said this while addressing the 53rd annual event of the Naga Students Union Delhi (NSUD) here as the chief guest. “I know that India cannot be happy if our Naga brothers and sisters are unhappy. India cannot be great unless our Naga brothers and sisters share this sense of greatness,” he added. Accusing the British rulers for creating most of the problems faced by North Eastern region today, Singh however said the government was com-

mitted to ensure that the Nagas have their rightful honour, dignity and pride of place. The colonial rulers, for their commercial and political interests, created a divide between the hill and the plains people, he said, adding “they broke the several thousand years of civilizational continuum of co-existence. They occupied all the lands along the foothills that connected the two people for tea, oil and coal industries. They also created emotional distance between the two by fabricating and giving currency to mischievous myths about each others.” Singh said he is a great admirer of the Naga people for their braveries, their strong sense of pride in themselves and their unique culture. He said the presence of Nagas have enriched the intellectual and cultural fabric of the national capital and have made it possible for other countrymen to get to know about the rich and vibrant Naga culture. “In order to make you and other friends from the North-East feel safe and

secure in Delhi, I have created a Special Cell in Delhi Police headed by a Joint Police Commissioner from the North-East to address your day-to-day security concerns. “I have a Minister from North-East in the Home Ministry, Shri Kiren Rijiju ji, who can understand your problems and relate with you better.” Singh said. The minister said the government has been making Delhi Police more sensitive to the security needs of people from the NorthEast. For this he said: “Delhi Police has recruited over 450 smart young boys and girls from North East in the last one year. We want to further increase the number. In the current recruitment drive of Delhi Police, over six thousand young women and over twenty eight thousand young men from North-East have applied. I wish them all the best”. He also sought suggestions to strengthen the sense of security of NE people, saying “feel free to bring it to my notice. I will do my best.”

Sacking order through WhatsApp: Kikon Staff Reporter

DIMAPUR, NOV 5 (NPN): BJP legislator Mmhonlumo Kikon, who was sacked as the ‘villain’ of the NPF-led DAN government by chief minister T.R. Zeliang on October 28, became the ‘hero’ of his people when several hundreds of his supporters and party workers accorded a rousing reception after he landed at Dimapur on Saturday from New Delhi. Displaying placards that read, “Mmhonlumo- A true people’s leader, Public support is better than parliamentary secretary, You deserve respect for fighting for the rights of the people, Nagaland government - don’t look for faults find solutions, Mmhonlumo champion of landowners, We condemn playing with oil to victimise our leader, Your removal has only proven your quality as a true mass leader, etc.”, hundreds of his supporters came forward emotional charged up after their elected representative was unceremoniously sacked. Young men and women dressed in traditional attires along with senior supporters and family members gathered also took part in wait for Mmhonlumo and accompa-

nied him to his residence in Burma Camp where a programme was held to discuss on the present issue. After a meeting held with his supporters at his Burma Camp residence, Mmhonlumo addressed a press meet where he spoke about how he was unceremoniously sacked without even giving him any opportunity to respond and when he was attending a function outside the state. Mmhonlumo said he came to know about his removal only through WhatsApp in which the chief minister’s official order was being circulated, even before he was officially intimated. Mmhonlumo said he received the message while

he was attending the core committee meeting of the Young Leaders’ Conference in Itanagar being chaired by Minister of State for Home Affairs, Kiren Rijiju. He said after the programme at Itanagar, he went to Delhi to attend the silver jubilee celebration of the Lotha Students Union Delhi as chief guest, which had been planned several months back. At Delhi Mmhonlumo said he stayed back for following up on personal works and also discussed the manner in which the leader of the NPF and chief minister had dealt with his removal adding, the central BJP was currently seized of the matter. CCoFA questions Chi, Mon landowners to boycott town council polls Patton’s stand on PIL CM’s assurance issue, MLA’s sacking DIMAPUR, NOV 5 (NPN): Raising doubts over the assurance made by the chief minister on October 18, seeking 7 days time for the SIT to carry out a comprehensive probe, Coordination committee on Fuel adulteration (CCoFA) has said that 10 days have passed and the government was yet make the report/ chargesheet public. CCoFA media cell said it had learnt that the SIT had submitted its chargesheet, however the committee has still been kept in the dark, despite the chief minister’s assurance. It is incumbent upon the SIT and the government to announce to the general public that chargesheet has been filed in the court instead of the CCoFA making an announcement, the media cell stated. It said, CCoFA which is not supposed to run from pillar to post looking for a copy of the chargesheet, had been doing so for the past 10 days. “The government is already seized of the serious nature of the issue and the usual complacent and dishonourable attitude of the government is most condemnable. It gives credence to the general perception that the government is not at all serious about solving the vexed fuel adulteration issue,” CCoFA said.

DIMAPUR, NOV 5 (NPN): Landowners of Mon district HQ on Saturday said they have decided to boycott the upcoming elections to the Mon town council if the government failed to honour and implement in toto the agreement of 1964 (dated February 21) signed between them and the then district administration. In a press release, Chi and Mon landowners’ association president, Kamzei Konyak, said the people of Chi and Mon villages have remained patient for more than five decades over the “insincerity and damned care attitude” of the district administration with regard to implementing the clauses enshrined in the agreement of 1964. He said Chi and Mon villages had sacrificed a vast area of cultivable land for establishment of Mon district HQ. Konyak said the representatives of two villages, who were the signatories to the agreement, being “farsighted” refused to accept a one-time monetary payment in exchange of the land. He said it was under that

critical juncture, clause 6, 7, and 8 were added in the agreement, wherein it was agreed that a minimum of 30% and a maximum of 50% of total tax levied from private households and business falling within Mon town jurisdiction would be paid to land owners. However, he said in spite of their best efforts to get their legitimate share, the district administration has been “continuing to elude us on one pretext or another for the past 52 years.” Konyak said with much opposition from general public of Chi and Mon, the land owners comprising of Anghs, GBs and elders of both the villages and the district administration under DC Mon, Angau I Thou, had signed an agreement review memorandum on February 25, 2015 after meticulous deliberations and efforts of both the parties. “In fact the landowners had appended our valuable signatures with utmost sincerity knowing fully well that the reviewed Agreement contained nothing substantial for the landowners

but just to put an end to the long impasse and most importantly for the good of the district as a whole,” he said. However, Konyak said the same was objected by the next incumbent on various counts and was forwarded for approval to the government as per his insistence and after which the value of the reviewed document lost its weight and became a dead document. Again after a long wait, he said the landowners submitted an ultimatum requesting to deliver the approval letter on or before December 31, 2015 or else they would be compelled to revert back to the original Agreement of 1964 for all purpose. Konyak said since there was no reply within the stipulated period they were now “back to square one.” Therefore, in the light of the above, the landowners said they have no other option but to boycott the upcoming Mon town council election till they were given their legitimate share within one month i.e. on or before December 7, 2016.

DIMAPUR, NOV 5 (NPN): Reacting to the statements published in the local dailies following BJP MLA, Mmhonlumo’s removal as parliamentary secretary, Home minister Y. Patton, while defending chief minister’s action, said “my Lotha brethrens have seems to have given undue importance to media reports rather than actual facts when they assumed” Mmhonlumo was sacked due to the PIL filed by the Lotha Hoho in connection with the Petroleum & Natural Gas Policy of the Government of Nagaland. In a press note, Patton said the allegations that the government forcibly imposed 144 Cr.PC with the sole intention of launching the oil exploration, was far from the truth. “With due respects to the Lotha Hoho, when the landowners, namely, the villages of Champang and

Tssori, and the Lotha Lower Public Organisation, are willing to go ahead with the oil exploration and have already signed an MoU with the MOGPL, it may not be quite proper for the apex Lotha tribal body to go against the decision of the actual land owners,” Patton stated. He further said that the government was in no way trying its best, as alleged by some, to let the Lotha Hoho withdraw the PIL. O n M m h o n l u m o ’s sacking, Patton said he would be the last person to question the decision of the chief minister, saying it was the prerogative of the CM to induct or drop anyone from the ministry. In this regard, Patton said it would be very unfair if the dropping of MLA Mmhonlumo Kikon is taken on tribal lines, or made into a tribal issue. (Full text on p-6)

Naga civil society organizations oppose UCC NFHRCC frustrated at being ‘played around’ Staff Reporter

