said he was surprised to see the Tizit-Mon road condition. He said “travelling from Tizit to Mon is revealing about the basic infrastructure deficiency of the Eastern Nagaland” and expressed pain and sympathy with the people of the area. Garg said he was informed that the said road was handed over to the Centre since April 2016. In this regard, Garg assured that he would talk with the concerned authorities at the Centre for the improvement of the road from Tizit to Longwa. He said ENPO has dynamic and persistent leaders, adding that due to which he was compelled to continuously meet them in the past year and make this visit to get the first-hand knowledge on the situation of the ENPO area. Garg said he has seen, heard and understood the aspiration of the people of ENPO that the area has lesser resource and people of the area, scattered by border demarcation, have the feeling of being discriminated. He assured that the centre was aware of the problem and would do whatever was possible to resolve and en-
sure that the people get their rightful due. “Everybody has the right to develop to the best of his/her capacity”, he added. Speaking on behalf of Konyak and Phom community, various speakers highlighted the historical background of the merger of present ENPO Area with the Union of the Republic of India. They reminded that the people of the area had joined the Indian Union in good faith and with the hope that the Area will be developed. However, they lamented that even after more than 50 years of merger, the area was lagging behind in every aspect. The speakers accused the state government of giving step motherly treatment to the people of the area. Despite having representatives in the Nagaland Legislative Assembly, some of the speakers alleged that those representatives were helpless and were like handicapped as there were no ENPO bureaucrats to guide them. They went on to allege that some bureaucrats even mislead the representatives of ENPO area. One of the speakers, a
93-year-old man, Meiwang Konyak (retired DB), who is one of the oldest men in the district, became emotional when he expressed his desire to see the achievement of Frontier Nagaland before he die. Also, speaking at the rally, ENPO advisor, Toshi Wangtun, said “while the sun has risen to mid-noon, to see the light of freedom, liberty and development” for the rest of the countrymen, in Eastern Nagaland the people were yet to see the freedom and development; freedom from oppression, suppression and denial. “We are yet to see freedom from poverty, political oppression thread and insecurity,” he added. Wangtun said having no hope and no future at this pace, the ENPO, with all seriousness and sincerity, had therefore taken this extreme step of demanding separate statehood. Some of the speakers also warned that the people would continue to fight and demand for separate statehood and could even create “constitutional crisis” until the demand for ‘Frontier Nagaland’ was met.
Territorial integration a legitimate aspiration: Ravi Tinakali Sümi
NEW DELHI, NOV 12 (NPN): Government of India’s Interlocutor to the Naga Talks, R. N. Ravi, said that Nagas’ demand for territorial integration was a “legitimate aspiration” which was not opposed by the government of India but which should be pursued through a “democratic process”. Ravi said this at an interview to Nagaland Post when asked whether the Government of India and NSCN (I-M) have come to a certain understanding with regard to the latter’s demand for territorial integration. The Interlocutor reiterated that the demand was “legitimate because this aspiration has been articulated since long and not since the cease-fire.” Ravi however said the “unfortunate reality of today” was that there was no “sincere conversation” between the Nagas and their neighbours. He said there was a “huge trust deficit” between the neighbours because of “mutual misunderstanding”. Ravi said the problem could be overcome only through a process of (Cont’d on p-7) honest conversation in the
essence of a democratic process. Elaborating on “democratic process”, he said it was a universal principle of conflict resolution through dialogue instead of violence. In a dialogue, he said, each side tried to understand the other’s perspective and made efforts to reach a common understanding. Without a process of dialogue each side remains trapped in its own position and prejudices, Ravi added. Asked when was it likely for the two parties to arrive at an early agreement, Ravi said the “Framework Agreement” was the agreement on the fundamental principles of togetherness. He said the next step would be the final agreement within the Framework, saying “final Agreement is a matter of elaborate details and we are moving fast to work that out.” Asserting that one could choose one’s friend but not neighbours, Ravi said in the interest of enduring peace and happiness it was important that “ a solution to Naga issues which has impact on the neighbours should be duely sensitive to be neighbours perspective as well.”
MON/TUENSANG, NOV 12 (NPN): Continuing with the demand for ‘Frontier Nagaland’, the Eastern Nagaland People’s Organisation (ENPO) on Saturday organised a mass public rally in Mon and Tuensang. In Mon, people from all walks of life, young and old, from towns and villages and even from Myanmar gathered at Local Ground,
Mon town, holding banners and placards, some of which read “We are excluded in all front”, “Too little too late ‘except frontier Nagaland’”, “give us what is due to us”, “we are not demanding what is not ours, we are demanding what is right to us” etc. Addressing the mammoth gathering, Ministry of Home joint secretary (in charge of North East), Satyendra Garg, who was here on the invitation of ENPO,

NEW DELHI, NOV 12 (NPN): The withdrawal of currency notes of the denomination of Rs 500 and Rs 1,000 has adversely affected the massive trucking industry, forcing almost all truckers across the country, under the banner of All-India Motor Transport Congress (AIMTC), to stay off the roads. While not denying that the demonetization was to fight against black money, AIMTC however said the road transport fraternity of India is facing the worst crisis. AIMTC said that the limit of Rs.10000 withdrawal per day and maximum Rs. 20,000 per week is minuscule and has paralyzed the transport business, which would in turn affect every individual of this country. The supply of essential commodities like milk, veg-
etables, fruits, medicines and food items would be affected with immediate effect. “With acute liquidity and financial crunch, the transportation services (both cargo and passenger segment) in the country are poised to come to a standstill,” AIMTC cautioned. AIMTC had stated that the union established since 1936, had been representing the interest of over 90 lakh truckers and around 50 lakh buses, cabs and tourist taxis. However, the union said 70% of all the expenses a trucker incurs when cargo is being transported from one city to another are paid in cash like-fuel, toll, food for the drivers and helpers and overhead expenses like repairs etc. The union further pointed out that almost all the transactions for toll, fuel and the like were done with Rs 500 or Rs 1000 notes. But with the sudden blanket ban, AIMTC said over 20 crore
people directly and indirectly associated with the transport sector has been affected. One of the member said, far-flung places like the North Eastern states would be the most affected as most transporters that ferry essential commodities would not like to take the risk. According to report, Malkit Singh Bal of the AIMTC said since early Wednesday morning, almost 90 per cent of cargo being transported nationwide had ground to a halt. “This includes goods for time-bound shipments for export from ports, perishable goods, import containers ports and essential items. It is an unprecedented situation,” he said. Singh said that even the order to allow only Rs 10,000 as maximum withdrawal from banks every day is going to hit the industry. “The much-touted e-toll system has also failed,” he said.
NEW DELHI, NOV 12 (IANS): Finance Minister Arun Jaitley said that it will take two-three weeks to recalibrate the ATMs across the country for the new notes. “It will be a slow process. Such a big cash replacement cannot happen in a mechanical way overnight,” he said. Jaitley was addressing the media after an emergency meet with bank heads in New Delhi. At the meeting, he said around Rs. 2 lakh crore has been deposited till 12.15 pm on Saturday in banks across the country, following the demonetisation of Rs. 500 and Rs. 1,000 notes. “The largest banker in the country State Bank of India (SBI) saw deposits of Rs. 47,868 crore till Saturday afternoon,” Jaitley said while briefing the media here. Giving an indication of the process being long-drawn before things return to normal, he said: “It is a massive operation which has just started. How big will it become, it can be estimated only on basis of these illustrative figures.” He said that Rs. 14 lakh crore is in circulation in the economy in high denomination notes, though it remains to be seen how much of it comes back into the banking system. The Finance Min-
ister said that it was to maintain secrecy that the two lakh ATM machines of the country were not recalibrated in advance. Jaitley also said that despite allegations by opposition parties that there was a spike in bank deposits prior to the demonetisation announcement, no such spike has been seen in any month, except September 2016. “That month the increase was because of money released on account of the Seventh Pay Commission payments,” he said, adding that therefore there was no substance in the allegations that information about demonetisation was leaked. He reassured people that there is sufficient time till December 30 for people to deposit the demonetised notes. “We are constantly monitoring the cash crunch prevailing. Finance Ministry is constantly in contact with the RBI over the issue. In the short run there may be some disruptions, but in the long run it is good for the economy,” he said. Jaitley said that there will be no exemptions to any section of the society on the basis of pleas like large traders and wholesalers need huge amounts of cash for transactions.

