Farmers reject Centre’s offer; threaten to block Delhi

New Delhi/Chandigarh, Nov 29 (PTI): Rejecting the Centre’s offer to hold talks once they move to the Burari ground, the farmers who are protesting at Delhi’s borders for four days against the new farm laws on Sunday said they will not accept any conditional dialogue and threatened to block all five entry points to the national capital. As the standoff showed no signs of easing, PM Narendra Modi again batted for the new laws in his monthly radio address, saying these reforms have given the farmers “new rights and opportunities” and have started mitigating their problems in a short span of time. Home Ministry too assured the farmers’ organisations that a high-level team of Union Ministers will talk to them once the protesters move to the designated site. A meeting of over 30 farmer groups was held to discuss Union Minister Amit Shah’s offer for talks before the scheduled date of December 3 once they move to Burari in the city, but the thousands of protesters refused to budge and prepared for spending another night in the cold at the Singhu and

D I M A P U R , N OV 2 9 (NPN): Eastern Sumi Students’ Union (ESSU) has expressed disappointment on the non-completion of GPS Hoshepu under SDEO Aghunato and appealed to the responsible authority to take up the construction work without further delay. ESSU president, Hokato V Yepthomi stated that the work order was approved and sanctioned in 2010-11 and the entire amount of Rs. 14,68,665.58 has been released but the construction work has not been undertaken till date. ESSU stated that it raised the matter through local dailies in August this year but department has not taken any initiative. It therefore, appealed to the responsible authority to take prompt initiative and start the construction by intimating the union office without further delay.

DIMAPUR, NOV 29 (NPN): Close on the heels of the Naga Students’ Federation (NSF) expressing disapproval of ENSF demands on 45% job reservation in Nagaland Service Selection Board(NSSB); Angami Students’ Union (ASU) has also aired its opposition to the ENSF demand for 45% reservation in Nagaland Staff Selection Board (NSSB). Terming the demand as “totally unreasonable, unfair, selfish and arrogant”, ASU president Vizokho Zashümo and general secretary Petekhrietuo Kiewhuo in a press release termed it as “absolutely unacceptable”. ASU said that such a “detrimental factor” cannot be allowed to be implemented, the Union maintained that such a destructive policy would destroy “our very fragile society”. ASU has called for reflecting morally the fact that every mother sweats to see the triumph of her children and emphasised that no mother was less important. Hike in petrol and diesel rates DIMAPUR, NOV 29 (NPN): Oil marketing companies continued to increase the prices of petrol and diesel on Sunday. After today revision, petrol price in Delhi stood at Rs 82.34 per litre and diesel hiked to Rs. 72.42 per litre, according to notifications from Indian Oil Corporation. Similarly, in Mumbai, petrol and diesel rates were raised to Rs. 89.02 per litre and Rs. 78.97 per litre. In Dimapur, petrol has been hiked to Rs. 84.96 from Rs.84.79 and diesel price increased to Rs. 75.85 from Rs. 75.60. In the state capital, petrol price was retailing at Rs. 85.80 and diesel at Rs. 76.54. The fuel prices are determined by the value-added tax (VAT) levied by the state governments, which makes them different across states. As of today, Indian Oil Corporation, Bharat Petroleum Corporation, and Hindustan Petroleum Corporation are the biggest oil marketing companies in India. The OMCs revise petrol and diesel rates on a daily basis, in order to align the fuel prices with the global benchmark, as well the dollar/ rupee exchange rate.

New Delhi, Nov 29 (Agencies): Pune-based Serum Institute of India (SII) has rejected allegations that its COVID-19 vaccine candidate has serious side effects and threatened to file Rs 100 crore defamation suit against volunteer who took part in the ‘Covidshield’ vaccine trial conducted by it. A 40-year-old Chennaibased man had alleged that he suffered serious side effects, including a virtual neurological breakdown and impairment of cognitive functions and sought Rs. 5 crore compensation in a legal notice to Serum Institute and others, besides seeking a halt to the trial, reports BusinessToday. The legal notice was sent to Serum Institute, the world’s largest vaccine maker, which has collaborated with Oxford University and Astra Zeneca, for manufacturing of the vaccine, ‘Covidshield.’ The Indian Council of Medical Research (ICMR), one of the sponsors besides SII, and Sri Ramachandra Institute of Higher Education and Research, which administered the vaccine to the man, was served with the notice.

