out from our homeland, they handed us to the Indian people despite our desperate plea to leave us alone as in earlier times--free and independent. As such, the Nagas are still left with some lingering questions in their minds: Is it morally right for the British to repay the Naga people this way? On what basis could the British government claim that the Naga homeland legally became theirs? Who gave them the authority or the rights to give away the Naga homeland to anyone they wanted? For that matter, is it justifiable for India to claim something that was illegally given to them by the British? As for the Nagas, their position has always been very clear and consistent: that they have never given up the ownership rights of their ancestral homeland to anyone else at any point in history, because they have always had an inseparable belief in UrraUvie, which literally means “our homeland is ours.” Mazie Nakhro, PhD

zone layer depletion is one of the most serious problems faced by our planet. Therefore to create awareness, the United Nations General Assembly has designated September 16 asInternational Day for the Preservation of the Ozone Layer. September 16 was mark the day back in 1987 when the Montreal Protocol was signed. Montreal protocol is an inter-government treaty to phase out the release of Ozone depleting substance. World Ozone Day has been celebrated since 1994.The day is celebrated all around the world mainly intended to spread awareness of the depletion of the Ozone Layer and search for solutions to preserve it. The theme for World Ozone day for the year 2015 to 2030 is “Healing our ozone together “. Ozone is a colorless gas which is found in the stratosphere of our upper atmosphere. The layer of Ozone gas is what which protects us from the harmful Ultraviolet radiation of the sun. The ozone layer absorbs these harmful radiations and thus prevents these rays from entering the earth’s atmosphere. Ultraviolet radiation are high energy electromagnetic waves emitted by the sun which if enters the earth’s atmosphere can lead to various environmental issues including global warming and also a number of health related issues for all living organisms. The most important reason for ozone layer depletion is the production and emission of Chlorofluorocarbon (CFCs). Apart from CFCs, other causes include increase in the level of chlorine and bromine gases in the upper stratosphere. This is what which leads to almost 80% of the total Ozone layer depletion. Hydrofluorocarbons (HCFCs), which are being made to replace CFCs for use as vehicle AC, are much less harmful to stratospheric ozone, but they are potent greenhouse gases. Most ozone depleting substances have a lifetime of about 100 years. The main sources of chlorofluorocarbons are refrigerators and air conditioners. Scientists have observed a hole in ozone layer which is alarming for the world. So to create awareness and to acquire environmental friendly techniques to reduce the use of chlorofluorocarbons is a must. As Ozone plays a vital role in shielding life from harmful ultra-

violet light on earth, its depletion can have major effects on human’s health and the surrounding as well by releasing harmful UV rays from the sun. One of the most harmful effects of Ozone depletion on human’s health is the cause skin cancer. More than 13,000 new cases of melanoma are reported around the world are reported around the world and some 66,000 people die from skin cancer every year. Apart from cancer,a shrink in Ozone layer raises the rates of malaria, cataracts and other infectiousdisease. It also leads to damage of immune system, aging of skin, difficulty in breathing, chest pain and throat irritation, hampering lung function. On plant,it affects the growth by altering the physiological and developmental processes and alsothe time of flowering in some plant species, and also reduces survival rates for these organisms on marine ecosystem. Ozone layer depletion is not something that affects any specific country or region. The whole world is vulnerable to its affects that makes it important for each and every one of us to take actions to reduce ozone layer depletion. International agreements such as Montreal protocol in 1987 have helped in reducing and controlling industrial emission of CFCs. More and more of such international agreements between countries is necessary to bring down ozone layer depletion. At individual level, everyone can also contribute towards reducing ozone layer depletion. Reduce/avoid using products which has CFCs like fresheners, aerosol hair sprays and cosmetics in plastic containers,Perform regular maintenance of your vehicle to prevent excessive smoke emission which causes air pollution, and save gasoline and crude oil, avoid burning of plastics and rubber tires. Buying and using recycled products, saving of energy, using of public transport can do a lot in combating ozone layer depletion. The most important thing that we can do is spreading awareness. Our individual efforts will go a long way in saving the earth’s blanket and keep our planet earth liveable for us and future generations. The ozone layer is what saves the earth and the living organisms from the harmful radiations of the sun. It is necessary to understand its importance and work to control the depletion of this layer. Fresh revision of electoral roll for Ideology of Naga National Movement KMC required for a clean election cannot be altered – NSCN (R)

