DIMAPUR, OCT 18 (NPN): Police went to action on the second day of the indefinite NH 29 bandh on government vehicles and oil tankers Tuesday when nine leaders of Co-ordination Committee on Fuel Adulteration (CCoFA) were taken into custody at Chumukedima bridge at Patkai junction after the cabinet on Sunday had declared the bandh as illegal. CCoFA leaders were detained by police at around 7:40 a.m from Patkai Bridge where volunteers were stationed to enforce the bandh since Monday. According to CCoFA, the detention order of its leaders, which included three complainants in the fuel adulteration case, was reportedly issued by ACP Khalo Khapfo, a member of the SIT constituted for investigating the fuel adulteration case. The arrest of the CCoFA leaders took an ugly turn when protestors, numbering hundreds and anti-riot gear clad police personnel started pelting stones at each other. The protestors marched towards NAPTC Gate 1 Chumukedima to court arrest after which police resorted to lathi charge and firing of tear gas shells to prevent them from forcibly entering the Police Complex.

Two student leaders, president and vice-president of Chumukedima Town Youth Organisation (CTYO), were seriously injured and hospitalised. The vice president of CTYO had seven stitches on the head. Vehicular movement on the highway was stopped momentarily due to the violence. Shops were also closed in the entire area. Students (Class V) of Modern School Chumukedima had to flee from their classroom after a tear gas shell lobbed inside, causing panic. Selection exams for class IX and X students were going on when the incident happened. Protestors accused police of being the aggressors when they allegedly unleashed violence on the protestors without any provocation. “The police
thrashed and kicked our leaders mercilessly as if they were animals,” an angry protestor said. The CCoFA leaders were detained inside a guarded staff quarter for few hours at NAPTC and released after signing Personal Recognizance Bond, or “PR Bond.” Dimapur Police however maintained that the arrest was only a preventive measure. An uneasy calm ensued after the violent episode as a huge posse of policemen were deployed in the Chumukedima area. NTC media cell, was reacting to statements by Nagaland GB Federation(Oct.13) and Rev.L . Suohie Mhasi ( Oct.12 & 16) published in the media on the issue of Rongmei recognition. NTC cited the following as the basis of its opposition to the government notification:(1) that Rongmei is a recognised scheduled tribe in Manipur and Assam as per Schedule Tribe Order Act 1950 on the ground that their ancestral lands were placed under the jurisdiction of these states;(2) that the government of Nagaland in its letter dated August 16,2002 addressed to the government of India , stated that only the following 16 tribes are recognised as Scheduled Tribes in Nagaland--Ao, Angami, umi, Lotha, Rengma, Konyak, Sangtam, Phom,Chang, Yimchunger, Khiamniungan, Chakhesang, Zeliang, Pochury, Kuki and Kachari. CCoFA suspends bandh temporarily
After the meeting with the chief minister, CCoFA convened an emergency meeting at Diphupar during which the house decided to suspend the bandh “temporarily” at around 2 p.m Tuesday. Addressing media persons, CCoFA stated that the bandh was being suspended temporarily considering the assurance given by the chief minister. The committee opined that they should give chief minister the benefit of doubt. They however maintained it was not called off permanently indicating that they will continue the protest if the government fails to make good its assurance. CCoFA also condemned the “illegal detention” and police “high-handedness” terming it as unlawful.

CCoFA condemns assault on youths; police clarifies DAN legislature adopts resolution DIMAPUR, OCT 18 (NPN): Coordination Committee on Fuel Adulteration (CCoFA) in a press note vehemently condemned the “brutal assault” on the youth volunteers and critically injuring the vice president of Chumukedima Youth Organisation near 1st gate, Chumukedima. CCoFA alleged that the IRB jawans led by a DSP officer brutally assaulted the youths, while vice president of CTYO was seriously injured requiring six stitches on his profusely bleeding head. The committee further accused Dimapur Police Commissionerate for “engaging in deception and brutality”, saying the respected body had greatly damaged its image. Justifying its statement, CCoFA accused police in order to “cover up its own brutality, belatedly imposed section 144 CrPC but only after back-timing its issuance as 7 a.m.” It claimed that the decision to impose sec 144 CrPC couldn’t have been before 8.30 am, alleging that the “backtiming was done solely to cover up the police’s misconduct and in order for the police to give the justification that unlawful assembly had taken place”. It further alleged that “the police chose to impose 144 CrPC in secret without even a single soul knowing about it”. Narrating the sequence of incident, CCoFA said based on the appeal, volunteers were called to gather at
Chumoukedima Bridge, Patkai junction, at 6 am. Later, nine CCoFA leaders were taken into custody from the site by the police around 7.30 a.m. Prior to the arrest, it claimed that the officer in charge ACP, K. Kapfo was asked why he felt the gathering was unlawful if no curfew or section 144 CrPC had been imposed? However, the office had no answer since there was none, CCoFA stated. As news of the arrest spread, local youths, as instructed by CCoFA leadership marched peacefully towards the arrest site to court arrest as part of Jail bharao strategy. However, IRB jawans led by a DSP brutally assaulted the youths, including the CTYO vice president. It reminded that court arrest was a common phenomenon all over the world. In this regard, CCoFA questioned the credibility and mental capability of the IRB officer who led the brutal assault, saying he did not know the meaning of court arrest and that there was no other explanation as to why the officer behaved that way. Condemning the inhuman action, CCoFA demanded that if Dimapur police wanted to restore its pristine image, disciplinary action and suspension of the IRB officer be initiated. Meanwhile, CCoFA assured the youths of Nagaland that though the indefinite highway bandh had been
temporarily suspended, on the assurance given by the chief minister, there would be repercussion if the government reneges on its promises.
Dimapur Police clarifies
Meanwhile, PRO Dimapur Police has clarified that the CCoFA leaders were not detained at the strength of 144 CrPC as police could have taken protestors to custody the moment the bandh was declared illegal. PRO said police exercised restraint given the non-violent nature of the bandh despite the bandh being declared illegal. PRO said the CCoFA leaders had to be taken to custody when they refused to polite requests by police to disperse. He said detention was solely for preventive measure. On the violence that took place, PRO stated the protestors tried to force their way inside NAPTC which compelled police to resort to lathi charge and firing of tear gas shell to disperse them. PRO also pointed out that the protestors had provoked the policemen by pelting stones where three policemen sustained minor injuries. On the promulgation of Section 144 CrPC in NH 29 under Chumukedima, PRO said the order was notified through social media which, can be considered as notified.
First women police station in state inaugurated Correspondent
KOHIMA, OCT 18 (NPN): State director general of police (DGP), LL Doungel, on Tuesday inaugurated Nagaland’s first women police station (PS) at the north police station premises, Kohima becoming the 8th full-fledged police station in Kohima district. Speaking at the inaugural function as chief guest, DGP said crime against women and children has certain level of sensitivity and different approaches in the way of giving precise and effective remedy. He said if crimes against women such as molestation, rape, eve-teasing etc were handled like any other cases then instead of solving the issue it would only worsen. Therefore, Doungel said a high level of sensitivity, empathy and understanding was required. In any crime, DGP said the victim comes forward seeking police help yet in the case of women the victims were reluctant to take police help owing to many social restrictions. Lima Sunep, in his brief address, said the opening of women police station was one step in the right direction that would empower the women police. Sunep said it would be as a huge challenge for the OC and her subordinates to deal with the crime against women under IPC be it sexual harassment in work place, juvenile justice or child protection etc. He urged the women police station to be responsive to the need of women and child, motivate themselves and do a professional competent job.
Sunep said in 2015 there was 26 cases registered in Kohima district alone where 21 cases were charge sheeted and in 2016, 17 cases were chargesheeted out of 21 registered cases. Also, in his brief address, DC Kohima, Rovilatuo Mor, acknowledged the initiative of home department in opening the women PS. He urged the officers not to misuse the special provisions laid for the welfare of women and child. NMA president, Abie-u Meru, thanked the state government for opening the women PS and assured to extend all possible help. She said NMA had submitted several representations to the state government to open women cell. Kohima village council (KVC) chairman, Medoselhou Keretsü, said women PS was a long felt need of the people. He expressed confident that police would contain all crime and social ills in the state. DIMAPUR, OCT 18 (NPN): DAN Legislators on Tuesday adopted a four-point resolution, after holding a thorough deliberation on the bandh called by CCoFA which was declared illegal and the suggestions made chief minister to CCoFA delegation, DAN Legislature Party spokesperson, Yitachu stated in a communiqué. The legislators during the meeting held at the State Banquet Hall at 3 p.m. on October 18 adopted the following resolution: 1. Members placed on record their deep appreciation to the Government for its determination to end once and for all the practice of fuel adulteration and appreciate the suggestion of chief minister made to the delegation of CCoFA who met him Tuesday to make “Nagaland free from fuel adulteration” in the days to come; 2. Endorsed the decision of the Cabinet meeting held on October 15 last, that since the investigations into the Adulteration issue are at an advanced stage, it would not be advisable to change the investigation agency. At the same time, there
is no guarantee that handing the investigation to a Central body like CBI would expedite the investigation within certain time frame; 3. Put on record thier sincere appreciation to the chief minister for taking pains to meet CCoFA delegates on October 18, 2016 and to brief them on the status of the investigations as well as convincing them to withdraw their agitation. “We share his conviction that since it is the intention of the Government as well as the agitators that fuel adulteration in the State should be ceased once and for all, all stakeholders must work together with understanding and cooperation, to end the menace”. 4. As laid out by the Supreme Court, the members endorsed the decision of the Cabinet that any bandh on National Highways affecting normal flow of traffic, goods and services, is illegal. DAN legislature party members have requested all to cooperate with the government so that the common man was not affected in any manner.
UNTABA on boundary settlement President NNC DIMAPUR, OCT 18 (NPN): United Naga Tribes Association on Border Areas (UNTABA) on Tuesday asserted that the settlement of boundary issue between Nagaland and Assam has to be on the basis of the nine-point agreement and 16-point agreement. In a press release, UNTABA chairman Hukavi T Yeputhomi and general secretary Imsumongba Pongen appreciated the chief ministers of Assam and Nagaland, who met at Kaziranga, Assam on October 17, 2016 and resolved to foster better relations between the two states. UNTABA, however, maintained that it was constrained to respond specifically on ‘the proposition for amicable settlement on the border issue’. The association maintained the interim Government of India, in order to bring Naga people in the Union of India, entered into political agreement with Naga people in line with accession agreement of other princely states of India on June 27 to 29, 1947 at Kohima popularly called as ‘9 Points Agreement’ signed

