DIMAPUR, OCT 3 (NPN): Against the backdrop of apprehensions of influx of Rohingyas to various parts of the North East including Nagaland, Central Nagaland Tribes Council (CNTC) has sounded a wakeup call on the state government by expressing grave concern over the latter’s ‘apathetic attitude’ in not enforcing measures to prevent rampant inflow of illegal immigrants to Nagaland. Petrol, diesel to cost less NEW DELHI, OCT 3 (PTI): Bowing to public pressure, Centre on Tuesday cut excise duty on petrol and diesel by Rs 2 per litre each to moderate the relentless rise in fuel prices witnessed for the last three months. Petrol and diesel will cost Rs 2 a litre less from Wednesday after the first excise duty cut by the Modi government comes into effect. The excise duty cut would cost the government Rs 26,000 crore in annual revenue and about Rs 13,000 crore during the remaining part of the current fiscal year that ends on March 31, 2018, an official statement announcing the reduction said. The government had between November 2014 and January 2016 raised excise duty on petrol and diesel on nine occasions to take away gains arising from plummeting global oil prices.

questioned the chief minister and legislators for remaining mute (to the recent increasing influx of illegal immigrants) which has reached menacing proportions, despite clear cut directive from the union Home ministry to deport all illegal immigrants. While other states were apprehensive about the influx issue, CNTC said it was bewildered by the “deafening silence and the inaction” of the elected representatives. It wondered whether the MLAs were even aware of these things and how risky and vulnerable the local population has become now.

CNTC buttressed its concern on recent reports of Rohingyas who have reportedly infiltrated into Dimapur and Kohima. It questioned the state home minister in particular as to what steps and directives had he taken on the refugees entering the state? CNTC said while other states had already stepped up vigil along the borders, with all security agencies put on high alert, Nagaland government was “still insensitive and indifferent on such a serious issue.” Taking serious note of the recent spate of crimes by immigrants across the state, CNTC appealed to all tribal hohos and organisations of Nagaland against remaining mute spectators anymore. It also urged all to “join hands in curbing this danger as time was already running out for us.” Further CNTC added that the fight was “for our children and their future”. Meanwhile, CNTC has extended its support to Western Sumi Hoho’s demand to install the InnerLine Permit (ILP) checkgate at its earlier original place.

Illegal immigrants can’t claim fundamental rights: Govt to SC

Central government on Tuesday, in its fresh response to the PIL filed by two Rohingya refugees challenging their deportation to Myanmar, categorically told the Supreme Court that illegal immigrants cannot claim fundamental rights which are otherwise available even to non-citizens. “Considering the very nature of such a decision which are to be taken on a case-to-case basis, there cannot be any comparison or claim of discrimination based upon some earlier decision taken with respect to one set of illegal immigrants vis-à-vis another set of illegal immigrants,” stated the Ministry of Home Affairs (MHA) in its affidavit.

The MHA was responding to a contention raised by some of the Rohingya petitioners in SC that the Indian government, by a notification in September 2015, allowed illegal immigrants from Pakistan and Bangladesh to stay in India without valid travel documents after they fled their countries due to fear of religious persecution. The petitioners called it discriminatory that the government was not extending the same relief to Rohingyas who also had to flee Myanmar due to persecution. But the Centre shot down this argument, stating that these administrative decisions are taken on a case-to-case basis and that there cannot be any claims based on parity.

Chumu ‘public rally’ against influx of IBIs

Tribal Union Chumukedima Town (TUCT) on Tuesday announced that it would be holding a public rally to create mass awareness on the menace of “random influx of Illegal Bangladeshi Immigrants (IBIs)” on October 5 at 9 a.m. at Saturday Weekly Market, Chumukedima. In a press release, TUCT president, Lhousito Khro, stated that random influx of IBIs was “chocking our economy and threatening the peaceful coexistence of our people in everyday life.”

Money laundering case: Vijay Mallya arrested but gets bail LONDON/ NEW DELHI, OCT 3 (AGENCIES): Beleaguered liquor baron Vijay Mallya who was arrested in London on Tuesday in a money laundering case filed by the Enforcement Directorate, before being released on bail by Westminster Magistrates’ Court. The 61-year-old flamboyant businessman, already out on bail on an extradition warrant executed by the Metropolitan Police earlier in 2017, was released on the same bail conditions as before to appear for his trial on December 4. Speaking to PTI outside the court room, Mallya said that has “done nothing wrong” and described the allegations against him as “fabricated”. “I deny all allegations that have been made and I will continue to deny them,” he said. “I have not eluded any court. If it is my lawful duty to be here, I’m happy to be here,” he said, adding, “I’ve given enough evidence to prove my case.” The judge, Chief Magistrate Emma Louise Arbuthnot, said that Mallya has been freed on the “same bail conditions as before”

E a r l i e r, t h e U K ’s Crown Prosecution Service (CPS), which is arguing the case against Mallya on behalf of the Indian government, had confirmed the arrest. “Vijay Mallya has been arrested on money laundering charges and will be appearing in court today,” a CPS spokesperson said. Sources in New Delhi said the arrest was pursuant to the extradition request made by the Indian government based on money laundering charges against Mallya. The case is being probed by the ED and the central probe agency has already filed a charge sheet against him and others in a

Mumbai court. Arbuthnot has been hearing Mallya’s extradition case at Westminster Magistrates’ Court on his previous arrest warrant executed by Scotland Yard in April. He had been arrested by Scotland Yard on an extradition warrant on behalf of the Indian authorities on April 18. He had attended a central London police station for his arrest and was released on conditional bail a few hours later after providing a bail bond worth 650,000 pounds, assuring the court of abiding by all conditions associated with extradition proceedings, such as the surrender of his passport and a ban on him possessing any travel documents. Mallya’s trial in that case is scheduled for two weeks, starting December 4. The embattled businessman, who has been based in the UK since he fled India in March in 2016, is wanted in India for his erstwhile Kingfisher Airlines’ default on loans worth nearly Rs 9,000 crore. It remains to be seen if both cases will be clubbed together, which may lead to a delay in the trial date.

