COVID vax for 25 cr people by July 2021

NEW DELHI, OCT 4 (AGENCIES): The government plans to cover approximately 25 crore citizens by July 2021 under its Covid-19 vaccine programme, Union health minister Harsh Vardhan said on Sunday. “The Centre is working on plans for building capacities in human resources, training, supervision and others on a massive scale and roughly estimates to receive and utilise 400-500 million doses covering approximately 20-25 crore people by July 2021. All this is under various stages of finalisation,” Vardhan said. “Our government is working round the clock to ensure that there is a fair and equitable distribution of vaccines, once they are ready. Our utmost priority is how to ensure vaccine for each and everybody in the country,” the minister said. During an interaction with his social media followers on ‘Sunday Samvad’ platform, he said a high-level expert group is going into all the aspects of vaccines and the health ministry is preparing a format in which states will submit lists of priority population groups by October. Union minister Paswan undergoes heart surgery NEW DELHI, OCT 4 (PTI): Union minister and Lok Janshakti Party patron Ram Vilas Paswan has undergone a heart surgery, his son Chirag Paswan said on Sunday. Ram Vilas Paswan (74), has been hospitalised for the last few weeks. He was operated upon at a private hospital in the national capital. In a tweet, Chirag Paswan said his father underwent a heart surgery due to sudden developments on Saturday evening, which forced him to cancel a party meeting and rush to his father’s side. If needed, the Union Minister for Consumer Affairs, Food and Public Distribution will undergo another operation in a few weeks, he said.

NU: LLB exams postponed DIMAPUR, OCT 4 (NPN): Nagaland University has announced postponement of LLB first, third and fifth semester exams (online/ offline) that were scheduled from October 5. The Union health minister added the panel is working on understanding the timelines of availability of various vaccines in the country, obtaining commitments from vaccine manufacturers to make available maximum number of doses for India inventory and supply chain management and also on prioritisation of highrisk groups. “This is a work in progress which will be completed by the time the vaccines are ready to ensure the swift rollout of an immunisation programme.” Assuring a social media follower that there would be no

diversion or black-marketing of the vaccine, Vardhan said, “Vaccines will be distributed as per pre-decided priority and in a programmed manner. To a question regarding the phase-three clinical trial of Russia’s ‘Sputnik-V’ vaccine in India, Vardhan clarified that the matter was still under consideration, and no decision has been taken yet. To another question, he replied it is not possible to comment on the superiority of one vaccine over the other, but said, “Even if we have multiple vaccines available, they will all be safe and will elicit the requisite immune response against novel coronavirus.” He said that all vaccines that have proven to be safe, immunogenic and efficacious in clinical trials outside India need to undergo bridging studies to prove their safety and immunogenicity in the Indian population as well, although these studies can be conducted with much smaller sample size and end quickly.

HYDERABAD, OCT 4 (PTI): Union Minister of State for Home G Kishan Reddy on Sunday said that the Centre is planning on bringing amendments in the Indian Penal Code (IPC) and Code of Criminal Procedure (CrPC). Kishan Reddy said this at a programme in Hyderabad’s Amber pet Assembly constituency’s, where he inaugurated 280 CCTV cameras. “The Central government is planning to make changes to the IPC and CrPC. We are also seeking suggestions on this (to amend IPC, CrPC),” an official statement said. On National Forensic Sciences University (NFSU), he said “it would enable students in the country to enrich themselves in law, criminology and other related disciplines, as well as excel in forensic science research”. He said under the Centre’s Safe City project (especially for surveillance, protection of women and rapid criminal investigation), eight cities including Hyderabad have been selected.

KOHIMA, OCT 4 (NPN): Expectations of the much hyped agreement signed between the government of India with two Naga political groupsNSCN (I-M) and WC/NNPGs-- which was speculated to have been completed within September has lingered on. As per reports, the Intelligence Bureau (IB) under the Home ministry is trying to iron out the demand from NSCN (I-M) for Naga flag and Naga constitution to be part of the agreement. Meanwhile, Naga stakeholders are looking at a post-agreement scenario by fine tuning their blueprints. According to sources, the Centre is looking at an early settlement through one solution with all and has made the point clear. Political parties in the state are also anxious about an immediate fallout of an agreement since it would also open the possibility of having to “pave way” when solution arrives. There has also been much speculations about the state BJP and the schism between its top leaders-- deputy chief minister Y. Patton (also the BJP legislature party leader) and state unit president and minister H&T Education and Tribal Affairs Temjen Imna Along. What has heightened the speculations is about possibility of a recalibration of coalition between BJP and NPF. Sources while some within NPF are not disinclined, its party president

DIMAPUR, OCT 4 (NPN): With 123 fresh COVID-19 positive cases being reported in Nagaland on Sunday-- 74 in Dimapur, 48 in Kohima and 1 in Longleng, the tally rose to 6552 cases. Out of the 6429, there were 1221 active cases while 5258 had recovered. As per the severity of symptoms, 1176 active cases were asymptomatic, 41 mild, 3 moderate and 1 severe. Further, out of 6429 positive cases, the distribu-

tion across various categories of people include 3101 cases from the armed forces/police, 1523 returnees, 1574 traced contacts and 354 frontline workers.

