DIMAPUR/KOHIMA/ MOKOKCHUNG/KIPHIRE, MAY 7 (NPN): Thousands of people, who were stranded in different parts of Nagaland due to the nationwide lockdown since March 24, left for their respective home districts on Thursday, the first day of the three-day window provided by the State government for movement of such people. As reported, all DCs had been directed to make necessary arrangements to facilitate the movement of people to their respective destinations, while NST/ private buses arranged by the government will be provided for transportation of such persons free of cost. However, those travelling by private vehicles will have to bear their own expenses. DIMAPUR: Around 1297 people stranded in Dimapur left for their respective homes on Thursday morning from State Stadium, near DC’s office. But it was not without chaos and confusion as about 3,000 people turned up at the designated area, many reportedly without any prior registration. The

All travellers were medically examined before being allowed to board the buses and also keeping in mind the requirement to maintain social distancing while travelling. Altogether 1,109 people left Kohima Thursday for their home by 38 NST buses, of which 12 buses went to Mon, eight to Tuensang, seven to Dimapur, five to Tobu (Tuensang) and three each to Mokokchung and Wokha respectively. D I M A P U R , M AY 7 (NPN): All Nagaland Private Bus Union (ANPBU) Thursday alleged that private bus owners were defying the bus requisition order issued by deputy commissioner. According to ANPBU general secretary Hovishe Achumi, the union had detailed 20 inter-state private buses to be requisitioned for transporting of stranded people to other districts. However, he said that only 12 buses have turned up causing shortage of buses. He said many vehicles were abstaining from reporting by making the excuses of “unacceptable reason”. The union has, therefore, appealed to all responsible travel agencies and bus owners to extend cooperation towards the ongoing initiative of transporting stranded people. Stating that the bus owners should perform their duty as requisitioned by the district administration, the union cautioned that failing to comply with the directive would invite stern action.

Hours after the styrene gas leak around 2.30 am from the multinational LG Polymers Plant at RR Ven-

katapuram village near here, scores of people could be seen lying unconscious on sidewalks, near ditches and on the road, raising fears of a major industrial disaster. Among the dead were two children, aged six and nine, a first year medical student and two people who fell into a well while fleeing the vapours from the plant, getting ready to reopen after the lockdown. Cries for help broke the silence of the night and many people fell uncon-

scious in their sleep, a villager said. As rescue officers and police personnel rushed to take people to hospital and revive them, many people could be seen gasping for breath as they staggered their way to safety, dazed and disoriented. Some tried to walk but fell to the ground in a faint. The death toll from the accident could go up with at least 20 people on ventilator support. Besides, 246 people with health complications are undergoing treatment at Visakhapatnam’s King George Hospital, police said. About 800 people in ground zero, RR Venkatapuram village in Gopalapatnam, were evacuated and most needed only first aid. A preliminary report by the Factories Department indicated the leak was caused by a technical glitch in the refrigeration unit attached to the two styrene tanks, district officials said.

The meeting was convened by DC to discuss issues relating to people from Nagaland intending to return from outside the state post lockdown. ASTD: Ao Senso Telongjem Dimapur (ASTD) through its president L. Wati Jamir and general secretary K. Mar Lemtur asserted noninvitation/inclusion of ASTD along with others brethren tribal bodies, civil societies and NGOs to the meeting has “raised huge dilemma in the minds of indigenous people in the state.” ASTD said that “fatal

omission” and “selective invitation” to only a few organizations has “created volumes of misunderstanding and mistrust” amongst the Naga tribal brethrens. Further, ASTD said that without the involvement and sincere contribution of indigenous people and tribal, the government machineries or agencies would never be able to handle the problems in its entirety. CGBU: Extending support to Chakhroma Public Organisation (CPO)’s resentment on non-inclusion of Naga bodies in COVID-19 meet, the Chakhroma GBs Union (CGBU) said there were many NGOs in the district dealing different matters for the welfare of its citizens and the CPO was second to none. In a press release, CGBU president Rokovitso Kuotsu and general secretary Thepfukuo Nagi said CPO consists

of “first and real indigenous inhabitants” of the district and added that “nobody can deny this fact.” Stating that at that meeting only three out of 15 bodies were Nagas, the CGBU questioned “how non-Naga bodies can take bold decision in such matter without consent of co-Naga bodies.” The union expressed hope that the “government will be more aware of this in future.” KIN: Kuki Inpi Nagaland (KIN), in a press release issued by its president LL Kuki, said that it was not the first time that the indigenous Kuki community had been sidelined in such consultation meetings. KIK said latest exclusion of the community has “greatly irked” the Kuki community, especially the residents of Dimapur district. “Like other tribes, we have Kuki Union Dimapur who can be easily contacted in such meetings,” Kuki said.

