KOHIMA, SEP 14 (NPN): NPF secretary general and Rajya Sabha MP KG Kenye has expressed shock at the reaction of the NPF press and information cell (under Neiphiu Rio) which had slammed him (Kenye) for having written to various officials in the aftermath of the recent High Court order to both NPF groups to maintain status quo. Speaking to media persons here Thursday, Kenye said he was also shocked to have learnt that Rio had submitted the notification for NPF general convention to five officials despite the High Court restraining order. According to the copy made available to media persons, it was pointed out that Rio had on August 16 had sent copies of the General Convention (GC) notice to the chief secretary, commissioner Nagaland, deputy commissioner Dimapur, chief electoral officer and commissioner of police Dimapur. Subsequently, Kenye also circulated the September 11 Court order to the five offices and to MP Lok Sab-
ha Neiphiu Rio to maintain status quo (acknowledging that the party led by Dr. Shürhozelie remains the sole NPF). Kenye said since Rio had sent copies of the GC to the officials, he was also duty-bound to inform the same on the official judgment of September 11 including Rio. Kenye said that the September 11 the order had court clearly indicated that the legitimacy of the NPF was retained by Central office, Kohima. Kenye also said that if he was pulled up by the Court for misinterpretation of the order (as cautioned by the NPF Press and Information Cell) he would gladly plead for mercy as a law abiding citizen. He recalled that the EAC Dimapur had written a letter to Rio asking him to obtain sanction for holding the NPF general convention from the “concerned authority”. He pointed out that the appropriate authority to sanction, authorize or approve holding of the NPF general convention was the NPF central office. In view of the position, Kenye said the permission was not granted.

‘Assembly polls may be postponed as peace talks reach final stage’
GANDHINAGAR, SEP 14 (IANS): With the setting up of a new India Japan Act East Forum, Japan is set to play a more proactive role in the development of North Eastern states. Among the 15 agreements signed after the annual India-Japan bilateral summit here on Thursday, one is on setting up the India Japan Act East Forum “to enhance connectivity and promote developmental projects in the North Eastern region of India in an efficient and effective manner”. A joint statement issued following the discussions between Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe said both leaders “welcomed the IndiaJapan cooperation on development of North Eastern region as a concrete symbol of developing synergies between India’s Act East policy and Japan’s Free and Open Indo Pacific Strategy”. “In this context, they noted with satisfaction the setting up of the India Japan Act East Forum,” it stated.
NEW DELHI, SEP 14 (IANS): As the ambitious Naga peace talks reach the final stage, civil society representatives and a top politician in Nagaland have said that the assembly polls, due in March 2018, could get pushed back as an interim government gets into the saddle after the accord is signed. “If the Naga solution comes before the assembly election then there will be an interim government for a brief period as many things will be happening and things will fall into place. And then, only later on can we talk about the next elections,” Neiphiu Rio, former Nagaland Chief Minister and current Lok Sabha member from the state, told IANS. Stating that the Naga people want a settlement at any cost, Rio stated that he himself had repeatedly said in parliament that the central government should pursue the talks and the settlement should come before the assembly elections. According to a former Chief Election Commissioner (CEC), state polls
can be delayed only through a special request, which is possible in the case of Nagaland due to the Naga Framework Agreement. “The Election Commission cannot postpone the elections on its own, until a special request is made by the party (the Centre and State). This is usually done when there are natural calamities and law and order issues. However, in the case of Nagaland, where negotiations are going on, a special request can be made before the assembly’s term gets over,” former CEC H.S. Brahma told IANS. Civil society groups such as the powerful Naga Hoho and Eastern Nagaland’s People Organisation (ENPO) have clearly stated that if the government wants to find an amicable solution in Nagaland, it has to be before the next assembly elections. “As of now we don’t expect another Indian election to happen in Nagaland. During the recent visit of Naga Peace Talks interlocutor R.N. Ravi to Nagaland, we have clearly told him that if the Government

of India is willing to make any amicable solution, then it has to be before the next assembly elections,” Naga Hoho President Chuba Ozukum told IANS. According to Ozukum, holding the assembly elections without finding a solution to the Naga issue will create a lot of problems. “We cannot continue the peace process forever. Khoiwang Konyak, President of the ENPO, said it was a time to wait and watch. “Basically, the Naga people are waiting and observing what will come first, a solution or an election. Manipur CM reviews Congress alleges Rs 10000 cr developmental works embezzlement by Khandu govt Correspondent
Itanagar, Sep 14 (PTI): Opposition Congress Thursday alleged embezzlement of Rs 10,000 crore by the BJP government in Arunachal Pradesh and demanded a CBI probe into it. “The Pema Khanduled gover nment has embezzled funds to the tune of Rs 10,000 crore through Revised Estimate (RE) and Special Infrastructure Development Fund (SIDF) during 2016-17 and through composite schemes in 2017-18 financial year,” Arunachal Pradesh Congress Committee president Takam Sanjoy told reporters here. Armed with an official letter written by Chief Secretary Shakuntala Doley Gamlin to Finance Commissioner Ashis Kundra recently, he alleged criminal conspiracies in embezzling government fund on the pretext of
composite sanction by the government. Gamlin’s letter, a copy of which was made available to the press stated, stated “The office memorandums ibid are violative of the doctrine of checks and balances and militate against the very principles of financial propriety and the basic tenets of financial prudence. “ T h e r e f o r e, i t i s imperative that the procedure laid out for financial year 2016-17 is reviewed urgently with a view to address the issues raised in this note,” it said. Sanjoy said that under composite sanction schemes of departments do not have any particular detailed project report (DPR) but sanctions were made for cluster of schemes in one file. “In such a situation how will one scrutinise
schemes and who is the appropriate authority to go for expenditure sanction?” he asked. Sanjoy said, Deputy Chief Minister Chowna Mein, who is also the finance minister, passed all the composite schemes. Urging the governor, the prime minister and the president for initiating a CBI investigation into the embezzlement, he said that Khandu should own moral responsibility and resign as chief minister. He alleged that Khandu accompanied by Union Minister of State for Home Kiren Rijiju had recently met Union Home Minister Rajnath Singh in New Delhi and requested him to immediately remove the chief secretary from the state. Congress he said would not “tolerate” such a step. “We will expose all the evil designs of the BJP
government in the state before the people. The embezzlement formula is to capture pocket money for the BJP, share of which is being enjoyed by the central leadership of the party,” Sanjoy alleged and added that Congress has full proof of the scam. Lashing out at the K h a n d u g ove r n m e n t , Sanjoy alleged that 60 per cent of budgetary allocation went to two Tawang and Namsai districts which are represented by the chief minister and deputy chief minister. He also alleged that the the law and order situation in Arunachal under BJP is fast deteriorating and people are living in fear. Sanjoy also criticized the Centre’s beef ban policy saying that beef is an integral part of the food of tribal communities and demanded that it be lifted.

Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe during the ground breaking ceremony for high speed rail project in Ahmedabad on Thursday. (PTI)
Ahmedabad, Sep 14 (IANS): Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe on Thursday laid the foundation stone for India’s first bullet train project, the ambitious Rs 1.08 lakh crore ($17 billion) Ahmedabad-Mumbai line, based on Japan’s Shinkansen super speed train technology. In his address after the ceremony for the 508-km rail line, that adds to the list of major India-Japan infrastructure cooperation projects, Modi said the bullet train would add pace to the country’s development, and would also help in empowerment of the poor. Modi said that no country can grow if they don’t dream big. “To grow one needs to expand his dreams and decide his strength to

achieve that.” The Japanese Prime Minister said “a strong India is in Japan’s interest, and a strong Japan is in India’s interest. Today, on this day, that part of the bright future is seen in solid form.” He said that Japan’s Shinkansen Technology, which will power India’s bullet train project, has changed his country’s economy, society and people’s lives. Abe expressed the hope that he will soon enjoy the beautiful green scenery of India through the windows of bullet train “when I come back here in a few years”. Modi also expressed gratitude to Japan for providing technology and financial assistance of Rs 88,000 crore at 0.1 per cent interest. He emphasised that the Bullet train is in a way a
big gift from Japan to India. “It is in a way a project being constructed for free. And I will once again thank Japan for helping India with technological and economical support,” Modi said. Besides Modi and Abe, Railway Minister Piyush Goyal, Minister of State for Railways Manoj Sinha, Gujarat Governor O.P. Kohli, Gujarat Chief Minister Vijay Rupani and Maharashtra Chief Minister Devendra Fadnavis were also present. The high speed rail project that is scheduled to be completed by 2022, has been financed by Japan. Of the Rs 1.08 lakh crore, Japan is giving a loan of Rs 88,000 crore at a minimal interest of 0.1 per cent for 50 years. And the repayment will begin only after 15 years. The first tranche
of the loan, Rs 6,000 crore, would be released immediately, while the remaining tranches will come after the completion of land acquisition. About 825 hectares of land would be acquired for the project. Of the 508 km stretch, 92 per cent (468 km) of the route will be elevated, six per cent (27 km) in tunnels and the remaining two per cent (13 km) will be on the ground . The high speed train would also pass through the country’s longest tunnel of 21 km, of which seven km will be under the sea. Twelve stations have been proposed that include Mumbai, Thane, Virar, Boisar, Vapi, Bilimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad and Sabarmati. According to Railway Ministry officials,
After the US and China, Japan also came on board with India in condemning Pakistan-sponsored terrorism. In a joint statement, the two countries asked Islamabad to bring to justice the perpetrator of the 2008 Mumbai and the 2016 Pathankot attacks, which were carried out by Pakistan-based groups. “The two PMs also called for Pakistan to bring to justice the perpetrator of terrorist attacks including those of the November 2008 terrorist attack in Mumbai and the 2016 terrorist attack in Pathankot,” said the joint statement signed in Gujarat capital Gandhinagar by Prime Minister Narendra Modi and his Japanse counterpart Shinzo Abe. “They look forward to the convening of the fifth Japan-India consultation on terrorism and to strengthening cooperation against terrorist threats from groups including al Qaeda, the ISIS, the Jaish-e-Mohammad, Lashkar-e-Taiba, and their affiliates,” the statement added. Describing terrorism as a growing menace, both shared the view that it is a global scourge in all of its manifestations and must be forcefully combatted “through concerted global action in the spirit of zero tolerance”.

This article is issued for public consumption regarding the incident on 06th Sept 2017 at Zero Point, Wokha, to dispel any confusion in the minds of the public. 1. On the afternoon of 06th September 2017, Mr. Y. M. Humtsoe and his party was proceeding towards Humtso Village to hold an invocation program in the Village to launch his candidature to contest in the upcoming general election 2018 without approval of the Humtso Village Council. Many felt it was against the customary and traditional practices of the Village to allow a person from different Village to hold such invocation program in the Village. Many youth were therefore determined not to allow Mr. Y. M. Humtsoe to hold the program. 2. Sensing trouble, Wokha Village Council and Wokha Village Eloe Ekhung (Women’s Union) stationed at Zero Point to dissuade Mr. Y. M. Humtsoe and his party from proceeding further. However, the group misconstrued the good intention of the Council and was determined to go ahead. Seeing some approaching youth they hurriedly turned back. In the process, one person accompanying Mr. Y. M. Humtsoe fired a burst of shots from his sophisticated assault rifle (MP5) he was carrying. This provoked the youth who damaged some vehicles. In the ensuing commotion some persons from both sides were also injured. Mr. Y. M. Humtsoe who is still a Govt. Servant in the capacity of Secretary to the Govt. of Nagaland should own full moral responsibility and also justify as to who gave the firing order. 3. The Media Cell of Wokha Humtso Elumyo Senior Youth Welfare Forum regrets the turn of events and is compelled to issue this press note in the interest of peaceful coexistence. DC-2143

Nagaland Post Vol. XXVII NO. 281 Dimapur, Friday, September 15, 2017
P
Strange politics
olitical machinations in Tamil Nadu has been dominating the media for a long time as the battle between the O. Panneer Selvam (OPS)- Edappadi K. Palaniswami (EPS) legislature against Sasikala loyalists continues to cast its shadow over the state which has been in a crisis after the death of Jayalalitha, the most powerful AIADMK leader after MGR’s demise. The riveting political drama in Tamil Nadu has produced one more dramatic act. The two warring factions (OPS-EPS) in the AIADMK have come together to remove Sasikala (currently serving four-year jail sentence in the Jayalalitha’s disproportionate assets case) as the party chief. After both rivals EPS and OPS came together the Sasikala group, currently managed by her nephew T.T.V Dhinakaran has demanded a floor test in order to vote out EPS-OPS government. What was also most brazen in the entire drama of “merger” between individuals, was that Sasikala was removed party general secretary (the powerful post held by Jayalalitha after the death of MGR) and that Jayalalitha would remain eternal general secretary and no one else. To some casual observers, the fight within the AIDMK over which faction is the original one, appears to have a striking similarity with the fight for the name, symbol and letter head of the NPF. However, unlike the Jayalalitha and Sasikala factor, the NPF is thankfully free from the eternal bondage of ‘larger-than-life’ film stars and personalities that plagues Tamilian politics. The AIADMK appears to be tearing itself apart with the EPS-OPS rivals having at last come together, like T.R. Zeliang and Neiphiu Rio joining hands to run the government and run down their party supremo. Like the coming together of EPS and OPS who have trained their guns on the party supremo Sasikala; in the NPF saga, both T.R. Zeliang and Neiphiu Rio have forged an alliance against Dr. Shürhozelie Liezietsü. Also like Sasikala once the supremo and who left out OPS (O.Panneer Selvam) and made EPS (Edappadi K. Palaniswami) the successor-chief minister, Dr. Shürhozelie Liezietsü had backed T.R. Zeliang on two occasions to ensure that Rio could not enter the state from the backdoor. Also like the AIADMK saga, those legislators still loyal to Sasikala having been reduced to minority (19-20 of them); so also those legislators loyal to party president Dr. Shürhozelie also in minority. Perhaps like Sasikala loyalists who are still believed to be in majority in the AIADMK party organisational set up, the NPF party organisation is also believed to be largely still with the party president Dr. Shürhozelie. The above reference is only to make a point, that Naga politics and Tamil Nadu politics appear to be following the same pattern. The fight for the name, symbol etc in AIADMK fight has also gone to the Election Commission of India, where EPS-OPS have challenged the Sasikala group. Even in the case of the NPF also, the NPF under Dr.Shürhozelie has been challenged by Neiphiu Rio. Also there is another similarity between AIADMK and NPF. Both are prone to hotel/resort politics to protect the flocks from being poached by the rival group. Of course, it need not be said that all these activities involve huge sums of money in order to retain loyalty. As in every case, the voters will have the final say and hopefully the aberration in politics will also be a thing of the past.
DailyDevotion Arguments or Obedience …the simplicity that is in Christ. —2 Corinthians 11:3 Simplicity is the secret to seeing things clearly. A saint does not think clearly until a long time passes, but a saint ought to see clearly without any difficulty. You cannot think through spiritual confusion to make things clear; to make things clear, you must obey. In intellectual matters you can think things out, but in spiritual matters you will only think yourself into further wandering thoughts and more confusion. If there is something in your life upon which God has put His pressure, then obey Him in that matter. Bring all your “arguments and…every thought into captivity to the obedience of Christ” regarding the matter, and everything will become as clear as daylight to you (2 Corinthians 10:5). Your reasoning capacity will come later, but reasoning is not how we see. We see like children, and when we try to be wise we see nothing (see Matthew 11:25). Even the very smallest thing that we allow in our lives that is not under the control of the Holy Spirit is completely sufficient to account for spiritual confusion, and spending all of our time thinking about it will still never make it clear. Spiritual confusion can only be conquered through obedience. As soon as we obey, we have discernment. This is humiliating, because when we are confused we know that the reason lies in the state of our mind. But when our natural power of sight is devoted and submitted in obedience to the Holy Spirit, it becomes the very power by which we perceive God’s will, and our entire life is kept in simplicity.