O

f late Clean Election Campaign has been in the daily news and is now becomes the talk of the day. As appeared in the local dailies many organizations viz as Church bodies and NGOs have raised many issues to be tackled in order to curb unclean election practices. Some points to be noted by various organisations are, proposing the concept of educating the voters, to pledge voters not to sell their votes, refrain from proxy voting and violence. It also mentioned some significant points, that a candidate should not be alcoholic, immoral, uncultured, self-seeking, violent, and haughty but to be well-informed, devoted, and unselfish in nature and effectively represent the people for constructive development, which is a very commendable initiative. It will not be an easy challenge, nevertheless is not impracticable task and the achievement can be a great inspiration to many who are longing for a Clean Election. Clean or Free and Fair Election should also include a clean electoral roll and right to vote by individuals to exercise their democratic rights and not a family head and community leaders’ votes on behalf of the family and the whole community in understanding with the polling officials on the pretext of avoiding conflict and violence. Obviously the Municipal Councils and Town Councils Election will be held sooner or later; with or without 33% reservation for Women and therefore whether General Election / M.P. Election / Municipal Election/Town Council should be treated at par, as far as Clean Election Campaign is concerned. The first Municipality of Kohima was constituted in the year 2005 as per the provisions of the Nagaland Municipal Act, 2001 with 19 elected Councillors which later ended in the year 2010. The Electoral Roll of the Kohima Municipal Council election was revised in the year 2009

and the Total enrolment of New Market, Ward No.8 Polling Station 1 (One) is 1107 (One Thousand One Hundred and Seven), whereas the total enrolment of the Assembly Election for New Market Ward No. 8 for Polling Station I (One) and II (Two) is 1083 (One Thousand Eighty three only) as on 1.1.2016 and this figure of 24 votes difference after a gap of five years seems to be abnormal and erroneous. During the last Assembly Election, with a clean electoral roll containing genuine voters only in Ward No. 8 is the factor for 80% voting completed by 1.P.M peacefully and hence, it is desirable that this system of fair election consisting genuine voters only may also apply in the Municipal Election in future. However, it was found that many bogus voters were included in the revised electoral list published in the year 2009 and many genuine voters have shifted to other places and at the same time the names of many voters in the list are not alive. Moreover, for the past 5 years no new inclusions are made and therefore lots of genuine electors presently resided will be deprived of their rights to vote and they may involve in unfair means for proxy voting creating confusion and conflict and lead to violent activities that might affect law and order situation. This problem may not be only in New Market Ward No.8 but all other Wards are to be affected. I therefore feel that the right platform to address the issue for revision of fresh electoral roll for upcoming Kohima Municipal Council Election is the” Association of Ward Panchayat, Kohima Municipal Council” and “Ward Panchayat Bodies” of all the 19 Wards and hence request them to approach the concern Department for preparation of a Fresh Electoral Revision at the earliest in the interest of the public and for a Free, Fair and Clean Election. Zerüüzo Norbert, New Market Kohima

T

he foundation of the Naga National movement laid down as early as1918 through small but established Naga Club can never be altered by any Accords without Sovereignty because the future of the Naga cannot be totally determined by the present movement unless original dream of Naga Sovereignty is achieved. As the Naga movement is not for anything other than Sovereignty ,the NSCN/GPRN ( R) shared the same ideology and become the part of its movement, nothing new can be added and no deletion of any part of it, some in other Naga Political Groups always try their best to condemns Naga revolution (NSCN- R), saying it has no vision and future but in reality they are just human being without dream and who cannot explain who they are in Naga Political

movement whereas, the NSCN (R) will go to any extend in Naga Sovereignty issue without compromising historical and political rights of the Nagas. Yes, so many Nagas disliked the formation of NSCN/GPRN (R)because of multiple factions cropped up in the recent past. However, it will provide alternative platform for the Nagas and therefore, the Naga peoples should keep hope on its leaderships who may be young but ready to take up any challenges to defend the Naga political rights. In regards to appreciation from NSCN/ GPRN ( R)for Framework Agreement between the NSCN ( IM) and GoI signed on3rd August 2015, as stated earlier, the collective leaders expected the NSCN (IM) leaders to consult with the leaders of the other NPGs for future programmes

with open hearts but they failed to build the confidence of the other NPGs leaders which have created hue and cry against the said framework. Even the leaders of NSCN (R) have been attacked and accusing of hand in gloves with NSCN (IM) in framework issue. However, the NSCN (R) leaders only appreciated when the said agreement was signed and no further business in this regards. Since the NSCN/ GPRN (R) is fighting for the Naga cause, it will stand with the Naga peoples. As stated in so many occasions, it will support the Naga solution but not factional deal and its outcomes whatsoever, because the issue itself is not a factional issue and therefore, solution will have to be Naga solution. Appeal to CM & finance in-charge Nagaland