DIMAPUR, MAY 7 (NPN): Chakhesang Public Organization (CPO), Zunheboto Chamber of Commerce and Industries (ZCCI) and Naga Business Association Kohima (NBAK) Thursday joined other organsiations from across the state in slamming the imposition of COVID-19 cess on petrol and diesel and demanding immediate rollback. Chakhesang Public Organization (CPO) has termed as “very unfortunate and unacceptable” the imposition of COVID-19 cess and urged the government to revoke its order in the interest of public. In a press note, CPO president Mikha Kenye and general secretary Veduvo Rhakho said that imposing of unprecedented ‘tax on tax’ came at a time when thousands of people were struggling to procure even their daily needs. CPO said that prices of various essential commodities would “automatically shoot up” and the general public would ultimately suffer. It stated that the state government should not try to squeeze the common people hard earn money “as this will only erupt negative impact.”

Meanwhile, CPO has asked the village authorities to relax passage to any bona fide members within the state of Nagaland who wished to return to the village without any restriction. CPO said farmers should be give free passage in mending their fields at this season of cultivation. It also stated that all necessary guidelines on quarantine and COVID19 dead protocols should be diligently observed especially the villagers in compliance with the advisories of health ministry and orders issued by state government. ZCCI: Zunheboto Chamber of Commerce and Industries (ZCCI) has supported the Confederation of Nagaland Chamber of Commerce and Industries (CNCCI)’s appeal to the state government to rollback cess on petroleum products. DoSE notifies schools

DIMAPUR, MAY 7 (NPN): Department of School Education (DoSE) has informed the heads of all schools (both government and private) functioning under the department to devise mechanism for preparation and circulation of ‘notes’ to students for those lessons being broadcasted through DD/AIR by the department under the lockdown tele/ radio tutoring programme. According to a DIPR report, the principal director school education, Shanavas C, has directed the heads of schools to ensure that all norms of social distancing etc. notified by the government were adhered to while the exercise was being carried out.

All shops allowed to open in Kohima

D I M A P U R , M AY 7 (NPN): To facilitate shopping for the general public on account of Mothers’ Day which falls on May 10, 2020, the deputy commissioner (DC) Kohima, Gregory Thejawelie, has allowed all categories of shops to remain open in Kohima during permitted hours on May 8 and May 9, 2020. DC directed the general public and shopkeepers to maintain safe practices such as social distancing, sanitizing/washing of hands and wear mask at all times.

DDCF: Dimapur District Citizens' Forum (DDCF) in a condemnation through its media cell appealed the law enforcing agency to give the severest form of punishment as per the law of the land against such criminals. Advisory on lockdown DC Mon also informed that as per the revised guidelines all movement of individuals for non-essential activities shall remain strictly prohibited between 5 p.m. to 6 a.m. According to DIPR report, in exercise of the powers under Section 144 of the Criminal Procedure Code, 1973, the DC has promulgated the following prohibitory order in the interest of public health, public safety and public order in Mon district till further orders. 1. Movement of individuals for all non-essential activities are strictly prohibited from 5 p.m. to 6 a.m. 2. All vehicular movement of non-essential nature is prohibited. The order will, however, not apply to Police/ Ar my/Para-Militar y forces/magistrates on duty/doctors and staff of Health & Family Welfare and persons engaged in emergency services. DC warned that any one violating the aforesaid order will be liable for punishment under Section 188 of the Indian Penal Code. DC Mon has further notified that curfew in Mon District 5 p.m. to 6 a.m. in line with government of Nagaland order.

COVID-19 lockdown: Meetings, visits and preventive measures

DIMAPUR: With the lockdown being relaxed phase wise across the nation, Nagaland government has intensified preventive measures to protect the citizens from the dreaded Coronavirus pandemic. Review meetings in district headquarters and mock drills are conducted to ensure that there is no slackness in preparedness level at any juncture. Meanwhile, routine activities of government departments have slowly started picking up in the state. Legislators continue to make visits to various districts to take stock of the ongoing preparations while also reminding public to adhere to government guidelines for protection against the pandemic. Horticulture department has initiated the COVID-19 Horticulture special drive and department officials are touring the districts to disseminate awareness for more focus on growing local food grains. Sanitisation activities continue to be carried out by concerned departments, while in some areas medical checkups are undertaken for safeguarding the health of the public.

