Tainted lawmakers under scanner Centre asked to fast track trial of MLAs, MPs facing criminal cases

NEW DELHI, SEP 12 (IANS): The Supreme Court on Tuesday said that the Central government was empowered under the Constitution to take steps for the fast tracking of the trial in criminal cases against the elected representatives in the Parliament and the state assemblies. The Centre assured the Supreme Court that appropriate proceedings would be initiated against MPs and MLAs for possessing disproportionate assets and they could also be prosecuted under Prevention of Corruption Act. Pointing to the list of the subjects falling under the Central list, the bench of Justice J. Chelameswar and Justice S. Abdul Nazeer said that it was within the powers and jurisdiction of the Centre to enact a law for the speedy trial of lawmakers facing criminal charges. “ T h e g o ve r n m e n t of India could have come with such a law,” the bench told Attor ney General K.K.Venugopal. “You have powers, jurisdiction ... don’t you create machinery. Adjudication of disputes is a constitutional responsibility.” The court said this as Venugopal told the bench that it can’t direct the parliament but can recommend to the executive (government) to enact such a law. Initially, the Attorney General resisted the suggestion by the bench asking the Central government to take lead in the matter saying that the issue came within the domain of the states and they don’t appreciate being advised on matters falling within their jurisdiction. Referring to an earlier case before the top court relating to jail reforms, he said that a thick book of advisories was issued to the states but they questioned the Central government’s powers to direct or issue advisories. He told the court that none of the advisories issued by the Centre was carried out by the states. “It is not open to the Union of India to tell the States to do this or that except what can be done (by the Centre) under Article 257 of the Constitution,” he

told the bench which then confronted him with the entry 72 of the subjects in Central list, pertaining to elections to Parliament and state assemblies, the offices of President and Vice President and the Election Commission.” Venugopal also argued that such a plea is likely to run into rough weather as affected elected representatives would contest the move on the grounds of discrimination vis-a-vis others facing trial in criminal cases in normal course. The unimpressed bench, citing the meagre allocation of just one percent or one and half percent for the judiciary in the annual budget, said: “Each of the legislation comes with its rights and obligations. Every law creates rights and obligations ... and they are dumped on existing courts.” The court said this in the course of the hearing of a PIL by NGO Lok Prahari seeking wide range of directions including the disclosure of the sources of income of candidate contributing to increase in his assets, his wife and dependent children, existing contracts with the government or its agencies and the fast tracking of the trial of cases

DIMAPUR, SEP 12 (NPN): A day after the Dimapur District Autorickshaw Drivers’ Union (DDADU) claimed that its indefinite “total bandh” was lifted after the district administration assured to revise the autorickshaw fare, the Deputy Commissioner (DC) Dimapur, Kesonyu Yhome, on Tuesday rebuffed DDADU’s claim and stated that the bandh was called off “unconditionally.” In an official order, DC Dimapur notified DDADU that the fixation of rates was a prerogative of the state and fixed after due consideration. DC stated that rates would be revised as and when felt necessary by the authority and not at the convenience and terms of the union. Further, DC stated that the “usual practice” of the union to force its way was being viewed seriously by the district authorities. DC asserted that no union or association had the right “to cause irreparable inconvenience to public to get to its claims.” DC, therefore, has directed DDADU to strictly abide the rules and regulations issued by the competent authority from time to time. Also, DDADU has been directed to adhere to the autorickshaw fares as revised by the Regional Transport Authority (RTA) vide order dated August 19, 2017.

NEW DELHI, SEP 12 (NPN): National Highways Authority of India (NHAI) has ordered a special drive to remove all illegal encroachments-- like parking of vehicles, and hoardings and advertisements from the national highways. “Various establishments like dhabas, buildings, factories, restaurants, hoardings and advertisements have come up along National Highways illegally. These establishments are safety hazards for traffic plying on National Highways as they allow illegal access and parking of vehicles on the highways. Further, unauthorized hoardings and advertisements are safety hazards as these distract drivers,” Ministry of Road Transport and Highways said in a statement.

tion is slightly slow in the state but the qualities are good at least for the projects under NEC. The NEC has, however, exempted power and road projects, he said. “Exception for power was because they have to survey the flow of water and the volume of water and this takes up to three to four years,” he said adding that as far as roads is concerned, roads of longer distance may not be possible to complete within five years. Meanwhile, the NEC has appointed IIT-Guwahati as the regional labour monitor for the North East Road Sector Development Scheme (NERSDS), Muivah said, adding that they have already submitted their findings. Under the NERSDS, the NEC has submitted nearly 50 roads to the Centre with a total budget of over Rs 3500 crore, Muivah said. The proposal is accepted by the DoNER ministry and the same is under examination of the Ministry of Finance. “Once that is approved, we hope to be able to improve the roads (to be identified by the state government) for the next three years. Our focus will be interstate roads as the Ministry has advised us to take up and focus on the interstate road,” he said.

DIMAPUR, SEP 12 (NPN): Nagaland Tribes Council (NTC) has questioned the state government for the delay in completing the construction of the new High Court complex at Meriema, despite the foundation stone being laid in 2007 by the then Chief Justice of Gauhati High Court, Brijesh Kumar. NTC media cell in a press note pointed out that the foundation stone for three other High Courts in Manipur, Meghalaya and Tripura were also laid in the same year (2007) and the courts already established since 2013. However, in the case of Nagaland the work was still yet to be completed, it said. It further expressed shock that the amount for the construction of the High Court in Nagaland exceeded the estimated cost by Rs. 9.6 crores. As per RTI response, NTC said out of the estimated amount of Rs. 43 cores, the department of Law and Justice had drawn Rs. 41.62 crores during 2009-2014 (5 year period) and for the period from 2015 to 2017 an amount of Rs. 11.25 crores was drawn against the project. With 18 drawals from 2009 to March 2017, NTC said that the amount summed up to the tune of Rs. 52.63 crores as against the original estimate of Rs. 43 crores. NTC expressed surprise that even after incurring such a huge amount, only 35% work was achieved on the ground. Beside, the department of Law and Justice had also resorted to availing loan from HUDCO for the same project, NTC stated. The council further said it was perplexed to observe that the legal fraternity chose to remain mute over such questionable developments. NTC maintained that it had raised the issue since the state was deprived of a separate High Court, denying the rightful citizens of their benefits and facilities due to irresponsible behaviour of the people in authority. In this regard, NTC urged the state government to wake up and take a call to achieve the long awaited objective.

The ministry reminded that setting up of such illegal establishments was a punishable offence under Control of National Highways (Land and Traffic) Act, 2002 (Chapter 3 & 4). In this regard, NHAI has appealed to all such establishments to close illegal access activities at their level and apply for legal access to their establishments under the policy. In this regard, field officers have been directed to start a special drive to terminate all illegal access, remove hoardings/advertisements from the ROW of National Highways and take action against illegal parking of vehicles along the National Highways with the help of local police and district administration, including lodging of police complaint against such defaulters.