D I M A P U R , N OV 5 (NPN): Naga tribal bodies and civil society organizations Saturday said they strongly opposed against any attempt by the Central government to implement Uniform Civil Code (UCC) in Nagaland, stating that the law if enacted would have a serious effect on religious and customary law of the Nagas. At a meeting on public discourse on “uniform civil code”, organized by the Dimapur Bar Association (DBA) at Lotha Hoho Ki, the speakers from 14 Naga tribal bodies including Muslim Council Dimapur (MCD) voiced out in unison that they would not accept imposition of the UCC in Nagaland. However, in the event of any of any such law was introduced, the Naga civil society organisations

demanded that the Article 371(A), which provides special provision to the state and people, should be exempted. The organizations argued that implementation of UCC would infringe upon Article 371 (A) special provision granted to the state and the people. At the end of the meeting, the house resolved to entrust Nagaland Tribes Council (NTC) to write to Law Commission on the reason behind non-acceptance of UCC in the state. Union government has entrusted the Union Law Commission to examine the feasibility of UCC throughout the territories of India. The organizations included- NTC, Naga Council Dimapur, Naga Women Hoho Dimapur, Dimapur Naga Students Union, Dimapur District Concerned Citizen Forum, Dimapur District GB As-

sociation, Dimapur District Urban Chairmen Forum, Chumumkedima Area GB Association, Eastern Nagaland People Organization, Central Nagaland Tribes Council, Dimapur Tenyimia Union, Western Sumi Hoho, Dimapur Senior Citizen Forum and MCD. Till now, Nagaland Pradesh Congress Committee (NPCC) has protested on the implementation of UCC, stating that the law was not applicable and acceptable in Nagaland. It therefore, asked the Naga scholars and intellectuals to come forward and express their view on this issue. Further, the organizations contended that nobody can interfere in the religion and religious practices of any person, since India is a secular country and Nagas were protected under the said article. Since, the personal and

social life of the Naga people were mostly governed by “un-codified customary practices” and usages since time immemorial, the implementation of UCC will threaten the unity and diversity of the country, observed one of the speakers. Another speaker stated the UCC was impracticable mainly because of India’s religious diversity. The organizations also accused the BJP-led NDA government of trying to divide the country by imposition of UCC based on Hindu mythology. Earlier, before the discussion hour, NBA president, Tali Ao, spoke on topic “uniform civil code vis-à-vis Naga social customs and practices” while former president of NBA, NK Luikham, spoke on topic “constitutional implication on uniform civil code in the context of Nagaland state”.

D I M A P U R , N OV 5 (NPN): Nagaland Foot Hill Road Construction Committee (NFHRCC) on Saturday said they were frustrated at being “played around” by the chief minister of Nagaland T.R. Zeliang and minister of Roads and Bridges. NFHRCC said they have decided to approach the chief minister for “one last time” to discuss the assured funds which so far had not materialised. Construction of Naga Foothill road, as known as “the dream project” hit a roadblock in the last leg due to fund constraint. NFHRCC said it had exhausted all the viable means to complete the fresh cutting of the final eight kilometre road. The final leg of the project was estimated at a cost of Rs 11.5 crores and the committee had apprised the CM for

the same in the last working season which ended in the month of February 2016. In response, on February 11, 2016, CM assured the committee both in written and verbally that by any means he would provide the required fund to for the completion of the project whether it be from Special Planning Fund (SPF) or from the state fund. But till date, the committee officials said, no funds had been released. On the other hand, they said chief minister had also declined to meet its members on several occasions. Even the concerned minister had declined the fervent requests and appeals made by the committee. The minister in charge cited that he could allocate funds only after the approval of the chief minister but even after the committee presented the written

document (endorsed by the chief minister) no action was initiated, NFHRCC said. Therefore, left with no option and time running out as the road had to be completed in the current working season “by all means necessary”, the committee said it had entrusted the Eastern Naga People’s Organization (ENPO) to have “one last meeting” with the chief minister. Saturday’s meeting called by the Foot Hill road committee was attended by representative from all the ten apex tribal hohos including the office bearers of ENPO led by the president. The committee said it would request the chief minister to act upon his assurance or hand over the work to the committee so that the latter would mobilise funds to complete the final eight kilometres in the current working season. AFSPA extended in Assam

New Delhi, Nov 5 (PTI): The controversial AFSPA has been extended by six months in entire Assam and the 20km-wide belt in Meghalaya bordering the state with the Centre declaring that the “disturbed area” status, which has been in force since 1990, will continue. In a gazette notification, the Home Ministry said the law and order situation in Assam has continued to be a matter of concern due to the violent incidents by underground outfits and during January-September 2016, different militant groups were involved in 66 incidents of violence in Assam which resulted in killing of 29 people. “The militant outfits operating in the area continue to have been making constant efforts to regroup, re-strengthen and intensified their efforts for recruitment/infiltration of new cadres into the state and indulging in coercive extor-

tion targeting businessmen, tea garden owners, contractors, commercial vehicles, timber smugglers, transporters and even government officials and politicians. “United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015, and two of its constituents viz ULFA(I) and NDFB(S) have been desperately making efforts to perpetrate demonstrative acts of violence and during the current year they have been responsible for 57 per cent of the incidents of violence and 84 per cent of the deaths in the state,” the notification, issued by Joint Secretary in the Home Ministry Satyendra Garg, said. NDFB(S) militants shot dead 14 civilians and injured 19 others in a busy local market on the outskirts of Kokrajhar town on August 5, 2016, while ULFA(I) cadres also shot dead two Hindi-speaking persons in

Tinsukia district and orchestrated five and two IED explosions in Tinsukia and Charaideo districts, respectively, on August 12, 2016. “Now, therefore, the entire state of Assam and the 20 kms wide belt in the State of Meghalaya bordering Assam shall continue to be ‘disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to six months beyond November 3, 2016, unless withdrawn earlier,” it said. The central government had first imposed the Armed Forces (Special Powers) Act -- AFSPA -- in Assam by declaring the entire state as “disturbed area” on November 27, 1990 when insurgency led by ULFA was at its peak. The then Prafulla Kumar Mahanta-led AGP government was subsequently dismissed by the Centre and the President’s rule was imposed.

Karbi bodies demand revocation of Land Act 1959 Correspondent

Diphu, Nov 5: United Karbi Students Association (UKSA), Sixth Schedule Implementation Committee (SSIC) and People for People have jointly demanded the repeal of the Mirkir Hills Districts (Transfer of Land) Act, 1959. In a letter submitted to KAAC CEM Tuliram Ronghang, the organizations demanded the authorities to follow the Guwahati High Court order and take back the land that was forcefully occupied by “rich non-indigenous person” and return it to the rightful owner, Sarthe Phangcho, a resident of Tharvehidi, under Dongka Revenue Circle. The organizations further demanded the cancellation of periodic patta and sale deed of the land of Deputy Commissioner at Diphu, which had been allegedly converted into a private land

of a retired non-tribal employee of the office of the Deputy Commissioner, East Karbi Anglong. In a reference to Paragraph 3 (1) (a) of the Sixth Schedule to the Constitution of India which empowers the Mikir Hills Autonomous Districts Council (now Karbi Anglong Autonomous Council) to make laws on land only in the matter of “the allotment, occupation or use, or setting apart of land”, the organizations said alleged that there was no paragraph, sub-paragraph, clause or sub-clause in the Sixth Schedule, which empowers the Autonomous Districts Councils to make a law for “transfer of land”. It further alleged that the said law of Transfer of Land was made by a vicious circle to prevent the Sixth Schedule from protecting land of the Scheduled Tribes of the tribal areas stated in Paragraphs 1 and 20.

