NE Power ministers call for Consultative Group to revisit NM Act development of power projects
Correspondent
KOHIMA, OCT 11 (NPN): After around three hours of deliberations on revisiting the Nagaland Municipal Act (NMA) 2001, the Review Committee on NMA 2001 constituted a “Consultative Group” comprising of a representative each from NMA, CNTC, NTAC, JCC, ENPO, ENWO, Naga Hoho and TWO, to deliberate on the suggestions and views of the tribal hohos for an amicable solution to the NMA 2001. The Consultative Group was formed during the consultative meeting convened by the Review Committee on Municipal Act 2001 at secretariat conference hall, Kohima. The group members included leaders of various tribal hohos including three women organizations. It may be mentioned that state government on April 21, 2017 issued a notification to tribal hohos to submit their views/ comments and opinions on NMA 2001 to the government for further examination. However, except for Ao Senden, Angami Public Organization, United Sang-
tam Likhum Bumji and Chang Khulei Shetsang, other tribal hohos had not submitted their comments and for which it was resolved to extend the period for another month in order to obtain wider views and opinions. Earlier, Naga Mother’s Association (NMA) advisor Dr. Rosemary Dzüvichü indicated that the entire exercise could face an uphill task. She stated that the assembly resolution and the Special Leave Petition (SLP) were sub judice as the People’s Union for Civil Liberties (PUCL) has been impleaded in the court case after NMA withdrew its petition following the state government’s notification to hold the ULB elections last year. A member of the Nagaland State Women Commission (NSWC) felt that some space be provided for women in elected bodies while protecting and honouring the customary laws and its practices, otherwise the very principle of women empowerment could not be translated to reality. NSWC suggested that all possibilities be explored to make the society understand as to why it required
women reservation. NSWC said till such time society understood the issue, the problem on Women Reservation will continue. The tribal hohos stood firm against Women Reservation in its present form and also on the issue of taxes on land and building. Various tribal organizations suggested that instead, there could be “nomination with voting rights” for women. ENPO suggested insertion of Article 371 (A) in NMA 2001 and also opined that equal opportunity without reservation should be given to women to contest. Ao Senden said NMA 2001 in its present form may be replaced with a new Act through amendment so as to be acceptable and applicable to Naga society in view of the extreme sensitivity of the present issue. The Senden pointed out certain grievances with the NMA 2001 which included taxes. Senden said payment of taxes or revenue to Municipal Act 2001, was not applicable in Naga societies as people were paying taxes in their respective village local self government in pursuance with the customs and us-
ages. Senden also pointed out that if only amendment was passed, amendment of sub-section 123 (the Nagaland Municipal third amendment) Act 2016 must be deleted as it contradicted with the omission of Section 120(1) (a) 3 (ii). Further, Ao Senden also maintained that the sections to grant reservation for women should be deleted from the present Act and the same should be replaced by nominations with voting rights. USLB viewed that the special provision with respect to state of Nagaland under Article 371 (A) of Indian constitution be unequivocally protected while making amendments with NMA 2001. USLB also opined that reservation of seats for women in the urban local bodies be annulled and instead quota for women nominees with voting rights be incorporated in the NMA. USLB also suggested that prior to final approval and publication of the NMA 2001 the draft copy of the same be circulated to all the tribal hohos for scrutiny for the ends of justice.

Idgah Committee Dimapur clarifies Aadhaar racket busted DIMAPUR, OCT 11 (NPN): Idgah Committee Dimapur (ICD) through its president, Shanawar Shaikh has issued a clarification refuting the false propaganda that was widely circulated on social media, “with a malafide intention to discredit the integrity, respect of the Muslim community with a vested interest.” Idgah committee, the apex body of all the Mosques in Dimapur District, made known that there was no such Imam by the name of “Shahbuddin Mohammed Ali” in Dimapur District. Idgah Committee Dimapur said some vested interest individuals had been spreading fake messages on social media since last week, wherein even the name of Nagaland police was used to confuse the public. “Those who are spreading rumours by taking this fictitious name, is only trying to create panic and disrupt the peaceful environment of Nagaland,” ICD added. ICD said, one such fake message had stated that “one
fictitious character named Shahbuddin Mohammed Ali, Imam of Dimapur along with three others were killed by Nagaland Police”. This false message was only to mislead the public, it said. Idgah Committee Dimapur has urged upon the police and law enforcing agencies to trace those anti social elements/ culprits and make it public to remove the unnecessary doubts from the minds of the people and restore social harmony and trust among the citizens. It also demanded strict action against those anti-socials/culprits. Asserting that the Muslim community and Nagas had been living peacefully in Nagaland since many years, ICD affirmed that it would not allow any outside forces to disintegrate it. Meanwhile, ICD has also welcomed the decision of DC, Dimapur and other tribal bodies to check the documents of nonNagas to curb the menace of illegal immigrants and assured full cooperation from Idgah Committee.