Now, flying may cost more from December 1 PM warns of further action against black money NEW DELHI, NOV 12 (AGENCIES): Starting December 1, air-travel is set to become slightly more expensive. With the government finally announcing its decision to levy an amount ranging from Rs 7,500 to Rs 8,500 on each domestic flight departure on major routes to fund its Regional Connectivity Scheme (RCS), airlines are expected to pass on the levy to passengers. According to civil aviation ministry officials, the levy on airlines operating on major routes, if passed on to passengers, will result in an increase of about Rs 60 to Rs 70 per ticket. Other estimates put the additional burden on each passenger at Rs 100. The price of tickets will go up depending on the number of seats in that particular flight. Many airlines are reportedly unhappy with the government’s move and had earlier opposed the proposal for the levy. But the government went ahead to realise
the Regional Cennectivity Scheme that seeks to make flying more affordable for the masses flying to smaller towns and rural areas, thereby stimulating demand in the aviation sector nation-wide. The RCS was re-christened last month and is now popularly known as UDAN — Ude Desh ka Aam Naagrik (May the common citizen fly). The government has created a Regional Connectivity Fund (RCF) to which the levy will be credited. “The amount collected as RCF will be used to provide financial support to airlines (operating on the RCS routes) in the form of Viability Gap Funding (VGF) for operations under the scheme,” the Civil aviation ministry said on Friday. The government estimates that with the levy it will have Rs 400 crore per annum for RCF. “On top of that, another 20 per cent (funding) will come from state governments. We are roughly looking at around Rs 500
crore per year available in the kitty,” Civil aviation secretary R.N. Choubey said. The RCS is to be financed by both the Centre and the states. About 80 per cent of the cost will be borne by the Centre and the rest 20 per cent by the respective states except in the North Eastern states where the Centre will contribute 90 per cent and the NE states the remaining 10 per cent. The 80 per cent contribution by the Centre (or 90 per cent in the Northeast) will essentially be the money collected as levy. Till now, 19 states have either signed or given their consent for the UDAN scheme. Choubey, explaining the details of the levy, said, “The levy for up to 1,000 kilometre length of scheduled flight will be Rs 7,500 per flight, Rs 8,000 for a 1,000-1,500 kilometre flight and Rs 8,500 for flights above 1,500 kilometre.” It will be applicable only on scheduled domestic flights
operating on major routes and excludes regional flights, he said. He was speaking at a stakeholders’ conference and pre-bid meeting on implementation of the UDAN, whose final contours were unveiled last month. He said that even if the levy burden is passed on to customers, the air fares will not go up significantly. The Modi government had last month unveiled the finalised version of its ambitious RCS or UDAN — wherein air-fares have been capped at Rs 2,500 for a onehour flight (476 to 525 km) and a maximum of Rs 3,500 for a distance of 800 km and beyond for 50 per cent of seats on flights from an “unserved” or “underserved” airport to another or to a major airport. The distances covered under the scheme range from 151 km to 800 km and above and the fare caps vary accordingly.
KOBE, NOV 12 (PTI): Prime Minister Narendra Modi on Saturday warned of further action against those with black money once the December 30 deadline expires for disclosing demonetised notes, saying they will have to “pay for” unaccounted cash. At the same time, he said honest people have nothing to fear from the government. He also made a veiled attack on the Opposition, saying a section of the people was “egging” others to speak against him on the scheme. “I want to tell the people again and again that the government will do everything to protect the honest. But the dishonest beware, I will make you pay for it,” he said addressing the Indian community here at a reception before winding up his three-day visit to Japan. In a speech laced with barbs and humour, Modi said opportunities were given to those with black money to come clean. “It is not as though opportunity was not given. Then also if you feel that it will be business as usual, I cannot be faulted. “After December 30 scheme (the last date for depositing demonetised notes) if you feel that there will be no action, there is no guarantee that something new will not be introduced to pun-
ish you (thikane lagane ke liye),” Modi said. Referring to his November 8 announcement cancelling the legal tender status of Rs 500 and Rs 1,000 notes, Modi said the government had not done it all of a sudden. The government, he said, had earlier brought out schemes for declaration of black money, the first of which fetched Rs 67,000 crores. “Even then people said Modi has failed. In the last two years a sum of Rs 1.25 lakh crores has been unearthed,” he said. Modi said what the government has done was not to harass anybody. “Difficulties have been there. I have given 50 days time for people to go and deposit their honest money. But I make it clear, that if anything unaccounted comes up, then I will dig the records since Independence. “I will deploy as many people as required for this. Honest people will not face any problem. No one will be spared. Those who know me, they are intelligent as well... They think it is better to offer it to the Ganges than put it in banks... people would refuse to put even 25 paise into the Ganges,” Modi said. He was referring to reports of the demonetised Rs 500 and Rs 1,000 notes dumped into the river. K Y M C

Pangnyu Phom as chief guest and editor-in-chief Nagaland Post, Geoffrey Yaden as guest of honour. Speaking on the occasion, Pangnyu stated the occasion should be celebrated with a purpose. He remarked that retrospection of the past, introspection of the present, and speculation for the future should be the purpose of the occasion. Pangnyu also called upon the student body to adopt prospective positive resolutions during the celebration. In his message, the minister exhorted the students to be humble- a quality which, he said, was essential for success. He urged upon the students to be sincere, dedicated, and determined in everything they do adding that all educated persons won’t get government jobs but with these qualities

success would follow in any field. The chief guest further appealed to the Phom student community in Dimapur to contribute towards development of their villages back home. Also speaking on the occasion, editor-in-chief Nagaland Post, Geoffrey Yaden noted that attaining 25 years was a historic occasion-a milestone. He however reminded that even 50 years could be attained by sitting and doing little and would be unfruitful in the absence of any progress. Yaden also mentioned that values and traditions in Naga society had undergone drastic change since Nagaland attained statehood in 1963. He reminisced about how the Naga
pioneers in the political and administrative fields gave their everything even if most did not possess high educational qualification. He said Nagas in the early decades lived in harmony as they upheld traditional values of integrity, humility, unity, hard work and self-reliance. He also exhorted the students that the path to achieving big dreams was through small and humble beginnings pursued with discipline, dedication, and perseverance. However, he lamented that despite modernity today Nagas were living in an utter state of dependency. “We’ve lost the spirit of independence,” he said and in this regard called for a transformation from being dependent to being

Counter-blockade imposed in Imphal
Correspondent
IMPHAL, Nov 12: Even as around a dozen Union ministers had visited the poll-bound state of Manipur, none of them said a word on the ongoing economic blockade that has hit the people hard. The economic blockade imposed by the UNC has entered its 12th day on Saturday. Not only petroleum products but the state is also facing acute scarcity of essential commodities. Since the commencement of the economic blockade on the national highways on November 1 last, as many as 11 Union ministers including cabinet ministers have visited the state. Today itself three Union ministers including Meneka Gandhi, JP Nadda and Prakash Javedkar had left Imphal concluding their two-day visits in the state. However, none of
them talked about the ongoing economic blockade that has put the people at the limit of their woes. Union ministers’ silence over the suffering of the people coupled with Ibobi government remaining like a silent spectators has fumed a section of people in the valley who started imposing countereconomic blockade from today (Saturday). Alleging that United Naga Council (UNC) sponsored economic blockade has triggered artificial scarcity of essential commodities in the state, a large number of people, particularly womenfolk came out on the streets and prevented hill-bound vehicles from transporting goods to the hill areas. They took to the streets at various places and dragged down goods from the hill-bound vehicles, particularly Senapati and Ukhrul bound vehicles asking the goods owners
not to take the goods home until the ongoing economic blockade has ended. Dozens of women came out in the ImphalUkhrul road at Khurai area in Imphal east district to intercept vehicles. They allowed the vehicles to proceed but after off-loading their goods. They convinced the owners that the goods they collected will be handed over to the owners once the economic blockade is over. They later clarified that their stir was not directed towards any particular tribe or community. “Our stand is clear. Since people in the valley are denied everything the hill-dwellers should also feel the pinch,” they said. A woman leader strongly criticised the Central and state governments for remaining silent over the matter (economic blockade) even as people are suffering a lot owing to non-availability of essential
commodities. “Ministers from Delhi are flocking in the state but none of them talk about the ongoing economic blockade. We the people here are suffering and they were talking about their votes,” she lamented. She further blamed the Ibobi government for remaining as silent spectator and doing nothing to relief the people from the woes. At parking lot at Khuyathong area of Imphal West district also a large number of womenfolk and youths came out and conducted checks at the hill-bound vehicles parked there. Meanwhile, Committee of Civil Societies Kangleipak (CCSK), in a statement issued to the media today, warned that any untoward outcome due to the prolonged imposition of the economic blockade would be the sole responsibility of the government.

