Modi said even a few years ago, when India talked about the threats of terrorism, not many in the world were ready to take it seriously. “Now that terrorism is knocking at their doors, every government in the world, those who believe in humanity, governments with faith in democracy, are seeing this as one of the biggest challenges,” he said in his monthly radio programme ‘Mann ki Baat’. Vehicular restriction near Old KMC dumping site from November 27

He said while many recall the role of the navy in war, the force had also played a key part in extending humanitarian aid to India’s neighbours. On the Armed Forces Flag Day observed on December 7 every year, Modi said this was a day to take pride in, and to show respect to the country’s armed forces. He said between December 1 and December 7, a campaign is being organised to spread information about the armed forces.
No compromise on citizens’ NCSA takes umbrage to CSC’s decision fundamental rights: CJI Misra New Delhi, November 26(PTI): There can be no compromise on a citizen’s fundamental rights, Chief Justice of India (CJI) Dipak Misra said on Sunday while responding to the assertion of Union Law Minister Ravi Shankar Prasad that governance “must remain” with those elected to govern. On Prasad’s remark that “PILs cannot become a substitute for governance”, the CJI said the Supreme Court believed in and practised “constitutional sovereignty”. “The fundamental rights are in the core value and the bedrock of the Constitution. An independent judiciary with the power of judicial review has been conferred with the power of the ultimate guardian of the Constitution to strike a balance ... to ensure that respective governments are functioning as provided by the law within their respective domains,” he said. There can be no compromise with the citizen’s fundamental rights, he said at a function organised by the apex court to celebrate Constitution Day. “The citizens’ rights have to be at the pinnacle,”
Justice Misra asserted. Calling the Constitution a “lucid” and “living” document, he said, “The Supreme Court of India today believed that we are only under Constitutional sovereignty and we shall practise it.” Though no right was absolute, there should be no fetters which “destroy the central dogma of the constitution”, the CJI said at the function, inaugurated by President Ram Nath Kovind. Justice Misra said the focus of the judiciary should be on reducing pending cases, rejecting frivolous litigations and stressing on alternative dispute resolution mechanisms to settle cases. Speaking at the function, the Law Minister said though PILs served the purpose in dispensing justice to the poor, they should not be used as a substitute for governance and the law-making powers of the executive and the legislature. “PILs should not become a substitute of governance and the government because the founding fathers gave this right to those elected to govern,” Prasad said.
D I M A P U R , N OV 2 6 (NPN): Nagaland Civil Service Association (NCSA) has expressed its deep anguish at Cabinet Sub-Committee’s (CSC) decision to recommend the existing vacant post of IAS for selection from the non-SCS cadre. In a press release issued on Sunday, NCSA said the Cabinet decision was unprecedented as it violated a time-honoured convention of nominating NCS cadre into vacant IAS post and termed it as an “act of betrayal”. The post in question became vacant following retirement of an NCS cadre officer, who was a nominated IAS. NCSA said it was a big blow to the morale, a major affront to the Service and a blatant dismissal of the sacrifice, struggles and efforts of the NCS officers made over the past 50 years to the State. It added that the role of the service had multiplied, and so has the paradigmatic shift in the focus of governance and the NCS had always delivered. “Presently the NCSA family has a total strength of a little under 300 officers, and though our numbers
may appear to be insignificant in comparison to other associations, one has to remember that it is the NCS men and women who are stationed and manning the remotest corners of the State, maintaining peace in all corners of our conflicted state,” the association reminded. The release said: “The NCS have often been described as the Premier Service in the State. Each and every NCS officer has earned our position today as State Civil Service officers, having gone through the rigorous and competitive NPSC (Nagaland Public Service Commission) selection process. We are not here by chance or favour. As our chosen career path we have worked tirelessly to fulfil our duties and roles as administrators, magistrates and policy makers. As mentioned earlier, majority of our officers spent the larger part of their career manning the remotest and most challenging administrative areas of the State. We cannot afford to ‘proxy’ our presence – we are present, available and functioning.” NCSA said through all the numerous challenges in their careers, the even-
tual induction into the IAS was a career incentive and distinction that the SCS officers look forward to. It said State Civil Services all over the country were a natural and viable feeder service for IAS for all practical reasons. “To be very plain, the State Civil Services do the same work as the IAS in every sphere and at every level and the induction into the IAS is a recognition of this fact,” the release added. The association said, for years NCS officers had long suffered injustice at the hands of the government due to its sheer disregard of not only the Service but also of government rules and mandates in the State. It said that while other State Civil Servants in the rest of India and neighbouring States still held encadred posts like HoDs, Projects Directors of all Mission Mode Projects, etc, NCS officials find themselves robbed of all these posts over the years. “Therefore today, the NCSA family stands united and unflinching as we affirm our indignation against any more such injustice,” it asserted. JAC ultimatum for regular electricity Air Deccan ready for WSYF warns of stir if damaged D imapur , N ov 2 6 (NPN): A Joint Action Committee (JAC) comprising 13 villages/colonies under Metha electricity sub-station has issued an ultimatum on the Power department to install a 20 MVA transformer at the sub-station before the festive season failing which “the public of the 13 villages/colonies will be compelled to initiate stringent steps which may disturb the day-to-day activities of the responsible department and the State Government.” In a strongly worded statement, oint Action Committee comprising of the 13 villages/colonies: from Dhobinall to Thahekhu pointed out that following the breakdown of one 20 MVA transformer the six areas under Dhobinalla, ADC Court, Discipleship Bible College, Thahekhu area and PWD have been
severely affected by power cut. According to the K.K. Yepthomi convenor the actual requirement for these areas was 30 MVA, whereas the sub-station only has one 10 MVA transformer, due to which power supply has been most erratic affecting the normal lives of all, including students appearing for exams and business establishments. JAC said that even rotation of the available power is being hampered because the electrical wires in use are 35 years old and have not been replaced since establishment of the sub-station and therefore, are unable to carry the load. JAC also stated that the public were pessimistic about putting up decorations for the festive season as such an exercise would be futile due to almost no power supply adding that
“the public are bleakly staring at the darkest Christmas and New Year.” Hitting out at the government, the JAC pointed out that “roads being washed away, bridges collapsing, engulfing darkness at night” and no signs of any improvement in these sectors, have only made public raise questions about the existence of a government in the state. In view of all the above, Yepthomi convenor of JAC, said all 13 colonies/villages are demanding the installation of a 20 MVA transformer at Metha sub-station before the festive season. It also warned that it would not augur well if the state government did not pay heed to the demand of the public as they would not take any responsibility for any untoward incident if the government turned a deaf ear.
‘UDAN’ from NE in Dec roads, bridges not repaired
Shillong, Nov 26 (PTI): Low cost airline Air Deccan is all set to start operations under the regional connectivity scheme (RCS), also known as UDAN (Ude Desh Ka Aam Nagrik), from December 15 this year, airport officials here said today. Under the UDAN scheme, air fares are capped at Rs 2,500 per person for an hour’s flight to Tier-2 and Tier-3 cities in which the government will provide subsidy for flying with such low fares. “Air Deccan authorities have given the schedule saying that they would start operating from December 15, this year,” M K Nayak, the director of Shillong airport told PTI. The low cost carrier (LCC) will use an 18-20 seater aircraft to carry out the operations, the airport director said. Air Deccan will use Shillong as a hub and it will connect the hub with other destinations in the region such as Agartala, Aizawl and Imphal, he said. The airline will also operate flights between Kolkata and Agartala, the director added. The Centre had recently asked Air Deccan to start operations from the region by making Shillong as a hub after the airline failed to meet the deadline for launching flights on the routes it had bagged under the UDAN scheme. At present, Alliance Air, the regional arm of Air India, connects Shillong to Kolkata.

