Church-legislators for ‘Clean Election’

K O H I M A , N OV 2 9 (NPN): Nagaland Legislators and Churches on Wednesday pledged to commit to fair and clean elections in the state. The pledge was jointly signed by Nagaland chief minister, T.R. Zeliang on behalf of the legislators and Nagaland Baptist Church Council general secretary, Rev. Dr. Zelhou Keyho, and Nagaland Joint Christian Forum vice-president, Rev. Dr. N. Paphino, on behalf of the churches as part of a colloquium on Clean Election organised by Nagaland Baptist Church Council (NBCC). “ T h e l e g i s l a t o r s, churches and citizens affirm that all of us have an investment in the future of the state of Nagaland and that our shared future must flourish without any obstacles,” the signatories stated. They also affirmed that in the spirit of true Christian repentance, “we realize the serious malpractices surrounding the conduct of state election are the major cause of most of the problems that we are

India unlikely to reach malaria reduction target NEW DELHI, NOV 29 (NPN): India accounted for 6% of global malaria cases and 7% of deaths caused by it in 2016, according to a report released on Wednesday by World Health Organisation (WHO). According to The Hindu, this is in the same ballpark as last year, though the WHO figures also suggest that India is unlikely to reduce its case burden beyond 40% by 2020. A key impediment to eliminating malaria is a weak surveillance system. India and Nigeria, two major contributors to the global burden of malaria, were able to detect only 8% and 16% of cases, respectively. India — due to low funding per person at risk and resistance to certain frontline insecticides — is only expected to achieve a 20%-40% reduction.

No helicopter services on December 2 & 3

Speaking at the colloquium, Nagaland chief minister, T.R. Zeliang called upon the Church leaders to play an active role to check corrupt practices during elections and also suggested that the Church ensure that indiscriminate distribution of cash by candidates and their agents were prohibited. Zeliang said Church should participate in social policing and enforcing Prohibition Act, including substance abuse by voters during elections.

He also called for a restriction on Church workers from participating in any election-related activity, including dedicatory prayer services, adding that the pulpit should instead be used more for disseminating the message of clean, ethical and informed voting. Zeliang urged the Church to educate its members that both giving and accepting bribes, inducements and gratifications in any form was not only against the ethics of Christianity, but also a violation of laws. The chief minister regretted that though the government had adopted stringent measures in a bid to curb electoral malpractices, they still abound. Welcoming the initiative of Nagaland Baptist Church Council (NBCC) in ensuring that polls were conducted in a fair manner, he said it was timely and assured that his government too was prepared to leave no stone unturned to ensure that elections were clean. In his address, NBCC general secretary, Rev. Dr. Zelhou Keyho said ‘Clean Election Campaign’ (CEC) was an uphill battle, but a

worthy fight and reiterated that Church was not playing any politics by trying to usher in a free and fair election in a system that had gone awry. Keyho regretted that selfishness and greediness had taken over common good and that there was no sense of fear or guilt among a vast section of the society today. Referring to the Biblical twins Esau and Jacob, Cain and Abel, he said there were two choices before everyone – either to begin the journey of courage to bring change like Jacob or remain arrogant and not own responsibility like Cain. He said Nagas always talked of backdoor appointments, but remained silent to the way public representatives were elected, and which had become the leading cause for frustrations, disappointments and evils. He said whoever were at the helm of power must take the responsibility to set the system right, “learn to listen not only with ears but also with intellect, heart and eyes”. Keyho also appealed to Church members not to consider complaints of

people as unnecessary as they were speaking their minds because the system had failed them and political leaders had not kept their promises. He further urged Church members to guard their faith and not sell their will to political parties that sought to destroy their faith, besides by not getting deceived that “development will come with any political party”. He added that by remaining truthful and honest no one could stop development. Speaking on the occasion, Hekani Jakhalu said Nagaland was infested with corruption and the disrespect people had for Nagas was “our” own creation. She said a survey found that Rs 580 crore was spent in 2008 elections, while the expenses jumped Rs 930 crore in 2013. Jakhalu said once a candidate won an election, he would recover the entire expenditure spent on campaigning, while at the same time make more money and save it for the next elections “at the cost of our roads, power, education, health care system, infrastructure and livelihood”.

