20 (NPN): Sharingain Longkumer was re-elected unopposed as speaker of the newly-constituted 14th Nagaland Legislative Assembly (NLA) on the first day of the Assembly session that began here on Monday.

After pro-tem speaker Mhathung Yanthan announced that there were no other candidates who had filed for the post, the House unanimously elected Longkumer as speaker.

Earlier, 59 legislators including chief minister Neiphiu Rio were administered the oath by the pro-tem speaker.

Leader of the house and chief minister Neiphiu Rio congratulated Longkumer on being elected unopposed to the constitutional position and all

the legislators, including two women legislators, and welcomed them all to NLA.

Asserting that each member was committed to serve the people for peace and development in the State, he remarked that the speaker had a special responsibility to guide the House in legislation and making policies, implementation of various projects.

He exuded confidence that the speaker being highly

qualified and with past experience would be able to discharge his responsibilities with utmost sincerity.

In his speech, Longkumer thanked the pro-tem speaker for administering the oath to all the newlyelected legislators and also for initiating the first Assembly session.

He also congratulated and welcomed all the members of NLA, noting that there were 29 new legisla-

tors, including two women, and 31 who have bene reelected.

Following the tradition of NLA, the House welcomed the new members by thumping of desks.

LRD spent huge amount on non-existent village: RTI activists

(NPN): Two Kohima-based RTI activists—Odi Jamir and ST Yapang Lkr have claimed that the Land Resources Department (LRD) on its own established a new village name ‘Tsudiyim’ under Mokokchung district and provided huge amount of money by enlisting beneficiaries name randomly.

In a statement, the two RTI activists claimed that LRD in its RTI reply dated October 13, 2022, revealed that a sum of Rs. 35.244 crore was spent in PMKSYWDC scheme alone in Mokokchung district.

VPP MLAs protest Meghalaya Gov’s address in Hindi

Budget session of the Meghalaya Assembly began on a stormy note Monday as MLAs of Voice of People Party (VPP) staged a walkout in protest against Governor Phagu Chauhan addressing the House in Hindi.

As Chauhan began reading his speech in Hindi, VPP legislator Ardent Miller Basiawmoit rose to his feet and objected. Basaiawmoit urged the Speaker that Governor should address the House in English. However, the speaker asked VPP leader not to interrupt Governor’s address, but the latter continued to disrupt till he and his three other fellow MLAs staged a walkout.

The duo said that when they shared RTI reply on various social media platforms, many beneficiaries were not aware of the amount against their name in the beneficiary list.

The duo said that many LRD activities were done in that non-existent village. Out of many activities, they said a sum of Rs.50,000 was spent in 2019-20 for a training at Tsudiyim where 60 trainees attended the training.

“Maybe these 60 trainees are ghost attendee because there is no village name ‘Tsudiyim’ under Mokokchung district,” the duo said.

During the financial year 2019-20, the two RTI activists stated that highest amount of money (Rs.11,82,540) was given to people of “Tsudiyim” village. They maintained that some departments showed huge expenditure in training, training refreshments and purchase of training materials like pen, writing pad, etc. “This method is the easiest way to pocket some cash in Nagaland,” they said, adding that LRD was also aware of such method.

Out of many trainings conducted by LRD, the duo said the department in

2017-18 spent Rs.87,500 on Tsudiyim village, where 82 people attended the training.

From 2015-16 to 202021, the duo said LRD has shown an expenditure of around Rs.25,22,040 for the Tsudiyim Village alone apart from supplying plant saplings.

“We are not aware, how many amount of money was spent prior to 2015 and post 2021 at Tsudiyim village,” the duo said. The RTI activist maintained that it was high time the LRD officially delete “Tsudiyim” from the list of villages under Mokokchung district.

(NPN): The Ao Senden has rejected the State Election Commission’s March 9, 2023 notification for elections to municipal and town councils in Nagaland, pointing out that this was not only against the wishes of the people but also dictatorial in nature and therefore unacceptable.

In a press release, Ao Senden president Chubawati Longchar and general secretary Imtipokyim said that the Senden, at its executive council meeting held on

March 20, also resolved to stand by its May 30, 2017 memorandum submitted to the State government demanding amendment to the Nagaland Municipal Act, 2001.

Further, in order to protect and preserve the constitutional rights of the Naga people as enshrined in the Constitution of India, the meeting further resolved that no election to urban local bodies (ULB) would be allowed in Ao region unless and until the Nagaland Municipal Act, 2001 was

amended as demanded and desired by the people. It was also firmly resolved that in the event of the ULB election being forced upon the people in its current form, every Ao citizen would be barred from participating in it to safeguard the greater interest and rights of Naga people.

Rengma Hoho reiterates 2016 resolution

DIMAPUR, MAR 20 (NPN): Reiterating its resolution of 2016, Rengma Hoho (RH) has declared that the hoho along with its frontal organisations would restrain its members from participating in the town elections in Tseminyu district till such time the State government amended

the Nagaland Municipal Act, 2001 sections 120 and 123 “Tax on Lands and Buildings” by abrogating it from the NMA, 2001.

RH president Pollem Tep general secretary Sinhilo Thongseb said that the hoho reaffirmed its stand at the executive meeting held at Tseminyu

on Monday. The hoho, however, said that it stood by the 74th Amendment Act 1992 (iv) “Reservation of seats”. RH also said it expected the State government would not discount the special provision, Article 371 (A) of the Constitution of India.

SAPO lifts restriction on Mao community

DIMAPUR, MAR 20 (NPN): Southern Angami Public Organisation (SAPO) on Monday announced its decision to lift the restriction imposed on Mao community within its jurisdiction with effect from March 21, 2023. The restriction on Maos was imposed from the midnight of December 15, 2022. SAPO president Er. Tepul Hopovi and general secretary Swelul Pucho said the decision was taken following the advice given by its parent body-- Angami Public Organisation (APO). 2 NPG cadres shot dead in Meluri’s Mokie village

DIMAPUR, MAR 20 (NPN): In a delayed report, three cadres of a Naga political group on March 12, 2023 allegedly shot dead their superior officer, “brigadier” Eleazar Whuchitu Thupitor of Mokie village and his personal guard Shetshale of old Thewati village, in cold blood and set fire to the body of latter, which was found in the periphery of Mokie village under Meluri sub-division, Phek district on March 19, 2023.

According to police sources, the deceased belonged to FGN (Non-Accordist). A video had also gone viral on social media, where people were seen retrieving the decomposed bodies from a forest, near Mokie village.

Condemnations

Phokhungri Area Public Organisation (PAPO) president Krutu Thurr condemned the “heinous and barbaric act of homicide” committed by Aho, Zükhomong and Puisang. PAPO said the three accused after killing the duo left their bodies to rot unattended for about a week till the incident was discovered by family members and villagers of Mokie Village on March 19.

