Govt crackdown on SOP defaulters
D I M A P U R , N OV 1 3 (NPN): Nagaland government has ordered various enforcement agencies to take actions against those violating COVID-19 standard operating procedure (SOPs) and guidelines with immediate effect. In an order, the state Home depar tment observed that safety guidelines such as wearing of mask (especially in public places), making the provision of hand washing facility by various establishments, maintaining physical distancing in high risk settings etc. were often not being followed posing a serious risk of infection not only to the defaulters but also to other people around them. The government has, therefore, directed police (ASI and above) and transport department (assistant road safety & enforcement inspector and above) to impose penalty of Rs.100 on those not wearing mask in public places (including offices, banks, markets and business establishments, restaurants, hotels, public transport, social and religious gatherings or meetings, educational institu-

NEW DELHI, NOV 13 (PTI): India’s COVID-19 tally rose to 87.28 lakh on Friday with a single-day increase of 44,879 cases, while the recoveries surged to 81,15,580, pushing the national recovery rate to 92.97 per cent, according to the Union Health Ministry’s data. The death toll reached 1,28,668 after 547 more fatalities were reported in the country in a span of 24 hours, the data updated at 8 am showed. The COVID-19 case fatality rate has further declined to 1.47 per cent. There are 4,84,547 active cases in the country which comprise 5.55 per cent of the total caseload, the data stated. With 44,879 fresh cases, the total coronavirus cases mounted to 87,28,795, it added. According to the ICMR, a cumulative total of 12,31,01,739 samples have been tested so far with 11,39,230 samples being tested on Thursday.

OMCs may increase petrol, diesel rates
NEW DELHI, NOV 13 (IANS): Oil marketing companies seem to have lost the opportunity to provide another bonanza to consumers this festive season by bringing down the pump price of auto fuels -- petrol and diesel. With global oil price witnessing a sharp increase for the last few days in the wake of the rising demand and falling inventories, OMCs may actually increase the price of the two auto fuels in coming days rather effecting a cut that had become possible till late last week. The OMCs did not revise petrol and diesel prices on Friday maintaining the over a month long trend when pump prices of the two auto fuels have remained unchanged. With this, petrol price has now remained at the same level for 52 days now while diesel price has been at the same level for 42 days. The Indian oil companies have been following daily price revision mechanism under which the price of petrol and diesel is revised based on the 15-day average of the product prices every morning.

KOHIMA, NOV 13 (NPN): Nagaland chief minister Neiphiu Rio on Friday launched various projects at Chiephobozou, under his home constituency (Northern Angami-II constituency). Rio launched the Mobile Skill Morung (MSM) and Multi Skilled Handyman (MSH) under Employment, Skill Development and Entrepreneurship department and also inspected the training centre (customary court, Chiephobozou). The chief minister also flagged off the MSM before proceeding to another programme. Unveiling the newly constructed multipurpose hall of Northern Angami Public Organisation (NAPO) at Chiephobozou, Rio urged the community to utilize the hall with proper care so that the people will benefit by way of organizing various programmes. He also appealed to the people of the area to cooperate and not hamper development activities carried out by the government. Further, calling upon the farmers to take advantage of the fertile land in the area, Rio stressed on the need to
focus on organic farming to boost the economy. As Centre had emphasized on making Nagaland the “Kiwi state on India’, he said Kohima also had the potential to become the Kiwi capital and asked farmers focus on growing kiwi in the area. KOHIMA, NOV 13 (PTI/ AGENCIES): Nagaland chief minister Neiphiu Rio on Friday termed the government’s decision to increase the tax on petrol and diesel as “normal hike” and claimed that fuel prices in the state were still lower than other neighbouring states. “That is a normal hike and our price is lower than our neighbouring states... still we are below our neighbouring states,” said Rio while replying to queries from reporters on the sidelines of an event. When asked to comment on NPF, terming the increase in tax as “cruel decision” by the government and demanding immediate rollback, Rio replied saying, “it is the duty of opposition to keep on barking”. Biren Singh and the Union Home Minister. “I am aware, and we are in touch. There are some discussions which need to be addressed,” Rio said. He also said that a meeting for the chief ministers of all concerned states could be held, under the guidance of Union Home Minister. “Well, if that is necessary under the guidance of Home Minister, we may do so,” he said. DIMAPUR, NOV 13 (NPN): NSCN (I-M) ministry of Forest and Environment, in view of the exigency connected with the necessity to preserve natural resources amidst Covid-19 pandemic crisis, has enforced ban/ restriction on various activities. Mentioning that there was random excavation of local sand, boulders and gravels from river beds, NSCN (I-M) called for stopping this to prevent damage to the environment. As there was random and large scale exploitation of rivers, forests and lands in towns and villages in the name of development, NSCN (I-M) said this has necessitated proper monitoring by the ministry concerned to see that the concerned agencies undertaking the projects adhere to the law of environment.

