Catalan referendum turns violent BARCELONA, OCT 1 (IANS/AGENCIES): The disputed independence vote of Spain’s Catalonia province descended into chaos on Sunday as national police fired rubber bullets and used baton on people attempting to vote in Barcelona, the media reported. Reports put the number of injured to hundreds while Spain’s Interior Ministry said 11 national police officers had been injured in scuffles, reports CNN. Condemning the police crackdown, Catalonia’s regional government compared it to the erstwhile Franco dictatorship. A senior Spanish minister, meanwhile, blamed the violence on the determination of the Catalan authorities to go ahead with the vote, despite it being declared illegal by the country’s constitutional court. According to the Catalan health ministry, 465 people have been injured after Madrid deployed the national police force to close down polling stations. They also seized ballot boxes and voting paper. In the town of Girona, where regional President Carles Puigdemont was due to vote, police smashed their way into a polling station
Scope for reducing GST slabs, hints Arun Jaitley FA R I DA BA D, O C T 1 (PTI): Finance minister Arun Jaitley on Sunday hinted that there is scope for lesser slabs under the Goods and Services Tax (GST) once there is revenue buoyancy. “We are in first 2-3 months (of GST implementation). We have almost by the day, space and scope for improvement. We have space for improvement and need for improvement to reduce compliance burden as far as small taxpayers are concerned,” he said. “We have space for improvement, eventually once we become revenue neutral, to think in terms of bigger reforms such as lesser slabs, but for that we have to become revenue neutral ... ,” he said at an event organised here by the National Academy of Customs, Indirect Taxes and Narcotics (NACIN). Currently, the GST regime slots items under rates of 5, 12, 18 and 28 per cent. An additional GST compensation cess is also levied on certain products. Emphasising that indirect tax burden is borne by all sections of the society, the minister said it is always the endeavour of the government to bring down tax rates on mass consumption commodities. by breaking a glass window, reports CNN. Puigdemont slammed “indiscriminate aggression” against peaceful voters. “Police are confiscating ballot boxes to respect the judicial mandate and the law regarding the illegal referendum,” Spain’s Interior Ministry tweeted. The Spanish government has pledged to stop the vote that was declared illegal by the country’s constitutional court. The ballot papers contain just one question: “Do you want Catalonia to become an independent state in the form of a republic?” There are two boxes:
Yes or No. Meanwhile in Barcelona, lines of Guardia Civil attempted to prevent voters from entering polling stations. In the run-up to the vote, national authorities have seized ballot papers, voter lists and campaign material, as well as sending thousands of extra police, or Guardia Civil, to the region. High-ranking Catalan officials involved in organising the referendum have also been arrested. In the past few days, authorities blocked the use of a voting location app and seized vote-counting software, CNN reported. Puigdemont, who called
the referendum in June, had urged voters to go to the polls Sunday despite Madrid’s opposition. Most of the polling stations are in schools, where parents and teachers have organised activities for families over the weekend. Catalonia, a wealthy region 7.5 million people in north-eastern Spain, has its own regional government, or Generalitat, which already has considerable powers over healthcare, education and tax collection, but is not recognised as a separate nation under the Spanish constitution.
Rahul may take over as Cong chief after Diwali: Sachin Pilot New Delhi, Oct 1 (PTI): Rahul Gandhi may take over as the Congress president shortly after Diwali, Rajasthan leader Sachin Pilot said today, stressing that the time had come for the party vice president to lead from the front. The Gandhi confidant also said the last names of leaders should not be treated as a disqualification in politics. It was the performance of a leader that ultimately decided his worth, as a surname could only take him “so far”, he said. Pilot added that Gandhi’s elevation had been in the pipeline for long. “Organisational elections of the Congress are underway and the new president could take over shortly after Diwali. It is something that has been in the pipeline for a long time,” Pilot told PTI in an interview. The Congress leader said the general sentiment in the party was that the time had come for Gandhi to take charge and lead from the front, while favouring a “balanced approach” of a mix of the young and the old in the party. “To my mind, there is a general sentiment in the party that he should take over as the party president,” Pilot said.
He pointed out that Gandhi had been handling “a lot of work” as the vice president but the party believed “this (Gandhi’s elevation) should happen in due course and the time has come for it to happen”. Asked if Gandhi’s sister Priyanka Vadra should also enter active politics, the former minister said, “Though she belongs to the Congress party, whether she should join active politics or not is her personal decision”. On the issue of dynastic politics and accusations that the Congress promoted dynasties, Pilot said belonging to a political family might help someone initially but it could not guarantee progress unless backed by performance. “Belonging to a family that has been in politics should not be treated as a disqualification,” he said. Ultimately, he said, success depended on performance. “If you perform and win the hearts of people through work, delivery and performance, then it will decide. The mere last name will only take you so far,” said Pilot, the son of late Union minister and Congress heavyweight Rajesh Pilot.
Subsidised LPG, jet fuel price hiked NEW DELHI, OCT 1 (IANS): State-run oil marketing firms hiked the price of subsidised cooking gas by Rs 1.50 per LPG cylinder and jet fuel by six per cent, effective from Sunday. According to the Indian Oil Corp (IOC), price of a subsidised 14.2 kg LPG cylinder will now be Rs 488.68 in New Delhi, as against Rs 487.18 earlier. Oil marketing companies (OMCs) revise rates of LPG and jet fuel on the first of every month. Subsidised LPG rates were raised last by Rs 7 per LPG cylinder on September 1, as part of the decision to increase prices every month so as to eliminate subsidies. The price of non-subsidised LPG, which consumers buy at market rates after exhausting their subsidised quota of 12 cylinders, was also raised by Rs 1.50 to Rs 599 per cylinder. The price of aviation turbine fuel (ATF), or jet fuel, was also increased from Sunday by 6.04 per cent to Rs 53,045 per kilolitre in New Delhi, as against the earlier price of Rs 50,020. Jet fuel prices vary with airports depending on local taxes.
NPRAAF puts Finance deptt in the dock Discloses another case of Double DA DIMAPUR, OCT 1 (NPN): In what appears to be the latest modus operandi for release of funds under the new phenomenon called ‘Double Drawal Authority’ (DDA), the Nagaland Public Rights Awareness and Action Forum (NPRAAF) has once again exposed the Finance department (FD) for allegedly issuing Drawal Authority (DA) in releasing funds for construction of RCC bridge across Tizu river in Mini-Laluri Link road” under Geology & Mining (G&M) department. This is not the first time that several organisations have exposed how the FD has issued DA twice for the same project thereby creating the new phenomenon called Double Drawal Authority (DDA). I n t e r e s t i n g l y, NPRAAF pointed out that in the first DA, the name of the road was mentioned as “Mini-Laluri Link Road” while in the second DA, it was mentioned as “NimiLaluri Road.” S u c h va r i a t i o n i n names (Mini & Nimi)
makes it appear like the projects were different whereas it was the same project, NPRAAF pointed out. NPRAAF asked whether this was a ploy to confuse public or was it only a “clerical error- a technique which the government departments often resort to in order to cover up any misgivings?” . The forum has demanded that FD and G&M clarify on this matter at the earliest. According to NPRAAF, the FD expenditure ‘B’ Branch on two occasions, released a total amount of Rs 20.72 crore for construction the RCC Bridge. It said that on January 13, 2017 an amount of Rs 10.09 crore was released through DA no. 32 of 201617 under demand no. 54 – Geology & Mining. Again on May 1, 2017 Rs 10.63 crore was released through DA no. 1 of 2017-18 under the same demand number. “The most astonishing point in this matter is, how was it possible for the FD to release Rs 10.09 crore under State Plan (Additional Fund) and Rs 10.63 crore under State Plan (RE) for the same project?” the forum said.
Y. Patton clarifies to allegation DIMAPUR, OCT 1 (NPN): Home minister, Y. Patton has refuted the allegation levelled against him for taking the name of former NLA Speaker and NPF MLA, late Kiyanilie Peseyie in his speech during the ‘Lao Ong Mo’ festival in Mon on September 29. In a statement, Patton said he was deeply hurt by the wild allegation made by Wango Konyak and Yanlong Konyak, saying it was nothing but a deliberate attempt not only to tarnish his political integrity but also an attempt to create misunderstanding among the communities. “It is also a character assassination and criminal in nature,” he added. Patton clarified that he had never uttered the name of the late leader Kiyanilie Peseyie, throughout his brief speech. Patton said he “truly and honestly felt what our Angamis in general and the Angamis of 8 Western Angami Assembly
Constituency, in particular, must have been hurt by the wild allegation made by Wango Konyak and Yanlong Konyak of Mon.” Patton declared that he was not only ready to resign as minister, but also to give up his political career “if they (Wango Konyak and Yanlong Konyak) can prove” that he had uttered late Kiyanilie Peseyie’s name during his speech. Patton said if the duo cannot prove that he uttered late Kiyanilie Peseyie’s name, they would have to tender a public apology. “If they fail to tender a public apology for their wild allegation against me, I have no option but to file a defamation suit against them in the court of law,” he stated. Patton said before leaving for Mon along with chief minister, T.R. Zeliang to grace the festival, he even attended the funeral service of the late leader Kiyanilie Peseyie at his private resi-
dence at Half-Nagarjan. “I had even conveyed my deepest condolences to the bereaved family members of our late leader and to me, his untimely demise made me so painful as I always looked up to him as my own elder brother and never called him by name except calling “kokai,” because my association with him went back to the 1980s when he was in the service,” said Patton.
NPF M&PB reacts
NPF Media and Press Bureau (M&PB) has hit out at Home minister, Y. Patton for his alleged speech over the demise of Kiyanilie Peseyie while addressing the ‘Lao Ong Mo’ festival at Mon. NPF alleged that Patton’s speech was in bad taste, “inconsiderate of the sentiments of the grieving family members and unbecoming of a legislator who had been associated with the departed leader for nearly ten years.” (Cont’d on p-5)
Nearly 50% Indian women at risk of heart disease Gov, CM greet on Gandhi Jayanti NEW DELHI, OCT 1 (AGENCIES): Nearly 50 percent of women in India live with an abnormal cholesterol level, an alarming indicator of the risk of their being prone to cardiovascular diseases (CVD), a survey has showed. The survey by diagnostic chain SRL Diagnostics revealed that 48 per cent women in the age group of 46-60 years had the highest level of abnormality in the lipid profile tests -- the number one cause of death globally and in India. A lipid profile test measures the amount of cholesterol present in lipid carrier proteins like low density lipoprotein (LDL), high density lipoprotein (HDL) and fats (triglyceride) present in the blood and determines the risk of CVD. Further, women living in North India (33.11 per cent) and East India
(35.67 per cent) had higher abnormal levels of triglycerides while low HDL and high total cholesterol levels were more commonly seen in women living in South India (34.15 per cent) and West India (31.90 per cent). “In India, cardiovascular disease is the number one killer of women. It’s an alarming situation as heart attacks appear differently in women than men and it is more fatal in the postmenopausal women than it is in men,” said Avinash Phadke, President Technology and Mentor (Clinical Pathology) from SRL Diagnostics, in a statement. High saturated fat, sugar and salt intake, very low consumption of vegetables and whole grains leading to obesity, coupled with sedentary lifestyles, rising stress levels and smoking are the major contributory factors for deterioration of
heart health in women in India, the survey revealed. The analysis is based on more than 3.3 million lipid profile tests performed at SRL Labs across India during 2014-2016. Heart failures among Indians a decade earlier than west: Experts With one third of heart failure patients dying within six months of diagnosis, cardiologists have said that heart failure in India occurs a decade earlier than elsewhere in the world, where the average age is 59. AIIMS cardiologist Sundeep Mishra cautioned citizens against early cardiac issues as out-of-pocket expenditure and lack of infrastructure are corroborating to the increase in disease prevalence, while Cardiological Society of India President M.S. Hiremath said that a third of heart failure patients die
in the hospitals within six months of their diagnosis. “This is an indication of how sick the patients are when they report to us. Basic knowledge of managing heart failure or detecting the disease at an early stage is missing, so it is difficult to manage them in the hospital,” Hiremath said in a statement. An earlier study, the International Congestive Heart Failure study, had said that death rate of patients due to heart failures in Southeast Asia is 15 per cent, while it is seven per cent in China, nine per cent both in South America and West Asia -- significantly lower than in Indian patients. Mishra, a Professor of Cardiology at New Delhi’s All India Institute Of Medical Science, said that in India, heart failure occurs a decade earlier than in western countries.