DIMAPUR, OCT 3 (NPN): Apex Sumi women organisation, the Sumi Totimi Hoho (STH), along with Western Sumi Totimi Hoho (WSTH) and Sumi Aphuyemi Kiphimi Kuqhakulu (SAKK) have strongly condemned the rape of a 60-year-old woman at Mishilimi village under Pughoboto on September 6 last by a migrant worker indentified as one Mutibur Rahman, son of Abdur Rahman of Karimganj district, Assam. In a press release, SAKK president, Khekuto V Achumi, and general secretary, Inushe Assumi, appealed to the responsible authorities and law enforcing agency to award befitting and exemplary punishment to the accused in order to avert recurrence of such crimes. Further, SAKK also strongly affirmed to extend support to the three-point resolution passed by the All Sumi Students’ Union (SKK) to flush out illegal immigrants from Zunheboto district jurisdiction.

DIMAPUR, OCT 3 (NPN): Nagaland State Mineral Development Corporation Ltd. (NSMDC) has issued a clarification to the statement issued by Nagaland Public Rights Awareness and Action Forum (NPRAAF) over alleged Double Drawal Authority for construction of RCC bridge across Tizu river in Nimi-Laluri Mineral Link Road under Geology & Mining department In a press note, NSMDC managing director (MD), T. Longri Ao clarified that the project for construction of Mineral link Roads and Bridges in the ZipuMoke (9 Km), Wazeho-Satuza (8 Km) and Nimi-Laluri (20 Km) sectors was executed by NSMDC “having requisite technical manpower and on appointment as the Implementing Agency for the project under NLCPR vide notification No.PLN/ NLCPR/GM-8/2006 dated 30th June 2008.”

The MD also stated that the construction of bridges in the allotted sectors included bridges over Chizuti river (24 m span) and Tizu river (100 m span) at an estimated cost of Rs. 20.54 crore. The cost of Tizu bridge was subsequently revised and the total cost for bridges enhanced to Rs. 41.26 crore, the MD said. Accordingly, he said the sanctioned fund for the bridges, as per the approved estimated cost of Rs. 20.54 crore, was released in three phases and the balance amount of Rs. 20.72 crore, from the approved revised cost of Rs. 41.26 crore, was further released in two phases: 1st Phase- Rs. 10.09 crore released on January 13, 2017 under State Plan (Additional Fund) during 2016-17 and 2nd phase- Rs. 10.63 crore released on May 1, 2017 under State Plan (RE) during 2017-18.

Govt launches special course to train teachers NEW DELHI, OCT 3 (IANS): The Human Resource Development (HRD) Ministry on Tuesday launched a diploma course in Elementary Education to train teachers across the country for teaching students up to Class 8. The Ministry intends to train all such teachers with minimum qualifications by 2019, as per the amended Right of Children to Free and Compulsory Education (Amendment) Act, 2017. The online or distance learning course, having a duration of one year and six months, has been designed with the help of National Institute of Open Learning (NIOS) and so far about 15,00,000 teachers from both private and government schools have registered for it, said NIOS Chairman Chandra Bhushan Sharma at

the launch here. The lectures for the course have been uploaded on the “Swayam” platform -- a repository of Massive Open Online Courses -- of the Ministry and will also be telecast on Doordarshan’s education channels. A mobile app was also launched on the occasion through which teachers can get access to the lectures. This would be the last time that the teachers were being given this chance to become certified teachers and no extension would be given beyond March 31, 2019, when the course gets over, HRD Minister Prakash Javadekar said at the event. In the aftermath of Sarva Shiksha Abhiyaan, a great number of teachers -- many of them with only school level educa-

tion -- were hired to fulfil the shortage and expand the education base in the country. According to the RTE Act, 2010, all 11 lakh such teachers present then were to be trained by 2015. “But we saw that in six years’ time from the passing of the Act we were able to train only four lakh teachers... Then we brought the amendment which was passed with unanimity in both the Houses. We had argued in the Parliament then that it is children’s right to be taught by trained teachers,” Javadekar said. About 2,82,000 teachers have registered for the course from Bihar -- the highest -- while West Bengal has recorded registration by about 1.3 lakh teachers. Assam, Uttar Pradesh, and Madhya

Pradesh combined accounted for one lakh registrations. “This is the largest such training registration drive ever in the world,” the Minister added. The fees for the course if Rs 6,000 and around 12,80,000 teachers have paid it so far. There will be a total of 1,080 lectures during the course with three conducted everyday. The Minister said the lectures will be given in two languages, while the text and the subtitles will be in 10 languages. The eligibility for admission, the Chairman of NIOS said, was 50 per cent in Class 12. “But those who fell short of 50 per cent can give an exam with us and if they score 50 per cent or above they will be eligible for the admission in course,” he said.

Meanwhile, the MD clarified that the name of the road appearing as “MiniLaluri Link Road” in the 1st Drawal Authority and NimiLaluri Link Road in the 2nd Drawal Authority” s an inadvertent clerical error.” Reiterating that the name of the sector was “Nimi-Laluri Mineral Link Road”, MD informed that the payment as released in the 1st and 2nd D.A was paid in full to the appointed contractor, “Viu Angami, Class-I Government Registered contractor.” It may be mentioned that the Geology & Mining (G&M) department on October 2, 2017 had clarified that it had nothing to do with the sanction/ drawal and implementation of the work for construction of road/bridge, saying the G&M department and Nagaland State Mineral Corporation (NSMDC) “unfortunately” have the same demand No.54.

