VIENNA, NOV 3 (AP): A man who had previously tried to join the Islamic State group rampaged in Vienna armed with an automatic rifle and a fake explosive vest, fatally shooting four people before he was killed by police, Austrian authorities said Tuesday. Witnesses described dozens of screaming people fleeing the sounds of gunshots Monday night in a nightlife district crowded with revelers enjoying the last hours before a coronavirus lockdown. Others barricaded themselves inside restaurants for hours until they were sure the danger had passed. Video that appeared to be from the scene showed a gunman, dressed in white coveralls, firing off bursts seemingly at random as he ran down the Austrian capital’s dark cobblestone streets. While the attack lasted just minutes, authorities said only on Tuesday afternoon that there was no indication of a second attacker — adding to tension in the capital as residents were urged to stay home. Dmu: Screening of returnees at entry points from today D I M A P U R , N OV 3 (NPN): Dimapur district administration has informed that returnees to Nagaland through Dimapur district will be screened at the entry point from November 4 onwards and not at the Agri Expo site. In this regard, district officials will be deputed at four entry points to Dimapur district-- airport, railway station, Dillai check gate and New Field check gate. An order issued by deputy commissioner (DC) Dimapur, R. Soundararajan stated that: “In accordance with relevant SPOs, duty at the respective locations will commence from November 4.” Till November 4, there were 111 persons under facility quarantine while 1923 were under home quarantine. Meanwhile, a total of 62,422 samples had been sent for testing through RTPCR and results of 61,035 samples received. In addition, a total 33,787 samples were sent for testing through Truenat and results of 33,759 samples have been received. Through Rapid Antigen Test 4,042 samples have been tested.”

The attacker, identified as Kujtim Fejzulai, was armed with a fake explosive vest, an automatic rifle, a handgun and a machete, according to Nehammer. Before the attack he posted a photograph on a social media account showing him posing with the rifle and machete, Nehammer said. Fejzulai was sentenced to 22 months in prison in April 2019 but was granted early release in December. “The fact is that the

terrorist managed to deceive the judicial system’s deradicalization program” to secure his release, Nehammer said, adding that the system should be reevaluated. He also said that an attempt to strip Fejzulai of his Austrian citizenship had failed for lack of enough evidence. The Islamic State group on Tuesday claimed credit for the Vienna attack, calling the perpetrator a “soldier of the Caliphate.” The claim of responsibility was published through the militant group’s media arm, Aamaq. It didn’t elaborate on the attacker’s ties to IS and had similar wording to past, opportunistic claims by the group. In North Macedonia, police said a list of suspects sent by Austria included two others with dual Austrian and North Macedonian citizenship. In Switzerland, police in the city of Winterthur said an 18-year-old and a 24-year-old were arrested in consultation with Austrian authorities. Investigators are now trying to determine the nature of the two men’s contact with the Vienna suspect.

KOHIMA, NOV 3 (NPN): By-polls to the two Assembly constituencies- 14 Southern Angami-I and 60 Pungro-Kiphire passed off peacefully barring a stray incident on Tuesday amidst tight security and following COVID protocols. Around 88.1 per cent of the total 43,242 voters exercised their franchise in the by-election to two assembly seats, Chief Electoral Officer (CEO) Abhijit Sinha said. Polling was held at 22 polling stations under 14 Southern Angami constituency which recorded 84.41% voting, while 77 polling stations under 60 Pungro-Kiphire registered 89.80% polling. Counting of votes will be taken up on November 10. Addressing media persons in the evening, Sinha said voting began at 6 a.m. and ended at 4 p.m. Webcast and static video recordings were done in all the polling booths to ensure free and fair elections, the CEO said. Sinha said that the entire polling process was by and large peaceful without

any major untoward incident, except at no. 11 Singrep polling station under 60 Pungro-Kiphire constituency, where polling was adjourned during the first hour following a scuffle outside the polling booth. He said following the official complaint from the returning officer, a report was sent to Election Commission of India (ECI) from whom a repoll directive was awaited. There were also complaints and counter complaints from the r uling NDPP and opposition NPF under Southern Angami-I seat. NDPP had earlier complained that genuine

voters were not being allowed to enter the perimeter by NPF party functionaries. In a complaint letter addressed to the District Election Officer Kohima, NDPP demanded re-poll at the particular polling station since normal electioneering process was not allowed to proceed. However, NDPP later withdrew their complaint on the request of the public, NDPP general secretary Benjamin Lorin stated. DIMAPUR, NOV 3 (NPN): Nagaland on Tuesday reported 55 COVID-19 positive cases– 39 in Dimapur, 13 in Kohima, 2 in Mon and 1 in Peren taking the tally to 9151. Further, out of 9151 positive cases, the distribution across various categories of people include 3975 cases from the armed forces/ police, 1658 returnees, 3072 traced contacts and 446 frontline workers.

WASHINGTON, NOV 3 (AGENCIES): After a campaign marked by rancor and fear, Americans on Tuesday decide between President Donald Trump and Democrat Joe Biden, selecting a leader to steer a nation battered by a surging pandemic that has killed more than 231,000 people, cost millions their jobs and reshaped daily life. Nearly 100 million Americans voted early, and now it falls to Election Day voters to finish the job, ending a campaign dominated by the coronavirus and defined by tensions over who could best address it. Each candidate declared the other fundamentally unfit to lead a nation grappling with COVID-19 and facing foun-

dational questions about racial justice and economic fairness. Biden entered Election Day with multiple paths to victory while Trump, playing catch-up in a number of battleground states, had a narrower but still feasible road to clinch 270 Electoral College votes. Control of the Senate was at stake, too: Democrats needed to net three seats if Biden captured the White House to gain control of all of Washington for the first time in a decade. The House was expected to remain under Democratic control. The first polls close at 6 p.m. Eastern time in swaths of Indiana and Kentucky, followed by a steady stream of poll closings every 30 minutes to an hour throughout the evening. More Amur Falcons arrive in Yaongyimchen area 53.51 pc turnout in Phase 2 assembly polls in Bihar, figure likely to go up: EC

DIMAPUR, NOV 3 (NPN): Lemsachenlok Society said the number of Amur Falcons arriving at their roosting site– Yaongyimchen Community Biodiversity Conservation Area in Longleng district – has risen this year. Dr Lima and Buten Henmei of the NGO in a release stated that the falcons, which are known as “Tuma Loih” in local dialect of Yaongyimchen, started arriving in batches since October second week and their numbers are more this year as per the latest data. The release claimed that Lemsachenlok Society of three villages – Yaongyimchen, Alayong and Sanglu – had initiated the biodiversity conservation by setting aside a huge forest area as community biodiversity conservation area, which today gives asylum to hundreds of flora and fauna species.