Sir,

I am constraint to place the growing hues and cries of state that is needed to view seriously and consideration thereof. Whereas, the state by an Act advocates “No work No pay” and is being reviewed from time to time to strengthen the law which is appreciated. Yet why the government is not addressing the problems of your employees in releasing their entitles salary, contract and supply bills etc in time and rather order for 24×7×300 days (minimum) as working hours, weeks and days. Every human being whether high or low require basic needs to live and likewise government servants, contractors and suppliers all work to earn and eat. But in the recent past the government employees of RD, work charge and employees of various department, sections of teachers had not been paid for the past 5-6 months or so, liabilities of bills for government contractors and suppliers remain pending for several years or even decades. Instead of addressing all these core issues, the lawmakers advocates for good governance by lip, when it is running a liability government, I would like to place certain questions for your knowledge that why the government does not pay what they are owe too? Will they not resort to agitation with the counter slogan no pay no work? I suppose all high and low is being guaranteed with the right to earn and livelihood. Then who will be going to pay for them and feed their children and families? Should the affected family die of starvation? So also, when the aggrieved parties in agitation shut power, block road, ban schools etc. Is the public and students who have voted you to power not going to affected or victimized? How long can patients survive on life support and how long can the attendants take care of it? Likewise stakeholders have to be treated as entitled in the provision with the manageable sanctions and timely release. The promises of good governance need the systematic plans and visions that has to be action and not through mere speeches. The desired objective can be achieved when the setup is strong. So least of all by not neglecting your aforementioned servants in particular and the voters in general. I strongly look forward for your kind and timely action on top priority which will take the Nagas towards better and higher perspective. S. Zhevihe Sumi, ex-president SKK

New Delhi, Sep 15 (PTI): A Delhi court would next month decide on whether to summon Union Minister Smriti Irani on a complaint filed against her for allegedly giving false information regarding her academic qualifications in affidavits to the poll panel for contesting various elections. Metropolitan Magistrate Harvinder Singh, who was scheduled to pronounce the order Thursday, fixed the matter for October one, saying the order was not ready. The court had on September 3 reserved its order after hearing arguments advanced by complainant Ahmer Khan, a freelance writer, and going through the reports submitted by the Election Commission and the Delhi University regarding Irani’s educational degrees. The court was earlier told by an official appearing for the poll panel that the documents filed by Irani regarding her educational qualification were not traceable. However, the information on this was available on its website, it had said. In pursuance to the

matter for September 23. CBI had in September last year informed the apex court that less than ten per cent of over 30 lakh NGOs functioning across the country had submitted their returns or balance sheets and other financial details to the authorities. The dismal picture was presented by the CBI to the court last year on the basis of the income-expenditure statement of a total of 30,81,873 NGOs in 26 states and seven Union Territories. CBI, in its second affidavit, had said that approximately 9.33 per cent of the registered NGOs met the criteria of filing tax returns. Before this, the agency had filed an affidavit in January last year submitting that out of 23,95,579 NGOs in 21 states, approximately 2,43,955 of them had filed their balance sheets with the authorities and, in seven UTs, of the 73,213 NGOs, only 50 had submitted their returns. At that time, only 10.24 per cent of the registered NGOs had complied with the prerequisite of providing balance sheets and other financial details. CBI had earlier said it would require another couple of months to compile all in-

