CM stresses on sustainable roads

D I M A P U R , N OV 2 4 (NPN): Nagaland chief minister, T.R. Zeliang on Friday stressed on the need to focus on sustainable development, particularly taking cognizance of the present road conditions, he said roads in Nagaland needed to be sustainable. He announced some new road projects, while assuring to maintain the existing ones. Inaugurating the First Nagaland International Trade Expo 2017, which is being organised by the Government of Nagaland in collaboration with Business Association of Nagas (BAN) at Agri Expo Centre, 4th Mile here on Friday, Zeliang said the government had engaged two contractors to complete construction of the four-lane road between Kohima and Dimapur within three years. He said the contractors have also been given the responsibility of maintaining the existing road during this period. Stating humorously that after entering the world of social media, whatever he tries to do, people tell him to “make the road first”, he

Disturbed Area tag not necessary: State to Centre D I M A P U R , N OV 2 4 (NPN): Nagaland government has expressed strong reservation to the extension of “Notification declaring Nagaland a Disturbed Area”. In a letter signed by special secretary, S. R Saravanan, dated November 13, addressed to Union Home secretary, the state government expressed objection to any proposal for extension of “Notification declaring Nagaland a Disturbed Area”. It said that the state government has opposed it in the past and continues to do so. The letter called attention to the fact that the overall situation in the state is largely peaceful compared to other states of the country with most of the underground factions at truce with the GoI, except the NSCN (K). “The joining of six Naga National Political Groups (NNPG) in the ongoing talks, on the ongoing Naga Political issue, support of the civil society organizations is a significant sign of peaceful atmosphere”. Citing these circumstances the state government expressed their view that extension of the “Notification declaring Nagaland a Disturbed Area” was not necessary.

Stating that a four-lane road was not possible due to the existing buildings, he said the government had decided to downgrade the road between Golaghat Gate and Purana Bazaar to a two-lane one, and added that work should “hopefully” begin by first week of December. Zeliang also said that he had met the contractor for the Golaghat Gate-Purana Bazaar road and asked him to repair the existing road first before starting work on the two-lane road project. He informed the gathering that work on the four-lane road project from

Dillai Gate, Khatkati to Patkai, where tender had been finalised, would start soon. Conceding the fact that roads in Dimapur were damaged within four or five months of their construction, Zeliang said the government planned to build roads that were sustainable and did not need repairs every few months. Meanwhile, the chief minister complimented BAN for organising the First Nagaland International Trade Expo 2017 in collaboration with the state government. He said such trade expos gave opportunities to entrepreneurs and manufacturers to showcase their products to prospective customers. It was also an opportunity for investors to look for potential businesses and technologies to invest in, he added. He hoped that this was just the beginning and the expo would become a major economic and commercial event of the State and region in the years to come. “This expo will also give an opportunity to our youth and entrepreneurs to showcase our products to the world. ENSF rejects backward tribes commission

D I M A P U R , N OV 2 4 (NPN): Eastern Naga Students’ Federation (ENSF) rejected the Nagaland Backward Tribes Commission (NBTC) set up by the state government. Narrating the sequence of events, ENSF president, Sepili L. Sangtam and general secretary, Imtichoba Chang in a letter to the chief minister reminded that the state government and ENSF had jointly agreed on August 13, 2015, to sign an Agreement, wherein the government had agreed in principle to constitute the Commission with special focus for six backward tribes of Eastern Nagaland, and had also agreed to work out the modalities of the Commission jointly. However, it said the government conveniently failed to consider the agreement and intentionally ignored the federation when constituting the Commission. In this regard, ENSF along with six federating units, unanimously resolved not to accept the constitution of the commission in its present form until necessary

Service associations under DoSE seek ‘deletion’ of IAS encadrement to PD post Correspondent

