Major road projects in the offing: CM
Correspondent
MON, SEP 30 (NPN): State chief minister, TR Zeliang, has disclosed that many major road projects were in the offing, saying once implemented Nagaland would become the main hub of connectivity for the North Eastern states with the South Asian countries. Speaking at the two-day ‘Lao-ong Mo’, the post harvest festival of the Konyaks, at local ground here on Friday, the chief minister said these prospect and potential would boost trade and tourism sector and would immensely contribute towards the progress of the Nagas. Highlighting the major tourism and road projects currently under implementation, Zeliang urged upon the gathering to cooperate for completion of the development projects within stipulated time. The chief minister said during the recently held North East Connectivity Summit at Kohima it was resolved to create North East Ring Road. He said the Konyak land would play a major since it was bordering with two neighbouring states -- Assam and
Arunachal Pradesh in India and on the other side with Myanmar. “This will created new opportunity for trade, commerce and tourist destination, which the Nagas must be prepared to take full advantage of it,” Zeliang added. Maintaining that building of good road in the state was the topmost priority of the government, Zeliang assured that if the landowners did not create problem the state government can change the face of Nagaland through proper road connectivity within two-three years time. He said the state government was determined to protect Article 371(A) which ensured landownership rights. However, Zeliang said that there were some road schemes like SRDP where there was no provision for land compensation, except for building and damages of other properties during the course of implementing projects. As such, he said people should understand and be reasonable and allow development to take place. The chief minister disclosed that he had already held a meeting with the deputy commissioners and

tribal hohos of five districts -- Mokokchung, Longleng, Zunheboto, Phek and Mon with regard to land compensation issue on SRDP road projects. At the meeting, he said all the participants had agreed to cooperate with the government and allow road projects to continue. Further, the chief minister also disclosed that he has already accorded emergency fund of Rs.5 crore for maintenance of NamtolaMon road and the work has been allotted to three firms. “People have every right to complain if the work is not executed as the specifications or not completed in time. If such complaint is genuine the government will take action,” Zeliang said. The chief minister also said that he would convene a meeting of all concerned
departments, tribals hohos and other stakeholders next month to discuss and work out the methods for improvement of roads in the state. Besides, Zeliang said he was trying to bring some foreign investment for buildings some important roads between Myanmar and Nagaland. Tourist circuit: In order to boost tourism, the chief minister said that the state government has started developing tourist circuit in the state under Swadesh Dharshan in phase manner. First phase covers Peren, Kohima and Wokha districts; Second Phase covers Mokokchung, Tuensang and Mon districts while in the third phase Zunheboto, Longleng and Kiphire districts would taken up, the chief minister said. Under the scheme, he said the centre has already accorded about Rs. 250 crore. Assuring that the state government would maintain transparency and accountability while implementing developmental projects and schemes, Zeliang said the state government, towards this end, has initiated the process of displaying name of department, imple-
menting agency/contractor, amount sanctioned, period of completion etc in all projects site. Naga issue: The chief minister said that resolution of the six-decade old Naga political problem was a matter of utmost urgency for state government as it has a direct bearing on the lives of each and every Naga. “I am happy to see all Naga Political Groups coming together with one approach and one vision towards political dialogue for permanent settlement,” Zeliang said while extending his appreciation to the recent talks between the working committee of NNPGs and Interlocutor RN Ravi in New Delhi. He said that 70 years of political struggle was long enough, saying Nagas have encountered untold suffering because of the long drawn Indo-Naga political imbroglio and the Naga political has become an obstacle to progress of the Nagas. In this regard, the chief minister appealed to all the Nagas to extend fullest support to the peace process and lend continuous prayer for early settlement.
Amend Constitution to fully integrate Kashmir with Bharat, says RSS chief
NAGPUR, SEP 30 (IANS): Stirring up again the raging controversy over the demand to abolish Jammu and Kashmir’s special status, RSS chief Mohan Bhagwat on Saturday said constitutional amendments were needed to fully integrate the troubled state with the rest of India. Speaking on a range of issues in his annual address to RSS volunteers on its 92nd foundation day here, Bhagwat also dismissed reports of cow vigilantes indulging in communal violence, saying those protecting bovines were, in fact, being “attacked and killed”. He asked Prime Minister Narendra Modi’s government not to misinterpret the facts on the issue, and punish the criminals and not harm innocents as the “virtuous work of cow protection will increase in coming days”. The BJP’s ideologue gave the thumbs up to the government on the economic situation even as the RSS chief sought special protection for small and medium enterprises (SMEs) from the “tremors” caused by the “cleaning and reform” drives like demonetisation (Cont’d on p-7) and the Goods and Services

Tax regime. He spoke elaborately on the Kashmir issue in his annual Vijaya Dashami speech and said Hindus who migrated to the state from west Pakistan in 1947 were in a “miserable state of refugees for their decision to be in Bharat and remain as Hindu”. He blamed certain constitutional provisions, like Article 35(A) that empowers the state’s legislature to define Jammu and Kashmir residents and accord citizenship rights to them, for the “backward life” of these Hindu migrants. “This is happening just because the discriminatory provisions in the state of Jammu and Kashmir that denied them the fundamental rights,” he said. “Necessary Constitu-

PSAN through its media cell stated that despite inclusion of the class-III posts under NPSC, the vacancies advertised in a calendar year never reached three-figure. It expressed concern that if government went ahead with the move, the number of posts through NPSC could come down to 50-40 or even lesser. Further, PSAN pointed out that though the numbers of aspirants increased every year, the vacancies failed to increase. In such a situation, PSAN said the removal of Class-III posts from NPSC examinations would destroy the aspirations of thousands

of Naga youths who were working sincerely and honestly. Despite its demand to include all “valid posts” that come under the preview of NPSC, the association said the state government chose to turn a deaf ear. It reminded the government that once the human resources of the state were compromised, the future of the state would be doomed as those who enter the departments through backdoor “can never be a capable captain of the ship and will ultimately sink the ship.” In this regard, PSAN urged the government to seriously take up the issue on priority lest the aspirants run out of patience. Meanwhile, PSAN has also appealed to all the aspirants to own responsibility and extend cooperation to the group that was fighting for all the deserving and rightful aspirants.
DIMAPUR, SEP 30 (NPN): Alleging “imbalance in the current NPSC system”, the Lotha Students’ Union (LSU) has sought the intervention of the governor of Nagaland in maintaining highest accountability and transparency in the system. In a memorandum addressed to the governor, LSU president, Lipemo M Tsopoe, and magazine secretary, Rhanbemo Patton, alleged that the “recently modified system of NPSC do not protect merit because of its highly manipulative system.” LSU stated that through RTI it found out an imbalance in the result of 2015 NPSC (Civil Service). In this regard, the union has placed five-point demand before the governor for early intervention and necessary action. The LSU demands include video recording of viva-voce; allocation of maximum and minimum marks to be given in viva-voce must be strictly followed; qualification and criteria to be chairman and members of the board should follow the system of UPSC not as state laid down rules; total marks secured by the candidate in written examination should not be brought to the notice of the board members till the completion of viva-voce and should bring into notice only while framing the result; any examination conducted by the NPSC should be completed within a period of calendar year.
sembly Constituency (WA-A/C) rank and file have vehemently condemned the statement made by Home minister, Y. Patton over the demise of Kiyanilie Peseyie, who was the MLA of 8 Western Angami A/C, during the Lao Ong Mo Festival of the Konyaks at Mon on September 29. In a press note, 8 WA-A/C president Votso Peseyie said the party was flabbergasted by the callous and insensitive comment of Patton that following the demise of Kiyanilie Peseyie, his (Patton’s) group would emerge successful. Votso Peseyie said Patton seemed to have “derived confidence, satisfaction and happiness by the demise of our beloved leader or he would not have made such a shocking declaration from a public platform, and that too, when the mortal remains of our beloved leader had been entered just the previous day.” When we the living are still mourning over the passing away of the departed, Votso said it was “unacceptable, intolerable and
the death of another, and that too, at the demise of such a towering figure as our late leader Kiyanilie Peseyie.” Expressing shock that Patton could be so “apathetic towards the unfortunate demise of a person who he had been closely associated with for almost 10 years in the government,” Votso said the apathy he had shown on September 29 at Mon spoke volumes about his pathetic character and personality. “A self-confessed jail bird, prison terms do not seem to have endowed Patton with features of a decent human being,” the 8 WAA/C president said. Pointing out that since the statement was made in the presence of chief minister, TR Zeliang, the constituency NPF members have demanded that chief minister direct the Home minister “to tender a public apology to the bereaved family members and near and dear ones of late Kiyanilie Peseyie, or the chief minister himself apologize publicly on behalf of his Home minister.”
tional amendments will have to be made and old provisions will have to be changed. Then and then only, the residents of Jammu and Kashmir can be completely assimilated with rest of Bharat and their equal cooperation and share will be possible in the national progress.” The Article 35(A), which also bars non-residents from buying property in the state, applying for government jobs, voting in the Jammu and Kashmir Assembly elections, is being debated in the Supreme Court after a petition called for its revocation. Bhagwat said reports of cow vigilantes indulging in violence were wrong and asked the government not to misinterpret the facts and make sure that criminals were punished and innocents not harmed as the “virtuous work of cow protection will increase in coming days”. The remarks follow scores of incidents of violence in the name of cow protection from across the country, including the murder of Pehlu Khan, a cattle trader, who was killed by cow vigilantes in Rajasthan’s Alwar.