Horticulture department undertakes special drive: A special drive to fight COVID-19 undertaken by Horticulture department was held at Phek on May 7 under the theme “Grow more! Produce More! Earn More”. According to DIPR report, a team of officers led by director Dr. R. Elithung Lotha visited the Phek district to encourage the progressive farmers to utilize the season since agriculture activities are time bound. Director in his message urged the community to uplift the potential resource of state to turn into a huge economy through farming and he also state that this was the right time to cultivate. here are widespread fears that the virus spread may get worse with the easing of the lockdown measures , as the number of cases have been rising continuously across most of the major urban centres of the country. On May 5 the country recorded its highest spike when 3,900 fresh infections were reported in the last 24 hours. The total number of cases as on May 7 is over 52,000. A government official on Thursday projected that COVID-19 will see its highest peak during June-July 2020. This should ring some alarm bells within the official portals in Delhi. The current easing of lockdown- a staggered exit- as some would describe; is right when viewed logically but laden with danger when viewed medically. The rise also came as the country had gradually eased the lockdown, begun on 24 March to help curb the spread of the virus, in some parts of the country. This has seen the opening of standalone shops, the re-opening of workplaces with reduced staffing, and the return of private vehicles in some areas. Public transport remains banned. The easing of the lockdown is undoubtedly logical because people need to buy food items and that makes agricultural producers and other manufacturers of food items operate businesses. That is only possible if the workers in various manufacturing industries are able to move without hindrance. Prime Minister Modi would know that easing of lockdown just after two months is going to negate whatever little that has been achieved. However, besides the health and life of the people, the prime minister and his government also has to seriously consider the health of the economy which is the life of the nation. On the other hand, the relaxation could come at high cost if the COVID-19 pandemic begins to peak by June-July as predicted by the head of the AIIMS. Worse is the spectre if COVID-19 is subjugated but not destroyed by anti-bodies but still remains a threat. The word ‘asymptomatic’ has now turned the world upside down. According to medical specialists, there could be thousands who are COVID19 asymptomatic but show or suffer no symptoms but can transmit infection. The COVID-19 will probably remain for quite sometime, it could be there for a year or two and during which period, people will have to live in a different lifestyle. So far the lockdown was seen as the only way out for the government but now it cannot ignore the ultimate decision for a gradual exit. Those hardest hit financially and socially are around 40 lakh migrant workers in various parts who have been stranded since lockdown. In Maharashtra, Rajasthan etc, the exodus of migrant workers triggered by the coronavirus lockdown continued with over 1.35 lakh stranded people in the country ferried from May 1 in more than 140 special trains. Karnataka was desperate to resume economic activities and so refused to let the migrants go. However, like the Pharaoh of Egypt, chief minister Yeddyurappa was compelled to let them go. Many desperate workers said they are keen on returning due to difficult survival conditions. They are also concerned about the well-being of their families back home and are apprehensive and unsure about their own fates. The economic cost of the pandemic also had badly hit the people with a sharp increase in fuel prices. To add to the woes of the people, the centre and state government have announced higher taxes on fuel.

This verse teaches us that the only men and women our Lord will use in His building enterprises are those who love Him personally, passionately, and with great devotion— those who have a love for Him that goes far beyond any of the closest relationships on earth. The conditions are strict, but they are glorious. All that we build is going to be inspected by God. When God inspects us with His searching and refining fire, will He detect that we have built enterprises of our own on the foundation of Jesus? (see 1 Corinthians 3:10-15). We are living in a time of tremendous enterprises, a time when we are trying to work for God, and that is where the trap is. Profoundly speaking, we can never work for God. Jesus, as the Master Builder, takes us over so that He may direct and control us completely for His enterprises and His building plans; and no one has any right to demand where he will be put to work.

