PATNA, NOV 10 (PTI/ AGENCIES): Defying the exit polls that predicted victory for the Tejashwi Yadav-led Mahagathbandhan, comprising Rashtriya Janata Dal, Congress and Left parties, an edge of seat contest unfolded Tuesday night in Bihar as the ruling NDA appeared inching towards a simple majority in the 243member assembly. BJP claimed victory in Bihar assembly polls for the National Democratic Alliance even as the counting for 50 seats were still underway. The ruling coalition headed by JD(U) spuremo and chief minister Nitish Kumar was ahead in (or has won) 124 seats, according to data at 11.40 p.m. Tuesday, but the opposition alliance was trailing by only 13 seats. Sale, use of fire crackers banned D I M A P U R , N OV 1 0 (NPN): Considering the potentially harmful effects of bursting of fire crackers, the state government has prohibited sale and use of fire crackers in all parts of the State from November 10, 2020 to January 31, 2021 in public interest. In a notification, chief secretary J Alam has ordered that there would be a complete ban on sale and use of fire crackers in the state and any person found violating the order would be punished under relevant provisions of the Disaster Management Act, 2005 and other relevant laws. CS has also directed Commissioner of Police Dimapur and all SPs to take necessary action to ensure compliance of the order. The ban on fire crackers came in the wake of reports of harmful effects on respiratory health of vulnerable groups caused by release of chemical pollutants from bursting crackers on the respiratory health of vulnerable groups both recovered as well as active COVID-19 patients. Further, the government said the ban was in view of the surge in COVID cases and the fast approaching winter season during which the elderly, children, persons with co-morbidities and others develop respiratory problem.

Our website is in the public domain. The factual status is that we have published results for 146 seats while for 97 seats we have published trends till then,” Deputy Election Commissioner Chandra Bhushan said.

Against the backdrop of allegations by RJD and Congress that some results were being withheld by returning officers in Bihar, the Election Commission asserted that it was working with due diligence and was not under anyone’s pressure. Responding to allegations that victory certificates were not been handed over to candidates from the opposition grand alliance by returning officers on 119 seats, the EC said the latest figures on its website state that while 146 results have been declared and trends of 97 other seats were available. Dy Election Commissioner in charge of Bihar CB Kumar asserted that the figures available were “authentic” as they have been sent by respective returning officers after completing all formalities. He said the figure of 119 seats was seen on social media platforms an hour ago. But the latest and “authentic” figure were in public domain now on the EC result website.

NEW DELHI, NOV 10 (NPN): Centre on Tuesday released Rs 326.41 crore (Rs. 32641.66 lakhs) as monthly instalment of post-devolution revenue deficit grant for the period 2020-21. Altogether Centre had released Rs. 6,195 crore to 14 states, including Nagaland, recommended by the 15th Finance Commission as grants-in-aid to cover deficit on post-devolution revenue account in 2020-21. A similar amount was released for Nagaland in August (AprilOctober period). Informing this on twitter, Union Finance minister, office said: “Based on the 15th Finance Commission interim recommendations, the Govt has released Rs 6,195.08 crore to 14 states on account of the eighth equated monthly installment of Post Devolution Revenue Deficit Grant.” The other states include Andhra Pradesh, Assam, Himachal Pradesh, Kerala, Manipur, Meghalaya, Mizoram, Punjab, Sikkim, Tamil Nadu, Tripura, Uttarakhand and West Bengal.

KO H I M A / K I P H I R E , NOV 10 (NPN): NDPP retained the 14 Southern Angami-I seat when PDA consensus candidate Medo Yhokha (NDPP) won the seat by defeating his nearest Independent rival; while in 60 Pungro-Kiphire by-poll, Independent T. Yangseo Sangtam defeated his nearest Independent rival in a five-cornered contest. The by-polls were held on November 3. In the 14 Southern Angami-I by-poll, Yhokha, who was the PRO of then sitting NDPP MLA and NLA Speaker Vikho-o Yhoshu, defeated his nearest Independent rival Seyievilie Peter Zhashumo by a margin of 598 votes. Out of the total 11,649 votes polled in a three-cornered contest, Yokha polled 4,773 votes while Zhashumo polled 4,175 and NPF candidate Kikovi Kirha polled 2,575 votes. D I M A P U R , N OV 1 0 (NPN): Nagaland on Tuesday reported 33 new COVID-19 positive cases-18 in Dimapur, 9 in Kohima, 4 in Mon and 1 each in Mokokchung and Peren, taking the tally to 9536. Further, out of 9536 positive cases, the distribution across various categories include 4082 cases from the

armed forces/police, 1681 returnees, 3306 traced contacts and 467 frontline workers.

India’s COVID caseload rose to 85,91,730 with 38,073 new infections being reported in a day, while the death toll climbed to 1,27,059 with 448 fresh fatalities, Health ministry stated.