JCC expressed dismay that till date no headway/action had been initiated since the constitution of the Nagaland Municipal Act Review Committee on August 21, 2017-- for amendment of the Nagaland Municipal Act 2001 and pass an appropriate bill for the larger interest of the Nagas. “Till date no concrete step to the Naga public outcry has been taken, the public is confused at the intention of the Government for the delaying game,” JCC stated.

‘Non-violence only way to solve Naga issue’ Sep 27 incident: NSCN (K) clarifies DIMAPUR, SEP 30 (NPN): Nagaland Pradesh Congress Committee (NPCC) president, K. Therie has said that the Congress does not agree to violence as means to solve the decades old Naga political problem. Therie said striking NSCN (K) in the border when talks just began with six NNPGs after almost a two decade wait did not go well and appealed both NSCN (K) and Government of India to adopt non-violence as medium to solve the problem. He also appealed GoI also learn from the 16 Point Agreement. He said non-violence is the policy of Congress to solve the problems. “60 years of violence have inflicted more injury in the blood of Nagas. With Hindutva policy, Nagas are more cautious today,” he added. He also reminded that only few NNC and FGN did not agree to statehood-- demanding total sovereignty, which gained the support of the people more than Statehood did. He also recalled that Pt Jawaharlal Nehru, recognising the feelings of the people, decided to talk with NNC/ FGN and signed the ceasefire agreement on Sept. 6, 1964. “Although people are participating in the state
elections, the people still feel there is a need to solve the political problem amicably,” he said. On the other hand, Therie also stated that people were not happy with Naga national groups because of extortion that led to domination wars, wherein people have lost thousands of lives. The People are also watching them from side eye view, he said. Therie said factional wars have cooled down because GoI and state government had compromised at the cost of public economy. “GoI deliberately did not plan to fund peace. They may have thought burdening the people with multiple taxes would twist the minds of the people from the political movement. This will not work because the movement is based on inherent culture, customs and religion,’ he added. “We are participating in the Federal Government of India because of special provisions and protection we have under the Constitution. Maintaining that peaceful talks was the only option to achieve solution, Therie recalled the words of the chief minister that- “Broad consultation, should mean inclusiveness of all.”

KOHIMA, SEP 30 (NPN): A panel discussion on “Article 371 A” was organised by Kohima Sümi Students’ Union (KSSU) on Saturday at the auditorium of Mount Olive College, Kohima. The panellists for the discussion were City Law College Dimapur, principal, P. Leonard Aier, Gauhati High Court Kohima bench, advocate, Zhekheli Zhimomi, former Delhi University professor, Kekhrie Yhome and Kohima Law College, assistant professor, T. Limanochet Jamir. Kekhrie Yhome said Article 371 A was closely tied to the Naga political movement and it was complicit to the creation of Nagaland state under the 13th Constitutional Amendment Act in 1962. He said apart from Jammu and Kashmir, Nagaland was the only other
Indian state that enjoys exclusive Constitutional Rights outside the purview of parliament of India. Yhome said Article 371 A was like a mini- constitution. Y h o m e, w h o h a d specialised in “History of thoughts and contemporary continental thoughts system from JNU New Delhi”, said as per the committee report initiated by Farooq Adbdullah in 1999, the constitution of Jammu and Kashmir has been severely stripped of its powers. He said out of 395 Articles under the Constitution of India, the constitution of J& K was obliged to follow 260 Articles. In regard to Article 371 A, Yhome said whether Article 371 A would have any legal or constitutional powers was a matter of concern since it would hugely redefine Naga rights over their land and resources and protection of cultural practices.
P. Leonard Aier while citing an example of Titanic said it was considered unsinkable but it sank due to negligence of crew members, he said such mistake could happen in regard to Article 371 A if Nagas are not cautious. Referring to Article 371 A, he said ignorance of the law cannot be an excuse and added that there was a need to know the background of the article as it gives special rights to the Naga people. For a society to progress he there was a need for economic development, however, Aier said that the economic would never progress if the society was conservative in nature. He said the use natural resources should be for the benefit of the people. He then termed Article 371 A as a very important article for Naga people as it gives Nagas rights over their land and resources. Aier also
deliberated on historical background of Article 371 A in the constitution, application and other related articles. T. Limanochet Jamir also expressed the need to safeguard Article 371 A as the article can be repealed by the parliament. He said people should protect the Article least gets diluted by different factors. Zhekheli said that many people including laymen and legal experts have misinterpreted, exploited and misused the Article 371 A in various ways. She said people should not be carried away by momentary emotional action. Zhekheli also highlighted the various special provisions under Article 371 A, its limitations and applicability. The programme was chaired by Inakali Zhimomo, invocation prayer was said by Mt. Olive College, Khekali Aye, presidential address was delivered by KSSU president, Hikavi H Kinimi, special song was presented by Mughalivi Chishi, brief highlights in HIV and AIDS was given by NSACS assistant director, Ainato Yeptho while vote of thanks was delivered by KSSU general secretary, Alokito V Awomi. Ngukato K Tsuipu was the programme moderator.

Let’s take care of our elders I
Reigniting hope
DailyDevotion The Assigning of the Call I now rejoice in my sufferings for you, and fill up in my flesh what is lacking in the afflictions of Christ, for the sake of His body, which is the church… —Colossians 1:24 We take our own spiritual consecration and try to make it into a call of God, but when we get right with Him He brushes all this aside. Then He gives us a tremendous, riveting pain to fasten our attention on something that we never even dreamed could be His call for us. And for one radiant, flashing moment we see His purpose, and we say, “Here am I! Send me” (Isaiah 6:8). This call has nothing to do with personal sanctification, but with being made broken bread and poured-out wine. Yet God can never make us into wine if we object to the fingers He chooses to use to crush us. We say, “If God would only use His own fingers, and make me broken bread and poured-out wine in a special way, then I wouldn’t object!” But when He uses someone we dislike, or some set of circumstances to which we said we would never submit, to crush us, then we object. Yet we must never try to choose the place of our own martyrdom. If we are ever going to be made into wine, we will have to be crushed—you cannot drink grapes. Grapes become wine only when they have been squeezed. I wonder what finger and thumb God has been using to squeeze you? Have you been as hard as a marble and escaped? If you are not ripe yet, and if God had squeezed you anyway, the wine produced would have been remarkably bitter. To be a holy person means that the elements of our natural life experience the very presence of God as they are providentially broken in His service. We have to be placed into God and brought into agreement with Him before we can be broken bread in His hands. Stay right with God and let Him do as He likes, and you will find that He is producing the kind of bread and wine that will benefit His other children.

