JIC formed to probe Tuensang fiasco
DIMAPUR, MAY 30 (NPN): The state government on May 29 constituted a three-member judicial inquiry committee (JIC) to probe into the matter regarding the transportation of returnees to Tuensang. The decision comes following a representation submitted by the Eastern Nagaland Peoples’ Organization to initiate disciplinary action against those official involved in the deliberate violation of the standard operation procedures and related matters. The JIC will be headed by retired district & sessions judge, L.N. Sema as chairman and two members-- Adv. Akum Jamir and Adv. Yangthsapila Sangtam. The committee will submit its report within 15 days from date of issue of the notification, principal secretary Home, Abhijit Sinha stated.
139 persons arrive state on May 30
DIMAPUR, MAY 30 (NPN): Around 139 stranded citizens arrived Nagaland from various parts of the country on May 30, control room -empowered group Dimapur report stated. The report stated that 31 persons arrived by train from Delhi, 93 from Punjab in three buses, 10 from Assam in private cars, five from Assam in private cars after they flew from Delhi. It also informed that 67 people are expected to arrive on May 31 by DelhiDibrugarh train. Meanwhile, 13109 citizens had signed up in the nCOVID-19 Nagaland– Visitors App since March 23, while 2400 persons had submitted their travel self declaration during the past 14 days. At present 2,237 persons are being digitally monitored through the App, the report stated.

Govt issues guidelines for ‘Unlock 1’

NEW DELHI, MAY 30 (NPN): Termed as ‘Unlock 1’, the Ministry of Home Affairs has issued a new set of guidelines to facilitate a phase-wise dilution of the Coronavirus consequent lockdown. The guidelines issued on Saturday will be effective till June 30 and the first phase is set to have an economic focus. The Home Ministry has lifted almost all restrictions placed under the lockdown, however, the onus to implement relaxations has been put on state governments considering the prevalent COVID situation in their respective states. Lockdown measures would continue to be implemented strictly in the containment zones. These will be demarcated by the State/ UT Governments, after taking into consideration the guidelines issued by the Health Ministry. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed. All activities that were prohibited earlier would be opened up in areas outside Containment Zones in a phased manner, with

State COVID-19 tally 36 with 11 new cases D I M A P U R , M AY 3 0 (NPN): Nagaland COVID19 cases on Saturday rose 36 after 11 more people who had returned from Chennai tested positive of COVID -19. As on May 30, Dimapur registered 22 COVID-19 positive cases, Kohima- 9 and Tuensang-5. Health minister S. Pangnyu Phom, in his tweet, Saturday informed that out of the 11 new cases-- 9 were males and two females. He said eight were from Dimapur and three from Kohima. All the positive patients were being kept under medical observation at the designated COVID-19 hospitals. Active surveillance has been set in motion to prevent further spreading of the infection, he added. Results of 745 awaited: Principal Secretary Home, Abhijit Sinha said the cumulative number of COVID-19 suspected samples sent for testing till Saturday was 2210, out of which 1429 was negative and 36 positive cases. The results of 745 were awaited. Further, out of 86 samples tested through Truenat machines, 67 were and the results of 19 were awaited. He also said that 3493 persons were presently under facility quarantine.
India’s COVID-19 death toll reaches 5,100 PTI Adds: India’s COVID-19 death toll crossed the 5,000-mark on Saturday and the case count reached 1.76 lakh after a record spike in numbers of new cases and fatalities. In its morning update, the Union Health Ministry said the number of confirmed cases has risen to 1,73,763, after 7,964 new cases were detected in the 24 hours since Friday 8 AM, while 265 more deaths were reported in the same period to take the toll to 4,971. However, the recovery rate also improved further to over 47 per cent with more than 82,000 COVID-19 patients having been cured and discharged, leaving nearly 86,000 active cases across the country, the ministry said. However, a PTI tally of figures announced by different states and union territories, as of 9.25 PM, showed a higher number of 1,76,792 confirmed cases and at least 5,100 deaths. It also showed nearly 86,000 recoveries and close to 85,700 active cases. Globally, close to 60 lakh people have tested positive for the dreaded virus infection ever since it was first reported in China last December, while more than 3.65 lakh have lost their lives. The US is the worst hit country with close to 17.5 lakh cases and over 1.02 lakh fatalities.
DDCC’s suggestion to govt COVID cases may touch 10L in next few weeks NTC appeals for united effort to defeat COVID-19
D I M A P U R , M AY 3 0 (NPN): Dimapur District Core Committee (DDCC) on COVID-19 headed by Y. Kikheto Sema, APC and commissioner and secretary, held a meeting at Hotel Saramati to discuss the decision of the state government on testing all returnees and to send them to their respective districts only after testing results were confirmed. DDCC however pointed out that it was facing “practical difficulties” since there was only one BSL-3 laboratory installed in Kohima having limited capacity and so, testing all returnees would take a long time. DDCC said there were many returnees from other states who have completed the mandatory 14 day institutional quarantine period. At the present rate, DDCC said it would not be possible to test all returnees who don’t show any symptoms since the focus remained on Chennai returnees.
It stressed that unless all returnees who have completed the 14-day mandatory quarantine were not released, it would not be possible to accommodate fresh returnees. In the light of the above, DDCC at its meeting suggested that all returnees who have completed 14 days quarantine and show no symptoms be allowed to go to their respective districts without further mandatory testing while those from Dimapur be released to undertake home quarantine. Further DDC suggested that on completion of 14 days, any returnee showing symptoms will be retained and tested in Dimapur. DDCC also said it has no objection if the government decides to retain all COVID-19 cases from Mon and Peren districts. However, if the positive cases were to be retained, then it suggested that the government identify one more COVID hospital. (Cont’d on p-8)

D I M A P U R , M AY 3 0 (NPN): Sounding a note of high caution on the spread of novel coronavirus or COVID-19 in India, Dr. Sushila Katarai MD, PG Dip (MLS) who has 23 years of experience in overall Internal Medicine, has said that the virus could see further rise in the coming months and the number could even touch the 10 lakh-mark. In an exclusive interview to Nagaland Post and North East 8 channel (NE8) on May 26, Dr. Kataria said the problem “could get worse before it gets better”. She emphasised on two strategies in handling the current pandemic- first, flattening the curve, as in lockdown and secondly, raising the bar by optimizing health care system. home without burdening the health care system. She also expressed deep concern that COVID19 was rising amid public demand for relaxation and government wanting to continue with lockdown. Dr. Kataria said “we are headed for trouble for sure” as the virus has gradually spread from urban to rural areas where health infrastructure was poor. Dr. Kataria said if sample was not taken properly or if the person has low viral load, then the test could be negative among 20% of people.
She said even if swab tested was positive for COVID after 14 days of quarantine, it was not infectious because the infectious period of the virus was between 10-11 days and When informed about the current COVID-19 status of Nagaland, Dr. Kataria said since the numbers were small and imported, it should be maintained with proper contact tracing and to keep them in quarantine for 2-3 weeks . She said if possible, all those who are together should be testedonce when they enter and then after two weeks before being released from quarantine. She said a period of three weeks of quarantine was advisable. Dr. Kataria also emphasised that there should be no inter-mixing in the way food was served at quarantine centres and adequate measures while handling waste. D I M A P U R , M AY 3 0 (NPN): Nagaland Tribes Council (NTC), while appreciating the efforts of the state government in bringing all those stranded at various states back to Nagaland, also appealed to returnees to be patient and follow laid down guidelines for containing COVID-19. NTC in a statement, issued by its president Toniho Yepthomi and general secretary Nribemo Ngullie also took serious note of the “serious lapses” on the part of the state government in sending returnees from quarantine in Kohima back to their respective districts without completing the first phase of medical test/quarantine period. In this regard, NTC urged upon the state government to increase its efforts and rectify the haphazard way in which it was following its operating proce-
dure to contain the spread of COVID-19 and ensure that no returnees were sent to their respective districts without results of COVID tests. If returnees were to be sent, then it should be with proper Standard Operating Procedure(SOP). NTC also urged upon the state government to provide proportionate medical facilities and required frontline workers to all designated COVID hospitals to contain the virus at the initial stages. While stating that there was vast difference between spread of COVID19 from either known or unknown sources, NTC said the spread of COVID19 in Nagaland was from known source, from within government regulated environment. DIMAPUR/KOHIMA, MAY 30 (NPN): Nagaland Board of School Education (NBSE) Saturday declared provisional results of the HSLC and HSSLC Examinations 2020 with girls outperforming boys once again except in HSSLC commerce stream wherein the boys with 68.99 % fared better than girls (66.44 %). In HSLC, a total of 22393 candidates were enrolled and in the HSSLC a

total of 15461 were enrolled for the examinations. HSLC recorded qualified percentage of 70.03% while in the HSSLC the overall percentage in Arts stream was 71.87%, Commerce stream 75.47% and Science stream 80.99%. Out of 22392 candidates, a total of 15680 candidates—8470 girls and 7210 boys— qualified the HSLC examinations 2020. In the Top 20 list, there were 55 candidates out of which 39 were girls and 16 were boys.