COVID-19 cases in India breach 65-lakh mark

PTI: India’s COVID-19 caseload went past 65 lakh, while the number of people who have recuperated from the disease crossed 55 lakh, according to the Union Health Ministry data updated on Sunday.

NEW DELHI, OCT 4 (PTI): Close on the heels of Congress president Sonia Gandhi proposing the negation of three Central farmrelated laws by bringing in state-specific legislations, the states ruled by her party are mulling convening special assembly sessions for the purpose. The AICC legal team last week drafted a model law for states to take reference from for passing the relevant legislations in their respective assemblies. “The Congress-ruled states will soon convene an assembly session to annul the central farm laws,” a party source said. The chief ministers of Congress-ruled Punjab, Chhattisgarh, Rajasthan and Puducherry have already made it clear that they will not implement the central farm laws in their respective jurisdictions. They also said they will get a new bill

in their state assemblies to annul these laws. The Congress is strongly opposing the three legislations and it has launched a countrywide protests against them. Congress president Sonia Gandhi had recently advised the party-ruled states to pass laws in their respective assemblies under Article 254(2) of the Constitution. Congress claims that rules under Article 245(2) allow a state legislature to enforce laws “repugnant to the parliament law”, a provision used by the BJP earlier against the Land Acquisition Act enacted by the UPA. Sources said that while Congress-ruled states are set to pass the law, some of the non-NDA ruled states are also likely to pass it, as they are opposed to the central farm legislations. NEW DELHI, OCT 4 (IANS): Students would need written consent from their parents before attending classes at school, while attendance would not be made mandatory, Union Health Minister Harsh Vardhan said on Sunday. “The guidelines by the Ministry of Home Affairs state students may attend school only with the written consent of parents and that attendance will not be enforced upon the students,” he said during his weekly online interaction “Sunday Samvaad”. He also said that it would be mandatory for schools that are allowed to open to follow the Standard Operating Procedures set by the government. The Education Ministry Saturday released guidelines for reopening of educational institutions, holding that schools, colleges and other institutions can open

outside containment zones after October 15. However, the decision on reopening educational institutions has been left in the hands of states concerned. The Ministry has also asked institutions to encourage online learning, if students decide not to attend schools, while also noting that a limit has been set for the screen time of online classes. The limit of screen time set for the nursery level is 30 minutes, 90 minutes for students of Classes 1 to 8 and 3 hours for students from Classes 9 to 12, he said. “For nursery level, parents will be guided to assist the kids and this class will be of 30 minutes; students from Class 1 to 8 will be allowed to take two sessions of not more than 45 minutes each, and four sessions not more than 45 minutes each for students from class 9 to 12,” he said.

Troops of the Assam Rifles came under attack on Sunday morning in the Changlang district of Arunachal Pradesh bordering Myanmar. One personnel was killed and another injured in the ambush by suspected militants around 9:40 am, the police said. The incident took place at Tengmo village under Jairampur police station of Changlang district, around 300 km from capital Itanagar. DIMAPUR: Marking the first death anniversary of late Nini Vinguriau Lungalang, a programme was held at Northfield Khikha, Kohima on October 4, where late Nini’s book, “The Mor ning Years” was also released by former chief minister of Nagaland, Dr. Shürhozelie Liezietsu. A press release by the organisers informed that, during the release of the book, Dr. Shürhozelie Liezietsu remarked that Nini was one of the first Naga to master English literature, of which she was so well versed. Dr. Shürhozelie expressed that poetry was a literature that “involves our mind through experiences and also through emotions, and it’s not easy for a person like me from a poor background to understand, and yet without poetry, literature would be incomplete.” He commended the family for organising the memorial programme service for Nini’s achievements and her life. Renowned social activist, Niketu Iralu delivered a moving eulogy for Nini while referring to the