He therefore appealed to the people of the state to actively involve themselves in the cleanliness drive. Further, Governor urged ever yone to remember
Gandhiji’s ideals by pledging to work for ‘Swachh Bharat’ in order to create a new India. CM: Chief minister T.R. Zeliang further added that Gandhiji believed in the principles of non-violence, courage and truth, and played a major role in obtaining freedom from British slavery. “He respected people of all religions including the Nagas who live together in harmony”, Zeliang said.
In this regard, NPRAAF again demanded to know what FD meant by State Plan (Additional Fund) and State Plan (RE)? Even after having cited Central government’s directive, against usage of such nomenclatures-- Non-Plan, State Plan etc., NPRAAF said that the department still continue to do so. NPRAAF concluded that usage of such nomenclature( which ceased after Planning Commission was done away with) only indicated that the government was running short of vocabularies to be used in the dubious means for issuing Drawal Authorities. It also took note of FD’s recent response that “releases of funds were based on sanctions from the concerned Ministry.” NPRAAF said if such were the case then FD has to clarify as to how Rs 20.72 crore was released and under which scheme, whether it was NEC, NLCPR etc and the sanction/released by the GoI. Further, the forum has also asked both FD and geology & mining department to make public the total cost of the project and how much amount was released so far and name of the contractor/ firm. Arunachal govt to use tourism to fight drug abuse
Fresh floods hit Assam; 78,275 people affected G uwahati , O c t 1 (PTI): A fresh wave of floods has hit Assam, submerging five districts and affecting 78,275 people, an official said Sunday. The north-eastern state, which was recuperating after several rounds of floods this year, again saw 306 acres of land submerged in the fresh wave. Nearly 16,000 animals and poultry had also been affected, added the Assam State Disaster Management Authority (ASDMA) official. Rains across the state and in neighbouring Arunachal Pradesh and Meghalaya have caused flooding in the districts of Lakhimpur, South Salmara, Goalpara, Hojai and Karbi Anglong. At least 86 villages in seven revenue circles had been affected by the fresh wave of deluge with Goalpara on the Assam-Meghalaya border being the worst-hit, an ASDMA report said. As many as 41,479 people were affected in Goalpara, followed by 29,594 in South Salmara, it added. The Dhansiri river at
Numaligarh in Golaghat was flowing above the ‘danger’ mark, according to a Central Water Commission (CWC) bulletin. The administrations of the flood-hit districts had set up 18 relief camps, where 9,994 people had taken shelter, the ASDMA said. The State Disaster Response Force (SDRF) had rescued 30 marooned people from Goalpara, where an embankment at Khorija Manikpur was damaged, the ASDMA said, adding that roads and culverts were damaged at various places in the five districts. The third wave of the devastating floods last month had claimed 76 lives, taking the toll in floodrelated incidents in the state to 160 this year, including eight in the capital, Guwahati. Chief Minister Sarbananda Sonowal has directed the deputy commissioners of the floodhit districts to step up the rescue-and-relief operations and ensure a stock of adequate relief material for the marooned people.

GUWAHATI, Oct 1 (Agencies): In the face of youths belonging to Khamti community of Arunachal Pradesh’s Namsai district increasingly taking to drug abuse, state deputy chief minister Chowna Mein said that the government has planned to fight the menace by promoting tourism activities in the area. Mein, who represents Namsai constituency in the assembly, said increasing tourism activities in the area is the only way by which youths can be engaged in a big way and wean them away from drug abuse. Of the 90,000-odd total population in Namsai, about 120 KM from Assam’s Dibrugarh town, Khamtis comprise about 20,000. Mein said more than 1000 Khamti youths are into drug abuse and the problem is on the rise. Khamtis, also known as Tai Khamti, are Buddhist.
“If we do not save the youths from drug abuse, the culture and identity of Khamti tribe will be lost in coming days. We gave a serious thought on the issue and come out with a plan to promote tourism in a big way. Once youths are engaged in income generation activities centred around tourism, we believe the druge abuse can be curbed significantly,” Mein told TOI recently. The deputy chief minister said that Namsai and its adjoining districts have many things to offer to visitors from tourism point of view, and harnessing the potential will give a boost to the morale of the youths. “We have plans to set up cottages and basic amenities for tourists. We want to promote Khamti cuisine as well as tourists spots across the state in a big way. There is also plan to establish handloom and handicraft sell centres,” the deputy chief minister said.

Imphal, Oct 1 (IANS): Eight Manipuri girls, who were being trafficked to Singapore by members of an international gang, were rescued in Myanmar and brought home, officials said on Sunday. They were given counselling sessions in their home district of Churachandpur on Sunday before being handed over to their families. The officials said the girls were brought to Kolkata from Myanmar on Friday by Indian embassy officials. They arrived in Imphal on Saturday. Two women and one man were arrested for their alleged involvement. On their way to Singapore, the girls were lodged at a hotel in Yangon from where one of them managed to inform her family. In response, the state government along with the help of the External Affairs Ministry and Yangon police helped rescue the girls. Chief Minister N. Biren Singh said: “Parents should be very careful and first establish the authenticity of the agencies represented by the touts. There have been cases of human trafficking by the touts who promise jobs and education to the parents.”
To start with, Mein said, a project worth Rs 3 crore will be used to develop tourism infrastructure in Namsai soon. He said that Namsai, located on the eastern part of Arunachal Pradesh, is yet to get proper exposure from tourism point of view. During World Tourism Day celebration in Namsai on September 27, Arunachal Pradesh chief minister Pema Khandu said that tourism will be promoted in eastern part of the state as this part draws less visitors compared to western part. Besides, religious and culture tourism Namsai, Mein said the district and its nearby areas have many spots for jungle trekking, river rafting and bird watching. “We also have planned to promote agri-tourism in Namsai. The area produces famed aromatic rice known as Khamti rice,” he added.

The retired JCO said, he had missed the first date of appearing before the tribunal on September 11 as he had received the notice after that date. He said, he will appear before the tribunal on October 13. “In 2012 also, I had received a notice saying I was a doubtful voter but I
submitted all documents in the tribunal court and it had declared me as an Indian citizen”, he said. “Why do I have to be humiliated so many times? I request the prime minister, the president and the home minister to end this harassment of a proper citizen,” Hoque said. He said, he is not the first member of his family to have been served with such a notice. In 2012 his wife Mamtaj Begum was also summoned by the tribunal to prove her citizenship. The issue was brought to the attention of the Army by a twitter post of lawyer Aman Wadud where he said “Mohd. China opens expressway near Arunachal: Report B e i j ing , O c t 1 (Agencies): China on Sunday opened the 409km expressway in Tibet, which would connect the two scenic towns of Lhasa and Nyingchi. The project, state-news agency Xinhua reported, cost the exchequer an amount of 38 billion yuan, or approximately US$ 5.8 billion. While Lhasa is the provisional capital of Tibet, Nyingchi – the closing point of the expressway – is strategically useful for the Chinese Army due
to its proximity with the Indian border. The town is located close to the Indian northeastern state of Arunachal Pradesh. The highway would cut short the LhasaNyingchi journey to five hours, as compared to the eight hours taken through the existing road route. Although heavy trucks have been temporarily banned from using the expressway, the People’s Liberation Army would be allowed to use the highway for transporting its troops

leaders of Meghalaya
Shillong, O c t 1 (PTI): Union Minister Alphons Kannanthanam has met church leaders here in a bid to woo voters from the Christian community ahead of the 2018 Assembly polls in Meghalaya, where most of the people are Christians. Kannanthanam, who was recently appointed as BJP’s in-charge of election in Meghalaya, met Archbishop of Shillong Dominic Jala and a pastor from the Presbyterian Church soon after his arrival in the capital city on last night. “I have met the Archbishop, the head of the Catholic Church and also a Presbyterian pastor. We want to connect very well with all the communities to know exactly what they want from us and what we can give them in return,” Alphons said. Speaking at the sidelines of a Swachh Bharat programme at Umprup village, about 25 km from here today, the union tourism minister said the party leaders would meet members of other communities of the state as well.
On the main concern expressed by church leaders during their meeting with him, Alphons said that corruption is a big concern. “Look at the state of roads here. There is no infrastructure. Government employees are not even getting salaries. Your young people have to go outside to study. So we need a corruption-free government (and) that is the most fundamental thing,” he said. Stating that the main focus of the party is to provide opportunity to young people, Alphons said smart people are leaving the state because there is no opportunity here and the BJP wants to create an opportunity for them. The union minister also visited Nongkrem - a village famous for its indigenous thanksgiving dance festival which attracts tourists from across the globe – and met the Syiem (King) of Hima Khyrim tribe Dr Balajied Syiem. He said the tourism ministry would help support efforts in promoting this place.
and weaponry, reports said. The infrastructural launch close to the Indian border comes amid Beijing’s objection to India’s road constr uction activities in Arunachal Pradesh, particularly close to the Line of Actual Control or the LAC which separates the two nations. Despite the objections raised by Beijing, New Delhi has not backed off from the 1,800km long highway project in Arunachal, connecting Tawang to Vijayanagar.
The state of Arunachal, which remains an integral part of India, has been claimed by China since the Sino-Indian war of 1962. Beijing refers to the province as Southern Tibet, and had most recently launched a diplomatic offence against India for allowing Dalai Lama to visit the state. India, however, says the dispute in Arunachal is restricted only to the Aksai Chin area, which was occupied by the PLA in the 1962 war.