This year, 96 schools secured 100% qualified/ pass percentage. Out of 96 schools, 83 were private schools and 13 were government schools. Drip irrigation installed in Dimapur DIMAPUR: Under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) “per drop more crop” scheme, a drip irrigation project has been installed in Dimapur, wherein more than 200 units were installed at different fruit and vegetable farms covering several villages, under the initiative of district horticulture officer Dimapur, Temsu Longkumer. According to DIPR report, DHO Dimapur has been inspecting farms, interacting with farmers and encouraging them to produce more for self sufficiency and income generation with the help of modern scientific technology provided by the government. While informing that the 2nd phase would be carried out at Kohima, Mohindor informed his observation that with nor-
mal watering by cane loosened the roots but on the contrary, the drip fell drop by drop making fruits and vegetables healthy while enhancing water use efficiency. It may be noted that PMKSY was launched with the objective to achieve convergence of investments in irrigation sector at field level. The scheme aims at providing end to end solu-
tions in irrigation supply chain. Micro irrigation is an integral component of the scheme to maximise water use efficiency at farm level. PMKSY also adopts state level planning and project based execution that allows states to draw their own irrigation development based on district irrigation plans and state irrigation plans.

Wokha district to implement odd/even number system DIMAPUR: Deputy commissioner & chairman District Task Force COVID19, Wokha, Orenthung Lotha has notified that in view of the COVID19 pandemic and in the interest of public safety with the aim to minimize non-essential movement of private vehicles, the following order will be implemented with effect from June 1 till further orders under Section 115 of the Motor Vehicle Act 1988 (Amended by Motor Vehicle Amendment Act 2019). According to DIPR report, vehicles with registration number ending with odd number, 1. 3. 5. 7. & 9 are permitted to ply on Monday, Wednesday & Friday; Even number registration number ending with 0. 2. 4. 6. & 8 are permitted to ply on Tuesday,
Thursday and Saturday. It is further notified that all three wheelers and two wheelers will strictly follow the odd-even policy. The above provisions will however not be applied to those vehicles which are on COVID-19 duty. Government officials on duty, trucks supplying essential commodities, vehicles/buses on interdistrict movement ferrying stranded returnees and vehicle traveling outside/ within the district with valid travel permit issued by the concerned authority. DC further informed that, violation of this order will be liable to penalty under Section 177 and 179 of the Motor Vehicles Act 1988, Section 188 of the Indian Penal Code and Section 51(b) of the Disaster management Act 2005.

DIMAPUR: Legislator in-charge of Peren District COVID-19, minister of Higher & Technical Education & Tribal Affairs, Temjen Imna Along, and advisor to Water Resources Namri Nchang, visited District Hospital, Peren on May 30 to oversee the ongoing preparedness of the hospital and also to take stock of the infrastructure available at district hospital, Peren. According to DIPR report, the officials after inspecting COVID-19
isolation ward & special operation theatre had an interaction with the Medical staff of DH Peren, civil societies and NGOs. Addressing the meeting, Imma Along lauded the medical fraternity and other frontline workers for rendering selfless services to contain COVID-19 in the district. He said that the ventilator for the hospital will soon arrive in the district, however, the hospital may need a specialist to operate the ventilator. Since there was no anaesthesia doctor
in the hospital he assured to discuss the matter with higher authority. He asked the gathering to maintain social distancing in every possible ways and using of N-95 mask was compulsory for all the frontline workers, he added. Minister also urged the citizens of Peren to welcome quarantinee and also said that collective responsibility of the citizens was required in the district. Namri Nchang also lauded the district administration, NGOs and Police personnel and all other frontline workers. He requested all to maintain discipline and adhere strictly with the guidelines issued by the government and appealed to the gathering to extend full cooperation with district administration, Police personnel and Medical fraternity. Namri also thanked Temjen Imna Along for his unceasing support & countless help to the citizens of Peren district. Namri further asked the gathering to apprised the neighbouring villagers to create more awareness on COVID-19.
CNSA appeals for governor’s intervention
DIMAPUR: Central Naga Students’ Association (CNSA) has called for intervention of the governor of Nagaland, R. N. Ravi in regard to tackle the challenges of COVID-19 pandemic in the long run, since the pandemic was not for a time period only. A representation to the governor, by CNSA president Himato Yeptho and general secretary Lipemo M Tsopoe, urged for upgradation of all district hospitals and community health centers in the state with basic minimum equipments and facilities to cater to the patients arising out of this pandemic. CNSA also requested for True NAT micro RT PCR equipments in all the district headquarters while processing and installing the BSL labs. It also called for training and upgrading skill of doctors and laboratory technicians to start immediately in collaboration with reputed Medical Research Centers and Universities in India. CNSA also requested the governor that a thorough probe under his supervision be conducted on mishandling the issues of the returnees from Tuensang and Eastern Naga areas and strict action be initiated as per the request of the Eastern Naga Students Federation. It further asked that anticorruption call be formed under the direct supervision of the governor and to ensure equal distribution of developments in the state of Nagaland.
3 NBCD new guidelines for returnees to colony DIMAPUR: Notun Bosti Council Dimapur (NBCD) has resolved guidelines for strict compliance for those stranded returnees/ persons from outside the state entering/ entered Notun Bosti Colony from May 18 onwards. A press release by NBCD chairman E. Jon Ezung and secretary, Kavito Ayemi stated that, such returnees/persons who will be residing/reside within the colony jurisdiction shall be compulsorily kept under home quarantine for 14 (fourteen) days from the day of entry to the colony. NBCD stated that, this shall be observed and followed even after they have undergone mandatory 14 days institutional quarantine at the government designated centres in Dimapur. NBCD also added that those individuals who have not undergone mandatory for 14 days institutional quarantine at the government designated centres shall not be allowed to enter the Notun
Bosti Colony jurisdiction. Council further informed to those house owners/parents and residents of the Notun Bosti who are yet to give details of stranded returnees from the colony to the council are directed to do so at the earliest. NBCD informed all the households of the colony not to entertain any individuals/ groups to stay or for rental purposes during this lockdown time and if it was necessary or compelled to entertain then the residents have been asked to inform the council. Further the NBCD have asked 5 (five) khel chairmen/GBs and youth front under Notun Bosti to closely/strictly monitor in and out within the colony jurisdiction in order to contain /control the spread of COVID-19 pandemic. Council cautioned that failing to comply or non adherence to the guidelines resolved by the council will be dealt with stern action and to lockdown the house as dim fit.
NAYO on understanding gravity of situation
DIMAPUR: Northern Angami Youth Organisation (NAYO) sincerely appealed all citizens to understand the gravity of the situation and refrain from “inciting unwanted statements creating divisions amongst the community” but take the positive insights solely meant for welfare of citizens of the state. A press release from NAYO president Roko Angami and general secretary Rokoneitso Kire stated that, the safety of the people was the priority, wherein “NAYO is of the opinion that neither the Kohima Village Council (KVC) nor the other civil society organisations who are voicing out their concerns are solely doing it so for the safety of our people and with good intentions for the protection of our state.” NAYO further asserted that, “the state capital Kohima being a cosmopolitan city
accommodating diverse Naga tribes and people from other states belongs to all” and believe “that it is the duty of every citizen of Kohima to give unflinching support to the government and the masses.” While pointing out that quarantine centres at Kohima was at saturation point, the NAYO called upon Nagas of all districts to share equal responsibility in the collective fight against the pandemic. NAYO also assured to extend support and reaffirm “ourselves to bring out logistics for the wellbeing and safety of the people”. NAYO also solicited the general public and tribal organisations not to jump into conclusions and make tribal issues at these challenging times but to stand united. NAYO made an appeal to all persons undergoing quarantine at various centres to strictly follow the rules and ethics set by the concerned authority.
KSU demands BSL-3 laboratory in every district D I M A P U R : Re a c t i n g to the recent incident of transporting returnees to Tuensang district without adhering to procedures and protocols, the Konyak Students’ Union (KSU) stated that government should be solely held responsible for the spread of COVID-19 to Eastern Nagaland. KSU in a press release by president Bumang Phaiba and general secretary, Phoe Konyak stated that, the Union demands for immediate and stern action against those responsible. KSU also pointed out that, it was “unfortunate that the people of Eastern Nagaland had to face such an irresponsible treatment within the state from fellow Nagas,” and that government had to resort to such action “at the behest of some vested interest organisations” thereby flouting basic procedures that the government ought to have followed before sending back the returnees to their respective quarantine centres set up at every district. KSU also demanded that every district should be facilitated with BSL-3
lab to effectively combat COVID-19, more so in Mon district where it lacks proper infrastructures, medical facilities/apparatus and manpower at District Hospital Mon. As per the latest update, the KSU pointed out that present status of DHM has 17 doctors and 29 nurses, out of which 2 doctors and 1 nurse is on leave. Only 3 portable ventilators, 93 beds out of which only 43 beds for COVID-19 patients and remaining 53 beds reserved for general patients, stated the KSU. Union also urged the 20 elected legislators of Eastern Nagaland/ENLU members representing the people “in conscious policy making body and not to be puppets of their fellow colleagues” but to have a sense of responsibility keeping in mind the plight of their people. Konyak Students Union also lauded all frontline workers, Medical department, Police security, volunteers, district administration, District Task Force, village guards and empowered committee for their tireless effort in its fight against COVID-19.