According to Addl DCP & PRO Dimapur police, a team from the Special Branch apprehended the accused engaged in the illegal Aadhaar enrollment, identified as Moinul Haque (25), a resident of Aoyimiti village, from Dhakijuli, Tezpur. Police said that the accused was an employee of an Aadhaar correction centre located at Purana Bazaar. PRO said that the accused had illegally obtained the user ID of enrolling new applicants by paying Rs. 23000 to one Mahaboob Ahmed of Guwahati for a period of one month. In this regard, the accused was engaged in illegal Aadhaar enrollment without the knowledge of the proprietors, PRO said. Since September 7, PRO said that the accused had enrolled around 150-200 people, mostly non-Nagas, at the rate of Rs. 500 per person. His modus operandi was to operate from 3 p.m. to 7 p.m. when all other employees were away from office, PRO said. Meanwhile, PRO has reminded all that the state government had on August 2017 banned all private enrollment of Aadhaar and has authorized only designated government offices-- DC, ADC, SDO (C) for Aadhaar enrollment.
is coming up because of the downstream agitation,” he informed. Voicing serious concerns on opposition by several groups in Assam against construction of dams in Arunachal, Taga said, “When China constructs dam at Tsangpo river (Tsangpo river in India known as Brahmaputra) people of Assam don’t speak about the downstream effects when the projects are on the same river.” “But when Arunachal start building these dams, there is so much of hue and cry in the downstream (Assam) and such policy are also affecting the power development of the northeast region,” he said. Nagaland Power C Kipili Sangtam urged the Central government to completely fund power projects in the northeastern states for the overall socioeconomic development of the region. “A l l n o r t h e a s t e r n states are development deficit states. Therefore, the central government should give preference to the northeastern states while framing
policy, funding and action plan of power projects,” Sangtam said. Tripura Power Minister Manik Dey accused Union Ministry of Power of depriving the NE states while sanctioning centrally sponsored schemes like Integrated Power Development Scheme (IPDS) & Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY). “Tripura had submitted DPR under DDUGJY for Rs 903.01 crore for electrification of un-electrified habitations for covering 100% households including quality power supply to rural areas. But sanction has been received for Rs 74.12 crores only which is about 8.21% of the total requirement,” Dey said. Similarly, he said that under IPDS, DPR of Rs 510.16 crore for renovation, augmentation and strengthening of urban distribution system for supply of reliable & quality power was submitted but sanction received was only Rs 74.24 crore which is 14.55% of the total requirement. NPRAAF reacts to RMSA’s response on sanctioned funds DIMAPUR, OCT 11 (NPN): Reacting to the clarification issued by the state mission director RMSA, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) on Wednesday asserted it was aware that all funds received under RMSA was not solely for salary but included other components also. NPRAAF through its information & publicity cell said that was why it had in its earlier statement pointed out the Drawal Authorities (DAs) specifically issued for salary and against state share. However, NPRAAF said the rest of the DAs did not indicate as for what kind of purposes/activities/works the payments were released. Without undermining the importance of various other activities under RMSA, the forum stated that top priority should be accorded towards payment of salaries to teachers without whom the very objective of RMSA would be defeated. Appreciating SMO, RMSA for disclosing that the centre had sanctioned Rs 1180.62 lakh as 2nd part of the 1st instalment and trying its best to get its release
for payment of salaries, the Nagaland Public Rights Awareness and Action Forum questioned “why is the finance department (FD) still withholding the release” if the centre has sanctioned the amount? In this regard, the forum urged FD to release the sanctioned amount without delay for payment of salaries to the aggrieved RMSA teachers. Further, drawing attention to the clarification issued by SMO, RMSA Mission Director on the total amount of funds received under RMSA during 2016-17 and 2017-18, the NPRAAF said that the total amount inclusive of centre sanction and state share come to Rs 90.33 crore. However, it said that as per 9 DAs (inclusive of GoI sanction and state share) issued by the FD during the two financial years, a total amount of Rs 99.83 crore has been released so far. NPRAAF said this leads to excess release of Rs 9.5 crore (Rs 99.83cr-Rs 90.33cr). In this regard, the NPRAAF urged the FD to satisfactorily clarify on this excess release.
Supreme Court rules sex with minor wife is rape PSC demands work NEW DELHI, OCT 11 (IANS): In a landmark judgement, the Supreme Court on Wednesday said sex with wife below 18 years of age is rape, striking down the provision of criminal law that permitted sex with a wife aged between 15 and 18. Referring to the Exception 2 to Section 375 of the Indian Penal Code that allowed such a sexual contact which now stands struck down, the court in its verdict said, “... in our opinion, sexual intercourse with a girl below 18 years of age is rape regardless of whether she is married or not.” The husband is liable to be prosecuted if the woman files a complaint within a year of the sexual act, the Supreme Court said as it struck down the exception. Describing the exception as “arbitrary, discriminatory and capricious”, the bench of Justice Madan B. Lokur and Justice Deepak
Gupta in their separate but concurring judgments said that its verdict would have a prospective affect. Section 375, which defines rape, in Exception 2 said: “Sexual intercourse or sexual acts by a man with his own wife, the wife not being under fifteen years of age, is not rape.” The court verdict came while deciding the question whether sexual intercourse between a man and his wife being a girl between 15 and 18 years of age is rape, after NGO Independent Thought had moved the court in 2013
against it. The court, however, made it clear that it was not saying anything on the larger issue of marital rape. “We make it clear that we have not at all dealt with the larger issue of marital rape of adult women since that issue was not raised before us by the petitioner or the intervener,” said Justice Lokur. Describing the distinction between a girl child and a married girl child as “unnecessary and artificial”, he said it “has no rational nexus with any unclear objective sought to
be achieved”. Such an “arbitrary and discriminatory” distinction “is definitely not in the best interest of the girl child”, he said, adding it was also contrary to the Constitution’s Articles 15(3) and 21 and commitments in international conventions. Justice Gupta in his separate but concurring judgment said that Exception 2 was “arbitrary, capricious, whimsical and violative of the rights of the girl child and not fair, just and reasonable” and thus was “violative of Article 14, 15 and 21 of the Constitution”. Exception 2 grants “immunity” to the husband for the offence of rape especially when the “victim wife” is below the age of 18 years - at an age when she is “legally not capable of giving consent to have sexual intercourse”, he maintained.

Rohingya bad lot, pose security risk: Tripura Guv
New Delhi, Oct 11 (PTI): Terming the Rohingya as a “bad lot” and a “security risk”, Tripura Governor Tathagata Roy Wednesday said politicians opposing the Centre’s decision to deport these illegal immigrants were playing “dirty politics”. Roy, who has courted controversies in the past for his statements, claimed that if Rohingya Muslims were allowed to settle in the country, it may prompt an “exodus of the Hindus”. “India does not even share its border with Rakhine State (of Myanmar). Then why on earth should we provide refugee status to these Rohingya. And, if India does that, by the same token it should tomorrow provide refuge to such migrants from any other country,” he said. Roy was the chief guest at an ICHR-hosted seminar on ‘Refugees & Infiltrators: India’s policy towards them: A historical perspective and some thoughts on the current scenario’. Earlier in his address at the event, he en-

dorsed the Centre’s terming of the Rohingya as “illegal immigrants” and said “they were a bad lot and a security risk to the country”. Asked to elaborate what he meant by a ‘bad lot’, the 73-yearold governor said, “Some of these so-called refugees have been found in Kashmir and even aligning with separatists.” During his speech at the inauguration of the day-long seminar, he also made a reference to the persecution faced by Hindus in Bangladesh in 1971, and the migration the Liberation War had triggered, to emphasise the issue of refugees. Roy, who authored the book “My People, Uprooted: A Saga of the Hindus of Eastern Bengal”, shared the history of the region

and the bloodshed it has suffered. “If the Rohingya start settling in India, it will affect the demography of the country. And, later may also trigger exodus of the Hindus,” he claimed. Asked about the government’s move being opposed by some politicians, he countered, “Those opposing the deportation plan are playing dirty politics.” Home Minister Rajnath Singh in September had said that the Rohingya are “not refugees” who have applied for asylum in India but illegal immigrants who “will be deported”. Stating that “India has been home to refugees, for centuries”, the National Human Rights Commission had in August issued a notice to the Centre, saying from the human rights angle, its “intervention is appropriate” in the matter. The Indian government has maintained its stand that the “issue of national security is involved with regard to illegal immigration which our country can’t undermine”.

at the ticket counters to rush to the already jammed staircase for cover. It said the constant flow of passengers arriving at the station compounded the problem. The report said people with heavy luggage lost their balance because of which the stampede may have
occurred. The probe also said none of the witnesses supported the claim of a short circuit on the bridge leading to the chaos. The probe panel has recommended that passengers be prevented from carrying heavy luggage during peak hours.

Patna, Oct 11 (IANS): Dissident BJP leader Yashwant Sinha on Wednesday slammed the government for defending party chief Amit Shah’s son Jay Shah over allegations hurled against him and said it had thus lost its high moral ground. “I don’t want to comment on the merit of the case as it is a matter of investigation but I would like to say the manner in which a central minister jumped into the fray... He is a central minister, not a chartered accountant of Jay Shah,” Sinha told NDTV. Sinha also criticized the government for allowing Additional Solicitor General Tushar Mehta to take
power and water supply and are connected with optical cable for internet, teachers, doctors and bureaucrats would not hesitate in living there. Their prolonged stay will help rural areas gain from their presence, Modi said. He also said rural India today seeks facilities available in cities such as power supply, latest technology and internet connection. A child in a village should get opportunities like a city student to experiment in a laboratory and use latest IT means, he said. Referring to efforts being made to end the practice of open defecation, he said an increasing number of villages are now naming toilets as ‘izzat ghar’ (house of honour) as women do not have to relieve themselves in the open anymore. Speaking about Jayaprakash Narayan, who led the students movement which culminated in the formation of the first nonCongress government in the country in 1977, Modi said JP, as the socialist leader was known, was very popular among youth. “The likes of Loknayak JP and (Ram Manohar) Lohia were active during the ‘Quit India’ movement inspired by the clarion call of Mahatma Gandhi. JP was never interested in power politics,” he said.
New Delhi, Oct 11 (PTI): The Union cabinet on Wednesday cleared revised pay scales for nearly eight lakh teachers and academic staff of higher educational institutions following the implementation of the 7th Pay Commission. The decision will benefit 7.58 lakh teachers and equivalent academic staff in the 106 universities and colleges which are funded by the University Grants Commission (UGC) and the union HRD ministry and also 329 universities which are funded by state governments and 12,912 government and private aided colleges affiliated to state public universities. “In addition, the revised pay package will cover teachers of 119 centrally funded technical institutions — IITs, IISc, IIMs, IISERs, IIITs and NITIE,” a statement said after the meeting. HRD minister Prakash Javadekar told reporters that the pay hike would be applicable from 1 January 2016. The annual central financial liability on account of this measure would be about Rs9,800 crore. “The implementation of the pay revision will enhance the teachers’ pay in the range of Rs10,400 and Rs49,800 as against the extant entry pay due to the implementation of the 6th Pay Commission for the pay of teachers.

