The gunman, who also injured nearly two dozen others, was found dead inside the Borderline Bar and Grill on the outskirts of Los Angeles. Ventura County Sheriff Geoff Dean identified the gunman as 28-year-old Ian David Long, a US Marine Corps veteran, who used a .45 caliber Glock handgun during the shooting. Long, who shot himself, was dead when officers made entry into the bar, Dean said as he described the shooting incident as “horrific.” He said the motive of the shooter is still unclear. He was known to authorities for minor crimes. The shooter was on active duty with the US Marine Corps from August 2008 to March 2013, according to Department of Defense records.

DIMAPUR, NOV 8 (NPN): Nagaland Sarva Shiksha Abhiyan Teachers’ Association (NSSATA) 2010 and 2013 batch, has appealed to the state government to release five months pending salary at the earliest. In a press release, NSSATA president, Penthungo Y Yanthan, and general secretary, Vinoka Sohe, pointed out that the association as per the agreement made with the state government in the presence of the NSF and ENSF on June 12, 2018 has been “patiently waiting” for a positive and a permanent solution to end the grievances. They said the agreement signed included finding a mechanism for timely release of salaries. On the request of the department, they said the association had assisted at the directorate for 24 days i.e., right after discharging their school duties on weekdays as well as relinquishing their holidays on non working days to speed up the process for the implementation of 7th ROP and timely release of the salaries. NSSATA said the teachers have not been paid for five months (June to October 2018). The association stated that the teachers have been discharging their duties sincerely even though salaries were not being paid. It said the inability of the government to release the salaries on time was “relieving the teachers of their justified entitlement.” NSSATA claimed that sanctioned salary bill for three months (June to August 2018) had been at the directorate of school education since October 27, 2018. The association has, therefore, requested the department to release the salaries at the earliest for the sake of the teachers. Meanwhile, NSSATA has acknowledged the state government for taking the decision to bring the SSA and RMSA teachers of 2010 and 2013 “into the mainstream of the School Education Cadre”. Stating that the decision has brought much relief to the teachers, the association has urged the department to initiate the matter with utmost priority.

NDPP resolved to stand for an early solution to the decades old IndoNaga political issue through a negotiated political solution that was democratic, honourable and acceptable to the people. DIMAPUR, NOV 8 (NPN): Fifteenth Finance Commission of India is scheduled to visit the state from November 27-29, 2018. According to DIPR, the commission would be having a meeting with the political parties during their visit. In this connection, the state finance department has convened a joint meeting with all the political parties on November 12, 2018 at 10.30 am at the Conference Hall of the Nagaland Civil Secretariat, Kohima. NEW DELHI, NOV 8 (AGENCIES): Oil marketing companies (OMCs) once again decreased the prices of petrol and diesel on Thursday amid softening global crude oil prices. Petrol and diesel prices in Delhi are Rs 78.21 per litre (decrease by Rs 0.21) and Rs 72.89 per litre (decrease by Rs 0.18), respectively. In Dimapur, a litre of petrol was being retailed at Rs.74.05 (decreased by 20 paise) while diesel price stood at Rs.68.46 per litre on Thursday. In the state capital, the price of petrol was Rs. 74.77 per litre and a litre of diesel was Rs. 69.01. K Y M C

ATKK refutes LVC claim
DIMAPUR: The Aqahuto Tokukuzho Kukami Kuqhakulu (ATKK - Aqahuto Area GBs Association), has refuted “the false claims of Lamhai Village Council” (LVC) in regard to land ownership issues. A rejoinder by ATKK president, Victo Achumi and advisor, Luhozhe Swu, in response to the LVC’s statement published November 4 said that it was constrained to issue the rejoinder “to reiterate the true and documented facts in regard to the establishment of Kiyevi Village and subsequently the government recognition of Khehoi Village.” On the LVC’s claim that they were the land owners, ATKK reiterated that since its inception, Kiyevi Village had been an integral part of Western Sumi area, more specifically Aqahuto area. It further claimed that Kiyevi Village was built upon the strength of a permit issued by the then British Administered government and has been in existence since as a bona fide and recognized village of Western Sumi area. ATKK quoted from an order of the then Deputy Commissioner, Naga Hills, Kohima dated May 21, 1953, in Pol. Case No.16 of 1953 where it was ruled that, “the land falling between the two rivers of Khova and Langlung falls within the Western Sema block. This fact was corroborated by all the available evidence….” The association added that Kiyevi Village was situated “perfectly within the areas of land which has been clearly reflected as land within the Western Sema Block”. ATKK questioned the intentions of LVC as to why
they failed to raise any questions from the establishment/recognition of Kiyevi Village and throughout its existence when LVC had all the time and opportunity and also asked why LVC had raised the claims now without affording any substantial reasons or explanations. ATKK added that it and the Western Sumi community were therefore under the belief that the LVC has raised their untimely claims with malicious intentions of posing a threat and disturbance to the peaceful existence and recognition of bona fide Western Sumi villages. In regard to the question of obtaining NOC from neighboring villages, ATKK refused to admit any of the LVC’s claims but reiterated that Kiyevi Village was established purely on the strength of a permit issued by the then British administered government, but the neighboring Zeliangrong villages exist without any NOCs or permits from Kiyevi Village or other neighboring Sumi villages. It therefore said that LVC should be more concerned about the Zeliangrong Villages which exist without NOCs from neighboring Western Sumi villages “instead of senselessly barking at the bonafide and recognised Western Sumi Villages.” “…there is no question of Kiyevi Village being a part or parcel of any other village either historically, geographically, or demographically nor there is any record or document to even suggest the claims made by Lamhai Village Council” it asserted. ATKK also claimed that the land for Khehoi village was established on land
donated by Kiyevi village, allotted through government permits, adding that thus the recognition of Khehoi village was justified while the LVC’s claims “remains vague, fantastical and devoid of any logic.” In response to the claim that some individuals from Kiyevi Village approached the LVC for adoption, ATKK out rightly denied any such event. “… throughout the annals of the history of Western Sumi Area neither any individual, group or village have ever approached any Zeliang or Rongmei village for adoption nor is there any such accord or undertaking on record or otherwise of such incident…” it asserted. On “the apparently new claims” of the purported adoption of Kiyevi Villagers and the LVC’s claim of land ownership, ATKK said that the claim at this juncture of time was clearly mischievous and highly questionable and called these claims “highly defamatory, slanderous, libelous and malicious which were made with the intention to distort facts and history.” ATKK added that the LVC’s “derogatory and defaming statements made in public” were liable to be challenged in the appropriate court for defamation, slander, libel and malicious intent. It further “without prejudice” challenged the LVC to bring forth any material or records to defend its claims. The association thus asserted that in the event of any attempt to compromise the “peaceful ownership of the bonafide Western Sumi village lands”, ATKK remains prepared to afford befitting reply to any such intimidation. To further buttress its
claim, ATKK cited to a September 13, 1985 order of the then Extra Assistant Commissioner (EAC), Jalukie in regard to “T.R.C. khetis” developed by villagers of Mhai Namtsi “located in Kiyevi Village land which was pronounced in open court…” The order permitted Mhai Namtsi villagers to cultivate the “respective khetis within Kiyevi land” on payment of taxes to Kiyevi Village at Rs. 150 per kheti. The order also said that as demanded by the village chairman of Kiyevi, the T.R.C khetis were to be taken back by Kiyevi Village from January 1986 after payment of compensation by Kiyevi Village to the villagers of Mhai Namtsi. On the strength of the order, ATKK asserted that any question of land ownership by Lamhai Village does not arise under any circumstances. Instead, it said that the Kiyevi Village was lenient enough to allow some Rongmies to temporarily cultivate Kiyevi village land on payment of nominal land taxes. Citing also to a document signed by chairman Dunki Council on May 17, 1982, where Dunki Council certified that the land donated for construction of a Catholic Church was the land of Kiyevi Village, ATKK said that this further establishes its claim on the land. Citing these circumstances and documents, ATKK asserted that Kiyevi village was established on the strength of government permit and the land upon which the village was built was never a part of Lamhai or any other village and that Khehoi village was established on the bona fide land of Kiyevi Village.