DIMAPUR, SEP 12 (NPN): The NPF press and information cell (P&IC) in a statement expressed shock and condemned the order issued by Rajya Sabha MP, K.G. Kenye (on behalf of Dr. Shürhozelie Liezutsu) on September 12, to the chief secretary, commissioner, deputy commissioner, Dimapur, Chief Electoral Officer, Commissioner of Police and NPF president Neiphiu Rio purportedly informing them about cancelling the September 20 extra ordinary General Convention of the NPF called by its president Neiphiu Rio in Dimapur. P&IC said that though it was a good effort on the part of Dr. Liezietsu and party to plead before the High Court to restrain the NPF from organizing the said General Convention, “the powerful misleading

and misinterpretation of the High Court’s Order simply amuses entire citizens.” P&IC said it was uncalled for and unfortunate that Kenye had issued an order to the government servants as though they were a party to the case. “The High Court did not issue the order to the DC Dimapur to cancel the permission which was granted for the said convention, but to maintain status quo, meaning, no party interferes in the affairs of the other party,” P&IC stated. Pointing out the concluding para of the court’s order that read as-- “In the meanwhile, status quo as on today shall be maintained by the parties”, P&IC said that the particular line itself explained the very existence of two parties/entities and the gravity of the petition, which was filed on the Au-

gust 24. Issuing such order and taking the entire Naga people with a blatant lie and misinterpreting the Court order itself would attract the long arms of the law, it said. P&IC further said that the NPF was convinced that the High Court would take cognizance of how learned K.G. Kenye could fool the common people. Therefore, NPF P&IC said it condemned such cheap and misleading order issued by Kenye and demanded that the “misinterpreted order” issued to NPF president Neiphiu Rio be withdrawn, with an apology in an orderly manner. Meanwhile, P&IC said that NPF family led by Neiphiu Rio would patiently wait for the matter to be disposed off like all their previous petitions.

SHILLONG, SEP 12 (PTI): The Centre has advised state governments in the North-east region to submit Utilisation Certificates (UC) of Central projects within one year or else the funds will stop, a top official of the North Eastern Council said Tuesday. North Eastern Council secretary Ram Muivah said, “They (state governments) must submit Utilisation Certificates within one year failing which the Ministry of Finance, our chief controller of accounts, will stop release of funds for any project of more than one and a half year.” He said, “From now on we (the NEC) will be very strict. Projects delayed by five years will automatically be closed and be treated in ‘as is where is basis’, in consultation with the respective state governments.” The NEC official also informed that no projects will be funded for over five years. “We will leave it and close it and the liability will be taken over by the state governments,” he said. Several major projects funded by the NEC are facing undue delays in all the states in the region, according to the NEC monthly report. Some of these projects were delayed by over 100 months. Reacting to delays of projects in Meghalaya, Muivah said that although the construc-

involving law makers facing criminal cases. The Association of Democratic Reforms too had moved the court. The court reserved its verdict after the conclusion of the hearing. The Attorney General also opposed the plea for setting up of machinery to monitor the progress into the investigation into alleged disproportionate assets of a law maker by the tax authorities consequent follow up action. At the outset of the hearing, the bench said that the investigation by the Income Tax Department into manifold increase in the assets of some elected representatives was not a question of just tax compliance but the source of richness and the propriety of the same. The bench also expressed its reservation on including CBDT, CBI and others under Section 24 of the Right to Information Act that initially exempted the intelligence and security agencies from its ambit. Saying that the information furnished by the intelligence agencies were for the administrative convenience and the larger concerns of the State, Justice Chelameswar wondered how CBDT or CBI falls in that category.

Lozaphuhu organisations condemn Sep 5 incident DIMAPUR: Lozaphuhu organisations-Lozaphuhu Village Council (LVC), Lozaphuhu Students’ Union (LSU) and Lozaphuhu Youth Organisation (LYO) have condemned the “dastardly act” of two personnel of 5th NAP (both F company) allegedly against two minor girls on September 5 in Phek town. Based on prima facie evidence available, the three organisations claimed that the action of the two personnel was no “less than an attempt to rape or to outrage the modesty of the girls”. In a joint statement, they alleged that on September 5 evening after the Teachers’ Day programme, the two girls (both 14 years) class IX students were on their way home after retuning borrowed stuff at 5th NAP camp, when two NAP personnel offered them lift in the car (maruti van) to their home. However, they forcefully drove the girls to an isolated jungle, 2 km away below the camp, the statement alleged. After stopping the vehicle at a deserted location, the two checked the pockets of the girls for mobile phones and also made “indecent touches”, the organisations alleged. They said that the two also told the minors that they would take them to another side of the town. Out of fear, one of the girls

jumped out of the running vehicle which resulted in serious injury. However, the organisations claimed that the vehicle did not slow down, which nearly resulted in another accident as it almost skidded off-road. The injured girl was brought to hospital in semi-conscious state at 8.25 p.m. In the light of the above, the three organisations alleged that the action of the two also amounted to attempted murder since the lives of the girls were at stake and one of them almost got killed. The organisations also said that the incident was a clear case of abduction as the girls were allegedly taken away forcefully, much against their will. The organisations therefore urged upon the responsible authorities to award befitting punishment to the culprits considering the seriousness of the incident. They also warned that in the event of any complacency or failure on the part of law enforcing agencies to deliver befitting justice, LVC would not be in position to assure any smooth outcome sensing the tensed mood of the youths. LVC said it would also not be held accountable for any action thereof. Meanwhile, the organisations have lauded the prompt action of the administration in arresting the culprits. K

In a press note, DSSU president, Tovika K Chishi and general secretary, Steve Chophy, stated that the union has been receiving several complaints from several quarters with regard to fare concession for students. the driver. Dimapur, Sep 12 (NPN): Rengma Naga Peoples’ Council (RNPC) Tuesday expressed unhappiness at the land survey committee for not including Rengma Nagas in the list of study/ survey. The Government of Assam has recently constituted a committee to study/ survey lands belonging to the indigenous people, and to find measures to protect the same. While applauding the government for taking interest in protecting the lands of the indigenous people, RNPC expressed unhappiness for not including the Rengma Nagas in their list. In a press release issued by its president Shahi Rengma and general secretary Solomon Rengma, RNPC alleged that no one from the Rengma Naga apex bodies were invited or officially intimated, neither

did the committee visited them for verification of their existence and their lands. While stating that such ignorance was becoming very unbecoming of a responsible committee entrusted by the government for the welfare of indigenous people and their lands, the council questioned if they were being “deliberately ignored?” Time and again the Rengma Nagas has been ignored of all rights of being indigenous, it stated. While reminding the concerned authorities that the Rengma Nagas existed since time immemorial in the present day Karbi Anglong, RNPC appealed the committee and the Government of Assam to do a thorough verification and consultation with all the stake holders so that there can be inclusive progress, prosperity and identity.

GENEVA, SEP 12 (AGENCIES): India on Tuesday strongly rejected the criticism by the UN human rights chief over its handling of Rohingya Muslim refugees, human rights situations in Jammu and Kashmir and observation relating to the killing of journalist Gauri Lankesh, saying it was “perplexed” at the remarks. UN human rights chief Zeid Ra’ad al-Hussein, in his comments at the 36th Session of the UN Human Rights Council yesterday, had criticised India on the issue of deportation of Rohingyas as well as on religious intolerance and threat to rights activists. In a strong reaction, India said it was surprised that individual incidents are being “extrapolated” to suggest a broader societal situation. “We are perplexed at some of the observations made by the High Commissioner in his oral update. There appears to be inadequate appreciation of the freedoms and rights that are guaranteed and practised daily in a vibrant democracy that has been built under challenging conditions,” Ambassador Rajiv K Chander said. Chander, India’s Permanent Representative to the UN, Geneva, made the statement in response to

Rajiv K Chander Hussein’s comments. Rejecting the observations by Hussein, Chander said, “Tendentious judgements made on the basis of selective and even inaccurate reports do not further the understanding of human rights in any society.” Like many other nations, India is concerned about illegal migrants+ , in particular, with the possibility that they could pose security challenges, he said, adding that enforcing the laws should not be mistaken for lack of compassion. Some 40,000 Rohingyas have settled in India, and 16,000 of them have received refugee documentation, the UN estimates. India’s Minister of State for Home Affairs, Kiren Rijiju, on September 5 had said Rohingyas were illegal immigrants+ and stand to be deported. “It is also surprising that individual incidents are being extrapolated to

suggest a broader societal situation. India is proud of its independent judiciary, freedom of press, vibrant civil society and respect for rule of law and human rights,” Chander said. He said a more informed view would have not only recognised this aspect but also noted that Prime Minister Narendra Modi himself publicly condemned violence in the name of cow protection. “India does not condone any actions in violation of law and imputations to the contrary are not justified,” he said. On observation relating to the issue of human rights situations in Jammu and Kashmir, he said, “It is a matter of regret that the central role of terrorism is once again being overlooked.” The Indian envoy said assessments of human rights should not be a matter of political convenience. “India believes that achieving human rights goals calls for objective consideration, balanced judgements and verification of facts. “Our Government’s motto of ‘Sabka Saath, Sabka Vikas’ that is All Together and Development for All, is a true reflection of our commitment to achieve inclusive development in the spirit of leaving none of our citizens behind,” Chander added.

