Observing that this may prompt people speaking other languages to ask why their language was not being taught, the bench of Chief Justice Jagdish Singh Khehar, Justice D.Y. Chandrachud and Justice Sanjay Kishan Kaul asked the petitioner Ashwini Kumar Upadhyay to withdraw his plea. Noting that the petitioner was himself a leader of the ruling Bharatiya Janata Party, the bench asked why he does not approach the government as his own party is in power. Upadhyay is a spokesman of the Delhi unit of BJP. As senior counsel R.S. NNPGs, IMTN Implement RPwD Act 2016: CAN-N hold joint meeting DIMAPUR, MAY 4 (NPN): Naga National Political Groups (NNPGs) and the Indigenous Minority Tribes of Nagaland (IMTN), which met at the Oking on May 4, 2017, have affirmed that the Nagas of Nagaland must offer solidarity and maintain emotional integration with the rest of the Nagas in Indian states and beyond. In a joint statement, the NNPGs including GPRN/NSCN (MB Neokpao/N Kitovi Zhimomi), NSCN (Reformation), NNC [parent body (Z Royim/V Nagi)], NNC/NPGN (Hozheto/Tsanthungo) and NNC/GDRN (Kiumukam) and IMTN president, K Lun Tungnung, and general secretary, SK Khemprai, stated that the joint meeting was held to exchange views and opinions on the prevailing socio-political confronting the people of Nagaland. According to the joint statement, the NNPGs and IMTN maintained that the “clear pronouncement” of the government of India on the difficulties of Naga integration at a present time implied that the “future generation mainland Nagas, their historical right and political aspiration, must be decided by the Nagas of Nagaland alone.” They also stated that the Nagas were spread across India and Myanmar under different political administration and “therefore at this juncture of our existence, Nagas of Nagaland must offer solidarity and maintain emotional integration with the rest of the Nagas in (Cont’d on p-8) Indian states and beyond.”

DIMAPUR, MAY 4 (NPN): Connect Ability Network-Nagaland (CAN-N) has appealed to the state government to implement the Rights of Persons with Disabilities Act 2016 (RPwD Act 2016) which had come into force on April 19, 2017. CAN-N executive director and member national committee on rights of PwDs, Diethono Nakhro said CAN-N through a representation, apprised Nagaland chief minister that as per Census 2011, there were 29,631 people with disabilities in Nagaland, 26% below 18 years. It further said that the Nagaland Economic Survey 2016-17 tabled in the recently concluded assembly session had quoted the same 2011 figure indicating that there had been no effort to collect data on disability in the State. CAN-N underlined that the number of people with disabilities in the state would have increased considerably by now. CAN-N said the RPwD Act 2016 was much more robust statute than the

1995 Act which is focussed to protect the rights of people with disabilities and provide punishment for their violation. People with Disabilities have remained ignored and marginalised with their rights violated by the state Government and society at large, it said, adding “this unconscionable failure cannot and must not be repeated with the RPwD Act 2016.” CAN-N also cited the April 25 Supreme Court directive, asking all the states and Union Territories to take immediate steps to comply with the requirements of the Disability Act and file compliance reports. The court also directed that special courts be set up in each district to conduct trial of offences committed against them within three months. In this regard, CAN-N said Nagaland government must ensure that these SC directives are complied with strictly and immediately notify steps to be taken to identify and certify persons with identified disabilities. Uniformed personnel demand pay parity with other states Correspondent

K O H I M A , M AY 4 (NPN): Subordinate ranks of Nagaland Police (NP) including the Fire and Emergency services and the state vigilance have urged the state government to restructure the 6th ROP and demanded that complete pay parity on a par with other states should be maintained upon the implementation of 7th ROP. The aggrieved personnel told Nagaland Post in an exclusive interview that as per the 6th Central Pay Commission (CPC) the pay structure was implemented for the higher grades, but for the lower grades, the employees pay structure was modified discounting the recommended pay scale. They said that the pay scale of all categories of uniformed personnel should have been granted on a par with the corresponding ranks of the other states. Further, they pointed out that implementation of the 6th ROP in 2010 was made above the rank

of deputy superintendent whereas below the rank of inspector was not affected. The aggrieved personnel said retrospective analysis of the fixation of pay as revised vide the 6th CPC showed that the uniformed service personnel in the lower grades have been most deprived in the rate of fixation compared with the higher grades and other civil services employees, which they construed as “discriminatory in nature”. As per the declared proposal during the initial process for implementation of the 6th ROP in the state, the provisions of the 6th CPC was assured to be implemented in “toto”, they said. However, the schedules of the revised pay as per the Nagaland Service (ROP) Rules, 2010 in comparison with the 6th CPC recommendations, the parity in pay and emoluments was yet to be fully realized in respect of uniformed services personnel through identical pay band and grade pay in the revised

structure. Besides the inequality in the pay scale, they said there were also differences in rate of various facilities and allowances that required review and restructuring for a comprehensive salary package as envisaged and provisioned by the CPC. Maintaining that they have been deprived of the rights for long, the aggrieved personnel stated that they were not claiming for the lapsed arrears, which might have accrued had the 6th ROP been implemented as per the recommendation. However, they asserted that restructuring of the 6th ROP was necessary so it would go into the fitment of the 7th ROP as recommended by central government and which was approved recently by the state government. The aggrieved police personnel also appealed to the state government to act upon for objective realization so as to enable the employees to have the benefits entailed upon them.

