NEW DELHI, MAY 14 (PTI): Prime Minister Narendra Modi on Friday expressed concern that the coronavirus pandemic is rapidly spreading in rural areas, as he urged citizens to take precautions, wear masks and maintain social distance to check spread disease that has claimed at least 2.6 lakh lives. The government, he said, is working on “war footing” to control the second wave of infections and is setting up new hospitals and oxygen generating plants while augmenting supplies of medicines and vaccines.

State logs 275 fresh cases, 13 Covid deaths D I M A P U R , M AY 1 4 (NPN): Nagaland on Friday reported 275 fresh Covid-19 positive cases and 13 more fatalities. Of the fresh cases, 176 were reported from Dimapur, 74 from Kohima, 13 from Mokokchung, six from Phek, two each from Mon and Peren, one each from Zunheboto and Longleng, taking the total caseload to 17531 cases. Out of 12 fatalities in the State, Dimapur reported eight deaths, three in Kohima and one in Zunheboto. The death toll rose to 190 that includes 179 Covid related deaths and 11 non-Covid deaths but with Covid-19 positivity. India adds 3.43L new Covid cases, 4000 fatalities NEW DELHI, MAY 14 (PTI): With 3,43,144 people testing positive for coronavirus in a day, India’s Covid19 tally of cases climbed to 2,40,46,809, while the death toll rose to 2,62,317 with 4,000 fresh fatalities, according to Health Ministry. The active cases have reduced to 37,04,893 comprising 15.41% of the total infections. The national Covid-19 recovery rate has improved to 83.50%, the ministry said. The number of people who have recuperated from the disease surged to 2,00,79,599, while the case fatality rate was recorded at 1.09%, the data stated.

NEW DELHI, MAY 14 (AGENCIES): Russia’s Sputnik Light could be the first single-dose vaccine to be used in India and Dr Reddy’s will have discussions with the government and the regulator in June for an immediate launch, the company told NDTV today. “We are working very closely with our Russian partner and the Gamaleya Institute on this. As you may be aware, the Sputnik Light has already been approved in Russia. It demonstrated an efficacy of 79.4 per cent. This is a single-shot vaccine,” Deepak Sapra, the CEO of Dr Reddy’s, said in an exclusive interview. “What it essentially is, is that it is the first shot of Sputnik,” he explained, adding that a second dose would take the efficacy to up to 91.6 per cent. The possibility of Sputnik as India’s first singledose vaccine “depends on approval from the regulator and on the dialogue which we have with them and on the guidance we receive from the regulator,” he pointed out.

After taking over for the second time as nodal officer on Covid-19 for DImapur, Kikheto visited health Institutions in and around the town and also interacted ith their managements and healthcare workers on Friday. It further said that the states have been requested to direct the concerned officials to ensure rational and judicious utilisation of the allocated doses and minimise vaccine wastage.

“The basic objective behind informing the states and UTs in advance of the quantum of free vaccine doses to be made available by the Central government for 15 days is to ensure that they prepare effective plans for judicious and optimum utilisation of these free vaccine doses which are meant for the age group of 45 and above, and for healthcare and frontline workers,” the ministry said.

Prominent citizen Neisatuo Keditsu passes away D I M A P U R , M AY 1 4 (NPN): Prominent citizen, social activist and former Dimapur Town Committee chairman, Neisatuo Keditsu passed away on May 13 after a brief illness. He was 81 and survived by his wife, five daughters and two sons. The body of late Neisatuo Keditsu was laid to rest at his residence at Neisatuo colony in Dimapur on Friday. An advocate by profession, late Keditsu was also the founding member of Nagaland Bar Association.

NEW DELHI, MAY 14 (NPN): Over 1.74 lakh farmers from Nagaland were among 9.5 crore farmers who received Rs. 2000 each under the under the Pradhan Mantri Kisan Samman Nidhi scheme on Friday. Prime Minister Narendra Modi on Friday released the eighth instalment of financial benefits worth Rs 19,000 crore under the PM-KISAN scheme to benefit more than 9.5 crore farmers. Rs. 35,11,62,000 was directly transferred to the accounts of 174564 farmers from Nagaland. Modi also interacted with farmer beneficiaries during the event and said