Fame, money not enough to succeed in politics: Rajinikanth
Rajinikanth Chennai, Oct 1 (IANS): Taking a dig at actor-filmmaker Kamal Haasan, who is on the verge of taking a political plunge, superstar Rajinikanth on Sunday said it takes more than just name, fame and money to succeed in politics. “If you have to succeed in politics, it takes more than just fame and money. Something bigger is needed to transform an actor into a politician. I hope Kamal Haasan (knows) what it is,” Rajinikanth said, speaking at the inaugural ceremony of the memorial for legendary Tamil actor Sivaji Ganesan. Kamal Haasan also shared the dais with him. “Kamal would have told me what it is had I asked him two months ago. Today, he says he will show me if I come
with him,” he added. Speaking on the occasion, Haasan took a jibe at the AIADMK government for the delay in inaugurating Ganesan’s memorial. “We need not request or beg anyone to unveil Sivaji’s statue. His popularity and influence goes beyond cinema and politics. I would have attended this event no matter who opposed my presence,” Haasan said. Tamil Nadu Deputy Chief Minister O. Panneerselvam inaugurated the memorial. In 2015, then Chief Minister J. Jayalalithaa had announced that a memorial would be built in memory of Ganesan, who ruled the Tamil filmdom since 1950s. A recipient of Dada Saheb Phalke award, Ganesan starred in over 300 films in his illustrious career. A bronze statue of the thespian, removed from Kamarajar Salai following a court directive earlier this year, was unveiled on the occasion. Ganesan’s son Prabhu, a popular actor, told IANS: “The memorial was Amma’s (Jayalalithaa) dream. I’m happy it’s coming to reality now. Appa (father) has done so much for the Tamil audience through his movies. This is the best honour he could get.”
Urban Maharashtra declared ‘open defecation free’ President Ram Nath Kovind declared urban Maharashtra ‘open defecation free’ (ODF) at an event organised in Mumbai and exhorted that a healthy India will be built on the foundations of a clean India. The petitioner (Phadnis himself) has filed an application under the Freedom of Information Act (FOIA of USA) for declassification of the said report,” he said in his written submission in support of the petition, which is listed for hearing on October 6 in the apex court. Phadnis has informed the apex court about his communication with the US authorities in which he has mentioned the third telegram sent later the same evening, apparently after the debriefing of Reiner. It has been marked ‘confidential’. “The third telegram is the subject matter of my FOIA request and has not been supplied to me,” he has told the US authorities, adding he has filed an appeal in this regard. Phadnis, who has also sought a probe to ascertain whether there was a second assassin of Gandhi besides Nathuram Godse, said he was trying hard to get the US documents declassified to know whether there was a “foreign hand”. The petitioner, who has been conducting research on the

The President said that the declaration of ‘ODF’ Urban Maharashtra is particularly relevant for the state as 49 per cent of its people live in urban areas. “Smart cities also require smart sanitation and smart waste management. It was a matter of great satisfaction that the government is focusing on sustainability of this successful campaign,” he said. He hoped that just as the state has been successful in realising the goal of ‘ODF’, it would also realise the goal of ‘managing 100 per cent waste’. “Tomorrow is Gandhi Jayanti and Maharashtra has paid a befitting tribute to Gandhiji by declaring urban Maharashtra open defecation free today,” Kovind said.
India is secular because most Hindus are secular: Former CEC SY Quraishi New Delhi, OCT 1 (IANS): Intolerance is indeed rising in society but it is not likely to last long as communal polarisation has been a cyclic phenomenon in the country and most Hindus are secular, former Chief Election Commissioner SY Quraishi has said. He also stressed that hate-mongering is not likely to go very far as “the basic ethos of India is secular, which stays”, adding that Muslims in India are still better off than they are in several Muslim countries. “Yes, intolerance is actually rising... may be for last 5-10 years. It has been in phases. It started with the Babri Masjid dispute, then it subsided. Then it rose again. Elections and vote bank politics perpetuate it,” Quraishi told IANS in an interview. He blamed the divisive vote bank politics for the rising intolerance. “Have no doubt, India is secular because Hindus are secular. The hate discourse, to my mind, is temporary. It comes and goes, but the basic ethos of India is secular, which stays because of the inbuilt liberal and secular Hindu
NPF M&PB reacts (From p-1) “It is unthinkable that a politician would use the death of another to score brownie political points, and is in total contravention of the ethos of the Naga people who have the highest of respects for the dead,” the M&PB stated. Furthermore, M&PB said converting one of the premier festivals of the Konyak Nagas into a political rally was uncalled for and most unfortunate, terming it “as an insult to the organizers and the people who were gathered there to celebrate a traditional festival without any political bias or favour.” Meanwhile, M&PB alleged that the content of his speech, “as edited and circulated on social media by the spin doctors favouring the illegitimate group”, was sheer rhetoric devoid of any basis and truth. In fact, M&PB said “the speech reflected the intellectual infirmity Patton reputedly suffers from, when he repeatedly mentioned
about contesting the 2018 elections on NPF ticket and symbol when he and most of his group members are either suspended or expelled from the party, It is not unlike some erring members of a Church, having being removed from the primary membership of the Church because of their delinquent ways, continue to proclaim that they, the expelled members, would take over the affairs of the Church!” It said that Patton has not been able to percolate the very fact that the legislature wing of any political party was just another subordinate body like the youth wing or the women wing, and that it was not competent enough to dictate on the affairs of the political party it belongs to. M&PB said Patton also “seemed to have thought it was a brilliant revelation surpassing any of Stephen Hawkins’ discoveries when he told the gathering that Dr Shurhozelie was not even an MLA and that they, the legislators, made him the
Did US intel agency try to protect Mahatma: PIL NEW DELHI, OCT 1 (PTI): Did the Office of Strategic Services (OSS), an intelligence agency of the United States during World War II and a predecessor of the Central Intelligence Agency (CIA), try to protect Mahatma Gandhi? This question is one among many raised before the Supreme Court in a petition which has sought the re-opening of investigation into Mahatma Gandhi’s murder, suggesting whether it was one of the biggest cover-ups in history. In his written submission, Dr Pankaj Phadnis, a researcher and a trustee of Abhinav Bharat, Mumbai, who has filed the petition, said telegrams were sent from the US Embassy here to Washington on January 30, 1948 after the assassination of Gandhi and one of the reports relating to it still remains classified. He has put on record one of the telegrams “obtained officially” by him during his recent visit to the National Archives and Research Administration, Maryland in the USA, during a visit in May this year. Phadnis maintained that as per the “restricted” telegram of January 30, 1948 sent from the US Embassy at 8 pm, Herbert Tom Reiner, Disburing Officer, was within five feet of Gandhi when he was shot, and with the

issue since 1996, will be launching an online petition with the White House on October 2 to demand declassification of the third telegram sent by Reiner. In the petition, Phadnis has also questioned the ‘three bullet theory’ relied upon by various courts of law to hold the conviction of accused -- Nathuram Godse and Narayan Apte who were hanged to death on November 15, 1949, and Vinayak Damodar Savarkar who was given the benefit of doubt due to lack of evidence. He has claimed that the Justice J L Kapur Commission of Inquiry set up in 1966 was not able to unearth the entire conspiracy that had led to the killing of Gandhi. Inspired by Savarkar, Abinav Bharat, Mumbai, was set up in 2001 and it claims to work for socially and economically weaker sections with a focus on bridging the digital divide. Phadnis has challenged the decision of the Bombay High Court which on June 6, 2016 had dismissed his PIL on two grounds -- firstly, that the findings of fact have been recorded by the competent court and confirmed right up to the apex court, and secondly, the Kapur Commission has submitted its report and made the observations in 1969, while the present petition has been filed 46 years later.
chief minister.” However, the bureau said everyone knows that Dr. Shürhozelie had retired from electoral politics in 2013 but t h a t t h e l e g i s l a t o r s, having miserably failed to handle the ULB elections, approached Dr. Shürhozelie on February 15 night, “begged and beseeched him (Dr Shurhozelie) to take over and save their chairs.” “Patton seems to have conveniently forgotten that he was one of the most vocal legislators demanding that TR Zeliang resign that night itself!,” the M&PB said. After normalcy was restored under the leadership of Dr. Shürhozelie, M&PB said it wondered as to what extenuating circumstances compelled the same legislators to pull the rug off Dr. Shürhozelie’s feet, “if not for the decision of Dr. Shürhozelie’s g ove r n m e n t t o c u r b corruption, stop backdoor appointments and to hand over the infamous MKR Pillai’s case to the CBI.”
NPRAAF puts Finance dept in the dock
(From p-1)
NPRAAF said there were reports of the project cost being already released before and that the latest two DAs of Rs 20.71 crore was an additional cost over and above the original cost released allegedly “as adjustments of contractors, politicians and bureaucrats.” In this regard, NPRAAF said it expected FD to provide a clarification in the interest of the public and not issue hollow statements as with previous press rejoinders. Furthermore, NPRAAF wondered whether G&M department was the nodal depar tment/authorized to carr y out construction of bridges since this was within the domain of R&B department. If so, NPRAAF demanded to know if the G&M department has enough qualified technical officers to undertake road and bridge project? It may be recalled that the NPRAAF had also raised questions over the double Drawal Authority for “construction of road from Sainik School, Punglwa to Jalukie (from ODR to Intermediate lane – 28 km), Construction of RCC girder bridge (double lane) on Phetso and Chuza river and extension of Dzumha bridge from single lane to double lane, (b) construction of RCC girder double bridges on Chathe, Daru, Hekhaperu and Teru in between New Chumukedima and Ngwalo (Rs 7.00 crore), double drawals for construction of 17 Boys/ Girls hostel for Scheduled Tribe at various locations across the state, DAs related to repair/renovations, retaining walls, boundary walls etc. for Planning Colony, Kohima and for activities under Provision to Art 275 (1) of the Constitution of India etc.
SY Quraishi tradition,” Qureshi said. “All said and done, the position of Muslims in India is much better than in even many Muslim countries,” he added. (At 189 million, India is home to the second highest Muslim population in the world after Indonesia.) Is a large portion of illiterate electorate a challenge in keeping the divisive and communal agendas out of electoral process so that elections are fought on real issues? “Well, I don’t think illiteracy means the electorate is uninformed. If we achieve 100 per cent literacy that is well and good, but till the time it is not done it does not mean our democracy is useless. An unlettered voter too
knows his interests,” Quraishi said. “When we started out in 1950, we had 84 per cent illiteracy. But elections after elections have been successful. Voters are mature despite their illiteracy. Informed choice ke liye university ki degree hona zaroori nahi (you don’t need a university degree to make an informed choice while casting your vote). “Instead, I would say, those MA and PhD holders who do not go out to cast their vote and then even brag about it instead of being ashamed of it, they are the real illiterates for me,” he added. Qureshi’s latest book “Loktantra Ke Utsav Ki Ankahi Kahani” was released recently by Vice President M. Venkaiah Naidu. An updated, abridged English version of the book is in the pipeline. Qureshi is also working on two other books -- “Family Planning in Islam” and “Electoral Reforms in South Asia”. The former, he said, may be out in three months, the latter in seven to eight months. But is he not stirring a hornet’s nest by advising Muslims to plan their families?