SSP organises Diwali Mela DIMAPUR: Sainik School Punglwa (SSP) celebrated Diwali, the festival of lights, on November 6. As part of the celebration, an interhouse stall display competition was organised where each house set up stalls and organised entertaining mental, physical and luck based games. A press release from SSP stated that all the cadets, staff and their families enjoyed the mela and its games. A raffle draw, tombola and traditional fire cracker display were also organised. Principal of the school group, captain Sharad R Keskar, inaugurated the stalls and graced the occasion as chief guest. In the competition, Doyang House emerged as the winner followed by Saramati and Melak house in the second and third positions respectively. The chief guest presented the trophy to the winning house for putting up an impressive stall.

Kohima, Nov 8 (NPN): The 3rd Convention of the ruling Nationalist Democratic Progressive Party (NDPP) held here at Indira Gandhi Stadium on November 8. Various speakers, including those from regional parties such as Asom Gana Parishad (Assam), and United Democratic Party (Meghalaya), besides PDA partners, addressed the convention. NDPP president, Chingwang Konyak, in his address said that Nagaland had been crying for stability, strong leadership and policies to bring positive change to the state. He promised that NDPP along with its PDA partners would provide stability and firm decisive leadership. In line with the motto of NDPP “Deeds not words,” he said the NDPP and PDA partners

were envisioning a new, progressive and prosperous Nagaland. Stating that Nagaland was in dire need of good governance, transparency and accountability, he said “We shall make efforts at all levels of government to combat corrupt practices, nepotism and misuse of government machineries for personal gain.” He said that the NDPP was of the firm opinion that the Indo-Naga issue should be resolved through a negotiated political settlement, and a solution that is honourable, acceptable and sustainable must be reached at the earliest. “The party will not be a mere spectator but will be pro-active and do everything possible to strengthen the ongoing peace process,” he said. Staff Reporter D I M A P U R , N OV 8 (NPN): Dr. Husazulu Chuzho, lecturer of Discipleship Bible College (DBC) and a visiting faculty to Trinity Theological College, released her debut book titled, “Kingship in the Enthronement Psalmsa historical literary analysis of Kingship metaphor and its implications for Israel’s worship” at a brief release program at Mount Miracle, DBC on Thursday. The 278 page paperback book, printed and published by Christian World Imprints, revolves around the Enthronement K Y M C
Psalms (47, 93, 95 to 100) in relation to theological concerns about the kingship metaphor of Yahweh. The book elucidates on how the kingship of Yahweh impacted Israel’s worship and how it can continue to impact worship in Indian Churches today. In her brief address at the launch, author Husazulu Chuzho said that “the book is the fruit of five years of hard labour” adding that extensive research went into writing the book. She thanked all those who supported her in the course of writing her book: colleagues in
the college; friends Thieso Khamo and Daniel Shiu; editor in chief of Nagaland Post, Geoffrey Yaden; family and relatives; acting principal of DBS, S Wati; and renowned Naga author Imtijungla Longchar. Geoffrey Yaden, who released the book, in his speech said that the book release marked a proud moment for Nagas, and Dr. Husazulu Chuzho had joined the ranks of Imtijungla Longchar in an elite list of Naga women writers. It was also a moment of pride for the college that has supported writers, Yaden added. Yaden also stressed on
the need for truth without adulterants and urged the students present to pursue the path of excellence and emulate their counterparts in other states who, he said, had progressed and made an impact. A summary of the book was also presented by associate professor of Old Testament Biblical studies, Dr. Teka who said that the book presented both a diachronic and synchronic approach to hermeneutics of the Enthronement Psalms. He added that the book addresses the pertinent issue of nominalism in beliefs and practices of Christianity and how the aspect of kings and kingship exerted a great influence on sociopolitics and the religious lives of the Israelites. Earlier, the invocation prayer was offered by acting principal of DBS, S. Wati; associate professor, Bitoli Aye read from the Bible; Zizilu and friends presented a special song; Imtijungla Longchar offered the dedicatory prayer; and the benediction was offered by associate professor, Apok Jamir. According to an official of the state election department, the Election Commission last week removed the Principal Secretary (Home) Lalnunmawia Chuaungo from his post for “dereliction of duty and interference in election process”. The CEO in his report to the Election Commission reportedly said that Chuaungo was creating obstacles in allowing the Reang tribals, sheltered in Tripura for over 21 years, to vote in the November 28 polls to constitute the 40-member Assembly. The 35,000 Reang tribals, taking shelter in Tripura for over 21 years, have demanded setting up of polling stations in refugee camps so that they could cast their votes. The Reang tribal refugees, comprising 5,907 families, fled Mizoram and have been staying in Tripura’s Kanchanpur and Panisagar sub-divisions since October 1997 following ethnic tension after a Mizo forest official was killed. Manipur to benefit from Asian Highway, rail connectivity: CM
Imphal, Nov 8 (PTI): Manipur is hoping to benefit from the upcoming Asian Highway and rail connectivity to become an investment destination in the northeast, Chief Minister N Biren Singh said. Singh said the state could well become the main gateway to Southeast Asia via the land route as work on the four-lane highway is on in full swing. National Highway 39 that passes through the state capital Imphal up to Moreh on the Indo-Myanmar border is being developed as Asian Highway 1. The trans-Asian highway traverses through several countries in the continent and the stretch through Manipur is scheduled to be completed by mid-2021, he said. “Land related issued have been solved and land acquisition completed,” Singh told a visiting group of journalists recently. Work on the JiribamImphal railway line is also going on and the project has a deadline of December 2020 to be operational and bring Manipur on the Indian Railway map. The 111-km long railway line passes through several tunnels and will also have a number of bridges owing to the hilly terrain it has to cover to reach the