Post-mortem
Vol. XXVII NO. 296 Dimapur, Sunday, October 1, 2017
here seems to be a sense of urgency in the PMO to bring about a final solution at the earliest possible time. This has also set speculative tongues wagging, that perhaps it could happen before the next round of state assembly elections in Nagaland, Meghalaya and Mizoram, or before the next Lok Sabha election or it could be kept in the backburner. For Nagas, solution largely means peace and an end to the uncertainty, confusion and despair that have gripped them. However, the desperate desire for peace should also be “acceptable” not only to the NGOs, Civil Society groups or NPGs but the unorganised people. The highest democratic and constitutional forum is the house of elected representatives of the people. The Nagaland Legislators have resolved to welcome the “framework agreement” and have also said they are willing to pave way for any alternative dispensation, after a final solution arrives. That is also being translated and as well as speculated, as to mean foregoing the scheduled constitutional obligations of holding elections on or before March 2018. After 1997 the negotiations have continued for over 80 rounds and Prime Minister Narendra Modi took a giant stride in giving a big push towards solution when the framework agreement was signed on August 3, 2015. This, perhaps, is the biggest trump card for the government of India which is accepted as the people’s voice. Before that takes place, the continuing consultations need to be mainstreamed so that there is unanimity and clarity. One aspect of the entire process (also known as peace process) is the absence of transparency and that is the biggest hurdle that creates trust and lack of confidence. The framework, as Ravi explained is not the final agreement but only a guideline on what both the government of India and the NSCN (I-M) agreed to make the finer print. Ravi made it clear that all sections of Naga society would be taken into confidence because the Naga issue involves every Naga and that there cannot be more than one solution. This was also a response to all other factions who have rejected the framework agreement on the ground that they cannot agree to be part of a solution based on the contents of the framework since these are not known to them including the Nagaland legislators, the latter of who have given their total support. The politicians have been adopting a safe and politically correct stand but at the same time, are themselves ignorant about the contents. The Naga public have little or no role except to express their desire for a final and lasting solution that is acceptable to all sections of Naga society. The elected representatives have been parroting the same line in demanding an early solution but have nothing new to offer since they have been kept out of the picture and left to pat themselves with the dubious title of being “facilitators” to the peace process. Unfortunately, no government during the past decade, has contributed anything positive towards preparing the state for economic growth and progress. If issue of rampant corruption in all the echelons of the government surpasses concern; extortions and imposing diktat by parallel governments has only deepened the crisis. The right thinking citizens want a qualitative change so that the full potential of the people can propel towards meaningful peace and progress.
Nagaland Post, Dimapur
I
t is common that most of the time we talk about children rights and other human rights issue. We miss out a section from the society when we ignore the elders. The recent statistics and data is bringing question amongst us and all those who care for all. Between 1950 and 2010 life expectancy worldwide rose from 46 to 68 years, and it is projected to increase to 81 by the end of the century. It should be noted that at present women outnumber men by an estimated 66 million among those aged 60 years or over. Among those aged 80 years or over, women are nearly twice as numerous as men, and among centenarians women are between four and five times as numerous as men. For the first time in human history, in 2050, there will be more persons over 60 than children in the world. Almost 700 million people are now over the age of 60. By 2050, 2 billion people, over 20 per cent of the world’s population, will be 60 or older. The increase in the number of older people will be the greatest and the most rapid in the developing world, with Asia as the region with the largest number of older persons, and Africa facing the largest proportionate growth. In 2014, Governments around the world adopted a resolution at the Economic and Social Council that recognized ageism as “the common source of, the justification for and the driving force behind age discrimination.” This year’s theme on the occasion of older persons is “Stepping into the Future: Tapping the Talents, Contributions and Participation of Older Persons in Society.” It focuses on the pathways that support full and effective participation in old age, in accordance with old persons’ basic rights, needs and preferences. This year’s theme underscores the link between tapping the talents and contributions of older persons and achieving the implementation of the 2030 Agenda and the Madrid International Plan of Action on Ageing, which is currently undergoing its third review and appraisal process. The international community started to highlight the situation of older persons in the Vienna International Plan of Action on Ageing, adopted at the World Assembly on Ageing in 1982. The 1991 United Nations Principles for Older Persons, the 1992 Global Targets on Ageing for the Year 2001 and the 1992 Proclamation
on Ageing further advanced international understanding of essential requirements for the well-being of older persons. The Political Declaration and the Madrid International Plan of Action on Ageing, 2002, adopted at the Second World Assembly on Ageing, and endorsed by the General Assembly in its resolution 57/167, reinvigorated the political consensus on an agenda on ageing, emphasizing development and international cooperation and assistance in this area. Since its adoption, the Madrid International Plan has guided the drafting of policies and programmes at the national level, inspired the development of national and regional plans and provided an international framework for dialogue. It is very unfortunate for us if we can’t take care of the elders in the society. There are organisations which work for the rights of elders and also take care of them. There are many old age homes where we could see elders. Increasing old age homes is not a very positive signs. We need to take care of the elders and mostly parents and other senior persons. Old age homes are needed to take care of the elders in the society. But as youth and grown up it is the responsibility of all of us to take care of the elders. As the global data is telling that there would be more challenges as the ageing is increasing. People are living longer because of better nutrition, sanitation, health care, education and economic well-being. Although an ageing world poses social and economic challenges, the right set of policies can equip individuals, families and societies to address these challenges and to reap its benefits. It’s important for the governments and civil society organisation to have right policies so that no one is left out from their entitled rights. This year’s theme will also explore how technology, entrepreneurship and civic engagement can facilitate the contributions of older persons throughout the world. Let us also contribute from our side towards ensuring rights for elders. We should all contribute else we should not forget that we are also going to be old and no one might take care of us. It’s time for us to take care for our elders and in this way one day if needed others might take care of us. Jobless in precocious India
n the 2011 book The Coming Jobs War, Jim Clifton Chairman of Gallup, an analytics and advisory firm, stated that the coming world war will be an all-out global war for good jobs. The winners will be the countries that will create formal jobs and driven by quality GDP growth. In the next 30 years, this scenario will become even more real as global competition intensifies. If countries fail to create jobs, their societies will fall apart. Countries will experience poverty, instability, chaos, and eventually revolution. Clifton writes: “According to Gallup of the 7 billion people on Earth, there are 5 billion adults aged 15 and older. Of these 5 billion, 3 billion tell Gallup that they work or want to work. Most of these people need a full-time formal job. The problem is that there are currently only 1.2 billion fulltime, formal jobs in the world. This is a potentially devastating global shortfall of about 1.8 billion good jobs. It means that global unemployment for those seeking a formal good job with a paycheck and 30-plus hours of steady work approaches a staggering 50%, with another 10% wanting part-time work. This also means that potential societal stress and instability lies within this 1.8 billion -- nearly a quarter of the world’s population.” The lack of good jobs will become the root cause of almost all problems that countries will face -- hunger, creation of haves and have-nots, out-of-control migration, extremism, reckless environmental degradation, widening trade imbalances. Traditional leadership through politics, religion, personal values, charisma, subsidy, humanitarian aid or military force would not work in the future like it has in the past. Already, we have seen such repercussions in the Arab Spring rising in 2010 and its spread across the Arab world from Tunisia. Between 1985 and 2005, in the Arab world, the working age population growth was average annual rate of more than 3 per cent, nearly twice than rest of the world. But, there was no economic dividend. Instead by early 2010 many Arab countries suffered from high youth employment rates of more than 30% in Tunisia, Egypt and Saudi Arabia, and more than 40% in Iraq. In India we have high hopes for reaping the “demographic dividend”. We have a population 125 crores. Of these about two-third of our population is below the age of 35 years, the
