PMEGP aggrieved applicants serve 7-day deadline D I M A P U R , N OV 1 4 (NPN): Aggrieved applicants of Prime Ministers Employment Generation Prog ramme (PMEGP) 2015-16 batch under Longleng district have served a seven-day deadline on Industries & Commerce department to release the subsidy amount.

In a statement, president of the Aggrieved PMEGY applicants, Longleng, M. Nyeilen Phom and secretary C. Chuba Phom warned that if the department failed to act positively, they will take own course of action, even up to the extent of locking down of the district Industry office, Longleng without further notice.

KOHIMA, NOV 14 (NPN): In commemoration of the platinum jubilee celebration of the Kohima Ao Baptist Church (KABC) held on December 18, 2014, a threestoried ‘patient attendants’ guest house was formally donated to the Naga Hospital Authority Kohima (NHAK) at the hospital premises Saturday.

Inaugurating the guest house senior pastor KABC, Rev. M. Asangba Longkumer informed that the guest house was being handed over to NHAK for use as attendant guest house at NHAK in commendation of the 75th platinum jubilee celebration of KABC. He expressed the hope that the guest house will be used for God’s glory to benefit people for their physical and spiritual wellbeing.

DIMAPUR, NOV 14 (NPN): Diwali was celebrated in Dimapur on Saturday amidst COVID-19 situation and ban on firecrackers throughout the state.

The state government had prohibited sale and use of fire crackers in all parts of the State from November 10, 2020 to January 31, 2021 considering the potentially harmful effects of bursting of fire crackers.

However, despite state-wide ban on use/sale of fire crackers, people in some localities started bursting crackers by evening.

Meanwhile, devotees offered prayers, lighted diyas and candles to mark the festival of light. On the occasion, people also visited temples following safety guidelines.

Though this year’s Diwali was more sombre, some residents expressed dismay that there were people who defied the ban on sale/ use of firecrackers.

In a notification, chief secretary J Alam ordered complete ban on sale and use of fire crackers in the state and any person found violating the order would be punished under relevant provisions of the Disaster Management Act, 2005 and other relevant laws. CS has also directed Commissioner of Police Dimapur and all SPs to take necessary action to ensure compliance of the order.

Nagaland governor RN Ravi, chief minister Neiphiu Rio and deputy chief minister Y Patton extended greetings to the people on the occasion of Diwali. Ravi urged the people to observe COVID-19 protocols while celebrating the festivals.

Rio in a tweet prayed that the Festival of Lights bring joy and prosperity to all.

Patton also prayed that this auspicious day fill each house with light, happiness, love, positivity and blessings.

NEW DELHI, NOV 14 (NPN): Months after appointments of the BJP core team, the BJP national president JP Nadda has announced work allocation among the party’s national officebearers.

The party has appointed its national spokesperson Nalin Kholi as the in-charge of Nagaland. Kholi was earlier the in-charge of Meghalaya.

Two BJP functionaries from Nagaland who were recently promoted to the national level-Dr. M. Chuba Ao (national vice president) and Mmhonlumo Kikon (national spokesperson) have also been given in-charges of Meghalaya and Mizoram respectively.

Other who have been made in-charge of various North East states include Sambit Patra for Manipur, Sukanta Majumdar for Sikkim, Baijayant Panda for Assam, Dilip Sakia for Arunachal Pradesh and Vinod Sonkar to

Thirdly it resolved to enrol more Red Cross members in all the districts. Fourthly, the house reiterated the decision of the 32nd AGM decision that a common programme would be selected on a particular day for all the district/sub-

divisional branches to show the presence of Red Cross to the public every year, that is on November 27. Meeting also asserted that special Red Cross campaign would be organised in all district headquarters simultaneously on November 27, 10 a.m against COVID-19.

Highlighting about the activities of the celebration programme, DSSU planning committee convenor Bohoi K Yeptho mentioned that the jubilee celebration has been scheduled to be held on December 5, at Dimapur Sumi Baptist Church (DSBC) under the theme “Defining the past, reimagining the future”.

In the longer term, the MoHUA is encouraging cities to convert these temporary interventions into permanent ones.

The day’s activities included sale of street food, organic vegetables and flowers, live music and a “frozen” theme photobooth for children in addition to the normal business activity along the lane.