Earlier, Dibrugarh police, acting on a tip-off, had arrested an assistant engineer of the Town and Country Planning Department in that district, on charges of accepting a bribe of Rs 10 lakh from a job aspirant. Engineer Nabakanta Patir, originally hailing from Majuli, was caught accepting the bribe from one Anshumita Gogoi, a private dental surgeon from Amguri town in Sivasagar district, at his Dibrugarh residence. and none supported the escaped prisoners. “The incident has led to some doubts and to clear such doubts if a demand was made for a probe, and if you dub the plea for a probe as anti-national, what does it mean?” he asked. If police had arrested them alive, it would have led to unravelling of how they escaped and with whose support, the former Union Home Minister told reporters. “No one is speaking in support of the escaped prisoners. Had they arrested the escapees alive, it would have been known how they made good their escape and with whose support,” he said. The eight SIMI activists were killed in an alleged encounter with police on the outskirts of Bhopal on October 31, hours after they escaped from the highsecurity Bhopal Central Jail killing a security guard. Chidambaram pointed out that over the past four days, the Madhya Pradesh government had announced “five different inquiries” on the incident and had now finally said a retired judge would probe it. “A probe has been announced at last. Debate on UCC sign of healthy democracy: Naqvi

Mukhtar Abbas Naqvi

JASPUR(U’KHAND), NOV 5 (PTI): Rubbishing opposition’s charge that the Modi government is interfering in Shariat matters, Union Minister Mukhtar Abbas Naqvi today welcomed the ongoing debate on triple talaq and Uniform Civil Code, saying discussion is a sign of healthy democracy. “The Modi government has not been interfering in religious or Shariat matters. Some people are spreading this misconception for their narrow political gains”. “They are trying to divert the attention from the government’s agenda of development for all, including minorities,” he said. Noting that there is nothing wrong with the ongoing debate, the Union MoS for Minority Affairs said, “There should be a positive discussion on triple talaq and Uniform Civil Code. Debate and discussion are important part of any democracy. National consensus should be achieved through national debate.”

Akhilesh, Shivpal cross swords at SP event LUCKNOW, NOV 5 (PTI): Festering antagonism in Samajwadi Party’s first family was on public display again today as the warring party satraps Akhilesh Yadav and Shivpal shot barbs at each other at an event called to celebrate SP’s silver jubilee, barely two days after putting up a united show. Uttar Pradesh’s ruling party has been witnessing a fierce fight between Chief Minister Akhilesh Yadav and his uncle Shivpal, state SP chief, despite repeated attempts by party patriarch Mulayam Singh Yadav to broker peace. With top leaders of socialist-leaning parties present at the event, a move seen as an attempt by Samajwadi Party supremo Mulayam Singh Yadav to forge an alliance ahead of the assembly polls hardly a few months away, the two exchanged cutting remarks that exposed the deep divisions within. Shivpal fired the first salvo when he, in not so subtle manner, hinted at Akhilesh having got the chief minister’s chair as he was Mulayam’s son. “ S o m e p e o p l e ge t things because of fate, some through hard work and some as part of inheritance. But some keep doing hard work through their lives and don’t get anything,” he said. Asserting that he had done good work and cooperated with Akhilesh in the last four years, an emotional Shivpal said,” I want to tell popular CM Akhilesh that whatever sacrifice you want from me, I will make. B H O PA L / C H E N NA I , NOV 5 (PTI): The Madhya Pradesh government has decided to put on hold the cash rewards it had earlier announced for the police personnel who had participated in the alleged encounter killing of eight SIMI activists. Talking to PTI today, a highly-placed official said, “After the announcement of judicial probe into the incident, the government cannot give cash rewards to anyone till the completion of the inquiry.” “The cash rewards were announced prior to the announcement of the judicial probe and therefore, it is logical that it can’t be given till the inquiry gets over,” the official added. Chief Minister Shivraj Singh Chouhan had announced a reward of Rs 2 lakh each for those policemen involved in the shootout. He had made the announcement on the occasion of the state’s Foundation Day on November 1, a day after the alleged encounter of the SIMI men. However, rights activists had demanded withholding the cash reward. “The government should at least wait till completion of several enquiries it has instituted to probe the encounter to justify the reward,” Abdul Jabbar, a social activist associated with Bhopal gas leak tragedy victims, had said. “Government is known for its credibility and if that is compromised then there is no point of having it (reward),” he said. Jabbar said on the one hand the government has instituted several enquiries

never want to become Chief Minister. You can insult me, sack me as many time (as minister) as you want, but I am prepared to give even my blood for the party.” With swords out at the event literally, Akhilesh hit back when his turn came. Po i n t i n g t o w a r d s Gayatri Prasad Prajapati, a minister in his government who he had sacked over graft allegations but later re-inducted on Mulayam’s insistence, Akhilesh said, “Prajapati has presented me the sword. You give me sword and don’t want me to use it.” The Chief Minister was apparently hinting at opposition from Shivpal’s camp over sacking of ministers facing corruption charges. He had also sacked Shivpal Yadav from the ministry in a tit-for-tat ac-

tion after Mulayam expelled cousin Ram Gopal Yadav. Ram Gopal, a Rajya Sabha MP, has been backing the Chief Minister in his fight against his uncle. Apparently rejecting criticism over his lack of political and administrative experience, Akhilesh said, “If you want to put me to test I am ready for that. Our target is to defeat BJP and BSP in 2017 elections. This UP election will decide future of the country”. With the par ty he founded facing tough times ahead of the crucial assembly polls a few months from now, Mulayam, who had brought son Akhilesh and brother Shivpal together for the flagging off the Chief Minister’s ‘Vikas Se Vijay Ki Ore’ rath yatra on Thursday, chose to keep silent on the internecine strife.

India, China agree to maintain highlevel exchanges NEW DELHI, NOV 5 (PTI): India and China have agreed to maintain the pace of their highlevel exchanges in counterterrorism and other fields after “friendly and open” discussions between their National Security Advisors. NSA Ajit Doval and his Chinese counterpart Yang Jiechi, State Councillor, concluded their discussions in Hyderabad yesterday in a “friendly, open and cordial environment”, it was officially stated here today. Ministry of External Affairs said their discussions covered a wide agenda spanning bilateral, regional and international issues of mutual interest. It was Yang’s third visit to India in the last two months. “The two sides agreed to maintain the pace of high-level exchanges in political, economic, defence and counter-ter rorism fields. “They also agreed that the forthcoming high-level engagement in counterterrorism is yet another manifestation of growing convergence of views of two countries on this pressing challenge facing international community”, it said.

Something amiss

W

hatever may have been the justification or intention behind the one-day ban on leading Hindi channel NDTV India by the Modi government; it has come at a time when statements by central ministers and functionaries of the BJP and sister organisations have created serious apprehension among the people across India. The I&B ministry had issued an order saying that NDTV India should be taken off air for a day after an inter-ministerial panel constituted by the ministry recommended this action over the broadcaster’s coverage of the Pathankot terror attack in January. The panel had concluded that the channel ‘NDTV India’ had revealed crucial and “strategically sensitive” information. The ministry may have had its reasons for taking the extreme step but it is now known if the channel was served with show cause notice. This information in public domain would have been helpful. However, the reaction from all non-NDA political parties, various media organisations, intellectuals and renowned personalities was certainly expressions of outrage. Given the manner in which the government has “centralised’ all powers, the feeling that is gaining ground is that the government is not satisfied with centralising powers within the government and now also wants to centralise how public should function. This may not be totally correct but the simile used here, illustrates how the thinking public today feels about what is happening around them. The one-day ban is a clear sign that the government will not tolerate any section of the media that is critical about it. The NDTV India has, to its defence has explained that all other channels have also telecasted whatever it has been accused of by the central government. So, NDTV asked why was it singled out for such a humiliating treatment by the government? To argue the matter, if the government was convinced that it was doing the right thing, then the decision should have been preceded by show cause notice and then the entire process. And if NDTV India was found guilty of whatever, then why impose only a one-day ban? Surely if the crime/ offence committed by the channel was so grave then license should have been suspended and the broadcasters also booked under relevant sections of IPC. The Mumbai Press Club said that a ban against “a specific TV channel that has been critical of the government, and has done serious ground reporting on the views of the common man, does not augur well for freedom of expression of the country”. In a rare show of unanimity, Delhi Chief Minister Arvind Kejriwal and senior Congress leader Digvijay Singh that all newspapers and channels “show courage” and “go off air and not publish” on that day to register their protest. West Bengal Chief Minister Mamata Banerjee said the order showed that an emergencylike situation prevailed in the country. Congress Vice President Rahul Gandhi slammed it as “shocking and unprecedented”. The Editors Guild of India condemned it as a “direct violation” of the freedom of the press and similar sentiments were echoed by the Broadcast Editors’ Association (BEA). It is an irony that senior BJP ministers who experienced the bitter emergency days have defended the ban today, this including past incidents only goes to show that it is arrogance in numbers that makes the government do what it continues to do.