DIMAPUR, OCT 18 (NPN): NNC (Non-Accord) president, Kiumukam Yimchunger was shot at by unidentified assailant (s) at LRC Colony, Balijan area on Tuesday night at around 8:30 pm, police said. PRO Dimapur Police told Nagaland Post that bullet pierced Kiumukam’s nose and exited from the back of his neck. He was admitted at Zion Hospital and his condition stated to be stable, PRO said. PRO said that right after the incident, police team rushed to the spot and some were deployed at Zion Hospital. Police is yet to establish the reason the behind the shooting and assailant (s) involved. FGN observes 65th Martyrs Day at Settsü village DIMAPUR: Federal Government of Nagaland today observed its 65th Martyrs’ day at Settsü village, located a few kilometres away from Mokokchung town organized by the Ao region programme committee. Kedallo of FGN read out the tribute speech of Gen. (Retd) Viyalie Metha, Kedahge of the FGN. Kedahge’s speech mentioned that the first Naga martyr to be murdered by Indian forces was Zasibito Nagi of Jotsoma village who was killed in broad daylight on October 18, 1952 and that the day
had been observed as Martyr’s Day ever since. It mentioned that the programme at Settsü village was to pay homage and respect to the five men from the village who were massacred on June 16, 1956. The speech also mentioned the massacres that happened at Longpha village of Ao region on June 6, 1956 where 5 villagers were murdered and the Yengpang village incident under Chang region on November 15, 1954 where 65 villagers lost their lives. Mention was also made of the 11 villager of Ketsapomi
village under Chakhesang region who were shot to death as “target practice” by Indian soldiers on April 13, 1956 and the 9 victims of Matikhrii village incident under Pochury region on September 6, 1960. “On this 65th national Martyrs’ day, the nation wishes to pay tribute to all our people who have laid down their lives for the nation,” it read. Youth parliament held at Tuensang DIMAPUR: District level youth parliament cum quiz competition was held at Tuensang on October 18 at GHSS auditorium. BDO Noksen Block, Ebou Chang was the chief guest of the programme. DIPR reported that participants included GHSS Thangjam, GHSS Tuensang, GHSS Shamator, GHSS Noklak and Loyem Memorial College. The chief guest exhorted the students to be determined for success and gave career tips where he stressed on determination, grace, positive thinking and walking on the right path. The quiz competition was held between five GHSS of the district and the quiz master was PGT GHSS Tuensang, Trilichem Sangtam. The competition concluded with S. Muno Lame, Senthila and Reliba H. Sangtam from GHSS Tuensang as winners and the youth parliament competition award was bagged by Sentihila of GHSS Tuensang.

DIMAPUR: Land Resources Department (LRD) conducted its follow-up training on “Participatory Springshed Development” at Kinunger village council hall, Mokokchung on October 17, supported by Peoples’ Science Institute, Dehradun and Kinunger community. The training programme is to train LRD officials so they could train the communities in their respective districts about regenerating springs (engineering, vegetative, social measures) through community-led actions. It also focuses on geology and hydrogeology, water budgeting, water quality, sanitation, equity and sustainability of groundwater as a common pool resource (CPR). Intensive field exposure shall be conducted in the village and Longkhitpeh village of Tuensang district in these four days and subsequently in other districts. LRD, Nagaland supported by PSI, Dehradun
has started a pilot programme on participatory springshed development in 11 districts of Nagaland. Speaking at the program, the director LRD Hoto Yeptho encouraged the communities particularly women to get involved in the programme and also pursue the activities (SHGs) and grab the opportunities which would empower them and sustain their families. He also stressed the concern that even though there were 5 springs in the village, there was no proper mechanism to conserve, protect and manage it but instead were paying massive amount of 1 lakh 85 thousand annually for water connection. Here, he motivated the community to revive and rejuvenate the existing traditional springs for future generation and actively participate in the programme guided by LRD and PSI. DIMAPUR: Wheebox Employability Skill Test (WEST) is underway in the campus of Government Polytechnic Kohima (GPK) for its students. Wheebox is a global talent assessment company that has partnered with All India Council of Technical Education, United Nations Development Program and Confederation of Indian Industries to launch this online test for students all over the
country. Results of the tests from the four corners of the country would be compiled and included in India Skills Report 2017. WEST is a 70 minute online test that assesses competencies in various fields such as English language, problem solving, and mathematical aptitude among others. The initiative aimed at benefitting the students would be held till October 30.

