Correspondent KIPHIRE, OCT 6 (NPN): In an irony of sorts, which typifies the reality in Nagaland, Kiphire, which means valley surrounded by water in Sangtam language, is facing acute water scarcity. Despite crores of rupees being spent annually for various drinking water projects in various parts of Nagaland, the achievements are perhaps best known to

the authorities concerned at the government level. Kiphire town is surrounded by at least seven rivers and streams– Zingki, Thsingaki, Nguki, Thükhaki, Yongna Rokre, Shu-yongkhi, Mütreki- but due to lack of government-owned water facilities, most residents here are compelled to buy water from carriers to meet their daily needs. Kiphire town which has approximately around 1000 households depend heavily on private
water pipeline that comes at a hefty fee of Rs.350 to Rs.400 per month. With increase of urban population from villages, more people are buying water from private water carriers in town costing Rs.200 for 500 litres. The demand for water has outstripped the ability of the local water business entrepreneurs to meet the demands. As per the PHE department record, presently there
is 40,000 litre water reservoir that supplies water to more than 400 consumers with a monthly fee of Rs.100. The main source of the PHED water pipeline comes from Yongna Rokre river, which is about 16.5 km away from Kiphire town. The water source was constructed in the year 2002. The existing two and half inch diameter pipeline is insufficient to feed the whole town. The department sources said the present water supply connectivity was also experiencing frequent damages caused by landslides and owing to age-old pipes. According to department sources, a new proposal for water supply has been submitted to the government. Some members of the public are beginning to consider probing how much funds have been allotted for the district during the past decades. The government needs to urgently intervene and address the issue before it faces the ire of public. As per the data available on PHED website, the status of rural water supply in Kiphire district was 98 villages/habitations as on August 16, 2018.

BAN laments taxation on Naga entrepreneurs DIMAPUR, OCT 6 (NPN): Business Association of Nagas (BAN) has expressed serious concern over taxation demand on a renowned Naga businessman and an entrepreneur recently. In a press note, BAN media cell sated that the group, besides demanding a huge amount as yearly tax, had also downed the shutters of the business establishment. BAN condemned such demands and acts. While appreciating that some NNPGs had resolved to exempt Naga entrepreneurs from taxation, BAN said such groups have understood that imposing tax on Naga brothers and sisters would be counterproductive and have negative impact on the upcoming Naga entrepreneurs. Urging these groups to uphold their resolution, BAN at the same time appealed to the NNPGs who have not exempted Naga entrepreneurs to come into the fold and earn the goodwill of the Naga people. NPF legislature party criticizes Speaker DIMAPUR, OCT 6 (NPN): NPF Legislature Party has expressed disappointment and criticized the NLA speaker for “failing to apply his wisdom and keep the August House in order” during the recently concluded Assembly session. NPF alleged that the speaker was rather remotely controlled, which led to mismanagement of the decorum of the House. During the meeting held at the residence of the leader of opposition (LoP) in Dimapur on October 6, to review the proceedings of the 2nd Assembly session, NPF LoP’s information & publicity wing said that the legislators deliberated on the issue where the speaker denied ample time for the question hour. As item no.1 of the business list of the day was obituary reference and item no.2 was Question Hour, NPF said that the leader of the house took about 37 minutes for obituary reference and leader of the opposition another 15 minutes for the same. However, as per Rule No. 30 of the Rules of Procedure and Conduct of Business in NLA, NPF said that the Question Hour was to be allotted 1 hour.
However, NPF claimed that the speaker permitted only 8 minutes, since the latter clubbed item no.1 and item no.2. “This is nothing but intentional shying away from their responsibility to answer the questions raised by the opposition bench,” the opposition party stated. NPF further pointed out that the conduct of the officials of the Assembly secretariat was also not aboveboard while tendering advice and guidance to the Speaker. It said that the NPF members were of the view that such differential attitude towards the opposition should not be repeated in the future so that the dignity of the August House was upheld in right spirit. The party also alleged that many starred questions put up by NPF members were also omitted. Out of 50 starred questions put forward, only 28 were accepted and listed, it said, adding while some of the un-starred questions were also not provided answers according to the questions. NPF said that specific supplementary questions raised by the members were left unanswered by the minister in-charge, including the leader of the house. Ques-

Why the State government did not challenge to vacate the stay order? etc. were raised. However, NPF said that the leader of the house gave only the excuse that, all the advocates in Kolkata were “purchasable” by Ghosal & Co. Despite making such un-parliamentary statement, undermining the integrity of the legal community in West Bengal, NPF said the speaker neither expunged the remark nor took appropriate action taken. On the issue of the Citizenship Bill 2016 and the Brahmaputra Board, which was listed for the second day of the session, NPF alleged that the speaker arbitrarily omitted it, citing reason that it was not a State subject but a Central subject. NPF opined that such erroneous judgment was unprecedented and must be avoided in future. It said these issues were not only a matter for the elected members but encompasses the future of each and every citizen of the state in general and the Nagas in particular. (Cont’d on p-5)
