GENEVA, OCT 5 (AP): The head of emergencies at the World Health Organization said Monday its “best estimates” indicate that roughly 1 in 10 people worldwide may have been infected by the coronavirus — more than 20 times the number of confirmed cases — and warned of a difficult period ahead. Dr Michael Ryan, speaking to a special session of the WHO’s 34-member executive board focusing on COVID-19, said the figures vary from urban to rural, and between different groups, but that ultimately it means “the vast majority of the world remains at risk.” He said the pandemic would continue to evolve, but that tools exist to suppress transmission and save lives. “Many deaths have been averted and many more lives can be protected,” Ryan said. Govt guidelines for reopening of schools

New Delhi, Oct 5 (PTI): The Education ministry released guidelines on Monday for the reopening of schools, including for a thorough cleaning and disinfection of the premises, flexibility in attendance, no assessment for up to three weeks and ensuring a smooth transition from home-based schooling during the coronavirus-induced lockdown to formal schooling.

DIMAPUR, OCT 5 (NPN): Nagaland on Monday reported 42 fresh COVID-19 positive cases-- 30 in Dimapur, 8 in Mon and 4 in Kohima, taking the tally to 6594 cases. As per the severity of symptoms, 1108 active cases were asymptomatic, 34 mild, 6 moderate and 1 severe. Further, out of 6594 positive cases, the distribution across various categories of people include 3118 cases from the armed forces/police, 1525 returnees, 1597 traced contacts

and 354 frontline workers.

India’s COVID cases breach 66L mark

PTI: India’s COVID-19 caseload went past 66 lakh, while the number of people who have recuperated from the disease surged to 55,86,703, Health Ministry stated on Monday. The total cases mounted to 66,23,815 with 74,442 people testing positive for the infection in a day, while the death toll climbed to 1,02,685.

The researchers found that most birds, fish, and reptiles do not appear to be at risk of infection, but the majority of the mammals they reviewed could potentially be infected. They predict possible infection in domestic cats, dogs, mink, lions, and tigers, all of which have had reported cases, as well as ferrets and macaques, which have been infected in laboratory studies, according to the study published in the journal Scientific Reports. “We wanted to look beyond just the animals that had been studied experimentally, to see which animals might be at risk of infection..,” said lead author Christine Orengo, Professor at University College London. “The animals we identified may be at risk of outbreaks that could threaten endangered species or harm the livelihoods of farmers. The animals might also act as reservoirs of the virus, with the potential to re-infect humans later on, as has been documented on

This was informed to Nagaland Post by Sand Stockists and Suppliers’ Union Dimapur general secretary Vikugha Chophi. Along with Sand Stockists and Suppliers’ Union Chumoukedima, he said SSSUD held a meeting with Sand Mahaldar and Suppliers’ Association, Karbi Anglong and Sand Stone Mahaldars’ Welfare Association, Karbi Anglong during the day during which SMSA decided to lift the ban on sand and also fixed the price of sand to Rs. 42 per cubic foot. Chophi said during the meeting the unions and associations resolved to work hand in hand in letter and spirit for smooth operation of the sand business.

In a joint statement, NSF president Ninoto Awomi and ENSF president Sepili L Sangtam have, however, informed that vehicles on duty for medical services, administration & police, fire & emergency services would be exempted from the purview of the agitation. Rhino horn case: Disclose identity of culprit, says Ex-PAN DIMAPUR, OCT 5 (NPN): Reacting to a report about a piece of Rhino horn being allegedly sold to a former MLA from Nagaland by a certain smuggler from Assam, Ex-Parliamentarian’s Association of Nagaland (Ex-PAN) said nondisclosure of the identity of the ex-MLA or the culprit has implicated the entire community of the former legislators in the State. Reacting to the Times of India (Jorhat based) news item, which was also published in local media October 2, Ex-PAN asserted that neither the concerned administrative authorities nor the news portal responsible for publication of the news item had the right to tarnish the image of former legislators. In a rejoinder, the association president Joshua Sumi said as the news portal did not divulge the name of the buyer of the prohibited item, the report about the illegal trade between the smuggler and the alleged ex-MLA from Nagaland could be correct or false. GNF appeals NPGs to uphold ‘non-negotiable’ political rights DIMAPUR, OCT 5 (NPN): Global Forum of Nagas (GNF) in an appeal letter addressed to the yaruiwo of NCSCN (I-M) and convener of WC of NNPGs, impressed upon the leaders and the Naga political groups, to reconcile for “unity in a common purpose” through dialogue, mutual respect, trust and accommodative spirit in order to create a “harmonious future collectively” to avoid return of violence while seeking political solution. In a letter signed by 45 Nagas from across India and abroad, GNF emphasised upon the leaders representing various NPGs, that unity was not the same as uniformity. GNF stated that uniformity is imposing one’s will on others and not giving space for negotiation and compromise. Further, assert-

ing that flag and constitution formed the heart and soul of Naga identity, their unique history and situation as duly acknowledged by GoI, GNF said that the matter required deft handling and tenacity in approach so as to arrive at an acceptable position between the two negotiating parties. They also said that acknowledgement of the distinct identity of Nagas by Centre must be “translated into action and protected by a separate Naga passport and visa regime”. Without this, they reasoned that “our distinct identity” would be but a lip service. Study on local garlic at Yisemyong

DIMAPUR: State Agriculture Research Station (SARS) Yisemyong, department of Agriculture has been conducting the study, “effect of different manures and fertilizers on growth and yield of local garlic”, since 2018 every rabi season. A press release by joint director, Agriculture, SARS, Temsuinla Jamir stated that the study was conducted with an objective to promote integrated plant nutrient management system in garlic in order to maintain soil health, enhancing soil fertility and productivity. Manures/fertilizers used in the study were nitrogen: phosphorus: potassium (NPK), wood ash & vermicompost, wood ash & annapurna (organic fert.), wood ash & pig manure, wood ash & vermiwash and 1 litre of vermiwash mixed