Ahead of the elections to the state Assembly due by early part of next year, two new regional political parties, Manipur National Democratic Front (MNDF) and Meeyamgi Thougalloi Manipur (MTM) had already been floated in Manipur. The floating of Sharmila’s new political party is considered posing more hurdles
for the ruling Congress and opposition BJP in the upcoming elections, the parties which already were imposed with hurdles after the floating of two new political parties sometime back. The two new political parties were floated by veteran renowned politicians who were once ministers in Congress and other political parties that were in power in the past. The Iron Lady of Manipur announced the floating of her new regional political party, People’s Resurgent and Justice Alliance (PRJA) today at a simple function held at Manipur Press Club, Imphal. Members of the “Team Sharmila for Change”, a plat-
form for people of Manipur seeking a new beginning in the socio political landscape in the Northeast were present in the function. Irendro Leichongbam is the convenor of the new party while Irom Sharmila, Phundreimayum Najima and James Mayengbam are adhoc conveners. While announcing the launching of the new party, Sharmila recounted the circumstances that led her to take the decision to enter electorate politics saying that, “It is through peoples’ mandate that real democracy can be restored in the country.” The party will not be confined only in Manipur. 1st Assembly session of Mnp observed New Drugs Bill to be introduced in Mizoram IMPHAL, Oct 18: Various civil bodies in Manipur Tuesday remembered the first elected assembly of Manipur before its merger to the Indian Union on this day, October 18, 1948. The first Manipur State Assembly was elected on adult franchise in July 1948 – the first of its kind in India and its first session was held on October 18 of the same year at the hall of the Johnstone Higher Secondary School located in the heart of Imphal city. The state assembly was, however, dissolved after Manipur was merged with the dominion government of India on October 15, 1949. Manipur became a Part C state and the state continued to be administered by the President through a chief commissioner or a Lieutenant Governor who acted as his agent. Coalition for Indigenous Rights Campaign (CIRCA) observed the day as “Manipur National Day” with a function at Sana Konung (Royal Palace), Imphal, commemorating the day. Honour of family members of the members of the first state assembly was the main highlight of the function which was graced by titular King of Manipur Leishemba Sanajaoba as chief guest. Dignitaries who attended the function recalled the historic event of the state while raising their voices for
the restoration of pre-merger political status of Manipur which CIRCA is campaigning since its inception two year ago. CIRCA has been campaigning for the restoration of “Pre-Merger Special Political Status” of Manipur while asserting that Manipuris (Meitei) has no protection under the Indian Constitution. Leaders of the body were of the opinions that it was not right for India to have forced the merger of Manipur into its Union without seeking the mandate of its people who had already had a Constitution of their own with an elected Parliament in the form of Assembly. Aizawl, Oct 18 (PTI): Mizoram Drugs (Controlled Substances) Bill, 2016 and Mizoram Drugs Demand Reduction Policy, 2016 will be introduced in the next session of the state legislature, according to state Social Welfare minister P C Lalthanliana today. Addressing a function on Drug Abuse Prevention Awareness Programme organised by the Federation of Indian NGOs for Drug Abuse Programme (FINGODAP), Lalthanliana said the two bills have been approved by the state cabinet. Officials said though the state Social Welfare department has been appointed as the nodal department for the proposed new legislation, the state Police and the Excise and
Narcotics department officials would enforce the new laws. The proposed legislations were meant for stringent punishment for violators of drug laws and to include clinical drugs widely abused by the youths of the state. Meanwhile, drug-related deaths in the state due to heroin has shown radical increase this year with 30 deaths since January 1 till October 2, according to the records of the state Excise and Narcotics department. The records said 52 people died in the state due to drugs of which 30 were due to heroin, while 21 people died due to use of multiple drugs and one died due to parvon spas.

But in her affidavit for the 2014 Lok Sabha election, when she contested from Amethi in Uttar Pradesh, she allegedly said she did her B.Com. (Part I) in 1994 from Delhi University’s School of Open Learning.
Smriti Irani NEW DELHI, OCT 18 (IANS): In a relief to Union Minister Smriti Irani, a trial court here on Tuesday dismissed a plea to issue summon against her for allegedly giving false information about her educational qualifications in her affidavit to the Election Commission of India. The complaint was filed to harass the Minister, the Patiala House district court said. Metropolitan Magistrate Harvinder Singh said prayer for seeking summon against Irani “is dismissed”, and observed that the complaint has been filed after delay of 11 years and because the original elections affidavit of 2004 is not available. The court was hearing a private complaint filed by Ahmer Khan, who accused Irani of submitting varying details about her educational qualifications in her three affi-

