Govt wants solution before polls D I M A P U R , N OV 3 (NPN): Nagaland government has urged upon the Centre to finalise the longstanding Naga political issue before the Assembly elections scheduled early next year. This was conveyed by a DAN delegation led by Chief Minister TR Zeliang that called on Union Home Minister Rajnath Singh in New Delhi on Friday. According to CMO Media Cell, the delegation, which also included Lok Sabha MP and former Chief Minister Neiphiu Rio, pointed out that it has been 20 years since negotiations began and with the State Assembly elections scheduled early next year, it was important that settlement of the Naga political issue was initiated before that. Rio went further in wanting settlement before Christmas as it would be in the interest of all. He said this was in lieu of the commitment and leadership of Prime Minister Narendra Modi and the Union Home Minister which made final settlement not to be too far off. In response, Rajnath

NCD lauds move to redeploy teachers DIMAPUR, NOV 3 (NPN): Naga Council Dimapur (NCD) has appreciated the steps taken by School Education, minister Tokheho Yepthomi and School Education, Principal Director Smita Sarangi , IAS in recalling teachers attached to VIPs, directorate, DEOs and SDEOs and redeploying them to their respective schools, so that students do not suffer. In a statement, the NCD expressed the hope that other departments would follow suit and redeploy concerned officials to their parent bodies, which will help in smooth functioning of the departments. “A teacher is one who ignites the young mind, nurtures the sprouts to take strong roots, clears the weeds of ignorance and helps the bud blossom into a flower. If that’s the case, imagine schools with shortage of teachers,” the statement read.

Singh appreciated the initiative of the Chief Minister and his colleagues for highlighting the need for an early solution and hoped that settlement of the Naga political Issue would be done soon. Later in the afternoon, the chief minister with his colleagues had a meeting with RN Ravi, Interlocutor for Naga Peace Talks, at Nagaland House in New Delhi. During the meeting, Zeliang urged Ravi to ensure that settlement of Naga political issue was done before the Assembly elections.

The chief minister also appreciated the efforts made by the Interlocutor towards an inclusive solution that was both honourable and acceptable. Ravi explained that they were very near to a final solution and that it was essential that all parties were involved in the final negotiations to ensure a peaceful and long-lasting solution. He also stated that most of the substantial issues have been resolved and only symbolic issues needed final resolution. In this regard, Ravi urged upon “all concerned

to impress upon all parties for the need of an early solution, preferably before the state assembly elections in the best interests of the state,” CMO stated. VCs take exception to withdrawal of money for non-existent hostel work DIMAPUR, NOV 3 (NPN): The village councils of Tenyiphe-I, Tenyiphe-II and Tenyiphe-III (Virazouma) have taken strong exception to report of withdrawal of Rs. 72 lakh for construction of a hostel at Tenyiphe village here. The report was published on September 18 after Nagaland Public Rights Awareness and Action Forum had highlighted the issue over double drawals. In a joint statement, Helie Kruse, Runavilhou Kin and Videzol Natso, chairmen of the village councils of Tenyiphe-I, Tenyiphe-II and Tenyiphe-III (Virazouma) respectively, said a joint meeting of the three villages was held on October 24 on the matter. During the meeting it was found that no such work had been taken up

in any village and that no person by the name “Tepuvito Angami”, to whom the works had been allegedly awarded, exists in any of the three villages, the chairmen stated. The statement said the village councils have taken serious view of the matter and the government’s bid to indulge in corruption by using the village’s name. They also demanded that the government or the concerned department clarify as to where the hostel was being constructed or where the said fund had been utilized. “The three village councils cannot remain mute spectators to such act of the government in siphoning off such a huge amount by using our village name, and the government should let the villages know who Tepuvito Angami is and as to what he

had done with the amount he had drawn using our villages’ name,” the statement demanded. The statement also summoned Tepuvito Angami to appear before the three village councils within 15 days from the date of its publication, failing which the villages councils have threatened to initiate their our own course of action that will have unpleasant consequences in the long run. On September last, NPRAAF had come out with a startling revelation alleging that the Finance department had issued double DAs for construction of 17 Boys/Girls hostel for Scheduled Tribe at various locations across the state, thereby doubling the expenditure from Rs. 10.03 to Rs. 20.5 crore