Currently, there are 4,53,956 active cases, whereas 88,02,267 patients have been cured and discharged so far. The recovery rate stands at 93.71 per cent, and the fatality rate is 1.46 as per cent, the Ministry said. Maharashtra continued to be the worst-hit state with 18,14,515 cases till date. There are 90,965 active cases and 46,986 Covid-19 deaths.

A joint press release by WRCU chairman, Yanpemo Tungu and WRSU president Zademo Tsanglao have warned any person from outside the range entering for such purpose would be doing so at their own risk and the union will not be responsible for any untoward incident that may occur. Beisumpuiram village holds govt recognition programme DIMAPUR: Beisumpuiram village under Ahthibung sub-division, Peren district government recognition programme was held on November 27, with deputy commissioner of Peren, Sentiwapang Aier as the special guest. According to DIPR report, speaking on the occasion, DC Peren lauded the village leaders for their tireless efforts and initiative from the start till the recognition of the village by the Government of Nagaland. He also encouraged the villagers to seek God’s blessings in order to move forward towards development and progress. Aier mentioned that all round development could be attained only by maintaining peace and tranquility. He also encouraged them not to depend much on government schemes and jobs but to adopt private entrepreneurship and become self-sufficient.

Aier added, for a village to develop, health and education sectors were of major importance, therefore he urged the local people in the village to put more focus on these two sectors. Including the 10 deaths in the last 24 hours, the virus has claimed 273 lives in the state where the situation is worsening with daily casualty reports in the last two months. Until Sunday, nine was the biggest single-day death reported in the state. On November 2 last, the state recorded nine deaths in a span of 24 hours. The state recorded six to seven deaths in a day for the last four days, indicating worsening situation of the pandemic even as a slight decline of people exposed to infections to pandemic reported in the last few days. Of the 10 new COVID-19 fatalities, one was a woman of 62 years and the rest were men ranging from 30 to 90 years. As per the daily report of the state health department, four deaths were from Imphal West,

three from Imphal East and one each from Ukhrul, Bishnupur, and Kangpokpi. Over the last 24 hours, 161 more people tested positive for COVID-19, bringing the number of active cases to 3,236 and the overall number of people in Manipur exposed to the infection since the beginning of the pandemic in March this year to 24,910. Meanwhile, recoveries increased to 21,401 since yesterday as the state recorded 198 more recoveries. The recovery rate of the state stood at 85.91%. Imphal West district, one of the twin capital districts where 69 new cases were reported on Sunday continued to be the worst hit district of the state. The district now has a total of 7,815 people exposed to the infection. With 4,921 infections, Imphal East district continued to be the second most hit district of the state. Meanwhile, the total number of samples tested so far in the state reached 4,18,298. The number included 2,407 samples tested over the last 24 hours.

Correspondent IMPHAL, NOV 29: A tribal student body on Sunday threatened to launch its deferred agitations against non-holding of elections to the Autonomous District Councils (ADCs) in hill districts of Manipur. All Tribal Students’ Union Manipur (ATSUM) has been pressing the state government for the timely conduct of elections to the six ADCs in hill districts. The entire 10 hill districts of the state are covered by six ADCs –Chandel, Ukhrul, Senapati, Sadar Hills, Tamenglong and Churachandpur. The term of the office of the current ADCs which were extended for six months since the terms expired in May 2020 were to expire on November 30. A cabinet meeting convened by chief minister N Biren Singh on November 10 last resolved to hold the due elections timely without extending the term of office of the ADCs further. The decision not to extend the ADCs’ term was taken in the backdrop of an agreement which was inked between ATSUM and state

