COVID vax over 90 pc effective: Pfizer

NEW YORK, NOV 9 (PTI): Pfizer Inc and BioNTech SE on Monday said their vaccine candidate was found to be more than 90 per cent effective in preventing COVID19. “Today is a great day for science and humanity. The first set of results from our Phase 3 COVID-19 vaccine trial provides the initial evidence of our vaccine’s ability to prevent COVID-19,” Pfizer Chairman and CEO Albert Bourla said.

“We are reaching this critical milestone in our vaccine development program at a time when the world needs it most with infection rates setting new records, hospitals nearing over-capacity and economies struggling to reopen,” he added. Proposal for upgrading Mangkolemba subdivision to district Correspondent

KOHIMA, NOV 9 (NPN): A proposal for upgrading Mangkolemba sub-division to full-fledged district has been sent to Home commissioner by commissioner Nagaland on November 5.

Speaking to Nagaland Post, commissioner Nagaland Rovilatuo Mor confirmed that the proposal for upgrading Mangkolemba sub-division to a full-fledged district was received from public of the area, which was forwarded by Mokokchung deputy commissioner (DC). He said the proposal had been further forwarded to the Home commissioner to take further course of action.

Mor said the public of Mangkolemba demanded the upgrade on the basis of the area’s geographical exclusiveness and shared border with Assam, so that the area is protected from border problems. He added that the public also demanded that the administration be equipped with more authority at the district level.

DIMAPUR, NOV 9 (NPN): Nagaland’s COVID-19 tally rose to 9503 cases on Monday after 29 new positive cases were reported-- 14 in Kohima, 13 in Dimapur and 1 each in Peren and Tuensang.

Further, out of 9503 cases, the distribution across various categories of people include 4082 from

the armed forces/police, 1676 returnees, 3281 traced contacts and 464 frontline workers.

PTI: India’s COVID-19 caseload rose to 85,53,657 with 45,903 new infections while the death toll from the disease climbed to 1,26,611 with 490 new fatalities being registered on Monday, Health ministry stated.

Cabinet refers governor’s letter to MHA Correspondent

KOHIMA, NOV 9 (NPN): Against the backdrop of Nagaland Governor, R.N. Ravi letter instructing director general of police (DGP) Nagaland to provide security to leaders of Working Committee (WC) of NNPGs, the State cabinet on November 6 referred the letter to Union Ministry of Home Affairs (MHA) and sought suggestion.

Sources informed Nagaland Post that Ravi wrote the letter, with a copy to chief secretary, in the last part of October directing him to provide security to the convener and coconvener of WC. The sources said the issue was discussed during the cabinet meeting on November 5. The cabinet then decided to refer the letter to MHA to study and advise the State in this regard.

Another sources told this correspondent that the governor’s letter mentioned about providing security to WC leaders residing outside the designated camp to ensure their safety.

DIMAPUR, NOV 9 (NPN): NPCC has demanded that governor RN Ravi and chief minister Neiphiu Rio should take initiative and direct the contractors involved in fourlaning of Dimapur-Kohima road to finish work in town and village areas like Chumoukedima Police Gate, Kukidulong, Jharnapani, Medziphema, Pherima, Piphima, Sechü, Lalmati and Zubza within this winter season and supervise them.

In a statement, NPCC president K Therie also demanded that National Highways and Infrastructure Development Corporation Limited (NHIDCL) and the contractors must complete the road in the above areas within a given timeframe so that vendors and entrepreneurs can return to their economic activities and citizens breathe fresh air.

tion of the governor, chief minister, NHIDCL and contractors of the four-lane national highway, NPCC stated that while it appreciated the project, the time taken in construction has seriously impacted vendors, entrepreneurs and the people residing near the road.

The party recalled that the State government had refused to pay 100% solatium to people. And when pressed for payment, the government simply replied that the Land Acquisition, Rehabilitation and Resettlement Act, 2013 could not be applied in Nagaland in view of Article 371A. But if it was so, the party said the government should have amended the Nagaland Land (Requisition and Acquisition) Act of 1965 to give benefit to land and property owners.

Exit polls for Bihar to be tested today NEW DELHI/DIMAPUR, NOV 9 (AGENCIES/NPN): November 10 will be a very crucial day for Bihar as the Assembly election results will decide whether Tejashwi Yadav (RJD-led Mahagathbandhan) becomes chief minister or will incumbent Nitish Kumar of the NDA get a fourth term. A majority exit polls released after the third and final round of polls suggest that Tejashwi Yadav-led Mahagathbandhan might have an edge over the NDA. One of the key questions that is being asked is whether Bihar has voted for a young CM. Yadav who turned 31 on November 9.

This election is especially crucial for chief minister Nitish Kumar who is seeking a fourth straight term in office. RJD’s Tejashwi Yadav has turned out to be a huge challenge for the incumbent BJP-JDU alliance in the state with massive crowds in his 215 campaign rallies and most exit polls putting the Mahagathbandhan at an advantageous position to form the next government in the state. Chirag Paswan’s Lok Janshakti Party is fighting the polls alone.

Counting for 2 by-polls in Nagaland today Counting of votes of two by-elections to the 14 Southern Angami-I and 60 Pungro-Kiphire assembly constituencies will commence Tuesday at 8am.