Further, PAPO stated that the trio, in an attempt to destroy the evidences, set fire to the dead body of Shetshale, which was burnt beyond recognition. Stating that it was “first kind of such horrific crime” committed under its jurisdiction, PAPO said

the act was highly condemnable by every right-thinking citizen. “Such killings among Naga brothers is uncalled for when the Nagas have already accepted dialogue for peaceful solution,” PAPO said and appealed to the responsible authority to bring the perpetrators to book and deliver justice at the earliest.

PAPO warned that any faction sheltering/enrolling the perpetrators would be doing so at their own risk and would be held responsible for killing, besides initiating non-cooperation towards the party involved. Sharing grief with families, relatives and friends of the deceased, PAPO prayed that the departed souls rest in peace.

PH: Pochury Hoho has vehemently condemned the

“inhumanly and dastardly act” perpetrated upon “two sons and national workers” late Eleaser Thupitor of Mokie village and late Atshale of Old Thewati village. PH through its media cell stated that such gruesome act of killings and brutality was uncalled for unacceptable.

Stating that the Naga community was living in peace and harmony despite various differences, PH called upon all the rightthinking citizens to outrightly condemn the act. PH also demanded that the perpetrators be brought to book and the law take its course of action.

Meanwhile, PH conveyed heartfelt condolences to the bereaved family members and prayed for the departed souls to rest in peace.

H&FW dept issues Covid, influenza advisory

DIMAPUR, MAR 20

(NPN): In view of reports on rising cases of new variant of Covid-19 (XBB 1.16) and also Influenza H3N2 in the country, the Health & Family Welfare (H&FW) department has reiterated the importance of limiting and reducing transmission of respiratory tract infections.

“Never thought this would happen. We’re to ensure cigarettes are sold openly.”

In order to limit transmission of these diseases, principal director H&FW Dr Vibeituonuo M Sachu has called for practising respiratory and hand hygiene, early reporting of symptoms to healthcare workers to initiate early care and treatment and limiting contact of those people who are suffering

from respiratory illness.

Accordingly, the department has advised covering one’s mouth and nose with tissue/handkerchief/ elbow when coughing or sneezing, avoiding spitting in public places, using mask in crowded environment and frequent hand washing.

Dos & Don’ts: The H&FW department has also issued a list of dos and don’ts for infection prevention and control. It has advised washing hands with soap and water, wearing masks and avoiding crowded places, covering mouth and nose while sneezing, avoiding touching eyes and nose, taking plenty of fluids and

taking Paracetamol for fever and body ache.

Further, the department has called for avoiding shaking hands or using contact greetings, spitting in public, taking antibiotics or other medicines without consulting a doctor and eating together sitting close to others.

According to the H&FW department, factors such as inadequate attention to personal hygiene, sneezing and coughing without protection in close proximity of other people, closed door gathering, etc, contributed to increased transmission of viral respiratory pathogens like Influenza A (H1N1,

H3N2, etc), including COVID-19.

While most of these pathogens typically caused mild and often self-limiting illness manifesting as acute respiratory infection with fever and cough, the department mentioned that in some cases, particularly amongst young children, old age people, people with obesity and other co-morbidities (like chronic obstructive pulmonary disease, cardiovascular disease, chronic renal and liver disease, etc) as well as pregnant women might suffer from more severe manifestation of these diseases requiring hospitalisation.

Meanwhile, SAPO also met with Nagaland chief minister and expressed gratitude for his concern on the issue. SAPO reiterated that redrawing political boundary of Nagaland or Manipur was not in its agenda, but it looked forward to resolving the existing land dispute traditionally.

World Oral Health Day observed

In a press release, NHM Mon media officer Leeyan Chemshy, stated that before the activities, Dr Neingutunuo Jr dental specialist DH Mon explained in details on the oral health and hygiene, causes of oral diseases and the problems that could cause through poor oral health.

DIMAPUR: World Oral Health Day has been observed globally on March 20 every year to raise awareness about the importance of oral health and its impact on overall well-being.

The theme of this year was, ““Be proud of your mouth”. In Nagaland, the day was observed in schools by organizing various activities for students.

KOHIMA: The day was observed at Chedema Village, Kohima and dental department district hospital, Dimapur on Monday with Director Dental (DH&FW), Dr. Theyiephrezo Khimiao as special guest. A DIPR report stated that the special guest in his address, encouraged the students and members to look after oral health for overall health by maintaining consistent oral hygiene. He also encouraged the VHC to make oral health a priority and extended support to make oral health awareness a success.

Dr. Meribeni Odyuo, Jt Director & SPO (NOHP) spoke on the theme and a short awareness on tobacco was delivered by Dr. Arenla Walling, Dy. Director & SNO (NTCP).

On the occasion, 70 students from GMS Chedema and Holy Cross School Chedema were

screened by visiting dentist from the NOHP division. To encourage healthy oral habits, the students were given oral health kits and a brushing calendar. Further, the students were given referral cards for further examination.

Earlier, the programme was chaired by Dr. Seyiekhrietou John, chairman VHC, Chedema, SPO (AYUSH) DH&FW and began with an invocation by Razouvolie Üsou, Pastor Chedema Baptist Church.

DIMAPUR: In Dimapur, the event was observed at the Dental Department of District Hospital Dimapur with teachers and students of St. Anthony’s School, Tenyiphe-I village.

Dr. Reyasalu Lase Vizo, Senior Dental Specialist and District Nodal Officer, National Tobacco Control Programme Dimapur oriented the students and teachers on the importance of oral hygiene. She also highlighted various preventive measures to avoid risk such as use of tobacco and tobacco products, alcohol, drugs, eating sugary food etc.

She said World Oral Health Day has been observed every year on March 20 to promote awareness on the importance of oral

hygiene and the need to safeguard oral health as the mouth was the gateway to body. To mark the occasion, a total of 856 pairs of toothbrush and toothpaste were distributed to the students, teachers, and staffs of St. Anthony’s School.

WOKHA: Dental Health Unit of Dr. Mostuo Memorial District Hospital, Wokha observed the day at Jawahar Navodaya Vidyalaya Chukitong, Wokha.

In a press release Chief Medical Officer’s office Wokha said that poster making competition based on the theme was conducted to create awareness regarding oral health among the JNV students. The students participated actively, and the best 16 posters were awarded.

Dr. Daisy Ovung and Dr Mhayani Jami were resource persons where she spoke on the oral health and prevention of oral health diseases, and good Oral hygiene practices.

Topic on tobacco control was also highlighted and IEC materials on oral health were distributed among the students and staffs.

The team also visited Government Primary School and Government Higher Secondary School Chukitong and conducted

awareness activities on oral health and tobacco control.

MON: To mark, the day quiz and painting competitions were organized at Model School and GPS Mon Town B School led by Dr Neingutunuo Jr dental specialist DH Mon and Dr Amen Jr dental surgeon, DH Mon.

MOKOKCHUNG: National Oral Health Programme (NOHP) Mokokchung observed the day at Government Middle School Kumlong, Mokokchung.

