Indefinite state-wide NHs bandh from Oct 17

DIMAPUR, OCT 9 (NPN): Following the expiry of the 15-day deadline served on the State government to bring in the Central Bureau of Investigation (CBI) to probe into the fuel adulteration racket, Co-ordination Committee on Fuel Adulteration (CCoFA) comprising of 21 civil society organisations, have decided to impose an indefinite phase wise National Highways (NHs) bandh all over Nagaland starting from October 17. Informing this in a press note, CCoFA media cell stated that the bandh was to begin from October 8. However, taking note of the ongoing festival it decided to postpone the date to October 17. It said the decision to implement the state-wide bandh was decided at the meeting held on October 8 based on the September 10 “public meeting resolution”. In the first phase (Oct. 17), the committee said movement of all government registered vehicles and fuel tankers would be totally restricted along NH-29 (AH-1). However, movement of all other vehicles would not be dis-

turbed, it added. During the bandh, the committee will also deploy volunteers at strategic locations, including New Field Check Gate and Dillai Gate. In case, the government still refuses to accede to the demand, CCoFA warned that it would be forced to continue the phase wise agitation till the demands were met. Meanwhile, CCoFA pointed out that “Manipur was the largest beneficiary of the fuel adulteration racket; where up to 70-80% of the adulterated fuel from Dimapur was disposed off in this state”. In this regard, the media cell clarified that the indefinite highway bandh on movement of fuel tankers and Nagaland government vehicles was in the interest of all right thinking citizens. Further, CCoFA appealed to Manipuri brethren to bear with the difficulty that may arise due to the bandh and not to view the bandh as being against their interest. It may be menitoned that the Co-ordination Committee on Fuel Adulteration, formed by a public resolution on September 10, 2016, had served 15-day ultimatum to the state government demanding that the Central Bureau of Investigation (CBI) be brought in to thoroughly investigate into the fuel adulteration scam and to re-arrest all the alleged fuel adulteration kingpins who were granted bail.

When contacted, several senior advocates both in Kohima and Dimapur, have pointed out to Nagaland Post, that the Supreme Court order on April 5, 2016 was not final. On April 9, 2016 the NMA, which is spearheading the demand for hold civic polls as per the Nagaland Municipal Act 2001and amended in 2006, (besides implementation of 33% women reservation), wrote a letter to the chief minister T.R. Zeliang informing him about the order of the Supreme Court. In the letter the NMA, also informed the chief minister that the said order had revived the order of the Single Bench Judge of the Gauhati HC Kohima Bench (on October 21, 2011) which had quashed the decision of the Nagaland Cabinet in postponing civic polls indefinitely. However, while the Supreme Court was explicit in its order by staying the order of the Division Bench of the Gauhati HC but made no mention of revival of the order of the Single Bench Judge (ordering that polls be held by January 20, 2012.) When asked the reason for announcement of civic polls even before the Supreme Court pronounced its final order/judgement, senior advocates were of the view that

regard to holding civic polls. While granting leave, the Supreme Court also stayed the implementation of the impugned judgement and order dated July 31, 2012 passed by the Gauhati High Court. (The High Court order passed by a Division Bench, stayed the October 2011 order passed by a Single Bench court directing the government to hold municipal and town council polls on or before January 20, 2012). BARAMULLA/NEW DELHI, OCT 9 (AGENCIES): Pakistan-based terror outfit Lashker-e-Taiba or LeT suffered the maximum damage in the cross-Line of Control surgical strikes on terror launch pads carried out by the Indian army with assessment reports of radio intercepts indicating that around 20 of its terrorists were killed. The assessment reports available from Indian army field units which included radio conversations between various Pakistani formations showed maximum damage was inflicted on LeT, a banned terror group, at Dudniyal launch pad in Pakistan-Occupied Kashmir, opposite to Kupwara sector of North Kashmir, according to sources in the know of details of the recent surgical strikes. The sources said today that five teams culled out from the army division in the area were tasked to destroy launch pads of terror groups located at Kail also known as Kel and Dudniyal.

In a well-calibrated operation, which started on the intervening night of September 28 and 29, Indian army moved across the Line of Control or LoC and smashed four launch pads that were under the guard of a Pakistani post located 700 metres from the LoC. The sources said that the terrorists were not expecting an action by the Indian army and therefore were taken by surprise. The terrorists, mainly belonging to the LeT, were seen running towards the Pakistani post when they were killed by the Indian troops, according to the assessment reports. After the successful strike inside Pakistan-Occupied Kashmir, an effective radio monitoring and strict vigil was maintained, the sources said, adding the wireless messages from radio intercepts of Pakistani army indicated that at least 10 LeT terrorists had been killed during the multiple and near synchronised surgical strikes on four launch pads.

