Indefinite state-wide NHs bandh from Oct 17

DIMAPUR, OCT 9 (NPN): Following the expiry of the 15-day deadline served on the State government to bring in the Central Bureau of Investigation (CBI) to probe into the fuel adulteration racket, Co-ordination Committee on Fuel Adulteration (CCoFA) comprising of 21 civil society organisations, have decided to impose an indefinite phase wise National Highways (NHs) bandh all over Nagaland starting from October 17.

Informing this in a press note, CCoFA media cell stated that the bandh was to begin from October 8. However, taking note of the ongoing festival it decided to postpone the date to October 17.

It said the decision to implement the state-wide bandh was decided at the meeting held on October 8 based on the September 10 “public meeting resolution”.

In the first phase (Oct. 17), the committee said movement of all government registered vehicles and fuel tankers would be totally restricted along NH-29 (AH-1). However, movement of all other vehicles would not be dis-

turbed, it added. During the bandh, the committee will also deploy volunteers at strategic locations, including New Field Check Gate and Dillai Gate.

In case, the government still refuses to accede to the demand, CCoFA warned that it would be forced to continue the phase wise agitation till the demands were met.

Meanwhile, CCoFA pointed out that “Manipur was the largest beneficiary of the fuel adulteration racket; where up to 70-80% of the adulterated fuel from Dimapur was disposed off in this state”.

In this regard, the media cell clarified that the indefinite highway bandh on movement of fuel tankers and Nagaland government vehicles was in the interest of all right thinking citizens.

Further, CCoFA appealed to Manipuri brethren to bear with the difficulty that may arise due to the bandh and not to view the bandh as being against their interest.

It may be menitoned that the Co-ordination Committee on Fuel Adulteration, formed by a public resolution on September 10, 2016, had served 15-day ultimatum to the state government demanding that the Central Bureau of Investigation (CBI) be brought in to thoroughly investigate into the fuel adulteration scam and to re-arrest all the alleged fuel adulteration kingpins who were granted bail.

When contacted, several senior advocates both in Kohima and Dimapur, have pointed out to Nagaland Post, that the Supreme Court order on April 5, 2016 was not final.

On April 9, 2016 the NMA, which is spearheading the demand for hold civic polls as per the Nagaland Municipal Act 2001and amended in 2006, (besides implementation of 33% women reservation), wrote a letter to the chief minister T.R. Zeliang informing him about the order of the Supreme Court.

In the letter the NMA, also informed the chief minister that the said order had revived the order of the Single Bench Judge of the Gauhati HC Kohima Bench (on October 21, 2011) which had quashed the decision of the Nagaland Cabinet in postponing civic polls indefinitely.

However, while the Supreme Court was explicit in its order by staying the order of the Division Bench of the Gauhati HC but made no mention of revival of the order of the Single Bench Judge (ordering that polls be held by January 20, 2012.)

When asked the reason for announcement of civic polls even before the Supreme Court pronounced its final order/judgement, senior advocates were of the view that

regard to holding civic polls.

While granting leave, the Supreme Court also stayed the implementation of the impugned judgement and order dated July 31, 2012 passed by the Gauhati High Court. (The High Court order passed by a Division Bench, stayed the October 2011 order passed by a Single Bench court directing the government to hold municipal and town council polls on or before January 20, 2012).

Interestingly, it was learnt that in its report to Supreme Court during the early part of October, the state government informed that it was going to conduct the municipal elections with 33% women reservation in the month of December, 2016.

BARAMULLA/NEW DELHI, OCT 9 (AGENCIES): Pakistan-based terror outfit Lashker-e-Taiba or LeT suffered the maximum damage in the cross-Line of Control surgical strikes on terror launch pads carried out by the Indian army with assessment reports of radio intercepts indicating that around 20 of its terrorists were killed.

The assessment reports available from Indian army field units which included radio conversations between various Pakistani formations showed maximum damage was inflicted on LeT, a banned terror group, at Dudniyal launch pad in Pakistan-Occupied Kashmir, opposite to Kupwara sector of North Kashmir, according to sources in the know of details of the recent surgical strikes.

The sources said today that five teams culled out from the army division in the area were tasked to destroy launch pads of terror groups located at Kail also known as Kel and Dudniyal.

In a well-calibrated operation, which started on the intervening night of September 28 and 29, Indian army moved across the Line of Control or LoC and smashed four launch pads that were under the guard of a Pakistani post located 700 metres from the LoC. The sources said that the terrorists were not expecting an action by the Indian army and therefore were taken by surprise. The terrorists, mainly belonging to the LeT, were seen running towards the Pakistani post when they were killed by the Indian troops, according to the assessment reports.

After the successful strike inside Pakistan-Occupied Kashmir, an effective radio monitoring and strict vigil was maintained, the sources said, adding the wireless messages from radio intercepts of Pakistani army indicated that at least 10 LeT terrorists had been killed during the multiple and near synchronised surgical strikes on four launch pads.

DIMAPUR, OCT 9 (NPN): “Dimapur Night Carnival 2016”, a yearly event is scheduled to be held from December 14 to 18, 2016 at Naga Shopping Arcade (NSA), Dimapur. Night carnivals have also become popular not only in Dimapur but in Nagaland in general.

Informing this at a press conference Sunday, at Hotel Saramati, sub-committee secretary Dr. Khekugha Muru said the night carnival would be jointly organized by the district administration and the business community.

While Dimapur deputy commissioner and the SDO remained as the chairman and secretary of the organizing committee, business communities like Dimapur District Chamber of Commerce and Industries, Business Association of Nagas and East Dimapur Business Association (EDBA), including Purana Bazaar area and NSA association members would be part of the organizing team.

Apart from usual events, this year the committee has included innovation committee to come up with creative ideas to make the carnival more lively and fun for the carnival goers. And to make the event more refined the committee would also ensure that the business during the carnival especially those seeking for stalls would have better sales, Muru added.

more cooperation from the public in their participation during the event. There would be a ‘Best Stalls’ competition which will be judged basing on decorations and display of the items and winning stalls will be receiving exciting gift hampers, Muru added.

The committee also planned to cut down the numbers of stalls to 200 approximately; inorder to accommodate more variety with fresh and innovative ideas basing on

which stalls would be allotted.

The carnival would also include business division from cooperative societies where companies can display their products.

In regard to the allotment of space(s), Muru disclosed that the allotment committee would be handling the applications in accordance with the variety of requests and allotments will be given on first come first basis.

He added that sanitation during the event would be handled by Dimapur Municipal Council (DMC).