Pointing out that conservation was a very unique initiative in the area as the community had surrendered their land by shifting their regular jhum cultivation to different locations in order to provide a conducive ecosystem for the Amur Falcons which come all the way from Mongolia, the NGO said these raptors feed on flying termites and other insects to regain their strength before continuously flying for five

days and five nights to South Africa for the winter. The society said the entire community from Yaongyimchen, Alayong and Sanglu villages enthusiastically kicked off preparations for the raptors’ homecoming from October. Mentioning that volunteers have been alternatively keeping a vigil in and around the entire area, Lemsachenlok Society said the women folk are engaged in cleaning the

surroundings, while the men are making renovations and constructing watchtowers. Amur Falcon is protected under the Wildlife Protection Act, 1972 and Convention on Migratory Species, besides being listed on the Appendix II of CITES. Meanwhile, based on the resolution adopted by citizens in 2010, the village councils in their joint meeting on Monday reaffirmed to protect the falcons during their short stay in the area and prohibit any activities that could harm the ecosystem. The joint meeting resolved that patrolling would be conducted within the village jurisdiction, especially the roosting site, and whoever was caught indulging in any act of distracting the biodiversity, especially the Amur falcons, in any manner would be dealt with as per the resolution.

NEW DELHI, NOV 3 (PTI): The 94 assembly constituencies that went to poll in the phase two of Bihar elections on Tuesday recorded 53.51 % turnout and the figure was likely to go up as voting continued beyond schedule in several places, the Election Commission said. The combined voter turnout in the two phases was recorded at 53.79 % till 5 PM, the Commission said. The turnout was 55.35 % in these constituencies in the 2015 assembly polls, the EC said. The combined figure would also go up when final figures of phase 2 are collated later in the day. “The electoral exercise going on in the country is by far the largest exercise in the world amid the pandemic... the voter turnout in the first phase has been exceptionally

good. The voter turnout has further continued and the confidence level has been much more in this phase,” EC Secretary General Umesh Sinha said. The 94 constituencies in the second phase of elections will decide the electoral fate of RJD leader and grand alliance’s chief ministerial face Tejashwi Yadav and more than 1,450 other candidates. Polling began at 7 am, but the time for its conclusion has been extended by one hour till 6 pm to facilitate COVID-19 patients and those with symptoms of the disease to exercise their franchise during the final hour. Referring to the 54 assembly bypolls spread across 10 states held on Tuesday, the Commission said Chhattisgarh recorded

71.99 % turnout, Gujarat 57.98 %, Haryana 68 % and Jharkhand 62.51 %. The turnout in Odisha was 68.08 % and 66.57 % in Madhya Pradesh. In Nagaland, the turnout was 83.69 %, while it was 81.44 % in Telangana. In Uttar Pradesh, the turnout was 51.57 %. The Commission said the figure were dynamic in nature and likely to change over the next few hours. Besides 28 seat in Madhya Pradesh, eight assembly seats went for bypolls in Gujarat, followed by seven in Uttar Pradesh, two each in Odisha, Nagaland, Karnataka and Jharkhand, and one each in Chhattisgarh, Telangana and Haryana. Dimapur: Amur Flacons are protected under the Wildlife Protection Act, 1972, as such, hunting, trapping, killing or selling of Amur Falcons could lead to three (3) years of imprisonment or a fine of Rs. 25000 or both under Section 51 of the said Act. Some instances of hunting, trapping and killing of Amur Falcons in Mon district have been reported and therefore all administration officers and village councils under Mon district have been directed to give wide publicity in their respective jurisdictions and strictly enforce this order along with Police and Forest departments.

Security forces apprehend arm dealers DIMAPUR: Security forces in a joint operation with Police, apprehended two arms dealers near Burma Camp in Dimapur on October 30. According to PIB (defence wing), based on specific input, security forces launched an operation and apprehended the arms dealers from the area and recovered four .32mm pistols from the possession of the individuals. The apprehended persons along with recovered items have been handed over to East Police Station for further investigations.

FPSU Zbto appeals for release of PMGKAY money DIMAPUR: Fair Price Shop Union (FPSU) Zunheboto has questioned as to why the PMGKAY money sanctioned since June 2020 meant for FPS dealers and transporters have been kept on halt by the department. A press release by FPSU Zunheboto chairman Shitoyi Muru and general secretary, Hutovi Awomi has appealed the state government to respond within stipulated time put forward by Nagaland FPS Association “in order to avoid chaos and commotion” during such a pandemic. It also stated that, since the launching of National Food Security Act 2013, and its subsequent implementation in Nagaland, the Fair Price Shop dealers have been doing its best in serving the people as a middle person between the government and NFSA beneficiaries ration card holders. He trained them on proper nursery raising and adoption of recommended package of practices and shared on the importance of IFS, concept, approaches, components and different types of integrated farming sys-

Aizawl,Nov 3 (PTI): Mizoram Home Secretary Lalbiaksangi has written to her Assam counterpart, asking him to ensure the safety of Mizo communities living there, amid the growing tension in the region, sparked by the death of a neighbouring state’s resident in Vairengte, over 100km from here. In his letter written on Monday, Lalbiaksangi urged G D Tripathi to prevent any retaliatory action on Mizos living in Assam by people with “vested interests”. “I would like to request you to ensure the safety of Mizo communities living within Assam... as well as security of Mizoram House, Silchar, and the stranded highly inflammable trucks and tankers and the various Mission Compounds within Cachar, Karimganj and Hailakandi districts,” the letter said. Tension had been prevailing along the AssamMizoram border since last month, after several dwelling units were damaged by miscreants, following which talks were held between the officials of the two states. Mizoram-Assam border after a resident of Assam died in a hospital in Vairengte. He said that the body of Intazul Ali Laskar (45), who died in a hospital in Vairengte on Monday was handed over to his relatives on Tuesday morning. Barring 11, all new patients are asymptomatic and have been shifted to COVID care centres, he said. A 72-year-old man from Chisi village in Leparada district died of the viral disease on Monday in a dedicated COVID hospital in East Siang district, taking the number of fatalities to 38 in the northeastern state, State Surveillance Officer (SSO) Dr Lobsang Jampa stated. He was suffering from chronic bronchitis, Jampa said. The positivity rate in the state stands at 11.74 per cent, and the death rate at 0.25 per cent. Of the 117 fresh cases, 34 were reported from the Capital Complex region, 16 from East Siang, 12 from Lower Subansiri, nine from Lower Dibang Valley, seven from Changlang and six from Tawang. “Two Army personnel and eight health care workers are among the new patients,” Dr Jampa said.