Suu Kyi meets Pranab, Sushma NEW DELHI, OCT 18 (PTI): Myanmarese State Counsellor Aung San Suu Kyi today met President Pranab Mukherjee and held talks with External Affairs Minister Sushma Swaraj during which the visiting leader discussed how India could support Myanmar’s agenda of national reconciliation. Suu Kyi, who arrived in Delhi on a State visit yesterday from Goa where she attended BRICS-BIMSTEC outreach meet on Sunday, also sought assistance in areas of agriculture, capacity building, job creation, infrastructure and health care during her meeting with Swaraj, who offered all possible help from India. During her call on, the President congratulated the State Counsellor on her party’s victory in the general elections held in Myanmar last year and complimented her on the role that she has played in Myanmar’s path to democracy. Recalling his discussions during the visit of Myanmar President U Htin Kyaw to India in August, Mukherjee conveyed India’s whole-hearted support for the Myanmar Government in its efforts to live up to the expectations of the people of Myanmar.
NTC reaction on Rongmei
(From p-1) entered in the E-Roll of 1963 which was nullified by the RTI reply given by the Joint Chief Election Office, Election department Nagaland on March 12,2013 and also by the Assistant Election Officer Peren vide letter dated January 10,2013. NTC said both the authorities authenticated that none of the 1313 Rongmei voters were found in the 1963 E-Roll. NTC said it was therefore, misleading for anyone to claim that the 1313 names of Rongmei voters were valid. It also said many representations could have been submitted to the Nagaland government by Rongmei community to be recognised as an indigenous tribes of the state.However, NTC said, considering the ground realities, the case could not be granted for inclusion as an indigenous tribe of Nagaland. (4)NTC said despite reiteration on the difference between “indigenous tribe” and “indigenous inhabitants” in Nagaland, some people continued to be confused. NTC reiterated that any community which had become domiciled in Nagaland since 1963 are qualified under government notification dated April 28,1977 to be entitled as indigenous inhabitant status but cannot claim to be indigenous tribe of Nagaland. NTC therefore, urged all concerned not to distort or concoct the laws concerning the interests of the Nagas of Nagaland.
Notify schools on heavy schoolbags: SCPCR to DoSE
DIMAPUR, OCT 18 (NPN): State Commission for Protection of Child Rights (SCPCR) Nagaland has urged the state department of school education (DoSE) to notify the schools on recommendations of the National Commission for Protection of Child Rights to minimise adverse effects of heavy school bags. In a press release, SCPCR chairperson, Meilemla Pongener, stated that a recent study conducted by the Associated Chambers of Commerce and Industry of India (ASSOCHAM) highlighted the adverse effects of heavy school bags that children have to carry to school every day. Though providing lockers in schools and reducing reference books are effective measures, SCPRC said it has been felt that the problem needs to be addressed on a larger level. Measures recommended by NCPCR: 1. It should be ensured that the weight of schoolbags is not more than 10 percent of the weight of the child 2. Also, children in pre-primary classes should not carry any books/notebooks to school 3. To bring effective change, sensitisation and awareness is required at three levels – for Principals, Teachers and Parents. For this, appropriate short term awareness/training programmes should be conducted 4. Schools should be directed to issue guidelines for all students to carry books as per the timetable and also suggest suitable, safe ways to carry bags 5. Also, schools should issue directions to all teachers to pre-inform students about the books/notebooks to be carried on a particular day 6. Appropriate action should be taken against any school not following the guidelines.
Hospital fire: 4 staff members suspended BHUBANESWAR, OCT 18 (PTI): Four staff members of a private medical hospital here where a massive fire broke out killing 20 people were suspended today even as over 100 patients, mostly from the gutted Intensive Care Unit(ICU) and dialysis unit, were shifted to other hospitals. While 20 deaths were officially confirmed, authorities of different hospitals where the injured where shifted last night put the toll at 22. As many as 106 patients, who were shifted from the private Sum Hospital following the blaze last night, are now undergoing treatment at different hospitals in the city, Health Secretary Arti Ahuja said, amid reports that some of them are in critical condition. Most of them were from the ICU and the dialysis unit, an official said. Ahuja, who visited the Hospital, said that 14 and five bodies were received at the Capital Hospital and AMRI Hospital here respectively, while a spokesman of AIIMSBhubaneswar said that one
death was reported at their facility. Most of the deaths in the four-storey hospital took place due to suffocation and asphyxiation, a senior official said, adding that majority of the patients at the ICU were on ventilator support. The authorities of the Siksha ‘O’ Anusandhan University (SOU), which runs the Institute of Medical Sciences and Sum Hospital, suspended four of its staff members and announced an ex-gratia of Rs 5 lakh each to the victims’ familes. Those suspended were one fire officer, two engineers and one hospital manager, SOU vice-chancellor Amit Banerjee told reporters here, rejecting allegations that there was any irregularity in the management of the hospital. “We have suspended four officials as part of the hospital’s bid to maintain transparency. Tomorrow no one should accuse that evidence was tampered with.” Ahuja said the ICU and dialysis unit of the hospital have been sealed to ensure a proper investigation.
The blaze was suspected to have been triggered by an electric short circuit in the dialysis ward on the first floor which spread to the nearby ICU. The fire rapidly spread to other areas on the same floor of the hospital building. Some patients have also been shifted to the SCB Medical College and Hospital at Cuttack for treatment. Chief Minister Naveen Patnaik visited some of the hospitals, including AIIMS and AMRI Hospital here, to inquire about the condition of the patients undergoing treatment. State’s Health Minister Atanu Sabyasachi Nayak said the priority was to provide ‘proper’ treatment to the patients from the fire-hit hospital who have been shifted.

Eastern Nagaland College Students’ Union to resume stir today DIMAPUR, OCT 18 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has informed that it would resume its phase-III agitation across Eastern Nagaland on October 19, 2016 as directed by the Eastern Naga Students’ Federation (ENSF). In a press release, ENCSU chairman, Longre Chang, and joint secretary, Nokchem Angth, said as part of its agitation there would be restriction on movement of all the government vehicles and shut down all the government offices. The union affirmed that the agitation would continue until the four MBBS seats were allocated to backward
tribes. It cautioned that the government would held solely responsible if any untoward incident arose during the course of agitation. ENCSU also stated that confiscated vehicle would not be released until further directive. It, however, said that all the emergency services, district administration, security forces, educational institutions and medical team were exempted from the preview of bandh. Meanwhile, ENCSU has sought cooperation from all the citizens of Eastern Nagaland as the the union was “fighting to safeguard the rights of the backward.”

Regional shifts
fter all the cosying up between India and the US in the post-nuclear deal period and maximising the pitch with the oft repeated cliche that both are the world’s largest and oldest democracies; it seems that the relationship has not exactly blossomed to the desired level. After some lukewarm though friendly relations, it was under Manmohan Singh and George Bush that both countries drew closer on account of the Indo-US nuclear deal. A lot was achieved after the Indo – US nuclear deal and the increase trade and commerce. The Bush administration and also pitched for India’s entry to the NSG. If Manmohan Singh’s government was responsible for greater commercial and military ties; the Narendra Modi government has been instrumental in taking that level higher. Modi and US President Barack Obama hit it off very well during the latter’s visit to India as the chief guest at the 65th Independence Day celebration. Indo-US trade agreements have shown a marked increase, particularly joint military exercises. The US has also lent his voice to India against Pakistan’s involvement in terrorist attacks directed at India. Perhaps this has been the significant shift in the American perception vis-a-vis Pakistan. India is certainly interested to forge a very strong relationship with the Americans. However, the Americans are not yet either willing already to completely divorce Pakistan, which has a very strong, lasting and durable economic and military ties with Communist China. India on the other hand, wants America on its side as a counter balance against Pakistan. America would also like to forge better economic and military ties with India in order to counter China. According to political analysts, India can also play the same game as Pakistan, by turning back to its old and trusted ally Russia. The visit of Russian President Vladimir Putin to India for the BRICS summit, may have attracted the envy of the Americans when both Modi and Putin signed a huge deal totalling around Rs70,000 crores. In fact Russia has backed India’s stand again is terrorism from Pakistan whereas China more or less defended Pakistan’s situation. The Russian stand has given a new thrust to Indo-Russian ties and it could be a game changer in the years ahead. The American tilt to Pakistan has been gradually levelling out but the for various reasons, there has been no major rift in relations. Militarily, Pakistan still obtains most of its advance military arsenal from America including huge sums of money to fight terror. The interesting equation in the Indian subcontinent indicates that, on one side there is Pakistan and China and another site that is India and Russia. The Americans appear to be having both feet planted in both camps . However, again, in the event of any conflict between Pakistan and India; Russia will certainly not confront China against India. In such a conflict America may support India in order to discourage Chinese designs but will also prefer to strike a balance vis-a-vis Pakistan. In the entire scenario, India must realise it has to depend on itself. It cannot depend on any country unless it is willing to make major compromises, economically and militarily.

The true test of my love for Jesus is a very practical one, and all the rest is sentimental talk. Faithfulness to Jesus Christ is the supernatural work of redemption that has been performed in me by the Holy Spirit— “the love of God has been poured out in our hearts by the Holy Spirit…” (Romans 5:5). And it is that love in me that effectively works through me and comes in contact with everyone I meet. I remain faithful to His name, even though the commonsense view of my life may seemingly deny that, and may appear to be declaring that He has no more power than the morning mist. The key to the missionary’s devotion is that he is attached to nothing and to no one except our Lord Himself. It does not mean simply being detached from the external things surrounding us. Our Lord was amazingly in touch with the ordinary things of life, but He had an inner detachment except toward God. External detachment is often an actual indication of a secret, growing, inner attachment to the things we stay away from externally. The duty of a faithful missionary is to concentrate on keeping his soul completely and continually open to the nature of the Lord Jesus Christ. The men and women our Lord sends out on His endeavors are ordinary human people, but people who are controlled by their devotion to Him, which has been brought about through the work of the Holy Spirit.