New Delhi, Oct 11 (PTI): Prime Minister Narendra Modi Wednesday deplored “destruction” of villages due to “venom of casteism” and said efforts should be made to help them rise above it so that they become inclusive and cohesive entities. He also said there is a need to create development schemes for rural India that are “outcome oriented”. “Our villages are still poisoned with the venom of casteism...The poison of casteism destroys the village and crushes its dreams. “We need to make efforts so that the villages rise above casteism and become inclusive and cohesive. Everyone should resolve to work for the village. The government is taking steps to take forward villages,” he said. The prime minister was addressing a gathering here to mark the birth centenar y of reformist Nanaji Deshmukh and 115th birth anniversary of socialist leader Jayaprakash Narayan. Batting for an outcome oriented approach to rural development, Modi said the country has sufficient resources to deliver benefits to the last man in queue. He said the desired results can be achieved through good governance. Explaining the impact of good governance, he said poorer states have fewer jobs under the government’s flagship rural employment

I
Lesson not learnt
f there is a saying that the past is the best lesson one need to learn for the future; it appears that the despite the best of intentions, the campaign for clean election may possibly end up differently and that would indeed be unfortunate. The lesson that should be learnt from the past is the total prohibition in Nagaland. Having taken up the demand for ban on sale and consumption of alcohol in Nagaland initiated by the Naga Mothers Association (NMA) sometime during the late 80s, the Nagaland Baptist Church Council (NBCC) lent support to the demand and succeeded in compelling the government of the day, to enact the Nagaland Liquor Total Prohibition Act 1989. No government in Nagaland has the courage to take on the influential church by taking a political decision on the issue. The Prohibition Act has indeed turned out to be a farce in more ways than one because black market in liquor trade has mushroomed and is being controlled by socially and politically influential liquor barons and their mafia networks. Turnover in terms of several hundred crore rupees each month is a lot of money to buy influence and favour. The Act may have brought deep satisfaction to the church and most people who truly but wrongly believed in the specious argument that a ban on the bottle is also a ban on the devil. Unfortunately, the devil doesn’t live in a bottle but lives in the hearts (minds) of people. Now, the church has embarked upon another of endeavour to curb electoral malpractices through clean election so as to raise honest and God fearing leaders. Electoral malpractices as it is recognised with deep concern, are offshoots of absence of authority in the Church (spiritual-ethical and moral) and government (rule of law),both of which are manifest in society at large. There is no use of debating whether the church has any role in politics since the scripture and history clearly support the role of the church in as far as producing men and women of character to shoulder the responsibilities of statecraft. According to biblical accounts, Daniel becomes a leader in Babylon, Amos and other prophets speak into political and social matters in Israel, Judah and the surrounding nations. Both John the Baptist and Jesus refer to the political concerns of their day. In both the Old and New Testament God’s representatives spoke out against abuse of political power and sought just use of power. Hence participation in politics does not detract from spirituality; in fact a spirituality that is unrelated to politics is questionable. In modern day context, Anglican bishops David Russell and Desmond Tutu are classical examples of the prophetic patterns in the Old Testament. NBCC/Associations/ people know that clean election is part of the agenda of social transformation. It is not about the ‘church’ (generally understood as those holding positions in various local churches or associations or council), but about people who should question and ensure that their government conduct matters well on matters of public interest. It is not only about money, muscle or diktat power in election but also involves the need to put pressure on government to implement measures such as Electoral Photo Identity Card (EPIC) for free and fair polls. It is also about confronting government on justice, corruption, economic, education, health care, safety and security matters and whatever else is morally important. If the church is disinclined to involve society to confront those in authority but only pass resolutions for public consumption, the gauntlet will be picked up by others who mean business.
DailyDevotion God’s Silence— Then What?
When He heard that he was sick, He stayed two more days in the place where He was. —John 11:6 Has God trusted you with His silence— a silence that has great meaning? God’s silences are actually His answers. Just think of those days of absolute silence in the home at Bethany! Is there anything comparable to those days in your life? Can God trust you like that, or are you still asking Him for a visible answer? God will give you the very blessings you ask if you refuse to go any further without them, but His silence is the sign that He is bringing you into an even more wonderful understanding of Himself. Are you mourning before God because you have not had an audible response? When you cannot hear God, you will find that He has trusted you in the most intimate way possible— with absolute silence, not a silence of despair, but one of pleasure, because He saw that you could withstand an even bigger revelation. If God has given you a silence, then praise Him— He is bringing you into the mainstream of His purposes. The actual evidence of the answer in time is simply a matter of God’s sovereignty. Time is nothing to God. For a while you may have said, “I asked God to give me bread, but He gave me a stone instead” (see Matthew 7:9). He did not give you a stone, and today you find that He gave you the “bread of life” (John 6:35). A wonderful thing about God’s silence is that His stillness is contagious— it gets into you, causing you to become perfectly confident so that you can honestly say, “I know that God has heard me.” His silence is the very proof that He has. As long as you have the idea that God will always bless you in answer to prayer, He will do it, but He will never give you the grace of His silence. If Jesus Christ is bringing you into the understanding that prayer is for the glorifying of His Father, then He will give you the first sign of His intimacy— silence.