Demonetisation, BJP’s political gimmick: PRJA Correspondent
IMPHAL, Nov 12: Human right activist turned politician Irom Sharmila’s Peoples Resurgence and Justice Alliance (PRJA) Saturday came down heavily on Narendra Modi demonetization Rs 500 and Rs 1000 currency notes. Modi government’s measures intended to hit those people with black money is giving hard time to the common people as no appropriate measures was taken up, a statement of the PRJA stated. It was nothing but another political gimmick for the upcoming assembly election to five states including Manipur, the statement signed by convener of the party Erendro Leichombam stated. “The BJP has been saddled with the intent of showing that they are doing something to tackle Black Money,” Erendro
stated in the statement. The party lambasted that the measure (demonetizing 500 and 1000 notes) was without appropriate measures on the ground and without really hitting those with ‘black money’ in foreign shores. The measure was merely a political side show to dupe the people into believing that BJP is the crusader of anticorruption and “anti-Black Money,” the statement maintained. “The reality is that this overnight demonetizing of the currency hurts the common people, small business owners, rickshaw pullers, auto-rickshaw drivers, and many daily wage earners who rely exclusively on cash transactions in Manipur,” it stated. The inconvenience caused was widespread, it said adding “today we see long lines in every bank, and shops and pharmacies
Khandu while appreciating Devi Energy stated that the firm has set an example for others to emulate. “The quality of work undertaken is of optimum level and the pace in which the construction is progressing, I am sure this project will see the light of day before scheduled date”. Khandu, meanwhile, reiterated that hydro power development will not be imposed on the people. General consensus will be taken on the pros and cons of any project with special focus on environmental and cultural impact, he affirmed. Earlier in the day, the Chief minister while addressing a public gathering called for team work to address development issues. He categorically asked all and sundry to shed away differences and work in unison to bring in real development in the area. Kahndu lauded the Shertukpens for bringing in a revolution in horticulture and education sector and upholding the rich cultural heritage of the area.
have pulled their shutters down. This will continue for days, if not months.” In the rural areas, banks have complained that the new currency notes have not reached their branches thereby creating panic and frustration. “It was a bold decision but one that really does not suit the purpose it said it will. The move had proved BJP’s anti-people policy to score political points, which has been implemented inefficiently and without proper preparations”, the PRJA lamented. The demonetization will leave big players untouched as their “Black Money” would be stashed away as immovable assets, Gold, or in Swiss Banks, or in foreign currencies—Dollars, Yens, Pound Sterlings etc. In its desperation to hit a “sixer in the final over,” the BJP government has exposed itself as the party of big corporate houses,
the statement alleged. PRJA believes that demonetizing currencies in such a manner as totally anti-people. “We find the BJP Government’s act as totally irresponsible since they did not consider the people’s tremendous hardship before they played politics with the economy’s most important medium of exchange—the currency,” PRJA stated. While stating that BJP has literally choked the economy by leaving business activities in a stand still condition, PRJA said that the party is committed to fighting against corruption but this act of demonetization has fed only frustration, inconvenience, and hardships in the lives of the common man. The statement went on to allege that BJP, as a party, will play all it takes to make a point while neglecting the needs of the common people.

Politicians trade barbs as cashless public suffers NEW DELHI, NOV 12 (AGENCIES): By launching a scathing attack on Prime Minister Narendra Modi’s surprise step to demonetize Rs 500 and Rs 1,000 currency notes, Delhi CM Arvind Kejriwal has generated fresh ripples in the political waters of the country. Most importantly, Kejriwal has stolen a march over other Opposition parties by raising serious questions against the demonetization move, even though it appears to be an attempt to gain political mileage out of growing resentment amongst people due to unavailability of cash at ATMs across the country, even four days after the PM’s announcement. Act against ‘big and powerful’ corrupt not ‘aam aadmi’: Kejriwal to Modi Delhi Chief Minister Arvind Kejriwal on Saturday said that Prime Minister Narendra Modi should take action against the “big and powerful corrupt” rather than harass the ‘aam aadmi’ (common man). “Modi ‘ji’ should take action against big and powerful corrupt rather than harass aam aadmi,” Kejriwal tweeted. The Chief Minister’s remarks came after his visit
to the Azadpur market. After meeting the small traders at the wholesale market, Kejriwal expressed concern. “Met traders and laborers at Azadpur Mandi. (Demonetisation) could adversely affect daily supply of fruits and vegetables to Delhi if liquidity problem is not solved. (I) am worried,” he tweeted. Deputy Chief Minister Manish Sisodia also visited the Chandni Chowk markets to ask traders about their problems following the demonetization of higher denomination bills -- Rs 500 and Rs 1,000 on Tuesday. Earlier on Saturday, Kejriwal asked Modi to clarify whether it was the big businessmen and politicians who had the black money or housewives, grocery shop owners, labourers and farmers bracing the long queues to exchange demonetised currency. Calling the ban on Rs 500 and Rs 1,000 currency notes the “biggest scam in recent times”, Kejriwal said that the move would only increase corruption and black money. “Please provide a list of your friends whom you told about this decision before your announcement on Nov(ember) 8,” Kejriwal asked.

ter, and whether the decision has been taken to grease the palm of some others or sell off the country. The Trinamool Congress supremo yet again urged all opposition parties to unite against the move and help the harried masses. Demonetization illplanned and badly executed, says Akhilesh Uttar Pradesh Chief Minister Akhilesh Yadav also trained his guns yet again on Prime Minister Narendra Modi over demonetization of Rs 500 and Rs 1,000 currency notes, terming it a very ill-executed scheme. Pointing out how the poor man and the common people were being put to trouble standing in long queues and still not getting their own hard earned money, Yadav while speaking at a media event said that the whole world seems to be standing in lines, giving up their work, daily chores and even skipping meals. The scheme against black money is not only badly planned but rolled out in an even worse manner, he contended. He also trashed allegations against his government and said that the Samajwadi Party (SP) government had ushered in all-round development in the state while other parties only made promises.

If serious about black money, PM should probe BJP’s 2014 poll campaign expenses: Sibal The Congress on Saturday demanded a probe whether black money was involved in the BJP’s campaign in the 2014 polls if the ruling party was serious about tackling the malaise, while attacking it on the “hasty” and “illplanned” demonetisation move which had left the nation “suffering”. “If the BJP is actually serious about ending the menace of black money, then Prime Minister Narendra Modi should set up a commission of inquiry to probe if any black money was involved in BJP’s election campaign before he became the Prime Minister,” senior Congress leader Kapil Sibal told reporters here. “The visuals of the campaign on TV suggested there was a lot of black money involved in it,” he said. Sibal added that the Prime Minister should also promise that in all the coming elections, including Punjab and Uttar Pradesh, the BJP will make details of all its expenses public. “Prime Minister Modi should promise to the nation that in all the coming elections, the BJP will put details of all the expenses
on its website regarding setting up of tents, tables, arrangement of drinking water etc along with details of the cheques used to make the payments. “It is only then that the people will realise it (demonetisation) is not another ‘jumla’,” Sibal said. Modi gover nment should go: Mamata West Bengal Chief Minister Mamata Banerjee on Saturday said the Narendra Modi-led central government should step down on moral grounds after its “draconian” decision to demonitise Rs 1,000 and Rs 500 rupee notes left the country “on its knees”. “This government has no moral right to continue. They should go. This is an anti-people government, this is an anti-poor government. This is not a democratic way of running things. Total dictatorship is going on,” Banerjee told reporters here after visiting some banks in south Kolkata and talking to the customers and the bank staff. The chief minister also sought a probe by sitting Supreme Court judges into the economic losses the country has suffered over the past few days. “There should be a probe by five sitting judges of the Supreme Court about the scale of economic disas-