formation as it was expecting more information from some state governments and urged the bench to pass order to the governments of Karnataka, Odisha and Telangana to furnish all information as per court directions. It had said that out of the total 30,81,873 NGOs, only 2,90,873 had filed their annual returns and Karnataka, Odisha and Telangana had so far only provided the names and number of the voluntary bodies registered in the respective states without furnishing information about their balance-sheets. CBI had said it had received complete information from Assam, Arunachal Pradesh, Uttarakhand, Uttar Pradesh, Goa, Jammu and Kashmir, Nagaland, Jharkhand, Manipur, Meghalaya, Mizoram, Sikkim, Tripura, Kerala, Punjab, Maharashtra, Bihar, Rajasthan, Gujarat, West Bengal, Himachal Pradesh, Tamil Nadu, Chhattisgarh, Andhra Pradesh, Haryana and all the seven union territories Andaman & Nicobar, Pondicherry, Daman and Diu, Lakshadweep, Dadar and Nagar Havali and UT of Delhi.

Meanwhile, the CBI counsel filed several reports, documents and CDs in compliance with the court’s earlier orders, giving the number of NGOs registered in various states, which showed Maharashtra had over five lakh voluntary bodies, Bihar 61,000 and Assam 97,000. CBI also told the court that governments of Karnataka, Odisha and Telangana have still not complied with its earlier order. New Delhi, Sep 15 (PTI): With the government cracking the whip on NGOs for alleged violation of foreign funding rules, the Supreme Court has also taken a serious view of mushrooming of about 30 lakh such bodies across the country and many of them not filing Income Tax returns for years. The apex court, which has been seized of the matter for nearly five years and had ordered CBI to probe into charges of misappropriation of funds by many NGOs, wanted to know if there was any regulatory body to look at the size and magnitude of the problem. “This is a major problem. These are mindboggling figures,” a bench headed by Chief Justice T S Thakur said, adding that “lakhs of societies are getting money from all over the world”. “Is there any recommendation by the Law Commission to frame legislations for effective regulation and transparency in the funding of such NGOs. “Whatever has happened in the past, like siphoning of money etc, is difficult to go into, but for the future, transparency has to be there,” the bench, also comprising Justice

court’s earlier direction, DU had also submitted that the documents pertaining to Irani’s BA course in 1996, as purportedly mentioned by her in an affidavit filed during 2004 Lok Sabha elections, were yet to be found. The court had on November 20 last year allowed the complainant’s plea seeking direction to the officials of EC and DU to bring the records of Irani’s qualifications after he said he was unable to place them before the court. The complainant had alleged that Irani had deliberately given discrepant information about her educational qualifications in affidavits filed before the poll panel in 2004, 2011 and 2014 and not given any clarification despite concerns being raised on the issue. Khan had alleged that Irani had knowingly furnished misleading information about her qualifications in affidavits filed before EC and that a candidate, deliberately giving incorrect details, could be punished under provisions of the IPC and under section 125A of the Representation of the People Act (RPA).

Prachanda, who is on a four-day goodwill visit to India, his first foreign visit after assuming power, was addressing the Nepali diaspora at the Nepalese embassy here. “Till the time we don’t take the Tharus, Madhesis and Janjatis into confidence and address their legitimate demands the atmosphere cannot be created for implementation of the new Constitution. “There is a need to unite Nepal and its people despite differences in ethnicities, language, caste, class,” Prachanda said. Emphasising on the need to unite those in the Terai, hills and the plains, the Prime Minister of Nepal said, if that does not happen, then Nepal’s sovereignty will be mere words. “If they are not united then the political crisis will loom large,” he said.

the last several months, I indicated, after consulting with Daw Suu, that the US is now prepared to lift sanctions that we have imposed on Myanmar for quite some time. It is the right thing to do in order to ensure that the people of Myanmar see rewards from a new way of doing business and a new government,” Obama said. Recognising the progress toward democratic transition that Myanmar has achieved, including through the election of a civilian-led government, the US will terminate the National Emergency with respect

cratic conduct of the military government that previously ruled Myanmar. “Much of the concern in the United States was rooted in the way that that military government was treating Aung San Suu Kyi. She was imprisoned in her own house,” he said. “Thats an important reason why the national emergency was put into place. Now, weve seen significant democratic reforms inside of Myanmar.” “No longer is Aung San Suu Kyi a prisoner in her own house, shes now the head of the government. So I think that does reflect important progress inside of Myanmar and I think given that progress, I think it makes sense that the national emergency would be withdrawn and the sanctions lifted,” he said in response to a question. “That said, we continue to want to encourage the pursuit of additional Democratic reforms as many have noted. There still is a -- an undo role that the military plays in the government, there. They have about 25 per cent of the legislative seats. So thats an indication that there are additional Democratic reforms that wed like to see them pursue.