Assam police job scam: Retd DIG could be in Nepal

G U WA H ATI , O CT 4 (AGENCIES): The Assam Police has said that a retired Indian Police Service (IPS) officer who is one of the prime accused in the police job recruitment scam in Assam, is believed to be hiding in neighbouring Nepal, will be caught in a few days, reports Hindustan Times. PK Dutta, who retired as a deputy inspector general (DIG), has been absconding since September 20, when the Assam government cancelled a written exam to recruit 597 sub-inspectors to the police force after the question paper was leaked and was circulated on social media. Dutta and his son Ishan are suspected to have fled to Nepal by road after the scam came to light. The former police officer’s daughter is married to a Nepali citizen based in Kathmandu. “We can assure you Dutta will be nabbed within few days. Our investigation is on and he will be arrested whether he is in Nepal or anywhere else,” GP Singh, additional director general of police (law and order), told journalists on Saturday. Dutta along with ruling Bharatiya Janata Party (BJP) leader Diban Deka are suspected to have fleeced many candidates for posts of sub inspectors by assuring

Assam State Disaster Management Authority (ASDMA) officials said that 98,427 people in Nagaon, 29,422 in Morigaon and 7,225 people in Goalpara districts are still affected. The ASDMA said that in the ongoing third wave of floods, besides the lowlying areas, around 18,807 hectares of crop lands in 315 villages was inundated. Around 37,000 domesticated animals as well as wild animals, including rhinos

Personnel of the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF) and police conducted rescue operations to trace a person who is still missing after Friday’s landslide, Block Development Officer Ranjan Raj said. Initially two persons were missing but the rescuers could pull out the body of 62-year-old Narmith Lepcha from under the debris, the official said. ‘Disturbed area’ tag for 3 districts in Arunachal N ew D e l h i , O c t 4(PTI): The Centre has declared three districts and four police stations in three other districts of Arunachal Pradesh as “disturbed areas” under the AFSPA for six more months after review of insurgent activities and the law and order situation in the areas. In a notification, the Union Home Ministry said that the order came into effect from 1 October. “...Tirap, Changlang and Longding districts in Arunachal Pradesh and the areas falling within the jurisdiction of the following four police stations in other districts of Arunachal Pradesh, bordering the State of Assam, are declared as ‘disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to 31.03.2021 w.e.f. 01.10.2020, unless withdrawn earlier,” the notification said. The four police stations are Namsai and Mahadevpur in Namsai district, Roing in Lower Dibang Valley and Sunpura in Lohit district. The AFSPA is imposed in areas where armed forces are required to operate in aid to civil authorities. For AFSPA to become valid, an area, however, needs to be declared disturbed either by the central or the state governments under section 3 of the 1958 Act.

Correspondent IMPHAL, OCT 4: Amid surge in COVID-19 cases, a government dedicated COVID care centre (CCC) in Manipur’s Thoubal district is on the verge of closing down due to severe fund crunch. Due to non-release of funds, the authority running the centre owed over Rs 10 lakh to material suppliers, an official source said. An official source in the office of the chief medical officer Thoubal, said the CCC at Lamding Higher Secondary School was run on fund released by the state government through the district administration. Over 200 COVID-19 patients have been treated since opening the centre and 70 patients are currently undergoing treatment. Foods and other materials required for the CCC were supplied by some individuals contracted by the district administration. However, the suppliers have now threatened to stop further supply if the due of over Rs 10 lakh is not cleared by the authority at the earliest. Subsequently, the CMO wrote to the concern authority for the immediate release of the fund. There was however no positive response so far, the source said. The fund crunch faced by the CCC was amid al-

legations of poor maintenance of CCCs at various places of the state to cope with the ever increasing COVID-19 positive cases in the state. Patients at a CCC in Imphal West district had recently complained of the unhygienic condition of the centre. Patients at the CCC at JNIMS hospital in Imphal East district had also alleged that no doctor entered the ward to monitor health conditions of patients for days and supplied medicines through the windows. M e a n w h i l e, t h e COVID-19 related fatality toll in the state rose to 74 as three patients including two women of age 74, 54 and 94 years died in the last 24 hours. A report of the state health department said that the two women patients died at RIMS hospital, Imphal, while the 94-yearold man from Tamenglong district breathed his last at his home. The infection tally also rose to 11,855 as 206 persons including six CAPF personnel tested positive during test of 2,348 samples in the last 24 hours (till 4 pm of October 4). All 200 new confirmed cases from among the general populace have no recent significant travel history, the health department report stated.