APO, NSCA laud govt’s decision on Rongmei issue DIMAPUR/KOHIMA, MAY 4 (NPN): Angami Public Organisation (APO) and Nagaland Senior Citizen Association (NSCA) have lauded the decision of the state government headed by chief minister Dr. Shürhozelie Liezietsu in heeding to the demand of various tribes in Nagaland by revoking the 2012 cabinet decision on recognition of Rongmei tribe as an indigenous tribe of Nagaland. In line with other civil society organizations, APO on September 13, 2013 had also demanded revocation on State government order of 2012 which notified Rongmeis as an indigenous tribe of Nagaland, said APO vice president Pfukhrielie Peseyie and secretary information and publicity Neisakholie Ziephru in a statement. However, “the previous Government has refused to listen to the voice of the people who voted them to

power”. Therefore, APO while welcoming the cabinet decision hoped that the present government would also resolve other existing contentious issues at the earliest without any fear or favour. NSCA: In a press note, NSCA president, Dr. S.I. Tushi Ao and general secretary S. Ghunakha Swu said the cabinet made a wise decision after taking the cognizance of the consequential hues and cries, discord and dissensions of the civil societies. Further, NSCA said that the maturity, vast experiences and statesmanship of the present cabinet under the seasoned leadership of the Dr. Shürhozelie Liezietsu had “settled the controversial and one sided action during the previous regime.” NSCA further appealed to the government to review and re-examine the antecedents of those who have been granted the privileges and entitlement of indigenous

status, permanently settled in Nagaland prior to December 1, 1963 based on the following facts that-- nowhere in Nagaland, do Rongmeis possess their own inherited land within the state of Nagaland. NCSA said the fact that the department concerned responsible for election matter, nullified the claim of Rongmei tribe numbering 1313 that they were enumerated in the electoral list for the first election which was held in January 1964. It also noted the non-existence of the names of Rongmei tribe in the e-roll in the election department record under Kohima district since the inception of the state 1963. NCSA said APO, which one of the major constituents with maximum population of the then district had agreed with the other tribe of Nagaland and urged the former CM to derecognize Rongmei as an indigenous recognized tribe of Nagaland

Merangkong vill revokes Putu declaration; HC closes case

DIMAPUR: After Merangkong Village Council revoked the January 30, 2017 resolution(No.1)of Merangkong Putu Menden and as communicated on March 2,2017, not to allow any candidate(s) to contest from Merangkong village, the Gauhati High Court, Kohima Bench closed the case as it had b e c o m e i n f r u c t u o u s. The Medemsanger Putu Menden had resolved that in view of the sitting MLA being from the village, no other candidate would be allowed to contest the forthcoming election. The resolution was

challenged in the high court as being in violation of the Representation of People’s Act 1951 and fundamental rights as enumerated under Article 19 of the constitution of India. This was reaffirmed in the judgment order. I n h i s o r d e r, t h e single bench judge, Justice Michael Zothankhuma, after hearing both the counsels for the petitioners and respondents, closed the case since the respondent (No.4) representing the village, informed that the impugned resolution was revoked by the village council.

DoSE informs on suitability test

KOHIMA: Directorate of School Education (DoSE) has notified all the concerned 50 Post Graduate Teachers (PGTs) who have P&AR and NPSC clearance under the department of school education department that written test for service regularization would be conducted on May 18, at 9 a.m. at SIEMAT SCERT Kohima and viva voce/ oral interview on May 19, at 10 a.m. at the directorate of school education. DIMAPUR: NSCN (K) has asserted its right to levy tax saying “taxation to NSCN/GPRN is a conscious political exercise of the Naga people that legitimises the mandated national aspiration for sovereign independence which the NSCN/GPRN upholds”. The assertion comes in the wake of the arrest o f t h r e e g ove r n m e n t officials by the national Investigation Authority ( N I A ) o n c h a r ge s o f collecting tax for NSCN (K). NSCN (K) through its MIP claimed support from the Naga public on the issue of taxation, stipulations and donations. It has accused NIA of “creating chasms between the Naga national workers and the sympathising Naga general public”, while pointing out that not a single case of actual corruption have been investigated despite popular

public outcr y against corruption being practised rampantly in almost every public establishments and institutions. MIP termed NIA’s action as a “desperate attempt to veil off its frustration and failure to stem the Naga struggle and to coerce the patriotic and freedom loving Nagas to abstain from performing one’s obligation towards national cause.” NSCN (K) also termed the “anti-Naga and anti-people intent, policies and action” of the NIA as “pre-mediated”. MIP claimed that it was conspiracy of government of India in fomenting divisions and creation of several criminal gangs that was tormenting the economically challenged state of affairs. The NSCN (K) further accused the government of India of creating and sponsoring several anti-

