Ravi, WC/NNPGs to share details of talks

DIMAPUR, SEP 10 (NPN): In a major political development, Government of India’s Representative and Interlocutor for Naga Peace Talks, R.N. Ravi and the Working Committee (WC) of Naga National Political Groups (NNPGs) have decided to reveal competencies(all crucial matters discussed during negotiations), to the people before inking the final agreement. As reported by Nagaland Post, an 11-member delegation of the WC, NNPGs led by its convener, N. Kitovi Zhimomi and comprising of co-conveners and members held a formal meeting with Interlocutor R.N. Ravi at the Police Complex Chümoukedima Thursday. A highly placed source, privy to the closed-door meeting, told Nagaland Post, that the negotiating parties felt that it was an “appropriate time” for the competencies to be shared with the people. “Now that the process is at its final stage, the two negotiating parties feel that it is imperative that the competencies are shared

with the people since they are the primary stakeholders of the Naga issue,” said the source. Further, the source said that it was also a fact that NNPGs have been transparent with the people over whatever has been discussed. “NNPGs have been sensible and responsive to the people’s wishes and concerns and brought those wishes and concerns to the negotiating table,” said the source. In the spirit of inclusiveness, the source said “earnest endeavour” should be made to ensure that, as far as possible, no stakeholders were left out of the final agreement.
Another reliable source pointed out that in the spirit of inclusiveness and transparency, the NNPGs have distributed “copies of competencies” to all who wanted to learn about the ongoing process and who had were concerned over the issue. The source said copies of what had been discussed were handed over to elected members of Nagaland Legislative Assembly (both ruling and opposition parties), ex-parliamentarians, members of 14 Naga tribes of Nagaland, Nagaland GB Federation (NGBF), other Civil Society Organisations (CSOs), intellectuals and individuals. “NNPGs believe in
maintaining transparency. The demands put forward to Government of India are not the demand of the NNPGs but of the people. People are welcome to share their opinions and suggestions,” said the source. Further, the source reiterated that if any confusion or suggestions remain, with regard to the proposed agreement and competencies, then people can approach NNPGs for clarification and suggestions. It was also learnt that at the meeting, the Interlocutor emphasised on the spirit of inclusiveness of the Peace Process. Ravi was also learnt to have advised the NNPGs to
be in sync with the people and to ensure that the unity of the Naga people was maintained. Other members of WC, NNPGs included co-convenors – Zhopra Vero, Kiumukam Yimchunger, Hozheto Z Chophy, Isak Sumi, Toshi Walling and Wangtin Naga; co-ordinator, Alezo Venuh; members – C Singson, Raitu Chawang and secretary, Ghukiho T Zhimo. Thursday’s meeting between the government of India represented by its Interlocutor R.N.Ravi and the Working Committee of the seven-member NNPGs assumes significance in the light of speculations that a final agreement is expected within September this year. The WC of NNPGs and the government of India signed the Agreed Position or Preamble on November 17,2017 which forms the guiding principle for the negotiation. mechanism in every district and at the state level. Teams shall analyse details of RAT conducted on a daily basis. States to ensure that there are no delays in retesting of all symptomatic negative cases. RAT that develop symptoms within two to three days of being tested negative must necessarily be retested through RT-PCR tests. “In this background, the Union Health Ministry and ICMR have jointly written to all the states and UTs and urged them to ensure that the all symptomatic negative cases of RAT are mandatorily retested using the RT-PCR test,” the health ministry said. “This is necessary to ensure that such symptomatic negative cases do not remain untested and do not spread the disease among their contacts,” it said. The ministry said this will also ensure early detection, isolation and hospitalization of such “false” negative cases. It has also been reiterated in the joint letter that while the RAT is being used to increase access
and availability of testing in the field, RT-PCR remains the gold standard of COVID tests, the ministry said. It has also urged the states and UTs to urgently establish a monitoring mechanism in every district (via a designated officer or a team) and at the state level to follow up on such cases. DIMAPUR, SEP 10 (NPN): Nagaland on Thursday recorded 261 fresh COVID1positive cases, with Dimapur registering 197 cases, Kohima 59 cases and 5 in Mokokchung. The tally as on September 10 rose to 4636 cases-834 active, 3781 recovered, 10 deaths and 11 migrated. As per the severity of symptoms, 822 active cases
were asymptomatic, 9 mild and 3 moderate cases. Further, out of 4,636 positive cases, the distribution across various categories of people include 2109 cases from the Armed Forces, 1332 returnees, 313 frontline workers and 882 traced contacts. Meanwhile, a total of 854 persons are presently under facility quarantine.
India’s COVID tally tops 44L
PTI: The country saw a record single-day spike of 95,735 infections and 1,172 fatalities taking India’s COVID-19 caseload past 44 lakh and death toll to 75,062, while recoveries surged to 34,71,783 on Thursday, according to the Union Health Ministry. The total cases mounted to 44,65,863, the ministry data updated at 8 am showed. The fatality rate has dropped to 1.68 per cent while the recovery rate was at 77.74 per cent. There are 9,19,018 active cases in the country which comprise 20.58 per cent of the total caseload, the data stated. India’s COVID-19 tally had crossed the 20 lakh mark on August 7, it went past 30 lakh on August 23 and 40 lakh on September 5.

