KO H I M A , M A R 1 3 (NPN): Health & Family Welfare (H&FW) minister P Paiwang Konyak said hat the State government would view any case of medical negligence seriously and push for Nagaland Medical Negligence Bill in Nagaland Legislative Assembly (NLA). He gave this assurance to a delegation of Eastern Naga Students’ Federation (ENSF) led by its president Chingmak Chang that called on him at his official residence here on Monday evening.

It may be recalled that the legislators during the discussion on matters of urgent public importanced in the 13th Nagaland Legislative Assembly, had deliberated on the issue of medical negligence and malpractices and called for an end to these.

DIMAPUR, MAR 13 (NPN): Three municipalities of Nagaland—Association of Kohima Municipal Wards Panchayats (AKMWP), All Ward Union Mokokchung Town (AWUMT) and Dimapur Urban Council Chairmen Federation (DUCCF) along with the other 36 town councils from various districts of Nagaland would hold an emergency consultative meeting on March 21, 2023 at 11am at Hotel 2K (Officer’s Hill Colony, below SP Office), Kohima.

In a press release, AKMWP publicity and press secretary Kopelo Krome informed that the meeting has been called in view of the ULB elections announced by the state government.

It informed that each town council should be represented by at least one member from the respective council.

NEW DELHI, MAR 13 (PTI): The Supreme Court on Monday referred the pleas seeking legal validation of same-sex marriages to a five-judge constitution bench for adjudication, saying it is a “very seminal issue”.

A bench headed by Chief Justice D Y Chandrachud said the submissions on the issue involve an interplay between constitutional rights on the one hand and special legislative enactments, including the Special Marriage Act, on the other.

The Centre has opposed in the top court a batch of petitions seeking legal validation of samesex marriages, claiming they will cause a “complete havoc” with the delicate balance of personal laws and accepted societal values.

The bench, also com-

prising Justices PS Narasimha and JB Pardiwala, said this is a matter which is important enough to be decided by a constitution bench of five-judges.

“Having due regard to the broader context of the petitions before this court, the inter-relationship between the statutory regime and constitutional rights, we are of the considered view that it would be appropriate if the issues raised are resolved by a constitution bench of fivejudges of this court...,” the bench said while referring to Article 145 (3) of the Constitution, while terming it a “very seminal issue”.

“We accordingly direct that the hearing of these petitions be placed before a constitution bench,” the apex court said while posting the pleas for hearing on April 18.

Not interfering in personal lives: Rijiju

A day after Centre opposed in the Supreme Court legal validation of same-sex marriage, Law Minister Kiren Rijiju Monday said the government does “not disturb” the personal freedom and activities of individuals but the issue related to the institution of marriage was a matter of policy.

Rijiju said, “The government is not interfering in the personal life, personal activities of anybody. So there should be no confusion.

When it comes to an issue related to the institution of marriage, then it is a matter of policy.” “Personal freedom and personal activities of individuals of the citizens are never being disturbed, regulated, questioned by the government. You must be very clear about it. There is a clear distinction,” he said.

In the same order, the bench also directed NHIDCL to not deduct the 25% from the bill submitted by contractor citing nonachievement of width as per the Typical Cross Section (TCS), which was being practised by the corporation.

The court ruled that no demand for TCS would be made by NHIDCL to the contractor and that the work

would be executed on the existing road/ROW while any bill submitted by the contractor should be paid as expeditiously as possible after joint verification by both parties.

The court also directed NHIDCL as well as the contractor concerned to file their respective affidavits on the progress of the work before April 12, 2023 while amicus curiae A Zhimomi has been requested to inspect the work before the next returnable date and file an affidavit before April 12, 2023.

KO H I M A , M A R 1 3 (NPN): A Public Interest Litigation (PIL) on the Southern Angami Public Organisation (SAPO)-Mao imbroglio filed by convenor of Mao-Imphal Market Co-Ordination Committee and vice president, IPSA, Khuraijam Athouba, has been listed for hearing on March 20, 2023.

After hearing the counsel for the petitioner, and the Solicitor General of India Tushar Mehta, the court had fixed the matter on March 20, 2023 citing the matter as urgent. The Solicitor General had been specifically asked to render all possible assistance.