Highlighting about the entertainment sessions, the committee convenor-Akum Jamir, said that there would be an open stage for people who wants to showcase their talents which may include dance, songs, fashion shows, stand-up comedy etc. to promote upcoming artistes.

Man found hanging inside Arunachal CM’s bungalow G U WA H A T I , O C T 9 (AGENCIES): A man from West Bengal was found hanging inside the Chief Minister’s bungalow in Itanagar on Saturday morning.

This was the bungalow where former chief minister of Arunachal Pradesh Khaliko Pul had committed suicide on August nine this year.

47-year-old, Pul who had to leave office in July after just five months following an SC verdict, was found hanging inside his official residence in Itanagar.

According to the reports, the man, identified as Sushil Barman, was found hanging inside the bungalow, which is in a high security zone. The man hailed from Cooch Behar in West Bengal.

“Security personnel had found the body from a upper floor room of the bungalow,” an official of Arunachal Pradesh police said. “Later the body was sent to his native village after post mortem,” he said.

IMPHAL, OCT 9 (AGENCIES): The latest Inshore Patrol Vessel, IPV of Indian Coast Guard which has been named as ‘Rani Gaidinliu’ as a tribute to the noted freedom fighter of Manipur, of Zeliangrong community, will be commissioned on October 19, Imphal Free Press report stated.

In this regard DG Indian Coast Guard Rajendra Singh has invited two BJP Manipur pradesh leaders, Th. Chaoba convener and Adim Pamei vice-president of state BJP to take part in the commission function. The ship will be based at Kishnapatnam.

Talking to IFP over phone, Chaoba, former union minister expressed happiness on getting the invitation. He said it is a great honour for Manipur and its people. Centre, states to discuss NEP, no detention policy at CABE NEW DELHI, OCT 9 (PTI): The provision of no detention, a new education policy and “mainstreaming out” of school children are the key issues that state governments and Centre will discuss in the high-profile Central Advisory Board of Education (CABE) meet scheduled on October 25.

One of the key issues that will be discussed at the meeting of CABE, the most important advisory body of the Centre in education, is the ‘no detention policy’ under the Right To Education (RTE) law which prescribes that students will be automatically promoted to next class till Class VIII. However, several states have expressed unhappiness over the provision saying it has affected the quality of learning and sought changes in it. The HRD Ministry has been considering making changes in the policy and the issue will come up for discussion in the CABE meeting where Union HRD Minister Prakash Javadekar will hold consultations with education

ministers from different states, a senior official said.

Another important area on which discussions will be held is the formulation of New Education Policy.

The ministry has received suggestions from various quarters on recommendations of the TSR Subramanian committee on new education policy.

The Ministry is now planning to appoint a committee headed by an eminent educationist to work on the NEP. Another key issue that will come up is regarding “mainstreaming out of school children”.

The high number of teachers vacancies in schools will also be discussed.

Improving infrastructure of government schools, enhancing skill and technical education, extension of RTE to pre-school and secondary education are the other issues on the agenda of the CABE meeting which will be attended by top government functionaries.

DIMAPUR: Children Education department of Western Sumi Baptist Akukuhou Kuqhakulu (WSBAK) organized the 8th children festival at Shokhuvi village where around 7000 children attended.

Secretary of Land Resources, Y. Kikheto Sema IAS on Sunday morning exhorted the young children to fear the Lord and to prepare for their future.

Stressing that young people would one day become the leaders, he encouraged them to live exemplary life. He also told the children to identify and utilize their respective talents for the glory of the Lord to live a meaningful life.

“At this tender age, you all should learn to speak and stand for what is right,

respect elders and emulate good leaders,” he said. Kikheto also brought out the reality of many children being left orphans due to factional killings and urged young children whose parents were working for different factions to tell their parents to shun violence and to treasure the life blessed by God. Further, he encouraged the children to preserve, promote and protect their culture and tradition without which they would not have any identity.

Speaking on the fractured electoral system in the state, Kikheto said that he saw no future for the Nagas if the same trend continued. “All sorts of electoral malpractices should be stopped in order to

produce quality leaders,” he said. Kikheto also said peace and unity was the need of the hour for Nagas and all communities should respect each other. He said that the Angami people have not troubled him even once during his more than 20 years stay in Kohima and urged Sumi people to emulate such peaceful and harmonious living in their respective jurisdictions. The children were blessed through sermons from various speakers during the past two days.

DIMAPUR: Three-day diocesan vocation camp (Diocese of Kohima) for class 7-12, comprising both boys and girls, was held at St. Joseph’s Parish, Chumukedima October, 7 to 9.

There were 135 selected students who had attended, hailing from Carmel, Chumukedima, Holy Cross, Jalukie, Khonoma, Kohima, Longsa, Lozaphuhu, Medziphema, Peren, Razeba, Sanis and Thenyzumi parishes.

MU adopts reservation norms of 2006; tribal student orgs oppose

IMPHAL, Oct 9: After due consideration of the raging controversy over reservation, Manipur University Academic Council, in a meeting on Saturday, has decided to follow the UGC policy by adopting the Central Education Institutions (Reservation in Admission) Act 2006 in the admission in postgraduate courses. The meeting of the academic council was convened by newly appointed vice-chancellor in-charge.

However, student pressure groups, particularly tribal based ones have raised strong objection to the decision of university to follow the guidelines of University Grants Commission (UGC). Tribal based student bodies strongly reacting to the decision of the academic council termed it as “reckless and wanton display of the Manipur University authority.

A joint meeting of the student bodies held in Imphal today (Sunday) alleged that

the university authority takes the rule of law into its hand by adopting a resolution in violation of the Central Educational Institutions (Reservation in Admission) Amendment Act, 2012 and orders of the High Court of Manipur.

Representatives of All Tribal Students’ Union (ATSUM), All Naga Students Association Manipur (ANSAM), Kuki Students’ Organisation (KSO), Manipur University Tribal Students’ Union (MUTSU) and other tribal based student bodies took part in the meeting, a statement of ATSUM said.

“With the mala fide intention of suppressing the tribals of their constitutional rights, the Manipur University Academic Council led by some self interested individuals passed the resolution contrary to the Parliament Act despite series of clarifications, instructions from the UGC to follow the order of High Court of Manipur and Central Educational Institu-

tions (Reservation in Admission) Amendment Act, 2012,” it stated.

Democratic Students’ Alliance of Manipur (DESAM) had already raised strong objection to the decision of the academic council saying that the decision was legally unwarranted and is not based on natural justice. “DESAM will not accept such decision,” said a statement of the student pressure group, adding that the decision of the academic council has demonstrated the prowess of some unscrupulous elements in the university.

