Fuel prices cheaper by Rs. 5 in Nagaland DIMAPUR, OCT 5 (NPN): A day after Centre had decided to cut diesel and petrol prices by Rs. 2.50 per litre, PDA government on Friday followed suit by announcing a matching Rs 2.50 cut in fuel prices, taking the total reduction to Rs 5 per litre.

Informing this in a tweet, chief minister Neiphiu Rio said: “We have cut taxes on Petroleum products to make fuel cheaper by Rs 2.50 per litre in addition to the reduction of Rs 2.50

by Govt. of India yesterday. Petrol & Diesel will be cheaper by Rs 5 per litre.”

Around 12 BJP-ruled states have also slashed petrol prices by Rs. 2.50 per litre in addition to the Central relief.

Meanwhile, the Finance department (Revenue branch) in a notification informed that the taxes for diesel have been slashed from 13.5% to 10 % and Motor Spirit from 23.5% to 20.38% with effect from midnight of October 6, 2018.

Even as the subsidised cooking gas (LPG) price was hiked recently by Rs 2.89 per cylinder to Rs 502.4 per cylinder, LPG has become a scarce commodity for people in town. There appears to be a huge gap between the demand and supply of LPG cylinders.

Talking to Nagaland Post, a consumer complained that she had been waiting in front of the agency just to book LPG since wee hours.

It was reported that price of LPG cylinder in the black market has touched Rs. 1400. The actual rate of the same for consumers with gas card recently rose from Rs. 840 to Rs. 940.

In the absence of an effective SMS or an Integrated Voice Response (IVR) system or even the facility of booking over the telephone, the consumers had no option but to give up other important activities and stand in queue just to book for a refilled cylinder.

Talking to this reporter, some of the consumers,

who had been in the queue at Dhobinala junction since early morning, claimed that the distributors have expressed their inability to deliver refilled cylinders to consumers due to shortage of cylinders.

“Dealers say delay of supply of cylinders is inevitable. But at the same time one can get the cylinder from a broker by paying extra Rs. 500”, lamented an elderly woman standing in the queue.

Another consumer complained that the minimum period to book a refilled cylinder was 21 days, but even after placing the order the consumers were made to wait for more days.

Most of the consumers complained that gas agencies have started charging exorbitant rate for delivery while some pointed out that irregular subsidy has added to their woes.

Despite the attempts by the district administration to address the issue, the consumers said their grievances have remained unsettled.

The responsible authorities could not be reached for comment about the scarcity of LPG.

KOHIMA, OCT 5 (NPN): Taking serious note of misuse of Naga traditional apparels and ornaments, department of science and technology conducted orientation programme for various units of tribal women organisations at the directorate here on Friday.

Scientist Dr Nesatalu Hiese of Nagaland Science & Technology Council’s (NASTEC) Patent Information Centre (PIC) here underlined the importance of protecting the Naga traditional attires and ornaments by getting registered with Geographical Indication (GI) whereby a name or sign was used on certain products that corresponded to a specific geographical location or origin.

Hiese said GI Act, 1999 was the first law providing legal protection to GI in India, making unauthorised use of GI by others an offence, adding “type”, “style”, “kind” would not

be permitted once GI was registered and it would prevent marketing imitation products.

She explained that registering with GI would enable local populace to derive economic benefit out of their products as GI tag was a marketing tool and that traditional apparels would be legally protected from unauthorised use.

So far GIs had been obtained for Naga mircha owned by horticulture department, Naga tree tomato by agriculture department and recently Chakhesang Women Welfare society registered Chakhesang shawls under GI, she added.

Heise said use of GI could act as a certificate that the product possessed certain qualities, made according to traditional methods, or enjoyed a certain reputation due to its geographical origin.

She said each Naga tribe had a rich tradition, culture and attires and the

apparels, being very fancy, tended to attract outsiders to misuse them by taking advantage of ignorance.

Explaining the procedure of filing GI application, the scientist said once outsiders got GI registered, it would be difficult to reclaim ownership.

She informed the participants that PIC was established in Nagaland to protect such cases. However, she regretted that many tribes had not registered, even as she assured all possible assistance to those groups who wish to get registered.

Technical assistant Gihukali Chishi spoke on intellectual property rights (IPR), perhaps the only right which can be simultaneously enjoyed in more than one country.

Chishi explained on patents, copyrights, trademarks, industrial designs, GIs, layout design of integrated circuits, plan variety protection and farmers’ rights and trade secret.

MRVC: 83,025 children covered till date DIMAPUR, OCT 5 (NPN): Health & Family Welfare department has informed that 83,025 children have been administered MR vaccination till October 5.

Informing this in a press note, mission director (NHM), Dr. Kevichusa Medikhru said “a total of 517 sessions were conducted in Nagaland on the second day of MR vaccination campaign with a coverage of 45,954 children bringing the total to 83,025 children till the time of compilation of reports.”

Dr. Medikhru said that the department will be continuing MRVC till the first week of November and any child who has missed vaccination at school sessions would be covered during outreach sessions and mop-up

sessions. The department further thanked all concerned parents who have come forward to vaccinate their children, administration, School Education department and Social Welfare department for their constant support and co-operation.

DIMAPUR/Noklak, Oct 5 (NPN): The threeday Mini Hornbill-cumTsokum festival of Khiamniungan tribe came to an end on Friday by show casing vibrant cultures, songs and dances of the Khiamniungan and neighbouring tribes.

According to DIPR, the closing function, hosted by advisor, Fisheries, Evaluation, Economics and Statistics, L.Khumo was addressed by advisor, Information & Public Relations, SCERT and Village Guards, Toshi Wungtung.

In his address, Toshi said that the entire Noklak region is one of the unexplored regions in the state and called for greater efforts to tap the hidden potentials.

He said if proper approach was made towards this the entire Noklak region will become a tourist spot in the state. He also shared his reminiscence of the area where he roamed from place to place barefooted during childhood days.

He also informed the gathering that chief minister wanted to attend the festival but due to official engagement. He therefore appealed to the people not to discourage by his absence. Toshi expressed hope that Noklak would be declared as district in the near future.

Kohima, Oct 5 (NPN): The two-day Naga Baptist Associations leaders meet under the theme “Encourage and build each other up” hosted by Western Sumi Baptist Akukuhou Kuqhakulu came to an end at Akuvuto WSBAK mission centre Thahekhu Dimapur on Friday.

On October 4, general secretary Fellowship of Naga Baptist Association (FNBA) Rev. H. Gideon in his introductory address appealed to all the Naga leaders to come closer, to know each other better , to

encourage and help each other as Naga family need better relationship.

Executive secretary WSBAK Rev. Dr. Hevukhu Achumi in his welcome address called upon the Naga brethren to come together for the Lord’s ministry.

NBCC general secretary, Rev. Dr. Zelhou Keyho in his message encouraged the gathering to come together with the help of each other. He reminded the Naga Baptist leaders that this is the time to come together and work together.

He reminded the gathering that the pioneer missionaries brought gospel light to

the people and therefore it was the responsibility of the present leaders to preach the gospel to the coming generations. Director OC, Rev. Dr. P. Dozo in his address said that the love (agape) of God alone can integrate us for a higher horizon. Mon, Oct 5 (NPN): An 18-year-old boy allegedly committed suicide inside the lock up at Mon police station on Thursday night.

The deceased has been identified as Rolongse aka Akum.

According to reports, he reportedly committed suicide by hanging himself with his belt. The deceased reportedly worked as a handyman at Super Travels.

He was detained by police patrol team while quarrelling with fellow handyman at private bus station.

The other handyman who fled was picked up on Friday morning and brought to Mon police station for inquiry. According to the police, the deceased was kept at the lockup as a precautionary measure and to inquire about the altercation.

NF&ES launches official web portal DIMAPUR: Nagaland Fire and Emergency Services (NF&ES) department , in pursuance of technological advancements and as per the direction of state Government, has launched its official web portal and installed a Biometric Attendance System (BAS).