NPF (Rio) says ECI letter to NPF (Dr. Shürho) vindicates its stand DIMAPUR, NOV 29 (NPN): NPF (Rio) has welcomed the Election Commission of India’s letter to its rival NPF (Dr. Shürhozelie) asking it to furnish affidavits of support filed only by members of central executive council (CEC) and legislature wing. In a statement issued on Wednesday, NPF (Rio) termed the ECI directive, dated November 25, as just and fair, while at the same time making NPF’s (Shürho) November 22 General Convention a futile exercise. It also said the ECI directive was a clear vindication of the stand it had maintained from day one. Stating that in electoral politics nothing but majority prevailed, NPF (Rio) hoped that ECI would follow the legal procedure and precedence as was evidently expressed by the chief election commissioner at Hotel Japfü Tuesday.

“We welcome this statement and it has cemented our continuous stand that in the matter of party symbol dispute, the only criteria to determine the case is who commands the majority of the legislature wing and the party top executives. Moreover, the recognition expressed by the ECI that there are two factions in the NPF is legitimate and such recognition makes the Indian democracy stronger,” the statement stressed. According to NPF (Rio), “This direction is a slap on the original and tall claims of our splinter group. Interestingly, the 25th Nov direction of ECI addressed to Dr Shürhozelie on “Dispute Case No. 6 of 2017” is without the prefix and suffix of President, but his name is simply followed by the words Naga People’s Front. The writing on the wall is big enough for all to see and the conjecture is obvious.”

NPF (Rio) said the direction to its rival group to submit its reply, latest by December 15, 2017, following submission of its own enclosures of September 20 General Convention, had rubbished the misinformation campaign of the “splinter group”. “Nevertheless, the smear campaign carried out by our rival group against us by labelling our General Convention as illegal, unconstitutional, etc, etc, etc, stands dismissed and we hope that our rival group will do the needful as per the direction of ECI,” the party observed. NPF (Rio) asser ted that it was confident that ECI would settle the dispute without delay, even as it assured the people that the case would be decided as per the established precedence and merit, “where we enjoy the maximum number of CEC and MLAs”.

APEN blames govt for power crisis KOHIMA, NOV 29 (NPN): Association of Power Engineers Nagaland (APEN) under the Department of Power (DoP) has reminded the state government that the current problems faced in power supply across Nagaland was because the field staff and engineers are experiencing “frustration, exasperation and helplessness” since they have been left to grapple with the herculean task of maintaining power supply without any support or resource from the state government. In a bold statement APEN president Er.Shikato Sema and general secretary Er.Rokongou Suohu stated that the department has reached an impossible situation where it is no longer possible to maintain proper power supply without adequate equipments and resources. APEN reminded that the department and the Chief Engineer , had on August 28,2015 highlighted the acute deficiency of allocation of annual plan fund to power sector during 2015-16 wherein the department received only Rs.7.11 crore of 5% of its requirement. Yet, in spite of all these, APEN said the department was being treated like any other minor department where only Rs 13.50 cr. outlay was provided for 2017-18 and which was again only 13% % of the minimum requirement for maintenance. APEN also pointed out that the DoP continue to be hampered with acute shortage of field staff, by at least 500 which has resulted in about 400 villages left without field staff. Highlighting the difficulties of maintaining steady power supply, APEN pointed out that department had since 2005-06, proposed and repeatedly pressed