Staff Reporter D I M A P U R , N OV 1 3 (NPN): Advisor, Power Department, Tovihoto Ayemi, flagged off Nagaland State Transport (NST) bus service for Dimapur to Rüzazho village and vice versa on November 13, at NST Bus Station, Dimapur. Addressing the gathering as the guest of honour, Ayemi marked the flagging off of NST bus service for Dimapur to Rüzazho village and vice versa, as a red letter day for general public of the state and the Rüzazho village and its surrounding areas in particular. He maintained that no citizens should find difficulty in travelling to even the remotest parts of the state, and affirmed that the PDA government, un-
der the leadership of Chief Minister, Neiphiu Rio, was working tirelessly to fulfil the commitments made by PDA government. He added that the flagging off of NST service was one such glaring example where government was striving for reaching out even in the remote areas of Nagaland. He further added that government of the day was working in terms of transportation, availability of schemes, direct benefit to individuals, economy of state, power supply to every nook and corner of the state, road connectivity process, education and overall development and peace for the state. The advisor further appealed to the general public to treat government property as one’s own. Ayemi also
acknowledged Transport Minister, Paiwang Konyak, for visible development noticed in transport sector under his leadership. General Manager NST, Er. Atovi Kiba in his a short speech, observed that bus service from Dimapur to Rüzazho and vice versa was a noble cause, reiterating that with the introduction of the new service, transportation problems faced by Ruzazho and its surrounding areas would be alleviated. DIMAPUR: In a belated recapitulation, the Janata Dal United Nagaland recalled the October 15, 2020 consultative meeting of all political parties, civil societies, NGOs, student organisations and social workers which the JDU boycotted. In a press release, JD(U) through its publicity wing stated that the lack of seriousness on the part of the Chief Minister in facilitating for an early settlement of the Indo-Naga Political issue is evident by the sheer disregard for other political parties and haphazardly organising such a meeting and pronouncing it as though it is the ultimate voice of all stakeholders. JD(U) said for a consultative meeting of such magnitude, a prelude meeting with the party leaders of various political parties should have been called wherein a roadmap can be discussed and consensus reached. It stated that the state government hastily,
at the eleventh hour called a meeting and in the process making such important consultative meeting a waste of time and energy of all who attended, as nothing neither concrete nor significant decision could be reached. The Nagaland Unit of the JDU party has questioned whether the resolution adopted on October 15 was a government resolution or a public resolution. “Should it be a public resolution, there were no signatories from any of the public organisations”, it added. “Why didn’t the apex tribal bodies and the prominent NGOs, not appended their signatures in the resolution? Or if it was a political parties’ resolution, why wasn’t the leaders of the various political parties who attended the meeting not sign on the resolution? “, JD(U) asked. The Janat Dal said what is more perplexing was that there are two sets of resolutions adopted: one
signed by the chairperson of the meeting, Neiba Kronu and co-chair Mmhonlumo Kikon and another which was signed by the Chief Minister and the Deputy Chief Minister with addition of words. “This is an unprecedented practice and a first of its kind where we see two resolutions signed by different people for one meeting held”, it added. The release said that when such confusion is within the leaders in the government, what good outcome can layman expect from them to bring about? The release also stated that these matters have further confounded the people of Nagaland and to think that the state government is now asking other political parties to endorse the resolution is not only belittling other parties but outrageous and it will not go down well in the annals of Naga history. Land Resources department implements Springshed devp DIMAPUR: The department of Land Resources, through the district project officer implemented Springshed development programme at Lukikhe village under Aghunato sub-division, Zunheboto district. A press release by Lukikhe village council chairman, Akavi Katty and GB Lashito Yeptho stated that in the year 2016, the programme was aimed to recharge the dried up stream “Kili ghoki”. The stream was one of the sources for water supply for the village, however, due to deforestation and shifting cultivation this stream was dried up many years back. The department of Land Resources started the Springshed work around the catchment area of the stream and constructed more than one thousand trenches. The activities also provided ample opportunity for the villagers to earn daily wages. During 2019, the department constructed a water reservoir at the source where discharged water was collected. The council member also mentioned that during 2020, in-spite of pandemic, some senior officers from the directorate along with the district project officer visited this project and assured to provide pipe so that water from Kili ghoki would reach the village with the intervention of Springshed programme. The commitment of the department was fulfilled where pipe was provided and the recharged water reached out to the village. In this regard, the village authority and the public of Lukikhe village expressed their gratitude to ranks and files of the department of land resources.

Agartala, Nov 13 (PTI): Brus lodged in relief camps of North Tripura district since 1997 have demanded permanent residential and scheduled tribe certificates during the ongoing process of their resettlement in Tripura, an umbrella organisation of the displaced people said. The Tripura government has already initiated the process for rehabilitating 33,000 displaced Brus from neighbouring Mizoram, an official said. Thousands of Br u community people have
been living in relief camps in two sub-divisions of North Tripura district since 1997. They had fled Mizoram to reach the neighbouring state because of ethnic clashes. An agreement was signed by representatives of the Brus, the central, Tripura and Mizoram governments in New Delhi on January 16 this year allowing those, who refused to vacate the relief camps and return to Mizoram, to settle permanently in Tripura after living in the state for around 23 years. Bruno Msha, the gen-
eral secretary of Mizoram Bru displaced peoples Forum (MBDPF), in a letter to the Tripura Chief Secretary, Manoj Kumar, this week has demanded issuance of ST and permanent residence certificates for the Brus. The Centre had sanctioned Rs 600 crore as rehabilitation package for 33,000 displaced Brus as a final solution to the vexed problem after signing the quadripartite agreement in January this year. Under the agreement, Rs 4 lakh will be given to each Bru family in a fixed
deposit account, Rs 5,000 per month for two years, a plot of land in Tripura, Rs 1.5 lakh to build houses and ration for two years. The package also included Eklavya residential schools, permanent resident of Tripura certificate (PRTC) and Scheduled Tribe certificate. The official said, 15 places have been selected forrehabilitation of the Brus in North Tripura, Dhalai, Unakoti, Sipahijala and Khowai districts on September 19 after a series of discussions with Law Minister Ratan Lal Nath, Chief Secretary Manoj Kumar and revenue officials. M e a n w h i l e, Jo i n t M ove m e n t C o m m i t t e e (JMC) of Kanchanpur subdivision in North Tripura district has decided to launch an indefinite protest against the government’s decision to settle around 6,000 displaced Bru families in the sub-division. The JMC, comprising Nagarik Surakhsa Mancha and Mizo Convention of the sub-division, had organised a series ofprotests demanding that the Brus be settled in all the eight districts of Tripura. Dr Zairemthiama Pachuau, chairman of the
committee, told reporters, “We had a meeting with the district magistrate of North Tripura District and we received some kind of assurance that maximum 1,500 families will settle here. “But now they are trying to settle 6,000 families. If they go ahead with this, the entire sub-division will be affected environmentally, ecologicaly, socially and demographically which is not acceptable.” The Bru issue started from September, 1997, following demands of a separate autonomous district council by carving out areas of western Mizoram adjoining Bangladesh and Tripura. The situation was aggravated by the murder of a forest guard in the Dampa Tiger Reserve in western Mizoram by Bru National Liberation Front insurgents on October 21 that year. The first attempt to repatriate the Brus from Tripura was made in November 2009. The Centre, along with the governments of Tripura and Mizoram, had been trying to repatriate them to their home state over the past one decade, with little success.