A press release by IG (F & ES), Kohima stated that the web portal will be available under the domain:”www.nfes. nagaland.gov.in” and is a WCAG and GIGW compliant state-of-the-art web portal with cutting-edge technology.

The portal provides information on various activities of the department, organizational structure, fire stations of all districts, achievements, etc.

Users will be able to access to circulars, notices, etc issued by the department from time to time.

There is also a news feed section that displays recent press releases and a public safety and compliance section with its own tweeter feeds which makes it even more public-friendly.

The release further stated that the department has envisioned integrating more functionalities and capabilities in the second phase of the project such as online job application, fire incidents and responses, public grievances, digital payment and many more web services which will help to provide better service to the public.

The department has also plans to supplement with the existing portal, an

application called SFESRS (Smart Fire & Emergency Service Response System) in the near future, which will be supported in mobile devices.

This application will be integrated with features that will allow citizens to send real-time fire incidents via a messaging system to the nearest fire station which can enhance the fire personnel’s efficiency in delivering prompt response and service to the citizens.

‘Islamist fundamentalists in B’desh threat to NE states’

G UWA H AT I , O C T 5 (NPN): Rise of Islamist extremism in Bangladesh is not only posing a serious threat to the country, but also to neighbouring North Eastern States of India, besides West Bengal.

Speaking to journalists at Guwahati Press Club on Friday afternoon through video conferencing, prominent Bangladeshi journalist Saleem Samad said his country was witnessing an upsurge of fundamentalist forces, which is now not only a serious threat to minority communities there, but also to secularists, intellectuals and even other sects within the Muslim community.

He narrated how secularist bloggers are increasingly becoming the target of the extremist forces in the country. He said Bangladesh was slowly but steadily on the path of becoming a country of one nationality (Bangladeshi), one language (Bengali) and one religion (Islam). Samad explained that due to overwhelming majority of followers of the

Sunni sect of Islam in the country and among whose members a considerable rise of extremism has been witnessed, other minority sects within the Muslim community like Shias, Ahmadiyas, etc, too fear a serious threat to their existence.

Citing how a network of Jamaat-ul-Mujahideen Bangladesh was busted in West Bengal few years back, the senior Bangladeshi journalist urged the NE States of India to remain alert about jihadi elements. He said thousands of Bangladeshi youth were scattered across the current trouble hotspots of the world, including Syria, Afghanistan, Iraq, Pakistan, Palestinian territories, etc, and fighting alongside the jihadis.

He, however, reiterated that currently no militant outfit from NE India has bases in his country due to the crackdown launched against them few years back.

On freedom of expression, particularly press freedom, prevailing in Bangladesh, Samad said journalists were frequently coming under attack from both State

and non-State actors. He regretted that though 26 Bangladeshi journalists lost their lives since 1991, not a single accused has been arrested till date.

In another significant remark, Samad divulged that none of the Indian leaders visiting Dhaka had taken up the issue of alleged Bangladeshi infiltrators issue of Assam with his country’s leaders.

Samad also remarked that update of National Register of Citizens currently on in Assam was an internal affair of India, and which was the official stand of the government there too.

Strongly advocating people-to-people contact between Assam and Bangladesh, the senior journalist regretted how the State had missed the bus despite being so closely located.

Calling for starting bus service between Guwahati and Dhaka, besides direct flights between the two cities, Samad opined that trade and commerce and cultural ties will help in doing away with many misconceptions prevailing on both sides of the international divide.

No plans to implement NRC in Tripura: Govt New Delhi, Oct 5 (PTI): The Centre made it clear on Friday that it has no plans to implement the National Register of Citizens (NRC) in Tripura, after a similar exercise was carried out in Assam to identify illegal immigrants.

In a statement, the Home Ministry said a delegation of the Indigenous Nationalist Party of Tripura (INPT), led by its president Bijoy Kumar Hrangkhawl, met Home Minister Rajnath Singh on Thursday but no assurance had been given to the team regarding implementation of NRC in the state.

“The home minister met a delegation of INPT on October 4. However, no assurance of any kind was given by the home minister regarding the implementation of NRC in Tripura.

It is categorically asserted that no decision has been taken on the issue of NRC in Tripura,” the statement said.

The ministry also said news reports, appearing after the meeting, about likely implementation of NRC in Tripura “are absolutely incorrect and mischievous”.

IMPHAL, Oct 5: Manipur University vice chancellor in-charge K Yugindro Friday protested against withdrawal of security forces from the varsity campus. He has also sought Y-category security guard claiming that his life was at risk.

Following the first round of talks with the agitating Manipur University Teachers’ Association (MUTA) and Manipur University Staff Union (MUSA), Manipur government has withdrawn the security forces deployed inside the Manipur University on October 1 last, leaving behind only the police personnel detailed at the administrative block of the varsity.

The state government deployed the security forces inside the Manipur University campus following a raid inside the campus on the intervening night of September 20 and 21.

charge of vice chancellor in-charge.

He wrote, “I was taken by shock and surprise when the Governor of the state (Dr Najma Heptulla) has questioned my taking charge of vice chancellor of the Manipur University and expressed, unfortunately, her overt support in favour of the agitators at the university, in my meeting with her on September 21, 2018.”

Prof Yugindro further expressed apprehension of facing similar situation as that of vice chancellor AP Pandey who is now under suspension, if not intervened by the Centre.

‘Delete names of non tribal from voters list’ Diphu, Oct 5: The conglomerate of 24 plus organisations Friday organised a mass demonstration demanding deletion of names of all non tribal voters from the voters list of Karbi Anglong Autonomous Council.

The organisations also demanded the authorities to prepare fresh voters list as per provisions made under paragraph 20 of the sixth schedule.

The other demands include preparation of indigenous rules and acts by KAAC under the provisions of the sixth schedule of Indian Constitution, cancellation of Assam Land and Revenue Regulation Act 1886 and to replace it with customary land law, restoration of tribal customary law and to constitute village council under the provision of the sixth schedule of Indian Constitution.

Prof Yugindro also claimed that the “hardearned normalcy of the university is now gravely threatened” because of the U-turn stand of the state government.

Some members of Manipur University Staff Union (MUSU) have on October 3 last threatened officials of the university to stop supply of admission forms from the cash counter of the administrative block and have also threatened departments not to accept the filled-in admission forms.

New Delhi, Oct 5 (AGENCIES/PTI): In a blistering attack on the Narendra Modi government, Congress president Rahul Gandhi on Friday said it has gone into a war with its own people imposing a single suffocating ideology on 1.3 billion Indians.

Delivering the keynote address at the Hindustan Times Leadership Summit 2018, here, Gandhi lashed out at the Bharatiya Janata Party regime saying it dislikes thinkers like journalist-activist Gauri Lankesh who was shot dead last year and others who are sacked merely for criticising the Prime Minister.

“What we see today in India is defaming, a maligning of the Indian imagination. The Indian government has gone into war with its own people because it wants to impose one ideology on 1.3 billion of us.

“It wants to impose one singular suffocating memory on our 1.3 billion people,” said Gandhi in his scathing criticism of the Modi rule.

“What is the nature of the war, farmers are committing suicide by the thousands. Economy is decimated, rupee is on its knees, petrol is at an all-time high, the stock market is imploded, 12 lakh crore in NPAs and the banking system is jammed shut. Unemployment is at a 20-year high.

“Unorganised sector has been decimated as a result of the demonetisation and extremely complex multilayered GST. Millions and millions of small and medium business have

been wiped out. Public confidence is in tatters,” he said castigating the government’s policies.

He said peoples’ aspiration was turning into anger -- Dalits and tribals agitating across the country and there are vicious attacks on the minorities.

“Our friends in the media are sacked because they criticised the Prime Minister, Gauri Lankesh is shot dead because of what she wrote.