M’laya to decide on resumption of school after Nov 5 S hillo n g, N ov 3 (PTI): Meghalaya government will take a decision on resumption of normal school classes after November 5, Education Minister Lahkmen Rymbui said. The minister said a meeting of the state’s education department and the Meghalaya Board of School Education (MBoSE) will take place on November 5 to discuss the matter. “Whether selection test will be there and if not, what steps will be taken all these instructions will be given after this meeting. Decision on resuming normal class activities and other issues will be known only after November 5,” Rymbui told PTI. Regular classroom activities for schools and other educational institutions in the state were shut since March this year due to COVID-19 pandemic and students of standard 6 and above are allowed to have a consultation with their teachers on conditions that protocols are strictly followed. According to the minister, “consultations” with stakeholders - management committees, parents, teachers – is on at the moment.

The forest minister said the two satellite tagged Amur Falcons were traced for five days before they disappeared. He said the satellite tagged Barak was successfully traced till May 29, 2020 before it disappeared likely in a cyclone on its migratory route. Stating that Manipur has set a successful example in the global conservation map, he said the state has shown the effort to protect and provide safe bases to the migratory bird Amur Falcons. He credited the NGOs including Rainforest Club Tamenglong, local people, district administration and

media for their involvement in raising awareness on the protection and conservation of the Amur Falcons which migrate in lakhs during mid October in Tamenglong district of the state. He said the birds, known locally as ‘Akhoipuina’ or ‘Ahoipuina’ in Rongmei dialect roost in the villages of Tamenglong along the Barak river and its tributaries. The birds then migrate to South Africa for which they fly non-stop over the Arabian Sea for five days, he added. The Assam government has decided to close all state- run madrassas and Sanskrit tols and a notification to this effect is likely to be issued this month. “Has any madrassa been closed down? These madrassas will never be shut down as these have kept the Muslims alive,” he said, while laying the foundation stone for a madrassa in Cachar district on Sunday. “Maulanas and qazis have come out from these madrassas. Imams of mosques have studied in these madrassas. They have never been shut down,” he said. Education Minister Himanta Biswa Sarma has announced that all the state-run madrassas will be shut down as the government cannot support any religious education in a secular society, leading to sharp political reactions from the opposition. “If madrassas are closed down, then do protest. Shillong, Nov 3: Meghalaya registered 101 cases of recovery from COVID-19 and 63 fresh infections on Tuesday, taking the number of recoveries to 8,680 and the active count to 971. Director of Health Services (MI), Dr. Aman War said of the fresh cases detected on Monday, 19 were from East Khasi Hills district, 11 in Ri-Bhoi, 8 each in East Jaintia Hills district and West Jaintia Hills district, 6 in West Garo Hills district, 4 in West Khasi Hills district, 3 in East Garo Hills district, 2 in South Garo Hills district and 1 each in North Garo Hills district and South West Garo Hills district. With 339 active cases, East Khasi Hills, including Shillong is the most affected district in the State. On the new recoveries, War said 40 are from West Khasi Hills, 23 from West Jaintia Hills, 11 each from East Garo Hills district and Ri-Bhoi district, 7 from East Khasi Hills district, 5 from West Garo Hills district, 3 from East Jaintia Hills district and one from North Garo Hills district. Forbesganj (Araria), Nov 3 (IANS): Prime Minister Narendra Modi on Tuesday slammed the opposition parties saying they only learnt to “divide” society and win irrespective of anything else. He said while the NDA government ensured fulfilment of all basic facilities in Bihar during its last tenure, it will now fulfil all “aspirations” of the people if elected to power. The Prime Minister once again took a jibe at former Congress Chief Rahul Gandhi and Rashtriya Janata Dal (RJD) Chief Tejashwi Yadav. Without naming them, Modi said the people of Bihar have “rejected jungle raj and double yuvraj” over the double engine government of the BJP and the JD-U. Addressing a public rally here, Modi said, “Today the condition of Congress is such that it does not have even 100 MPs in the Rajya Sabha and the Lok Sabha.”

He said the people have decided to take Bihar to new heights. Modi also hailed the people of the state for coming out to vote during the Covid-19 pandemic. Voting for Phase 2 of Bihar Assembly elections is underway in 94 constituencies in 17 districts. In phase 1, held on October 28, 71 constituencies went to vote. The third and final phase of voting is scheduled for November 7 and the results will be declared on November 10.

hile opinion polls project a lead for Democratic Party candidate Joe Biden over incumbent US president Donald Trump of the Republican Party by 52% to 44%; there could be some surprises in store when election ends on November 3. If the projections hold sway then Biden is likely to become the next US president. The defeat of an incumbent president is not rare but does not happen in every election. Donald Trump had won in 2016 despite being far behind secretary of state Hillary Clinton in opinion polls. Trump’s election victory stunned the US including much of the western nations. The final National Public Radio(NPR) Electoral College map analysis presently showed Democrat Joe Biden going into Election Day with the clear edge, while President Trump has a narrow but not impossible path through the states key to winning the presidency. Donald Trump didn’t make many friends among liberals both at home and abroad mainly because he espoused the American conservative values that are against same sex marriage, Islamic terrorism, pandering to minorities and restoring and strengthening core American values based on the Biblical tenets. Trump has been vocal against the unabated influx of millions of illegal aliens from both Mexico and other nations and wanted to especially put an end to the business. He kept his promise to build an effective wall to prevent continuous influx of millions from across Mexico. Trump had done what his predecessors failed to do- shift the US embassy from Tel Aviv to Jerusalem, a long made promise. He also took on China without compromises by ensuring that big American manufacturing industries re-shift back. Trump had achieved a lot in reviving US economy and bringing more jobs but these have been affected due to the pandemic . Trump has also snapped military cooperation with Pakistan, a long time ally because it had for too long played a dubious game of appearing to fight terrorism but in reality, a sponsor and exporter of Islamic jihadism. Trump and Biden hold opposite views on many issues. Joe Biden focuses on liberal appeasement diplomacy, building on alliances that have been strained during the Trump administration and restoring the Iran nuclear deal. On China, Biden says he will cooperate with the communist giant in an attempt to denuclearize North Korea and will work with Russia to further international policy on arms control. Biden pledges to rejoin the Paris climate accord "on Day 1." Trump on the other hand wants to end American involvement in global conflicts and acting proactively against terrorism such as eliminating ISIS, assassination of Abu Bakr al-Baghdadi. He also took pre-emptive action against Iranian-sponsored terrorism by assassinating its most decorated army officer major general Qasem Soleimani in January. When Trump spoke openly against Islamic terror, most western nations expressed outrage and even said he was promoting Islamophobia. However today, those countries- France, Germany, UK, Italy etc among othersare tragically experiencing what Trump had been vocal against. He has also asked NATO allies to increase financial contributions instead of solely relying on the US. Trump has also stopped aid to WHO whom he accused of protecting China which led to spread of the Wuhan virus. He also warned of reducing US aid to the UN. Many consider Trump’s policies lunatic but he sees no other way for America to be great again. However, the voters will decide, rightly or wrongly, who will lead the world’s most powerful democracy.