NEW DELHI, SEP 10 (PTI): Union Health Ministry has asked all states and UTs to mandatorily retest all symptomatic negative cases of rapid antigen tests (RAT) through RT-PCR so that no positive COVID-19 cases are missed in order to curb the spread of the infection. The ministry has also urged them to urgently establish a monitoring mechanism via a designated officer or team in every district and at the state level for follow up on such cases. These teams shall analyse details of the rapid antigen tests (RAT) conducted on a daily basis in the districts and states and ensure that there are no delays in retesting of all the symptomatic negative cases. The ministry said it has noted that in some large states, symptomatic cases tested negative by RAT are not being followed up by RT-PCR testing. DIMAPUR, SEP 10 (NPN): A cadre of the NSCN K (Nyemlang Konyak-NK) was killed and another apprehended in an encounter with security forces at Baimho village under Zunheboto district on September 9 night, PRO (Defence) Lt Col Sumit K Sharma stated in a press note. PRO said that a search operation was launched following specific inputs about movement of armed cadres in the area. However, during the operation, PRO said that the insurgents fired upon the security column who also retaliated, after which two cadres were apprehended, one in injured condition. The injured cadre was immediately shifted to the district hospital by the police, where he succumbed to his injuries, PRO said. The deceased was reportedly identified as one Tovi Sumi. Meanwhile, security forces recovered one 9mm pistol, two magazines, four fired cartridge cases and 23 live rounds. PRO further said that two local men, who were apprehended at the site, were later released in the presence of the police and Gaon Bura.

MPs & MLAs still pending in courts
NEW DELHI, SEP 10 (AGENCIES): Supreme Court Thursday said it was “surprised”, “shocked” and “sorry” to know that over 4,000 criminal cases were pending against sitting and former lawmakers— both members of parliament (MP) and members of legislative assembly (MLA). Some of these cases date to as far back as the 1980s, the court said. A bench led by Justice N.V. Ramana was hearing a PIL filed by advocate Ashwini Kumar Upadhyay, who has sought a lifetime ban on politicians convicted in criminal cases, from contesting elections. “So many cases are pending at the initial stage because of influence of legislators (FIRs are not filed) and they (legislators) hang the sword over investigations,” Justice Ramana re-
marked during the hearing. In March, the court had directed all 24 high courts to provide data on criminal cases that are pending against current and former MPs as well as MLAs. Senior advocate Vijay Hansaria and lawyer Sneha Kalita, who are assisting the bench as amicus curiae, were told to collate data, prepare a report and apprise the court regarding status of the pending cases. In 2,556 cases, sitting legislators are accused persons. Trials in 352 cases have been stayed either by a high court or the top court itself. “The number of legislators involved are more than the total number of cases since there are more than one accused in a case, and the same legislator is an accused in more than one case,” the report submitted. Taking note of the re-
port, the bench said it will hear Hansaria at length on 16 September. The top court also said it will look into the modalities that he has suggested to fast-track the decision-making process in such cases. The court further asked all high courts to furnish specific data on corruption cases, after Hansaria said only four high courts have given this information. Uttar Pradesh tops this list with 1,217 prosecutions still pending against sitting and ex-MPs/MLAs. Three cases registered in 1991, 1993 and 1994 have not even reached the trial stage, according to Hansaria’s report. In Bihar, which, with 531 cases, has the second highest number of criminal prosecutions, the court noticed that trial in the oldest case, filed in 1991, was yet to commence. K Y M C

DIMAPUR: Tetso College observed “world suicide prevention day 2020” led by the department of Psychology on the theme, “walking together to prevent suicide” on September 10. A press release by Tetso College senior media executive, Rinsit Benjamin Sareo stated that, there was a virtual gathering of students, teachers and participants wherein several activities and presentations were conducted. Students of BA 1st semester psychology honours presented their views and researches on topics related to suicide. The students also conducted two activities, “take a minute” to talk to their friends and families regarding suicide, and to “light a candle” to support suicide prevention, to remember a lost loved one, and to support survivors of suicide. A student also shared her experience and insights on the conversations they had with their friends and family. The programme focused on the need for creating more awareness at the