DIMAPUR, OCT 3 (NPN): Making a strong pitch for an effective anticorruption body (Lokayukta) in the state, ACAUT has raised several concerns on the powers and function of the Lokayukta. The issues were discussed during its meeting with the Standing Committee on the formation of Lokayukta on September 26, chaired by parliamentary secretary for Housing, Er. Levi Rengma. ACAUT pointed out that in order to allow Lokayukta to have teeth and be effective in tackling the systemic and pervasive corruption, it was imperative to have an investigative wing, prosecution wing and to have the provision for Lokayukta to take up cases suo motu. ACAUT also made it clear that the Lokayukta cannot be accepted unless the prior sanction of the appropriate authority clause

was removed. Thus raising these concerns, ACAUT said the sub-committee for drafting of the Lokayukta has decided to hold the next meeting on October 7. Meanwhile, ACAUT said it would be drafting the points of Lokayukta to be submitted to the drafting sub-committee. U n t i l s u c h t i m e, ACAUT said it had decided to put on hold the public resolution for “All Nagaland agitation.” While asserting that ACAUT was all out working with sense of urgency for implementation of the Lokayukta Bill at the earliest, it reminded the state government not to play dilly-delaying tactics in the implementation of the Lokayukta. In addition, ACAUT also reminded the state government to immediately terminate those backdoor appointments made post June 6, 2016.

TCLPeF lauds GoI for NCSA begins 3-day inviting NNPGs for talks mass casual leave DIMAPUR, OCT 3 (NPN): Expressing delight at the formal invitation extended to the NNPGs by the Government of India (GoI), the Tirap-Changlang and Longding People’s Forum (TCLPeF) has thanked and appreciated the interlocutor, RN Ravi, for taking such a bold step. In a press release, TCLPeF president, N Changmi, said that it was “as demanded by us during our interaction” at Chumukedima on July 7, 2017 and also by many other civil society organisations to involve all the stakeholders. It maintained that engaging in formal talks with the NNPGs was a big leap towards a lasting and peaceful solution. Further, welcoming the move of the government of India, the forum stated that it was encouraged to see the step taken. “With this, the government of India has once again displayed the seriousness and maturity in understanding the long pending Indo-Naga political issue to arrive at a logical conclusion,” TCLPeF stated. Meanwhile, the forum expressed hope both the government of India and the NNPGs would be able to hammer out an acceptable and honourable solution and would fulfil the long cherished desire and aspiration of the people at the earliest.

KOHIMA, OCT 3 (NPN): As announced last month, the Nagaland Civil Services Association (NCSA) on Tuesday began a three-day mass casual leave to press their demand related to service. NCSA president, Kevin K Zehol, told this correspondent that the mass casual leave protest would continue till October 5. He, however, said that the protest could be called off if the state government fulfilled their demand. Zehol said around 200 NCS officers out of 283 members from various districts of the state converged at Kohima on Tuesday and held consultative meeting. He said NCSA officials also met the state chief secretary. Further, he said that the mass casual leave was part of get-together of the association to discuss the issues related to the service of the association. NCSA president, however, refused to disclose the charter of demand of the association, adding that it would be informed in due course of time. Admitting that the mass casual leave would affect the smooth functioning of the administration in the state, the NCSA president has appealed to the public to bear with the inconveniences. K Y M C

Sep 18 rape & murder: KVCC expels accused, family members DIMAPUR: In connection with the September 18 rape and murder case, the Khekiye Village Council Court (KVCC) through an order expelled the accused along with his entire family. In a press note, Khekiye Village Council (KVC) chairman, Hukheto Murru stated that the decision was made after the general public meeting held on September 23, following the Sumi public rally held on September 20 under the aegis of Sumi Totimi Hoho and Sumi Hoho. In this regard, a three-point resolution was adopted wherein Murru said the accused, “Samuel (H/ no. 76A SL NO. 457) and his entire family have been expelled with immediate effect on September 20, 2017 from the fold and count of his village” including his father “Satovi (H/no. 76B, SL NO. 462)”. It also said that “all immovable, movable and

house hold paraphernalia have also been seized with immediate effect and shall not be claimed.” Further, it warned that anyone who opposes the order shall be counted as conniving with the criminal and the person responsible would be forwarded to the Sumi apex bodies for befitting action. Terming the unfortunate incident as “rarest case” and being the first incident in the village record, KVC said such action was beyond human limit. Meanwhile, the bereaved family and the village authorities have expressed g ratitude to Aghunato administration, OC and his personnel, Zunheboto SDPO and women police for their prompt action. KVC also appealed to the SH and STH presidents and all associated bodies to consider this as an indelible public action for the future.

Sumi Hoho on Sumi nomenclature

DIMAPUR: In view of “some confusions” that had arose due to change of nomenclature Sumi from Sema, Sumi Hoho has informed that the notification of Government of Nagaland, Home Department dated September 30, 1995 has notified that “Sumi” shall replace “Sema” with immediate effect. In a press release, Sumi Hoho vice president, Y.Vihoshe Muru, has informed that the government notification had informed that “henceforth, all name SUMI shall be used in all official and non official correspondences”. Accordingly, Sumi Hoho has requested government agencies, banks and all concerned to accept Sumi as the official nomenclature of Sumi tribe.