government on November 4 last. Following the agreement, ATSUM deferred its planned agitations of calling for a 48-hour inter-state bandh and complete ban on the implementation of all ongoing national projects in the hill districts. Addressing a press conference at ATSUM office in Imphal today, the apex body of tribal student bodies in Manipur alleged that even as the term of office of the ADCs is due to expire tomorrow, no step for conduct of the elections were taken up on the part of the state government. Alleging that the state government was doing nothing to hold the due elections, ATSUM general secretary SR Andrea warned that such irresponsible attitude of the state government will invite the student body to launch its deferred agitations. He demanded a clarification on whether the state government is planning to extend the term of office of the ADCs further or going to keep the ADCs in an uncertain state without extending the term and holding the due elections.

If the state government fails to come up with a clarification at the earliest, ATSUM with the support of hill based CSOs and tribal people will launch various forms of agitations, he said. He reminded of the suspension of agitations planned by ATSUM earlier and said that they had deferred the planned agitations believing the assurance given by the state government on November 4 last. ATSUM will not accept extension of the term of the ADCs at any cost as it would be against the wishes of the tribal people of the state. He alleged that the state government was trying to suppress the democratic rights of the tribal people by not holding the ADC elections timely. “Don’t test the patience of the tribal people. Government should not take the patience of the tribal people as their weakness,” he added. The apex body first announced the commencement of the agitation from October 26, only to defer it for ten days after talks with the government.

India, Myanmar exchange 61 nationals IMPHAL/ GUWAHATI, Nov 29 (IANS): India and Myanmar on Thursday exchanged 61 nationals including two militants through the Moreh Integrated Check Post (ICP) in southern Manipur, officials said. In another development, the security forces in West Bengal’s New Jalpaiguri have detained 14 Myanmarese refugees, who have fled from the refugee camps of Cox’s Bazar in southeast Bangladesh and illegally entered into India. An official of Moreh ICP said that of the 61 people, aged 20 to 30 years old, 34 are Indian nationals including two extremists and 27 are Myanmarese nationals. Most of these people illegally cross the borders and lodged in respective countries’ jails following their sentences awarded by the Indian and Myanmar courts. The official on condition of anonymity said that of the 34 Indian nationals belonging

to different north-eastern States, two terrorists are members of Tripura and Manipur outlawed outfits and they were handed over to the Manipur police for taking legal actions. He said that of the 27 Myanmar nationals, 19 were lodged in southern Assam and eight in Manipur jails following their detention after the illegal entry and stay into India. An Assam Police official said that the 19 Myanmarese with tourist visas entered India long back and they took jobs in a private company in Uttar Pradesh. “When the 19 Myanmarese lost their jobs during the Covid-19 induced lockdown and expiry of their visa term, they tried to return to their country via Silchar (Assam)-Manipur route, but Assam police arrested them and lodged them in four months jail,” the official said. The detainees include eight women and two children. The CPRO said that the officers and personnel of RPF and GRP following an alarm from the passengers of Agartala-New Delhi Special Rajdhani Express detected the 14 people belonging to Rohingya Muslim community. “All of the 14 detected passengers were de-trained and taken to GRP thana at New Jalpaiguri. During interrogation it was found that all of them have fled from the refugee camps of Cox’s Bazar in Bangladesh and entered India earlier. All the arrested persons were produced before a local court, which sent them to Judicial Custody,”

Over 738,000 Rohingya Muslims from Rakhine state in western Myanmar have arrived in the camps in Cox’s Bazar since the beginning of the ethinic troubles on August 25, 2017, following a wave of violence and persecution, which has been described by the United Nations as attempted ethnic cleansing. Four north-eastern States — Arunachal Pradesh (520 km), Manipur (398 km), Nagaland (215 km) and Mizoram (510 km) — share 1,643km unfenced border with Myanmar while Tripura (856 km), Meghalaya (443 km), Mizoram (318 km) and Assam (263 km) share an 1,880-km border with Bangladesh.