age limit generally considered to be the boundary of youth. This is roughly 83 crores people which has the potential to make India a super power. With this young work force India could reap the dividend for next 25 to 30 years, post which India’s work force will age and start to reduce. But, are we capitalizing this asset? No, as majority of this large group do not have any formal job, unemployed or partially employed and that also in the unorganized sector. The reasons are simple, we are not creating enough formal jobs and majority of these young people are unemployable due to lack of necessary skills. In the 2014 general election the BJP in its manifesto stated, ”Under the broader economic revival, BJP will accord high priority to job creation and opportunities for entrepreneurship” and would create one crore jobs a year. Ministry of Labour & Employment Report on the Fifth Annual EmploymentUnemployment Survey, 201516, estimated unemployment rate 5% at All India level under ‘Usual Principal Status (UPS)’ approach, according to which those who have spent a major part (183 days or more) of the preceding 365 days before a survey on economic activity are counted as having been part of the labour force. The figure for 2013-14 was marginally lower at 4.9%. The survey includes workers in both formal and informal parts of the economy, as well as those working as casual workers in public works programme. Majority of the employed persons were found to be self employed. Between July, 2014 and December, 2016, the eight major sectors of manufacturing, trade, construction, education, health, information technology, transport, and accommodation & restaurant created 6.41 lakhs jobs. In comparison 12.8 lakhs jobs were created between July, 2011 and December 2013. The Economic Sur vey, 2016-17 said “creating jobs is India’s central challenge”. It pointed out the shift in the pattern of employment from permanent jobs to casual and contract employment. The increasingly temporary nature of work, it said, has an “adverse effect” on the level of wages, stability of employment, and employees’ social security. The Survey stated, “It also indicates preference by employers away from regular formal employment to circumvent labour laws.” Because of this we need to be cautious, as employers will try to “circumvent labour
laws”. Nearer home, in Assam, we see a contradiction in name of “ease of doing business”, we reform labour laws creating ease of exit for industries without thoughts about the workers’ social security or creating and protecting jobs. The Industrial Disputes (Assam Amendment) Bill, 2017 raised “the threshold on number of employees from 100 to 300 to allow retrenchment of employees without seeking prior approval of the government”. This means that in this age of automation and commoditization of jobs, workers even in “big” industries like mining, refineries, tea, cement, paper, textile, etc. can be easily retrenched. In this new world, the danger of jobs becoming commodities is very real. Commodity is “a reasonably interchangeable good or material” which is “mass-produced, unspecialized”. The world of business increasingly views many jobs as undifferentiated and interchangeable across humans and machines, the very definition of a commodity. Outsourcing, exchanging internal employees for external ones, often offshore, have been a step toward commoditization for many organisations and countries. Job commoditization is more real today, with ICT and automation driven by smart machines. If a job is viewed as a commodity, it will be soon automated. This won’t even require Artificial intelligence or cognitive technologies. If a job consist many of the routine tasks and repeatable steps then it can be automated, with relatively “dumb” technologies like robotic process automation. Outsourcing to India too will stop with global outsourcers like those in USA creating their own automation capabilities that could replace human jobs with machines. India now needs entrepreneurs to build factories for job creation and generate exports and growth. Good formal jobs are created by entrepreneurs working with innovators creating a winning business model. The government should support entrepreneurs with processes which encourage investment in manufacturing. This would require good governance, ease in acquisition of land and getting permits to build factories, support in getting capital to build and run these, and encouraging the hiring of workers to staff them complying with national and international social security norms and labour laws. Kiyanilie Peseyie: As I knew Let honour be given to the deserving one
T
he first time I met Mr. Kiyanilie Peseyie was in 2003 at Kohima when both of us were elected as members of the 10th Nagaland Legislative Assembly, he from NPF party, me as an independent. He was physically twice the size of mine with a deep vocal yet rarely spoken. Subsequently he was elected as the speaker of the 10th house. I came to know that, prior to election, he served as additional director of Excise, and therefore, I thought that he must be a good drinker of liquor being as senior officer i/c of Excise, but I was proved terribly wrong, because he was a total teetotaller and a devout Christian, whereas I was not and still no match to his Christian devotion. His deep vocal was so matching to his dignified personality as the presiding officer of the 10th house of the Nagaland assembly. I have tried on several occasions to provoke his temper but always came out futile, and never had the opportunity of witnessing his temper till he breathed his last. Among the many good qualities, I have clearly and distinctly noticed was his respect and loyalty to the Rule of Law and discipline, perhaps his faithfulness to the truth was inherent in his character. I have never had the experience of witnessing Mr. Kiyanilie Peseyie making nonsence jokes or even humour. Very less spoken yet always spoke only the truth. His loyalty to the political principle was perhaps one of the hallmarks in his understanding of politics, in short, he was a dependable politician. The way, Mr. Kiyanilie Peseyie conducted the business of the 10th NLA was just like himself. He was the presiding officer of the house,
I have never heard any single work spoken against him by any members throughout his 10th house tenure, yet only earned respect from every member because of his personal judgement on any issue-based decisions. There was no occasion for any member to accuse him of partisan attitude nor in his presiding. This is one of the major reasons behind his re-election consecutively for the 11th house of the Nagaland Legislative Assembly. If his first tenure as speaker was good, his second tenure was even better. As member of the ruling bench (minister), I was confident of myself because there was Kiyanilie Peseyie as the Hon’ble speaker of the house. We wanted him to be our speaker for the 3rd consecutive term, but only because of his other public interest, we could not avail the honour and privilege of Kiyanilie Peseyie as our most honourable and admirable speaker, breaking all previous records of the Nagaland legislative assembly and even within the Indian union. The most non-controversial yet admirable person, Kiyanilie Peseyie has done his earthly works and left for his heavenly home where he has already joined with the heavenly fall and singing and walking joyously with them on the streets of pure gold and disturbed by no earthly burdens but always ever singing face-to-face with our Lord Jesus Christ. Let the beloved members of the Late Kiyanilie Peseyie find solace in the grace of our Lord and be blessed always. With this few unpolished condolence words, me and my family join in your bereavement. N
agaland State School Education Department (NSSED) has proposed to rename the Government High School, Changki, Mokokchung after my father, late Dr. T Ao. It is indeed commendable that such honour should be bestowed. However, if the said department did a little research, I believe that the honour should be given to my “Abazumba”, Noksangyuba Ningdangri. While in service, it was he who was pivotal in establishing the said High School in Changki. He was an administrator under the British and later under free India. He established the said government high school (circa) 1958 and served the state of Nagaland beyond the call of duty. The Impur mission centre, Mokokchung has already
honoured my late father by proposing that a sports stadium there be named after my father. The authorities of Impur at least had the decency to request my mother, Mrs. T Ao (widow of Dr. T Ao) for that honour. My mother gave them the permission to do so, with her blessings but it has yet to materialise due to financial constraints. We are not the public, per se, but Dr T Ao’s own flesh and blood and are not objecting to the said proposal. But I believe that credit should be given where it is due. And for the said government high school should be named after my “Abazumba”, the late Noksangyuba: “Noksangyuba High School”, Changki. It would be admirable if Abazumba Noksang’s “anakapang” take up the matter instead of remaining silent spectators.
Dr. T Ao left an indelible mark in the football history of Nagas – as long as we Nagas remain Nagas – and Northeast of India. If the NSSED wishes to commemorate my father’s 100th birth anniversary, don’t you think that making his birthday (28th January) a “red letter” day in the government of Nagaland’s official calendar and naming it “Dr T. Ao Day” or “Naga youth day” should suffice? It won’t cost the Nagaland government a paise over the margin. After all, he did bring great honour to the Nagas as a whole. However, let the NSSED do as it deems fit and proper. It should be noted, however, that NSSED did not take the sentiments of Dr. T Ao’s family into consideration. His widow, after all, still remains alive. A. Tally