While reminding that the High Court of Manipur had directed the university to adopt Central Education Institutions (Reservation in Admission) Amendment Act on September 1 last year and October 3 this year, DESAM said that Saturday’s decision by the academic council is an affront to the court.

As per the 2011 census report, total population of SC, ST

and General & OBC categories in the state are 5%, 43% and 53% respectively.

As such, adopting the CEI Act 2006 directly contradicted the ethnic composition of the state thereby widening the gap between the hill and valley people, it said. The decision was a short-sighted one and members of the academic council would be held responsible for any unwanted consequences, the student body warned.

The university has been reeling under crisis with the authority unable to commence its academic session for the current year, due to begin from July last after controversy surfaced after the authority decided to switch the reservation policy.

As a result of it, vicechancellor in-charge of the university had resigned on October 4 barely a day after the recreation hall of the university was set afire by miscreants, an act which police suspected was related to the controversy surrounding the institution.

SC rejects Tripura plea on medical college entry

The Supreme Court had earlier said that all vacant seats of the central pool should be filled up by candidates from the NEET merit list. However, the high court had on September 29 directed the state to fill up seats from the state entrance merit list.

Following this, the department made an attempt to fill up the seats from the state joint entrance merit list. In the meantime, the state government also filed a Special Leave Petition challenging the high court’s order and asked 12 NEET candidates to join counselling on Friday.

Following the apex court’s direction, however, the decision was revoked.

A G A R T A L A , O ct 9 (Agencies): The Supreme Court on Friday rejected the Tripura government’s Special Leave Petition over admission into the MBBS course at the Agartala Govt Medical College (AGMC) and upheld the Tripura high court’s decision to fill up vacant seats from the state joint entrance merit list.

As many as 12 candidates out of 15 central quota candidates at Agartala Govt Medical College had not turned up for admission within the stipulated time for the current session. As a result, there was a demand that these seats be filled up by candidates from the state entrance merit list.

AGARTALA, Oct 9 (Agencies): The Tripura government has started buying 70 MW power daily on the open market at high rates to ensure uninterrupted power supply during Durga Puja. State power minister Manik Dey said Mizoram will give 20 MW of power to Tripura during the festival.

The government will also get 160 MW of power daily from the ONGC Thermal Power Company. Besides needing 300 MW of power to organize Durga Puja, Tripura needs a further 100 MW of power to sell to Bangladesh daily. “We have made sufficient arrangements to ensure uninterrupted power across the state during festive days. Tripura State Electricity Corporation Limited is prepared for any emergency,” Dey added.

Correspondent IMPHAL, Oct 9: A militant group in Manipur Sunday claimed responsibility of kidnapping a labourer engaged in the road improvement work in Senapati district.

Whereabouts of the labourer, who was kidnapped by three armed miscreants from his work place at Tuishim village under Saikul police station of Senapati district on October 6 last, remained untraceable.

Reports said that Sorokhaibam Rameshwor (54), a labourer staying at a makeshift camp of labourers was among five labourers engaging in the improvement work of Leikot-Tuishim inter-village road. Police suspect monetary demand from the contractor behind taking hostage the labourer.

While police were searching for his whereabouts, a faction of the Kangleipak Communist Party- Poirei Meitei group today informed media houses in Imphal that the labourer was in its custody. The faction said that the labourer has been taken hostage after the contractor failed to heed to a notice given by the faction and asked the contractor to come up for negotiation with its leadership.

A Samaritan initiative, Hibu said most hospitals in Delhi like AIIMS have made it possible for NE people to have its own blood bank.

“This has been done since most of people from NE come to Delhi for treatment and find it almost impossible to get blood donors,” Hibu said.

On Sunday, most of the donors were students from Arunachal, Kuki, Gorkhas, Zeliangrong, Sikkim, Assam and Meghalaya.

With regards to subsidized treatments, as agreed by 51 top Delhi & NCR based hospitals, Hibu said there were plans to make the presidents and general secretaries of all tribes and communities and NE students’ unions as authorized signatories, for those seeking medical concession in these hospitals and from blood banks.

Face action if you criticise govt: Centre

New Delhi, Oct 9 (PTI) The Centre has warned employees of disciplinary action if they indulge in criticism of the government or its policies.

The move comes after officers of Indian Revenue Service (Customs and Central Excise) and All India Association of Central Excise Gazetted Executive Officers among others suggested changes in Goods and Services Tax Network (GSTN)-- a private company tasked with creating Information Technology infrastructure for Gods and Services Tax, and composition of Revenue Secretary-led GST council secretariat.

“Of late, it has been noticed that some associations or federations have commented adversely on the government and its policies. It may be brought to the notice of all associations or federations that if anyone indulges in criticism of the government and its policies, appropriate action (including disciplinary action) shall be taken,” an order issued recently by Finance Ministry said.

It cited service rules that

bar any government servant from making any adverse criticism of any policy or action of the government.

“No government servant shall, in any radio broadcast, telecast through any electronic media or in any document published in his own name or anonymously, pseudonymously or in the name of any other person or in any communication to the press or in any public utterance, make any statement of fact or opinion which has the effect of an adverse criticism of any current or recent policy or action of the central government or state government,” the service rules say.

Citing existing norms, the Finance Ministry said the primary objective of the service associations is to promote common service interest of its members.

The Ministry asked chief commissioners and directors general concerned to ensure that only recognised employees associations get the benefits mentioned in the rules. All recognised service associations or federations are entitled for certain benefits such as corre-

spondence and meetings with the head of the administrative departments, provision of accommodation for the association subject to availability, facility of special casual leave up to 20 days in a year to the office bearers of the associations and payment of Travelling Allowance and Dearness Allowance for attending officially sponsored meetings.

“In the case of service associations or federations which are not recognised or whose recognition has expired, office bearers of such associations or federations shall not be entitled for these benefits,” the Finance Ministry said.

Besides service associations, BJP MP Subramanian Swamy has also been opposing majority stake for private entities in GSTN and has already written to Prime Minister Narendra Modi objecting to this.

The central government holds 24.5 per cent stake in GSTN while state governments together hold another 24.5 per cent. The balance 51 per cent equity is with non-government financial institutions, like HDFC Bank, ICICI Bank and LIC Housing Finance.

Mayawati LUCKNOW, Oct 9 (Agencies/PTI): BSP president Mayawati on Friday said Prime Minister Narendra Modi’s visit to Lucknow to attend Dussehra celebrations is “politically motivated” and the event should have been toned down taking into account the loss suffered by the families of soldiers killed in the deadly Uri terror attack.