A video compilation of pictures by students observing the candle lighting ceremony in remembrance of suicide victims, in support of suicide survivors and suicide prevention was also shown during the webinar. The importance of spreading awareness, implementing small changes in thinking, actions, family, and in the community at large - to be empathetic, to listen compassionately and let go of one’s prejudices and stigmatization of victims and families of suicide were highlighted during the webinar. DIMAPUR: Dimapur Fire & Emergency Services (F&ES) contained fire outbreak at Padumpukhuri lane-1 Dimapur on September 10. A press release by F&ES Kohima deputy SP, T. Shilu Jamir stated that, on receiving fire call at 11 a.m, the Dimapur, Fire & Emergency Services (F&ES) mobilized a quick response team from Fire Station Dimapur (central). DIMAPUR: Chief minister of Nagaland, Niephiu Rio has expressed deep sorrow at the demise of late Venülhü Keyho, father of Rev. Dr. Zelhou Keyho at his native village, Chozuba, on September 9. In a condolence note, Rio described late Venülhü as a humble church pioneer, having served as senior pastor, evangelist, missionary and gave his best for the Lord’s ministry. While the family has lost a loving father, Rio said that his lifelong contributions to the society and people of the state will always be remembered and will surely go a long way in bringing peace and healing to the state. Meghalaya to have India’s biggest piggery project
Meghalaya government received Rs. 52.36 Crore from the NCDC for the newly launched piggery mission. Correspondent Shillong, Sept 10: Meghalaya Chief Minister Conrad Sangma on Thursday launched India’s largest piggery project, estimated at Rs 200 crore, that would benefit close to 25,000 households and make the state self-sufficient in pork production. The project was launched at National Cooperative Development Cor poration (NCDC) headquarters in New Delhi and is funded by the Union Minister of Agriculture and Farmers Welfare (MAF) and NCDC in presence of Union Minister of State (MoS) for Agriculture and Farmers Welfare Kailash Choudhury and Deputy Chief Minister Prestone
Tynsong. “The Piggery Mission would make the state self-sufficient in pork production and would also go a long way in making Meghalaya Atmanirbhar”, Sangma said. Union Minister for state, MAF, Kailash Choudhury and deputy chief minister Prestone Tynsong were also present during the launch. As part of the first instalment of the project, a cheque of 52.36 crore was handed to the Chief Minister by Choudhury. “The Meghalaya State Piggery Mission, supported by the NCDC, will enable our State to achieve self-sufficiency in pork production, reduce our import burden
by nearly Rs. 150 crore annually and improve the incomes of over 25,000 households, totalling to an annual increment of Rs. 70 crore across the state,” the Chief Minister added. Sangma said under the “State Piggery Mission”, farmers would be provided interest free loans. The interest for the loan will be paid by the State Government to encourage farmers to avail the loan, the Chief Minister said. He also infor med that through convergence with MGNREGA, the programme will be implemented in the State to extend the benefit of the project in villages. Sangma also spoke about the State’s diverse agro climatic zones that encourage growth of a range of high-value agriculture products such as lakadong turmeric, honey, oranges, strawberries and mushrooms. “The Government of Meghalaya has already undertaken various initiatives to improve production, productivity and marketing of our agriculture produce,” he said, adding that the vision is to take Meghalaya among top ten Indian States in terms of per capita income by 2030.

IMPHAL, SEP 10: A man who was in the news in 2018 for reuniting with his family 40 years after he went missing, committed suicide on Thursday, coinciding with the 18th World Suicide Prevention Day. 66-year-old Khomdram Gambhir Singh from Manipur’s Imphal West district went missing 40 years ago reunited with his family after a YouTube video of him singing a Hindi song in Mumbai went viral on social media. Back in 1978, 26 yearold Gambhir left his Imphal home for reasons unknown and later went missing. The family was unaware of Singh’s whereabouts for 40 long years until their nephew, Romen Leichombam, showed them a video of a grey-haired and bearded man singing old songs in April, 2018. Two years after he reunited with his family, Gambir was found hanging under a suspension bridge on Maklang River in Imphal West district early today morning. Morning joggers found the man hanging by a rope under a bridge at Chairel Khong village around 3.30 am on Thursday, police said. His family members are said to be unaware of what could have caused Gambhir to end
his life. Meanwhile, Indian Psychiatric Society (IPS) Manipur branch, National Mental Health Programme of State Health Society and Indian Medical Association (IMA), Manipur state jointly observed the day under this year’s theme, “Working together to prevent suicide”. IPS state branch president Dr S Manikanta who spoke on the occasion cautioned of a likely rise in the suicides during and after COVID-19 pandemic in the state too, adding that the pandemic has forced people to adapt to and aggravated deteriorating mental health conditions. He observed that the lockdown has affected the mental health of people in India including Manipur and triggered a mental health crisis due to job loss, fear of contagion, social isolation, etc. The pandemic has caused panic attacks, anxiety and depression and put more people at risk for suicide, he added. Suicidal behaviour is likely to persist for a long time as the COVID-19 pandemic has affected mental health globally, said Dr Manikanta revealing that 80% of the global suicide cases were due to depression. He stressed on the need for an aggressive mass awareness to prevent suicide in the state.
Correspondent IMPHAL, Sep 10: Manipur reported the highest single-day spike of deaths due to COVID-19 as four patients including a Central security force personnel died on Thursday. A report of the state health department said that four persons including a 42year-old CAPF personnel died due to COVID-19 in the last 24 hours (till 5 pm, September). Including the personnel who died at Churachandpur district hospital on Thursday, three CAPF personnel have died from COVID-19 in the state so far. Three locals, including a woman of age around 74 years, expired at JNIMS (two) and RIMS (one) hospitals, the report added. The four deaths have pushed the state’s COVID19 death toll to 44. M e a n w h i l e, t h e COVID-19 infection tally of the state rose to 7,470 with 108 fresh cases reported during the last 24 hours. Among them, 1633 were active cases and 5793 have recovered. The 108 fresh cases included 26 CAPF personnel. Among the 82 cases from the general populace, 74 were locally transmitted cases. The state also recorded the highest single-day recovery of 245 patients taking the recovery rate to 77.55%, the report said.
Aizawl, Sep 10 (IANS): The Mizoram government has banned the use of China-made Kenbo motorcycles as they are being used in the border state to bring smuggled or illegal substances, including drugs, from neighbouring country Myanmar, an official said on Wednesday. “Though the twowheelers are made outside the country and are unregistered in Mizoram, a huge number of such bikes are brought into the state. These are randomly used in Champhai, Hnahthial, Lawngtlai, Siaha and Serchhip districts along the Myanmar border,” the official said. Although Mizoram’s
mountainous and unfenced international border with Bangladesh (318 km) and Myanmar (404 km) and inter-state borders with Tripura, Assam and Manipur are sealed in view of the Covid-19 outbreak, smuggling of various drugs, including methamphetamine tablets, foreign-made cigarettes, arms and ammunition and other contraband is still going on. While the Border Security Force guards the Bangladesh border, the border with Myanmar is looked after by the Assam Rifles and it has seized smuggled drugs and other contraband, including heroin, valued around Rs 29 crore since July 1.