Media in distress
fter the National Emergency declared by the Indira Gandhi cabinet on June 1977 was lifted in March 1977, the role of the Indian media was questioned for having abandoned its primary role as a voicing out the truth in defence of freedom of speech and expression. That failure was famously described by L.K. Advani, who said that during Emergency, when Indira Gandhi asked the media to bend, it crawled. The role of the Indian media and its professed independence as the fourth pillar of democracy is never more debatable now then during 1975-77. During the emergency any journalist of media defying the government censorship had to face charges of treason and jailed. Today there is no Emergency. The BJP had leaders like Atal Behari Vajpayee, L.K. Advani and Arun Jaitley (to name a few) were among thousands who were thrown to jail for defying and challenging the government. Interestingly, when Advani gave an interview (The Indian Express in June 2015), he was explicit that the same forces that can crush democracy were stronger today and said he was not confidence that the same kind of Emergency cannot happen again. Ironically when Advani was later interviewed by a television channel over his remark that had raised Cain in the BJP and used by the liberal media to the hilt, he compromised by saying he meant the Congress. Everyone knows that the forces of Emergency (Congress) are nowhere near the corridors of power after the party was not only soundly thrashed in 2014 but subsequently its leaders and supporters being hounded by CBI, ED and IT as part of the BJP’s vow to eradicate Congress from India. To understand how other nations perceive India, notwithstanding the selfacclaimed freedom and independence that Indian media profess; the US-based Freedom House, in its Freedom of Press 2017 report described Indian media as “partly free”. In last year’s report, it was scathing in its criticism of the present regime for the pathetic state of the Indian media: “… media workers continued to face obstacles under Prime Minister Narendra Modi’s government. Another international media watch organisation Reporters without Borders in its 2017 World Press Freedom Index has given India 136 ranking, three points down from 2016 and lower even than press freedom in Afghanistan. After Emergency, the India media continuously reaffirmed its independence but after 2014 when Modi came to power, the media has shown itself as it did in 1975. The difference is that in 1975 the Indira government cracked the whip while after the Modi government hounded liberals among the media. In both instances, the prime minister was above reproach and any perceived criticism is considered anti-national. Indian media has been either browbeaten or bought and that is the picture which the international media paints. In a recent case, NDTV had offices and residences of its owner raided by CBI. This was because the channel, despite its vain attempt to please the powers that be, was still considered liberal and unpalatable. There have been debates and discussions in the media about the way in which many journalists have become apologists of the government for whatever reasons. This is not a healthy sign as it will only lead to a crisis which would impale freedom of the press. Like Advani had said the same forces (inimical to freedom of the press) have become stronger today and could eventually replicate the situation again.
DailyDevotion The Place of Exaltation …Jesus took…them up on a high mountain apart by themselves… —Mark 9:2 We have all experienced times of exaltation on the mountain, when we have seen things from God’s perspective and have wanted to stay there. But God will never allow us to stay there. The true test of our spiritual life is in exhibiting the power to descend from the mountain. If we only have the power to go up, something is wrong. It is a wonderful thing to be on the mountain with God, but a person only gets there so that he may later go down and lift up the demon-possessed people in the valley (see Mark 9:14-18). We are not made for the mountains, for sunrises, or for the other beautiful attractions in life— those are simply intended to be moments of inspiration. We are made for the valley and the ordinary things of life, and that is where we have to prove our stamina and strength. Yet our spiritual selfishness always wants repeated moments on the mountain. We feel that we could talk and live like perfect angels, if we could only stay on the mountaintop. Those times of exaltation are exceptional and they have their meaning in our life with God, but we must beware to prevent our spiritual selfishness from wanting to make them the only time. We are inclined to think that everything that happens is to be turned into useful teaching. In actual fact, it is to be turned into something even better than teaching, namely, character. The mountaintop is not meant to teach us anything, it is meant to make us something. There is a terrible trap in always asking, “What’s the use of this experience?” We can never measure spiritual matters in that way. The moments on the mountaintop are rare moments, and they are meant for something in God’s purpose.

ven as finance minister Ar un Jaitley looks for new ways and methods to rejuvenate Indian economy, the world economic outlook appears to be bleak. The new UN report says the global economy appears stuck. The financial system is facing grave crisis and the world people have to be cautious about is safety and fairness. The United Nations Conference on Trade and Development (UNCTAD) report on Trade and Development blames a combination factors for the sinking world economy. The report calls for ending austerity, clamping down on corporate rent seeking and harnessing finance to support job creation and calls for infrastructure investment. In other words, the necessary infrastructure investment has frozen across the world. It is “a combination of too much debt and too little demand at the global level’, says UN SecretaryGeneral Mukhisa Kituye and adds, “This has hampered sustained expansion of the world economy”. Unfortunately enough every bit is true about Indian conditions despite some supposed reform like GST.
UNCTAD says that world economy is not lifting off. The growth is almost flat at around 2.6 percent that was in 2015 but a slight better than 2016 when it had slumped to 2.2 percent. It notes India and China have come down to the same level at 6.7 percent. However, India’s internal figures suggest it is even less than that at 5.7 percent. Naturally it is a cause for concern for Jaitley and solutions are not easy as the government is facing cash crunch on the one hand and the people are getting squeezed under heavy tax burden. The GST has yet to settle but income-tax is eating into the purchasing capacity of the salaried class, supposedly today the mainstay of Indian market. In such scenario, Latin America seems to show the “biggest turnaround at 1.2 percent growth The Eurozone growth touched 1.8 percent but lags behind the US, which at 2.1 percent. The main obstacle to recovery is fiscal austerity or what in Indian terms is said to be “cutting of expenditure”. The UNCTAD finds that 13 of the advanced economies experienced “austerity” between 2011 and 2015.
he Sunday market running at the circular road stretching from the clock tower till near the Bishop’s House is creating a lot of harassment for the commuters. Both motorists as well as pedestrians and especially for the people attending the Sunday church services are facing problem by this market which starts early every Sunday morning. It will be good if the district administration and the DMC put a stop on it immediately and shift it towards some other place where there is sufficient open place like the state stadium or the super-market area which will not bother church-goers on our holy day. Some writers in the past too have written about this market but the district administration and the DMC are yet to take any steps on it. If people of other faiths are made to open shops on Sundays to shop without any difficulty and celebrate their festivals peacefully, why is the DMC and the district administration making it difficult and hard for us even to go to our church services peacefully here in our own place? We churchgoers end up stuck up in traffic-jams making us unable to reach our church services on time. While coming back home also we have a difficult time due to the congestion created by this market. Even the lives of the children who are going and returning from their Sunday schools are endangered as all the footpaths are occupied by the vendors and children have to walk on the narrow roads with vehicles speeding by. We hope the DC of Dimapur and the CEO of DMC are listening and do the needful before any mishap happens from this Sunday market. Aienla Imchen, Dimapur
For India trade will remain a problem. Indian exports have not grown and imports have not slumped. The trade balance is massively distorted. The hopes of its correction are not seen by UNCTAD. The global demand remains sluggish as globally jobs are not there Shivaji and people do not have money to meet their needs. The UNCTAD had laid the highest hope on the growth of emerging economies, particularly India and China but now it says, “ they are facing significant downside risks”. “Debt levels continue to rise without real signs of robust growth and there concern about political instability, falling commodity prices, higher interest rates in the US and a stronger dollar”. All these are virtual key risks for the Indian economy. Another concern that the recent India faced is being seen to be a global phenomenon. Net capital flow is shrinking – reminiscing a scenario of 2007-08 global meltdown. Net private capital flow that had reached about $ 200 billion in 2011 has shrunk to negative levels since late 2015 and has yet to recover.
The deregulation of financial markets is being seen as the biggest problem. It increases inequality and instability. The rise of the top 1 percent super elites is a major problem, says the report’s lead author Richard Kozul Wright. The trend leads to seSarkar vere inequality and spells precarious future as investments would be insufficient, no job growth and welfare provisions would weaken. All these are seen to be manifesting in Indian economy. The report lambasts the bail-outs that were announced after the 200-7-08 meltdown. In Indian situation, though at that point of time it was not needed, it has led to massive bleeding of bank reserves, estimated at Rs 12 lakh crore (Rs 12 trillion). This was the bonanza to the large corporate across the world. It has bled governments and public savings and rise in irrational bank charges across the4 world. India that had maintained a distance from this global phenomenon unwisely succumbed to the corporate lobbies taking its burgeoning economy downhill. The correction now is a difficult economic and political task.
N
The increased automation, which has seen Indian IT sector throwing people out jobs is another concern for UNCTAD. The system is “becoming unduly biased in favour of handful of large corporations”. The precarious situation has seen that also in India where also a few corporate have made massive gains and now some looking for bankruptcy cover. It has given a severe warning. “The failure to correct the excesses of hyper-globalization (corporatisation) is not only jeopardising social cohesion but diminishing trust in both markets and politicians and increase inequaites. The UNCTAD calling for a change in the global system, though it finds the way difficult, says the world has to come out of the grip of finance – banks and related organisations. Total banking sector assets since the 1990s have more than doubled in most countries, including India, with peaks at 300 percent of GDP in some OECD economies. India of late has also gone into the clutches of banks and financial institutions leading to high costs, extortions adding to the miseries of the people. It has favoured large corporate and
fleecing of average common savers. The common man’s money is at risk and that finally leads to the doom of the market and economy. The UNCTAD calls for end to financialisation as it has led to indebtedness across the non-financial sector, increasing to 188 percent of global GDP crisis. Steps like demonetisation are also financialisation and leads to severe “income disparity”. Among some of the measures for correction it calls for a global dialogue like the Marshall Plan of 1947 charted out by IMF, World Bank and General Agreement on Trade Tariff. Last but not the least it calls for a strong voice of the labour for higher wages and bringing down the tax rates that mostly deprive about half of the earnings of the wage earners. The governments have to come together to take the people out the clutches of big houses and financial sharks, the report says. It f this happens the global economy would see a turnover else it would continue to shrink as “income equality” (poverty) may continue to rise. The world governments must make the report bedrock of the policy framework.
Post-mortem
Gandhian philosophy and its relevance today
G
andhi dreamed of world without wars, a society without superstition, factories without forced-labour, non-violence and non-exploiting social and economic order, education as an agent of change. But unfortunately the world is always in apprehension to march towards wars. Even today superstition exists in society. Social and economic order is still exploiting-oriented. He always made struggle for the improvement of the poor. Gandhi often said, in India, if God were again to appear in my form, has he would appear in the form of a loaf of bread. If Gandhi were to choose between bread and God, he would choose the former. For in any case, for an average poor Indian bread was sent by God and was, therefore, synonymous with the Almighty. But what is happening in India? Still one-fourth of the population is facing starvation and far from quality of life. One may ask, how can people, who has not seen “Gandhiji” relate oneself with the vision he nurtured, followed and envisaged as the guiding force of the people of India? Mahatma, as a moral being, may
not be present along us, but he has been constantly guiding as an inspiration, an illuminated light on almost all the diversified issues that an individual, a society or the state may come across. Mahatma Gandhi need not be seen as an individual, but as a movement, a phenomenon and a light removing darkness from each and every walk of life. Wherever there is a struggle for survival, wherever there is injustice, poverty, hunger, illiteracy, inequality and darkness, Gandhiji showed a road to light. It is unfortunate that Gandhi’s positions on religion, secularism, democracy, modern economy and politics have been misunderstood by both his supporters and opponents in independent India. Much of the misunderstanding stems from the fact that people have sought to understand Gandhi on the basis of isolated statements, torn from their context. The ambiguities created thus have been utilized by politicians and others to their own advantage and taste. To understand Gandhi properly, it is necessary to link his statements to the context in which he made them, and to focus on the underlying unity of his thoughts
Nagaland for Christ or Nagaland for money?
agaland, land where I belong. A land where Christianity dominates all other religions. A state known to the outsiders as Christian state. What strikes your mind then when we talk about a Christian state? We cannot expect a heaven like situation in Nagaland but why not a state free from all sort of ungodly activities? You go ask anybody about the situation in Nagaland, people will barely throw good comments. Not because people are negative but everywhere it is openly visible. Well, by writing this, I don’t term all people as bad as some people are in Nagaland. But as per my humble observation, our activities seem contradicting with the Christian principles. We say Nagaland is for Christ but we continue to live like Pagans. We call ourselves to be for Christ but talk about corruptions, killings, extortions, greed, etc, Nagaland is at the top. Talk about humility, it’s on the verge of extinction. Churches in Nagaland are often rising against each other instead of working and sacrificing for Christ. Forget about sacrificing, we cannot even speak