The two assembly seats witnessed a high voter turnout of 89.34%. In the 14 Southern Angami-I by-election, the voter turnout was 84.89% while the turn out for the 60 Pungro-Kiphire by-poll was recorded at 91.57% (tally after the re-poll in two polling stations held on November 7).

Re-poll was held in Singrep polling station 11 and Kipongya Ward A Kiphire Town polling station no. 8, under 60 Pungro-Kiphire assembly bypoll on November 14, 2020.

For the 14 Southern Angami-I seat, the ruling NDPP, heading the PDA coalition will be seeking to retain the seat held by late Vikho-o Yhoshü speaker NLA. Three candidates are contesting the vacant seat-PDA consensus candidate Medo Yhokha(NDPP), NPF candidate Kikovi Kirha and Independent candidate Seyievilie Peter Zashumo. For the 60 Pungro-Kiphire assembly constituency, which fell vacant

after the demise of sitting MLA Torechu of NPF, there are five contestants- Khaseo Anar of the Congress, BJP’s Lirimong Sangtam and Independent candidates-K Shellumthong, T Yangseo Sangtam and Kiusumew Yimchunger.

The seat was a Congress bastion which was later wrested by NPF. This time NPF did not set up its candidate.

CEO’s office informed that a three-tier security arrangement has been put in place at the two counting centres at the respective DC’s complex, officials said.

The counting centres will be disinfected before, during and after the counting. The carrying cases of CUs/VVPATs will also be sanitized before placing over the counting tables. Returning Officers of both the assembly constituencies will regularly upload round wise data and counting trends which will be available at ECI portal https://results.eci.gov.in Meanwhile, counting of votes polled for by-elections to 57 assembly seats in 10 states and one Lok Sabha seat in Bihar will also be held on November 10.

“Pfizer and BioNTech are continuing to accumulate safety data and currently estimate that a median of two months of safety data following the second (and final) dose of the vaccine candidate - the amount of safety data specified by the FDA in its guidance for potential Emergency Use Authorization - will be available by the third week of November,” the statement said.

Based on current projections, the companies expect to produce globally up to 50 million vaccine doses in 2020 and up to 1.3 billion doses in 2021, it added.

The companies also plan to submit data from the full Phase 3 trial for scientific peer-review publication.

KOHIMA, NOV 9 (NPN): Association of Kohima Municipal Wards Panchayat (AKMWP) on Monday began enforcing compulsory wearing of masks under Kohima municipality.

AKMWP president Neibulie Kiewhuo said around 1,900 defaulters were caught moving around

without wearing face masks on the first day, following which the panchayat volunteers advised them to wear the mask everyday when they come out of their residence. While enforcing use of face masks, the volunteers from each ward, including senior leaders, imposed fines on the defaulters, listed their names and compelled to buy mask on the spot for Rs 30.

Kiewhuo hoped that citizens would not like to get embarrassed by being caught by volunteers without face masks, adding that the enforcement would continue until every citizen of Kohima becomes fully aware about the importance of wearing the mask.

Earlier, Kohima Municipal Council (KMC) administrator Kovi Meyase launched the programme in the morning at Old MLA junction.

In his short address, he appreciated AKMWP for taking the initiative of enforcing safety measures in the State capital. He remarked that without the involvement of the community, the State government and its agencies cannot go to every nook and corner of the city to enforce such measures.

Meyase however instructed the volunteers not

to take law into their hands while on duty. “While doing something good, let us not go overboard,” he reminded them.

Acknowledging the wards for their active contribution towards creating awareness about COVID-19 in their localities, the administrator reminded them that until a vaccine is found, the risk and danger would remain.

He hoped that the initiative would make the city safer, even as he reminded the citizens to practise hand washing, maintain social distancing and following the simple therapy of drinking hot water.

In his speech, the AKMWP president reminded everyone that the pandemic was not yet over and expressed concern how netizens were not aware that COVID cases are still increasing.

DIMAPUR: The monthly district planning and development board (DPDB) meeting was held at deputy commissioner conference hall, Wokha on November 9, wherein vice chairman DPDB & DC Wokha, Orenthung Lotha chaired the meeting.

According to DIPR report, Mount Tiyi College (MTC) principal, Libanthung Ngullie presented the activities of the college through powerpoint, where he stated that the college was the only government college in Wokha district, established in 1974 as a private college which initially

provided PU (Arts) course under NEHU. He informed that the college was later upgraded to degree level in 1979 and taken over by the state government in 1987, and affiliated to the Nagaland University in 1995.

He also said that the college was committed to educate the students from all backgrounds, help them explore possibilities, advance knowledge and engage them in self and social growth.

DIMAPUR: An Indian pangolin (an endangered species) was rescued and released into the wild at Logwesunyu village under Tseminyu range on November 8.

A press release by divisional forest officer (DFO) and DMU head, NFMP Kohima, Rajkumar stated that, the Kohima Forest Division (KFD) received information about this nocturnal mammal wan-

dering into the village area of Logwesunyu village on November 7 by village members.

In this regard, the KFD along with Tseminyu range staff rescued the pangolin on November 8, which was then released into the wild in the presence of Tseminyu range staff, village council members and youth members of the village.

Traffic movement resumes between Mizoram, Assam

AIZAWL, NOV 9 (PTI): Movement of vehicles between Mizoram and Assam resumed on Monday with the blockade on National Highway-306 being lifted after 12 days as the border tension between the two Northeastern states eased, officials said.