that around Rs 1.35 lakh crore has been transferred to the bank accounts of farmers under the PMKISAN and Rs 60,000 crore during the Covid-19 pandemic. So far this year, Modi said that “about 10 per cent more wheat has been purchased at Minimum Support Price (MSP) as compared to last year”. “So far, about 58,000 crore of wheat procurement has reached the farmers’ account directly”. Under the PM-KISAN scheme, a financial benefit of Rs 6,000 per year is provided to the eligible beneficiary farmer families, payable in three equal 4-monthly instalments of Rs 2,000 each. The fund is transferred directly to the bank accounts of the beneficiaries. In this scheme, Samman Rashi of over Rs 1.15 lakh crore has been transferred to farmers’ families so far. K Y M C

District administrations issue COVID-19 advisories

DIMAPUR: District administrations have been issuing COVID-19 advisories and sealing of buildings while civil society organisations (CSOs) have been issuing directives to public under their respective jurisdictions. Meanwhile, medical department has also been conducting random sample testing in order to stop further community spread. Longleng: Medical department under the purview of DTF Longleng carries out random sample testing at Longleng town by on May 11 and 12. The sample testing was conducted on persons in high risk groups such as Shopkeepers, Restaurant/Hotels, Coolie/day labourers, vehicles/ workshops, bus/taxis operator/ drivers and pharmacies. According to DIPR report, 80 random samples were tested out of which, eight were tested positive. In this regard, medical advisories were provided to the individuals who tested positive. During the DTF meeting, advisor for technical education and election, Medo Yhokha called upon all to extend their cooperation for the successful implementation of the total lockdown.Yokha said that many new challenges may come, but everyone should face them with wisdom and react to the situation accordingly. According to DIPR report, with regard to movement of vehicle and person, “DC informed that issue of permit system has been put in place to entertain unavailable cases to ensure for effective implementation and enforcement of the lockdown measures”. On agriculture and allied activities, for people crossing the town areas, DTF informed that they could obtain certain certification from concerned village authority for their movement. Manipur CM announces incentives for HCWs Free medicines for those under home isolation

Correspondent IMPHAL, MAY 14: Manipur chief minister N. Biren Singh on Friday informed that the State government would be giving incentives to health care workers (HCWs) directly involved in Covid-19 treatment/duty. He said the HCWs-doctors, nurses and all other personnel would be given daily incentives of Rs 500, Rs 400 and Rs. 150 respectively. Singh further said that drivers and handymen, transporting oxygen cylinders from other states, would also be given Rs. 1000 and Rs. 500 per trip respectively.

The Sub Divisional Magistrate, Sadar Asim Saha said as many as 466 survey teams have been mobilised to visit every house across 51 Wards of AMC to collect the information about the persons having influenza-like symptoms and other symptoms that correlates the indication of Covid-19. The health department has been asked to set up an adequate number of testing centres in each of the Wards and devise the mechanism to bring all the symptomatic and suspected cases under Covid testing to contain further spread of the disease, Saha said.