“The pyre of jawans who lost their lives in the Uri attack has not yet died down, but the Prime Minister is coming to Lucknow to celebrate Dussehra for his political motives,” Mayawati said at a rally on the occasion of party founder Kanshi Ram’s 10th death anniversary.. “It is likely that for the same purpose, he (Modi) might come to UP for Diwali as well. Taking the loss of the Uri martyrs’ families into account, BJP should have celebrated

Dussehra and Diwali with sobreity and simplicity,” she said. “The BJP has been forced to bring Modi to Dussehra mela in Lucknow so that he can put forth his views at a religious congregation,” she said.

Mocking the saffron party, she said BJP might be forced to bring in film actors to garner crowds in future. Crowds alone do not translate into votes, she added. Prime Minister Modi is scheduled to visit Lucknow and attend Dussehra festivities at the historic Aishbagh Ramlila ground on October 11.

Call centres raided over duping of US citizens cases THANE, Oct 9 (PTI): Four more call centres in Mira Road here were raided and one person arrested, days after police swooped on three other call centres for allegedly conning American nationals by posing as US taxmen, police said today.

The crime branch officials raided the four call centres yesterday and arrested one person, but his identity was not revealed as it may affect probe in the case. While police could not nab the owners and employees as the call centres were found deserted, around 250 computers were seized out of which 100 had no hard disks.

A police team has also gone to Gujarat to nab the kingpin of the racket, they said. During the raids conducted last week at three call centres, 70 persons were arrested, and another 630 people booked under IPC sections 384 (extortion), 419 (cheating by impersonation), 420 (cheating) and under relevant sections of the IT Act and Indian Telegraph Act, police said. The callers used to make calls to people in the US and speak to them in American accent by posing as officials of US Internal Revenue Service.

NEW DELHI, OCT 9 (IANS): A deadly surgical strike by the Indian Army in Pakistani territory in 2011 left at least eight Pakistani soldiers dead, with three of them decapitated, a report published on Sunday said.

Details regarding the titfor-tat attack that took place in the summer of 2011 have come out amid heightened India-Pakistan tensions marked by an Indian surgical strike on September 29.

The Hindu newspaper citing confidential official documents, video and photographic evidences said India and Pakistan carried out “two of the bloodiest cross-border surgical strikes” killing 13 soldiers.

Five of the slain soldiers were decapitated. The Pakistani soldiers took away the heads of two Indian soldiers and left behind a third badly wounded who died in hospital, the daily said.

In the revenge attack, Indian soldiers brought back heads of three Pakistani soldiers, the Hindu said.

Maj. Gen. (retired) S.K. Chakravorty, who planned and executed the operation as the chief of Kupwara-based 28 Division, confirmed the Indian raid but refused to dis-

cuss details. According to the newspaper, Pakistani raiders struck a remote army post in Gugaldhar in Kupwara district in Jammu and Kashmir on July 30, 2011.

The attackers returned with the heads of Havildar Jaipal Singh Adhikari and Lance Naik Devender Singh of 20 Kumaon. A soldier of the 19 Rajput, who reported the attack, died in a hospital.

In revenge, the Indian Army planned “Operation Ginger” -- which, the daily said, turned out to be one of the deadliest cross-border raids across the LoC. The Indian operation was planned to precision. Seven reconnaissance - physical and air surveillance mounted on UAV - missions were carried out to identify vulnerable Pakistani army posts.

The mission was finalized to spring an ambush on Police Chowki to inflict maximum casualty.

Finally, the Indian troops launched the covert operation on August 30, 2011.

About 25 soldiers, mainly Para Commandos, crossed the LoC stealthily. They planted claymore mines around the strike area.

Four Pakistani soldiers,

led by a Junior Commissioned Officer, walked into the ambush. Mines were detonated, grenades lobbed and they were fired at.

One Pakistani soldier fell into a stream that ran below.

Indian soldiers chopped off the heads of the other three dead soldiers and also took away their rank insignias, weapons and other personal items.

The commandos then planted pressure IED’s beneath one of the bodies, primed to explode when anyone attempted to lift it.

Two more Pakistani soldiers rushed in after hearing the explosions. They were killed by a second Indian team waiting near the ambush site.

Two other Pakistani army men tried to trap the second team. But a third Indian team covering them killed the Pakistanis, the daily said.

While the Indian soldiers were retreating, another group of Pakistani soldiers were spotted moving towards the ambush site. Soon they heard loud blasts, indicating the concealed IEDs had exploded, the report said.

According to Indian assessment, at least two to three more Pakistani soldiers were fatally injured in that blast.

Chennai, Oct 9 (PTI): Political leaders, including Puducherry Chief Minister V Narayanasamy, today visited the Apollo Hospital to enquire about the condition of Chief Minister J Jayalalithaa even as special prayers were held for her good health across Tamil Nadu.

“I pray to the Almighty that she recovers fully and get back to her routine. I am fully confident that she will recover soon,” Narayanasamy told reporters after visiting the hospital.

Tamil Maanila Congress chief G K Vasan also visited the hospital where Jayalalithaa is undergoing treatment since September 22. He said she is being given specialised medical care. He met the director of the hospital and interacted with doctors, state ministers and was told that she is improving.

“Our best wishes to Chief Minister Jayalalithaa for a speedy recovery. We wish on behalf of Tamil Maanila Congress that she should resume her work for the people,” he said. CPI leader and Rajya Sabha MP D Raja said he spoke to doctors and AIADMK leaders present at the hospital and expressed his party’s wishes for her early recovery.

Deprived and ignored

N

agaland has missed out on several institutions such as central medical college (expected since the eighties (80s) which went to states like Manipur and Meghalaya; agriculture university (expected in the late 90s), but which subsequently went to Manipur and the Indian Institute of Mass Communication (IIMC) which went to Mizoram.

Manipur got two medical institutes –RIMS(central) and JNIMS (state) besides other private institutes.

Nagaland was also deprived of having the ONGC office in Dimapur which was shifted to Jorhat during the later part of 1990s just because one miscreant threatened the director (a retired brigadier) whereas, in Assam, ONGC employees were targeted by militants and offices and pipelines blasted. The Zonal office of SBI, was established in Dimapur in 1991 but subsequently shifted to Jorhat in 2013.

