Assam govt delegation to visit disputed border

DIMAPUR, NOV 23, (NPN): Nagaland Governor, P.B. Acharya has welcomed the signing of an agreement between Government of India (GoI) and the Working Committee of the six NNPGs on November 17, at New Delhi. Acharya said peace talks were heading in the right direction and was hopeful for an early settlement. The Central government, under the leadership of Prime Minister Narendra Modi, has a strong political will to bring an honourable solution to the Naga issue, Acharya stated through a press note issued by the PRO. The governor thanked Prime Minister and Home Minister Rajnath Singh for their strong commitment to find a permanent solution to decades-old Naga issue. He said once a permanent solution is arrived at, it will spur progress which will create opportunities and employment and rapid development in tune with other developed states. “If India has to be prosperous, strong and peaceful, all states of the country have to be equally developed,” Acharya stated.

DUCCF, SN seek clarification from NSCN (I-M) DIMAPUR, NOV 23 (NPN): Dimapur Urban Council Chairman Federation (DUCCF) and Survival Nagaland (SN) have sought clarification from the NSCN (I-M) following the arrest of suspected illegal immigrants by police, one of them an alleged NSCN (I-M) functionary. In a statement through its media cell, DUCCF expressed dismay “to have learnt the modus operandi of NSCN (IM), utilising the service of suspected illegal immigrants/ outsiders of extremely low moral being in national service.” According to reports, DUCCF said Kabir Ahmed and Nazmul Islam, one of them supposedly a raja peyu in NSCN (I-M), were apprehended near Dimapur railway station area. Stating that it was astonished that these rogue elements were in possession of gun and drugs, the federation said such “lawlessness parasitic elements” in public places put the lives of innocents in peril. In this regard, DUCCF has asked NSCN (I-M) to clarify as to how outsiders were let into the rank and file of the organization. DUCCF also urged NSCN (I-M) to immediately terminate those two, besides removing any such outsiders from the organization, if any. It also stressed on the need for NSCN (I-M) to clean the organization of such outsiders as it was a Naga people’s movement. “Naga National movement that recruit outside elements will be putting the future Naga generation at stake,” the statement said. While lauding Dimapur Police crime branch for arresting the antisocial elements, DUCCF also extended its unflinching support to the law enforcing agency in checking criminal activities in Dimapur urban.

DUCCF further reminded all colony chairmen and GBs to check people of suspected origin and their backgrounds and report the same to the nearest police station. It further directed land and house owners not to shelter outsiders without proper verification of their background. DUCCF warned that if any house owner was found sheltering criminal characters/suspected illegal immigrants without proper verification, then concerned house owner will be held responsible. Calling upon Naga youth of all colonies to be vigilant and check antisocial elements, DUCCF proclaimed: “We must protect our land from suspected illegal immigrants and people of criminal character. The federation will never allow Dimapur to be a haven for criminals.” SN: Survival Nagaland (SN) has also sought clarification from NSCN (I-M) regarding the arrest of two non-Nagas, one of whom, it said had confessed to be an NSCN (I-M) functionary. The duo were arrested by Dimapur police for tax collection along with one .32 pistol, five live rounds, 2580 spasmo proxyvon capsules and duplicate receipt books. SN said they were “astonished beyond comprehension” at the presence of nonNagas in the Naga nationalist movement. While every Naga, by virtue of being one, has the deepest gratitude to the genuine freedom fighters who sacrificed themselves for our land and future, the presence of such people dilute the Naga national movement and the Nagas get no pleasure in receiving them as masters- deriving revenue in the name of tax collection, they said.

GUWAHATI, NOV 23 (PTI/AGENCIES): An Assam government delegation will visit the disputed border with Nagaland on Friday following reports that the neighbouring state had set up a sub-division inside Golaghat district of Assam. The delegation will be headed by Agriculture Minister, Atul Bora, an MLA of Bokakhat constituency in Golaghat district. “Chief Minister Sarbananda Sonowal has constituted a six-member delegation under the leadership of Agriculture Minister Atul Bora to visit AssamNagaland border to take stock of the latest situation there,” an official release said. The delegation will inspect the inter-state border tomorrow and submit a report to the chief minister, the release said here. A section of the media here recently reported that Nagaland had set up a new sub-division in Golaghat district.

Assam and Nagaland share a 434 km long boundary and the border dispute dates back to 1963 when Nagaland was carved out of Assams Naga Hills district.Assam government had filed a suit on the issue under a provision of the Constitution nearly 28 years ago and it is still pending. Meanwhile, Asom Gana Parishad (AGP) blamed the Congress for the long-pending border dispute between Assam and Nagaland. The allegation came at a time when a delegation of the APCC had visited Assam-Nagaland border areas earlier. In a statement issued to the media, AGP spokesperson Manoj Saikia said: “The Assam-Nagaland border has been tense over the years due to opportunistic policies of the Congress that let people from Nagaland to encroach upon Assam land.” AGP alleged that the Congress government in 1963 created Nagaland

DIMAPUR, NOV 23, (NPN): Naga Students’ Federation (NSF) on Thursday came out in support of the demand of the Core Committee, comprising representative from CANSSEA, FONSESA, NSSA and NF&ASA, that the ongoing investigation by National Investigating Agency (NIA) into taxation by NNPGS involving government servants be suspended immediately. In a press note, NSF president, Kesosul Christopher Ltu and general secretary, Imtiyapang said it was imperative for Government of India (GoI) to understand the circumstances under which state government employees have to function on the matter of paying taxes to NNPGs. It said, finding fault and rendering government employees under duress will not solve the taxation issue. NSF said the ongoing probe by NIA had raised doubts in the minds of Nagas as to whether Centre was sincere in its effort to the Naga peace process. NSF said that while they were against all forms of corruption, they appealed to the GoI “to restrain from undertaking investigations/exercises which will be detrimental to the very cause of peace and political dialogues.”