DailyDevotion Partakers of His Suffering …but rejoice to the extent that you partake of Christ’s sufferings… —1 Peter 4:13 If you are going to be used by God, He will take you through a number of experiences that are not meant for you personally at all. They are designed to make you useful in His hands, and to enable you to understand what takes place in the lives of others. Because of this process, you will never be surprised by what comes your way. You say, “Oh, I can’t deal with that person.” Why can’t you? God gave you sufficient opportunities to learn from Him about that problem; but you turned away, not heeding the lesson, because it seemed foolish to spend your time that way. The sufferings of Christ were not those of ordinary people. He suffered “according to the will of God” (1 Peter 4:19), having a different point of view of suffering from ours. It is only through our relationship with Jesus Christ that we can understand what God is after in His dealings with us. When it comes to suffering, it is part of our Christian culture to want to know God’s purpose beforehand. In the history of the Christian church, the tendency has been to avoid being identified with the sufferings of Jesus Christ. People have sought to carry out God’s orders through a shortcut of their own. God’s way is always the way of suffering— the way of the “long road home.” Are we partakers of Christ’s sufferings? Are we prepared for God to stamp out our personal ambitions? Are we prepared for God to destroy our individual decisions by supernaturally transforming them? It will mean not knowing why God is taking us that way, because knowing would make us spiritually proud. We never realize at the time what God is putting us through— we go through it more or less without understanding. Then suddenly we come to a place of enlightenment, and realize— “God has strengthened me and I didn’t even know it!”

Post-mortem

Channel blackout is ominous, but… Environment is unpublicized victim of war T

A

part from living being like human being or animals, our environment is worse affected due to war or any armed conflict. We count the death causalities or wounded soldiers or missing soldiers but very less we see what happens to our environment. What happens to water or soil or any other elements of nature or environment? Mostly environment remain unpublicized victim of any war or armed conflicts. Environment had to pay for the gain of military advantage. United Nations Environment Programme (UNEP) has found that over the last 60 years, at least 40 percent of all internal conflicts have been linked to the exploitation of natural resources, whether high-value resources such as timber, diamonds, gold and oil, or scarce resources such as fertile land and water. Conflicts involving natural resources have also been found to be twice as likely to relapse. This year is the beginning of Sustainable Development Goals or SDGs. With 17 universal and interdependent Sustainable Development Goals, the 2030 Agenda is a transformational blueprint for peace, prosperity and dignity for all on a healthy planet. To achieve SDGs, we must remember that we have a duty of care towards the environment. This year on 27 May, the United Nations Environment Assembly adopted resolution which recognized the role of healthy ecosystems and sustainably managed resources in reducing the risk of armed conflict, and reaffirmed its strong commitment to the full implementation of the Sustainable Development Goals listed in General Assembly resolution 70/1, entitled “Transforming our world: the 2030 Agenda for Sustainable Development”. Like many other international events a day has been declared to address the problem related to war, armed conflict and its impact on the environment. On 5 November 2001, the UN General Assembly declared 6 November of each year as the International Day for Preventing the Exploitation of the Environment in War and Armed Conflict (A/RES/56/4). Ban Ki-moon, SecretaryGeneral of United Nations on his message related to this day said that “poor governance of the environment and natural resources can contribute to the outbreak of conflict. It can fuel and finance existing conflicts and it can increase the risk

y Lotha brethren seems to have given undue importance to media reports rather than actual facts when they assumed MLA Mmhonlumo Kikon was sacked due to the PIL filed by the Lotha Hoho in connection with the Petroleum & Natural Gas Policy of the Government of Nagaland. They have also alleged that the Government forcibly imposed 144 Cr.PC with the sole intention of launching the oil exploration, which is far from the truth. To set the records straight, I wish to point out the following facts: 1. On July 21, 2014, Nagaland Chief Minister TR Zeliang officially launched the resumption of Oil exploration in Champang and Tssori areas under Wokha district. The launching ceremony was organized jointly by the village councils of Champang and Tssori, and was held at Champang village. 2. The President of the Kyong Hoho delivered the vote of thanks wherein he said the launch of the oil exploration in the area would mark the beginning of a new era for the people. It may be also mentioned that at that point of time the Kyong Hoho was the apex body of the Lothas as the present Lotha Hoho was non-existent. 3. The people of Champang and Tssori, and also the Lotha Lower Range Public

of relapse. Conversely, there are many examples of natural resources serving as catalysts for peaceful cooperation, confidence-building and poverty reduction.” He also added that “in the aftermath of violent conflict, natural resources, such as land, timber, minerals, oil and gas, are often the primary assets that governments need to support livelihoods and economic recovery. How governments manage these resources can fundamentally alter the course of post-conflict peace building. That is why it is so important that we work together to combat environmental crime, end the illegal exploitation of natural resources, improve transparency, share benefits more equitably and encourage the participation of women, indigenous peoples and vulnerable groups in decisionmaking.” On this International Day, UN Secretary General has urged governments, businesses and citizens around the world to prioritize environmental care and the sustainable management of natural resources for preventing conflict, building peace and promoting lasting prosperity. The 2030 Agenda explicitly recognizes that “sustainable development cannot be realized without peace and security; and peace and security will be at risk without sustainable development. United Nations International Law Commission is currently reviewing the international legal framework for protecting the environment before, during and after armed conflict. It aims to establish guidelines that can better support environmental preservation, particularly in protected areas and environmentally sensitive sites, such as drinking water aquifers, which are of critical environmental and cultural importance and can be severely affected by warfare. War or conflict is not related to one particular region, hence international framework is needed. We are already worried about the impact of climate change. There must be action and government must commit for the safety of the environment. All actors whether state actors or non state actors must respect the environment and peace is must to protect environment because as long as there is war or war like situation there is always threat to the nature and the environment. he government’s decision to order the Hindi channel of the NDTV to shut down for a day on November 9, the day the US elects its next President, has been decried across the spectrum. It is certainly an ominous sign. But let us also take notice of the hypocrisy shown by the media itself, not to speak of politicians of different hues who have rushed with condemnation. The biggest farce that the media has played is talking about ‘self-censorship’ whenever facing public outcry. The government’s wrath against the NDTV should not have surprised anyone, least of all NDTV itself. Only days ago, this channel allegedly the only ‘sober’ news channel which is accused of being the voice of the ‘liberal Left’, had decided at the last hour to take an interview with the former finance minister and a prominent Congress leader, P. Chidambaram, off air. The reason given by the NDTV was lamentable if not laughable: The channel did not believe in airing ‘drivel’! You don’t have to hold a brief for Chidambaram to say that he cannot be accused of talking ‘drivel’ even if he shares many common frailties of human beings. The NDTV bosses would have certainly decided against interviewing Chidambaram if they thought he was capable of dishing out nothing but ‘drivel’. What NDTV suddenly realised after airing a ‘trailer’ of the Chidambaram interview throughout the day was that his questioning of the government’s claim to have conducted ‘surgical attacks’ across the line of control in Kashmir would not go down well with the chest-thumping government. As a ‘sober’ and ‘impartial’ news channel NDTV itself was expected to question the government claims. If an Opposition leader does so, it is neither surprising nor unexpected. An ‘independent’ channel airs such views without any fear and unmindful of the government trying to twist its arm by using a powerful institution like the ED. Media institutions and organisations which raised their voice against the ban order on NDTV have performed a per forma ‘duty’. Denouncing or condemning a government act is no better than the tall talk of politicians. It is all about words, not action. But it is action, or rather reaction, that matters when you are hit. Narendra Modi, the prime minister, used the Newton formula of every action inviting

an equal reaction to justify some of the most horrible crimes in Gujarat when he was the chief minister of the state. During the long Congress rule, there were frequent instances of the government trying to pressurize the media to do or not to do something—culminating in the imposition of censorship during the Emergency in June 1975. But imposing Emergency is not the only way to browbeat the press. Behind the scene threats and blackmail, coupled with the allurement of advertisement revenue, have worked to bend the press. The transformation in the tone of the media from the period before May 2014 and the period since then has been puzzling. In the earlier period, it was rare to find a section of the media which was not unequivocally critical of Modi’s political philosophy and what happened under his watch in Gujarat in 2002. Modi retaliated by treating the media as outcastes. After he came to power, the critical sections of the media—the ones who earned a name for being unsparing in the criticism of what Modi purportedly stood for--became very stingy in his criticism. A leading English daily became the first major newspaper to interview Modi as the prime minister. Led by the Editor of the paper, a top team interviewed Modi at length. The end result could not have been improved upon by a PR firms. The queries put to him were clearly designed not to question his ‘controversial’ decisions but to provide him an opportunity to indulge in selfpraise. Subsequently, Modi granted interviews to some more publications--selectively. No one knows if he was really ‘grilled’ in any interview, as would be expected of a journalistic interview of a prime minister. Indeed, many in the profession believe that the questions put to Modi are vetted in advance. He is also said to encourage submission of questions before the actual interview. That may not be ‘bad’ in journalism, but a doctored interview undermines the primary role of the media as the watchdog of democracy and the society. A channel that boasts of the largest viewership among all the news channels and has an anchor before whom the interviewee supposedly trembles continued the genuflection trend by putting out an interview with Modi that will always standout as an example of unalloyed puff. Phrases and