BDO office issue: KPO objects to KPU’s claims

DIMAPUR, NOV 3 (NPN): Giving a new twist to the ongoing controversy surrounding delay in construction of BDO office building at Chunlikha RD block, the Kithagha Public Organization (KPO), HQ Chunlikha, on Friday objected to the claims made by the Kandinu public union (KPU) on the issue. In a press release, KPO president, Dr. Khanlo Magh, and general secretary, Zukeya Woch, stated that proposal for creation of the RD Block was made at Chunlikha, the place being the centre and headquarters of Northern Rengmas consisting of 13 villages with a total population of 27,877 and 4654 households and considering its suitable location in all aspects. The signatories said the Cabinet had accordingly approved creation of RD Block Chunlikha and not Tsonsa village as claimed by the KPU in a section of local media on November 1, 2017. Further, KPO recalled that a meeting of constituent villages was held on February 24, 2012 in connection with selection of site for RD Block Chunlikha.

SC refuses stay on linking Aadhaar to bank accounts

NEW DELHI, Nov 3 (Agencies): Supreme Court (SC) on Friday refused to pass an interim order staying the linking of Aadhaar with mobile numbers and bank accounts, saying that it is leaving the issue to be decided on by a Constitution bench in the last week of November. At the same time though, the top court chastised banks and mobile telephone companies for creating panic by sending customers messages saying their accounts will be deactivated if they don’t link them to Aadhaar. The Centre denied that such messages were being sent. “I don’t want to say in the presence of media people, but I also get (these) messages,” said Justice AK Sikri, referring to the sometimes umpteen-a-day text messages threatening deactivation for not linking one’s Aadhaar to one’s bank account and mobile phone number. SC bars distance education by deemed universities NEW DELHI, NOV 3 (PTI): Supreme Court Friday restrained all deemed universities across the country from continuing any distance learning courses from the 2018-19 without prior approval of the regulatory authorities and ordered a CBI probe into granting of retrospective approvals to four of them. SC also directed the University Grants Commission (UGC) to restrain such institutions from using the word ‘University’ within one month from today, observing that commercialisation of education “seriously affects credibility of standards in education, eroding power and essence of knowledge and seriously affecting excellence and merit”. A bench of Justices Adarsh Kumar Goel and U U Lalit directed a CBI inquiry against the conduct of UGC officials who had granted ex-post facto approvals to the four deemed universities against the policy and into the conduct of these institutions which had abused their position to advance their commercial interests. It said that unless off-campus centres or study centres were individually inspected and found adequate by the statutory authorities, no course-specific approvals should be granted for distance learning courses.

Such a bench is expected to soon hear a bunch of petitions challenging the validity of Aadhaar on the ground that it violated citizens’ right to privacy. The SC on Friday also asked the Centre to direct companies to mention in their text messages, the last date for linking their mobile numbers and bank accounts with Aadhaar. This statement from the SC came a day after the Centre told the apex court that all subscribers had to link their mobile phone numbers with Aadhaar by February 6 under E-KYC verification. The Centre also said on Thursday that showing proof of Aadhaar is mandatory for opening new bank accounts. The Centre further said on Thursday that it was the SC that had approved the norm for mandatory Aadhaar-mobile phone linkage - with a window of one year - in the Lokniti Foundation case on February 6.