LAHORE, Sep 15 (PTI): At least six people were killed and more than 150 injured today when a Karachi-bound passenger train collided with a freight train near Multan in Pakistan’s Punjab province. The incident took place near Bucch railway station in Sher Shah area. It occurred when a man reportedly was overrun by a freight train and the driver stopped it to take out the body, said police official Nadir Chattha. In the meantime, Awam Express heading on the same line collided with the stationary goods train. The collision wrecked the engine and power van, and overturned four bogies of Awam Express, he added. The incident left at least six people dead and wounded over 150, out of which 10 were said to be in serious condition, Geo News reported. Three people trapped inside damaged carriages were also saved, said rescue workers. A delay was initially observed in response by rescue services due to Eid holidays, according to sources. Relief works were also affected as darkness prevailed in the vicinity. The passenger train was en route to Karachi from Peshawar. Meanwhile, authorities have imposed emergency at Multan’s Nishtar Medical Hospital and Shahbaz Sharif Hospital.

Duterte ordered killings, No Brexit talks for 12 months: Top official attacks, says hitman Manila, Sep 15 (IANS): Philippines’ President Rodrigo Duterte ordered attacks and killings of political adversaries when he was mayor of Davao, according to the confessions of a hitman before an investigation committee of the Senate on Thursday. According to Edgar Matobato, an alleged former member of a death squad comprising policemen and soldiers, Duterte ordered the kidnapping and murder of four followers of his rival to Davao mayorship, Prospero Nograles, Efe news reported. Matobato said before the commission, which is investigating the president’s anti-drug campaign that began two months ago, Duterte and Nograles were rivals and Duterte got the squad to kidnap Nograles’ people. He said they were taken to the Island Garden City at Samal, where they were killed. Matobato also revealed that on another occasion, Duterte had asked them to attack a mosque in Davao and kill Muslims, following an explosion at the city’s cathedral.

The hitman also claimed that the current Filipino president had ordered the murder of radio presenter Jun Pala, who was critical of Duterte’s management of Davao and who was shot dead by two people on a motorcycle. Duterte has often been accused of being behind the Davao Death Squads that according to several human rights organisations, are responsible for the deaths of more than a thousand people. Duterte himself had on numerous occasions suggested murdering criminals as an effective method to reduce crime rate, which was very high when he became mayor in 1988. Since winning the presidential elections on May 9, Duterte once again called upon the police and civilians to kill drug traffickers and consumers under his anti-drug campaign. Nearly 3,500 alleged drug traffickers and addicts have been killed since he assumed office, some 1,500 in police operations and the rest by vigilante groups, according to the police.

He does not use tobacco products or alcohol,” he added. Bornstein said there was no history in Trump’s family of premature cardiac or neoplastic disease, which includes all kinds of cancers and abnormal growths. WASHINGTON , S e p 15(Agencies): Donald Trumpreleased lab results Thursday from a recent medical examination, with his personal physician stating that the Republican presidential candidate “is in excellent physical health.” Both Trump and his Democrat rival Hillary Clinton have been under pressure to share more medical information since Clinton fell ill during a 9/11 ceremony in New York on Sunday and was forced to leave. While Clinton released a new health bulletin Wednesday night, the media-savvy Trump teased the results of his recent physical during the taping of a medical chat show, a day before releasing the details to the press.

ROME, Sep 15 (Agencies): Some 235,000 migrants in Libya are ready to make the dangerous Mediterranean crossing to Italy as soon as the opportunity arises, UN envoy Martin Kobler said in an interview published Thursday. According to Italy’s interior ministry, nearly 128,400 migrants have arrived via the Mediterranean since the start of the year -- which is a five percent jump over the same period in 2015. “We have on our lists 235,000 migrants who are just waiting for a good opportunity to depart for Italy, and they will do it,” Kobler told Italian daily La Stampa. “Reinforcing security is the most important issue at the moment. If we have a strong and unified army... then the dangers of terrorism and human trafficking will cease,”