for 200MVA (2x100MVA) transformer capacity at Nagarjan 132/66/33kv substation. Over the years,APEN said it had repeatedly highlighted that one of the old existing 20MVA out of 60MVA was on the verge of breakdown and urgently needed to be upgraded and replaced by the new proposed transformer. Faced with the crisis, APEN said one 100MVA transformer was arranged without financial sanction. Sanction was made for the single 100MVA but further funding was stopped and not forthcoming, leading to the present crisis. Hence unless the required additional capacity of 100MVA is added, as proposed by the DoP since 2005, Dimapur shall continue to face power crisis, cautioned APEN. APEN also warned that Kohima faces imminent power disruption in the coming winter as the 132/33kv 24MVA sub-station at Kohima is also overloaded by 40%. If a single transformer in this station goes down, Kohima shall be plunged into complete darkness, as there is not a single spare on standby. APEN reminded the government that despite launching the Power Reforms & Restructuring Study 2003 and its report submitted during 2006 no action has been taken to implement them. Highlighting on the issue between service to consumers and revenue collection APEN said adequate power supply should come first for any responsible government after which the issue of revenue comes later. President of India ANDMSA to intensify stir to arrive today Correspondent

KOHIMA, NOV 29 (NPN): President of India, Ram Nath Kovind will arrive Nagaland on Thursday to grace the inaugural function of the HornRam Nath Kovind bill Festival on December 1, which also coincides with the Nagaland Statehood Day. According to official sources, Kovind will land at Dimapur and leave for the state capital on November 30 and stay at Raj Bhavan. Meanwhile, Nagaland chief minister, T.R. Zeliang on Wednesday visited the Naga Heritage Village, to inspect the preparations for the ten-day long Hornbill Festival. He was accompanied by parliamentary secretaries and senior government officials. According to a DIPR report, the Information & Public Relations department will be doing a live webcast of the inaugural and closing function of the Hornbill Festival, at Kisama on December 1 and 10, at www.iprnagaland.gov.in., supported by Reliance Jio Infocom Limited.

DMAPUR, NOV 29 (NPN): All Nagaland District Ministerial Service Association (ANDMSA) has decided to intensify its stir due to non-response of the government to their demands. A press statement signed by ANDMSA president Shilumenba Alinger, vice president Inato Sangtam and general secretary T. Limachan Kithan, notified that the state wide “Pen down and computer shut-down” agitation will continue till December 8, to be followed by a proposed mass casual leave on December 11, if the government failed to respond. The release requested all units and members to be vigilant and warned that any non-ministerial employee found engaging in or handling ministerial duties/ jobs would themselves be held responsible for any untoward incident. It also requested all the employees and DDO to kindly co-operate and respect the sentiments of the Association while expressing regret for the inconvenience caused to the public, whose co-operation they sought,

as there was no response from the government till the release of the press statement. Meanwhile, ANDMSA Dimapur unit has reaffirmed its stand on its parent body’s directives and resolved to continue the agitation, until further directions from the parent body. ANDMSA Dimapur unit general secretary M. Zachamo Ezung and information and publicity secretary, Akito Jima requested the public, staff employees, DDOs and department to bear with the inconveniences. It also requested the “Man Power Rationalization Committee” and the government to re-examine their “genuine demand”. It further informed that an emergency general meeting has been convened at Tourist lodge, Dimapur on November 30, 9:00 A.M, and requested all ministerial staff and dept. representatives to attend without fail. It also, once again, reminded all concerned departments to submit the membership and welfare fund by December 10 at the Dimapur Tourist Lodge control room.

SVC Clarifies on question paper theft ENCSU rejects Higher Edn dept justification CM condoles DIMAPUR, NOV 29 (NPN): Sovima Village Council (SVC) has clarified on the matter of the theft of class VIII & IX board examination question papers, saying that the question papers were not leaked by any individual but were stolen through criminal acts. A statement signed by SVC chairman, Neikhriehu Kense said that the village authorities, on hearing of the theft, immediately visited the school and took stock of the situation. The police were notified who arrived at the school and on inquiry, it was found that some school property had been damaged and the question papers were stolen, the statement said. It added that on inquiry, it was found that no school staff were involved. It further clarified that the village and school authorities extended full co-operation to the investigation, and the alleged culprits, who were juveniles, were identified and the police took custody of them.