Road to economic progress

ecently, two economic blockades imposed at three entry points to Nagaland- one at Khatkhati the other at Dillai under Karbi Anglong district and the other at Mariani under Jorhat districtwere definitely meant to strangulate the people of the state over alleged encroachment by some people from Nagaland. First of all, the economic blockades are totally illegal and unconstitutional. Both the are roads fall under National Highway- 702D connecting Marian with Mokokchung; NH 29 connecting Manja to Dimapur and 129 connecting Bokajan to Dimapur. The indefinite economic blockades were nothing but an act of war and a blackmailing method against Nagaland in order to make the state act against alleged encroachers. The concerns may or may not be legitimate since this is still a matter with the Supreme Court. However, even if it was about illegal act of encroachment, the very act of imposing economic blockade is also illegal and unconstitutional. The National Highway Act 1956, sub-section 8 (1) states: “whoever commit mischief by doing any act which renders or which he knows to be likely to render any National Highways refer to sub¬section (1) of section 8 (A) “impassable or less safe” for travelling or conveying property, shall be punished with imprisonment of either description for a term which may extend to 5 years, or fine with both”. Thus, the NH Act is clear, that blockade on roads is a serious offence that invites fine and imprisonment. While the blockades at the entry points under Karbi Anglong have been suspended pending fulfilment of demands by the Assam chief minister, the other blockade at Mariani continues. These blockades in Assam against Nagaland are not recent but have been frequent in recent years. A proposal to connect Dimapur with tuli(Mokokchuung) - Tizit(Mon) by a road snaking along the foothills skirting Assam was pitched some 50 years ago. The North Eastern Council(NEC) had funded the project during the 70s but it was halted sometime in 1974. It did not take off until 2012-13 when the civil society spearheaded by the tribal hohos pressured the state government into relenting. Under the banner of Nagaland Foothill Road Coordination Committee(NHRCC), the project began in earnest. The original foothills road, as proposed in 2013, ran a length of approximately 250km. With the inclusion of Khelma, it would run some 400km from Tizit (Mon) to Khelma (Peren). In between, the Foothill Road was renamed as the Trans-Nagaland Expressway. This project, when complete, will make up for the non-existent all-weather roads connecting the districts without having to cross into Assam. The total amount sanctioned for the original Nagaland Foothills Road Project by the Nagaland state government stands at around Rs 70cr. In September 2018, Chief Minister Neiphiu Rio had sought the assistance of the Ministry of Road Transport & Highways for funding the stalled project. There was no news after that. It is imperative that the construction of the TransNagaland Expressway(TNE) should be accorded top-most priority by the state government and ensure that the project is complete at the earliest. It is not only about keeping the link between West,east and north Nagaland free from bandhs and blockades but also to promote economic development all along the routes. It will also enable faster transportation of goods between one part of the state with another. The project is a must for Nagaland if economic development is to mean anything.

Every other kind of so-called Christian experience is detached from the Person of Jesus. There is no regeneration— no being born again into the kingdom in which Christ lives and reigns supreme. There is only the idea that He is our pattern. In the New Testament Jesus Christ is the Savior long before He is the pattern. Today He is being portrayed as the figurehead of a religion— a mere example. He is that, but He is infinitely more. He is salvation itself; He is the gospel of God! When I commit myself to the revealed truth of the New Testament, I receive from God the gift of the Holy Spirit, who then begins interpreting to me what Jesus did. The government’s move to go into a collision course with the farmers has caused