Time to set the record straight Lawless government T I
t does leave behind an unpleasant aftertaste as a retired bureaucrat becoming a critic of a system that one had once served. There was a time when bureaucracy commanded a healthy respect of political class because matured unmotivated technical guidance based on rules and regulations were the standard benchmark that mostly determined government actions. One can’t help but feel that present bureaucracy is but a shadow of the past, deliberately working under one non-transparent misadventure after another in various fronts without accountability thereby losing its sheen of genuine respectability. The courage to invoke the ‘Rules of Executive Business’ laid out for just application of law is noticeably out of fashion. One wonders how many controlling officers in bureaucracy have actually read this manual which lays down the fundamental guiding principles for just administration. By-and-large today’s crop of bureaucracy seem to be a contended lot willing to swim with their political bosses and together fish in the murky waters without conscience or reservation. Questionable orders that infringe upon ethical and legal boundaries are carried out without question. Just so that everyone is on the same page let us take a simple illustration as an example: ‘Backdoor appointment’ is unethical and violates acceptable legal procedure for all government job recruitments. The fact that it has nevertheless been rampantly indulged in by the government is for a simple reason. With every illegal instruction for backdoor appointment that comes down from the political bosses, many of the Controlling Officers of departments unquestioningly carry out the order, often taking advantage of clubbing his/her share of appointment within the same cocoon of illegality instead of questioning it. The syndrome of “I scratch your back, you scratch my back” is fashionably played out to the hilt. This non-transparent subservient system has therefore completely destroyed any sense of fair play where merit remains exiled to the outer space. Given a free hand without checks and balances, it is absolutely incomprehensible that a compromised, opposition-less government would be capable of delivering justice. This conclusion holds true even in the present ongoing standoff on ‘fuel adulteration’ between the Government and CCoFF.
It is a pity having to watch the present Government mostly functioning as an “Ultimatum Servicing Government” hurriedly responding at the eleventh hour when ultimatums are shoved down its throat. In the backdrop of such chaotic out of control government machinery that is in urgent need of ‘brake repair’, one is inclined to side with the effort of ACAUT and CCoFA insisting on CBI intervention on the critical breakdown of essential service system caused by those wielding authority for selfish ends. Fuel adulteration is a subject that hurt every single vehicle owner in Nagaland without exception. Government servants may not necessarily feel the pinch of having to frequently repair their vehicles because it is officially repaired at the expense of the public exchequer. It is entirely a different story of sheer financial torture especially for those who have no steady income having to take their vehicle to the workshop at recurring intervals to attend to fuel adulteration related breakdowns at exorbitant cost that one can ill afford. Adulterated fuel also conversely impacts on the lifespan of the vehicle. Diverting a very high percentage of essential commodities like kerosene from the State quota to deliberately facilitate illegal fuel adulteration factories is a crime being perpetuated by the elder brothers of Lucifer both in the government management system and the private sectors for unethical profits without sweat at the cost of the sweating common man. Therefore it is in the interest of the vast majority that such fuel adulteration factories must be shut down for good and those responsible should be held accountable. No matter how high or low, each identified defaulter must unsparingly be introduced to the iron fist of law that is noticeably absent in Nagaland and needs to be imported without being harassed or taxed at the New Fields Gate. The significant magnitude of the problem lies in the fact that the portfolio of Food & Civil Supply Department rests with the “Hon’ble” Chief Minister of Nagaland. It rightly or wrongly compounds the level of suspicion that SIT will never get to investigate this case without interference...even if it has honourable intention. The likelihood that a whole lot of time may meticulously be spent trying to dilute the facts of findings rather than establish the facts for persecution is a believable
possibility considering the collapsed ethical working system. Sadly, going by past experience, it may also not be beyond the “Hon’ble Chief Minister” to lower his Hon’ble status and compulsively try to influence the course of investigation...because this investigation is directly related to a Department under his immediate control. Halfway through the sitting of the High Power Committee (HPC) on “Illegal and Multiple Taxation/ Price Escalation” constituted by the Government on 5th day of August 2014, the “Hon’ble Chief Minister” had requested the Chairman and members of the HPC to brief him on the progress being made. The Chairman: Justice H. K. Sema, Supreme Court Judge (Rtd.); Members: Shri. Khekiye K. Sema IAS (Rtd.) and Shri. Joel Nillo Kath took strong exception to this ‘request’. Such a meeting would have violated the independent sanctity of the HPC and subject the proceeding to unnecessary suspicion of undue influence. We therefore had no intention of compromising the credibility of the HPC. We politely refused to meet him. The candid report of HPC submitted to the State Government in June 2015 is now a museum piece collecting dust. The very intelligent bureaucracy has been studying this report for more than a year now and is likely to be overburdened to do the same in the event SIT is able to submit its report... as watered down as it may probably be. All said and done, if Chief Minister has a clean hand and clear conscience it would be in his interest to allow a neutral agency to conduct the investigation to cleanse his image and stem the oncoming tide that could very well develop into a hurricane on provocation. It is rather unworthy of the State Cabinet to demean the people’s cry for uncontaminated justice as ‘illegal’ against hard evidence of crime having been committed. It can only be seen as a motivated attempt to cover-up the blatant illegal profiteering trail. Considering the ground realities, it is decidedly within the rights of ACAUT, CCoFF, the people of Nagaland and overall sensibility to demand that CBI, an independent investigating agency, be brought in to clear the air and set the record straight. irst of all, I want to give thanks to the almighty God for sustaining our nation despite all the tragedies and pains that we have experienced in the past 62 years (1954-2016) of conflict. In this story of pain and suffering, not one single Naga has been spared the agony in one form or the other. The first Naga martyr to be murdered by the Indian Forces was Lt. Zasibito Nagi of Jotsoma village who was killed in broad daylight when a peaceful procession was winding its way across Kohima town on October 18, 1952. Ever since that day, 18th October has been observed as Martyrs Day by our Government to commemorate all the other victims of India’s atrocities against Nagaland. And today we have gathered here at Settsü village to pay our respects to the five persons from your villagers who were massacred on June 16, 1956. The dead, however precious they are, die and are gone, but it is the living that has to suffer the consequences of their absence throughout their lives. And today, as the nation stands in respectful attention to their sacrifices on this 65th Martyrs Day, I as President of the Federal Government of Nagaland wish to convey the nation’s solidarity and sympathies to all the sufferings that the survivors of the heinous massacre of June 16, 1956 have endured in their lives. The nation salutes the martyrdom of Tsukjemmeri G.B. L.Imdongkokba, S.Temjenwati, Anchaba and Dhanba as well as all their living relatives who are standing with us today. May God be both your protector as well as your vengeance keeper. On an occasion like this, we also cannot forget the 5 victims of the Longpha massacre who were murdered by the Indian army on June 6, 1956 just a few kilometers from your village. One of the injured, Imshiangba was even buried alive, though the villagers pleaded for his life to be spared. On this occasion, we also remember the 63rd villagers of Yengpang village in the Chang region, who on November 15, 1954 were mostly beheaded by the enemy in a pre dawn attack on the village. We also remember the 11 villagers of Ketsapomi village in the Chakhesang region, who were shot to death as target practice by the Indian soldiers on April 13 1956. Then there were the 9 victims of Matikhrii village in the Pochury region, who were all severely tortured and beheaded on September 6, 1960. The list can go on, but time will not permit me to recount all the horrible atrocities committed by the Indian army. On this 65th anniversary of our national Martyrs Day, the nation wishes to pay tribute to all our people who have
laid down their lives for the nation. We salute all of them with the same words of solidarity and appreciation expressed earlier. On this solemn day, I also wish to put on record, that in all these many years of conflict, your Ao region has also played its role second to none. As known to every Naga, Mr. Imkongmeren, Vice President of the NNC, was one of the solid pillars of our nation who carried the national responsibilities faithfully to the end of his life. In the national records, he was an unflinching personality that kept alive the spirit of Naga nationalism and patriotism through out all his life. On a day like this, we cannot recount all the names of our national heroes from the Ao region, but their names are all there in the records and we salute every Private to General as well as every civil worker, both man and woman, who have performed their duties to the best of their abilities during their lifetimes. We recognize their contributions and salute all of them with deep gratitude from the depths of our hearts. But however great and noble the past may be, we cannot live in the past. We also cannot dream of a bright future without doing what we should do in the present. As for my generation, I think we can humbly claim that we have given our best and our utmost for the nation. Despite our limited education, we had utilized all that we had learned and put it into our national service and defense. We did all these works, so that today’s generation can have a country that they can call their own. But as long as a foreign flag continues to fly in our lands, the sacrifices of yesterday remain an unfulfilled dream. Therefore, fellow citizens of Nagaland, so long as the enemy continues to occupy our country and also oppress us with heinous laws like the Armed Forces Special Powers Act, that long we are duty bound to resist the enemy and oppose him. I therefore, call upon this generation to pick up the baton of our political torch and run on until the race for our national objective is achieved. As for me and all my colleagues, we are now all in the sunset of our lives. We therefore hope that the younger generation of well educated and well qualified young men and women, will pick up the baton and carry on, until ultimate victory is finally achieved. KUKNALIM. he Coordination Committee on Fuel Adulteration (CCoFA) imposed indefinite bandh on the movement of Govt. vehicles and oil tankers on highways with effect from 17th October 2016 onwards. In reaction to the agitation of CCoFA, the State Govt. had declared the bandh ‘illegal’ as the order of the Govt. was published in all local papers in its front pages. As one sifts through the statement on the order of the Govt., it is found a plain order bereft of law whereby the following questions arise: 1. The serious question is how the agitation of CCoFA was declared illegal when neither any Art in the Constitution of India, nor any clause in IPC or CrPC was quoted by DAN Govt. under which the public agitation was viewed as illegal. 2. Under what rule and which law of the country or of the State, Govt. justifies the ongoing peaceful agitation of the public illegal? 3. The news about the damaging of vehicles and to the extent of volunteers of CCoFA being manhandled in Dimapur by Nagaland Police was published in local media today, the 18th October 2016. Under what rule and with what legal power the Police force was used against the peaceful volunteers? 4. If the agitation is really illegal under law, how could the Govt. of Nagaland allowed the agitation to pass off the day with success except the one reported incident? 5. If the agitation is illegal, how none of the agitators was arrested? The questions to bureaucrats are: 1. The ears and eyes of the Govt. are the bureaucrats comprising supposedly of the better brains as IAS, IPS, NCS, etc. Do the present day bureaucrats function under the laid down rules and the Rules of Executive Business? 2. Do this posse of officers who called themselves to be intellectuals, intelligent, experienced and well versed with the law of the land know that such order of the Govt. declaring the public movement as illegal has to be done so only under the relevant rules? 3. Has the Home Commissioner, Nagaland, in his zeal of freelance governance intentionally avoided to quote relevant laws or forgot all those laws as usual? 4. Has it become a habit of today’s bureaucrat in running the affairs of the public, rules are not used as considered irrelevant and rather took it to be roadblocks to development of corruption? 5. If not by the rules, where does power come from according to bureaucrats?
The other questions poised to Govt.: 1. Does the Govt. of Nagaland consider Fuel Adulteration as legal business whereby the agitation against the scam by public was declared illegal? 2. Does the Govt. of Nagaland promote Fuel Adulteration as industry in lieu of the collapsed Sugar Mill and the comatose Tuli Paper Mill? 3. Is the DAN Govt. contemplating to promote Fuel Adulteration in bigger scale to enhance internal revenue mobilisation so as to meet the requirement of salary component by which non-release of salaries of the employees will end? 4. Does DAN Govt. consider that Fuel Adulteration is the better option for utilisation of excess allocation of Kerosene oil to Nagaland? 5. Does DAN Govt. consider Fuel Adulteration as the alternative to oil exploration by MOGPL? 6. Did DAN Govt come to know the existence of Fuel Adulteration in Dimapur only when busted and exposed by ACAUT? 7. Has DAN Govt. legislated un-numbered and un-coded law under which the administration will accommodate and tolerate all kind of illegal activities in Nagaland? 8. Is there any firm decision of DAN Govt. to shift the responsibility of detection of illegal activities in Nagaland to NGOs under the flagship of e-Governance? Now, fuel adulteration must have been done in the full knowledge of Civil Supplies Department manned by Chief Minister himself. The illicit business in question has wide ramifications as it started and existed with collusion. It is common knowledge that when properly probed, many will be implicated including those who profess to be pious and able to throw the first stone. The so called SIT can therefore be easily gagged as we cannot expect it to be fearless and honest. What then is left for CCoFA than proper probe into the scam by a reliable authority with teeth to bite. The declaration of the ongoing agitation of CCoFA as illegal by DAN Govt. lacks legality. The plain order itself is so ordinary and without authority and it failed to command respect. The so called order has no legal binding on the citizens of the State since it is outside the purview of existing rules and is therefore challengeable. By the way, it suits the authority who took such decision and accordingly issued such order lawlessly as they govern without punctuations. Z. Lohe