GUWAHATI, NOV 10 (PTI): A case was registered against powerful Assam minister Himanta Biswa Sarma for allegedly promoting enmity between different groups by making “false statements”, days after he claimed on social media that AIUDF supporters raised “Pakistan Zindabad” slogans at the Silchar airport, police said on Tuesday. The case was lodged on the basis of a complaint filed by the Congress on Monday at the Bhangagarh police station in Guwahati, they said. Sarma and a brigade of BJP leaders on November 5 slammed the supporters of AIUDF president Badruddin Ajmal, alleging that they had raised “Pakistan Zindabad” slogans at the Silchar airport, but the opposition party refuted it and said the BJP twisted the “Aziz Khan Zindabad” slogan. “We will investigate the matter as per the law,” a senior police official told PTI. Another official said that the case has been registered under IPC Sections 153A (promoting enmity between different groups) and 511 (attempting to commit offences punishable with imprisonment for life or other imprisonment). “These sections will be read with

Section 67 (publishing or transmitting obscene material in electronic form) of the IT Act,” he added. The slogans were raised as Aziz Ahmed Khan, AIUDF MLA, was accompanying Ajmal, a Lok Sabha MP, at the airport in Silchar in the linguistically and religiously sensitive Barak Valley. “Look at the brazenness of these fundamentalists anti-national people who are shouting PAKISTAN ZINDABAD while they welcome MP Badruddin Ajmal. This thoroughly exposes Indian National Congress which is encouraging such forces by forging an alliance. We shall fight them tooth and nail. Jai Hind,” Sarma had said on Facebook. In the complaint filed by state Congress general secretary Ranjan Bora, it was alleged that Sarma has the “habit” of making “communally sensitive” remarks, and such a statement was made about the slogans raised at the Silchar airport to create “disharmony between different groups”. A day after the video was uploaded by Sarma, Facebook said: “Independent fact-checkers say that this information has no basis in fact.” Facebook had also blocked the video from auto-play.

Yimchunger polled 5,388 votes while Khaseo Anar of the Congress was fifth place with 347 votes. The seat was a Congress bastion turned regional under NPF. The seat fell vacant after the demise of then sitting MLA Torechu of NPF. However NPF did not set up any candidate for the bypoll. A total of 27,460 votes were cast out of which 94 were NOTA and 447 postal ballots, while 11 postal votes were rejected. DIMAPUR, NOV 10 (NPN): Dimapur Tribe Hohos (DTH) at the meeting held among 16 of the 19 member-tribes on November 10, constituted a five-member Peace Committee to resolve the impasse over election of the new NCD team. The issue had gone to court over violation of NCD constitution. According to sources who attended the meeting, the committee includes tribe representatives of Ao, Angami, Sumi, Chakhesang and Sangtam. Earlier, Tenyimi Union Dimapur through a press statement issued by its chairman Hilo Rengma and joint secretary Hepuni John, expressed appreciation of the initiative by DTH to find “amicable settlement” to the prolonged Naga Council Dimapur issue at a meeting on November 9. ENPO summit reaffirms Tuensang resolution ‘Opportune time for Nagas to ask for solution’

D I M A P U R , N OV 1 0 (NPN): Eastern Nagaland Peoples’ Organization (ENPO)’s “Historic Summit”, which was held at EBRC hall, Tobu town on November 10, “unanimously resolved” to uphold the December 18, 2007 Tuensang Summit resolution, which affirmed that there should be no bloodshed, threat, intimidation or any form of violence within ENPO jurisdiction. ENPO said this was the seventh reaffirmation of the 2007 resolution.

In addition of the reaffirmation, the house also resolved that public of ENPO would not tolerate and would oppose “any form of violence such as killings, kidnapping, physical assault, threat etc. in any manner both amongst the Naga Political Groups, and on ENPO & tribal leaders and on innocent public pre-Naga solution and postNaga solution.” It was also resolved that the unity of the people of Eastern Nagaland would continue irrespective of any tribes or groups. In the event

of non-compliance of the above, the house resolved that the public of Eastern Nagaland would cease all forms of co-operation and take appropriate measures against the group. Further, it was decided that the ENPO would reach out and appeal the same to all other Naga tribes. It said that the summit was “a prayerful call” to the Naga national workers from Eastern Nagaland to “seriously deliberate on peace and tranquillity pre & post Naga Political Solution.”

ENPO stated that the attendees of the summit were “duly authorized representatives” from Naga national workers of Eastern Nagaland from NSCN (I-M) and seven NNPGs besides Chang Khulei Setshang, Khiamniungan Tribal Council, Konyak union, Phom Peoples’ Council, United Sangtam Likhum Pumji, Yimchunger Tribal Council, Eastern Nagaland Legislators’ Union, Eastern Nagaland Gazetted Officers Association, Eastern Nagaland Women Organization, Eastern Naga Students’ Federation, Eastern Nagaland Gaon Bora Union and Eastern Nagaland Dobashis’ Union. The signatories of the resolution included presidents of ENPO, ENWO, CKS, KTC, USLB, ENGBU and ENSF; vice presidents-KU, PPC and YTC.

MOKOKCHUNG, NOV 10 (NPN): Higher & Technical Education and Tribal Affairs minister, Temjen Imna Along said it was the opportune time for the Nagas to ask for solution as the government at the Centre was also eager to resolve the vexed Naga political issue at the earliest. Speaking at the inaugural programme of the newly-constructed top three floors of the Ao Senden office here on Tuesday, Along emphasized that Nagas should insist for solution and remarked that the will of people was very much needed at this hour. He therefore urged the Ao Senden to be steady and remain united as the Naga solution expected anytime soon, adding Aos should make their stand clear with regard to Naga solution.

Referring to COVID19 pandemic, Along called upon all to take the crisis seriously and urged all to follow the SOPs, while admitting that the pandemicinduced economic stress was huge and added to the State’s already grim economic scenario. He stressed on selfsustenance as the economic downturn might continue for another five to ten years.

Observing that the newly-constructed building was perhaps one of the best hoho buildings, he said such buildings should be icons and act as hearth from where the tenets of culture and tradition should emanate. Short speeches were also delivered on the occasion by NPF legislator Amenba Yaden, deputy commissioner Mokokchung Limawabang Jamir, Ongpangkong Mungdang president Tsuktimeren and J Temjen Kichu, Kichu Kidong Mokokchung village. Ao Senden president Chubawati Longchar delivered the presidential address, even as the construction committee report was also presented on the occasion.