Make contribution to build a new India by 2022: Modi

NEW DELHI, Sep 30 ( Ag e n c i e s ) : P r i m e Minister Narendra Modi on Saturday exhorted all the “citizens to resolve on this day of Vijaydashmi or Dussehra to contribute in some constructive way towards nation-building by 2022, when India would celebrate 75 years of its independence.” In his Dussehra address, the Prime Minister asserted that the festival is not merely a source of entertainment, but should also inspire people and give them the resolve to do something for society and the nation. “Festivals like Dusseh-
ra should not be seen as mere source of entertainment but should also become an ambition and resolve to do something,” Modi said while addressing a gathering at Shri Dharmik Ram Leela at the Red Fort before the effigies of demon king Ravana, and his brother Meghnad and son Kumbhakaran were set afire to symbolise the victory of good over evil. “Our festivals are associated with farming, rivers, mountains, history, and of course with our cultural traditions. They are a means of societal training as they enhance social bonding and sensitivity, keep the societal
PM is a ‘liar’, won’t allow Bullet Train: Raj Thackeray
Raj Thackeray
Mumbai, Sep 30 (IANS): In the aftermath of the stampede which killed 23 commuters, MNS President Raj Thackeray on Saturday called Prime Minister Narendra Modi a “liar” and warned that he would not allow the Bullet Train project till all suburban commuters’ issues are resolved. “I shall not allow even a brick for the Bullet Train project to be laid. First resolve all the basic problems of Mumbai commuters. If Modi wants, let him construct it in Gujarat. If they use force, we shall also retaliate,” an agitated Thackeray thundered. Attacking the ruling Bharatiya Janata Party (BJP), he called Modi
a “liar” who changed all his statements before and after the 2014 Lok Sabha elections. “We have never seen a PM who is such a big liar. He made big promises and then dismissed them as ‘election jumlas’. How much can a person lie in this fashion?” asked Thackeray. The Maharashtra Navnirman Sena (MNS) President claimed that Suresh Prabhu was replaced by Piyush Goyal as the Railway Minister only to push through the Bullet Train project. “This Goyal is useless, Prabhu was good.” Thackeray announced that he would personally lead a morcha to Churchgate on October 5 to oppose the Bullet Train plans and urged all Mumbaikars to participate in large numbers. After the deadly stampede on Friday, there have been sharp reactions from across the public and political spectrum on priority being accorded to the expensive Bullet Train project vis-a-vis providing basic amenities to Mumbai’s daily eight million plus railway commuters.
values alive and teach to continuously strive to do away with evils,” Modi said. Modi said that thousands of years have passed but the lore of Lord Rama and Lord Krishna keeps inspiring humankind even today. He said that in his conquest of Lanka -- whose kind Ravana had abducted Lord Rama’s wife Sita, according to Ramayana -Lord Rama mobilised every section of society, from human beings to animals. “Burning of Ravana is a part of tradition, but as citizens, we will also have to strive to end the streak of evil (Ravana pravratti) in society,” he said. “After defeating Ravana, Lord Rama continued to serve society with humility. Today, let us resolve as citizens of India to make positive contributions towards the nation by 2022, to make India of the dreams of our great freedom fighters. Let us make a resolve like Lord Rama,” Modi said. President Ram Nath Kovind also urged the people to adopt values reflected by Lord Rama’s life in their lives to create a better society.
Don’t oppose Muslim burial ground: Church Panaji, Sep 30 (PTI): Amid opposition by some Catholic leaders to a proposed Muslim burial ground near Margao town in the state, the Goa Church today asked its followers to respect the basic rights of every community. Diocesan Centre for Social Communications, an arm of the Goa Church, issued a statement today, saying disposal of dead bodies is a basic right, therefore creation of a burial ground should not be opposed. “It has been observed that when there are attempts to purchase land or even find a site for a kabrasthan, there are often objections from some sections of the Catholic community who are opposed to Muslim cemetery,” said Father Olavo Caiado, Director of the Centre. “Disposal of dead bodies is a basic right of every religious community including Muslims,” he said, and appealed Catholics to facilitate setting up of Muslim burial ground near Margao in South Goa district.

Mumbai, Sep 30 (IANS): Contrary to speculation, Shiv Sena President Uddhav Thackeray avoided rocking the Maharashtra government, and remained content with making a sharp attack at ally Bharatiya Janata Party and Prime Minister Narendra Modi in his Dussehra speech here on Saturday. As the massive crowds and all top party office-bearers waited with bated breath for a dramatic announcement, Thackeray continued to criticize the government on various counts. He made a special reference to Rashtriya Swayamsevak Sangh Chief Mohan R. Bhagwat’s speech this morning, warning the Central government about granting asylum to Myanmar’s displaced Rohingya Muslims. The Sena chief said it was a very important statement with bearings on India’s own security and said even a Muslim nation like Bangladesh has refused to accept the Rohingya Muslims. “I appeal to the President and Prime Minister of Bangladesh to please take away the lakhs of illegal Bangladeshis living in India, for our safety and security... we even don’t need them,” Thackeray said.
ister also advised the gathering not to mix religion with politics while referring to allegations that he was in nexus with RSS and inclined to Heraka and was going to BJP. The chief minister also added that the NPF-led DAN government would continue to maintain its stand of “regional in content and national in outlook”. He said that all achievements made in the four years of his chief ministership were due to good relationship with NDA government at the centre. However, the chief minister lamented that in the last 52 years of statehood, Nagaland could receive only Rs 28,000 crores from the centre, which was only a cost of one bridge or flyover in Assam or other states in comparison. Konyak Union (Myanmar) president, Khotai Konyak, who graced the occasion as guest of honour, said that the Eastern Konyaks (Myanmar Konyak) and Konyak of Nagaland (India) were bound by blood as they belonged to one family. He, however, lamented that the Konyaks were forcefully divided by artificial boundary between India and Myanmar with-

government was of paramount importance for bringing speedy development in the state and early settlement of the Naga political problem. With this objective in mind, Zeliang said he managed to form government without opposition thinking it would invoke more unity among the legislators to work jointly for uplift of the people. However, he said it was unfortunate that certain intervening events disrupted the arrangement due to internal rift within the NPF party that brought confusion in the mind of the common people. “I am extremely sorry for all these happenings and I request you all to bear with us,” the chief minister stated. Saying NPF party was a big family and such discords and rifts were bound to take place, the chief minister, however, said the internal party conflict should not go up to the extent of destabilizing the normal functioning of the duly elected government, which was giving all efforts to work for the betterment of the state. He therefore appealed to all Nagas not to be misled by false rumours and propaganda, but remain

specified format,” Sebi had said. Currently, Sebi’s listing guidelines require specific disclosures on delay or default in payment of interest or principal on debt securities, including listed non-convertible debentures, listed non-convertible redeemable preference shares and foreign currency convertible bonds. Similar disclosures are not stipulated with regard to loans from banks and financial institutions. In July, the regulator had asked listed banks to make disclosures if provisioning and NPAs assessed by the RBI exceeded 15 per cent of published financials. Sebi had said such disclosures should be made along with the annual financial results filed immediately following communication of such divergence by the RBI to the bank.