I have been crucified with Christ; it is no longer I who live, but Christ lives in me… —Galatians 2:20 These words mean the breaking and collapse of my independence brought about by my own hands, and the surrendering of my life to the supremacy of the Lord Jesus. No one can do this for me, I must do it myself. God may bring me up to this point three hundred and sixty-five times a year, but He cannot push me through it. It means breaking the hard outer layer of my individual independence from God, and the liberating of myself and my nature into oneness with Him; not following my own ideas, but choosing absolute loyalty to Jesus. Once I am at that point, there is no possibility of misunderstanding. Very few of us know anything about loyalty to Christ or understand what He meant when He said, “…for My sake” (Matthew 5:11). That is what makes a strong saint. Has that breaking of my independence come? All the rest is religious fraud. The one point to decide is— will I give up? Will I surrender to Jesus Christ, placing no conditions whatsoever as to how the brokenness will come? I must be broken from my own understanding of myself. When I reach that point, immediately the reality of the supernatural identification with Jesus Christ takes place. And the witness of the Spirit of God is unmistakable— “I have been crucified with Christ….” The passion of Christianity comes from deliberately signing away my own rights and becoming a bondservant of Jesus Christ. Until I do that, I will not begin to be a saint. One student a year who hears God’s call would be sufficient for God to have called the Bible Training College into existence. This college has no value as an organization, not even academically. Its sole value for existence is for God to help Himself to lives. Will we allow Him to help Himself to us, or are we more concerned with our own ideas of what we are going to be?

(Many migrants consider employment opportunities closer home) stark manifestation of the two-track development of our socio-economic polity is the ubiquitous spread of digital technology. Over the past decade and more that I have been writing a column for this page, I have, on occasion, written about the forest sanctuary of Binsar in Uttarakhand. I have a small cottage in the sanctuary. These articles have not been about the pristine beauty of the sanctuary, the verdant forests that roll from one range of hills to another merging eventually into the snow-capped peaks of the Himalayas. They have not been about the restorative and calming influence of silence, they have been about the tension between economic development and ecological sustainability. Binsar offered me a narrow window of insight into the difficulty of striking a balance between the aspirations of the villagers who lived in the sanctuary and were denied, as a consequence, the economic benefits of development and the im-

perative of preserving the magnificence of nature. I bought one of the six British-built establishments in Binsar in 1987. I have been visiting the place regularly ever since. In the early years, I noted the near-total absence of development. There was no running water, there were no electricity lines and the road was narrow and irregularly tarred. I had to walk the last half mile to my house, the nearest hospital was 30 km away and there were no schools. Itinerant travellers may have been happy to get away from the clutter of development but the resident villagers were not. They wanted a share of the benefits accruing to those living outside the sanctuary. They wanted electricity, water, health, schools and above all else, jobs. They verbalised their protest and at times, out of sheer frustration, they even ignited their surroundings to attract attention. One year, the forest fires almost engulfed my home. The authorities have, to an extent, heard these protests. The drive to Binsar is no longer as tiresome as it used to be. The roads

have been broadened and tarred. The electricity lines have been stretched. The valleys which at night were blanketed in darkness are now studded with pinpricks of light. My home still does not have grid electricity as does no one who lives within the forest. But we are not complaining. For, except on days when the sun plays hide and seek with the clouds, solar has become a reliable substitute. These tangible markers of progress mask, however, the deeper dilemmas of development. The reason I decided to pen another article on Binsar was that in a microcosmic way, the nature and pace of development in this area mirror the faultlines that have to be resolved for our country to get onto the trajectory of sustainable growth. The specifics will be different but the essential issues facing Binsar are the same as those that confront the country. For anyone visiting the Kumaon region on a regular basis, a striking manifestation of global warming is the receding snow line of the Himalayan range. Even the highest

peaks of the Nanda Devi, Trishul and Panchachuli massif reveal large rock faces. The Pindari Glacier is brown to the naked eye. Of course, this will all change when, in a few weeks, the winter snow swaddles the range in white and maybe I am drawing an exaggerated picture but I have never seen so much contrast on the mountain faces before. Sitting inside a sanctuary where on account of regulatory restrictions, the surroundings are lush and green, one cannot but reflect on the forewarning of the scientific community that if the world and to be more specific India, does not tackle the issue of GHG emissions, it will, for certain, bequeath an irremediably damaged planet to the next generation. India cannot afford to develop first and clean up later. COVID has intruded. Of course, it is not the numbers of infected that have roiled the villagers. These appear to be few. It is the economic ramifications. Most of the young that had left for the plains in search of jobs are back and if one goes by the comments that I have

picked up from the locals, only a handful want to return to their earlier jobs. The lack of a social security net in the cities has made them ask whether it might not be better to seek income-generating opportunities closer to home. What those might be is, of course, their biggest concern. Agriculture and manufacturing offer no scope. Construction, hospitality and eco-tourism are options. But then the MSMEs engaged in these sectors are struggling to sustain their business. These enterprises are not unviable. They simply have no liquidity. The debate in the corridors of our economic ministries as to whether to enlarge the fiscal stimulus or not or whether the central government or the states should turn to the market to make up for the shortfall in GST revenues acquires a different hue when contemplated through the non-academic lens of livelihood. There is no doubt, in my mind, that the Centre must open up further the fiscal spigot and help the state/local governments create the