SVC urged the authorities to take appropriate action and penalize the culprits according to the law. They also requested the education department to reconsider its decision to remove Govt. High School, Sovima, from the list of examination centres, since it “greatly disturbs the preparations, schedule and logistics of the students and families.” SVC assured the authorities of full co-operation in all aspects and said that they looked forward to solving the issue in a sympathetic and humanitarian manner.

ANSTA condemns

All Nagaland School Teachers Association (ANSTA) has condemned the theft of question papers at GHS Sovima, Dimapur, wherein miscreants had broken in through a window to commit the theft. In a statement, ANSTA president, Ponchulo Wanth and general secretary Visato Koso said that the incident had created problems for students,

teachers, parents and the offices of NBSE and SCERT. It requested that an Inquiry Committee be set up to probe the incident and penalize the guilty in accordance with departmental law. Meanwhile, ANSTA informed the teaching community that the exams for Science which was held on the first day will be taken as is. It further said that the exams for the remaining subjects will be held as per the new routine outlined by NBSE, beginning November 30, and requested teachers involved to bear with the inconveniences. It also encouraged the students not to panic but to study hard since the situation was under control. ANSTA appreciated NBSE’s swift action by cancelling the concerned exam centre as an immediate penal action, and further asked that it come up with some preventive measures to prevent theft/leakage of confidential papers, in consultation with the stakeholders.

DIMAPUR, NOV 29, (NPN): Eastern Nagaland College Students’ Union (ENCSU) has categorically rejected the justification/clarification purportedly made by the Higher education department director. In a rejoinder, ENCSU president, M. Longre Chang and general secretary, Wangnei C. Jessuhu said they were not in a position to acknowledge the statement of the director. The union said it was surprised at the clarification/justification, when the matter was already under investigation by the SIT, constituted by the cabinet, for alleged “misuse of scholarship”. ENCSU said it was also appalled by the director’s callous statement-- “the suspicion of misuse of money should be removed from your mind”, when the cabinet itself had admitted to the misuse of scholarship 2016-17 and constituted the SIT to probe the matter. ENSU maintained that the statement was against the cabinet decision and an attempt to prejudice the SIT investigation. The union advised the department to refrain from justifying the matter with unconvincing statements but wait patiently for

the SIT report. ENCSU further asked the department to note that the department was also accountable to the thousands of innocent Naga students and not just the ministry of Tribal Affairs. The union also wondered as to why the department had “unnecessarily” dragged the name of ENSF into the matter for not attending the joint meeting, called by Nagaland University Students’ Union on November 27, when it had not invited the ENSF and ENCSU officially, except through “sudden phone calls”. Asserting that the federation was not obligated to attend such meetings, ENCSU at the same time pointed out that it had intentionally refrained from attending the meeting in respect for the SIT probe. ENCSU also stated that it anticipates the representative(s) from the cabinet on the November 30 meeting convened by the secretary of Higher Education, since the meeting was a directive from the chief minister. It warned that the union would resume its temporarily suspended stir if the department failed to respond positively by November 30.

DIMAPUR, NOV 29 (NPN): Nagaland chief minister, T.R. Zeliang has expressed pain to learn about the demise of Brig. (Retd) Kalyan Kumar Roy Choudhury, director of Sainik Welfare and Resettlement, Nagaland, who passed away at Naga Hospital Kohima on Tuesday. In a condolence message to Mrs. Nibedita Roy Choudhury, Zeliang described her late husband as a man with impeccable service record with extensive administrative experience, matured and fluent with languages. He said late Choudhury, with 36 years of experience in the elite Indian Army and having attended programs in Washington DC, Singapore and China, had contributed immensely towards the positive growth of Sainik Welfare and Resettlement in the State. Zeliang said his passing away was a great loss. He extended heartfelt condolences to the bereaved family members and prayed for the departed soul to rest in eternal peace. K Y M C