“Corporates in India are even today primarily reliant on loans from the banking sector. Many banks are presently under considerable stress on account of large loans to the corporate sector turning into stressed assets, non-performing assets (NPAs). Some companies have also been taken up for initiation of insolvency and bankruptcy proceedings,” Sebi had said. In order to address this critical gap in the availability of information to investors, Sebi had asked listed entities to inform exchanges in case it defaulted on payment of interest, instalment obligations on debt securities and loans from banks and financial institutions and external commercial borrowings (ECBs). “The entities shall make disclosures within one working day from the date of default at the first instance of default in a
returned. Airtel counsel Janak Dwarkadas said that the company stands to lose Rs 140 crore a month due to the reduction, while Idea counsel Darius Khambata put the losses at approximately Rs 700 crore a year. Khambata, however, stressed that under Trai Act, the decision to change any technology was exclusively the privilege of the licenser, which is the Department of Technology (DoT), whereas Trai is only a recommendatory body. Hence, the September 17 notification, which talks of reducing IUC, is based on a new data transfer technology and therefore it had indirectly sought to bring in a change contrary to its powers. Trai counsels Ravi Kadam and Ameet Naik said that a legislation, even if a delegated one like this, cannot be stayed by the court unless there is manifest arbitrariness or illegality. A bench of Justices Naresh Patil and Z A Haq agreed with Kadam and declined relief to Airtel and Idea.

New Delhi, Sep 30 (PTI): Markets regulator Sebi has put off implementation of its directive “until further notice” that required listed firms to inform exchanges if they default on loan payments to banks and financial institutions. In a circular, the Securities and Exchange Board of India (Sebi) said it has decided to defer implementation of its earlier directive “until further notice”. Last month, the regulator had directed listed companies to disclose from October 1 any payment defaults to banks and financial institutions within one working day of such a miss. The move came against the backdrop of the government and the Reserve Bank of India stepping up efforts to tackle the menace of bad loans amounting to over Rs 8 lakh crore.
Mumbai, Sep 30 (Agencies): In a setback to telecom giants Airtel and Idea Cellular, the Bombay high court refused to grant an interim stay against a September 17 notification of sector regulator Trai by which interconnection usage charge (IUC) has been slashed from 14 paise per minute to 6 paise with effect from October 1. The IUC will eventually drop to zero from January 1, 2020. According to Trai, voice calls will form a very small faction of services being provided by such companies. The bulk of the revenue will be generated by data transfer, through voice over internet protocol. IUC is a charge that the service provider of the calling party is liable to pay to the service provider of the call receiver for usage of its network to complete the call. For instance, if a Vodafone customer in Goa wants to connect with an Airtel customer in Delhi, these charges are to be paid by Vodafone to Airtel, and vice versa if the call is to be

New Delhi, Sep 30 (PTI): India’s fiscal deficit at August-end touched 96.1 per cent of the budget estimate for 2017-18, mainly due to rise in expenditure. In absolute terms, the fiscal deficit – difference between expenditure and revenue - was Rs 5.25 lakh crore during April-August, 2017-18, according to the data of Controller General of Accounts (CGA). During the same period of last financial year, 2016-17, it was 76.4 per cent of the target. For 2017-18, the government aims to bring down the fiscal deficit to 3.2 per cent of the GDP. Last fiscal, it had met the deficit target of 3.5 per cent of the GDP. The CGA data showed that the government’s revenue receipts worked out at Rs 4.09 lakh crore during April-August period, which works out to be 27 per cent

Mumbai, Sep 30 (IANS): India’s total external debt for the end-June quarter 2017 rose to $485.8 billion, from $471.9 billion reported for the end-March period, official data showed on Friday. However, on a yearon-year (YoY) basis the debt level increased by 1.29 per cent over the corresponding period of the previous fiscal. “At end-June 2017, India’s external debt witnessed an increase of 3.0 per cent over its level at end-March 2017, primarily on account of an increase in inflow of foreign portfolio investment into the debt segment of domestic capital market encompassed under commercial borrowings,” the Reserve Bank of India (RBI) said. “The increase in the magnitude of external debt was partly due to valuation loss resulting from the depreciation of the US dollar vis-à-vis the Indian rupee and other major currencies.”

Highlighting the impact of noteban and the “proactive initiatives”, he said the revenue collections in case of direct taxes rose to Rs 8,49, 818 crore during 2016-17 at a growth rate of 14.5 per cent. He said net direct tax collections up to September 18, 2017 in the current financial year rose to Rs 3.7 lakh crore, showing a growth of 15.7 per cent. The number of tax payers increased significantly from 4.72 crore in 2012-13 to 6.26 crore in 2016-17. During the meeting some of the MPs suggested reducing the banking or transaction charges in order to promote digital transactions.
2017”, Consumer Affairs, Food and Public Distribution Minister Ram Vilas Paswan tweeted. A senior consumer affairs ministry official said the deadline has been extended following demand from several companies like Wipro, HPL and other nonfood companies. Since food items have expiry date for consumption, there were not many representations from such companies, the official added. Traders body CAIT today claimed that goods worth Rs 6 lakh crore may become redundant if the last date for using MRP-labelled old stock is not extended beyond September 30. “ T h e g o ve r n m e n t hereby further permits the manufacturers or packers or importers of pre-packaged commodities to declare the changed retail price (MRP) on the unsold stock manufactured/packed/imported prior to July 1, 2017 after inclusion of the increased amount of tax due to GST, if any, in addition to the existing retail price (MRP), up to December 31, 2017,” said a government communication.

The tax rate for individuals having income of Rs 2.5 lakhs to Rs 5 lakhs was reduced from 10 per cent to 5 per cent, which is one among the lowest in the world, he said. Jaitley further said the concept of ‘no scrutiny’ was introduced for the first time non-business tax payers having income up to Rs 5 lakh so that “more and more people are encouraged” to join the tax net and file their IT returns and pay the due amount of taxes. The finance minister said 97 per cent of the income tax returns were filed electronically this year, out of which 92 per cent returns were processed within 60 days and 90 per cent refunds were also issued within 60 days. He said after the intense follow-up of demonetization data from November 9, 2016 to January 10, 2017, about 1,100 searches were made, resulting into seizure of Rs
New Delhi, Sep 30 (PTI): The government has extended the deadline for sale of pre-GST goods with stickers of revised rates by three months to December 31, Consumer Affairs Minister Ram Vilas Paswan said Friday. The decision came after several companies and retailers body CAIT highlighted that they are still left with huge unsold stocks of pre-GST goods and need more time to clear that. After implementing GST from July 1, the government had allowed use of stickers with revised rates, alongside the printed MRP for pre-packaged items to reflect changes in selling price for three months till September 30. The unsold items had an MRP which included all taxes of pre-GST era but with the implementation of new regime, some of the final retail prices have undergone change due to increase or decrease in tax incidence. “On packaged commodities, industry can display revised MRP due to GST implementation using sticker/ stamping/online printing up to December 31

He was addressing the second meeting of the parliamentary consultative committee attached to the finance ministry on ‘Initiatives of IT Department’ here. North Korea seen moving missiles CP all set to endorse 2nd term for China’s Xi SEOUL/BEIJING, SEP 30 (AGENCIES): Several North Korean missiles were recently spotted moved from a rocket facility in the capital Pyongyang, South Korea’s Korean Broadcasting System (KBS) reported late Friday amid speculation that the North was preparing to take more provocative actions. The report cited an unnamed intelligence source saying South Korean and U.S. intelligence officials detected missiles being transported away from North Korea’s Missile Research and Development Facility at Sanum-dong in the northern part of Pyongyang. The report did not say when or where they had been moved. The missiles could be either intermediate range Hwasong-12 or intercontinental ballistic Hwasong14 missiles, according to the report, though the missile facility at Sanum-dong has been dedicated to the production of intercontinental ballistic missiles. A source from South Korea’s defense ministry said he could not confirm details of the report or whether there has been any unusual activities in the area mentioned. South Korean official have voiced concerns that North Korea could conduct more provocative acts near the anniversary of the