Mizoram’s Deputy Inspector General of Police (Northern Range) Lalbiakthanga Khiangte told PTI that 23 vehicles have entered the state from Assam with police escort till 4 pm.

Thirty-one vehicles have crossed the border and entered Assam till the evening, while 19 more are on the way to leave Mizoram, he said.

Once all the 50 vehicles cross the Vairengte check- gate to enter Assam, vehicles stranded in Lailapur in Cachar district will be released by the Assam government, he added.

Tripura bans firecrackers during Diwali AGARTALA, NOV 9 (PTI): The Tripura government on Monday issued guidelines, including a ban on bursting of firecrackers, and strict adherence to social distancing norms during Diwali, an official said.

The Department of Science, Technology and Environment, has issued a guideline banning bursting of firecrackers amid the pandemic and said that strict penal measures would be taken against violators.

A guideline issued by Chief Secretary Manoj Kumar said that the state government has also issued restrictions under the Disaster Management Act, 2005, which made social distancing, prohibition of gathering or mela in front of any Kali temple mandatory in the state.

T h e s t a t e g ove r n ment has issued a special guideline on festivities at Tripurasundari Temple at Udaipur city, in Gomati district, where about two lakh devotees gather during Kali Puja every year.

The temple is considered to be one of the 51 Hindu ‘Shakti Peethas’ or holy shrines in the country.

The border dispute between Mizoram and Assam intensified on October 9 when a hut and plantations were destroyed allegedly by officials of Assam’s Karimganj district on a farmland near Thinghlun village in Mizoram’s Mamit district.

The tension further escalated when residents of Vairengte in Mizoram’s Kolasib set on fire several temporary bamboo huts and stalls during a violent clash on the night of October 17. At least seven people from Mizoram and few others from Assam were injured in the clash.

northeast Counting of votes for Mnp assembly by-polls today IMPHAL, NOV 9 (PTI): All arrangements were completed for counting of votes polled in four assembly constituencies of Manipur, where by-elections were held last week, on Tuesday, officials said.

Counting will start at 8 am, officials said.

The by-elections held on November 7 were necessitated after Congress MLAs of the four constituencies - Lilong, WangjingTentha, Saitu and Wangoi - resigned from the assembly and joined the BJP. More than 91 per cent of the 1.35 lakh voters exercised their franchise in the by-polls in which 11 candidates were in the fray.

The ruling BJP has contested in three seats and supported an independent candidate in Lilong, while the Congress has fielded its nominees in all the four constituencies.

In Wangoi seat, the National People’s Party (NPP), a partner of the BJP-led ruling coalition in the state, has fielded its candidate against the Congress and the saffron party.

IMPHAL, NOV 9: Hundreds of Congress supporters organised a protest rally in Manipur’s Kangpokpi district headquarters, highlighting alleged rampant electoral malpractices during November 7 by-polls.

Kangpokpi’s Saitu (ST) seat was among the four Assembly segments where the ECI conducted by-polls on November 7. The counting of votes will commence from Tuesday at 8 a.m.

With strong allegations of rampant electoral malpractices like proxy voting and intimidating voters by armed groups under suspension of operation (SoO) to cast votes in favour of the BJP candidate, the Congress has been pressing to conduct re-polls in as many as 10 polling stations.

Responding to a query, the chief minister expressed confidence that his party would register a big victory in the by-polls held for Assembly segments on November 7, which the counting will be held on Tuesday.

“All these new political developments would strengthen the stability of

the present government,” he said.

The chief minister also appreciated the people of the state for their unstinting support to the government.

On another quer y about the bandh called by some organizations regarding the selection of site for the construction of tribal freedom fighters’ museum, the chief minister clarified that it was a Central government funded project and it was not specifically mentioned in the project details to name the museum after Rani Gaidinliu or construct it in her native village.

However, the state government has no problem to name the museum after her or construct in her native village if the people want it and the Central government permits the same.

Mention may be made that some CSOs based in Tamenglong district were giving a bandh-call in protest against the construction of the proposed museum in Senapati district.

He informed that the state government was communicating with the Central government on the matter. At the same time, he has invited the concerned organizations for talks so that the bandh is suspended at the earliest.

SHILLONG, NOV 9: Meghalaya Chief Minister, Conrad Sangma on Monday said that the Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR) in the state was a socio-economic and health issue.

Expressing “serious concern” over the Maternal Mortality Rate and Infant Mortality Rate (IMR) in the state, Sangma said, “These deaths are consistently taking place, which is sad”.

“The cause of MMR was because 10 percent of the deliveries are teen pregnancies, 30 percent are more than the third delivery below the age of 30 and around 40 percent are unintended of unwarranted pregnancies,” the Chief Minister said in his reply to a calling attention motion moved by Opposition Congress legislator, Himalaya Muktan Shangpliang. “... We realise the need of taking measures in certain areas to decrease it,” Sangma said, even as he underscored that no spacing in births leads to deaths. He also informed the House that there are cases wherein by the age of 19 years, women have three children without any

Sangma further informed the house that the number of maternal deaths in the year 2015 was 211 and in 2016 it was 198, while the number was 197 in 2017 and 164 in 2018, adding that in 2019, the number was 174 and so far this year, the state has registered 61 deaths of mothers during child birth.

On infant deaths in the age group of 0-12 months, he informed that in 2015, the number was 2530, 2427 in 2016, 2512 in 2017, 2074 in 2018, 2574 in 2019 and 889 so far this year.