Correspondent KOHIMA, NOV 14 (NPN): The enforcement of compulsory wearing of face mask within Kohima municipality by the Association of Kohima Municipal Wards Panchayat (AKMWP) for the first week ended on Saturday peacefully, with a total of 5380 defaulters being made aware of wearing face mask for his/her own safety and the public at large.

An update from AKMWP president, Neibulie Kiewhuo stated that, the exercise was taken in the interest of society’s safety and to contain the community spread of the COVID-19 virus.

Even as the exercise draw flak from some section of societies, the president said the government of Nagaland has ordered more stringent punishment for any defaulters, besides wearing of face mask, but also to inculcate the habit of hand washing, social distancing etc.

He said the association was encouraged by the concerned government agencies to continue their efforts. In this regard, the same exercise will continue within Kohima municipalities until AKMWP was satisfied in achieving the goal of sensitising general public about the important of wearing face mask in public places.

SALAKATI (ASSAM), NOV 14 (PTI): Assam Health minister Himanta Biswa Sarma on Friday exuded confidence that the BJP would form the Bodo Territorial Council after winning the upcoming election in Bodo Territorial Region in lower Assam.

Addressing an election rally at Salakati in Kokrajhar district, Sarma said: “this time there will be a BJP government at Kokrajhar because the people of this region has decided for speedy development of this region with good governance.”

Sarma slammed the Hagrama Mohilary-led BPF party that was part of the BJP-led alliance here, for allegedly not being able to solve the issues related to the people of this region despite having

been in power for the past 15 years.

“If people vote for the BJP to form the next government then the BJP will fulfil the burning problems of the people of this region like job card, land issues, etc,” Sarma said.

Elections to the Bodo Territorial Council would be held by December 15.

He further said that the BJP is clear on its stand on zero tolerance to corruption at all levels of governance and hence, every allegation and charge of corruption will be strictly and strongly investigated by the authority concerned.

“There have been allegations of large-scale misappropriation of funds during the rule of BPF under Hagrama Mohilary.

The council need to change to end favouritism, ensure

safety and security of the people and all-round development,” Sarma said.

The minister alleged “Mohilary and other BPF leaders looted crores of rupees from central fund meant for development of the region in the last 15 years. Within a short period we are going to disclose how much funds we have provided to the Council in the last several years.”

“We have a BJP led government in Delhi and in Dispur. What BTR needs is a BJP led council for growth,” said BJP State president Ranjit Dass while addressing the poll rally.

The BJP for the first time is contesting 26 seats and supporting an independent candidate from Srirampur constituency in the BTR polls, he said.

BTC has 46 seats with 30 reserved for Scheduled Tribes, 5 for non-tribal communities, 5 open for all communities and 6 nominated by Governor of Assam from the unrepresented communities of the region.

Dass also said that the BJP was committed to ensure equal rights for all communities living in the region.

The rally was organised by BJP for Kabita Basumatary , the party candidate from Salakati constituency.

Northeast Frontier Railway to run 7 festival special trains

Guwahati, Nov 14 (PTI): The Northeast Frontier Railway (NFR) on Saturday said that it will run seven festival special trains from November 15 for people willing to travel to various destinations mainly in the eastern and western parts of the country.

While one train each will run on five routes -- Guwahati-Secunderabad, GuwahatiPune, New TinsukiaRanchi, GuwahatiHowrah and AgartalaHowrah, two trains will ply from Agartala to Prayagraj, the NFR said in a statement.

The statement did not mention whether there will be any corresponding return trains.

The 05901 GuwahatiSecunderabad train will leave Guwahati at 11.45 am on November 15 to reach Secunderabad at 1.45 pm on November 17. It will have stoppages at New Bongaigaon, New Coochbehar, New Jalpaiguri, Malda Town, Rampurhat, Asansol, Cuttack and Vijayawada.

On November 15 and 16, Special Train Nos 05902 and 05903 will leave Agartala at 2 pm and reach Prayagraj at 4.30 am on November 17 and 18 respectively, the statement said.

These two trains will run via Badarpur, Lumding, Goalpara, New Bongaigaon, New Coochbehar, New Jalpaiguri, Katihar, Barauni

and Patliputra.