AIZAWL, MAY 14 (PTI): The total lockdown imposed in Aizawl and other district headquarters from May 10 has been extended for another 7 days to flatten the Covid-19 transmission curve. The government order issued on Friday said that the existing complete lockdown, which was scheduled to be lifted on May 17 (4 am) has been extended till 4 a.m. of May 24. t is apparent that the stand taken by the pD health & family welfare DrNeikhrielieKhimiaoin strongly recommending total lockdown had left no option for the state’s apex High powered Committee(HpC) on Covid-19 but to follow suit in announcing a 7-day total lockdown throughout the state.What the pD had highlighted was his concern with regard to the “worrisome’ situation in Kohima and Dimapur districts which have substantialcomposition of urban population mostly in the two cities and suburbs including rural areas. Fresh covid cases were rising in both Dimapur and Kohima during the past few months- april to may. The spikes in these two districts has been very significant as they virtually dominated the covid cases in the state. This despite the fact that these two districts have better health care facilities than all other districts. However, now with the second wave causing huge infections and even fatalities , the health system is almost caving in. as per census figures of 2011, Dimapur has a total population of around 3,79,000 while Kohima has a total population of around 2,267,988. Being the premier cities of Nagaland both Kohima and Dimapur in the present COViD pandemic, are expected to fight the deadly virus with every means in order to halt its spread.The number of new covid infections and cases needing hospitalisation are driving health authorities to ask private hospitals to allot beds for covid patients. This seems like a quick solution that could solve the problem. However, most private hospitals lack trained nursing staff and doctors who can handle covid patients.as commented earlier in this column, if the government is serious about empowering doctors and staff at private institutions, it should provide best equipment from reputed manufacturers. it should not dump sub-standard items from suppliers. The private institutions should insist that they cannot be dumping ground for items supplied by shady suppliers. This is the first line of defence for the private hospitals since Government assistance to private hospital is an investment for the future. The state government is still a party in a piL filed in the Kohima Bench of the Gauhati High Court. The piL has pointed out a series of lacuna in the order for supply and also the quality of all items. The only thing that will enable me to enjoy adversity is the acute sense of eagerness of allowing the life of the Son of God to evidence itself in me. No matter how difficult something may be, I must say, “Lord, I am delighted to obey You in this.” Instantly, the Son of God will move to the forefront of my life, and will manifest in my body that which glorifies Him. You must not debate. The moment you obey the light of God, His Son shines through you in that very adversity; but if you debate with God, you grieve His Spirit (see Ephesians 4:30). You must keep yourself in the proper condition to allow the life of the Son of God to be manifested in you, and you cannot keep yourself fit if you give way to self-pity. Our circumstances are the means God uses to exhibit just how wonderfully perfect and extraordinarily pure His Son is. Discovering a new way of manifesting the Son of God should make our heart beat with renewed excitement. It is one thing to choose adversity, and quite another to enter into adversity through the orchestrating of our circumstances by God’s sovereignty. And if God puts you into adversity, He is adequately sufficient to “supply all your need” (Philippians 4:19). Keep your soul properly conditioned to manifest the life of the Son of God. Never live on your memories of past experiences, but let the Word of God always be living and active in you.

Why India’s COVID-19 Catastrophe Is Indeed a ‘Crime against Humanity’

I

n a gut-wrenching op-ed in The Guardian and The Wire on April 29, 2021, Arundhati Roy used the term “crime against humanity” to describe immeasurable grief and human suffering India is seeing through the second wave of the COVID-19 pandemic. Since then, others have followed her lead in using the term to describe the events unfolding in India over the past several weeks. The sudden use of the term “crime against humanity” in this context is rather intriguing, given the term’s defined meaning under international law, complicated history and deep socio-political significance. By any account, the events unfolding in India do not satisfy the strict international legal definition of the term – suggesting, perhaps, that the widespread use of the term is wrong. However, despite this, the term’s history and consequent socio-political significance make it capable of describing (and drawing attention to) the sheer scale of death, destruction and suffering seen in India over the past few weeks in a way that no other term can. Consequently, it is, perhaps, more important than ever that this recent trend continues, and that we consistently refer to what is unfolding in India during its second COVID wave as a “crime against humanity”. The origins and legal import of the term The term “crime against humanity” is a close cousin of the more politically controversial term “genocide”. Both were coined in the aftermath of the Second World War. However, as Philippe Sands

explains in his book East West Street, they adopt distinct approaches to describing events of mass death, despite arising out of the same horrific act. “Genocide”, coined by Polish jurist Raphael Lemkin, refers to concerted state actions taken to eliminate groups of people. On the other hand, “crimes against humanity”, coined by Cambridge law professor Hersch Lauterpacht, refers to the mass killing of individuals, irrespective of their membership of a group. In this manner, genocide prioritises group identities, while crimes against humanity prioritises individuals. Both, however, were considered among the “crime of crimes”, constituting not just a series of criminal acts but a collective stain on the conscience of humanity. Following the Nuremberg trials, both these terms came to be embedded into international law. As things stand, the term “crime against humanity” is most comprehensively defined in the 1998 Rome Statute of the International Criminal Court. This definition encompasses active acts of violence perpetrated on large numbers of people, and so, clearly, does not cover the situation India is currently seeing owing to COVID and the collapse of its healthcare system. In addition to the absence of active aggression, the legal ingredients of a “crime against humanity” are not met in this case, because it requires identifying a perpetrator, as all crimes do. Undoubtedly, in India’s case, there was (and continues to be) negligence on the state’s part in failing to ramp up its