the truth. Tribalism again has become a threat to Naga unity. My tribe, your tribe is often echoed in all corners called ‘Nagaland. ‘The question here is how are we going to sacrifice for Christ when we cannot even unite ourselves as one? What about our freedom fighters? They used mask at the barrel of their guns to procure money in the name of Nagaland for Christ. Instead of using guns to protect their people, they used guns against their own people to procure money. Election? Tell me who can win election without money in Nagaland? People do not even care about the capabilities of the candidates but simply vote for the ones who give the most money. Such is our mentality and now look at our leaders, how corrupted and greedy they have become, and we call it Nagaland for Christ. Now, the question is, are we really for Christ or Money? Nagaland is in a mess. Naga society is becoming a money loving society. The craze of the people for money has only made the whole thing worst in Nagaland. I believe Christianity is not a religion of hate, selfish, greed or war and
therefore, we Nagas should realise that we are for Christ and stop being hypocritical. Or shall we still claim that the whole present unhealthy situation of Nagaland are for Christ? It’s high time we start living the way God always wanted us to. Exodus 20:7 says you shall not misuse the name of the Lord your God, for the Lord will not hold anyone guiltless who misuses his name. And therefore, the Nagas cannot misuse the name of Christ in the name of the slogan ‘Nagaland for Christ.’ Furthermore, no one can serve two masters. Either you will hate the one and love the other, or you will be devoted to the one and despise the other. You cannot serve both money and God (Mathew 6:24). So, it’s about choosing God or money. The choice is ours. Nagas cannot be both for Christ and money. Therefore, let us all be wise enough and henceforth change our mindsets towards making a better and prosperous Nagaland. And, eventually and most importantly fulfill the promise ‘Nagaland for Christ.’ Divito Vese, St. Joseph’s College, Jakhama
and action. Great injustice has been done to Gandhi, by Gandhians, who defined him and made him into some kind of cult figure; by his opponents who simply dismissed him as obscurantist, outdated and irrelevant; and by those who have used him as a stamp to justify and legitimized their own agenda. Gandhi needs to be rescued from all three. That would do justice to him. In reality, Gandhi made a crucial distinction between what he called Religion which he understood as a moral code of a social order, and specific religious (Hinduism, Islam and Christianity, etc.). He called Religion the tree and religions as different branches of the same tree. In 1946 he advised his followers: there are many religions but Religion is only one. You should follow that one Religion. Whereas he supported politics being based on Religion, that is a moral order, he was against denominational religious entering politics. In an interview to Louis Fischer given in 1942, he said; “religion is a personal matter which should have no place in politics.” The tragedy of post-in-
dependent India is that we have lost our sensitivity to and sensibility towards the quality of life and become oblivious of the sense of values that should enrich and sustain it. All right thinking people in India are fully aware of the many things which are going wrong in India. We have a large number of educated, highly specialized and capable men in our country today. But they are all working in an uncoordinated and directionless manner, without being inspired by a larger vision and animated by a larger purpose. Thought revenue generated through various duties and taxes compensate social programmes, but what is the use of this revenue which goes in the maintenance of law and order because of crime caused by liquor drinking. There were a number of communal riots in India during post-independence. This is indeed a persisting blot on democratic and pluralistic India. How one wishes Mohandas Karamchand Gandhi were in our midst now! Prof. Mithilesh Kumar Sinha, Finance Officer, Nagaland University, Lumami

Sir,
Fitting electronic meter box; no need for fare revision
On February 2, 2004, there was emergency meeting held under the chairman of H. Hetoi Chophy, president Dimapur District Autorickshaw Drivers Union (DDADU) for introducing electronic meter box on all commercial taxis/autorickshaws compulsorily like in other states across the country. The deputy commissioner Dimapur said that fitting electronic meter box would be installed on all commercial taxis compulsorily. Those who do not comply by the standing order would be penalised to the extent of cancellation of permits. Meter box is necessary to be fitted so there is no wastage of time for quarrel between passenger and auto driver. The automatic meter box functions accordingly and fare amount is displayed and so passenger pays up. No amount of strike, bandh, agitation would work unless meter box is installed on autorickshaws and taxis. The writer is old but not foolish and he cannot remain a mute spectator when people are upset and agitating. He has to speak up and therefore, he writes to voice out the common opinion through media. Therefore, it would be prudent on the part of government to take up this issue seriously for the common men. Rikhyo Kikon Lotha, Pensioner NCS, social worker and octogenarian

Hyderabad, Oct 1 (PTI): Sounding optimistic about the economy bouncing back in the coming months, former RBI Governor C Rangarajan Sunday said the government needs to “pick up very fast” to be able to maintain a healthy annual growth. The government needs to take quick measures to push the growth, he said. “In some ways, one can say the economy has bottomed out. Because, for two quarters it has remained at 5.7 per cent. “Therefore, the glitches of GST may be over. Some of the effects of
Mumbai, Oct 1 (PTI): The ambitious initiative to use social media analytics to identify tax non-compliance is a USD 100-million project for the infotech arm of engineering giant Larsen & Toubro, according to a company official. Since the note ban last November, the government has been putting in lots of efforts to plug the loopholes in the taxation system using advanced technology and the attempt got an added focus since the Reserve Bank in June had admitted that as much 99 per cent of the banned banknotes had returned to the system, negating the stated intent of cancelling 87 per cent of the notes in circulation. “That is really advanced analytics. Now, that is like a USD 100-million deal for us. It’s not a small deal,” LT Infotech chief executive and managing director Sanjay Jalona told.
Ter ming the work awarded by the Central Board of Direct Taxes as a “high volume digital deal”, he elaborated that the project involves creating a ‘semantic web’ where web pages are structured and tagged in such a way that can be directly read by the computers. “We are creating a systematic web on a person. If his wife is going to the Seychelles and putting photos on Instagram, we will capture it ... that is really advanced analytics,” Jalona said. It can be noted that in its efforts to shore up tax collections in a country with among the lowest tax to GDP ratios among its peers, the government has decided to use the best that data analytics offers. A news report last month had said it was a multi-year contract where LTI would operate on a

Jalona said apart from the work on the CBDT project, the company, which was listed last year, is working on other high value digital deals well like a project to digitise parent L&T’s construction vertical “at the core”. This project involves plan and machinery optimisation for the company through interventions like sharing of high cost assets, he said. Jalona said the company is investing continuously on the emerging digital technologies, which now constitutes for 30 per cent of its revenue. He, however, asserted that margins will not be diluted as the company undergoes this change. He said the proportion of digital revenues will keep growing and possibly in two years, everything may be digital for the industry.

Mumbai, Oct 1 (PTI): Turnkey solutions provider Sterling & Wilson is eyeing at least 20 per cent share in the data centre market by 2020, mainly on the back of exponential growth in cloud computing, Internet of Things (IoT) and big data. The domestic data centre market, including the physical infrastructure, is pegged at around Rs 10,000 crore, of which the physical infrastructure segment is about Rs 4,000 crore. “With the advent of technological innovations, the importance of data has become paramount, especially in terms of supporting infrastructure for its storage and processing among others. “We expect this physical infrastructure data centre segment to grow at CAGR of 20-25 per cent in the next three years,” Sterling & Wilson Data Centre Practices Head Prasanna Sarambale told PTI here. He said the company has the capabilities to set up the entire infrastructure for data centres as well as manage and maintain them. “Given a compounded annual growth rate (CAGR) of 20-25 per cent, we expect the physical data centre market to grow up to Rs 7,000 crore by 2020.

“Being one of the leaders in providing complete mechanical, electrical and plumbing solutions, we see a good opportunity to provide complete end-toend solutions in this space,” Sarambale said, adding the company hopes to corner at least 20 per cent of this market, from 10 per cent at present. Since India is one of the fastest growing markets for cloud services, he said having local infrastructure can be a major advantage to cash in on this demand. In India, the cloud services market is currently dominated by Amazon Web Services, Microsoft Azure, Google and IBM, with Alibaba being the latest entrant. “These companies, along with other major players have huge plans to expand their presence by setting up data centres here. Besides, both Central and state governments are adopting digitalisation, which is a huge opportunity for a company like ours,” Saramble said, adding recently they bagged a contract from the Rajasthan government to set up a data centre.

The Mumbai-headquartered IT major said it has received a legal advice that the order and the reduced damages awarded are not supported by evidence presented during the trial and a strong appeal can be made to superior court to fully set aside the jury verdict. Epic had accused TCS and Tata America International Corp, in a lawsuit filed in October, 2014 in US District Court in Madison which was amended in January and December 2015, of “brazenly stealing trade secrets, confidential information, documents and data” belonging to Epic. The Wisconsin court in April 2016 had ruled the two Tata group companies to pay USD 240 million to Epic Systems for allegedly ripping off its software, besides USD 700 million as punitive damages.

demonetisation would also be neutralised with the new currency coming in. Therefore, it could pick up. But, it needs to pick up very fast,” Rangarajan told here on the sidelines of an event. The economy needs to grow at 7 per cent in three quarters even to have a growth rate of 6.5 per cent for the year as a whole, the eminent economist said. “Because, the rate of growth of 5.6 per cent in the first quarter, even to get 6.5 per cent for the year as a whole, the economy needs to grow at seven per cent in the three quarters. Therefore, the growth rate has to pick up much faster,” he said. The government needs to take quick action for the economy to pick up “really fast”, Rangarajan said. He suggested revival of “all viable stalled projects”, recapitalisation of banks and removal of impediments in the way of higher corporate investment to give a push to the economy.
Govt should relax fiscal deficit targets: Assocham New Delhi, Oct 1 (PTI): Industry body Assocham has urged the government to relax fiscal deficit targets and boost public expenditure as a means to accelerate India’s economic growth. In a statement, the chamber said India Inc is looking up to the government to take the ‘out of ordinary’ measures, citing “concerns over slowdown in growth due to the transient disruptions in the economy following GST implementation and the remaining overhang of demonetisation”. Ahead of the credit policy review, the chamber has also written to RBI and the Monetary Policy Committee to cut the interest rates, outlining the challenges faced by the economy which needs immediate measures for revival of growth.

Mumbai, Oct 1 (IANS): Automobile manufacturer Tata Motors on Sunday reported an exponential rise in its domestic sales for September on the back of growing festive demand and introduction of new products. According to the company, its September domestic passenger and commercial vehicle sales rose by 25 per cent to 53,965 units. However, the company’s exports during the month under review declined by 27 per cent to 3,887 units shipped out. “Tata Motors overall commercial vehicles sales in September 2017 were at 36,679 numbers -- higher by 29 per cent over September 2016,” the company said in a statement. “The sales grew on the back of strong ramp-up in production, growing demand for new product launches and higher customer uptick owing to peak festive season buying trends across segments.”