Conrad releases Dr Ahoto’s book

SHILLONG, NOV 14: A book entitled ‘3C SOS – The Final Answer’ authored by Dr. Andrew Ahoto Sema was released by Chief Minister of Meghalaya and National President, National People’s Party (NPP) Conrad K. Sangma during a book release event on November 14 at Shillong, Meghalaya.

The book release coincided with the Children’s Day, Sumi Ahuna Festival and Diwali are all being celebrated on November 14. The cover of the book was earlier released on August 15 by Advisor, School Education, Government of Nagaland, Tokugha Sukhalu, at Dimapur.

‘3C SOS – The Final Answer’ is a non-fiction illustrative and informative book which is in its final stage of publication and will hit the stands on December 1 this year 2020 coinciding with the Nagaland Statehood Day. It covers the adventurous journey of the author to Mt. Everest in Nepal and also seeks to bring about a wide-scale transformation in not only education but also in environmental concerns throughout the country and even beyond, while at the same time shedding valuable insights into the current COVID-19 pandemic.

Evolution of democracy

W

hat is clearly evident today is that prime minister Narendra Modi is the unchallenged political leader of the country, a feat that was earlier only achieved by late Indira Gandhi. Of course Pandit Jawaharlal Nehru was the unchallenged leader of a free India but he was accepted by Indians throughout and not solely as head of a dominant political party. It would also not be incorrect to point out that winning elections is not everything in democracy.

Many past leaders like Nehru or Indira Gandhi had won successive elections. They reigned supreme in the absence of politicians with a pan-India image to challenge them. However, it must also be added that Nehru and Indira worked within the realms of what is known as the Lakshman -Rekha of Indian politics. They may have practised vote bank politics or attempted to appease the weaker sections of society; but these were meant for winning elections.

Beyond this, both were accommodating, democratic and accepted dissent and criticisms as part of Indian democracy. After Vajpayee and especially in the post-2014 period, the BJP itself has undergone a sea change from being a political party into an ideological entity. It has been pitching for a nationalistic fervour and projecting Modi as the only leader who can be trusted to lead India. The electorate do not necessarily subscribe to the any particular ideology.

However the rise of Modi has brought up a totally different brand of politics. It is not about the idea of India but the ideology of India. Indian electoral politics is about religion, caste and economics with the former two playing a more dominant roles in shaping the electoral fortunes. Modi’s electoral triumph embodies an alternative idea of India: soaked in a hard nationalism and an unapologetic espousal of Hindu identity wrapped within a more efficient welfare state. Modi has followed the marketing strategy of fast-moving consumer goods and sold himself as the biggest brand of development politics. In every election, the focus is about development versus terrorism. It is a persistence with selling the idea of Hindu majority being threatened by internal and external enemies.

He has gone beyond ‘regulation Hinduism’ to a muscular version of resurgent neo-Hinduism. Thanks to another persistent and also brilliant strategy of making news through the “unblinking eye” of largely tamed television, the insanity of social media and the endless WhatsApp forwards, Modi has become symbolised as a presidential prime minister. The absence of a strong opposition has caused a void where the aggressive rebranding of politics has also resulted in evolution of perception among voters.

Voters have increasingly become consumers of branded products. So, catching and connecting with voters has become vital. The Bihar election was also another example of the inability of the rainbow coalition of opposition parties in being able to play under the new rules of the game of politics. The opposition can be faulted for overestimating their winnability and underestimating the BJP/NDA’s determination to win at any cost. The institutional referees who would have ensured fair play is being missed and this has become more pronounced and which should be a worry for Indian democracy.

A child’s life is normally obedient, until he chooses disobedience. But as soon as he chooses to disobey, an inherent inner conflict is produced. On the spiritual level, inner conflict is the warning of the Spirit of God. When He warns us in this way, we must stop at once and be renewed in the spirit of our mind to discern God’s will (see Romans 12:2). If we are born again by the Spirit of God, our devotion to Him is hindered, or even stopped, by continually asking Him to guide us here and there. “…the Lord led me…” and on looking back we see the presence of an amazing design. If we are born of God we will see His guiding hand and give Him the credit.

We can all see God in exceptional things, but it requires the growth of spiritual discipline to see God in every detail. Never believe that the so-called random events of life are anything less than God’s appointed order. Be ready to discover His divine designs anywhere and everywhere.