Should we Naga christians throw away portions of our Bible?
R
evealing one’s personal feelings for public consumption comes with many risks. But in this article I’m allowing to open myself up and step into that dangerous area. So, here are my thoughts on a struggle I have dealing with concerning a visible contradiction Naga Christians have towards the Bible: In my view, the Bible books starting from Exodus to Esther (16 books in all) are very political in their content, because of the fact that these books are addressed to the Jewish people who are called to be a “holy nation” for God. However, these books are not just for the Jews. As God’s Word, they are meant to be passed on to succeeding generations and other people groups. That implies that these books are also intended for us. Otherwise, why should we include them in our Bible? In the Book of Exodus, we read of God putting the Jews in the “womb” of Egypt to be prepared as a nation. Of course,
the Egyptians wanted the Jews to be under their rule and to remain that way indefinitely. Similarly, we Nagas, I believe, are now in the “womb” of India. For many of us, remaining in India’s womb and getting fed has become the best place to be, as if there lies our destiny. For some others, forcing our way out on our own or having some external power performing cesarean section on us is our only hope to become an independent nation. Thus, we don’t seem to believe in the possibility of God’s intervention or in the power of His miraculous deliverance anymore. When it comes to the Book of Leviticus, we assume it to be merely a handbook for priests. We fail to understand that it was written so that all God’s people might conduct themselves to be a holy nation amongst other nations. In Leviticus, religion and politics are intertwined. For example, the tabernacle was both a religious center and a royal palace housing God’s
throne. As their King, He debts, equity, fairness, exgave them moral laws, ploitation, human dignity, ceremonial laws, and civil gender, aliens, animal treatlaws to govern their lives. ment, war, and peace. We He wanted holiness to think these are all topics of permeate everything His politics. Maybe that’s why people do, be it in commu- our Pastors hardly preach nity life, political affairs, anything from the Book of or warfare. But for Nagas, Deuteronomy. God has no place in the Due to lack of space, public sphere. We have we can’t talk about matassigned Him to a private ters of politics recorded space called “religion.” in books such as Joshua, The message from Judges, Ruth, I & II Samthe Book of uel, I & II Numbers Mazie Nakhro Kings, I & II is that the Chronicles, sins of self-centeredness and Ezra. (For relevance and rebellion against God of these books for our can keep a people group Nagas, read my book enfrom getting into their titled “Breakfast with the “Promised Land.” Indeed, King: A 100-Day Devowe Nagas are practically tional on Righteous Ruling living the stories found and Nation Building.”) in this Book. But do we Keeping all this in mind, really care? I almost forgot that our The Book of Deu- Nagas believe that politics teronomy was written in and nation-building are the literary form of an secular and are therefore ancient “constitutional subjects to be avoided by document.” What are the committed Christians. So subjects covered? Quite then, I would presume, secular topics really --- maybe we Nagas don’t qualifications of leaders, need to have these books governance, judges, courts, in our Bible either. fair trial, punishments, Or, what about the proper ty, inheritance, Book of Nehemiah? We employees, labor, wages, know that Nehemiah left
the comforts of his home in Persia and came back to his homeland, because he was heart-broken about the plight of his people in Judah. His mission was to rebuild Jerusalem and set up an honest government for the people. Now coming to our people, I know of several overseas-Nagas willing to do the same, because they are concerned about the disgrace our people here are under. Some of these people have left their families and residences and are ready to serve even without any expectation of compensation. Their hearts are heavy to bring change so that our people can compete with the rest of the developing world. But are they welcomed? In my case, I was once told to go back to America. Isn’t this reflective of a bigger problem amongst us? Indeed, many young men and women in Nagaland are willing to step out and accept the challenge of intervening “in such a time as this,” just as that Jewish girl Esther did during a period of
grave danger for her people. Yet most of us would just respond to our aspiring youngsters, saying, “It’s not the right time to step in. Let the situation gets better first.” At least, that’s the kind of advice I hear a lot. Perhaps these advisors don’t believe that intervention is most needed at the worst of times, when people are in serious crisis or perilous situation. As a person who takes his Bible seriously, I don’t know how to read these above-mentioned Bible books without having them speak to me. Often times the messages I learn come to me so forcefully that I feel like a fire burning within me. And to be quite frank, this inner struggle of mine has resulted in my tearing out of these books (from Exodus to Esther) from my Bible a few months ago, although not because I don’t believe in their relevance. But my reason is simply this: If my fellow-Nagas don’t believe in the relevance of these books, why should I have them in my Bible while I am living amongst them?
Post-mortem The right of the Nagas
T
he Nagas are a small people but though small they are, the truth is that they are not Indians and they have separate entity. So in 1929, the Nagas elders representing the Nagas submitted a Memorandum to the Simon Commission stating that after the British left India, the Nagas will remain as what they were before. Basing on the Memorandum, the Nagas conducted a Plebiscite in support of Independence in 1951 as the Nagas declared Independence on August 14,1947. The policy of the Naga National Council was non-violence but the Government of India dealt with the Naga issue militarily to suppress the movement. So the Nagas were compelled to raise Naga Army for self-defence by forming the Nagaland Federal Government on March 22, 1956. Fearing Military Forces who perpetrated atrocities on the Nagas, mojority of the villagers fled to jungle and the villages were burnt down. In 1957 a Naga People’s Convention was held at Kohima and declared a General Amnesty as a result, the villagers gradually went back to there villages for resettlement. Losses of lives, properties and sufferings of the people cannot be described. What is the cause ? The cause is for their own RIGHT. For the RIGHT of the Nagas, thousands of people laid down their lives. For the second time. Indo-Naga political talk was going on and the uniqueness of the history of the Nagas and the situation was recognised by the GoI and both sides mutually agreed to have a settlement honourable and acceptable to both sides. The Nagas are small but their right is not small and the price paid by the Nagas is not small and when the separate entity of the Nagas is recognised, the Nagas have to have their own flag. If it is not acceptable, the settlement may not be acceptable to the Nagas. But I hope that the settlement will be really honourable and acceptable to both sides. Rev. L Suohie Mhasi, (rev.suohie_mhasi@yahoo.com)
W
hen we cursor the timeline of the Naga society today, there lies utter confusion. There lies a big question regarding whom to trust and for what! Thousands of sermons and beautiful empty speeches, quoting the sages and important personalities lie passive in our vicinity. Plethora of thoughts emerge as a result of fertile imagination either for good or bad. However, the scale in the balance seems to be weighing heavier towards the side of the bad. As a result of which, an unequal society unfolds itself before us where violence and killing almost everywhere on a regular basis is a normal phenomenon. Unequal distributions of wealth will always result in chaos and violence. This is what is happening! We live in a shameless society where threatening the other is like a birth right and stealing of public fund is considered skill. When the rest of the society tries to disprove ‘might is right’, the Naga society still tries to uphold this ancient phrase that is anchored with violence and killing. One of the areas where the curse of the thousands is experienced everyday is from our dilapidated roads. Our roads are miserable and dangerous. Everyday thousands of people are making their way to various destinations and everyone curses the road. Hundreds of patients from the interior places of Nagaland who travel to the socalled smart cities of Kohima
Curse of the thousands and Dimapur for hope face the trauma of shaky, bumpy roads and thus intensify their misery. The unsteady bridges create fear psychosis, the landslides that result out of excessive forest product exploitation continue to haunt us every year. 14th July 2014 was a disastrous moment for the people of Malin, a village under Pune district in Maharashtra. The village people were buried alive early in the morning before they rose. The cause of course was the heavy rain but the deforestation and a huge ground dug above the village was one of the major causes. The reckless activity of selfish power and wealth mongers who are not satisfied knowing well they have enough and more are responsible. The irreparable damage caused to people along the south of Kohima where landslides have consumed the major chunk of the road, destruction of houses and properties is due to the excessive forest product exploitation. People have not learned. They are still tickling nature. Even worse disasters are imminent in a year or two if the activities like stone quarrying and logging continue. The power mongers and popularity seekers are the cursed people in our society today. Our people are still very tolerant but that is not the excuse. Today, the intellectuals are on the rise to question the authority. But they are threatened to keep their mouths shut. However, this will not end.
I have a dream: United States of Nagas
W
orld history tells us that under the sun, no civilization nor nation and power/ government is permanent. Change is the law of life. Nagas are lively, colourful and warlike people and they love their culture and country. But we all know very well that they cannot survive or thrive at the cost of other peoples, especially their neighbours. Being divided and scattered in different states and countries was not their choice, assimilation is not an option, hence unacceptable. But it could turn out to be a blessing in disguise provided they learn to live well and win over other peoples, ie., leading God-dependent lives. The idea of a united people under a common banner was sounded by some of our former visionary leaders (a top retired bureaucrat had also mentioned this on the occasion of late Vizol’s funeral). Years from now, we could dream of such reality- a very good homework for younger generations. Presently, this could be an eye-opener challenge and a much needed workup of all strugglers. A mountain has to be
climbed step by step and a book has to be written chapter by chapter. Ups and downs or rainy and sunny days together produce rainbows. Ours is not a fixed and stationary institution but a dynamic movement. A struggle needs dynamic minds. “I have a dream,” echoed Martin Luther King Jr., a Nobel Peace Prize laureate at the age of 35 years. All Nagas have dreams. Can some Nagas at 35 or younger dream of such? Ours is an interesting journey. Look beyond post-Election or postSettlement scene. Life will go on while the earth remains (Genesis 8:22). Let us not spend all our time and energy on Elections or Settlement alone. Let us have a long view. For Israel, there was a dark or silent period of more than 400 years between the Old and New Testaments, after their destructions and captivities on many occasions. For us Nagas, how long? Pray, Work and Hope. I have a dream, of a United States of Nagas (USN). Dr. Dietho-o, South Corner, AG Road, Kohima
An era of might is right has to end somewhere! The general election is round the corner and words like ‘all round developments’ are emerging once again from the mouths of the idiots. Where is that all-round development? Many things are in disorder. The worms from the cocoons are breaking through after the devastating state of order. The common people will soon teach you. When enough and more irreparable harms have been caused, words of development will only irk! You should feel ashamed of talking about developments for the public when you have developed your own. The tombs and memorial parks that your kins will erect in your honour will only remind people how much you have stolen and caused harms to the rest of the Naga society. The palatial hotels that you build, your palatial residences and commercial buildings that you raise up is the public money. So don’t be a fool to tell the world of your success. The mention of your names will only remind people of your diabolic acts. Your success perhaps is your skill to steal which everyone knows. The expensive cars that you drive on the roads are funded by the public money. So don’t you ever try to show that you are rich! I would say you are the poorest person on earth because you have not lived your lives. All your lives are centred on drawing attention of the other where
the response is always that you are a big thief. Your contributions to the churches from the stolen wealth which raise the brows of the ushers and smile to the church leaders will neither do you good nor to the ever expectant churches. Shameless churches who do not hesitate to receive public money. Conscienceless Christians! Dear elected people, your years are counted. So, wake up from your slumber. Your speeches are hollow so better not trumpet your foolishness and emptiness to the public. Don’t even justify your foolish acts. People will not believe. Don’t throw party for the people before election, your lies are recorded. No one is interested in your empty speeches. We want a working leader who keeps quiet and participate in the struggles of the people. Our public transport systems and the ritual breakdowns, the inconveniences to the public commuters and the unavailable staff to clean the public transports are all cursed everyday. The curse of the thousands is endless. People in every chat are discussing the disorder everywhere. They are cursing you every day so better be not fooled by sweet tongues. Don’t multiply misery in our society. We have enough and more. Remember, however powerful you are someone has to dig your graves and carry your coffins! Fr. Vekupa Rhakho George, Diocese of Kohima
Reader’s Post Sir,
Are you a buyer or reader?
The local dailies in Nagaland are greatly appreciated for its dedicated service to the people of the State. We get all kinds of news inside our doors through local dailies. We find local Newspapers in most of the homes in towns and villages. Yet subscription of Newspapers has become a fashion for many people. Why do I say this? This is because many people just buy local dailies without reading the content. They only buy without any/proper reading. There may be some people who only buy and keep it safe in the store room only for the rats to read and enjoy. The habit of reading must be cultivated. It does not come instantly like rain drops. Subscription of local dailies may not fashion your life, yet reading them can fashion your inner self. This is the goal, and we can achieve it. Readings activate our minds and move our hearts towards a just life. All that is published in the Newspapers need not be true. There are some news/papers which favour one side of life; politics, church or social life. We need to sieve the alphabets, letters and ideas and critically establish our own reflection. The ability to derive our conclusion and reflection gives taste to our dormant life. The earth revolves around the sun bringing forth cold and heat, spring, summer, autumn and winter. Likewise, there are hot and cold news, calm and fresh news. The way you read them will make you likewise. The present world is built around ideas. Good ideas can construct our life, bad ideas can destroy individuals. Let us see the world through the local dailies and find our place in it, for we are part of the bigger planet. Do not just buy Newspapers for its own sake; rather snatch them to gain the kernel of life. With Gratefulness, Rev. Fr. G. L. Khing,Kohima, (tisislawkhing@gmail.com)