The gains from improved connectivity
M
eandering the majestic hill-slopes, painted with rivulets and rills on the canvasses of awe-inspiring vales and knolls, the friendly fresh breeze at its best, it is supposed to be a soul-enriching ride. Alas! Thanks to the road conditions, it is certainly not anenjoyable drive where one wishes if the destination never reaches. Welcome to Nagaland! Latterly, there has been much talk on ‘connectivity’. A ‘colloquium on Road connectivity’ is slated to be held on 10th of October 2017. Against this backdrop, the following is an attempt to sketch what we stand to benefit if an improved connectivity is to materialize. Transport and economic gains: From the standpoint of those using the transport system(say, general commuters for work, education, social commitment, etc.; and firms for business trips, etc.), a key aspect is the cost of using the transport system-monetary and non-monetary costs. While monetary costs include fares, tolls, fuel and other vehicle operating costs, and so on, non-monetary costsmainlyincludethe quantum of time incurred on a journey, and the quality, i.e., reliability and comfort level of travel. Thus, any improvement in the transportation systemis bound to cause reduction in these costs to the benefit of all transport users, that is, all of us. With better roads and increased road connectivity, people can make longer but still faster trips, and hence people can take advantage of new opportunities-jobs or markets that would have been previously too difficult for them to access. Besides, there will be swifter movement of goods from abundant areas to areas of scarcity. The prices of such goods will be leveled in different parts of the states. And one positive outcome of this is that the welfare of those currently buying at higher prices and those selling at lower prices will be enhanced. All these will spur economic development, and failure in this regard will inhibit potential growth. Sadly, the present state of affairs is of the later. Most of the Naga villages remain inaccessible even after 53 years of statehood. And one negative fall out of this is that much of the modern day advances in various fields do not reach them. Also, to the detriment of their living standard, they cannot reap the benefits that easy accessibility can usher in-lower prices for the goods they buy and better prices for the goods they sell. Better road connectivity can break the isolation of our villages, and particularly integrate them to the larger markets. This will thereby change their cropping patterns or economic activities in line to
the comparative advantage that they enjoy in crops or economic activities. For instance, villagers in certain region can shift to new crops that are more suitable to their region’s micro-climatic conditions and soil, and not necessarily traditional crops, and can take them tonew larger markets. Incase of poor transportation system-including both road conditions and goods/passenger vehicles-as is the case today, the transportation costs (both monetary and non-monetary)are high, and hence the farmers cannot earn much profit, for the simple fact that the farmers have to deduct higher amount from their sales as logistic costs. Worse still, faced with the influx of say vegetables from other states, and given the fact that typical customers will choose to go for cheaper options, farmers have to fix competitive prices, whichthey can’t because their base price is pushed up by higher logistic costs. Thus, high proportion of transportation costin the total costs (and of course, unabated taxation and illegal cartel) will contribute in repeating the episode such as cabbage for free in Dimapur, reported in the local media (16th July, 2015) because of no takers. Also, for instance, the planters of rubber are reportedly prone to risks of falling price tendency. One way to keep their profitability and in many cases, livelihood intact is to reduce transportation costs. The point I am trying to illustrate is basically what Paul Krugman, one of the leading economists emphasized in some of his works that ‘by reducing the cost of transporting goods between locations, which decreases the effective distance between two points, transport improvements can promote trade, increase competition and variety, and facilitate specialization in economic activities.’ Likewise, for business users of transport, poor transportation tends to raise the price at which they can supply goods to the market. While on the contrary, an improvement in transport system, which leads to a fall in logistic costs, tends to lower the price. And to the extent that these reduction/rise in transport costs are passed on to the consumers, the impact of changes in the cost of transport is felt by the purchaser of the final goods and services for which transport is an input. This is certainly one reason why MRP is never Maximum Retail Price but Minimum Retail Price in Nagaland, especially in farflung areas. There are reasons of economic infeasibility as to why industries cannot come in all regions. For weight losing manufacturing process like mining (the impurities gangue are removed from ores thereby losing weight), it is
economical to set up plants near raw material sources, and that explains why iron and steel plants are located commonly in resource rich Chota Nagpur region of India. For weight gaining manufacturing process like food processing, it is economical to locate near markets. All these are done to reduce logistic costs. In the event of lack of proper transport system, this strategic move is not possible, and hence industries usually shy away. The case in point is the lack of outside investments in industries in our state, of course, the current political imbroglio is certainly one major reason. Coming to our state, Dimapur is a better industrial location choice for topographical and wider market accessibility reasons. Now, for industries located in Dimapur (say, agro based industries) to get timely raw materials from different parts of the state, thereby also to ‘trickle down’ the benefits of such industries (say to farmers producing raw materials), proper road connectivity is crucial. Transport and socio-political gains: At a time when Nagas are at a cross road and the need for unity is felt never like before, the importance of making the whole of Naga areas as one village is of pressing need. When Jose Ramos, the president of East Timor, visited a remote village to promote peace, the villagers told him: “Mr. President, we really like your road to peace, but we prefer a road to our village.” Proper road network will facilitate in bringing people from different parts of the state on a larger scale, facilitating more economic, social and cultural interactions. And this will help in broadening our cultural identity, thereby furthering Naga identity at the expense of tribalism. As remote as it may seem, better roads can contribute in reducing the malady of corruption from which we are rotting. Better connectivity will help in partial reduction of the general unwillingness observed among the bureaucrats to go to far off postings. This is expected in return to reduce their meddling’s with their political bosses for transfers, and hence make them stay neutral, ideally which they are supposed to be. This is critical because we know that bureaucratic-politician nexus is a major factor in corruption. Likewise, the same can be said of nurses, teachers and other government servants who don not want to be posted to interior places. And when transferred, they do not go but appoint proxies. This is expected to fall with better connectivity. One of the main, if not the main weapon against corruption is to reduce the opportunities for it to a minimum, and that’s what better roads can bring. It still brings shiver down my spine whenever I recollect the
tragedy of a woman in labour from a small Town called Bhandari. She developed birth complications, and while she was being transferred to the nearest big Hospital (in Wokha Town), she died on the way, only to be operated upon to separate the mother and the child in the Hospital. It still rings in my ear the choked remark of a relative that “his daughter-in-law and his grandchild would have been alive if the road had been good.” Given the resource constraint, it is not feasible to establish hospitals in every village, or multi specialty hospitals in every sub-division. However, having a good road connection can reduce this limitation, so that patients requiring special medical intervention can be transported with ease to better-equipped hospitals. Way Forward: Improvements in road transport has the potential to turn around Nagaland from a mere marketfor goods coming from outside to a market for domestic products in the short run and a producer state in the long run. It is equally crucial to note that transport is a necessary but not sufficient condition for economic development. Other institutional factors that go into making an enabling environment for business to flourish and investment to take place are also equally important. Unabated taxation and cartel stand out, those need to be addressed immediately. To that end, the endeavors of ACAUT are welcome initiatives. Likewise, a constant push through the government, organizations and individuals is critical to bend societal normsfor the better. In a world where competition is ubiquitous, especially in economic domain, I find it no better to conclude but quote The 2016 World Bank’s Bi-annual Report’s title, “Connecting to Compete.” The government should rise to the occasion and make every possible effort to provide better connectivity. Failing which, our farmers, our present and future entrepreneurs, and all of us will be at the receiving end of competition. And notably, success in this will go a long way to leverage the rich natural endowments that we are blessed with like minerals, favorable agro-climatic and soil conditions, eco-tourism prospects, educated unemployed human resource, to mention some few, for economic and social gains. It is gratifying to note that the state government has recognized connectivity improvement as a prime thrust area, and has envisioned major road projects. This is in the right direction, however, needless to say, implementation will be the key. Tumbenthung Y Humtsoe, University of Hyderabad, (benthunghmt@gmail.com)
Rejoinder to ‘rebuttal to PSAN’s representation to CS to revamp NPSC examination’
T
he space alloted in the papers are not enough to list the names of thousands of aspirants, hence, PSAN is the name. While appreciating the issues and concerns raised by your group, the PSAN will not stoop low under your false and malignant accusations. The need of the hour for our generation is not to drag issues and leave them renderless, but to work together for a common good and also help pave a way for a better future. Nonetheless, to satisfy your tirade against someone fighting for fairness and against injustice, the PSAN issues this rejoinder. Firstly, talking about majority, the PSAN has never and will never “discriminate and infringe on the rights of majority of the aspirants.” If according to you, a group of 13 people (God knows who you really are) are a majority out of 14-15 thousand aspirants and 70 thousand plus educated and unemployed young men and women of Nagaland, God help you. PSAN is a voluntary organization that was formed on 14th August, 2016, out of the sheer need to address the grievances of public service aspirants which were unheard and unadressed hitherto. Hence, the vile accusation on PSAN being biased and playing favouritism is unethical, illogical and uncalled for. It is completely con-
tradictory to what we believe in and what we practice. PSAN’s suggestions to the Government of Nagaland and NPSC to revamp the examination system of NPSC did not occur overnight, nor did it occur out of the imagination of a single person’s head. It was only after numerous meetings and thorough deliberations that we came up with the points as mentioned in our representation. Referring to your calculations on UPSC’s viva voce marking system, PSAN’s demands arose in the context of percentage difference and not numerical difference. As was mentioned by your group, in 2015, UPSC awarded the highest viva marks of 209 and the lowest of 110 marks, with a difference of 99 marks, while the highest and lowest marks awarded by NPSC were 74.12 & 30 respectively. Firstly, in the viva voce, UPSC has a grand total of 275 marks while NPSC has 75 marks for the same. Secondly, and most importantly, if we break it down to percentages, UPSC’s 209 is 190% of 110, while NPSC’s 74.12 is 247.06% of 30, which is a huge difference. Also, UPSC’S 209 is 76% of 275, while NPSC’s 74.12 is 98.82% of 75. Therefore, with the above calculations, PSAN suggested the Government of Nagaland to look into this frivolous marking system practiced by the NPSC for a free, fair and open competition. Now,
we leave it to the wisdom of the jury (aspirants and public) to conclude on it. Like you said, “every single aspirant works hard for every single mark to earn in the written exam, so also every aspirant is supposed to earn every single mark in the viva voce.” How is it, then, that it becomes very easy for some candidates to ‘earn’ 74.12 out of 75 marks while the rest are not seen to be worthy enough, making it almost impossible for them to even ‘earn’ 40 marks in the viva voce? Can you share with the aspirants on how ‘hard’ one has to work to earn those ‘elite’ marks? There is no rule that candidates who score less/high marks in the mains be awarded less/high marks in the viva voce. It is understood by all and sundry. At the same time, it is also understood by all and sundry that there is no rule for a person with less mains marks to surpass their fellow candidates (with higher mains marks) by a huge margin so as to propel them ahead for a better prospect/opportunity/ ranking while denying and robbing other competent and hardworking aspirants of even a sniff of success. The NPSC is the highest recruiting body of the state and is looked at with much respect by the aspirants and the public alike. Throughout our press releases, the PSAN has never hurled blind accusa-
tions towards the Commission. As a matter of fact, PSAN has always made sure that accusations without concrete proof do not go to the media; people with wisdom and foresight would view our press releases as reminders to the esteemed office of NPSC to diligently be the torchbearers of justice and fairness, because justice should not only be delivered but should also be seen to be delivered. The dreams and aspirations of thousands of aspirants who wish to enter the system of governance through free, fair and open means and serve the public with all earnestness depend on the efficiency and efficacy of the esteemed members of NPSC. As such, if voicing our grievances and putting forth our suggestions are seen as “misconstrued and unwarranted”, does it mean that there is no place for transparency and accountability? Lastly, PSAN has always made its doors wide open for any aspirant with integrity and zeal to come and join the movement. Hence, if there is any grievance or disagreement, one is always welcome to approach the association. Thereby, we invite your esteemed group for an open discussion across the table, at any given time or place, in order to work together towards a common goal and battle against a common foe. Media Cell, PSAN
I
On NPSC set-up
t is surprising to note that the aspirants who came with a rebuttal has failed to fact-check the anomalies in the NPSC set-up all these years and thereby out rightly glorifying the already lost glory of the system and it has come with a shock and surprise to many. The already predominant trait of Nepotism which came to light only in recent years opened the eyes of the entire Nagas of the corrupt unethical system which those aspirants without authentic identity have failed to realise. One need not compare the standards and procedures of State Exams with that of UPSC Exams to invalidate the demands made by genuine aspirants or PSAN. It is no worth the compare. NPSC needs revamp in the question patterns too in order to at least come at par with the UPSC which you have raised no issue? You have only defended the inefficient system. On the issue of putting a cap to Viva mark allotment, one should understand that PSAN must have raised their concern because the system could not manipulate the transparent written tests unlike decades back, Viva marks remains the only hidden space that can be exploited. Also as per the reports of mark alloted for Viva 2015 aspirants, any Tom, Dick or Harry can come to a judgement that it was manipulative. Yes, I do not agree less when you say that some who are exceptionally meritorious at mains may not deliver well at Oral Interview and Vice Versa but the mark alloted in the Viva 2015 shows not a fair ride in the sail. I am pretty sure when you aspire to achieve your target and meritoriously excel in your prelims and Mains, it proves a point that you are mentally prepared to also face the interview board with much confidence and knowledge, which draws me back to repeat the same that extreme marking differences evoked heights of suspicion and anomaly in the system and therefore a question raised by PSAN probably. Now to my understanding, those rebuttal team although I may give them some benefits of doubts seem more selfish and egoistic self centred bunch of aspirants than the PSAN who are fighting for a cause, a fight to eradicate the mess. I can guarantee that the leaders of PSAN are a kind who’d choose integrity over fame. NPSC should be a body who’d give a fair platform to a refined and defined aspirant, a torch bearer of integrity, convert corruption into anti-corruption, Guide and encourage thousands of aspirant and what not. But where are they heading? What are they upto? Instead of bringing out innovative mode of conduct, it is observed that they care more of themselves and stable-shape their image. I support the activities PSAN is carrying out for I know few years from now, there’s a chance of saying, yes the conduct of NPSC is fair enough. Nzanrhoni Patton, (nzanronnie91@gmail.com)