Beware of being obsessed with consistency to your own convictions instead of being devoted to God. If you are a saint and say, “I will never do this or that,” in all probability this will be exactly what God will require of you. There was never a more inconsistent being on this earth than our Lord, but He was never inconsistent with His Father. The important consistency in a saint is not to a principle but to the divine life. It is the divine life that continually makes more and more discoveries about the divine mind. It is easier to be an excessive fanatic than it is to be consistently faithful, because God causes an amazing humbling of our religious conceit when we are faithful to Him.

What direction will progressive politics take in America?

D e m o c r a t s h av e abandoned predominantly white working class, are too focused on centralised solutions. Both bode ill for progressive politics in a divided nation.

Progressives around the world celebrate the passing of the Trump presidency. Donald Trump introduced a deep poison into the public discourse by legitimating racial hatred and fear. He cynically weaponised the US’s deep historical wounds for political gain, gamely assisted by a Republican Party devoid of any scruple save clinging to power at all costs.

But the narrowness of Joe Biden’s victory has left progressives in no doubt as to the scale of their task. What direction will progressive politics take in America? The narrowness of the victory means that we need to diagnose the progressives’ malaise.

First, the Democratic Party elite has tragically abandoned the predominantly white working class and indeed, treat the latter with contempt. Thus a CNN election anchor derisively refers to working people as “Johnny Lunch Bucket”.

This election was won in metropolitan suburbs where white-collar workers, many being racial minorities, turned their back on the racist, misogynist incumbent. These suburbanites, service sector workers with middle-class aspirations, form the bulk

of the Democrats base along with working people of colour and young people mobilised by activism.

But unlike the latter, these suburbanites are hardly a stable force and shift between both parties, often on cultural issues.

They are no replacement for the solidly Democratic and now-lost union base.

The liberal establishment — in the media, the universities, and the business world dominated by finance — did not conceal its contempt for the white working class whom they see as parochial, locked in an anti-modern racism.

Yet many white working people in what Michael Moore called the Brexit States, voted twice for Barack Obama before throwing their anti-establishment anger behind Trump before switching back to Biden.

The liberal elite’s stereotyping of the white working class as irretrievably racist (Hillary Clinton’s “a basket of deplorables”) is actually a dodge. It enables them to avoid their own failings in addressing America’s altered economy and shifting class structure. White working-class racism is, of course, a reality, but it is also in large measure a reaction to elite disdain.

And there is a geography to that disdain. Elites, white-collar workers, and minorities reside for the most part in cities within red (Republican) states or along the blue (Democrat) coasts. The expansion of

urban areas in the tech/research urban economies of Houston and Dallas (TX), Atlanta (GA), Phoenix (AZ), and Durham (NC) — southern states — outside the coasts, is, along with substantial minority turnout, in large measure responsible for putting Biden in the White House as independents flipped. Yet much of America remains rural, poor, and white, and these voters are given special privilege by the American political system.

With the Electoral College (EC) is composed of representatives from a particular state, and each state is given two senators irrespective of its population, the fact that each state’s average rural population is 35 per cent, well above the national average of 25 per cent, means that these rural voters have disproportionate representation. This substantial skew lies behind the coastal elite’s scorn for the EC — they see it as disenfranchising them.

This is the second element of the progressive malaise: Their focus on centralised solutions to the country’s problems. No doubt the EC could use updating. Yet progressives miss the message of the EC’s design: There is no America, only the United States. The illusion created by the singularity of the of-

fice of the president, fuelled by a national media staffed by cosmopolitan elites, is that there is some political entity called “America”.

All nations are imagined communities of course, but some are more imagined than others. There might be a cultural and even an economic entity called America, but no directly elected political unit corresponds to this name. The president is not directly elected by a popular national vote. America is not a political constituency; its component states are. The presidential election is not one but 50 different elections because American is irreducibly a federation.

The EC’s design indicates that the basic political unit is not the individual voter but the individual state, each complete with its own flag, constitution, and state supreme court.

Each state can raise its own income tax and sets its own rules for registering corporations. Needless to say, there are substantial national components to the American state formation that have grown over time and been subject to heated debate, including a civil war. But the net result is tremendous potential policy space for individual states.

Rather than leverage this federal space, American progressives unswervingly focus on the presidency and the federal government.

As such, they can only read the EC as an archaic

institution sullied by the historical calculations of ex-slave-owning states. Yet the outrage that meets the fact that Democratic presidential candidates lose even while winning “the popular vote” misses the point.