The NFR pointed out that track is the most important aspect for safe movement of trains. As a result of train movement, wear and tear of track is bound to occur and renewal/ replacement of track components are indispensable. A press release by NFR CPRO Subhanan Chanda stated that during the current year (upto October, 2020) 73.68 CTR units of track renewal i.e. changing of rails and sleepers have been done against 64.85 CTR units done upto October, 2019, which is an increase of 13.62%. Correspondent IMPHAL, Nov 13: Windshields of several vehicles were smashed as normal vehicular traffic continue to affected on NH-37A, currently using a diversion route of NH-37 for the third day on Friday. Hundreds of vehicles, including Imphal-bound loaded trucks, were also stranding midway owing to the bandh along the NH37A which is popularly known as Old Cachar Road or Tongjei Maril. The Joint Action Committee (JAC) of Khoupum Area has been imposing the bandh along the road since November 11, alleging lack of quality in the ongoing road improvement work of the historic road of the state. Initially, the JAC imposed the bandh for 48-hour commencing from 5 pm, November 11. However, they extended the bandh for another 48 hour in the absence of a positive response to their demands from the govern-
ment’s side. The extended bandh is due to end by 5 pm on November 14. Eversince the collapse of a bailey bridge on Irang river on November 1, the NH-37 (Imphal-Jiribam road), the second lifeline of the state, the NH-37A is being used as a diversion route. A joint team of 52engineer regiment of the Indian Army and National Highways and Infrastructure Development Corporation Ltd (NHIDCL) have been engaging in the installation of a new bailey bridge on the same river. Earlier, the installation was targeted to complete by November 14 but it was likely to be delayed for a day or two as the new bridge collapsed again before completion on November 11. State chief minister N Biren Singh, on Thursday, assured the completion of the new bridge before Diwali and Ningol-Chakouba festivals which fall on November 15 and 17 respectively.
I M P H A L , N ov 1 3 : COVID-19 vaccination is likely to begin in Manipur from January next year even as the casualty toll due to the pandemic rose to 213 on Friday. Addressing the weekly press conference on COVID-19 update here today, health director Dr K Rajo informed that the state health department is preparing to begin the vaccination from January 2021. An official source from the department said that healthcare workers and health care service providers would be given priority for COVID-19 vaccination as and when the vaccine is available in the country. The state health department was also preparing a database of the healthcare workers and healthcare service providers for vaccination against COVID-19. The database is being prepared as a part of the Union ministry’s initiative to give priority to health
care workers and health care service providers, the source maintained. All hospitals run by the Central government and state governments, private hospitals as well as medical colleges were asked to furnish the number of doses of COVID19 vaccine each of them would need as and when the vaccine is available in the country, it said. The Union ministry has also asked RIMS authority to send details of all health care workers working at RIMS to its database. RIMS authority was speculating that 40 to 90 per cent of health care workers working at the medical institute may get COVID-19 vaccine in the first phase of the vaccine being released. Healthcare workers who are given COVID-19 vaccine in the first phase may also get a second dose in the second phase on priority basis, the source informed. In the meantime, private hospitals in the state have also reportedly geared
up to get necessary doses of COVID-19 vaccine as and when the vaccine is released . Some private hospitals have already started selection of staff who would be given COVID-19 vaccine on priority, the sources added. The health director said that a concerted effort of the state government has been able to reduce the rate of COVID-19 casualties and infections in the state. He added that the state government was preparing for mass testing of people in coordination with local COVID-19 awareness and appropriate behaviour enforcement committees constituted under the new Standard Operating Procedures (SOP) implemented by the state government since the first week of November. The health director, then, appealed to the people to observe COVID-19 SOPs while celebrating the upcoming Diwali and Ningol Chakouba festival which fall on November 15 and 17 respectively.
He said that even if the state government framed SOP, the spread of the contagion could not be contained if the people failed to follow it. M e a n w h i l e, t h e COVID-19 fatality tally of the state rose to 213 as six deaths were reported in the last 24 hours (till 4pm of November 13). The infection tally also rose to 21,425 with the confirmation of 214 fresh cases during the same period. The fresh cases were detected during testing of 2,158 samples. Among the fresh infections, only three were personnel of the Central security forces. As 255 patients including 22 CAPF personnel were discharged during the last 24 hour, the recovery tally of the state also rose to 18,144, leaving only 3,068 active cases. The recovery rate of the state stood at 84.68%. So far, the state has tested 3,82,429 samples, as per COVID-19 data update of the state health department.