Employees of Nagaon and Cachar paper mills belonging to Hindustan Paper, which comes under the administrative control of the department of heavy industries, have not been paid salaries for 10 months and a year, respectively. Due to shortage of working capital, the production in Cachar Paper Mill and Nagaon Paper Mill has been suspended since October 2015 and March 2017, respectively. “There was a brainstorming meeting chaired by the prime minister wherein it was decided that while retaining the public sector character of Hindustan Paper Corporation, contracts will be given to private players for carrying out procurement and due diligence activities,” the official said. While roping in private players is a practice commonly followed by state-run PSUs in the services sector, it is a “paradigm shift” for companies operating in the manufacturing sector, the official added.

New Delhi, Oct 1 (IANS): Finance Minister Arun Jaitley on Sunday said Goods and Services Tax (GST) slabs may be reduced in the future if a “revenue neutral plus” tax level is reached. Jaitley made the remark at the “Foundation Day” event of the National Academy of Customs, Indirect Taxes and Narcotics (NACIN) in Faridabad. According to the Minister, reduction in tax slabs under the current GST system can happen only after the regime reaches a “revenue neutral plus” level. Jaitley termed government’s revenues as the lifeline of all development activities and that more resources with the state can be spent in national security, rural economy and infrastructure development. Addressing the event, he pointed out: “Now, when people have the right to demand development, they also have the responsibility

Ottawa, Oct 1 (IANS): A policeman in Canada’s Edmonton city was rammed by a motorist who then attacked him with a knife on Saturday night while four pedestrians were hit by a van later in a pair of suspected terror attacks, reports said. Canadian Police say they are investigating possible acts of terrorism after multiple incidents in the capital city of Alberta province, reported the BBC. It was however not immediately clear if the van driver, who was subsequently arrested, was behind the first attack too. According to police, a police officer controlling traffic at a Canadian Football League game was struck by a car at high speed and then attacked with a knife multiple times by the driver who then fled abandoning the vehicle. Shortly afterwards, a van driver rammed into four pedestrians at least. He was chased and arrested by police. Police said that an Islamic State flag was found

in one of the vehicles and has been seized as evidence. While the policeman did not have any life-threatening injuries, the condition of the pedestrians was not known, said the BBC, citing police. Edmonton Police Service Chief Rod Knecht said the officer and his vehicle were rammed by a white Chevrolet Malibu at about 8.15 local time (4.15 GMT) outside Alberta’s Commonwealth Stadium. “The vehicle struck the
police officer, sending him flying into the air 15 feet, before colliding with the police officer’s cruiser again at a high rate of speed,” he said, reported CNN. Information about the vehicle’s registered owner was broadcast to patrol officers, said Knecht. Hours later, a man driving a rental van was pulled over at a checkpoint after his name on documents seemed “very similar” to the one police were looking for.
Man shot dead after stabbing two at French train station
French security services are pictured guarding the Gare de Marseille-Saint-Charles after the attack.
Marseille, Oct 1 (Agencies): A suspected Islamist knifeman killed two women at the main train station in the French Mediterranean city of Marseille Sunday before being shot dead by soldiers on patrol, local officials and police said. One of the victims had her throat slit by the assailant, a man with a criminal record believed to be in his 30s who shouted “Allahu Akbar” (God is Greatest) at the start of his rampage.
Soldiers serving in a special force known as Sentinelle set up to guard vulnerable areas in terror-hit France responded to the stabbings and shot dead the attacker, whose identity remains unknown. “I was on the esplanade just in front of the station,” Melanie Petit, an 18year-old student, told AFP. “I heard someone shout ‘Allahu Akbar’ and I saw a man who seemed to be dressed all in black.” Heavily armed police
sealed off and evacuated the ornate rail terminus in the bustling heart of France’s second-biggest city, stopping all train traffic on some of the country’s busiest lines. The latest deaths came with France still on high alert and under a state of emergency following a string of attacks in recent years by extremists linked to the Islamic State group or Al-Qaeda. Since 2015, a total of 239 people have been killed in France by jihadists, according to an AFP count before today’s incident. After the lunchtime attack, anti-terror prosecutors said they had opened an investigation into “killings linked to a terrorist organisation” and the “attempted killing of a public official”. Travellers around the station described “controlled panic” as security forces evacuated passengers and looked for possible accomplices, while another witness said white sheets were placed over the bodies of the victims.
3,000 killed in Syria in September
Syrian men dig through a destroyed building.
BEIRUT, Oct 1 (Agencies): Syria’s war killed at least 3,000 people including 955 civilians in September, the Syrian Observatory for Human Rights monitor said on Sunday, in the deadliest month of the conflict this year. “More than 70 per cent of the civilians were killed in regime and Russian air strikes, or in air raids of the international coalition” fighting the Islamic State group, the Britain-based monitor’s head Rami Abdel Rahman said. Backed by Russian air strikes, the forces of Syria’s
President Bashar al-Assad are pressing a battle to retake Islamic State-controlled areas in the eastern province of Deir Ezzor. A US-led inter national coalition has been providing air support to a Kurdish-Arab alliance, the Syrian Democratic Forces, also fighting the jihadists in its former northern bastion of Raqa city and Deir Ezzor. The number of people killed in September was higher due to increased fighting and “intensified air raids of the international coalition and Russia against jihadist bastions in
the north and east of Syria, but also due to increased Russian and regime strikes on rebel-held areas,” Abdel Rahman said. Russian and regime warplanes have in the past two weeks increased their strikes on the northwestern province of Idlib, which is largely controlled by Hayat Tahrir al-Sham (HTS), a group led by Al-Qaeda’s former Syria affiliate. The 955 civilians killed in September included 207 children, said the Observatory, which relies on a wide network of sources inside Syria for its information.
“The U-Haul truck then immediately fled the scene, and was pursued by police officers toward downtown Edmonton,” the police chief said. The driver, a 30-yearold male, “deliberately attempted to hit pedestrians” during the police chase and was arrested after his vehicle overturned, said police, adding that “based on evidence at the scenes and the actions of the suspect”, these incidents are being investigated as “acts of terrorism”.
Iran urges Europe to defy Trump on new sanctions Tehran, Oct 1 (IANS): Iran has warned that the only way to stop its nuclear deal from collapsing is for Europe to defy any US reimposition of sanctions, Tasnim news agency reported on Saturday. Iranian Foreign Minister Mohammad Javad Zarif said Iran would develop much more advanced nuclear technology -- though not for weapons purposes -- if Europe followed the United States in returning to a sanctions regime, Xinhua reports. The International Atomic Energy Agency (IAEA) is responsible for verifying that Iran meets the terms of the agreement. The US President Donald Trump has attacked the deal on numerous occasions, vowing to tear it up. On October 15, Trump is due to testify to Congress whether Tehran is complying with the deal and whether it remains in the United States’ interests to stick by it. If he decides it is not, it could open the way for the US lawmakers to reimpose sanctions, leading to the potential collapse of the agreement.
wASHINGTON, Oct 1 (Agencies): Efforts to convince North Korea’s ‘little rocket man’ to stop his nuclear weapons programme is a waste of time, President Donald Trump said on Sunday. Trump has nicknamed North Korean dictator Kim Jong Un as ‘little rocket man’. Secretary of State Rex Tillerson is ‘wasting his time’ with North Korea negotiations, the New York Daily quoted Trump as saying. The remark comes just a day after Tillerson said he was working to seal a deal. “I told Rex Tillerson, our wonderful Secretary of State, that he is wasting his time trying to negotiate with Little Rocket Man,” Trump tweeted. “Save your energy Rex, we’ll do what has to be done! ” he said. It was not immediately clear why he contradicted Tillerson’s diplomatic efforts. Tillerson had said on Saturday that the US was directly in touch with Pyongyang and “probing” the possibility of a peace deal. “I think the most immediate action that we need is to calm things down,” Tillerson told reporters in Beijing.
Bangladesh to move 15,000 Rohingya from tribal district
Rohingya refugee children gather on a truck in Cox’s Bazar, Bangladesh.
COX’S BAZAR, Oct 1 (Agencies): Bangladesh is to move to a camp at least 15,000 Rohingya refugees who have settled in a restive hill district near the border with Myanmar, a local official said Sunday. Most of the estimated half a million Rohingya who have arrived in southeastern Bangladesh over the last five weeks after fleeing violence in Myanmar are crammed into the camps that have sprung up on government land. But thousands of the mainly Muslim refugees have settled in the nearby district of Bandarban, part of the Chittagong Hill Tracts, where indigenous
O.J. Simpson released from prison Los Angeles, Oct 1 (IANS): Former NFL star O.J. Simpson was freed on parole on Sunday after serving nine years in prison for a Las Vegas armed robbery, a Nevada prison official said. “O.J. Simpson is out, he is a free man,” CNN quoted Nevada Department of Corrections spokeswoman Brooke Keast as saying. Simpson was picked up by a friend, according to Keast. The Nevada Board of Parole Commissioners voted unanimously to grant Simpson’s release in July. Simpson, 70, served nine years of a 33-year sentence for kidnapping and armed robbery after a raid on memorabilia dealers in a Las Vegas Hotel room. Simpson has maintained that he was trying to recover family mementos and memorabilia taken from him. After he was granted parole, the Nevada Department of Corrections took extra measures to protect him, reports CNN.