Mumbai, Sep 14 (PTI): After a brief over night pause, the rupee was again caught in a downward spiral and slipped by 12 paise to 64.12 against the US dollar Thursday on fresh demand for the American currency from banks and importers amid persistent foreign capital outflows. Foreign portfolio investors sold shares worth a net Rs 826.77 crore, provisional data of stocks exchanges showed. The domestic currency started on a negative note at 64.17 against the Wednesday’s closing level of 64 at the forex market before concluding at 64.12 a dollar, a loss of 12 paise or 0.19 per cent. The rupee had ended 4 paise higher yesterday. The Indian currency today hovered in a range of 64.18 and 64.06 per dollar. New Delhi, Sep 14 (PTI): Gold Thursday took strength from a positive trend overseas by surging Rs 650 per 10 grams to seize the Rs 31,000 level, driven up by fresh local buying. But silver fell sharply by Rs 350 to Rs 41,500 per kg, mainly due to softening demand by industrial units and coin makers. Tension still brews on the Korean front as North Korea is digging in its heels over the UN resolution and the sanction over its most powerful nuclear test, analysts said. initial months in this calendar year. It noted that exports have started their downward trajectory from May. “For example, if we look at US imports of textiles and apparels it has grown 30 per cent between April 2017 and July 2017. However, Indian exports of apparel and textile to the US in July remained at the same level as in April with modest increase in quantity,” the report said. “But the month of June saw a dip in both quantity as well as value. This is perhaps due to uncertainty before GST which is likely to reflect in coming quarter as well,” it added. As per the report high working capital requirement in the GST regime (based on principle of refund) is hurting the small manufacturers in particular.
Kolkata, Sep 14 (PTI): Hike in coal production in the last three years has helped mining major Coal India Ltd save Rs 25,900 crore in foreign exchange, interim Chairman and Managing Director Gopal Singh said Thursday. “Coal production has increased substantially in the last three years (fiscals), resulting in savings of Rs 25,900 crore in imports,” Singh said in his address to shareholders at the company’s annual general meeting here. Singh said coal imports accounted for 25 per cent of the country’s total consumption in 2015-16, and 23 per cent in 201617. Coal stock in at least over a dozen thermal power plants in the country turned critical, the Central Electricity Regulatory Commission had said in a recent report. Singh emphasised on swift exploitation of domestic fossil fuel reserves in order to meet future demand and reduce imports.