Imphal valley. The chief minister expressed hope that the completion of the highway and railway projects will bring much-needed attention to the state from entrepreneurs. The state has been plagued by decades-long insurgency with a number of militant groups still active in the hills and also the valley. Army and Assam Rifles officials, who spearhead antiinsurgency operations in the state, said though militancy is on the wane, extortion by many of these groups remain a problem. “Manipur is now a totally peaceful state,” the chief minister said. Admitting that the problem of extortion remains, Singh said the issue will also be solved once successful deliberations are held with the insurgent groups, whom he has invited for talks.

Day after Diwali, Delhi records worst air quality

triggered by firecrackers and LPG cylinder blast, among others, on Diwali night in Delhi, including an incident in which two children lost their lives and two others were injured. This, they said was much higher than previous years. Over 250 cases of burn injuries were reported by various hospitals in the national capital this Diwali. The Supreme Court has allowed people to burst firecrackers from 8 pm to 10 pm only on Diwali and other festivals. The top court also allowed manufacture and sale of just “green crackers” which have low emission of light, sound and harmful chemicals. The court said the police should ensure there was no sale of banned firecrackers and in case of any violation, the Station House Officer (SHO) of the police station of the area would be held personally liable and this would amount to committing contempt of court. But despite the Supreme Court’s order, certain places recorded violations where firecrackers were burnt before and after the
set time frame. The areas where the violations were recorded included Mayur Vihar Extension, Lajpat Nagar, Lutyens’ Delhi, IP extension, Dwarka and Noida Sector 78, according to a report. The police admitted that violations were observed and it would take serious legal action against people violating the apex court order. They said they were continuously patrolling the areas to check for violations. Partly as a result of smoke from the firecrackers, the overall air quality index (AQI) in Delhi jumped to 574 which falls in the “severe-plus emergency” category, according to data by the Centre-run SAFAR (System of Air Quality and Weather Forecasting And Research). A “severe plus emergency” AQI essentially means that even healthy people could suffer from respiratory illnesses on prolonged exposure. This air will seriously affect those with ailments, according to the advisory issued by SAFAR.
Kolkata, Nov 8 (PTI): Senior Congress leader P Chidambaram on Thursday accused the Narendra Modi government of trying to capture the Reserve Bank of India to tide over its fiscal crisis, warning that any such move would be catastrophic. “The government stares at a fiscal-deficit crisis. The government wants to step up the expenditure in an election year. Finding all avenues closed, in desperation, the government has demanded Rs 1 lakh crore from the reserves of RBI,” the former Union finance minister said at a press conference here. If RBI Governor Urjit Patel stands his ground, the Centre is planning to issue a direction under Section 7 of the RBI Act, 1934, directing the apex bank to transfer Rs 1 lakh crore to the government’s account, he claimed. Section 7 of the RBI Act gives special powers to the government to issue directions to the RBI governor on issues of public interest. Chidambaram alleged that the government had packed the central bank’s board with handpicked nominees and was making every attempt to push through its proposals at the RBI board meeting on November 19. “If the RBI either defies the government or the RBI governor resigns, in either events, the consequence will be catastrophic,” he said. In this situation, the senior Congress leader said, there were only two options for Patel: either resign or transfer the amount to the government.
Oppn parties must join hands to save country: Naidu Bengaluru, Nov 8 (PTI): Days after he met heads of many opposition parties, including Rahul Gandhi, Andhra Pradesh Chief Minister N Chandrababu Naidu Thursday met former Prime Minister H D Deve Gowda and his Karnataka counterpart H D Kumaraswamy and said it was necessary for all opposition parties to join hands to save the country and institutions from destruction. Aiming to forge an anti-BJP front ahead of the 2019 Lok Sabha polls, Naidu alleged that every institution, including CBI and RBI, had been destroyed by the BJP-led NDA government. “It is our responsibility to join hands together to save and protect this great nation and also save democracy and the Constitution,” he told reporters after meeting Deve Gowda and Kumaraswamy here. Armed forces’ financial powers raised by 5 times
NEW DELHI, Nov 8 (Agencies): In an effort to ensure faster procurement of specific procurements that are needed for operational preparedness, the Ministry of Defence has increased the financial powers of the Vice Chiefs of the Army, Navy and the Air Force by five times, Financial Express reported. Sources confirmed to FE Online, that “There has been increase in the financial powers for the Vice Chiefs from the existing Rs 100 crore to Rs 500 crore now.” The financial enhancement has been approved of the three chiefs to make certain categories of procurement,
as this ensure that the armed forces are able ensure a high degree of serviceability of the in-service equipment, procurement of stores including ammunition. Earlier this year, the defence minister Nirmala Sithraman had approved “substantial’’ an enhancement of the financial powers of the three chiefs. According to sources, it was raised upto Rs 100 crore in the segment of revenue procurement. The Delhi police said it had registered over 550 cases and arrested over 300 people for violating apex court’s order in this regard, while asserting that on Diwali day, it also seized 2,776 kgs of firecrackers, arrested 87 people and registered 72 cases in connection with illegal sale of firecrackers. Eco-culture tourism