founding of its communist party on Oct. 10, or possibly when China holds its Communist Party Congress on Oct. 18. Amid heightened tensions on the Korean Peninsula, South Korea and U.S. forces recently held their first joint short range air defense training exercise in South Korea, according to a statement released by the U.S. Pacific Command on Friday. The statement did not give the date of the exercise, but said the next exercise is scheduled to take place over the next few months as the two forces become more familiar with each other’s capabilities.
Tillerson in China to pile pressure on N Korea
US Secretary of State Rex Tillerson arrived in Beijing on Saturday to discuss efforts to curb North Korea’s nuclear ambitions and prepare President Don-
ald Trump’s upcoming visit to China. Tillerson was scheduled to meet with President Xi Jinping after talks with top diplomat Yang Jiechi and Foreign Minister Wang Yi, ahead of Trump’s trip in November. The visit comes as relations between the two superpowers appear to be improving after months of tensions over how to handle North Korean leader Kim Jong-Un’s nuclear provocations. Trump has repeatedly urged Xi to exert more economic pressure on Pyongyang to convince the renegade regime to give up its nuclear ambitions. China, North Korea’s main trade partner, has responded by backing a slew of new United Nations sanctions. For its part, Beijing has insisted that the sanctions must be coupled with efforts to organise peace
Brexit: UK PM May faces new tensions LONDON, SEP 30 (AGENCIES): British Prime Minister Theresa May is facing fresh tensions within her Conservative Party over how to manage Britain’s departure from the European Union, distracting her from efforts to shift attention toward economic issues ahead of the party’s annual conference next week, reports AP. Foreign Secretary Boris Johnson said in comments published Saturday that a transition period to ease the impact of Brexit must not last “a second more” than the two years May proposed during a key speech in Italy last week. Johnson also said Britain must not pay for tarifffree trade with the EU, or agree to implement the bloc’s rules in order to gain such access, according to an interview with the Sun newspaper. “There can be no monkeying around” with the transition period, Johnson said. The comments mark

the second time in less than a month that Johnson, often mentioned as a successor to May, has challenged the prime minister’s efforts to make the government appear both strong and united. May’s performance at the party conference, which begins Sunday in Manchester, may be pivotal for her administration after a disastrous election campaign that saw the Conservatives lose their majority in the House of Commons in June. The prime minister
faced calls to discipline Johnson earlier this month after he laid out his own vision of Britain’s future outside the EU in a 4,000-word article for the Sunday Telegraph newspaper. Johnson called for Britain to adopt a low-tax, low-regulation economy outside the EU’s single market and customs union. The latest intervention by Johnson comes as May seeks to re-establish her hold on power and turn attention toward the British economy. “Yes, we have to get the best Brexit deal — but we must also take action here at home to make this a fairer place to live for ordinary working people,” she said. “The social contract in our country is that the next generation should always have it better than the last.” In the months since March, when Britain triggered a two-year countdown to leave the 28-nation EU, negotiations have made little progress.
talks, but Trump and Kim have traded increasingly personal insults that have raised fears that the crisis could spark a conflict. The acting US assistant secretary for East Asia, Susan Thornton, told sceptical US lawmakers ahead of Tillerson’s trip that China appears to be on board with the plan to squeeze Pyongyang. “ We a r e wo r k i n g closely with China to execute this strategy and are clear-eyed in viewing the progress -- growing, if uneven -- that China has made on this front,” she said. “We have recently seen Chinese authorities take additional actions,” she said, referring to new controls on the cross-border trade and finance that is North Korea’s economic lifeline. On Thursday, China said it was ordering North Korean firms on its territory to close by January. The announcement came days after China confirmed it will limit exports of refined petroleum products to North Korea from October 1 while banning imports of textiles from its neighbour. The measures were in accordance with UN sanctions that were approved earlier in September after North Korea detonated its sixth and most powerful nuclear bomb -- a test that triggered an earthquake felt across the border in China.
BEIJING, SEP 30 (PTI): China’s ruling Communist Party has elected 2,287 delegates for next month’s key Congress, which is widely expected to endorse a second five-year term for President Xi Jinping and appoint a new set of officials backed by him. The delegates were elected to take part in the 19th National Congress of the Communist Party of China (CPC) to be held here from October 18, an official statement here said today. Considerable significance is being attached to the meeting as Xi who has emerged as the most power-
Arrest warrants for Nawaz Sharif’s children, son-in-law LAHORE, SEP 30 (PTI): Pakistan’s anti-corruption officials have visited the home of ousted prime minister Nawaz Sharif here and delivered notices of arrest warrants issued against his children and son-in-law, a media report said today. A National Accountability Bureau (NAB) team yesterday visited Jati Umra – the residence of Sharif and delivered the arrest warrants, The Express Tribune reported. The move came in the wake of the failure of Hass a n N awa z , H u s s a i n Nawaz, Maryam Nawaz and her husband Mohammad Safdar to appear in the court during last hearing in the Panama Papers scandal, it said. Maryam, Hussain, Hassan and Safdar are currently in London with Kulsoom Nawaz, Sharif ’s wife, who is undergoing treatment for throat cancer.
Oxford removes Suu Kyi portrait LONDON, SEP 30 (PTI): An Oxford University college where Aung San Suu Kyi studied as an undergraduate has removed her portrait from its main entrance amid mounting criticism of the Myanmar leader over the plight of Rohingya Muslims. Suu Kyi had graduated from St Hugh’s College in 1967 and the portrait had hung prominently at the college entrance since 1999. It was painted by artist Chen Yanning in 1997 and belonged to Suu Kyi’s husband, Oxford professor Michael Aris, and was given to the college following his death. “The college received the gift of a new painting earlier this month which will be exhibited for a period. The painting of Aung San Suu Kyi has meanwhile been moved to storage,” the college said in a statement. While the exact reasons for the portrait’s removal remain unclear, there is a general view that the allegations of ethnic cleansing as a result of Mynamar’s Rohingya Muslims fleeing their homes to Bangladesh is likely to be behind the move.

ful leader, heading the party, the presidency and the military in his five-year tenure, is set for a second term after consolidating his hold on all centres of power in China.
He has already been declared as a ‘core leader’ of the party, a status enjoyed by its founder Mao Zedong and his successor, Deng Xiaoping.
Thousands of officials of the party from top to bottom were removed or punished in the five-year campaign against corruption, which Xi also effectively used to strengthen his position at the helm. Observers here say the party and the government are going to get a makeover with a new set of officials at almost all levels, including the military. The only survivor is expected to be Premier Li Keqiang who in the last few years played second fiddle to Xi focusing mostly on managing the economy which continued to slow down.

Imphal, Sep 30 (IANS): The Manipur government said on Friday that Rs 5 lakh each will be given to the eight footballers from the state who will play in the under-17 World Cup championship beginning from October 6. Sports Minister Letpao Haokip also said he will give Rs 10,000 each to the players from his side. Besides, he will buy tickets for two members each of all the eight families to travel and see the matches. Haokip told the media: “It is a matter of pride to this tiny state that eight promising players were selected for the championship. If the Indian team wins, the government is making preparations to give super incentives to all the eight players.” All the eight players selected from Manipur are from families with meagre means. One player stays with his widowed mother and two sisters in a tinroofed shed. Most of the parents could hardly buy sports shoes for their sons. Members of public had started donating cash to some of the families. Some were unhappy that Chief Minister N. Biren Singh, who had been a national footballer, was not paying proper attention to the plight of the poor families of these players.