Prakash Javadekar and Maneka Gandhi NEW DELHI, SEP 12 (AGENCIES): Union ministers Maneka Gandhi and Prakash Javadekar will hold a high-level meeting on Wednesday to develop a protocol for educational institutions to ensure safety of students following incidents of child sexual abuse in schools, a government official said. Officials of the ministries of women and child development and human resource development as well as representative of the National Commission of Protection of Child Rights (NCPCR), CBSE, NCERT, Kendriya Vidyalaya Sangathan will be a part of this meeting. The conference comes in backdrop of the murder of a Class II student inside Ryan International School in Gurgaon for allegedly resisting sexual assault and the rape of a five-yearold girl in a private school in Shahdara. The two ministries will develop a set of guidelines and protocols for schools to ensure that

children are “protected from any kind of abuse or physical and mental harm”, a WCD spokesperson said. WCD Minister Maneka Gandhi has also discussed the matter with HRD minister Prakash Javadekar over phone and recommended that women be employed as support staff, including bus drivers and conductors. She also stressed on the need to have strict norms for employing non-teaching staff, according to the official. The Supreme Court has on Monday issued a notice to the Centre and the Haryana police on a plea by the father of the Ryan student seeking a CBI probe into the murder as well as framing of guidelines to ensure safety of children. The father, Barun Chandra Thakur, has sought laying down of guidelines by which “liability, responsibility and accountability of the management of the school” across the country can be fixed in matters relating to safety and security of children at educational institutions.

(AGENCIES): The Narendra Modi government has followed the exact same opaque practice and procedures of the UPA government in the appointment of the new Comptroller and Auditor-General of India, says Common Cause. The government appointed Rajiv Mehrishi, a 1978-batch IAS officer, as the CAG at August-end. He will take over from Shashi Kant Sharma by this monthend. Common Cause, an organisation known for its democratic interventions on major policy issues, said it was “shocked” that the NDA government copied the discredited previous government in the appointment of the all-powerful CAG. “The Narendra Modi government, which claims to have zero tolerance for corruption, has missed a golden opportunity to set a high benchmark to fight systemic corruption by putting in place an objective and accountable system of appointment for the crucial constitutional post,” it said. In a statement, the organisation pointed out that the criteria for selection of the CAG should include possession of the requisite professional knowledge and background, ability of an exceptional order and impeccable integrity. “This is essential for preserving the integrity and credibility of the institution of public audit.”

NEW DELHI, SEP 12 (AGENCIES): Russian social network Vkontakte, where the suicidal online “game” Blue Whale is believed to have originated, was blocked on certain internet service provider networks on Tuesday. Internet users accessing the website through ACTFibernet in Bengaluru and Chennai, as well as YouBroadband in Bengaluru reported that visiting the its URL vk.com resulted in a page bearing the message: “The URL has been blocked as per the instructions of the Competent Government Authority/in compliance to the orders of the Court of Law.” A senior official in the union ministry of electronics and information technology (MeitY) confirmed the block. “Vkontakte has been blocked temporarily. We understand that it has been used for Blue Whale+ in the past, and are trying to ascertain its current usage. Law enforcement agencies are investigating the suspected cases of Blue Whale suicides and the modus operandi. We have held meeting with internet companies. We are taking several multi-dimensional ways of containing the Blue Whale threat in India,” says Dr Ajay Kumar, additional secretary at the MeitY. While blocked on some

networks, vk.com was accessible on several other mobile internet networks such as Idea, Airtel, Vodafone, Jio etc on Tuesday afternoon. The Blue Whale challenge involves a “curator” or “administrator” guiding a participant through a set of tasks involving self-harm culminating in suicide. These interactions happen through various online channels, like messaging apps or social networks, and allegedly involve participants uploading pictures after completing tasks like inflicting cuts on their bodies. In the last two to three months, India has seen several cases of young persons and teenagers attempting or committing suicide allegedly as part of the Blue Whale challenge. Rohini Lakshane, program officer at Bengaluru’s Centre for Internet and Society points to the lack of hard evidence definitively connecting the suicides to the Blue Whale game in India, and also to hoaxdebunking websites that have questioned the veracity of the game. “If the game is so clandestine, then URLlevel blocking will not work. Suicide is a mental health issue. Since the affected group here is teenagers, it would make sense for parents and school counselors to educate the children about the evils that exist online,” she says.

Unwanted and helpless

F

ollowing the border police incidents where suspected Rohingiya insurgents attacked Myanmar police and army posts, the Myanmar army began a major crackdown in the villages of northern Rakhine state since October 2016 and this has continued on a genocidal scale with thousands reportedly feared dead in these state-sponsored killings or at sea while fleeing the Myanmarese army. On August 25, 2017 Roginya militants attacked the government forces, and the government in response attacked the civil population, forcing dozens of thousands of Roginya to flee to Bangladesh. That set off the spark which has probably given the Buddhist extremists including the Myanmarese army the excuse they needed to fix the Rohingiyas. In the initial operation, dozens of people were killed and many were arrested. As the crackdown continued, the casualties increased. Arbitrary arrest, extrajudicial killings, gang rapes, brutalities against civilians, and looting were reportedly carried out. According to media reports, hundreds of Rohingya people had been killed by December 2016, and many had fled Myanmar as refugees to take shelter in the nearby areas of Bangladesh. The Rohingiyas live mostly in the Rakhine state number around 10 to 20 lakh with majority being Muslims and minority being Hindus. Rohingiyas were reportedly brought by Arakanese raiders and later Portugese settlers. The Rohingya people have been described as “amongst the world’s least wanted” and “one of the world’s most persecuted minorities.” By 1982 under General Ne Win, the Myanmarese government stripped Rohingiyas of citizenship and all fundamental rights. They are deprived of the right to free movement and of higher education, denied Burmese citizenship since the Burmese nationality law was enacted. Rohingiyas are not allowed to travel without official permission and were previously required to sign a commitment not to have more than two children, though the law was not strictly enforced. They are subjected to routine forced labour where typically a Rohingya man will have to give up one day a week to work on military or government projects and one night for sentry duty. The Rohingya have also lost a lot of arable land, which has been confiscated by the military to give to Buddhist settlers from elsewhere in Myanmar. The entire Rakhine state has been declared forbidden to media and human rights group and so the toll due to ethnic cleansing is largely unknown. Those who could escape the hell reported that women had been gang raped, men killed, houses torched, and young children thrown into burning houses. The boats carrying Rohingya refugees on Naf River were often gunned down by the Myanmar army. Bangaldesh had refused to allow any refugee set foot in its soil but owing to the humanitarian crisis and in the face of world attention, it could neither push them back nor shoot them. Today there are an estimated 2.5 lakh Rohingiyas in Bangladesh. It is also reported that some 40,000 Rohingiyas, arrived India illegally before the recent reprisals. India and other countries don’t want anymore refugees. In this regard, the UN and global powers need to put their head together to make countries responsible for providing safety and security for their own people. If refugees flee their country, then the UN and other powers should put sanctions against them and then only can the refugee problem be tackled to a large extent.