The aim of NADCP is to control FMD by 2025 with vaccination and its eventual eradication by 2030. He sought cooperation and help of all villagers for the programme. Earlier, the programme was launched by vaccinating a cow with tFMD vaccine at the Samzuiram Village Council hall, chief veterinary officer, Peren, Dr. H. Toluvi Ayemi chaired the programme and deputy chief veterinary officer, Dr. Namsui Thou proposed vote of thanks. Dr. Eyekhweshe Kepfoh, Dr. Asalie, Dr Yovino Mekro, Dr. Suilube and

other staff members of the department and villagers were also present. Meanwhile, Nagaland along with the rest of the states has launched the foot & mouth disease – Mukt Bharat under National Animal Disease Control Programme (NADCP) which was approved by the union cabinet on May 31, 2019 as a new central sector scheme aimed to fully eradicate foot & mouth disease by 2025. According to DIPR report, programme is the vision of prime minister, Narendra Modi to declare India freedom from foot

& mouth disease so that livestock are made more remunerative in terms of milk and its by products. Under this programme, vaccination on FMD is to be carried out in mission mode in all susceptible animals followed by traceability through ear tagging using Unique Identification Number (UID) and subsequent uploading in the NADCP portal. Department of Animal Husbandry & Veterinary Services under the aegis of the Nagaland Livestock Development Board (NLDB), Lerie, Kohima along with the rest of the districts officially launched the programme by director, AH & Veterinary Services, Dr. Budhi Lama on October 5 by tagging, vaccination, serum collection & successfully uploading in the portal. This activity shall continue in the state for another 45 days as a part of synchronised vaccination with sister states of NER. Department of AH & Veterinary Services has appealed to all the villages/towns/wards etc to cooperate in the process of vaccination for the success of the programme in the state.

DIMAPUR: Webinars and online competitions on various issues were conducted by colleges, schools, student bodies and administration. DGC: State level webinar under the topic “Mother tongue as a medium of instruction: Implementation and Implications vis-à-vis National Education Policy 2020” was organised by department of English, Dimapur Government College (DGC), on October 3, with associate professor & head of Tenyidie, NU, Dr. Mimi Kevichusa Ezung, and principal, C-Edge College, Dimapur, Dr. Chubatola Aier, as the resource persons. A press release by DGC publicity and media cell, stated that in the first session, Dr. Ezung presented on the topic, “Multilingualism in Nagaland: Meeting the challenges vis-à-vis the NEP 2020”. Highlighting the recommendation in the new education policy for “home language/mother tongue/local language” to be medium of instruction till grade 8 and even beyond, the speaker outlined the gargantuan task ahead for Nagaland with more than 90 indigenous languages. She also deliberated on the orthography and

literature and development status of languages, and outlined where native languages of Nagaland stood in process of standardisation and development. In the second session Dr. Aier presented on the topic mentioning that due to its multi-ethnic and multilingual composition, India had adopted the three-language formula in 1966 which remained the model on which language policies were based, therefore the NEP 2020 recommendation would not have radical dimensions. She however maintained that while it may not pose major problem to monolingual or homogeneous population, state like Nagaland with so many languages will face multiplicity of issues. Re-iterating that there was cause for concern regarding position of mother tongue in current language trend, she deliberated on the essential areas in language learning and language teaching studies, and highlighted the need for a clear-cut language policy to be put in places. Paper presentations were followed by queries from attendees and concluded with vote of thanks delivered by Temjeninla Imsong of 6th Semester, English Honours, DGC. Programme was moderated by assistant

professor, English, Dr. Maongkala Longchar, while associate professor and HoD, English, Mithu Longkumer, delivered the welcome address. He maintained that the first challenge was to integrate Anganwadis with school education and substantially enhance teaching skills at ground level. He further added that state government would also take the help of NGOs in augmenting teaching quality through teachers’ training and developing teaching literature in local languages. Nagaland has 16 dialects and the idea of teaching in mother language till class 5 will have to go hand in hand with learning in English, he added. Abhishek Dayal, in his address, said that new education policy would greatly empower and benefit students of entire North East region and particularly of Nagaland, because of national standardization, shift from rote learning to true understanding of subjects, creating better infrastructure and greater stress on building the capacity of teachers. According to him, the competition for youth was not regional but global, and the very fact that national education system strives for uniformity in standardization helps

Landslide damaged around 10 houses on Sunday night. (NP)

Correspondent KOHIMA, OCT 5 (NPN): Incessant rain for the past few days in Kohima caused landslide and damaged 10 houses at Lower PWD at around 9:30 pm on Sunday. Speaking to Nagaland

Post on Monday, Lower PWD Youth Organization president, Kevi Mere informed that around 30 youths volunteered to help the aggrieved families affected by the landslide. He said that the area was prone to landslide but the major disaster occurred last night

10 cops hurt in clash with villagers in Mnp

(NP) Correspondent IMPHAL, OCT 5: An Additional Superintendent of Police and a deputy SP were among 10 policemen injured in violent clashes with a group of villagers who reportedly obstructed the demarcation of land allotted for setting up of the National Sport University (NSU) in Manipur on Monday. Despite firing tear gas shell, police suffered heavily as the villagers took the advantage of being on the

hill side in launching the attack with catapults and stones. As many as 10 police personnel including Imphal west additional SP Th Shankerdevan and deputy SP Y Kishorechand of commando unit of the state police were injured and rushed to RIMS hospital, Imphal. According to reports, some villagers were also injured during the clash. However, the number of those injured could not be ascertained.