DIMAPUR: Khiamniungan Students’ Union (KSU) in a representation to the chief minister of Nagaland has condemned the “hasty and callous action and attitude shown by the authorities” in the case of the returnees belonging to Tuensang district and asked for intervention in rectifying the action with appropriate urgent action. A press release from KSU vice president Talamong and information and publicity secretary Shingnya requested all individuals who have been stranded in different parts of the country and those returnees quarantined in Tuensang, Kohima and Dimapur to comply with all norms and procedures during the quarantine period and the authorities also to follow the standard operating procedures accordingly. Violation of norms and procedures by the individuals or the authorities shall be given appropriate action as per the law deem fit for all safety and wellbeing. While appreciating all frontline health workers, the union appealed them to be very cautious and perform their duties with utmost sincerity without any prejudice to the quarantined individuals. G u wa h at i / ag a r tala/Shillong/imphal, May 30 (PTI/ correspondent): Assam’s COVID-19 tally touched the 1,100-mark with 43 more people testing positive on Saturday, the state’s Health and Family Welfare Minister Himanta Biswa Sarma said. The state at present has 968 active cases, he said. “Alert ~ 43 new cases of #COVID19+ 5 Dhubri, 5 Golaghat, 3 Barpeta, 1 Bongaigaon, 29 by various labs (dist to be confirmed),” Sarma said in a tweet. Four patients have so far died due to the contagion in the state, while 125 have been cured and discharged from hospitals, the minister said. Three patients have migrated to other states. On Friday, Assam had crossed the 1,000-mark with a single-day highest tally of 177 new infections, including six air travellers. Earlier in a separate tweet, Sarma informed that a CSIR-NEIST COVID-19 testing laboratory will be functional from now in Jorhat district of Upper Assam. The state has seen a spurt in coronavirus cases after inter-state movement was allowed during the lockdown period.

Ten people, including eight who returned from Bangladesh recently, have tested positive for COVID19 in Tripura, taking the total number of cases in the state to 254, Chief Minister Biplab Kumar Deb said. The eight had returned on Thursday through the Akhaura Integrated Check
Post (ICP). The others who tested positive are a Border Security Force (BSF) personnel from its 86th battalion and a person who returned from Gurugram recently. However, none of the 166 passengers who flew from Kolkata on Friday in the first flight operated since the imposition of the lockdown were found to be infected. The government is taking all precautionary measures to keep everyone secure, Deb said in a tweet on Friday. Law Minister Ratan Lal Nath said that out of 29,359 persons who were placed under surveillance,
18,078 have completed their 14-day observation period and were discharged. At present, 11,281 people are under surveillance, including 510 housed in quarantine centres and the rest in home quarantine. Nath, who is also the cabinet spokesperson, said, “6,355 persons have been tested per million population. This is one of the highest testing rates in the country.”

Assam may reject final clearance for coal mining in Dehing Patkai: Ministers Guwahati, May 30 (PTI): The Assam government on Saturday said it may not recommend to the Centre for giving final clearance to Coal India Ltd for coal mining inside Dehing Patkai forest if the decision causes damage to the environment. Addressing a joint press conference with Assam Industry minister Chandra Mohan Patowary, Forest minister Parimal Suklabaidya said, the state government “may not even allow underground mining” if any such decision harms the biodiversity of the area. However, on the basis of the state government’s proposal and recommendations of the Forest Advisory Committee, the Centre had given Stage-I clearance for 57.2 hectares with 28 conditions to Coal India Limited (CIL) in December 2019 by diverting 98.59 hectares of forest land in Dehing Patkai Elephant Reserve. “We will not give permission to coal mining by destroying nature. Even after CIL fulfills all the 28 conditions, we may not recommend to the Centre for
giving approval to them for mining in Dehing Patkai,” Suklabaidya said. Dehing Patkai Wildlife Sanctuary is spread across 111.42 sq km, while the Dehing Patkai Elephant Reserve with 937 sq km of area is surrounding the sanctuary in its periphery across Dibrugarh and Tinsukia districts. The state government has not submitted any report to the Centre as yet and is carrying out GPS mapping to prepare a comprehensive document covering all aspects, the forest minister said. Though mining was going on since 2003, the CIL had sought clearance in 2012, which was rejected. It applied again in 2019 for clearance of 98.59 hectares, out of which CIL was carrying out mining activities in 73 hectares. For the remaining 41.39 hectares, the Centre asked CIL to submit a feasibility report for underground mining along with a compliance report regarding fulfillment of all other conditions mentioned in Stage-I clearance. The minister said, min-
ing was stopped in October 2019 by the “BJP-led government” which will “not compromise on protection of environment.” Asked why illegal coal mining was going on for almost three-and-ahalf years after the BJP came to power in the state, Suklabaidya said, “We had sought approval papers from the CIL. When they failed to provide it, we issued notice to them. They were also paying royalty for the area. All these things took some time.” The minister, however, claimed that the mining site does not fall under Dehing Patkai Wildlife Sanctuary and is located 9.9 km from it. Commenting on Suklabaidya’s recent visit to the mining site to carry out a study as per the chief minister’s directive, Patowary said the forest minister will conduct a second round of “thorough extensive survey”. “The Assam government does not give permission to mining, but the Government of India gives it. They sought a report from us and we gave it accordingly,” Patowary said.
Saturday said that there could be a possibility of more COVID-19 positive cases due to the large number of returnees who have come from other parts of the country, including ‘red zones’. He however voiced confidence that there is no community transmission of the disease yet in the State due to strict screening and testing protocols. Meghalaya has recorded 27 COVID-19 cases, of which 12 have recovered, one died, eight active and seven remain active and under treatment. All the recent 15 positive cases were returnees to the state from Tamil Nadu and Delhi-Haryana. “We should expect that there will some more cases and there is nothing unexpected but we should not be worried because strict screening and testing protocols are being maintained,” Sangma said in his video message transmitted via social media. “There is no chance of any kind of community transmission because all of them will be kept in Corona Care Centres or Quarantine Centres,” the Chief Minister further added. “It is expected that we will see some positive cases coming up. I think the issue which one has to think about is that; number one is when people come in they must be screened properly, which I think you see that in almost all the North