DIMAPUR, OCT 9 (NPN): “Dimapur Night Carnival 2016”, a yearly event is scheduled to be held from December 14 to 18, 2016 at Naga Shopping Arcade (NSA), Dimapur. Night carnivals have also become popular not only in Dimapur but in Nagaland in general. Informing this at a press conference Sunday, at Hotel Saramati, sub-committee secretary Dr. Khekugha Muru said the night carnival would be jointly organized by the district administration and the business community. While Dimapur deputy commissioner and the SDO remained as the chairman and secretary of the organizing committee, business communities like Dimapur District Chamber of Commerce and Industries, Business Association of Nagas and East Dimapur Business Association (EDBA), including Purana Bazaar area and NSA association members would be part of the organizing team.

Apart from usual events, this year the committee has included innovation committee to come up with creative ideas to make the carnival more lively and fun for the carnival goers. And to make the event more refined the committee would also ensure that the business during the carnival especially those seeking for stalls would have better sales, Muru added. He also informed that the committee was expecting

more cooperation from the public in their participation during the event. There would be a ‘Best Stalls’ competition which will be judged basing on decorations and display of the items and winning stalls will be receiving exciting gift hampers, Muru added. The committee also planned to cut down the numbers of stalls to 200 approximately; inorder to accommodate more variety with fresh and innovative ideas basing on

which stalls would be allotted. The carnival would also include business division from cooperative societies where companies can display their products. In regard to the allotment of space(s), Muru disclosed that the allotment committee would be handling the applications in accordance with the variety of requests and allotments will be given on first come first basis. He added that sanitation during the event would be handled by Dimapur Municipal Council (DMC). Highlighting about the entertainment sessions, the committee convenor-Akum Jamir, said that there would be an open stage for people who wants to showcase their talents which may include dance, songs, fashion shows, stand-up comedy etc. to promote upcoming artistes. Man found hanging inside Arunachal CM’s bungalow G U WA H A T I , O C T 9 (AGENCIES): A man from West Bengal was found hanging inside the Chief Minister’s bungalow in Itanagar on Saturday morning. This was the bungalow where former chief minister of Arunachal Pradesh Khaliko Pul had committed suicide on August nine this year. 47-year-old, Pul who had to leave office in July after just five months following an SC verdict, was found hanging inside his official residence in Itanagar. According to the reports, the man, identified as Sushil Barman, was found hanging inside the bungalow, which is in a high security zone. The man hailed from Cooch Behar in West Bengal. “Security personnel had found the body from a upper floor room of the bungalow,” an official of Arunachal Pradesh police said. “Later the body was sent to his native village after post mortem,” he said.

Won’t release proof of surgical strike: India

India will not release any proof of the Army’s surgical strikes, top sources have told CNN-News18, seeking to draw a line under the ongoing debate on whether it would or should reveal additional evidence about the commando operation that took place in the wee hours of September 30. New Delhi believes releasing footage of the operation that destroyed terror launch pads inside PakistanOccupied Kashmir will only escalate the tension between the two-nuclear-armed neighbours and could lead to a war-like situation.

IMPHAL, OCT 9 (AGENCIES): The latest Inshore Patrol Vessel, IPV of Indian Coast Guard which has been named as ‘Rani Gaidinliu’ as a tribute to the noted freedom fighter of Manipur, of Zeliangrong community, will be commissioned on October 19, Imphal Free Press report stated. In this regard DG Indian Coast Guard Rajendra Singh has invited two BJP Manipur pradesh leaders, Th. Chaoba convener and Adim Pamei vice-president of state BJP to take part in the commission function. The ship will be based at Kishnapatnam. Talking to IFP over phone, Chaoba, former union minister expressed happiness on getting the invitation. He said it is a great honour for Manipur and its people. While Adim said it was proud moment for the Zliangrong community. He lauded his party leaders and the NDA government for taking such step of naming an IPV after a freedom fighter’s name of Manipur.

Centre, states to discuss NEP, no detention policy at CABE NEW DELHI, OCT 9 (PTI): The provision of no detention, a new education policy and “mainstreaming out” of school children are the key issues that state governments and Centre will discuss in the high-profile Central Advisory Board of Education (CABE) meet scheduled on October 25. One of the key issues that will be discussed at the meeting of CABE, the most important advisory body of the Centre in education, is the ‘no detention policy’ under the Right To Education (RTE) law which prescribes that students will be automatically promoted to next class till Class VIII. However, several states have expressed unhappiness over the provision saying it has affected the quality of learning and sought changes in it. The HRD Ministry has been considering making changes in the policy and the issue will come up for discussion in the CABE meeting where Union HRD Minister Prakash Javadekar will hold consultations with education

ministers from different states, a senior official said. Another important area on which discussions will be held is the formulation of New Education Policy. The ministry has received suggestions from various quarters on recommendations of the TSR Subramanian committee on new education policy. The Ministry is now planning to appoint a committee headed by an eminent educationist to work on the NEP. Another key issue that will come up is regarding “mainstreaming out of school children”. The high number of teachers vacancies in schools will also be discussed. Improving infrastructure of government schools, enhancing skill and technical education, extension of RTE to pre-school and secondary education are the other issues on the agenda of the CABE meeting which will be attended by top government functionaries.