Naga factions in an attempt to discredit the “mandated people’s struggle.” In this regard, NSCN (K) reminded g ove r n m e n t o f I n d i a that taxation had always formed an integral part of Naga self-governance ever since the earliest political intercourse with the British-India Empire and the ensuing political agreements spawned over the decades. As such, NSCN/ GPRN affirmed to continue levying of reasonable and affordable taxes which, it said, the people had willingly been subscribing to not only for the sustenance of “our” national struggle but in preservation of the inherent rights to selfgovern and self-determine “our” destiny. Swavlamban health insurance scheme for PwDs DIMAPUR: Commissioner of Disabilities, State of Nagaland and Nagaland Parents Association for the Disabled (NAPAD) have informed all the eligible persons with disabilities like blindness, low vision, leprosy –cured, hearing impairment, loco- motor disabilities, mental retardation and mental illness (persons with multiple disabilities, cerebral palsy and autism are not covered under this scheme) to avail the Swavlamban Health Insurance Scheme. PwDs have been informed that the insurance was provided under the department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India to provide affordable health insurance cover to persons with disabilities through the New India Assurance Co. DIMAPUR: State chief secretary, Pankaj Kumar, has lamented that besides Nagaland Civil Services and Nagaland Secretariat Services there were a large number of state services that lacked structured and extensive training. He was speaking at the inaugural function of the first induction training for technical services on Thursday at Multipurpose Hall, Administrative Training Institute (ATI) as guest of honour. The chief secretary said that the induction training would aid the government servants to

comprehend their roles and responsibilities. He reminded them that there are certain responsibilities and expectations government officials were expected to adhere to. Kumar was optimistic that the training would also equip the government servants’ to bridge the gap between what was told and what was to be done in the field. The chief secretary said common induction programme would help in developing a sense of friendship which in turn would promote communication and co-ordination

within and across the departments. He added that the training would make the trainees aware of the various laws, standards, norms and procedures of the government structure. On project management at various levels, the chief secretary called on the engineers to have their view of the projects in their own divisions and speak as and when required. He said this would enable them to see decisions at higher levels taken more in their way. In his address, director, ATI, Lithrongla G.

Chishi, termed the training as the “pet project” of the chief secretary and appreciated his efforts in making the training for technical services a reality. Lamenting the lack of resource persons for imparting the training, especially technical training in the state, she called on all the heads of departments to support ATI in its various training programmes by sending their officers for the same. Assuring that ATI would take the responsibility for training cadres from various fields and departments forward, she expressed hope that the induction programme would serve the need of the state in providing qualified and committed government servants. The director further suggested the P&AR Department to issue notification to all Departments to nominate their officers recruited through NPSC for the induction training. The programme was chaired by Additional Director (Admn) ATI, Kevekha Kevin Zehol, NCS, who also delivered the welcome address.

In his inaugural address as chief guest, principal chief conservator of Forests & head of Forest Force, Nagaland, I. Panger Jamir, stressed on the need

of systematic study, identification, restoration of bear habitation, education and awareness among children and youth for bear conservation, radio collaring of a bear and releasing it in Intanki National Park for study/research purpose. Chief wildlife warden Nagaland, Tripathi, also highlighted the distribution of different species of bears in Nagaland and appealed the frontline staff to be in close contact with individuals and communities for protection of bears in particular and wildlife in general.

Introduction of ICC of sexual harassment at workplace

DIMAPUR: Introduction of the Internal Complaints Committee (ICC) of sexual harassment at workplace and financial literacy on the National Pension System (NPS) was held on May 3 at the Nagaland State Social Welfare Board (NSSWB), Kohima. In the programme, NSSWB chairperson, Bano Vinito gave a talk on the vision of the NSSWB 2017-18 and urged the staff to continue their work with renewed vigour.

A brief overview on the Sexual Harassment at Workplace (Prevention, Prohibition and Redressal) Act 2013 was also delivered at the programme. The Act mandates the setting up of an Internal Complaints Committee (ICC) in every workplace with more than 10 employees, for tenure of not more than three years. The members of the newly formed ICC are Bano Vinito, chairperson of the NSSWB as the presiding officer, Daisy Mezhur (secretary

& mission director of SRCW), Gracy Ayee (state coordinator, SRCW) and Lanurenla Imchen (Helpline Manager, 181) as the internal members and Mezi Sorhe, executive director of EDITI as the external member. A session was also conducted on the salient features of the National Pension System applicable to the staff of NSSWB after the age of 60. A short video on the importance of mindset was screened.

Diphu, May 4 (Agencies): Acting on specific information, the police on Thursday seized a whopping Rs 4.20 lakh in fake Rs 2000 notes at Jovo of Hamren in West Karbi Anglong. Two persons identified as Bidyaram Teron and Bajon Timung was arrested in possession of the fake notes. Various tools used for the purpose were also seized. This is not the first time that these new notes have been counterfeited. There have been multiple incidents when the new notes were exactly replicated. Earlier, the counterfeit notes used to be just the scanned copies of real notes. However, now the miscreants have started imitating the security features in the notes which make it very difficult to differentiate between the real and the fake. Interestingly, Government sources after demonetization, had claimed that these notes can’t be counterfeited easily because these have 7-8 additional security measures.