The issue er upted over the jurisdiction of the land allotted for the NSU campus, as tribal villages nearby have been claiming that a large portion of the allotted land lies within Kangpokpi district. The Manipur government allotted the land for construction of permanent NSU campus at Koutruk in Imphal West bordering Kangpokpi district following which ground works for the campus was underway. To c o m p l e t e t h e

pending demarcation of the land allotted to the NSU, a joint team of state settlement department and Imphal West district administration began the land demarcation work since Saturday. According to reports, nearby villages tried to obstruct the land demarcation process claiming that no official of Kangpokpi district administration was included in the exercise. To register their protest, various Kangpokpi based civil society organi-

sations have demanded proper demarcation of the disputed site of the NSU in the presence of officials of Kangpokpi district administration, and leaders of the CSOs. H o w e v e r, w h e n the joint team went to Haraothel village for further demarcation on Monday, around 9 am, the villagers who were already in the spot prior to arrival of the demarcation team raised their strong objection in carrying out the demarcation. The villagers were infuriated as the officials reportedly tried to carry out the demarcation exercise without paying heed to their demand. This led to a violent clash between the villagers and the police personnel. As the villagers continued to shower sling shots and stones, additional police force was rushed to the spot as reinforcement and pushed the villages from the area. It was learnt that the CSOs imposed a total bandh along NH-2 from 1 p.m. Monday till October 10 midnight as a part of pressuring the state government to address their demands.

Assam flood situation improves marginally G U WA H AT I , O C T 5 (PTI): The flood situation in Assam improved marginally as the number of affected people came down by over 30,000 on Monday, though that of the district remained three, a government bulletin said. The number of people reeling under the deluge now is 1,04,625 while it was 1,35,074 on Sunday, Assam State Disaster Management Authority (ASDMA) said in a bulletin. Altogether 312 villages in the districts of Dhemaji, Morigaon and Nagaon are under water now while 19,737 hectare of crop area is affected. Flood waters receded from Goalpara district and entered Dhemaji since Sunday, it said. The total number of people who lost their lives in flood-related incidents this year remained 122. The bulletin said that Morigaon is the worst-hit district with 74,993 people affected, followed by Nagaon (25,123) and Dhemaji (4,500). Meanwhile, the Jia Bharali and the Kopili rivers are flowing above the danger level at NT Road Crossing in Sonitpur and Dharamtul in Nagaon respectively.

Arunachal CM supports newly passed agri laws in parliament ITANAGAR, OCT 5 (PTI): Arunachal Pradesh Chief Minister Pema Khandu on Monday came out in support of the newly passed farm laws, saying the legislations will help farmers get better price for their produce. The Farmers Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020, the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Bill, 2020 and the Essential Commodities (Amendment) Bill have become Acts after President Ram Nath Kovind gave his assent. According to the Agriculture and Horticulture secretary, it will have zero impact in the northeastern state as it does away with mandis, where farmers sell their produce through middlemen, as mandi system is non-existent in the state. The Act aims to permit the sale of agricultural produce outside the mandis, regulated by the Agricultural Produce Marketing Committees (APMC) constituted by different state legislations. GUWAHATI, OCT 5 (PTI): Gold bars worth Rs 1.12 crore were seized and four persons apprehended from a train in Assam, officials said on Monday. Acting on a tip-off, a team of the Railway Protection Force (RPF) conducted a raid on the down Avadh Assam Express between Guwahati and Barpeta, apprehending four persons from a coach on Friday, railway spokesperson Subhanan Chanda said. During the search, the RPF team seized 13 gold bars weighing 2.15 kg, concealed in shoes, bags and waistbands. Three of those arrested are from West Bengal, while the other person is from Jharkhand, the spokesperson said. They have been identified as Padma Saha from Bolpur, Sandhya Das from Nadia and Prabir Sarkar from North 24 Parganas, and Md Ansarul Alom from Dhanbad.

China can’t get better of us: IAF Chief

NEW DELHI, OCT 5 (PTI): IAF chief Air Chief Marshal RKS Bhadauria on Monday said Chinese air power can’t get the better of the capabilities of his force in any conflict scenario in eastern Ladakh, asserting India is “very well positioned” to meet any threat from China. Stressing that the country’s sovereignty and interests will be fiercely protected under all circumstances, Bhadauria also said the Indian Air Force(IAF) is fully prepared to deal with any two-front war. He said the IAF has made “very strong” deployments in all relevant areas in view of the five-monthlong border standoff with China in eastern Ladakh, and it is in a firm position to handle any contingency along the Line of Actual Control (LAC). The Chief of Air Staff, addressing a press conference here on the eve of the Air Force Day, said China has its areas of strength and the IAF has evolved plans and strategies to deal with all scenarios. “Of course we are,” he said replying to a question on whether the IAF was fully ready to deal with any challenge from China. “There is no question of not taking on the threat there (eastern Ladakh). We are very well positioned and there is no question that in any conflict scenario there,

China can get the better of us,” Bhadauria said. He said “swift and rapid” deployments were made along the LAC in view of the ground situation, adding Ladakh was one of the areas where IAF’s assets were stationed.“It is not only Ladakh. Ladakh is a small area. We have some airfields there where we have deployed our assets. That is a very small part of our deployment. We have deployed across all relevant operational locations that are required to access this area (Ladakh),” he added. “Details cannot be divulged. But be rest assured that we have deployed strongly and are firmly in a position to handle any contingency.” Bhadauria said there was no question of underestimating the adversary and mentioned China’s air-launched long-distance weapons, surface-to-air

weapons systems and J-20 fifth-generation fighter fleet with advanced sensors and weapons. “There is no question of underestimating our adversary. They have their strengths undoubtedly, The amount of investment they have made in technologies and systems is huge,” he said. “They have areas of strength. All that we cater to in our security matrix and we are sure that we are in a position to not only take on their strong points but also see that our offensive strength is deployed accordingly.” Asked how he sees the situation in eastern Ladakh in the next three months, Bhadauria said it will largely depend on the ongoing talks. India and China have been holding diplomatic and military talks to defuse the border standoff in eastern Ladakh. “We hope it (talks) will