Reducing cash outflow

agaland, like most states in the country, is facing acute labour shortage and this has added to mounting problems for the fragile economy since a nationwide lockdown was imposed from March 24 to August 31,2020. During the lockdown period especially May and June, over 67 lakh migrant labourers were forced to return to their home districts resulting in the largest migration in post-independent India. The lockdown has not succeeded in containing the virus but it has to some extent, prevented it from spreading rapidly. The lockdown had also largely contributed to the declining economic growth when GDP growth contracted to its lowest. On September 1, the government released economic data for the first quarter of the current fiscal year revealing a historic contraction of 23.9 per cent over the three months of April, May and June. Faced with a lose-lose situation in choosing between life and livelihood, the government began the process of relaxing the lockdown through Unlock 1:0, Unlock 2:0,Unlock 3:0 and Unlock 4:0 from September 1. The reverse migration by lakhs of labourers has left a deep dent in the economies of various states who currently face acute shortage of workers and bringing many projects to grinding halt. The problem was acknowledged by the Kohima Chamber of Commerce and Industry(KCCI) including Dimapur Chamber of Commerce and Industry(DCCI). Besides the Covid-19 pandemic fear, increased availability of jobs under rural job guarantee scheme and free rations may deter return of migrant labourers to cities and industrial centres, causing a further dent on capacity utilisation for several firms across sectors. It will take many more months before the situation can even begin the initial process of returning to normalcy. The labour shortage may be more pronounced for Micro, Small and Medium Enterprises (MSMEs) than large corporate. MSMEs contribute 45% to the manufacturing output and MSMEs manufacturing segment contributes 8% to the country’s gross domestic product (GDP). The reverse migration has led to immense labour shortage and high labour cost. The construction sector, which typically employs a larger number of short-term migrants seasonally, is facing business disruption due to reverse migration. Though there is hope that at least some significant number of labourers who have gone back to their homes, would return back to Nagaland, the reality is however different. The present situation has further exposed the vulnerability of the state on being over dependent on outside labour visa-vis the much-hyped ‘potential’ of indigenous workers. The problem also offers the state thinkers and social organisations with an opportunity to implement workable ideas of encouraging local youths in filling the void in the labour market. It is time to put all those ideas into practise as this will definitely result in people having money in their hands and the state saving hundreds of crore rupees from flowing out.

Everything will be out in the open, and you will find yourself to be of no value there if you have not been worshiping in everyday occasions in your own home. If your worship is right in your private relationship with God, then when He sets you free, you will be ready. It is in the unseen life, which only God saw, that you have become perfectly fit. And when the strain of the crisis comes, you can be relied upon by God. Are you saying, “But I can’t be expected to live a sanctified life in my present circumstances; I have no time for prayer or Bible study right now; besides, my opportunity for battle hasn’t come yet, but when it does, of course I will be ready”? No, you will not. If you have not been worshiping in everyday occasions, when you get involved in God’s work, you will not only be useless yourself but also a hindrance to those around you. God’s training ground, where the missionary weapons are found, is the hidden, personal, worshiping life of the saint.