Any order against Aadhaar will hurt over 118 cr people: Centre Centre, in its 113-page affidavit in the Supreme Court, has highlighted how extensive the proliferation and coverage of Aadhaar has become in India, with 118.64 crore population having already enrolled with the UID scheme. The widespread reach of Aadhaar has been underlined by the government to tell the Court that any adverse order against the validity of Aadhaar will jeopardise interests of millions of Indians, who are beneficiaries of various social welfare schemes. Stating that the country has wholeheartedly accepted Aadhaar, the government, in its new affidavit, said that the 12-digit UID “provides a lifelong identifier to a resident”. Running across several pages, the affidavit has, in fact, pointed out how big the Aadhaar scheme has become during the pendency of the case since 2012. As of Friday, the total number of Aadhaar numbers generated stands at 118.64 odd Crores.

NPCC demands Imkong Imchen’s resignation DIMAPUR, NOV 3 (NPN): Nagaland Pradesh Congress Committee (NPCC) has strongly condemned the alleged physical assault on principal director of Health & Family Welfare department, Dr. Bendangyanger Jamir by Health & Family Welfare minister Imkong L Imchen and demanded the latter’s resignation for his unbecoming conduct. In a statement, NPCC said that the minister concerned had crossed all limits of decency by indulging in a senseless act that cannot be just wished away by tendering a mere apology. Stating that Imchen was a habitual offender despite being an elected lawmaker, the Congress said it was a disgrace to the people of Nagaland that such people were allowed to become Minister again and again even as his misdeeds continued to grow. “When the minister has the audacity to physically assault a senior official without any second thoughts, then there is nothing more to expect from him when dealing with com-

mon people,” the party said. The Congress said that after 15 years in government the arrogance of the NPF and its leaders had reached such a point that they have no hesitation in even physically assaulting senior government officials. It said the action of the government in deputing one senior Minister to plead on Imchen’s behalf was an indirect way of defending his reckless act and “for which the NPCC indicts the government for sheltering the accused minister and denying true justice to the Principal Director and the entire medical fraternity”. Stating that Imchen continuing as a minister had become untenable, the NPCC demanded his immediate resignation to avoid bringing “further disrepute” to the office he holds. It also stated that should Imchen still “shamelessly clinging” on to his chair, chief minister, TR Zeliang should sack him from the Cabinet or “else the CM and the entire Cabinet would be held responsible for legitimizing his uncivilized conduct”.

KOHIMA, NOV 3 (NPN): Even as the sit-in protest organized by NPF central youth wing entered day ten Friday, there was no concrete response from the NLA speaker till date. The NPF central youth wing has, however, affirmed to continue the protest till matter was brought to its logical conclusion. The sit-in dharna began on October 23, 2017 in protest against the NLA speaker’s inaction to settle cases regarding the disqualification issue, recognition of NPF legislature party leader and recognition of the NPF chief whip. Speaking on the tenth day of sit-in protest at civil secretariat here, NPF legislature party spokesperson, Yitachu, MLA, said that once the present government was found to be unconstitutional, inves(Cont’d on p-8) tigation would follow and

many of the elected members including the officers would land in trouble. MLA said that any activities carried out during this period would be deemed illegal and many would land in jail. Slamming the chief minister and his cabinet colleagues for frequenting ECI office in Delhi, Yitachu said the state leaders holding such high positions and moving around ECI compound was a mockery to the state. He said it depended on the Nagas whether to re-elect such leaders or elect a fresh batch of leaders to lead them. “Power lies in the hands of the Nagas,” MLA said. Continuing his attack on state governor, PB Acharya, the NPF legislature party spokesperson asked the governor to follow the constitution if he was so desperate to form BJP government. Yitachu also asked the governor not to play with

the sentiments of the Nagas in the name of Naga political issue. The MLA also slammed the governor over his purported announcement on September 18 that solution would come within one month time. He said the party was all prepared to cooperate, but nothing was proved. In this regard, Yitachu asked the constitutional head not to make such statement without proof and facts. Also, speaking at the protest site, NPF youth ambassador, Imlibenla Wati, said the situation was created because of the “seasoned leaders” who had failed to uphold the party principles. She lamented that NPF president, Dr. Shürhozelie Liezietsu, was betrayed by his own members for lust of power and money.