Cong will revoke farm sector laws if voted to power: Rahul

MOGA, OCT 4 (PTI): Vowing to scrap the new farm laws once the Congress returns to power at the Centre, Rahul Gandhi on Sunday alleged that the BJP-led government was acting at the behest of select corporates to “destroy” farmers. Leading a tractor rally in Punjab against the farm legislations, the Congress leader launched a blistering attack on Prime Minister Narendra Modi and questioned the need for bringing in the new laws at the time of the coronavirus pandemic. “Their target is to end the MSP and food procurement system. They know the day that happens, farmers of Punjab and Haryana will be finished,” he said. “But the Congress will not allow this to happen, we stand firmly behind you. We will not back down an inch,” Gandhi said while addressing a public rally at Badni Kalan here before a tractor rally through the districts of Moga and Ludhiana. The Congress, which is in power in Punjab, is holding tractor rallies from October 4 to October 6 across the state in protest against the Centre’s new farm laws. When he brought demonetisation, he had then said black money will be curbed. When GST was implemented, it hit small shopkeepers, traders and the poor. “When COVID-19 came, the debt of biggest corporates of the country was waived, their tax was waived. But no relief was given to poor and farmers, not a single rupee was given,” he alleged. Referring to the Hathras case, where a dalit teenager died after being assaulted and allegedly gangraped,

5 Congress helping brokers and middlemen: Naqvi BARELI/RAMPUR (UP), OCT 4 (PTI): Senior BJP leader and Union Minister Mukhtar Abbas Naqvi on Sunday hit out at the Congress over its opposition to farm laws, alleging that the “Congress syndicate” is conspiring to help “feudalism of brokers and middlemen”. Addressing farmers during “Kisan Chaupal”, Naqvi said that the Congress and its associates were trying to hide “mountain of truth” with “bushes of lies” but they will not succeed in their attempt, according to a statement from him. The Congress syndicate is creating fear and confusion over agriculture reform bills just to protect interests of feudal middlemen, he alleged. On one hand the agriculture reforms will ensure elimination of middlemen and on the other they will also give guarantee of better price for the produce of farmers, Naqvi said, adding that the Narendra Modi government is taking steps to empower farmers but the Congress is conspiring to “mislead” them. Now farmers will get new opportunities to sell their produce, which will increase their profits, he said. The new laws will give the agriculture sector the

These new laws will give freedom to farmers for storage and sale of their crops and free them from the clutches of middlemen, he said. The dream of ‘One Nation, One Market’ will now be fulfilled, he said. The minister said that PM Narendra Modi is committed to the welfare of villages and farmers of the country, and that their rights will be protected at any cost. NEW DELHI, OCT 4 (PTI): The Central Zoo Authority (CZA) has told the Delhi High Court that the Great Golden Circus in Gujarat is the only circus in the entire country which is recognised under the Wildlife Protection Act. However, a notice has been sent to the circus to show cause why its recognition should not be cancelled for alleged violation of the provisions of the Act with regard to maintenance and display of captive elephants, the CZA has told the high court. The power glider took off from INS Garuda, a Naval air station here and crashed near Thoppumpady bridge close to the naval base at around 7 am. Both the crew members of the glider — officer Lt Rajeev Jha (39) and Petty Officer Sunil Kumar (29) — were pulled out from the wreckage and rushed to the Naval hospital INHS Sanjivani. Naga conundrum

eople of Nagaland have experienced the highs and lows of the political movement which since the late 40s saw the spread of Naga nationalism across the erstwhile Naga Hills District and Naga Hills Tuensang Area. The political awareness among several tribes of being one can be traced to their faith although developments forged this new found recognition into a political ideology. The spark of Naga nationalism perhaps began since the time when a round a thousand Nagas went to Europe as Naga Labour Corps(1917-18) force during WWI. The Naga tribes from erstwhile Naga Hills District and NHTA who went to France were from different tribes. The experience served to awaken their consciousness as one people. Thus, when the colonial rulers were leaving, the enlightened Nagas reasserted their desire to remain as they were and not under any other sovereign power. This was reflected in their famous memorandum to the Simon Commission in 1929. This nationalism led to eventual formation of the Naga National Council(NNC) and it was only after 1949 when Phizo became the chairman and president, was the movement militarised due to the situation then. If Nehru was blamed for militarisation of the conflict, it was also he who acceded to demand for statehood by NPC and also provided a special status to Nagaland under Article 371A. However the conflict continued when NNC rejected statehood and condemned the signatories traitors. The church under Nagaland Baptist Church Council(NBCC), acted as catalyst for peace and initiated a truce between the undivided NNC/FGN and the government of India which came into effect on September 6,1964. Several rounds of negotiations were held between FGN ato kilonser(prime minister) Kughato Sukhai and prime minister Indira Gandhi. It was a golden opportunity for Nagas to obtain a better deal which Indira was not adverse but insisted that it should be within the Indian constitution. In effect Indira was willing to give anything under the Indian constitution while the FGN persisted with nothing under the Indian constitution. Talks were called off in 1967 and so it was back to square one. However, NNC split in 1968 and this trend continued through to 1975, 1980, 1990, 1988,2007,2011, 2015,2018 and 2020. Today, the government of India is negotiating with two groups comprising of nine factions. Unlike in 1964 when there was only one NNC/FGN today there are as many as nine groups. It may be said that the first solution came in 1963 even if it was not acceptable to all sections of society. In 1964 the first cease fire came into effect and also offered the first golden opportunity to resolve the Naga political issue as the government of India was more than willing to concede a higher status. In 1997 the second cease fire was signed and subsequently 23 years of negotiations have been held and it could well be the second and final solution if it takes place eventually. Unlike in 1964, the ball today is not in the centre’s court but in the people’s court. While unity means one goal, it is unfortunate that this is not reflected by a discord between the governor and chief minister; within a rainbow coalition Naga political groups and also between legislators. This has only provided potential nutrient for anti-thesis to the tenuous unanimity among a heterogeneous society