NEW DELHI, NOV 12 (PTI): In order to combat air pollution, the AAP government today asked Delhi Police to launch a crackdown against 1.91 lakh diesel vehicles older than 15 years across the national capital. Chennai, Nov 12 (PTI): Madras High Court has upheld a Mahila court’s order directing a government witness to undergo a DNA test along with her child after she went back on her statement that she was married to her maternal uncle, who has been accused of cheating another woman after having physical relationship. Dismissing a petition by witness Saranya of Perambalur challenging the mahila court order, the high court held that a recalcitrant witness cannot be allowed to go scot-free and the DNA test was required in order to arrive at the truth. The matter related to a criminal case filed against one Manikandan and others on the charge that he had married the petitioner, then a minor, after allegedly cheating another woman and after having physical relationship with her in 2015. The village panchayat had directed him to marry
Hyderabad, Nov 12 (IANS): Rumours of salt and sugar shortage caused people in parts of Hyderabad to panic. There was panic buying of the two essential items in the old city and some other parts of Hyderabad after rumours spread over social media. This followed reports of salt shortage in Uttar Pradesh. People mobbed shops late Friday night and Saturday morning to buy salt and sugar. Traders exploited the situation in a few places to sell the packed salt powder at Rs 80-100 per kg against the actual price of Rs 17. The price of sugar was also doubled to Rs 80. Such was the panic that some customers purchased 10 to 20 packets of salt. “I had to keep my shop open till 1 a.m. due to huge rush,” said Shakeel Ahmed, who runs a shop in Toli Chowki. The buyers at Reliance store in the area were also disappointed on Saturday morning as both salt and sugar were out of stock. Authorities, however, said there was no shortage of salt or sugar. They appealed to people not to believe the rumours. H yd e r a b a d Po l i c e Commissioner Mahender Reddy said some rumours
the petitioner, then a minor, and asked the other woman to be his second wife. On a complaint from the woman, cases under IPC and the Protection of Children from Sexual Offences Act were filed against Manikandan and others, including Saranya’s parents. During in-camera proceedings which were videographed, the petitioner told the magistrate that Manikandan was her maternal uncle and she didn’t want to give any statement. Later she gave birth to a male child on September 7, 2015 at the Permabalur Government Hospital and Manikandan’s name was recorded as the father in the birth certificate. However, during the trial in the case, she appeared in the court as a witness and said her husband Manikandan was abroad and he was not her maternal uncle and she did not know anything about the criminal
had been floating around in social media that there was acute shortage of salt. “Such news is absolutely false and baseless. There is no shortage of salt anywhere,” he said. The police chief said strong action would be taken against those spreading the rumours.
Adequate quantity of salt is there in every state: Jaitley
Finance Minister Arun Jaitley on Saturday dismissed canard about shortage of salt in the country as “concocted rumours” and stressed adequate quantity is available in every state. “Some people are spreading irresponsible rumours, like it happened yesterday regarding salt. It is there in adequate quantity in every state,” he told reporters in New Delhi. He said that some of these rumours started on day one of the demonetisation of Rs 500 and Rs 1,000 notes. “These are all concocted rumours,” he said, adding statements like some people were aware of the demonetisation earlier tantamount to “taking liberty with truth”. The Commerce and Industry Ministry too has dismissed the rumours of shortage of salt in the market.
case.
Following this, the prosecution moved the court for a direction to subject Saranya and her child to DNA test. Upholding the mahila court order, the high court, after hearing arguments and referring to various Supreme Court and high court judgements, said. “In the case at hand, it is not the paternity of the child that is in issue. The issue before this court is whether Manikandan [A1] has committed an offence under the POCSO Act. The issue of legitimacy would only be incidentally involved.” The harm that would befall if such a power (directing DNA test) was not recognised in the trial court would be far greater, because it will be easier for people to prey upon minor girls from downtrodden communities like predators and force them to turn turtle in the witness box, the court said.

Onion grower duped with fake Rs. 2,000 note CHIKKAMAGALURU , NOV 12 (AGENCIES): Within days of introduction of the new Rs. 2,000 currency note, a farmer in Chikkamagaluru was cheated by an unknown person with a photocopy of the note on Saturday morning. Ashok, an onion grower, had brought onion bags to the APMC market in the town. An unknown person who purchased onion from him, handed him a Rs. 2,000 note and said it was a new note and valid. However, when Ashok showed it to some of his friends, they found the note was only a photocopy of the original currency note. Superintendent of Police K. Annamalai told The Hindu, “It was a photocopy of the original note. It is poorly photocopied, anybody can notice it easily. The person was given the copy by an unknown person in APMC market”.
New Delhi, Nov 12 (IANS): India on Saturday strongly condemned the terror attack on the German consulate in the Afghan city of Mazar-e-Sharif on Thursday night that claimed the lives of four people. “India strongly condemns the terrorist attack on the German Consulate in Mazar-eSharif on November 10,” the External Affairs Ministry said in a statement . “We extend our deepest condolences to the bereaved families and wish speedy recovery to those injured,” it stated. Four people were killed and over 110 injured when a suicide bomber rammed a truck into the German consulate in Mazar-e-Sharif . The attack took place at 11 p.m. on Thursday night. The explosives-laden truck was detonated near the entrance to the consulate office which was followed by gunfire. The injured were all residents. Governor speaks out
T
here has been no parallel in the history of Nagaland when the Governor had taken his own government to task for mis-governance and monumental corruption during an interaction with the local media in Kohima on November 10. Governor P.B.Acharya had returned from a trip to Lungwa along the Indo-Myanmar border and Pangti village in Wokha district. During his journey the Governor discovered that development of the far flung villages existed only on paper which he came to learn from the people living in those areas. Governor Acharya left no stone unturned in calling a spade, a spade; when he poured out his total revulsion at the shamelessness among politicians, bureaucrats and contractors in committing daylight robbery at the expense of the needy people of the state. It is unusual and unconventional for a Governor to attack his own government. For Acharya, it was nothing personal or political. It was purely an accumulation of anger at the wholesale corruption in Nagaland that has been institutionalised by politicians in power, middlemen, bureaucrats and businessmen. It is true that the moral compass has turned upside down. This may be understood from the fact that the Nagaland assembly since February 2015 has become “an opposition-less house”. The all-party government instead takes it as an achievement of sorts under the specious and dubious plea that it means all have come together for the sake of political solution. This means that there has been no meaningful debate on any issue because no ruling party legislator dares to criticise the functioning of any of the government departments etc. In parliamentary democracy, the ruling and opposition work like two hands and absence of any, would disable the democratic system. Acharya said his government’s performance could improve if there was a legislative watchdog not only to check corruption but also to discuss pressing matters in an open and frank manner. The existence of an opposition is therefore, considered necessary and vital. Even if there was no opposition, matters would not have gone far worse, had the Lok Ayukta been enacted instead of being kept on the backburner. Taking a jibe at the over politicisation of everything in Nagaland, the Governor mentioned that instead of governance, the “all-party government” was instead, focussed on “suspensions( of MLAs), merger of one party with another”. Another very valid point which the Governor raised was the habit among ministers, parliamentary secretaries and legislators to follow the chief minister everywhere, even if their presence was not needed nor helpful. Perhaps this practise which got accentuated since 2003 onwards, was another sign of sycophancy or be seen with the and reassure the chief minister about their loyalty or follw the chief minister because they were part of the inner circle or were simply a group that usually has fun together. It was not the first time that Governor P.B.Acharya had aired his deep concern about blatant corruption in Nagaland in all spheres. There is no worse situate ion for any government than when its Governor, who is the constitutional guardian, gives a stinging indictment for corruption and illegalities. Governor Acharya has done a great service to the deprived and victimised people who have been cheated, robbed and bluffed by their own government for decades together.
DailyDevotion The Changed Life If anyone is in Christ, he is a new creation; old things have passed away; behold, all things have become new. —2 Corinthians 5:17 What understanding do you have of the salvation of your soul? The work of salvation means that in your real life things are dramatically changed. You no longer look at things in the same way. Your desires are new and the old things have lost their power to attract you. One of the tests for determining if the work of salvation in your life is genuine is— has God changed the things that really matter to you? If you still yearn for the old things, it is absurd to talk about being born from above— you are deceiving yourself. If you are born again, the Spirit of God makes the change very evident in your real life and thought. And when a crisis comes, you are the most amazed person on earth at the wonderful difference there is in you. There is no possibility of imagining that you did it. It is this complete and amazing change that is the very evidence that you are saved. What difference has my salvation and sanctification made? For instance, can I stand in the light of 1 Corinthians 13 , or do I squirm and evade the issue? True salvation, worked out in me by the Holy Spirit, frees me completely. And as long as I “walk in the light as He is in the light” (1 John 1:7), God sees nothing to rebuke because His life is working itself into every detailed part of my being, not on the conscious level, but even deeper than my consciousness.