social security nets that assure everyone a basic minimum income. The argument of those that pore over macro ratios (GDP ) that there is no fiscal space for such largesse should be set against the Keynesian comment that “in the long run, we are all dead”. A stark manifestation of the two-track development of our socio-economic polity is the ubiquitous spread of digital technology. In a place with limited physical infrastructure and few social amenities, everyone carries a cell phone and most can find internet connectivity. I have attended several Zoom meetings from my Himalayan redoubt. To my mind, this reveals the sharpest faultline of all. The potentially deepening tension between society and the State. Technology has deepened aspirations. Government is perceived to hold it in check. Whether it is in Binsar or the country at large, this tension will have to be bridged if India is to develop on an even social keel. Framework Agreement and the agreed position (From previous issue) Historically, Naga leaders have always been wary and warned of the insincerity of the Indian leadership. For instance, the Nine Point Agreement (1947) was unilaterally revoked by the Indian leaders; the first Ceasefire Agreement (1964) was annulled unilaterally again; the Sixteen Point Agreement (1960) was never fulfilled. So, the addition of a counteragent (NNPGs) to the NSCN opened on one end a larger space for critical thinking on the sincerity of the GoI and on the other end the negotiating capacity of the Naga leaders. It also opened the options for solution to prying minds. It was, and still is, only natural for the Nagas to critically question whether the leadership on the negotiating table would be able to hold the Indian leadership accountable on their promises. In the middle of such uncertainties, Ravi saw the disgruntled groups of opportunists, status quoists, defectors, and parochialists among the Nagas questioning the leadership of the NSCN. It was a perfect time for the interlocutor to gamble with the question of Naga leadership. Such tactics of ‘Divide and Rule’ policy is known to have divided the Nagas further and flustered the energy of the leadership to date. Although the NNPGs would fit well within Ravi’s scheme in challenging the NSCN leadership, he had to create a support base for the new leadership from the public and civil societies while discrediting the traditional support base of the NSCN. The polarization of the Nagas into Nagaland state and the Nagas outside Nagaland state was like an avatar for the interlocutor, where his need was readily found in the formation of Nagaland Tribe Council and Central Nagaland Tribe Council. Apparently, the support base of NNPGs was confined narrowly to the Nagaland state, but Ravi, a man adept with bureaucratic skills in dividing the Nagas, weighs in the new leadership on the table of the talk as the more practical option towards a solution. The interlocutor failed to understand that it was a time to unite the Nagas for solution and not divide them, as it was during the pre-ceasefire era. The creation of the two camps on the negotiation table became an antithesis to the hopeful settlement after the FA. The Nagas are weighing two possibilities for finalizing the solution. Although both documents promised the Naga’s right to self-determination, it is

imperative for the Naga intellectuals and leaders to understand the subterranean foundation of the “Framework Agreement” and the “Agreed Position”. The two documents equally recognize their (Nagalim/Nagaland) existence as a separate entity from India. However, one needs to investigate whether such accordance is given in the sense of social, cultural, economic, and political recognition. It is also necessary to know that India as a nation-state of many social-cultural communities gives legitimacy to different entities for exercising certain political powers internally within the frame of Indian constitution Eg: Nagaland state is a distinct entity empowered with political powers defined within the constitution of Indian nation-state. Nagas must peruse whether the documents signed by the NSCN or the NNPGs could be trapped within such complexities. At least for the “Agreed Position” such confusion is dispelled by the release of its full content. Wherein, the Agreed Position paper explains its limitation to overcome the incorrigible basic structure of the Indian constitution. The negotiations between the NNPGs and India carefully warned on the subjects which shall not pass the scrutiny of the Supreme Court of India. Taking cognizance of the existing structural-institutional impediments of the Indian system, the Working Committee clearly incised the issue into GoI and Nagaland state, and delegitimized the nonindigenous leaders (outside Nagaland state) from signing any final solution. The Agreed Position further invoked the sacrosanct of Article 371A of the Indian Constitution, and alarmed the people of the state to desist any forces from replacing the article. Thereon, the document explicitly follows to enumerate upon separate constitutional schemes for Nagaland, and the Nagas in Arunachal and Manipur. Specifically, the “Agreed Position” created Nagas into three separate asymmetrical entities with defined constitutional safeguards for “right to self-determination” within the Indian Union. In such a one-sided agreement without any sort of trusteeship, there are always loose ends where the dominant party could retract from the agreed position, or the agreement became obscure in the structural-administrative procedures of the existing supra laws. In order to wedge through a solid foundation of the agreement, further attention would be needed, especially, in the matters

of finance as experienced by the Bodo Territorial Council, promulgation of legislations in the territorial council, and the processes of implementing the agreement in entirety. Similar precise analysis for the FA may fall short as its full content with enumeration on its competencies is yet to surface in the public domain. However, salvaging from the one-page text of the FA, it can be deduced that it is a testament of resolve to negotiate between the GoI and the NSCN, clearly dwelling upon the sharing of sovereign powers. As sovereignty is characterized by independent legislative power to govern oneself (authority), territory, population, and formal recognition of independent identities, the two parties on the negotiating table could be assumed as haggling over the competencies of sharing such characteristics. Firstly, it has been known that the tussle over the status of “Yaruiwo/President”, in other words the ceremonial “sovereign head” on whose behalf exercises the independent law of the land, is inconclusively under negotiation. Secondly, the “Yehzabo/Constitution”, which is the supreme law of the land is continued to be a contentious issue. Thirdly, the deliberation on the “re-integration of the contiguous Naga territory and populations” is stalled on the negotiating table. Fourthly, the symbolic representation of the Naga territory, population, government and its system into one through their national flag remained unresolved. The aforementioned contentions indicate that the conflict between the NSCN and the GoI rests on the tussle for supremacy over the Naga nation. It is a case of flexing powers as separate sovereign entities, wherein, the GoI currently overwhelms the other. Therefore, the FA can be seen as a document of preamble to create a model where the NSCN can have its independent government that shares sovereign powers with India. Although, the sharing of competencies between the two entities for the calibration of their own sovereign characteristics remained unknown to the wider public, the kind of the “right to self-determination” espoused in the FA can be understood to be beyond the constitution of India, unless it is capitulated under the negotiating table. There are many similar conflicts around the world from which the GoI and the NSCN can learn from, and appreciate the complexity of such cases. International theorist Stephen D. Krasner writes extensively

on possible models for shared sovereignty. Objectively, his models of shared sovereignty can be grouped into two; intra-model and inter-model, considering the location between the contending actors. While in the intra-model the contending actors are both external and internal parties, whereas, actors in the inter-model are two or more external entities contending over common jurisdiction. Hongkong offers the intra-model of shared sovereignty, where China allowed Hongkong to exercise international legal sovereignty while the administrative authority is directly devolved from the national government of the People’s Republic of China. In the inter-model of sovereignty, Krasner gives examples, such as, West Germany under the BonnParis Convention, in which, the United Kingdom, United States and France retain certain powers while West Germany was accorded with full authority of being a sovereign state. In order to fulfil the testament of the FA signed with fans and clamours, the GoI and the NSCN needs to study upon various historical and existing countries with model of shared sovereignty. In recent years, model of shared sovereignty has been put to experiment in the region of Bangsamoro in Phillipines that has successfully ended decades of conflict. The American model of dual sovereignty is another plausible aspect to resolve the cases of flag and constitution.