It labours under the illusion of a unified, American constituency utterly ignoring the fact that the route to federal power lies through the states. This is why the US Senate is almost more like the General Assembly of the United Nations than the upper house of a unified polity.

The Senate has to confirm every appointment the president makes, even her own cabinet. Even though it has grown over the years, federal power is meant to be extremely limited, the checks-and-balances system almost geared for gridlock precisely so that real power defaults back to the most salient political unit, the states.

Part of the progressive’s focus on central power is the legacy of the civil rights movement, where the appropriate tactic was to use the power of the federal government to bring recalcitrant states into line with modern values. But over the years this morphed into a moralisation of what ought to be merely tactical so that progressive equals central and regressive equals devolved powers. What was true only for the cause of civil rights became cemented into the progressive imagination

more generally. Tactically limited in this way, progressives lost out to conservatives who played both state and federal politics.

The inverse impulse became true for poor and working-class whites in the states, so that anything coming out of the federal government was read as an imperialist imposition by distant elites even if it was something generally beneficial like healthcare.

This, of course, is how the grammar of right-wing populism was formed.

What progressives ought to realise is that in a deeply divided nation, there can be no centralised solutions that do not entail one half of the nation imposing its views on the other. By insisting that all roads lead to DC, progressives participate in their own typecasting as elitist, top-down centralisers. By harping on about the archaic nature of the EC, they miss the opportunity to fully leverage America’s substantial federalism. The solution to national division and diversity is to let people arrive at their own solutions at the state level. With purported liberal states striking down pro-worker resolutions, and so much work to do around police reform, progressives ought to perhaps start by making blue states great again.

A deliberative process for investigating the origins of this pandemic must be representative of all relevant disciplines, expertise, and stakeholders; must achieve political neutrality, scientific balance, and access to all relevant information and samples; and must operate with transparency and independent oversight.

Without these features, it will not be credible, trustworthy, or effective.

A more complete understanding of the origins of COVID-19 clearly serves the interests of every person in every country on this planet. It will limit further recriminations and diminish the likelihood of conflict; it will lead to more effective responses to this pandemic, as well as efforts to anticipate and prevent the next one. It will also advance our discussions about risky science.

And it will do something else: Delineating COVID19’s origin story will help elucidate the nature of our very precarious coexistence within the biosphere.

Reader’s Post All for a good reason Sir, Throughout this year, the pandemic has kept everything on hold or to be done in moderation by following all SOPs. Many festivals and activities which otherwise take prominence in our society have been conducted in subdued manner or some not at all. It may have been disappointing for many to have missed the festive occasions with community members but at the end of the day, all these has been done for our own good. Even with so much precautions being taken against the pandemic, it has relentlessly attacked many and does not seem to abate in the least. The promise of a vaccine is taking time and even if developed, when would it reach the common and poor people. PM has promised that every Indian will be vaccinated and none would be left out.

In the meantime, all we can do it to continue praying earnestly. On the other hand, we can use this time to celebrate any occasion with close bonding of family members and thanksgiving to God for His mercies and His better judgment.

India stresses on territorial integrity at EAS

New Delhi, Nov 14 (PTI): In an oblique message to China, India on Saturday expressed concern over “actions and incidents” that “erode” trust in the South China Sea, and underlined the importance of adhering to international law, respecting territorial integrity and sovereignty.

In an address at the 15th East Asia Summit (EAS), External Affairs Minister S Jaishankar also talked about the Indo-Pacific and noted the growing interest in the region as an integrated and organic maritime space with 10-nation ASEAN at its centre.

The external affairs minister, referring to recent announcement of policies by several countries for the Indo-Pacific region, said that harmonising various perspectives would never be a challenge if there is commitment to international cooperation.

The summit, held in the virtual format, was chaired by Prime Minister of Vietnam Nguyen Xuan Phuc in his capacity as chair of the ASEAN and all the EAS member nations attended it. India is generally represented at the summit by the prime minister.

PATNA, NOV 14 (IANS): Speculation has intensified across the media and political circles over the formation of the National Democratic Alliance (NDA)-led government in Bihar as well as the new ministerial cabinet formation from the ruling coalition of Janata Dal (United)-Bharatiya Janata Party.