“Fresh thinking is unwelcome, in fact, forget about fresh thinking they dislike thinkers -- (former Reserve Bank of India Governor) Raghu Ram Rajan, (Nobel laureate) Amartya Sen...the list goes on.

Ranchi, Oct 5 (PTI): The CBI has moved the Jharkhand High Court seeking that the prison term of RJD chief Lalu Prasad be enhanced from three-anda-half to seven years in the Deoghar Treasury case in the multi-crore fodder scam.

Left organisations to hold protests over Rafale deal from October 22

New Delhi, Oct 5 (PTI): More than 100 organisations affiliated to various Left parties will jointly launch a week-long nationwide protest from October 22 to “expose” the alleged scam in the purchase of 36 Rafale fighter jets from France. During the ‘Jan Ekta Jan Adhikar Andolan’, they will demand a joint parliamentary committee probe to “unearth the corruption” in the Rafale deal and the resignation of Defence Minister Nirmala Sitharaman.

Convenor of JEJA and CPI(M) lawmaker Hannan Mollah Friday alleged that the multi-crore Rafale deal is the largest defence scam in the country. “The Rafale deal is a major corruption that needs a thorough investigation by a joint parliamentary committee. Only a JPC probe can bring all the shady details behind the deal before public,” said Mollah. Questioning the government’s “nationalism” claim, Mollah said “Prime Minister Narendra Modi is misusing nationalism to cover the loot of public money”.

New Delhi, Oct 5 (PTI): The CBI carried out searches at the Delhi residence of the Deputy Director General of Competition Commission of India (CCI) in connection with the Tamil Nadu gutka scam, officials said Friday.

The searches were conducted at the East Delhi residence of Ravi Chandran, the CCI Deputy Director General who was earlier posted as Senior Intelligence Officer at the Directorate General of Central Excise Intelligence (DGCEI) in Chennai, they said.

The agency has carried out searches after getting inputs about his suspected role in the scam as a DGCEI officer during 2013-15, they said. Additional Commissioner of Goods and Services Tax (GST) Senthil Valavan, whose premises was also searched on Thursday, has been summoned by the agency to join the investigation, they said.

The scam came to light on July 8, 2017, when income tax sleuths raided the godown, offices and residences of a pan masala and gutka (a concoction of tobacco and pan masala) manufacturer in Tamil Nadu, who had been facing charges of tax evasion to the tune of Rs 250 crore.

‘No positivity’ about Parrikar’s health: Goa Deputy Speaker Panaji, Oct 5 (IANS): There is “no positivity” about health condition of ailing Goa Chief Minister Manohar Parrikar, who is currently admitted in the AIIMS in New Delhi, BJP MLA and Deputy Speaker Michael Lobo said on Friday.

Lobo, who is considered close to Parrikar in political circles here, said the former Defence Minister’s hearing faculties have also been impacted of late.

The vehicle was found abandoned in a secluded spot in Bhopra on the road leading to Loni from Sahibabad, an officer said, adding that the police estimated the fire to have occurred around 2.30 a.m.

Narasimha resigns as ASG New Delhi, Oct 5 (PTI): Additional Solicitor General P S Narasimha has tendered his resignation citing personal reasons. He has asked the government to relieve him of his responsibilities from December 15 when the Supreme Court goes for a winter break. Narasimha had recently lost his father and he often goes to Hyderabad to tend to his ailing mother.

Sources close to him said he decided to quit as the government’s work in the top court should not suffer. They said it is now up to the government to decide on the resignation.

Recently, Sandeep Sethi had stepped down as additional solicitor general. From 11 additional solicitors general during the UPA-II rule, the strength of the law officers have dipped to six.

Backdoor politics

t’s a game of political musical chair in Nagaland which would never seem to end, which was confirmed by the ruling Nationalist Democratic Progressive Party(NDPP), in a surprising statement, when it accused former NPF chief minister T.R. Zeliang of trying to forge an alliance with BJP through backdoor. The ruling coalition- People’s Democratic Alliance (PDA)- comprising of NDPP (18), BJP (12), JD-U (1) and NPP (2) won a total of 33 seats and with an independent, the tally rose to 34 while the NPF bagged 26 seats. The NDPP tally was reduced to 17 following the demise of one of its legislators. In any given situation when a trial of strength takes place, the speaker does not participate in voting only except if there is a tie. The reduced strength of the PDA has left it with only 32 members (the speaker is not included). The NDPP has accused the former chief minister T.R. Zeliang of being actively engaged in trying to spread confusion within the political spectrum so as to create divisions within the ruling coalition in order to exploit the situation. NDPP alleged that Zeliang claimed he has been able to rope in four legislators of the NPP (2) JD-U (1) Ind (1) which would mean that NPF now has the support of 26+4 =30 members. According to this figure, the PDA has been reduced to a twomember coalition, NDPP (16- after the demise of one member and excluding the speaker) + BJP (12) or 28 members. Now if that is a fact, then TR Zeliang can move a no confidence motion against the PDA since his side will be having 30 members as against 28 of the PDA. Even if the speaker were to be included, PDA would still be lesser with 29 members as against 30 of the NPF alliance. By throwing this as a ‘done thing’ the NDPP further alleged that T.R. Zeliang has been trying his best to convince the BJP leaders at the centre that he has support of majority (as above). To further cement his offer to BJP, NDPP claimed that Zeliang also offered plump portfolios of choice to BJP in any such new set up. NDPP also alleged that Zeliang had also offered the Lok Sabha seat (in 2019) as well as the Rajya Sabha (which NPF took in the recent biennial election held last year). Offering the Rajya Sabha seat would mean that the present NPF member will have to resign. The BJP had refused the offer for alliance with NPF in February 2018 because NPF president Dr. Shürhozelie Liezietsü was allergic due to the state BJP involving in the NPF crisis by backing ousted chief minister T.R. Zeliang against then chief minister Dr. Shürhozelie. The NPF was also sore with the state Governor for dismissing the Dr. Shürhozelie ministry after summoning the house without the consent of the speaker. To placate the BJP, NDPP alleged that NPF assured the saffron party that it would have no issue with NPF since Dr. Shürhozelie’s term was ending and a new president would take over reins of the party. In theory, such combinations and permutations are acceptable and possible. There is also possibility of some sections of NPF joining NDPP. All these prove that everything is possible in politics and pointing fingers is a futile exercise because for politicians, the end justifies the means.

he cold reception The cold reception to the recently tabled Comptroller Auditor General of India report in Nagaland Legislative Assembly is a big disappointment pushing Nagaland forward to the endless corruptions period in contemporary reality of Nagaland. Furthermore, taking stoke of the situation; the indifferent attitude and response of the suffering public, anti corruption organizations, activists to CAG report shows the aftermath effect of the people being used to corrupt way of life for a long time.

C AG r e p o r t a n d what next After the CAG audit report was tabled in the NLA on September 20, CAG have recommended investigations by the State Vigilance Commission and disciplinary proceedings/FIR against the concerned officials for the non-existent yet doubtful completed projects amounting to Rs. 6.68 crore. The CAG has even produced photographs of incomplete project works, which is a prima facie case and require early investigation.

In such critical time, can State Vigilance commission as an autonomous body perform its mission with honesty, integrity and sincerity as described in its mission statement that the State Vigilance Commission is no longer a mere advisory body but acts as the force to counter all sophisticated white collar crimes in govt. departments. Two points of SVC mission statement is given below for public consumption: 1. SVC mission is to contain or if possible to weed out corruption from all govt. establishment.

uring the last State Assembly Election, all the political parties promised that they will bring development in the state. The pre-poll alliance of NDPP and BJP showed beautiful roads in their poster campaign. Probably that had attracted many people and voted them to power.

However, people are yet to see such good roads. Nagaland State was formed on 1st December 1963 after Assam State.

The rest of the North East states formed in 1972 and 1987. However, Nagaland State is far behind other states. It is high time to walk the talk.