Further, the report noted the ag riculture growth is expected to be muted as rainfall in the first three months of monsoon was hugely deficit in key foodgrain producing states like Uttar Pradesh, Punjab, Haryana, and Madhya Pradesh and there was sluggish growth in manufacturing and mining sector. “July IIP (index of industrial production) data shows that production was particularly weak in consumer durable goods,” the report said. Mumbai, Sep 14 (PTI): Country’s GDP is likely to remain below 6 per cent in the second quarter of 2017-18 owing to muted agriculture growth and sluggish performance of manufacturing and mining sector, says a SBI research report. The GDP stood at a three year low at 5.7 per cent for April-June quarter of 2017-18, which the report said has raised concerns about the annual GDP numbers for the fiscal. While it has estimated GDP numbers to remain muted at sub-6 per cent for the July-September quarter, the third and fourth quarter growth is expected to be below 6.5 per cent. “Second quarter growth numbers are likely to be muted, almost like the first quarter numbers (below 6 per cent), and the

It called for faster resolution of stressed accounts through the Insolvency and Bankruptcy Code and various structuring schemes. “With the majority of stressed assets now recognized as NPAs, rest of the corporate loan portfolio of banks can be expected to perform better over the medium-term,” Crisil said, adding “in the past couple of years, recoveries have been poor and the bulk of the reduction in gross NPAs has been because of higher write-offs.” Fitch said gross NPA ratio touched 9.7 per cent in FY17--a jump of close to 200 basis points in comparison with the 50 basis points increase in the stressed asset ratio of 12 per cent.

Citing vulnerable capital position due to high bad loans and poor loan growth, Fitch said, “The negative outlook is based on our assessment that the banking sector’s weak core capitalisation continues to pose downside risks to standalone credit profiles amid expectations of continued poor loan growth, weak earnings, volatile asset quality and elevated credit costs.” It warned asset-quality outlook will remain challenging in the next 12 months due to incipient stress in the power sector and concerns about farm loan waivers and SMEs and pointed out that banks will need USD 65 billion in additional capital to meet Basel III require-

Mumbai, Sep 14 (PTI): The banking sector had a litany of bad news Thursday with two rating agencies warning about the mounting bad loans problem and the poor capital position and placing the sector on a negative outlook. While domestic agency Crisil has forecast a spike in NPAs to 10.5 per cent by March and the system level stress at Rs 11.5 trillion, or 14 per cent, its global rival Fitch placed the banking sector under a negative outlook. Crisil said since banks have only recognised twothirds of their stressed loans as NPAs, “bad loan ratio is set to rise by 1 percentage point to 10.5 per cent by March 2018 up from 9.5 per cent in March 2017, which included only two- thirds of the overall stressed assets.” The agency estimates total amount of stressed

Pictures in local media showed ash-covered, fire-blackened beds in the students’ sleeping quarters. “The building was on fire as the (morning call to prayer) was sounding,” Norhayati Abdul Halim, 46, who lives opposite the school, told AFP. “I could hear screaming, I thought there were people fighting. I opened the window to my house and I could see the school on fire -- they cried for help but I couldn’t do anything.”
SINGAPORE, SEP 14 (Agencies): Singapore inaugurated its first female president amid stinging criticism that she is taking office without a vote. Halimah Yacob, a former speaker of parliament from the Malay Muslim minority, won the presidency in a walkover after authorities decided her rivals did not meet strict eligibility criteria. While the role is largely ceremonial, the president has veto powers on key government appointments and safeguards the country’s substantial financial reserves. In her first speech as president, Halimah, 63, addressed the racial tensions
that have sprung up as a result of the process and vowed to be president of all Singaporeans “regardless of race, language or religion”. “I look forward to the day when we will no longer need to... have reserved elections, and Singaporeans
naturally and regularly elect citizens of all races as presidents,” she added. The president also pledged to be independent in exercising her custodial powers over the reserves, which are rarely tapped by the government.

Police and rescue personnel work at an Islamic religious school cordoned off after a fire on Thursday.
By the time firefighters arrived at the Darul Quran Ittifaqiyah religious school in the heart of the capital, “the screams had stopped”, she added. Federal Territories Minister Tengku Adnan Tengku Mansor said the children, who were boarders at the school, were “desperately trying to escape the flames” but metal security grilles covering the windows of their dormitory prevented them. Officials said they we r e u n a b l e t o l e ave through the only door to the dormitory, as it was on fire. Khirudin Drahman, director of Kuala Lumpur’s fire and rescue department, told AFP it was one of the country’s worst fire tragedies in 20 years. Fire officials said they suspected the blaze was caused by an electrical short circuit, or a mosquito repelling device.

Malaysia school fire kills 24 children and teachers
Kuala Lumpur, Sep 14 (AFP): Twenty-four people, mostly children, were killed Thursday when a blaze tore through a Malaysian religious school, trapped in their dormitory by metal grilles on the windows. Pupils and teachers inside the Islamic study centre in downtown Kuala Lumpur screamed for help as helpless neighbours looked on. Many of the bodies of the victims -- who included 22 boys aged between 13 and 17 -- were found piled on top of one another, indicating there may have been a stampede as the students sought to escape the blaze which er upted before

N Korea threatens to ‘sink’ Japan, reduce US to ‘ashes’
“To respond to North Korea by having our own nuclear weapons will not maintain peace on the Korean peninsula and could lead to a nuclear arms race in northeast Asia,” Moon said in an interview with CNN. South Korea`s Unification Ministry also said it planned to provide $8 million through the U.N. World Food Programme and UNICEF to help infants and pregnant women in the North. T h e m o ve m a r k s Seoul`s first humanitarian assistance for the North since its fourth nuclear test in January 2016 and is based on a longstanding policy of separating humanitarian aid from politics, the ministry said. The North`s latest threats also singled out Japan for “dancing to the tune” of the United States, saying it should never be pardoned for not offering a sincere apology for its “never-to-be-condoned crimes against our people”, an apparent reference to Japan`s wartime aggression. It also referred to South Korea as “traitors and dogs” of the United States.
Seoul, Sep 14 (Agencies): A North Korean state agency threatened on Thursday to use nuclear weapons to “sink” Japan and reduce the United States to “ashes and darkness” for supporting a U.N. Security Council resolution and sanctions over its latest nuclear test. The Korea Asia-Pacific Peace Committee, which handles the North`s external ties and propaganda, also called for the breakup of the Security Council, which it called “a tool of evil” made up of “money-bribed” countries that move at the order of the United States. “The four islands of the archipelago should be sunken into the sea by the nuclear bomb of Juche. Japan is no longer needed to exist near us,” the committee said in a statement carried by the North`s official KCNA news agency. Juche is the North`s ruling ideology that mixes Marxism and an extreme form of go-it-alone nationalism preached by state founder Kim Il Sung, the grandfather of the current leader, Kim Jong Un. Regional tension has risen markedly since the reclusive North conducted
its sixth, and by far its most powerful, nuclear test on Sept. 3, following a series of missile tests, including one that flew over Japan. The 15-member Security Council voted unanimously on a USdrafted resolution and a new round of sanctions on Monday in response, banning North Korea`s textile exports that are the second largest only to coal and mineral, and capping fuel supplies. The North reacted to the latest action by the Security Council, which had the backing of vetoholding China and Russia, by reiterating threats to destroy the United States, Japan and South Korea. “Let`s reduce the US mainland into ashes and darkness. Let`s vent our spite with mobilization

5 billion Bluetooth devices at risk as ‘BlueBorne’ malware spreads
Islamabad, Sep 14 (IANS): Senior military officials from Pakistan, Afghanistan and the US have expressed their commitment to eliminating the Islamic State from the region, the military said here on Thursday. A six-member high-level Pakistani military delegation headed by Director General of Military Operations Maj. Gen. Sahir Shamshad Mirza participated in the meeting in the Afghan capital city of Kabul, said a statement from the Inter-Services Public Relations. “Par ticipants reaffirmed their resolve to continue fight against the common threat of terrorism. Areas of mutual security interests and concerns were deliberated upon during the interaction,” the statement said.