With all due respect, we, the Nagaland NET Qualified Forum (NNQF), would like to appeal for age relaxation with regard to the issue of the delayed Common Educational Service Examination (CESE), 2019 advertisement. We understand that the delay in the appointments, result declaration and advertisements amidst the pandemic was necessary. However, the Common Educational Service Examination has been withheld for a number of reasons ever since the news of the post creation and recruitment became public in July 2018. With the current easing of the regulations, we would like to take the opportunity to
reiterate our plea and seek your intervention. As mentioned in our previous letter to your honorable office, dated 5th March 2020, the NPSC had advertised 63 posts of Assistant Professor out of the 110 posts vide advertisement NO. NPSC-3/2019 dated 13th November, 2019. However, the same has been put on hold by the NPSC since November through notification NO.NPSC/ADVT/NONTECH/8/2018, dated 21st November 2019, for want of necessary changes and direction thereof from the government as regard the implementation of 4% reservation for the PWD as mandated by the Supreme court. We are aware of
the Review Committee on Job Reservation Policy which was formed through a notification No.AR-3/ GEN-255/2012 dated Kohima the 5th of August, 2019 and dissolved with the formation of a new team as observed in notification No.AR-3/GEN255/2012 dated Kohima the 19th of March, 2020. With the pandemic taking an unprecedented turn, the delays have further been prolonged. Apart from the suspension due to COVID-19 pandemic, there has been a lot of delay prior to the pandemic.Such delays have been a concern for many qualified candidates who have never got an opportunity to participate
in an open and fair competition, and have become overage or are on the verge of reaching the age limit for the CES Examination. Therefore, the concern remains with the pandemic halting all appointments, advertisements and examinations. The delays and non-advertisement over the years have been a gross violation of the candidates’ right to equal opportunity. We, therefore, appeal to your competent authority to consider providing age relaxation for the deprived aspirants/ candidates in the upcoming advertisements for the CES Examination. We would also like to point out that the notification and Office Memoran-
dum No. CAB 2/2013, dated 5th July 2018 clearly mentions that all 110 posts were supposed to be recruited in two phases: 68 during the financial year 2018-2019 and the remaining 42 during the financial year 2019-2020. That, a rapidly rising India under your strong, visionary, humane and dynamic leadership can transform this painful historical course into a new horizon of goodwill, trust, co-operation, peaceful co-existence and lawful association between India and the Nagas as two entities in this new millennium. It is notably the most opportune time for the Hon’ble Prime Minister to kindly fulfill the assurance you made to the Nagas for a new era of freedom, mutual respect, friendship, partnership and prosperity on august 3, 2015, a historic day of signing the Framework Agreement ( FA) between the Government of India (GOI) and National Socialist Council of Nagaland, NSCN (IM) . It may kindly be noted that despite the killings of many Naga armies by Indian armed forces since the signing of ceasefire in 1997, Naga armies on their part have not touched even one Indian army as a gesture of their maturity and genuine commitment to peace and political solution. This led to dramatic yielding of peace, goodwill and trust in the whole Indian sub- continent. How can India afford to destroy and forfeit this hard earned peace, goodwill and trust that has dawned a new bright common future? 2. That , the Naga struggle for recognition of undivided Naga territorial homeland and her nationhood has reached 91 years since the Naga Club’s submission of Naga memoranda to Simon Commission on 10th Jan, 1929 asserting that Nagas be left alone to determine their own future. Naga Peoples’ Declaration of Independence on 14th August, 1947 a day ahead of India and the 99.9 % verdict of Naga plebiscite of May 16, 1951 thereby rejecting to join the Union of India and the then Burma( Myanmar)are indestructible Naga National history. This 1951 verdict reaffirmed the Naga Independence Declaration, 1947 which is said to be the unique histo- political and national foundation of the Nagas laid down under the aegis of the then Naga National Council ( NNC) led by (L) A.Z. Phizo who is still fondly remembered as the father of Naga Nation (Naga Yur). 3. That, the primary reasons why Indo-Naga permanent solution could not be worked out till date despite so many attempts in the past nearly 74 years is due to the extremely rigid political stands adopted by the negotiating parties of both sides. Whereas the Govt. of India wanted Nagaland to be a full fledged Indian state to be governed by the constitution of India, Nagas on the other hand firmly insisted for full sovereignty and independence based
on its unique historical and political rights. It may kindly be reminded that attempts made in the Naga-Akbar Hyderi Accord, 1947, 16- Point Agreement, 1960, Indo- Naga Peace talk of 1964 and Shillong Accord, 1975 could not resolve the IndoNaga political conflict due to the said extreme stands. It may also kindly be noted that the recent trend of India’s unilateral abrogation and/or causing obsolescence of the outputs of her historical treaties/ Agreements has instilled a sense of insecurity to the Nagas for signing any Agreement unless such Agreements are so expressively put to detailed construction having defining &interpretative clauses with legal efficacy thereby leaving no room for ambiguity. Abrogation of Article 370 & 35A that removed Jammu & Kashmir’s special status including its flag and constitution is one glaring example of the emerging trend although Nagas’ case is a different situation to be dealt with extra-territorial jurisdiction outside the Union of India as reflected in the Framework Agreement of 2015. Clause 2 & 13 of the 16 point agreement which respectively provide for the present state of Nagaland to be put under the in-charge of Ministry of External Affairs ( MEA) and the integration of contiguous Naga areas under one administrative area, if Nagas so desire, are now completely reduced to mockery with no relevance. This agreement too could not solve the Naga problem as Naga peoples and Naga National organizations outrightly rejected it. 4. That, it may herein be mentioned that many attempts of the past to resolve the Naga issue within the union of India under the purview of Article 3, 4, and 7th Schedule r/w Article 245 and 246 of the constitution of India have miserably failed. This is because despite their logistic disadvantages, Nagas are truly national minded who firmly believed that a complete merger either with India or Myanmar will entirely destroy and forfeit the sacred Naga national foundation, territorial integrity and very hard earned national identity of the Nagas. It will also forfeit Nagas’ membership to Unrepresented Nations & Peoples Organization (UNPO), Hague, Netherlands in which Nagas have been admitted based on the qualifying criteria that Nagas are a long struggling indigenous nations yet to be recognized as UN member. Hence, Naga issue cannot be put at par with Post-independent with intra-territorial problems of other ethnic minorities/ peoples in India. Naga issue is histo-politically an external matter of India. Hon’ble Prime Minister Sir, it may kindly be noted that tremendous sacrifices of more than 2 lakhs precious lives of the Nagas, loss of billions worth properties and immense collateral damages in the past nearly 74 years of Naga national struggle cannot be undermined at all. Nagas could have easily solved their problems like any
other princely states / territories within the Union of India even without sacrificing a single soul if not for their abiding love of their nationhood. There could have been even 2/3 Naga states in India or all contiguous Naga territories being integrated under one administrative umbrella had the Nagas dropped their nationality issue long time back. The Constitution of India clearly permits reorganizing or restructuring of states / UTs. There were only 14 states and 6 UTs which were created by virtue of India’s first State Reorganizations Act, 1956 on ethno- linguistic basis. Telangana state was the 29th state of India created in 2014. Considering the vast geo-political and socio- economic conditions, India may have 40-45 states by the years 2050.Therefore the issue of complete merger either in India or Myanmar which Nagas apprehend that it will ultimately destroy their nationality is a non-negotiable subject. This issue has to be dealt with once for all only by conducting a new Naga Referendum if at all required and not by negotiation. The underlying issues of negotiation, therefore, strictly confines to dejure recognition of Naga territory, finding a workable model of its new political status with international bearing and, sharing of sovereign powers (competencies) with India. 5. That, the ruling government of BJP led National Democratic Alliance (NDA) under your noble and capable leadership could changed the olden narrative of extremity, rigidity and exclusivity between India and the Nagas by signing the aforesaid historic Framework Agreement of 2015. The recognition of the unique history and position of the Nagas in the F.A. literally means India’s recognition of Naga territory and its nationality which is not an integral part of India. It essentially and logically means and includes the recognition of the legitimacy of the Naga national history of struggle that includes, inter alia, Naga memoranda of 1929, Naga Independence Declaration, 1947 and Naga plebiscite of 1951 which sustained the movement till date. Another very prominent feature of F.A. is that despite Nagas’ legitimate right to be fully independent state, it was however mutually agreed that sovereign powers, as defined in the competencies, would be shared between the two entities and begin to establish a new relationship to promote peaceful co-existence. The literal and grammatical interpretation of the principle finds universal cognizance in as much as FA signifies the recognition of the unincorporated Naga territorial entity whose political status will come to 1 step down from complete independence and 1 step up from complete merger in India as a full-fledged Indian state. In such a given position, Naga flag & constitution is the prerogative of the Nagas. These two ingredients are inherent part of a nationality already recognized by FA which are fundamental for symbolizing the Naga na-
tional identity and determining the system and structure of Naga self-government. India can at the best protect, help, guide and endorse a vibrant and democratic constitution (Yazebo) for the Nagas. 6. That, as noted above, the shared sovereignty concept which is the key principle of FA if correctly construed, is considered the most workable and acceptable middle path winwin approach compatible to the changing contemporary reality of interdependence around the world and more particularly between India and the Nagas as much as it envisage a self governing Associate Statehood (unincorporated territory) for the Nagas who would freely & lawfully associate with India by sharing her sovereign powers (Defense, External affairs, Finance, currency, communication, trade and commerce, 3-tier citizenship, etc.) As aforesaid, the constitution of India sanctions the concept of shared sovereignty and/ or free political association with other territory under Article 260 r/w article 2 & Foreign Jurisdiction Act, 1947. These laws empower India for extra-territorial administration whereby it can acquire any executive, legislative, or judicial functions of a territory outside India by arriving an Agreement with the government of that territory. Although many Nagas also prefer for state of Palestine model with “UN observer state status”, it is a considered view that Self-governing Associate state of Cook Island – New Zealand model may best fit the Naga case as it has to actively associate and share sovereign competencies with India as clearly agreed in the FA and its detail work out. This will also enable the future restoration of Naga territories in Myanmar under one administrative entity. Nagas may ultimately be left out with no other option but be compelled to seek self governing associate statehood in Myanmar if India this time too adamantly continue to backtrack the implementation of F.A in letter and spirit like it did over Naga-Akbar Hyderi Agreement in 1947. 7. That, the Nagas still hope
and believe that, Shri. Modiji, Hon’ble Prime Minister of India who is a world class leader with strong global influence will truly love justice, peace, freedom and humanity for others especially the long struggling Nagas as much as you love it for yourself and your country. It is to further state that the prevailing crisis of Indo- Naga political talk that has reached more than 23 years can be resolved only when contents of FA are correctly construed and workout the competencies in detail by a more competent larger Indian negotiation team possessing legal and political expertise with broader international outlook and personalities. The old Naga national issue which predated Indian independence and the formation of UNO may kindly be treated as an external matter of India as contained in the Framework Agreement 2015. In the premises above noted, your Honor is kindly requested to: i. Cause dejure recognition of undivided Naga territory as an “Associate State” to establish a new relationship with India by sharing Sovereign powers between the two entities as envisaged in the Framework Agreement, 2015. ii. Ensure for a broad and inclusive single Agreement of all Naga Stake holders who are in dialogue with the Government of India. iii. Upgrade the Indian negotiation team by inclusion of more members with political and legal expertise and representatives from Ministry of External Affairs (MEA) led by an able interlocutor of high integrity with broader international outlook to enable the finishing touch of the detailed workout of Framework Agreement. iv. Actively pursue real and lasting peace through the principle of peace & non-violence until a win-win solution is mutually arrived at. NEW DELHI, SEP 10 (AGENCIES): The Modi government has allowed Sudarshan News, a Hindi channel frequently under the scanner for communal content, to air a controversial programme that seeks to “expose” a “conspiracy to infiltrate Muslims” into the Indian civil services. The programme is part of a series called Bindas Bol, hosted by Sudarshan News editor-in-chief Suresh Chavhanke. In an order issued Thursday, the Information & Broadcasting (I&B) Ministry said it cannot precensor a programme, or stop it from being telecast. “If only, when the programme is telecast and any violation of law is found, action can be taken,” the order states. Indian broadcast rules do not permit pre-censorship of TV programmes and advertisements — that is banning them before they are aired — and only films and film trailers are pre-certified by the Central Board of Film Certification (CBFC). The Sudarshan News episode came to light after the channel released a promotional trailer, terming the alleged conspiracy