he added. Libya’s UN-backed Government of National Accord based in Tripoli is struggling to assert its authority and has been facing staunch resistance from a rival administration based in the country’s remote east. Fighting for control of the nation’s oil assets has renewed fears of a civil war in Libya, which plunged into chaos after the 2011 uprising that toppled and killed dictator Moamer Kadhafi. Libya’s 1,770 kilometres (1,100 miles) of coastline have become a popular staging point for migrants seeking to reach Europe. London, Sep 15 (IANS): The British government on Thursday gave the go ahead for a new 18 billion pound ($23 billion) nuclear power station in the UK after imposing “significant new safeguards” for future projects. The new plant at Hinkley Point in Somerset is financed by French electric utility company EDF and China, the BBC reported. In exchange, China wanted to use its design for new UK nuclear stations at Bradwell in Essex. However, the government said it would now “impose a new legal framework for future foreign investment in Britain’s critical infrastructure. “After Hinkley, the British government will take a special share in all future nuclear new build projects. This will ensure that significant stakes cannot be sold without the Government’s knowledge or consent,” the BBC reported.

to Myanmar and will revoke the Executive Order-based framework of the Myanmar sanctions programme, said a joint statement issued after the meeting. The State Department said announcement during the historic visit of Suu Kyi is a testament to the tremendous change Myanmar has undergone in the past few years. Myanmar now has democratically-elected civilian leadership for the first time in over half a century, and is focused on bringing peace and national reconciliation, economic prosperity and social welfare, and respect for human rights to its people, it said. During the meeting, Obama also announced his intention to take action to lift Executive Order-based economic and financial sanctions on Myanmar. “I believe the President said in the coming days (sanctions would be lifted),” White House Press Secretary Josh Earnest said during his daily news conference. Earnest said what substantively has changed is that the reason that this national emergency was placed into effect in the first place was concern about the undemo-

The full commercial will launch on hm.com on September 26. “I loved shooting the first campaign with Kevin for H&M so much, we just had to do a sequel. This time we’ve pushed the story even further. I hope everyone likes it, we certainly enjoyed filming it,” Beckham said in a statement issued by the brand.Hart said: “It’s great to have the opportunity once more to show the world what everyone really knows, that I am the true inspiration for David Beckham’s style. Adele will not tour for another 10 yrs!

A

dele will not tour for at least another decade once she wraps up her latest slew of live shows, according to reports. She delighted fans across the globe when she announced her world tour earlier this year but it seems the singer’s return to the stage will be just as short as it is sweet. The Sun has reported that the 28-year-old superstar will make motherhood her number one priority when she completes her current tour, which would have seen the singing sensation perform a whopping 109 dates when it ends on November 21. A source told the publication: “Angelo is the number one priority for Adele. He is the most important thing in her life. She has brought him everywhere with her on tour but he is starting school next year, he won’t be able to join her any more.” “Adele doesn’t want to miss a moment of Angelo growing up and it’s an easy decision for her to give up touring for him.” But while it’s claimed the singing sensation won’t be dazzling fans with her live performances on tour, it’s believed the star is considering following in the footsteps of Britney Spears, Jennifer Lopez and Mariah Carey with a Las Vegas residency. “Right now

she’s saying she won’t do another massive world tour like the current one for another ten years but she is going to consider a Las Vegas residency - something which has already been put on the table,” the insider

added. It’s estimated that the Hello hitmaker had already g rossed a staggering £57 million at the halfway point of her current world tour from ticket sales alone.

Doris Day saved her son from being killed by Charles Manson?

Doris Day may have singlehandedly saved her son from death at the hands of one of America’s most notorious serial killers, according to a new book. The now-92-year-old actress made her only child, the late record producer Terry Melcher, vacate his rental home in Benedict Canyon, California, not long before Manson’s “family” committed the Tate murders there in 1969, Beach Boys frontman Mike

De Niro — recorded at this year’s Tribeca Film Festival and not previously released. The Taxi Driver restoration, which was overseen by Scorsese and cinematographer Michael Chapman, will also be available on Blu-ray on Nov. 8. Widely regarded as one of the finest films in the American canon, Taxi Driver tells the story of Travis Bickle (De Niro), an unstable Vietnam veteran turned Manhattan cabbie who is driven to madness by the perceived depravity all around him. The cast also includes Jodie Foster, Albert Brooks, Harvey Keitel, Peter Boyle.