Not putting it into an invisible or undetectable mode,” Kamluk added. According to reports, Apple`s iOS hasn`t been affected by “BlueBorne`s” flaws since the 2016 iOS 10 release and Microsoft patched the bugs in Windows in July.

San Francisco, Sep 14 (IANS): Researchers at Internet of Things (IoT) security firm Armis Labs have found “BlueBorne” -- a new malware that targets devices via Bluetooth and over five billion such devices globally are at risk. “BlueBorne” allows attackers to take control of devices, access corporate data and networks, penetrate secure “air-gapped” net-

Japan`s Nikkei stock index and dollar/yen currency pared gains, although traders said that was more because of several Chinese economic indicators released on Thursday rather than a reaction to the North`s latest statement. South Korea`s won also edged down around the same time over domestic financial concerns. Despite the North`s threats, South Korean President Moon Jae-in said he was against having nuclear weapons in his country, either by developing its own arsenal or bringing back U.S. tactical nuclear weapons that were withdrawn in the early 1990s.

Russia launches Zapad war games
Belarusian army vehicles preparing for war games.
M o s c o w, S e p 1 4 (Agencies): Russia and Belarus have launched a large-scale joint military exercise, called Zapad-2017, which has made nearby Nato countries nervous. It is one of Russia’s biggest military exercises since its 2014 annexation of Ukraine’s Crimea peninsula. Russia’s defence ministry says about 12,700 troops are participating, but Nato expects the numbers to be higher. The war games are under way in and around Belarus, involving armoured units, warships and aircraft. Ukrainian President K
Y M C
Petro Poroshenko ha s warned that Zapad-2017 (Russian for “West”) could be a prelude for an invasion of Ukraine. Kiev has stepped up security on Ukraine’s borders. Pro-Russian separatists control a swathe of eastern Ukraine and their continuing skirmishes with Ukrainian government troops have undermined a ceasefire signed in Minsk in February 2015. Nato accuses Russia of supplying the rebels with heavy weapons and troop reinforcements. Russia denies that, but admits that some Russian “volunteers” are
helping the rebels. The Belarus government has said the Russian forces engaged in Zapad will all have left Belarus by 30 September. The official end date for the exercise is 20 September. Some Western analysts have suggested that Russia may keep some troops in Belarus, as some previous Russian exercises did not exactly match official statements. Earlier this year Nato deployed four battalion-size battlegroups - 4,530 troops in total - to Poland, Estonia, Latvia and Lithuania, which border on Belarus and Russia.
Not our job to satisfy US: Pak Islamabad, Sep 14 (IANS): In a strong rebuttal of the US charge that it was not adequately acting against terrorist sanctuaries on its soil, Pakistan has said that the onus of satisfying Washington about its concerns was not on Islamabad, the media reported on Thursday. “We are here to give our point of view logically and with evidence. We will explain our position. But it’s not for us to satisfy them,” Defence Minister Khurram Dastgir told reporters on Wednesday at the defence ministry. The government was currently “reassessing ties with the US”, and has simultaneously undertaken a regional outreach ahead of talks with the US on future bilateral engagement, he was quoted by Dawn as saying. Foreign Minister Khawaja Asif, after accompanying Prime Minister Shahid Khaqan Abbasi to the UN General Assembly session in New York next week, is expected to visit Washington for a much awaited meeting with US Secretary of State Rex Tillerson. Asif ’s meeting with Tillerson was originally scheduled for mid-August, but was postponed on Pakistan’s request after US President Donald Trump’s policy statement on Afghanistan and South Asia.
B a g h da d, S e p 1 4 (IANS): At least 50 people, including three Iranian pilgrims, have lost their lives in twin car bomb and gun attacks striking the country’s southern province of Dhi Qar. Jasim al-Khalidi, a senior health official, said more than 87 people had sustained injuries in the attacks, one of which occurred close to a restaurant near the city of Nasiriyah, situated about 370 km southeast of the capital, Baghdad, on Thursday afternoon, Press TV reported. He added that the death toll could rise due to the critical condition of some of the wounded. Iraqi Interior Ministry Spokesman Saad Maan also said a car bomb in the same area targeted a security checkpoint shortly afterwards. There were no immediate claims of responsibility for the deadly attacks, but such assaults bear the hallmarks of those carried out by the Islamic State. According to the UN Assistance Mission for Iraq (UNAMI), a total of 125 Iraqi civilians lost their lives, and 188 others were injured as a result of terrorist attacks and other acts of violence across Iraq in the month of August. The UN mission, however, did not mention the number of Iraqi police forces, who were killed or sustained injuries during last month’s acts of violence.

Donald Trump says looking to allow people; not citizenship, amnesty
President Donald Trump responds to a reporters question as he boards Air Force One, Thursday. (AP/PTI)
Washington, Sep 14 (PTI): US President Donald Trump said Thursday that he was looking to allow people to stay here, but not ready for citizenship or amnesty, an announcement that may benefit 800,000 young immigrants, including those from India. Tr ump’s statement came a day after top Democratic lawmakers Chuck Schumer and Nancy Pelosi claimed that they had reached a deal with the president to protect about 800,000 young immigrants who came to America illegally as children and were given protection by the Obama-era Deferred Action for Childhood Arrivals (DACA) programme. Trump had scrapped the DACA programme earlier this month. “We are not looking at citizenship. We
are not looking at amnesty. We are looking at allowing people to stay here,” Trump told reporters. Trump said he is very close to a deal on DACA. “I just spoke with Paul Ryan, everybody’s on board... We are talking about taking care of people, people who were brought here, people who have done a good job. We will only do it if we get extreme security, not only surveillance but everything that goes with surveillance. If there is not a wall, we are doing nothing,” he said. In a statement after dinner with Trump at the White House, Schumer and Pelosi said that they have reached a deal with him on DACA. “We had a very productive meeting at the White House with the president. The discussion
focused on DACA. We agreed to enshrine the protections of DACA into law quickly, and to work out a package of border security, excluding the wall, that is acceptable to both sides,” Schumer and Pelosi said. In a tweet early this morning, Trump however said that no deal has been reached. “No deal was made last night on DACA. Massive border security would have to be agreed to in exchange for consent. Would be subject to vote,” he said, refuting claims being made by the Democratic leaders. Pelosi tended to disagree at a news conference at the Capitol Hill. “I do believe that there is an understanding that down the road, there is an eventual path to citizenship in the DREAM Act, and that overwhelmingly, the American people support that,” she said. “In a poll today, over 50 per cent, and then, you know, 12 per cent want to send them back, and then others somewhere in the middle. But it came up in the context of the suggestion that there might be other bills to be considered, and that did not last long,” Pelosi said. The atmosphere during the White House dinner last night, she said, was very friendly.