In the wake of surge of COVID-19 cases, Manipur government is planning to set up a 100-bedded temporary COVID care centre. The decision to set up temporary COVID care centre was taken in a high level
meeting chaired by chief minister N Biren Singh on May 28. The temporary COVID care centre is to be established alongside the state government’s plan to open isolation wards with 30 beds each in all the district hospitals for treatment of COVID-19 patients. An official source said that the state government has selected a private school in Imphal West district, UNACCO School at Meitram village which is currently used a government quarantine centre. Authorities of the state government had approached the school management to convert the school into a COVID care centre and upon agreement, necessary steps to make the centre operational at the earliest have started, the source added. State health department has contacted firms based outside the state for supply of equipment needed in setting up the COVID care centre, the source said. The 100-bedded temporary COVID care centre will be upgraded into a 200bedded one if necessary, the source added. Meanwhile, to cope with the shortage of technicians at the VRDL of JNIMS, state health department has also signed an agreement with the management of a private diagnostic centre to hire technicians. The management of
Babina Diagnostic Centre has agreed to let the state government utilise their technicians in the operating the COVID-19 testing laboratory at JNIMS, the source said. Health department has initiated necessary process to open isolation wards with 30 beds each in all the district hospitals. Even as there is no local transmission of the pandemic in the state, COVID-19 case among the returnees has increased to 62 on Saturday with three more new cases detected among the returnees in the last 24 hours. After eight have recovered and discharged from the hospitals, there are 54 active cases in the state till the time of filing this report. A 19-year-old girl who hails from Kanglatongbi village of Imphal West district who recently Gujarat was tested positive for the virus late last night while two others (a female and one male) were tested for the virus today, a release of the COVID-19 Common Control Room of the state government said. The female who hails from Chandel district returned from Chennai while the male returned from Mumbai. Admission forms must be made available for online download and submission. 2. Class XI admission in all Government Higher Secondary Schools (GHSS) in Nagaland shall be online. The process of online admission shall commence on 10th of June 2020.For Government Higher Secondary Schools (GHSS) an online platform has been created by the School Education Department. (The details of the online platform will be communicated to all Government Higher Secondary Schools and students, in a subsequent notification) 3. All private institutions in the Nagaland should device mechanism for online admission for respective schools. The process of online admission should commence on 10th of June 2020. 4. All principals/ heads of GHSS and Private Institutions shall ensure that manual collection and submission of forms, offline mode of admission is not entertained to the extent possible as it will lead to assembling of students. In case of unavoidable circumstances, where offline admission is adopted for students who are unable to access the online facilities, social distancing, sanitization and Standard Operating Procedure (SOP) issued by the Health & Family Welfare Department should be strictly adhered to. Referring to the amendment to the Citizenship Act, Modi said it was an “expression of India’s compassion and spirit of inclusiveness”. The Citizenship (Amendment) Act seeks to grant citizenship to nonMuslims from three neighbouring Muslim majority countries on the ground of religious persecution. Its passage last year had prompted intense protests in various parts of the country

Delhi-Moscow AI flight returns midway after pilot found COVID +ve NEW DELHI, MAY 30 (PTI): An Air India flight from Delhi to Moscow was asked to return midway on Saturday after its ground team realised that one of the pilots onboard the plane tested positive for coronavirus, officials in the airline and aviation regulator DGCA told PTI. The A ir bus A 320 plane departed around 7.15 AM for Moscow to bring back a group of stranded Indians under the Vande Bharat evacuation mission and it was back in Delhi by 12.30 PM following orders from the authorities, they said. Two senior bureaucrats confirmed that there
was a “lapse” on the part of officials responsible to scrutinise the coronavirus test reports of the crew members and that they did not look at the pilot’s test results properly. According to standard operating procedure, pilots and other crew members of any flight are required to undergo mandatory testing for coronavirus and are assigned duties if the laboratory results are negative. The Director General of Civil Aviation has already begun an investigation into the case based on a preliminary report by Air India, the officials said. The plane with registration number VT-EXR

I
t was certainly not an opportune time for the Modi government 2:0 to list out its achievement when the nation is going through a tremendous crisis due to the current lockdown 4:0. Though things overall are not at all much to cheer about, yet Modi is still perceived as a strong leader who is hugely popular. He is seen as being bold enough to take hard decisions and plough the lonely furrowat the same time, he doesn't hesitate to let go of things that are not relevant anymore. These are the impressions as Modi completes the first year of his second term - a year which saw momentous acts such as the scrapping of Article 370 that was fodder for separatism and insurgency in Jammu & Kashmir; criminalisation of triple talaq, anti-terror terrorism law, Citizenship (Amendment) Act and the Supreme Court verdict in the Ayodhya case as an incentive. In a way, the current lockdown will be an unwanted happening for the government, just as it had been highlighting various decisions made by the government. However, the most important aspect is on the economic front that has not been doing well and the lockdown has only accentuated the downslide. Millions of migrant labourers were left to fend for themselves when they found themselves out of job, without money, starving and hundreds of miles away from home. The reverse migration that is witnessing millions of helpless migrant labourers walking or hitchhiking to their own home states is indeed another great tragedy reminiscent of the exodus during partition. Modi's focus remains on big reforms, structural changes and in the ease of doing business. However the projected growth rate at 7.5% has now slipped to 3.1 per cent in the January-March quarter of 201920 showing impact of COVID-19 pandemic. While urban India talks about reopening of travel, shops, malls etc, villages have borne the brunt of economic slowdown. Consumption has been particularly low in rural areas creating a ripple effect on the overall health of the Indian economy. The slowdown in consumption is directly related to declining earning or less money in pocket to spend. Worse for the economy is the decline in income which is the result of loss of employment or rise in unemployment. India’s unemployment rate was a bit higher at 24.3% for the week ended May 24 compared to 24% in the preceding week or the average unemployment rate of 24.2% in the past eight weeks of the lockdown. The unemployment rate stood at 8.8% in March 2020 prior to the lockdown. According to Centre for Monitoring Indian Economy(CMIE) data 91.3 million including daily wagers and those working with small traders were out of jobs in April followed by 18.2 million employment loss of entrepreneurs, and 17.8 million among salaried class. The Modi 2:0 government's economic emphasis has no answer to the extreme problems that are haunting the Indian economy at the moment. Around 4.5 crore migrant workers are in dire straits due to the catastrophic handling of the lockdown declared unilaterally on March 24. The rural workers especially labourers are distressed and economically weaker sections have been pushed to an utmost crisis because the pro-capitalist proponents and advocates in the government. Achievements that divide the nation along religious lines is bad but dividing the nation between urban rich and rural poor is the worst recipe.

