The chief minister also termed the Naga imbroglio as “mother of all unresolved challenges” in the Northeast, and said it was imperative to resolve it to ensure a long-lasting peace in the region. “Given the progress made and especially with the involvement of the six NNPG groups along with NSCN (I-M) in the talks, this is the most opportune time for solution,” Zeliang said. Lotha orgs flay imposition of 144 CrPC Council to consider slashing DIMAPUR, NOV 5 (NPN): Lotha Hoho organizations have slammed the district administration for imposing “unprovoked” section 144 CrPC during the silent rally called by Lotha Students’ Union, Lotha Eloe Hoho and All Nagaland Private Schools Association, Wokha Unit on October 9, 2017 to protest against the assault of a student. Terming the imposition of 144 CrPC by district administration “unprovoked and uncalled for”, the LH chairman Mhao Humstoe and general secretary Er. Mhondamo Ovung in a press statement asserted that the silent peaceful rally was organized in order to express their resentment in democratic way and “was therefore not in any way a violation of any law or rule”. LH also pointed out that imposition of 144 CrPC by district administration on a silent peaceful rally was against the fundamental democratic right, provisioned in the Indian constitution, and insult to the Lotha
community, the dweller community of the district. In view of the above, Lotha organisations have been compelled to resolve to ask the DC, Wokha, to apologise, through the local print media, LH said. Therefore, LH said Lotha organizations met DC Wokha on November 3, at DC office Wokha, and submitted a memorandum, asking him to explain and apologise for the abuse of administrative power, within five days. But since, DC had verbally lamented and requested the organisations to settle the issue amicably in the name of Tokhu Emong and also as he was about to be transferred from Wokha, the Lotha organisations taking cognisance of his verbal apology has agreed “that the apology through print media may not be insisted from him”, LH said. However, LH said that since unprovoked imposition of section CrPC 144 has remained an issue with the district administration, and the same (Cont’d on p-8)

NEW DELHI, NOV 5 (PTI): The all-powerful GST Council may consider lowering tax rates on a host of goods such as handmade furniture, plastic products and daily use items like shampoo, and simplify return filing rules in its meeting this week. The Council, headed by finance minister Arun Jaitley, is scheduled to meet on November 10 to consider lowering of the 28% GST rate on certain common use items, government officials said. In further relief to small and medium enterprises, the panel is likely to rationalise tax rate in sectors where the total incidence of taxation has gone up because the goods were earlier either exempt from excise or was attracted lower VAT rates in the previous indirect tax regime. “A rationalisation of items in the 28% tax bracket is expected. Most of the daily use items could be lowered to 18%. Also tax rate on items like furniture, electric switches, plastic pipes could be relooked,” an official said. The Council has last month approved an Approach Paper to be followed by the fitment committee while deciding on future rate revisions. Under GST various goods and services have been bracketed in 5, 12, 18 and 28 per cent. GST has subsumed over a dozen taxes, including excise, service tax and VAT, and transformed India into a single market.
NPCC hits back at former members
D I M A P U R , N OV 5 (NPN): Nagaland Pradesh Congress Committee (NPCC) has slammed the continued tirade against the party, particularly against its president, K. Therie, by former Dimapur Dis(Cont’d on p-8) trict Congress Committee (DDCC) office bearers. In a statement issued by the party’s media cell on Sunday, the NPCC said the continued outbursts were the outcome of political defectors searching for a reason to cover their guilt and shameless actions hoping that the public would be convinced with their “lies and half truths”. NPCC said that it had made it very clear that only those who believed in the ideology and principles of Indian National Congress were welcome and that par“Today GST has intruded ty workers were to work for into everything. He added that the advice of the State government would be fully considered by the Government of India. “Once the agreement is reached, it would be essential for all concerned to build the right socio political environment to make all stakeholders join hand for successful implementation of the agreement,” Doval said. In response, the chief minister assured that Nagaland government would do everything possible for facilitating the solution. Zeliang also appreciated the leadership and vision of Prime Minister, Narendra Modi for the significant progress made in the negotiations for the final settlement to the Naga political issue.