Love writes in his upcoming memoir. According to Love, bandmate Dennis Wilson’s “inexplicable” friendship with Manson introduced the latter to many of the Beach Boys’ comrades – including Melcher. Soon, Manson began to accompany Melcher and Wilson on many of their club outings. “Manson was also in the car one day when Dennis dropped Terry off at his rented home at 10050 Cielo Drive, at

the top of a steep hill in the Benedict Canyon area,” Love writes, noting that Melcher was living in the property with his then-girlfriend, actress Candice Bergen. In 1969, Melcher began visiting wannabe rock star Manson at his ramshackle dwelling, the Spahn Ranch – likely, Love writes, as a favor to Wilson. Unimpressed by Manson’s singing abilities after his second trip, though, Melcher made it clear he wouldn’t aid

in the now-81-year-old’s quest for stardom. “Manson wouldn’t stand for it,” Love reveals in his memoir. “Consumed by rage and seeking revenge against a corrupt society, he convinced his followers that the apocalypse was coming in a bloody race war, at the end of which he and his disciples would take over.” Manson picked the occupants of 10050 Cielo Drive as his first victims. But Melcher

had relocated from the home in January 1969 to live in a home owned by mom Day, famous for classic films like Calamity Jane and Pillow Talk. Writes Love, “The move was no accident. Terry, Doris’ only child, was extremely close to his mom. He had told her about Manson – and about some of his scary antics, his brandishing of knives, his zombie followers – and that Manson had been to the house on Cielo and she insisted he

move out.” Seven months later, on Aug. 9, 1969, several Manson “family” membersmurdered 8-months-pregnant actress Sharon Tate and four other victims at 10050 Cielo Drive. The following night, they killed Rosemary and Leno LaBianca at their home a few miles away. Of Day’s insistence that Melcher move, Love says, “A mother’s intuition, perhaps, and it may have saved his life.”

Hyderabad, Sep 15 (Agencies): Olympic silver medalist PV Sindhu will not participate in the Japan Open Super Series and will also skip the Korea Open Super Series, scheduled to begin on 27 September, according to a report in The Times of India. Sindhu, who has been felicitated by various sporting and political bodies ever since she returned from Rio de Janeiro with a silver medal, will return to competitive action with the Denmark Open Super Series Premier, scheduled to begin on 18 October at Odense. However, Sindhu, India’s first female athlete to win a silver medal at the Olympic Games, isn’t skipping the two tournaments due to injury concerns. Ronaldo, Morata rescue Real madrid here on Wednesday. The visitors doubled their lead through Riyad Mahrez’s stunning free-kick just before the half-hour mark. The Leicester playmaker made it 3-0 with a second-half spot kick after Jamie Vardy had been brought down by home goalkeeper Ludovic Butelle. Jose Izquierdo hit the post for the hosts as they tried and failed to force their way back into the match.

Manchester City sink Monchengladbach

Real defender Dani Carvajal snaps into a challenge on the Portuguese team’s Costa Rican former Fulham attacker Ruiz. MADRID, Sep 15 (Agencies): Cristiano Ronaldo and Alvaro Morata struck in the closing minutes to seal a stunning Real Madrid comeback to beat Sporting Lisbon 2-1 to start their Champions League defence on Wednesday. Madrid looked to be heading for their first home defeat in the competition for five years after Bruno Cesar’s low effort three minutes into the secondhalf handed Sporting a thoroughly merited lead. However, in a frantic finale, Ronaldo’s free-kick levelled the game in normal time before Morata met James Rodriguez’s cross deep into stoppage time to complete a dramatic fightback. The clash pitted two of Europe’s most in-form teams against one another with Madrid having won 15 La Liga games on top of claiming their 11th Champions League in May, whilst Sporting are on a 13-game winning streak in Portugal. Yet, it was the visitors who looked by far the more confident as they bossed Madrid for the opening hour, to the delight of the boisterous travelling thousands from Lisbon.