The Nagaland Government must bring radical change in four areas not from bad to worse, but from bad to good then the rest can be taken care by the citizens themselves.

The four areas are as followed: 1 . G o o d Ro a d s : Thanks to the Central Government for sanctioning a huge amount of money for the construction and improvement of roads in Nagaland. The political power holders must judiciously use that money to construct good roads.

That money should not go to the pockets of power holders. As of now, Nagaland State has the worst roads among North East States. Tripura got its statehood on 21st January 1972. It has constructed

The indispensable role of Judiciary and Media in Nagaland Judiciary (bar and bench) and Media in Nagaland has to tune in to the words of 46th Chief Justice of India Ranjan Gogoi, who says that, independent judges and noisy journalist are democracy’s first line of defence, with modification- not only independent judges and noisy journalists, but even independent journalists and sometime

noisy judges. Only revitalized judiciary and media can bail out Nagaland from its corrupt epoch.

The repeat of Laloo’s case in Nagaland: On March 2018, RJD Chief and Bihar former chief minister Lalu Prasad was sentenced to 14 years in jail in the fourth fodder scam case. The fifth case, related to the fraudulent withdrawal of Rs. 139 Crore from Dorandra treasury is still pending with court, which means if found guilty in fifth case his prison sentence will increase.

Brief backg round check on Fodder scam: few extracts from the article, “All you need to know about the 21 year old case against Lalu Prasad Yadav”, published by FIRSTPOST dt. Dec 23, 2017, goes like this, the petty forgeries and small scale fraudulent transactions, that would go on to become a Rs. 100-crore scam and unseat an incumbent chief minister, predates the Lalu-era in Bihar. It was first sniffed out in 1985 by the then CAG Mr. TN Chaturvedi, who noticed that monthly accounts submission from Bihar treasury were always delayed. However, those small-scale falsified transaction flourished over the course of years, got systemised, and snowballed into a Rs. 945-crore scam. After the 1985 incident, the case resurfaced in a big way for the first time in 1996 when the State Finance Secretary Mr. VS Dubey (A 1966batch IAS officer) started looking into the matter and ordered inspections across all districts. A massive raid on the Animal Husbandry Department at Chaibasa uncovered a stash of documents showing illegal withdrawals

from the state treasury. As the issue started gathering heat as the scam unravelled, BJP state unit chief Sushil Modi filed PIL in the Patna High Court in 1997 demanding CBI enquiry in the case. The same year, the investigation was handed over to the CBI and hence started Lalu’s worst nightmare and a longstanding episode with the CBI. On 23 June, 1997 the CBI named Lalu Prasad Yadav as one of the accused, which subsequently forced him to step down from the post of the chief minister leading to the current fate. As things stand today, of the 64 cases, Yadav has been as accused in six cases.

From reading various reports of Bihar fodder scam cases, it is clear that the joint effort of different personalities from govt. sector, political parties, judiciary, media, activism etc played a decisive role in curbing the decade’s old cor r upt practices in functioning style of Bihar govt. and putting the guilty ones like Lalu Prasad Yadav and several others behind bar. If citizens of Nagaland want a corrupt free Nagaland, only a serious joint effort can accomplish such herculean task and time is ripe to see the repeat of Laloo’s case happening in Nagaland to many Nagaland Laloos.

Endnote: to begin the process of creating new corrupt less Nagaland, people must first learn to think as a democratic citizen and behave as a citizen of a democratic state and not as fanatic member of clan, village and tribe to avoid unnecessary compromise on well planned and systematic corruptions.

he inauguration of the new FSL building in Nagaland and the central program, where every police station across the country would be equipped with special kits to probe rape cases has brought to light the significance of the “Forensic Scientific Officer” in criminal investigations.

A “Scientific Officer” is notably a person with an in-depth knowledge and expertise in a specific subject matter. With a polymath mind possessed, the investigator becomes adept and pertinent to the preliminary investigation and the theoretical proficiency is reliably applied to decipher complex cases. Thereby, maintaining standard operating procedures of the crime scene investigation and adopting an international protocol to present a legal evidence.

The role of a “Forensic Scientific Officer” is still a novel idea in the Criminal Justice System of Nagaland. The courts in Nagaland generally award verdicts without the forensic evidence by a Scientific Officer which is unethical in the prosecution process of the judicial system. Nagaland has a well-established Forensic laboratory since 1982, but the forensic reports are made and reported by trained Police Officers which ironically is not admissible in the court as an evidence. Due to this reason particularly, most of the forensic cases are transferred to forensic labs located in other cities such as Guwahati, Kolkata and Hyderabad.

Such transfer of evidence results in contamination, additional expenses on the exchequer and loss of crucial physical evidence.

These factors ultimately lead to a cold case since validation of evidence becomes a challenge under such circumstances.

Our State has a pool

A change must come…

The citizens become victims of bad roads. Due to bad roads and hike of fuel price, the carrying charge of food commodities and construction materials become so high. Consequently the price of food commodities becomes sky-rocket. It affects the economy of common people. The State Government must wisely use the Central sanctioned money to construct good roads and improve the existing roads.

There is a saying, ‘if you want to become rich construct good roads.’

The State Government should construct good roads, set up gates and collect toll in order to maintain roads. Public will be happy to pay road tax because good roads will save their vehicles and Government can receive good revenue from it.

2. Good Educational Institutions: Manipur State was formed on 21st January 1972 nine years after Nagaland State got its statehood. However, Manipur State has two reputed Medical Colleges in Imphal. Whereas Nagaland State does not have even one Medical College. Where is the money sanctioned for Medical

College in Nagaland?

Medical and Engineering students have to pursue their studies outside the state because there is no Medical and Engineering Colleges in Nagaland.

Thus parents are spending huge amount of money for their children’s education. Good Educational Institutions are the best industries in the world.

Educational institutions generate employment; they mould and produce good human resources.

They ear n money not only for the proprietors, but also for the common people living nearby the institutions, for they do a lot of business from students, teachers and staff. Thus Government must set up good medical, engineering colleges and research institutions in the State. Good research institutions will bring many good students from outside to invest their wealth, education and skills in the State.

3. Good Healthcare System: There are many private hospitals coming up in the State. However, poor people cannot effort to go to private hospitals.

At the same time, due to lack of healthcare system, many patients go to Imphal, Guwahati, Vellore and other states for treatment. In Nagaland Government Hospitals, there is hardly any free medicine given to patients. They only get free treatment.

Private pharmacies are

set up in and around Government run Hospitals and patients have to buy medicines. Whereas in other states Government Hospitals, they collect only minimum registration fee and patients are provided medicines. The Government must seriously think for the welfare of poor people. Setting up good healthcare system will serve the citizens of the State.

4. Good Electricity: Without good electricity, there cannot be any improvement in economic, education and healthcare system. It is to be acknowledged that there is a little improvement in electrical power supply.

However, many things must be done in regard to regular power supply.

A big Hydroelectricity can be set up somewhere in Tizu River. Further, Solar Power could be set up. The State Government must work on the improvement of good and regular power supply to citizens and introduce pre-paid billing system so that it will earn huge revenue for the Government.

If the State Government provides good roads, good educational institutions, good healthcare system and good electricity, the rest of development activities for a better living can be taken care by the citizens themselves.

Ministers and MLAs must think that they are the

servants of the citizens of the State.

They must love people and bring development to the people. It is good that chief guest culture is abolished. Now they must present themselves to citizens in persons and in the form of development.

Otherwise they will be far away from the people and they would be of no value to the people.

The citizens of the State expect the present Government will fulfill the promises in bringing real development.