Athouba said that the Public Interest Litigation was filed in relation to the “current blockade & quit notice imposed/served by the Southern Angami Public Organization (SAPO) of Nagaland on the Mao Community of Manipur.”

(NPN): In view of the rise in Influenza-like Illnesses and Severe Acute Respiratory Illnesses (ILI/SARI) commonly referred as seasonal flu, the directorate of Health & Family Welfare (H&FW) has issued an advisory.

In a statement, H&FW principal director Dr Vibeituonuo M Sachu said factors like inadequate attention to personal hygiene, sneezing and coughing without protection in close proximity of other people, closed door gathering, etc, contribute to increased transmission of viral respiratory

(H1N1, H3N2, etc.), including Covid-19.

Therefore, the department called for following respiratory and hand hygiene, covering one’s mouth and nose with tissue/handkerchief/elbow when coughing or sneezing, avoiding spitting in public places, using mask in crowded environment, frequent hand washing, early reporting of symptoms to healthcare workers to initiate early care and treatment and limiting contact of those people who are suffering from respiratory illness.

DIMAPUR, MAR 13 (NPN): The High-Level Committee (HLC) under the chairmanship of Union Home Minister Amit Shah has approved additional Central assistance of Rs. 68.02 crore for Nagaland under the National Disaster Response Fund (NDRF).

In a statement PIB, said that the HLC had approved Rs 1,816.162 crore from NDRF to the five States of Assam, Meghalaya, Nagaland, Himachal Pradesh and Karnataka, affected by floods, landslides, cloudburst etc, in 2022.

While Nagaland was sanctioned Rs 68.02 crore, Rs 520.466 crore was approved for Assam, Rs 47.326 crore for Meghalaya, Rs 239.31 crore for Himachal Pradesh and Rs 941.04 crore for Karnataka. This additional assistance is over and above the funds released by the Centre to the States in the State Disaster Response Fund (SDRF), already placed at the disposal of the States.

During the financial year 2022-23, Centre released Rs 15,770.40 crore to 25 States in their SDRF and Rs 502.744 crore to four States from NDRF. The Centre had deputed InterMinisterial Central Teams to these States, immediately after the calamities, without waiting for the receipt of memorandums from them.

Funds constraint puts question mark on State Stadium (MDSC) project in Dimapur Staff Reporter

DIMAPUR, MAR 13 (NPN): Even after 17 years, the dream project called ‘Multi-Disciplinary Sports Complex (MDSC) at Dimapur, is light years away from completion and instead of a lively sports centre, the unfinished structure is looking a desolate ancient Roman amphitheatre and used for unsporting activities.

The 64.25 acre complex includes the main seating arena for 30,000 spectators while a portion of around 15 acres has been allotted to Sports Authority of India Imphal. The esti-

mated cost of the MDSC was Rs.60.57 crore and so far the amount released for the project is Rs.94.25 crore according to an official of the Youth Resources & Sports Department.

State chief minister Neiphiu Rio had earlier disclosed that the cabinet had proposed to take over the entire project.

At a subsequent meeting the NITI Aayog in August last year, Rio had envisaged an estimate of Rs. 157 crore for completion of the project.

here on Monday. The contractor, Nibu Nagi, proprietor of NN Construction & Decors who was given contract for constructing the sports complex, disclosed that the project could not

be completed due to lack of funds.

He disclosed that present chief minister Neiphiu Rio who was minister had announced an ambitious sports complex at Dimapur

in 2000s that led to the birth of MDSC. Nagi claimed that he had received Rs 76.45 crore out of an estimated total cost of Rs 230 crore for completing the entire

project. Hence, as per the amount, it can be clearly deduced that not even 30% of the construction work is complete. He said the complex could have hardly taken three to four years to complete had there been no fund constraint. He assured that if funds were made available, it could be completed in another two years.

He appealed to the State government to accord priority for completion of the complex, as he also wanted to complete the work since he had started it.

Naga also lamented that there have been multiple allegations against him in social media for not

completing the project but regretted that no one had even bothered to approach him for factual accounts.