That sir, as the umbrella union of all the colleges in Nagaland the ANCSU would like to inform your hon’ble self that the students’ of Nagaland University will be deprived of many opportunities and avenues because of the said reason. However, regardless the rhymes and reasons for non-appointment we feel that the Chair of the Vice-Chancellor cannot be left empty beyond a reasonable period of time Sir, as we all know that as much as a body cannot function without a head, a Central University cannot function effectively without a Vice-Chancellor, as he/she being
the head and all matters relating to the day to day activities and functions of the University emanates from his/her Office. A dishearthening return to the city I call home! Sir,
Returning to Dimapur during vacation has always been something I have looked upon but this time it wasn’t all that fascinating. A distance of 5kms from airport to the town area was covered approximately in about 50 minutes. Precisely, a normal person walking would have covered the same distance much earlier. Without a doubt, the long journey was not only because of the increasing traffic in the city but because of the numerous potholes. There are literally more potholes on few roads than the people walking there. Infrastructure is the foundation on which the fort of economics success is built. It acts as a stepping stone to any economy which not only ensures the evolution of it but also ensures consistency in its growth. The economical growth of Dimapur however looks grey because of its road infrastructure. Despite the various reconstruction orders from the State’s minister of roads and bridges and various other concerned authorities, this problem doesn’t cease to exist. All the money allotted for the development of the city and the innumerable promises to improve the road conditions has now become a sham. Smaller roads, bigger vehicles. DIMAPUR: Eight-day Model Training Course (MTC) from October 18 to 25 on “Sustainable crop production, protection and Value addition of citrus in NEH Region” by ICAR-Research complex for NEH Region, Nagaland centre, sponsored by DAC & Farmers’ welfare, Ministry of Agriculture & Farmers’ welfare, GOI got underway at ICAR, Medziphema on Tuesday.
The training included theory and hands-on sessions on different aspects of citrus. Altogether 20 participants from different parts of Northeastern Region are attending the training, comprising of officials from various state developmental department, SAUs and KVKs. Earlier, the inaugural session was graced by dean NU SASRD Prof. R.C Gupta, who emphasized on
the potential of citrus cultivation and its nutritional importance. Guest of honour was director, ICAR-NRC on mithun, Dr. A. Mitra. He encouraged and suggested the officials regarding the importance of various citrus species which could be used as bio-fencing for mithun based farming. DIMAPUR: As per the directives from the Ministry of Rural Development, a Gram Sabha meeting was held at Terogunyu village on October 2 in the presence of National Level Monitors MORD Ramashankar Shrivastava and Manoj Awasthi. Village members, village functionaries, officers from DRDA Kohima headed by project director Kevipodi Sophie and other departments’ representatives from Land Resources, Social welfare, PWD, and PHE participated in the meeting. During the meeting, a brief report on developmental activities in the village was presented by VDB secretary Terogunyu, and various centrally sponsored schemes like MGNREGA, PMAY (G), NSAP, IWMP, SBM action plan were discussed.
DIMAPUR: United Sangtam Baptist Lithro Ashimükhong (USBLA) held its 20th azarü thsüdi from October 7 to 9, at Trongar village under the theme “Growth in Flesh and Spirit” (Shutsa Ko Anü Ziba). The programme was organised by Christian Education Department, USBLA Yangli and sponsored by Trongar Baptist Lithro for the spiritual growth and upliftment of the children. Altogether 530 children from 28 Churches of Longkhim –Chare division attended the child competition programme and participated in singing (OCTET), bible quiz, prepared speech from bible and skit competition. NEW DELHI, OCT 18 (PTI): The Cabinet is likely to consider this week fixing February 1 as date of presentation of the budget after the Election Commission gave its nod in light of upcoming Assembly elections in five states. Having decided to advance the budget presentation by a month, the government took the line that it should not be presented in the middle of Assembly poll in Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur. So, it consulted the Election Commission, which has concurred with the finance ministry’s view that it is an annual financial statement and can come anytime of the government’s choice, officials said. The Cabinet headed by Prime Minister Narendra Modi is likely to meet on Wednesday or Thursday to decide on the date for Finance Minister Arun Jaitley to present the budget for 2017-18. The Cabinet on September 21 had in-principle decided to end the colonial-era tradition of presenting the Union budget on last day of February and advance it by about a month to help complete the legislative approval for annual spending plans and tax proposals before beginning of the new financial year on April 1. “The reason we wanted to advance the date was that we want the entire budgetary exercise to be over and the Finance Bill to be passed and