Post-mortem The tragedy of diminishing Living with a purpose reverence to God changes everything A
ictor Strecher, a behavioral scientist at the University of Michigan’s School of Public Health, lost his 19-year-old daughter to a sudden heart attack in 2010; she had been living with a rare heart condition for years. Her fragility and eventual death upended his thoughts on what life should be about and how to live it—and it moved him to write a book called Life on Purpose. The book is a meditative, at times inspirational, exploration of the nature of purpose—it both considers how philosophers have long debated the relationship between purpose and happiness and also shares uplifting stories of individuals who have discovered their purpose. It includes Strecher’s personal revelations as well as those of others who’ve found their purpose and changed the trajectory of their lives. But the book is also a review of the science of purpose, which has blossomed in recent years. According to Strecher, the strength of one’s life purpose— which involves a combination of living according to your values and goals, and striving to make a positive difference in the world— can be measured, and it correlates highly with psychological wellness and even markers of physical health and longevity. For example, studies have found that for every one-point increase on a six-point scale measuring purpose in life, adults with heart disease have a 27 percent decreased risk of having a heart attackover a two-year period. For older adults, a one-point difference in purpose can mean a 22 percent decreased risk of having a stroke. It’s not clear how purpose in life would have these impacts; but it’s possible that there is some kind of interaction with stress, which has already been shown to affect us at a cellular level. In one study, researchers looked at how meditation might impact gene health in highly stressed mothers. The length of mothers’ telomeres—the end caps on genes that tend to shorten with
age—were measured before and after some of the moms attended a mindful meditation retreat. Compared to a control group, women who’d received the meditation training did indeed have longer telomeres at the end of the retreat, suggesting better health. But the researchers found that this effect was accounted for not by increases in mindfulness, as expected, but by increases in a sense of life purpose, which the meditation inspired. Studies like these show the potential positive impacts of purpose, which, Strecher argues, should encourage us to consider promoting it in our schools and workplaces. For example, students who are encouraged to consider education as relevant to their life purpose are more likely to try harder in classes they find boring or hard—such as science and math classes. And businesses that put purpose at the forefront tend to be more enjoyable places to work and more financially successful in the long run than those who only pursue profit. In one study, researchers found that hospital workers were 45 percent more inclined to use good hand-washing hygiene if they were told it helped prevent patients from catching diseases than if they were told it helped them. Connecting their habits to a service-oriented purpose inspired better behavior. “Pointing out to employees that their actions affect others can result in transcending behaviors— and save lives,” Strecher says. Of course, giving lip service to having a purpose in life is not going to cut it. It has to be genuine and to truly reflect your goals and values. Also, there is a difference between finding your purpose and acting upon it, says Strecher. “The dynamic process of aligning yourself with your life purpose requires energy and willpower: wind in your sails to move you forward, and a strong rudder to prevent being blown off course,” he writes. But how can we move from
Leonard Cohen, vital to the end
N
Nagaland Post, Dimapur Sunday, November 13, 2016
ews of the death of Leonard Cohen, musical poet and great Canadian, hit on Thursday like a punch to the gut, an early blast of winter. We can do the Leonard Cohen thing and brood. Or we can heed this spontaneous eulogy from another of our most admired songwriters, Rosanne Cash. “Rolling through Iowa,” she said on Twitter on Friday afternoon, “in wonder and awe that we had such a man.” Wonder and awe is right. The handsome figure in the fedora and the funeral suits, the lugubrious voice that got darker with age — how wondrous to have known a singer so literate, a writer so musical. He sold not a lot of records, given his stature, but he spent decades mining a seam of melodies and words that somehow was never depleted. Many people place Mr. Cohen in a musical trinity, with Bob Dylan and Paul Simon: writers who sail in deeper waters, beyond the chop and slop of the usual pop, filling their notebooks with words and our heads with songs — cryptic, surreal, original, unforgettable. There’s no space here to dive too deeply into Mr. Cohen’s life and art, his many loves, his spiritual journeying and influences, the “celestial character” and “melodic lift” of his counterpoint lines — that’s what The New Yorker is for. It’s enough for those of us here who love his work, who find it funny and sexy and bracingly dark, to say: We miss Leonard Cohen. We love his songs. “PaperThin Hotel,” with its charge of erotic memory. “Tower of Song,” witty and grimly hilarious. “Dance Me to the End of Love.”
And it’s enough to simply marvel at a musician who remained creatively vital to the end of his long life. Mr. Cohen’s new album, “You Want It Darker,” was released just last month, when he was 82. He belongs to a club of musicians who kept it lit until the very end. David Bowie’s “Lazarus” was a greeting from the grave. An ailing Johnny Cash said a long goodbye in his brilliant American Recordings sessions. One of his last songs was “Aloha Oe,” the old Hawaiian farewell — the Man in Black, heading to the light. Science may some day explain the age-defying vigor that comes from making brilliant popular music. Mr. Dylan, age 75, just won the Nobel Prize. Paul Simon, who released his latest album in June, only recently said he was hanging it up. Brian Wilson, Ry Cooder, Paul McCartney, Loretta Lynn, Wayne Shorter, Chuck Berry — Chuck Berry! — keep on keeping on, not with oldies tours, but with new stuff. Randy Newman just released a new song about Vladimir Putin. “You Want It Darker,” said Mr. Cohen’s last album and title song. Well, you got it: If you are the dealer, I’m out of the game. If you are the healer, it means I’m broken and lame. If thine is the glory, then mine must be the shame. You want it darker. We kill the flame. Magnified, sanctified, be thy holy name. Vilified, crucified in the human frame. A million candles burning for the help that never came. You want it darker. Hineni, hineni, I’m ready, my Lord. NY Times editorial
imagining our purpose to fulfilling it? Energy and willpower are needed, writes Strecher, and these can be boosted by making healthier lifestyle choices: sleeping and eating better, exercising, and being more present in your everyday life (e.g., through meditation or tai chi or other practices that increase your presence). The relationships between healthy lifestyle choices, energy, willpower, and purpose are all bidirectional—meaning they influence each other, he writes. Therefore, it makes sense to both figure out your purpose and engage more in healthy behaviors, in order to have enough energy and willpower to pursue your purpose. Much of his book is devoted to suggesting just how to do that. Though studies found throughout the book lend some credence to Strecher’s claims about the benefits of purpose, they are relatively few in number and not always completely convincing. Even Strecher acknowledges that the science is still in its infancy. “We still don’t know very much about interventions meant to increase purpose in life, let alone their results,” he writes. Purpose may be more elusive than we realize—perhaps the culmination of a lifetime of personal interactions and individual experiences—and may be next to impossible to foster in the general public. Still, it wouldn’t hurt the world if we all started examining our lives in deeper ways and tried a bit harder to find our own purpose. After all, any efforts that increase our desire to help the world are probably positive. And the consequences of notdoing so could be dire. “If I were you, I wouldn’t wait around for more research. I’d just get a purpose,” writes Strecher. “The scientific evidence supporting the benefits of one is extremely promising, and, at the risk of sounding a bit alarmist, we need it.” Jill Suttie
O
lmost all of us are second or third generation Christians who have been brought up in Christian families. As children, whenever our parents took the name of God, we would tremble and fear; we imagined God to be a mighty and strong warrior-clad giant with immense power who lived in the sky. Although that image was childish and blunt, it paid tribute to God’s greatness and holiness because we revered and respected our Creator not simply in action, but even in word and thought. If we take a look at the present generation, the picture is a stark contrast to the ‘good old days.’ Taking the name of God in every little conversation as one swears in the name of the Most High is a common occurrence. The name of God is Holy; and yet, we mere humans take His name as though it were any other name. We have created an environment where the name of God is treated as any other mundane name. Most children are not afraid that God would be displeased for using His name in vain. And how did they come to possess such a mind-set? Does the fault not lie with us – the adults, for teaching them unconsciously in the first place? If anyone is in denial here, I humbly address the casethat irks me on a daily basis. WhatsApp and Facebook – those twin towers of the social media that is both helping build and destroy lives are being used as the agents of advertising about God. While there are genuine cases where people are truly blessed by real-life testimonies here, there are many more cases where people are emotionally blackmailed to ‘forward’ or ‘like’ messages by compulsion. The tag that follows is usually in this manner, “Forward to 15 groups or else God will send bad luck to you for 15 years!” “Scroll down and type ‘Amen’ and you will receive blessings” and so on and so forth.I am torn between indignation and amusement when confronted with such messages. Obviously I am indignant because the creation is dictating and predicting what the Creator would do or would not do; and amusement because I simply cannot wrap my head around the fact that anyone truly believes such…for lack of a better word… nuisance.
God’s thoughts are higher than our thoughts. God’s ways are higher than our ways. Since when can man – who is but dust – dictate how GOD – THE ONE ENTHRONED IN HEAVEN – would use His power? We have reduced God to such a point that He would seem just like any of us, whose actions are usually directed based on our emotions. The One who transcends time and space is used as a means to prove a point or take a stand, albeit in an carefree manner. If we pause even for a span of 10 seconds before forwarding or liking such messages, I for one believe that we would realise the utter foolishness behind the act. Moreover, this practise does not possess the sanction of the Bible. No where can we find reference in support of such behaviour. No doubt, the context has changed nowadays; but we have not been commanded to share anything related to the Gospel to a fixed number of people, or else… I hold the belief that when we talk about God we need to truly mean it from our heart. It is not out of compulsion because we are afraid He will kill us off for remaining silent, but it is out of love for God. God has given each one of us the gift of free will. We are called to worship and rejoice with Him freely because we want to; if He wanted, He could have easily pre-programmed every human to love Him our whole lives when He intricately formed and fashioned us in the womb of our mothers. One of the Ten Commandments in Exodus 20 explicitly states we are not to use the name of the Lord in vain. I believe that we unintentionally violate this commandment when we tag God’s name to every unauthentic post in a repetitive manner either out of fear of consequences or simply for the heck of it. My dear brothers and sisters in Christ, I encourage and urge you all not to blindly follow the ways of the world. It is now high time for the true believers to uphold the name of being a Christian; we need to wear this particular trademark seriously. Let us not get carried away with the idle banter propagated by the social media lest we truly incur the wrath of God! Husezo Rhakho
The dark side of ‘Agents’
ver the years we are witnessing a rise of “Agents” in every field through which we can get almost anything. No doubt these agents are a boon to those who do not have the luxury to stand in queue or for those works which does not require our physical presence. it’s also an excellent example of selfemployment in the age of growing unemployment, however there is also a dark side to it which the concerned authorities need to be vigilant of in order to protect future interest of our society and also to save the common man from unnecessary harassments. One can sight the examples of SBI Chumukedima branch. Opening an account here is like trying to get a newly launch Apple iPhone. Usually only limited forms are issued and that too early in the morning. So forget about opening an account, people struggle even to get forms. Opening an account which should be hassle free and free of cost , we the common man end up paying extra money to “Agents” as they can easily get it done since they have link with the bankers. Such man made arrangements is a harassment to common man and goes against the SBI bank slogans like “With you -all the way”, “ A bank of the common man”, “ The Bankers to every Indian”. Then we have the issue of indigenous certificates being issued carelessly without proper verification leading to dire consequences in the long run because many ineligible applicants are easily becoming the indigenous inhabitants of Nagaland. Majority of us are least bothered about it. Only when a dobious indigenous person start reaping benefits specially in terms of government job or quota for technical studies we start making hue and cry over this illegal practices otherwise we are least bothered about it. And if we
remain casual about this issue, the very concept of indigenous inhabitants will not have much meaning. Also not to forget issuing of voters identity card to non Indians. Here also majority of the Nagas are insensitive to this isssue and casually enrol almost everyone. Though historically we are very much proctective of our society which can be seen in our insistence for inner line permit even from a genuine Indians to move around in Nagaland but here we are happily giving rights to a non Indians to move freely in any parts of Nagaland with or without the inner line permit. Infact we forcefully make them the genuine residents of Nagaland to win elections and later on make all the noises to chase them away from Nagaland. No doubt agents service is becoming a great source of business for many and it benefits both the parties but on the issues like indigenous inhabitant certificate, voter identity card and other sensitive legal documents, the concerned authorities need to be vigilant as these are not mere certificate but
it gives them full right to reap the benefits given by the Constitution of India. This careless issuing of certificates by some concerned authority in collaboration with some agents for their narrow materialistic benefits should be charged with criminal offence because it is equivalent to fraud. Majority of the Nagas are developing the habit of being vocal in demanding their rights with little concerned to perform one’s duties. And since majority of us are busy exercising our rights without fullfilling our duties and responsibilities it would not be long when Naga society will be fighting the same losing battle which some of our neighbours are fighting. Lets learn lesson from the mistakes of our neighbours and abstain from repeating the same. No doubt our society will always be a good host to everyone but we should also not be a foolish host to let our guest occupy our house. Sir,
Common people suffer
The great step taken by PM Narendra Modi to demonitise the old 500 and 1000 notes may be a boon for boosting economy in future. However, at the moment customers are suffering the lack of money in ATMs, which obviously need to be upgraded for spewing out the new notes. Standing in long queues in various bank outlets, many have to go home disappointed when his/her turn comes since there would be no money left for transaction at the end of the evening. Leaving aside the regular customers, it is indeed gruelling for the pensioners and elderly who have no one to assist them. With the wedding season and Christmas round the corner, it surely is going to be a dry winter for many since the process may take longer in Nagaland. Watilemba Lkr, Circular Road, Dimapur