The talks are natural process and it should not have been forced by political rival AAP government, which is supposed to have taken credit of being profarmer. It is not only the farmers, bankers and opposition that are protesting but even organisations like Swadeshi Jagaran Manch or BKS, part of the sangh parivar are opposing the move. It is being perceived as changing the pattern of labour, banking and agriculture in the country. These bodies fear that relaxations being given would make it much easier for corporate to control the pricing of farmers’ products, may control the entire farm market, banking and weaken the public sector causing immense social and economic problems. Across the board apprehensions are being expressed of the country suc-

cumbing to corporate and WTO pressures to further aggravate the problems already ruined by lockdown, severe production thawing, job losses and critical reduction of money flow as India is stated to be the slowest-growing economy among 24 countries in the July-September quarter to a decline of 12.7 percent as estimated by NCAER and 7.5 percent by National Statistical Office. The perception of viewing MSP as subsidy is not correct. It only decides a floor. It should be agreed and ensured by law. Similarly, despite inflation galloping, keeping interest rates at a low of less than 5 percent convolutes the basic principles, causes severe economic woes as value of deposits crashes and markets cringe. It is also a fact that the country cannot be left to the mercy of corporate. The situation needs dialogue and the Centre has agreed to one though the date remains in suspense. It is prudent to listen to the farmers, bankers and workers. The government should relent on its rigid stance to the drastic changes it made into farm, banking and labour laws. The country needs growth but it has to be for overall progress.

he dormant faculty of our mind gets rudely shaken awake when destiny drives us to a helpless depths of despair and solitude. It is then that we realise how much we take our lives for granted. We often perfunctorily thank the Good Lord in our routine daily family prayers perhaps but forget to truly count the intimate Blessings that God Almighty has so abundantly graced each of our personal lives in so many indescribable ways. I recently had the misfortune, which I now term as an opportunity, of going through one such desperate experience. In that silent solitude of a cabin in Referral Hospital I opened this chapter of my life that had been less visited and felt so totally wanting. Be that as it may, He salvaged me yet again from the abyss of certain disaster that I was headed towards after I had contracted Covid-19 infection on 15th October 2020 while attending the ‘consultation meeting on Naga Political issue’ at Kohima. A friend, who had accompanied me the whole day on this fateful day of the meeting, called me up on 17th October evening with a troubling news that he had voluntarily gone for a Covid-19 infection test and was unfortunately confirmed ‘positive’. He had the sense of responsibility to thereafter, promptly ring me up to suggest that I too do a quick check up. Up to this point of time I was feeling perfectly normal without any symptom of discomfort whatsoever. This simple news however, hit my family like a hurricane from the blues. My immediate thought was not very much on whether I too was infected. It was taken as granted. I was more gripped by a cold shiver down my spine thinking: “have I already passed on the infection to my entire family members, with an ominous concern for my two and a half years old grandson? OMG! My eldest son joined me in the rush down to Zion Hospital but by that late hour, the counter had

closed down for the day. We were advised to come early the next morning, which we did. The ‘Truenat Covid-19’ test result for both I and my son, who also decided to go through the process to be certain, was got two hours later. We both were confirmed ‘positive’, with a consolation note (that hardly consoled us) that it was a mild infection. My son and I immediately went into home quarantine mode on receipt of the confirmation on 18th October. The next urgent exercise that had to be carried out was to have the whole household tested. CMO Dimapur Civil Hospital was informed and under the contact tracing programme, their fully equipped mobile team promptly came home in their ambulance and took the samples of my entire family members and working staffs on 18th of October. It was the most suspenseful three long days of waiting for the results. They all turned out ‘negative’, including my grandson! What a huge relief! I was now ready to face the music in whichever way it was played. Meanwhile the symptom of slight temperature was now beginning to creep in during the evening hours by the 20st October with mild signs of body discomfort which became more accentuated. By 22nd October it was more than apparent that we were travelling towards the deep end of the infection and therefore decided that a more dedicated treatment was necessary. My son and I got admitted to the Referral Hospital, Dimapur the same evening. Being a senior citizen, the management graciously allotted me a small cabin but my son had to stay exposed in the general ward. This worried me a great deal but there was no other option available. Thereafter, we went through almost three harrowing weeks of battling with this deadly virus, having a steady running temperature and coughing that caused immense discomfort to the already congested