Itanagar, Nov 13 (IANS): The Arunachal Pradesh government is resettling around 190 displaced Chakma tribal families elsewhere and to acquire some land from neighbouring Assam to develop a Greenfield airport at Hollongi for which the Airports Authority of India (AAI) has undertaken a Rs 650 crore project, officials said on Friday. Chief Minister Pema Khandu visited the under construction airport site at Hollongi, near Arunachal Pradesh’s capital Itanagar, and asked the engineers of the Gujarat-based firm, which is executing the project, and the state government departments - PWD, Power, Public Health En-
gineering - to complete the project by August 2022. The Chief Minister, who was accompanied by state’s Civil Aviation Minister Nakap Nalo, told the officials : “This important airport project, foundation of which was laid by Prime Minister Narendra Modi, is our top-most priority. Earlier the completion target was November 2022, which has been preponed to August 2022.” An official statement said that as the airport site lies along the Assam-Arunachal boundary and some land have to be acquired also from the Assam territory, Khandu would soon have a talk in this regard with his Assam counterpart Sarbananda Sonowal.
“Both Arunachal and Assam would be benefited from the airport, we would coordinate with the Assam government in successful completion of the project,” the statement said quoting the Chief Minister. “The terminal building of the Hollongi airport would be equipped with a rainwater harvesting system and sustainable landscape. The terminal building’s envelope is influenced by the surrounding landscapes,” an AAI statement said. Itanagar, situated in the foothills of the Himalayas, has no airport in its vicinity. The closest airport being Lilabari airport in Assam is at a distance of 80 km and takes around three hours to reach by road.
An AAI statement said that an airport to connect the capital city is a muchneeded aspiration of the local community which would also act as a primary gateway to the border state. Khandu also visited the rehabilitation site of around 190 displaced Chakma tribal families and interacted with them. He assured them assistance, especially in resolving the drinking water issue, which is under progress. As a temporary solution, water is being supplied through borewells at the moment, the statement added. The Hollongi airport would be the 15th airport in the northeastern region and third in Arunachal Pradesh boosting the air connectivity of the mountainous areas. The AAI has started work to re-develop the Rupsi airport in Kokrajhar District in Western Assam (bordering West Bengal) and this would be the seventh airport in Assam. There are 13 existing airports in the northeast region - Guwahati, Silchar, Dibrugarh, Jorhat, Tezpur and Lilalabari (all Assam), Tezu and Pasighat (Arunachal Pradesh), Agartala (Tripura), Imphal (Manipur), Shillong (Meghalaya), Dimapur (Nagaland) and Lengpui (Mizoram).

Shillong, Nov 13 (PTI): The Meghalaya High Court has refused to quash a police complaint against veteran journalist Patricia Mukhim for her Facebook post which allegedly incited communal tension between the tribal and the non-tribal communities in the state. Disposing of a petition filed by Mukhim, a Padma Shri awardee and the editor of The Shillong Times newspaper, Justice W Diengdoh said that the investigation agency should be given a free hand to probe into the matter. “In the event, the investigating agency is required tobe given a free hand to investigate the matter and to come to its own conclusion in due process of law. “Consequently, I find no merit in the instant petition for exercising powers under Section 482 CrPC. This petition is accordingly hereby rejected,” the judge said in the November 10 order. Mukhim had hit out at the Lawsohtun village “dorbar” (council) on Facebook for failing to identify the “murderous elements” after five boys were attacked at a basketball court in July this year. The Committee has approved an additional Central assistance of Rs 4,381.88 crore to six states -- Odisha, West Bengal, Karnataka, Madhya Pradesh, Maharashtra and Sikkim. For the cyclone “Amphan”, Rs 2,707.77 crore has been approved for West Bengal and Rs 128.23 crore for Odisha. Maharashtra gets Rs 268.69 crore for the cyclone ‘Nisarga’. For floods and landslides during the southwest monsoon, Rs 577.84 crore has been approved for Karnataka, Rs 611.61 crore for Madhya Pradesh, and Rs 87.84 crore for Sikkim. N E W D E L H I , N OV 13 (PTI): India’s active COVID-19 cases remained below five lakh for the third consecutive day at 4,84,547, which comprise 5.55 per cent of the total caseload, the Union Health Ministry said on Friday. This has been made possible by the trend of COVID-19 recoveries exceeding new cases, which has ensured a total net reduction of the active caseload, it underlined. In contrast to 44,879 new infections reported in a span of 24 hours, 49,079 cases have recovered in the last 24 hours, which continues India’s trend of having daily high recoveries that outnumber the daily new cases. This trend has been observed for the 41st day today, the ministry highlighted. The total recovered cases have surged to 81,15,580, which translates to a national recovery rate of 92.97