Rohingya militants say they have ‘no links’ with global terror
Caffeine may lower death risk in diabetic women
government, led by Aung San Suu Kyi, has denied the allegations. It labels the militants as “extremist terrorists” who want to impose Islamic rule over a portion of Rakhine state. They have also previously described the group as harbouring fighters who have trained with the Pakistani Taliban, ideas that have become the currency of arguments among the mainly Buddhist public for why the crackdown is justified. Al-Qaeda on Tuesday urged Muslims around the world to support the Rohingya cause and “make the necessary preparations training and the like to resist this oppression” in a statement on Telegram. ARSA has repeatedly distanced itself from the agenda of international jihad, instead insisting its claims are local and in defence of major state repression. “ARSA feels that it is necessary to make it clear that it has no links with Al Qaeda, the Islamic State in Iraq and Syria (ISIS), Lashkar-e-Taiba or any transnational terrorist group,” the group said in a statement posted on its Twitter account.
Lo n d o n, S e p 1 4 (IANS): Drinking coffee or tea may lower risk of death from cardiovascular disease and cancer as well as increase lifespan in women with diabetes, researchers have suggested. The findings showed that women with diabetes who consumed up to 100mg per day of coffee were 51 per cent less likely to die than those who consumed no caffeine. Also, diabetic women who consumed 100-200mg per day of coffee had a 57 per cent lower risk of death compared with nonconsumers, and for those consuming above 200mg per day of coffee the reduced risk of death was 66 per cent. Y ANGON , SEP 1 4 (AGENCIES): Rohingya militants, whose raids in western Myanmar provoked an army crackdown that spurred a humanitarian crisis, denied any links to global terror groups today, days after Al-Qaeda urged Muslims to rally to their cause. The Arakan Rohingya Salvation Army (ARSA) says it is trying to defend the minority group from a long campaign of persecution in Buddhist-majority Myanmar, where the Rohingya are denied citizenship. But its actions have plunged a region, already a crucible of religious and ethnic tension, deeper into crisis. Around 380,000 Rohingya have sought sanctuary in Bangladesh since the outbreak of violence three weeks ago, fleeing burning villages and alleged army atrocities, joining what has become one of the world’s largest refugee camps in Cox’s Bazar. Nearly 30,000 Buddhists and Hindus have also been displaced inside Rakhine. Rights group say Myanmar’s army has used the ARSA’s attacks as cover to try to push out the estimated 1.1 million Rohingya population. Myanmar’s
“We do not welcome the involvement of these groups in the Arakan (Rakhine) conflict. ARSA calls on states in the region to intercept and prevent terrorists from entering Arakan and making a bad situation worse.” According to the International Crisis group, ARSA is steered by Rohingya emigres in Saudi Arabia and commanded in the field by overseas-trained guerilla fighters. But most of its recruits are armed with crude weapons like machetes and sticks. Analysts warn the treatment of the Rohingya and the huge number of new angry and dispossessed refugees in Bangladesh is rich pickings for militant Islamist recruiters. The refugee camps in Bangladesh are bursting at the seams, with aid groups and authorities scrambling to erect new shelters and provide food and medical support to an endless tide of hungry and traumatised arrivals. More than 100 Rohingya have died while making the perilous boat crossing over to Bangladesh, with two more bodies, including a one-month old baby, washing up on shore on Thursday.

Akhilesh defends Rahul’s ‘India being run by dynasties’ remark
Akhilesh Yadav and Rahul Gandhi
Lucknow, Sep 14 (PTI): SP chief Akhilesh Yadav on Thursday defended Congress leader Rahul Gandhi for his remark that India was being run by dynasties, saying world history was replete with examples of people taking a plunge into politics due to their family background. Yadav was speaking at a press conference at the party headquarters when he was asked to comment on Gandhi’s speech. The Congress vice president had cited examples of the SP, the DMK and even Bollywood to buttress his point that several prominent Indians were born into famous families. The Samajwadi Party is an alliance partner of the Congress and the two parties had contested the Assembly elections jointly. Yadav said across the world, there were a num-
No clear lead yet in Gauri Lankesh murder case
Bengaluru, Sep 14 (PTI): Ten days after the cold-blooded murder of journalist-activist Gauri Lankesh, the SIT probing the case is yet to get any clear lead into the killing that had sparked outrage across the country. The Karnataka government today said it does not want to share any details pertaining to the killing of the journalist, who was gunned down at her residence by unidentified assailants on September 5 night. “Right now, we don’t want to share anything with the media. We don’t want to discuss the FSL report, for now,” Home Minister Ramlinga Reddy told reporters here. There were reports that the Special Investigation Team (SIT) would today receive the Forensic Science Laboratory (FSL) report that would, among other things, also indicate the type of weapon used in the crime.
ber of examples where people got the opportunity to come to politics due to their family. “Whatever has been said about dynastic politics, the BJP is extremely worried. Rahul is my friend, whatever he said would have been in the context of UP and national politics,” he said. “Had he been asked about US politics, he would have mentioned said that in America there was a president whose son also became a president. Then there was one president, whose wife also wanted to be a president. There are numbers of such examples in world democracy,” he said. History was replete with examples of people taking a plunge into politics due to their family background, he said. Replying to a question Akhilesh stressed, “Rahul is
my friend and the friendship will continue.” On Tuesday, addressing students at the University of California, Berkeley, Gandhi had said, “Most parties in India have that problem So...Mr Akhilesh Yadav is a dynast. Mr Stalin (son of M Karunanidhi in DMK) is a dynast... Even Abhishek Bachchhan is a dynast.” “So that’s how India runs. So don’t get after me because that’s how they India is run. By the way, last, I recall, Mr Ambanis are running the business. That’s also going on in Infosys. So that’s what happens in India,” he had said. Akhilesh, taking potshots at the BJP government in UP, alleged, “The budget has hampered development. No new project has been started in the past six months.” The former chief minister challenged the present government to work better than him. On family feud and his equations with father Mulayam Singh Yadav and uncle Shivpal Yadav, Akhilesh ducked the question saying, “I will not say anything.” Akhilesh also attacked the Yogi Adityanath government for stopping his Gomti riverfront project and said the government

Justice M Duraiswamy passed the order as the speaker informed the court that he was not in a position to tell whether he would pass orders in the disqualification proceedings against 19 rebel AIADMK MLAs before a floor test is conducted. When the advocate general informed the speaker’s decision, the judge said, “When the speaker is not ready to tell whether he would pass any orders on the disqualification proceedings, then there is nothing wrong in staying the floor test till the AG gets instruction from the governor.” The judge passed the interim order on a plea moved by the DMK seeking a direction to the governor to take immediate steps to conduct a floor test in the assembly to prove the ruling government’s majority in the House. When the plea came up for hearing on Thursday morning, the court adjourned it till 2.15pm for the advocate general to get instructions from the speaker on the apprehension of the petitioner that the government would call for a floor test after disqualifying the 19 rebel MLAs.
NSVDBA seeks time for DBT implementation
(From p-1) Rs.177 per day as daily wage through National Electronic Fund Management System (NeFMS)– Public Financial Management System (PFMS). In a press release, NSVDBA president, Tohoshe Awomi, and general secretary, Manthungo Kikon, opined that if DBT was suddenly implemented in the state, the very purpose of the noble programme (MGNREGA) benefitting the rural areas covering all the villages would be badly affected and the schemes objectives defeated. The association maintained that due to backwardness of the state and very poor facilities, many job card holders had not been able to obtain Aadhaar cards. Even those who have received Aadhaar cards also, NSVDBA said there were many errors requiring rectification, which would take some more time. It pointed out that presently only 46,894 job card holders out of 4.25 lakh active job card holders in the state have opened their bank accounts linked with Aadhaar. NSVDBA said the question of enforcing the
implementation of DBT was therefore practically impossible at this juncture as rest of the job card holders comprising 80%, who were without bank accounts, would be deprived of their employments under MGNREGA. Further, the association pointed there were 32 unbanked blocks in Nagaland out of 74 RD blocks, adding that due to various practical problems it would take some more time for all job card holders to open their bank accounts by linking their job cards with Aadhaar. NSVDBA also stated that Nagaland should not be compared with other advanced and developed states as the state lagged behind other states in all respect. It stated that if DBT was enforced at this stage, the job card holders would be ultimately victimised. The association maintained that because of present system of implementing MGNERGA programme by VDBs, Nagaland was doing better than many other states in the country, adding that even the ministry was aware of it. Asserting that MGNREGA was only programme that covered all
the villages in the state and provided benefits to rural poor, NSVDBA said it would not allow any organisation or individuals to interfere in the VDB matters and disturb the fund flow of MGNREGA programme. It said that implementing agencies in the state were under tremendous pressure from various NGOs, organisations and educated individuals living in the town, who allege corruption on implementation of the MGNREGA schemes without knowing the ground realities. NVSVDBA cautioned that in the event DBT was forcefully implemented, the authorities concerned and those NGOs, organisations and individuals be blamed for the loss, which it said was very imminent if DBT was implemented at this juncture. Meanwhile, the association has requested the NGOs, organisations and individuals not to interfere in the matter of VDBs as their interference would cause more harm than good to the rural people. It also urged that VDBs be allowed to take care of themselves for the benefits of the rural people in general.