After the NDA returned to power in Bihar, it is certain that JD-U’s Nitish Kumar will once again become the Chief Minister of Bihar for the fourth term, while many new young faces are also expected to get cabinet berth this time.

In the recent Bihar Assembly polls, the BJP won most seats in the NDA emerging as the second-largest party in the state after the Rashtriya Janata Dal (RJD).

However, BJP’s ally JD-U’s seat tally came down this time. This is the reason the BJP is likely have a greater say in the cabinet formation than the JD-U. The exact number of ministers from the JD-U and the BJP is still to be disclosed. However, it is confirmed that both the VIP and HAM (S) will occupy one ministerial berth each in the new Bihar government.

Former Bihar Chief Minister and HAM (S) Chief Jitan Ram Manjhi, however, has made it clear that he is out of the race for a cabinet berth.

According to the law, a maximum of 36 ministers can be appointed to the 243member Bihar Assembly. As per sources, priority will be given to young faces while taking care of the social and political equations.

The daily new cases on an average show a declining trend over the last five weeks,” the statement said.

The cumulative national figure is 93.05 per cent.

The total recovered cases stand at 81,63,572, and the gap between the recovered cases and active cases that is steadily increasing, presently stands at 76,82,853, the Health ministry said.

“With 6,498 persons recovering from COVID-19, Delhi saw the most recoveries in the past 24 hours.

Kerala saw 6,201 daily recoveries, while Maharashtra saw 4,543 new recoveries,” it said.

Vardhan said more than 100 start-ups have developed innovative products for COVID-19.

He said the government has announced a USD 120 million grant for COVID-19 vaccine research. This is being provided for CovidSuraksha (Mission for protection from Covid) and is to be used purely for research and development in this field, he said.

“The grant does not cover the actual cost of the vaccine and its distribution expenses, which will be made separately as and when the vaccine is available,” he said.

Vardhan said India is also hosting clinical trials for all the major vaccine contenders. Serum Institute of India, the world’s largest vaccine manufacturer, is conducting trials for the vaccine developed

by Oxford University, he said.

“One of our pharma giants, Dr Reddy’s Laboratories, will distribute the Russian vaccine in India after conducting final-stage human trials and receiving regulatory approval,” the minister said.

Vardhan said India will actively contribute in implementation of BRICS STI Calendar of Activities 2020-21 and support continuation of scientific activities under BRICS MOU on Science, Technology and Innovation.

Vardhan to augment the bed capacity in the central government-run hospitals in Delhi, in view of revised projections of up to 15,000 COVID-19 cases per day in the coming weeks.

In a letter to Vardhan last week, Kejriwal had cited a shortfall of around 4,900 beds in hospitals and sought his direction to the hospitals run by the central government in Delhi to provide at least 1,092 additional beds, including 300 ICU beds, with the required medical staff.

Kejriwal on Friday said the COVID-19 situation in the national capital should come under control in seven to 10 days.

Terming pollution as the “biggest reason” behind the spike in COVID19 cases in Delhi, the chief

minister said the situation was under control in the city till October 20.

“COVID-19 cases have been increasing for the last few days. I am also concerned about it.

We have been taking all appropriate measures to control it.

We are considering taking more steps next week.

I think the situation should come under control in seven to 10 days and the cases should start decreasing,” he had said.

Delhi recorded 7,802 fresh COVID-19 cases in a day taking the infection tally in the national capital to over 4.74 lakh on Friday, while 91 more fatalities during the same period pushed the death toll to 7,423.

The Ministry of Earth Sciences’ air quality monitor, SAFAR, said, “Even a small increase in local additional emissions is likely to have significant deterioration impact on Sunday and Monday.” It said peak levels of PM10 and PM2.5 are expected between 1 am and 6 am in case of additional internal emissions.

Earlier, it had said that the PM2.5 concentration in Delhi on Diwali is likely to be the “lowest” in the last four years if no firecrackers are burnt. The city recorded an overall AQI of 414 on Saturday, which falls in the “severe” category. The 24-hour average AQI was 339 on Friday and 314 on Thursday. LONDON, NOV 14 (PTI): UK Prime Minister Boris Johnson is being urged by his Conservative Party colleagues to unleash a reset at the heart of government after weeks of bitter power struggles ended in the immediate departure of his top aide Dominic Cummings.

