KPU to impose bandh on NH-2 DIMAPUR, OCT 16 (NPN): Kandi Public Union (KPU), which had served an ultimatum on the state government on October 6, 2017 to direct the contractors to begin construction of BDO office building at Chunlikha within 15 days, on Monday announced that bandh would be imposed on National Highway-2 after the expiry of deadline. In a press release, KPU publicity & information secretary, Khiyalo Kez, said the union had submitted a number of representations to the government in connection to the construction of BDO office building at Chunlikha which was inaugurated on February 29, 2012. Pointing out that construction work order was issued to M/S JK & sons constructions on November 11, 2016, the union, however, said that no action was taken up as requested. Even after serving ultimatum, the KPU said there was no sign of construction till date. Meanwhile, KPU cautioned that it would not be held responsible for inconvenience caused to the general public due to proposed bandh.

INS Kiltan joins Indian Navy’s arsenal

VISAKHAPATNAM, OCT 16 (IANS): India’s naval defence got a boost on Monday with the commissioning of the indigenously-developed anti-submarine warfare stealth corvette INS Kiltan, nicknamed “silent killer on the prowl”, which is capable of fighting in nuclear, biological and chemical warfare. Defence Minister Nirmala Sitharaman commissioned INS Kiltan, the third of the four anti-submarine warfare stealth warships built under the Rs 7,800-crore Project 28. Two similar corvettes -- INS Kamorta and INS Kadmatt -- have already been commissioned by the navy. With the inclusion of INS Kiltan, which is 100 tonnes lighter than the previous corvettes and capable of carrying heavy weapons load, the Indian Navy’s capability to protect its warships and detect and target enemy vessels have been further augmented.

GST collective decision of all: PM

GANDHINAGAR, OCT 16 (AGENCIES): Prime Minister Narendra Modi on Monday asserted that the Goods and Services Tax (GST) regime was a collective decision of all political parties and state governments and that the Centre was only a small part in the decision-making process. Addressing a massive gathering of party workers in Gandhinagar, Modi said in Gujarati that all “political parties, including the Congress, took the decision to bring in GST. You are all partners in this decision”. “The central government is only a 30th part in the entire GST Council,” the Prime Minister said, indicating that the responsibility for the problems because of the new tax regime could not be rest solely on his office. “I had said it is a new tax regime and I will review it after three months. And we not only reviewed it, but are trying to resolve all ticklish issues and all gaps relating to it. “I assure our huge trading community that the government is committed to ensure they have no problems because of the new reformist tax regime,” Modi said.

The Prime Minister claimed that thousands of new traders were coming up to join the GST regime but seeking simplicity in its implementation. “I have given my word to the traders that I will not allow them to suffer. “Nobody is against GST, they all want that there should be no hurdles in its implementation. We are seized of it and am continuously making suggestions to address all concerns.” The GST has been tagged, along with the PM’s shock decision to ban highdenomination notes a year ago, as a significant contributing factor to the economic slowdown. sembly elections on development plank. Attacking the party leadership, Modi said that the Nehru-Gandhi family dislikes Gujarat and Gujaratis. They don’t have it in them to win on the issue of development. “I challenge them to fight on the issue of development and stop misleading people,” he added. Modi accused the Congress of treating Gujarati leaders “unfairly” and named Sardar Patel and former Prime Minister Morarji Desai among the party’s victims. This came even as the Congress party accused the Election Commission of deliberately delaying the announcement of Gujarat Assembly elections to favour the BJP. “The EC has intentionally delayed announcement of date(s) for Gujarat elections just to favour Modi, to enable him to make tall, hol-

low promises to the people of Gujarat,” Delhi Congress chief Ajay Maken told reporters on Monday. On October 12, the Election Commission had announced that Himachal Pradesh Assembly elections would be held on November 9 and the results declared on December 18. However, the poll body had not announced the dates for Gujarat polls. Earlier this month, Finance Minister Arun Jaitley met with his counterparts from states - together, they comprise the GST Council -and revised rates on a range of items. Among them, those that are crucial to traders in Gujarat: the khakra snack, for example, and man-made textile yarn. Critics pointed out these concessions were intended to ensure the BJP was not penalised by small and medium sized businesses in Gujarat, which must vote before December 18. “We took feedback and we made changes,” Modi said to a huge rally in Gandhinagar, the capital of Gujarat. “All parties and states were involved” in deciding the main features of the GST, he reiterated.

KOHIMA, OCT 16 (NPN): As per the directive of the Centre, Nagaland government, supported by State Level Banker’s Committee (SLBC) and Finance department, would be organizing the ‘financial inclusion camp- Micro Units Development Refinance Agency (MUDRA) promotion campaign’ on October 17 at Capital Convention Centre in order to create more awareness of various schemes for entrepreneurs. The programme would be graced by Health & Family Welfare minister, Imkong L. Imchen. Briefing media persons here about the flagship programme, Nagaland chief secretary, Pankaj Kumar said that the main objective of Mudra scheme was to focus on young entrepreneurs by extending loan under three categories-- SHISHU, KISHOR& TARUN, where the beneficiary can avail loan upto Rs. 50000, Rs. 50000 to Rs. 5 lakhs and upto 10 lakhs respectively. For Stand Up loan, he said an individual/group could

avail loan up to Rs. 1 crore for specified activities. While seeking the support of media and banking fraternity, he said that the purpose of organizing the Financial Inclusion camp was to sensitise the people and create awareness about various schemes and programmes so that the maximum number of people would be benefitted. He also highlighted about the Financial Inclusion Schemes implemented till September 30, 2017. Kumar said under Pradhan Mantri Jan-Dhan Yojana (PMJDY), 212765 new bank accounts were opened in 29 banks whereas under Under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) a total of 33,830 persons were brought under social security network while 65,830 and 1852 persons have been covered under PMSBY & APY respectively. He further stated that under Mudra scheme- 12691 beneficiaries were benefitted in Nagaland under SHISHU, and the total amount disbursed was Rs. 40.16 crores; KISHOR-- 3837 accounts opened and an amount of

Rs. 90.76 crores disbursed and under TARUN-- 1297 accounts were opened and an amount of Rs. 86.07 crores was disbursed to the beneficiaries. Under Stand-up India scheme loan, he said 89 accounts were created and an amount of Rs. 29.24 crores was disbursed to the beneficiaries in the state. Kumar informed that under PMJDY Nagaland state recorded almost full coverage. Under this scheme, a person can open an account with zero balance and the security covers upto Rs. 1 lakh and life insurance cover upto Rs. 30,000. Under PMJJBY, the insurance covers against death (any case) and accident and total coverage is upto Rs. 2 lakhs with an annual premium of Rs. 220 payable. For PMSBY, insurance cover for accidental death was Rs. 2 lakh and premium is Rs. 12 annually. He also informed that the Atal Pension Yojana (APY) scheme focuses on the unorganized sector workers, which guarantees a minimum pension of Rs. 1000 per month. (Cont’d on p-8)