“I am ever ready to show any proof if anyone has any question,” said Nagi and also urged upon people not to be swayed by rumours and slanders.

He recalled that initial works had started with Rs 60 crore provided by Planning Commission and that after its utilisation, the State government could not provide its share of fund.

He recalled that the chief minister had in 2022, assured a bank loan to complete the project.

DIMAPUR: CIHSR Hospital, Dimapur has announced the launching of “Level 3 children’s critical Care transport service “SPARROW”, which stands for “Safe Pediatric Acute Response and Retrieval On Wheels”.

MD Pediatrics, MRCPCH consultant Pediatric Critical Care, CISHR Hospital Dimapur, Dr. R Wonashi Tsanglao, informed that the first-of-itskind service in Nagaland, is an initiative of the Pediatric critical care unit of CIHSR Referral Hospital to carry out the transfer of critically ill children from PHCs, CHCs, and any health care facilities

in and around Dimapur to Pediatric/ Neonatal intensive care unit within Dimapur.

The service will be available 24/7 and can be contacted at 03862-242555 / 6009552407.

SPARROW will also provide clinical advice to medical and nursing staff on the management of critically ill children. It will also transfer infants and children below 16 years of age, including neonates, who require a Paediatric Intensive Care Unit (PICU)/ Neonatal Intensive Care Unit (NICU). The transport team will include a doctor trained to handle critically ill children,

a nurse with PICU/NICU experience, and a dedicated ambulance driver.

At present, the facility will be present limited to Dimapur and nearby regions such as Chumukedima and Medziphema.

Transfer will be accepted only after a detailed discussion of the case between the referring consultant and the transport consultant and transport team may not be immediately available when a current transport is ongoing.

Time-critical cases (e.g. head injury, limb ischemia) may have to be transported by the referring team themselves.

Manipur students stage protest; demand NRC

IMPHAL, MAR: A total of six student bodies led by the All Manipur Students’ Union on Monday staged a protest here, demanding the implementation of the National Register of Citizens (NRC) in the state, and setting up Manipur State Population Commission.

The agitating students claimed that there had been an “abnormal surge” of the population in the state’s hill areas, rampant cultivation of poppy, and encroachment of reserve forest areas.

During the protest, the police had to resort to canecharging when the agitating students tried to storm into the official residence of Chief Minister N. Biren Singh and marched to Raj Bhawan.

According to the students, the influx of outsiders from both inside and outside the country, including people from Myanmar,

Nepal, and Bangladesh, significantly affected the identity, culture, economy, administration and environment of Manipur.

The students’ organisations also demanded detecting and deporting illegal immigrants from Manipur.

“We are not against any community or religion but we want to protect our land, environment, and indigenous communities from the adverse effects of

illegal settlements,” said a spokesperson for the student bodies.

After the Manipur Assembly had earlier last year adopted a private member resolution to establish a population commission in Manipur, the state cabinet approved the establishment of the Manipur State Population Commission.

However, the required official process is yet to start for the functioning of the commission.

Talking to re por ters on the sideline of the rally, DESAM president Leishangthem Lamyanba expressed concern on the abnormal increase of population in some hill districts and emergence of new villages in the reserved and protected forests.

He said setting up of new villages in reserved and protected forest areas was a clear example of abnormal surge in the population in hill areas of the state.

He alleged that most of the emerging new villages were set up by the illegal immigrants.

Even as the Manipur government took up various steps and drives, the influx of immigrants was yet to be checked effectively due to lack of long term policy, he said. The DESAM president demanded that all the unauthorized settlers should be evicted and showed the illegal immigrants that there is law.

GUWAHATI, MAR 13 (PTI): Congress MLA Sherman Ali Ahmed was on Monday suspended from Assam Assembly for the day after he protested Speaker Biswajit Daimary’s decision disallowing him from asking a second supplementary question on the ongoing eviction drive by the Assam government which has displaced thousands of people so far.

Ahmed asked a question related to eviction of 45 families at No 12 seat of Satrakanara in Barpeta district and alleged the state government had misled the house on the issue.