Till today, the silence of the public has given so much advantage to political power holders

of qualified individuals who have graduated from reputed forensic universities such the LNJN National Institute of Criminology and Forensic Sciences which functions directly under the Ministry of Home Affairs and wherein Officers from all over the country, as well as other countries, participate in training the students through seminars, conferences and discussions. A good number of members of the Naga Forensic Association are presently working as Scientific Assistant in Directorate of Forensic Science Mumbai, some are PhD scholars while many have completed their graduate or post-graduate studies. In the course of finding employment and broadening the horizons, few members have worked as Crime Reporters in the Times of India, attended International and National Conferences of Forensic Question Documents, Toxicology, cybercrime, DNA fingerprinting and many others. Over the months the consumers were been continuously victimized at some butcher markets in Kohima where weighing scale are manipulated against the consumers with a huge manipulation even to the extent of 100 grams per 1 kg which is a minus of 10 percent from the total purchase. The consumers were deprived of enjoying justice in availing their rightful claims. But still many consumers are ignorant of this situations and people who experiences are also negligible to claim their rights for the sake of few grams.

Therefore, the concern department should organize a regular checking of weighing scale in all the butcher markets so that consumers are protected from falling to the prey of the cunning butchers.

DIMAPUR, OCT 5 (NPN): Nagaland’s lone Lok Sabha member Tokheho Yeptho formally inaugurated the State’s first exclusive electric-powered vehicle showroom M/s Kuvu at Chekiye village here on Friday. The showroom located near the Airport Road junction deals in e-rickshaws manufactured by Goenka Electric Motor Vehicles Pvt Ltd and scooters from Japan-based Okinawa Motors.

In his brief address as chief guest, Tokheho said the concept of electricpowered vehicles for private and commercial use was relatively new in Nagaland, though it had already started in other States on a large scale. Citing Delhi as an example, he said E-rickshaws ply in large numbers in the city. He, however, added that while the national capital grappled with both pollu-

In its previous monetary policy, RBI had projected retail inflation at 4.8 per cent during the second half of this fiscal.

“Finally, the HRA effect came off its peak in June and is dissipating gradually on expected lines,” it added.

New Delhi, Oct 5 (PTI): LIC came out with an open offer for acquiring 26 percent of equity in IDBI Bank at a price of Rs 61.73 per share, entailing total payout of over Rs 12,602 crore on October 4.

Earlier in the day, the IDBI Bank board approved the proposal for issuance of preferential shares in favour of LIC with a view to increase the share of insurer in the bank up to 51 percent.

LIC made a public announcement for the open offer to shareholders, including retailers, as per the Sebi’s regulations with regard to substantial acquisition and takeover of shares in a company. According to the open offer, LIC proposes to acquire more than 204 crore equity shares of Rs 10 each, equivalent to 26 percent equity of IDBI Bank.

The board of IDBI Bank approved the preferential allotment of equity shares to LIC aggregating up to 51 percent of post issue paid up capital of the bank, IDBI Bank said in a

consumer price index (CPI) inflation of 4 per cent within a band of +/-2 per cent, while supporting growth,” RBI said in a statement.

The MPC reiterated its commitment to achieving the medium-term target for headline inflation of 4 per cent on a durable basis.

If the house rent allowance (HRA) impact is not taken into account, RBI expects the retail inflation based on consumer price index (CPI) to come down even further.

“Excluding the HRA impact, CPI inflation is projected at 3.7 per cent in Q2:2018-19, 3.8-4.5 per cent in H2 and 4.8 per cent in Q1:2019-20,” it said.

The recent excise duty cuts on petrol and diesel will moderate retail inflation, the bank added.

Mumbai, Oct 5 (PTI): The Reserve Bank Friday lowered its retail inflation projection for the second half of the current fiscal to 3.9-4.5 per cent mainly because of an unusually benign trend in food prices.

Food inflation has remained unusually benign, which imparts a downward bias to its trajectory in the second half of the year, the central bank said in its fourth bi-monthly monetary policy unveiled here.

“Inflation is projected at 4 per cent in second quarter (July-September) 2018-19, 3.9-4.5 per cent in H2 (October-March) and 4.8 per cent in Q1:201920 (April-June), with risks somewhat to the upside,” it added. The Reserve Bank of India (RBI) kept the key repo rate unchanged at 6.25 per cent.

“The decision of the Monetary Policy Committee (MPC) is consistent with the stance of calibrated tightening of monetary policy in consonance with the objective of achieving the medium-term target for

DIMAPUR: Phek District Timber Association (PDTA) while reacting to news item “PDTA new office bearers” published on September 28 in local dailies has clarified that the election which was held on September 26 has been declared “null and void”.

In a press release, PDTA president, Sanyi Dukru and general secretary, Tsote Wezah, have clarified that the election of new office bearers was not “unanimously approved by all the nomination committee members as well as by the genuine timber traders”. In this regard, PDTA said it approached the parent body Nagaland Timber Traders Union (NTTU) to help resolve the issue and subsequently NTTU has advised PDTA to reconvene a meeting of all genuine timber traders of Phek district and go for re-election to help settle the issue amicably. DIMAPUR: Five shops including a butcher shop were completely gutted in a fire that broke out on October 4 midnight at Longleng town near Hukphang junction.

No casualties were reported in the fire.

According to DIPR

and Nagaland fire service Longleng, the fire broke out at around 11:55 p.m. and the cause of the fire was yet to be ascertained.

Fire fighters reacted immediately and doused off the inferno before it spread to the nearby build-

ings. Two fire tenders were pressed into action.

India inks S-400 missile deal with Russia said India always gave priority to the relations with Russia which has always been part of India’s growth story.

“It is my great pleasure once again to invite Prime Minister Modi to participate in the next Vladivostok Forum as the main guest in September 2019,” he said.

The joint statement reaffirmed the commitment to enhance military technical cooperation between India and Russia, which has a long history of mutual trust and benefit.

“Both sides expressed satisfaction at the significant progress made on the ongoing project of the military technical cooperation and recognised the positive shift towards joint research and joint production of military technical equipments between the two countries.

“They highly evaluated the military industrial conference process as an important mechanism to promote the ‘Make in India’ policy of India,” the statement said.

The two sides called upon all states to work towards lessening global tensions and promoting the ideals of tolerance, cooperation, transparency and openness in inter-state relations.

They stressed that the primary challenge in large parts of the world remains ensuring rapid and

environmentally sustainable economic development, removal of poverty, reducing inequality among and within states and providing basic health care. India and Russia pledged to cooperate with each other to achieve these goals, the statement said.

The two leaders reviewed the progress on the achievement of the goal to increase two-way investment to USD 30 billion by the year 2025 and noted with satisfaction that both countries were on the way to achieving this target.

They noted that in 2017 bilateral trade increased by more than 20 per cent and agreed to work towards its further increase and diversification.

“The two sides expressed their support to promoting bilateral trade in national currencies,” it said. On civil nuclear cooperation, the two sides noted the progress achieved in the construction of the remainder of the six power units at Kudankulam NPP as well as the efforts being made in the components manufacturing for localization. They welcomed consultations on the new Russian designed NPP in India, as well as on the NPP equipment joint manufacturing of nuclear equipment cooperation in third countries.

New Delhi, Oct 5 (IANS): Brushing aside US threats of sanctions, India and Russia on Friday concluded a deal for supply of S-400 Triumf long-range surface-to-air missile system giving a substantial boost to air defence capabilities of the Indian Air Force.

The $5.4 billion (around Rs 40,000 crore) deal was concluded during the 19th India-Russia Annual Bilateral Summit between Prime Minister Narendra Modi and Russian President Vladimir Putin, though both the leaders made no mention of it in their statement to the media, apparently in view of the sensitivities involving the United States that has been pressing India not to go ahead with the deal.

Nor was the missile contract part of the signing ceremony for eight deals inked by the two sides in the presence of the two leaders covering areas of space cooperation, railways, nuclear cooperation, fertilisers and micro, small and medium enterprises (MSME).

An indication of the missile deal being concluded came in the joint statement issued by the two sides shortly after the talks between the leaders.