We are not quite prepared for the bumps and bruises that must come if we are going to be turned into the shape of the vision. We have seen what we are not, and what God wants us to be, but are we willing to be battered into the shape of the vision to be used by God? The beatings will always come in the most common, everyday ways and through common, everyday people. There are times when we do know what God’s purpose is; whether we will let the vision be turned into actual character depends on us, not on God. If we prefer to relax on the mountaintop and live in the memory of the vision, then we will be of no real use in the ordinary things of which human life is made. We have to learn to live in reliance upon what we saw in the vision, not simply live in ecstatic delight and conscious reflection upon God. This means living the realities of our lives in the light of the vision until the truth of the vision is actually realized in us. Every bit of our training is in that direction. Learn to thank God for making His demands known. Our little “I am” always sulks and pouts when God says do. Let your little “I am” be shriveled up in God’s wrath and indignation— “I AM WHO I AM…has sent me to you” (Exodus 3:14). He must dominate. Isn’t it piercing to realize that God not only knows where we live, but also knows the gutters into which we crawl! He will hunt us down as fast as a flash of lightning. No human being knows human beings as God does.

he new farm laws have pushed farmers in many states to hit roads. There is general perception that bills are not in the interest of farmers. Prime Minister Narendra Modi says that the opposition is misleading farmers and the opposition says the bills are “exploitative”. The farmers are apprehensive. They have stopped train services in Punjab, blocked highways in UP, protesting elsewhere and symbolically burnt a tractor in Delhi. They feel that they would be redundant as corporate takeover of their livelihood is imminent. The bills per se do not say that though these substantially may change the way farming is done in India. In the entire discussion both the government and opposition are silent on the aspect that the bills are virtually World Trade O r g a n i s a t i o n ( W TO ) Agreement on Agriculture (AoA), free trade on agriculture, compliant. The WTO views state support like subsidies in agriculture preventing integration of agriculture into the free market. The subsidies became a bone of contention between developing and

The developed countries accused the developing countries of severely subsidising through price supports (like India’s MSP) tariff regulations on exports and imports and protectionist policies. It does not suit western MNCs, who virtually monpolise the international farm trade. A month later Modi addressed the US-India Business Council meeting inviting the US companies to invest in India as agricultural reforms initiated would facilitate ease of business and the food processing industry is expected to worth a trillion dollars by 2025. The farmers need to see this connection. The bills do not speak

of continuance of the MSP though separately the government has said that it would continue. Any inclusion of price support mechanism could have been interpreted by WTO as subsidy and prevent the opening up of the farm sector to global players. The MSP as such has no legal backing. If gradually the APMC mandis are dismantled, a fear, farmers and other experts express, the MSP would virtually become ineffective. The AoA restricts limits of subsidies like support prices up to 5 percent for developed nations and 10 percent for developing nations. If a country like Shivaji India gives more, it is considered a violation. The countrymen may recall that a storm brewed at WTO over the Food Security Act in 2013.India was forced to negotiate to procure food grains for its own citizens and got a temporary truce at Bali. Nobody is discussing it. The Food Security Act entails an investment of Rs 30,000 crore to Rs 80,000 crore a year, sometime more as in post-covid19 situation it touched Rs 1.5 lakh crore. The WTO may consider such gen-