In the spiritual realm, Jesus Christ demands that you risk everything you hold on to or believe through common sense, and leap by faith into what He says. Once you obey, you will immediately find that what He says is as solidly consistent as common sense. By the test of common sense, Jesus Christ’s statements may seem mad, but when you test them by the trial of faith, your findings will fill your spirit with the awesome fact that they are the very words of God. Trust completely in God, and when He brings you to a new opportunity of adventure, offering it to you, see that you take it. T
his first-hand account/statement is released to the public with a view to highlight the sequence of events leading to the easily preventable spread of COVID-19 to Eastern Nagaland and the controversies accompanying the same. During the past couple of days, we have witnessed intensive discussions and debates across all social media platforms on the matter, and in order to clear the air in the interest of the general public, I am making an effort to narrate of my first hand encounter and experience highlighting the efforts made by the Eastern Nagaland Legislators, even though we failed to stop this from happening. On 25th May, after the Kohima Village Council and Angamimiapfü Mechü Krotho demanded the Government to send all the stranded citizens to their respective districts, huge concerns were raised amongst various Eastern Naga civil societies, namely ENPO, Sangtam Likhum Pumji, Yimchunger Tribal Council, and Eastern Sumi Organization. Without wasting any time, these organisations and entities appealed to the competent authorities to keep the returnees from outside the state, especially those who had just returned from Chennai, in Kohima and Dimapur until proper tests are conducted and the results of the same are obtained. In this regard, Eastern Nagaland Legislators Union had a marathon meeting on Tuesday, March 26 at Kohima, appealing to the authorities not to send the returnees home until all mandatory tests are conducted, the necessity of which can be comprehended by anyone who has an ability to think straight. However, all these appeals fell on the deaf ears. Meanwhile, as the matter was under discussion, the authorities went behind our backs to clandestinely proceed with the sending off of the people to Tuensang. It was soon found to our utter dismay that one individual amongst those sent was confirmed to be COVID-19 positive. It is pertinent to mention here that the SOP was not followed in the transportation as the passengers were sent without food for the almost whole day journey and were compelled not to adhere to the prescribed social distancing. As a last resort, me along with four fellow members of ENLU decided to go down to the COVID-19 War Room at the Nagaland Civil Secretariat at about 6:00 pm to request the concerned senior officials in authority to review the decision of sending the returnees to Tuensang and recall them to Kohima. Literally following the lockdown protocols themselves, the War Room was also sealed with a lock. Already running out of time and options, we decided to meet the Deputy
Commissioner, Kohima, who is also the nodal officer for transportation in the district. The Deputy Commissioner conveyed to us that he was awaiting further instructions on the 25th May, as he was aware of the concerns raised by the Eastern Naga civil societies. He admitted that the instructions to send the buses at 2:00 pm to 2:30 pm that afternoon came from the higher authorities and that bringing them back was beyond his powers and capabilities. It is important to highlight at this juncture that while all these incidents were unfolding one after the other, the Chief Minister was well aware of all the developments since morning, yet was under constant denial of the appeals that we were making. The above was the episode of May 26th in a nutshell. We are now faced with four confirmed cases in Tuensang alone, and it is bound to increase as more test results are awaited. We are now faced with such a scary situation which is entirely the fallout of criminal negligence on the part of the Government of the day in handling this pandemic, leading to a cloud of confusion and resulting in untold panic amongst stakeholders. The larger question now is, who should be held responsible for this. Is it the Chief Minister, Minister of Health and Family Welfare, the empowered committee on COVID-19, or the Nagaland State War Room? It was within the knowledge of all the above that there was an appeal not to send those people coming from outside the state to their respective native districts so soon, given the gravity of the situation and the risk of human lives involved. Despite the ENLU and other Eastern Naga civil society’s appeals and concerns, it was whimsically ignored. It is very evident from the above fact that all these actions were intentional and in disregard to human life and values. Make no mistake that the concerned authorities will be held solely responsible for the spread of COVID-19 in Eastern Nagaland and all the casualties and consequences that it brings along with it. While the top Government officials were well aware of the whole situation that transpired, it is very regrettable to note that the Government, today, through its spokesperson, stated that there is no negligence on their part and that such an "unfortunate incident" happened due to a communication gap. or decades, the tobacco industry has deliberately employed strategic, aggressive campaign to attract youth to tobacco and nicotine products. The industry has been carrying out in-depth research and calculated approaches designed to attract a new generation of tobacco users, from product design to marketing campaigns aimed at replacing the millions of people who die each year from tobacco-attributable diseases with new consumers – youth. For 2020 the WHO has chosen “Protecting the youth from Industry manipulation and preventing them from tobacco and nicotine use” as the theme which seeks to provide a counter-marketing campaign and empower young people to engage in the fight against Big Tobacco. The World No Tobacco Day 2020 global campaign will serve to: • Expose the lies and manipulation tactics employed by the tobacco industries, particularly marketing tactics targeted at youth, including through the introduction of new and novel products, flavours and other attractive features. • Equip young people with knowledge about the tobacco and related industries’ tactics to hook current and future generations on tobacco and nicotine products. • Empower influencers (in pop culture, on social media, in the home, or in the classroom) to protect and defend youth and catalyse change by engaging them in the fight against Big Tobacco. The onslaught of Tobacco Industry’s campaign on the youth will continue but there is no reason why today’s youth with high level of awareness should fall prey to this. It’s high time that they come out and lead the Anti-Tobacco campaign themselves. It’s also a wakeup calls for all the leaders, in different fields to take tobacco issues seriously, if we want our younger generation to be a healthier society. The present situation offers a unique opportunity to the leaders of the state, to strictly implement Tobacco Control Laws under different provisions in the State, as now it is very clear that, consumption of tobacco products and spitting could lead to community transmission of virus. Moreover, most Tobacco users have co morbidities and they have a much greater chance of developing serious complications when they are infected with the virus. Reducing tobacco use in the society will not only reduce disease burden but it will improve the economy of the people. Even the trucks carrying the essential commodities were not allowed to enter the town. The Chambers of Commerce has been spending lakhs for receiving the essential commodities from the outskirt of the town. The trucks from Assam were made to stop 15 kilometers away from the town. Despite all these plan of action, the lapses in Kohima and the officials remaining tightlipped over the in human evacuation of the people of Tuensang has left so many questions to be answered. 1. Having read the account of Hon'ble NPF MLA Shri. Muthinyuba Sangtam and enquiring from reliable sources, it is learnt that Shri. Pangnyu Phom, Hon'ble Minister H&FW being the Convenor of ENLU and his Team has tried their best to stop the bus from deporting the people to Tuensang before the test result. They knew that the Chennai returnees are from vulnerable Red zones and some of their co passengers were already tested positive for Covid in the morning at Kohima. Therefore, Shri. Pangnyu Phom, Hon'ble Minister, all his ENLU Team and the President of ENPO sat down for a meeting at Shri. CM Chang’s residents in order to stop the Tuensang bound buses from moving out of Kohima on that fateful day, 26th May 2020. Since all the War Room Team Members were not responding to their phone call, Shri. Pangnyu Phom, Hon'ble Minister even took the ENLU members viz. Shir. Kashiho Sangtam, Hon'ble Minister, Shri. Toshi Wungtung Hon’ble Advisor, Shri. CL John MLA, Shri. Toyang Chang MLA, Shri. Toshi and Hon'ble MLA Muthingniba Sangtam, to the war room. However, the Kohima War room which is headed by Hon’ble Chief Minister Shri. Neiphiu Rio, Shri. Abu Metha, Advisor to CM and Temjen Toy, Chief Secretary were not at the War Room. Since the buses have already departed, they made several attempts over the phone in order to recall back the dispatched buses. However