Guwahati, May 4 (IANS): The Assam government will recommend to the Centre disqualification of MLAs and MPs who do not adhere to the proposed two-child norm, Health and Family Welfare Minister Himanta Biswa Sarma said on Thursday. “The government of Assam will take up with the Centre that MLAs adhere to family planning laws. The two-child norm will be proposed as a yardstick for any contestant to the state legislature,” Sarma said while addressing a press conference here. “In case any state MLA violates the norm, they may be disqualified and will be debarred from contesting polls in the future.” The Assam government drafted a policy that makes the two-child norm mandatory to control population growth. It said a person would not be eligible for government benefits and engagements, including jobs, if the proposed norm was violated. The draft policy also stated that a person will not be eligible to become member of the panchayat and civic bodies if they have

IMPHAL, May 4: Manipur Consumers Affairs, Food and Public Distribution (CAF&PD) Thursday recommended penalizing petrol pumps creating artificial scarcity of fuel despite having enough stock. Heavy rush was witnessed at petrol and diesel stations in Imphal and its outskirt with motorists thronging the stations for fuel fearing scarcity after militants attacked oil tankers along NH-2 on April 30 last. Denouncing the attack that hurt two of their colleagues, drivers of the oil tankers and other petroleum products carriers resorted to cease work strike for two days (May 1 and 2) until chief minister N Biren assured intensified security arrangements for the protection of vehicles plying on the highways. However, most of the oil pumps remained close till Thursday citing nil stock. Sensing hands of oil pumps behind mad rush to petrol pumps, a team of officials from Consumers

Affairs, Food and Public Distribution Thursday conducted a drive at oil pumps in Imphal and its outskirt to check stock position. During the drive conducted with police, enough stocks of petrol and diesel were found at some of the oil pumps that remain close for the last few days sticking ‘stock nil.’ CAF&PD director Ranjan Yumnam, who led the inspection team, said, “these fraud pumps will be recommended for penalize.” He alleged that some retail outlets were earning extra income by selling fuel at the backdoor while accusing them of causing chaos and mad rush at the petrol pumps. NRL pumps also remained close since April 30. The director said that there are enough stocks of petrol and diesel in the depot for 30 days consumption and there was no problem in the onward supply to the retail outlets in the last few days. Obstacles for unity

t seems that national politics today is in a strange situation where the ruling BJP appears to be making inroads in states where it has no presence and therefore, engineering defections of various state leaders under whatever circumstances, has become the opted choice. With the BJP rath rolling over one state after the other, opposition parties today want to form another grand alliance in order to check BJP inroads into their own state. The first to the post system has ensured that any party winning 30% of the popular votes gets to form the government with large majority. An analysis of vote share data between Lok Sabha polls of 2014 and 2009 shows that BJP’s vote share at national level has gone up to 31 per cent from less than 19 per cent during last elections. During the same period, Congress’ vote share has dipped to nearly 19 per cent from over 28 per cent. The fact that the BJP has won a majority on its own in the 16th Lok Sabha has, inevitably, drawn comparisons with previous elections in which parties have won a majority of seats on their own. What has not quite figured in most of these comparisons is the fact that no party has ever before won more than half the seats with a vote share of just 31%. Indeed, the previous lowest vote share for a single-party majority was in 1967, when the Congress won 283 out of 520 seats with 40.8% of the total valid votes polled. This statistical fact points to an important aspect of the latest ‘wave’. Far from spelling the end of a fractured polity, the 2014 results show just how fragmented the vote is. It is precisely because the vote is so fragmented that the BJP was able to win 282 seats with just 31% of the votes. Combined with other allies, the NDA won 38.1 % of the popular votes and which also means that all other non-NDA parties won 61.9%of the popular votes. This statistic has been at the back of the minds of nonNDA political leaders. Therefore, the need for closing ranks and stopping the BJP juggernaut has become a national imperative. The idea of a third front (non-Congress and non-BJP) had been on the cards but like in 1996 to 1998, it has failed to sustain itself. Today, the political situation is slightly different. A grand coalition may be possible theoretically but difficult to foresee practical application. For instance, the Trinamool Congress and the Left can hardly be expected to be coalition partners because they are bitter foes in their home state of West Bengal. Again, in Tamil Nadu, the AIADMK and the DMK can never come together in any form; so they will never be on the same page. Even in UP, the Samajwadi Party (SP) and the Bahujan Samaj Party (BSP) can never come together although the recent decimation in UP has forced both Akhilesh and Mayawati (sworn foes) to talk of some kind of coming together for the sake of facing the BJP and after which, they will return back to stabbing each other. For such a coalition, a leader is needed and whether Nitish Kumar will find acceptance or will it be a headless coalition?