Jorhat has two zonal offices including Jorhat South for Nagaland. On the pretext that Dimapur zone did not have required branches, Jorhat South was created and Nagaland clubbed with four districts of Assam. Would it have been illegal if Nagaland and the four districts were clubbed under Dimapur zonal office, that befits Nagaland state since SBI officials deal with highest state level authorities. When proposal for SBI Zonal office Dimapur was made, it was reported that SBI union(s) in Manipur objected to being under Dimapur. However, when it came to the Veterinary College Jalukie, there was no objection in placing it under Manipur Agriculture University. The Northeastern Frontier Railways(NFR)with headquarters at Maligaon, Guwahati, has been biased against Dimapur on several occasions. First, despite Dimapur railway station contributing the second highest revenue to the NFR, the authorities at Maligaon are least bothered about improving the travel facilities. There are forty trains from Tinsukia and Dibrugarh which pass through Dimapur but except for the Nagaland Express, travellers from Dimapur face continual problems in getting seats for journeys beyond Guwahati. There are only two passenger platforms in Dimapur railway station and one of them, platform No.2 has not roof for several decades. Passengers who either entrain or detrain from the particular platform have to face not only the vicissitudes of weather, but the fact that there is no lighting over the platform. The NFR authorities had also transformed the Guwahati-Dimapur Jan Shatabdi introduced in 1996 into Guwahati-Jorhat Jan Shatabdi. The Jan Shatabdi train had been introduced with the objective of connecting state capitals. Though Dimapur is not the capital, yet it was connected with Guwahati as it is the only railhead of Nagaland. Next NFR authorities have transferred the court from office of the magistrate at Dimapur to Tinsukia where all cases are tried. Adding insult to injury, it was also alleged that some lawyers at Tinsukia don’t allow lawyers of Dimapur from appearing in court to take up cases. The matter does not end there but goes further when NFR has decided to transfer Dimapur railway station from Lumding Division (65 Kms away from Dimapur) to Tinsukia Division (around 266 Kms away from Dimapur). It may be repeated that Dimapur railway station towers much above both Lumding and Tinsukia in terms of revenue earning but it has always been given the least attention not befitting its contributions. Based on this merit alone, Dimapur deserves to be a Divisional Headquarter and having at least ten(10) long distance trains introduced out of the 40 running through the route. Being deprived on several occasions is a manifestation of lack of clarity and lack among the people and their government.

Measure every kind of experience you have by our Lord Himself. We cannot do anything pleasing to God unless we deliberately build on the foundation of the atonement by the Cross of Christ.

The atonement of Jesus must be exhibited in practical, unassuming ways in my life. Every time I obey, the absolute deity of God is on my side, so that the grace of God and my natural obedience are in perfect agreement.

Obedience means that I have completely placed my trust in the atonement, and my obedience is immediately met by the delight of the supernatural grace of God. Beware of the human holiness that denies the reality of the natural life— it is a fraud. Continually bring yourself to the trial or test of the atonement and ask, “Where is the discernment of the atonement in this, and in that?”

Cut on govt litigation may save over Rs 30 lakh crore T he government departments must cease to be a compulsive litigant. The easy approach, “let the court decide” must be eschewed and condemned.

The approach has a high financial cost, leads to pendency of cases and demoralization of the staff. The employees at different levels are also fighting legal battles with the government, in most cases for arbitrary or biased decisions. In many cases, the employees are told to go to court to seek redressal or even reinstatement.

These in most cases could be done by a judicious and sympathetic approach at the top. But the approach in most cases is “to teach a lesson” or avoid taking a decision. The perpetrator, a high official, goes scot free and even gets cushy re-employment after their retirement but the employees continue to suffer for life in terms of financial cost and demotivation.

Since 1985, up to September, 2010 a total of 566,706 cases have been filed in the CAT, according to official data.

The Modi government as per a cabinet secretary note has called for curbing litigation.

The Supreme Court has passed

severe strictures against staterun corporations fighting long battles with each other “at the cost of taxpayers”.

How much is the cost of such litigations? There is no exact estimate as different departments spend it and it is not easy to compile such data. Besides, each individual employee also spends a ton in terms of fees for lawyers, courts and other expenses. Even the US government finds it difficult to assess the costs but says it is huge. A US Government Accountability Office (GAO) investigation report of Spetember 8, 2016 says the cost of lawsuits against the federal government where the plaintiffs win “cannot be fully determined” because not all federal agencies track their legal expenses.

In India, such cases, not only by central government departments and employees but also state governments and their employees, certainly costs the nation Rs 50 lakh crore to Rs 1 trillion rupees – all taxpayers’ money. Even at the minimum the government everyday spends lakhs of rupees on counsel fees that ranges from Rs 9,000 to Rs 13,500 a day, plus many other expenses ranging from Rs 900 to Rs 3000 a day plus pocket expenses. In

Children and environmental pollution

ccording to a WHO study carried out in 23 countries, more than 10 percent of deaths are due to unsafe water and indoor air pollution, particularly from solid fuel used for cooking.

Children make up almost half the population of developing countries. Most of the deaths are among children under five, and are attributable mainly to intestinal and respiratory infections. People living in industrialized countries are also affected by environmental factors such as pollution, occupational factors, ultraviolet radiation, and climate and ecosystem changes.

The integrity of the global environment is being increasingly compromised by the deterioration of the atmospheric ozone layer and an ever-higher concentration of gases responsible for the greenhouse effect.

To the degree that these factors intensify, the health of populations will be seriously affected.

Environmental factors affect children’s health from the time of conception and intrauterine development through infancy and adolescence. These factors can even exert an influence prior to conception, since both ovules and sperm can be damaged by radiation and chemical contaminants.

Interventions both at the community and the national level can significantly improve the environment, including promotion of safe-water treatment and storage, and the reduction of air pollution. The last measure by itself could save almost a million lives a year.

A series of measures being taken at the local level are having a significant impact on

improving the environment.

These projects have helped garbage collectors break the cycle of exploitation and receive proper compensation for their work. In addition, she has organized girls from the community in reviving the most ancient of Egyptian crafts, weaving on a handloom using discarded cotton remnants and using the profits for improving their education and providing them with a livelihood.

In the countries in the Americas, an outstanding series of environmental activities are carried out by Ecoclubs, nongovernmental organizations made up basically of children and adolescents who coordinate their activities through several community institutions.

Children, in particular, increased their awareness about the environment and their role in improving it. The planning, design, monitoring and management of the physical environment have proven to be an ideal terrain for children’s inputs and participation.