NIA to name JeM head in Pathankot attack charge sheet NEW DELHI, NOV 12 (AGENCIES):The National Investigation Agency (NIA) is all set to seek prosecution sanction from the Modi government to file a charge sheet in the January 2 Pathankot airbase attack. It is expected to name Pakistan-based Jaish-eMohammed (JeM) militant leader Masood Azhar, his brother Rauf Asghar, and key terrorist handlers Qashif Jan and Shaid Latif in the document. The NIA’s investigation is complete, and it has reportedly uncovered the identities as well as phone
numbers of those who have owned up to the attack on JeM-affiliated websites. While investigators have managed to link three terrorists killed by security forces in Handwara on October 7 to militant group Lashkar-e-Taiba (LeT), there has been little progress in the September 18 Uri terror attack probe due to cross-border firing in the area. It is understood that while NIA investigators have been saddled with a charred GPS device used by terrorists in the Uri attack, a similar Samsungbranded instrument is still
with the Army. The LeT had claimed responsibility for the Uri attack, where four heavily armed militants killed 19 Indian soldiers. Home ministry officials told Hindustan Times that investigators of the Pathankot attack have established the role of four Pakistani terrorists—Nasir Hussain, Hafiz Bakar, Abdul Qayum and Umar Farooq— as well as that of Azhar and Asghar in great detail. “A footprint found near Bamiyal village in Pathankot, from where the attackers had infiltrated,
matches the shoes of one of the dead terrorists. The DNA samples recovered from a soft drink can found in the hijacked car of Punjab SP Salwinder Singh as well as those on the knife used to slit the throats of a jeweller, Rajesh Kumar, and a driver match that of the militants. It has been established beyond doubt that the Pakistani group (JeM) was involved in targeting the air assets at the Pathankot base,” said a senior official. The NIA charge sheet will help strengthen the legal evidence against Azhar,
Anger grows in India as banks struggle to exchange banned notes minister Arvind Kejriwal, a rival of Prime Minister Narendra Modi, accusing the premier of wreaking havoc on poor and working Indians while the wealthy found ways to skirt the new rules. Customers argued and banged the glass doors at a Standard Chartered branch in southern Delhi after security guards blocked the entrance, saying there were too many people inside already. Others turned on Modi, criticising his ongoing visit to Japan while ordinary people suffered at home. “He is taking bullet train rides in Japan and here you have old people knocking on bank doors for cash,” said Prabhat Kumar, a college student who said he had spent six hours in
the queue. “He has made a terrible mistake.” Modi said he would pursue the fight against corruption and tax dodgers even if it meant scanning decades-old records. “If unaccounted money is found out during the current clean up drive, accounts of tax evaders dating back to the country’s independence in 1947 will be checked. If required I will hire people for this task,” Modi told the Indian community in Kobe. He said
he recognised people faced difficulties as the transition to the new series of bank notes takes place but was confident they would stand by the decision as part of the war against corruption and to rid India of endemic poverty. Nearly half of India’s 2,02,000 ATMs were shut on Friday and those that operated quickly ran out of the new notes as scores of people descended upon them.