tribes waged a separatist insurgency in the 1980s and 1990s. Bangladesh authorities fear their presence could revive communal tensions between the local Muslim population and the tribal minority, who are mainly Buddhist. “The government has now decided to shift all 15,000 newly arrived Rohingya to the main camp,” Bandarban government administrator Dilip Kumar Banik told AFP. Banik said the government would begin moving them on Monday to “ensure peace in the hill district”. Bangladesh has opened its borders to the Rohingya,
who are denied citizenship in their native Myanmar. But it has not granted them official refugee status and has made clear it does not want them to remain indefinitely. Authorities have restricted the movement of the refugees, banning them from leaving the overcrowded camp areas where hundreds of thousands are living in desperate conditions with inadequate shelter. Banik said the government also wanted to move around 12,000 Rohingya who are stranded in the nearby no-man’s land between Bangladesh and Myanmar. Tribal groups ended their separatist insurgency in 1997 and signed a peace treaty with the government. But tensions persist between the local Muslim population and the tribal groups, who have close ties with the ethnic Rakhine Buddhists accused of carrying out attacks on Rohingya in Myanmar. In June this year local Muslims torched hundreds of houses in a tribal community following the alleged murder of a local politician.
Austria bans full-face veil
Vienna, Oct 1 (IANS): A legislation banning full-face Muslim veils in public spaces came into effect in Austria on Sunday. According to the government, the law, which says faces must be visible from the hairline to the chin, is about protecting Austrian values, reports the BBC. It comes ahead of a general election later this month which could see gains by the far-right Freedom Party. Muslim groups have condemned the law, saying just about 150 of Austrian Muslim women wear full-face veils. The law bans Muslim veils such as the burka or niqab, but also places restrictions on the use of medical face masks and clown makeup.
PUBLIC NOTICE O.J. Simpson
Guards moved him to a single cell away from the rest of the prison population. “The last thing we want is some prisoner trying to make a name for himself by attacking Simpson,” Keast added. The Nevada conviction came eight years after Simpson was acquitted by a California jury of the 1994 murders of his former wife Nicole Brown Simpson and her friend Ronald Goldman. Simpson lost a civil judgment in 1997 for their wrongful deaths and was ordered to pay the victims’ families $33.5 million.
Dated Kohima the 30th September 2017 The undersigned is shocked and surprised to know of a press release issued by the Government of Nagaland, Department of Higher & Technical Education : Nagaland that appeared in Nagaland Post dated Wednesday the 27th of September 2017, page-5, where my name was mentioned based on an allegation propounded by an anonymous / pseudonymous Organization called “The Brighter Tomorrow (Nagaland Chapter): Camp: Dimapur” (Complainants), who were called to appear before the One Man Inquiry Commission on 4th-6th. October 2017 during office hours in between 11:00-15:00 Hrs to substantiate their allegations against the officials with documentary evidences and proofs, if any. In the light of the above, I would like to clarify the following points raised by the complainants : “The Brighter Tomorrow (Nagaland Chapter): Camp: Dimapur.” 1. Firstly, so far, no copy of complainants’ letter was endorsed to me either from the Government nor the complainants : “The Brighter Tomorrow ( Nagaland Chapter): Camp: Dimapur” in this matter. I came to know from the local news paper with utter shock & dismay on 27-09-2017 only. I could procure a copy of the letter from some reliable sources immediately to educate myself. 2. Secondly, the complainants alleged the period as 2010 to 2014, but the undersigned took the Officiating charge of Directorship on 1st. August 2013, therefore, how am I implicated for the period when I was not a Director in the department ? (2010 to 31st. July 2013). Did anyone impersonate me as the Director of the department during the said periods ? Please prove it! 3. Thirdly, the Government of Nagaland, Home Department vide its letter No. Home/ SRC/7660/2017 stated that the Society in the name of Brighter Tomorrow ( Nagaland Chapter): Camp: Dimapur is Not Registered under Home Department, Government of Nagaland. It means the Society is fictitious & nonexistent. If the Complainants are a genuine welfare and benevolent society, then why not unmask yourselves & come face to face and sort out the issues without maligning the image of honest officers? I have served the people with honesty & integrity for last 35 years and gracefully retired on 30th. June 2015. Why were the matters & issues not discussed & endorsed frankly when I was holding the post of the Director? After the lapse of two years of my retirement, why did the petitioners put up the letter secretly to different authorities without proper identity and address. Is it not an act of cowardice and intent to tarnish my name & image to mislead the general public by giving mala fide statement in public domain? As a Christian, do you feel blessed through your act of malicious conspiracy against me ? I hope that the motto of your society, is not “Honesty is the First Casualty !” 4. Fourthly, for the consumption of all concerned, the PMCS (Scholarship) is disbursed online to all beneficiaries provided their applications are found to be genuine & authentic, and further, question of misappropriation/ mismanagement of fund does not arise at all, since cash is never handled at any level. As per the Financial & Cognate power Rules-1964, the delegation of power to receive & disburse the Scholarships is endowed upon the HODs. Are you interpreting the delegation of financial powers bestowed upon the HODs as per the provisos of existing rules as mismanagement / misappropriation of funds? Every account in the department is auditable by the AG, timely reconciliation/ cross-checking of figures is done with AG & Finance Department, government and utilization certificate is forwarded to the Government of India, Ministry of Tribal Affairs for perusal & sanction for succeeding year through the Government of Nagaland. So far, all audited statements are completed and found to be correct till the date of my retirement. 5. Lastly, I appeal to the so called Brighter Tomorrow ( Nagaland Chapter): Camp: Dimapur, if you do exist & are Genuine Believers in Christ then let’s reason face to face, because Ecclesiastes 12:14. Says “For God will bring every deed into judgement, including every hidden thing, whether it is good or evil.” I am not angry but I pity you because vengeance belongs to the Lord! I am ready to forgive you in the name of our Lord & Saviour Jesus Christ if you apologize for the false & concocted allegations meted against me. (C.KHALONG AO) RETD. Of course something is pre-conceived. It’s built, it’s constructed. But within that is this incredible kind of spontaneity that’s there. Awarthanga Chiru (Blending Chords) to release solo album ‘Live as One’
V
ocalist and main songwriter of the popular Rock/Pop/ Alternative band ‘Blending Chords’ would be releasing his much anticipated solo album ‘Live as One’ this coming Sunday, i.e. October 1, starting from 3:00 p.m. The event will be jointly hosted by the artist’s personal management
team in collaboration with Hindu College’s Northeast Cell. The event is expected to be attended by 1500-2000 people making it one of the prime non-political campus events in a long time and unlike divisive political events, this promises to be an event that instils hope and unity in humanity. The event will be graced by the Mercy Epao, Director, Ministry of DoNER as the Chief Guest and other prominent dignitaries who will take the stage in different capacities. A prolific artiste as both frontman of the band ‘Blending Chords’ as well as a solo artist, Awarthanga Chiru has travelled every nook and corner of Delhi since 2005 conveying his message through his songs a n d perform a n c e s. An esteemed conductor, he has won the prestigious Northeast Choral Competition on two oc-
casions. He also performs regularly in popular bars and pubs like Hardrock Cafe, as well as headlining stadium and arena shows including the recently concluded ‘Northeast Calling’ event performing alongside stalwarts like Parikrama, John Oinam, etc. Awarthanga Chiru is one of the most sought-after teachers in colleges across DU performing, teaching, judging events, and conducting workshops in colleges like Miranda House, Hindu College, Stephens College, IP College for Women, Daulat Ram College, Ramjas College and so on. Two years in the making, the current album advocates the need for love, peace, unity, and harmony at a time when all the above are increasingly been suppressed in a number of ways, by various groups and individuals for a number of arbitrary yet sinister reasons. Following the footsteps of The Beatles, Lennon, CSNY, U2, The Scorpions, FUN, etc, the sound of the album is as varied and rich as its message. Like his songs with ‘Blending Chords’, the song-writing maintains a continuity with ‘Woman’s Worth’, ‘Fear Not’, etc.
Notable actor Tom Alter dies at 67 Marilyn Manson hospitalised after being crushed by falling prop during concert

eteran theatre and film personality of Bollywood, Tom Alter died on Friday after losing battle against skin cancer in Mumbai. He is survived by his wife Carol, son Jamie and daughter Afshaan. “It is with sadness we announce the death of Tom Alter, actor, writer, director, Padma Shri and our dear husband and father. Tom passed away Friday night at home with his family and close family members in attendance. We ask for their privacy to be respected at this time,” statement released on behalf of his family read. Indian actor of Ameri-
can descent, Alter was born in 1950 in Mussoorie to American missionary parents and studied at Woodstock School in Mussoorie and later at Pune’s Film and Television Institute. The actor appeared in over 300 films which included Satyajit Ray’s acclaimed movie Shatranj Ke Khiladi and Junoon. His first Hindi film to be released was Ramanand Sagar’s Charas in 1976. His acting credits also include Aashiqui, Parinda, Sardar Patel and Gandhi. Alter’s work ranged from Bharat Ek Khoj to Shaktimaan. He also worked in Bengali, Assamese and Telugu cinema. A
cricket enthusiast, he also wrote for several sporting journals and was a published author. Alter’s presence in theatre has been noteworthy as well. He played the lead role of legendary poet Mirza Ghalib his play, ‘In Ghalib in Delhi’, was performed across the country. Tom’s last film was Sargoshiyan with Alok Nath and Farida Jalal. The film released in May this year. “You have to be truly committed to this country, otherwise you don’t get respect or acceptability,” Alter told the New York Times of his difficult decision of becoming an actor. Though he was one of the best actors of his era, Alter was stereotyped in Bollywood as the perennial British man, yet he stood out and was able to play his roles like only a fine actor could. During his days as a sports journalist with a special interest in cricket, Alter was the first to interview Sachin Tendulkar for TV when the cricketer was yet to debut for India. In 2008, he was awarded Padma Shri for his services to the field of arts and cinema.
G
oth rock star Marilyn Manson was rushed to hospital after being crushed by a falling prop during a concert in New York. Witnesses said the singer lay on the ground with a sheet covering him for around 15 minutes after two large guns held up by scaffolding landed on him. Video footage shows the 48-year-old performer, whose real name is Brian
Warner, trying to climb the prop before it gives way and comes crashing down. Stage hands at the Hammerstein Ballroom venue, in Manhattan, are then seen rushing to his aid and the venue goes dark as they try to free Manson. Eyewitness Anthony Biscardi told the BBC that fans at the concert “instantly freaked out” after the prop fell. “He was perform-
ing the [Eurythmics] song Sweet Dreams. Towards the middle of the song it seemed as though he tried climbing onto a prop. “The first touch of weight on those poles and it came crashing down onto him.” Manson was later stretchered off and is being treated in hospital, however his condition is currently unknown. A statement from the
singer’s representative to Variety said: “Manson suffered an injury towards the end of an incredible NYC show. He is being treated at a local hospital.” The accident cut the concert short hours before it was due to end. Manson is in the middle of a tour promoting his new Heaven Upside Down album and was next due to perform in Boston. (The Telegarph UK)

ars Ulrich interviewed Primus frontman Les Claypool for the October 1 episode of “It’s Electric!” During the chat, Les talked about auditioning for the then-vacant bassist slot in Metallica following the September 1986 death of the group’s previous bassist, Cliff Burton. “I got invited down,” Les said. “It was a very honorable thing to be able to come down and play with my old buddy Kirk [Hammett] and the Metallica guys. And I learned a couple of tunes, and I brought my bass banjo, ‘cause I figured, ‘Hey, this will work great with Metallica.’ Recalling the experience of Claypool trying out for Metallica, Hetfield said in the band’s VH1 “Behind The Music” special that Les was not awarded the job because “he was too good” and that Claypool “should do his own thing.” Claypool later told Citypages about Hetfield’s comments: “I’d say that’s an untrue story. I showed up with a bleach blonde mohawk and wearing baggy skater pants, and two different colored tennis shoes. They were all in black with tight pants and the whole bit.” Launched on May 7, “It’s Electric” is an un-

A M IENS , O c t 1 (Agencies): Twentynine fans were hurt, five of them seriously, when a barrier collapsed Saturday at a stadium in the northern French city of Amiens as away supporters celebrated their opening goal. A fence separating Lille fans from the pitch gave way as they surged forward to celebrate the goal against Amiens, a regional rival that has just been promoted to the top flight in French football. Several tumbled about one and a half metres (five feet) and were crushed by other fans who fell on top of them. Injuries included head, chest and abdominal trauma, medical authorities said. Referee Thomas Leonard suspended the match in the 16th minute as Red Cross and emergency workers rushed to help the injured. The fixture was later abandoned. “It happened all of a sudden. I don’t even know who scored. It just suddenly fell on me. I couldn’t hear anything, I couldn’t see anything and then the emergency workers took me away,” said Georges Penel, a 21-year-old Lille fan who suffered injuries to his leg and back. The prefecture of the Somme department gave a provisional toll of 29 hurt, five of them seriously. Among the injured were three minors, all in their teens, medical authorities said.

The 18-year-old Mbappe scored his second league goal for PSG shortly before the hour, firing Draxler’s delightful pass into the far bottom corner. Malcolm converted a penalty in the final minute for Bordeaux after a foul by Meunier on Jonathan Cafu.