The episode was also challenged in the Delhi High Court, which stayed its telecast. When Sudarshan News approached the court to vacate the stay, the latter asked the I&B Ministry to take a call. NEW DELHI, SEP 10 (PTI): Prime Minister Narendra Modi on Thursday launched Rs 20,050 crorePradhan Mantri Matsya Sampada Yojana (PMMSY) to boost production and exports in the fisheries sector as part of the government’s aim to double farmers’ income. Through video conference, the Prime Minister also launched several other initiatives in the fisheries and animal husbandry sectors in Bihar, a state which is heading for the assembly polls in October-November. Modi launched a mobile app e-Gopala that will provide solutions to farmers on livestock related issues and inaugurated Semen Station with state-of-the-art facilities in Purnea with an investment of Rs 84.27 crore on 75 acres of land made available by the Bihar government. After the launch, the Prime Minister interacted
with farmers focusing on the livestock and fisheries sector. The PMMSY is a flagship scheme for focused and sustainable development of fisheries sector in the country with an estimated investment of Rs 20,050 crore for its implementation during 2020-21 to 2024-25 as part of Aatmanirbhar Bharat package. The investment of Rs 20,050 crore under PMMSY is the highest ever in the fisheries sector, the PMO said on Wednesday. Out of this, an investment of about Rs 12,340 crore is proposed for beneficiary-oriented activities in marine, inland fisheries and aquaculture and about Rs 7,710 crore investment for fisheries infrastructure. The PMMSY aims at enhancing fish production by an additional 70 lakh tonne by 2024-25, increasing fisheries export earnings to Rs 1 lakh crore by 2024-25.