Appeal to VC, Nagaland University Lumami
(Upgrade PG diploma in mass communication to master degree) Sir,
Request your esteem authority to kindly look into the matter as cited above in the subject. Sir, bringing into your attention there are few students who wishes to go for PG in Mass Communication after completing ones diploma course. A dream we dreamed to be a Master in Mass Communication, but unlike the others, there are students who wish to go for further studies, as such due to financial problems we only dream staying at home, while the others who were once our class mates have already completed their PG course from other universities. It’s been 3/4 years since PG diploma in Mass Communication as a subject have been inducted in Nagaland University, and as such number of students have walked out from NU after completing their PG diploma. There are students who wish to continue their studies but due to lack of facilities, number of students have to stay back home with diploma certificate, which according to me is not sufficient to be a journalist. There are several areas where we can get ourselves employed and work as a media person, but even the organization require only the master degree holders. And for diploma holders it’s very difficult to get oneself engaged in journalism. I, we, hope that under your leadership and during your tenure Sir, we wish to see and hear the news where PG diploma has been upgraded. A humble request which we believe that it will not go in vain but sooner the issue will be taken up. Arto Awomi, Former student of Nagaland University Lumami, PG Diploma in Mass Communication

Roy was speaking after submitting his resignation to Rajya Sabha Chairman
M Venkaiah Naidu. Without naming Banerjee, he said dynastic politics in the party was one of the main reasons for him to leave it. “There was no atmosphere in the TMC to even raise issues such as dynasty rule,” he said when asked as to why he took so long to take a decision to protest against the so called “dynastic politics” in the party. Cracks had begun to surface in the relationship between Roy and TMC supremo Banerjee with the rise of her nephew Abhishek Banerjee as the next generation leader of the party. The fissures widened in 2015 when Roy’s name came up in the Saradha chit scam and he was removed as general secretary. The
party suspended Roy last month accusing him of hobnobbing with the BJP. Roy criticised the TMC’s stand of opposing the BJP saying that Banerjee’s party was part of the NDA earlier. He admitted that he was “close” to leaders of the RSS and the BJP. Referring to Banerjee’s tenure as a minister in Atal Bihari Vajpayee government, Roy said that the TMC cannot use the word “communal” against the BJP to suit its political requirements. “When the TMC was an ally of NDA then Vajpayee was moderate but Advani was hardliner. Modi is good but Amit Shah is communal. These double standards can’t carry on,” Roy said.