health infrastructure, stock up on medical supplies and equipment (like oxygen) and, crucially, rapidly vaccinate a significant part of the Indian population in a manner that would prevent such a deadly second wave of the virus. Additionally, there has been the failure of the government, at a national level, to ensure continued compliance with COVID-appropriate behaviour in all settings after the first wave. These failures took place on a national scale, and consequently, it is the Union government that should bear primary responsibility for the resultant horrors India is seeing. As easy as it might be to stop there, however, there are other actors at play. State governments had significant control over health issues before the second wave (as public health is a matter reserved for states’ control under the Seventh Schedule to the Indian constitution), and the ill-preparedness of some state governments, coupled with their failure to strictly enforce public health guidelines in their states after the first wave, has also contributed to this apocalyptic state of affairs. ond wave. By hoarding more vaccines than they will ever need well into India’s second wave, these countries made it difficult for India to secure the doses it originally needed to rapidly vaccinate a significant portion of its population, to begin with. Furthermore, while the Biden Administration recently announced its support for a waiver of all intellectual property rights in COVID vaccines, this announcement is yet to translate into any concrete action or tangible benefits for Indian vaccine manufacturers. It also comes much after India and South Africa’s demand for patent waivers for COVID vaccines under the TRIPS Agreement at the World Trade Organisation in October 2020 itself. Coupled with a failure to facilitate technology transfers to Indian vaccine manufacturers, these actions by rich Western countries, despite preceding the deadly second wave of COVID that India is going through, have undoubtedly contributed to the present state of affairs in India. Of course, the issue of vaccine inaccessibility has now been exacerbated by the fact that vaccines in India are being sold parallelly on the market for the highest price in the world, and intellectual property rights in India’s indigenously developed vaccine, Covaxin, have also not yet been waived. Clearly, therefore, a confluence of many actors and circumstances have led to the present state of affairs in India, and there is no one “perpetrator” of the death and destruction we are surrounded by. Does this disentitle Arundhati Roy,

and the rest of India, from calling what is happening in (and to) India a crime against humanity? Extra-legal sense The answer, in my opinion, is a resounding no. Originally a Polish Jew himself, Lauterpacht coined the term “crimes against humanity” in the backdrop of the severe death and destruction he saw his people and, indeed, his own family, go through. It is this overwhelming sentiment of seeing one’s people grief-stricken and scarred for generations to come that underpinned Lauterpacht’s decision to coin the term. And while he did it for legal purposes, the term he coined carried much more weight, representing the almost unthinkable impact that mass deaths, widespread grief and untold sorrow have on generations of a people. In this sense, the term “crimes against humanity” may well have outgrown its strict legal meaning right from its inception. The same is true for its cousin, the term “genocide”, as evidenced by how the term has been used extra-legally in the time since it was coined. While it finds representation in international law (through the 1948 Genocide Convention), the term is often used more generally to describe state actions that target and seek to eliminate a particular group’s identity, even if the legal requirements of the Genocide Convention are not met. In a similar fashion, the widespread use of the term “crimes against humanity” in an extra-legal sense in India gives us a chance to associate a term that was born out of the grief of a terrible human

catastrophe with the griefstricken helplessness that all of India feels when it sees its people suffer from the impact of the second wave of the COVID virus. Because of this loaded context, the term might do the best possible job of explaining to the world what it feels like to see people, families and societies be irreparably torn apart, as all of India has for the past weeks. Indeed, when the term was first coined, the scale of the catastrophe that preceded it inspired an unprecedented level of global cooperation, designed to prevent a world war that would visit similar violence on mankind from ever re-occurring. If our consistent use of the term to describe what is happening to us similarly captures global attention and inspires global collaboration on issues like the state of public health infrastructure in the developing world and intellectual property rights in life-saving drugs and vaccines, India and the world may well be spared the horrors of the past weeks the next time the world has to grapple with a public health crisis. It doesn’t matter that these deaths aren’t the consequence of active aggression, or that there is no clear perpetrator of these “crimes”. The impact that this second wave of the COVID virus has had, is having and will continue to have on India and Indians will, in many ways, mirror the impact of any event of mass death that would fit the legal definition of a crime against humanity. Congress’ shortsighted vision and its repercussion in Assam