In the meeting at the conference hall of DC Kohima, Soundararajan informed the parties about the different stages of revision of electoral roll for of the electors of Kohima district. The DC has also called upon all to do the needful at the earliest and also advised all responsible persons to make the clean and realistic electoral rolls. on January 5, 2018. Assistant Electoral Registration Officer, R. ToshimerenAier, informed that the qualifying date for the preparation of Electoral Roll would be on January 1, 2018. He informed the electors of the 8-Western Angami, 9-Kohima Town, 10 Northern Angami-1, 11 Northern Angami-II, 12 Tseminyu, 14 Southern Angami-I, and 15 Southern Angami -II Assembly Constituencies that the Electoral Roll has been prepared in accordance with the Registration of Electors Rules, 1960, and that a copy was also made available at the DC Office for the online registration. In case of inclusion of names in the Electoral Roll or any objection to the particulars in any entry to lodge the same, he said the same could be done before October 31, 2017 either to the office or the Booth Level Officer or sent the same via post to the office of the Assistant Electoral Registration Office. He further sought the cooperation and support of the various political parties and BLOs to work towards making clean election a

reality for the general election, 2018. BJP and INC parties participated in the programme and collected the electoral rolls.

He informed that for any inclusion or correction in the electoral roll, the same should be lodged from October 3- 31, 2017. ADC, Mon, Shanavas C handed over the electoral roll to NPF, BJP and INC. Air Force upgrading Mishra sworn in as Arunachal Gov Indian infra in eastern theatre

Mishra was on Tuesday sworn in as Governor of Arunachal Pradesh by Gauhati High Court Chief Justice Ajit Singh at the Raj Bhavan here. Deputy Chief Minister Chowna Mein, Union Minister of State (Home) Kiren Rijiju, Assembly Speaker T.N. Thongdok, the council of ministers, members of the state assembly, Chief Secretary Shakuntala Gamlin, government, army and para-military officials were present when Mishra was administered the oath of office.

Mishra a war veteran, who served the Indian Army in three major wars in 1962, 1965 and 1971, took charge as full-fledged Governor of the state. He took over from Nagaland Governor Padmanabha Balakrishna Acharya, who was holding additional charge of Arunachal Pradesh after V. Shanmuganathan, who was then holding additional charge of the state, resigned on January 26 following charges of inappropriate behaviour against him. Shanmuganathan’s resignation came after nearly 100 employees of

the Raj Bhavan in Shillong had sent a five-page letter to the Prime Minister’s Office and Rashtrapati Bhavan, demanding recall of the Governor for what they alleged was “turning the Raj Bhavan into a Young Ladies Club”. The swearing-in ceremony was followed by State Guard of Honour presented by Arunachal Pradesh Police at Raj Bhavan. Earlier, on his arrival at Itanagar, a state reception was accorded to Mishra at Raj Bhavan helipad. A Guard of Honour by Arunachal Pradesh Police was presented to the

Governor-designate. Mishra retired from the Indian Army on July 31, 1995 as Brigadier, after a 34-year career. Mishra was the Commander of NSG (Black Cat Commandos) Counter Hijack Task Force that successfully rescued all 124 passengers and crew members of a hijacked Indian Airlines flight that was forced to land at the Raja Sansi Airfield in Amritsar in 1993. Mishra also fought in the 1962 war against China and the 1971 war against Pakistan. He also played an instrumental role in tackling the Naga insurgency movement in 1963-1964 in Nagaland. He fought against the militant group LTTE, as the Leading Brigade Commander of the Indian Peace Keeping Force in Jaffna in 1987-88. Mishra, who holds an MA from Allahabad University, an M.Sc from Madras University and a Ph.D from Jiwaji University, Gwalior, also taught at the College of Combat at MHOW Cantonment and at Defence Services Staff College at Wellington Cantonment.

SC to hear Rohingya refugees’ plea on Oct 13

New Delhi, Oct 3 (IANS): The Supreme Court on Tuesday said that it will examine all the issues involved in the moves to deport Rohingya refugees back to Myanmar as it urged the rival parties to address the issue on the strength of law shunning emotional arguments. “No emotional arguments. Go by law and human values and mutual respect,” said the bench of Chief Justice Dipak Misra, Justice A.M.Khanwilkar and Justice D.Y.Chandrachud as amicus curiae Fali Nariuman assailed the government stand on deporting about 40,000 Rohingya refugees who have fled Myanmar to escapee persecution. Urging both Nariman and Additional Solicitor General Tushar Mehta to address the court on law and human values, the bench said that “we will deal with it including parameters, boundaries and contours of the decision, and the jurisdiction of the top court” to entertain the plea by two Rohingya refugees opposing moves to turn them back to Myanmar. The court said that it should be “very slow in abdicating its jurisdiction”. “I for one believed that court’s should be very slow in abdicating its jurisdic-

tion,” said the Chief Justice. The observation from the bench assumes significance as the Central government on Tuesday once again reiterated its stand that the court should keep off from Rohingya issue as it concerned the matter falling within the domain of the executive. Stating that the issue was not justiceable, Mehta told the bench that the parameters within which executive decisions are taken include diplomatic considerations, whether country can sustain the burden of such a large number of refugees, law and order situation in the state where they settle, and other factors including drain on country’s resources. Mocking the government’s stand that the issued fell within the executive domain and court should not interfere as it was not justiceable, Nariman said that Article 14 (equality before law) and 21 (right to life) was available to all. “Our constitution is not based on groups rights but on individual rights. It is both for the citizens and non-citizens,” he said. Even as the government tried to link the moves to deport Rohingyas with some of them having links with terror outfits in Pakistan and Bangladesh, the

court asked whether the government had an obligation to protect Rohingya children, women and sick who are suffering. The Central government is describing Rohingyas as illegal immigrants and refusing to treat them as refugees. A Rohingya petitioner had on September 23 told the top court that they were not illegal immigrants but refugees who fled Myanmar and came to India for shelter in wake of their persecution on the grounds of their religion and community identity and were entitled to all protection under the international conventions on refugees and treaties. Addressing the court, Nariman assailed the government’s August 8 communication to all the states and union territories asking them identify and deport Rohingyas. Citing international declarations and conventions to which India is signatory, he wondered whether the August 8 communication over-rides the county’s general policy on refugees which lays down the standard operating procedures that needs to be followed by the agencies in dealing with the people who claim to be refugees. The next hearing is on October 13.