Among the Supreme Court’s 11 Benches, the Chief Justice’s court is dominantly in charge of fresh PIL petitions. Justice Misra too had kept the entire PIL jurisdiction with him.

The judgment dismissed a petition filed by former Union Law Minister Shanti Bhushan that resting the power of master of roster in one individual might risk its “absolute, singular and arbitrary” use.

UP tech murder case: 3 SHOs removed when he allegedly refused to stop his car for checking in Lucknow’s posh Gomti Nagar neighbourhood.

Two c o n s t a b l e s, Prashant Chowdhury and Sandeep Kumar, were arrested after an FIR was lodged on basis of a complaint by Tiwari’s colleague Sana Khan, who was travelling with him.

Some people claiming to be batchmates and sympathisers of Prashant Chowdhury and Sandeep Kumar, are seen campaigning for them on social media, and seeking donations to help them.

“An FIR has been registered at Hazratganj police station here on Thursday against unnamed people under the Police (Incitement to Disaffection) Act, and cyber teams are looking at such posts to take the case to a logical end,” a senior police official said here.

The Act provides a maximum punishment of six months.

“Rumours are being spread on social media...

We have taken the matter seriously and surveillance is going on to track such people. It has come to the fore that some constables terminated from service are involved in it,” the DIG said.

An Uttar Pradesh police spokesperson said, “It has come to our notice that

constables are tying black ribbons and posting such pictures on social media.”

The posts are being examined, he said, adding in the last two days, investigating officers have come across instances where morphed or old pictures were posted on social media.

Clarifying the situation, the DIG said, “Some people posing as policemen and anti-social elements are involved in it. We will take strict action.”

When asked about the issue, Vivek Tiwari’s wife Kalpana said, “My innocent husband was killed, I want justice for him. I am not against the police.

Senior officers should take cognisance of it and take action.”

Lu c k n ow, O c t 5 (PTI): Three SHOs have been removed, four constables suspended and two ex-policemen arrested as the Uttar Pradesh police cracked down on social media protests from within the force over the action taken against two constables who allegedly shot dead an Apple executive here last week.

Pictures on social media show police personnel wearing black armbands in support of their colleagues who were arrested after the tech company executive was shot dead when he refused to stop his car for checking.

Incharges of Naka, Gudamba and Aliganj police stations in the state capital were removed and three constables posted there suspended on Friday.

A departmental probe is on, DIG (Law and Order) Praveen Kumar told reporters here.

The photographs of constables of the three police stations went viral on social media, after which officers swung into action. They, however, did not confirm whether the photographs were current or old.

New Delhi, Oct 5 (AGENCIES): India will buy 9 million barrels of Iranian oil in November, two industry sources said, indicating that the world’s third-biggest oil importer is to continue purchasing crude from the Islamic republic despite U.S. sanctions coming into force on Nov. 4.

“Refiners have placed November nominations to lift 1.25 million tonnes (about 9 million barrels) of oil from Iran,” one of the sources said.

Indian Oil Corp will lift 6 million barrels of Iranian oil and Mangalore Refinery and Petrochemicals Ltd 3 million barrels, the source told Reuters.

Officials said a probe has been ordered into reports that constables were posting their pictures with black armbands on in support of their two accused colleagues, and that action would be taken against those found involved in such acts.

Srinagar, Oct 5 (PTI): Militants Friday shot dead two National Conference workers and injured an office bearer by firing at them from close range in the city, three days ahead of the first phase of elections for urban local bodies in Kashmir, police said.

The gunmen fired at the trio at Karfali Mohalla, resulting in injuries to all three, a police official said.

The injured persons were r ushed to nearby SMHS Hospital but two of them succumbed, the official said. The deceased have been identified as Mushtaq Ahmad Wani and Nazir Ahmad Bhat. While both were affiliated to the National Conference, Bhat was working as public relations officer of MLA Habbakadal Shamima Firdous.

SC to hear Cement manufacturers’ plea on penalty New Delhi, Oct 5 (IANS): The Supreme Court on Friday asked eight cement manufacturing companies to deposit 10 per cent of the penalty amount imposed on them by the Competition Commission of India (CCI) allegedly for resorting to cartelisation for manipulating the cement prices.

The bench of Justice Rohinton Fali Nariman and Justice Navin Sinha asked eight cement manufacturers to deposit 10 per cent of the penalty amount as it extended the National Company Law Appallate Tribunal (NCLAT)’s interim order to that effect.

A brief order passed on Friday said: “Appeals admitted. The interim orders that have been passed by the Tribunal in these cases will continue in the meantime.”

The bench ordered this as it agreed to hear the appeals by the eight cement manufacturers challenging the NCLAT’s July 25, 2018 order upholding Rs 6,300crore penalty imposed by the CCI on 11 cement manufacturing companies.

The CCI imposed a penalty of Rs 6,300 crore holding that they indulged in cartelisation in breach of sub-section 3(3)(a) and 3(3)(b) of the Competition Act 2002.

New Delhi, Oct 5 (AGENCIES): India rejected the United Nations statement that its repatriation of seven Rohingya men violated the U.N. principle of “refoulement” or “forcibly deporting people to a place they could be persecuted,” saying that the men, who were handed over to Myanmar officials at the border on Thursday, had gone voluntarily.

“Upon reconfirming their willingness to be repatriated (on October 3, 2018), and with the full concurrence of the government of Myanmar, in accordance with established procedures and laws, the government of Assam has arranged for the repatriation of these seven individuals to Myanmar,”

a statement issued by the Ministry of External Affairs said.

The MEA also said that the men, who belonged to Rakhine State had requested in 2016 the Myanmar government to issue them documents to return to their country.

However, the UN High Commission for Refugees in Delhi (UNHCR), that had appealed to India to stay the repatriation, said that was prior to the ethnic cleansing in Rakhine State in 2017 that saw nearly a million flee to camps in Bangladesh.

Aid agencies said that more than 10,000 people had been killed in retaliation by security forces after an attack by militant group ARSA that killed 71 security personnel on August 24,

2017. The reprisal included mass gang-rapes of women, the killing of babies and burning of Rohingya villages, according to a UN report.

As a result, a UNHCR spokesperson said the seven men, who had been imprisoned in Assam since 2012, and were recently moved to a detention camp in Manipur, had been denied the “opportunity to make an informed decision about their return to Myanmar in the current conditions and/ or access their right to seek safe asylum.” “UNHCR has expressed its view that the current conditions in Rakhine State in Myanmar are not conducive for safe, dignified and sustainable returns for Rohingya,” the spokesperson added.

SC dismisses plea seeking full statehood for Delhi New Delhi, Oct 5 (AGENCIES): Supreme Court Friday dismissed a plea seeking full statehood for Delhi saying it has become “infructuous” in view of the Constitution bench verdict which had held that Delhi cannot be accorded the status of a state.

The matter came up for hearing before a bench comprising justices Madan B Lokur, S Abdul Nazeer and Deepak Gupta and the advocate appearing for the petitioner referred to the judgement delivered by a five-judge Constitution bench on July 4.

“It (petition) is infructuous,” the bench said while dismissing the plea.

The court was hearing a plea seeking to declare Article 239AA (which deals with powers and status of Delhi) of the Constitution

and The Government of National Capital Territory of Delhi Act 1991 as “unconstitutional” on the ground that a territory of India has to be either a full state or a union territory.

The plea had also alleged that constitutional

arrangements for Delhi were responsible for the mismanagement in administration of the national capital which results in several problems including air pollution, traffic jams, water logging, unauthorised constructions.

It claimed that these issues could be resolved by giving full statehood to Delhi.

On July 4, a Constitution bench of the top court had unanimously held that Delhi cannot be accorded the status of a state and had clipped the powers of the Lieutenant Governor saying he has no “independent decision making power” and has to act on the aid and advice of the elected government.

The apex court had said that except for three issues -- public order, police and land -- the Delhi government has the power to legislate and govern on other issues.

It had also held that there was no independent authority vested with the Lieutenant Governor to take independent decisions.