NEW DELHI, NOV 13 (PTI): Stand-up comic artist Kunal Kamra on Friday refused to retract his controversial tweets against the Supreme Court or apologise for them, saying he believes they “speak for themselves”. Kamra’s statement comes a day after Attorney General K K Venugopal consented to the initiation of criminal contempt proceedings against him for a series of tweets following the apex court giving interim bail to Republic TV Editor-in-Chief Arnab Goswami. “The tweets I recently put out have been found in contempt of court. All that I tweeted was from my view of the Supreme Court of India giving a partial decision in favour of a Prime Time Loudspeaker,” he said in a statement addressed to Venugopal and the judges on his Twitter page. “My view hasn’t changed because the silence of the Supreme Court of India on matters of other’s personal liberty cannot go uncriticized. I don’t intend to retract my tweets or apologise for them. I believe they speak for themselves,” he added. NEW DELHI, NOV 13 (PTI): The World Health Organisation announced on Friday that it will set up a Global Centre for Traditional Medicine in India, with Prime Minister Narendra Modi expressing confidence that just like the country has emerged as the ‘pharmacy of the world’, the WHO institution will become the centre for global wellness. WHO Director General Tedros Adhanom Ghebreyesus made the announcement in a video message at an event in which Prime Minister Modi dedicated two future-ready Ayurveda institutions in Jaipur and Jamnagar to the nation via video conferencing on the occasion of the 5th Ayurveda Day. The Institute of Teaching and Research in Ayurveda (ITRA), Jamnagar (Gujarat) and the National Institute of Ayurveda (NIA), Jaipur (Rajasthan) are both premier institutions of Ayurveda in the country. The Jamnagar institute has been conferred the status of an Institution of National Importance (INI) by an act of Parliament and the one at Jaipur has been designated an Institution Deemed to be University (De novo Category) by the University Grants Commission (UGC), according to the AYUSH ministry. t was like a bolt from the blue when the PDA government announced hike in taxes on petrol, diesel on November 11, on a day when the ruling NDPP was celebrating the victory of its candidate in the bypoll for the 14 Southern Angami-I assembly constituency. However, for the public in general, it was a sad day. The state government decided to enhance the rate of tax on diesel from existing 14.5 percent to 17.50 per cent or Rs 11.08 per litre, whichever is higher, and petrol and other motor spirits from existing 25 percent to 29.80 percent or Rs 18.26 per litre, whichever is higher, from midnight of November 11. The recent hike in taxes on petrol and diesel also came hardly a month and a half after the government was compelled to withdraw its COVID Cess on petrol and diesel which was became effective on April 28. The introduction of COVID cess attracted wide condemnation across the state by scores of organisations and in particular political parties. They had slammed the decision of the ruling PDA in Nagaland to impose additional COVID19 cess of Rs.5 for a litre of diesel and Rs.6 for a litre of petrol including petroleum products. Earlier, while explaining the financial compulsion of imposing the Cess, the finance department disclosed that the government’s monthly requirement was Rs.374 crore but in April the state received only Rs.263 crore showing a deficit of Rs.111 crore. The department also said the state’s own resources had also drastically come down to Rs.21 crore from the projected estimate of Rs.98 crore (after lockdown) and indicating a shortfall of Rs.77 crore. The hike in tax on petrol and diesel and lubricants etc is not marginal but quite steep as compared with the COVID cess which levied between approximately 6% to 8% surcharges on petrol and diesel. The COVID cess itself was purely a temporary measure as the very nomenclature denoted as it was liable to be withdrawn when the pandemic situation improved. However, the pandemic situation is not likely to improve soon and it could go on for another year or so. The government had to withdraw the COVID cess under intense pressure. However, on the recent hike in tax on petrol, diesel and other items and unlike COVID cess, which was for a limited period, the state has imposed tax surcharge on fuel tax which could continue without specific period. It is quite certain that Nagaland could land itself in a precarious financial situation by the end of the current financial year as the deficit has been projected at Rs.2358.81 crore. The economic situation has not improved and neither the financial health of the government. Every state is facing huge financial problems due to the unseen problem thrown by COVID-19 pandemic. However, being among states with very limited source of revenue income, the economic woes of people will worsen even as income dwindle when prices of commodities will be more expensive owing to hikes in fuel tax that would add to transportation charges etc. The opposition NPF has demanded a rollback and in the coming days there could be protests but ultimately, a solution would have to be found and here the government of the day need to seriously ponder over long term solution.

How dare we talk of making a sacrifice for the Son of God! We are saved from hell and total destruction, and then we talk about making sacrifices! We must continually focus and firmly place our faith in Jesus Christ— not a “prayer meeting” Jesus Christ, or a “book” Jesus Christ, but the New Testament Jesus Christ, who is God Incarnate, and who ought to strike us dead at His feet. Our faith must be in the One from whom our salvation springs. Jesus Christ wants our absolute, unrestrained devotion to Himself. We can never experience Jesus Christ, or selfishly bind Him in the confines of our own hearts. Our faith must be built on strong determined confidence in Him. It is because of our trusting in experience that we see the steadfast impatience of the Holy Spirit against unbelief. All of our fears are sinful, and we create our own fears by refusing to nourish ourselves in our faith. How can anyone who is identified with Jesus Christ suffer from doubt or fear! Our lives should be an absolute hymn of praise resulting from perfect, irrepressible, triumphant belief.

EAM Jaishankar to represent India at East Asia Summit NEW DELHI, NOV 13 (PTI): External Affairs Minister S Jaishankar will represent India at a virtual summit of the East Asia Summit (EAS) on Saturday. The Ministry of External Affairs (MEA) made the announcement about Jaishankar’s participation in the 15th summit of the grouping. The summit will be chaired by Prime Minister of Vietnam Nguyen Xuan Phuc, and will see participation from all the 18 EAS countries, the MEA said. The East Asia Summit is the premier forum in the Asia-Pacific region to deal with issues relating security and defence. Since its inception in 2005, it has played a significant role in the strategic, geopolitical and economic evolution of East Asia. The MEA said the summit will discuss ways and means to strengthen the EAS platform and to make it more responsive to emerging challenges on its 15th anniversary. “The leaders will also exchange views on issues of international and regional interest including the COVID-19 pandemic and the cooperation among EAS participating countries to achieve an expeditious and sustainable economic recovery,” the MEA said.

With a view to ensuring a global recognition and identity to Ayodhya, Adityanath has initiated a number of works in the temple town including Deepotsav being organised on the occasion of Diwali every year. The National Highways Authority is making a proposal for construction of a bypass for Ayodhya Dham from Sohawal to Vikramjot. The work of widening of the four-lane road from Rae Bareli to Ayodhya is also to be done at a cost of about Rs 1,500 crore, he said.