nobody was willing to take the responsibility of recalling back the departed buses. Finally Shri. Pangnyu Phom and his ENLU Team went to the Deputy Commissioner’s residence at Kohima. The DC informed the visiting team that his job was just to make the transportation arrangements and to recall back the buses was beyond his power. The decision to transport the passengers of Mokokchung and Tuensang was taken by someone by overriding the decision of the cabinet. So who is responsible? Who gave directions to send back the returnees of Chennai by ignoring standard SOPs issued by the Chief Secretary on 18th May 2020 and successive Cabinet decision? 2. The State government has pumped in crores in Kohima Quarantine centers in order to accommodate all the state returnees. Only after obtaining the test results, the returnees were supposed to be shifted to district quarantine centers. Is the overruling of the Cabinet decision to send returnees only after Test result taken by the Commissioner and Secretary, H&FW or the Principal Director H&FW or the District functionaries at District level? Whether the above Officials connived with the Kohima based NGOs to overrule the cabinet decision? 3. It is learnt that the returnees sent to Mokokchung and Tuensang on that fateful day had other State returnees clubbed with Chennai returnees even after knowing and fully aware that Chennai returnees are from vulnerable Red zones and some were already tested positive for Covid? So who took the decision to club all returnees together without segregation as per standard SOP? 4. Unlike the quarantine centers of Kohima, Tuensang Containment zone Sao Chang Government College shares common toilet and latrine, thus exposing the returnees to further infections. Hence what will Government do in order to stop the spread of infection in Tuensang containment zone? 5. God forbide if it has now spread to all the returnees in containment zone. If it has then many reasons to be afraid of as this would spiral out into
community infection. Hence a proactive measure needs to be undertaken by both Government and public of Tuensang. All possible help should be rendered to District Health Machineries in order to stop community spreading. 6. District Hospital Tuensang is a 54 Bedded hospital without any cabins to isolate positive patients. Therefore in the event of all fateful returnees been tested positive, an additional logistics needs to be arranged to house as District Hospital Tuensang will not be able to accommodate all positive returnees. What is Government going to do in order to accommodate the positive patients? 7. As per SOP, 3 Kms radius need to be cordoned off with additional 2 km as buffer area in containment zone. However this is not possible for Tuensang but at least the sectors/colonies of Tuensang surrounding District Hospital Tuensang should be cordoned off for general public in order to avoid another disaster in this disaster. 8. The Government has to immediately look into the waste management, sanitation and latrine/bathroom facilities for the Covid Hospital Tuensang. All this logistics need to be put in place to avoid community infection. All the required medical equipments and facilities needs to be provided at the earliest. 9. Manpower needs to be generated. Young and able volunteers of Tuensang need to be trained as manpower of Health care in the district is very less. 10. In this time of disaster, all of us need to be considerate and extend helping hand to the people of Tuensang. Nagaland is a small state. If the infection spreads in community, all systems will collapse so government and the people should be proactive and be visionary in roping in all available resources. The earmark of Christianity is kindness, compassion, and love. It’s not fighting back, attacking others, settling scores, or leveraging people’s pain for our own advancement. B.R. Eastern Naga returnees are not immigrants
W
e appeal the Nagas in general and particularly Neiphiu Rio, Chief Minister of Nagaland and Pangnyu Phom, Minister of Health & Family Welfare, should know every day and night that Nagaland would have never attained Statehood without the support of the Eastern Nagas in 1963. Moreover, it is to comprehensively know that Eastern Nagaland is one side of a coin without which Nagaland and the Chief Minister led State would never exist. The recent deportation of Tuensang people from Kohima who were equally flocking the wave of the remaining Naga returnees from other States, without undergoing the test in Kohima is the highest criminal act of Rio and Pangnyu Phom who infringed the COVID-19 protocol. Such discrimination and deportation is done only to the migrant workers or immigrants in the country elsewhere and the Eastern Nagas are not migrant workers or immigrants to be mercilessly and inhumanly sent off to Tuensang risking the common people back home, despite the knowledge of dangerous and negative repercussions when reaching their destination which is now declared with 5 positive COVID-19 cases. With no any further justification, apologies, regretful and so on, if any life of the Eastern Nagas loses due to the spread of COVID 19 positive cases, Rio and Pangnyu Phom should take the risk to the extent of any untoward consequences from the entire Eastern Nagas. Since the political inception of Nagaland, Eastern Nagas had been tolerating on humanity ground of the unceasing discrimination and negligence. This continues throughout the Naga political leadership and it is inevitably repeated in the
current Rio Government which includes his party MLAs from the Eastern Nagaland in such pandemic outbreak time. However, the amount of discrimination towards the returnees of the Eastern Nagas by sent off to Tuensang without processing the protocol of the COVID-19 is the heaviest discrimination and suppression in the history of the Naga people at this crucial pandemic. The negligence of Rio and Pangnyu Phom has reached the National and regional media (News Indian Express on 28th May 2020) and the state media (Nagaland Page on 27th May), 2020 stated “1tested positive from 169 returnees sent to Tuensang from Kohima” which termed as “Mismanagement and Criminal Negligence”. The similar criminal negligence was made by Rio and Pangnyu Phom when Raja Jain who was rejected and framed it to neighboring State Assam as positive tested in order to codify Nagaland as COVID-19 Free State. COVID19 team of Nagaland, can you please urgently make a local video or notice as per the WHO guidelines on “How to take care of a COVID positive patient at Home”? I know that it all seems quite early to prepare for such steps and maintaining social distancing is still a luxury for most of our population. But we all agree that an early spread of awareness can help us prepare for the worst. I am from Kohima, living in the Western part of Europe which was once among the hotspots of COVID19 in the world chart and it worries me to see that Nagaland is no more a Green Zone. I have seen firsthand where the number of active patients had outnumbered the health-care facilities and those who had mild symptoms or those who were asymptomatic were asked to be taken care of at home. Despite having one of the best healthcare systems in the world, these countries still struggled to cope when the peak struck, and I cannot imagine the impact it will have in our population and our fragile healthcare system. I am also aware that the measurement and the tips to handle this pandemic could vary from country to country or even from state to state within a country but please execute the strategies like as if we have already hit the peak. No, I am no epidemiologist nor is my intention to lecture anyone on how to do their job (which you may best know) but just as a concerned citizen of Nagaland who has already been in a hotspot with a lesson to share. Talks at military level on to resolve standoff: Rajnath
NEW DELHI, MAY 30 (PTI): As Indian and Chinese troops remain engaged in a tense border standoff, Defence Minister Rajnath Singh on Saturday asserted that the government will not allow India’s pride to be hurt under any circumstances even as he said bilateral talks were on at military and diplomatic levels to resolve the row. Singh also said that he conveyed to US Defence Secretary Mark T Esper during a telephonic conversation on Friday that India and China have an existing mechanisms to resolve “problems” through talks at diplomatic and military levels. In the midst of the flare-ups between Indian and Chinese armies, US President Donald Trump on Wednesday said he was “ready, willing and able to mediate” between the two countries. He reiterated the offer on Thursday as well. The Ministry of External Affairs indirectly rejected the offer two days ago, but Singh became the first central minister to speak on India’s position on the issue with clarity. “I spoke to the US Defence Secretary yesterday. I told him that we have developed a mechanism already under which any problem between India and China are resolved through military and diplomatic dialogue,” Singh told Aaj Tak news channel. He was replying to a question on whether India ruled out any third-party mediation in resolving the border row with China. The defence minister said efforts are on to resolve the border row in