KOHIMA, NOV 24 (NPN): Three service associations under the Department of School Education (DoSE) have demanded deletion of IAS encadrement to the post of principal director (PD) from a proposal in the larger interest of the department. Nagaland School Education Administrative Officers’ Association, Nagaland Government Higher Secondary School Employees’ Association and All Nagaland School Teachers’ Association – submitted a letter in this regard to chief secretary on Friday. They also threatened to hold democratic form of protest if the state government failed to address the issue and hold the government responsible for any eventuality. In the letter, NSEAOA president Y Khetoshe, NGHSSEA president R Amongla and ANSTA president Ponchulo Wanth rejected outright the proposal on IAS encadrement to the department. Cairo, Nov 24 (PTI): At least 235 worshippers were killed and 109 others injured when heavily-armed militants bombed a mosque and opened fire on people attending Friday prayers in Egypt’s restive North Sinai region, in the deadliest terror attack in the country. The militants launched a targeted bomb and gun attack on the al-Rowda mosque in Al-Arish city during the Friday prayers, the state-run MENA news agency reported. After the bomb ripped through the mosque, the gunmen on four off-road vehicles opened fire on the worshippers who tried to escape from the site after the explosion, it said. At least 235 worshippers were killed and 109 others injured in the attack, Ahram Online said. Pictures from the scene show rows of bloodied victims inside the mosque. The blasts from improvised explosive devices caused considerable damage to the mosque, the website said. Speaking to state-run Masriya TV station, Egyptian health ministry spokesman Khalid Mujahid described the incident as a “terrorist attack.” One report said the target appeared to be supporters of the security forces who were praying at the mosque. Local people are also quoted as saying that followers of Sufism, or Islamic mysticism, regularly gathered at the mosque. Islamist jihadist groups, including so-called Islamic State (IS), see Sufis as heretics. About 50 ambulances were rushed to the attack site to shift the injured to hospitals. No one has yet claimed responsibility for the attack and there is no word yet on what happened to the militants involved. However, it bears the hallmarks of an attack by ISIS, reports said. There have been regular attacks blamed on militants on the Sinai peninsula since the January 2011 revolution that toppled former president Hosni Mubarak, but this is the deadliest assault of its kind.

DIMAPUR, NOV 24 (NPN): In a significant development, the Parliamentary Standing Committee on Ministry of Home Affairs has summoned Union Home Secretary, Rajiv Gauba and Centre’s interlocutor for Naga talks, R.N. Ravi on November 27 to clarify on the ‘Framework Agreement’ signed between Government of India and the NSCN (I-M) in 2015. According to Assam Tribune reports, the Parliamentary panel, headed by P. Chidambaram, “wants clarity” about the framework agreement that has been kept under tight wraps. A report said that Parliamentary panel had asked Ravi to appear before it, when it met last week to discuss the “security situation in the North Eastern States of India”. The report said that the panel met earlier to discuss the security situation in the North Eastern states and the Naga peace deal was a crucial aspect. “We have asked Ravi to appear before the panel and tell us the status of the peace deal, if any. It has been three years since it was signed but we

have not seen any results,” an MP was quoted as saying. The Centre and the NSCN (I-M) had earlier issued a joint statement that they were “closer than ever before to the final settlement and hope to conclude it sooner than later.” In October, for the first time in 20 years, Ravi met all the stakeholders at Dimapur in Nagaland and told the Naga groups that Prime Minister Narendra Modi kept asking him about the progress of the talks and they should not waste time now, the report stated. The Centre would not cut into the territory of any state without the approval of the concerned state government. The NSCN (I-M) leaders were told that if they can persuade the other state governments in this regard, then only the Centre would accept the demand. But as no state government has agreed to the demand, there is no question of affecting the territorial integrity of any state of the region while signing the final agreement with the NSCN (I-M), sources told the Assam Tribune.