DailyDevotion Going Through Spiritual Confusion

Jesus answered and said, “You do not know what you ask.” —Matthew 20:22 There are times in your spiritual life when there is confusion, and the way out of it is not simply to say that you should not be confused. It is not a matter of right and wrong, but a matter of God taking you through a way that you temporarily do not understand. And it is only by going through the spiritual confusion that you will come to the understanding of what God wants for you. The Shrouding of His Friendship(see Luke 11:5-8). Jesus gave the illustration here of a man who appears not to care for his friend. He was saying, in effect, that is how the heavenly Father will appear to you at times. You will think that He is an unkind friend, but remember— He is not. The time will come when everything will be explained. There seems to be a cloud on the friendship of the heart, and often even love itself has to wait in pain and tears for the blessing of fuller fellowship and oneness. When God appears to be completely shrouded, will you hang on with confidence in Him? The Shadow on His Fatherhood(see Luke 11:11-13). Jesus said that there are times when your Father will appear as if He were an unnatural father— as if He were callous and indifferent— but remember, He is not. “Everyone who asks receives…” (Luke 11:10). If all you see is a shadow on the face of the Father right now, hang on to the fact that He will ultimately give you clear understanding and will fully justify Himself in everything that He has allowed into your life. The Strangeness of His Faithfulness(see Luke 18:1-8). “When the Son of Man comes, will He really find faith on the earth?” (Luke 18:8). Will He find the kind of faith that counts on Him in spite of the confusion? Stand firm in faith, believing that what Jesus said is true, although in the meantime you do not understand what God is doing. He has bigger issues at stake than the particular things you are asking of Him right now.

Another effort to revive bigotism

ith a clutch of followers, Rashtriya Swyamsevak Sangh (RSS) chief Mohan Bhagwat was about to storm in Kolkata when West Bengal Chief Minister Mamta Banerjee cancelled the use of hall which the RSS hired to address a meeting is quite right when he criticized the cancellation as undemocratic. But the record of RSS in polluting the Hindu-Muslim equation is so long that the precaution is quite in order. True, Mamta Banerjee looks dictatorial. But her act can be rationalized. Still I wish that she had allowed another voice, however, critical to be raised.Other steps like including Muslims in Other Backward Classes (OBC) and giving stipend to selected Mullahs and Moulvis do not go well with the democratic India we are trying to build. Appealing to the sentiments of a particular community is obviously meant to get their vote. This is worse than what RSS does. With a small temple, which came up over night on the site where the Babri Masjid stood once, the

chapter had been closed for the time being at least. But that does not seem to satisfy the Muslims, nor is it in their interest, as they perceive. The BJP, guided by the RSS is trying to create the same atmosphere. The equivocal stand by the government on pluralism has only helped the Hindutva elements. Prime Minister Narendra Modi could have done something positive to clear the vitiated atmosphere. But his party does not appear to do so because it’s getting dividends in keeping the society polarized. No outsider could interfere because the then chief minister of Uttar Pradesh, Kalyan Singh, did little to follow the Supreme Court’s judgment, which said that the status quo should be maintained. By ‘Hinduising’ a secular society, the integrity of the country is in danger. Religion can never integrate a nation as the example of Bangladesh cutting itself asunder from Pakistan shows. The imposition of Urdu forced the same Islamic East Pakistan to become independent, sovereign republic of Bangla-

desh. India has stayed as one country because the various cultural entities have not been disturbed. True, the Hindus are 80 per cent of the population. But the minority, the Muslims, have not been threatened except by a lunatic fringe. If the RSS is really interested in Kuldip Hindutva, it should be agitating for the rights of dalits who, despite discrimination has remained in the fold of Hinduism. True, some have sought freedom through conversions to other religions. But they have only adversely affected the Muslim and Christian societies. The converts from among the dalits face more or less the same discrimination in the religious society they join. The RSS chief, claiming to be championing the cause of Hindus, did not react to the recent burning of a dalit because his goat strayed into the land of an upper caste member. Now that Modi has caught the imagination of the country, he should help the dalits and ask the upper castes to give

up discrimination against the dalits. I have not seen even a mild criticism by Modi or his ardent followers, who claim that they would build a future India which will know of no discrepancy. At least the burning of dalits, if not the daily prejudice, should have been covered by Nayar the widelywatched Doordarshan network. But it seems that the government itself doesn’t want to raise the pitch on this issue because it is dominated by the upper castes. Even otherwise, there seems to be an unwritten law which dictates that such stories should not be printed. Surely, this does not constitute the freedom of the press. Consequently, the institutions in the country are languishing. Had the media, an important institution, been free from pressure, the RSS would not have dared to challenge the basic structure of the constitution, which includes secularism. The RRS chief should realize that the core of Hinduism is a sense of accommodation and spirit of toler-

ance, not the division of the society. The spread of the BJP is a point of concern because it ignores the aspirations of Muslims. Modi’s slogan of development has gone down well because it gives the hope of reducing, if not ousting, poverty. He has done well not to deviate from that path. Unfortunately, his regular contacts with the RSS and that of his Man Friday Amit Shah, effaces even the wishful thinking that Modi would build the society without any prejudice or bias. Things would have been different if the demand by some liberal BJP men to severe all connections with the RSShad been implemented. This possibility was on the anvil when the Gandhian Jayaprakash Narayan was able to convince the top Jan Sangh leaders to dissolve the outfit and join the Janata Party. However, the old Jan Sangh members stayed constantly in touch with the RSS and this negated the very purpose. Not long ago, the liberal Atal Behari Vajpayee tried his best to terminate the relationship between the RSS and the

Jan Sangh. He, however, succeeded only on paper. He could not dilute the loyalty of the old members. L.K. Advani too was the one who had founded the BJP. He thought that the old Jan Sangh members were not trusted any longer in the Janata Party. He was successful in building the party because the Gandhian Jaya Prakash Narayan had given credibility to the Jan Sangh members when he brought them into the Janata fold. Obviously, he did not succeed in his mission. But the situation today is worse. The Congress is no more relevant and there is no other opposition in the horizon. Bihar Chief Minister Nitish Kumar can stop the BJP onslaught if he brings all the non-BJP parties on one platform to fight against the BJP. Even this combination would be late if it is not brought into being immediately. The soft Hindutava which has spread in the country will thicken and push the idea of India, secular and democratic in the background. This is a harrowing prospect.

When will football develop in Nagaland! Take prompt and remedial action

I

n a time where socio-politico problems have overshadowed every sphere of life in the state, it’s good to look at other issues which demand attention. The question is of the development of sports in general and football in particular, in our state. Why is football not developing in Nagaland when our neighbouring north-eastern states like Mizoram, Manipur and Meghalaya have already achieved great strides? There are no easy answers but I would like to dwell on few issues which are hampering the development of sports in general and football in particular in our state. One would have witnessed how, in the recently concluded Kohima Premier League, most of the matches were played in muddy waters. Any footballer would tell you that you cannot decide the best teams if played on such conditions. Today, Mizoram has five artificial turfs, with Meghalaya and Manipur also having few in their kitty. What about Nagaland! Shockingly, we have none. There is one coming up in Jalukie in Peren district which is also in the same state like any other stadiums in Dimapur are: incomplete. One can ask, why was the artificial turf made in Jalukie, when the state capital Kohima host the maximum number of tournaments? For that we will have to ask certain politicians. But one thing is certain that we don’t have the pre-requisite infrastructure inplace unlike our neighbouring states. Now, one question to be asked is, is it so difficult for one state govt. to have atleast one football ground worth the name? Now, this brings us to apathy and neglect from the side of the government. While most of us love football, when it comes to development of infrastructure, seems like the politicians arekeener to make us play at the top of their mansions and villas/resorts. Secondly, we hear of Nagaland team being crowned champions of under-14 & Under-17 Subroto International tournament almost every year. But how is it that we don’t qualify even for Santosh trophy main draw? How come the excellent players in the junior team don’t perform correspondingly well in their senior stages. The answer is simple. We win by sending over-aged players and think only of winning at present, but noton how we can develop the