While Revenue and Disaster Management Minister Jogen Mohan said the government cleared only 400 bighas (over 132 acres) of land and no one outside that area was evicted, Ahmed alleged that 17 families outside the marked area were displaced by the

administration during the exercise on December 26.

“Whose fault was it for carrying out eviction outside the 400 bighas?

This is a serious matter and the House was misled. I request the Speaker to form a House Committee to probe this matter,” Ahmed said.

Daimary requested the opposition MLA not to make such claims without any evidence, but refrained from expunging the statements.

When the Speaker moved to the next question after Mohan’s reply, Ahmed said he should get a second supplementary question “as per the rule”.

However, Daimary did not accept and asked the next MLA to ask his query.

Over 50 students injured in bee attack on way to exam centre

KEONJHAR, MAR 13 (PTI): Over 50 students appearing for the class 10 state board exams and their teachers were injured after being stung by a swarm of bees on their way to the exam centre in Odisha’s Keonjhar district on Monday, officials said.

Four students and two teachers had to be taken to a hospital following the incident, they said. The incident took place when the students and teachers were going to their examination centre at the Harichandanpur Balika High School for the ongoing boar examination. Despite being in pain, the injured students appeared for the examination, a teacher said.

NEW DELHI, MAR 13 (AGENCIES): Northeast under its belt, the BJP is out to win Kerala, with a massive public outreach programme that plans to embrace the two key non-Hindu communities -- Muslims and Christians. Together, the two comprise 46 per cent of the population, crucial to crack into a state that has traditionally been a bastion of the Left and the Congress, reports NDTV News.

The BJP, which stepped up its outreach in Kerala ahead of the 2019 election, has been unable to make inroads.

Bucking the national trend, the party had drawn a blank in the state despite its high-pitched agitation on the Sabarimala issue.

The Congress had won 15 of the state’s 20 Lok Sabha seats. Its allies won another four -- the Indian Union Muslim League bagged two and the Kerala Congress (Mani group) and Revolutionary Socialist Party one seat each. The outcome was

seen as a rejection of the party’s stance on religious issues. The BJP’s growth in the state has been stymied since, despite the many incidents of communal clash between the right-wing supporters and the Left.

Sources said the huge outreach programme planned this time will involve BJP workers visiting the homes of Christians on Easter week. On April 9, Easter Sunday, 10,000 BJP workers will visit the homes of 1 lakh Christians.

Last year, during the Christmas week, thousands of BJP workers visited the homes of Christians with gifts, sources said.

The right-wing workers will also visit the homes of Muslims on Eid in the third week of April. Christians

will be invited to the homes of right-wing activists on the festival of Vishu on April 15.

BJP leaders say while the common people have welcomed the initiative, it is being closely watched by the ruling Left and the opposition Congress.

The outreach is the brainchild of Prime Minister Narendra Modi, who had asked the party cadre to organise a “sneha samvaad” (message of affection) to the minorities in Kerala during the party’s national executive meet in Hyderabad.

A call on the apex court

L

eaders of eight non-NDA political parties have strongly criticised the alleged misuse of central enforcement agencies such as the Enforcement Directorate and CBI for political witch hunt.