Such initiatives are taking place worldwide with the aim of improving the environment and, as a result, people’s health. Anti-Christian activities flared up from Gujarat BJP Government. They started burning Holy Bibles, raping nuns, burning Church buildings, persecuting pastors by way of parading them on donkeys with half shaved heads and Christian schools closed. Christian sanctified days are engaged as working days. After the BJP Government came to power, they have declared Christmas Day as Good Governance Day and Good Friday as Judges’ Conference day. Now they want to disturb the sacred festivities of Christians and let people forget Christmas and New Year Holy days in times to come by changing the financial year ending to the month of December from what is presently conducted in March. People will have no time to celebrate the festival and Holy days. BJP is also changing the syllabus of Schools and Universities. Hindi and Sanskrit are compulsory in Schools and they intent to enforce in Universities also.

The BJP Government is working very hard to change the nation to Hinduism. HRD Minister is working hard to brainwash the new generations by enforcing syllabus.

Evidences against BJP and its frontal organizations: Dara Singh is a Bajrang Dal member who was convicted for leading the religious mob that murdered Australian Christian missionary Graham Staines and his two sons, Philip (aged 10) and Timothy (aged 6)

on 22nd January 1999. Bajrang Dal is a frontal wing of VHP, member of the RSS - the soul of BJP. India’s Freedom of Religion Acts, which are referred to as anti-conversion laws, are supposed to curb religious conversions made by “force,” “fraud” or “allurement”. But Hindu nationalists are invoking them to harass Christian workers with spurious arrests and incarcerations even for conversions generally.

Vishva Hindu Parishad (VHP), Bajrang Dal, and Rashtriya Swayamsevak Sangh (the sister organizations of BJP) are the most accused Hindu organizations for violence against Christians in India. Sangh Parivar and local media were involved in promoting antiChristian propaganda in Gujarat. The National Commission for Minorities has stated that the State governments ruled by the Bharatiya Janata Party and its allies provided support to the perpetrators.

In light of Anti-Christian violence in Karnataka during 2008 by Bajrang Dal activists, the National Commission for Minorities had accused the Karnataka government of serious lapses in handling the situation. They were found directly responsible for allowing the violence to spread, and claimed the police failed to solve the issue effectively as the violence continued. They also clarified that there were no reported complaints of forced conversions registered in the state. During the violence, waves of attacks were directed against Christian Churches and prayer halls.

On 13 October 2008, the National Integration Council

of India called a special meeting chaired by Dr. Manmohan Singh, then Prime Minister of India and raised the voice against spreading anti-Christian violence in India. The Prime minister strongly condemned the violence supported by the hands of Hindu militant organizations such as Bajrang Dal, VHP etc. The prime minister had earlier publicly admitted that the ongoing violence against the Christian communities was a matter of great “national shame”.

On 12 October 2008, Pope Benedict XVI criticized the continuing Anti-Christian violence in India. On 28 October, the Vatican called upon the memory of Mahatma Gandhi for an end to the religious violence. In a written address to Hindus, the Vatican office said Christian and Hindu leaders needed to foster a belief in non-violence among followers.

Although the Mahatma had been very strong in his opposition to conversion, he had always denounced violence as an appropriate response.

Today even Raj Bhavan Kohima has done away with invocation prayers that was customary in the past. There is nothing to reflect freedom of religion in the whole of State programs. Excepting National anthem which is customary, nothing more brings joy in the functions.

To cite incidents individually will only consume space but it is common knowledge that anti-Christian activities exhibited by BJP have been seen and reacted to, by the world.

The Nagaland Assembly is wonderfully without any Opposition; all the countless independent Parties of the State have united into a single mutually feared Pact of self-seeking United Voice and this ‘facade of Democracy’ is extolled as a great sign of democratic Unity! What a difficult Idea to accept?

So much was the mutually feared friendship inside the Assembly that none of them had

the courage to ask any questions pertaining to the Subject under the other friend. No wonder, the Businesses of the August House finished in a single just one 15 minutes Session.

Surprisingly even the Sonia Congress supported its adversary Government in the State in the unreasonable recognition of the Non-Indigenous as ‘Indigenous of Nagaland’! Certainly, something strange has bewitched Nagaland!

And all the Members support the Indo-NSCN political Accord the Public has no knowledge of even the Principal Points of the Accord! True, the discussion must continue but what kind of Leaders and Public in their sound mind would sign a blind Cheque?

Certainly something is amiss in the Politics of Nagaland. Reality and Conviction are buried.

The American Missionaries sacrificed their life in bringing the Words to Nagaland, but Nagaland accepted the Words without Conviction or the Holy Spirit, perhaps which is why the Courage of the Holy Spirit and the Conviction of Reality lack in Nagaland.

They talk high of regionalism but have lost regional character altogether.

Some have joined BJP, thinking it will rule in the centre for at least two terms or more and that they will flood money. Their calculation is wrong. They do not have a heart for a Christian State.

Modiji and Vajpayeeji cannot be compared. Vajpayee was respected by even the Opposition for his standings. Modi makes hollow promises and blames Congress for his difficulties in implementation. He is a good orator and is capable of fooling innocents but he cannot fool the intellectuals. In 2015, the world has seen the protest in India by intellectuals over growing intolerance of Hindu elements and the BJP Government’s inaction, which has left its mark on the history of India.

by May 2019.

One must also not forget that the BJP is the RSS’s brainchild. It is the RSS’s political wing. BJP submits its progress card to RSS Kanpur HQ. It functions under the directive of RSS HQ. And we all know RSS was founded by Dr. Keshav Baliram Hedgewar, who believed in the principle of the rule by 80% Hindu racial purity.

Why so silent?

Sir,

The demand to constitute CBI probe into the fuel adulteration issue has gained currency with organizations and individuals from all quarters lending voice to the demand.

Popular opinion on the issue indicates a thundering support to the demand.

The raison d’être behind the demand, I feel, is justified for many reasons.

It is justified because the knee-jerk reaction of the government in booking the culprit was lamentable- most Nagas feel that justice is yet to be delivered on the issue. Subsequent state-wide agitations post expose of the racket also failed to garb the government’s attention.

So far the government is yet to assuage the sentiments of its people.

The government is not doing itself any good by choosing to remain silent on an issue of such magnitude.

It should view the demand not merely as a demand for CBI probe but a demand for justice.

Also, bringing in the CBI would suggest incompetence on the part of the state law enforcement agencies. However, given the sensitivity of the issue, a thorough probe by an unbiased agency would be much appreciated by the people.

Therefore, it is my earnest appeal to the government to, for once, take a stand and address the grievances of the people and put an end to the issue.

In a press note by chairman, Vichutho Nyusou altogether 42 children and 2 pregnant women attended the camp.

