Staff Reporter/Correspondent
DIMAPUR/ KOHIMA, NOV 19 (NPN): Normal life was paralysed across many parts of the State since 6 p.m. on Tuesday following an 18-hour shutdown called by Joint Committee for Prevention of Illegal Immigrants (JCPI) in protest against the Centre’s move to place the controversial Citizenship Amendment Bill (CAB) in Winter Session of Parliament. The development follows North East Forum for Indigenous People (NEFIP) announcing resumption of stir against the CAB and authorising federating State bodies to decide the mode of agitation. Meanwhile, NEFIP and JCPI have clarified that the bandh was for 18 hours, while advising people to stay indoors during the period to express their solidarity with the people in other North-eastern States against CAB. This follows different
CSOs support JCPI bandh call D I M A P U R , N OV 1 9 (NPN): Various civil society organisations (CSOs) have extended their support to the 18-hour bandh call given by the North East Forum for Indigenous People (NEFIP) and Joint Committee for Prevention of Illegal Immigrants (JCPI) against the Centre’s move to reintroduce the controversial Citizenship Amendment Bill (CAB) in the ongoing winter session of the parliament. NTC: Nagaland Tribes Council (NTC) has extended its fullest support to the “voices of the Indigenous people” being raised in Nagaland under the banner of JCPI and NEFIP. In a press release, NTC president Toniho Yepthomi general secretary Nribemo Ngullie appealed to the Indigenous people of Nagaland, tribe hohos, various CSOs, youth and student bodies to stand in solidarity and extend all possible support to the movement. NTC stated that the contentious CAB, if passed in the parliament, would enable people of minority Communities from the neighbouring countries to settle in India without any restriction of their identity. It said the proposed Bill was “purely communal in

versions in print and social media about the bandh duration. In a joint statement, NEFIP vice-president Theja Therieh, JCPI convener Ghokheto Chophy and JCPI secretary Tia Lonchar also appealed to all institutions and establishments to reorganise their schedules to allow peaceful observance of the bandh. However, they explained that the appeal was purely a call to everyone’s conscience to reject the “monstrous” CAB, adding few hours of sacrifice would go a long way to determine the destiny of “our future generations”. They advised travellers to display their
respective identity cards prominently In case of any emergency. KOHIMA: In Kohima, normal life came to a grinding halt as shops and business establishments downed their shutters and vehicles went off the road in response to the 18-hour bandh called by JCPI from 6 pm on Tuesday. Speaking to Nagaland Post, NEFIP vice-president Theja Therieh said the forum had informed the district and police administration about the bandh, and assured that it would be observed in a peaceful manner. He also admitted the failure on the part of NEFIP
from GoI will not suffice,” he added. Admitting that the stir against CAB could affect the student community as many had exams around this time of the year, Therieh said the movement against CAB in Nagaland was being carried out as per NEFIP’s instruction. He pointed out that there was already a strong movement against the Bill in States like Assam, Manipur, Meghalaya and Mizoram. Therieh claimed that when he spoke to Lok Sabha MP, Tokheho Yepthomi about the Bill, the former had informed him that he had not yet seen the draft Bill. (Cont’d on p-7)
NDPP lambasts NPF for habitual lies, deceit D I M A P U R , N OV 1 9 (NPN): The ruling NDPP lambasted opposition NPF for their “habitual lies and deceit” and asserted that the PDA government stood firm in fulfilling its commitments to the people and would not allow “false and fabricated” allegations of a “frustrated” opposition party derail its promises. In a statement, NDPP also declared that there was no question of the council of ministers resigning due to “immature” statements of NPF, adding the ruling coalition was mandated by the people of the State and
continue to serve the people with sincerity and commitment. Unlike the unstable and weak leadership during the last four years of DAN government where each day was faced with uncertainty and rife with suspicion, the PDA government under the dynamic leaderships of chief minister Neiphiu Rio and deputy chief minister Y Patton stood strong and united with a clear vision for Nagaland, the statement claimed. Reacting to allegations of NPF, NDPP said to term the present dispensation “rudderless and paralysed”
only proved that the opposition party was speaking about its own leadership and perhaps accepted its failure to provide a stable government during its tenure. The ruling party said the state of affairs under the NPF-led DAN government from 2014 to 2018 would go down in the annals of history of Nagaland as the darkest period. The people were denied any form of governance because of the constant tussle for power within NPF, and it was also during this period that the State witnessed the worst law and order situation as
people rose up against their government as the leadership at that time refused to hear their voice, it added. According to NDPP, with such an infamous legacy, NPF should be the last one to be attacking the PDA government and accusing it of being negligent, rudderless and paralysed, but rather play a supporting and proactive role as a responsible opposition party, especially at this crucial juncture when all Nagas were anxiously awaiting the inking of the solution to the Naga political Issue.
NEW DELHI, NOV 19 (AGENCIES): At least three hill states of the North East, which have inner line permit (ILP) system, are likely to be exempted from the purview of the controversial Citizenship (Amendment) Bill 2016, The Assam Tribune report stated. This was conveyed by Union Home Minister Amit Shah to a delegation of senior leaders of BJP from the region, when they called on him to express their concern over the CAB, sources said. A senior BJP MP, who was part of the delegation of BJP-ruled states of the North East barring Assam, said they gave a feedback to Union Home Minister about the agitated mood among the people over the Bill. “We were assured that the CAB will not be applicable in the states of Arunachal Pradesh, Nagaland and Mizoram which have inner line permit system,” he said. However, the issue of CAB did not figure in the meeting of the BAC of Lok Sabha held on Sunday.
Pradesh will be duly consulted before the final settlement of the decades-old Naga insurgency problem. Union Minister of State for Home G Kishan Reddy told the Lok Sabha that there has been considerable progress in the ongoing Naga peace talks and almost all the Naga underground groups are engaged with the Central government in the peace process. “All stakeholders, including the states of Assam, Manipur and Arunachal Pradesh, will be duly consulted before any settlement is arrived at with the Naga groups and their concerns taken into consideration,” he said, replying to a written question.