B o t h t h e “ Fr a m e w o r k Agreement” and “Agreed Position” mooted for an honourable, enduring, and inclusive solution. What is not honourable cannot be enduring nor inclusive for the Nagas or even bring momentary peace because the Nagas are sensitively divided by the existing structures and systems. But what really is “honour” in the trajectory of the Naga movement? In simple terms, there cannot be greater honour for the Nagas than honouring the cause where thousands and thousands of lives have been sacrificed, and where millions have silently waged war against the aggressors of the land in pain and anguish. Many leaders have passed away unable to accomplish the dreams of the Naga people. Now, can the few older generation leaders left in the movement dishonour the cause of the Nagas by relinquishing the dreams of their people? Can they forget the faces of the martyrs and the praying heart of the motherland? These may seem to be moral questions, but the sacrifices made are beyond this dilemma for the leaders—the ultimate quest is fulfilment of the political will of the Nagas. Merely signing two separate agreements with RN Ravi is not the desideratum of the Naga people for an “enduring” “inclusive” and an “honourable” solution. None seems to have heard the plea of the masses, not even a church run institutes, despite of several appeal to private schools and colleges from various individuals as well as from student bodies like NSF, to waive off at least some few per cent of school fees, owing to hardship caused by the covid19 pandemic, except for KROS College, Kohima. Perhaps, the slogan we use to adjudge ourselves “Nagaland for Christ” is becoming thinner and thinner as we no longer love and care for our neighbours, but have become avaricious ourselves. On the contrary, it is very encouraging to see our neighbouring state like Assam government, who had issued an order for 25 per cent fee cut from May 1st, 2020 till formal and physical opening of schools. Similarly, there are cases in some other states, where government had even warned of disaffiliation against private school managements for demanding school fees from parents amid covid19 crises. Consequently, it will certainly bring relief to many grieving parents/guardians if our Nagaland government too can implement such regulation for waiving off fee. The Chief Minister’s Office had on on October 21 sought an appointment for Singh and his delegation with the President on November 4 to urge him to grant his assent to Punjab’s farm bills passed last month by the state assembly in a bid to negate the Centre’s three new agricultural laws. But, the state government on Tuesday said the Rashtrapati Bhavan declined the Chief Minister request for an appointment with the President. trapati Bhavan’s rejection to the request, the CMO sent another letter on Monday itself stating that the chief minister and other MLAs needed to meet the President to draw his attention towards the situation in the state. The President’s Office, however, rejected the fresh request too saying it “cannot be accepted at this juncture for reasons cited earlier”. The CM on Tuesday said as far as the state amendment Bills, introduced under Article 254 (ii) were concerned, the Governor’s role, as per the Constitution, was limited to forwarding the same to the President. In any case, as the letter from his office had made it clear, that was not the only issue on which the state needed the President’s intervention, he added. The CM also took serious note of the refusal of two central ministers to meet Congress MPs from Punjab to discuss grave issues of importance to the state.

Schools reopen in Andhra; less than 50% attendances Amaravati, Nov 3 (IANS): On a day when most government schools reopened for ninth and 10th standard students in Andhra Pradesh after five months, following Covid-19 interruption, less than 50 per cent students chose to attend classes amid the pandemic. Sharing attendance statistics, Education Minister Adimulapu Suresh said only 39.6 per cent ninth standard students attended classes and only 43.65 per cent students from tenth standard. As many as 99 per cent of all the government high schools were opened on Monday, complying with the state government directives. Likewise, 88 per cent teachers have also attended to their duties in the schools. “In Nellore district, a watchman of AP Model School, Nandavaram, Marripadu mandal and two students of zilla parishad high school (ZPHS), Pathavellanti of Nellore mandal were tested as Covid positive,” said Suresh.

With allegations coming thick and fast, murmurs have begun over the future of Chief Minister Pinarayi Vijayan and the powerful state secretary Kodiyeri Balakrishnan, both of them presently caught in a maze of issues, making it difficult for them to face the combined encore of the Congress and the BJP, which for a while have been demanding that both these top CPI-M leaders take the exit route. Sivasankar for his alleged involvement in the gold smuggling case, the word that has gone around is that it would become untenable for him if the probe agency picks up one of his staff members, whose name has surfaced in the media on Tuesday. Likewise, for Balakrishnan, his younger son has over the years become a headache, not just for him, but also for the party. Bineesh Kodiyeri has been arrested by the Enforcement Directorate (ED) and the latest reports say that it wouldn’t end with just the ED, as his close aide Anoop Mohammed is in the custody of the Narcotics Control Bureau (NCB) for a few weeks and it wouldn’t be long before the NCB picks him up too. What came as a shock for the CPI-M is the open statement by 91-year old M.M. Lawerence, a former stalwart of the party, in which he lashed out at the way Bineesh has been conducting himself. Even though the party leaders at the recent two-day

meeting of the CPI-M put up a brave face and pledged their support to both Vijayan and Balakrishnan, it remains to be seen if this support remains intact even if a staff member from Vijayan’s office is picked up and if the NCB takes Bineesh into their custody. The CPI-M knows that with two polls around the corner -- local body elections in December and Assembly elections in May 2021 -- if these allegations and the probe do not subside quickly, things will be pretty bad for the ‘red party’ and the only way out will be to look for a change in leadership. The CPI-M certainly knows that if it happens, it would do more harm than good, as it could well be accepting the hard facts on the damning evidences that have started coming thick and fast from the various probe agencies. The party may be forced to seriously look at giving an honourable exit to the two senior leaders, as both of them do have health issues and have finished a few rounds of treatment in the US.

Naxal killed in encounter with police in C’garh Raipur, Nov 3 (PTI): A Naxal was killed in a gunfight with police in Chhattisgarhs Bijapur district on Tuesday, police said. The encounter took place around 9:30 am in a forest near Kamalpur village under the Usoor police station area when a team of the District Reserve Guard (DRG) was out on an anti-Naxal operation, Inspector General of Police (Bastar range) Sundarraj P told PTI. Acting on inputs about the movement of ultras in the area, the DRG, a frontline anti-Naxal force of the state police, launched the operation in the wee hours, he said.