He said the police were “dumb bystanders” while the “mob was setting fire on streets and houses”. They were taking “no action” to prevent the “mayhem” that was being done.

“I did see a lot of MLAs from the majority community sitting at the police stations. They had no business to be there. Whenever

we used to tell the police to impose the curfew, they never did so in the minority areas. So the minorities were always surrounded by the mobs. It was a totally parochial and biased handling,” the decorated army veteran maintained.

Asked of the political links in the riot, Shah said that he does not “want to reopen any old wounds”, maintaining that the purpose of his memoir is “to tell the facts as they happened in Gujarat in 2002”.

“It takes three generations to forget. I do not want to reopen the wounds. I have spoken the truth about police and I stand by every word I have written,” he said.

The government had told the parliament in 2005 that 790 Muslims and 254 Hindus were killed, 223 more people reported missing and another 2,500 injured during the 2002 riots in Gujarat. Shah maintains in the book that the “official figures of deaths and damage do not reflect a true picture of the actual extent of the carnage”.

The book -- packed with revelations as also his personal experiences in life, both as an army man and a Muslim in India -- has been endorsed by at least two chiefs of army staff, including General S. Padmanabhan.

Chandigarh, Oct 5 (IANS): Rape convict self-styled godman Gurmeet Ram Rahim Singh was on Friday granted bail by a Panchkula court in a castration case, but he will remain in jail as other cases are pending against him.

Ram Rahim, who is serving a 20-year sentence in Rohtak’s Sunaria Jail for raping two women disciples, is facing legal proceedings in two murder cases as well.

The Special CBI court in Panchkula, adjoining Chandigarh, granted regular bail to the Dera Sacha Sauda sect chief in the case.

The court had framed charges in August against him and two of his doctor followers, M.P. Singh and Pankaj Garg, for castration of scores of sect followers.

New Delhi, Oct 5 (IANS): On the intervening night of February 28 and March 1, 2002 when Gujarat was engulfed in flames, Lt. Gen Zameer Uddin Shah, met the then Chief Minister Narendra Modi, in the presence of the then Defence Minister George Fernandes, at 2 am in Ahmedabad and gave him a list of immediate requirements to enable the Army columns to fan out to restore law and order.

But the 3,000 troops that had landed at the Ahmedabad airfield at 7 am on March 1, had to wait for a day before the Gujarat administration provided the transport -- during which period hundreds of people were killed.

“These were crucial hours lost,” Shah, who retired as the Deputy Chief of Army Staff, has revealed in his upcoming memoir titled “The Sarkari Mussalman” (Konark Publishers) to be launched by former Vice President Hamid Ansari on October 13 at India International Centre here.

Seoul, Oct 5 (AFP): Former South Korean president Lee Myung-bak was jailed for 15 years for corruption Friday, becoming the latest of the country’s exleaders to be sent to prison.

The 76-year-old CEOtur ned-president, who served from 2008 to 2013, was found guilty on charges including bribery and embezzlement and ordered to pay a fine of 13 billion won ($11.5 million) by the Seoul Central District Court.

“Bringing everything into consideration, heavy punishment for the accused is inevitable,” said a judge during the trial that was live televised.

Lee was not in attendance, citing ill-health. The former South Korean leader was indicted in April on 16 charges that included bribery, embezzlement and abuse of power.

The court found that Lee was the de-facto owner of DAS, a controversial auto parts company, which he used to create slush funds of around 24 billion won.

Lee was also found guilty of accepting nearly six billion won from Samsung Electronics in return for a presidential pardon for its chairman Lee Kun-hee, who was jailed for tax evasion.

Oslo, Oct 5 (AFP): Congolese doctor Denis Mukwege and Yazidi campaigner Nadia Murad won the 2018 Nobel Peace Prize on Friday for their work in fighting sexual violence in conflicts around the world.

The pair won the award for their “efforts to end the use of sexual violence as a weapon of war,” Nobel committee chairwoman Berit ReissAndersen said in unveiling the winners in Oslo.

“A more peaceful world can only be achieved if women and their fundamental rights and security are recognised and protected in war,” she said.

Both Mukwege and Murad have come to represent the struggle against a global scourge which goes well beyond any single conflict, as the ever-expanding #MeToo movement has shown.

Mukwege, 63, was recognised for two decades of work to help women recover from the violence and trauma of sexual abuse and rape in war-torn eastern Democratic Republic of Congo.

Washington, Oct 5 (PTI): US President Donald Trump unveiled a new counter-terrorism strategy which issues a tough warning to terrorist groups and their supporters that the United States will defeat its enemies with the full force of American might.

The strategy for counterterrorism focuses efforts on pursuing terrorists to their source and isolating terrorists from their support, the US administration said.

“Guided by the National Strategy for Counterterrorism, we will use all instruments of American power to protect our great nation, and we will defeat our enemies with the full force of American might,” Trump said after basic contours of National Strategy for Counterterrorism were made public.

The strategy, Trump said, outlines the approach of the US to countering the increasingly complex and evolving terrorist threats and represents the nation’s first fully articulated counterterrorism strategy since 2011.

“It provides the strategic guidance needed to protect the United States against all terrorist threats, while simultaneously fostering the agility to anticipate, prevent, and respond to new

Paris, Oct 5 (AP): The president of Interpol, a former senior Chinese security official, has been reported missing after he travelled to his native country at the end of September, a French judicial official said Friday.

Meng Hongwei’s wife reported Friday that she had not heard from her 64-year-old husband since he left Lyon, France, where Interpol is based, said the official, who spoke on condition of anonymity to provide details of an ongoing investigation.

The French official said Meng did arrive in China. There was no further word on Meng’s schedule in China or what prompted his wife to wait until now to report his absence.

In a statement, Interpol said it was aware of reports about Meng’s disappearance and added “this is a matter for the relevant authorities in both France and China.”

The statement noted that Interpol’s secretary general, and not its president, is responsible for the international police agency’s operations. News of the

investigation into Meng’s disappearance came during a weeklong public holiday in China. In Beijing, the foreign and public security ministries did not immediately respond to calls and faxed requests for comment Friday. Meng was elected president of Interpol in November 2016. His term runs until 2020.

He has held a variety of positions within China’s security establishment, including as a vice minister of public security — the national police force — since 2004. In the meantime, he served as head and deputy head of branches of the coast guard, all while holding positions at Interpol.

Meng’s duties in China would have put him in close proximity to former leaders, some of whom had fallen afoul of President Xi Jinping’s sweeping crackdown on corruption.

In particular, Meng likely dealt extensively with former security chief Zhou Yongkang, who is now serving a life sentence for corruption.

Xi has also placed a premium on obtaining the return of officials and business people accused of fraud and corruption from abroad, making Meng’s position all the more sensitive.

Trump said under his leadership, the United States has accelerated efforts to defeat terrorists. “Working with coalition partners, we have decimated ISIS in Syria and Iraq,” he said.

“Likewise, I ended United States participation in the horrible Iran deal, which had provided a windfall for the Islamic Revolutionary Guard Corps and its proxies, funding Iran’s malign activities throughout the world.

Importantly, I have also secured historic increases in defense funding to rebuild our Nation’s military,” said the US President.

Captain America actor to retire from role

I

t looks like Chris Evans - the actor who plays Captain America in the Marvel movies - is giving up the role after eight years.

He’s played him in 10 films, starting with Captain America: The First Avenger.

Chris portrayed one of the original cinematic Avengers alongside Iron Man, Thor, Hulk, Black Widow and Hawkeye.

He’s now finished filming Avengers 4, Marvel’s 22nd film, and tweeted to say that playing Cap has been “an honour”.

Warning: There are some spoilers below for Avengers: Infinity War The Marvel Cinematic Universe - or MCU as it’s also known - has been an absolute beast of cinema since it began with the first Iron Man film in 2008.