The Chief Minister also informed the House that an amount of Rs. 350 crore has been approved by the World Bank which will be invested in overall health infrastructure like in Primary Health Centres, Community Health Centres and Sub-Centres.

Sangma informed that among other things the fund from the World Bank will also be invested in information technology systems like facilities for tele-medicines.

The Chief Minister also outlined the features about Meghalaya’s Outcome Oriented Transformation in Health, Nutrition, Education and Rural Development (MOTHER) programme and said that through the use of technology, the government was mapping pregnant women, high risk mothers across the state with specific details about their doctors, dates of expectation and other information.

The Chief Minister also stated that the reason the health department had highlighted the MMR and IMR between April and July this year was because due to the pandemic there was too much focus on COVID-19. “We tried to bring this perspective.

The RO said that as

per the guideline, he had verified the voters’ register, accounts of votes, presiding officers’ dairy and any other complaints received from the sector officers and based on it, he had recommended for counting of the votes without any proposal of re-poll.

He added that it was upto the ECI to decide whether re-poll would be held or not.

However, the Congress candidate objected to the presiding officers’ report of various polling stations by producing the voters’ slips who were denied their franchise rights on the polling day.

After coming out of the DEO office chamber, Lamtinthang Haokip said that despite earnest appeal, the RO outrightly rejected his plea with a strong allegation that the RO acted on behalf and under instruction of chief minister N Biren Singh.

He also urged the government to check teenage pregnancy for future benefit of women in terms of their health.

“Between June and September there have been 56 cases of teenage pregnancy in South West Khasi Hills district alone,” Shangpliang informed.

ITANAGAR, NOV 9 (PTI): Arunachal Pradesh Chief Minister Pema Khandu on Monday formed a panel to monitor the progress of work for upgrading a two-lane highway into a four-lane one, and asked its members to coordinate with the implementing agency to ensure a portion of the road gets ready by March.

Chairing a review meeting of PWD (highway zone) officials, Union Ministry of Road Transport and Highways (MoRTH) representatives and the project contractor, Khandu said the committee, while monitoring the NH-415 project every day, should also liaise with government agencies.

The four-member panel has PWD Chief Engineer (design and planning) Atop Lego, joint secretary to the chief minister, Kangki Darang, officer on special duty (OSD) to Khandu, Lham Tashi, and consultant Pradeep Mehta as members.

Mizoram court sentences man to 20 yrs rigorous imprisonment AIZAWL, NOV 9 (PTI): A man who was angry that a person refused to buy some products from him was on Monday sentenced by a Mizoram district court to 20 years rigorous imprisonment, to be followed by life imprisonment, for murdering five members of the person’s family in 2015.

Terming it as a “rarest of rare” case, Aizawl district additional district and sessions judge of Aizawl district court H T C Lalrinchhana said, the 43-year-old convict had not only stabbed the victims but cut them several times.

According to the verdict, the convict has been sentenced to undergo life imprisonment, under section 302 (punishment for murder) of the Indian Penal Code (IPC), for murdering five members of the family

in January 2015.

The court said that Laltlanchhuaha would initially undergo 20 years rigorous imprisonment for trespassing (section 449 of IPC) and attempt to murder (section 307 of IPC) before the commencement of his life imprisonment.

China building new ‘tunnels’ for HC refuses interim bail to Arnab Goswami winter at border hotspot Doklam

MUMBAI, NOV 9 (PTI): The Bombay High Court on Monday refused to grant interim bail to Republic TV Editor-in-Chief Arnab Goswami and two others in a 2018 case of abetment of suicide of an interior designer.

A division bench of Justices S S Shinde and M S Karnik while rejecting the interim bail pleas of Goswami and the two other accused Feroze Shaikh and Nitish Sarda said “no case has been made out for us (court) to exercise our extraordinary jurisdiction”.

With the high court refusing interim bail to Goswami, his stay at the Taloja jail will be extended.

Goswami and the two others were arrested by Alibaug police in Maharashtra’s Raigad district on November 4 in connection with the suicide of architect-interior designer Anvay Naik and his mother in 2018 over alleged non-payment of dues by companies of the accused.

“Rejection of interim order shall not be construed as an impediment to the petitioners seeking alternate remedies. The observations made in this order rejecting

interim bail are prima facie only,” the high court said in its order.

Goswami on Monday morning filed a bail application in the Alibaug sessions court, his lawyer Gaurav Parkar said.

The sessions court is currently also hearing the revision application filed by the Alibaug police challenging a November 4 order of a magistrate’s court denying them custody of Goswami and the two other accused in the case and remanding the three in judicial custody.

Goswami, Shaikh and Sarda last week filed petitions in the HC challenging

their “illegal arrest” in the case and seeking interim bail.

Apart from interim bail, the petitioners also sought that the HC stay the investigation into the case and quash the FIR against them.

The court will hear their pleas seeking to quash the FIR on December 10.

Goswami was arrested on November 4 from his Lower Parel residence in Mumbai and taken to Alibaug in neighbouring Raigad district.

He and the two other accused were later produced before a magistrate who refused to send them in police custody and remanded them in judicial custody till November 18.

Goswami was initially kept at a local school which is designated as a COVID19 quarantine centre for the Alibaug prison.

He was on Sunday shifted to the Taloja jail in Raigad district after allegedly being found using a mobile phone while in judicial custody, according to police.