for some rank opportunists who are now barking with bitterness even after defecting,” the statement added. It said that the continued attack on their former party and its president was just an attempt by the defectors to be in the good book of their new masters, lest their presence went unnoticed. The party said the former DDCC office bearers would never survive in their new abode by only looking back with bitterness. “We also thank the divided NPF camp for welcoming the defectors since their camp that exists without any party ideology or principle is the perfect place to host all political defectors. We however caution the leaders of divided NPF camp that political defectors are like migratory birds without any permanent roosting place. Their loyalty will never be established and tomorrow
at the drop of a hat, they will desert you and hurl choicest of words which only defectors can shamelessly proclaim,” the statement warned. NPCC also reiterated its commitment to the people of Nagaland of going all out to defeat the combined forces of “corrupt NPF and communal BJP/RSS”. Stating that the Congress was the last bastion against “destructive forces”, the party appealed to people from all walks of life to come forward and join hands with Congress to provide “clean governance and live as free citizens”. On Saturday, former DDCC, ACCC, mahilas and frontal bodies rubbished NPCC’s accusations and reminded that they had quit the party due “the unprecedented act and autocratic functioning of the NPCC president.”
CMO ultimatum on NDPP to retract statement DIMAPUR, NOV 5 (NPN): Stung by the statement of the newly floated Nationalist Democratic Progress Party (NDPP) at its Mokokchung convention, which described the present NPF-led DAN coalition government as having failed on all fronts and the “worst ever”; the Chief Minister’s Office (CMO) through Namcyn Hau, press secretary to chief minister, T.R. Zeliang has issued an ultimatum on the NDPP to immediately withdraw/retract the statement in order to “avoid repercussions”. The CM’s press secretary further said, “for their own good, NDPP leaders must understand that their own family members are current minister/s and parliamentary secretary/s running the present day Government and slinging mud against that very government is nothing but political suicide.” Hau said the audacity of NDPP leaders in questioning the credibility of the state government led by Zeliang and formed with the support of Lok Sabha MP, Neiphiu Rio and others reflected the “not-so-clean” intentions of NDPP and a clear example of double standards. Hau also warned that the Naga People’s Front (NPF) might not play second fiddle to NDPP either in the upcoming 2018 Assembly elections or in the event of an amicable solution to the protracted “Indo-Naga” issue. He also asked NDPP to validate its accusation with proof instead of banking on political rhetoric. Despite the claims that
NDPP was formed in response to the call of the masses for a change after consultation with the common people to “fight corruption, be accountable, transparent and restore the governing system”, Hau said it be may be nothing more than political juggleries based on the fact that several NDPP leaders were the top-boss of the DAN government at one point. “Today, their Pandora box is in the custody of the government and may be opened on unwarranted accusations and therefore, instead of provoking the government, it will do more good by continuing to improve its policies, programs and activities as a responsible political party,” Hau stated. While not denying that the present day government has its own drawbacks, Hau however said that the government was putting its best of effort to tackle prevailing issues at hand and would continue to do in the coming future. Hau also hit back by warning that while NDPP had supported the NPF and its government at the NPF Convention in Dimapur but at defaming the same government at its consultative meet at Mokokchung would not further the cause of the NDPP as a political party. “If at all NDPP under its motto ‘By Deeds, not Words’ is serious on building a ‘good Nagaland’, it can do a lot better by focusing on its priorities instead of bad-mouthing the Government and using the same as boosters for the party’s start-up,” he advised.
Meghalaya CM on HNLC’s ‘hit-list’
Correspondent
SHILLONG, NOV 5: Meghalaya’s outlawed Hynniewtrep National Liberation Council (HNLC) on Sunday made a veiled threat by declaring that it has included chief minister, Mukul Sangma in its “top hit list”. In an e-mailed statement issued to media houses, the outfit spokesperson Sainkupar Nongtraw also warned Sangma of receiving a “bullet” if he did not change his “dictatorial” mind set. Nongtraw held the chief minister responsible for the state’s “economic downfall” while also alleging that the Congress was not in favour of protecting the indigenous tribes from influx. “The chief minister is not in favour to control influx as he himself supports the same. Our people should understand that the Congress government is trying to reduce our ‘Jaidbynriew’ into a minority by encouraging influx,” Nongtraw alleged. Nongtraw said the decision to include Sangma in the “hit list” was after receiving several complaints against the chief minister from various quarters. “A person (Sangma) who gave us the hope of peace talks and cheated us does not deserve to live. He is a parasite to our ‘Jaidbynriew’. We have taken this decision after we had received a lot of complaints against the chief minister starting from Jaintia hills, Ri Bhoi, West Khasi hills and even Garo hills,” the outfit said.