KOHI M A , NOV 2 3 (NPN): In a landmark judgment for the Village Guards in Nagaland, Gauhati High Court, Kohima bench, on November 9, has directed the state government to enhance the salary of the Village Guards (VG), “not less than that of the home guard salary of the state”. This was informed by the legal advisor for Village Guard Association of Nagaland (VGAN), Alemwapang and the office bearers of VGAN at Kohima, Thursday evening. Justice Michael Sothankhuma in the court order stated that the increase in the wages and allowances should be made effective from January 1, 2017, since they were exploited and suffered for too long. The order also stated that since the VGs have waited for

President VGAN T.A Ngamlao said that with the current salary of the VGs at Rs. 1500 (Rs. 25 per day), it was impossible to make ends meet, adding that the VGs work in international and state borders with Para military forces. He said with the Rs. 25 wage per day, the VGs were sent on election duty, Road of Protection (RoP) and VIP duty and they remain on call 24 hours. Further Ngamlao said the weapons for VGs were aged ones used during British times in India and said it endangers the life of the VGs should they come across real conflict. Currently there are 9579 Village Guards from Mon, Tuensang, Kiphiri, Longleng and Meluri sub-division under Phek district.

Palaniswami, Thursday, said the Election Commission (EC) has allotted the ‘two leaves’ symbol to the unified AIADMK led by him and his Deputy O Panneerselvam. However, the EC is yet to make an official announcement in this regard. Palaniswami described the development as a “welcome step” and the happiest day for the party. The AIADMK workers broke into celebration by bursting crackers and distributing sweets in front of the party headquarters here. The development is a setback to the deposed party leader VK Sasikala, who is currently serving her term in a Bengaluru jail in a disproportionate assets case, besides her nephew and sidelined deputy general sec-

HASSU threatens to ban plying of govt vehicles

D I M A P U R , NOV 2 3 (NPN): Highway Area Sumi Students’ Union (HASSU) on Thursday served seven days deadline to chief engineer National Highway w.e.f from November 27, cautioning that if the National Highway-29 from Purana Bazaar –Chumukedima was not repaired within the stipulated deadline, they would impose bandh on movement of government vehicles within its jurisdiction. In a statement HASSU president, A. Kughato Achumi and general secretary Itoka Yeptho said that the union was left with no option but to serve the ultimatum as the government had failed to act on its earlier representation submitted to the Chief Engineer, National Highways on November 13, 2017.

KVYO welcomes CMO’s clarification NH-702D indefinite bandh: MDTOA DIMAPUR, NOV 23 (NPN): Kohima Village Youth Organisation (KVYO) has appreciated the timely government response to the controversial words used in order to shift Hornbill International Rock Contest (HIRC) to Dimapur city. According to KVYO, “security related Issues” was too unpalatable for it in particular and for every law-abiding resident of the Capital. Even the mention of “traffic congestion” was confounding since both Kohima and Dimapur face the same problem, the organisation added. In a statement, KVYO president, Medozhatuo Rutsa and general secretary Ruokuoneitso Kire clarified that it never objected to the shifting of HIRC or any Hornbill-related activity to any part of the State by the government. “Nor is there any reason for us to do so for something that is not at all our prerogative,” it said. The organisation, however, stated that the earlier “shocking excuse defiled our image and nul-

lified all previous sacrifices”, and added that Kohima had hosted all previous editions of HIRC and other events successfully without any breach of security. “From the time Hornbill festival was first celebrated at Kohima Local Ground (Khuochiezie) till today where various events have expanded to Kisama, Peren, Zunheboto, Phek and Dimapur districts. There has never been a security threat either at Kohima or any of the other districts, including Dimapur,” KVYO pointed out. KVYO said-- “We Nagas have never been known for illtreatment of our visitors and guest. Not even the enemy during periods of unrest and conflict. Every Naga community, including Kohima village, goes out of its way to ensure the safety of people residing within. The state government should of all institutions never again give false negative and whimsical labels to places and people! Especially for an entertainment activity.”

It added: “KVYO wishes that people and communities imagine themselves in our place and understand why we couldn’t remain silent and swallow an insult upon our community publicly for a mere Rock concert!” KVYO said that from the beginning it desired that the issue be laid to rest by undoing the wrong that was said. And with CMO finally retracting the statement and “clarifying” upon the matter, the organisation expressed its gratitude to the chief minister for his maturity and also to all those upright government servants, honest public leaders of Kohima and others, besides a very supportive public who stood with KVYO when Kohima was falsely labelled in national and state media unjustly. KVYO also wished HIRC a grand success and assured its cooperation to the district and law enforcement agencies for any Hornbill Festival-related activity that might be held in its area as it was in the past.

NCS officers to abstain from duty

DIMAPUR, NOV 23, (NPN): Nagaland Civil Service Association (NCSA) on Thursday resolved to abstain from official duty on November 24, in protest against the decision of the state government to induct Non-SCS into IAS. NCSA president in a press note stated that the decision to this effect was made on November 23 during its executive meeting. In this regard, all NCS officers have been asked to strictly adhere to the decision.

He joined as Director on November 22, 2017 at Dimapur. Jitul Sonowal is 54 years old, an eminent singer, Music Director, Composer, lyricist and performer for more than 30 years in the field of Assamese Modern Song & Music, Folk Fusion and Folk Music.