On the occasion, dental surgeon Dr.Sentirenla, stressed on the importance of oral health as “the window to overall health”. Free oral hygiene kit (comprising of a toothbrush and tooth paste) were distributed to the students.

KCSU union assembly: Kohima Chakhesang Students’ Union (KCSU) has requested all the members of the affiliated colleges and representative from all the colleges in Kohima to attend the second union assembly for the tenure 2021-2023 on March 25 at 11 am at CBCK Kitsubozou conference hall. The union informed that attendance will be mandatory and strict action will be initiated.

Toshi Imchen has mourned the untimely demise of minister of Kilo Affair (Home) Iheshe Aye, who passed away after prolonged illness. In a condolence note, Toshi described Iheshe Aye as a veteran leader and dynamic person who worked tirelessly for the Naga nation. The organization conveyed condolences to the bereaved family members and prayed for the departed soul to rest in peace.

PDCCI new executive: Phek District Chamber of Commerce & Industry (PDCCI) at its general meeting held on March 18 at Phek town hall has elected a new team of executive for the tenure 2023-2025. Naga Students’ Federation (NSF) observed the 37th Martyr’s Day during which tributes were paid to late Kekuojalie Sachü of Kohima village and late Vikhozo Yhoshü of Kigwema village, at the NSF Martyrs’ park, here on Monday.

Sharing a tribute message, NSF president, Kegwayhun Tep, offered deepest respect and honour to the two “precious souls” whose lives were laid down at the “altar of democracy” 37 years ago.

Tep recalled that on March 20, 1986, thousands of students came forward to extend their solidarity to the

NSF to protest against the extension of the Disturbed Area Act (DAA) from the 5 km belt to 20 km along the Indo-Burma border and the introduction of Indian Police Service cadre in Nagaland which focused on inducting non-Nagas.

Tep said, the two youths succumbed to indiscriminate firing when armed police forces from Alichen shot at the students, who were peacefully protesting. However, through the martyrdom of two noble souls, the aspirations and hopes of the people were renewed with a sense of direction and purpose.

To the parents of the two martyrs, Tep said words were not enough to describe the

loss of a son, brother, friend and that Nagas had loss two dear brothers, friends and true sons of the soil on that fateful day.

Tep said Naga youths and the upcoming generations would remain indebted for the two dearly departed souls and continue to honour their sacrifice through the pages of history.

The programme was chaired by NSF social and culture secretary, Benjong Longchar while information and publicity secretary, Mteisuding offered the invocation and vote of thanks by education secretary, Medovi Rhi. Grave of the two martyrs were wreathe during the programme.

New AKM team assumes office

DIMAPUR: The new team of office bearers of Ao Students’ Conference (AKM) for the term 2023–2026 assumed their office on March 18.

At the programme held at the AKM conference hall, the newly elected president, Lanutoshi Aier lauded the outgoing team for running the office smoothly and effectively. He assured that the

office of AKM would operate as a unified force for the purpose of serving the Aos in general.

Outgoing president, Nungdokyanger in his brief address extended appreciation to the officials of the six Ao ranges for their selfless dedication during his tenure.

He appealed to the members to continue to extend the same support

to the new team.

Former AKM president, Watimeren, encouraged the young leaders to not merge their resolutions and constitutions, but to keep them separate while guiding the students.

He further said that Ao Students’ Conference should be regarded as a forum for Aos to express themselves.

were administered oath by AKM tribunal general Imkongwati and MTBA association pastor, Monglier offered a dedicatory prayer.

The new team of office bearers will be headed by Lanutoshi Aier (Lirmen) as president, Onenpong (Kinunger) as vice president, Satemmongba (Akhoya) as general secretary along with six executive members.

SHILLONG, MAR 20: The Meghalaya government has made significant developments towards finding a permanent resolution to the boundary dispute with Assam, Governor Phagu Chauhan said on Monday.

Addressing the first day of the budget session of the Assembly in Hindi, Chauhan said the two states after several meetings agreed to first take up six areas of differences i.e, Tarabari, Gizang, Hahim, Boklapara, Khanapara-Pillangkata and Ratacheera.

He said the regional committees headed by cabinet ministers from both the states have made field visits, held public hearings and discussions with stakeholders for these six areas.

“Based on the report of these committees were

submitted to the government a Memorandum of Understanding was signed between Meghalaya and Assam governments in the presence of Home Minister Amit Shah,”the Governor informed the members of the House.

Expressing happiness that the two state governments are now working towards finding an amicable resolution to the remaining six areas of differences, Chauhan said, “This is imperative to ensure that our citizens in the bordering areas are not denied access to peace and development.”

Chauhan also informed that the State government has constituted a Judicial Commission of Inquiry into the Mukroh incident in West Jaintia Hills district bordering Assam’s West Karbi Anglong district. He said the government is committed to

With regard to the peace talks with the proscribed Hynniewtrep National Liberation Council (HNLC), Chauhan said, “The peace talks have started, and the State Government is committed to ensure that the talks are concluded at the earliest. We are also thankful to the Government of India for their support.”

He also informed that the HNLC has indicated their willingness for unconditional talks within the ambit of the Indian Constitution.

Dwelling on the law and order front, Chauhan said the Meghalaya Police has focussed on improving the investigation of cases which led to an upward increase of charge sheets at 39.76 per cent in 2022 as compared to 32.2 per cent in 2021.

“The Meghalaya Police has made great strides and is working on a war footing against drugs. The overall seizures have gone up considerably with contraband worth Rs. 71 crores and cash amount of Rs. 60 Lakh being recovered since 2022,” the Governor informed.

SHILLONG, MAR 20: Veteran National People’s Party (NPP) legislator, Timothy Dalbot Shira was on Monday re-elected unopposed as Deputy Speaker of the 11th Meghalaya Legislative Assembly for the straight second consecutive term.

None of the opposition parties — Congress, Trinamool Congress and Voice of the People Party - decided not to field any candidate against Shira. “Since only one nomination paper was filed and found valid, I hereby declare Timothy D Shira elected as deputy speaker,” Speaker Thomas A Sangma announced.

Members from both benches of the House felicitated the newly elected Deputy Speaker.

“I am thankful to all members for showing their faith and confidence in me for the second consecutive term. I assure that I would ensure that the legislature of the state is protected. I am also looking forward to constructive advices from both sides of the House,” Shira said.

Congratulating Shira on being elected unopposed as Deputy Speaker, the Chief Minister said the fact that he was elected unanimously reflects the kind of acceptance that all members of the House have towards Shira.

(PTI): The Indo-Bangladesh border along Assam’s Dhubri district is a ‘hot zone of crime’, including cattle smuggling, and the BSF has to maintain strict vigil in the area to control such activities, Chief Minister Himanta Biswa Sarma said in the Assembly on Monday. While local people may at times face ‘difficulties’ due to high security in the border area, the state government can address those issues only after due consultation with the BSF, he added.