Addressing the celebration as chief guest, additional secretary, Rural Development & mission director Nagaland State Rural Livelihood Mission, Athel O. Lotha said that the spirit of perseverance and persistence of the women leaders, both past and present to achieve the 50 years milestone was commendable and would serve as an encouragement to the people. Pointing out that Zaviye Nyekha was accordingly promoted to the post of PD in 2015, the associations felt that there was ambiguity on the stand of the government in proposing IAS cadre induction in the department. They asserted that any attempt to en-cadre the lone post of PD to a different cadre other than school education would be seen as directly undermining and depriving the school education cadre. They stated that, if the government intended to encadre all the PDs of Medical, PWD, PHED, police, treasuries and accounts, etc, as policy decision, the matter would be seen differently. However, targeting the school education PD alone was not in the interest of the employees as such policy

They further pointed out that education being a State subject, its structure and management differed from State to State, adding that RR of the department was done in 2011, which had not recommended encadrement of IAS to school education. As such, reiterating their earlier stand, the associations outrightly rejected the proposal on IAS encadrement to the department. The letter also mentioned that despite repeated representations submitted by all stakeholders for thorough deliberation on the draft service rules framed by a threemember committee headed by principal secretary, a retired additional secretary and statistical officer, no department official or any stakeholder was included in the committee. The associations lamented that despite repeated appeals for a discussion on the draft service rules, their opinion was not included and instead the draft was put up for approval in P&AR, Finance, Law & Justice and now in the Cabinet.

Consultative meeting on Naga political issue

DIMAPUR, NOV 24 (NPN): NLA Speaker, Dr. Imtiwapang Aier has convened the Nagaland Legislators’ Forum consultative meeting with the ex-parliamentarians and civil societies on Naga political issue on December 4 at 11 a.m. at the Regional Centre of Excellence in Music and Performing Arts (RCEMPA), Jotsoma. All legislators, MPs, ex-parliamentarians and civil societies including three members each from FNR, Naga Hoho, ENPO, NMA, ENWO, NSF and ENSF have been requested to attend the meeting. Two members each from Angami Public Organisation, Ao Senden, Chakhesang Public Organisation, Chang Khulei Setshang, Khiamniungan Hoho, Konyak Union, Lotha Hoho, Phom People’s Council, Pochury Hoho, Rengma Hoho, Sangtam Likhum Pumji, Sumi Hoho, Yimchunger Tribal Council, Zeliangrong Baudi (N) have also been requested to attend the meeting. Registration of civil societies would commence from 10 a.m., a press note from the NLA commissioner and secretary, N. Benjamin Newmai stated.

MDTOA temporarily lifts ‘chakka bandh’

DIMAPUR, Nov 24 (NPN): Mokokchung District Truck Owners Association (MDTOA) temporarily lifted the chakka bandh, beginning 12 noon of November 24, in the greater interest of the general public. Informing of this in a press release, MDTOA president, Sangyumongba Ao and general secretary Imtisumak stated that after four days bandh, MDTOA “strongly felt the plight of the general public, not only of the Mokokchung district but also of our sister districts especially Tuensang and Zunheboto.” MDTOA said that the chakka bandh was also lifted in response to the call of the Ao Senden and also influenced by the little visible improvements at the worse parts of NH–702D. They, however, warned that the lifting of the bandh was a gesture of goodwill to the general public and to facilitate the district administration and PWD (NH) to finish their work. If no visible improvements were seen or experienced, MDTOA said it would be compelled to initiate more drastic actions.

Winter Parl session from Dec 15-Jan 5

New Delhi, Nov 24 (PTI): The Cabinet Committee on Parliamentary Affairs (CCPA) on Friday recommended that the winter session of Parliament be held from December 15 to January 5. The CCPA, headed by Home Minister Rajnath Singh, met in New Delhi on Friday. “We request and seek cooperation from all parties, including the Opposition, for the smooth functioning of both Houses to make this session fruitful,” Minister for Parliamentary Affairs Ananth Kumar said.

Non-Nagas in national service irks PAC

DIMAPUR, NOV 24 (NPN): Public Action Committee (PAC) against illegal immigrants has expressed deep shock over the report of non-Nagas being employed in the service of the Naga national movement. AGARTALA, NOV 24 (IANS): An Election Commission (EC) team led by Chief Election Commissioner (CEC) A. K.