In his petition, Goswami alleged that he is being targeted and harassed by the Maharashtra government for his reportage against the state government and Mumbai police on his news channel.

Goswami in his plea seeking interim bail had also alleged that he and his family were assaulted by the police.

His counsels Harish Salve and Aabad Ponda last week argued that the police in 2019 filed a closure report in the abetment of suicide case, and the government and police cannot reopen the case without seeking permission from the magistrate concerned.

Senior counsel Amit Desai, appearing for the state government, had sought dismissal of the pleas seeking interim bail and said the government and police felt there was fresh material and hence, started further probe into the case.

Desai said just because the police filed an ‘A’ Summary report in the case in the past does not mean there cannot be further probe.

NEW DELHI, NOV 9 (AGENCIES): A satellite image accessed by NDTV indicates that China has stepped up its road construction activity in the Doklam plateau to ensure that allweather access is maintained into the region where India and China were involved in a stand-off in 2017.

The August 2019 image here is of an over-ground “tunnel” that shelters part of the key northern access route through the high-altitude Merug La pass. A satellite image from October, seen by this correspondent indicates that Chinese construction workers have extended the length of the “tunnel” on this stretch to 500 metres.

NEW DELHI, NOV 9 (IANS): In the backdrop of protests in various Indian cities by some Muslims following recent Islamist attacks in France and French President Emmanuel Macron’s reaction, a group of 22 former Indian Ambassadors expressed solidarity with the country, saying “India stands with France at this difficult moment”.

The group in a statement also said that they fully support the government of France over its move against terrorist activities by radical Islamists.

The signatories of the group expressed their views in the wake of last month’s attack in the Paris suburb of Conflans-Sainte-Honorine where Samuel Paty, a middle school teacher who’d shown his students caricatures of the Prophet Muhammad, was beheaded.

He was thus transformed from an educator into a national symbol. Paty is the latest of more than 260 French killed in Islamist attacks since 2012.

“The recent brutal terrorist attacks in France by Islamic fundamentalists have implications for all democratic countries based on pluralism and rule of law,” the statement issued on Saturday mentions.

NEW DELHI, NOV 9 (PTI): Union Health Minister Harsh Vardhan reviewed on Monday the COVID-19 situation in 9 states, including West Bengal, Telangana, Andhra Pradesh and Kerala, and expressed concern that the winters and the festive season could potentially threaten the gains made against the viral infection.

Interacting with the state health ministers and principal secretaries or additional chief secretaries of Andhra Pradesh, Assam, West Bengal, Rajasthan, Himachal Pradesh, Telangana, Punjab, Haryana and Kerala, he stressed that India has the highest recovery rate and one of the lowest fatality rate, globally.

Vardhan informed the meeting that of the total active cases in the country, only 0.44% were on ventilator support, 2.47% in ICU and just 4.13% occupied oxygen-supported beds, according to a Health Ministry statement. hen former veteran Congressman-turnedBJP leader and Assam finance, health and education minister Dr.Himanta Biswa Sarma paid a brief one-day visit to Kohima, it was to call on state chief minister Neiphiu Rio. According to media reports, it was not a courtesy call since Sarma was in Kohima on a mission. He reportedly flew to Kohima in a chopper to discuss about getting all legislators and civil society organisations on board as prerequisite to finalising formal agreement for the Naga political issue. In Kohima, Sarma reportedly requested the chief minister to convene a special session of the Nagaland Legislative Assembly to have all party legislators discuss and adopt resolution(s) on the peace process. According to sources, Sarma was tasked by union home minister Amit Shah to get both ruling PDA leader and chief minister Neiphiu Rio and opposition NPF leader T.R.Zeliang jointly endorse the October 15 resolution adopted at the consultative meeting attended by 39 organisations such as civil society, apex tribe representatives, legislators, representatives of political parties , former parliamentarians etc. The October 15 resolutions were unanimously adopted by 206 attendees representing 39 prominent state organisations in sending out one voice for peaceful solution. The NPF stayed away from the October 15 meeting and the absence was conspicuous as it only betrayed a lack of unanimity. Of course, NPF had walked out of the Joint Legislators Forum on August 18 and formally constituted its own forum under Political Affairs Mission(PAM) on August 28. The main complaint of the NPF was over being kept in the dark by the chief minister about meetings held with central leaders and not taking the party’s suggestions besides not holding frequent meetings of JLF. Having made its point, it would have served the party’s primary objective of asking all to “agree to come together’ by setting aside differences in the larger interest of the Nagas. The October 15 consultative meeting, as disclosed by chief minister Neiphiu Rio in his keynote address on the day, was convened at the behest of union home minister Amit Shah. According to media reports, Shah had purportedly advised Zeliang to endorse the October 15 resolutions and also hold a joint meeting of legislators of both PDA and NPF in this regard. As the prime minister Narendra Modi had expressed the desire and determination of the government of India under the NDA, to conclude endless negotiations by October 31 and bring one solution for one issue and one people. The agreement was expected on or before Christmas 2019 and now it is over one year. Since the two main negotiating parties- NSCN(I-M) and WC of NNPGsdiffer on some points; it is only expected that the rest of the Nagas from the politicians, leaders of apex tribes, NGOs and others stand together to catalyse the “coming together” of the two groups. Coming together is through understanding of the need of the day and not necessarily unification. In this regard, the involvement of Sarma in the Naga political affairs is quite unexpected. Perhaps he is only offering his good offices to help. The leaders of political parties, elected by their people, need to seriously ponder over whether they choose to remain paralysed due to ego clashes that invite delays and involvement of others from other states or do what is needed- practise what they preach.