Indian team celebrate their team’s victory with the wining trophy after the 5th and final ODI cricket match against Australia in Nagpur on Sunday. (PTI) Na g pu r , O c t 1 ( Ag e n c i e s ) : Ro h i t Sharma passed 6,000 ODI runs as his century propelled India to a sevenwicket win in Nagpur and a 4-1 series victory over Australia. Rohit (125) became the ninth Indian to the milestone, a list headed by Sachin Tendulkar (18,426 runs) and featuring Virat Kohli and MS Dhoni, as the hosts eased past Aus-
tralia’s 242-9 in the fifth and final ODI. Ajinkya Rahane (61) stroked his fourth fifty in a row for India, whose victory, secured with more than seven overs to spare, saw them move top of the ICC ODI rankings outright having previously shared the summit with South Africa. Wozniacki, who will make her fifth appearance at the October 22-29 event, reached the final in 2 0 1 0 Caroline Wozniacki when Doha hosted the WTA Finals. “I’m very excited that I’ve qualified for the WTA Finals again,” the 27-year-old Wozniacki said in a statement. “I have such great memories of the tournament, especially from 2010, and I can’t wait to get to back to Singapore and play my best tennis in front of the amazing fans there.” The top eight singles players at the $7 million prize money event will face off in a round-robin format for the Billie Jean King Trophy. feat in Australia in January 2016, winning six series in a row and reaching the final of this summer’s ICC Champions Trophy in England. Australia, though, made a bright start in Nagpur in their bid to end the series with back-to-back wins, David Warner (53 from 62) easing them to 100-1 in the 20th over. H o w e v e r, S t e v e Smith’s side then lost three
wickets for 18 runs, with the skipper (16) trapped lbw by Kedar Jadhav and Warner going on to slap Patel to deep midwicket. Travis Head (42) and Marcus Stoinis (46) rebuilt with a stand of 87 for the fifth wicket but their dismissals hit Australia hard, with the visitors only able to amass 37 runs from their final seven overs. Rohit and Rahane then broke the back of
the chase with an opening stand of 124 in 22.3 overs before Rahane fell lbw to Nathan Coulter-Nile, having been dropped by Australia wicketkeeper Matthew Wade an over earlier. Rohit notched 6,000 runs, in his 162nd innings, when he reached 92 and went on to complete his 14th ODI hundred matching Yuvraj Singh in that regard - from 94 deliveries with a pulled six off Coulter-Nile. The 30-year-old eventually holed out off legspinner Adam Zampa, who went on to have Kohli (39) caught on the boundary, leaving Jadhav and Manish Pandey to seal a comprehensive triumph. Australia will now look to respond in the three-match T20I series, which starts in Ranchi on Saturday - their final assignment before The Ashes begins in Brisbane on November 23.

SEPANG, Oct 1 (Agencies): Red Bull’s Max Verstappen gave himself a perfect 20th birthday present by winning the last Malaysian Grand Prix on Sunday, while Lewis Hamilton stretched his Formula One world championship lead to 34 points. Hamilton, who had started on pole position, finished second for Mercedes with his Ferrari title rival Sebastian Vettel limiting the damage by racing from last place on the grid to fourth. Verstappen’s Australian team mate Daniel Ricciardo, last year’s winner at Sepang, finished third. “Super, super job Max. Welcome to being a 20-year-old. Great start to a new decade for you, well done,” team boss Christian Horner said over the radio after his driver took the chequered flag 12.7 seconds clear of Hamilton. The victory was the second of Verstappen’s grand prix career, after a first in Spain last year, and came a day after his birthday. “Straight away the car felt good and I saw Lewis was struggling a bit with traction... of course he has
Dortmund stay on top in Bundesliga Berlin, Oct 1 (IANS): Borussia Dortmund kept their rivals on the distance after beating Augsburg narrowly 2-1 and Thorgan Hazard’s late strike secured Monchengladbach a 2-1 win over Hannover at the seventh round in Bundesliga football league. Borussia Dortmund reaped their fourth win in row after moving 2-1 past Augsburg on the first-half goals from Andrey Yarmolenko and Shinji Kagawa on Saturday, reports Xinhua news agency. The “BVB” grabbed a fairy-tale start on the road as summer signing Andrey Yarmolenko protected the ball inside the box to slot home with his back heel following a corner in the 4th minute. Augsburg remained unimpressed and levelled the scores only seven minutes later as Philipp Max’ cross found Caiuby Francisco da Silva, who headed home from inside the box. However, Dortmund re-
mained on the front foot and restored their one-goal lead after Shinji Kagawa completed a combination with a chip over onrushing custodian Marwin Hitz with 23 minutes played. After the restart, Augsburg took the reins and worked out a promising chance through Caiuby, who forced goalkeeper Roman Buerki to make a save in the 59th minute. Dor tmund had the chance to extend their lead against the run of the play as referee Marco Fritz awarded the visitors a penalty. PierreE m e r i c k Au b a m e ya n g stepped up but lobbed the ball into the arms of goalie Hitz in the 79th minute. Augsburg dominated and pressed forward but they lacked in accuracy unable to secure one point on home soil. With the victory, Dortmund stay on the first place after recording their sixth win of the season whereas Dortmund’s Shinji Kagawa celebrates with team Augsburg stay on the 5th mates after scoring a goal during their German place for the moment. The car was unbelievable. I had pace. If I needed to speed up, I speeded up,” he added. “It’s amazing, a very tough race but incredible to win.” Vettel, whose team mate Kimi Raikkonen failed to start after qualifying second, was involved in a bizarre collision after the finish when the Williams of Canadian Lance Stroll ran into the back of the Ferrari. The German’s car was
badly damaged in the incident, limping along on three wheels, with Vettel then hitching a ride back to the pits on compatriot Pascal Wehrlein’s Sauber. Stewards decided to take no further action. Hamilton now has 281 points to Vettel’s 247 with five races remaining. “They had the upper hand on us today. I feel good, but we have some work to do with the car. We didn’t have the pace this weekend. We have to keep pushing,” Hamilton said. Valtteri Bottas continued to struggle and finished fifth for Mercedes, while Force India’s Mexican driver, Sergio Perez, nursing a virus, finished sixth.
IWF suspends 9 countries for doping violations
Budapest, Oct 1 (IANS): Nine countries have been suspended from weightlifting for a year by the International Weightlifting Federation (IWF). The decision by the IWF followed the retesting of anti-doping samples from the 2008 and 2012 Olympics. Countries with at least three doping offenses from those Olympics were suspended, reports Xinhua news agency. The member federations identified as such are currently Armenia, Azerbaijan, Belarus, China, Kazakhstan, Moldova, Russia, Turkey and Ukraine. “We have made it clear that the incidence of doping in some areas is totally unacceptable and that our members have a responsibility to ensure clean sport in their countries,” IWF President Tamas Ajan said in a statement. “If they do not fulfil their responsibilities to ensure their lifters are clean then they will lose their right to participate.” The suspensions could mean a drastically weakened world championships, scheduled from November 28 through December 6 in Anaheim, the Untied States.

Arsenal beat Brighton at the Emirates Saina, Sindhu get direct entry Man City edge Chelsea 1-0
Monreal managed to get the ball past a crowd of Brighton players to give his side the lead midway through the first half. London, Oct 1 (Agencies): Nacho Monreal and Alex Iwobi netted, as Arsenal beat Brighton 2-0 in Sunday’s Premier League game at the Emirates Stadium. The victory, on the 21st anniversary of Arsene Wenger’s appointment as Arsenal manager, moves the Gunners into fifth place in the Premier League table, level on points with Chelsea. Arsenal’s opener on 16 minutes came from an unlikely source, as Spanish defender Monreal netted his first Premier League goal since 16 March 2013, in the 2-0 win at Swansea 1660 days ago. Shkodran Mustafi’s shot from
Alexandre Lacazette’s header back into the box from Granit Xhaka’s free-kick to the far post was blocked on the line, but Monreal showed the coolness of a regular goalscorer to chest down and drill the ball into the net. Brighton came close to equalising midway through the first half, when Solly March’s free-kick from 20 yards clattered against Petr Cech’s post. But Arsenal were well in charge, with possession stats of over 75%, and the Seagulls were indebted to their Australian goalkeeper Matt Ryan twice in the first half for his sharp saves from
Lacazette and Aaron Ramsey. And Arsene Wenger’s side finally doubled their lead on 56 minutes thanks to Iwobi’s first Premier League goal since January. But the plaudits will go to Alexis Sanchez, who set up the Nigerian with a brilliant feinted shot and disguised backheel in the box to lay the ball on a plate for his team-mate to slam the ball high beyond Ryan. Since their Premier League defeat at Liverpool on 27 August, Arsenal have recorded six wins and a draw at Chelsea from their last seven games in all competitions, scoring 15 goals and conceding just three times.
Kevin De Bruyne capped a dominant performance from Manchester City with a brilliant longrange goal in a 1-0 victory at Chelsea. The midfielder exchanged passes with Gabriel Jesus before shooting left-footed from just outside the area in the 67th minute, for a goal that earned unbeaten City a sixth win from seven games and kept the team in first place on goal difference from Manchester United. The goal would have been extra sweet for De Bruyne, who was sold by Chelsea in January 2014 after 18 months at Stamford Bridge. He made just nine appearances and never felt he was given a real chance before asking to be sold for the sake of his career. Chelsea, which lost star striker Alvaro Morata to an apparent left hamstring injury in the 35th, was overwhelmed by the visitors’ passing and movement in what will be regarded as a signature win in City’s toughest game of the season. Without lone striker Morata, who was replaced by a midfielder in Willian, Chelsea had no outlet up front and City easily picked off possession before attacking in waves. Gabriel Jesus had a volley cleared off the line by Antonio Rudiger after De Bruyne’s goal. It was Chelsea’s first loss in the league since its opening-day home defeat to Burnley. Chelsea is six points beind the Manchester clubs.

PV Sindhu BENGALURU, Oct 1 (PTI): The Badminton Association of India (BAI) has decided that all players ranked in top 50 in the BWF World Rankings will get direct entry into quarter-finals of the upcoming National Championship, which for the first time will be Rs 1 crore prize money event. This will effectively mean that country’s top shuttlers like World Championship silver medallist PV Sindhu (world No 2), bronze medallist Saina Nehwal (world No 12) will only be seen in action from the last eight stage. Ditto for the likes of Kidambi Srikanth (No 8), HS Prannoy (no 15), B Sai
Saina Nehwal Praneeth (No 17), Sameer Verma (No 19) and Ajay Jayaram (No 20) in the men’s section. BAI president Himanta Biswa Sarma said, “It will be mandatory for all the top ranked players to participate in the event. Those players who are in the world top50, would get a direct entry into quarter-finals. However it will be limited to a maximum of eight slots out of a total of 16.” Sarma also announced scholarships for the upcoming players, who are facing financial constraints. “Most of the times, good talented players drop out of the game due to financial constraints. Hence
to support such players, we will be providing a scholarship of Rs 25,000- 50,000 per month for about 20 juniors to begin with, and take the number upto 100.” Sarma also said that BAI will be dealing with any kind of age-fraud in a tough manner. “We want to erase this over-age issue by conducting the tests well before the season so that no one should undergo the mental trauma during a tournament or a camp. If a player is found overage, we will put him/ her in the next category as we think the parents are the culprits rather than the players themselves,” he concluded.