t was an important occasion to remind the local community of their responsibility towards collective responsibility for sustainable bio-diversity tourism as a means of harnessing the potential to develop the local economy and reverse the trend of total dependence on the government. Nagaland chief minister Neiphiu Rio had urged upon the Lotha community at the Tokhu Emong celebrations at Wokha, to protect the Amur falcon so as to promote tourism and in return create an economic cycle that is sustainable. The importance of bio-diversity for promotion of tourism among north eastern states cannot become a mere mention. Biological diversity means the variability among living organisms from all sources, including terrestrial, marine and other aquatic ecosystems, and the ecological complexes of which they are part; this includes diversity within species, between species and of ecosystems. In simple terms, it can be described as the diversity of life on Earth. one of tourism’s most valuable assets is to promote sustainability that balances the use of natural resources with sound conservation management. Sustainable tourism can provide vital income and employment for local communities, maintain local biodiversity and raise awareness of the importance of conservation. The state government should offer clear incentives to local village authorities by insisting on creation of environment or bio-diversity NGOs. This translates into direct action for conservation and both direct and indirect income for local stakeholders, boosting local, national and international support for the protection of nature. With habitat destruction as the leading cause of species extinction, protected areas form the cornerstones of efforts to conserve biodiversity. For many national parks, tourism provides the financial means and incentives for conservation and justifies the creation of further protected areas. The mini-hornbills to be held in the 11 districts of the state coinciding with the major festivals of the indigenous community can be used to promote the concept of bio-diversity tourism. Nagaland can offer eco-tourism and so it should be emphasised. It may be pertinent to note that the world’s poor, especially in rural areas, are especially vulnerable, depending heavily on biological resources for much of their needs. Thus, when the local government provides incentives for conservation, the local populace will be able to relate to their interests and responsibilities. At the same time, revenue provides impetus for private biodiversity conservation efforts and is often channelled into capacity building programmes for local communities to manage protected areas. Tourism has an increasingly important role to play in raising awareness of sustainability issues and motivating people to change long-established practices and behaviours. With millions of people travelling the globe each year, tourism is an ideal vehicle to spread awareness of the importance of biodiversity to all of our lives and the urgent need for its conservation. What has been offered by nature is invaluable in terms of tourism and as a legacy for posterity but whether the government will do what should be done, remains to be seen. Nagaland’s once pristine forests spread over Peren, Dimapur and Mon have practically been wiped out of the map. The Wildlife Protection Act(1972) has enough teeth but as the rule of law has no place under the argument of the privilege clause under Article 371(A). There is serious need for a debate and clarity of what is good and bad for the people and their future.

And God searches your heart, not to know what your conscious prayers are, but to find out what the prayer of the Holy Spirit is. The Spirit of God uses the nature of the believer as a temple in which to offer His prayers of intercession. “…your body is the temple of the Holy Spirit…” (1 Corinthians 6:19). When Jesus Christ cleansed the temple, “…He would not allow anyone to carry wares through the temple” (Mark 11:16). The Spirit of God will not allow you to use your body for your own convenience. Jesus ruthlessly cast out everyone who bought and sold in the temple, and said, “My house shall be called a house of prayer…. But you have made it a ‘den of thieves’ ” (Mark 11:17). Have we come to realize that our “body is the temple of the Holy Spirit”? If so, we must be careful to keep it undefiled for Him. We have to remember that our conscious life, even though only a small part of our total person, is to be regarded by us as a “temple of the Holy Spirit.” He will be responsible for the unconscious part which we don’t know, but we must pay careful attention to and guard the conscious part for which we are responsible.

Revisiting the significance of culture in Naga society
very Naga probably knows the significance of own culture in mind; however, they devalue its significance in practice. Culture is well defined in practice than in theories for it is a way of life of the people and other living and non living creatures. Rationalists or intellectuals, to express their rational competencies, may argue that culture has no single definition. However, in reality there can be only one definition of culture i.e. ‘Way of life’ of all living and a non- living creature which is in simple term ‘inherited traditional education’ or Clifford Geertz called it “Local Knowledge” (Geertz. 1983), that passes from generation to generation. I agree with Zygmunt Mauman that culture according to him is a praxis which emerges from the human interaction with the rest of the world experience (Mauman. 1998) objectively in day to day life. When the word ‘culture’ appears, for the modern Nagas, it predominantly means traditional attires, songs, and dances as they are often primarily focused during any festivals of every Naga tribe. However, most of them have ignored the basic culture which depicts the genuine identity of the community such as seeds of crops, fruits, plants, art of building houses with bamboo thread, wooden beams, bamboos, thatches, art of making earthen pot, cotton refining, gun making, forest conservation, story and history telling, identifying appropriate seasons for raw material harvest, clan and most importantly, culture of cultivation. Moreover, it is possible that most of the

