DIMAPUR, OCT 31 (NPN): It is not the first time that public have come out strongly against illegal multiple taxations and syndication of business as many mega rallies were held in Dimapur notably October 31, 2013 (Clock Tower Junction) and August 25, 2017 (Naga Shopping Arcade) but the state government has not taken action to eradicate these menaces that have destroyed business, burdened the public and promoting Dimapur’s infamous ‘taxation industry’. Recognition of Khehoi village kept in abeyance
DIMAPUR, OCT 31 (NPN): State cabinet during its meeting on October 30 decided to keep in abeyance the recognition of Khehoi village until a “considered decision” is taken, based on the report of the committee constituted to verify the land demarcation of the village boundaries. In this regard, a fourmember committee was setup with commissioner Nagaland as the chairman, secretary Land Revenue as member secretary and DC Peren and DC Dimapur as members. The committee has been given three months to submit its report to the Home department. It was also decided to let the committee examine and make spot verification of the inter-district boundaries between Dimapur and Peren and submit its report to the Home department within six months. Meanwhile, the other agenda discussed during the meeting included issues on Nagaland Lokayukta, where secretary Law & Justice apprised the cabinet on matters related to appointments. Further, the cabinet also decided to ban departments from observing any jubilee or celebration on completion of any occasion.

Junction on Wednesday (October 31, 2018) was not as expected despite all shops and business establishment including some schools closed for the rally. Various speakers vented their ire against those involved in these illegal businesses (multiple taxation) besides blaming the government for not taking any action as per the law, to curb such activities. PAC convenor, Vekhosayi Nyekha reiterated that multiple taxation (taxing the same item at gates, godowns and shops etc by various organisations, unions, welfare committees), syndicates and lessees (appointed by Naga Political Groups- NPGs) have overburdened the business
and resulting in sky rocketing of prices which the common citizens have to bear. He also charged some government agencies of being hand-in-glove with “unscrupulous tax collections” and the law enforcement for a lackadaisical approach to such crimes. Nyekha also slammed NPGs for being busy only for threatening and collecting illegal taxes from the people instead of “fighting for their freedom.” Mincing no words, Nyekha said “we bow our heads in shame as NPGs are behaving like snakes”. He said NPGs must change and heed the voices of their people. He said NPGs were collecting “ill-gotten money to construct houses, buy luxury cars and thinking they can secure their future but instead, are only destroying themselves.” Nyekha also slammed the government of India for “playing dirty games” by prolonging negotiations that only result in mushrooming of factions and demanded immediate solution to the Naga political issue. RESOLUTIONS ADOPTED
As a consequence of the October 31, 2018 public rally organised by the PAC under the aegis of Naga Council Dimapur (NCD), 19 Dimapur-based organizations have resolved the following: State government immediately stop all illegal taxation and rampant collection on goods and services, transporters, vehicle entry fees, item-wise taxation, dealers, stockists and retailers. State government immediately take steps to check and ban syndicate and lease system, all kinds of unauthorised collections in and around Dimapur by various unions, organisations and NPGs, state government agencies all of which result in uncontrolled prices. Reaffirm the public resolution of October 31, 2013 on “One government One tax”. Public resolved to support and uphold the stand of “solution” but not “taxation" and appeal to the government of India and NPGs to solve the Naga political issue which would solve all illegal taxations and collections. Public strongly resolve to stand united beyond tribe, community or social position against the menace of illegal collection by various unions, organisations or NPGs, state government agencies which have crippled and threatened the very survival of citizens. Resolved to demand immediate implementation of recommendation of High Power Committee. KOHIMA, OCT 31 (NPN): Celebration of the 100th year of Naga Club under the theme “Celebrating the legacy” began with participation of Nagas from western, northern and southern areas and Myanmar at a function organised by Naga Students’ Federation (NSF) at Naga Solidarity Park here on Wednesday. United Nations consultant for peace building and dialogue Philippus Petrus Visser took part in the function as an honoured guest. The programme was also attended by various frontal tribal bodies, Naga Hoho, Naga Mothers’ Association, NPMHR, Khasi Students’ Union and well wishers including former NSF office bearers. In his address, Visser said he was honoured to be part of the celebrations commemorating 100 years of Naga Club’s legacy and struggle. NEW DELHI, OCT 31 (PTI): Nagaland government on Wednesday gave an undertaking before the Supreme Court that it would appoint the state Lokayukta within three months. A bench headed by Chief Justice Ranjan Gogoi, which was hearing a PIL seeking appointment of an anti-graft ombudsman in every state, took note of the affidavit of the Nagaland chief secretary that the ombudsman under the Nagaland Lokayukta Act, 2017 would be selected and appointed within three months. "Further, it has been stated by the Chief Secretary that the state of Nagaland undertakes to ensure that the appointments to the office of the Lokayukta will be completed within three months from today," the bench,