The review did not mention what the former President thought or wrote about Prime Minister Narendra Modi. An innovative approach towards skilling the youth for multiple job roles has been formulated under MSH to ensure that the individual can perform multiple jobs as per demand and sustain a decent livelihood. It reinforces the ‘fiscal conservatism’ ideology of the government under Prime Minister Narendra Modi — rather than large cash transfers, the growth philosophy centres around creating an ecosystem that aids domestic demand, incentivises companies to generate jobs and boost production, and simultaneously extends benefits to those in severe distress, be it firms or individuals, reports The Indian Express. The headline numbers — stimulus of Rs 29,87,641 crore or 15 per cent of GDP till date — are more for optics. For instance, Sitharaman Thursday said the government’s contribution to the stimulus imparted so far was 9 per cent of GDP, the balance 6 per cent being attributed to the Reserve Bank of India (RBI). She put the size of Thursday’s Atmanirbhar Bharat 3.0 at Rs 2,65,080 crore. Washington, Nov 13 (PTI): There is “no evidence” that the 2020 presidential election, the “most secure in American history,” was compromised, US election security officials have said, rejecting President Donald Trump’s fraud claims. Republican President Donald Trump has repeatedly made unsubstantiated claims of electoral fraud and has not yet conceded. He has also launched a flurry of legal challenges to projected results in key states won by his Democratic rival Joe Biden. “There is no evidence that any voting system deleted or lost votes, changed votes, or was in any way compromised,” two committees within the Department of Homeland Security that worked on protecting US voting systems affirmed
on Thursday. “When states have close elections, many will recount ballots. All of the states with close results in the 2020 presidential race have paper records of each vote, allowing the ability to go back and count each ballot if necessary,” members of committees, which include officials from the Election Infrastructure Government Coordinating Council Executive Committee (GCC)and the Cybersecurity and Infrastructure Security Agency (CISA) said in a joint statement. “This is an added benefit for security and resilience. This process allows for the identification and correction of any mistakes or errors. There is no evidence that any voting system deleted or lost votes, changed votes, or was in any way compromised,” the
statement said. “While we know there are many unfounded claims and opportunities for misinformation about the process of our elections, we can assure you we have the utmost confidence in the security and integrity of our elections, and you should too,” the statement added. CISA, led by the top cyber security official, Christopher Krebs, runs a website that debunks misinformation about the election. The security groups said all the states with close results in the race have paper records of each vote, which can be counted if necessary. The statement comes as Trump has refused to concede the presidential election to President-elect Biden, baselessly alleging widespread voter fraud, despite presenting no evidence to support such a claim. Major US media networks called the race for Biden last week. The 77-year-old former vice president holds a near insurmountable lead in both the popular and electoral vote. Still, Trump and his Republican allies are waging legal challenges in a handful of battleground states and demanding tedious and costly recounts to contest the November 3 election’s results.

M OS C OW, NOV 1 3 (IANS): Russian Foreign Minister Sergei Lavrov has said that if all parties in the Nagorno-Karabakh conflict honour the ceasefire agreement, everyone will benefit from it. “I am sure that if we carry out everything that we agreed upon, and I currently see no signs that someone is trying to break these agreements, everyone will benefit,” Xinhua news agency quoted Lavrov as saying in a statement on Thursday. He added that unblocking all economic, communication and transport links in the disputed region will be vital for its revival and the recovery of Armenia’s economy that has suffered the most. The Minister stressed that the peacekeeping mission deployed in the region will help restore the cultural heritage of both Armenia and Azerbaijan. He ensured that the Russian mission will help contain the situation in the region and find constructive
solutions. Lavrov further reiterated that no Turkish peacekeeping missions will operate in the region. Azerbaijan President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan and Russian President Vladimir Putin issued a joint statement on Tuesday, agreeing on a complete ceasefire in the conflictridden Nagorno-Karabakh region. As agreed, Russia will deploy a peacekeeping contingent consisting of 1,960 servicemen with small arms, 90 armoured personnel carriers, and 380 vehicles to the region. This is the fourth ceasefire since last month. The three others -- two brokered by Russia (October 10, 17) and one by the US (October 26) -- collapsed after Armenia and Azerbaijan traded accusations and attacks. A new round of armed conflict broke out on September 27 along the contact line of the disputed Nagorno-Karabakh region, which is internationally recognized as part of Azerbaijan but mostly governed by the Republic of Artsakh, a de facto independent state with an Armenian ethnic majority. Cairo, Nov 13 (AP): A wooden boat carrying migrants bound for Europe capsized off the coast of Libya and 20 of them drowned, an international humanitarian group said. The statement from Doctors Without Borders late Thursday came just hours after it was revealed that another shipwreck had claimed the lives of at least 74 migrants in the Mediterranean Sea. Only three women could be rescued by local fishermen, the group said on Twitter. “They were in shock and terrified; they saw loved ones disappear beneath the waves, dying in front of their eyes,” the statement said. The wooden boat was carrying 23 migrants who had departed from the Libyan coastal town of Sor-

London, Nov 13 (AP): The British serial killer known as the “Yorkshire Ripper”, a man who instilled terror and fear across northern England in the 1970s, died Friday at a hospital there. He was 74. Peter Sutcliffe, a former grave digger, was serving concurrent life sentences for killing 13 women in Yorkshire and northwest England between 1975 and 1980. British media reported he had refused treatment after testing positive for COVID-19 and was suffering from a number of underlying health conditions. His death will be investigated by the coroner. Sutcliffe’s barbaric attacks on young women were compounded by the police incompetence that allowed him to evade arrest and continue killing. The manhunt for the Ripper was one of the biggest the country had ever known, with some 2.5 million hours spent trying to catch him. Documentaries have chronicled how stub-
France announces killing of Al Qaeda leader in Mali Paris, Nov 13 (IANS): French Armed Forces Minister Florence Parly announced on Friday that the country’s forces have killed Bah ag Moussa, a military leader of Al Qaeda’s North Africa wing, in Mali. “This is a major success in the fight against terrorism that France is leading with its partners in the Sahel,” Xinhua news agency quoted Par;y as saying. “A historic figure of the jihadi movement in the Sahel, Bah ag Moussa is considered responsible for several attacks against Malian and international forces,” she added in a statement. Moussa, a military leader of the Rally for the Victory of Islam and Muslims, an Al Qaeda wing operating in the Sahel region, was killed on Tuesday during an operation involving significant intelligence resources, ground troops and helicopters, according to the Defence Ministry. France has led a special military operation to curb insurgency in the Sahel region since 2014.