20 additional judges appointed to 4 HCs New Delhi, Nov 12 (PTI): Twenty additional judges have been appointed to four high courts, including 11 to Allahabad High Court. Two separate Law Ministry notifications issued today said 11 additional judges have been appointed to Allahabad High Court. Yesterday, nine additional judges were appointed to three high courts -- five in Karnataka, one in Patna and three in Madras High Court. The government had yesterday told the Supreme Court that it has cleared 34 names out of the 77 recommended by the collegium for appointment as judges in various high courts.
New Delhi, Nov 12 (PTI): There is an urgent need to promote alternative livelihoods for tobacco farmers and to come up with legislations to fix liability of the tobacco industry for the harms caused by their products, according to a declaration adopted today at WHO’s global tobacco control conference attended by representatives from around 180 countries. The Delhi Declaration, adopted on the last day of the seventh edition of Conference of Parties (COP) on World Health Organisation FCTC, also asked the member countries to prohibit or regulate electronic nicotine delivery systems such as ecigarettes. The six-day conference was held at Greater Noida near here in which about 1,500 delegates along with other observers participated. All the member countries were asked to consider developing civil liability clauses in their legislations under article 19 of the WHOFCTC, which calls for civil liability be imposed on tobacco industry for the harms caused by their product on
the people. Accusing the tobacco industry of trying to mislead by generating a perception that the Convention is against the farmers, a top official of the Convention Secretariat said it was against the tobacco industry and not the agriculturists. “We have an obligation to protect vulnerable members of the tobacco production chain -- the farmers. But we do that not through encouraging more growing, as the tobacco industry does, but through the development of solid, sustainable alternatives that will promote a better future for farmers and their families,” Dr Vera Luiza da Costa e Silva, head of the Convention Secretariat of WHO FCTC, said at the closing ceremony.

NEW DELHI, NOV 12 (AGENCIES): Anger intensified in India on Saturday as banks struggled to dispense cash following the government’s decision to withdraw large denomination notes in an attempt to uncover billions of dollars in undeclared wealth. Tempers frayed as hundreds of thousands of people queued for hours outside banks for a third day to swap 500 and 1,000 rupee bank notes after the notes were abolished earlier in the week. The banned bills made up more than 80% of the currency in circulation, leaving millions of people without cash and threatening to bring much of the cash-driven economy to a halt. “There’s chaos everywhere,” said Delhi chief
who India hopes to brand as a global terrorist at the UN 1267 committee in January next year. The government did not find any local involvement in the Pathankot incident. The attack was the first of its kind, where the Modi government had informed its Pakistani counterparts of the impending carnage well in advance at the National Security Advisor level. It had also passed on the names of a few Sialkotbased JeM handlers, and asked the Pakistan government to take pre-emptive measures.
(From p-1) An ‘aspiration letter’ was also submitted to the Prime Minister of India by a class seven student, Yajong Konyak, on behalf of the children and student community of ENPO. New Delhi, Nov 12 (PTI): President Pranab Mukherjee today called for fusion of Information and Communications Technology (ICT) with medical science to meet the challenges of health- care delivery in rural and remote areas of India. “Fusion of ICT with medical science has enormous potential in meeting the challenges of healthcare delivery in rural and remote areas. Blending technology can also aid education, training and management in health sector,” he said while inaugurating the International Coronary Congress here. “The range of tech-
jee said the doctors have a responsibility to work on creating awareness about prevention and treatment among the general population. Cardiovascular diseases are a leading cause of deaths globally, he said, adding the most common cause leading to Coronary Artery Disease (CAD) and heart attacks were wrong lifestyle choices. “Among cardiovascular diseases, Coronary Artery Disease (CAD) has the largest stake in taking lives of the people. The precious assets of our nation, the young population, are becoming increasingly vulnerable to CAD and heart attacks. “By 2020, India may account for 60 per cent of the world’s heart patients. In gearing up to meet such an eventuality, a lot of responsibility lies on the shoulders of cardiac specialists like you,” he said. He stressed on the need to adopt precautionary strategies in the fight against heart diseases.
Bengaluru, Nov 12 (PTI): VHP leader Praveen Togadia has said the recent spate of murders of RSS and BJP workers in the South should not be politicised and no outfit which professes violence has the right to function in a democratic set up. “The murders of RSS and BJP workers should not be politicised. It is not the question of RSS and VHP, but the question of majority community (Hindus). The majority community has the right to live safely just as other communities,” he said. He was replying to reporters’ query on several murders of people belonging to BJP and RSS in Karnataka, on the sidelines of an event organised by VHP here last evening. Asked whether proIslamic outfits should be banned, Togadia said: “No outfit which professes violence has the right to function in a democratic set up.” BJP has been pressing for ban on Social Democratic Party of India, Popular Front of India and others, as it suspects their involvement in the murder of several Sangh Parivar and BJP activists in Karnataka in recent months.

Mukherjee said there was rapid growth of alternative medicines worldwide with universal health coverage being a challenge, and more and more patients are looking for simpler therapies to improve their quality of life. “This has led to the rapid growth of alternative medicines worldwide. Recognising that a unitary medical system alone will not suffice the health needs of a huge population, India has adopted a pluralistic healthcare system. “This approach is also based on the fact that every medicinal system exhibits strength in remedying specific lines of ailments. The allopathic system of medicine should explore complementaries with other systems in fighting diseases and medical conditions,” he said. Citing the challenges at meeting the health-care requirements are acute in the case of developing economies with large populations, Mukher-

Known as ‘inflation warrior,’ 52-year-old Gujarati origin, Urjit Patel has closely worked with country’s largest corporate firm Reliance Industries. It is being said that he was appointed the Governor following the reference of nation’s richest businessman Mukesh Ambani. He is also supposedly the brother-in-law of Mukesh Ambani. “Interesting that man who govt replaces Rajan as RBI Gov was President of Reliance Industries & Director of Guj State Pet Ltd, slammed by CAG,”

WASHINGTON, NOV 12 (IANS): Voter turnout in the US this year dipped to nearly its lowest point in 20 years, a media report said. While election officials were still tabulating ballots of Tuesday’s presidential election, the 126 million votes already counted means about 55 per cent of voting age citizens cast ballots this year, CNN said the report published on Friday. The turnout is the lowest in a presidential election since 1996, when 53.5 per cent of voting-age citizens turned out. As election officials go through outstanding ballots -- such as provisional ballots and those with writeins -- the turnout figures will change. But it would take another 18.7 million votes to reach the high point for turnout of 2008, when nearly 64 per cent of voting age citizens cast a ballot. Early results in some of the key states that propelled President-elect Donald Trump to his win revealed that more voters cast ballots this year than in 2012, even though overall turnout was down, CNN reported.

After close cooperation between Chinese and New Zealand law enforcement agencies, Yan confessed to his crimes, offered to return “a huge amount of ill-gotten money,” and pay a hefty fine, the CCDI said without further details.