erousity as subsidy. In an era of sanctions, this can cause problems. The government is treading cautiously and opposition is helping by not diverting the attention from the issue like ‘threat to market’, market area, trade area in or outside mandis, “dispute resolution” and “market fee” of the first bill, now law. The gover nment’s contention that APMC mandis have not allowed equal treatment to all farmers is well taken. It is known that only 6 percent of the farmers could avail it. The last season as per data presented in Parliament, 1.24 crore paddy farmers and 44 lakh wheat farmSarkar ers got the M S P. T h e PM-Kisan scheme records 8.12 crore farmer families having up to 2 acre of land. Actual numbers are higher. But those not getting the highest MSP, 94 percent, also have the advantage of a floor to negotiate. The catch is elsewhere. The grey area is whether the centre can enact such laws. This is primarily a state subject. In a case between ITC Ltd and APMC 2002, the Supreme Court upheld the validity of several state

ear and Respected Naga Leaders of Civil Societies, Tribe Hohos, Women Associations & Unions, Churches, Forums and Student Bodies in Naga Homeland: Nagas have indeed come a long way from the time our forebears fiercely guarded and defended their village territories and ancestral domains to the hilt, leaving behind the seeds of freedom sowed with sweat and tears and nurtured by blood. Our generation is the first beneficiary of the sacrifices they made. We are also the 21st century inheritors of one of the most efficient and cohesive systems of self-government in human history: the traditional communitarian Naga village. And now we find ourselves in a critical moment and place for survival as a people. We have an urgent self-defining choice to make. The choice is urgent but simple. Do we have the courage and the wisdom to carry forward our rich Naga cultural inheritance by addressing and resolving the divisions among us? We are on the cusp of a history-making decision. No exaggeration. We sense we have come this close to either slipping into the deep historical precipice of lost peoples or uniting ourselves to build a bridge to the other side of the precipice for a bright collective future. Our prolonged lack of unity has brought us to the brink. And it troubles us deeply that this generation of Nagas, especially the leaders, seem determined to blindfold themselves with antagonistic posturing of all kinds to take us all down. After all our people have been through, we refuse to believe our leaders will choose that path, because we know it will slowly but certainly “disappear” the Nagas as a people from the face of the earth. We are not a numerous people. It won’t take much more than a prolonged period of mutual mistrust and fear, self-inflicted wounds, anxieties, insecurities, and mutual misgivings and indifference, all the things rampant in our society, to do that. There are moments in life when skepticism and doubt can disable a necessary and resolute wise action. This is no time for indecision and weakness. So we fervently call upon the social and patriotic conscience of Naga leaders today. If our formally uneducated forebears could develop and administer an orderly and sophisticated system of self-government that stood united against foreign aggressors, why can’t Naga leaders in the 21st century, after a lifetime of sacrifice for the Naga cause, agree among themselves that Nagas are a people who have the right to self-determination and who

belong together in an undivided homeland? And why can’t they take that united non-negotiable demand to the talks with the Government of India? We the Naga people cannot understand how any responsible Naga group can oppose such a basic principle or object to signing on to so universally accepted a human right as that. We believe the time for selfimposed stalemate is over. The survival of the Nagas is at stake. We are on the brink of a precipice. The entrenched culture of Naga divisions is killing us, because it is fed by alignments along sectarian NPGs, political parties, and their respective CSOs, each claiming a greater legitimacy based on mutually exclusive reasoning or rewriting of the history of the freedom struggle its way. We wonder what kind of society we are creating for ourselves and our children and grandchildren with every national group and political party self-righteously marching under the banner that reads, “My way or no way,” and expects the people to march under its flag. We are convinced that in a deeply fragmented society like ours, the starting point for any meaningful dialogue and understanding begins with the recognition that we cannot antagonize and influence each other positively at the same time. As joint stakeholders, Nagas of all

groups must enter into relationships with honest intention for the common good of the society, making our political intent clear and campaigning for it, but not as enemies. The Naga cause is noble and should not be degraded to the level of inter-group rivalries for sectarian interests. We have serious nation-building to do beyond unending nationalism and partisan politics. We must unite behind the urgent work of Naga nation-building. It is time to move away from armed struggle and political rhetoric to the task of uplifting our people’s daily lives in a planned, systematic, and sustained manner. We believe in your leadership, collectively and as individuals. We know each of you has earned your position of leadership in our society in your own right, and you are exemplars of lives lived with conviction and commitment to causes greater than yourselves, for which you have our admiration and gratitude. We would like to end by humbly reminding you that unprecedented crises call for unprecedented leadership. And we are confident you will meet the unprecedented challenge facing the Naga people now. Since the pandemic lockdown and unlock, the most affected have been the business sector, daily wage earners and students. While the economy of the nation and the state in particular hit a devastating low, it has somehow managed to revive at a slow growth rate. On the other hand, students are in a dilemma and everyday one reads about demand for postponing exams etc. Student bodies have also been requesting the concerned authorities for consideration towards the safety of students. Demand for postponement of exams has been necessitated due to the pandemic virus which is still spreading and many students also come from far flung places. Education has been kept on hold for several months and it is not something that is good for students as some want to resume their academic activities. However, the health safety of students and the general public is far more important if one must fight the pandemic together. Leaving aside the loss of classroom learning, the teachers and students have compensated by online classes. Unfortunately, many students from economically weaker sections and those leaving in remote areas have lost out even on this front. LJP walks out of NDA in Bihar