Kenye dismisses rival faction’s demand
(From p-1) On the demand of apology made by the P&IC, Kenye said there was no reason to tender apology, but if there was any apology to be asked, it was from the people of Nagaland and the voters whom the elected members had betrayed by being irresponsible and for making a mess of the mandate which the people has reposed on them. On this point, Kenye tendered his unconditional apology to the people of the state for the continuous variety show displayed over the years since 2014 for creating the crisis. He said voters expect good governance, responsible behaviours but legislators have projected a completely distorted and disfigured image of the Naga society, to the neighbours and to the whole world losing all sense of dignity. Kenye said “one should realize that we are just one society among the millions of human citizens that functions as world community thereby one should be conscious of the mind
and actions.” He said “if there are any thick headed skulls inside us, we should be banging our heads in shame.” Instead of dragging the issue to the streets, arguing who was right or who was wrong, a collective responsibility and realization has to be in us, he said. Kenye said people were tired and fed up of the never ending political crisis and the internal fight of NPF to the extent that no one wants to know who was right or who was wrong anymore. He said ECI was very well versed with NPF party constitution and it cannot be carried away, threatened, purchased or succumb to the pressure of a particular political party as ECI comprises of a men of high integrity and moral. Kenye disclosed that the ECI had forwarded a letter to NPF Central that some group had lodged complain against NPF party under Dr. Shurhozelie. He said NPF Central had explained the situation and would leave it to the ECI to decide on its own wisdom,

They are a den of their illegal wealth,” he alleged. He also demanded a CBI probe into the student’s murder. EC for symbol
New Delhi, Sep 14 (PTI): The Sharad Yadav faction of the JD(U) Thursday filed a fresh claim before the Election Commission for the party’s symbol and sought four weeks’ time to submit relevant documents. The EC had on Tuesday refused to take cognizance of its previous plea citing lack of documents to support its assertion. Arun Kumar Shrivastav, a close aid of Yadav and the party’s general secretary before its president Nitish Kumar removed him from the post, told a press conference that the party’s national executive will meet in the national capital on Sunday. The meeting, he claimed, will show Yadav’s support in the party and it will be followed by the national council meeting on October 8. Shrivastav claimed that most of the state units are with Yadav in his fight against Kumar.

Aside from the accusations and allegations, Kenye said the dissident group must realize that all NPF members on both sides were still one no matter what the petty difference since the outside world still looked at all as members of the NPF, particularly since the dissidents had not joined or formed any other group. However, he warned that people’s anger would consume those who betrayed their trust. Therefore, it would be better to repair the damage at the earliest or risk being questioned for the actions by the public, he added. He alleged that the rebellion within NPF was spearheaded by very affluent persons, saying so “their trump card must be to bet on their money”. However, he said NPF will go to the people to explain and expose what had caused the lingering crisis within NPF. He said politics without principle was like a religion without law as the very essence was lost. Kenye

Will not decriminalise begging: Centre to SC
Promotee IPS can’t claim seniority on length of service: SC New Delhi, Sep 14 (PTI): A promotee Indian Police Service (IPS) officer cannot claim seniority based on the length of his service and it will depend on the day of his induction in the All India Police Service, the Supreme Court has held. The apex court said that a promotee officer getting a higher pay and grade pay on account of his long service will itself not give him the right to claim seniority over the direct recruits in the IPS getting a lesser pay band. A bench of Justices Kurian Joseph and R Banumathi set aside the order of Delhi High Court which had held that since the 6th Pay Commission Report has been accepted by the government in toto, the seniority of an officer will have to be re-fixed based on the grade pay. “We clarify that the seniority in IPS will depend on the date of induction to IPS and it cannot be based on the length of service in
any other service prior to the induction,” the bench said. The Delhi High Court had on April 22, 2013, directed the Centre to amend the seniority rules in the IPS on a plea of two 1987 batch DANIPS cadre officers, Raj Kumar Jha and Suvashish Choudhar y, challenging such rules and terming them arbitrary. It had directed that Jha shall be inducted into the IPS on his submitting an unconditional willingness, as a junior officer cannot draw a higher grade pay than seniors. The apex court in its verdict said, “to put it in clearer terms, merely because an officer in DANIPS working since 1987 is getting a higher pay and grade pay on account of his long service and that pay band being protected while induction to IPS, that by itself will not clothe him with a right to claim seniority above the entire direct recruits of several years who naturally would
have been only on a lesser pay band having been in service only after direct recruitment.” The apex court said there were umpteen number of situations where a senior officer in a service will be drawing a lesser pay than the junior. “The instant case is a classic example. The respondent- officers who had been serving long elsewhere (since 1987 in the DANIPS), got a lateral induction into IPS based on their merit and seniority. While inducting them into IPS, they were given a year of allotment and placed below the direct recruits of that year,” it said. The bench said that the officer who had been working in a different service gets pay protection while getting inducted into IPS and necessarily that officer will be drawing a higher pay than the direct recruit to IPS of the year concerned. It said that those of-
ficers who have been inducted will have different pay band and grade pay. “The grade pay is to operate among the officers of the service prior to induction and not qua the officers belonging to a different service after the induction. “In other words, the fixation of seniority based on grade pay is among the officers inter se of the same service and it has nothing to do with the grade pay in the starting scale of direct recruits in a different service, i.e. IPS in the instant case,” the bench said. It said that the situation would have been different had there been no pay protection at the time of induction and “just because the pay has been protected, that by itself cannot enure to an added advantage of seniority over the direct recruits who have already been in the IPS for quite a few years when the officers were inducted from the DANIPS”. While setting aside the
order of the high court, it said it is a well-settled position that the court cannot direct for any legislation and the 6th Pay Commission Report has nothing to do with the fixation of seniority in a service as it is governed by the rules of the service. “There are umpteen such situations where a junior officer would draw higher pay, including the grade pay. There is no dispute that the seniority in IPS is to be fixed on the basis of the length of service in IPS. “It cannot depend on the service rendered by an officer in a different Service prior to induction to IPS. That will be cutting at the root of the fundamental principles on the fixation of seniority,” the bench said. It said that direction of the high court to amend the provisions of IPS (Appointment by Promotion) Regulations, 1955 and the IPS Pay) Rules, 2007 is set aside.

Paris, LA to hosts 2024, 2028 Olympics

Lima, Sep 14 (IANS): The International Olympic Committee (IOC) has confirmed Paris and Los Angeles as the Summer Olympics host cities for 2024 and 2028 respectively, through a vote by a show of hands here. “Congratulations to Paris 2024 and Los Angeles 2028! This historic double allocation is a ‘win-winwin’ situation for the city of Paris, the city of Los
Angeles and the IOC,” said the IOC President, Thomas Bach on Wednesday, reports Xinhua news agency. “It is hard to imagine something better. Ensuring the stability of the Olympic Games for the athletes of the world for the next 11 years is something extraordinary,” Bach commented. After the announcement, representatives from the two host cities, the IOC and President Bach signed
official contracts for the Olympic Games, respectively. According to a previous Tripartite Agreement reached by the two cities and the IOC in July, Paris would be candidate for hosting the 2024 Olympics Games and Los Angeles for
hosting the 2028 edition. The idea of the agreement came to light after a working group of IOC Vice-Presidents studied the possibility of a double allocation of the Olympic Games 2024 and 2028. The working group was set up in March 2017. “These are two great cities from two great countries with a great Olympic history. Both cities are very enthusiastic about the Games and are promoting the Olympic spirit in a fantastic way,” said Bach. The IOC decision in Lima has made both the two cities three-time Summer Olympics hosts as Paris hosted the games in 1900 and 1924 and Los Angeles hosted the games in 1932 and 1984.