SEOUL, NOV 12 (AGENCIES): Hundreds of thousands of men, women and children joined one of the largest anti-government protests ever seen in Seoul on Saturday, demanding South Korean President Park Geun-Hye’s resignation over a snowballing corruption scandal. Police put the turnout at 260,000, while organisers said one million people took to the streets for what was the third in a series of weekly mass protests that have left Park fighting for her political survival. On the back of official appeals for calm, police deployed around 25,000 officers, many of them in full riot gear, while police buses and trucks blocked every ac-

KABUL, NOV 12 (AFP): At least four people were killed early today in an explosion inside the largest US military base in Afghanistan, NATO said, with the Taliban claiming responsibility for the major security breach. The explosion struck at dawn inside the heavily fortified Bagram Airfield north of Kabul, as the Taliban step up attacks on Western targets before the onset of winter, when fighting usually ebbs. The nationalities of those killed were not immediately known after the blast, which highlights a worsening security situation nearly two years after NATO formally ended its combat operations in Afghanistan. “An explosive device was detonated on Bagram Airfield resulting in multiple casualties. Four people have died in the attack and approximately 14 have been wounded,” NATO said in a statement. “Response teams at Bagram continue to treat the wounded and investigate the incident.” Waheed Sediqi, spokesman for the governor of Parwan province where Bagram is located, said the blast was caused by a suicide attacker who blew himself up near a dining

more important for our daughter,” said Cho JooPyo, who came with his wife and their two-year-old. Cho’s family had travelled from Jeonju, around 200 kilometres (120 miles) south of Seoul -- one of tens of thousands who took trains or buses from towns and cities across the country to demonstrate. “Park Geun-Hye must resign because she didn’t take good care of our country,” said 11-year-old Park Ye-Na. The scandal engulfing Park for the past three weeks has focused on her close friend, Choi SoonSil, who is currently under arrest on charges of fraud and abuse of power. Prosecutors are investigating allegations that Choi, 60, leveraged their friendship to coerce donations from large companies like Samsung to non-profit foundations which she set up and used for personal gain. She is also accused of interfering in government affairs, despite holding no official position. Lurid reports of the unhealthy influence Choi wielded over Park have seen the president’s approval ratings plunge to five percent -- a record low for a serving president.
WASHINGTON, NOV 12 (PTI): Indian-origin California Attorney General Kamala Harris has potential to become the first woman president of the United States, a media report has said, days after Hillary Clinton was unable to break the highest glass ceiling. 51-year-old Harris, whose mother was from Chennai and father from Jamaica, won the US Senate Seat from California in a landslide election this Tuesday, becoming the first black and Asian Senator from the state. Soon thereafter she has launched her nationwide campaign against Trump’s anti-immigrant policies and mass deportation. “Meet Kamala Harris, Who could become the first woman President. California’s popular attorney general is headed to Capitol Hill. The White House might be next,” The Huffington Post wrote yesterday. The Huffungton Post article came a day after she denounced Trumpism. Noting that she has already made history with her Senate win, the daily said she has impressive track record as California Attorney General and has top Democratic leadership including the outgoing President Barack Obama and the Vice President Joe Biden on her side.

rad Pitt has reportedly been cleared of child abuse allegations. The Los Angeles county department of children and family services has concluded its investigation into child abuse allegations against Pitt, sources told. “It was a full and thorough investigation and the determination has been made that no charges should be brought,” said a source, adding that there was no finding of abuse. “The likely next step is a referral to family court so that the matter of custody can be determined. There is no permanent custody agreement currently in place, only an arrangement pending the outcome of this investigation. Now, with this

A representative for actress Angelina Jolie responded in a statement to people.com: “The job of the DCFS is to make sure the children are in a safe and secure situation. As we said earlier this week, childcare professionals encouraged a legal agreement accepted and signed by both sides that was in the best interest of the children.” “Angelina said from the beginning that she felt she had to take action for the health of the family and is relieved that after their eight-week involvement, the DCFS is now satisfied the safeguards are put in place that will allow the children to heal.” A representative for Pitt declined to comment. The DCFS launched the investigation after Pitt allegedly got ‘verbally abusive’ and ‘physical’ with Maddox, his and Jolie’s oldest child, on the couple’s private plane on September 14. Eng take 163 runs lead against India
England bowler Moeen Ali celebrates the wicket of Indian batsman Wriddhiman Saha during the fourth day of the first test cricket match against England in Rajkot on Saturday. PTI
Rajkot, Nov 12 (PTI): The Indian spin troika’s inability to get breakthroughs on a good batting track was exposed once again as the first cricket Test against England meandered towards a draw after a solid century stand by the visiting team’s openers here on the penultimate day. After India were all out for 488 in their first innings, thereby conceding a first innings lead of 49 runs, England openers Alastair Cook (46 batting) and teenager Haseeb Hameed (62 batting) added 114 runs in 37 overs to take the lead to 163 runs. left and turn on offer being a slow one, it will take a Herculean effort from Indian bowlers to enforce a result out of this match which is heading towards a tame draw. England won’t mind as it would give them a necessary boost on a long tour that will end in the third week of next month. Cook was unbeaten on 46 off 107 balls and debutant opener Hameed struck his maiden half-century on debut. The 115-ball innings had five boundaries and a six. With the pitch showing just the usual signs of wear and tear, draw looks the
most obvious result, unless England make a challenging declaration and press for a victory tomorrow. In the morning, India resumed at the overnight 319 for four and lost wickets steadily barring a 64-run seventh wicket stand between Ravichandran Ashwin, who made a steady 70 with seven fours off 139 balls and in 200 minutes, and wicketkeeper Wriddhiman Saha (35). India lost the wickets of captain Virat Kohli, who struck five fours in 95 balls, and Ajinkya Rahane (13) in the pre-lunch session and the rest in the session before tea. The last-wicket stand between Ashwin, who was
49 when the ninth wicket fell, and Mohammed Shami (not out 8) kept England on the field longer than they may have expected and helped India cut the lead to below 50. All the Indian wickets that fell today were claimed by the English spin trio of leggie Adil Rashid (4 for 114), off-spinner Moeen Ali (2 for 85) and left-arm spinner Zafar Ansari (2 for 77). The other two wickets were shared equally by pacers Stuart Broad (1 for 78) and Ben Stokes (1 for 52). Rahane and Kohli departed in the span of under 15 minutes and in the space of 17 balls in the first session to raise England’s hopes which were dashed by Ashwin and Saha with their diligent half century stand that lasted for 98 minutes. Kohli became the first Indian skipper in over 65 years to be dismissed hitwicket while Rahane was dismissed cheaply before Ashwin and Saha steadied the rocking boat with a half century stand. Brief Scores: England 114/0 (Hameed 62*, Cook 46*) & 537 lead India 488 (Vijay 126, Pujara 124, Ashwin 70; Rashid 4/114) trail England 537 by 163 runs.

inside the box. The Indian striker’s shot was straight down Graham Stack’s throat in Kerala’s goal to the delight of the home support. The visitors made the early pressure pay in the 22nd minute after Augusto found Mendy on the wing with acres of space to run
into. The powerful Frenchman narrowed in on goal from the left before seeing his attempt take a wicked deflection off Kerala’s defence and loop over Stack in goal to make it 1-0 for the visitors. The hosts came close to finding the equaliser on the hour mark as Vineeth’s deflected cross from the left was only kept out by a despairing dive from Duwayne Kerr. They would, however, find the leveller six minutes later with substitutes Antonio German and Kadio combining to perfection. German harried Eli Sabia and took the ball off his feet before charging towards the byline and squaring a ball from the left for Kadio. The onrushing Ivory Coast attacker tucked the ball into the back of the net to make it 1-1 as the home support
roared in approval. Chennai almost broke Kerala hearts eight minutes from full-time after Dudu outmuscled the Blasters’ backline and got a shot off on goal. The Nigerian’s shot was goal-bound and required a block from Sandesh Jhingan to keep his team in the game. It turned out to be crucial as Kerr failed to collect a Josu cross from the left in the 85th minute with Vineeth waiting to pounce on the error. The 28-yearold expertly finished with a scissors-kick at the far post to send the crowd into a frenzy. The Blasters sealed maximum points a minute from full-time when Vineeth produced an expert finish from outside the box to make it 3-1.