Replying to a question by AIUDF legislator Nazrul Hoque, Sarma said, “The India-Bangladesh border is a sensitive area due to various reasons. Cattle smuggling, illegal trade of other items,

etc are attempted frequently and hence, the BSF has to take a lot of precautionary steps.”

Hoque said that the markets in Dhubri district located two kilometres away from the international border are closed by the BSF personnel daily at 5 pm and the MLA wanted to know if there were any such instructions.

Sarma, who also holds the Home portfolio, said prohibitory orders under CrPC section 144 are in force within 500 metres of the Indo-Bangla border from 6 pm to 5 am daily.

“The BSF has to be strict in the area. It is a hot zone of crime. I am not aware of the BSF’s views on the matters raised by you.

But I will ask the deputy commissioner to hold discussions with all stakeholders, including the BSF, and see what steps can be taken to minimise the issues,” he said.

In 2021, Sarma said, 1181 cases were registered in the border district, 612 vehicles seized, 1326 people arrested, 13,000 cattle heads seized and 617 cattle-related cases were filed.

DIMAPUR: Bible Society of India (BSI) on March 19 released the Monsang Naga Bible at Liwa Sarei Baptist Church, Chandel, Manipur.

The Holy Bible was released by BSI, Dimapur Auxiliary Secretary, Rev. Dr. Yiepetso Wezah on behalf of the BSI in the presence of leaders and members of the Churches of the Monsang Naga Baptist Churches Association (MNBCA).

Two-day workshop on basketry making for students

DIMAPUR: Two-day workshop on basketry making for the students at Cherry Blossoms School, Lerie, Kohima was heldfrom March 16 -17. The programme was organized by North East Zone Cultural Centre (NEZCC), Ministry of Culture, Government of India in collaboration with Department of Art & Culture, Nagaland and Cherry Blossoms Society, Kohima.

The workshop was attended by students of Cherry Blossoms School and CBR Community

based Rehabilitation PwDs along with 32 Pwds and eight escorts, respectively under the guidance of three experts namely Joyiti Gurung, Seli Tucker, and Purnima Kayina.

The raw materials were provided and children were asked to work on it to make their own designs according to their creativity.

On the first day, the children were taught how to measure and cut the plastic rope and later were given time and hand holding on how to start and making the basket.

World Glaucoma Week observed

DIMAPUR: District Hospital Dimapur Opthalmology department National Programme for Control of Blindness & Visual Impairment (NPCB&VI) Dimapur observed the week long “World Glaucoma Week” from March 12 to 18 on the theme, “Let’s beat Invisible Glaucoma”.

A total of 150 patients were screened for glaucoma during the week. Dr. Asonla Aying, senior specialist said that Glaucoma was the second most common cause of blindness worldwide and the leading cause of preventable irreversible blindness worldwide. However, with prompt diagnosis and treatment of glaucoma, vision impairment can be prevented, but many people were not aware or do not have access to such eye care, Dr. Asonla said.

DIMAPUR: Two-day workshop on basketry making for the students at Cherry Blossoms School, Lerie, Kohima was heldfrom March 16 -17. The programme was organized by North East Zone Cultural Centre (NEZCC), Ministry of Culture, Government of India in collaboration with Department of Art & Culture, Nagaland and Cherry Blossoms Society, Kohima.

The workshop was attended by students of Cherry Blossoms School and CBR Community

based Rehabilitation PwDs along with 32 Pwds and eight escorts, respectively under the guidance of three experts namely Joyiti Gurung, Seli Tucker, and Purnima Kayina.

The raw materials were provided and children were asked to work on it to make their own designs according to their creativity.

On the first day, the children were taught how to measure and cut the plastic rope and later were given time and hand holding on how to start and making the basket.

World Glaucoma Week observed

DIMAPUR: District Hospital Dimapur Opthalmology department National Programme for Control of Blindness & Visual Impairment (NPCB&VI) Dimapur observed the week long “World Glaucoma Week” from March 12 to 18 on the theme, “Let’s beat Invisible Glaucoma”.

A total of 150 patients were screened for glaucoma during the week. Dr. Asonla Aying, senior specialist said that Glaucoma was the second most common cause of blindness worldwide and the leading cause of preventable irreversible blindness worldwide. However, with prompt diagnosis and treatment of glaucoma, vision impairment can be prevented, but many people were not aware or do not have access to such eye care, Dr. Asonla said.

The Supreme Court on Monday declined to accept the Central government’s sealed cover note about its views on the payment of One Rank One Pension (OROP) arrears to ex-service personnel.

The bench also comprising Justices P.S. Narasimha and J.B. Pardiwala wondered what could be secrecy in the matter, which is pertaining to the implementation of the court orders.

The Chief Justice said, “I am personally averse to sealed covers. What happens is, we see something, he does not see. And we decide the case without showing it to him. This is fundamentally contrary to the judicial process. There cannot be secrecy in the

court. The court has to be transparent.”

The bench further added that this is a payment of pension in pursuance of directions in the judgment of the court. The Chief Justice told the AG, “What can be the great secrecy in this?”

The AG submitted that there are some “issues of sensitivity”.

The bench orally observed that it needs to put an end to this sealed cover procedure which is being followed in the Supreme Court because then the high courts will also start following.

“And this is fundamentally contrary to the basic process of fair justice,” the bench reiterated.

The top court made these observations while hearing the Indian ExServicemen Movement’s (IESM) plea over payment

of OROP dues. Last week, the top court reprimanded the Central government for “unilaterally” deciding to pay OROP dues in four instalments. On March 13, the Supreme Court asked the Ministry of Defence to come up with a roadmap for the payment of arrears under the OROP scheme by next week, and also told the Ministry that it cannot take law in its own hands by issuing communication on payment of arrears in four instalments.

The top court told the AG to submit a comprehensive note by Monday next week showing steps taken so far and also the shortest possible time to pay the arrears.

“Our concern is that our ex-Army personnel should get the money. It is also sad that four lakh people have died. Come with a good note on Monday... what exactly quantum which has to be paid. Two, what are the modalities for payment, and three, what are the prioritisation. The oldest people, you can take widows first of Army personnel, you can have some categorization,” noted the top court.