words praising the prime minister flowed out of the mouth of the ‘dreaded’ interviewer at astonishing speed. It is, of course, not true that the media does not criticise the government or the prime minister. Anyone who ‘dares’ to criticise the government or the prime minister is sure to face carpet bombing by the army of tweeting ‘Bhakts’ (admirers); some are threatened with physical harm. Journalists and social activists are being jailed for dubbed ‘anti-national’ which has become a synonym for critics of Modi and his party. The collective voice of journalists has failed to stop harassment of some of their colleagues by the government. Is it because their cases are taken up half-heartedly? Recently a Pakistani journalist was in the news for writing a story unpalatable to the military. As a punishment for his ‘indiscretion’, he was put on the ‘exit control list’, which meant he could not leave the country without permission from the government. The exit order was rescinded because it could have defamed a virtual pariah country. Journalists in India rallied behind the Pakistani journalist. But do they show the same eagerness when their colleagues within the country are harassed or placed in a similar situation? The criticism of the government policies and leaders seems to lack the ‘bite’. For instance, the country’s drift towards the dangerous polarising path has continued unhindered despite ‘stern’ warnings from editorial writers. Terror attacks have gone up and so has the civilian casualty despite the ‘surgical attacks’, hailed almost unanimously by the media which now underplays the spate of terror attacks in the aftermath of the ‘surgical attacks’. A number of ministers have been criticised by the media for their loose talk but that has not prevented them from repeating it because they know that the media lacks the ‘bite’; it can only bark. These examples show that the powers that be no longer care about opinions expressed in the media because they know or feel confident that the media will not write or do anything that can actually shake the bottom of their throne. Whether the ban on NDTV remains or is lifted has become immaterial. (Syndicate Features) Syndicate Features By Tukoji R. Pandit

Patton’s stand on PIL issue, MLA’s sacking

Organisation had fully decided to support the Government in this venture. 4. The launch was initiated and organised by the land owners of the oil heads, namely the village councils of Champang and Tssori, and I, along with several other colleagues accompanied the Chief Minister to the function. But before the function could start, some volunteers of the Kyong Students’ Union tried to sabotage the function for which the district administration had to ensure smooth and safe passage of the Invitees and delegates to and from the venue of function. 5. The Government is in no way trying its best as alleged by some, to let the Lotha Hoho withdraw the PIL. The Government is, in fact, more concerned about the status quo/ continuance of Article 371 (A) as we know it, so that the constitutional safeguards it provide are not diluted or compromised in any manner. Article 371 (A) was a political decision and it is a matter of concern that a political decision is being decided in the Court of law since all political decisions might not be able to stand the scrutiny of legality. As pointed out by the Chief Minister during the launching ceremony of oil exploration at Champang village on July 21, 2014, in the past, ONGC had extracted 1.5 million tons of crude oil during trial

production, but paid only Rs 33 crore to the State Government and Rs 63 lakhs as royalty to the land owners, and that if calculated as per the new NP & NG Rules, the actual revenue should have been Rs 329 crore. And with due respects to the Lotha Hoho, when the landowners, namely, the Villages of Champang and Tssori, and the Lotha Lower Public Organisation, are willing to go ahead with the oil exploration and have already signed an MoU with the MOGPL, it may not be quite proper for the apex Lotha tribal body to go against the decision of the actual land owners. On the matter regarding dropping of BJP MLA Mmhonlumo Kikon from the Ministry, I shall be the last person to question the decision of the Chief Minister since all of us Cabinet Ministers, Parliamentary Secretaries and Advisors, hold office at the pleasure of the leader of the House. As has been pointed out by the Chief Minister’s Office, it is the prerogative of the Chief Minister to induct or drop any Legislator into or from the Ministry, or, for that matter, to allot portfolios according to his wisdom and discretion. And rather than going by the speculative stories in a section of the local newspapers that MLA Mmhonlumo was dropped because of the PIL filed by the Lotha Hoho (the logic of which is hard to comprehend consider-

ing that the Lotha Hoho is purely a Non-Government Organization with no apparent political affiliation), one should seriously ponder on a few points: 1. Whether the sacked MLA’s activities were in line with the programmes and policies of the DAN Government; 2. Whether he had team spirit in tune with the requirements of an Alliance Government or whether he was playing the role of a Lone Ranger for his own vested interests; 3. Whether he had participated in any of the DAN Legislature Party meetings to listen to, or share his, concerns about the betterment of the Legislature party/ Government to provide good governance to the people. From May 2014 – October 2016 as many as 16 DAN Legislators meeting were held and Mr. Mmhonlumo was present only once. It is not me or Lotha people to justify, but it is he who should justify his stand and Chief Minister knows who is who in his Ministry; 4. The Assembly record/attendance register also will speak one’s sincerity to the Government after getting assignment. 5. Whether his proximity with forces inimical to the stability of the present DAN Government under Chief Minister TR Zeliang was sending the right message to the Alliance legislators and party functionaries.

Induction of MLAs into the Ministry is not done on tribal lines, but in an alliance Government such as the DAN Government, induction is done considering representation of the alliance partners. Therefore, it would be very unfair if the dropping of MLA Mmhonlumo Kikon from the Ministry is taken on tribal lines, or made into a tribal issue. To refresh our minds, let us consider the fact that in DAN III under Chief Minister TR Zeliang, all Lotha legislators were accommodated, but due to political misadventures undertaken by them

on their own volition, some have lost their portfolios. It is the responsibility of any Chief Minister to ensure the stability of the Government he heads if stability and good governance is to be provided to the people. And at this juncture, I would like to fervently appeal to my Lotha brethren not to make or take the present political development as a tribal problem but as a political compulsion forced upon the Chief Minister by the activities of the young legislator. Y. Patton, Home Minister, Nagaland

Reader’s Post

Sir,

Resolve the salary issue at the earliest

Teachers Union and the teaching fraternity under SDEO Mon district extend our support and co-operation to the NSSATA 2010-2013. The immature decision of the Education department and minister to use water cannon to disperse the agitating teachers who were demanding for their salary which was knowingly deprived from them by the higher ups is an act of cowardice. We question the sincerity and moral obligation of the department concern (HOD) and minister as to why such lukewarm and step-motherly treatment should be meted out. As such, we make a sincere and humble appeal to the Education department concern and minister to resolve the issue at the earliest and in such a way that such unwanted crises do not arise in the future. Teachers Union SDEO Mon, president Wangong and general secretary, B. Tingak

As Delhi chokes on smog, CM seeks Centre’s help

NEW DELHI, NOV 5 (PTI): A thick shroud of menacing grey haze blanketed the national capital today as pollution level breached the safe limit by over 17 times at places, prompting Chief Minister Arvind Kerjriwal to describe Delhi as a “gas chamber” and seek the Centre’s intervention. Kejriwal appealed to people to minimise the use of private vehicles in view of the situation and switch to public transportation facilities. The extent of pollution surpassed even the post-Diwali levels, while smog brought down vis-

ibility to around 200 metres across the city. Monitoring agencies recorded ‘severe’ quality air and advised people to avoid going outdoors. Kejriwal told a press conference that the smog was mainly a product of raging farm fires in neighbouring Punjab and Haryana. Later, he raised the issue with Union Environment Minister Anil Dave in a meeting at the latter’s residence. While the 24-hour average of respirable pollutants PM 2.5 and PM 10 was 355 and 482 micrograms per cubic metre respectively, real-time figures

Sacking order through Whatsapp... NDTV ban: Govt, Naga solution not far way: Ranjath (From p-1) Mmhonlumo further said apart from the clarification issued by the CMO, no other issues had been cited which might have led to the drastic step taken by the CM bypassing all the alliance protocols. Replying to queries from the media, Mmhonlumo said the Central BJP was also displeased with the manner in which the party, a long time ally was not treated with due respect. He disclosed that the central BJP has entrusted a union minister to ascertain the facts since NPF was also a part of the North East Democratic Alliance (NEDA) and it was necessary that there should be communications between the parties on such crucial issues. He said: “Until the chief minister has a discussion with the national party leaders, I am not at freedom to discuss much since I am only a member of the party.” Mmhonlumo also revealed that he had been

making all the necessary arrangements to put Nagaland in the map of skill development in India by hosting a Job Mela and Skill Fest in Nagaland on November 18 where the state government with the help of the central government was about to hand out 800 job appointment order in private sector on that day. He said he met with union minister of State Skill Development and Entre preneurship (i/c), Rjiv Pratap Rudy for the launching the event and had also briefed chief minister T.R. Zeliang about the mega event. However, despite so much being in the pipeline Mmhonlumo said his unceremonious removal had humiliated him but also inflicted a big blow to efforts to help youths of the state. Mmhonlumo refused to comment further on the issue till there a final settlement made between the party leaders of both BJP and NPF, which he disclosed, might take place soon.