progress along the expected lines. Our course of action will depend on ground reality,” he said, adding no significant stepping up of deployment of air assets by China has been witnessed in the last few weeks. To a question, the Chief of Air Staff said the IAF is fully prepared to deal with any conflict including a twofront war. “Our focus has been to build our operational capabilities considering the current threat scenario. We are fully prepared to deal with any situation.” Asked if China could use Pakistan air bases, the IAF chief said it would mean a collusive threat and the force was ready to deal with such a scenario. He also rejected suggestions that India was late in responding to the Chinese offensive in eastern Ladakh. “We realised what China was doing in May and we acted swiftly. They do exercises in this period and it was not expected that they will utilise this period and do this at the LAC. The moment it was realised the Army responded very strongly, we responded immediately and tackled the situation,” he said. On India’s combat readiness in the region, he said, it was not an “usual deployment”, adding the requirement of the Army and other forces in terms of rapid mobilisation of their equipment and troops was

The Chief of Air Staff said the matrix of threat facing India is complex as it ranges from aspirational adversaries with huge investments in military arsenal, to those collusively fronted by non-state actors, apart from sub-conventional threats emanating from terrorism and cyber space. He said the disruptive technologies and low cost options like drones is making the threat picture even more complex, particularly in the sub-conventional domain.

The plea filed by advocate C R Jaya Sukin said Uttar Pradesh ranks as the most unsafe state for women in the country and cited a string of incidents establishing gross violation of human rights in the state. The PIL, citing the annual report of the National Crime Records Bureau (NCRB) released on January 2020, said a case of rape is registered with the UP police every two hours while crime against a child is reported every 90 minutes in the state. “That report claims that 4,322 cases of rape were reported in 2018, with almost 12 taking place daily and state also recorded 59,445 crimes against women with 162 being reported every day, which indicates a

surge of 7% in 2017, when 56,011 crimes - 153 crimes per day - were registered”, contended the PIL. NEW DELHI, OCT 5 (PTI): Anti-incumbency against Chief Minister Nitish Kumar’s 15-year-old rule in Bihar is stronger than what Lalu Prasad Yadavled RJD regime faced in 2005, LJP president Chirag Paswan said on Monday, asserting that he walked out of the ruling alliance in the state so as not to have any “guilt” of playing a role in continuation of the current dispensation. He also said people of Bihar have decided they do not want to see Kumar to return as chief minister and alleged that the JD(U) leader’s sole focus was continuing at the helm, rather than working for the state’s welfare. In a hard-hitting attack, Paswan said Kumar’s long rule has delivered “nothing” and Bihar will get an actual “double-engine” government, which Prime Minister Naendra Modi has often spoken about, when a BJPled dispensation comes to power after the assembly polls. In an interview to PTI, Paswan also refuted suggestions about his own chief ministerial ambitions and asserted that his party wants the BJP to lead the government after the polls,

which are scheduled to start from October 28. He heaped praise on the prime minister and noted that he had in 2013 an option of choosing between him and Kumar, who had then quit the NDA against Modi’s projection as its prime ministerial candidate, and he had chosen the BJP leader over the chief minister. “I have been consistent in my support, belief and admiration for the prime minister since I fought my first election in 2014. It is Nitish Kumar who has been fluctuating in his stand. He joined hands with Lalu Prasad and then joined the NDA in 2017. The apex court’s 2017 order had come on a plea by consortium of banks led by the State Bank of India (SBI), which had said that Mallya had allegedly transferred USD 40 million received from British firm Diageo, to his children in

“flagrant violation” of various judicial orders. It was dealing with pleas of lending banks seeking contempt action and a direction to Mallya to deposit USD 40 million received from offshore firm Diageo respectively. The banks had then alleged that Mallya concealed the facts and diverted the money to his son Siddharth Mallya and daughters Leanna Mallya and Tanya Mallya in “flagrant violation” of the orders passed by the Karnataka High Court. Mallya had in May lost his application seeking leave to appeal his extradition to India in the UK Supreme Court, setting a 28-day clock on his removal from the UK.

W

hen lockdown was imposed on March 25,2020 it was hoped that this would stop the rampaging COVID-19 pandemic or at least greatly slow down its spread. The decision to lockdown was not unwise but a right step that was successful in greatly containing the spread. It was a matter of health of people. Despite the consequences on the wealth of the people and the nation, the lockdown continued. After around six months of lockdown, the nation’s wealth continued to worsen. This would have brought a calamitous consequences to both health and wealth. A nation’s health is also linked with its ability to sustain its people and this is through economy. If at all, the lockdown failed was mainly because the central health authorities notably the ICMR, knowingly or not, did not project the correct facts and figures. As per the ICMR Sero Survey, the number of COVID19 cases as on May 15 was recorded at around 85,000. Later, while citing results of its serological survey, the Indian Council of Medical Research (ICMR) on September 11 said 64 lakh Indians had been already infected by COVID-19 by May. On a damage control, against the backdrop of contradictory figures projected by eminent scientists, the ICMR explained later that these cases were undiagnosed and the patients had developed antibodies against the novel coronavirus. The ICMR was forced to accept that its COVID-19 figures were way off target as on May 15 and instead of 85,000 cases it should have been 60 lakh cases or more. Since February 2020 when it(Wuhan virus) was made known, the virus has traversed winter, spring, summer, monsoon and now creating havoc in autumn has proving to be an all-season virus which is currently spreading rapidly in India. According to the Indian Institute of Science (IISc) Bangeluru, India will have 90 lakh Covid-19 cases and 1.4 lakh deaths by January 1, 2021. The projections by Prof Sashikumar G, Prof Deepak S and their team give estimations for two more scenarios - the current trend, and a worse-than-current case scenario. The projections by IISc has proved accurate in the past and there is little reason why its Indian COVID projection for 2021 cannot be acceptable. The IISc had projected that in a worse-case scenario by September 1,2020 there would be 35 lakh cases. This projection made during July 2020 was bang on target. Under a better-than-current projection, IISc said that cases would increase only marginally to 90.1 lakh and deaths to 1.43 lakh by March 24, 2021 - if people behaved responsibly and followed all precautionary measures. IISc also projected that going by the current trend, India could have 1.3 crore cases by January 2021 while in a worst case scenario, the case load was projected at 3.2 crore coronavirus cases. The report also projects a peak of 17.2 lakh active cases by mid-October 2020 as per current trend but which could taper down to 46,000 by March-end 2021. According to Prof. Sashikumar G one of the eminent scientists with IISC, in a scenario better than the present trend, active cases will see a peak of 13.1 lakh by the last week of September and will drop drastically to around 5000 active cases by the end of March 2021. The ICMR has to disengage itself from the government by focussing on health mission instead of wealth mission.