Honeypreet in custody of Haryana police NEW DELHI, OCT 3 (Agencies): After being on the run for over a month, Honeypreet Insan, the “adopted daughter” of jailed Dera Sacha Sauda sect chief Gurmeet Ram Rahim Singh, walked into the Mohali police station and was taken into custody by Haryana police. Honeypreet alias Priyanka Taneja, went into hiding soon after large-scale violence broke out in different parts of Haryana, Punjab and Delhi on August 25 following Ram Rahim’s conviction in two rape cases. She and other top Dera members were booked for inciting violence. “We have taken her into custody,’’ said Panchkula DCP Manbir Singh. Talking to reporters at Panchkula, Police Commissioner AS Chawla said, “She has been taken into custody by SIT in-charge (Mukesh Kumar) from Zirakpur-Patiala road in Punjab. She is being brought to Panchkula for questioning in connection with the incidents of violence”. “Her role in the violence (after Ram Rahim’s conviction on August 25) will be probed ... who provided her shelter or support during her run from police will also be produced. She will be produced before a court (in Panchkula) tomorrow and we will seek her police remand,” Chawla said.

Shah announces ‘padyatra’ against ‘CPM violence’ Payyanur (Kerala), Oct 3 (PTI): BJP chief Amit Shah Tuesday announced a ‘padyatra’ in all state capitals against CPI(M)’s alleged targeting of his party workers and questioned Kerala Chief Minister Pinarayi Vijayan over the political violence in the state. Inaugurating the ‘Janraksha Yatra’ led by Kerala BJP president Kummanam Rajasekharan here in the north Kerala town, Shah also questioned the silence of human rights activists on the issue of “political violence” allegedly unleashed by CPI (M) workers against the BJP and RSS workers in the Left-ruled state. “More than 84 BJP and RSS workers have been killed in the district alone and I want to ask Pinarayi Vijayan...Who has killed them in the state? If he does not have answers, then I am saying Chief Minister Vijayan is responsible for the killings,” Shah said. Shah, who met the family members of RSS-BJP

workers killed in the political violence in the state, said 11 crore BJP workers were with them to carry forward the mission they had undertaken to build a better society. He also announced the ‘padyatra’ campaign against political killings in Kerala in all state capitals from tomorrow till Rajasekharan concludes his 15-day ‘padyatra’ in Thiruvananthapuram. “From Kashmir to Kanyakumari and Gujarat to Assam, BJP workers will take out padyatra in every state capital to protest against the Marxist violence. The BJP workers will take out protest march towards CPI(M) office in New Delhi and sit in Dharna there”, he said. The BJP chief said

State Director General of Police S P Vaid said the three terrorists who had sneaked into the BSF camp had been “neutralised”. “We are carrying out search operations inside the premises to rule out the possibility of planting of explosives,” he said. Officials in the know of developments said there was prior intelligence that a Jaish-e-Muhammed operative identified as ‘Noora Trali’ had brought in a suicide squad into the city. New Delhi, Oct 3 (PTI): Top army commanders will deliberate extensively on the Dokalam standoff and security challenges along the borders with China and Pakistan at a six-day conference beginning October 9. The commanders will also carry out a review of the evolving security architecture in the region and ways to bolster the Army’s operational preparedness to effectively deal with any possible challenge, official sources said. They said the top commanders are also likely to analyse the security situation in Jammu and Kashmir with a focus on

bolstering counter-terror operations. The sources said there will be in-depth discussions on the 73-day face-off between Indian and Chinese troops in Dokalam and the current situation in the nearly 4,000-km-long border with China. The standoff began on June 16 after the Indian side stopped the construction of a road by the Chinese Army on June 16 in Dokalam. On August 28, India’s External Affairs Ministry announced that both sides have decided on “expeditious disengagement” of their border troops from the disputed area. Days after the face-off

ended, Army Chief Bipin Rawat had said China has started “flexing its muscles” and warned that the situation in India’s northern border could snowball into a larger conflict. The sources said the top commanders are also likely to discuss the security situation in Jammu and Kashmir. The conference will be addressed by Defence Minister Nirmala Sitharaman. New Delhi, Oct 3 (Agencies): A tourism booklet released by the Uttar Pradesh government has stirred controversy as it has no mention of the iconic Taj Mahal, which is one of the major tourist attractions of the state. The booklet, released by tourism minister Rita Bahuguna in Lucknow, features other heritage sites including Chief Minister Yogi Adityanath’s Gorakhdham temple but has no mention about the seventh wonder of the world. Denying that the Taj was deliberately dropped from the tourism booklet, the UP government asserted that the booklet mentions a number of projects that are being taken up to develop India’s attraction. Avneesh Awasthi, director general UP tourism, told TOI that it was not a compendium of tourist attractions in UP but merely a book highlight the works done by the incumbent government and the projects it plans to take up. “There was no question of ignoring the Taj Mahal as it was one of India’s biggest attractions,” Bahuguna told TOI. According to a report in TOI, two pages of the UP government’s booklet has been dedicated to the Gorakhdham temple. While the booklet cover image is the famous Ganga aarti, the second page carries photgraphs of Adityanath and Bahuguna.