NSDMA issues weather advisory

DIMAPUR, NOV 5 (NPN): As per the weather forecast issued by the Indian Meteorological Department (IMD) warning a list of states including neighbouring states of Manipur, Tripura and Mizoram of heavy rainfall and cyclonic storm from November 4-6, 2016, the Nagaland State Disaster Management Authority (NSDMA) has also issued an advisory requesting to keep a close watch of the weather condition in the districts and keeping the State Disaster Response Force (SDRF) on alert 24x7. NSDMA has informed all responsible to keep a close co-ordination and update the state emergency operation centre (Phone no - 1070/ 2291122/ 2291120) on any development in this regard. Although Nagaland is not included in the list of states that has been warned of the extreme weather condition, the letter of caution has been issued since the state border the cautioned states.

oppn war of words escalates

CHENNAI/NEW DELHI, NOV 5 (PTI): The war of words over the one-day ban on Hindi news channel NDTV India by the Centre escalated today with I and B minister Venkaiah Naidu saying it was in the interest of “country’s security” and the opposition asserting the action will lead to “second Emergency”. Naidu while denouncing references to the Emergency in the context of the order for blackout of the channel on November 9 over its coverage of Pathankot attack slammed the opposition parties for “politicisation” of such issues, noting that the Modi government has the highest regard for freedom of media. Bihar Chief Minister Nitish Kumar and fellow JD(U) leader Sharad Yadav, DMK chief M Karunanidhi, BSP supremo Mayawati and RJD chief Lalu Prasad Yadav hit out at the Centre, calling the ban an “insult to freedom of expression” and demanded its withdrawal. The CPI(M) politburo said it showed the “authoritarian” attitude of the Modi government. Justifying the government’s decision, Defence Minister Manohar Parrikar said NDTV India appeared to have violated the guidelines issued by the Centre over live coverage of an anti-terror operation. Addressing a press conference in Chennai, Naidu also slammed Congress Vice-President Rahul Gandhi for “talking about the dark days of Emergency”.

NEW DELHI, NOV 5 (PTI): After NDTV India, the government has also ordered that an Assam-based news channel be taken off air for a day, following the recommendations of a high level panel which felt it had “violated” programming guidelines on more than one occasion. An I&B ministry order dated November 2, has sought that the channel ‘News Time Assam’, be taken off air on November 9, for a day. One of the allegations against the channel relates to telecasting a programme

which revealed the identity of a minor who had been brutally tortured while working as a domestic servant. Observing that the visuals telecast by the channel appeared to compromise the privacy and dignity of the child while also exposing him to harm and stigma, a showcause notice was issued to the channel in October 2013. Having listened to the channel’s version, the Inter Ministerial Committee which looked into the matter felt that the channel may be taken off air for a day.

(From p-1) While lauding the Naga freedom fighters, veteran parliamentarians, outstanding administrators and intellectuals for making remarkable contributions to building a modern India, Singh lamented that countless “Naga freedom fighters like Jadonang and Rani Gaidinliu”, who gave their lives and freedom fighting the British, have not been adequately remembered and appreciated after Independence. Acknowledging the services rendered by NSUD to the people, particularly the Nagas, Singh said this (Delhi) city is yours. I also once again congratulate the Naga Students’ Union Delhi for their yeoman service to the nation,” Singh said in his concluding remarks.

were alarmingly high. Anand Vihar, for instance, recorded PM 10 level at 1,711 micrograms per cubic metre at 2 PM -around 17 times above the safe limit. The safe limits of these ultrafine particles are 60 and 100 respectively. Even the level of gaseous pollutants like NO2 violated the prescribed standards for human inhalation as per real-time readings. Lt Governor Najeeb Jung has also called for a high-level meeting on Monday to take stock of the immediate, short-term and long term measures, in which he invited Kejriwal, health minister Satyendar Jain, environment minister Imran Hussain, the Delhi Chief Secretary, and representatives of Police and the civic bodies. Kejriwal said vehicle restriction measures like ‘odd-even’ scheme will not be able to bring down the smog as initial studies suggest that the “large-scale” influx of pollutant-laden smoke from Punjab and Haryana has aggravated the situation.

“Indian stocks, which were jittery all through last week, hastened their fall on Friday, hit by the double whammy of a penalty on Reliance as well as the US anti-trust probe on pharma stocks.” The uncertain global cues also triggered a selling frenzy by foreign investors. As per Dhruv Desai, Director and Chief Operating Officer of Tradebulls: “FIIs (foreign institutional investors) fund outflow was seen throughout the week which pressurised the Indian equity markets.” Provisional figures from the stock exchanges showed that the week witnessed an outflow of Rs 1,841.40 crore in foreign funds. Figures from the National Securities Depository (NSDL) disclosed that foreign portfolio investors (FPIs) were net sellers of equities worth Rs 1,504.42 crore, or $225.07 million from November 1-4.

have been recognized as a significant contributor to reduction of vehicular pollution. “Widespread usage of this vehicle is expected to gain significantly in ensuring fuel security, attain saving to the tune of Rs 42,000 crores in crude oil subsidy,” it added. About 80,000 customers have adopted electric two-wheelers, e-rickshaws and small electric cars last year. The industry is still in a nascent stage and it is just the beginning to find its feet in the Indian automobile industry, it said adding, “It is imperative that the favorable tax structure should continue under the GST regime. “GST on electric vehicles should ideally be fully exempted or at best be kept at 5 per cent. Anything more than that will certainly increase the prices of EVs and the EV industry that

eroded during the truncated trading week after the US Fed’s Federal Open Market Committee (FOMC) indicated a possible ratehike in December on the back of economic recovery. The Indian equity markets were closed on Monday on account of Diwali Balipratipada. A hike in US interest rates can potentially lead foreign portfolio investors (FPI) and funds away from emerging markets such as India. It is also expected to dent the business margins of corporates as access to capital from the US will become more expensive. “Consecutive days of decline in the US markets added to global markets’ uneasiness surrounding the US presidential election. In addition, a UK court’s ruling made the Brexit more complicated,” Anand James, Chief Market Strategist, Geojit BNP Paribas Financial Services, told IANS.

NEW DELHI, Nov 5 (PTI): The government should exempt electric vehicles from the ambit of Goods and Services Tax (GST) as the sector significantly contributes in reducing vehicular pollution, industry association SMEV on Saturday said. In a letter to Finance Minister Arun Jaitley, Society of Manufacturers of Electric Vehicles (SMEV) has requested that the government should “consider a special treatment for electric vehicles via an exemption from GST when the GST slabs are determined for the automobile sector”. SMEV is an association representing Indian manufacturers of electric vehicles and electric vehicle components. It said that the electric vehicles (EV) are being incentivised the world over for faster adoption as they

Mumbai, Nov 5 (IANS): Investors’ anxiety over the upcoming US presidential election, along with a massive foreign fund outflow, plunged the Indian equity markets during the justconcluded trade week. The negative global sentiments dragged the key domestic indices lower -- by more than two per cent each -- even as positive domestic cues such as the Goods and Services Tax (GST) Council’s consensus on the rate slabs and healthy macro-data failed to uplift investors’ sentiments. The 30-scrip sensitive index (Sensex) of the BSE closed the week’s trade with a loss of 667.36 points or 2.39 per cent to 27,274.15 points. Similarly, the 51-scrip Nifty of the National Stock Exchange (NSE) receded by 204.25 points or 2.36 per cent to 8,433.75 points. The US presidential election, which is scheduled to be held on November 8, subdued investors’ sentiment across global markets. The confidence of domestic investors was

NASHIK, Nov 5 (Agencies): Oil companies have incurred business losses to the tune of Rs 610 crore across the state as petrol pump dealers observed a ‘no purchase’ strike on Thursday and Friday to press for their demands. In Nashik, the oil companies’ losses stood at Rs 32 crore. Petrol pump dealers were on a two-day no-purchase strike from Thursday. Though the pumps dealers did not purchase fuel from the oil companies, sale continued at the filling stations even on the second day of the agitation. Around 30% of the total petrol pumps across the state went dry by Friday evening. In Nashik, sale continued at most pumps, except a few in the district. There are 5,300 petrol pumps across the state, including 2,500 along the highways.

rising bad loans and a slow recovery process. Pitching for expeditious adjudication of debt recovery cases, Jaitley made the point that the doctrine of natural justice of giving opportunity to defaulters to defend themselves need not be carried to an “unnatural extent”. “It is not a usual judicial or quasi-judicial procedure when endless opportunities have to be granted to people to defend cases because if natural justice is carried on to unnatural extents, litiga-

On the debt recovery process, the finance minister said the approach of the government has to make it more efficient and effective by making legislative changes and empowering banks. “Besides making changes in the insolvency law, the government has made changes in the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (Sarfaesi) law and debt laws. And we have cut short procedures in order to add efficiency to the whole system,” Jaitley added.