All necessary immunization for the children and nutritional intake were provided for the day. Meluri Block ASHA co-ordinator and 3 ASHA workers of Meluri village assisted the proceedings.

Earlier, Meluri Lady Health Visitor (LHV) highlighted the importance of regular immunization and the necessity for maintaining nutritional diet to the children specially to (1-5) year old and pregnant women.

New Delhi, Oct 9 (PTI): The Commerce Ministry has suggested to its finance counterpart that the exemptions given to exporters should continue under the new indirect tax regime, GST. The proposed procedure of paying taxes and then claiming the refunds by exporters under the Goods and Services Tax (GST) would cause hardships for them, said an official.

A substantial amount of working capital would be locked in the process of paying duties and then taking refunds, he explained. The ministry also wants that the distinction between the domestic tariff area and special economic zones should be maintained under the new regime.

The Finance Ministry, however, is of the view that the taxes should be paid in the first place but those exporters who are entitled to exemptions could take refunds, another official said. Exporters on their part argue that locking of the working capital amount would hurt exports.

“Export sector is worried with the implication of GST on exports,” Federation of Indian Export Organisations (FIEO) Director General Ajay Sahai said. FIEO has raised several issues for the consideration of the GST Council so that the facilities currently availed by the sector continue as exports face competition from countries where the transaction cost is much lower.

MUMBAI, Oct 9 (PTI): Leading stock exchange BSE is likely to roll out the paperless SIP facility for mutual fund investors by this month-end, a move that will drastically cut the registration time and also allow subscribers to transact through different payment modes including net banking.

As there will be no requirements of filling physical forms under the new facility, the chances of errors that presently result in rejection of many applications will also not exist.

At present, the paperless SIP (systematic investment plans) facility has been made available in simulation environment and will be made live tentatively by Diwali, the BSE spokesperson told PTI. The new feature, which would be available through BSE StAR MF, would allow mutual fund distributors to register SIPs for their clients, who can pay SIP amounts through various modes including net banking.

New Delhi, Oct 9 (PTI): The Centre will notify the rules of the Real Estate Act soon, moving another step toward operationalising the legislation which seeks to regulate the housing sector, bring transparency and help protect consumer interests.

The Ministry of Housing and Urban Poverty Alleviation (HUPA), which is responsible for making such rules for Union Territories without legislature, is likely to notify them within 10 days, a spokesperson said.

After incorporating suggestions from public, the ministry has referred the draft rules to the Ministry of Law and Justice for vetting.

Senior officials of both the ministries will meet tomorrow for finalising the draft notification, the spokesperson said.

As per a notification issued in April this year, real estate rules were to be notified by October 31 this year or within six months of the Act coming into force. The ministry’s April notification brought into effect 69 of the 82 sections of the Act from May 1 this year.

Real estate rules to be notified by the Ministry of HUPA are applicable to Union Territories of Andaman & Nicobar Islands, Chandigarh, Dadra and Nagar Haveli, Daman & Diu and Lakshadweep.

Washington, Oct 9 (PTI): India has warned about the risks of low and negative interest rates and “significant loan impairments” in the banking system to the global financial stability and called for “delevaraging” balance sheets to spur growth.

“Disorderly deleveraging of private debt could also impact growth. In order to guard against these risks, policy frameworks would have to be strengthened by accumulating buffers and deleveraging balance sheets,” Finance Minister Arun Jaitley said at the annual fall meeting of the IMF and the World Bank. “Gains from product and labour market reforms and strengthening of risk management practices to address balance sheet vulnerabilities would be helpful in further enhancing resilience,” he said. In his address, Jaitley said global financial stability appears to have improved with easing external financing conditions and some recovery in commodity prices.

New York, Oct 9 (PTI): With less than a month to go, the most unconventional US presidential election has entered its final leg after a complex and lengthy selection process in the world’s oldest democracy that differs immensely from how leaders are elected in India, which is the largest democracy.

The electoral fight between Republican Donald Trump and Democrat Hillary Clinton has captured international attention, with American media describing the heated 2016 presidential election as the most unconventional in the country’s history.

Both candidates have set records for unpopularity and have emerged as the most hated US presidential hopefuls ever. For instance, a Pew poll conducted last month showed widespread disenchantment towards this year’s presidential contest among American voters.

According to the poll, as many as 57 per cent of voters said they are frustrated and 55 per cent said they were disgusted with the campaign, dwarfing 31 per cent who said they are interested, 15 per cent who said they are optimistic and 10 per cent who said they are excited for the November 8 showdown.

Traditionally, a fair number of supporters on either side express negative opinions about the other party’s candidate, but the latest poll found that a majority of voters express negative feelings about both leading candidates, the blistering negativity bruising

both candidates.

This presidential election saw a campaign in which sober policy discussion has been drowned by personal insults and base offensives.

Both Clinton and Trump are among the oldest general election candidates in US history. If Trump wins the election, it will make him the oldest newly-elected president in US history – Ronald Reagan was just about 70 years old when he was elected to office in 1981. If Clinton wins, it will make her, at 69, the second oldest behind Reagan.

Leading think-tank the Council on Foreign Relations (CFR) described the presidential nominating process in the US as “one of the most complex, lengthy, and expensive in the world�.

Several candidates jump in the fray almost a year before the primaries and begin their campaigning informally in early- voting states like Iowa and New Hampshire.

The series of presidential primary elections and caucuses took place between February and June 2016, staggered among the 50 states, the District of Columbia and US territories. This nominating process was also an indirect election, where voters cast ballots for a slate of delegates to a political party’s nominating convention, who in turn, elect their party’s presidential nominee. This year, the Republican field began with a long list of 17 candidates, including Indianorigin Louisiana governor Bobby Jindal, New Jersey Governor Chris Christie and

former Florida governor Jeb Bush. The Democratic field, on the other hand, was not as crowded, with just Hilllary Clinton and Senator Bernie Sanders in the race.

CFR explained that at stake in the primary and caucus are a certain number of delegates, or individuals who represent their states at national party conventions.

After the primaries and caucuses, most political parties hold national conventions to finalise their choice for their presidential and vice presidential nominees.

The candidate who accumulates a majority of his or her party’s delegates during the months-long process wins the nomination. In 2016, the Democratic candidate had to secure at least 2,382 out of 4,763 delegates to become the party’s nominee while the Republican candidate had to secure at least 1,237 out of 2,472 delegates.

Tr ump officially accepted the Republican party’s nomination on July 22. Clinton, the former secretary of state, was officially nominated on July 26 at the Democratic Convention.