Soldiers from the People’s Liberation Army (PLA) tried to advance on the Mukhpari peak near Rezang La on Monday evening but stopped in their tracks after a stern warning from the Indian Army, which occupied key heights on the southern bank of Pangong Tso to prevent the PLA from grabbing Indian territory in a stealthy midnight move on August 29, officials familiar with the developments said on condition of anonymity. NEW DELHI, SEP 10 (PTI): After years of negotiations, India and Japan have inked a landmark agreement that will allow their militaries to access each other’s bases for logistics support, a key development that comes in the backdrop of growing concerns over China’s military muscle flexing in the region. The acquisition and cross-servicing pact was signed by Defence Secretary Ajay Kumar and Japanese Ambassador Suzuki Satoshi, a defence ministry spokesperson said on Thursday. The agreement provides for creation of an enabling framework for closer cooperation and interoperability, besides allowing militaries of the two countries to use each other’s bases and facilities for repair and replenishment of supplies, the official said. Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe, who held a telephonic conversation earlier in the day, welcomed the signing of the “Agreement on Reciprocal Provision of Supplies and Services” between the Indian Armed Forces and the Self-Defense Forces of Japan. California wildfires moving faster than ever
SACRAMENTO (US), SEP 10 (AP): When it comes to California wildfires, it now takes days, not decades, to produce what had been seen as a once-in-a-lifetime occurrence. Last weekend, a fire burning in California’s Sierra National Forest exploded in size, trapping hundreds of Labour Day holiday campers who could only be rescued by helicopters that made a series of white-knuckle flights into the smoke. Fire officials said they’d never seen a fire move so fast in forestland -- 24 kilometers in a day. On Wednesday, a wildfire in Plumas National Forest northeast of San Francisco spread 40 kilometers in a day and devoured an estimated 1,036 square kilometers. I n b e t we e n t h o s e events, a massive fire in Monterey County doubled in size overnight, trapping 14 firefighters who had to deploy their emergency shelters; one was critically injured. Mike Flannigan, who directs the Western Partnership for Wildland Fire Science at Canada’s University of Alberta, remembers the first report of a fire-created thunderstorm in 1986.
“They were rare events, and now they’ve become commonplace,” he said. “It’s because these fires are higher intensity.” A prime example is the so-called Creek Fire in Sierra National Forest near Yosemite National Park, which exploded through miles of drought- and beetlekilled timber, moving so fast that it trapped hundreds of campers. “When you have a fire run 15 miles in one day, in one afternoon, there’s no model that can predict that,” US Forest Service forester Steve Lohr said. “The fires are behaving in such a way that we’ve not seen.” The phenomenon isn’t restricted to California. Doug Grafe, chief of Fire Protection at the Oregon Department of Forestry, said it was unprecedented in his state for fires this week to spread from the crest of the Cascade Mountains into the valleys below, and so quickly, “carrying tens of miles in one period of an afternoon and not slowing down in the evening — (there is) absolutely no context for that in this environment.”