Close to 95,000 cases involving more than Rs 5 lakh crore are pending before debt recovery tribunals across the country. “So, every case that the litigant manages to delay hurts the larger investment environment of the country because if money of banks are blocked with some defaulters, it prevents the bank from funding others who otherwise could have utilised this investment for fruitful purposes and benefit of the country,” he added. The minister also spoke of liberalisation of FDI policies because of which India has emerged as a preferred destination of foreign investment. “Foreign investors are getting far greater returns on their investment here than in any other country,” Jaitley asserted. “Public investment and

Gurugram, Nov 5 (PTI): Content with robust foreign capital flows and increasing public investment, Finance Minister Arun Jaitley today exhorted banks to support corporates to help spur private investment, a must for the economy to take off in a big way. “Indian private sector needs to expand in a big way. It needs to invest and that’s when all engines of the economy start firing,” Jaitley said at a seminar on debt recovery organised by the finance ministry. “To support that, you need banks to ensure flow of credit and support the private sector in order to expand their (private sector) investments. Therefore, the role of the banks in supporting growth, particularly as far as the domestic private sector is concerned, is extremely significant,” he said. The minister further said bank credit has to pick up which has slowed over the last few years due to

About a half-hour later, the school sent another alert saying a suspect was in custody and the area was safe. Officials say a former student injured another student and a faculty member. No charges had yet been filed. Officials didn’t say how serious the injuries were. Eyewitnesses described pools and trails of blood at the scene.

WASHINGTON, Nov 5 (AFP): The US military confirmed on Friday it had killed al-Qaida’s emir for northeastern Afghanistan during an air strike last month, in a major blow to the group as it seeks to reestablish safe havens in the country. Pentagon spokesman Peter Cook described the assault that killed Farouq al-Qahtani as a “precision strike” and said it took place on October 23 in Kunar, Afghanistan. “This successful strike is another example of US operations to degrade international terrorist networks and target terrorist leaders who seek to attack the US homeland, our interests and our allies abroad,” Cook said in a statement. He said another alQaida leader in the country, Bilal al-Utabi, was targeted in a separate strike, though the results of that attack were not yet known.

MOSUL, Nov 5 (AP): Iraqi special forces launched a two-pronged assault deeper into Mosul’s urban center, unleashing the most intense street battles against Islamic State militants since the offensive began nearly three weeks ago. Smoke rose across eastern neighborhoods of Iraq’s second-largest city as heavy fighting continued after sundown, with explosions and machine gun fire echoing in the streets as mosques called for evening prayer. More than 3,000 Iraqi troops took part in the assault under heavy US-led coalition air support, but the pace of the fight also slowed as Iraqi forces moved from fighting in more rural areas with few civilians to the tight, narrow streets of Mosul proper. Sniper fire repeatedly stalled the advance, as commanders called in airstrikes or artillery support after

coming under fire. As the operation got underway, columns of armored vehicles wound through the desert, pushing through dirt berms and drawing heavy fire as they closed in on the middle-class Tahrir and Zahara districts. The area was once named after former Iraqi dictator Saddam Hussein. Seven suicide attackers in explosives-laden vehicles barreled toward the troops, with two getting through and detonating their charges, Lt Col Muhanad al-Timimi told The Associated Press. The others were destroyed, including a bulldozer that was hit by an airstrike from the US-led coalition supporting the offensive. At least seven special forces troops were killed and an officer and three soldiers were wounded, said an Iraqi military officer who spoke on condition of anonymity because he was not permitted to brief reporters.

“The operation is going well, but it’s slow. These kinds of advances are always slow,” said Iraqi special forces Capt Malik Hameed, as IS fighters could be seen running in the distance to reposition themselves. “If we tried to go any faster we would take even more injuries.” An Iraqi television journalist traveling in a Humvee was wounded in one of the suicide car bomb attacks. Earlier, at the eastern approach to the city’s urban center, militants holed up in a building fired a rocket at an Iraqi Abrams tank, disabling it and sending its crew fleeing from the smoking vehicle. The advance in that area then stalled. The push began as dawn broke with artillery and mortar strikes on the Aden, Tahrir, and Quds districts, just west of the special forces’ footholds in the Gogjali and Karama neighborhoods, al-Timimi said.

Harris is far ahead of Sanchez for US Senate, The Sacramento Bee reported yesterday. She is leading Sanchez, a 10-term congresswoman from Orange, 47 to 23 per cent, among likely voters. Dean Elgar (right) and JP Duminy embrace as both players scored centuries for South Africa on Day 3 of first Test on Saturday.

WACA, along with Vernon Philander, who had made 23 not out. South African paceman Dale Steyn was ruled out of the rest of the series with a fractured shoulder on Friday and will play no further part in the match, reducing the number of wickets Australia need to take. Steyn was a member of the Proteas team that chased down 414 to beat Australia at the WACA in 2008 but it was a debutant Duminy who scored the three runs off Mitchell Johnson that got the South Africans over the line. Now 32, Duminy looks to have played a key role in another Perth triumph after

his brilliant 141 rammed home South Africa’s advantage after they had skittled Australia for 244 in reply to their 242 on Friday. Duminy faced 225 balls and hit 20 of them for fours with another going for six, overhauling partner Elgar before lunch and reaching his fifth test century with two runs to deep cover soon after the break. It was his first century in two years and his third against Australia, just reward for a masterclass of calm control and shot-making. The end came just as it looked like the pair of lefthanders would bat through to tea, Peter Siddle benefiting from a DRS review when

the technology revealed a nick off the bat that carried through to wicketkeeper Peter Nevill. Elgar did not have such a good experience on his previous visit to the WACA, having got a pair when he made his test debut at the ground in 2012, albeit on the winning team. Dogged and determined where Duminy was fluent, the 29-year-old reached his fifth test century half an hour before tea after a prolonged spell in the “nervous nineties”. His career-best 127 came off 316 balls and he had hit 17 fours and one six when Josh Hazlewood finally winkled him out after tea when he offered a tired shot and got an edge which Mitchell Starc took at gully. Sta r c sho ul d have caught Elgar on 81 when the batsman skied the ball to mid-off but he lost the ball in the Perth sun, tripped himself over trying to readjust his position and spilled it on the turf, to the despair of bowler Nathan Lyon. The left-arm paceman also accounted for Du Plessis (32), a fine edge taken behind by Nevill, while Hazlewood had Bavuma well caught by Usman Khawaja at deep square leg for eight but the collapse Australia needed never materialised.

for Real’s Leganes tie

M a d r i d, N o v 5 (IANS): French striker Karim Benzema will not be available for Real Madrid’s tie against Leganes in the La Liga football match on Sunday. Mateo Kovacic’s 85thminute goal salvaged a 3-3 draw for the European champions at Legia Warsaw on Wednesday after Madrid had thrown away an early 2-0 lead. But as they look to respond to their setback, Benzema won’t be there up front to get them the goals. Real Madrid coach Zinedine Zidane told a news

conference as quoted by the club’s website: “Karim will not play tomorrow. He has some problems after the game in Poland.” “He’s noticed something in his hip area, we’re not sure what it is, we’re going to see. It’s just a slight niggle, we’re not going to risk a player who has some sort of slight injury.” In more positive news for Zidane, playmaker Luka Modric is likely to play a part against the promoted side after missing the last seven games with a knee injury.