Gun-crazy nation

n America, guns are plenty and easily available across stores and can be bought like a bottle of whisky or a crate of beer. There is no problem for any American or citizen of other nations in laying their hands even on the most sophisticated weapon by just filling in the forms and showing a driving license or an identity card. America has the world’s largest arsenal of sports and military weapons. After the recent Las Vegas mass shooting on October 2, millions of Americans grieved along with the families of nearly 60 of those killed or more than 500 of those injured. Confronted with America’s dramatic rates of gun violence, most people agree that something must be done. However agreeing is something that has eluded America for decades. What can be done to address this much larger toll of gun violence, which leaves nearly 100,000 Americans killed or wounded each year? In 2017 alone there have been 346 mass shootings in the US and October having the highest with 62 mass shootings till October 2, 2017. There are two forces involved in the issue of guns and mass killings. The National Rifle Association (NRA) is a very powerful and wealthy syndicate which has funded scores of senators or congressional representatives. The other force comprising of those who want to clamp down on sales of guns, especially the sophisticated military automatic rifles and machine guns have supported Gun Control. However despite the best of efforts of even some past presidents to tighten gun sales through the Gun Control Act, the powerful gun lobby has prevailed. The gun lobby has successfully argued that it is not the gun but a small number of high-risk people who needs to be trained on how to use guns and also create a sense of responsibility in handling guns. Further, the gun lobby has also succeeded in making the issue of having the right to own guns the constitutional right (2nd Amendment) for self protection and in defence of hearth and home. Whenever there is a vote on banning restricting gun purchases, people invariably voted against and in reaffirmation of the 2nd Amendment. In the US, more than 10,000 Americans will likely be killed in gun murders this year (2017). Another 20,000 will likely be lost to gun suicide. The total number of gun deaths and violent injuries will be close to 100,000.The gun lobby such as NRA have not shied away from adopting a proactive approach to blunt the demand for gun control. They argue that the right to own guns as guaranteed in the Second Amendment is inviolable and that a miniscule number of those who are irresponsible or mentally unstable cannot lead to ban guns. The message of the gun lobby is similar to the argument regarding alcohol- that banning alcohol for the actions of a few against the majority is unjustified, especially when the constitution guarantees total freedom of choice. Like prohibition in many countries or states, which only led to illicit production or smuggling; banning of guns would lead to illegal sales with no documents and only worsen the problem. Americans will have to come to grips with reality and enact laws that do not infringe on the rights (2nd Amendment) but to implement rules to ensure that gun sales are properly monitored.

If there is, you must get through it, not by ignoring it as an irritation, or by going up and over it, but by facing it and getting through it into the presence of Jesus Christ. Then that very problem itself, and all that you have been through in connection with it, will glorify Jesus Christ in a way that you will never know until you see Him face to face. We must be able to “mount up with wings like eagles” (Isaiah 40:31), but we must also know how to come down. The power of the saint lies in the coming down and in the living that is done in the valley. Paul said, “I can do all things through Christ who strengthens me” (Philippians 4:13) and what he was referring to were mostly humiliating things. And yet it is in our power to refuse to be humiliated and to say, “No, thank you, I much prefer to be on the mountaintop with God.” Can I face things as they actually are in the light of the reality of Jesus Christ, or do things as they really are destroy my faith in Him, and put me into a panic?

The question is can anybody put up ‘No Parking’ notices? Shops and House owners whose buildings are adjacent to the main roads in the towns have put up such notices. Some Shop owners even put up ‘Parking only for customers’. I suppose these are all illegal because the roads belong to the public and not the shop or house owners. The only authority that may notify an area as No Parking Zone notice can come only from the Administration or the Traffic Police. Concern authority may kindly streamline this menace urgently in public interest. While talking about traffic congestion, the tireless effort of the traffic police to keep the traffic going must be admired. This means to say that there is something wrong in the flow of the traffic that needs to be examined and rectified. Unemployable youths: Who is to be blamed?

(From previous issue) Even the society, including parents and guardians, is to be held responsible for the failures of our society to produce employable youths. Our society is such that we elevate and respect only one particular form of employment: Government Jobs. Because we deem government job as the only ‘Legitimate’ form of employment, we disregard and degrade all other forms of occupation as insignificant. If one is employed in any other occupation other than in government sector, then one has failed miserably in life and that is a cause for shame to your family, your village, your clan, etc. In such a society, students are encouraged to get a degree not to realize their inborn potential, but to appear competitive exams and secure government jobs. Hence, education in our society has become a means to an end, not an end in itself. We use education for the sole purpose of competitive exams or to secure backdoor appointments. In such conditions, we’ve, unintentionally, establish a societal environment that is highly unconducive to any other form of occupation. Thus, our society inhibits any forms of lucrative busi-

nesses or industries to take roots that will actually provide respectable and dignified employment to most of our youths, who actually are very talented and creative. And this brings me to the latter point, ‘skills.’ What does one mean by the word ‘skill’? Because this is a highly ambiguous word that is not appropriately defined, it is essential to specify what it means, especially when the guests of honour employ the word ‘skill.’ However, do they even know what they are asserting when they say ‘skill’? Now, ‘skill’ may mean any number of things: skill in technology, journalism, sports, painting, carpentry, masonry, landscaping, designing, machinery, cooking, etc. Which is it, that’s the question? To blindly assert, ‘unemployable youths with no proper skills,’ is to avoid taking the responsibility for the annihilation of students’ lives and their future. This is a very unctuous way to place blame on the victim. Define what ‘skills’ are first because without that it seems rather imprudent to speak about furnishing youths with employable ‘skills.’ Moreover, going back to what brought us here, because our society elevates and sees government

jobs to be the only source of legitimate occupation, students are impelled to pursue government jobs, even when it is evidently clear that they are not interested in it. This, implicitly, destroys not only the life of a society but also the lives of students and their families. It destroys the lives of families because they are saddened when their child has failed to secure government job; the child, in turn, feels depressed that he/she has failed to pass competitive exams and feel more dejected in knowing that his/ her family is disappointed in him/her. On the other hand, it destroys the society’s life because it directs majority, if not all, of the students— who could have been a good journalist, sportsman, IT engineer, Biotechnologist, chef, designer, technician, mechanic, and could have used their talent to better the society—to pursue in an endeavor in which majority of them is bound to fail; thus leaving them Frustrated. Hence, in light of all these factors, how can the students not be unemployable? How can such a system produce employable youths? How can a stunted university system with outdated syllabi produce employable youths? How can profit-motivated

If we want communalism to be rolled back to restore the ethos of pluralism, the secular forces have to go to the grassroots. The communists are giving the impression as if they alone are putting up a fight. The Congress is also doing so relentlessly, however irrelevant it looks in the present scenario.