Japan opposition reunites as ruling party picks new leader TOKYO, SEP 10 (AP): Members of a Japanese opposition party that split after Prime Minister Shinzo Abe took power eight years ago are reuniting as speculation grows of an early general election following Abe’s decision to step down for health reasons. They are preparing a united front as the governing Liberal Democratic Party plans a vote on September 14 to choose Abe’s replacement as party chief. The LDP’s leader is virtually assured of becoming the next prime minister because of its parliamentary majority. The merged g roup chose Yukio Edano, a former chief Cabinet secretary, as its leader on Thursday and adopted the name Constitutional Democratic Party of Japan, the name of the party he previously led. The new party combines Edano’s group with the Democratic Party for the People, as well as some formerly independent lawmakers. It has 149 members, compared to about 400 for the LDP, and would need

an alliance with numerous other opposition lawmakers to take power. “We will do our utmost to become an option for leadership change in the next general election,” Edano said at a news conference. I am confident that, at the upcoming summit, we will be able to substantively and in a business-like manner discuss ways to expand comprehensive cooperation within the SCO,” he added.

The situation in Afghanistan remains tense, and conflicts in the Middle East and North Africa continue unabated,” he said.

BEIRUT, SEP 10 (AP): A huge fire broke out Thursday at the Port of Beirut, triggering panic among residents traumatised by last month’s massive explosion there that killed and injured thousands of people. It was not immediately clear what caused the fire at the facility, which was decimated by the August 4 explosion when nearly 3,000 tonnes of ammonium nitrate detonated, triggering a shock wave explosion that blasted windows, doors and walls miles away. The Lebanese army said the fire is at a warehouse where oil and tires are placed in the duty free zone at the port adding that fighting the blaze is ongoing and that army helicopters are taking part in the operation. Army helicopters were taking part in efforts to extinguish the fire. Panicked residents cracked open windows and called each other to warn them of the new fire. Local TV stations said the companies that have offices near the port have asked their employees to leave the area. Lebanese troops closed the major road that passes near the port referring traffic
to other areas. The Aug. 4 explosion killed more than 190 people, injured around 6,500 and damaged thousands of buildings in the Lebanese capital. The sight of another huge fire a month later created panic among residents traumatized by last month’s explosion. In a statement on Wednesday night, Governor Anies Baswedan said that 77 per cent of the isolation beds were currently occupied and the city will run out of them by September 17, the BBC reported. He also said that Covid19 intensive care units in the capital would be fully occupied by September 15 if cases continue to increase. The stricter social restrictions will see office workers working from home; shopping centres and places of worship closed, and bigger scrutiny of traffic around the capital’s borders. This will also mean that non-essential industries will be shut down again, dealing another blow to an already-reeling economy that saw its biggest GDP contraction in more than two decades in the second quarter this year. These new measures will produced mixed feelings among the capital city’s residents, reports the BBC.

WASHINGTON, SEP 10 (IANS): White supremacists will remain the most “persistent and lethal threat” to the US through 2021, a draft document from the Department of Homeland Security (DHS) has revealed. The document is the first of the three draft versions released by Brookings senior fellow Benjamin Wittes of the same State of the Homeland Threat Assessment 2020, reports Xinhua news agency. The later two versions describe the threat from white supremacists with slightly different wording, but all the three drafts state that white supremacist extremists are the deadliest threat and list it above the immediate danger from foreign terrorist groups. Although foreign terrorist groups will continue to call for attacks on the US, they “probably will remain constrained in their ability to direct such plots over the next year”, all three documents said.

Nevertheless, the Taliban have warned that they will not start the intraAfghan talks unless the government in Kabul releases the alleged 100 prisoners.

New Delhi, Sep 10 (PTI): Preventing corrupt approaches through social media will be the focus of BCCI’s anti-corruption unit (ACU) in the upcoming closed-door IPL, ahead of which the watchdog will educate players through video-counselling rather than physical sessions. An eight-member BCCI team, led by Ajit Singh, landed in Dubai on Tuesday and is in the middle of their six-day quarantine. Singh has already said the IPL, beginning September 19, will be more secure than earlier as it is being conducted in a strict bio-bubble. There will no crowds at the stadium and fans won’t be allowed to throng the team hotel. There have been instances when cor-
ruptors masqueraded as fans to approach players. The ACU will be speaking to all the eight teams separately and the sessions will be more useful for the younger players who are not exposed to international cricket and the glamour of IPL.