game in the long run. Thisis where we fail to invest in the grass root and in the future players. For heaven’s sake, let’s stop sending over aged players which is both unethical as well as un-fair. Thirdly, we used to see how the Nagaland Police team used to win many major tournaments in the state, including Royal Gold Cup. Those watching the matches would testify that, in few instances, they won more by might and Rough-play than by pure talent. Whereas, we never hear of them wining tournaments when it is outside the state because they can’t use their ‘Amar-mati’ style anymore when they go outside the state. This method of winning should stop. Fourthly, why are premier leagues performing and running exceedingly well in Mizoram, Manipur and Meghalaya and not in Nagaland. The answer is a bigger problem of having less private companies to sponsor. But even the leagues in the aforementioned states rarely have big corporates sponsoring. It is mainly the community that sponsors due to which it is able to survive. In Nagaland, it was the contractors and politicians who run the teams when the Nagaland Premier League (NPL) was organised. When the funds stopped for the politicians and contractors, so was NPL. Way forward While it is desirable to have a whole-Nagaland based Premier League, with a home and away basis in all districts, logistically, this is not viable. Perhaps, we can have a whole Nagaland based teams but the tournament to be held only in Kohima. This would save a lot of money for the teams and lessen the organisational hassle even for organisers. Secondly, its high time players also become more professional. We can’t just keep having players playing just 3-4 months in a year when tournaments like Classic cup, NSF Martyr’s trophy and Royal Gold Cup come up. We need clubs and players who can play atleast 10 months a year. Thirdly, whether we like it or not, one assessment is that, players in Nagaland are less hard working than those, say, in Manipur and Mizoram (not that they lack in talent). There was a time during my playing days, when people from Mizoram would come and play in a small club in Kolkata, earning just Rs.5000 a month. But with

that basic salary in a metropolitan city, they had the spirit to persevere whereas those from our state would give up at the slightest distress. Fourthly, it’s time to emulate the Mizoram model of Community based sponsoring of teams which would weatherproof no matter whether the contractors and politicians run dry or not. Can we keep boasting of a certain Dr.T.AO while being pathetic at present? For the record, though football is our main sports, we don’t even have a single player making his mark in the I-league, forget about the Indian Super League (ISL). There was one player in the I-League playing for Aizawl FC but sadly, he got very few match-times. Whereas Mizoram has atleast 50 players plying their trade both in I-League 1ST Division and 2nd division. Besides Mizoram, Manipur and Meghalaya also has a team each now in the I-League main division. When can we have a team from Nagaland! Moreover, the failure in football is a bigger problem of our failure in every sphere of sports. This can be gauged from the fact that Nagaland didn’t win even one medal in the last National Games held in Kerela. It’s high time for us to wake up instead of basking in glory of past achievements. The world around us have changed beyond our comprehension. It’s time we take a collective responsibility to develop this beautiful game. Besides, even in games like wrestling, for which we keep seeing tournaments coming up now and then, players should be made to play in such a way that the rules comply to atleast one form of wrestling that is played nationally so that those who excel in ‘Naga Wrestling’ might also excel in the national level, benefitting themselves as well as bringing laurels to the state. There is a great scope for games like Badminton, SepakTekraw, Table Tennis etc. to grow in the state because we are more flexible in our body movements compared to mainland Indians. Lastly, a sporting culture also needs to develop and grow which would go a long way in promoting sports, fitness and good health in a time when physical works have become lesser and gone. ou are well aware that even in Nagaland, places like Kohima and Dimapur, BSNL Network functions reasonably good and network breaks down only on some occasions for few hours or so. Whereas, in Wokha District erratic and malfunctioning of BSNL Network is a regular feature stretching from hours, days and weeks. To cite one example out of many, BSNL Network in Wokha District was completely down from the afternoon of 28th August 2017 to 1:00 p.m. of 6th September 2017. On 6th September, at about 12:30 p.m. I went to BSNL Exchange and I chanced to meet one Supervisory Staff and explained the difficulties being faced by the BSNL Mobile users of Wokha District as the BSNL functioning is going from bad to worse in Wokha District in particular and Nagaland in general. Within half an hour and even before, I reach back home, BSNL Network was restored. Is it not surprising and suspicious as well ? It is a nuisance to the BSNL Mobile users of Wokha District rather than rendering good and reasonable services. Is it due to Technical Snag? or are the Officials managing the BSNL Exchange, Wokha not possessing the requisite sound technical know-how knowledge to handle the system efficiently? Or is there any fault play at some levels with the hidden reasons best known to the BSNL Company? Are the higher ups of

BSNL Company aware of this most erratic and malfunctioning of BSNL in Wokha District for pretty long time now? The brunt of erratic and malfunctioning of BSNL is being felt by the esteem BSNL Mobile users mostly Senior Citizens and Pensioners. Who can help mitigating the plight of the BSNL Mobile users in Wokha District? Most of the time Supervisory Staff of BSNL Exchange, Wokha are not found in Office even if Mobile users go to inquire about this and that. Only the Grade-IV staff are use to be there to express their helplessness. In view of some of the facts and grievances stated above, I would like to bring to the notice of the higher hierarchy of the BSNL Company of Nagaland that many Senior Citizens and Pensioners of Wokha District have already linked their Mobile Numbers to their respective Bank Account Numbers etc. etc, before the advent of the present day Private Mobile Phone Companies. It is therefore, incumbent upon the BSNL Wokha Division to take prompt and remedial action to ensure regular and un-interrupted Services to the BSNL Mobile users. If need be, cleanse the dead woods from the existing Staff of BSNL Exchange, Wokha establishment in order to keep up the good image of the Company as a whole. Ayamo Jami, IAS (Rtd), Blue Hill Colony, Wokha Town

For his bold expressions Sir,

I congratulate Mr. Lohe for two things: One, for NOT REMAINING QUIET on Nagaland and two for his BOLD EXPRESSIONS OF REALITIES in the Papers. Nagaland has become UNDESIRABLE not because of bad Government or Principle-less Selfish Naga Politicians alone. No, Nagaland has become bad because of Nice Elite People who have Remained Quiet for their own Self Interest. Thepfulhouvi Solo

Upgrade the payment system Sir,

The BSNL bill payment through online never gets reflected in the subsequent bills and when checked through portal of BSNL the payment made through online says bill not paid. May be many customers may have been duped in this way. The BSNL should upgrade the payment system and manpower should be IT oriented as the BSNL is the major player of Govt.of India undertaking in telecom sector. The matter is serious and top brass of BSNL should revamp the system to give top priority to flourish the BSNL other wise BSNL will be in Museum for our children to know that it was first telecom in India. Centre clears bill to double Ex-MLA Yeangphong passes away tax-free gratuity to Rs 20 lakh

The main purpose for enacting this Act is to provide social security to workmen after retirement.

the Act is Rs 10 lakh. The provisions for Central government employees under Central Civil Services (Pension) Rules, 1972, with regard to gratuity are also similar. Before implementation of the 7th Central Pay Commission, the ceiling under CCS (Pension)

Rules, 1972, was `10 lakh. However, post rollout, in the case of government servants, the ceiling stands at Rs 20 lakh, effective January 1, 2016. Considering inflation and wage increase even in the case of employees engaged in the private sector, the government is of

the view that the entitlement of gratuity should be revised for employees who are covered under the Payment of Gratuity Act, 1972. Accordingly, the government initiated the process for amendment to the Payment of Gratuity Act, 1972, which applies to establishments employing 10 or more persons. The main purpose for enacting this Act is to provide social security to workmen after retirement, whether it is because of rules of superannuation, or physical disablement or impairment of vital parts of the body. Therefore, the Gratuity Act serves as a key social security legislation to wage earners in industries, factories and establishments.