Captain America: The First Avenger was the fifth film in the series, released in 2011.

It introduced a whole new audience to Steve Rogers, a small, scrawny but honourable man who more than anything wants to join the US Army to fight

the Nazis during World War II. He’s given an injection of serum that turns him into a super soldier: Captain America.

The rest is (fictional) history. As Cap, Chris has fought Nazis, aliens, evil robots and even his own best friend.

Ranveer, Deepika dodge wedding date questions

ctors Ranveer Singh and Deepika Padukone smartly dodged and laughed away questions surrounding their wedding at a summit here on Friday, quipping how they have been engaged and married several times according to media reports.

The grapevine was abuzz that the two would tie the knot in November, and that preparations were underway. The powerhouse couple made a joint appearance at the 16th Hindustan Times Leadership Summit here when they were asked point blank: “When is the

wedding?”

Ranveer took the first plunge to address the question, and said in his inimitable style: “When, where, you are reading that everyday in the news. My sherwani’s colour, the wedding itinerary, the gifts that guests are going to give...

Just when he dodged the query, Deepika was asked in a straightforward

way: “Was there a November wedding which has now been pushed to early next year?”

Deepika, who looked resplendent in a sari, said: “There were many November weddings... By the way, we have as per the media, been married several times.”

Ranveer promptly added: “What all has not happened in our lives. We have been engaged multiple times, and this has been written about with such details that I find it very fascinating... Such creative writing that someone can write a script.”

Later, in the discussion, the two, who have worked together in films like “Goliyon Ki Raasleela - Ram-Leela”, “Bajirao Mastani” and “Padmaavat”, were asked what would be the things they would like to change in each other.

While Deepika pointed out Ranveer’s erratic food and sleep habits, Ranveer said he would not like to change anything about her. But as Deepika deduced, they are both “poles apart”.

He was also the Human Torch in two Fantastic Four movies in 2005 and 2007 alongside Jessica Alba.

Evans has been a vocal critic of US president Donald Trump, calling him the “puppet” of Russian leader Vladimir Putin earlier this year.

Netflix is rebooting ‘The Chronicles of Narnia’

etflix is taking a huge step into fantasy, after securing the rights to C.S. Lewis’ The Chronicles of Narnia.

Although full details of the project are yet to emerge, it’s believed that the streaming service will reboot the Disney films series of the early to mid 2000s – which offered a big screen take on books including The Lion, The Witch and The Wardrobe, Prince Caspian, and Voyage Of The Dawntreader.

However, if they wish to follow the traditional chronology of Narnia, then fans can expect The Magician’s Nephew to emerge first. In this regard, they’ve confirmed they have access to all seven books.

acebook-owned photo-messaging app Instagram on Friday introduced a new feature “Nametag” to make the process of finding and adding people and accounts easier. “’Nametag’ is a customisable identification card that allows people to find your Instagram profile when it’s scanned. Your nametag is uniquely yours and makes it quick and fun to add people and accounts you discover in person,” the photo-messaging app wrote in a blog-post late on Thursday.

The feature is available globally for both Android and iOS users starting Friday. Since “Nametag” is a customisable feature, users have the liberty to add colours, emojis and selfies with different stickers and design their own identification card.

“To scan someone’s nametag, you can either swipe right into the camera, hover over the nametag and hold down on your screen, or enter the camera by tapping ‘Scan a nametag’ when viewing your own,” the post added.

Kate Bush’s studio albums are being remastered

magine Dragons have released details of their new album, ‘Origins’.

The follow up to 2017’s platinum selling ‘Evolve’, ‘Origins’, the band’s fourth studio album, will be released on November 9 via KIDinaKORNER and Polydor Records.

Previous single releases ‘Natural’ and ‘Zero’ will also appear on the album.

Speaking about the new album, vocalist Dan Reynolds said the album was conceived as a sister album to ‘Evolve’ from the onset.

He said: “It’s about seeking new ground but also appreciating your roots.

When we create, we create with no boundaries, no

rules. We find it thrilling to make music that feels different and new to us.”

Producers on the album include Joel Little who has worked with Lorde, Mattman & Robin, who produced Carly Rae Jespen and John Hill, who has previously worked alongside Florence + the Machine.

Recently, Reynolds joined the chorus of artists taking a stand against Eminem for his use of homophobic language on his new album ‘Kamikaze’.

Foo Fighters tease Trump administration asks Google to shun China Search project Nirvana reunion show

S Vice President Mike Pence has called on Google to end its censored Chinese Search engine the “Dragonfly” project.

According to a Wall Street Journal report, Pence in a speech on Thursday said American companies

must reconsider turning over intellectual property as they expand in China.

Google’s modified search engine -- codenamed “ D r a g o n f ly ” - - wo u l d “strengthen Communist Party censorship and compromise the privacy of Chinese customers,” Pence

said.

The news about Google’s plan to build a censored search engine in China broke in August when The Intercept reported that the search platform would blacklist “sensitive queries” about topics including politics, free speech, democracy,

human rights and peaceful protest, triggering internal protests among some Google employees.

Two weeks after that report, Google CEO Sundar Pichai told the company’s employees that the China plan was in its “early stages” and “exploratory”.

Google operated its services in China until 2010.

Pichai is scheduled to testify before the House Judiciary Committee in November to allay concerns over privacy issues and the

tech giant’s entry into the Chinese market.

He confirmed the November schedule during a private meeting with GOP lawmakers on Capitol Hill in September.

oo Fighters have teased that Nirvana are set to reunite this weekend for a performance at the band’s CalJam festival.

Yesterday evening, the rock giants posted two cryptic hints on Twitter that suggest a comeback performance could be on the cards.

The first came as they announced a screening of Joan Jett’s new documentary at the California festival. “CAN’T WAIT!! What else could we have up our sleeves???” Stay tuned….”, they wrote.

Jett, of course, famously joined Nirvana in 2014 as a backing singer for a onetime performance after their induction into the Rock and Roll Hall of Fame.

The second hint then came from that very performance – with Foo Fighters sharing footage on Twitter.

“This is a jam”, they wrote. The tweet was subsequently retweeted by Nirvana’s official account.

The r umours were given further substance by the festival’s line-up too. As well as ex-Nirvana members Dave Grohl and Pat Smear being in Foo Fighters, former Nirvana bassist Krist Novoselic is due to appear with his band, Giants In The Trees.

They’ll also be joined on the line-up by Deer Tick, whose singer John McCauley performed in the 2014 Nirvana reunion. Foo Fighters are yet to officially comment on the speculation.

Rs 1,505 cr budget for National Games in Meghalaya S h i l l o n g, O c t 5 (Agencies): Meghalaya has made a budget plan of Rs 1,505 crore for preparing conducting National Games in 2022, informed state sports and youth affairs department. The funds will be collected from Union Ministry of Youth Affairs & Sports, Union Ministry of Development of Northeastern Region, North Eastern Council.

The government is taking initiative to promote local talents in the National Games in 2022.

A team preparation committee will identify the players and look after other logistical requirements. NE Inter-State Badminton C’ship

Dimapur, Oct 5 (NPN): The North East Zone Inter-State Badminton Championship, organized

by Badminton Association of India (BAI) and hosted

by Nagaland Badminton Association (NBA), will be held from October 10-13 at Dimapur. The 4-day tournament will see the participation of 160 players in team and individual categories and officials from eight north eastern states.

The tournament would be held at two venues in Dimapur - Dimapur District Badminton Association (DDBA) Indoor Stadium,

United colony and Kuda Youth Indoor Badminton stadium, Kuda village.

Preparations for the prestigious tournament are in full swing. For the mega event, several renovation works have been initiated at both the stadium, said organising secretary in a press release.

The chief host of the mega event will be Nagaland Chief Minister, Neiphiu Rio and president, Badminton Association of India (BAI), minister of Finance, PWD & Health, Assam, Dr. Himanta Biswa Sarma will be the special invitee.