Targets Nitish and bats for BJP-led govt in state NEW DELHI, OCT 4 (PTI): The Lok Janshakti Party (LJP) on Sunday walked out of the ruling National Democratic Alliance in Bihar ahead of the state assembly polls, as it attacked Chief Minister Nitish Kumar and announced that it would fight JD(U) candidates in the elections. While making its resentment with the JD(U) president Kumar clear, the LJP also went to great lengths to highlight its strong ties with the BJP, asserting in a statement that it wants the saffron party to head the future government in the state and its MLAs will work towards this goal. LJP president Chirag Paswan chaired the party’s parliamentary board meeting in which a decision was taken to not fight the assembly election, which begins from October 28 in three phases, under Kumar’s leadership of the NDA in the state. The BJP, which heads the NDA, has already announced that the alliance will fight the polls under Kumar’s leadership, and he will be chief minister again if people vote it back to

NEW DELHI, OCT 4 (IANS): In view of the ongoing coronavirus pandemic, all schools in Delhi will remain closed till October 31, Deputy Chief Minister Manish Sisodia announced on Sunday. According to the new guidelines released by the Centre, the state governments could open schools from October 15. However, it was up to the state governments concerned to take the final call. The Delhi government had on September 18 ordered all schools in the city

to stay shut until October 5, and has now extended the closure to the end of October. “The decision to close the schools in Delhi will continue. I have instructed to shut all schools till October 31. The order for the same will be released soon,” Sisodia, who also holds the Education portfolio, said. Chief Minister Arvind Kejriwal said: “As a parent, I understand the seriousness of the situation. At this time, it would not be appropriate to take any risk regarding the health of children.”

The BJP’s relations with the regional party have remained cordial, and the LJP has maintained that it will not contest against candidates of the saffron party. The LJP also said that it has no “bitterness” with the BJP and has often lauded Prime Minister Narendra Modi’s leadership. However, the LJP’s decision has thrown open new possibilities in the Bihar polls as the party may end up damaging the JD(U)’s prospects at several seats. The opposition alliance of the RJD, Congress and the Left may receive a boost with the development. The LJP meeting also passed a resolution in favour of an alliance with the BJP,

and said its MLAs will work to strengthen the hand of Prime Minister Narendra Modi. The party said it was keen to execute the “Bihar first Bihari first” vision documents it had prepared following interactions with lakhs of people from the state but an agreement on this could not be reached in the alliance. “We have a strong alliance with the BJP in Lok Sabha,” it added. The LJP has said that it will contest on 143 seats in the election to the 243-seat assembly. The ties between the JD(U) and the LJP had long been worsening over a number of issues. The JD(U) was also not keen to part with as many seats as the LJP believed was its due in the assembly polls, and Chirag Paswan’s constant attack on the Nitish Kumar government in the state soured their ties. The JD(U) had refused to engage in any talks with the LJP, saying that Paswan’s party’s alliance was with the BJP and not with it.

Though the BJP was more accommodative of the LJP’s concerns, sources in the regional party said, but the JD(U) believed that it overestimated its strength. The LJP primarily draws its vote bank in the state from a section of Dalits and also has several ‘upper’ caste leaders in its ranks who command influence in certain pockets. Chirag Paswan had met BJP president J P Nadda a few times of late and also spoke to senior BJP leader and Home Minister Amit Shah over the alliance issues. The Bihar assembly polls will be held in three phases on October 28, November 3 and November 7, and the counting of votes will take place on November 10. The nomination process for the first phase, under which 71 of the total 243 seats will go to polls, began from October 1 and will end on October 8. In 2015, the LJP had contested 42 seats and won two. The JD(U) was then part of the opposition alliance which decisively defeated the NDA.