Mosul offensive: Territory recaptured from ISIS; 75 square miles retaken
KHAZIR (IRAQ), OCT 18 (AGENCIES): Iraqi Kurdish forces advancing toward the northern city of Mosul paused Tuesday on the second day of a long-awaited offensive after the Islamic State mounted tough resistance in villages east of the strategic city. The front lines were largely quiet after fierce fighting as Kurdish forces pushed to retake a string of villages on the edge of their territory and turn them into new footholds closer to Mosul. The city is the last main stronghold for the Islamic State in Iraq and represents a critical showdown for both sides. However, the Iraqi military made some gains. The army’s 9th Division broke into the district of Hamdaniya, also on the eastern front, closing in on the Christian town of Qaraqosh, commanders said. The intense fight for hamlets some 30 miles from the city suggested that the militants could fight for every inch outside the city, but also that they are unlikely to be able to hold on in the face of a coordinated advance and close air support from a U.S.led coalition. Residents who have recently fled the area and Iraqi officials with contacts inside Mosul say the Islamic State has been digging in for a fight, erecting concrete barricades and filling trenches full of oil that can be set on fire to slow

KUALA LUMPUR, Oct 18 (Agencies): Malaysia has stepped up security at its borders in case Malaysian militant fighters try to return home after Iraqi forces launched a major offensive to take back the Islamic State stronghold of Mosul, deputy prime minister Ahmad Zahid Hamidi said on Tuesday. Iraqi government forces launched a US-backed offensive on Monday to drive Islamic State from the northern city of Mosul, the group’s last major stronghold in Iraq. Around 4,000 to 8,000 militants, a mix of Iraqi and foreign fighters, are estimated to be in the city. Ahmad Zahid told a news conference that Malaysian airport and border security had been increased, while illegal routes commonly used by smugglers were being monitored. “We have been exchanging intel with international intelligence agencies, and we have a suspect list which includes names of those we believe have ties with Daesh,” he said, using an alternate name for Islamic State. Ahmad Zahid did not state how many Malaysians were currently in Mosul but police figures released last month showed that 90 Malaysians had joined Islamic State in Syria and Iraq since 2013. In August, Malaysia revoked the passports of 68 Malaysians who had been identified as leaving the country to join Islamic State.
Several missing, injured in German chemical plant blast Ludwigshafen (Germany), Oct 18 (Agencies): Several people were missing and others were injured after an explosion Monday at a chemical plant at BASF’s headquarters in western Germany, the firm said, advising local residents to stay indoors. The blast, which occurred around 11.30 am (0930 GMT) and triggered a huge fire, happened during work on a pipeline, the global chemicals giant said in a statement. “Several people were injured. Some people are missing,” BASF said. A large fire and a huge column of grey smoke could be seen rising from the site, a vast industrial complex with a harbour on the Rhine river. Firefighters were still trying to extinguish the flames by 1330 GMT, while police had blocked off nearby roads, an AFP reporter at the scene said. “Emergency services from the whole region are on the scene to prevent the fire spreading to other parts of the plant,” Ludwigshafen city authorities said in a statement. The company said residents in Ludwigshafen and nearby Mannheim should remain inside and shut doors and windows. Local authorities have also asked nurseries and schools to keep children indoors, but no evacuations have been ordered. “We are still investigating the precise cause. The relevant authorities have been
informed,” BASF said. The site’s steam cracker units -- used in a chemical procedure to produce lighter hydrocarbons -- have been shut down for safety reasons, it added. Ludwigshafen is a city of some 160,000 people located around 80 kilometres (50 miles) southwest of Frankfurt. City authorities said fire engines as well as a fireboat had been deployed to the scene. On its Twitter account, Ludwigshafen added that some residents had complained of respiratory irritations. An emergency hotline has been set up as well as an information tent. The Landeshafen Nord site where the explosion took place is a harbour used for the transportation of combustible fluids and liquefied gases. On its website, the company describes the site as a “very important for BASF’s supply of raw materials”, where more than 2.6 million tonnes are handled each year. The goods are unloaded from ships into the production plants via a system of pipelines. The company employs 36,000 people in Ludwigshafen. BASF was also grappling with a second, smaller incident at its nearby Lampertheim plant where four people were injured in a gas explosion and had to be taken to hospital, DPA news agency reported.