chest which also painfully straining the whole body. There were few patients next door, vociferously coughing their guts out and laboriously fighting for their breath with so much difficulty. ‘Breathing’ is a subconscious mechanism that we pay no attention to when we are well. But it is in such a moment when you start having breathing difficulties that realisation hits you sharply that this unmindful act of inhaling and exhaling is the ultimate definition between staying alive or dying...that we take for granted so unmindfully. It seems like a lesson in gratitude is being imparted through this virus as a rude reminder to the forgetful ‘breathers’ on earth. Every hour the nurses diligently monitored our status...temperature, blood pressure, heart rate, sugar level et al. They ensured that I was having tonnes of antibiotic and every other conceivable tablet as prescribed by the Doctors... more in quantity than my tasteless breakfast or dinner. Every time the home front asks what we would like to have for breakfast, lunch or dinner, my son and I would grimace. Apatite was absolutely out of tune with our initial declining condition. We were feeling lightheaded and unsteady on our feet with energy steadily being drained out of our system all the time. In moments such as this, our weary thoughts go wandering into unchartered territories where everything seemed so hopelessly gloomy and meaningless. It left me in deep contemplation about life, family and the kind of heartless society we are living in, devoid of true Christian love and compassion. As I wrestled with this uncomfortable solitude and boredom, in the quiet cabin of the Referral Hospital in Dimapur, I casually browsed the internet and chanced upon some gospel music. It was then that I came across a soul stirring song sung by a physically challenged individual from ‘The Jake Squad’ and also

by Jeff & Sheri Easter... that brought tears into my eyes. It was perhaps my most vulnerable moment of despair in quite a while. At that instant moment of complete solitude the only sound that kept ringing in my ears over and over again was their soothing melody that said, “Thank You, Lord for Your Blessings on me”. The lyric was so profoundly meaningful and powerfully simple...in complete contrast with today’s world which has gone mad in search of wealth and power and comforts of life above all else so much so that we have forgotten to spend even a quiet moment of calm meditation each day to really Thank The Good Lord for all the blessings we have received...like good health that we take for granted for instance. And I feel compelled to share the lyric with our readers. It goes like this: While the world looks upon me, as I struggle alone, And they say I have nothing, but they are so wrong, In my heart I’m rejoicing, how I wish they could see, Thank You Lord for Your blessings on me, There’s a roof up above me, I’ve a good place to sleep, There’s food on my table, and shoes on my feet, You gave me your love Lord, and a fine family, Thank You Lord for your Blessings on me; I know I am not wealthy, and these clothing’s not new, And I don’t have much money, But Lord I have You, And that’s all that matters, though the world may not see, (And I) Thank You Lord for Your blessings on me. This is exactly how a true believer ought to feel, no matter what the circumstance...rich or poor. We may not have anything that the world wants...but each one of us does know what the world needs...starting with ourselves...stretching a compassionate hand to help those less fortunate than us with a giving heart that truly cares. This world would have been so different if we were all able to even remotely live it that way.

The pursuit of happiness will always remain the primary quest of mankind on planet earth from the day we are born...till the day we die...to find that kind of perpetual security that would cater to our everyday living comforts and conveniences. How we go about acquiring this end makes all the difference that brings out the best in us or the worst. As Christians, we ought to believe that the final answer of finding that true happiness lies in our resolve to absorb a moral conviction which unquestioningly places our complete trust in The Good Lord with all of our heart and soul and allowing Him to direct our path. Everything would eventually fall in place thereafter...for those who believe. Such was the filtered thought that floated across my mind in these lonely hours of trial. I quietly thanked the Good Lord for momentarily directing my thoughts to glimpse His wondrous world of peace and comfort. The greater part for sharing my thought today was to express my heartfelt gratitude to the doctors and the nurses in Referral Hospital, Dimapur, from