seeds of the crops and other plants are toward extinction, for many have failed to conserve and utilize them that the wave of modern education and development had swept them away. However, development and education without cultural identity inevitably leads to extinction of a person’s identity and it may be too late by the time he/she searches to present oneself among numerous ethnicities. Each tribe has specific identity through food culture that common people carry like: Sumis with Axone, Lotha with Bamboo Shoot, Ao with Anisi, Konyak with Yam/ taro, Yimchungru with Kholar and so on. Food culture among the Nagas plays one of the most important roles of identity of the people. Scholars argue that culture is another definition of religion or religion and culture are inseparable social phenomenon. Which is why Clifford Geertz, an anthropologist defines religion as cultural system where religion can be found in culture and vis-e-vis (Geertz. 1973), similarly, Robert Bellah in his book “Religion in Human Evolution” insightfully analyzed that religion emerges by observing the behaviors or every movement of human being and animal (Bellah, 2011). Based on these scholars, there is a possibility that religion develops from human culture but not culture from religion. The exploration of scholars and research towards searching a meaning of culture according to each perception cannot be avoided or ignored, yet, cannot be accepted as a universal normative definition of culture. I see culture is a complete
separate social phenomenon from religion though it remains inseparable for the sake of an academic argument. Religion predominantly teaches about God by learning through a written text; however, culture is a practiced that has no teaching through any written text or not such to learn from a theory. It is a natural unquestionable human way of life which accompanied since their existence. The history of human existence and culture concurrently originate that culture becomes the identity of the people. People in general are defined by their culture which inevitably creates the identity of the people among different groups, communities, clans, regions and others. Thus, culture is the identity of the people. Culture is dynamic or non-static due to social development and the impact of various social transformations. However, there is always an original culture of the people which remains as the identity. It is culture that expresses the identity of a community, individual, geography and others (Austin. 2017) which is very true to the reality of human existence. This identity among the Nagas had been disappearing from rural to urban rapidly which repercussions to losing culture and losing identity. This negative impact emerged from the period of penetrating foreign religion and culture. Foreign culture which leads to losing own culture and identity until now had become invincible for the predominant Nagas. The problem in this cultural fragmentation lies upon the Nagas, who have destroyed their own culture, not foreign culture. In the name of culture as dynamic, which is another
of skin cancers, cataracts, loss of immune systems and lower production of food on land and fish in the oceans. Good news came from a place nearer the stratosphere, 10,000 feet above sea-level in Quito, the capital of Ecuador. A quadrennial scientific assessment jointly done by United Nations Environment (UNE) and the World Meteorological Organisation (WMO) emphatically reported the continued healing of the ozone hole. Satellite and ground-level observations by NASA, the NOAA, the European Space Agency and scores of the weather stations around the globe have clearly divulged that the world is now safer than what it was in 1980s -- at least from a deadly attack of the UV rays. Recovery of the ozone layer has been up to three per cent per decade since the start of the 21st century. Indeed, this good news amidst global turmoil in environmental degradation is more than simply encouraging. It is the singularly successful outcome of the unique international agreement, that may inspire to take action on climate change. The global community has worked collectively to achieve this result. Actions under the Montreal Protocol over last more than 30 years have led to sustainable decreases in the atmospheric abundance of ozone-depleting substances (ODSs) like CFCs. They have failed to realize, culture is the true identity of oneself that leads to the origin of clan, village, community, group and ethnicity. The identity of the people loses if culture loses and ultimately remains as people with no identity or immigrants/nomads with no place of ownership of anything on earth. The extinction of cultural identity also leads to brother marry sister and vis-evis when it comes to inter-tribe marriage. The identity of the society eventually rooted in the culture of the community and social relations that exists according to the inherited traditional education. When a community devalues one’s own culture, it gives an easy way to distortion, manipulation and misuse of culture with no dignity within and outside the community. For instance, Nagas have currently problem with the Indian textile department that manipulates the Naga shawl and other attires by patenting it for commercial purpose in the country. This is the finest example for the Nagas to learn how culture disappears if it is not well valued, preserved and protected. Losing and destroying own culture leads to massive identity destruction. Once it loses, it becomes the hardest work to revive it. To preserve, respect and value culture is to strengthen one’s identity of history, society and its origin for generations. Ray of hope as ozone layer recovery on track, world safer than in 1980s
ead this: “The world is falling apart. The future of humanity is hanging on a cliff, on the edge of catastrophe. But there still is hope and a window of opportunity to take action.” That sounds like a stereotypical UN moralising rhetoric on climate change or loss of biodiversity. Now read this: “We have successfully overcome the challenge on the long-term basis, but we have now to build on that success and stay put to gain more benefits.” This sounds like a private sector CEO’s statement at a shareholder’s meeting. But that’s exactly what happened at a UN meeting on November 5. A rare declaration coming from any UN meeting. A press note on that day said: “The findings of a new UN-backed report released today revealed the ongoing healing of the ozone layer are being hailed as a demonstration of what global environmental agreements can achieve, and an inspiration for more ambitious climate action to halt a catastrophic rise in world temperatures.” The report warned that a full recovery of the ozone layer demands continued efforts by all countries to comply with the Montreal Protocol. The ozone layer, a thin shield 15-45 km above the earth, protects life on earth. It was put on the path of recovery due to the globallyagreed actions that did not remain on paper as in case of climate change but were implemented as per the agreed schedule under the historic Multilateral Environmental Agreement called the Montreal Protocol. The agreement was carved out over 30 years ago in response to the revelation that chlorofluorocarbons (CFCs) and other ozonedepleting substances -- used in aerosols, cooling and refrigeration systems, and many other items -were piercing a hole in the ozone layer and allowing life threatening ultraviolet (UV) radiation to flood through on the earth. On January 1, 2019, riding on the white-horse of success, the Montreal Protocol will enter in the arena of climate change. Called the Kigali Amendment of 2016 to the Montreal Protocol, it would now engage itself in the efforts to phase-out of HFCs, powerful global warming/greenhouse gases (GHGs), introduced to implement the “successful” Protocol. In a way, the Montreal Protocol transformed itself from being an ozone-specific treaty to a climate treaty. Even there too, it is slated to contribute immensely to the Paris Climate Agreement of 2016. Full compliance to the Kigali Amendment would reduce future global warming due to HFCs by about 50 per cent between now and 2050 compared to a scenario without any HFC controls. This is critically important when the world is struggling from the shock with a stark warning from the Intergovernmental Panel on Climate Change (IPCC) which found that just 12 years (which coincides with 2030 -- an end point for SDGs) remain to limit global warming to 1.5 degrees Celsius beyond which the impact of a further rise in global temperatures will begin to have an increasingly extreme impact on human society and ecosystems. The IPCC report offered the clearest evidence to date of the drastic difference between the 1.5 degrees Celsius and 2 degrees Celsius scenarios. The Montreal Protocol may as well turn out to be master saviour of the world from climate change. The recovery of the ozone layer heralds a message that collective action to discharge the common but differentiated responsibilities could successfully face the climate challenge. f ever there is a list of events which is made for the most awaited event then “The Wait for The Solution” has to be amongst the top ones. The whole state and society has been engrossed and obsessed with the process of working and waiting for the elusive Solution. “The Solution” is supposed to be the harbinger of all good things for the people and the society. In the past there have been numerous occasions when the solution was very near and about to be inked. But could not materialise due to some last minute hiccups. Now the search is for finding an all acceptable meeting ground for all the stakeholders. A solution which satisfies all the diversities of the state and more. Will we ever achieve such an utopian environment? Isn’t this what requires a serious review by the people. The various stakeholders and Naga National groups have their own axe to grind. But can they do so at the expense of the general aspirations of the people. Can the Authorities keep on delaying the peace agreement on the pretext that “we are looking for One Solution for All”. It is preposterous to believe and try to satisfy everybody. Is it possible or even plausible? The common man is saturated to the brim waiting for the endless talks to finally culminate into a peace deal. I think it is time that the so called powers, realize that delaying tactics will not work. The deal needs to be inked in a realistic timeframe. On the part of the Naga National Workers they must realize the of the Naga National Workers they must realize the need to fall in line lest they are marginalised and lose their relevance. They may be shunted into oblivion if they fail to accept the ground and factual realities. It is incumbent on them to be pragmatic and accept certain stark truths which can’t be ignored. As a common man it is my sincere request to all the negotiating parties to stop beating around the Bush. It has been too long a time since all kinds of negotiations and ceasefire agreements have been in existence. Generations have changed over. Let us stop getting fooled by all this talk of negotiations nearing to an end and that the solution is about to be inked. A deadline needs to be spelt out for the peace deal to materialise otherwise the Government and Naga National groups will keep extracting and exploiting the common man. It is clear that in this situation of flux the beneficiaries are the negotiators and not the people for whom negotiations are being done!! An appeal for NRC for non-Nagas in Nagaland