The result is a refined religious lifestyle, and the Spirit of God cannot witness to it because such preaching is in a realm other than His. We must make sure that we are living in such harmony with God that as we proclaim His truth He can create in others those things which He alone can do.

When we say, “What a wonderful personality, what a fascinating person, and what wonderful insight!” then what opportunity does the gospel of God have through all of that? It cannot get through, because the attraction is to the messenger and not the message. If a person attracts through his personality, that becomes his appeal. If, however, he is identified with the Lord Himself, then the appeal becomes what Jesus Christ can do. The danger is to glory in men, yet Jesus says we are to lift up only Him (see John 12:32).

he Government of India Pollution Control Board has categorised all industries based on a Pollution Index, which calculates the effect they have on water, air and land and the health of people. Red, Orange, Green and White.

Red category industries include slaughterhouses, hazardous chemical industries and firecracker factories. They are the most polluting. The Red and Orange Category Industries need to meet stringent minimum standards for operation and waste disposal. They get a Consent to Establish, as well as Consent to Operate, only after detailed inspections by the Pollution Control Board, and these are renewed constantly. Any violation of the Guidelines attracts heavy penalties as Environmental Compensation.

Each categor y be low Red has less and less norms to follow, and their monitoring is easy – and in some cases almost absent.

The Animal Husbandry department has no process of inspection and hardly any inspectors. In any case the inspectors don’t know what to look for, as they are mostly illiterate flatfeet who have never been asked to read any law, or given any forms to fill out. So, even if they go to a poultry or a dairy they have no idea of what to do. They simply take their hafta and go away. The Animal Husbandry department’s mandate is simply to increase the number of animals, without any method to regulate the damage they do.

A poultry or a dairy doesn’t need any consent to set up wherever they want. The dairy simply came under the Municipal Corporation

Act, which has no power to regulate pollution by fining it under Environmental Compensation.

The result has been a large scale pollution of our land and water by these two industries. The hens are kept in small cages one on top of the other and faeces from the top layer dips into all the layers below. These are called battery cages.

The germ filled faeces in the battery cages become poisonous for both, bird and man, an environmental and a health hazard for both people and the birds. In order to keep these birds alive in such intensive and filthy environs, the poultry farm owners regularly administer antibiotics. Dairies use antibiotics and hormones (the poultries alone use 70% of all the antibiotics in the country) illegally, as well as the water, and faeces run-off makes sure that all the lands and water around get huge doses of it.

Consequently, every human, vegetarian or non vegetarian, becomes immune to all medicine. Hormonal imbalances lead to cancer. Both industries create methane which creates a heat wave locally. Due to the filthy conditions of both, dairies and poultries, millions of flies are bred and these, and the smell of these establishments, make it difficult for anyone to live for miles around. There is no method of disposal of the dead bodies and these are simply thrown into nearby water bodies, or left in piles on common land. Despite every indicator that these industries are extremely harmful and should be in the category of Red or Orange, the Poultry Industry was classified as a Green Category Industry and Dairy Industry as Orange/Green depending on the size of the industry. Both Green and White categories get away with little or no regulation or monitoring.

Earlier, the Central Pollution Control Board exempted poultry farms upto 1 lakh birds from any regulation and even the ones where more than a lakh birds were crammed, were classified as a Green Industry.

Finally someone had to challenge this. Gauri Maulekhi of People for Animals and advocate NG Jayasimha challenged this categorization in The National Green Tribunal. Gauri has worked for years on poultry issues and has found it one of the most cruel industries on earth. She is leading the fight to bring reforms into this breeding and slaughter industry. The petitioners contended that poultry farms and dairy farms, where animals and birds are crammed into tiny spaces for profit maximisation, actually have huge hidden costs

in terms of environmental damage and public health impact. Unfortunately, there was no law in India till now to regulate these Industrial establishments, which get away by misleadingly calling themselves “farms”.

In September 2020 the NGT ruled that all dairies have to be made into Orange immediately, and poultries can no longer be under the Green Category.

Any place where more than 5,000 poultry birds or any number of cattle are kept for the industrial production of eggs, meat or milk, will have to follow minimum standards prescribed by the Central Pollution Control Board, which now has to make the rules – for the first time !

most pressing environmental problems - global warming, land degradation, air and water pollution, and loss of biodiversity. Such unsustainable animal husbandry practices violate The Environment Protection Act, 1986, Water (Prevention & Control of Pollution) Act, 1974 and The Air (Prevention and Control of Pollution) Act, 1981.

The Tribunal took into account research conducted by the National Environmental Engineering Research Institute, the most respected environmental research organization in India, which said “Poultry production is associated with a variety of environmental pollutants, including oxygen-demanding substances, ammonia, solids and, besides, the poultry attracts flies, rodents, dogs and other pests that create local nuisances and carry diseases. Poor management of manure, litter and waste water etc. adversely affects the living in the vicinity. Odour is generated from fresh and decomposed waste products such as manures, carcasses, feathers and bedding litter. Furthermore, intensive poultry production may be responsible for greenhouse gasses, acidification and eutrophication.”

Besides being extremely harsh on the animals, the poultry and dairy establishments are hugely polluting.