The pace of Gelson Martins caused the Madrid defence no end of problems and the diminutive winger had the first effort on goal when his low shot was turned away by Kiko Casilla. Real’s star front three of Ronaldo, Gareth Bale and Karim Benzema started together for the first time this season, but all three looked rusty as a long-range effort from Ronaldo turned over by Rui Patricio was the only serious threat to the Sporting goal before half-time. Sporting finally got their reward just three minutes into the second-half when Luka Modric and Sergio Ramos failed to clear and the ball fell kindly for Cesar to curl into the far corner. However, Sporting boss Jorge Jesus’s joy was short-lived as he was sent to the stands for protesting a dubious yellow card for William Carvalho. Instead it was Jesus’s opposite number Zidane who turned the game in Madrid’s favour with three vital substitutions in the final quarter. Zidane sacrificed Bale, Benzema and Toni Kroos for Lucas Vazquez, Morata and

Rodriguez as Madrid piled on the pressure in the final 20 minutes. Ronaldo looked to have missed his chance to net against his boyhood club when he smashed against the post with eight minutes remaining. However, the three-time World Player of the Year, who was given a rousing reception by the Sporting fans before kickoff, curled home a free-kick that just had too much power for his Portuguese international teammate Patricio. Ronaldo refused to celebrate his goal, but there was no shortage of joy just moments later when Morata met Rodriguez’s in-swinging cross with a bullet header to deny Sporting in the cruelest of circumstances.

Star striker Sergio Aguero registered a second hat-trick in as many Champions League games this season as Manchester City easily beat Borussia Monchengladbach 4-0 to claim their seventh straight win under new coach Josep Guardiola. The hosts dominated the early exchanges and made home advantage count as Aguero scored twice in quick succession, the first a tap-in from close range and the second a 29thminute spot kick after the lively Kevin De Bruyne had been tripped here on Wednesday. The Argentine completed his treble in style after the restart, rounding Yann Sommer when clear. Kelechi Iheanacho notched a fourth in added time after combining with fellow substitute Leroy Sane. At the other end City goalkeeper Claudio Bravo had only two saves to make, one in each half, as Monchengladbach struggled to break through an impressive City midfield featuring new signing Ilkay Gundogan on his home debut.

Ramkumar faces Nadal in opening match of Davis Cup New Delhi, Sep 15 (PTI): Ramkumar Ramanathan will start the proceedings for India when he takes on 14-time Grand Slam champion Rafael Nadal in the opening singles on day one of the David Cup World Group Play-off against Spain, starting here tomorrow. The second singles of the tie will be between Saketh Myneni and world number 13 David Ferrer, according to the draw announced by the International Tennis Federation today. On the second day, experienced Leander Paes will pair up with Saketh to face French Open champions Feliciano Lopez and Marc Lopez. In the reverse singles, it will be Saketh’s turn to clash with Nadal, while Ramanathan will lock horns with Ferrer. India had beaten Korea 4-1 in their Asia/Oceania Group I second round tie while Spain defeated Romania with the same margin in their Europe/Africa zonal tie. India and Spain have locked horns thrice so far in Davis Cup with the European nation leading the head-to-head record 2-1. The last time India played Spain was as far back as 1965 when they lost the away tie 2-3. “We are the underdogs and we have to find a way to do well, put everything on line and bled blue on the court. If we can finish 1-1 after day 1, we will have a good chance. So everything depends on first day,” Saketh said.

Zurich, Sep 15 (Agencies): UEFA have confirmed the 2018 Champions League final will be held in the Ukrainian capital Kiev. The 2017 European decider will be held in the UK in Cardiff ’s Principality Stadium and UEFA executive committee member Frantisek Laurinec confirmed the following year’s final will take place at the 68,000-capacity Olympic Stadium in Kiev on Thursday,

ending year-long negotiations. The decision means Ukraine will host UEFA’s highest profile club match less than a month before the 2018 World Cup kicks off in neighbouring Russia, who annexed the Crimea region of Ukraine in early 2014. UEFA has blocked Russian and Ukrainian national and club teams being drawn together in competitions since July 2014. Laurinec, from Slovakia,

leads a UEFA panel liaising between Russia and Ukraine on football issues. One barrier to awarding the 2018 final to Kiev had been potential visa problems for Russian officials and guests from Champions League sponsor Gazprom. Reconstruction work on Kiev’s Olympic Stadium was completed in 2011 and the stadium was the venue for the Euro 2012 final the year after.

Leicester see off Club Brugge

English football champions Leicester City marked their first-ever Champions League game with a convincing 3-0 victory against Club Brugge in Group G. Marc Albrighton gave the English Premier League champions the perfect start early on with a neat close-range finish after Brugge failed to deal with a long Luis Hernandez throw