Voters will now select presidential electors, who in turn, will vote for the new president and vice president on November 8 through the Electoral College. Electors are apportioned to each of the 50 states as well as to the District of Columbia (also known as Washington, DC).

The number of electors in each state is equal to the number of members of Congress to which the state is entitled, while the 23rd Amendment grants the District of Columbia the same number of electors as the least populous state, currently three.

Therefore, in total, there are currently 538 electors, corresponding to the 435 members of the House of Representatives and 100 senators, plus the three additional electors from the District of Columbia.

tire southern coast - driving the sea inland and flattening homes with winds of up to 230km/h (145mph) and torrential rain.

Kigali, Oct 9 (PTI): India has come up with a surprise proposal to increase the ambition of developed and developing countries to tackle the menace of Hydroflurocarbons, amid intense efforts by negotiators from nealy 200 countries here to strike a deal to phasedown the harmful refrigerant gas. At the Open Ended Working Group meeting at the Kigali Convention Centre yesterday, India agreed to consider an early baseline year for bringing down HFC consumption, provided developed countries agree to an early “freeze year� and drastically reduce the consumption of the climate-damaging greenhouse gas. However, the proposal has not yet received favourable response from the developed countries. The baseline is the maximum quantity of Hydroflurocarbons (HFCs) that a country can consume in a year. Freeze year is the year in which the baseline consumption has to be reached. After that, countries have to start reducing HFC consumption from baseline. Manoj Kumar Singh, Joint Secretary at the Ministry of Environment and Forests (MoEF) and lead Indian negotiator, said India has proposed developed countries to freeze their HFC consumption by 2016 and reduce it to 70 per cent by 2026 or 2027. “We have requested a steeper reduction from the developed countries but there is no change in their position,� he said about the developments unfolding ahead of the 28th Meeting of the Parties to the Montreal Protocol, taking place in Rwanda between October 10-14.

Yemen air strikes killed 140: McGoldrick United Nations (US), Oct 9 (AFP): More than 140 people were killed and more than 525 injured when air strikes hit a funeral ceremony in Yemen, a United Nations official said, with Huthi rebels blaming the attack on the Saudi-led coalition.

The UN humanitarian coordinator in Yemen, Jamie McGoldrick, said aid workers were “shocked and outraged� by the attacks that hit a community hall in the capital Sanaa where mourners had gathered. “Initial reports from health officials in Sanaa indicate that over 140 people were killed and over 525 injured,� he said in a statement yesterday.

The UN aid official called for an immediate investigation and said the international community must exert pressure to ensure civilians are protected. “This violence against civilians in Yemen must stop immediately,� said McGoldrick. One of the Arab world’s poorest countries, Yemen slid deeper into chaos when the Saudi-led coalition launched its air war in March 2015 to push back Huthi rebels and their allies who still hold the capital.

Nagaland was further represented by different attires from the region in the cultural ramp walk. The Naga group also performed a folk song and a skit to showcase how the Naga tribes have strived harmoniously with nature and other communities from days of yore. It also told of the family institution in an older typical Naga family where the youth would go out for hunting and the women stayed back and awaited the men, while preparing for their welcome with food and household comforts.

After the event, many of awed audiences expressed their excitement to visit the North-Eastern states and successfully brought communities closer.

Indore, Oct 9 (PTI): Indian skipper Virat Kohli hammered a listless New Zealand attack with a superlative double hundred as the hosts piled up a mammoth 557 for five on the second day of the third cricket Test here.

Kohli stroked his way to a career-best 211 and was brilliantly supported by Ajinkya Rahane, who also notched up his highest score of 188 as the home team gained a clear upperhand on a pitch that will only get difficult to bat with passage of time.

At stumps, New Zealand were 28 for no loss with Martin Guptill (17 batting) and Tom Latham (6 batting) at the crease.

Kohli struck 20 hits to the fence while Rahane was equally dominant in his in-

Radwanska beats Konta to win China Open

Beijing, Oct 9 (Agencies): Johanna Konta missed out on a second WTA singles title of the year after being beaten in straight sets by Agnieszka Radwanska in the final of the China Open in Beijing on Sunday.

Radwanska won the event for the second time in her career with a 6-4 6-2 triumph over the British No 1 in 95 minutes.

Despite the defeat, Konta will become the first British woman since Jo Durie in 1984 to enter the top 10 in the world when the rankings are updated on Monday.

Dynamos hold Blasters 0-0 in ISL

Kochi, Oct 9 (PTI): Kerala Blasters secured their first point in the Hero Indian Super League after playing out a goalless draw at the Jawaharlal Nehru Stadium here Sunday.

Kerala Blasters lost their first two matches with narrow margins.

Against Delhi Dynamos, cheered by a capacity crowd again, the home team had their

chances to kill the game but for the third successive match, their strikers drew a blank.

Delhi Dynamos were nowhere close to the dazzling performance from their opening match when they upset defending champions Chennaiyin FC. They were the second-best side for long spells and never really had clear chances to grab their second successive victory.

Kerala Blasters manager Steve Coppell opted to start with three foreign players up front, handing Michael Chopra his first start of the season. The former Newcastle striker was accommodated after the home team opted for an Indian goalkeeper in Sandip Nandy, and the choice to have more foreign power upfront did not surprise anyone.

Chopra was determined to not just open his account in this edition of ISL but also of his team. The England striker moved quickly, got into open spaces but remained unsuccessful all night.

It was Chopra who was presented with the best chance of the first half and probably the match just seconds before the breather. Chopra received a long ball from his own half which evaded the entire Delhi defence. He was one-on-one with the goalkeeper but the narrow angle meant Delhi goalkeeper Doblas was able to get his hand to the ball and parry the danger away.

surprisingly subdued. Coming into this game on the back of an entertaining win over Chennaiyin FC, Delhi were expected to hit the ground running. MDSC to host motor rally on December 14-15 MOKOKCHUNG, OCT 9 (NPN): The Mokokchung District Sports Council (MDSC) would host a motor rally on December 14 and 15 to commemorate ‘Nagaland Autumn Rally’ held in 1991.

held in Nagaland in October 1991. The rally was flagged off from the state Capital Kohima – Kiphire – Tuensang – Mokokchung – Chozuba – Kohima and culminated at Mokokchung. The 2nd edition was held in 1992 to commemorate 35 years of

Nagaland statehood. Since then, MDSC has organized Discover Mokokchung 2006, and three editions of Tour De Hills in 2008, 2009 and 2015, he added. Mokokchung District Sports Council (MDSC) was established on February 16, 1979.