When the patrolling team was cordoning off the forest near Kamalpur, located around 450km from state capital Raipur, ultras opened fire at police personnel, triggering retaliation, the IPS officer said. The Naxals soon escaped from the spot taking cover of dense forests along a hill, Sundarraj said. “During a search, the body of a Naxal, two rifles, as many bags, Maoist literature and materials of daily use were recovered from the spot”, the IG said. The identity of the slain ultra was yet to be ascertained, but prima facie it seems he belonged to Usoor LOS (local organisation squad) of Maoists, he added.

New Delhi, Nov 3 (PTI): The Supreme Court on Tuesday refused to accept the contention that overqualification cannot be a ground for disqualification as it upheld an order of the Punjab National Bank terminating the service of a peon who had suppressed the fact that he was a graduate. The top court set aside two orders of the Orissa High Court by which it had asked the bank to allow the peon to discharge his service, saying “a candidate having suppressed the material information and/ or giving false information cannot claim the right to continuance in service”. A bench of justices Ashok Bhushan, R Subhash Reddy and M R Shah allowed the appeal filed by the bank, noting that it had stated in its job advertisement that the applicant should not be a graduate. The court also observed that instead of challenging the qualification criteria, Amit Kumar Das had applied for the job and hidden his qualification. On the ground that Das “deliberately, wilfully and intentionally suppressed the fact that he was a graduate, the High Court has erred in directing the appellant Bank to allow the respondent original writ petitioner - to discharge his duties as a peon”, the court said. Referring to an earlier verdict of the top court, the bench said that the suppression of material information and making a false statement have a clear bearing on the

character and antecedents of the employee in relation to his continuance in service. It said, “An employee is expected to give correct information as to his qualification. The original writ petitioner failed to do so. He was, in fact, overqualified and therefore ineligible to apply for the job”. The top court said that another righteous candidate has suffered due to this mischievous act by Das. Das relied on the top court’s verdict of 2000 and said that a higher qualification cannot be a ground for his disqualification from the job as rightly held by the Orissa High Court. The bench noted that the Bank has invited the applications for the post of peon by giving a newspaper advertisement in which it was specifically mentioned that a candidate should have passed 12th class or its equivalent with basic reading/writing knowledge of English and should not be a graduate as on January 1, 2016. It said that as per the eligibility criteria mentioned in the advertisement, a candidate with a graduate degree was not eligible even to apply. The bench said that Das applied for the post of peon but in his application/ bio-data did not disclose that he was a graduate degree holder since 2014 and only mentioned his qualification as 12th pass. It said looking at the nature of the post of peon, a conscious decision was taken by the bank providing eligibility criteria/educa-

tional qualification that a graduate candidate shall not be eligible for the post of peon/subordinate staff. The top court said that Das never challenged the eligibility criteria/educational qualification mentioned in the advertisement and instead participated in the recruitment process. “Therefore, once having participated in the recruitment process as per the advertisement, thereafter it is not open for him to contend that acquisition of higher qualification cannot be a disqualification and that too when he never challenged the eligibility criteria/educational qualification mentioned in the advertisement,” it said. The top court stated that it is for the employer to determine and decide the relevancy and suitability of the qualifications for any post and it is not for the courts to consider and assess. “Greater latitude is permitted by the courts for the employer to prescribe qualifications for any post. There is a rationale behind it. “Qualifications are prescribed keeping in view the need and interest of an institution or an industry or an establishment as the case may be. The courts are not fit instruments to assess expediency or advisability or utility of such prescription of qualifications,” it said. The bench, however, said that at the same time, the employer cannot act arbitrarily or fancifully in prescribing qualifications for the posts.

Delhi Environment Minister Gopal Rai made the appeal while launching anti-cracker campaign of the Delhi government. He appealed to Delhiites to use green crackers and not the polluting kind. “As per the directions of the Supreme Court, polluting crackers have been

banned in Delhi and only pollution-free green crackers have been allowed this year. From today, an anti-cracker campaign has been launched in Delhi. All the SDMs, 11 teams of the DPCC and all police officials have been directed to ensure there is no bursting of polluting crackers across Delhi,” Rai said, while visiting city’s Sadar Bazaar to inspect the sale of crackers in the wake of the campaign. For implementation of the campaign, the minister said, the teams are ensuring that the crackers sold must have a ‘Green Cracker’ logo on them and the crackers sold in the shops must be from authorised companies. “We are following the guidelines of the Supreme Court. The Delhi government will follow any new directions to curb pollution as and when issued.” Rai said that every year, pollution levels in Delhi have been high due to the use of crackers around Diwali.

Ivory Coast president Ouattara scores landslide win; opposition cries foul ABIDJAN, NOV 3 (AGENCIES): Ivory Coast President Alassane Ouattara has provisionally won a third term in office with 94.27% of the vote, the electoral commission announced early on Tuesday, after a bitter election that sparked deadly violence and was boycotted by opposition voters. “Thus elected president of the republic, Alassane Ouattara,” Kuibiert-Coulibaly Ibrahime, the head of the electoral commission announced. He said the final turnout for the Oct. 31 election was at 53.90%. The results have to be validated by the country’s constitutional council which will declare the final winner after hearing any challenges or complaints of irregularities. Two major opposition candidates on the ballot had asked supporters not to take part in Saturday’s election, in protest at Ouattara’s decision to run. Their parties said whole swathes of the country had not participated. Opposition activists say Ouattara’s decision to seek a third term was a further blow to democracy in West Africa less than three months after a military coup in neighbouring Mali, and a successful third term bid by

SINGAPORE, NOV 3 (PTI): Singapore on Tuesday announced that it will discontinue the circulation of 1,000 Singapore dollar (SGD) notes from the beginning of next year to counter money laundering and terror financing risks associated with large denomination currency. A limited quantity of SGD 1,000 notes will be made available each month from now until December 2020, said the Monetary Authority of Singapore (MAS). The move is aligned with international norms and major jurisdictions have already stopped issuing such large denomination notes, said the MAS, the country’s de-facto central bank. The SGD 1,000 note is currently valued at INR 54,501. Existing SGD 1,000 notes in circulation will remain legal tender and can continue to be used as a means of payment, it added. Banks can continue to re-circulate existing SGD 1,000 notes that are deposited with them.