In departmental exam, there’s a greater chance of manipulation such as nepotism, tribalism favoritism for the fact that many well known circle, kin and clan of the director, attached officers are easily accessible and thus conveniently connived with them in the form of goodwill gift and take….you know best. 5. In department’s requisition exam not necessarily evil but umpteen time showed that many ad hoc appointees get

In view of such a pitiful societal milieu, how can we solely put the blame on the shoulders of the students? Rather, such a system situated in such a society puts an end to potentials of many talented students. In fact, it creates more frustrated students and these are manifested in the numerous socially deviant behaviors we observe among the youths today. Ultimately, we are all to be blamed. We must not be so shameless as to put all the blame on students. Yes, students also have to play their part. Nevertheless, as elders, we must first create a societal and educational environment enabling students to recognize their own unique talents. Be a true Naga and a true Christian

Sir,

With the purpose of God the creator of the universe, the Nagas are a sovereign independent people and a free nation. Nagas are not Indian and Nagaland is not an Indian territory. Nagaland is a Christian land and India is a Hindu land. Nagas and Indians are quite different at all. Hence the forcible elections of India which had been conducted in Nagaland for years are sham elections. The election of satan/cow worshippers in a Christian land (Nagaland) is an evil election and that can never become a clean election. But no Hindu election in our Christian land is the only clean one for a true Naga and a true Christian. Any Christian Naga who took oath in the name of God to defend the constitution of India is the arch-enemy of our nation. Such Christian Naga must withdraw from his or her wrong doings. Any Christian whether he/she is a reverend, missionary, evangelist, pastor, deacon, or a member who supports or follow the murderers or satan worshippers is a mad Christian. A Christian who defies the truth and reality will certainly face untold sufferings and even his/her descendent will suffer the same too. Col. DIMAPUR: Department of Agriculture Wokha organised one day farmers training and demonstration on potato cultivation under RKVY programme on September 26 at district agriculture office training hall Wokha with AFA, Chichabeni as resource person. During the programme, Chichanbeni spoke on the cultivation practices and characteristic of the variety Kufri Kanchan which is resistant to disease. She emphasized on proper management of the crop and technology involved in minimising pest and disease incidence while maximizing production. Mumbai, Oct 3 (PTI): Debt downgrades jumped a whopping 70 per cent to Rs 2.9 trillion in the first half of the fiscal, with half of the slippages coming in from the banking and financial sector, says a report. Ratings agency Icra has upgraded 304 entities and downgraded 261 instruments during the April-September period of FY18, closely resembling the corresponding averages for the preceding two half-fiscals. “At Rs 2.9 trillion, the volume of debt downgrades in the first half was over 70 per cent higher than the downgrades over the same period a year ago,” Icra chief rating officer Anjan Ghosh said. “Of the total debt downgrades, almost 50 per cent are from entities belonging to the banking and the financial sector,” Ghosh added. For non-financial sector, the aggregate volume of the debt downgraded was over 30 per cent higher than a year ago. According to Icra’s Jitin Makkar, top 10 percentile of non-financial sectors entities downgraded accounted for around 50 per cent of the total debt

New Delhi, Oct 3 (PTI): Eight core sectors grew by 4.9 per cent in August, the highest growth rate since April, on account of robust performance of coal, natural gas and electricity segments, official data showed Tuesday. These eight infrastructure sectors -- coal, crude oil, natural gas, refinery products, fertilisers, steel, cement and electricity -had witnessed 3.1 per cent expansion in August last year. The infrastructure growth was 2.6 per cent in the previous month of July. The production of coal, natural gas and electricity rose by 15.3 per cent, 4.2 per cent and 10.3 per cent, according to the official data released today. However crude oil, fertiliser and cement recorded negative growth in the month under review. The production growth of refinery products and steel slowed down to 2.4 per cent and 3 per cent in August as against 2.5 per cent and 16.7 per cent respectively in the same month last year. Cumulatively, the eight core sectors in AprilAugust recorded a growth rate of 3 per cent as against 5.4 per cent in the same period a year ago.

Mumbai, Oct 3 (PTI): On the back of a 6 per cent demand growth, India will surpass China as the fastestgrowing Asian market for petroleum products in 2018, says a report. This is possible as Chinese demand growth is seen halving to 2.5-3 per cent in 2017-18 from a higher 6 per cent in 2016-16. Despite the weakening growth numbers in both these countries, China and India will continue to be the key growth engines for the sector in Asia, representing over 80 per cent of the expected growth in 2018, says a report by Moody’s. Quoting the American energy information administration projections, the report said the demand for petroleum products in the Asia Pacific will rise a modest 2 per cent or 0.7 million barrels per day in to 34.6 million bpd in 2018. “Given the oil sector’s reliance on China and increasingly India, we believe demand would face considerable risks if economic growth weakens materially below our expectations. However, India will surpass China as the fastest growing product market in Asia with petroleum consumption growing 6 per cent in 2018,” Moody’s said in a