Threat from Covid-19 variant

Atotal of 1,071 fresh cases were reported in India in a span of 24 hours, while the death toll since the covid-19 pandemic increased to 5,30,802 with three latest fatalities - one each reported in Rajasthan and Maharashtra and one reconciled in Kerala. The fresh cases were a singleday rise after 129 days till Sunday. There were also three deaths reported till March 19. According to reports from several states, experts believe that the rise in Covid cases is happening most likely due to newly detected Covid XBB 1.16 variant of the Covid virus. The XBB 1.16 variant was first identified in January this year when two samples tested positive, and in February this year, a total of 59 samples were found. So far in the current month of March, 15 more samples of the variant have been detected. What is alarming is that the number of Covid XBB 1.16 variant cases detected in India is the highest across the world. The second highest number of cases have been detected in the US. Experts believe that XBB 1.16 is a new subtype that may lead to a fresh wave of the pandemic across the world. XBB was discovered in Singapore in August. It is a hybrid of Omicron’s BA.2.75 and BJ.1 sub-variants. It has now appeared in 17 countries across the globe. It is believed that the XBB variant has “growth advantage” over BA.2.75 and immune evasive property. The ministry of health & family welfare, government of India, has issued fresh advisory to prevent the new variant from spreading and spiralling out of control. To enlighten public about the new variant, the government informed that the new Covid XBB 1.16 is not life-threatening as per initial research but it is the fastest-spreading Covid subtype detected till now and can multiply at an alarming rate. However, not a single death has been reported due to Covid XBB across the globe. There is however little or no difference between the symptoms of two recent variants- Covid XBB 1.16 and XBB 1.15. The symptoms of the new variant XBB 1.16 include fever, sore throat, cold, headache, body aches, and fatigue. It also might impact the digestive system and respiratory system. Some experts believe that XBB is the most contagious variant of Covid. “It is likely the most immune-evasive and poses problems for current monoclonal antibody-based treatments and prevention strategy,” pointed out Amesh Adalja of the Johns Hopkins Center for Health Security. A recent lab study using coronavirus samples from an immunosupressed person over six months revealed that the virus evolved to become more pathogenic, suggesting that a new variant could cause worse illness than the current predominant omicron strain. The lab study indicates that the pathogen could continue to mutate and a new variant may cause more severe illness and death than the relatively mild omicron strain. However, the study is yet to be peer reviewed and is based solely on laboratory work on samples from one individual. Some researchers contend that Covid vaccines won’t be able to protect people from this variant; and they will be rendered ineffective. There are also indications that XBB may lead to an increase in re-infections. These are serious alarm bells that should re-awaken people from their induced post-pandemic slumber.

The Delights of His Friendship. Genesis 18 brings out the delight of true friendship with God, as compared with simply feeling His presence occasionally in prayer. This friendship means being so intimately in touch with God that you never even need to ask Him to show you His will. It is evidence of a level of intimacy which confirms that you are nearing the final stage of your discipline in the life of faith. When you have a right-standing relationship with God, you have a life of freedom, liberty, and delight; you are God’s will. And all of your commonsense decisions are actually His will for you, unless you sense a feeling of restraint brought on by a check in your spirit. You are free to make decisions in the light of a perfect and delightful friendship with God, knowing that if your decisions are wrong He will lovingly produce that sense of restraint. Once he does, you must stop immediately.

The Difficulties of His Friendship. Why did Abraham stop praying when he did? He stopped because he still was lacking the level of intimacy in his relationship with God, which would enable him boldly to continue on with the Lord in prayer until his desire was granted. Whenever we stop short of our true desire in prayer and say, “Well, I don’t know, maybe this is not God’s will,” then we still have another level to go. It shows that we are not as intimately acquainted with God as Jesus was, and as Jesus would have us to be— “…that they may be one just as We are one…” (John 17:22). Think of the last thing you prayed about— were you devoted to your desire or to God? Was your determination to get some gift of the Spirit for yourself or to get to God? “For your Father knows the things you have need of before you ask Him” (Matthew 6:8). The reason for asking is so you may get to know God better. “Delight yourself also in the Lord, and He shall give you the desires of your heart” (Psalm 37:4). We should keep praying to get a perfect understanding of God Himself.

International Day of Forests is observed on 21st March every year recommended by the United Nations General Assembly. The organizers are the United Nations Forum on Forests and the Food and Agriculture Organization of the United Nations (FAO), in collaboration with Governments, the Collaborative Partnership on Forests and other relevant organizations . The main aim is to encourage people and leaders to conserve forests and use forest resources sustainably also educate people about the impact of depleting forests.

The first-ever forests day was observed on 21st March (2013) and hence this year, it would be the 11th time of its annual observance. On this day countries are encouraged to undertake local, national, and international efforts to organize activities involving forests and trees, such as tree plant-

Based upon the UN’s concern over climate change; Global-Warming and Deforestation, the year 2011, was declared as an international year of forests.

The theme for 2023 is ‘Forests and Health.’ Forests provide directly or indirectly health benefits for the people. Biodiversity rich forest ecosystems provide edible products that contributes to a healthy diet such as fruits, leaves and mushroom as well as a vast number of medicinal plants. Forest environmental services in-

clude provision of freshwater resources, flood control, soil fertility, microclimate regulation and habitat for biodiversity.

In discussing the overall role of forests for human health, the concept of health must be understood widely to include not only treatment of diagnosed illnesses, but also ways to sustain health and well-being and prevent illness. The world Health Organization (WHO), in its constitution defines health as “a state of complete physical, mental and social well- being and not merely the absence of disease or infirmity.” Health can be considered not only in terms of the individual, but also in relation to the well- being of the community, which in turn depends on the well- being of the environment.

Forests have an enormous impact on the environment. They provide oxygen for animals, plants,

Our political struggle has its own historical facts which cannot be denied by any nation of the world including India because it was not the case of Naga against India but purely the case of defending our motherland from forcible occupation by the foreign powers. The Ceasefire declared between India and Nagaland in 1964 was a forgotten history till both the NSCNs (NSCN-IM and NSCN-K) officially signed formal Ceasefire with India in 1997 and 2001 respectively, followed by political engagement although fratricidal killing continue in Naga home land between two NSCNs till (Forum for Naga Reconciliation) initiated total peace and signed a historic concordance in Chiangmai (Thailand). The present days are different from the past as confidence massively built between the GOI and Naga negotiators leading to the conclusion of forma l talk by agreeing certain political arrangement for the Nagas, wherever they may be.

The NNPGs/WC have completed negotiating part and made known to the Nagas what have been discussed and agreed upon between India and the Nagas. The NNPGs/WC maintained total transparency as talk is held for the Nagas basing on the political history on sovereignty issue. Now, the ball is in GOI’s court and the Naga people should simply observe as to how far she is serious to solve long pending Naga political issue. The GOI should be serious to fulfill what was promised. Come, let us reason together and act together instead of taking its own position and justify oneself. The present peaceful environment must not be disturbed as it is God given peace, let us preserve it for our common good. No one should invite the atmosphere of fratricidal killing for any reason, rather let us come together to fulfill the long desire of the Naga people.

In India a tree planting festival called ‘Van Mahotsav’ is observed annually, over a period of week from 1st July to 7th July, started in 1950 by K.M. Munshi, the then Union Minster for Agriculture and Food to create enthusiasm among masses for forest conservation and planting trees. In its original aim, every citizen of India is expected to plant a sapling during the Van Mahotsav Week. Also, awareness campaigns about benefits and protection of trees and the harm caused

by cutting down of trees are held. It is the festival of life. The ‘Van Mahotsav’ festival of trees is a beautiful initiative to save the environment, to which we owe a lot. State Governments and civic bodies supply saplings to schools, colleges and academic institutions, NGOs, and welfare organizations for planting trees.