This day was chosen as it is the birth date of Jean Henry Dunant, the founder of the International Red Cross and Red Crescent Movement and the recipient of the first Nobel Peace Prize. A Young Swiss businessman, Jean Henry Dunant was appalled by the condition of the wounded soldiers he happened to see in the battle field of Solferino, Italy in 1859 during the Franco - Austrian war. He arranged relief services with the help of the local community immediately. He wrote the book ‘Memory of Solferino’ suggesting that a neutral organization be established to aid the wounded soldiers in times of war. Just a year after

the release of this book, an international conference was convened in Geneva to consider the suggestions of Henry Dunant and thus the Red Cross Movement was born. International Red Cross Movement was established by the Geneva Convention of 1864. The World Red Cross Day is an annual event which celebrates the principles of the “International Red Cross and Red Crescent Movement”. It is celebrated every year to pay tribute to the millions of volunteers, staff and members worldwide who protect human life and health through their valuable humanitarian contributions. celebration of 100 years of service for the Indian Red Cross Society. It is a special remembrance of 100 years of bringing hope and help to the communities all over India. Fiscal turbulence and the COVID cess

nce again, the social media has gone frenzied over the Nagaland government decision to impose cess on fuelon account of COVID 19. The news has even made national headlines for being the first state in the countryto levy COVID cess of Rs 5 per liter of diesel and Rs 6 per liter of petrol and other motor sprits. This cess is in addition to the prevailing state’s tax of 14.5 percent for diesel and 25 percent for petrol and other motor spirit. There is also an additional road maintenance cess of Rs 2 per liter on petroleum products. That makes the total cess on diesel at Rs 7 per liter and that of petrol at Rs 8 per liter. A cess is a type of tax that is charged or levied over and above the base tax liability of a taxpayer. The move has been severely criticized by citizens and netizens alike on various socio-economic reasons. Many feared that the additional cess would lead to price escalation of essential goods, which are already high due to market disruptions following the economic lockdown. Some are annoyed and agitatedbythe perceivedprofiteering by the government during this pandemic. Some had even termed the COVID cess as tax terrorism. Informed consumers are of the view that the fall in the international price of crude oil should be transferred to the consumers. Anyhow, at times like this, any hike in price is not welcome, as many people are already having a hard time making ends met. Why then would a popularly elected government choose to take suchunduly unpopular decisionat the expense of ruining their repute and popularity?The answer could be more than simple arithmetic, because no sensible government would take such tough decisionsthat hurts the people and the economy, unless they run out of options. If we study the budget receipts and expenditure, as presented in the assembly by our honorable chief minister, we find that the financial position of the state is in poor shape. Theaccumulated public debt of the state is estimated to be Rs 10766 crore which is 39.7 percent of the gross domestic state product (GSDP) and over 50 percent of the current budget outlay. In addition, the fiscal deficit for the current fiscal is estimated to be Rs 2465 crore which is over 9 percent of the GSDP. Considering the state’s resources, the fiscal deficit is abnormally high which could affect state’s ability to raise money in times of crisis like this. Under the fiscal responsibility and budget management (FRBM) act, the states are mandated to keep their fiscal deficit under 3 percent of their respective GSDP. The 14th finance commission has also reiter-

ated the need to reduce fiscal deficit to 3 percent of GSDP and eliminate the revenue deficits, and insist on those criteriafor states to avail additional borrowings. A further look at the budget receipts reveals that 30 percent of the budget expenditure is financed from internal borrowings including ways and means advances (WMA) from the RBI, 42.6 percent from central assistance as grants and loans, 21.6 percent from state’s share in central tax, and only 6.16 percent from state’s own revenue. Now, because of the COVID 19 and the economic lockdown, the revenues of both the state and union government will suffer a major blow and the revenue receipts will fell short of the targets by substantial amount. In such an event, the receipts from state’s own revenue, state’s share in central taxes and central assistance will fall. Because, without business activity, no government can raise sufficient resources. This would create huge budgetary deficits and states won’t be able to discharge its financial obligations, unless money is raised elsewhere. However, it is not easy for state like Nagaland to raise money internally. Under the current scenario, even the additional cess on fuel won’t generate much revenue because of the reduced fuel consumption. According to provisional data from the oil industry, fuel consumption in India fell by 64 percent for petrol and 61 percent for diesel during the first half of April 2020. Therefore, while the concerns of the public and various NGOs regarding the COVID cess are genuine, the state’s finances are also inprecarious condition. And when the state coffers are empty, its spending ability would also be restricted. The lockdown has put millions out of employment, and firms and companies have started to reduce the wages and salaries of its employees. Supply chains has been disrupted and many businesses has been pushed into hibernation. Somepeople have lost their job, their businesses and income. But for those who have started their business with borrowed capital, their burdens are even more complicated. Amidst such situations, the state is obliged to come to the rescue of the suffering people, supply resources, provisionsand medical equipment to different habitations, transfer money to those who have lost their livelihood and more importantly to rebuilt the health infrastructure from scratch. So much of these were unforeseen expenses not reflected in the budget, yet somehow has to beexpended. On the one hand,