This was contained in a letter addressed to prime minister Narendra Modi by the eight leaders such as - Chief Ministers Mamata Banerjee of the Trinamul Congress, Arvind Kejriwal and Bhagwant Mann of the Aam Aadmi Party; Bihar Deputy CM Tejashwi Yadav of the RJD, Farooq Abdullah of the National Conference, Sharad Pawar of the Nationalist Congress Party, Uddhav Thackeray of Shiv Sena-UBT and Akhilesh Yadav of Samajwadi Party,. The opposition leaders have taken strong exception to the hounding of AAP deputy chief minister in-charge of finance and education Manish Sisodia and health minister Satyendar Jain. It may be recalled that Jain is currently lodged in Tihar jail in connection with money laundering case. CBI arrested Sisodia on February 26 in connection with alleged irregularities related to implementation of the now scrapped Excise Policy, 2021-22.The two leaders have since resigned from the Delhi Cabinet, being replaced by Atishi and Saurabh Bharadwaj. The opposition in the letter noted that out of the key politicians booked, arrested, raided or interrogated by the investigation agencies under the central government since 2014, the maximum belonged to the Opposition. According to the government’s own admission, raids carried out by the ED during 2014-2022 saw a nearly 27fold increase to 3,010 as compared to 112 searches between 2004 and 2014, the Rajya Sabha was informed on July 26,2022. This was in response to a query from Priyanka Chaturvedi MP of Shiv Sena, who asked whether ED raids have gone up almost 90% from 2014 and if the raid-to-complaint ratio of ED cases has gone down drastically from 2014. The fact ED and CBI have gone on overdrive in raiding and summoning opposition members and others who have no support from the ruling government, clearly indicates that these agencies have made witch hunt as priority. The opposition has named several prominent BJP leaders including chief ministers who were involved in scams but who have not been touched. Some who were in the opposition seem to have been cleansed of their sins after joining the BJP. The ED or CBI raids any opposition or even government critic on flimsy grounds and even on those alleged of having received cash of a pittance of Rs one crore. However in sharp contrast, following the publication of an international forensic financial research report, SBI and LIC have reportedly lost over `78,000 crore in market capitalisation of their shares due to exposure to a certain firm. The loss of such a huge amount of public money due to an alleged financial fraud by a big corporate house has been ignored and not even a word was spoken by the central government. The opposition is asking as to why have the central agencies not been pressed into service to investigate the firm’s financial irregularities despite the public money at stake?.

This was in reference to the Adani Group, without mentioning it by name. Rahul Gandhi had spoken out loud and clear in parliament but the government has chosen to ignore it. Under such a situation, it is now for the Supreme Court to take suo moto notice and take up the matter to ensure that probe agencies are not misused by parties in power.

The salvation which comes from God means being completely delivered from myself, and being placed into perfect union with Him. When I think of my salvation experience, I think of being delivered from sin and gaining personal holiness. But salvation is so much more! It means that the Spirit of God has brought me into intimate contact with the true Person of God Himself. And as I am caught up into total surrender to God, I become thrilled with something infinitely greater than myself.

To say that we are called to preach holiness or sanctification is to miss the main point. We are called to proclaim Jesus Christ (see 1 Corinthians 2:2). The fact that He saves from sin and makes us holy is actually part of the effect of His wonderful and total surrender to us.

If we are truly surrendered, we will never be aware of our own efforts to remain surrendered. Our entire life will be consumed with the One to whom we surrender. Beware of talking about surrender if you know nothing about it. In fact, you will never know anything about it until you understand that John 3:16 means that God completely and absolutely gave Himself to us. In our surrender, we must give ourselves to God in the same way He gave Himself for us— totally, unconditionally, and without reservation. The consequences and circumstances resulting from our surrender will never even enter our mind, because our life will be totally consumed with Him.

& Conflict - Holding Prevention, control Chaos your own in their midst of seasonal flu H T he Country including Nagaland has been observing a rising trend in Influenza like Illnesses and Severe Acute Respiratory Illnesses (ILI/SARI), commonly referred as Seasonal Flu. The following factor such as inadequate attention to personal hygiene, sneezing and coughing without protection in close proximity of other people, closed door gathering, etc., contribute to increased transmission of viral respiratory pathogens like Influenza A (H1N1, H3N2, etc.) including COVID-19.

While most of these pathogens typically cause mild and often selflimiting illness manifesting as acute respiratory infection with fever and cough, in some cases, particularly amongst young children, old age people, people with obesity and other co-morbidities (like chronic obstructive pulmonary disease, cardiovascular disease, chronic renal and liver disease, etc.) as well as pregnant women may suffer from more severe manifestation of these diseases requiring hospitalisation.

Therefore, in order to limit transmission of these diseases, the following needs to be adhered to; 1. Respiratory and Hand Hygiene • Covering one’s mouth and nose with tissue/handkerchief/ elbow when coughing or sneezing.

• Avoiding spitting in public places.

• Use of Mask in crowded environment.

• Frequent hand washing.