Since the last few decades the state of Nagaland had been plagued with the illegal Bangladeshi migrants issue and many steps had been taken up to contain the menace. But the end result was zero. Here we are unable to ascertain illegal Bangladeshis who are based in Nagaland due to many factors. The best course to weed out illegal Bangladeshis is to have an NRC for non Nagas in Nagaland. The state government and the district administration can then be able to identify illegal Bangladeshis and the question of deporting the several thousand will arise. Till so far detecting them is a herculean task and without a proper mechanism it is next to impossible. I fervently request the much reputed Intellectual Naga body the CNTC to ascertain certain facts and deliberate on this issue so that these menace can be contained. It is noteworthy to mention here that the indigenous of Tripura and the royal family had taken the stand. They submitted a petition in the Supreme Court specifically detailing that the NRC in Tripura be taken up based on the 1948 cut-off date set by the Constitution and not the March 24, 1971 date, taken as the cut-off for updating the Assam NRC. Nagaland indeed needs an NRC only for the non Nagas. It should be seriously deliberated if the menace of illegal Bangladeshis migrants need to be contained. Raipur, Nov 8 (IANS): CISF Head Constable D. Mukhopadhyay and four civilians were killed on Thursday when Maoists blew up a mini bus in which they were returning to their camp after buying vegetables and groceries in Chhattisgarh’s Dantewada district, police said. The deadly attack took place four days before the first phase of the Assembly polls in the state. It was also the third Maoist attack in 13 days in Chhattisgarh. Two Central Industrial Security Force (CISF)
constables and another civilian suffered injuries in the Improvised Explosive Device (IED) blast triggered by Maoists around 11.30 a.m. in a hilly area in Bacheli, the police said. Eight people, including five civilians and three CISF personnel, were travelling in the mini bus when it was targeted, said the police. The civilians killed included the bus driver, conductor and cleaner. The bus was acquired from the state administration for election duty. The injured CISF
troopers -- Satish Pathare and Pishal Suraske -- were shifted to a hospital. “The morale of the forces will not be affected due to such attacks. The Assembly elections will be conducted peacefully,” Inspector General of Police (Bastar) Vivekanand Sinha said. The slain 49-year-old trooper, a resident of West Bengal, was part of a CISF unit that had been deployed in Dantewada area for the first phase of the forthcoming polls in the state, CISF spokesperson Hemendra Singh told IANS.
“It was a proper road where such IED explosion had never happened. The bus was completely damaged in the explosion.” A Doordarshan cameraman and three Chhattisgarh police personnel were killed in a Maoist ambush, also in Dantewada, on October 30. On October 27, the Maoists fired on a contingent of Central Reserve Police Force in Bijapur district, killing four troopers. The Maoists have asked people to boycott the polls. Dantewada is among the areas going to polls on November 12 in the first phase covering 18 constituencies. The second phase of election is scheduled to be held in the state on November 20. Condemning the attack as a cowardice act of Maoists, Chhattisgarh Chief Minister Raman Singh expressed sadness over the death of CISF trooper and the civilians. “I pay my tributes to them and my feelings are with their bereaved families. I wish for a speedy recovery of the injured. This act of cowardice is a sign of weakening of Maoists,” he tweeted.