Pests, such as flies, ticks, lice, mites, maggots, are routinely attracted to poultry farms.

There is an intense odour that emanates from these farms which affects the entire neighbourhood and is a blatant nuisance. Hundreds of complaints poured in from residents, who stay in

the vicinity of such farms, when the matter was being heard in Court. Dairy farms are the single biggest reason for areas in Delhi to get flooded during the lightest of rains. The storm drains are clogged by the illegal dung disposal from 10 huge dairy colonies where buffaloes are housed in basements, first, second and third floors. These animals are treated like milk machines and tied with a two foot chain for their entire lives.

Due to lack of sunlight and exercise, they develop fungal infections and their hides turn pink. They only get to walk a few steps - on the day that they are being taken for slaughter.

It is the duty of every citizen of India to contribute to both, preserving the environment and preventing abuse of animals. If there is a dairy or a poultry farm in your neighbourhood, please enquire if they have obtained Consent to Establish and Consent to Operate from the State Pollution Control Board. If not, write to the Regional Officer State Pollution Control Board and ensure that such establishments meet the minimum standards for solid and liquid waste disposal, bio waste disposal, density of animals, hygiene requirement in the facility. This will ensure that our groundwater, the air we breathe and the products we consume are not corrupted by contaminants, pesticides, antibiotics, and deadly pathogens. New Delhi, Nov 9 (PTI): Seventy-nine per cent of the 45,903 new COVID19 cases are from 10 states and UTs, with Delhi overtaking Maharashtra and Kerala by reporting 7,745 infections in a span of 24 hours to become the largest contributor to the single-day infections, the Union Health Ministry said on Monday.

Delhi had earlier overtaken Maharashtra and Kerala on November 7 also.

The city has reported the highest daily new cases, also its highest tally so far with 7,745 new cases. The national capital is followed

by Maharashtra with 5,585 cases and Kerala with 5,585 cases, the ministry said.

JAMMU, NOV 9 (PTI): PDP chief Mehbooba Mufti on Monday asserted that she will hold the tricolour and the flag of the erstwhile state of Jammu and Kashmir together, saying as an MLA she had reaffirmed her faith in the J-K Constitution and the sovereignty and integrity of India as both are inseparable.

NGT bans firecrackers in places where air quality is “poor” NEW DELHI, NOV 9 (AGENCIES): The National Green Tribunal (NGT) on Monday directed that there would be a total ban on sale or use of all kinds of firecrackers between November 10 and 30 in all cities and towns across the country where the average ambient air quality in November fell under the ‘poor’ and above category.

A Bench headed by NGT Chairperson Justice Adarsh Kumar Goel also directed that in places where the ambient air quality fell under the ‘moderate’ or below category, only green crackers would be permitted to be sold and timings restricted to two hours for bursting of crackers. The panel specified that data from November 2019 would be calculated to ascertain the average ambient air quality for both the instances.img The Tribunal in its order noted that several States had prohibited the sale and use of firecrackers to protect vulnerable groups such as the elderly, children, persons with co-morbidities among others. Proposal for upgrading Mangkolemba sub-division to district

WASHINGTON/WILMINGTON, Del., NOV 9 (AGENCIES): Presidentelect Joe Biden will convene a coronavirus task force on Monday to examine the No. 1 problem confronting him when he takes office in January, while President Donald Trump pursues several longshot gambits to hold on to his job.

Biden is due to meet with an advisory board cochaired by former Surgeon General Vivek Murthy, former Food and Drug Administration Commissioner David Kessler and Yale University Associate Professor Marcella Nunez-Smith to examine how best to tame a pandemic that has killed more than 237,000 Americans.

The Democratic former vice president will then give remarks in Wilmington, Delaware, about his plans for tackling COVID-19 and rebuilding the economy.

“Dealing with the coronavirus pandemic is one of the most important battles our administration will face, and I will be informed by science and by experts,” Biden said in a statement on Monday. The group of scientists and experts will liaise with local and state officials

Tropical storm Eta makes landfall in Florida

MIAMI, NOV 9 (IANS): After leaving a trail of destruction and killing at least 100 people in Central America, tropical storm Eta has made landfall in the US state of Florida, bringing with it heavy rain and strong winds.

Eta made landfall late Sunday night in the state’s Lower Matecumbe Key, the BBC quoted the National Hurricane Centre (NHC) as saying in its latest update

on Monday. In the update, the NHC warned that Eta would bring “strong winds, heavy rains and dangerous storm surge” over parts of South Florida and Florida Keys. The storm had brought maximum sustained winds of 100km/h, was moving at around 22km/h and is forecast to become a hurricane as it moves over the southeastern Gulf of Mexico.

When pointed out that China is one of the few countries which has not yet made a statement on the US presidential election results, Chinese Foreign Ministry spokesman Wang Wenbin said: “We have noticed that Biden declared he is the winner of the election”.

“Our understanding is that the outcome of the election will be determined in accordance with US laws and procedures,” he said.

Asked when will China make its statement or will it wait until President Donald Trump makes his stand clear, Wang said: “We will follow international customary practices”.

China is among a handful of major countries including Russia and Mexico that have not congratulated the President-elect.

Bangladesh makes masks mandatory in places of worship

DHAKA, NOV 9 (IANS): The Bangladesh government has made wearing masks at all places of worship across the country mandatory in a bid to stem the spread of the Covid-19 pandemic.