2. Early reporting of symptoms to Health Care Workers to initiate early care and treatment.

3. Limiting contact of those people who are suffering from respiratory illness.

The Integrated Disease Sur-

veillance Program (IDSP/IHIP) of the Department of Health & Family Welfare is undertaking real time surveillance of cases of Influenza like illness (ILI) & Severe Acute Respiratory Infections (SARI). As per the Data available, between the period from 1st January to 10th March 2023, there are 723 reported cases of Acute Respiratory Infections/ILI and 37 cases of SARI. No deaths have been reported due to ILI or SARI during this time period. Though, these reported cases have not been laboratory confirmed. Moreover, a close watch is also kept on all hospital admissions with breathing difficulties.

Additionally, thus far, the State has not reported any confirmed case of COVID-19 for the last 5 weeks. The last reported case of COVID-19 was on 11th February 2023.

When you look at this from any angle, we as humans are always aware that there is something that we don’t know, or cannot foresee. The whole concept of being human is to experience ourselves as our lives unfold.

As a result of this phenomenon, humans must always ‘budget’ or account for unforeseen or unpredictable events. We say “who knows what tomorrow will bring” when we plan for our future and other wishes, goals and aspirations. We also say, “life is what happens while you are making other plans.” Thus, all humans have always planned for the future, based on the extent of that which they have experienced as a structure, or what’s called the familiarity of experience.

As we grow older, we gradually become more capable of dealing with unknown territory, and so our confidence increases. But what few humans notice is, that they too tend to become set in their ways.

And so, life becomes a constant. But only for some time. Then something happens, and you find yourself needing to adapt to a new circumstance and so change happens. The more easily you allow yourself to adapt to this change, the easier life becomes. The harder we hold on to the older comfort zones of our lives, the more stuck we also feel in our ways.

Life is meant to be kind.

It helps you grow when you get entangled with outdated modes of perception or limiting patterns of both beliefs and behaviour, by gently bringing about a change in circumstances. This is when for example events unexpectedly unfold differently than you expected. To some, this might appear a bit frightening, disturbing, annoying, or simply frustrating.

Someone else may feel totally overwhelmed by the smallest disruption in the schedule. The way we react to change defines it as either an opportunity for growth or chaos which makes us react as if we are in conflict with the change itself.

Left unchecked at this stage, this behaviour becomes a pattern of responding negatively to changes in circumstances, and we develop a deep imprint in our brain what neuroscience calls NLP or behavioural structuring.

We easily then get used to responding with great anger or despair at any change in what we expect life to be like.

Life, however, does not allow for stagnancy for anyone, anywhere.

Your ability to move with the flow of life defines whether you can remain centred in the midst of any storm, literally or figuratively. Just like ‘life is a constant change’ is a paradox, yet it is a law of nature, similarly, ‘flow, so that you remain in equilibrium’ is an internal law of nature that is a guarantee to be equanimous or have inner peace and calm.

Just like maintaining your breath rhythm while

running, this is maintaining balance with whatever experiences life brings your way.

In that, the chaos is not conflicting but shows you how life itself is your best friend. This is one of the greatest secrets to being heartconscious or experiencing true happiness.

e might say that peace prevails on earth but the fact is that we are living in dangerous times. We have seen how protracted conflicts are causing unspeakable human suffering. Armed groups are proliferating, equipped with a vast array of weapons. At the same time global military spending and competition in arms are increasing, and the tensions of the cold war have returned to a world that has grown more complex.

The matter is not different when it comes to India as we have seen our relationship with our close neighbors. In today’s multipolar environment, the mechanisms for contact and dialogue that once helped to defuse tensions between two super-powers have eroded and lost their relevance. This new reality demands that disarmament and non-proliferation are put at the centre of the work of the United Nations which is the backdrop for my agenda for disarmament.

The International Day for Disarmament and Non-Proliferation Awareness which is observed on 5th March around the world seeks to promote better awareness and understanding of disarmament issues among the public, especially young people. Since the founding of the United Nations, the goals of multilateral disarmament and arms limitation have been central to the Organization’s efforts to maintain international peace and security. We should know that 26,000 people can be treated for the price of one battle tank.