n the recently concluded elections in Assam, it turns out that if the votes of Mahajot alliance led by Congress Party and the alliance of Assam Jatiya Parishad and Raijor Dal are combined then they would have been in a position to prevent Bhartiya Janata Party from forming a government in Assam. If 14 seats where Mahajot alliance and AJP-RD votes are together greater than Mitrajot alliance led by BJP votes are subtracted from 75 seats won by Mitrajot and added to the Mahajot and AJP-RD combine strength of 51, it yields a different result. Quite naturally, the Congress is blaming the AJPRD alliance for having split the anti-BJP or secular votes and help BJP come to power. To make matters worse Himanta Biswa Sarma, now the Chief Minister of Assam, declared in a television interview, in the middle of the elections, that his party had encouraged the formation of AJP and RD alliance to split the anti-Citizenship Amendment Act protestors’ votes. It is noteworthy that leaders who formed AJP and RD, Lurinjyoti Gogoi and Akhil Gogoi, respectively, were at the forefront of anti-CAA protests. In fact, Akhil Gogoi is in jail

since December, 2019 for having participated in the anti-CAA agitation on charges of sedition and under the Unlawful Activities Prevention Act, whereas his colleagues also booked under similar charges are out on bail. Even though many organizations including the All Assam Students Union, which originally led the movement during 1979-1985 on the issue of infiltration of foreigners into Assam and entered into an Assam Accord with the then Rajiv Gandhi government, were protesting against the CAA, as it violated the spirit of Assam Accord, it was clearly the alliance of 70 organisations led by Akhil Gogoi’s Krishak Mukti Sangram Samiti which was spearheading the most aggressive protests. Akhil Gogoi, the only leader to be jailed for so long, because of anti-CAA protests had become a real political threat to the BJP government, which appears to be the only possible reason of his continued incarceration. In a letter written from jail last year Akhil had appealed for unity of AASU, Asom Jatiyatabadi Yuba Chatra Parishad, KMSS, Forum against CAA, civil society of Assam, students, people’s organisations,

tribal organizations, national organizations, crusading writersintellectuals and common citizens of Assam to run a movement capable of bringing the government to its knees. Congress Party was nowhere in picture either in the protests against CAA or in attempting to forge any alliance. The popular sentiment was to see a force capable of dislodging BJP from power and Akhil Gogoi was seen as a natural choice of such a movement being the most prominent face of anti-CAA protests, even since the Bill was conceived. It would not be an exaggeration to say that KMSS led alliance of 70 organisations was the avant-garde in 2019 just like the AASU during 1979-85. This time AASU joined late with an alliance of 30 groups. Come the assembly elections, as Akhil was in jail, Congress took the lead in calling for an anti-CAA alliance and decided to take All India United Democratic Front as a partner. This upset Akhil and he described AIUDF a communal party, with which Professor Hiren Gohain, prominent public intellectual of Assam and Akhil Gogoi’s long time mentor and supporter, did not agree and chose

to resign as his party’s advisor. It’ll be a matter of debate whether AJP-RD position on AIDUF was a wise one. However, instead of blaming AJP-RD alliance for the defeat of Mahajot, if Congress had been large hearted and declared Akhil Gogoi as the CM’s candidate of the opposition grand alliance of all non-BJP parties, as Akhil had called for, especially as it didn’t have its own after the demise of three times consecutive CM Tarun Gogoi, the entire dynamics of electoral battle would have dramatically altered. It is possible that a number of people who participated in the anti-CAA protests but were convinced to vote for BJP in the end, would have remained with an alliance whose CM candidate was the most prominent anti-CAA protestor, that too in jail. Akhil Gogoi was initially thinking of contesting from two seats – Sibsagar and Mariani. However, he dropped the idea of contesting from latter essentially because his presence would have divided the anti-BJP votes, which eventually helped the Congress candidate from here to win by a slender margin of 2446 votes. Whereas Akhil was considerate

towards Congress, the Congress did not show the same magnanimity in Sibsagar. And we’ve to remember that Tarun Gogoi government had also put Akhil in jail making allegations against him of being a Maoist. Akhil’s victory in the election from Sibsagar has not gone unnoticed. Himanta Biswa Sarma, Akhil Gogoi’s senior in Cotton College, has made a caustic comment that he hopes Akhil would now abide by the Constitution and not resort to unparliamentary politics. The reality is that Akhil has probably fought all his life to uphold the Constitutional values and people in power have blatantly violated democratic principles. Had Congress exhibited some imagination it could have trounced BJP in the same manner that Mamata Banerjee did in West Bengal and today it could have been on a path of revival and BJP would have sunk more in gloom. Black fungus claims 52 lives in Maha