Seat-sharing deal of Cong alliance in T’gana finalised Hyderabad, Nov 8 (PTI): Seat-sharing deal among partners of the Congress-led grand alliance for the December 7 Assembly elections in Telangana has been finalised, a key AICC functionary said Thursday. The AICC in-charge of Telangana affairs, R C Khuntia told PTI, “Seatsharing has been finalised. It will be announced after its approval by Congress President Rahul Gandhi.” This ends weeks of negotiations that the Congress had with its electoral partners--the Telugu Desam Party (TDP), Telangana Jana Samithi (TJS) and the Communist Party of India (CPI). Khuntia did not say how many seats the Congress would contest in the polls for the 119-member Assembly but party sources indicated that it would not be less than 90. A TDP leader claimed that his party may get 14 to 18 seats. The founderPresident of TJS, Prof M Kodandaram said the Congress has offered his party eight to ten seats, whereas he is seeking a minimum of 12 but expressed hope that the issue would be settled.

New Delhi, Nov 8 (Agencies): Unemployment rate in the country rose to 6.9 percent in October -- the highest in two years -- according to a report by Centre for Monitoring Indian Economy (CMIE). The estimated number of people employed during October 2018 was 397 million. This was 2.4 percent lower than the rate in October 2017. Around 407 million individuals were estimated to be employed during the same period last year. Only 39.5 percent of the adult population was employed in October, the report suggests. New Delhi, Nov 8 (Agencies): The Reserve Bank of India (RBI) may set-up an ombudsman for digital payments by March to reduce the burden on banking ombudsman because of a rising number of complaints. Owing to a rapid adoption of digital payments across the country, the number of complaints related to digital transactions have shot up. The central bank, in its Annual Report for 2017-18, said it was considering a plan to establish a separate ombudsman to handle such complaints. “The increasing volume of complaints involving digital payments being received by the offices of the banking ombudsman and a large number of prepaid payment instruments issued by banks and nonbank issuers have necessi-

New Delhi, Nov 8 (PTI): Fair trade watchdog CCI has concluded that the business practices of Flipkart and Amazon are not in violation of competition norms and rejected allegations of abuse of market dominance made by a grouping of online vendors. Amid concer ns expressed in various quarters about alleged unfair business ways in the fast-growing online marketplace, the CCI in its ruling also made it clear that any intervention in the evolving e-commerce marketplace needs to be “carefully crafted” to ensure that innovations are not stifled. The latest ruling from the Competition Commission of India (CCI) has come on a complaint filed by the All India Online Vendors Association, a grouping of over 2,000 sellers on various e-commerce marketplaces. The allegations were made against Flipkart India Pvt Ltd, which is into wholesale trading/distribution of books, mobiles, computers and related accessories, and Flipkart Internet Pvt Ltd. The latter

New Delhi, Nov 8 (PTI): The finance ministry said that GST refund of Rs 82,775 crore to exporters has been cleared as on October 31, which is 93.8 percent of the total such claims with the tax authorities. In a statement, the ministry said Rs 5,400 crore worth GST refund is still pending with the government and that is being “expeditiously processed”. “As on October 31, 2018, total GST refunds to the tune of Rs 82,775 crore have been disposed by the Central Board of Indirect Taxes and Customs (CBIC) and the state authorities out of the total refund claims of Rs 88,175
the ministry said of the total claims of Rs 42,145 crore, the pendency as on October 31 stood at Rs 2,305 crore. “Provisional/final order has been issued in case of (ITC) refunds amounting to Rs 34,602 crore. In claims amounting to Rs 5,239 crore, deficiency memos have been issued by respective GST authorities,” the statement said. The ministr y said there are concerns that there is a growing pendency of GST refunds and sought to assure the exporters that there is no let up in the sanction of GST refunds. “The pending GST refund claims amounting to Rs 5,400 crore are being expeditiously processed so as to provide relief to eligible exporters. Refund claims without any deficiency are being cleared expeditiously,” it said. Efforts are being made continuously to clear all the pending refund claims, where ever requisite information is provided and found eligible, it said.
New Delhi, Nov 8 (PTI): A majority of transactions on e-wallets in the country are used for mobile recharges and paying utility bills, a study by market research firm Velocity MR has said. The study, which was based on a sample size of 2,455 respondents from cities like Delhi, Kolkata, Bengaluru and Pune, said approximately 9 out of every 10 e-wallet transactions are used to do mobile recharges, followed by paying the utility bills (8 out of 10). It added that apart from e-wallets, consumers also prefer using debit/ credit cards, internet banking, etc as a mode of payment for digital transactions. “The usage of credit cards, 3 out of every 4 is observed to be the highest among the people who have monthly personal income between Rs 1.5 to 2 lakh, whereas people having a monthly personal income around Rs 75,000 mostly prefer to use debit cards...” said the study, which coincides with the second anniversary of demonetisation.