It should be resolved through talks at military and diplomatic levels. Negotiations are ongoing between the two countries at the military and diplomatic levels,” he said. Troops of India and China were engaged in the standoff for over three weeks in Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie in eastern Ladakh. The trigger for the face-off was China’s stiff opposition to India laying a key road in the Finger area around the Pangong Tso Lake besides construction of another road connecting
the Darbuk-Shayok-Daulat Beg Oldie road in Galwan Valley. Military sources said China was also laying a road in the Finger area which is not acceptable to India. The sources said military reinforcements including troops, vehicles and artillery guns were sent to eastern Ladakh by the Indian Army to shore up its presence in the areas where Chinese soldiers were resorting to aggressive posturing. The situation in eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent faceoff on the evening of May 5 which spilled over to the next day before the two sides agreed to “disengage”. However, the standoff continued. The incident in Pangong Tso was followed by a similar incident in north Sikkim on May 9. The troops of India and China were engaged in a 73-day stand-off in Doklam tri-junction in 2017 which even triggered fears of a war between the two nuclear-armed neighbours. The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it. Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquillity in the border areas.

80 deaths on Shramik trains
N E W D E L H I , M AY 30 (AGENCIES): The Shramik Special trains, launched by the Railways from May 1 to ferry stranded migrant labourers, have faced a torrent of criticism in recent days. From lack of basic facilities to diversion of trains, the Shramik Special services have been in the news for all the wrong reasons. N o w, H i n d u s t a n Times has reported that around 80 people have died on board the Shramik Special trains in the period between May 9 and May 27. The Hindustan Times report was based on data from the Railway Protection Force. On Friday, Railway Board Chairman V.K. Yadav told a press conference that until May 28, a total of 3,840 Shramik Special trains had been operated, ferrying 52 lakh passengers. Approximately 80 per cent of all Shramik Special trains run to destinations in Uttar Pradesh and Bihar. Ironically, the decision to start the Shramik Special services came amid frequent reports of migrants being killed in road accidents as they attempted to reach their homes. Hindustan Times reported, “the deaths were recorded from May 9 till May 27 across several zones including the East Cen-
tral Railway zone, North Eastern Railway zone, Northern Railway zone and North Central Railway zone; and the ages of the dead ranged from 4 to 85. The list also mentions the co-morbidities or accidents that caused the deaths in a few cases”. Data for the Shramik Special trains between May 1 and May 8 was not available. “There have been 18 deaths in the North Eastern Railway zone, 19 in North Central zone and 13 in East Coast Railway zone,” the Hindustan Times reported, adding there were 10 deaths in the Northern Railway zone. An RPF official claimed, “heat, exhaustion and thirst are among the primary issues faced by the passengers on board these trains”. Earlier this week, it was reported that nine people died over a period of 48 hours on board Shramik Special trains. The Railways had claimed that these deaths were a result of co-morbidities. On Friday, the Railways and even Railway Minister Piyush Goyal had appealed to certain ‘vulnerable’ groups—pregnant women, children below 10 years of age, people above 65 years and those with co-morbidities—to avoid travelling on the Shramik Special trains.

NEW DELHI, MAY 30 (PTI): At least 28 per cent of 40,184 people who had tested positive for COVID19 between January 22 and April 30 in India were asymptomatic, a study found, raising concerns about the novel coronavirus being spread by those who show mild or no symptoms. A large proportion of both those tested and those positive were asymptomatic contacts, according to the study by the Indian Council of Medical Research (ICMR) scientists along with other collaborators Healthcare workers constituted about 5.2 per cent of the total infections, said the study published in the Indian Journal of Medical Research (IJMR). According to the study, of the 28.1 per cent asymptomatic patients, 25.3 per cent were direct and high-risk contacts of the cases, while 2.8 per cent were healthcare workers in contact with confirmed the case without adequate protection. “However, the proportion of the asymptomatic infected people could be much more than the 28.1 per cent and this is a cause of concern for us,” Manoj Murhekar, director of the ICMR’s National Institute

the GST (Compensation to States) Act, 2017, the level of protected revenues of the state governments is calculated on the basis of a 14% annual growth rate with FY16 as the base year. The gap between the state governments’ actual SGST (state goods and services tax) collections and the protected revenues is required to be released by the Centre in the form of GST compensation for the first five years of the GST regime. Icra Ltd has estimated that out of Rs.1.7 lakh crore compensation requirements in FY20, Rs.1.2 lakh crore was released by the Centre in FY20, leaving an unpaid balance of Rs.50,500 crore at the end of March. Jayanta Roy, group head, corporate sector ratings, Icra, said with the covid-19 pandemic and
associated lockdown being expected to shrink nonessential consumption, state government finances will undergo a dual shock. “First, the SGST collections would contract by 30% in FY21 to Rs.3.5 lakh crore, which entails a spike in the compensation requirement to Rs.4.1 lakh crore based on Icra’s assessment. Simultaneously, the cess collections that are meant to be funnelled towards GST compensation will dry up in the current environment. Accordingly, the risk associated with the magnitude and timing of the release of the GST compensation by the Centre to state governments has escalated sharply and would exacerbate the fiscal and liquidity stress that the states are experiencing due to the crisis.”
New Delhi, May 30 (Agencies): Telecom Regulatory Authority of India (TRAI) has proposed using 11-digit mobile numbers to ensure adequate numbering resource in future. In response to a request from Department of Telecommunications, the telecom regulator also suggested mandating ‘0’ as a prefix for calls from fixed line numbers to mobile numbers. The authority estimated that 4.68 billion mobile numbers will be enough to meet the requirements in India by 2050. “Switching from 10 to 11 digits with first digit for mobile numbers as ‘9’ would give a total capacity of 10 billion numbers. With the current policy of allotment after 70 per cent utilisation, this would suffice till India has 7 billion connections. This could mean liberal allocation to service providers and administrative ease,” TRAI said in its recommendations on ‘Ensuring Adequate Numbering Resources for Fixed Line and Mobile Services’. TRAI also suggested shifting data only mobile numbers, which are used in data cards, dongles and other devices for internet access, to 13-digit numbering series since they are not used for voice calls. “It is also possible to provide private-numbering series for these numbers by

By sparing the underutilised levels ‘3’, ‘5’, and ‘6’, and moving them to a sub-level of ‘2’ or ‘4’, several million numbers can be used for mobile numbers,” it said.

Will ensure firms don’t get picked up at throwaway prices, says FM New Delhi, May 30 (PTI): The threat of hostile takeovers is certainly a worry and the government will ensure that Indian businesses do not get snapped up at throwaway prices, said Finance Minister Nirmala Sitharaman. The outbreak of Covid19 has hit industries across the world due to depressed demand caused by lockdowns. So, the market provides opportunities to players with deep pockets to buy companies in distress at a very cheap valuation, she said. “That’s a reality but we have to take care that businesses which have been built by the sweat and toil of Indians, and which have had great brand value, cannot be allowed to be picked up by people who are just looking for an opportunity.” “So, that is a factor which all of us are worried about and that’s a factor on which we will certainly do something to ensure that Indian industries don’t get picked up at a throwaway price because we want them to be able to run the business once everything is normal,” Sitharaman told television channel WION in an interview.

Last month, the government decided to put restrictions on foreign direct investment (FDI) to clamp down on investors from countries like China buying Indian companies cheap. The amendments to the FDI rules were necessitated on concerns among officials as well as businesses about possible takeover attempts at a time when share prices are down due to the Covid19 crisis. Earlier on Friday, a finance ministry official said the government has not taken a call on putting curbs on foreign portfolio investment (FPI) from China. On the GDP growth figure for the March quarter, the finance minister said, “3.1 per cent for the last quarter of 2019-20, a quarter in
which we thought we had started seeing green shoots, in September, October, November. That is one of the reasons why the budgetary estimates were made the way they were made.” She said with the full support of the Prime Minister, the government will ensure everyone gets the required help. India’s economic growth slowed to 3.1 per cent in January-March and to an 11-year low of 4.2 per cent for the full fiscal 2019-20. The Gross Domestic Product (GDP) growth stood at 5.7 per cent in the corresponding quarter of 2018-19, according to data released by the National Statistical Office (NSO) on Friday. During 2019-20, the Indian economy grew at 4.2 per cent as against 6.1 per cent in 2018-19. The economic growth was the lowest since 2008-09 when the economy had expanded at 3.1 per cent. The government had imposed a lockdown to curb the spread of Covid-19 from March 25. The Indian economy also got impacted during the January-March quarter due slowing down of economic activities across the world.

The performance of boys and girls streamwise in terms of pass percentage was: Arts -- Girls (77.24 %) Boys (65.51 %), Commerce -- Girls (66.44 %) Boys (68.99 %) and Science -- Girls (90.03 %) Boys (75.07 %). The overall percentage in Arts stream was 71.87%, Commerce stream 75.47% and Science stream 80.99%. The number of boys and girls in the top 10 list streamwise: Arts – 13 girls and three boys; Commerce – eight girls and four boys and Science – six girls and five boys. There were two toppers from Government Higher Secondary Schools in the Merit list at the HSSLC Examination 2020. Performance of govt schools improve slightly: The pass percentage of government high schools slightly improved in
HSLC examinations from 43.23% 2019 to 47.40 % this year. In 2016, the pass percentage was 32.81 and in the following year it increased to 42.60 % while in 2018 the percentage decreased to 40.77%. In terms of district wise performance for government schools, Kohima district again topped the table with a percentage of 64% followed by Mokokchung and Peren districts at 57%. The four Eastern districts remained at the last four with Tuensang 23%, Mon 18%, Kiphire 16% and Longleng 10%. Kohima and Peren districts are the two districts that did not have nil result while Tuensang had the highest number of nil results with seven schools followed by Mon having five schools with nil result. However, one school in Tuensang district secured 100% result. Addressing the media at her office Saturday, NBSE chairman Asano Sekhose said the result was delayed due to the lockdown. She said that in order to encourage usage of e-learning by students and teachers during the lockdown, the board has initiated the development of some e-learning Apps by collaborating with its publishers and also for accessing the learning materials of some digital platforms. NBSE chairman informed that the board was concerned over the performance of government schools. Even after continuous nil result by some government schools, she said those schools cannot be shut down because one need look many other factors that affected the students especially the remote parts of the state.