IZMIR (TURKEY), NOV 3 (AP): Even as hopes of reaching survivors began to fade, rescuers in the Turkish city of Izmir pulled a young girl out alive from the rubble of a collapsed apartment building on Tuesday, four days after a strong earthquake hit Turkey and Greece. Wrapped in a thermal blanket, the girl was taken into an ambulance on a stretcher to the sounds of applause and chants of “God is great!” from rescue workers and onlookers. But if not a cease-fire, then a significant reduction in violence has taken on increasing importance as Washington’s peace envoy Zalmay Khalilzad on Monday made a surprise visit to Pakistan urging Islamabad to urge the insurgent movement to reduce violence.

Pakistan has been critical in pushing Taliban into talks. Even as the Islamic insurgent group ousted by the U.S.-led coalition in 2001 maintains its political office in Doha, where talks are being held, its leadership councils are located in Pakistan. Khalilzad brokered a peace pact with the Taliban that was signed in February and seen at the time as the country’s best chance at peace in more than 40 years of war. The peace agreement which is to allow U.S. and NATO troops withdraw from Afghanistan after 19 years, it also paved the way for the peace talks currently underway. In a series of tweets Tuesday Khalilzad condemned the attack but also warned “this barbaric attack is NOT an opportunity for the government and the Taliban to score points against each other. DUBAI, NOV 3 (AGENCIES): Bahrain announced Tuesday it convicted 51 people, more than half of them abroad, on charges of belonging to a militant group. It was the latest mass trial conducted in this island kingdom amid a yearslong crackdown on all dissent. Bahrain described those convicted as belonging to an unnamed militant group that received orders from Iran’s paramilitary Revolutionary Guard. It alleged that the Guard supplied weapons and funding to aid the group in plans to potentially target “economic and vital installations, security patrol sites, the headquarters of the Ministry of Interior and (the) Bahrain Defense Force.” However, Bahrain said some of those arrested had targeted a bank ATM and a transportation company, while others allegedly possessed gasoline bombs and other items. The arrests took place last year, the statement said. Of those convicted, the kingdom described 27 as “fugitives abroad.” The suspects received sentences

ranging from five years to life in prison, the statement said. One defendant was acquitted. The statement named none of those convicted. The Associated Press could not immediately identify the lawyers who defended them in court. Bahrain, a tiny Sunniruled island off the coast of Saudi Arabia that is home to the U.S. Navy’s 5th Fleet, has seen demonstrations, unrest and militant attacks on police since its 2011 Arab Spring protests. he Walking Dead star Andrew Lincoln will essay the role of Ebenezer Scrooge in a livestreamed production of A Christmas Carol. The Old Vic theater in London made the announcement on Monday, reports ew.com, adding that the festive production of Jack Thorne’s “A Christmas Carol”, a play based on the 1843 novella of the same name by Charles Dickens, will be directed by Matthew Warchus.

hinese short-video making app TikTok has announced a new licensing agreement with Sony Music Entertainment (SME). As part of the deal whose financial details were not disclosed, TikTok will continue to offer songs from Sony Music artists for use by creators on its platform. “With this deal, the TikTok creator community will have access to sound clips from Sony Music’s massive catalog of current hits, cutting edge new releases, emerging favourites, iconic classics and deep cuts from every genre of music for use in their TikTok content,” the company said in a statement late on Monday. TikTok and Sony Music will work together to support greater levels of TikTok user personalisation and creativity on the platform, and drive new and forward-looking opportunities for fan engagement with SME’s artists and music.

A Maradona staffer told The Associated Press the former footballer’s health condition is “not serious.” He requested anonymity because he was not authorized to speak about the issue. “He has been very sad for a week, didn’t want to eat,” the staffer said, adding that Maradona’s personal doctor Leopoldo Luque took the former footballer to a hospital so he could undergo health checks. The captain of Argentina’s 1986 World Cup winning team was admitted to a private clinic in La Plata, about 40 kilometers (25 miles) south of Buenos Aires. Maradona has lived there since the end of last year, when he took over as coach of first division team Gimnasia y Esgrima. Maradona turned 60 on Friday and showed up that night for Gimnasia’s national championship match against Patronato, which his team won 3-0. He left before the end of the first half, which raised questions about his health. Luque denied Maradona contracted COVID-19. Maradona had isolated at home for days after a person he works with showed symptoms of the disease. “He did not have energy, the birthday was a factor that complicates it in some aspect,” the doctor said. “My idea is to have him hydrated for three days, see the evolution and adjust the medication. SHARJAH, NOV 3 (PTI): Sunrisers Hyderabad thrived on pressure of a must-win game to thrash table toppers Mumbai Indians by 10 wickets and qualify for the IPL play-offs here on Tuesday. Skipper David Warner (81 not out off 57) and Wriddhiman Saha (58 not out off 44) lit up the last league game of the tournament with an unbeaten 151run opening stand to chase down the 150-run target in 17.1 overs. The bowlers had set up the game nicely for SRH by restricting MI to 149 for eight despite a timely 41 off 25 from veteran Kieron Pollard. Watson retires from competitive cricket Says crazily lucky to have lived a dream SYDNEY, NOV 3 (PTI): Top Australian all-rounder Shane Watson on Tuesday retired from competitive cricket following his team Chennai Super Kings’ exit from the Indian Premier League, calling himself “ridiculously fortunate” to have enjoyed a career spanning 20 years. The 39-year-old retired from international cricket in 2016 and bid adieu to the Australian Big Bash league last year. “It all started as a dream as a young kid saying to my Mum, as I watched a Test match, that I want to play for Australia. It was Zimbabwe’’s first win over Pakistan since 2015. The home team has already clinched the three-match ODI series, having won the earlier two matches. In a high-scoring match, the 24-year old Muzarabani overshadowed centuries from his teammate Sean Williams (118 not out from 135 balls) and Pakistan captain Babar Azam (125 off 125 balls) and a five-for from 20-yearold fast bowler Muhammad Hasnain (5 for 26). NEW DELHI, NOV 3 (PTI): Concerned about safety of the players, Indian batting legend Sachin Tendulkar on Tuesday urged the International Cricket Council (ICC) to make it mandatory for batsmen to wear helmets while playing at the professional level. Tendulkar shared a video of Sunrisers Hyderabad all-rounder Vijay Shankar getting hit on the head when Kings XI Punjab fielder Nicholas Pooran threw the ball towards the striker’s end, attempting to run out the batsman. In the video, originally posted by the official website of the Indian Premier League, Shankar is seen falling on the ground after taking the hit as physios rushed to check on him. Fortunately the 29-year-old was wearing a helmet. “The game has become faster but is it getting safer? Recently we witnessed an incident which could’ve been nasty.