Man Utd crush Palace to go top the break again heading home from close range, this time from a Rashford free-kick. Bakary Sako should have ended Palace’s wait for a league goal but somehow failed to find the target from close range. Lukaku had been kept relatively quiet by Palace but he got in on the act with five minutes remaining poking home a Anthony Martial cross.
Kane stars in Spurs win
Marouane Fellaini is mobbed by his Manchester United team-mates. Lo n d o n, S e p 3 0 ( Ag e n c i e s ) : M a n chester United continued their unbeaten start to the season with a comfortable 4-0 victory over basement side Crystal Palace at Old Trafford. United might have had a tiring trip to Russia in midweek for their Champions League game with CSKA Moscow but they made light work of Roy Hodgson’s strugglers. M a r o u a n e Fe l laini grabbed a brace and
Romelu Lukaku took his tally to 11 in 10 games for United as Palace stretched their wretched run to six Premier League games without a goal while equalling a club record of eight straight top-flight defeats set in 1998. It took United just two minutes to grab the lead when Marcus Rashford breezed past Joel Ward and his cross picked out Juan Mata who marked his 200th Premier League appearance with his first
goal since March. The visitors continued to be under the cosh and were lucky to avoid conceding a penalty when Fellaini stumbled in the box after a clumsy challenge from Patrick van Aanholt. Fellaini was not to be denied just after the half-hour mark when he doubled United’s lead with a soaring header from an Ashley Young cross. The Belgian doubled his account for the season with his second just after
Harry Kane scored two goals in Tottenham Hotspur’s impressive 4-0 win at promoted Huddersfield Town. Spurs moved into third place in the table ahead of this weekend’s games with this win. Kane opened the scoring in the ninth minute with a confident finish after robbing hesitant Town defender Chris Loewe. Spurs looked a threat every time they advanced with
Christian Eriksen and Dele Alli’s clever touches opening up space for Kane. That trio combined down the right with a neat move for the second goal with Eriksen’s attempted cross turned into Ben Davies’ path by the unfortunate Loewe and the Spurs full back slotted home. Kane’s spectacular second put the game beyond Huddersfield inside 23 minutes. The England forward left two defenders for dead on the edge of the penalty area with a clever body swerve and fired an unstoppable shot into the corner. When Kane was substituted with three minutes remaining he got a standing ovation even from the home fans. Spurs added a fourth in added time when substitute Moussa Sissoko finished off a counter-attack after good work from Son Heung-min and Davies.

England team celebrate with the trophy after the fifth one day international cricket match against West Indies at the Ageas Bowl, Southampton. (AP/PTI) SOUTHAMPTON, Sep 30 (Agencies): Jonny Bairstow smashed a careerbest unbeaten 141 and Jason Roy hit 96 as England thrashed West Indies by nine wickets in Southampton to complete a 4-0 series rout on Friday. The build up to the match had been dominated by the international suspension of all rounder Ben Stokes and opener Alex Hales after the pair were involved in an altercation outside a Bristol nightclub but the off-pitch events failed to distract England from
trouncing West Indies. After spinners Moeen Ali and Adil Rashid restricted the visitors to 288-6, Bairstow completed his century from 90 balls having shared an opening stand of 156 with Roy. With Joe Root contributing 46, England secured their 11th win of their last 13 completed matches. Bairstow’s knock, which included 17 fours, was the highest by an England player against West Indies in one dayers, eclipsing Marcus Trescothick’s 130 in 2004.
Roy, who was drafted in for the last two onedayers to replace Hales, made the most of his recall as he scored his second successive fifty. Roy notched up 11 fours and a six as a rampant England raced to 100 runs within 15 overs before he was dismissed lbw by pace bowler Miguel Cummins just four short of a century. Root belted a six down the ground to secure victory as England finished on 294 for one with 12 overs remaining.

Hamilton storms to Malaysia pole; Vettel last on grid
Lewis Hamilton waves to the Malaysian Grand Prix crowd after sealing pole position. SEPANG, Sep 30 (Agencies): Lewis Hamilton of Mercedes stormed to pole position with a scorching lap in qualifying for the Malaysian Grand Prix as title rival Sebastian Vettel
was left stranded in the garage and will start dead last. The championship leader set a lap of one minute 30.076, the fastest ever around the 5.5 kilometre-
long Sepang track, to beat Kimi Raikkonen by 0.045 seconds at the end of a hard-fought session. Max Verstappen, celebrating his 20th birthday, was third. Raikkonen, who had topped Saturday’s final practice session, ended up as Ferrari’s best hope for pole, with Vettel limping back to the pits with engine problems at the end of his first lap out of the pits without having set a time. Trailing Hamilton by 28 points, the qualifying upset dealt yet another big blow to Vettel’s championship hopes, a fortnight after the 30-year-old crashed out of the last race in Singapore on the opening lap. Saturday’s pole was the 70th of Hamilton’s career and fifth in Malaysia, which is hosting its last race on Sunday. It was also his ninth pole this season and further boosted his hopes of clinching a fourth title after the 32-year-old Briton capitalised on Vettel’s crash to win in Singapore. Hamilton will not have to win another race if he triumphs on Sunday and Vettel finishes lower than second.
“We had no idea how it was going to go today,” said the triple champion, whose Mercedes team have struggled to get speed from their car this weekend. “I’m sorry with what happened to Sebastian. We turned it around and the car was great.” Daniel Ricciardo, who led Verstappen in a one-two for Red Bull in Malaysia last year, will start fourth. Hamilton’s team mate Valtteri Bottas will start a disappointing fifth. Frenchman Esteban Ocon set the fifth-fastest time for Force India ahead of McLaren’s Stoffel Vandoorne and Renault’s Nico Hulkenberg. S e r g i o Pe r e z wa s ninth in the Force India while Fernando Alonso rounded out the top 10 for McLaren. Frenchman Pier re Gasly, drafted in as a lastminute replacement for under-performing Russian Daniil Kvyat at Toro Rosso, will make his Formula One debut from 15th on the grid. The 21-year-old lost out to Renault-bound teammate Carlos Sainz by less than two-tenths of a second.
Nagpur, Sep 30 (IANS): India will aim for a return to the top spot in One-Day International (ODI) rankings when they face Australia in the fifth and final match at the Vidarbha Cricket Association Ground here on Sunday. The hosts, who have already clinched the fivematch ODI series with an unassailable 3-1 lead, slipped to the second spot after losing the fourth tie in Bengaluru by 21 runs on Thursday. Australia rode on an all-round show, with openers Aaron Finch and David Warner starring with the bat along side pacer Kane Richardson’s three-wicket haul to clinch their first victory in the series. India will look to get back to winning ways banking on in-form batsmen Ajinkya Rahane, Rohit Sharma, Mahendra Singh Dhoni and Kedar Jadhav. The hosts, who played
Kedar Jadhav and other team members at a practice session ahead of the 5th ODI at Vidarbha Cricket Association Stadium, Jamtha, Nagpur on Saturday. (PTI) pacers Mohammad Shami and Umesh Yadav in place of Jasprit Bumrah and Bhuvneshwar Kumar will be forced to make changes in the bowling department which failed to look lethal in the last match. Spinners Axar Patel and Yuzvendra Chahal will
be the key in the middle overs to provide important breakthroughs. The visitors, however, will look to emulate the previous ODI to end the series on a respectable note. Openers Warner and Finch will be the key to the batting line-up. The side
will also expect skipper Steven Smith to play a vital role in adding to the teams score tally. In the bowling department, pacers Nathan Counter-Nile and Richardson will look to vary their pace to pick up crucial wickets.
PCB to demand $70 mn from BCCI as compensation KARACHI, Sep 30 (PTI): The Pakistan Cricket Board wants BCCI to pay approximately $70 million as compensation for not playing two “home” bilateral series. The PCB, which has completed its consultation process and finalised its compensation claim against the BCCI, is expected to file its claim with the disputes resolution committee of the International Cricket Council (ICC) in a few days. “Our case is that the BCCI signed an MoU with us in 2014 to play six bilateral series, starting with our home series, which they have not done as yet. Secondly they have avoided playing us in bilateral series since 2008 although they have no issues playing against us in ICC events,” PCB chairman Najam Sethi said. Sethi said that under the MoU, the six bilateral series were to be played between 2015 and 2023 with Pakistan hosting home series at the start. The PCB chief said the compensation claim would be filed soon as all preparations and consultations had been completed with a law firm in the United Kingdom.