Mumbai beat NE United 1-0 in ISL

Match between Mumbai City FC and NorthEast United on Saturday.

G u wa h at i , N ov 5 (Agencies): Jackichand Singh scored the lone goal on the stroke of half time (45’) as Mumbai City FC raked up a vital away win to go top of ISL table as they brushed aside North East United FC 1-0. A beleaguered NorthEast United, with at least five first-team players facing injuries, took to the field at the Indira Gandhi Athletic Stadium in Guwahati on Saturday. Still under rehab, TP Rehenesh was included

in the 18-man squad as Nelo Vingada looked for desperate measures. The starting phases were numbingly pertinacious from what both teams had to offer. The only moment of spite from the game was in the sixth minute when Jackichand put down a golden opportunity from Diego Forlan’s release infront of goal, with only the keeper to beat. Halicharan Narzary too bottled a straightforward shot by panicking at the last

moment. His left-footer did not even touch the outernetting after Katsumi Yusa’s through ball found him in a good position inside the box. The hosts had two missed chances near the half hour mark. Albino Gomes pulled off a blinder of a save off Emiliano Alfaro’s volley as he was released in the area by Yusa. The Uruguyan headed over another chance from an inch-perfect Narzary cross. Both side had changes when they reentered the pitch. Seityasen

Ronaldo, Messi head FIFA’s shortlist for player of the year award

Cristiano Ronaldo and Lionel Messi

Z u r i c h , N ov 5 (Agencies): Cristiano Ronaldo and Lionel Messi lead the contenders on the 23-man shortlist for The Best FIFA Men’s Player 2016 award, with three members of Leicester City’s title-winning squad also in contention. Jamie Vardy, Riyad Mahrez and N’Golo Kante, who has since joined Chelsea, have been named on the shortlist in recognition of their roles in Leicester’s shock Premier League title success last season. Claudio Ranieri is also a leading contender for the top coach award. Top names on the list include Portugal captain Ronaldo -- who enjoyed success in the Champions League and Euro 2016 this year -- and Real Madrid teammates Gareth Bale, Toni Kroos, Sergio Ramos and Luka Modric, plus Barcelona’s Messi, Luis Suarez, Neymar and Andres Iniesta.

Atletico Madrid and France forward Antoine Griezmann, a finalist in the Champions League and European Championship, is another contender, along with international teammate Dimitri Payet. Arsenal’s Mesut Ozil and Alexis Sanchez, who both missed out on a place on the 30-man Ballon d’Or shortlist, are also included. Manchester United duo Paul Pogba and Zlatan Ibrahimovic are in the 23-man selection despite difficult starts to the season, while Manchester City’s Kevin De Bruyne and Sergio Aguero also make the cut. Goalkeepers Manuel Neuer, of Germany and Bayern Munich, and Gianluigi Buffon, of Italy and Juventus are on the list along with Bayern and Poland striker Robert Lewandowski. FIFA announced this week that its rebranded

“The Best” awards will be decided by a combination of votes from national coaches and captains, journalists and fans. Voting for the player and coach awards, in both men’s and women’s football, closes on Nov. 22. The 23-man list is due to be reduced to three candidates on Dec. 2 ahead of the Jan. 9 ceremony. Messi and Ronaldo have dominated FIFA’s annual award, formerly known as the Ballon d’Or and World Player of the Year, since 2008. Messi has won five times and Ronaldo three. Ronaldo was seen as favourite under the old voting rules to win for 2016 because Portugal won the European Championship and Real Madrid won the Champions League. Messi and Argentina lost to Chile in the Copa America final. FIFA Men’s Player 2016 shortlist: Sergio Aguero, Gareth Bale, Gianluigi Buffon, Cristiano Ronaldo, Kevin De Bruyne, Antoine Griezmann, Zlatan Ibrahimovic, Andres Iniesta, N’Golo Kante, Toni Kroos, Robert Lewandowski, Riyad Mahrez, Lionel Messi, Luka Modric, Manuel Neuer, Neymar, Mesut Ozil, Dimitri Payet, Paul Pogba, Sergio Ramos, Alexis Sanchez, Luis Suarez, Jamie Vardy.

Singh came on for the home side, replacing Passi on the right, off from a lengthy time on the sidelines. Sehnaj was brought on for Anwar Ali for the Ranbir Kapoor co-owned team. There was not much action till the hour mark even though there were minute fouls here and there and an incensed Katsumi Yusa only ordered the crowd to raise decibel levels, walking on a thin line given his booking. Emiliano Alfaro too was shown the yellow and as a result would miss the next game against FC Goa away for simulation in the opposite half as Lucian Goian only had a sniff off the ball. Albino Gomes put in yet another enthralling display of goalkeeping. Seityasen’s header from a corner just stuck onto the Indian goalkeeper, still eluding the home side any sort of joy. Into the last ten minutes, Matias Defederico missed his mark by a whisker as he wandered off alone into the Highalnders’ half, Rowllin and Gustavo at fault. The Argentine could only cough up a wide effort, too close to the bar at the far post.

India win Women’s Asian Champions Trophy NEW DELHI, Nov 5 (Agencies): Ace striker Deepika scored the winner in the dying minutes as India registered a sensational 2-1 victory over China in the final to win the 4th Women’s Asian Champions Trophy hockey tournament in Singapore on Saturday. Player of the day Deepika found the net with a rasping shot after finding the rebound from the penalty corner with just 20 seconds to go for the final hooter. Deep Grace Ekka put India in the lead via a penalty corner in the 13th minute as India went into a 1-0 lead after the end of the first quarter. Indian eves played their heart out to maintain their 1-0 lead at the halftime but to their dismay, China came back strongly in the second half to level the score in the third quarter. Zhong Mengling scored a fine field goal in the 44th minute to make it 1-1. The fourth and final quarter saw some pulsating action from both the teams with India emerging victorious at the end. It’s a double joy for India as they claimed the Asian Champions Trophy in both the men’s and women’s category. Last Sunday, Indian men’s team prevailed 3-2 over archrivals Pakistan to reclaim the trophy.

Kvitova sweeps past Zhang into Zhuhai final BEIJING, Nov 5 (Agencies): Number three seed Petra Kvitova of the Czech Republic swept past China’s number one Zhang Shuai 6-2, 6-2 to book a place in the finals at the $2.2 million WTA Elite Trophy in Zhuhai Saturday. Overcoming a partial home crowd in the seaside southern Chinese city, Kvitova dominated the Chinese wildcard in an impressive display, breezing to an early 5-1 lead shortly after the beginning of play and cruising to victory in 66 minutes. Kvitova has shown excellent form in recent months and secured her third finals clash in her last four appearances. Twenty-seven-yearold Zhang, ranked 28th in the world, had bounced back from retirement rumours after a disappointing tour last year to reach the quarterfinals of the Australian Open earlier this year. In the final round Kvitova will face the winner of top seed Johanna Konta and fourth-seed Elina Svitolina’s duel later tonight.

Anderson to join England tour of India L o nd o n , N o v 5 (Agencies): James Anderson is set to join England’s tour of India in Rajkot before the first Test, captain Alastair Cook has confirmed. Anderson satisfied England’s medical staff, in a series of fitness tests over the past week in Loughborough, that he is sufficiently recovered from the stress fracture of the shoulder blade in his bowling arm. England’s all-time leading wicket-taker will, however, not be ready in time to join his fellow frontline seamer Stuart Broad in the latter’s 100th Test - due to start on Wednesday. “It’s really good news, he’s probably a week ahead

of where we thought he was going to be,” Cook said. “He’s ready to come out, so it’s about trying to get him out to Rajkot as quick as we can. “ I h e a r d h e m ay be on the same flight as Straussy (Andrew Strauss) on Tuesday, hopefully, but that’s just hearsay. It’s great news, he’s worked incredibly hard to get back. Speaking to the guys at Loughborough, and speaking to him, there’s no more he can do there, he’s got the all clear.” “It’s about him acclimatising and getting some time in the nets. It’s great that he’s put the effort in, rather than take the easy option and come back in July, he wants to make a

difference in this series.” It is more likely Anderson will have to wait until at least the third Test of five, in Mohali at the end of November, before he is fit enough to take part. But when asked about

when Anderson may return, Cook added: “We will not know until we see him, but just chatting to him yesterday and a couple of days before, the second Test is a possibility. We’ll know more when his body reacts to being here.”