Dog culling in Kerala: SC accepts apology for allegedly violating its orders against the culling of stray canines. The apex court had on May 8 issued contempt notices against various persons on the plea of Nikita Anand, a private person, alleging that several stray dogs were being butchered despite several SC orders on it. Advocate Prashant Bhushan, appearing for Anand, had referred to the apex court orders which were allegedly violated by persons and group in Kerala. Maveli, in his affidavit, undertook that he or

his organisation would not indulge in any such act in future. On July 17, some members of the Attingal Municipality in Kerala had apologised in the Supreme Court for the killing of stray dogs despite its orders. The court had directed all local authorities and panchayats not to kill stray dogs adding that the “subterfuge or innovative methods” to circumvent its order would not be tolerated. The apex court had on July 10 said it would examine the legal question as to whether the 2001

Dog Rules, framed by the Centre, would prevail over the state laws meant to curb the menace of stray canines. The Dog Rules were framed in line with the WHO’s Animal Birth Control programme which provides that instead of culling the canines, they should be sterilised and immunised. The court had also asked the Kerala government to respond to a plea seeking the setting up of dog pounds in the state to prevent stray canines from attacking people and livestock.

Mumbai, Sep 12 (PTI): Gold remained weak for the second day as prices fell by Rs 200 per ten grams at the bullion market here today, tracking a weak trend overseas amid slackened demand from local jewellers. Silver too remained under selling pressure and shed Rs 55 per kg. Standard gold (99.5 purity) declined by Rs 200 to close at Rs 29,870 per 10 grams from Monday’s finish of Rs 30,070. Pure gold (99.9 purity) also fell by a similar margin to settle at Rs 30,020 per 10 grams as compared to Rs 30,220 yesterday. Silver (.999 fineness) moved down by Rs 55 to end at Rs 40,515 from Rs 40,570 earlier. Globally, Gold hit its lowest in more than a week as ebbing concerns over North Korea’s nuclear ambitions and the impact of Hurricane Irma fuelled further gains in equities, tempering demand for the metal as a haven from risk. Spot gold was at USD 1,326.50 an ounce at early trade. Among other precious metals, silver was down 0.2 per cent at USD 17.76 an ounce.

After the GST council meet, Finance Minister Arun Jaitley had said that in large vehicles where affordability of consumers is high, the cess has been increased. “The pre-GST rate has not been restored... Possibility of using the shell companies for laundering the black money cannot be undermined,” Minister of State for Corporate Affairs P P Chaudhary said. According to the release, there are about 11 lakh companies with active status after deregistration of over 2.09 lakh firms. The minister is also monitoring the situation emerging out of cancellation of registration of the companies and is holding regular meetings with officials of the ministry and various related organisations. These include Serious Fraud Investigation Office (SFIO), ROCs, Department of Financial Services, Indian Banks Association and other departments involved in the crackdown against defaulting companies.

The Finance Ministry now has amended the notification ‘Compensation Cess (Rate)’, dated the June 28, 2017, and brought in the changes in the rate of cess to be levied. Further, money laundering activities performed under the aegis of these companies are also under the scanner, it said. The latest move comes close on the heels of the corporate affairs ministry cancelling the registration of 2.09 lakh companies that have not been carrying out business activities for a long period. Besides, banks have been asked to restrict operations of these companies’ bank accounts by their directors or their authorised representatives. London, Sep 12 (PTI): British MPs Tuesday voted in favour of a crucial bill to end the UK’s membership in the European Union, a victory for embattled Prime Minister Theresa May who hailed the “historic decision” to back the will of the people. Lawmakers voted by 326 to 290 in favour of backing the EU Withdrawal Bill, which will now go forward for further scrutiny by MPs. The bill is aimed at overturning the 1972 European Communities Act, which took the UK into the then European Economic Community (EEC). It will convert all existing EU laws into UK law to ensure there are no gaps in legislation on Brexit day, scheduled for March, 2019. May averted a rebellion within her own Conservative party during the post-midnight vote on the EU Withdrawal Bill, which resulted in her government securing a victory at the end of the bill’s second reading debate in the Commons. A total of seven Labour MPs, however, rebelled against the party line and backed the bill.

gladesh,” since August 25 Joseph Tripura, a spokesman for the UN refugee agency, told AFP. The real figure may be higher as many new arrivals are still on the move making it difficult to include them in the count, the UN said, adding 60 percent of refugees are children. Most are in dire need of food, medical care and shelter after trekking for days through hills and jungles or braving dangerous boat journeys. In a statement late Monday Suu Kyi`s foreign ministry defended the military for doing their “legitimate duty to restore stability”, saying troops were under orders “to exercise all due restraint, and to take full measures to avoid collateral damage.” Britain and Sweden requested the urgent Security Council meeting amid growing international concern over the ongoing violence. The council met behind closed doors in late August to discuss the violence, but could not agree on a formal statement. The UN special rapporteur on human rights in Myanmar has said the latest violence may have left more than 1,000 dead, most of them Rohingya. Myanmar says the number of dead is around 430, the majority of them “extremist terrorists” from the Arakan Rohingya Salvation Army (ARSA).

ment denies any abuses and instead blames militants for burning down thousands of villages, including many belonging to Rohingya. But international pressure on Myanmar heightened this week after United Nations rights chief Zeid Ra`ad Al Hussein said the violence seemed to be a “textbook example of ethnic cleansing”. The US also raised alarm over the violence while the Security Council announced it would meet Wednesday to discuss the crisis. Opprobrium has been heaped Suu Kyi, who was once a darling of the rights community but now faces accusations of turning a blind eye to -- and even abetting -- a humanitarian catastrophe by Western powers who once feted her as well as a slew of fellow Nobel Laureates. But Beijing offered more encouraging words to her on Tuesday, with foreign ministry spokesman Geng Shuang voicing support for her government`s efforts to “uphold peace and stability” in Rakhine. “We hope order and the normal life there will be recovered as soon as possible,” he told a press briefing. the Security Council after the vote: “We don’t take pleasure in further strengthening sanctions today. We are not looking for war.” “The North Korean regime has not yet passed the point of no return,” she added. “If North Korea continues its dangerous path, we will continue with further pressure. The choice is theirs.” But the North Korean envoy also said: “Instead of making [the] right choice with rational analysis... the Washington regime finally opted for political, economic and military confrontation, obsessed with the wild dream of reversing the DPRK’s development of nuclear force - which has already reached the completion phase.”