The nature of sin is not immorality and wrongdoing, but the nature of self-realization which leads us to say, “I am my own god.” This nature may exhibit itself in proper morality or in improper immorality, but it always has a common basis— my claim to my right to myself. When our Lord faced either people with all the forces of evil in them, or people who were cleanliving, moral, and upright, He paid no attention to the moral degradation of one, nor any attention to the moral attainment of the other. He looked at something we do not see, namely, the nature of man (see John 2:25). Sin is something I am born with and cannot touch— only God touches sin through redemption. It is through the Cross of Christ that God redeemed the entire human race from the possibility of damnation through the heredity of sin. God nowhere holds a person responsible for having the heredity of sin, and does not condemn anyone because of it. Condemnation comes when I realize that Jesus Christ came to deliver me from this heredity of sin, and yet I refuse to let Him do so. From that moment I begin to get the seal of damnation. “This is the condemnation [and the critical moment], that the light has come into the world, and men loved darkness rather than light…” (John 3:19).

Letter to Prime Minister Narendra Modi (22nd February, 2020)

Hon’ble Prime Minister,

Warm greetings to you and the people of India from the Naga people. At the very outset, we are writing this letter to you because after 22 years of political dialogue between the Gol and the NSCN, a serious deadlock has emerged on the issue of the Naga National Flag and Constitution. The NSCN agreed to start political negotiation with the Government of India (Gol) only after it recognized the Naga issue as political and stopped terming it as India’s “Internal Law and Order Issue”. Hence, the Gol declared that military way of solution against the Nagas was not possible. It was on account of the change in the policy of the Gol that the NSCN agreed to sit across the negotiating table. Cease-fire was officially declared on August 1, 1997 and it was agreed that the political dialogue shall be at the Highest, i.e. Prime Minister Level; Without PreCondition; and Outside India in a Third Country. Several rounds of talks have been held in different countries, outside India including Paris France, New York USA, The Hague Netherlands, Bangkok and Chiangmai Thailand, Zurich, Geneva, Osaka Japan, KualaLumpur Malaysia, Vienna Austria, Milan Italy, New Delhi in India and Dimapur in Nagaland. Negotiations have taken place with various Prime Ministers of India including PV. Narashimha Rao (1995 Paris), Deve Gowda (1997 Zurich and Geneva Switzerland), AB Vajpayee (1998 Paris and 2001 Osaka) and Dr. Man Mohan Singh (2010 New Delhi). In 2005, a Group of Ministers was appointed for the Indo-Naga political dialogue including Mr. Shivraj Patil, Union Home Minister, Mr. Oscar Fernandes, Minister of State, Mr. Prithviraj Chavan, MoS (PMO), Mr. S. Regupathy, MoS (Home). Special Emissaries and Representatives of the Gol have also been appointed from Mr. Swaraj Kaushal, Mr.K. Padmanabhaiah, Mr.R.S. Pandey, Mr. Ajit Lal to Mr. RN. Ravi. With the signing of the Amsterdam Joint Communique of July 11, 2002, the Gol officially recognized the “Unique history and situation of the Nagas”. This official recognition of the unique history and situation of the Nagas was the first realistic step forward in the political negotiation. The Gol renewed its official invitation to the NSCN Leadership Chairman Isak Chishi Swu and the General Secretary and Naga Chief Negotiator Th. Muivah to come to Delhi India in December,

2002 through the Amsterdam joint Communique of July 11, 2002 and the subsequent MEMORANDUM OF UNDERSTANDING Dated: 18 November 2002, Milan, Italy. The MoU was in addition to a conscious decision of the Gol to discontinue the ban on the NSCN under the Unlawful Activities (Prevention) Act. In the year 2010 during the interlocutor ship of RS. Pandey, the Gol submitted its first comprehensive official response to the NSCN in New Delhi, wherein, it proposed that the political dialogue should move forward on the principle of “Shared Sovereignty”. The subsequent outcome was the official signing of the Framework Agreement of 3rd August, 2015 in New Delhi, India during your Prime Minister ship. Our late Chairman Isak Chishi Swu with your understanding had the historic opportunity to sign the Framework agreement (FA) from his sickbed at the Fortis hospital in New Delhi. We appreciated your statesmanship and your testimonial statement that, everything is possible through negotiation and mutual respect. We also have faith that the good Lord will bless your leadership and give you the wisdom to fulfill the divine task entrusted to you to usher in permanent peace in the region through the conclusion of an acceptable and honourable political solution between India and the Naga people. As you are well aware, the FA reaffirmed that the Indo-Naga issue is political and upheld the recognized “Unique history and situation” of the Nagas. The FA also acknowledged the intricacies of the Indian system and in consonance with contemporary realities both the parties acknowledged that violent confrontation must end to usher in peace and progress. Both the parties are cognizant of the universal principle that in democracy sovereignty lies with the people and lastly, an enduring inclusive peaceful co-existence of the two entities (Nations) can be achieved only through the sharing of sovereign power/shared sovereignty as defined in the competencies. In view of concluding a lasting and acceptable and honorable political agreement as per the principle of the FA, we had mentioned in our proposal that, “Nagaland shall use its National Flag, Anthem, Emblem and Insignia”. We also have proposed that, “This Agreement shall constitute a constitution which shall be called Yehzabo, covering the areas of its own competencies”. Our proposal is not a demand, neither does it in any way deviate from officially agreed FA. Without any