DIMAPUR, NOV 26 (NPN): Western Sumi Youth Front (WSYF) on Sunday warned of hitting the street if the state government failed to fulfil its assurance of repairing all damaged bridges and roads before the ensuing Christmas season. In a press note, Western Sumi Youth Front president, Mughavi Achumi and secretary, Bohoi K Yeptho said five months back, when bridges were collapsing and road connectivity at various locations in Dimapur were cut off, the government was immediate in assuring the people that road improvements and alternative arrangements would be made before the festive season. They said till date people, however, had not seen any improvement of roads from Purana Bazaar to Niuland via Kuhuboto, Patkai to Niuland, Purana Bazaar to Khaghaboto via Aghunaqa, Green Park to
HASSU suspends proposed agitation D I M A P U R , N OV 2 6 (NPN): Highway Area Sumi Students Union (HASSU) has called off the proposed agitation to ban movement of government vehicles on NH-29 from Purana Bazaar to Chumukedima, until further notice. A press note signed by HASSU president, A. Kughato Achumi, said that the decision was arrived at after holding a meeting with PWD officials on November 25. It acknowledged the timely response to the ultimatum by the government by starting the road repair work. The union also reminded the department to provide good quality roads. Meanwhile, HASSU has thanked all the organisations and well wishers for the logistical and moral support extended towards the union to help bring the issue to a conclusion.

SN responds to NSCN (I-M) D I M A P U R , N OV 2 6 (NPN): Survival Nagaland (SN) issued a rejoinder to the clarification made by NSCN (I-M), with regard to the arrests of two nonNagas on November 11. SN, through its media cell, termed the clarification as “very unfortunate” and “totally arrogant and mockery to ground reality.” It asked NSCN (I-M), if the reports published on November 21 was untrue-disclosing the official designation of Kabir Ahmed as raja peyu, whether it had made any inquiry with the police? SN said it was Kabir Ahmed and Nazmul Islam who defamed Naga nationalism and not the SN. “Instead of punishing them, why is NSCN (I-M) blaming SN of not verifying the persons?” SN wondered. While welcoming the statement of NSCN (I-M) “disowning the arrested cadres”, SN said that the arrest of non-Naga cadres
with arms was nothing new to Nagas anymore. “The evidence of necessary action and severity of action initiated against disowned cadres would be a living proof to substantiate their statement,” SN stated. SN said the Naga indigenous populace deserved to know what action the NSCN (I-M) would initiate against them. It further pointed out that NSCN (I-M) not only avoided important queries, but pointed fingers at state police’s crime branch. With regard to NSCN (I-M), terming the statement of SN seeking clarification as “outrageous, wild and well framed charges with attitudes and designs to malign NSCN”, they said SN was manned by like-mined individuals and people with passion to act against Nagaland becoming another Tripura. “Any faction or organisation acting against SN’s intervention amounts to anti-Naga,” SN stated.