KALBAJAR (AZERBAIJAN), NOV 14 (AGENCIES): In a bitter farewell to his home of 21 years, Garo Dadevusyan wrenched off its metal roof and prepared to set the stone house on fire.

Thick smoke poured from houses that his neighbors had already torched before fleeing this ethnic Armenian village about to come under Azerbaijani control.

The village is to be turned over to Azerbaijan on Sunday as part of territorial concessions in an agreement to end six weeks of intense fighting with Armenian forces. The move gripped its 600 people with fear and anger so deep that they destroyed the homes they once loved.

The settlement — called Karvachar in Armenian — is legally part of Azerbaijan, but it has been under the control of ethnic Armenians since the 1994 end of a war over the Nagorno-Karabakh region. That war left not only Nagorno-Karabakh itself but substantial surrounding territory in Armenian hands. After years in which sporadic clashes broke out between Azerbaijani and

ADDIS ABABA, NOV 14 (AGENCIES): Two airports in Ethiopia’s Amhara state which neighbours Tigray where federal troops are fighting local forces were targeted by rocket fire late on Friday, the government said, as an 11-day conflict widened.

The airport in Gondar in Amhara state, which neighbours Tigray, was hit on Friday, while another rocket aimed at the Bahir Dar airport missed the target, the government said.

The ruling Tigray party, the Tigray People’s Liberation Front (TPLF), said

Amnesty International said on Thursday scores and possibly hundreds of civilians were stabbed and hacked to death in the region on Nov. 9, citing witnesses.

It said it had not been able to independently confirm who was responsible, but said the witnesses had blamed fighters loyal to Tigray’s local leaders.

The Tigray state government denied involvement in the reported killings.

“TPLF absolutely refutes allegations the TPLF members and the Tigray special police force were involved in this most tragic event,” it said in a statement.

The rights commission said in a statement it would investigate all allegations of human rights violations in the conflict.

UEFA Nations League: Malta beat Andorra 3-1

TA’ QALI (MALTA), NOV 14 (AGENCIES): Malta recovered from an early setback to score three goals in the second half to see off Andorra for their second successive win in the UEFA Nations League League D. It was a real test of character for the Maltese players who found themselves a goal behind after only three minutes of play courtesy of a firm strike by Marc Rebes.

Here, the Maltese tried to fight back but for all their efforts they were finding the going tough to create scoring opportunities and it looked as though they were set for a frustrating day in the office.

But after the break, the Maltese were handed a way back into the match when Andorra defender Garcia deflected the ball into his own net.

Here, the Maltese came to life and a minute later Jurgen Degabriele headed in front before Shaun Dimech sealed the win in stoppage time that enabled the team to all but rubberstamp second place in the group on eight points - a record tally for the national team.

Women referees may officiate I-League matches NEW DELHI, NOV 14 (IANS): Women referees would undergo fitness tests meant for male referees and may even go on to officiate men’s Hero I-League matches soon, Ravishankar J., Director (Referees), All India Football Federation (AIFF), has said.

“Our target for the women referees is to make them capable to undergo the men’s fitness tests and to be able to officiate Hero I-League matches. They will also have to take the challenge head-on because it’ll be more challenging physically as well as psychologically. I am confident that they have the quality to match our expectations,” Ravishankar said.

Currently, a total of eight referees and 10 assistant referees are in the elite FIFA panel from India.

Sports Ministry’s new incentive to fund 500 private academies NEW DELHI, NOV 14 (IANS): The Sports Ministry has introduced a new structure to extend monetary support to 500 private academies through the Khelo India Scheme over the next four years starting from financial year 202021. In this model, private academies shall be graded into different categories, based on quality achievement of players trained by the academy, level of coaches available at the academy, quality of field of play and allied infrastructure, availability of sports science facilities and staff.

The 14 priority disciplines identified for excellence in 2028 Olympics will be eligible for receiving support in the first phase.

Under the scheme, SAI and national sports federations (NSFs) will be working together. SAI will also hold discussions with NSFs and implement categorisation and gradation of the academies. The number of academies to be funded and the quantum of funding under each discipline will be determined by an objective evaluation

of the need for investment and each NSF’s capabilities to leverage the incentivebased model and promote excellence in Olympics in their respective disciplines.

There will be a special focus on developing sports science facilities at all the academies to improve the overall quality of training.