NERPC Chairman Comingone Ymbon, who is also Meghalaya Power Minister, urged the central government to give a special focus on the overall development of power sector in the region. “North Eastern region is endowed with abundant resources for development of power especially hydro potential. Unfortunately, most of these resources
remain untapped,” Ymbon said. Noting serious concern on the burgeoning low voltages in several pockets in the region, Ymbon advocated the setting up of Capacitor Bank installation. “Mizoram and Nagaland has submitted their DPR’s for setting up of Capacitor Bank installation but the central government has kept it in low priority. The low voltage in Tripura is also serious matter and necessary action to be taken,” the Meghalaya minister stated.

NEW DELHI, OCT 11 (IANS): Petrol pump dealers on Wednesday called off their proposed strike on October 13, according to industry body United Petroleum Front (UPF). According to a UPF spokesperson, the dealers’ association has withdrawn its call for a 24-hour strike of fuel pumps on Friday. UPF represents over 54,000 dealers from the Federation of All-India Petroleum Traders, the All-India Petroleum Dealers Association and the Consortium of Indian Petroleum Dealers. The dealers are protesting marketing guidelines amended by public sector oil marketing companies (OMCs), which introduce stringent penal action for offences involving short delivery of products, operating automated retail units on manual mode and improper maintenance of toilets.

India`s sour loans are in the state banks and stem from lending to large conglomerates, especially in steel and infrastructure. But analysts say the rise in bad loans among small firms, and even retail borrowing, is worrying and will do little to encourage new loans to help fuel growth. “On the cor porate side, we think it`s a recognition cycle which is nearing an end,” said Alka Anbarasu, senior analyst at Moody`s Investor Service, referring to more bad loans being recognised as such, as banks come under pressure from the RBI and other regulators.

India grew at its slowest pace in three years in April-June - a concern for the government of Prime Minister Narendra Modi, who faces elections in 2019 and has pledged to create millions of new jobs before then. Banks are having to take higher provisions to account for more defaulters being pushed into bankruptcy. And margins are likely to be squeezed further by proposed new rules to encourage commercial banks to pass on central bank interest rate cuts. To be sure, the bulk of

MUMBAI, Oct 11 (Agencies): Indian banks’ sour loans hit a record Rs 9.5 trillion (USD 145.56 billion) at the end of June, unpublished data shows, suggesting Asia`s third-largest economy is no nearer to bringing its bad debt problems under control. A review of Reserve Bank of India (RBI) data obtained through right-toinformation requests shows banks’ total stressed loans - including non-performing and restructured or rolled over loans - rose 4.5 percent in the six months to endJune. In the previous six months they had risen 5.8 percent. While banks remain the main source of funding for India`s companies, the stubborn bad debt problem has eaten into bank profits and choked off new lending, especially to smaller firms, at a time when an

New Delhi, Oct 11 (PTI): Gold prices on Wednesday saw a marginal fall of Rs 15 to Rs 30,750 per 10 grams, halting four-session gains, due to muted demand from local jewellers at prevailing levels coupled with subdued global trend. Silver prices, however, maintained an upward trend and recaptured the Rs 41,000-mark by gaining Rs 75 to Rs 41,065 per kg on increased offtake by industrial units and coin makers. Marketmen said fall in demand from local jewellers and retailers at existing higher levels at domestic spot market and weak trend overseas led to decline in gold prices. Globally, gold fell 0.02 percent to USD 1,287.10 an ounce in Singapore. Besides, the prices of gold were also influenced by a weak trend overseas

Chief Economic Advisor Arvind Subramanian focused attention on accelerating economic growth -- including investments and exports -- using a combination of different policy levers. The council took stock of the current economic, fiscal and monetary policy environment and resolved to focus on key identified issues. “We have identified 10 themes that we would initially work on till we have our next meeting one month from now,” Debroy said.
NEW DELHI, Oct 11 (PTI): India’s largest operator Bharti Airtel Wednesday said it has tied-up with Karbonn Mobiles to bring bundled 4G smartphone at an “effective price” of Rs 1,399, a move aimed at taking on Reliance Jio ahead of the festive season. This is the first of multiple partnerships that the company is lining up with mobile handset manufacturers to bring such bundled 4G smartphone options to the market, Airtel said. While Mukesh Ambani-led Reliance Jio announced in July an Internet-enabled feature phone for a refundable deposit of Rs 1,500, Airtel said its partnership brings an “affordable” 4G smartphone to the market “effectively at the price of a feature phone”. “The customer needs to make a down-payment of Rs 2,899 for the 4G smartphone and make 36 continuous monthly recharges of Rs 169. “The 10 themes identified are economic growth, employment and job creation, informal sector and integration, fiscal framework, monetary policy, public expenditure, institutions of economic governance, agriculture and animal husbandry, patterns of consumption and production, and the social sector,” he added. Debroy said the entire thrust of the council would be on specific implementable recommendations, which would distinguish it from other bodies. “Our view will be on specific thing you can change,” he said. The council members would come up with a report in the coming months through consultative processes with ministries, states, private sector and other stakeholders. They would also come out with specific issue papers to address key concerns, a statement said.

New Delhi, Oct 11 (IANS): With the economy slowing down and joblessness becoming a major issue, the newly-constituted Economic Advisory Council to Prime Minister Narendra Modi on Wednesday identified 10 major priority areas including accelerating economic growth and employment over the next six months. The 10 themes were identified during the first meeting of the council chaired by NITI Aayog Member Bibek Debroy. The council was reconstituted a fortnight ago in what was seen as the government acknowledging for the first time the problem of economic slowdown. Kenya ruling brings new uncertainty to fresh poll
National Super Alliance (NASA) supporter hold a poster as hundreds demonstrate in Nairobi, Oct. 11, 2017.
N A IR O B I , O CT 1 1 (AGENCIES): A Kenyan judge on Wednesday ruled that a minor opposition candidate can run for president in this month’s election, bringing fresh uncertainty a day after opposition leader Raila Odinga withdrew from the new vote ordered by the Supreme Court, reports AP. At the same time, lawmakers approved amendments to the electoral law that have been criticized by the opposition and Western diplomats. The amendments require the approval of President Uhuru Kenyatta, whose ruling party sought the changes after the Supreme Court nullified Kenyatta’s election in August and cited “irregularities.” Elsewhere in Nairobi, police used tear gas to disperse thousands of opposition protesters who regrouped outside the election
commission’s offices and demanded reforms. Wednesday’s court ruling appeared to open the way for other presidential candidates in the August election to run again on Oct. 26, though none aside from Kenyatta and Odinga received even 1 percent of the vote. Justice John Mativo said he did not see any reason for Ekuru Aukot to be barred from participating in the repeat election. Aukot won about 27,000 votes of more than 15 million cast in the invalidated poll. The Supreme Court last month rejected the August election in which Kenyatta was declared the winner after Odinga challenged the results, saying hackers infiltrated the electoral commission’s computer system to manipulate the vote in Kenyatta’s favor. Odinga then surprised
Kenyans on Tuesday by withdrawing from the fresh election, saying the electoral commission must be changed or the new vote risked having the same problems. His withdrawal created confusion in East Africa’s largest economy, with observers wondering how the new election might go forward. The election commission has said it was meeting with its legal team on the way forward. Kenyatta, who called the Supreme Court judges “crooks” after their ruling, has said he does not want changes to the election commission. His Jubilee Party has instead has used its parliamentary majority to push for the changes to the electoral law.
China inducts new light battle tank Beijing, Oct 11 (PTI): China has inducted its muchpublicised light battle tank, introduced in Tibet during the height of the Dokalam standoff with India, and for the first time the Army displayed its photo at a military exhibition here, a media report said today. Developed by the China North Industries Group Corp, the country’s biggest maker of land armaments, the light tank, whose weight ranges from 25 to 35 metric tonnes, is equipped with a hydropneumatic suspension system that ensures good manoeuvrability and survivability in mountainous regions. Its main weapon is a 105-mm gun that is able to fire both shells and guided missiles, according to weapons experts, who said the tank’s main task is to fight on plateaus even at very low temperatures. By comparison, a main battle tank, such as the US’ M1 Abrams and China’s Type 99A, weighs up to 65 tonnes, state-run China Daily reported. The light tank whose name and details are yet to be revealed was deployed for the first time into well publicised exercises of the People’s Liberation Army (PLA) in the Tibet plateau in June as part of the pressure tactics against India during the 73-day Dokalam standoff which ended on August 28. The 2.3-million-strong PLA has confirmed the deployment of a new light tank, which observers say will suit combat operations on plateaus, the Daily report quoted experts as saying.