This brings opportunity for the young people to work in the areas of disarmament and non proliferation awareness around the world and amongst countries where there are tensions or conflicts.

We have seen weapons of mass destruction, in particular nuclear weapons, continue to be of primary concern, owing to their destructive power and the threat that they pose to humanity.

Apart from organisations like the United Nations, there are few other global organisations working in the field of

disarmament. It is also needed in regions like the North East where we have seen conflicts though no weapons of destruction have been used here but any weapon that kills others is dangerous. The excessive accumulation in conventional weapons and the illicit trade in small arms and light weapons jeopardizes international peace and security and sustainable development, while the use of explosive weapons in populated areas is seriously endangering civilians.

Observed on 5 March, the International Day for Disarmament and Non-Proliferation Awareness plays a role in deepening the global public’s understanding about how disarmament efforts contribute to enhancing peace and security, preventing and ending armed conflicts, and curbing human suffering caused by weapons.

On this first-ever International Day for Disarmament and Non-Proliferation Awareness let us also think of working in the field and choose it as a career option. Students may study international relations, peace studies, development studies, etc. Let us try and ensure that nuclear, chemical, biological, and unpredictable autonomous and other indiscriminate weapon systems have no place in our world.

In 2018, United Nations Secretar y-General António Guterres launched Securing our Common Future: An Agenda for Disarmament, outlining a vision of disarmament actions that help set our world on a path towards sustainable peace and security for all. The Secretary-General’s Agenda for Disarmament further recognises the important contribution of disarmament and arms control to achieving the 2030 Agenda for Sustainable Development.

In 2018, the Secretary-General also recognized young people as a tremendous force for change in the world who had “proved their power time and again in support of the cause of disarmament”.

This brings more opportunity for the young people to work in this field.

NEW DELHI, MAR 13 (PTI): Twenty-three of the 55 high-priority projects being implemented by the Defence Research and Development Organisation (DRDO) could not meet their respective deadlines, the government informed Parliament on Monday.

The projects included developing anti-air field weapons, surface-to-air missiles, anti-ship missiles, long-range radars, combat vehicles, combat suits for submarines and submarine periscopes, among others.

NEW DELHI, MAR 13 (PTI): The Supreme Court on Monday said the Ministry of Defence cannot take law in its own hands by issuing a communication “unilaterally” that One Rank-One Pension (OROP) arrears to pensioners of the armed forces will be paid in four installments and sought a payment plan

by March 20.

Noting that over four lakh pensioners have died since the OROP litigation started in 2016, the court also asked the defence ministry to immediately withdraw its communication and told Attorney General R Venkataramani to prepare a note giving details of the quantum of payment to be paid, the modalities to be adopted and what’s the priority segment. January 20, 2023 communication had said the OROP ar-

rears will be paid in four equal installments to exservicemen.

The court observed that the defence ministry’s January 20 communication was “directly contrary” to its verdict on March 16, 2022 that had directed payment of complete arrears within three months and it cannot unilaterally say it will pay OROP arrears in four installments.

The attorney general submitted that the Centre has paid to some pensioners and will be paying rest of them one installment of OROP arrears by March 31, but needed some more time for further disbursement.

During the hearing on Monday and after hearing the affidavit filed by the contractor, the court agreed to extend the last date for completion for a period of two months starting from the earlier date that was set as March 31, 2023.

Besides affecting cattle and buffaloes, the disease is also a threat to wild life populations like deer, bison & mithun. The disease causes high fever, reduced milk yield, skin nodules, loss of appetite, nasal and eye discharges and formation of nodules on the body transmitted by flies, ticks and mosquitoes, it added.

Therefore, the department has requested livestock farmers (dairy, cattle / buffalo ranging, Mithun etc) to be vigilant on the occurrence of the disease on the animals and report the matter to the nearest Veterinary Centre.

Further, all veterinary doctors posted in the check post, dairy farms, Veterinary hospitals and dispensaries have been requested to be on guard and meticulously examine all suspected cases. Samples from suspected cases should be sent to ELISA Laboratory, Kohima for further testing, it added.