the bottom of my heart, who selflessly took care of me with such committed dedication round the clock knowingly placing them in the frontline without a sign of fear of exposure that they constantly worked under. The same sense of gratitude towards the mobile team of the CMO’s establishment for promptly answering the call to have my family tested. It takes great courage and dedication on their part to be doing what they are doing day in and day out. I sincerely thank the Good Lord for people like them still bravely standing by to willingly help those in need and consoling the weary souls fighting for their very survival. I would also like to reach out to all our people out there and remind them that this deadly virus is for real and should not be taken lightly. Social distancing and wearing mask should strictly be adhered to, if not for others, then at least for your own wellbeing. Sir, With COVID-19 raging on, I thought the people would be more conscious, more careful and cleaner. I thought with this prevailing situation, people would take healthy precautions, stay indoors and thus, let nature breathe for once but it turned out to be the exact opposite of that. Dimapur citizens won’t stop thronging the market areas. Social distancing has become a farfetched dream. The people won’t stop littering the streets and hygiene has turned scarce. Recently, I saw an occupant of a car with the sign ‘Baby onboard’ throw a crushed Bisleri bottle out around DC Court area. This made me wonder whether our people have lost their own senses. Instead of picking up the litters and keeping the surroundings clean, we throw garbage even in those areas where it’s written ‘Throwing of garbage is strictly prohibited’. It’s funny that we call ourselves educated people yet fail terribly in maintaining the decorum of a literate person. Therefore, my only request is ‘Please do not litter if you’re not going to clean’. DIMAPUR: Viswema Students Union (VSU) in preparation for the upcoming Viswema Youth Organization (VYO) platinum jubilee, organised sanitation drive on November 28. DIMAPUR: Middle Point Colony Council (MPCC) Dimapur has resolved to impose fine and take action on those repeatedly not complying with the council’s directive, in regard to dumping of garbage in the colony jurisdiction or the roadside. A press release by MPCC secretary Jonah Achumi and GB Hukato Aye stated that, MPCC has deployed volunteers for the past two weeks and has caught many defaulters. The council further informed the landlords/ building owners to check their own tenants who were throwing their household waste on the roadsides especially during the night time and also in the wee hours. Pointing out that many proprietors of buildings do not know what their tenants do, the MPCC has asked all to be responsible and dispose their wastes in the DMC tractors which come for the collection of the waste in every colony. The MPCC also asked all shops, restaurants, workshops, offices, institutions etc to keep a waste bin and if found throwing garbage on the roadside will be penalised.

New Delhi, Nov 29 (PTI): The national capital is all set to record coldest November in at least 10 years, with the mean minimum temperature for the month this year hovering around 10 degrees Celsius, according to India Meteorological Department data. In Delhi, the average minimum temperature for the month of November is 12.9 degrees Celsius. From November 1 to November 29, the city has recorded a mean minimum temperature of 10.3 degrees Celsius, which is the lowest in at least a decade, according to IMD data. The mean minimum

temperature was 15 degrees Celsius last year, 13.4 degrees Celsius in 2018 and 12.8 degrees Celsius in 2017 and 2016. On Sunday, Delhi recorded a minimum of 7 degrees Celsius. This is the seventh day this month that the minimum temperature remained below 10 degrees Celsius. The minimum temperature is likely to settle around 7 degrees Celsius on Monday as well, according to IMD. The minimum temperature this month, barring on November 16, has remained 2-3 degrees Celsius below normal in the absence of a cloud cover on most days, according to IMD officials.

Raipur,Nov 29(PTI): An officer of the CRPF’s jungle warfare unit, CoBRA, was killed while nine commandos were injured after Maoists triggered an IED blast in Chhattisgarh’s Sukma district, security officials said on Sunday. They said the improvised explosive device blast took place in the Chintalnar forest area of the district around 9 pm on Saturday and the injured personnel were evacuated by a Mi-17 V5 helicopter of the IAF around midnight. Assistant Commandant Nitin Bhalerao, 33, succumbed to injuries suffered in the blast in the early hours of Sunday. Moreover,

nine commandos, including the team leader who is a second-in-command rank officer, were injured, they said. Seven commandos are being treated at a hospital in Raipur while two are being given medical care at a unit hospital at Chintalnar, located in the south Bastar area of the state, they said. Sukma district is located at a distance of about 400 kms from Raipur. The injured troops belong to the 206th battalion of the Commando Battalion for Resolute Action (CoBRA). A joint team of the CoBRA and local police was out for an area domination exercise when the blast took place.