The Parliament of India also enacted the Forest Conservation Act of 1980. It came into force on October 25, 1980 containing five sections, with its aim to preserve and conserve natural forests which meet the basic needs of people living in or nearby the forests and to control the ongoing deforestation of the forests of India. In regard to the protection and conservation of forests there are also constitutional provisions such as Article 48 A: “The state shall endeavour to protect and improve the environment and to safeguard the forest and wildlife of the

countr y”. Article 51 A (g): “It shall be the duty of every citizen of India to protect and improve the natural environment including forests, lakes, rivers and wildlife and to have compassion for living creatures”. Therefore, the main focus should be on the need of conservation of the forest entity. It will give sustainability and fulfil our need without compromising the needs of our future generations. Man has continuously been active in obtaining the benefits from the environment, but in due course of time, forgot to return the same to the environment itself. This leads to an imbalance in a natural cycle. The emphasis on planting more and more trees should be laid down. “Plant more and more trees, making the environment pure to breathe”.

Indian scientist’s tiny, inexpensive sensor to tell if food is spoiled

An Indian researcher in the US has developed a small and low-cost acidity sensor that can tell in real time when food has spoiled. The flexible pH sensor is just two millimetres in length and 10 millimetres wide, making it possible to incorporate the device into current food packaging methods, such as plastic wrapping.

Industries typically use much bulkier metres -- roughly one inch long by five inches tall -- to measure pH levels or how acidic or basic the food is, so they are not suitable to be included in every package of food to monitor its freshness in real time.

“The pH sensors we developed work like a small wireless radiofrequency identification device -similar to what you find inside your luggage tag after it has been checked at airports,” said Khengdauliu Chawang, a Ph.D. student at Southern Methodist University in Texas, US, who created the device.

“Every time a food package with our device passes a checkpoint, such as shipping logistics centres, harbours, gates or supermarkets’ entrances, they could get scanned and the data could be sent back to a server tracking their pH levels,” Chawang said in a statement by the

university.

Such configuration, Chwang said, would allow continuous pH monitoring and accurately detect freshness limits along the entire journey -- from farms to consumers’ houses. According to the Food and Agriculture Organization of the United Nations, roughly 1.3 billion metric tonnes of food produced around the world goes waste every year. Creating the device was personal for Chawang, who is originally from Nagaland where the population relies heavily on agricultural crops.

“Food waste in Nagaland means undernourished children and extra fieldwork for the elderly to compensate for the loss,” Chawang said.

“The need to prevent food waste motivated me to think of a device that is not expensive or labourintensive to develop, is disposable and can detect freshness levels,” the researcher explained.

Not only does food waste contribute to food insecurity and lost profits to food manufacturers, but food wastage is also bad for the environment, the researcher noted. Food freshness level is directly correlated to pH levels, Chawang explained.

For example, food with a pH

level higher than the normal range indicates spoiled food, as fungi and bacteria thrive in high-pH environments.

Sudden pH changes in food storage during production and shipping can indicate possible food spoilage.

The pH level is measured by the concentration of hydrogen ions found in a substance or solution. The latest pH sensor has successfully been tested on food items like fish, fruits, milk and honey, Chawang said. The sensor is made with a very small amount of biocompatible materials and uses printing technologies on flexible films.

“The entire process is similar to printing newspapers. The processing does not require expensive equipment or semiconductor cleanroom environment. Thus, the costs are low and make the sensor disposable,” said J. C. Chiao, a professor at SMU, who helped in the development of the device.

AI-powered tools, deepfakes pose challenge of misinformation before Internet users

Artificial intelligence, deepfakes and social media… little understood by laypersons, the combo of three poses a mystifying hurdle for millions of Internet users caught in the everyday battle of trying to filter the real from the fake.

The battle against misinformation was always challenging and has become much more so since developments in AI-powered tools have made detecting deepfakes on multiple social media platforms more difficult. The unintended ability of AI to create fake news –faster than stopping it – has worrying consequences.

“In India’s fast-changing information ecosystem, deepfakes have emerged as a new frontier of disinformation, making it difficult for people to distinguish between false and truthful info,” Syed Nazakat, founder and CEO of DataLEADS, a digital media group building information literacy and infodemic management initiatives, told PTI. India is already fighting a flood of misinformation in different Indic languages. This will worsen with different AI bots and tools driving deepfakes over the Internet.

“The next generation of AI models, called Generative AI -- for example, Dall-e, ChatGPT, Meta’s Make-A-Video etc -- do not

need a source to transform. Instead, they can generate an image, text or video based on prompts. These are still in the early stages of development, but one can see the potential to cause harm as we would not have any original content to use as evidence,” added Azahar Machwe, who worked as an enterprise architect for AI at British Telecom.

What is deepfake Deepfakes are photos and videos that realistically replace one person’s face with another. Many AI tools are available to Internet users on their smartphones for almost free.

In its simplest form, AI can be explained as using computers to do things that otherwise require human intelligence. A notable example can be the ongoing competition between Microsoft’s ChatGPT and Google’s BARD. While both AI tools automate the creation of human-level writing, the difference is that BARD uses Google’s Language Model for Dialogue Applications (LaMDA) and can offer responses based on real-time and current research pulled from the internet. ChatGPT uses its Generative Pre-training Transformer 3 (GPT-3) model, which is trained on data before late 2021.

Recent examples

Two synthetic videos and a digitally altered

screenshot of a Hindi newspaper report shared last week on social media platforms, including Twitter and Facebook, highlighted the unintended consequences of AI tools in creating altered photos and doctored videos with misleading or false claims.

Synthetic video is any video generated with AI without cameras, actors, and other physical elements.

A video of Microsoft co-founder Bill Gates being cornered by a journalist in an interview was shared as real and later found to be edited. A digitally altered video of US President Joe Biden calling for a national draft (mandatory enrolment of individuals into the armed forces) to fight the war in Ukraine was shared as authentic. In another instance, an edited photo to make it look like a Hindi newspaper report was circulated widely to spread misinformation about migrant workers in Tamil Nadu.

All three instances –the two synthetic videos and the digitally altered screenshot of a Hindi newspaper report – were shared on social media platforms by thousands of Internet users who thought they were real.

The issues escalated into stories on social media and mainstream media outlets, highlighting the unintended consequences of AI tools in creating al-

tered photos and doctored videos with misleading or false claims.

PTI’s Fact Check team looked into the three claims and debunked them as ‘deepfakes’ and ‘digitally edited’ using AI-powered tools readily available over the Internet.

AI and fake news

A few years back, the introduction of AI in journalism raised hopes of a revolutionary upheaval of the industry and generation and distribution of news. It was also seen as an effective way to curb the spread of fake news and misinformation.