In view of the statements made in the affidavit, "we leave it to the authority concerned to effect necessary amendments and to complete the process of appointment in the office of Lokayukta within the time undertaken that is three months from today," it said. Earlier, the apex court was not impressed with the Nagaland government's submissions in support of amendments to a local law to ensure the chief minister's role in selection and appointment of Lokayukta. It had also summoned the Nagaland chief secretary to interact on the issue of change in the local law governing selection and appointment of Lokayukta in the state.

NEW DELHI, OCT 31 (NPN): Centre on Wednesday directed all states that new public service vehicles except auto rickshaws and eRickshaws, registered on and after January 1, 2019 will have to be equipped with Vehicle Location Tracking (VLT) device with emergency buttons. In case of older public service vehicles, those registered upto December 31, 2018, the respective State/ UT governments will no-
tify the date by which these vehicles have to install VLT device and panic buttons, the ministry stated. In the advisory to the states, Ministry of Road Transport & Highways has informed that the VLT device manufacturers would assist in providing the back end services for monitoring. This regulation is being brought in to ensure safety of passengers especially women, it added. It said that the ‘Command and Control Centres’ will be setup by the state or
VLT manufacturers or any other agency authorised by the state government. These centres will provide interface to various stakeholders such as state emergency response centre, transport department or Regional Transport Offices, Ministry of Road Transport and Highways and its designated agencies, device manufacturers and their authorised dealers, testing agencies, permit holders, etc. These centres will also provide feed to the VAHAN data base or the relevant data base of the State with regard to the over speeding, device health status, it said. In this regard, public service vehicle owners have been asked to ensure that the VLT devices installed in their vehicles were in working condition and to regularly send required data to the corresponding backend system through cellular connectivity.

In his address, former secretary general of South Asia Forum for Human Rights (SAFHR) Tapan Bose said he had travelled the length and breadth of Naga areas and found the Naga people well-cultured, but unfortunately were not found interesting by Indian States. Miscreants raid shop in Mkg; MCCI threatens to down shutters DIMAPUR, OCT 31 (NPN): Taking serious note of the raid carried out by some unknown miscreants at a shop in Mokokchung on Wednesday, the Mokokchung Chamber of Commerce & Industry (MCCI) has threatened to indefinitely shut down all shops unless the miscreants were arrested within 48 hours and put behind bars. In a missive to DC Mokokchung, MCCI president Tsukti Longkumer and general secretary Limalenden Longkumer said the miscreants, besides raiding the shop, took away 10 blankets. Such aggressive act created fear psychosis and instilled a sense of insecurity among business community, it said. In this regard, MCCI said that the executive council deliberated on the matter and resolved to take such action if there was no positive response within the next 48 hours.

DIMAPUR, OCT 31 (NPN): Nagaland Governor, PB Acharya, has extended greetings to the Kuki community on the occasion of Kut festival and hoped that the festival bring peace, unity and prosperity to the community. In a message, Acharya said that Kut festival should provide opportunities for budding generations and other villagers to display their skills and physical strength. Governor also encouraged the Kukis to safeguard and promote their rich culture and traditions through the festival.