Cox’s Bazar, Sep 12 (Agencies): International divisions emerged on Tuesday ahead of a UN Security Council meeting on a worsening refugee crisis in Myanmar, with China voicing support for a military crackdown that has been criticised by the US, slammed as “ethnic cleansing” and forced 370,000 Rohingya to flee the violence. Beijing`s intervention appears aimed at heading off any attempt to censure Myanmar at the council w h e n i t c o nve n e s o n Wednesday. China was one of the few foreign friends of Myanmar`s former junta. Beijing has tightened its embrace of Aung San Suu Kyi`s civilian government as part of its giant trade, energy, and infrastructure strategy for Southeast Asia. The exodus from Myanmar`s western Rakhine state began after Rohingya militants attacked police posts on August 25, prompting a military backlash that has sent a third of the Muslim minority population fleeing for their lives. Exhausted Rohingya refugees have given accounts of atrocities at the hands of soldiers and Buddhist mobs who burned their villages to the ground. They can not be independently verified as access to Rakhine state is heavily controlled. Myanmar`s govern-

The new sanctions agreed by the UN include: Limits on imports of crude oil and oil products. China, Pyongyang’s main economic ally, supplies most of North Korea’s crude oil A ban on exports of textiles, which is Pyongyang’s second-biggest export worth more than $700m (£530m) a year A ban on new visas for North Korean overseas workers, which the US estimates would eventually cut off $500m of tax revenue per year. A proposed asset freeze and a travel ban on North Korean leader Kim Jong-un were dropped. The US ambassador to the UN Nikki Haley, told

Beijing, Sep 12 (Agencies): China is facing heightened threats from foreign infiltration via religion and from the spread of extremism, a top official for religious affairs said on Tuesday, after strict new r ules were passed to manage religious practice in the country. President Xi Jinping has emphasised the need to guard against foreign infiltration through religion and to prevent the spread of “extremist” ideology, while also being tolerant of traditional faiths that he sees as a salve to social ills. China`s cabinet last week passed updated rules to regulate religion so as to bolster national security, fight extremism and restrict faith practiced outside state approved organizations. The new rules take effect in February. Wang Zuoan, the head of China`s religious affairs bureau, said the revision was urgently needed because “the foreign use of religion to infiltrate (China) intensifies by the day and religious extremist thought is spreading in some areas.” “Issues with religion on the internet are starting to break out ... and illegal religious gatherings in some places continue despite bans,” he added, writing in the official paper of the ruling Communist Party, the People`s Daily.

London, Sep 12 (Agencies): The United Nations has imposed a fresh round of sanctions on North Korea after its sixth and largest nuclear test. The measures restrict oil imports and ban textile exports - an attempt to starve the North of fuel and income for its weapons programmes. The US had originally proposed harsher sanctions including a total ban on oil imports. Pyongyang said it “categorically rejected” what it called an “illegal” resolution. North Korea’s ambassador to the UN, Han Tae Song, told a conference in Geneva: “The forthcoming measures by DPRK [the Democratic Republic of Korea] will make the US suffer the greatest pain it has ever experienced in its history. Real clowns shows resentment against ‘It’ movie ‘It’ mints over Rs 11 crore in India

A

pair of professional clowns have appeared on ITV’s ‘This Morning’ to discuss the potential negative impact of the new IT movie, out last week, on their career. Rob Bowker, who represents Clowns International, and Andy Davis, from the World Clowns Association, explained to presenters Philip Schofield and Holly Willoughby that not only are they not fans of the film, but that they feel the ‘scary clown’ stereotype is overplayed, damaging and “lazy”. When asked what they thought of Pennywise, the clown character in IT, the pair both immediately

replied that he is “not a clown.” Bowker continued, “‘IT’ isn’t a clown. It’s a horror movie and he has to feed every twenty-seven years… he morphs into many different beings, the clown being one of them.” He then added that the film had “nothing to do with clowning and everything to do with a cheap Hollywood movie that’s taking millions of pounds because they don’t need branding, they don’t need Tom Cruise. The guy playing the clown; I’ve never heard of him.” The pair were then quick to defend their profession, praising the “many different types of clowns” their respective bodies represent, including “hospital

clowns, church clowns, party clowns, circus clowns and theatre clowns.” Last year, a ‘scary clown epidemic’ saw many individuals dressing up as clowns to taunt members of the public. When asked if they encounter individuals with coolrophobia, the fear of clowns and masks regularly, the pair replied, “very, very rarely.” “When I’m out working it tends to be that people will drop their eyes down or they’ll move away from me,” Davis explained. “They certainly, if they’ve got a fear of clowns, don’t come up to me. I don’t like spiders. I keep away from spiders.”

Andy Muschietti’s “It”, based on author Stephen King’s horror novel, has amassed over Rs 11 crore in India. Warner Bros Pictures released the film in India on Friday. According to a statement shared by the film’s publicist, the registered business of the film is Rs 11.35 crore (gross) till Monday. The collection till Sunday was Rs.9.7 crore and it raked in Rs 1.65 crore on Monday. Denzil Dias, Vice President and Managing Director, Warner Bros. Pictures India said: “We couldn’t be more thrilled with the results, and congratulate New Line Cinema, director Andy Muschietti and his phenomenal cast and crew on this fan-

tastic opening.” “It” tells the story of seven young outcasts growing up in the township of Derry, Maine, who call themselves the Losers’ Club. Each of them has been ostracised for one reason or another; each has a target on their back from the local pack of bullies and all have seen their inner fears come to life in the form of an ancient shapeshifting predator called ‘It’. The film stars Bill Skarsgard as the story’s central villain Pennywise. An ensemble of young actors also star in the film, including Jaeden Lieberher, Jeremy Ray Taylor, Sophia Lillis, Finn Wolfhard, Wyatt Oleff, Chosen Jacobs and Jackson Robert Scott.

Pune, Sep 12 (IANS): Indian Super League (ISL) franchise FC Pune City on Tuesday announced the signing of Argentinean midfielder Robertino Pugliara for the next edition of the football tournament. Open Grand Prix Gold in July, saw off Hsien 21-19, 21-9 in a 35-minute match and then notched up a 21-19, 21-18 win over another Taiwanese Kan Chao Yu 21-19, 21-18 in the next qualifying match. The London Olympics quarterfinalist will face Chinese Taipei’s Hsu Jen Hao in the main draw. The Indian has beaten Hao thrice and lost once at the 2014 Asia Badminton Championship. In mixed doubles, Satwiksairaj Rankireddy and Ashwini Ponnappa, who had some good performances at the Sudirman Cup, also advanced to the

main draw after two successive wins. The Indian duo defeated Germany’s Peter Kaesbauer and Olga Konon 21-12, 21-15 and then eked out a hard-fought 27-25, 2117 win over Indonesia’s Ronald and Annisa Saufika. Ashwini and Satwick will face Hong Kong’s Tang Chun Man and Tse Ying Suet on Wednesday. However, heartbreak was in store for Pranaav Jerry Chopra and N Sikki Reddy in the main draw of mixed doubles as their fight ended with a 21-13, 19-21, 15-21 to fourth seeded Indonesian pair of Praveen Jordan and Debby Susanto.

Faf Du Plessis named South Africa ODI captain

Johannesburg, Sep 12 (Agencies): Faf Du Plessis has been named South Africa’s new one-day captain, meaning he will now lead the Proteas in all three formats. The 33-yearold replaces AB de Villiers, who recently resigned as leader of the 50-over team. De Villiers served for six years as one-day captain, but the 33-year-old stood down from the role last month in order to com-

mit himself to playing regularly in all three formats. Du Plessis has already captained his country in 14 Tests dating back to August 2016, and in 32 of his 36 Twenty20 internationals the format in which he first took on the leadership role in December 2012. Du Plessis’ first series in charge of the South Africa ODI squad will be at home against Bangladesh next month.

getting on to the end of Carroll’s flick ons. But the former Manchester United forward is born to poach in the penalty area, and popped up in the box to get on the end of Michail Antonio’s cross from the right on 13 minutes, only to see his shot bounce back off the crossbar. Huddersfield, urged on by superfan Sir Patrick Stewart in the directors’

box, came out of their shell at the start of the second half, and West Ham goalkeeper Joe Hart made his first save of the evening on 54 minutes from Philip Billing’s shot from distance. But the Terriers’ defence was finally breached for the first time this season, after 342 minutes of Premier League football, in the unluckiest of circumstances. Cheikhou Kouyate held off Aaron Mooy down the right and fed Obiang, and the Spaniard’s shot from the edge of the area looped off Matthias Jorgensen’s back and beyond goalkeeper Jonas Lossi. 1-0 became 2-0 five minutes later, as substitute Andre Ayew poked home the Hammers’ second goal on 77 minutes, after Jose Fonte’s initial shot from Aaron Cresswell’s corner had been blocked by Mounie on the line. Huddersfield kept battling, with Hart saving a Steve Mounie’s shot, then Tom Ince clipping the crossbar with a 79th-minute effort, but the Terriers were unable to fight back to prevent a first defeat of the season.