“A weakness of deepfakes has been that they require some original content to work with. For example, the Bill Gates video overlaid the original audio with the fake one. These videos are relatively easier to debunk if the original can be identified, but this takes time and the ability to search for the original content,” Azahar told PTI.

He believes deepfakes shared recently on social media are easy to track but was also concerned that debunking such synthetic videos will be challenging in the coming days.

“Transforming the original video can lead to defects (e.g. lighting/shadow mismatch) which AI-models can be trained to detect. These resultant videos are

often of lower quality to hide these defects from algorithms (and humans),” he explained.

According to him, fake news floats in many forms and deepfakes are created by very basic AI-powered tools these days. These videos are relatively easy to debunk. “But there cannot be 100 per cent accuracy. Intel’s version, for example, promises 96 per cent accuracy, which means 4 out of 100 will still get through,” he added.

Road ahead

Most social media platforms claim to reduce the spread of misinformation at the source by building fake news detection algorithms based on language patterns and crowd-sourcing. This ensures that misinformation is not allowed to spread rather than detected after the fact and removing it.

While examples of deepfakes highlight the potential threats of AI in generating fake news, AI and machine learning have provided journalism with several task-facilitating tools that help generate content to voice-recognition transcription tools automatically.

“AI continues to help journalists focus their energy on developing quality content as the technology ensures timely and quick content distribution. Human-in-the-loop will be required to check the con-

sistency and veracity of the content shared in any format – text, image, video, audio etc.,” said Azahar.

Deepfakes should be clearly labelled as ‘synthetically generated’ in India, which had over 700 million smartphone users (aged two and above) in 2021. A recent Nielsen report says rural India had more than 425 million internet users, 44 per cent more than 295 million people using the internet in urban India.

“Humans tend to join the ‘echo chambers’ of those who think alike. We need the inculcation of media literacy and critical thinking curriculum in basic education to boost awareness and build a proactive approach to help people to protect themselves from misinformation.

“We need a multipronged, cross-sector approach across India to prepare people of all ages for today’s and tomorrow’s complex digital landscape to be vigilant of deepfakes and disinformation,” Nazakat said.

For a large country such as India, the changing information landscape creates an even greater need for information literacy skills in all languages. He added that every educational institution should prioritise information literacy for the next decade.

14-year-old girl in Uttar Pradesh’s Saharanpur committed suicide by allegedly consuming poison after she was repeatedly molested and harassed by a youth in her locality, police said. The police have registered a report on the complaint of the girl’s father.

The girl’s father has alleged that Suhail, a youth from the locality, used to molest his daughter and harass her while coming home. She consumed poison and died during treatment.

A man was abducted from Rajasthan’s Ajmer district and his nose cut off allegedly by the family members of his wife who did not approve of their marriage, police said on Monday.

The victim filed a police complaint on Monday, alleging that he was abducted by the brother and other relatives of his wife on March 18 and taken to a village in Nagaur district, where they cut off his nose, said Station House Officer, Gegal, Ajmer Sunil Kumar. Some of the accused have been detained and are being questioned in connection with the matter, Kumar said. The man got married a while ago and his wife’s family did not approve of the marriage, he said.

The tricolour flying atop the Indian High Commission in London was grabbed by a group of protesters waving separatist Khalistani flags and chanting pro-Khalistan slogans on Sunday, leading to an arrest.

Reacting to the incident, Congress general secretary Jairam Ramesh tweeted, “The pulling down of the national flag at the Indian High Commission in London by pro-Khalistani elements is totally unacceptable and should be condemned in the strongest possible terms.”

Senior Congress leader Shashi Tharoor urged the government to take up the security of Indian missions with host countries to ensure that incidents like the one in the UK do not take place.

Maha govt ‘ready’ for OPS; employees call off strike

(IANS): The 18 lakh government employees in Maharashtra called off their weeklong indefinite strike on Monday after successful negotiations on the contentious issue of implementing the Old Pension Scheme, a top leader said.

The striking unions coordination committee’s convenor Vishwas Katkar said that the state government has agreed “in principle” to consider the issue of bringing back the OPS, which was discontinued in 2005.

The much-awaited discussions were held this afternoon with CM Shinde and top state officials, and Katkar and other unions’ representatives on the other

side. “The government has assured that the OPS will definitely be implemented and also given the same in writing. They will also withdraw the show cause notices issued to the strikers. We shall also fully cooperate with the government on this issue,” Katkar told media. In view of the positive outcome, he said that the strike has been called off immediately and all employees will resume normal duties from Tuesday. Katkar also thanked the opposition MVA for supporting the strikers and raising their issue in the state legislature and appreciated the government for positively considering the staffers’ pending demand on OPS.

NEW DELHI, MAR 20 (REUTERS): India plans to extend restrictions on the export of diesel and gasoline after the current fiscal year ends this month to ensure the availability of refined fuels for the domestic market, two government sources with direct knowledge of the matter said.

The extension of rules may discourage some Indian refiners, mainly private companies, from buying Russian fuels for re-exports to countries including those in Europe that have stopped purchases of refined products from Russia due to its invasion of Ukraine.

India, the world’s third-largest oil consumer, imposed a windfall tax on refined fuel exports last year and mandated that companies sell the equivalent of 50% of their gasoline exports and 30% of their diesel exports domestically in the current fiscal year to March 31.

The ongoing spike in milk prices has several factors, linked to rising input costs, the disruption caused due to the pandemic, and international prices.

One of the biggest factors has been the sharp rise in fodder and animal feed costs, according to the report. Fodder prices have been rising at double-digit rates since February 2022, and in fact the YoY price change has not dropped below 20 per cent since May. Animal feed prices have reduced somewhat over the last three months, but have averaged over 6 per cent for the last year

The most significant factor has been the drop in production and yield post-Covid. As demand from restaurants, hotels, sweetshops, weddings etc crashed during the pandemic, prices collapsed, which led to dairies cutting their procurement of milk from farmers. Prices of skim milk powder (SMP), butter and ghee also fell. Farmers had to reduce the size of their herds to control costs, while they also began to underfeed them, especially the calves and pregnant cattle that were not giving milk at the time, the report said.

A newborn calf typically reaches puberty in 15-18 months. Adding 9-10 months of pregnancy, it will start producing milk in 24-28 months after birth, while this is higher for buffaloes (36-48 months)

“Thus, the underfed and undernourished calves from the Covid period are the milk-producing cows of today. Milk yields have dropped, and dairies have been reporting lower milk procurement throughout the year. It must also be noted that Indian cattle have generally been low-yielding, at 1/10th of the global average,” the report said.

Additionally, India’s exports of dairy products have also increased substantially over the last three years, adding to the domestic shortage.

XBB1.16 Variant: Meanwhile, explaining that detection of XBB 1.16 variant of Covid-19 was done through genome sequencing of a positive Covid-19 sample, the H&FW department disclosed that the last positive case reported in Nagaland was on February 11 this year and the need for sending samples for genome sequencing did not arise.