The railway minister also said that work way underway to set up an infrastructure for generating 20,000 megawatt of renewable energy, which will provide power for running the entire network. “By 2023, the Indian Railways will be the world’s largest 100 per cent electrified rail transport system,” the Railway Minister Piyush Goyal said at the inauguration of an underground station of the citys East-West Metro corridor. He contended that “no other part of the world, not even the most-developed country”, has launched such an ambitious project. Goyal inaugurates Phoolbagan Station of East West Metro corridor

Railway Minister Piyush Goyal on Sunday virtually inaugurated the Phoolbagan Station of Kolkata’s East West Metro corridor, describing the extension of the line from Salt Lake Stadium as a Durga Puja gift for the people of the metropolis. Goyal also flagged off the first train from the new station to Salt Lake Sector-V, and said the entire stretch of the corridor is likely to be completed by December 2021. “I am told that by the end of next year, the entire East West Corridor project of 16.55 km (between Sector-V and Howrah Maidan) is expected to be completed; hopefully with no further hiccups coming up due to the Covid pandemic,” he said while inaugurating the extension of the line till Phoolbagan Station through the virtual mode. Goyal said the project, which has suffered delays owing to several issues, has been fast-tracked since 2015 because of the personal intervention and monitoring by Prime Minister Narendra Modi. The start of Metro services at Phoolbagan Station is a “Durga Puja gift by the Railways for Kolkatans”, the minister said. “The estimates are that this line (East West Metro corridor) will be used by nearly 10 lakh people by 2035. That itself will be a huge service to the people of Kolkata,” he said.

They were identified as Makhan Singh Gill alias Amli and Davinder Singh alias Happy, both residents of Noorpur Jattan village in Hoshiarpur, Punjab Director General of Police Dinkar Gupta said. Police have seized two sophisticated arms and ammunition, including one MP5 sub-machine gun (with

two magazines and 30 live rounds) and one 9mm pistol (with two magazines and 30 live rounds), besides a white colour car, four mobile phones and an internet dongle from their possession, Gupta said in a statement. The DGP said based on inputs about the disruptive designs of certain proKhalistan elements, who had plans to disturb peace and communal harmony in the state by launching terror attacks, security forces had launched a major drive in the state to conduct raids and check the movement and whereabouts of mem-

GURUGRAM, OCT 4 (IANS): In a shocking incident, a 25-year-old woman who hails from West Bengal, was allegedly gang-raped and brutally thrashed by four men when she resisted them in a property dealer’s office in the city’s DLF phase-2. The accused, who were in an inebriated state, had smashed the woman’s head in the incident late on Saturday night. A security guard informed a police patrolling vehicle which was just 100 meters from the incident spot. The police team rushed the victim to a hospital and later arrested all four culprits from different parts of Gurugram. The woman’s condition is said to be out of danger, the police said on Sunday. The arrested accused have been identified as Ranjan (23), Pawan (24), Pankaj (26) and Gobind (20). All of them live in Chakkarpur village. Ranjan is an office boy at the property dealer’s office and all the others are delivery boys with Swiggy and Zomato. The woman was allegedly picked up by Ranjan from the Sikanderpur metro station for paid sex with two men around 1:30 am. Ranjan accompanied the victim and walked her to the property dealer’s office in DLF phase-2 where he worked. The other three accused were already waiting there and they asked her to have sex with all of them. She resisted the offer and tried to leave the spot. The men then brutally thrashed and gang-raped her in turn. Her head was smashed against a wall leaving her bleeding profusely following which the accused fled the spot.

Egypt unveils 59 unearthed ancient coffins

gyptian authorities have unveiled a collection of 59 intact and sealed 26th Dynasty coffins, which were recently unearthed by an archaeological mission at the Saqqara Necropolis. On Saturday, the collection was unveiled in the presence of 60 ambassadors and international media representatives, the Al Ahram online newspa-

DUBAI, OCT 4 (IANS): Shane Watson (83 not out) and Faf du Plessis (87 not out) brought Chennai Super Kings (CSK) back to winning ways in emphatic fashion on Sunday at the Dubai International Cricket Stadium. The pair put an unbeaten 181-run opening partnership to take their

team to a 10-wicket victory over Kings XI Punjab (KXIP). The pair chased down the target of 179 with more than two overs to spare. This is the second highest target a team has managed to chased down without losing a wicket. It is also only the second time that CSK have

Mumbai Indians (MI) on Sunday coasted to a 34-run win over SunRisers Hyderabad (SRH) at the Sharjah Cricket Stadium. Chasing a target of 209, SRH were limited to 174/7 by MI’s bowling lineup. This is the first time this season that a team has not been able to score more than 200 runs in Sharjah. SRH kept losing wickets but captain David Warner kept them in the chase for much of the innings. Their pace fell off however after Trent Boult dismissed his New Zealand captain Kane Williamson in the 13th over. Warner soon fell on 60 off 44 balls in the 16th over by which time the required run rate had gone beyond 16 an over