We do not identify ourselves with God’s interests in others, we get petulant with God; we are always ready with our own ideas, and intercession becomes the glorification of our own natural sympathies. We have to realise that the identification of Jesus with sin means the radical alteration of all our sympathies. Vicarious intercession means that we deliberately substitute God’s interests in others for our natural sympathy with them. Am I stubborn or substituted? Petted or perfect in my relationship to God? Sulky or spiritual? Determined to have my own way or determined to be identified with Him?

terms of area and population).So, for the SBCZ to stand next in line to Yoido Full Gospel church is a wondrous feat. Set upon a hillock at old town, towering and majestic, almost like an envisioned fairy tale castle in a faraway land, and referred to by the media as a ‘Colossal structure’. I am personally ecstatic with joy and pride. For our state Nagaland, despite its many brilliant infrastructures, colossal structures are still rare and thin. The term ‘Colossal’ literally means extremely large or great, herculean, massive, stupendous etc. Colossal is derived from the Latin word ‘Colossus’, since the 18th century, colossal was used overtime. I am only a well-wisher, and have not seen the church up-close, but like the many onlookers from afar, with the views possible only through social apps and media, we can’t help but gaze at it dreamily from a distant land. District Zunheboto, 147kms. away from the state capital Kohima, with it’s extremely cold and chilly climate and foggy air that appears and vanishes in the wink of an eye, as I so experienced in a previous visit, we are all in awe of the fact that such a herculean

task could be initiated and completed by the SBCZ, despite the unfavourable road and weather conditions, not leaving aside the ferry and labour cost. We are all aware of the cost, the final budget amounting to 36 crores as mentioned. Well, for what it’s worth, every rupee, every dime was worth its value. To plan and work for a budget escalating to crores of rupees within a span of 11-12 years is an achievement in itself. But what is truly astonishing is the tireless effort, utmost dedication, detailed and hard-core planning of the planning committee. Surely, at some point, the midnight oil was kept burning. As reported, from what was to be only an extension of the old church building, a splendid and gigantic church arose instead. Yes, it was a rational and wise decision on the part of the church members, but all honour and reverence to our Almighty Father for the wisdom and insight bestowed upon the people of the church, we believe it was his divine plan all along. The dedication of the SBCZ on 22nd April, 2017 could not have come at a better time. With Nagaland in turmoil and chaotic variations, and infamously being

in the news for its political crisis and social unrest since the ushering of the New Year. Finally, a ray of hope, a shimmer of light, an achievement to ease our aching hearts and keep our heads held high amidst the troubled waters .For we Nagas with our deeds, tend to occasionally change the pattern of the ‘Degree of comparison’, not from good to better, or bad to worse but directly from worst to best, eh! So while we bask in the warmth, I hope not that negativity will overshadow the aforesaid phenomenon. Having said that, all humour aside, the achievement of the SBCZ is not only an achievement of the Zunhebotonites, or the Sumis in particular, it is an excellent feat for the Nagas in general. For here within the state, it is a church in Zunheboto, but to India and the world, it is being referred to as ‘Asia’s largest Baptist Church in Nagaland’, North -East India. However, at the end of day, a church building with all it’s aura is only made of bricks, rods, sand gravel and glittering decoratives. Therefore, the people of the church have the moral and spiritual responsibility towards the church standing tall and white. It is ‘Faith’ that will portray the

in putting right persons at right places in the state and influencing Indira Gandhi and her cabinet colleagues to avail enhanced funds from the Centre through his strong personal equation with Central leaders. The developmental works were visible on the ground and people were satisfied except NNC and rivals. During 1982-86, normalcy had returned to Nagaland under his rule. NNC cadres were encouraged to surrender. The Government of Bharatvarsh was quite comfortable with Jamirji’s approach but NNC and NSCN (formed in 1980 by Isak Chishi Swu, S.S. Khaplang and Thuingaleng Muivah under deep influence of Chinese Communism) were in no mood to relent under the instigation of destabilizing foreign forces. Because of rabid maneuvering, Jamirji was toppled down by Hokishe Sema on October 28, 1986 and Jamirji was free from CM’s responsibilities during the period 1986-1993. On February 22, 1993 he returned as the Chief Minister of Nagaland. Gandhiji’s Statue beheaded With a view to pay respect to Mahatma Gandhi - Father of Nation, Jamirji had installed the marble statue of Mahatma Gandhi at the tri-junction in Police Reserve colony near Red Cross Society and he had inaugurated it. Within a fortnight NSF hammered at the head and beheaded the statue of Mahatma Gandhi. A chit was found with inscription – “No Indian is welcome in Nagaland – NSF”. Central Government had asked to (i) introduce IPS cadre in Nagaland and (ii) declare 15 km wide “no man’s land” along international border between Myanmar and Bahratvarsh. During these days, Jamirji’s Government had declared to upgrade Dimapur SubDivision to full- fledged district. NSF took a lead in opposing it. Meanwhile, the budget session of State Assembly occurred which coincided election of MP. Rajya Sabha. On the day of budget session and election, NSF declared public curfew. Movement of public was prohibited. Jamirji along with minister and MLAs arrived the assembly house before NSF volunteers could reach the spot. NSF had gathered all the innocent student from class VIII above. The vehicle of Chief Secretary I. Longkumer and his guards were gheraoed by