Madrid, Oct 11 (AFP): Spain’s government vowed to examine “all options” today in a crisis cabinet meeting hours after Catalonia’s leaders said they had a mandate to declare independence but put it on hold, plunging the country into uncertainty. Prime Minister Mariano Rajoy has vowed to do everything in his power to prevent the region’s independence in a dispute that has hurled Spain into its deepest political crisis in decades. He has refused to rule out imposing direct rule over the semi-autonomous region - a move many fear could lead to unrest. Rajoy called an emergency meeting after Catalonia’s president Carles Puigdemont announced yesterday that he had accepted the mandate for “Catalonia to become an independent state” following a banned referendum earlier this month. tary speech that left many confused, Puigdemont immediately called for Catalonia’s independence to be suspended to allow for negotiations with the central government. Today, a government source who refused to be named said “all options” were on the table as the crisis talks were under way. At stake is the future of a region of 7.5 million people deeply divided over independence, one of Spain’s
economic powerhouses, whose drive to break away has raised concern for stability in the European Union. Crowds of thousands gathered outside the parliament building in Barcelona yesterday evening, waving Catalan flags and banners screaming “democracy” in the hope of witnessing a historic night in a region that remains deeply divided over independence. But Spain’s political establishment rounded on
Puigdemont following his declaration, and support among separatists in Catalonia was mixed. The government stuck to its stance that it would not accept mediation or any talks until Catalan leaders drop their independence bid. “Mr Puigdemont - no one - can expect to impose mediation without returning to legality or democracy,” Deputy Prime Minister Soraya Saenz de Santamaria told reporters. She said Puigdemont was “a person who doesn’t know where he is, where he’s going or with whom he wants to go”. Barcelona resident Maria Rosa Bertran said she was against a delayed secession.

RESIGNED FROM CONGRESS PARTY
This is to inform all my dear ones that I have already resigned from the Congress Party. I really appreciate the functionaries of the Congress Party in Nagaland for acceptance of my resignation on 12th September 2017.Well, now many people were asking me whether I accept membership to any other political parties in Nagaland. I told them that at the moment I have not decided to join in any parties. Many have asked me to go for the next General Election from three(3) constituencies either – (1). 9th Kohima Town A/C, (2). 8th Western A/C and (3). 10th Northern Angami (I)A/C. I have told them I will decide and select the constituency only when the time comes and will again be an Independent Candidate only as I have lots of supporters and forefathers connections too in all the above mentioned constituencies. I also told them -All intending candidates for the next general election should strictly follow the clean election wanted by the Churches, People, Organisations, Associations etc. Those who violate the clean election pattern should be punished according to the Naga Customary laws. The intending candidate should publish their educational qualifications if not illiterate person. The women folks also should go for contesting without reservation so that if they are elected, they will pave the way for the Indian Union and the world. They can depict their talents, capabilities, their visions for development for the needs of the people. All intending candidates should go for HIV test before filling their nomination papers. new animated movie about Dutch painter Vincent van Gogh has been released after seven years in the making. The biopic tells the story of the Dutch painter’s life in what is billed as the world’s first fully-painted feature film. Each of Loving Vincent’s 65,000 frames is an oil painting hand painted by 125 professional artists who travelled from around the world to be a part of the project. “It looks like something completely different, and that doesn’t happen very often in our media-saturated world,” said Hugh Welchman, who co-wrote and directed the film with Polish artist and animator Dorota Kobiela. “Loving Vincent” is showing in Poland, Canada and Vietnam, will be released across Europe dur-
ing October, November and December. The 5.5 million-dollar production focuses on the last weeks of Van Gogh’s life before his death in 1890 in France at age 37 from a selfinflicted gunshot wound. The film has triggered some unusual responses, said Welchman. “We’ve had a lot of people in tears at screenings. People are sending poems or making cakes with intricate Vincent paintings on the cake,” he added. (Euro News)
was born in Hong Kong and the pop music there was just awful. I just wasn’t into it. Then I heard guitar solos for the first time and I thought, ‘Wow, this is really cool!’ I came to London around ’88 and it was around ’91/’92 that I first heard progressive rock. It was the grunge era, but I never got into it so I had to go and find my own music. I used to live in Hammersmith and I remember borrowing tapes and CDs from the local library. I got a bunch of Rush albums and then I discovered Dream Theater and Symphony X. I got into them because they had a more modern approach. Although Michael Romeo from Symphony X was one of the inspirations behind my guitar playing,
Dream Theater is my true prog heroes. I got into them on Images and Words – I thought all the songs on that album were amazing – but Scarred from [1994’s] Awake is my favourite track of theirs. That was from my ‘learning to play guitar’ time so it meant a lot to me. I practised along to that song. It’s not extremely technical but the solo blows you away and it’s got a great melody. I’ve seen them play every tour since Awake – that was the first prog gig I ever saw – and I thought the Astonishing tour was the best I’d ever seen them. Wow. I don’t know what people were complaining about online because I thought that album was amazing, and the whole show, the production… they nailed it.
They say you should never meet your heroes but I’ve met Dream Theater loads of times now. We’ve played festivals together, I got John Petrucci to sign my guitar and I even interviewed him once for a magazine, which was fun! I grew up being inspired by these guys and they’re genuinely nice. Prog is the thinking person’s music so maybe that’s why the musicians are so friendly. (Team Rock)

teven Wilson has been a lot in the press in the last few months due to the release of his fifth highly anticipated solo record To the Bone, which was put out via Caroline International. As was expected, Wilson has once again took an unexpected turn and did a record which in a way pays tribute to pop records that he enjoyed during the ‘80s. In a recent interview for Ultimate Guitar, Steven discussed about this somewhat risky approach, but his vision as an artist (and not a performer) is what drives him towards challenges. “I tried to make the song very much the center of this record. Some of the more conceptual rock elements haven’t been taken away completely but certainly put to one side slightly and the emphasis here is very much on melody on songwriting. “In some ways a more kind of simplicity has more presence in the songs. But I don’t want to give the impression this album is basic in terms of the production and the way the songs are arranged. There’s still as much complexity as there’s ever been. “There is nothing more challenging than writing the perfect three-minute rock song. I find that the hardest thing of all. “Firstly you have to acknowledge to yourself if you’re going to work in