Today, NSCN being accountable to the Naga people hereby released the letter to inform of the delay and the lack of response from the office of the Indian Prime Minister to our people. (MIP, NSCN/GPRN) ambiguity, it mentions that as per the universal democratic principle “sovereignty lies with the people” and the peaceful co-existence of the two entities shall be through the sharing of sovereign power. An acceptable political solution can be achieved only through respect for a people’s history and their national identity. Nagas are not lost people and if India respects our history, we will respect India ten times more. The mutually agreed competencies and the recognition of the two core issues are based on the FA, therefore, it does not undermine the security or integrity of India. It is, therefore, imperative that the principle of FA must be taken to its logical conclusion through the recognition of the Naga National Flag and Constitution. Hon’ble Prime Minister, we believe that the PMO Representative of the Gol, RN. Ravi must be briefing you on the progress of the political negotiation with the NSCN. That through this representation, we wish to inform you that most of the important issues or competencies are already resolved and as mentioned the only remaining issue is Naga Flag and Constitution. Today, we also bring to your notice some matters of serious concern regarding the activities of the Ministry of Home Affairs (MHA) and its Agencies including NIA and Assam Rifles. As you are well aware, 22 years of political negotiation had started at the Highest, i.e. Prime Minister Level; Without Pre-Condition; and Outside India in a Third Country. And we had come to India on the invitation of the Gol. However, we are totally shocked and surprised that even after more than two decades of political negotiation, the MHA and its Agencies have become obnoxious. It has come as a total shock and surprise that the Gol has started branding and accusing the members of the NSCN who are in political negotiation as “terrorist” and with impunity they are arresting the members of the organization. The activities of the MHA are deliberate and calculated policies of the Gol to down grade the political negotiation to “India’s internal law and order issue”. The

Nagas are observing a repeat of the militarization and a consciously carried out state terrorism in the Naga areas and against the Naga people through a show of force, arrest and allegation against NSCN members for “terror funding”, imposing check gates, frequent raids, using jet fighters and tanks. The design and intent of the MHA and its Agencies are unjustifiable and a serious provocation that goes against the principle and spirit of the political negotiation and the FA. The activities of the PMO Representative of the Gol after his appointment as the Governor of Nagaland has become a matter of great concern as he is consciously functioning within the law and order purview of the Constitution of India. It is a deliberate deviation from his appointment as the Representative of the Gol for the Indo-Naga peace talks. The activities of the Representative of the Gal is polarizing the Naga society instead of uniting the Nagas for an honourable political solution. This can be observed from the activities of the Representative of the Gol who is segregating the Naga civil society and meeting only a certain section of the Naga society who are not committed to genuine political solution and who do not represent the genuine aspiration of the Naga people. The Representative of the Gol has left out the main stakeholders including the Naga Hoho, Naga Mothers, Naga People’s Movement for Human Rights (NPMHR) and Naga Student’s Federation (NSF). It has come to our knowledge that the Representative of the Gol has been hobnobbing with the so called NNPG’s to make an agreement. In this regard, it is important to remember the commitment of the former Prime Minister of India, PV. Narashimha Rao when we told him to clarify the position of the Gol on the other Naga faction, he stated, “Why should I talk with them? The issue is not with them. The issue is with you. The people are with you. You have proved yourself therefore if I talk with you, solution can be worked out. I will not talk with them, they have not proved themselves,

I know who they are, they are in my hand”. The act of the Representative of the Gal undermines the sanctity of the FA, the signing of which was witnessed by the important leaders of India including the Prime Minister. We need not remind the Gol that such action of the Representative of the Gol will certainly be another Himalayan blunder while dealing with the IndoNaga issue. The NSCN also had exercised much restraint against the systematic ultimatum issued by the Representative of the Gol since July, 2019, which was repeated again during the talks on 31st October, 2019. The Representative of the Gol has acted very irresponsible and disrespectful to the Naga talk team during the talks on 30th January, 2020 in Dimapur, Nagaland referring to the NSCN proposal submitted on 18th January, 2020 as, “stupid and contaminated. I will not take cognizance of this draft proposal. I think you have submitted this document by mistake.” After the political talks of 30th January, 2020, the Representative of the Gol has again given an ultimatum to the NSCN through an Intelligence Bureau (IB) officer stating, “The next date of meeting will be fixed after NSCN submits its draft proposal as was told to them in the meeting dated 30th January, 2020”. This calls for an official clarification from the Gol as to whether it is the individual action of the Representative of the Gol or it has been done under the directive of the Gol. The behavior of the Representative of the Gol towards the Nagas is totally unacceptable. History has shown that Nagas have not taken lightly with any insults hit on them which have led to the decade’s old Indo-Naga conflict that is yet to be resolved. The “politics of fear” against the Naga people which the Gol and MHA have sanctioned on the Nagas is having a serious ramification that is undermining the ongoing political dialogue. The latest episode of the MHA which has through a missive to the Nagaland Government questioned our presence in Dimapur, Nagaland (MHA Letter No. 9/1/2007-T dated February 11, 2020) has become a matter of serious concern to the NSCN and the Nagas. We have come to India on the invitation of the Gol and we are in Nagaland to meet our own Naga people vis-a-vis the peace process. If the MHA is trying to stop us from meeting our own people, then, their negative intent against the peace process has become very clear. We are seriously concerned with this state of affairs created by the MHA