NSF volunteers. The stones were pelted on his vehicle and the situation turned so violent that it appeared that Chief Secretary might not come out of the students mob. To scatter and scare the mob, the police fired in the air but of no avail and unfortunately, two innocent students were killed in police firing that followed in 1986. First ambush on Jamirji’s life Kohima 19.2.1990 Dr. S.C. Jamir was returning to Chief Minister residence from his private residence in Kohima barely a couple of miles away, Midway at exactly 4:15 pm the cadres of National Socialist Council of Nagaland (NSCN IM) laid an ambush at his motorcade. It was a well planned assassination attempt to eliminate the great soul – Dr. S.C. Jamir. Same Jamirji who had been fighting throughout his life for Naga cause came first in the hit list of NSCN (IM) and its supporters in Nagaland politics. NSCN - IM and its patrons also proclaimed that what they did was also for Nagaland. What a contradiction? Because both cannot be true at the same time. His driver and bodyguard were killed, wife injured but he was safe but shocked, security personnel were wounded. God saved him. Second Ambush, Delhi, November 19, 1990 The ambush emboldened and hardened Jamirji as a politician. But exactly nine months later same year on November 19, 1990 another ambush was carried out by the same NSCN (IM). The first time the ambush killers had failed to put a bullet in his body but this time they succeeded. Only the spot was different. On that fateful evening on November 19, 1990, he had just returned to Nagaland House (29 APJ Kalam Road, New Delhi) after meeting with Governor of Assam Shri Loknath Mishra who was also looking after Nagaland at that time. He was working on the draft preparation inside his room in Nagaland House. Suddenly the door was flung open and the next moment, three persons with automatic weapons were inside. The intruders fired him immediately point blank. The shot hit him on the chest. It was a few minutes of mayhem in the room. He was shouting at the top of his voice and at the same time running helter-skelter in the room. The terrorists were shooting indiscriminately. Altogether,

the assassins had fired 11 shots, one had hit him at the chest and the rest had found their way unto wall. He was rushed to AIIMS, New Delhi and the team of doctors there saved his life by taking out bullet from his chest in a four hours operation. Thank God, He saved great Jamirji this time also. Who knows the ambushers may be living today also but must be repenting their heinous deeds. Lord Jesus Christ will never plead for them on the day of judgement when they will rise from the grave. Third Ambush, Piphima November 29, 1999 The nine years later on 29 November 1999 at 5:45 am Jamirji had third brush with death. This time the assassins had changed their tactics. Perhaps they thought that they could not kill him by bullets so they would take help of bombs. He was travelling in a Chief Minister’s convoy on NH 39 (now NH 2 – Kohima- Dimapur road) on 29 November 1999. When his carcade crossed Piphima on way to Dimapur and reached the spot at 5:45 am, all the 12 powerful bombs exploded at the right time. The deafening sound of explosion of twelve powerful bombs took everybody with surprise and in minutes debris were everywhere. Vehicles had veered off the road, people were shouting, many ran helter-skelter, some were still tucked inside their vehicles out of fear. Thank the Almighty! Our Jamirji was safe again. By God’s grace he was alive. But two of his faithful and sincere bodyguards were gone forever. He escaped unhurt. The fourth Ambush on life of Jamirji, Changki, November 20, 2007 On this fateful day Governor of Goa, Dr. Jamir was proceeding to Dimapur from Mokokchung after attending an official function in his capacity as the Goa Governor. On the day of departure, news came that militant cadres from NSCN (IM) were laying ambush at three places: 1. Mokokchung-Moriani road near Changki Village. 2. Amguri- Mokokchung road 3. Mokokchung- Kohima road Dr. Jamir preferred to travel by MokokchungMoriani road and accordingly Deputy Commissioner was asked to deploy security forces for road protection. Despite this, NSCN (IM)

towering church graceful and ablaze with God’s glory. Thereby keeping the legacy intact for many a blessed years. This hue and shine must not fade, it is of uttermost importance, the unbolted whiteness must remain. The candle must keep burning despite all stormy weathers, the lamp must keep lighting amidst the rain, and the believers’ heart courageous and forgiving. For when the light perishes in the dark, darkness will master upon our lives and all will be ruined. The human touch alone is’nt possible, the divine touch of a greater power will sustain, edify and enrich the church abundantly. Our love and prayers are with you SBCZ, may your kindness and humility glow lovelier than the chandelier atop. And thank you for reminding us all Nagas of the age old Maxim… “Unity is strength” and “Perseverance is the key to success”. With grace of God, Jamirji escaped unhurt. He got a new lease of life. NSCN–IM was saddened again. So many leaders of the world - Abraham Lincoln, Mahatma Gandhi, Martin Luther King, Indira Gandhi, Rajiv Gandhi, Pt. Deen Dayal Upadhyay, Shyama Prasad Mukherjee, Pope John Paul-I and Lal Bahadur Shastri to name the few, have fallen to assassins bullets and bombs without getting a second chance. It is, therefore, a bare truth; Dr. Jamir’s survival after four deadly attempts on his life is nothing short of divine intervention. As Chief Minister The tenures of Jamirji as Chief Minister were remarkable in the sense that the law and order situation had improved significantly because Jamirji’s Government pursued, in principle, a truth that was over looked earlier and that was that law and order problem was completely different from the Naga political problem of which the underground was a part. Unfortunately, some senior Naga politicians rival to Jamirji patronized the underground against Jamirji. The unlawful, anti-social and anti-national activities were controlled substantially