Messi’s doubleblast galvanised Argentina, who gradually grew in confidence through the remainder of the half, carefully maintaining possession to frustrate Ecuador’s hopes of regaining the initiative. Messi then completed his hat-trick with the best goal of the night in the 62nd minute. in the 21st minute but Harmanpreet’s flick didn’t have enough power to trouble the Japanese citadel. An inch perfect scoop from Harmanpreet from the halfway mark found Lalit inside the D and the striker slotted home with a reverse shot after brilliantly controlling the ball. Two minutes into the second half India extended their lead through Ramandeep, who scored a gem with a thundering shot from a tight angle after being set up by Sunil. Next it was Harmanpreet’s turn to register his name in the scoresheet and the drag-flicker did so by converting India’s second penalty corner in the 40th minute. Minutes later, Akashdeep missed a sitter. Sunil found an unmarked Akashdeep inside the circle but he hit the ball straight to the pads of the Japanese goalie despite having all the time to find his spot. But soon Harmanpreet made the score line 5-1 in favour of India, scoring with a fine variation from their third penalty corner. The Indians couldn’t have asked for a better start to the tournament as they showcased near perfect hockey, which was full of short one-two passes, quick turnovers and variations. India earned two more penalty corners in the final minutes of the game but wasted both.

Guwahati, Oct 11 (PTI): The Australian cricket team endured a security scare after the second T20 International against India here when the team bus was damaged in a stone- throwing incident, for which the state police has nabbed a couple of suspects. A window pane of the Australian team bus was damaged in the attack. The incident took place after the visiting side defeated India by eight wickets in the second T20 to level the three-match series 1-1. No player was injured as the nearest seat to the damaged window pane was unoccupied. But the incident raised a question mark on the Assam Cricket Association (ACA) and state police’s security arrangements for the match at the newlyconstructed stadium in Barsapara. “Really unfortunate incident after a great game aimed to tarnish Guwahati’s reputation as emerging sports hub. We strongly condemn it. Our deep apology. People of assam never endorse such behaviour. we will punish the guilty,” Assam Chief Minister Sarbanada Sonowal tweeted. “Vow to take strictest action against the culprits. Investigation is on full
swing & Police have already picked up,” he added. Senior batsman Aaron Finch was the first to post a photograph of the damaged window pane on his twitter account, admitting that the players were scared. “Pretty scary having a rock thrown through the team bus window on the way back to the hotel!!” Finch posted on his official twitter handle. Union Sports Minister Rajyavardhan Singh Rathore also reacted sharply, saying that security of visiting players is extremely important. “Guwahati stonethrowing incident NOT reflective of our security measures. Aus team & FIFA are content w/those. India remains a graceful host,” Rathore posted on his twitter account. ACA secretary Pradip Buragohain said the incident took place when the team was heading back to the hotel. “We made every attempt to ensure a foolproof security but don’t know how this happened. It was near the team hotel and not at the crowded street near the stadium,” Buragohain told PTI. “The police have already arrested two per-
sons and are investigating into the matter. I can assure that such incident won’t occur in future again. There will be a thick security cover when the Australian team leaves for Hyderabad,” he added. Senior India player Ravichandran Ashwin condemned the act, urging fans to show more responsibility. “The stone thrown at the Aussie team bus shows us in bad light, let’s all act more responsibly. A vast majority of us are capable of that,” Ashwin tweeted. The state association also faced criticism from journalists owing to complete mismanagement at the media box. It proved to be a nightmare for journalists, who struggled with basic facilities like internet to cover the match. There was no internet connectivity in the media box, which had one TV to cater to about 250 jouralists, while the washroom ran out of power. However, what worked inside the media box was the public address system that played out songs and “welcomed” the spectators with loud announcements till it was forced to be disconnected.

Dhaka, Oct 11 (PTI): Title favourites India produced an impressive performance to outclass Japan 5-1 in their opening campaign at the 10th edition of the men’ Asia Cup hockey tournament, here Wednesday. In their first tournament under a new coach, India meant business and found the net in each quarter, twice in the third, to streamroll their less-fancied but tricky opponents. SV Sunil (3rd minute), Lalit Upadhyay (22nd), Ramandeep Singh (33rd) and Harmanpreet Singh (35th and 48th) were on target. Japan’s lone goal came through Kenji Kitazato’s stick in the 4th minute. World No 6 India did not look rusty under their new coach, Marijne Sjoerd, who took charge of the team just last month following the sudden sacking of Roelant Oltmans. India were quick to get off the blocks when Sunil, after a fine one-two with Akashdeep Singh, pushed the ball in an open net. But India’s joy was shortlived as Japan struck in the next minute through Kitazato’s field strike. The Indians completely dominated the proceedings and exploited every single bit of space given by the Japanese. They utilised both the wings to perfection to set up their attacks. India got their first of their four penalty corners

Bengaluru, Oct 11 (PTI): India today qualified for the 2019 Asian Cup after they pumped in three goals for a convincing 3-1 win over Macau with two matches still to go in the qualifying round. This is the third time the country has qualified for the continental showpiece. India have qualified for the AFC Asian Cup finals only twice in the past 37 years. The last time it happened was in 2011 and their only appearance before that was way back in 1984. Rowllin Borges opened the scoring for India with a fine right-footed volley in the 28th minute, skipper Sunil Chhetri restored the lead, after the hosts conceded one, with a strike in the 60th minute, while Macau conceded an own goal in the 70th minute to dig their own grave at the Sree Kanteerava Stadium. For Macau, Nicholas Tarrao scored in the 37th minute -- their first goal of the qualifying campaign. India topped Group A qualifying round with 12 points from four matches. They play Myanmar on November 24 and Kyrgyzstan on March 27 next year. In the 2011 edition that was held in Doha, India lost all their group matches to Australia, South Korea and Bahrain.

Argentina stalwart Javier Mascherano failed to deal with a speculative long ball forward from Dario Aimar, directing a headed clearance into the path of Romario Ibarra. Ibarra calmly headed to team-mate Roberto Ordones who then steered a header back to Ibarra for the Universidad Catolica midfielder. Eng seal last 16 berth
England prevailed over two-time champions Mexico 3-2 to seal a pre- quarterfinal berth with yet another dominating show. It was a feast for the eyes as 40,620 people turned out at the Salt Lake Stadium and witnessed the five-goal thriller with England dominating the first one-hour, followed by Mexico’s second-half resurgence. After some hits and miss-
es in the first 30 minutes, Liverpool youngster Rhian Brewster curled in a 39th minute free-kick to break the stalemate. Brilliant with his pace and movement, Philip Foden finally found his name in the scoreline when he doubled the lead four minutes after the break, while the Young Lions star player Jadon Sancho earned a penalty and converted it in the 57th minute for his third goal in the tournament. It seemed a one-way traffic for the English youngsters but El Tri made a sensational comeback with a stunning brace by Diego Lainez (65, 72). But it was not enough for the seven-time defending CONCACAF champions as they suffered their first defeat in the tournament, following their frustrating 1-1 draw against Iraq. England enjoyed a 57 per cent first-half possession but a goal eluded them till the former Chelsea boy converted from the free kick which was earned by Foden. The contest had just picked pace as Callum Hudson-Odoi’s right-footed shot from the left side of the sixyard box was saved in the centre of the goal by El Tiri custodian Cesar Lopez.