On Sunday, the Religious Affairs Ministry issued a notice after the number of confirmed coronavirus cases in the country reached 420,238, while the death toll stood at 6,067,

reports the Dhaka Tribune newspaper.

The Ministry has issued such notices at different times making it compulsory to wear masks at all religious sites, it said.

But it is a matter of great concern that the people have recently slackened in their use of masks, it said.

“So, fresh instructions have been issued to ensure social distancing, proper

health guidelines, and the wearing of masks at religious sites,” the notice said.

It added that all places of worship including mosques, temples, and churches have been requested to announce the directives regularly through their loudspeakers or megaphones.

“Instr uctions have been given at all levels, to all of our institutions, social, organizational or formal institutions, that no mask, no service. Masks must be used in all institutions, haats, markets, shopping malls, schools, and social and religious gatherings.

“We’ve made it compulsory,” the Dhaka Tribune quoted Cabinet Secretary Khandker Anwarul Islam as saying to reporters at a briefing on Sunday.

On October 25, the government had decided to deny services to those seeking them without wearing a mask.

he Narcotics Control Bureau (NCB) on Monday carried out a search at the residence of actor Arjun Rampal here as part of it probe into alleged drug use in Bollywood and also asked him to appear before the agency on November 11, a police official said.

Electronic gadgets were seized during the search at the house of the 47-year-old actor in suburban Mumbai, he said.

According to NCB sources, summons was also issued to Rampal, asking him to appear before the drug law enforcement agency on November 11.

The search at the residence of the model-turnedactor came a day after the NCB arrested Bollywood producer Firoz Nadiadwala’s wife after ganja was allegedly found at their residence in suburban Juhu.

NCB Mumbai zonal director Sameer Wankhede told PTI on Sunday that Firoz Nadiadwala was summoned by the anti-drugs agency earlier in the day, but he failed to appear.

“We have arrested Firoz Nadiadwala’s wife under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Further investigation is on,” he had said.

On Sunday, a team of NCB sleuths searched the residence of the Nadiadwalas and seized 10 grams of ganja, officials said, adding the contraband was procured from one Wahid Abdul Kadir Sheikh alias Sultan who was arrested earlier.

stronomers have revealed that large asteroid named ‘Apophis’ expected to pass extremely close or may hit the Earth in 2068 due to a phenomenon called Yarkovsky effect.

Researchers at University of Hawaii Institute for Astronomy (IfA) in the US, have announced the detection of Yarkovsky acceleration on the nearEarth asteroid Apophis.

This acceleration arises from an extremely weak force on an object due to non-uniform thermal radiation.

This force is particularly important for the asteroid Apophis, as it affects the probability of an Earth impact in 2068, the astronomers said.

“All asteroids need to reradiate as heat the energy they absorb from sunlight in order to maintain thermal equilibrium, a process that slightly changes the orbit of the asteroid,” they wrote.

Prior to the detection of Yarkovsky acceleration on Apophis, astronomers had concluded that a potential impact with Earth in 2068 was impossible.

means that the 2068 impact scenario is still a possibility.

Apophis is noteworthy because of its extremely close approach to the Earth on April 13, 2029, when the 300 metre-sized asteroid will become visible to the unaided eye as it passes within the belt of communications satellites orbiting the Earth.

The new observations we obtained with the Subaru telescope earlier this year were good enough to reveal the Yarkovsky acceleration of Apophis.

It shows that the asteroid is drifting away from a purely gravitational orbit by about 170 metres per year, which is enough to keep the 2068 impact scenario in play.

Further observations to refine the amplitude of

the Yarkovksy effect and how it affects Apophis’ orbit are underway.

Astronomers will know well before 2068 if there is any chance of an impact.

Their study was presented at the 2020 virtual meeting of the Division for Planetary Sciences of the American Astronomical Society.

Earlier in August, SpaceX CEO Elon Musk had also predicted that huge asteroid Apophis will eventually hit the humanity and there will be no way out.

“Rather than present a diluted version of the festival we love, which would also put fans at risk, we feel we have no other option but to cancel the 2021 edition.

However, ‘Be There, Be Free’ continues to embody the spirit of the festival and we will look to the future, knowing we have to make up for lost ground and create a larger than life fiesta next time around, at India’s most-loved multi-genre music festival,” said Nikhil Chinapa, festival curator.

Postponing th festival next year has become necessary. “As we were preparing to unite our SuperFam for an electrifying eighth edition of Vh1 Supersonic, we’ve had to stop and take stock of where the world stands with respect to Covid 19. Several countries are going into a second lockdown, international air travel is restricted and there is still no news of when a viable vaccine will be available to the public,” Chinapa explained.

“Our decision to cancel the festival in 2021 and push it to 2022 has come due to the global uncertainty of the ongoing pandemic. Our primary responsibility is to ensure the safety of our festival-goers and taking that

into consideration, we have decided to cancel the 2021 edition. In the meantime, we are leaving you all with the promise that we will be back bigger and better in 2022,” said Mahesh Shetty of Viacom18.

VA L E N C I A , N OV 9 (AGENCIES): Real Madrid were thrashed 4-1 at struggling Valencia on Sunday as Carlos Soler scored a hat-trick of penalties to raise further doubts over La Liga’s reigning champions.

Madrid took the lead through Karim Benzema but presented Valencia with four gifts at Mestalla, including three spot-kicks and an own-goal scored by Raphael Varane, to fall to another surprise defeat.