NEW DELHI, MAY 7 (AGENCIES): The government on Thursday urged states to prepare a “robust strategy” against the spread of covid-19 from migrants heading home. Hundreds of thousands of migrant workers are leaving cities, worrying government officials about a potential transfer of coronavirus from urban to rural India. Health minister Harsh Vardhan on Thursday told states that a robust strategy and mechanism needs to be drawn. “Some states shall also see immigrants from abroad too. An effective strategy also needs to be put in place for their testing, institutional quarantine and treatment, if needed,” he said. The country on Thursday recorded 1,782 new cases and 64 deaths taking the tally and toll to 54,471 and 1,841 respectively. “There will be a risk of transfer of coronavirus infection from urban to rural areas due to the reverse migration as many of these migrant labourers are coming from hotspot areas. Once we receive their consent we will start the train services.” Bihar has given its consent to run two special trains every day from 8 May to 15 May. Rajnath abolishes 9,304 MES posts NEW DELHI, MAY 7 (IANS): Defence Minister Rajnath Singh approved abolition of 9,304 posts in military engineering services on Thursday. Singh approved the proposal of engineerin-chief of Military Engineering Services (MES) for optimisation of more than 9,300 posts in the basic and industrial workforce. “It is in line with the recommendations of the Committee of Experts, headed by Lt. Gen. Shekatkar, which had recommended measures to enhance combat capability and rebalance defence expenditure of the Armed Forces,” the Defence Ministry said. One of the recommendations made by the Committee was to restructure the civilian workforce in a manner that the work of MES could be partly done by departmentally employed staff and other work could be outsourced. In line with the recommendations made by the Committee, based on the proposal of engineer-inchief, MES, the proposal of abolition of 9,304 posts in MES out of the total 13,157 vacancies of the basic and industrial staff has been approved.

Netanyahu, Gantz agree to swear in unity government

Jerusalem, May 7 (IANS): Israeli Prime Minister Benjamin Netanyahu and Benny Gantz, leader of the centrist party of Blue and White, agreed to swear in the new unity government next week. Netanyahu’s rightwing Likud party and Gantz’s Blue and White party said in a joint statement that the new coalition will be inaugurated on May 13 if the parliament will approve the unity deal. The parliament plenum had been prepared for allnight votes on some 1,000 proposed amendments to the coalition deal submitted by the opposition, in order to pass the agreement before Thursday, the deadline after which a mandate given to Gantz and Netanyahu to form the government would expire. But later, the opposition abruptly withdrew all the amendments in a bid to embarrass the emerging coalition that was not ready to vote on the final version of the agreement.

Agartala, May 7 (IANS): Even as 54 Border Security Force (BSF) men and eight family members in Tripura have tested coronavirus positive in the last five days, authorities are yet to identify the source of infection though they are working to ensure no further spread of the virus among the troopers. “ We a r e w o r k i n g round-the-clock to prevent further spread of the disease and to identify the primary and secondary sources of infection,” BSF’s Tripura Frontier Deputy Inspector General C.L. Shillong, May 7: The North Eastern Hill University Teachers’ Association (NEHUTA) and the North Eastern Hill University Students’ Union (NEHUSU) on Thursday demanded reinstatement of the heads of the departments of Political Science and English at NEHU, Shillong with immediate effect. On April 4, NEHU Vice Chancellor, Prof. S.K. Srivastava removed Prof. Mala Renganathan from Head, English and Prof. H. Srikanth from Head, Political Science after they failed to submit the desired report in the prescribed format to the coordinator, online classes etc in the wake of the novel Coronavirus lockdown. NEHUTA termed the removal order of Prof. Renganathan and Prof. Srikanth as “unlawful” and “bound to be subjected to statutory oversight”. “The NEHUTA is dismayed at complete violation and abuse of NEHU Act,