and its Agencies and the Representative of the Gol for the lndo-Naga peace talk. If pragmatic political decisions are not taken by the Gol, then, we have no doubt that the serious concerns mentioned above are already jeopardizing the political peace process between the Gol and the NSCN. God has a plan and a place for all nations including India and the Nagas. We do not demand anything from India, but the Naga people should have our God given share here on earth. The Gol and the NSCN have negotiated for 22 years and it is within the plan and will of the Lord God Almighty that there should be an acceptable and honorable political solution of the two entities. We, the NSCN and the Nagas, are prepared for an honorable solution. However, if India or the BJP led NDA government is not prepared and be ready to let the Nagas have their share of an honorable and acceptable political solution, then, let the Lord God Almighty judge between India and the Nagas. Hon’ble Prime Minister, the NSCN and the Naga people sincerely pray that the Lord God Almighty will stir your heart and give you sufficient political and spiritual insight and wisdom to understand the significance of ending the decades old political conflict between India and the Nagas and comprehend the value of bequeathing an honorable political solution and acceptable legacy not only for the Naga people but for the people of India and the world in general. On the official invitation of the Gol, we first arrived in India in 2002 and after our subsequent visits, we have since 2010 patiently stayed in India to conclude an acceptable and honourable political settlement. As mentioned, several rounds of talks with the Prime Ministers of India and the Representatives of the Gol have already been completed and the unique outcome was the signing of the Framework Agreement on August 3, 2015. However, in the given circumstances and in order to save the political dialogue, the talks should resume at the Highest, i.e. Prime Minister Level; Without Pre-Condition; and Outside India in a Third Country. And if our stay in India is no more welcome, all necessary arrangement must be made for us to leave India and the political talks be resumed in a third country. political solution through the present political dialogues, we sincerely beseech all the different Naga political groups to reconcile with each other for unity in common purpose through dialogue, mutual respect, trust and accommodative spirit. It is disingenuous to think that unity is the same as uniformity. While uniformity demands that everyone agrees to an imposition of one’s will and preferences on others without space for negotiation and compromise; unity accepts differences necessitating the need for democratic dialogue, open-mindedness and mutual respects to work towards the recognition of common goal and the greater good of all as the fundamental basis for unity. Our plea for the Naga Political groups is to settle their differences through dialogue within the Naga family and be unified in purpose by agreeing to converge at a non-negotiable position in the interest of all the Nagas for self-determination. The Naga struggle as a ‘social contract’ is binding on all of us as mutual stakeholders and we truly believe that this common cause is sacrosanct and it should be honoured as bigger and above all the Naga organizations and their leaders. The GNF would like to express our apprehension and concerns about the hovering air of uncertainty, confu-

sion and differences within the Naga political groups. It seems some unseen hands of hawkish elements are working with a systematic design of divide and destroy policy of deliberate and willful splitting of the ranks and files of the Naga political groups, pitching groups against each other by constructing and implanting divisive narratives so as to exploit the confusion, ethnic fault lines and fear for manufacturing consent to force the most deceptive piecemeal packages as solutions to the Nagas’ aspiration to live as a people with peace and dignity. Many people are seen without face masks in public areas, while social distancing has turned into a social gathering in almost areas. Even though the government has relaxed the lock down, we all should be aware that the virus is still existing and is still as dangerous as it was before. He said that militants find it easy to target security forces on the highway. “The national highway is a target and a vulnerable place but because many civilian vehicles pass every day, our forces face difficulty in retaliating. If we retaliate and fire indiscriminately too, there will be civilian causalities. So we have to take preventive measures,” the IGP said. Kumar said the militants were using guerrilla warfare tactics to attack the security forces. “Militants do not announce that they are coming for an attack, they come by concealing their weapons, come close and then fire. They attack like guerrilla warfare, but we have a solution to this and we will soon neutralise them in an encounter,” he said.

Kolkata, Oct 5 (PTI) A local BJP leader in West Bengal was shot dead on Sunday by two bike-borne assailants near Titagarh in North 24 Parganas district, police said. The duo opened fire at Manish Sukla, a local councillor, on B T Road in the evening, following which he was taken to a private hospital, where he was declared brought dead, they said. The BJP leadership blamed the TMC for the incident, but the ruling party has rubbished the accusation. “It is shameful that the TMC has now started politics of annihilation of political opponents. We don’t have any faith in local police as this happened in front of the police station. We want a CBI inquiry,” BJP national general secretary Kailash Vijayvargiya said. BJP MP Arjun Singh also held the TMC responsible for Shukla’s “killing” and claimed that shots were fired at him from a carbine. Shukla, who switched over to the saffron party last year, was considered to be close to Singh. Senior TMC leader Nirmal Ghosh said the incident was a result of infighting within the BJP and allegations against his party were baseless.

MUMBAI, OCT 5 (PTI): A day after a fire broke out at a commercial building in a cutlery market in south Mumbai, fire fighting operations were still on even after 18 hours, officials said on Monday. A fire brigade personnel was injured during the operation, they said. The blaze er upted around 4.30 pm on Sunday in the ground-plus-three-storey structure, located near Juma mosque in Masjid Bunder area. It was initially tagged as a ‘level-3’ (major) fire, but later escalated to ‘level-4’, the officials said. Sixteen fire vehicles, as many jumbo water tankers along with three turn-table ladders and an ambulance were rushed to the spot. Firefighters are on the spot and efforts are still underway to douse the flames, a fire official said, adding that there was thick smoke in the area due to the blaze. During the operation, a 40-year-old firefighter received injuries and was rushed to the governmentrun J J Hospital located nearby. He was later discharged, the official said. The cause of the fire was yet to be ascertained, he said.