MUMBAI, MAY 14 (PTI): As many as 52 people have died due to Mucormycosis, a rare but dangerous fungal infection, in Maharashtra since the COVID-19 outbreak last year, a senior health department official said on Friday. Mucormycosis, also known as black fungus, became a much talked about subject after some recovering and recovered coronavirus patients were found infected with the disease, whose symptoms include headache, fever, pain under the eyes, nasal or sinus congestion and partial loss of vision. As many as 52 people in Maharashtra have died due to the Mucormycosis disease since the COVID19 outbreak last year. All of them were COVID-19 survivors, but succumbed to the black fungus infection, the official told PTI. For the first time, the state health department has compiled a list of deaths caused by black fungus,” said the official who spoke on condition of anonymity. Mucormycosis was not a notified disease like malaria and hence its cases were not mapped and a database was not prepared, the official said. With the rise in COVID-19 cases and preliminary reports of growing infection of black fungus, the state started creating a database. This exercise revealed that so far 52 people have died due to the black fungus infection, the official said.

All the 52 patients died after the coronavirus infection spread in the country. However, very few deaths took place in 2020 in Maharashtra. A sizeable number of deaths have taken place in the current calendar year, he said. As per health experts, Mucormycosis is mostly found among COVID-19 patients who have diabetes, fluctuation in sugar level or increased iron level in the blood. Tope has said patients with suppressed immune system and co-morbidities are vulnerable to contract the disease. As part of a contingency plan to treat Mucormycosis patients, the state government has decided to set up separate wards for them at hospitals attached to 18 medical colleges. The treatment requires multidisciplinary expertise because the fungal infection spreads through the nose, eyes and can reach the brain, Tope has said. The Maharashtra government has already admitted that at least eight patients in the state have lost vision in one eye due to Mucormycosis.

MUMBAI, MAY 14 (PTI): A 35-year-old woman, who married for a second time post-divorce, was ordered by a ‘caste panchayat’ of her community to lick spit as punishment in Maharashtra’s Akola district, an official said on Friday. The caste panchayat also ordered the woman to pay Rs 1 lakh to it for her act, he said. Showing courage, the woman defied both the diktats and lodged a police complaint. The shocking incident took place last month, but came to light when a case was registered against the unofficial village council, he said. The victim belongs to the ‘Nath Jogi’ community, whose caste panchayat did not accept her second marriage, the official said. The victim got married for the second time in 2019 after taking divorce from her first husband in 2015, the official said. Her first marriage took place in 2011, he said.

At the caste panchayat meeting, members discussed the woman’s second marriage and called her sister and other relatives, and delivered their “verdict” on the issue (the victim was not present at the meet), the official said. According to the verdict, members of the caste panchayat were to spit on banana leaves and the victim was to lick it as a punishment, the official said. PANAJI, MAY 14 (IANS): Thirteen Covid patients died at Goa’s apex government hospital, the Goa Medical College, in the early hours of Friday owing to oxygen mismanagement, even as the death toll of patients who died between 2 am and 6 am at the premier facility reached 75 in four days. Videos of chaos at the numerous wards of the medical college have gone viral, with patients, relatives pleading for assistance as well as uploading emotive snapshots of helplessness and lack of hygiene in the health facility. A video shot at ward number 145, shows patients sleeping on mattresses and with oxygen monitors beeping in the background and the dull echo of family members patting patients in a bid to reassure them. The video also shows debris of used food packets and other waste piled in a corner of the ward, spilling out of garbage bags. In another video, shot by a relative at Ward 147, the relative complains of a procession of six to seven deaths at the hospital ward due to oxygen shortage. “The government says there is enough oxygen supply and is playing with the lives of people”. An Opposition MLA of the Goa Forward party Vijai Sardesai has called the four hours between 2 am and 6 am -- when most of the deaths have happened -- as the “dark hour” of death. “In all 75 people have died at the dark hour between 2am to 6am in the dead of the night on the last four consecutive nights,”