The department claimed that surveillance had been intensified and all Rapid Response Teams had been put on alert. Further, it advised the people to come forward for testing of those exhibiting signs and symptoms of Respiratory Tract Infections.

Furthermore, though, there was rising trend of respiratory tract infections, including H3N2, Covid-19, there was no report of increased severity and the public have been requested to be vigilant and not panic.

20 (PTI): Nepal’s Prime Minister Pushpa Kamal Dahal ‘Prachanda’ on Monday secured a vote of confidence in parliament, winning the second floor test within three months after the formation of the new government. Prime Minister Prachanda secured 172 votes in the 275-member House of Representatives. Other 89 lawmakers voted against him whereas one abstained. A total of 262 members of the lower house were present in the house. The 68-year-old Maoist leader needed at least 138 votes out of 275 lawmakers. Eleven political parties including Nepali Congress, CPNMaoist Centre, Rastriya Swatantra Party, CPNUnified Socialist, Janata Samajwadi Party Nepal, Lokatantrik Samajwadi Party, Nagarik Unmukti Party, Janamat Party among others voted in favour of Prachanda.

CPN-UML and Rastriya Prajatantra Party voted against him. Nepal Workers and Peasants Party abstained.

Hasina offers India to use Chattogram and Sylhet ports

(PTI): Bangladesh Prime Minister Sheikh Hasina has offered India to utilise the country’s ports in Chattogram and Sylhet, asserting that it would boost connectivity and enhance people-to-people contacts in the region.

The Chhattogram port is an important seaport in Bangladesh, which is strategically located due to its proximity to India’s North-Eastern states.

“India can use our Chattogram and Sylhet ports if they want,” Dhaka Tribune newspaper quoted Prime Minister Hasina as saying when Ram Madhav of India Foundation called on her at her official residence Ganabhaban on Sunday. Xi, Putin hold talks as China pushes peace plan to end Ukraine war

MAR 20 (PTI): Chinese President Xi Jinping and his Russian counterpart and ally Vladimir Putin held crucial talks in Moscow on Monday amid concerted efforts by China to push for a peace deal to end the Ukraine war, weeks after Beijing successfully brokered a pact between Iran and Saudi Arabia to end their bitter rivalry.

Xi and Putin, who met over 40 times in the last 10 years to forge close ties to oppose the US-dominated world order, held talks hours after the Chinese leader arrived in Moscow for a threeday state visit to a “grand welcome”, official media on both sides reported.

Kremlin aide Yury Ushakov told the media that Presidents Xi and Putin will hold face-to-face talks followed by their delegations later. They will continue their talks on Tuesday too, according to Russian official media.

MOSCOW, MAR 20 (AGENCIES): Russia’s top investigative body said on Monday it had opened a criminal case against the International Criminal Court prosecutor and judges who issued an arrest warrant for President Vladimir Putin on war crimes charges.

The move was a symbolic gesture of defiance, three days after the ICC accused Putin and his children’s commissioner Maria Lvova-Belova of the war crime of deporting children from Ukraine to Russia.

The state Investigative Committee said there were no grounds for criminal liability on Putin’s part, and heads of state enjoyed absolute immunity under a 1973 U.N. convention.

The ICC prosecutor’s actions showed signs of being crimes under Russian law, the committee said, including knowingly accusing an innocent person of a crime.

The prosecutor and judges were also suspected of “preparing an attack on a representative of a foreign state enjoying international protection, in order to complicate international relations”.

The Kremlin has called the issuing of the warrant outrageous but legally void, as Russia is not a signatory to the treaty that created the ICC. On Monday it said the court’s move was a sign of the “clear hostility” that exists against Russia and against Putin personally. The ICC officials targeted in the Russian investigation are prosecutor Karim Khan and judges Tomoko Akane, Rosario Salvatore Aitala and Sergio Gerardo Ugalde Godinez.

“The criminal prosecution is obviously illegal, since there are no grounds for criminal liability,” the Russian statement said.

The ICC’s move obliges the court’s 123 member states to arrest Putin and transfer him to The Hague

for trial if he sets foot on their territory.

Putin is unlikely to take that risk and Russia does not extradite its citizens, but the rare move against a serving president was an important symbolic step to pin responsibility on him for the consequences of his invasion of Ukraine.

Ukraine says more than 16,000 children have been illegally transferred to Russia or Russian-occupied territories since the war started nearly 13 months ago.

Russia has publicly said it has brought thousands of Ukrainian children to Russia in what it presents as a humanitarian campaign to protect orphans and abandoned children in the conflict zone.

adiohead‘s drummer Philip Selway has said that the band will release new material “of some sort” in the “next couple of years”.In January, Selway said that he and his bandmates would be meeting up early this year to start putting things in motion. “We’re going to get together at the start of [2023], and I’m sure we’re going to start looking at other ideas for what comes next,” he said.

Now, the drummer has told Prog Magazine [via MusicNews]: “We’re always talking about stuff. It has been one of the most painful experience the whole of the NSCN/GPRN (Reformation) both Military and Civil Wing along with His Excellency President and Honorable Ato Kilonser has endured at the very cutting edge era of our quest for our long impending Indo Naga political cause. All hell broke loose, as we have no words in expressing how hard it is for our Revolutionary command to uplift our cause as to have lost one of the most efficient leader under whose capable Administration many prolific ideas and system of governance has been kept aloft in transparency and accountability. Late Ino IHESHE AYE joined the Naga National movement on 8th October 2000, ever since his joining the cause of Naga freedom, he had upheld the integrity and maintained sincerity, loyalty, and sense of brotherhood within the various Naga National freedom fighters as he deeply understood that only through oneness and in total collaboration with all brothers in arms can we achieve our ultimate goal. With the transitional continuation of his service into the Naga Political cause our Late compatriot had served in various capacities such as TATAR SPEAKER of NSCN- Reformation for consecutive three terms and most respected Office as KILO KILONSER (HOME) till the last moment of his unfortunate death. All Comrades both Military and Civil with His Excellency President and Honorable Ato Kilonser rue over the sympathetic loss of our true patriot. The void left at this juncture would tantamount to having lost one leg as we deeply regret to find such man of his stature under whose leadership the NSCNReformation may find true path towards our long awaited cause of freedom. As an when our Naga National cause would be achieved through the grace of our Almighty at his right time it is our most sincere desire that Late Ino IHESHE AYE’s active participation would be acknowledged with High honor among the living Comrades. NEW DELHI, MAR 20 (PTI): Tokyo Olympic bronze medallist Lovlina Borgohain made a winning start to her campaign as she and Sakshi Chaudhary moved to the quarterfinals of the Women’s World Championships with dominant victories here on Monday.

Both Sakshi (54kg) and Lovlina (75kg) notched identical 5-0 unanimous decision wins respectively.