NEW DELHI, OCT 5 (AGENCIES): India and South Africa have presented an ambitious proposal to the Geneva-based World Trade Organization (WTO) that seeks relaxations for intellectual property, patents and other such provisions for coronavirus medicines and vaccines, ThePrint has learnt. These provisions are laid out under the Agreement on Trade-Related Aspects of Intellectual Property Rights, also known as TRIPS Agreement, that came into effect in January 1995. It is a multilateral agreement on intellectual property. The proposal was presented jointly by India and South Africa at the WTO, an intergovernmental body

overseeing international trade, on 2 October. The matter is expected to be taken up for discussion at a meeting of the TRIPS Council, which administers the agreement, on 15-16 October. The decision to make the joint submission last week was taken with the objective of making Covid drugs and vaccines “affordable as well as accessible” for developing and least-developed countries or LDCs, as they are referred to in trade parlance, t o p - l eve l g ove r n m e n t sources said. The idea, they added, is to ensure that Covid drugs and vaccines, once available in the market, should not come under “unnecessary” regulation

IIT-Delhi was responsible for conducting the exam this year. In total, 1.6 lakh students had registered for the exam and 1.5 lakh appeared for it. New Delhi, Oct 5 (PTI): The ministry of education released guidelines on Monday for the reopening of schools, including for a thorough cleaning and disinfection of the premises, flexibility in attendance, no assessment for up to three weeks and ensuring a smooth transition from home-based schooling during the coronavirus-induced lockdown to formal schooling. It also asked the states and Union territories to frame their own standard operating procedures (SOPs) for health and safety precautions, based on their local requirements. “Schools must arrange and implement for thorough cleaning and disinfecting of all areas, furniture, equipment, stationery, storage places, water tanks, kitchens, canteens, washrooms, laboratories, libraries on school campuses and ensure air flow in an indoor space,” the ministry said in a set of guidelines for a gradual reopening of schools from October 15. “Schools may be encouraged to make their own SOPs based on the guidelines issued by states and UTs, keeping in view the safety and physical or social-distancing norms, and ensuring that the no-

Rs 20k cr cess to be disbursed to states: FM

NEW DELHI, OCT 5 (AGENCIES): Union finance minister Nirmala Sitharaman on Monday said that Rs 20,000 crore compensation cess will be disbursed to the states. Compensation cess is given by the Centre to states for revenue losses. The finance minister while addressing the media after the 42nd GST Council meet stated that this year’s cess amount will be disbursed tonight. The government will further extend a surcharge on taxes on luxury goods including cars and tobacco products beyond 2022, under plans to help states repay loans raised to meet revenue shortfalls in the current fiscal year, Sitharaman said. “The GST Council has approved to extend the cess (surcharge) beyond five years,” Sitharaman added. The surcharge on luxury goods such as cars and tobacco products, which varies from 12 per cent to 200 per cent, is part of the national goods and services tax (GST) introduced in 2017, and was due to expire

whose annual turnover is less than Rs 5 crore will not be required to file monthly returns (GSTR-3B and

GSTR-1). They will only file quarterly returns, he added. The finance secretary stated that the council’s decision to make small taxpayers pay returns on a quarterly basis rather than monthly will be a major relief. Number of returns comes down from 24 monthly returns to just 8 from next year, he further mentioned. The finance secretary also said that the council has decided to exempt satellite launch services by ISRO and Antrix. The next meet will be held on October 12 to further deliberate on compensating states for GST cess shortfall, finance minister Sitharaman concluded. Earlier today, the GST panel had increased borrowing limit of Rs 1.1 lakh crore instead of Rs 97,000 crore in the first borrowing limit to states. The council has approved extension of the GST compensation cess levy beyond 2022. Thematics of Impasse: In September, the Centre had given the states two options- either borrow Rs 97,000 crore from a special

window facilitated by the Reserve Bank of India or Rs 2.35 lakh crore from the market. Opposition ruled states are yet to accept either of the two options and are vehemently pushing for a third option, while maintaining that the onus is on the centre to make up for the shortfall in revenue collection. Dispute redressal mechanism: Terming the two options as a “Threat” whereby, they (opposition states) might not be compensated if they do not choose either of the two options. The states are batting for a dispute redressal mechanism within the council and for a Vice Chairman to be added to the council. Centre’s estimates: Government’s estimates have pegged the GST compensation requirement at around Rs 3 lakh crore this year, while the cess collection is expected to be around Rs 65,000 crore — an estimated compensation shortfall of Rs 2.35 lakh crore (assuming a 10 per cent revenue growth over last year).

The governor, Rahmatullah Yarmal, was unharmed in the attack in Laghman province, according to his spokesman, Asadullah Dawlatzai. In an affidavit filed through Carlos, the civic body alleged that despite making illegal structural changes, Ranaut had approached court for relief. This was an abuse of the process of law, the BMC said and urged the HC to dismiss her plea and impose a cost on her. Byrd died on Saturday “from multiple gunshot wounds to the back”, a spokesperson for the Atlanta Police Department said in a statement to eonline. com. Officers responded to a “person injured call” around 1.45 am on Saturday and, upon arrival, the authorities said they found “a male lying unresponsive at the location”. Byrd’s death is currently under investigation, the police said. NEW DELHI, OCT 5 (IANS): Competitive tennis will make a return after an eight-month Covid-19 hiatus as the All India Tennis Association (AITA) on Monday announced the resumption of the domestic circuit from November 16. The tournaments will initially begin in the age categories of U-12, U-14 and U-16 only. The duration of the tournaments would remain restricted to three days, with a maximum draw of 32 allowed. “During the AITA’s Management Committee meeting, a decision was taken to communicate to the secretaries of all the affiliates of AITA to make all efforts to restart tennis tournaments by 16th November 2020 by keeping in mind all the safety precautions that may be required as per the existing government guidelines,” said AITA in a media release. The federation further stated that independent entities would not be allowed to conduct private tournaments outside the official AITA circuit without the prior permission of AITA or its affiliates.