Speaking at the launching event, Rev Dr Vihienuo said the church has a huge role to play in the promotion of gospel-music and to make best use of the talents of its members. In the past, both Sendenyu and phenshünyu villages had laid claim over the land ownership of parashen, the site where the first Naga Federal Government flag was hoisted on 22nd March 1956. Wherein both the villages have mentioned through their various records / publications claiming the flag hoisting site to be in their respective village area. This had led to a protracted and arduous contestation and conflict over the ownership between them. However, through the initiative of Sendenyu Tegwekinyu Union and pKR (phenshünyu Khenyu & Rümesinyu) Nenzen a Land Settlement Committee was constituted on 17th September 2005 to resolve the century-old land dispute between Sendenyu and phenshünyu.

The Land Settlement Committee after several rounds of deliberations conscientiously resolved the land dispute by making the area in and around parashen the joint ownership of Sendenyu and phenshünyu.

Accordingly, 9 (nine) pillars were erected to demarcate the boundary of the joint land ownership area and a peace Accord Monolith was unveiled on 29th december 2008 at the site with a pledge that; "As long as the Heaven and Earth exist, peace and harmony shall prevail between Sendenyu and Phenshünyu and that curse be upon whomsoever breaks the peace accord".

Consequently, upon the settlement of the land dispute between Sendenyu and phenshünyu, a joint management committee consisting of representatives from the two villages was formed; namely Sendenyu phenshünyu Kazü Keshwi Logwa' (SpKKL) with the aim to collectively manage affairs related to the land. Henceforth, it is to inform all concerned parties that 'parashen', the site where the first Naga Federal Government Flag was hosted be recorded as jointly under Sendenyu-phenshünyu land and, not separately as Sendenyu or phenshünyu village. Henceforth, any organization or body wishing to organize commemorative functions/ programs at parashen are to take prior permission from SpKKL. Furthermore, in order to avoid any misgivings, any person or group intending to write an article or give a speech related to the history and place (on the arrangements and place of the) of the first Naga Federal Government Flag hoisting, will have to submit a written statement beforehand to SpKKL for review and prior approval.

India qualify for WTC Final; win Border-Gavaskar Trophy for 4th successive time

AHMEDABAD, MAR 13 (PTI): On an uneventful day of cricket, India qualified for the World Test Championship (WTC) final and clinched the Border-Gavaskar Trophy for the fourth successive time after the fourth and final match against Australia ended in a drab draw, here on Monday.

India’s spot in the WTC final against Australia was locked before the post-lunch session when Sri Lanka lost the Christchurch Test to New Zealand by two wickets as Kane Williamson’s magnificent hundred steered his side to one of the most thrilling wins in Test cricket.

Australia were 175 for 2 in 78.1 overs in their second innings with a lead of 84 runs when the two teams agreed to settle for a draw.

India have now beaten Australia by an identical 2-1 margin in the last four series -- 2017 (home), 2018-19 (away), 2020-21 (away) and now 2023 at home.

MC Mary Kom wants Asian Games to be her swansong Says ‘I’ll be forced to retire next year’ NEW DELHI, MAR 13 (PTI): Racing against time to get fit, six-time world champion boxer MC Mary Kom is targeting the Asian Games as her swansong in the ring before she is “forced” to retire next year.

The veteran pugilist, who had torn her anterior cruciate ligament after twisting her left knee during the Commonwealth Games selection trials last year, underwent a reconstructive surgery to repair the ACL tear in August.

“What happened during the Commonwealth Games trials was very unfortunate. I suffered a major injury and I had to undergo a surgery,” Mary said at the unveiling of the Indian team jersey ahead of the women’s World Championship.

“I’m trying to come back soon. Because I have only this year, next year I’ll

ROURKELA, MAR 13 (PTI): India continued their fine run in the FIH Pro League, prevailing over world champions Germany 6-3 to jump to the top spot in the standings at the Birsa Munda Stadium here on Monday.

This was India’s second win over Germany in three days and the victory took the Harmanpreet Singh-led side to the top of the table with 17 points from seven matches, ahead of Spain on goal difference.