The prosecutor said no arms or explosives were found and the raids had no immediate connection with the deadly IS-claimed attacks on the Brussels airport and metro which left 32 people dead in March. In all, 15 people were taken in for questioning initially, the statement added. Some of them, who grew up in central Brussels and were known to the authorities, also took part in the November Paris attacks, which claimed 130 lives and left hundreds injured. Belgium has been on its second highest terror alert since the Paris and Brussels attacks. ilwar Hussain, bagged the prestigious ‘The Amazing Voice’ title after belting out a melodious bollywood song during the grand finale held at Town Hall, Dimapur, Tuesday night. He walked away with a cash prize of Rs 2 lakhs along with certificate during the glittery event organized by Livemaster Studios.
The show started in the month of August with fifteen contestants out of which seven contestants made it to the finale while, one lucky contestant was given a wildcard entry into the semi-final round. The contestants were judged basing on fifty percent for public voting and fifty percent for judges points. The first and second run-
ners up were bagged by Nunham and Gaily respectively, they received certificates. Judges for this season included pianist and professor of music at Patkai Christian College Rebekah Moore and singer, composer and recording engineer Sunep Lemtur, while the show was hosted by reigning Miss Dimapur Zehovire KechĂź. xhausted. The one word that describes my feeling right now. Not exhilaration. And you would too if you had travelled 14 hours non-stop not to mention the 5 hour flight to Doha transiting to Atlanta. By the time we got into the cabs and made our way to the hotel we were all complaining about our knee aches and sore backs and behinds. I said a pray of gratitude when I saw the bed. And now as I sit down to write this post I look back to first step flight towards SCAD, Atlanta. We were all agog with curiosity and excitement about our journey to U.S.A and SCAD. If we felt a little reticent talking about the trip it was because we did not know what to expect and not for lack of excitement. I spoke with Sashijungla Ao on the long flight. She is the proprietor/Head Administrator of Hope Academy School. Her only reason for coming for the retreat in SCAD was to observe the way the art programs are taught at the university and to understand how the programs can be beneficial for her students who would be interested in joining SCAD. She also mentioned her children are more inclined towards creativity and arts. We talked about how so many of the Naga children
are creative and show creative tendencies from an early age. If parents understood that such creativity can be rightly channeled and should be encouraged early on creative art would thrive in the State. It is very important to have Art and Artist in a society. We talk about old civilizations based on the work of their art and crafts. The more sophisticated the work of art the more cultured a civilization is. Just as societies grow and mature artists must also be encouraged. Artists are creators. What they create with their hands begins with a thought in their minds and that thought finds meaning and expression in their artwork. Art doesn’t need so many words to convey the message. Art is important because it has the ability to provoke thought and emotions and communicate across barriers; cultural, racial or other barriers. With art there is no boundary. And the world is a better place because of artists. After the long flight towards SCAD just as we were entering into the American territories I could see bluish undulating mountains which reminded me of the Naga Hills which also take a bluish hue in the early winter mornings with the sun streaming through the mists. Those
mountains might just as easily be Nagaland as it is Atlanta. Those mountains also made me think of the American Indians and the colonial history. And like the Nagas they were also the warrior people with their beautifully hand crafted shawls and ornaments living in nature and hunting down enemies. And like the Nagas their history is mostly oral history. The Naga history, without any form of written word and yet everything they made or created was an expression of their thought a story telling of their history, their world view and about themselves. They were the true artists and it was all in a days work for them. They literally wore their history on themselves in the form of beautifully woven shawls or sarongs, the body tattoo of various geometric patterns had something to say so did the beautifully built traditional houses with all the wood carvings decorating the front. It is no wonder so many of the Nagas have a gift for art. It is an inheritance for the naga people, part of Naga history, and the legacy of the older people who have passed away. Today the young people are showing their talent in art with a modern touch. Instagrammers like Nagastreetstyle or websites like http://www.
preciousmelove.com are giving their interpretation of fashion. Such talent needs to be nurtured and encouraged and I believe a dedicated Art and Design college like SCAD can help such talents nurture and mentor to mature into work that can compete with the rest of the world. This is not only about fashion but other field of creative arts. As I wait to be introduced to SCAD I’m reflecting a little on the Nagas and the creativity of the Nagas. What we have is immense talent but we lack focus, direction and the formal training that can give the talent an edge over others. Maybe SCAD will be
the right destination for many young talented artists. And now I’m in my hotel room in Atlanta looking back at the journey what can I say? Let me say what Sashi said “ We are in America. Lets just breathe and take it all in�. I’ll be doing that for the rest of my trip. And now as I wait to visit SCAD maybe you can spent a little time on their website and check out their programs and understand why I’m eager to visit the college. Now TMZ reports that Franco is being accused by photographer David Tonnessen of headbutting him during Del Rey’s gig at Hollywood Forever Cemetery two years ago. The ITT document was available for purchase from September 19 to October 18, 2016,” the BCCI said in a statement. Shitilong SA, which is one of the strongest contender for this year’s edition of MDFA Trophy, suffered a serious setback when Mongsenbai’s striker, Khriekethzo (7) scored an unexpected goal from an unexpected distance (just a few yards below the half line) and into the nets at the 15th minute. NEW DELHI, OCT 18 (AGENCIES): Mumbai City FC and Delhi Dynamos played out a nail-biting 3-3 draw at the Jawaharlal Nehru Stadium in Delhi on Tuesday in what was easily the best game in the Indian Super League so far in terms of entertainment value. Mumbai were running away with the game at half-time with two Krisztian Vadocz goals. Dynamos struck back through Richard Gardze and an own goal before Marcelinho struck the sixth goal of the game, which came from the pen-
alty spot. Mumbai were utterly dominant in the first half of the game with the tepid Dynamos barely able to gain a foothold in the contest. The away side were sweeping forward in droves. Although their main man, Mathais Defederico was quiet, Leo Costa and the deadly Sony Norde, at times, walked through the Dynamos defence. It was Costa’s skills that set up the first goal, cutting to his left and threading a gorgeous ball for Vadocz, who slotted it home. Fortune smiled on Mumbai for the second goal
when Norde’s exquisite freekick cannoned off the bar, and the alert Vadocz headed the ball home from close range. Delhi didn’t make too many changes at half-time but Mumbai dithered and became sloppy as soon as they conceded an early goal — Marcelinho’s surging run from the left finding Gadze at the back post. Despite Delhi’s sustained pressure in the Mumbai territory, the away side got back their two-goal lead, and it came through the individual brilliance of Norde, who calmly slotted the ball home after playing a sumptuous one-two pass with substitute Cafu. There was plenty of late drama as Lucian Goian put the ball in his own net from Gadze’s shot. Mumbai’s defence crumbled. Ten minutes from time, Marcelinho smashed a superb penalty to the keeper’s right when a tight call went in Gadze’s favour after it looked like Mumbai goalie Roberto Volpato had made only minimal contact. sports CBI files FIR in Narsingh dope issue NEW DELHI, OCT 18 (IANS): The Central Bureau of Investigation (CBI) on Tuesday registered a case against wrestler Narsingh Yadav to probe the allegations of doping lodged against him. “We have registered a case against Narsingh Yadav and started a probe against him regarding allegations of dope consumed by him ahead of Rio Olympics,” CBI spokesperson R.K. Gaur told IANS. Yadav had tested positive on June 25 for a banned substance ahead of the Rio Olympics, which began on August 5 in Rio de Janeiro, Brazil. The Wrestling Federation of India (WFI) had come out in Narsingh’s support on the issue and on September 16 had referred the alleged dope case to the CBI for a detailed probe. After arriving from Rio de Janeiro, WFI President Brijbhushan Sharan Singh requested the Prime Minister’s Office that the probe be carried out by the country’s premier investigating agency. The complaint was later forwarded to the CBI. Yadav had alleged that a fellow wrestler had hatched a conspiracy against him to sabotage his chances of clinching a medal at the Rio Olympics.