Sardesai said. While 26 persons died on May 10 during the four hours, on May 11, 21 persons died due to lack of oxygen. Despite a grilling of government agencies by the Bombay High Court, which is hearing a bunch of public interest litigations related to poor Covid management and shoddy oxygen management at the premier hospital, the spate of deaths did not stop, with 15 persons dying on May 12 and 13 patients dying in the early hours of Friday. “There is a complete collapse of governance. In spite of HC intervention, deaths are happening at this dark hour. Rather than the government, HC should rule Goa because government is doing nothing other than photo ops and filing cases against those who expose them,” Sardesai said. Early Friday, a team of youth Congress officials, which has been assisting patients with refilling of oxygen cylinders for several days, also visited the Covid ward of the medical college. “If HC has to intervene in every matter, why do you need a government? We had demanded RTPCR tests to be made mandatory because of increasing tourist footfalls in Goa, especially from Maharashtra which was facing a huge spike,” Youth Congress president Varad Mardolkar said. “This oxygen issue has been around for 14-15 days. But the government could not fix a problem like this. it took the High Court to intervene and take some steps to address the crisis,” Mardolkar said.

NEW DELHI, MAY 14 (PTI): Drug firm Dr Reddy’s Laboratories on Friday said it has launched COVID vaccine Sputnik V in the Indian market with the first dose being administered in Hyderabad, as part of a limited pilot. The company said the imported doses of the vaccine are presently priced at a maximum retail price of Rs 948, with 5 per cent GST per dose, amounting to Rs 995.4 per dose. “The imported doses of the vaccine are presently priced at an MRP of Rs 948 + 5 per cent GST per dose, with the possibility of a lower price point when local supply begins,” Dr Reddy’s Laboratories said in a statement. The first consignment of imported doses of the Sputnik V vac-

cine landed in India on May 1, and received regulatory clearance from the Central Drugs Laboratory, Kasauli, on May 13, 2021, it added. As part of a limited pilot, the soft launch of the vaccine has commenced and the first dose of the vaccine was administered in Hyderabad, Dr Reddy’s said. “Further consignments of imported doses are expected over the upcoming months. Subsequently, supply of the Sputnik V vaccine will commence from Indian manufacturing partners,” it added. The company is working closely with its six manufacturing partners in India to fulfill regulatory requirements to ensure smooth and timely supply, Dr Reddy’s said. The Hyderabad-based firm said

that it will work closely with stakeholders in the government and private sector in India to ensure the widest possible reach of the Sputnik V vaccine, as part of the national inoculation effort. “With the rising cases in India, vaccination is our most effective tool in our battle against COVID-19. Contributing to the vaccination drive in India is our biggest priority right now to help Indians be healthy and safe,” Dr Reddy’s Co-Chairman and MD G V Prasad said. Till now, only two vaccines were being administered in India for COVID-19 -- Covaxin manufactured by Bharat Biotech and Covishield manufactured by Serum Institute of India. The number of people who have recuperated from the disease surged to 2,00,79,599, while the case fatality rate was recorded at 1.09 per cent, the data stated. India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19. A locally raised civilian resistance group, Mindat Defense Force, has been blocking the Tatmadaw’s entry into the town. The resistance group is led by armed local policemen, angry youths armed with locally made weapons and possibly some former insurgents of the Chin tribe. On Tuesday, a Tatmadaw column tr ying to enter Mindat was ambushed by Mindat Defense Force fighters after breakdown of a local ceasefire. ICC considering expanding T20 World Cup to 20 teams: Report new DelhI, May 14 (Ians): The International Cricket Council (ICC) is reportedly considering expanding the T20 World Cup to 20 teams from its current number of 16. While the 2021 tournament, which is currently scheduled to be held in India, will remain unchanged, the ICC is looking to add four more teams to the tournament from the 2024 edition, according to ESPNCricinfo. Additionally, there is also speculation over the possibility of the ICC expanding the number of teams participating in the 50-over World Cup. The World Cup had been reduced to 10 teams from 14 in 2019 with the argument that broadcasters would prefer the lesser participation so as to reduce onesided matches. However, there is now talk of getting the number

back to 14 teams. The T20 World Cup is scheduled to be held in October-November but there is uncertainty over India hosting the tournament due to the deadly second wave of Covid-19 ravaging the country.