Aussies warm up with 103-run win vs President’s XI

West Ham’s Cresswell takes a free-kick during their EPL match against Huddersfield on Tuesday.

Lo n d o n, S e p 1 2 (Agencies): Pedro Obiang and substitute Andre Ayew netted second-half goals, as West Ham beat Huddersfield 2-0 at the London Stadium on Monday night. The victory lifts the Hammers off the bottom of the Premier League table after three straight defeats, while Huddersfield stay sixth despite slumping to their first defeat of the

season. Andy Carroll made his first West Ham appearance since April after five months on the sidelines with a groin injury, and inevitably the Hammers changed their gameplan to play to the strength of their 6’4” striker. It meant goalpoacher Javier Hernandez was shifted out to the left, a tactic that isolated the Mexican and prevented him from

D i ma p u r , S e p 1 2 (NPN): The Nagaland state boys team will be participating at the 44th Sub-Junior National Basketball Championship at Didwana, Nagaur district, Rajasthan from October 8-14. The event is organised by Basketball Federation of India (BFI) in association

with Rajasthan Basketball Association. Teams from more than 25 states and union territories are expected to compete at the event, informed honorary secretary of Nagaland Basketball Association TeisozhaviTheunuo in a press release. In this connection, a

month long coaching-cumselection trial is underway at Kohima for players. A team of 12 players along with team officials led by team manager, John Dzüvichü and team coaches, Keluongutuo Suokhrie and Medohu Rutsa will represent the State in the tournament.

New Delhi, Sep 12 (IANS): Priyanka Panwar, a 2014 Asian Games women’s relay gold medallist, has been slapped an eight-year ban for failing a dope test for the second time, sources close to the development here said on Monday. Panwar had tested positive for the stimulant mephentermine during the Inter-State Athletics Championships held at Hyderabad from June 28 to July 2, last year. She was under provisional suspension since then. Panwar was selected for the Rio-bound 4x400m relay team, but was later dropped. She was replaced by Ashwini Akkunji. National Anti Doping Agency’s (NADA) disciplinary panel has handed out the verdict on the 29year-old Uttar Pradesh athlete, said the sources who wished to remain unidentified. The NADA code stipulates that athletes caught for a second anti-doping rule violation get a sanction ranging from eight years to a maximum life-time ban. The athlete’s national and international medals stand forfeited with immediate effect.

Ch e n na i , S e p 1 2 (IANS): Australia kicked off their limited overs tour of India with a 103-run win in the one-off warmup tie against the Board President’s XI at the M.A. Chidambaram Stadium here on Tuesday. Electing to bat, Australia rode on half centuries by skipper Steve Smith (55), opener David Warner (64), Travis Head (65) and Marcus Stoinis (76) to post a mammoth 347/7 before bundling the hosts out for a meagre 244. Australia started with a 105-run second wicket stand between Warner and Smith before Stoinis and Head added 88 runs for the fifth wicket to leave the inexperienced home bowlers high and dry. Thereafter, wicketkeeper-batsman Matthew Wade (45) and Stoinis joined forces to add another 85 runs for the sixth wicket as Australia looked set for a massive score. For the hosts, medium pacer Kushang Patel and off-spinner Washington Sundar picked two wickets apiece while Akshay Karnewar, Avesh Khan and Kulwant Khejroliya took one wicket each. KOHIMA, SEP 12 (NPN): The 18th edition of NSF Martyrs Trophy 2017, organised by Angami Students’ Union (ASU), will be held from September 26 to October 28 at local ground Kohima. The trophy is organised in memory of Late Kekuojalie Sachu and Late Vikhozo Yhoshü who were killed by police during a peace rally called by NSF in 1986. During a press briefing Tuesday evening at ASU office, Kohima, orga-

nizing committee convener Kezhazer Angami said that they are expecting more than 60 teams for the tournament. Teams from Karbi Anglong, Senapati and Chandel were also expected, however it could not be confirmed as the form submission is still on, he said. It may be mentioned here that 66 teams from within and outside the state participated in the tournament last year. The total prize money is Rs.3,80,000. The winner of the tournament will receive a cash prize

of Rs.1,60,000 while the r unner-up will pocket Rs.1,00,000. The 1st runner-up and 2nd runnerup will get Rs.50,000 and Rs.30,000 respectively while the losing quarterfinalists will get Rs.10,000 each. with opener Shreevats Goswami (43) and one-down Mayank Agarwal (42) putting on a 79-run second wicket stand after the early loss of Rahul Tripathi (7). But things went awry for the hosts after the introduction of spin with left-arm spinner Ashton Agar (4/44) and leggie Adam Zampa (1/59) ripping through the home line-up.

Towards the end, Maharashtra left-arm spinner Karnewar blasted a fiery 28-ball 40 and Kushang had an unbeaten 48-ball 41 to put up a 66-run ninth wicket stand, but the target looked improbable once Karnewar fell to all-rounder James Faulkner. Australia will now face India in five One-day Internationals (ODI) and three T20 Internationals,

starting with the first 50over clash here on September 17. Nadal put the seal on a throwback year for men’s tennis by cruising to his 16th Grand Slam title at the US Open on Sunday and move within three of Federer’s record haul. The 31-year-old’s victory over first-time Slam finalist Kevin Anderson, winning 6-3 6-3 6-4, saw him again close to within a trio of major titles of Federer at the top of the all-time list. How different that would look had the Spaniard, not the Swiss, edged their titanic battle in the 2017 Australian Open final 6-4 3-6 6-1 3-6 6-3. Given Nadal is five years younger than Federer, the prospect of the former eventually overtaking the latter appears distinctly possible once more but the Spaniard is preferring to

focus only on the present. “I really never thought much about that,” insisted Nadal. “I just do my way. He does his way. Let’s see when we finish. Of course, if I will win two Grand Slams this year and he will not win, we’ll be closer, but he has 19, I have 16. So three is a big difference.” “I’m very happy with

all the things that are happening to me, winning this title again. I have this trophy with me. It’s so important, winning on hard court again. That’s a lot of positive energy for me. Being healthy, you see everything more possible. With injuries, everything seems impossible.” “It’s true that I am 31,

I am not 25, but I still have the passion and the love for the game. I still want to compete and still feel the nerves every time that I go on court. While those things keep happening, I will be here.” Wi t h N a d a l a l s o claiming his 10th French Open title earlier in the season and Federer winning in

Melbourne and Wimbledon, it is the first time for seven years that the sport’s two biggest superstars have swept its greatest prizes. Nadal won the final three Slams of that 2010 season after Federer took Melbourne but once Federer lost to Juan Martin del Potro in the quarter-finals in New York this month, it was always likely the former would take home the US trophy prize. The renewed dominance of Federer and Nadal would have been scarcely believable at the end of last season, when injuries put question marks over both of their futures. “Of course I am surprised,” said Nadal at how successful his 2017 campaign has been. “But I was surprised in January. Now I am not that much surprised. After the first two, three months of the season, you see that I am playing well, and if I am playing well on clay, I normally am going to have my chances.”

Everyone is performing better now. Although we will be looking more at gaining experience in this championship, we would still like to not lose sight of the medals either,” the optimistic Italian added.