because there was neither political patronage nor covering support by some Government servants. Jamirji had always been sweet, sober and sound with terrorist elements even though he was at the top of their hit list. It was said during those days that Jamirji’s name figured from 1 to 10 at the hit list of NSCN (IM) and its frontal organizations and NGOs. But what was his approach towards assailants? He says, “When the underground carried out attacks on my convoy in an attempts to eliminate me I had prayed for them in my heart of hearts and had pardoned them publicly.” (A Nagas Quest For Fulfillment p/284). He says further that with clear mandate from the people he could have taken a tougher stand but that was not the way. It was a matter of misplaced judgment or misjudgment on the part of the underground that they still think this political problem would be solved if they go on with their decades old demand. That the underground fails to see the reality and though some of their irrelevant (in today’s context) demands are in fact causing harm to the Naga cause, they remain defiant; their obstinate approach is driving Nagaland backwards, not forward (P/285 ibid). Human beings have shortcomings and weaknesses. So there is a saying, “To err is human.” Lot of things have been done well and lot of things have been done wrong in one way or the other. The wrong should be put right and the right thing should be promoted for the good of the people. After the election is over , when Ministry is going to be formed , instead of offering oneself to be chosen by the house , tussle for leadership takes place by having camps and as far as possible elected members are caught to the contending camps in a very ugly manner. This is contrary to the traditional practice of our ancestors in choosing leaders , undemocratic and unchristian. So Kaziranga type of camp should not be repeated. In the last election, in connection with the tussle over portfolio, Party workers resorted to violence and some offices of the Party were destroyed. It is a savage practice and should never be repeated in future. We can assert with boldness that all good and precious things for mankind now and forever are in store in truly knowing God , believing in Him, fearing Him and obeying Him only and nowhere else. Rev. Indore tops cleanest cities list, Gonda dirtiest rat, Madhya Pradesh and Andhra Pradesh account for 31 of the top 50 clean cities, with 12 in Gujarat, 11 in MP and eight in AP. Telangana and Tamil Nadu account for four cities each in top 50, followed by Maharashtra with three. Chandigarh, Chhattisgarh, Delhi, Himachal Pradesh, Jharkhand, Karnataka, Sikkim and Uttar Pradesh have one city each in top 50 clean cities of the country. While 14 cities from states/UTs find a place among the top 50 clean cities, competition is not so much for a place in bottom 50, with Uttar Pradesh alone accounting for 25 of the bottom 50 towns. F ive o f t h e U t t a r Pradesh cities have been ranked among the 10 dirtiest in India, with Gonda topping the list. Bhusawal in Maharashtra has been ranked as the second dirtiest city, while Bihar’s Bagaha stands third and Uttar Pradesh’s Hardoi fourth. The other Uttar Pradesh places that feature in the list of unclean towns and cities of India are Bahraich (sixth), Shahjahanpur (ninth) and Khurja (10th). Bihar’s Katihar is the fifth unclean city. Two places in Punjab, Muktsar (sev-

enth) and Abohar (eighth), are also in the 10 most unclean cities. Prime Minister Narendra Modi’s home constituency of Varanasi, in Uttar Pradesh, jumped from 418th ranking in 2014 to 32nd in 2017. “We are heading towards fulfilling the dream of making cleanliness a movement,” Naidu said. Rajasthan and Punjab have five towns each in the bottom 50, followed by Maharashtra-two and one each from Haryana, Karnataka and Lakshadweep. Out of the 62 cities and towns surveyed in Uttar Pradesh in 2017, 41 of them figure among the bottom 100 cities or towns. Jharkhand and Chattisgarh have emerged as the major success stories in the Swachh Survekshan-2017. While all the nine cities or towns of Jharkhand surveyed in 2017 have substantially improved their rankings over that of 2014 and 2016, seven of eight in Chhattisgarh have achieved this feat. Bihar’s 19 of 27 cities or towns surveyed in 2017 were ranked beyond 300, with best rank in the state being 147 for Biharsharif. Fifteen of these 27 cities are among the bottom 100.