KATHMANDU, NOV 29 (PTI): China’s Defence Minister Gen Wei Fenghe on Sunday met Prime Minister K P Sharma Oli and held talks with Nepal Army chief Gen Purna Chandra Thapa on various issues of bilateral interest, aimed at bolstering bilateral military cooperation and taking the existing friendly ties to a new height. Gen Wei, who is also a State Councillor, held bilateral talks with Army chief Gen Thapa at the army headquarters here during his day-long “working visit” to Nepal, said a statement issued by the Nepal Army. “The two held a cordial discussion on various issues of bilateral interest,” it said. “Bilateral discussions were then held at the delegation-level mainly on issues pertaining to resumption of training and student exchange program and follow up on defence assistance that have been impacted due to the COVID-19 pandemic,” the statement said. EU negotiator Michel Barnier told reporters in London that “works continue, even on Sunday” on his way to a negotiating session, as both sides look for a deal to prevent disruption to almost $1 trillion of trade at the end of December. “This is a very significant week, the last real major week, subject to any further postponement... we’re down to really two basic issues,” Raab told the BBC. Despite missing several self-imposed deadlines, the negotiations have failed to bridge differences on com-

petition policy and the distribution of fishing rights. But Britain’s transitional EU exit agreement - during which the bloc’s rules continue to apply - expires on Dec. 31, and Britain says it will not seek any extension. A deal would have to be ratified by both sides, leaving little time for new delay. “The bottom line is... in the ordinary course of things we need to get a deal done over the next week or maybe another couple of days beyond that,” Raab told Times Radio in a separate interview. WASHINGTON, NOV 29 (PTI): An influential US lawmaker has expressed concern over reports of China’s continuing construction activities along the Indian border in Ladakh, saying if the reports are true, it is a “provocative measure” on the part of Beijing and fits the pattern of its conduct in the South China Sea. “If it (reports) turns out to be true, it would be yet another provocative measure by the Chinese military to change the facts on the ground,” Democratic Congressman Raja Krishnamoorthi told PTI. “It would also fit the pattern of their conduct in the South China Sea, where they build islands, where they try to change the facts as we previously understood them, and they would be deeply disturbing, to say the least,” said Krishnamoorthi, who is the first-ever IndianAmerican to be on the US House Permanent Select Committee on Intelligence. China claims almost all of the 1.3 million square mile South China Sea as its sovereign territory. It has been building military bases on artificial islands in the region also claimed by Brunei,

KABUL, NOV 29 (IANS): At least 30 military personnel were killed and 24 others wounded in a suicide car bombing that took place near a military camp in Afghanistan’s Ghazni city on Sunday, officials have confirmed. Confirming the casualties and injuries, Baz Mohammad Hemat, director of Ghazni civil hospital, told Xinhua news agency that the death toll might increase as some of the wounded are in serious condition. MAIDGURI, NOV 29 (AP): Suspected members of the Islamic militant group Boko Haram killed at least 40 rice farmers and fishermen while they were harvesting crops in Nigeria’s northern Borno State, officials said. The attack was staged Saturday in a rice field in Garin Kwashebe, a Borno community known for rice farming, on the day residents of the state were casting votes for the first time in 13 years to elect local government councils, though many didn’t go to cast their ballots. Since there will only be ATP Challenger Tour events until then, there will be no changes near the top of the rankings. Djokovic along with Spain’s Rafael Nadal will finish the year as the top two players in the rankings for the third consecutive year and the fifth time overall when the next update is made, according to the ATP Tour website. Nadal now leads the ‘Big Three’ - Djokovic and Roger Federer - with 12 top two finishes. It is the seventh time he has ended a season as the second ranked player in ATP rankings. Federer, who did not compete after reaching this year’s Australian Open semi-finals due to injury, will end the year at the number five spot. Djokovic, Federer and Nadal have made up the top two in the year-end ATP Rankings in 14 of the past 16 seasons.