During his trial, even Sutcliffe expressed surprise that he was able to carry on for so long. “It was just a miracle they did not apprehend me earlier — they had all the facts,” he said. The police had found themselves overwhelmed with information, and a card
system they created was improperly cross-referenced, causing key facts to be misplaced. Details about his appearance, such as a gap in his teeth and size seven feet, were not flagged. During one of his interviews, officers showed Sutcliffe a picture of the Ripper’s boot print near a body but failed to notice that he was actually wearing the boots in question. In another blunder, a victim who survived being hit in the head with a hammer, Marcella Claxton, was able to help police produce an image of the suspect that later proved to be accurate. But her testimony was discounted by police, who thought she was not a Ripper victim because she was not a prostitute, as were some of his other victims. After he was convicted, Sutcliffe spent a long time in Broadmoor Hospital in Berkshire. He was transferred to HMP Frankland in 2016 after being deemed stable enough to serve time in prison.
Washington, Nov 13 (IANS): The US reported 143,408 new Covid19 cases on Wednesday, a record daily increase since the onset of the pandemic in the country, the US Centers for Disease Control and Prevention (CDC) said Thursday. The new number refreshed the previous nationwide record of 134,383 cases set in previous day, pushing the seven-day average daily increase to a record high of 121,496 cases, according to latest CDC data. A total of 1,479 deaths from the coronavirus were recorded nationwide on Wednesday, bringing the seven-day average death increase to 1,134, the highest since early August, the Xinhua news agency reported. 7 dead, 2 missing in N.Carolina flash floods Washington, Nov 13 (IANS): At least seven people were killed and two others missing in the US state of North Carolina due to flash floods, which also damaged roads and bridges. At least four bridges and 50 roadways in Alexander County in the western Piedmont regionwere damaged by the
floodwaters. Fresh woes for Rampal as NCB nabs his Aussie architect friend

ollywood actor Arjun Rampal’s troubles mounted as the Narcotics Control Bureau (NCB) arrested his Australian friend Paul Bartel in a drugrelated case investigation, official sources said here on Friday. Bartel was reportedly in regular contact with Agisialos Demetriades, an alleged drug peddler, arrested by NCB in Oct., and the brother of Gabriella Demetriades, Rampal’s live-in partner. An architect living in Bandra, Bartel was questioned by NCB on Thursday and early Friday placed under arrest in the same case in which Bollywood actress Rhea Chakraborty and at least 20 others have been arrested in the past three months of NCB probe. Since this afternoon, Rampal is being grilled
by the NCB, his girlfriend Gabriella was questioned for more than 12 hours spread over Wednesday-Thursday, while Bartel was quizzed on Thursday. Agisialos has been booked in another drug case after the probe revealed his connections with a Nigerian cocaine supplier, Omega Goodwin. Both Bartel and Agisialos are known to Rampal as well as other filmdom personalities as the NCB tightens it grip on the Bollywooddrugs mafia cartels. The NCB’s Bollywood drugs angle probe was launched after the death of Bollywood actor Sushant Singh Rajput at his Bandra home exactly five months ago - on June 14 - in which several prominent personalities have been either questioned or arrested, and many others are on the agency’s radar. In the episode, Carpenter revealed he strongly believed in several theories which have been proven as false, including being a “flat earth dude”, vaccinations being futile, virus transmission and more. Katy Perry won’t give evidence in legal fight with Australian fashion designer

aty Perry will not give evidence in a new trademark infringement lawsuit against her by Australian fashion designer Katie Jane Taylor, who trades under her maiden name Katie Perry. Legal trouble between the pair began in 2009, when lawyers acting for the singer, real name Katheryn Elizabeth Hudson, opposed Taylor’s trademarking of the name Katie Perry to represent her own clothing name – despite it being her birth name. In July of that year, Hudson’s legal team dropped their opposition to the trademark at a hearing at Intellectual Property Australia. Last year, Taylor initiated legal proceedings against the singer for selling clothes in Australia that with a name that is “substantially identical with, or deceptively similar to” her trademark. wide range of merchandise that the defence says is not within the scope of the case, but did specify certain items which they believe are: cat-ear headbands and a Katy Perry “Special Edition X-Large Pizza Box Kit” comprised of pizza-themed pyjamas, pizza slice necklaces and a pencil case. The Australian Federal Court heard yesterday (November 12) that Hudson would not give evidence or appear in court – instead, her manager Steve Jensen, from talent agency DMG will appear on her behalf. Hudson’s defence says they used the name Katy Perry in “good faith”, and made the counter-claim that Taylor’s trademark is liable to be cancelled because the singer had already accrued a reputation in Australia prior to the registration of the designer’s trademark. Mahrez stars as Algeria win and Fearless Kell Brook ready to shock the world stretch unbeaten run to 21 matches
LAS VEGAS, NOV 13 (AGENCIES): Kell Brook is one of the very few active boxers who doesn’t have the word no in his vocabulary. When he’s offered a fight, he interrupts the question and says yes before he knows the identity of the opponent. He’s fought for far too long in the shadow of fellow Brit Amir Khan, who has managed to avoid fighting him for all these years that the two were on top. When Gennadiy Golovkin was at his peak as middleweight champion and having trouble finding a quality opponent, Brook had no problem moving up to challenge him. He was battered by the heavy-handed Golovkin, and left the fight with a broken orbital in his left eye. He came back in his next fight attempting to defend his IBF welterweight title against the powerful, Errol Spence Jr., one of the sport’s rising stars at the time. Spence broke Brook’s right orbital bone and lifted the title from him. Brook is one of those special guys who is up for any challenge and is never intimidated. He may be outgunned, as he was against Golovkin and Spence, but he’ll never shy away. And so, it brings us to his bout on Saturday (10 p.m. ET, ESPN) at the MGM Grand Conference Center against Terence Crawford, the WBO welterweight champion.