New Delhi, May 30 (Agencies): The finance ministry is not in favour of raising the goods and services tax (GST) rates even on non-essential items at a time its revenue collections are expected to be badly hit by the nationwide lockdown to contain the spread of Covid-19. “Post the lockdown, demand has to be induced and economic activity has to improve on all fronts, not just on essential items. Who are we to decide what is nonessential? However, the GST Council will take a final call on the matter,” said a senior finance ministry official, seeking anonymity. The GST Council meeting is likely to be convened in June, said the official. The government has eased restrictions in the fourth phase of the lockdown, which is scheduled to end on May 31 and allowed businesses to restart operations. However, the more than two-month lockdown and the reverse migration of workers from urban and industrial centres to rural areas have crippled economic activity. The Council is also likely to take up the issue of compensating states for their revenue shortfall by borrowing from the market. Under

Washington, May 30 (IANS): The White House has been put under a lockdown as protests over the death of an unarmed black man in custody reached Washington on the fourth day of nationwide demonstrations against the incident in Minneapolis. The nationwide protests were against the death of 46-year-old AfricanAmerican George Floyd on Monday after being detained on suspicion of trying to use a fake $20 bill at a supermarket, reports Efe news. In videos recorded by passers-by, Derek Chauvin, a white police officer, is seen holding Floyd down with a knee on his neck although the victim repeatedly pleaded, “I can’t breathe”, and “please, I can’t breathe”. On Friday, Chauvin was arrested and charged with three-degree murder and manslaughter.. "China has total control over the World Health Organisation," he said on Friday while announcing measures aimed at punishing China. "Because they have failed to make the requested and greatly needed reforms, we will be today terminating our relationship with the World Health Organisation and redirecting those funds to other worldwide and deserving, urgent global public health needs," Trump said. The president said that the "world needs answers from China on the virus. We must have transparency." He said that China had "instigated a global pandemic that has cost over 100,000 American lives". B e r l i n, M ay 3 0 (IANS): Kai Havertz became the first player in Bundesliga history to score 35 goals before turning 21 to help Bayer Leverkusen beat Freiburg 1-0 following the 29th round of matches. However, Leverkusen will be waiting to hear news of the 20-year-old’s fitness after he was injured in Friday’s win. Looking to respond after their 12-game unbeaten run was snatched from them in a 1-4 defeat at home to Wolfsburg in midweek, it was Leverkusen who began the first half brightest, as per the official Bundesliga website. The home side had as much as 70 per cent of the ball in the opening 20 minutes but could not break through a compact Freiburg side set up by Streich to defend first, attack second. Leverkusen’s attempts at stretching the game wide were countered by Freiburg’s well-structured shape, keeping the game in the middle of the pitch, much to Peter Bosz’s frustration. Rome to host Italian Open in September Rome, May 30 (Agencies): Italian tennis federation president Angelo Binaghi said he was confident that the Association of Tennis Professionals (ATP) and Women’s Tennis Association (WTA) Rome clay-court tournament could now be played in September. This year’s edition had been scheduled to start at the Foro Italico on May 11, but was called off because of the coronavirus pandemic. “I think that, barring major upheavals, we are going to reorganise the Internazionali BNL d’Italia in September, between the middle and the end of the month,” Binaghi told SuperTennis. “They tell me, especially the Romans, that it is an extraordinary season, the best time to play tennis.” Binaghi said he would meet shortly with Italian Sports Minister Vincenzo Spadafora to discuss ways to “allow the public enjoy this great event”. Costa facing trial for alleged tax fraud M a d r i d, M ay 3 0 (Agencies): Atletico Madrid striker Diego Costa is set to face trial for tax fraud in June. According to a court filing, the Spain international is accused of defrauding the state of more than €1 million by not declaring payments of more than €5.15m (£4.6m/$6.8m) following his move to Chelsea in the summer of 2014. The 31-year-old is also accused of failing to declare image rights of more than €1m. Prosecutors in Madrid want Costa to be given a sixmonth prison sentence and a fine of more than €500,000. However, Spanish law allows sentences below two years for non-violent crimes to be exchanged for a fine. So if found guilty, Costa would avoid prison if he paid an additional fine of €36,500. Costa left Atletico for Stamford Bridge after the London club agreed to meet the £32m ($40m) buy-out clause in his contract in July 2014. He scored 59 goals in 120 appearances for the west London club, winning two Premier League titles and the League Cup. Istanbul hopes to host Champions League final Istanbul, May 30 (Agencies): Fifteen years after the “Miracle of Istanbul” that cemented Steven Gerrard’s status as a Liverpool legend, the Turkish metropolis was supposed to host its second Champions League final on Saturday. But that was before the coronavirus pandemic wreaked worldwide havoc. Uefa suspended Champions League matches until further notice in March as Europe’s football competitions were hit hard by the virus. The date and the venue of the final are now a source of uncertainty and alternative cities to Istanbul are being mentioned in media reports. However, the Turkish Football Federation (TFF) and local fans still hope the final will be played in Istanbul in August as planned. “It would of course be a source of pride to host a new final in Istanbul,” said Atakan Bodan, a member of the ultrAslan, Istanbul

IOC okays revised weightlifting qualification system for Olympics
B e r l i n, M ay 3 0 (IANS): Players of defending Bundesliga champions Bayern Munich have accepted a salary cut which will last until the “end of the season” to help the club through the ongoing crisis caused due to COVID-19 pandemic. “It is very satisfying to see that our team understands the situation and will again give up part of their salary until the end of the season,” club president Herbert Hainer told German daily Bild on Saturday. In April, the Bayern squad had taken a 20 per cent reduction in salary amid the coronavirus pandemic. Bayern currently remain on the top spot with a seven point advantage over second-placed Borussia Dortmund.Bundesliga resumed on May 16 behind closed doors and is slated to end on to end on June 27. The season was interrupted mid-March due to the coronavirus outbreak which has so far claimed more than 3.6 lakh lives across the globe.
Lausanne, May 30 (IANS): The International Olympic Committee (IOC) has approved the International Weightlifting Federations (IWF) revised Olympic qualifying system for Tokyo Games, which now extends the qualifying period to April 30, 2021. All results and rankings achieved by weightlifters during the qualifying events held prior to the cessation of qualifying will be retained with no changes to their value, said IWF in a statement. Following the suspension of qualifying events caused by the COVID-19 pandemic and the subsequent postponement of Tokyo 2020, the revised qualifying system will allow for a further qualification period, which will run from October 1, 2020 to April 30, 2021. Replacements for the cancelled events originally scheduled will be held during this period. The criteria whereby weightlifters must participate in at least six
million, all but USD 2.3 million from sponsor deals. Woods topped the Forbes list a record 12 times before an infidelity scandal helped end his run. Weightlifters had also been required to compete in at least one of the specified competitions during each of the first, second and third original qualifying periods. Some weightlifters had already competed in six events, including one in each of the qualifying periods. The third period, however, was brought to a premature end by the COVID-19 pandemic. As a result, not all weightlifters had the opportunity to fulfil this eligibility requirement.
All weightlifters wishing to qualify for Tokyo Games will now be required to compete in at least one of the specified competitions between October 1, 2020 and April 30, 2021. This will also ensure they are subjected to any in-competition doping controls applied by the International Testing Agency (ITA). A total of 56 men and 56 women will qualify on the basis of world ranking points collated by the IWF. A further 35 men and 35 women will qualify on the basis of continental ranking points.