Suu Kyi’s stripped of ‘Freedom of Oxford’

London, Oct 3 (PTI) An honour bestowed on Myanmar leader Aung San Suu Kyi by the city of Oxford has been withdrawn as a reaction to her perceived inadequate response to the plight of Rohingya Muslims in the country. The ‘Freedom of Oxford’ had been granted to the de facto leader of Myanmar in 1997 for her “long struggle for democracy” by the Oxford City Council. A cross-party motion was unanimously passed by the council yesterday which said it was “no longer appropriate” for her to hold the honour. Oxford City Council leader Bob Price supported the motion to remove her honour and confirmed it was an “unprecedented step” for the local authority. The city council will hold a special meeting to confirm that the honour is removed on November 27. Marcelo investigated for alleged tax fraud Madrid, Oct 3 (IANS): Spanish tax agency AEAT on Tuesday launched a tax investigation against Real Madrid’s defender Marcelo for an alleged tax offence dating from 2013 and related to his image rights, totalling 400,000 euros ($470,000). The Brazilian footballer had settled this case back in 2015, but it was not handled properly, according to infor-

PARIS, Oct 3 (Agencies): Controversial world 100-metre champion Justin Gatlin was left off the list of nominees for the IAAF’s World Athlete of the Year awards. Gatlin, who has served two doping bans, was a surprise winner of the 100m in London in August as Jamaican great Usain Bolt bowed out of his top-class career with a disappointing bronze medal. When the IAAF named on Monday their 10 male and female nominees for the 2017 awards, Gatlin’s name was conspicuous by its absence. Gatlin’s omission is no surprise, though, as the IAAF changed its rules in 2015 to exclude from its list anyone who has ever been sanctioned for a serious doping offence. 2018 CWG Baton arrives in Delhi

NEW DELHI, Oct 3 (PTI): The Queen’s Baton for the 2018 Commonwealth Games, to be held in Australia, arrived in India on Tuesday and a top Indian Olympic Association official received it here. The Baton was received by IOA joint secretary Rakesh Gupta and it will travel to Agra on Wednesday. It will then be taken to Nainital in Uttarakhand on October 5. The main CWG Baton Relay event will be held on October 8 at the Major Dhyan Chand National Stadium here. “The QBR reached Delhi today and it will travel to Agra tomorrow and then to Nainital the next day. The main event will be held on October 8 at the National Stadium,” Gupta said. “Four officials from the Commonwealth Games Federation and local organising committee accompanied the Baton,” he added. The Baton reached India from Pakistan. From India, the Baton will be taken to Bangladesh on October 9. The Commonwealth Games will be held in the Australian city of Gold Coast in April 4-15 next year. K

MDFA Trophy 2017 kicks off YA Merepkong beat Rongpang Reju 1-0 in opening match

Mokokchung, Oct 3 (NPN): YA Merepkong beat Rongpang Reju by a solitary goal in the opening match of the much awaited MDFA Trophy 2017. The tournament is being organized by Mokokchung District Football Association (MDFA). The match started on an equal footing, but in the 8th minute, Merepkong midfield found a breach and made an attempt, which was deflected by the

goalkeeper however in the blink of an eye, Arenjenba (Jersey No 17) kicked the ball into the net. The counter attack was vicious on the part of Rongpang Reju who tirelessly tried to equalize the goal. The Merepkong team went into the defensive to safeguard their precious goal and defended the attacks. The first half ended in a 1-0. The second half saw some more serious play.

There were some changes in the midfield in Rongpang Reju team, and there the attacking intensified. The Merepkong team reinforced their defenses, but there were some serious misses by the Rongpang Reju’s team. However, while the Rongpang Reju concentrated on the attacking, they neglected their defenses and the Merepkong strikers posed some serious threats to seal the game.

Nonetheless, the ball possession went in favor of Rongpang Reju (60-40). With today’s match, the MDFA Trophy 2017 has started on a very high note and the next couple of weeks would witness some high pitched games at the Imkongmeren Sports Complex. Altogether 15 clubs are participating in the tournament. Earlier, speaking at the inaugural function as the chief guest, parliamentary secretary for social welfare, Merentoshi R Jamir urged the people to acknowledge and appreciate the pioneers of MDFA for moulding and producing many young talents despite many obstacles and hurdles. The chief guest also called upon the players and sports associations to unify the people for peace and development. He also encouraged the youth to look towards the booming sports industry for employment instead of depending on the saturated government jobs. The welcome address was delivered by organizing convenor, L Yanger and God’s blessing invoked by MTBA youth evangelist, Monglir Tzudir while a special song was presented by Tiasola. BEIJING, Oct 3 (Agencies): World number one Rafael Nadal saved two match points to survive the first round of the China Open, just about seeing off France’s Lucas Pouille in three sets on Tuesday. Pouille broke Nadal on the way to taking the first set 6-4, and the world number 23 came within a whisker of sealing a shock when the second set went to a tie break. But Nadal, with the Beijing crowd backing him, held his nerve when twice staring defeat in the face, and then fought back to win the tie break 8-6. The duo headed into a final-set shootout and again Pouille refused to buckle, Nadal getting the break of serve in the 11th game before serving for the set and match 7-5.

Kohima, Oct 3 (NPN): Defending champions Nagaland Police (Red) advanced to the pre-quarters at the ongoing 18th NSF Martyrs’ Memorial Trophy after defeating its rival Upper Bayavü, Kohima 3-0 on Tuesday. The police team, though were made to wait till the interval to make the breakthrough, yet, three second-half goals ensured their entry to the next round with a comfortable victory in the end. At one point of time, the police players were kept frustrated due to their inability to get passed the keeper in the first-half of the 70-minutes match.