Crawford is No. 1 or No. 2 in the world on the majority of the leading pound-for-pound lists, but Brook said the pressure is all on Crawford heading into this fight. There is no Golovkin, no Spence, no Shawn Porter on Crawford’s résumé. “ H e ’s d e f i n i t e ly amongst them, if not the top,” Brook told Yahoo Sports of comparing Crawford to the best. “But he’s not fought anybody yet for me. He’s not fought anyone with my pedigree. I don’t believe he’s boxed anyone the size of me or [with] the determination or the power. I think he’s boxed smaller guys. “We’re forgetting that he came from lightweight all the way up to welterweight and I’ve always competed at welterweight and I’ve even been in there with a middle-
weight like Golovkin and at super welterweight. So you know, I’m a big, strong guy with experience.” To be fair, Brook hasn’t fought all killers, but the one thing he has done is consistently fight winners. Including Crawford, in his last 10 fights, Brook has fought fighters who are a combined 275-10-1. Records don’t tell all the story, however, and can be manipulated by controlling the matchmaking carefully. But Brook’s B-level opponents are remarkably decent and in some cases, more than that. Despite the massive odds favoring Crawford (-1500 on BetMGM), this bout figures to be one of the toughest of his career. “I who lehea r tedly agree with that,” Top Rank president Todd duBoef said.
“Kell is not just another guy; he’s a legitimate, quality opponent. This is going to be a test for Terence.” Brook is 34 and while that’s old in boxing years, he’s not shown signs that he’s slowing to the finish. And he’s chosen not to balloon up in weight between his last few bouts, so he’s closer to the weight he needs to make when he begins camp. He’s been eating well during camp, he said, which will enable him to be strong and with plenty of reserve when the bell rings. Crawford is clearly a different breed of fighter than most, a mean, tough, hard man in the ring. But Brook could be described the same way, and he’s motivated by all those who have questioned him and his chances against Crawford. “I’m ready for this fight,” he said. “I’m more than ready for this fight. These doubters out there who haven’t got me as the favorite, they’re the ones who motivate me in this fight, you know, because I know what’s in me. I know what’s in my heart and in there [in my head] and what I can do. “I believe that I’m going to go out there and I’m going to shock the world.” It won’t be the biggest upset in boxing history — Mike Tyson was at one point a 42-1 favorite at The Mirage in Las Vegas to beat Buster Douglas in their 1990
fight in Tokyo — but it will turn more than a few heads should Brook win. Crawford knows full well what he’s up against and Brook said for those who don’t, he’ll show them Saturday. “I know what I’ve put myself through in training,” he said. “I know what my mentality is and my strengths are and the power and the accuracy I’ve got. I’m a different fighter than I’ve been before. I’m a better fighter than [when I defeated] Shawn Porter. People go on about age, well, he’s no spring chicken. He’s a year younger than me. He’s not no 20-something. He’s a year younger than me. It’s not like I’ve been in gruesome fights with 12-round hard wars. “I’ve had two eye injuries and most of the time, I’ve been on top. And I feel revived.” It will shock the world if he upsets Crawford on Saturday. But perhaps it shouldn’t. Crawford is a great fighter, but if Brook isn’t great, he’s at the least very, very good. And on any given night, he’s capable of beating anyone in the world. Yes, that still applies even at 34.

NEW DELHI, NOV 13 (PTI): Former India captain Rahul Dravid strongly believes that Indian Premier League (IPL) is “ready for expansion” in terms of number of teams without compromising on the quality as well as quantity of talent available in the country. There are talks that the 2021 IPL will be featuring nine teams instead of eight and will go up to 10 teams by 2023, which has always been the BCCI’s long-term plan. The views of Dravid, who is now the director of National Cricket Academy (NCA), were echoed by Rajasthan Royals co-owner Manoj Badale, who felt that a nine-team IPL in 2021 is “definitely possible”. “I feel IPL is ready for expansion in terms of talent, if you look from talent perspective. There are a lot of talented players who are not getting an opportunity to play.” Dravid said that if there are more teams, all the talented players could be fitted in and there won’t be a drop in quality. “So I believe we are ready as there are lot of new names and faces in terms of talent perspective,” Dravid said during the virtual launch of Badale’s book ‘A New Innings’, which he

Badale, as a stakeholder in the IPL, welcomed the idea of expansion and also spoke about various aspects that needs to be factored in. “BCCI needs to take a decision and they will take a call on what would be the exact approach. “Making a nine-team league in 2021 is definitely possible but as a consequence, you will have to have more afternoon games and maintain quality of the competition,” said Badale, a British citizen of Indian origin. Dravid, on his part, explained why Mumbai Indians have been such a prolific team having won an unprecedented five IPL titles in 13 editions.
“They (MI) have a strong core with a high quality. Their core is built with world class T20 players and balanced it with young exciting talent. They have a very strong scouting structure in place,” Dravid said. He said it is because of IPL that someone like Rahul Tewatia from Haryana has been able to showcase his skills to a global audience. “Earlier, you only depended on your state association to select you for Ranji Trophy. Now, from a state like Haryana which produces so many quality spinners like Yuzvendra Chahal, Amit Mishra and Jayant Yadav, Tewatia would have had limited opportunities. “So it’s no longer limited to state associations,”
said Dravid. He spoke about the heady feeling of playing international cricket without actually playing one, which the IPL provides. “As coaches, we can help the young players in their journeys but what helps them grow is experience. Look at a Devdutt Padikkal who is batting alongside Virat Kohli or can learn from AB de Villiers.” Another aspect in which the IPL has helped young players is the availability of worthwhile data to improve their game. “Look at someone like T Natarajan. It was because of the the quality of data that he was able to go back and work on his yorker and that one skill has now got him into the Indian team,” he said. The last decade (20112020), according to Dravid, has been India’s best in terms of white ball cricket and the IPL has contributed with its appropriate tagline ‘talent meets opportunity’. “It has been India’s best performing decade in white ball cricket. We won a World Cup (2011), Champions Trophy (2013) and reached semi-finals and finals of World T20. Young players have learnt a lot watching and listening to experts on TV,” he said.

The Brit would be able to secure the championship should he win at Istanbul but along with the rest of the grid suffered from the very low grip around the circuit in the weekend’s opening session. Despite the largely dry track enabling drivers to run on slick tyres, the low temperatures and lack of grip made the track so slippery that the fastest time of 1:35.077 set by Max Verstappen was over 10 seconds