BJD strong enough to CBI books ex-secy, raids Delhi Secretariat counter BJP, says Naveen BHUBANESWAR, MAY 4 (IANS): BJD President and Odisha Chief Minister Naveen Patnaik on Thursday said his party was strong enough to counter the BJP in the state. Also hinting at a ministry reshuffle, he said many ministers had approached him with a wish that they would like to work for the party at the organisational level. “I can assure you that we will counter it (BJP) very well. We are a very strong party. A number of ministers and others have told me they are ready to go and work in the field level,” Patnaik told reporters here. The state-

ment came ahead of BJP President Amit Shah’s visit to Odisha in June as part of his 95-days programme to connect with party workers at the booth level across the country. During his tour, Shah would interact with party workers in Ganjam, the home district of the Chief Minister. With the BJP targeting to oust the BJD, which has been in power for 17 years in the state, the BJD has planned a massive overhaul in the organisational structure. It has already effected changes in its youth wing and formed a new trade union to woo the unorganised labourers.

NEW DELHI, MAY 4 (IANS): Indore topped the list of 10 cleanest cities of the country, while Uttar Pradesh’s Gonda ranked as the dirtiest one, Union Minister Venkaiah Naidu announced here on Thursday. The outcome is based on a cleanliness survey -Swachh Survekshan-2017 -- undertaken in 434 cities by the Urban Development Ministry as part of the Narendra Modi government’s “Swachh Bharat Abhiyan”. Bhopal came second, while Vishakhapatnam was placed third among the top clean cities and towns, the Minister of Housing and Urban Poverty Alleviation told reporters at the local National Media Centre. The fourth slot has been claimed by Gujarat’s Surat, while Mysore, which would be first in the previous lists of clean cities, slips to the fifth place. Tiruchirapally is placed at sixth position, followed by the New Delhi Municipal Council area at seven, Navi Mumbai at eight, Tirupati at nine and Vadodara at 10. The survey revealed that six of the top 10 clean cities have improved their sanitation rankings in 2017 in comparison to the 2016 and 2014 rankings. Guja-

N e w D e l h i , M ay 4 (PTI): The Centre on Thursday urged states to ensure digital payment of electricity bills through aadhaar- linked bank accounts. “It is not mandatory, but it is of interest for all of you. Because if you pay bill digitally through it, then it would be properly logged in that you paid the bill... This initiative is being aimed at helping the public. The efforts are being made (in this regard),” Power Minister Piyush Goyal said here. He was speaking during the two-day conference of power, new and renewable energy and mines ministers of states and Union Territories (UTs). Stating that it was the discretion of states whether to link electricity bill to aadhaar-enabled bank accounts or not, the minister said “I think it is in the interest of the consumers”. Goyal said further the government is redrafting the power allocation policy for states.

New Delhi, May 4 (IANS): India’s tax revenue may touch Rs 30 lakh crore over the next two years, more than double of what it was when the BJP came to power in 2014, Road Transport and Highways Minister Nitin Gadkari said on Thursday. Speaking at the inaugural session of the ‘India Integrated Transport and Logistics Summit’ here, Gadkari said this growth in tax revenue would be fuelled by the implementation of the Goods and Services (GST) Tax as well as the demonetisation of Rs 500 and Rs 1,000 currency notes. “When our government was formed, we had a total (tax) revenue of Rs 13 lakh crore. Over the last three years, it has increased to Rs 20 lakh crore,” the minister said. “And after the note-

Fernando Alonso Indianapolis, May 4 (Agencies): Fernando Alonso has been cleared to race at the Indy 500 on May 28 after successfully completing his mandatory rookie orientation programme at Indianapolis. McLaren confirmed last month that Alonso would miss the Monaco Grand Prix in order to make his IndyCar debut with Andretti Autosport in a Honda-powered car, but the dual world champion had to complete a number of laps at the venue before receiving clearance. The orientation programme required Alonso to complete 10 laps at 205210mph, 15 laps at 210215mph and 15 laps over 215mph. “It was fun. It’s a good way to start, to build the speed. Announce Champions Trophy squad, COA tells BCCI

New Delhi, May 4 (IANS): The Supreme Court-appointed Committee of Administrators (COA) on Thursday called on the Board of Control for Cricket in India (BCCI) to announce the Indian squad for the upcoming Champions Trophy immediately despite the recent disagreement with the ICC over the new financial structure. The Inter national Cricket Council (ICC) had overwhelmingly voted to drastically reduce the BCCI’s share of revenue at its board meeting last week. This has led to much heart burning among BCCI officials who are contemplating a pull out from the Champions Trophy scheduled to be held from June 1 to 18 in England and Wales. The COA however, asserted that the BCCI must not hurt the interest of the players in its dispute with the game’s world governing body. In a letter addressed to BCCI Joint Secretary Amitabh Chaudhary ahead of the board’s Special General Meeting (SGM) on Sunday, the COA demanded an immediate meeting of the selection committee to announce the squad for the Champions Trophy, which has already missed the deadline set by the ICC of April 25. “You are aware that the squad representing India at the ICC Champions Trophy 2017 was to be submitted by April 25 but the squad has not even been selected as yet.

For the first time in 21 years and only the sixth time after Independence, the national football team has found a place in top-100 of FIFA rankings. This is India’s best-ever FIFA ranking since April 1996 when they were also ranked 100. India’s highest FIFA Ranking till date has been 94, achieved in February 1996.