Du s h a n b e , N ov 8 (AFP): Around 20 prisoners and two guards were killed in clashes at a maximum security prison in Tajikistan’s northern city of Khujand, two security sources told AFP on Thursday. The prison in Tajikistan’s second-largest city is home to prisoners serving long sentences for serious crimes including extremism and murder. One of the sources said that “around 20 prisoners” died in clashes that also claimed the lives of two guards. The second source confirmed the number of victims and said a further six guards had been injured. The ex-Soviet country’s government has yet to confirm the prison riot or the deaths. “A riot involving dozens of prisoners occurred Wednesday night and continued into Thursday,” one of the security sources told AFP, requesting anonymity. Another source said the riot had begun when prisoners seized “cutting objects” from a workshop in the prison. The prison in Khujand, located some 300 kilometres (186 miles) to the north of the capital Dushanbe, has seen prison breaks in the past. The US State Department said Wednesday that the encounter between Secretary of State Mike Pompeo and top North Korean official Kim Yong Chol, initially scheduled for Thursday, had been shelved for “a later date”. No further explanation was given, but Pyongyang is demanding sanctions imposed on it over its weapons programmes are eased, while Washington insists they should stay in place until it denuclearises. WASHINGTON / LOS ANGELES, NOV 8 (PTI): A US M a r ine ve te r a n dressed in black sprayed bullets inside a crowded dance bar popular with college students Wednesday night, killing at least 12 people, including a police officer, in Thousand Oaks city in California, in one of the “horrific” mass shooting incidents in the US. The gunman, who also injured nearly two dozen others, was found dead inside the Borderline Bar and Grill on the outskirts of Los Angeles. Ventura County Sheriff Geoff Dean identified the gunman as 28-year-old Ian David Long, a US Marine Corps veteran, who used a .45 caliber Glock handgun during the shooting. Long, who shot himself, was dead when officers made entry into the bar, Dean said as he described the shooting incident as “horrific.” “It’s a horrific scene in there, there is blood everywhere and the suspect is part of that,” he said.

In the Walt Disney Animation Studios’ project, Gadot has lent her voice to the character of Shank, a tough and talented driver in an intense and gritty online racing game called Slaughter Race. Mid-set, Grande fell off a chair during the performance, causing the star to exclaim “oh my god!” during the song before she was able to steady herself again. Grande appeared on stage two dancers in a set inspired by one of Grande’s favourite films – The First Wives Club – which also shares themes with Grande’s latest song. As well as performing ‘Thank U, Next’, Grande also performed ‘Breathin” from latest album ‘Sweetener’ for the first time. Grande released a new video for the song yesterday (November 7). Last week, Grande shared a cut-and-paste style lyric video for ‘Thank U, Next’ , a song in which the star references her famous exes, including SNL comedian Pete Davidson, with whom she called off her engagement to last month, and
late rapper Mac Miller. The lyric video mimics the song’s artwork, with its words appearing as if they’ve been cut out and pasted onto a letter. You can watch the video here. Earlier this week (November 5), the pop star told her fans therapy had “saved [her] life so many times” after one Twitter follower jokingly asked who her therapist was. “lmaoaoo this is funny as fuck but in all honesty therapy has saved my life so many times,” Grande replied. lobo Naga is back with second tribute cover of the famous Lotha classic song “Choro Kupi” by legendary singer Silas Kikon after the tribute to Sumi legendary singer Rocky. According to Alobo, the whole idea of doing this tribute series is to popularize Naga dialect based songs and introduce the forgotten legends and their songs to the younger generations and the world. Alobo mentioned in his social media, that it took him three months to learn the song, the dialect and arranging the song. He also did research on the legendary singer, his music
and took permission from the family before starting the project. Interestingly he worked with mostly Lotha musicians for this project. Piano was played by Zubeni Kikon, Cello by Mhorhomo Yanthan and violin by Yanzo Kikon. Voice and piano were recorded by Soyuchen (Infinity records Kohima) and cello, violin was recorded at New Life Studio, mixing and mastering by Jackto Wotsa. The music video was again shot by Toshi Longchar. Like the previous music video of Rocky where the team had experimented One Take video, this time they experimented

reaking Bad” fans will no longer have to tread lightly – a film sequel to the iconic television show is reportedly in the works. “Greenbrier,” a film focusing on a man who escaped after being kidnapped and his subsequent path to freedom, will begin production later this month and continue into February, the Albuquerque Journal reported Tuesday. The film is largely expected to follow the next steps of Jesse Pinkman, the ex-pupil of Bryan Cranston’s Walter White. Pinkman, the role actor Aaron Paul won multiple Emmys for, was kept hostage by neo-Nazis in the final episodes of the show before Cranston’s character freed him in the series finale. “Yes, there appears to be a movie version of Break-
ing Bad,” Cranston confirmed on The Dan Patrick Show on Wednesday. “It’s a great story, and there’s a lot of people who felt that they wanted to see some kind of completion to these storylines that were left open, and this idea, from what I’m told, gets into those...at least a couple of the characters who were not completed, as far as their journey.” While the series ended with Cranston’s death in
the show’s final episode in 2013, he said he would “absolutely” consider reprising the role if asked. Paris, Nov 8 (IANS): The Paris Court of Appeal on Thursday rejected the annulment of an investigation into Real Madrid forward Karim Benzema for his alleged blackmailing of fellow France teammate Mathieu Valbuena. Investigators accused the Real Madrid forward and three other people of threatening to release an alleged sexually explicit video of Valbuena and his wife unless the player handed over money. Benzema’s legal team requested the annulment of the investigations because, in their view, it was tainted after an undercover officer allegedly illegally recorded their conversations. Murray to play 2019 Open Sud de France
London, Nov 8 (Agencies): Andy Murray has revealed more of his comeback plans by confirming he will play at the Open Sud de France in February next year. Murray said on his Facebook page, “Lots of great memories playing indoors in France, looking forward to playing Open Sud de France in Montpellier for the first time next year.” The event runs from February 3 to 10 next year and the tournament director of the Open 13 in Marseille revealed last week that Murray will also play there in February. The three-time Grand Slam champion only played six tournaments in 2018 after a long recovery from hip surgery. Murray, 31, has been spending a lot of time working with a specialist in Philadelphia as he tries to regain his best form which helped him to reach No 1 in the rankings in 2016.

In the first match, Forerunner Thizama beat Phoenix FC by 3-1. Lima opened the scoring for Fore Runner Thizama in the 5th minute.
